OUR OPERATING REQUEST IS $53.1 MILLION AND THE $8.5 MILLION FOR CAPITAL INVESTMENTS. AND AS AGAIN AS A REMINDER THE DEPARTMENT OF INNOVATION AND TECHNOLOGY IS A SHARED SERVICE PROVIDER. WE PROVIDE SERVICES FOR ALL DEPARTMENTS AND AGENCIES THROUGHOUT THE CITY AND EVEN SOME THAT GO OUTSIDE OF THE REGULAR OPERATING BUDGET. SO WE PROVIDE SERVICES FOR THE BOSTON PUBLIC HEALTH COMMISSION. WE PROVIDE SERVICES FOR THE BPD AND AS WE TRANSITION TO THE UPDATE TO THE CITY SOME OF THESE THINGS SOME OF THE CHANGES IN OUR BUDGET REFLECT THOSE THOSE CHANGES AS WELL. SO WE EVERYTHING TO DO IT DOES GOES IN SERVICE OF THE DEPARTMENT OR AGENCY OR OF A CITY EMPLOYEE THAT IS SERVING THE PUBLIC AND WE MAKE IT ALL WORK TOGETHER TRY TO DELIVER SECURITY DATA ANALYTICS AND INFRASTRUCTURE TO OUR DIGITAL SERVICES TEAM FOCUSING ON BUILDING BETTER EXPERIENCES AND OUR INFRASTRUCTURE TEAMS MAKING SURE THAT ALL OF THAT IS CONNECTED. THANK YOU SO WE WANTED TO SHARE WITH YOU SOME HIGHLIGHTS OF SOME KEY INVESTMENTS THAT WE ARE PROPOSING AND THEN TALK ABOUT SOME ACCOMPLISHMENTS AND SOME UPDATES OF PROJECTS THAT WE ARE UNDERTAKING AND THEN OPEN UP FOR QUESTIONS SO MY NEXT SLIDE UM, SO THE NEW INVESTMENT REQUESTS AMOUNT TO ABOUT $3.6 MILLION AND FIVE NEW POSITIONS AND WE'LL BREAK DOWN A LITTLE BIT WITH SOME OF THOSE KEY INVESTMENTS THAT WERE REQUESTED IN OUR NEXT SLIDE PLEASE. SO ONE OF OUR KEY SIGNATURE PROJECTS THAT WE'RE PROPOSING IS STARTING THE MODERNIZATION OR THE KIND OF TRANSFORMATION OF OUR PERMITTING AND LICENSING INFRASTRUCTURE UM PERMITTING AND LICENSING IS NECESSARY ACROSS THE CITY TO ENABLE THE CITY TO BALANCE THE THE NEED FOR SECURITY AND SAFETY IN EVENTS AND CONSTRUCTION AND IN A NUMBER OF ACTIVITIES WITH HOPEFULLY WITH THE WITH A REALLY PLEASANT AND STREAMLINED AND CLEAR EXPERIENCE FOR THE PEOPLE THAT ARE REQUESTING THIS PERMIT. WE ARE GENERALLY WE THINK ABOUT PERMITTING AND LICENSING AS BEING PART OF ONE OF THREE GENERAL AREAS. SO THE FIRST ONE IS PERMITS AND LICENSES AROUND BUSINESS REGISTRATION AND LICENSING. SO THESE ARE ALL OF THE ACTIVITIES THAT A BUSINESS NEEDS TO DO IN ORDER TO OPERATE WITHIN THE CITY. UM A LOT OF THESE ACTIVITIES REQUIRE ARE REQUIRED WITHIN BY THE CITY AND THERE'S SOME OTHER LICENSE AND PERMITS THAT PEOPLE USUALLY HAVE TO REQUEST FROM THE STATE BUT FOR IT INCLUDES WHEN PEOPLE GO AND REQUEST THEM TO REGISTER AS A BUSINESS WITH THE CLERK WHEN THEY ARE GOING TO REGISTER AS A MINORITY OWNED BUSINESS WHEN THEY GO AND REGISTERED TO IF THEY'RE INTERESTED IN SELLING ALCOHOL, IF THEY'RE INTERESTED IN SELLING CANNABIS ALL OF THESE THINGS ARE PART OF THAT WORLD AND THAT IS THE WAY WE THINK ABOUT THIS PROJECT IS GOING IN PHASES. BUT SO THE INITIAL PROPOSED FOCUS FOR THIS WORK IS GOING TO BE AROUND BUSINESS LICENSING AND REGISTRATION. UM WE ENVISION THE THE WORK THAT WE'RE STARTING TO COVER SOME OF THE OTHER TYPES OF PERMITS INCLUDING PERMITS OF USE OF THE RIGHT OF WAY INCLUDES CONSTRUCTION PERMITS AND TEMPORARY USES OF THE RIGHT OF WAY BLOCK PARTIES, SPECIAL EVENTS BUT WE INTEND TO CONTINUE FOR THE NEXT YEAR CONTINUE TO USE THE THE SYSTEMS THAT WE CURRENTLY HAVE IPSC TO TO DO THIS. AND THEN THE THIRD THE LAST BUT NOT LEAST WE REQUIRE PERMITS AND LICENSES FOR CONSTRUCTION AND OPERATION OF BUSINESSES. SO THIS IS ALL THE BUILDING PERMITS AND ALL OF THE PERMITS REQUIRED TO SOMEONE TO OPERATE WITHIN PRIVATE RIGHT AWAY. SO WHY ARE WE PROPOSING TO MAKE THIS INVESTMENT SO AGAIN, ONE OF THE THINGS THAT WE'VE NOTICED IS THAT IN THE PAST WHEN WE'VE GONE AND IMPLEMENTED TECHNOLOGY WE HAVEN'T NECESSARILY HAD THE USER IN MIND AND WE HAVEN'T PUT THE EXPERIENCE THAT WE WANT TO DELIVER UPFRONT. SO THIS TIME AROUND WE WANT TO START BY UNDERSTANDING WHAT SOME OF THOSE NEEDS ARE AND REALLY TAKING A HIGH LEVEL VIEW OF YOU KNOW, NOTHING WORSE THAN WHEN YOU GO TO DEAL WITH GOVERNMENT THAN WE'RE ASKING YOU TO PROVIDE THE SAME INFORMATION FIVE TIMES MORE CREATES THAT MAKES IT A LITTLE BIT FRUSTRATING FOR PETITIONERS. SO AGAIN STARTING TO UNDERSTAND WHAT THAT EXPERIENCE LOOKS LIKE STARTING TO HELP US STREAMLINE AND UNDERSTAND WHAT THE PROCESS SHOULD BE WORKING WITH THE DIFFERENT DEPARTMENTS THAT MANAGE PERMITS AND LICENSES AND HOPEFULLY WITH THE COUNCIL AND OTHERS THAT HAVE THE POWER OF MAKING CHANGES IF WE THINK THAT THERE'S SOMETHING THAT WOULD PROVIDE A BETTER EXPERIENCE WORKING ON GETTING BETTER DATA AND INFORMATION THAT HELPS US IMPROVE THE PROCESSES THAT HELP US BE GOOD STEWARDS OF THESE OF THESE TECHNOLOGIES AND WE ARE THE DEPARTMENT OF INNOVATION AND TECHNOLOGY AFTER ALL, ALL OF THIS REQUIRES ALSO SOME INVESTMENT IN TECHNOLOGY THAT ALLOWS US TO MAKE SURE THAT THEM THAT THESE THINGS WORK AND WORK IN A WAY THAT IS RELIABLE, THAT IS SCALABLE AND WE DO THINK THAT THERE IS A NEED TO START THINKING ABOUT THAT WE'RE GOING TO START REPLACING THIS IS A PATH TO REPLACE THE EXISTING SYSTEM WHICH WILL BE OUT OF SUPPORT WE ESTIMATE SOMEWHERE AROUND LIKE 3 TO 5 YEARS. SO WE'RE TRYING TO STAY AHEAD OF OF OF A CHANGE THAT WILL BE NECESSARY REGARDLESS. NEXT SLIDE. ANOTHER KEY INVESTMENT IS IN MAKING CHANGES TO ADDRESS STREET DATA WHICH IS UNDERPINS EVERYTHING THAT THE CITY DOES. SO THE STANDARDS STREET ADDRESS MANAGEMENT SYSTEM SAM IS A SYSTEM THAT WE'VE HAD SINCE 2011 AND ITS CURRENT FORM IT IS THE THING THAT IT IS THE WAY THAT WE TRACK WHAT ADDRESSES ACCESS IS WHAT'S TIED WITH 911 HOW WE DISPATCH PEOPLE WHEN THEY'RE HAVING AN EMERGENCY IT'S WHAT IS 2311 IT IS TIED WITH CODE ENFORCEMENT, IT IS TIED WITH EVERY ASPECT OF THE CITY'S OPERATIONS AND WE NEED TO MAKE SOME INVESTMENT IN UPGRADES TO MAKE SURE THAT ONE, THE DATA THAT WE'RE HAVING CURRENT DATA THAT THE DATA IS IS GETTING UPDATED IN THE RIGHT WAY AT THE RIGHT TIME TO THAT THAT DATA IS BEING CONNECTED TO ALL THE DIFFERENT SYSTEMS BECAUSE THAT'S WHAT THAT ALLOWS US TO BE ABLE TO SEE HOW DIFFERENT PARTS OF THE CITY'S OPERATIONS RELATE TO EACH OTHER. IT IS USUALLY THROUGH THE LOCATION AND SIMILARLY WITH THE STREET DATA WE THINK AS AN ADMINISTRATION THINK ABOUT THE USE OF THE RIGHT OF WAY IN A WAY THAT IS YOU KNOW, VERY, VERY THOUGHTFUL AND IT HAS EVOLVED. BUT THE WAY THAT WE KEEP TRACK INFORMATION ABOUT WHAT A RIGHT OF WAY LOOKS LIKE IS VERY AUTOMOBILE CENTRIC. BUT AGAIN JUST HIGHLIGHT THIS IS THE CORE DATA THAT ALLOWS US TO TRACK CONSTRUCTION PERMITS AND THE RIGHT OF WAY IS THE DATA THAT ALLOWS US TO IDENTIFY CONSTITUENT SERVICE REQUESTS. IS THIS ARE ALL OF THE BASIC FOUNDATIONS OF DATA THE CITY THAT HAVE NEEDED INVESTMENT FOR SOME TIME AND WE'RE HOPING THAT WITH YOUR PLEASURE THAT WE'RE ABLE TO DRIVE INVESTMENT AND START NOT ONLY FIXING AND MODERNIZING BUT REALLY MAKE THOSE DATA A SOURCE OF STRENGTH AND A SOURCE OF INSIGHT AND RELATIONSHIP BETWEEN THE DIFFERENT PARTS OF THE CITY OPERATION. NEXT SLIDE AND SO THOSE WERE TWO OF THE HIGHEST BOTH IN TERMS OF THE REQUEST FOR NEW POSITIONS AND THE REQUEST FOR THEM FOR FUNDING SOME OF THE HIGHLIGHTS THAT WE WANTED TO TO TO SHARE WITH YOU. WE WANTED TO GIVE YOU UPDATES AS WELL ON THE THINGS THAT WE'VE ACCOMPLISHED THIS YEAR AND SOME THAT ARE WORK THAT WILL CONTINUE TO CARRY OVER THROUGHOUT THE NEXT FISCAL YEAR THAT WE'RE REALLY ENCOURAGED THAT THE ADMINISTRATION YOU GUYS HOPEFULLY ARE WILLING TO HELP CONTINUE TO FUND. NEXT SLIDE. SO AS YOU REMEMBER WE'VE CONTINUED TO DRIVE A TRANSFORMATION OF OUR BASIC CITY SERVICE IS INFRASTRUCTURE. SO THIS IS THE DATA, THE SYSTEMS THAT ALLOW US TO TRACK WHEN SOMEONE CALLS US TO REQUEST SOMETHING OR WHEN THEY USE THE THE MOBILE APP THAT IS A SYSTEM THAT IS IN DIRE NEED OF REPLACEMENT. AND THE GOOD THING IS THIS WEEK WE HAVE ON SITE THE FINAL IS VENDORS THAT WE ARE INTERVIEWING TO MAKE THE DETERMINATION OF WHAT SYSTEM WILL BE REPLACED YOU KNOW WHAT'S THE NEXT WHAT'S THE NEXT SYSTEM THAT WE'LL BE USING. WE HAVE BEEN HIRING AND WE HAVE THE MAJORITY OF THE TEAM OF THE POSITIONS THAT YOU VERY GENEROUSLY GAVE TO US LAST YEAR. WE'VE ALMOST FULLY HIRED THE TEAM AND WE WILL CONTINUE TO BUILD ON THAT WORK AND CONTINUE TO DELIVER. SO AGAIN WE THINK THAT WE HAVE ABOUT ANOTHER 12 TO 18 MONTHS IN THE REPLACEMENT OF THIS YEAR AND AS YOU SEE ALL OF THESE THINGS, THE INVESTMENTS THAT WE'RE PROPOSING ARE VERY COMPLEMENTARY TO THE WORK THAT WE'RE ALREADY DOING AND THERE'S ALSO FROM A BUDGETARY STANDPOINT WE'VE BEEN SHIFTING SOME FUNDS AND THAT'S ONE OF THE MAIN DRIVERS FOR THE INCREASE IN OUR BUDGET. WE'VE BEEN SHIFTING FUNDS THAT WERE IN CAPITAL TO OPERATING ACKNOWLEDGING TWO THINGS. THE FIRST ONE IS TECHNOLOGIES AN EVER EVOLVING PRODUCT. WE ALWAYS NEED TO BE INVESTING IN MAKING IT WORK FOR US AND THAT MEANS THAT WE'RE TRYING THAT WE'RE SHIFTING TO ACCOUNT FOR THE FACT THAT WE NEED TO BE DOING THESE INVESTMENTS AND SINCE SOME OF THESE EXPENSES ARE THINGS THAT WE'VE ALREADY BEEN PUTTING IN CAPITAL AND THAT WE RELY ON BUT THE BENEFIT OF SHIFTING FROM CAPITAL TO OPERATING IS THAT WE'RE NOT BORROWING. IT'S LIKE WE'RE NOT USING OUR CREDIT CARD, WE'RE NOT USING WE'RE NOT GETTING INTEREST ON THINGS THAT WE KNOW THAT WE NEED TO SPEND. WE'RE ACTUALLY JUST BUDGETING FOR THEM IN THE OPERATING BUDGET WHICH MAKES MORE SENSE. SO IT'S JUST ONE OF THE DRIVERS FOR THE IT'S A IT'S AN ACCOUNTING CHANGE THAT WE WERE MAKING BUT AGAIN GENERALLY CONTINUING THE PROGRESS OF THE PROJECT AND WE'RE ON TRACK BASED ON WHAT WE WHAT WE THOUGHT THAT WE WERE GOING TO DO THIS YEAR. ANOTHER IMPORTANT PIECE OF WORK AS A AS AN UPDATE AGAIN THERE'S LEGISLATION THAT THAT THE COUNCIL HAD PASSED AROUND HOW THE CITY ENCODES INFORMATION ABOUT GENDER AND CHOSEN NAME SO THAT PEOPLE ARE ABLE TO IDENTIFY THEMSELVES THIS PAST YEAR WE HAD A GREAT SUCCESS AND I SAID JUST RE-EMPHASIZE EVERYTHING THAT WE DO IS WITH AND FOR THE DEPARTMENT AND FOR OUR CONSTITUENTS. SO ALL OF OUR WINS ARE THE RESULT OF DEEP COLLABORATION WITH WITH OTHER DEPARTMENTS. SO IN THE FIRST CASE WE WORKED VERY CLOSELY WITH PEOPLE OPERATIONS AND THE REGISTRY AND WITH THE EQUITY AND INCLUSION CABINET THIS PAST YEAR WE ELIMINATED THE QUESTION OF GENDER AND THE INTENT TO MARRIAGE FOR MEN. WE WERE THE FIRST CITY IN MASSACHUSETTS TO DO SO AND THIS WAS ALL BASED ON A LOT OF WORK THAT WE DID ENGAGING WITH COMMUNITY MEMBERS AROUND HOW THEY SAID THAT THEY PREFERRED TO BE TREATED AND WHAT DOES THAT EXPERIENCE OUGHT TO BE? AND THE FIRST THING THAT WE RELEASED WAS THE THAT AND AROUND THE MARRIAGE LICENSING AND WE ARE ON TRACK IN THE FALL TO MAKE CHANGES TO THE WAY THAT WE ENCODE GENDER THROUGHOUT OUR ENTIRE SYSTEM. SO THIS IS MASSIVE AMOUNT OF WORK. IT'S TAKEN A LOT OF WORK AND COLLABORATION ACROSS DIFFERENT TEAMS. BUT I WENT AGAIN WE'RE CHANGING THE WAY THAT WE TRACK GENDER SO HOPEFULLY IN A YEAR FROM NOW WHEN WE'RE GOING THROUGH THE BUDGET PROCESS AND YOU LOOK AT THE THE DISTRIBUTION OF GENDER ACROSS DIFFERENT DEPARTMENTS YOU'LL BE SEEING NEW CATEGORIES THAT HELP PEOPLE REFLECT AND IDENTIFY THE WAY THAT THEY THAT YOU KNOW, REFLECT THEIR IDENTITY. BUT IT'S JUST UNDERSCORE AGAIN THESE ARE SYSTEMS THAT NEED TO INTEGRATE WITH SEVERAL TALENT ACQUISITION SYSTEMS INCLUDING THE SYSTEM THAT THE SCHOOL USES THAT THE REST OF THE CITY USES ,HOW WE THINK ABOUT GENDER WHEN SOMEONE PROCESS A WORKER COMPENSATION CLAIM THERE'S A LOT OF LEGAL CONSEQUENCE TO THE WAY THAT WE TRACK THIS TYPE OF INFORMATION AS WELL BECAUSE WE'RE WE HAVE TO REPORT TO THE FEDERAL GOVERNMENT SO WE'RE AFTER ALL THE PREPARATION AND ALL THAT WORK WE'RE READY WE'RE WORKING ON THE RELEASE OF THE NEW FUNCTIONALITY AND EMPLOYEES WILL HAVE THE ABILITY OF UPDATING INFORMATION ABOUT THEIR GENDER IDENTITY AND THEIR CHOSEN NAME AND AUTOMATING ABOUT HOW THAT SHOWS IN OTHER CITY SYSTEMS PRETTY SOON. SO WE'VE BEEN LUCKY I, I FEEL VERY LUCKY EVERY DAY BECAUSE I WORK WITH SOME OF THE BEST AND SMARTEST PEOPLE THAT DO THIS WORK IN ANY CITY AND WE'VE BEEN FORTUNATE IN GETTING RECOGNITION ABOUT THAT WORK WE RECENTLY GOT UPGRADED FROM OUR GOLD FROM SILVER CERTIFICATION TO GOLD CERTIFICATION FROM WHAT WORK CITIES WHICH AGAIN SHOWS THAT WE ARE ON PATH TO BE NEW SOME OF THE BEST IN PRACTICE WAYS OF USING EVIDENCE AND DATA TO MAKE DECISIONS AND WE KNOW THAT THERE'S STILL ROOM TO GET BETTER INCLUDING GETTING OUR PLATINUM CERTIFICATION SO IT WILL BE WORKING ON THAT. WE WERE RECOGNIZED AS A DIGITAL EQUITY VISIONARY TRAILBLAZERS BY THE NATIONAL DIGITAL INCLUSION ALLIANCE AND WE ALSO JOINED THE CITY COALITION FOR DIGITAL RIGHTS AND THIS IS A REALLY EXCITING GROUP OF CITIES ACROSS THE WORLD THERE CITIES IN EUROPE, ASIA, AFRICA, LATIN AMERICA AND ALL OF US WORKING ON TRYING TO FIGURE OUT HOW IS IT THAT WE CAN BUILD GREAT DIGNIFIED EXPERIENCES AND HOW IS IT THAT WE UNDERSTAND THE NEEDS OF AND OBVIOUSLY THIS IS A COMMUNITY OF PRACTICE THE NEEDS VARY DEPENDING ON WHAT WHAT CONTEXT AND WHAT CITY YOU'RE IN BUT IT'S ALSO A GREAT ACCOMPLISHMENT THAT WE'RE THAT WE'RE NOT ONLY IN THE COALITION BUT WE'VE BEEN A KEY MEMBER IN PARTICIPATING ACTIVELY IN THEIR ACTIVITIES. WHEN WE LOOK AT THE CENSUS DATA, WE'VE BEEN ABLE TO REDUCE THE NUMBER OF HOUSEHOLDS WITHOUT BROADBAND CONNECTION BETWEEN 2020 AND 2022 FROM 32,000 HOUSEHOLDS TO 14,000 HOUSEHOLDS. SO MAKING A LOT OF PROGRESS. WE WERE STILL FOCUSED ON FIGURING OUT HOW SO THAT WE COULD GET THAT NUMBER 2 TO 0 THAT WE HAVE ZERO HOUSEHOLDS AND THAT IF SOMEONE'S NOT CONNECTING IS BECAUSE THEY REALLY DON'T WANT TO CONNECT BUT BUT THAT THEY HAVE THE ABILITY OF CONNECTING AND THAT IT IS AFFORDABLE AND HIGH QUALITY WE ARE STARTING TO ROLL OUT THE EXPANSION OF FREE WI FI IN KEY AREAS WHERE WE KNOW THAT THERE'S HIGH CONCENTRATIONS OF COMMUTERS PARTICULARLY LOW INCOME COMMUNITY COMMUTERS. SO WE'RE GOING TO BE BUILDING HIGH, HIGH QUALITY FREE INTERNET AT NUBIAN SQUARE AND MAVERIK SQUARE SO PEOPLE THAT ARE WAITING FOR THE BUS OR FOR SOME CONNECTION THEY CAN GO ON THEIR PHONE AND CHECK TO SEE THE STATUS OF THE BUS OR BE ABLE TO COMMUNICATE WITH WITH LOVED ONES AND BE ABLE TO CONTINUE TO MAKE TRANSIT THE PREFERRED METHOD OF TRANSPORTATION IN THE CITY WILL RECEIVED OVER $5 MILLION FROM THE STATE WHEN IT COMES TO DOING WORK IN DIGITAL EQUITY AND AGAIN WE'VE BEEN WORKING VERY CLOSELY WITH A NUMBER OF COMMUNITY PARTNERS AND ADVOCATING AND BEING MORE OF A CONVENER AND A COORDINATOR NOW THAT THESE FEDERAL RESOURCES ARE BECOMING AVAILABLE THROUGH THE THROUGH THE STATE WE HAVE AN AMAZING CREATIVE TEAM AND I THINK THAT WE ALL SEE THE MANIFESTATION OF THE QUALITY OF THE CRAFTSMANSHIP, THE THOUGHTFULNESS THAT THEY BRING AND HOW IS IT THAT THEY'RE NOT ONLY MAKING THINGS LOOK NICE BUT REALLY BRINGING AND CREATING COMMUNICATION THAT IS THAT UNDERSTANDS THE RESIDENT AND THE NEEDS OF THE RESIDENT AND YOU SO THAT I THINK THAT WE ALL SEE THE CITY GETTING A LITTLE BIT CLEARER AND A LITTLE BIT NICER AS WELL THROUGH THROUGH THE THROUGH THEIR WORK THAT WE'VE DONE A LOT OF WORK TO IMPROVE OUR EXPERIENCES FOR OUR CONSTITUENTS. WE'VE BEEN MAKING UPGRADES TO THE UNDERLYING TECHNOLOGY OF THE WEBSITE TO MAKE SURE THAT IT IS SECURE AND THAT IT IS WE'RE GETTING SOME NEW FUNCTIONALITY THIS YEAR WE DEVELOPED AND DEPLOYED MOBILE FRIENDLY PRELIMINARY ELECTION RESULTS SO AGAIN MAKING IT EASIER FOR PEOPLE TO BE ABLE TO SEE THE RESULTS OF ELECTIONS WE BUILD A PROTOTYPE. SO A LOT OF THE INCREASE IN SPENDING THAT YOU SEE REFLECT THE FACT THAT WE HAVE TO REPLACE IN ORDER FOR YOU TO BE ABLE GET THE INCREASE IN SPEED YOU HAVE TO CHANGE ALL OF THE DIFFERENT COMPONENTS THAT DRIVE THE CONNECTIVITY ALMOST LIKE IF WE WANT THE WATER IN THE FAUCET TO COME, YOU KNOW, AT A HIGHER RATE YOU NEED TO CHANGE ALL OF THE PLUMBING, ALL OF THE ELEMENTS OF THE PLUMBING BECAUSE THE SMALLEST ELEMENT IN THE PLUMBING ANYWHERE ALONG THE ROAD IS THE THING THAT LIMITS HOW MUCH BANDWIDTH.
