merchandising company so you want y all right folks we ready all right folks I'll call [Music] down here you hear you I tell you here you he yeah um good evening welcome back uh we are back um from executive session and we will start with the Pledge of Allegiance States and to the Republic it stands one nation under God indivisible with liberty and justice for all okay uh welcome to the member of our school committee meeting on Thursday May 9th uh we are being taped by the uh actually we're not being taped by m CI uh being taped by the me ucational television mdbo educational television and that's available for replay later um all right uh we will start with the student Spotlight yes we will thank you uh chairman fry um tonight we are going to be talking about some of the talented students who help us air the school committee meetings every single week or every single meeting um we'd like to invite television production teacher Adam Peltier with students Briana Baker Kevin Helen and Colin Rach to join us for tonight's Spotlight on April 22nd uh winners of the New England student production awards were announced Middleboro High Middleboro High School TV pro students were fortunate enough to win three three New England student production Awards in addition to earning 10 honorable mentions um congratulations to Briana Kevin and Colin for each winning a student production award welcome Adam pelier to tell us a little bit more about these prestigious Awards thank you so much it's such a privilege to be here in front of the committee and the everyone watching at home and I'm just having like a proud teacher moment here and I just want to introduce you guys to Colin Kevin and Briana and um we'll just start with Kevin here and um just I know I'm going to miss something and I don't uh want anyone at home to have anything less than all the information so I'm going to do the plug first and and just let people know that all these winning videos as well as some quotes and some more information about the student production Awards is all on our website middlebar tv.com Spa 2024 but yeah we heard some awesome news um on April 22nd that these three each won a New England student production award so just a little bit about the New England student production Awards um it's a very prestigious award uh for video B basically a video contest and it's judged by members of the National Academy of Television Arts and Sciences these are industry professionals who work in television and radio and um they honestly I was talking to these students earlier what's really cool about this is that they have no idea who we are in terms of when they decide and vote they just look at all the videos that are collected and there's something that these three did that said the these are the best in New England so there's several categories there's probably about two dozen categories ranging from best short form fiction which is any film between 1 and 10 minutes uh and that was the category that uh Kevin won for his uh film shock and in a minute I'll uh give them the opportunity to tell us a little bit more about their films because they did an amazing job um there's also categories like long form fiction which is any film between 10 and 30 minutes and that's a particularly challenging category to Captivate the viewers attention for that period of time and that uh student production award went to Colin Rog here for his video one of the sequels ever so super clever writing and Performing Colin actually did the writing the acting the camera work and the editing all independently which is an astonishing feat and then we have uh Brienne over here who won for best talent performer category uh for her performance in Kevin's film shock and what's really fun about uh Brianna's collaboration here is that she's actually not one of my TV production film making students we were able to collaborate with um members of speech and theater and leverage that talent that they bring on stage and say Here's another another opportunity I kind of connected with Mr moer and said maybe this is something we can we can do where our students kind of help out with the the writing and the filming and the and and then we uh tap some of the performers on the shoulder for for an opportunity there um so we're super impressed um there were 10 other uh honorable mentions and some of those honorable ions uh were awarded to Kevin for for shock and for his music video called passing through so Kevin was uh basically it's like being nominated was uh had an excellent video good enough to be an honorable honorable mention for his uh directing of passing through for his editing for his in the photographer category which is basically camera work and for writing and just to give a shout out to the rest of these honorable mentions which they did outstanding work before I passed the mic over I want to give a shout out to Karen Horseman for earning an honorable mention for her music video Teenage Dream as well as Kaden Andre Gavin Fritz and Brian Moro for honorable mention for short form fiction for their film trembling Timberlands as well as let's see a whole bunch it's all on the website here and again I don't want to miss anyone I think I got all the names there um but um with that I'd love to pass the mic over to maybe we'll start with Kevin and you can talk about shock and what it was like to make that and maybe even you guys want to talk about your experience in TV pro at middlebar high school and um and all that great stuff and we'll start with Kevin and Brianna and then pass it over to Colin all right so my film movie yeah yeah my film that I made was with Brian was called Shock and was about of a girl named quinnn that goes through stages of shock after witnessing a car accident and she kind of goes like into her own mind her own Consciousness she talks like listens to her own Consciousness until she's confident enough to take action uh and I think it was just an allaround great experience I loved uh shooting especially collaborating with Brianna I think it was a really really fun time shooting uh it was just amazing in general I don't know if you want to add anything about shooting uh yeah no it was really fun uh we were just like driving around different locations um very creative like finding like different like ways to get good shots um it was it was something that I've never like really done before so it was definitely really fun and yeah super cool experience um another thing to note about shock is I used what I learn in TV production which is been a great course I've done TV production for three years uh learned how to use Premiere Pro and edited all the clips together and I have to say I think editing is my favorite part I just have a really I have a passion for editing um although shooting is so much fun I I just really really love editing uh and I think that uh TV pro really gave me that I don't know strive to to Chase my passions I guess and I I couldn't have done I couldn't definitely could not have won this award without uh M Bel or or bana that's for sure and Mike and everybody that helped along the way if you want to add anything um yeah uh it was super I mean I've never like so doing acting on screen and then doing on stage it was definitely um a different kind of like uh method to how I approached it so I'm super happy that I was able to execute it um the way Kevin wanted it to be um and yeah it was I'm I'm super happy with how it turned out and yeah it was super fun I have one F question for you guys before we pass it to Colin is like we enter these and it's like what was your reaction when you found out on April 22nd that we won that you won we won um so I I found out through a friend and I did not believe it uh I I was quite literally no pun intend here I was in shock but I uh it was it's a really big honor and I like to thank I don't know the academy for giving me the support for for choosing me what was your reaction um I was super happy I was so happy for Kevin um yeah I mean I knew this was something that he really put a lot of thought into and I I I mean I really loved um like that the story of it so I was happy that it got appreciation from like a like a prestigious Academy awesome thank you can I ask can I ask a quick question of of Kevin was it inspired the the impetus for the concept did do you have a firsthand experience with that or what caused you to explore that so I actually did not uh believe it or not this uh this idea for a film started as a short story that I had written uh I didn't have any plan for it and then I adapted it into a screenplay for our original film project for uh uh digital film making and then I went on with that and shot the film with Briana and then uh so submitted that as my original film and then when the contest rolled around uh wasn't actually my Contest video it was my my original film that I decided to enter as well and uh yeah congratulations thank you so much if you don't mind I have another question for you of course just wondering the entire process um of creating it submitting it and then being rewarded for it has it had any impact have you had chance to think about um how the experience has impact your thoughts for the future um I really I really like the process of film making and I intend to pursue it as a career so um going off to college I want to double major uh it's inspired me to double major as a film major and computer science which are two of my biggest passions and I hope that I can you find both of those passions and kind of balance them out and really really just get my dream career out of it and I really love film making so yeah it's really it's really positively influenced my aspirations for the future yeah that's fabulous congratulations thank you so much and we'll just we'll just segue to Colin here but one thing is just like it's so exciting uh for me to share share these students with you guys in the community because like I have the privilege of seeing the effort and the energy these students and all my students put in to their work every day and one thing I like to say is like they put their name on it so it better be like the best representation of your your best effort and this certainly was and I think also that what I see every day is all the convergence of all these skills whether it's technical with shooting and the iso and the shutter speed and lens Distortion and or it's creative and they're really telling a story through the medium of of film um and is collab ative so there's so many skill sets that are transferable in other areas that are Beyond TV production so hopefully um this experience and kind of like prepares them for that whether it's TV pro or computer science or any anything they'd like to do so I'd love to um talk to about Colin's work um Colin tell us about your film process yeah tell us the premise all right the uh premise of my film is that um the main character wakes up in some sort of facility where um it's supposed to monitor people's dreams and make sure nothing goes wrong and you know I just got to get out of that facility now because you know just woke up from it and um I gotta avoid the Amazing Security that's there in order to get out and tell us about your favorite part of the the process of film making because you are instrumental in every process so what about it appeal to you most uh I think the part that I liked the most about doing it solo was the fact that it was mainly my vision as to what I wanted to be in the movie film and you know I was just in charge of my own film you know my vision just everything that I wanted to be in the film would be there and you know I do work really well solo the time yeah he's got total creative of control which is what every director and producer wants in their film yeah uh want go over the process real quick yeah go over the process so I started by writing out the script and the script is um full of metah humor I really do like metah humor and I especially like it when it's used correctly which is what I aimed to do partially with my film you know cuz I am typically I work best with writing when it's humorous because you know I really do like humor a lot it's like my strong suit and after I write the script I get to um filming and um that was a pretty fun process I got to go around the school and just kind of film different things while also playing different characters and I think I did an okay job at differentiating myself I had to use a lot of different sweaters um yeah so filming was like it did take a long time though to get filming done cuz I to stay after a couple times in order to get everything done and at the end of the day I do think it was you know worth staying after school because you know I managed to get a lot of things done that way um and yeah finalizing the editing um that was a pretty good process I thought it was good know I think I'm good at editing like I do good I'm editing stuff excellent yeah awesome wonderful thank you all for being here I'll just take a minute to plug Mr Peltier because I have to point out this is not the first time our students have been recognized it's not even the third time um Mr Peltier has been instrumental in not just the development of this program but many many students um before before these rising stars as well so I just want to say thank you to Mr Peltier kids congratulations please keep going and please keep creating thank you thank you so much and if I could just have one quick plug on May 18th is the second annual Danny Dugen Fine Arts Festival and uh in the blackbox uh whether permitting uh we'll be in the blackbox having our Film Festival screening so you get to see all these films as well as we recorded a a talk show um before we even found out about the awards I wanted to sit down and have students sit down with each other and talk about the whole process of making all these films so that talk show is titled through the lens and that's all available on our website and one last thing is that in um in the fall these these New England winners are eligible for the National Pool so fortunately last year we had one uh five National um honorable mentions and one of those was a national winner Dorothy ferino who was the best director in the United States so middlebar TV pro is on the map and stuff like that doesn't happen without the support of all the stakeholders and especially you guys and Mr Brin again and the permanent cable committee so I just want to thank everyone who is continued support of our program and it's just so much fun to have this job and thank you so much thank now and I like growing up I had no idea that those opportunities were out there and the fact that you guys are winning Awards while you're still in high school and grasping this and and going for it I good luck to you new New York is four hours south it's a it's a quick trip and uh I think you you'd be pretty well suited to get down there and see what's what's going on uh so congratulations and recognition for uh Daniel uh Dugen and a community recognition yes thank you uh chairman for it's actually the perfect segue to have just heard about TV production and how it's combined with speech and Theater Workshop uh Danny Dugen was a teacher here in our district a teacher and leader in our district department head decades long really Creator and cultivator of speech and Theater Workshop As We Know It uh the lives that she touched are truly immeasurable she's left an indelible mark on this community tonight um I've asked her mother Janine Breman to come and talk about a very special honor um so if you want to come to the table miss brayman you can um Enlighten the committee Miss Breman called me to share some very good news to honor Danny's work um and her work you can come right here to this um to this microphone to talk about how our um House of Representatives our Congressional House of represent resentatives is acknowledging her thank you I have to set it up for short [Laughter] people thank you very much and thank you for that introduction and I'd like to say good evening to Chairman fory members of the school committee and of course superintendent lions and thank you for allowing me to be here this evening I have the pleasure of uh being Danny's mother and Danny's husband is right here Jerry and together we would like to um thank you for the wonderful tribute that you gave to my daughter when you named the finot festival in her name there was nothing better that she would have liked because this is her dream and um so that is wonderful and I look forward to the second annual one and as if that wasn't enough last year also Justin pittsley called and informed me that at the end of the first P kns Festival the school system and the department was going to hold a celebration of her life and I have to tell you it was absolutely amazing it was the most beautiful event and it was better than I ever could have dreamed and with that I thought that you know the accolades had finished and then all of a sudden months later lo and behold old we received the family received this amazing uh tribute to Danny from uh representative keading and it has been placed in the notes of the Congressional Record the 118th Congress first session um brings tears to my eyes I gave each of the school committee people a copy of it so I'm not going to read the the entire thing but I would like to say that it's an honor for my daughter it's an honor for the family and definitely an honor for the middleb public schools so I will just share a couple of pieces that are important to me I love the opening sentence where the representative says Mr Speaker I rise today and honor of the life of Danielle Danny Dugen and the next two paragraphs goes on to review her background her life her um academic Pursuits her time in Ireland and so on and in terms of Middleboro it says that uh when she returned from Ireland over the next 24 years she taught drama at the Middleboro high school and during her time in MHS she became chair of the fine arts department I'm so happy to hear that it's doing so well and she played a pivotal role in the design and the construction of the Middleboro High School Performing Art Center and blackbox Theater which was her love at MHS Dany directed numerous school productions in the speech and Theater Workshop as well as several Productions with the Plymouth Community Theater where I live Danny left us too soon on October 15th 2022 after a 2-year battle with cancer she was extreme Brave whether during her time at midboro high school or her work at the Abbey theater in Dublin Danny's passion for sharing her love for the Arts serves an example to all throughout her years at Middleboro High School Danny laid the groundwork for the school district to hold an annual event celebrating students work in the Fine Arts on May 20th 2023 middlebar held its inaugural Danny Dugen Fine Arts Festival to honor Danny's Legacy Mr Speaker I am proud to honor the life of Danny Dugen I ask that my colleagues join me and recognizing her life's commitment in serving her community Through the Arts and I invite all of the Plymouth Public Schools Community to do the same thank you [Applause] so miss Freeman will work in conjunction with principal branagan to display this amazing award and so that it can be shared with our school community so with that I turn it back to you chairman fley all right um yes I'm sorry um Janine and J I just wanted to take a moment and uh thank you again for sharing Dany with us um there are a number of folks here uh I know one on the school committee and uh some in the audience here today who uh she made a meaningful impact and uh I know the impact she had on your lives was all the more so so we continue to be grateful for you sharing her with us and for all that she brought to the Middleboro performing arts program so thank you for that uh any other comments All Right Moving on um we will now have a public hearing on school choice um notice of public Hearing in accordance with chapter 76 section 12b of the Massachusetts general laws middlebar Public School District committee will hold a public hearing on school choice for the 2425 school year on Thursday May 9th at 7:15 p.m. at the middlebar high school auditorium 71 East Grove Street middlebar Mass and with that I will open the hearing okay uh thank you chairman fry members of the school committee um I'm just pulling up my slides you know to cue them up for for those of you viewing at home um I shared a an Excel file of uh data collection which um had several tabs so I hope you had the opportunity to look at all of the information collected we can I can answer any questions you have about the data but I thought I would share just some information um and some of the trends that I that I noticed as I went through it the summary of data ultimately shows a general upward Trend in enrollment between 2018 and the present that doesn't mean that numbers have been dipped certainly during covid we absolutely saw a dip in enrollment um and as you can see at the numbers they're they're not increasing at you know the same rate at all levels as well um I did want to call your attention to the difference between in the data that I shared the October reporting versus the current numbers every October the district submits a report to the state to share our numbers for enrollment I shared May numbers as well to demonstrate that enrollment is happening every day so we report um on our October report what our enrollment is but it's truly a snapshot I gave you the current because I think it's important to note um those numbers increase in um several areas between October and the present um and I think that's suggestive of the amount of students in and out of our school system even after October I interrupt just a second a question um I I wonder if anybody has a print out of the data because I can't access mine all right there you go [Music] okay um and so with that I'll I'll continue on there's also an upward Trend in homeschool enrollment um you saw that broken out on the first tab um we're seeing numbers around 150 just north of 150 students in um who have enrolled in h School what's important to understand about homeschool is that students who are enrolled in a home school program still retain the right to reenroll on any day of the school year even day 179 so you can't I don't count them that's why they're broken out they're not counted in the enrollment numbers because technically they are not enrolled but I think it's important to consider at any given point in time one or all of those students can re-enter our school system so it's just something to think about I also included a row of projection projected enrollment is a very tricky Prospect because you really don't there's no way to affirmatively know what your enrollment is going to be next year this number is a function of an average of the last three years with an added percent okay so that's where those numbers come from I I share them with a degree of caution that said you have to do some degree of projection in order to engage this process while you um contemplate what we're going to do percentage it was 2% the added percent was 2% so I I'm sharing this graph with you just so you can see what our enrollment looks like we are just over 3200 students as of today's date but if you look at um you know into the mid to end of 2020 you can see that's really the lowest point of this trend and if you remove that dip you can see a more consistent increase um so I wanted to call your attention into that and then I also included um the this is in the data that I gave you each school's enrollment over time so that you can see you know for example that Top Line is the Nicholls middle school and you can see that that's decreased but it's important to note that that's the highest number of students enrollment wise in our district it's our biggest school uh versus the very bottom is the mech that's our prek and K building it's relatively flat because it houses only prek K so numerically it's going to it's going to show um a different graph because of because of the numbers I wanted to highlight a couple of things within the data that I provided um I also included transfer data so that you could see students entering and exiting um on the data that's the second tab transfers so that you can see minus means we lost more students than we gained if it's positive it means we gained more students than we l lost um so you can see that breakdown for the last three school years we didn't get the second that was the other I didn't think we got the second tab I only see did you only get the first did you get the only got one page only got the first page y really okay um I will Rectify that so that you have all that um I didn't realize it saved that way um okay well so why don't I talk a little bit more about that then since it's not in front of view the transfer data looks at well the last several years uh 2021 2122 2223 and 23 24 um and what it shows is transfers in and withdrawals out so broken down this year we are overall negative 83 students now transfers out that could be home school that could be a vocational school it could be another community in Massachusetts it could be a community outside of Massachusetts many different factors go into that um but I'm I wanted to at at least give you those numbers if you look at 22 23 we were overall positive 71 students so there is a difference there the prior year we were overall positive 81 students so again that tells you that we have a degree of transience within our population but you know is it clustered in schools differently yep I broke it down by each school so for example um at uh I didn't include Mech I didn't include Mech because we really don't have it's not inter you know what I mean because of the kindergarten but at hbb it was negative 23 Mary K good this is just this year positive 15 Nicholls minus 56 and the high school minus 19 for this particular year um this also includes transfers where are students going this isn't everywhere it isn't every possibility but that was one of the things that had been asked what about transfers to Bristol Plymouth Bristol agie and norfol agie and what I can tell you is there is an up W trend of transfers to Bristol Plymouth this isn't that surprising given what's going on with the school they're building a new school this is one of the factors in creating additional Pathways here in our school the last thing we want to see at Middleboro High School is students leaving and going to other schools while we're not an agricultural school or a vocational technical school we believe we can do and offer more TV Productions a great example when you come up with additional programs housed within our public school you're giving our stud students you know incentive um to choose us so you can see a modest upward Trend starting in 2020 um 37 students to BP versus this year at 42 okay looking at Bristol Aggie we're seeing um a much more modest increase range from four students in 2020 to eight so there is an increase but statistically it's very low because of the number of students we're talking about you won't see the same numbers at MHS only because students tend to make that decision at eth grade um so not that it doesn't happen but it's not super common to see kids go um at that point and then transfers to Nori eggy are are very few we had two um we had two in 2020 and two in 2021 and then none sense I we have some applications out there now so that's not to say that it couldn't happen but in terms of where we're seeing it it is definitely skewed to Bristol Plymouth in terms of that we also pulled the data any of those stud students coming back to us um and we saw that TR students transferring from Bristol Plymouth in previous years but two students or three students not many this year it was zero in fact in all categories it was zero and again that's I think in part because it's tumultuous to change as students high school once high school has begun so it's a less typical presentation I will also tell you that the transfers to private schools that are not these schools is has relatively flattened students are not using other private schools outside of Middleboro high school and I think that's important for you to realize um so let me go back to my slides I think I covered everything on there um yes okay um the next tab which I'm going to cover in its entirety so it's okay that you don't have it is uh the current building projects I provide this information because I think it's very important as you approach this decision to be aware of what's happening in the town of Middleboro I spoke with Bob whan today the building inspector to just talk a little bit about ongoing projects again it's very difficult to know if a project is going to translate to additional enrollment in a school until you have occupancy we will not know that so I offer you this information as this is what's going on um there are Apartments going in across from the former um Peaceful Meadows there are 100 units going in now I have no idea nobody has any idea of how many units will be filled with school AG children but it's important to note that's a fair sizable project um there's development on Route 28 the old junkyard um that's over 300 units the 180 are slated to be one-bedroom so you might draw a conclusion if it's a one-bedroom perhaps that doesn't include schoolage children again impossible to really know until occupancy um there is also a project development going on behind Walgreens this is unknown relatively it's really taking shape just now um but there is a possible range of 50 to 100 addition units there I also asked Mr Wayan just about the construction of single family homes because I think single family homes often do translate to school age children though not exclusively so he said we're lower than we were last year I believe last year there were 40 under construction at the time of this meeting there's 23 now and he said there's two subdivisions ongoing one is a small subdivision with eight units and that's well underway they just put in the road and then the other subdivision has roughly 20 units on Walnut street so those are the building that's what's happening in the town of Middleboro um and as I said this this is on the horizon and I don't have dead I don't have dates or deadlines as to when these projects get completed so just because that's the information today doesn't necessarily mean that we'll impact next school year um I also wanted to give you our current school choice enrollment we have 28 students currently in our district um six of whom are graduating um in just a few short weeks weeks there are 13 total at MHS four at nms seven at Berkland four at Mary K good and zero at Mech so that's our current standing as to you know numbers that we have here in our district today there are some capacity concerns that um I offer as you approach this decision the high school is quite honestly already overc capacity regardless of enrollment this school was built for fewer students than current ly occupy it so I offer that because capacity is an issue Mary K good is not legally over capacity but if you walk the complex you'll notice that the Mary K good is significantly more crowded than the than the um Henry B Berkland that's because their enrollments are different there's many more there's many more students that marry K good um so I think that's significant for you to to consider as well um were you to open school choice I would strongly recommend that you look at opening at Berkland versus Mary K good because of that capacity issue to give you an idea these are projections that are based on actual enrollment this is based on actual kindergarten students so unlike the other projections it's not an average when I'm looking at who's coming up to first grade this coming year we can already see that there are 116 students slated for Mary K good in only 86 for berklyn just to give you an idea of you know what is are they evenly split they are not um and then the other item I wanted to make sure I covered um was actually something we talked about last year which was siblings of current school choice students are there students out there related to students currently in our school system that are going to want to attend so um Katie gdy our our register are worked with with me over actually over the last couple of weeks she reached out to every single family and there are four siblings total from we can tell um of current school choice students and of those four only one student or one parent expressed on the behalf of the student has expressed interest in in enrollment and that student is at the K level um there are three additional students who could possibly um you know choose where you to open school choice those students are at the middle school and high school level so I don't have their individual grade levels on me but I know I know Miss D does so I wanted to make sure you had that so with that are there any questions or what what information do you additional can I provide or clarifications have any comments questions yeah I I guess my my question is um have you heard anything from from parents from the general consensus from parents and other stakeholders as to where we could um allow for school choice which which buildings sure um so let me answer the first part of it which is did I hear from any families did I hear from anybody I did receive an email from a grandparent um who was interested in securing placement for her grandchildren but this grandparent is not the students are not siblings of current school choice students so so that interest is based on a more open policy of school choice um but only one parent reached out to me that doesn't mean that there aren't parents who are interested that just is a samp that's what I received in terms of feedback over the course of these meetings in terms of where you might open you know it's it's always a balancing act opening school choice means money for our district um but it isn't free money and additional students in our district impacts things like class size and resource allocation and management so when you look at this decision and where you might open I think personally if you were if you're asking me what my recommendation is in consultation with the principles and the leadership team if you were to consider it I would strongly recommend opening it at the elementary level versus the secondary level you have that larger amount of time to work with the student and the family and really embrace them into our community outside of this question of siblings which is an entirely separate analysis and more specifically hbb overg yes given given the capacity and the difference in enrollment it would make sense if you were going to open at the elementary school to Target the school with the lower enrollment and so follow-up question for that my apologies for asking so many um why not 6 7th eth because their averages look lower for one um and two it's it could be expected that they would they would have the opportunity to go to Bristol or to Aggie so that we might lose them anyway so it might be a an almost a net zero if in terms of transferring to the high school well if if students go to Bristol Plymouth there's still a cost so I don't think it would be a zero impact um as to why not why not not at the secondary level um for there's there's an array of reasons why you would or would not consider school choice at the secondary level but for me I think that it's about having the most amount of time to build connections with the family by Middle School a lot has already been developed in a student so you know having a student start Midstream means they have to learn a new system enter a new Social Scene you know it's it's a it's a personal call there's no right or wrong um at the elementary level they have the capacity to be with us for a 12E stretch which I think is you know the best possible outcome for all students we know that consistency over time translates to better student performance so it's based really on that and knowing the capacity issue at the high school I wouldn't I just wouldn't recommend um enrollment here based on numerous conversations I've had with Paul Branan and his team to be perfectly honest with you um so yeah all right thank you very much sure I just want I just want to clarify that um when we were when we began the process to build a new high school we told the state that we expected higher enrollment we begged the state to build a bigger school and we begged them and we begged them and we begged them and this is what we got despite advocating to the nth degree for for aijah high school with aijah capacity this was all the state wanted to give us so that's why we are at capacity on on opening day so I was wondering if you have any um information on kind of net gain net loss financially per student or some way of of measuring what the financial gain or loss is by accepting students knowing that that yes there's money that comes in but there's also money that we spend I understand the question I'm not I'm not sure I could come up with a metric so for certain things you can right the cost of educating a student the state gives you an amount but it's very student specific sometimes you're adding a student it's an extra desk in the room um with no additional real cost but that's not every every student is different and unique I would have to really analyze all you know what I'm saying and what do we get for each student it's $5,000 and it's renewable each year so the finan financial gain is real um we've actually used school to by way of review we've relied on this money um in this budget cycle to you know help supplement our budget so the the the the monetary factor is absolutely real um but school choice you know and if you kind of review last session's notes um school choice is a very finite decision once students are in the students are are there the process is completely blind we talked about these items before and that's what you really have to counterbalance um so you really and the income we received last year out of school choice is I don't have well there we're TW we're 28 this year but I'd have to see what we let me see if I have that in this I was sharing that she trying to share that sheet with you I only have this year's numbers in front of me but it was similar it was similar so 120 well 28 Time 5 is right right approximately um and I don't know how many re re we graduated last year it was less than six though because this was high I was asking Katie the same question today is that high and she said yeah six is a lot to graduate in one year and another question that I have is um in the elementary school where uh it appears that as you said that Mary K good is packed and HPB is as some room have we thought about evening out so that offloading off of Mary Kay good so that we don't have as much and there's been other reasons why people have talked about maybe changing the way that we decide uh Regional geographically how we decide if we didn't do this it would give us some flexibility to maybe make some changes that would be helpful to our current population sure yeah so redistricting is something that the school committee would control um I'd be happy to assemble a committee and assist in that um redistricting is something that you know we really could consider because there are I have years of data to show that we persistently have a difference in enrollment um difference in enrollment is something that given given the previous breakdown where Mary K good housed younger Learners um and berklyn housed older Learners it becomes a little tricky since we're running two one5 schools so redistricting is one option and reconfiguration is another I do think those processes are lengthy and you know require a degree of research before but both of those options are certainly on the table and something we could explore as well sure I believe the um from the last budget presentation middle BR spends about $16,000 per student State average is $20,000 per student it's not it's not every student costs a 16 Grand but that's what we spent so it's a little bit deceptive but yeah exactly I'll just add on there's really not an exact science to determine what the education of one student costs um it really it really is an individualized conversation because if a student has a particular need such a special education for example that requires additional service however the state does have an incremental form where you can submit for reimbursement for those services but that reimbursement rate is not at 100% so it just it really depends it's too individualized to give you a reliable metric I think the state I think the per pupil expenditure is is at least helpful though anyone else have any other comments questions I would entertain a motion I'll I'll make a motion um to offer a school choice open for first second and third grade um adjust two positions for first second and third grade at the h BP when you say two POS two slots two slots yeah two slots and what about school choice for siblings uh that was not part of my motion s sorry did you say first second and third first second and third I'd prefer we keep it as is where it's open only to siblings so we need um I apologize I need a second on the motion before we can have a discussion I need a second second does not necessarily mean approval second just means we can now talk I will second yeah there you go all right so I have a motion in a second Mr Benson you want to should I use your last names or your first names first names beautiful all right thank you Chris I would prefer to keep what we voted on last year where it's open for siblings only um I kind of tend to think the 2% is a a little conservative I'm I'm inclined to agree with Chris I think my my concern is the the longevity of you know once they're in they're in um even if we look at adding those positions at the the elementary lower grades um it doesn't keep us from feeling like in future years we now want to offer it to their siblings and and where do we where do we spiral to um I do think that you know in order to truly approve that or we'd have to contingently approve the openin slot based on where those siblings at the middle school and high school level are because you said there were three um there's four four totals siblings one's a Mech one is a kindergarten student the other three at are at other levels would would be would be a kindergarden so one slot at the mech that we would know of which obviously means if the sibling doesn't choose to apply we still have that open for the lottery um because I think we we approve a single slot we know siblings come F get first dibs but other than that we are officially opening it for a lottery for one student um and then the other three slots being contingent upon the siblings the grades the siblings would be going into um but those all being at the higher level makes it difficult um and and you weren't able to find out if those siblings wanted the option for school choice well if in one case the answer was no and in the other case it was non-committal but doubtful so it wasn't you know what I mean it wasn't enough to affirmatively say yes or no I'm loathed to say absolutely no and then have someone say after the fact well I didn't know I had to decide in that moment in conversation so I guess that leads to the question of if we want to combine your two options then we say we'll open school choice to siblings but only if the sibling is in an elementary or kindergarten grade in which case we would be looking at one kindergarten slot rather than opening it up for high school and middle school where we're already right and I had over taxed my apologies for I I uh was only opening two for first second and third because that equals out to six and we're losing six so we wouldn't be increasing the number necessarily yeah we just don't know what those have potentially coming after them if they uh you know if the person who gets in is uh the eldest of 12 children then we got a long Hall of siblings coming our way so um but I do think that if you have a a family in the district with school choice and they have an incoming kindergartener that allowing that kindergartener to to be in the same school system as their sibling does have a little more impact on the family and on the the student than potentially allowing a sibling who would be going into high school I I tend to agree with Chris uh on this side of the table here um and from a bigger perspective I would rather see us use our flexibility and capacity to really start looking long term about how we use the facilities that we have um particularly at the elementary school level um where we know we have capacity and other concerns uh between those two schools that the flexibility that we use in a different way than bringing more students in that we use it to take care of the students that we already have um my thoughts are uh I'd be okay with opening the lower schools up because there's capacity there but they all grow and they're all going to come to the high school um I can't tell you how aggravated I am by the fact that the high school was probably over capacity on day one when we tried to build it so we had some room to grow um I sit on a planning board as well so I I see projects residential projects coming up all the time um I believe middleb is about 60% built out so we have we could possibly grow 40 more percent and we have a a brand new high school at that capacity so I'm fine with um allowing the siblings to continue on but I I I'd be you'd have to Lo me into letting any new students come into school choice because they will end up at the high school it's an awesome high school and I absolutely understand why people from other towns would want to come here but I think we have to take care of our own first that's just my opinion could I offer Amendment to the an amendment to the uh proposal a different one no just an amendment you you said to open it uh can you read back what the current motion believe the current motion is to uh to open two slots for first second and third specifically for the hbb would you accept an amendment that says for siblings only yes absolutely question and clarification is that just at first second and third grade yeah we don't have any potential siblings to apply right we only have a potential sibling to apply to Mech yeah so we could open it but we would basically be so opening the slots for a lottery right if we if we voted knowing that we didn't have any siblings we can't actually say siblings only we can say we will open slots in the grades where we know we have a sibling that wants to go assuming that that parent will apply that sibling and siblings get first dibs in the lot so if there are multiple siblings which we wouldn't have any so if we open one spot at Mech then that allows that one sibling of an existing student to apply you technically we can open the lottery and we could have 35 other students be opened but we would never have to use the lottery because the sibling would get first dips but if we open up for siblings if we open up two slots hoping that it's siblings only we are opening up six slots there is no siblings only Clause available as I I believe and please correct me if I'm wrong if you have a sibling in the school system you're allowed to to take school choice and come to here in middleb doesn't matter what grade you're in uh no that's not true you so for school choice you open at the grade level yes so when we submit to the state we'll say for sake of argument you say you want to open it to siblings I have to make sure I have the grade level right for example one student is coming in I believe to sixth and one into 10th so so I would have to open one seat at 10th one seat at 6th one seat at K and I don't know the fourth I don't know the off the top of my head I don't know the other uh the fourth student but I would open you have to open it exactly as as we tell them as requested all right but that if the sibling doesn't apply the slot still exists and anybody can take it correct the only sibling preferences you get you priority over a lottery you can't rest to siblings you can but once the seat but once the seat is not taken You're Now open okay I didn't I don't believe you can I don't believe I can say this seat is open for a kindergarten school choice sibling only okay you can do I'll retract my Amendment all right so we we're back to the original Amendment which is two slots for first second and third grade at hbb correct I would I would propose an alternate so if you want to change that yep we should vote this one down and then start start new okay so we ready to take a vote sure all in favor all oppos motion fails so I would entertain a motion on school choice um I motion that we open a single slot at the K level with the hope that we can accommodate the sibling of an existing school choice student in that slot do I hear a second second have a motion a second any comments or questions all in favor I opposed passes unanimously okay thank you you got it I got it all right um with that I'll I actually I have to close the hearing and then take the vote so I apologize for that um so I'll take a motion to close the hearing second is there a second second all right hearing closed now say a motion I apologize I motion that we open a single slot for the school choice for the next school year in the kindergarten grade only second have a motion and second all in um any comments questions all in audience have anything under actually I I do well we can do you want to do public comment or um oh school committee report sorry that's all right does anyone in the audience have anything under public comment all right discussion items uh reports from school committee members so I would have waited um a couple things first I really want to thank you for changing this configuration I that I get to see you all it's working better already it's working better already um also I want to thank you Carolyn for the information that you've been providing us for these decisions it really is incredibly helpful uh for the decisions that we're making uh thirdly uh I'd like to just put something on the table for the Horizon uh not to be discussed but uh something that I I would like to see uh in the future to be discussed I I've learned over the the last week that prior to my starting here that a lot of work has been done on um our bullying policies um which I think is great uh and what I would like to ask for the close of the uh academic year is that we get a report on the efficacy of those new U policies and procedures by school of how working I know that is this is something that's important to people um and is important to us uh to see um the thoughtful changes that were made and and how they're working out so I just want to put that on the horizon for the Future Okay anyone else have anything J um so I have a couple things um I uh wanted to recognize that it is Teacher Appreciation Week um I uh have a friend who's a teacher who said don't mention it unless you have something meaningful to say um so I have something meaningful to say um I had the great pleasure of going to the hbb art show um a week ago um and uh Katie Donovan the teacher there did an outstanding job displaying the art of the students at hbb it was an immersive experience it was like you were in a a an actual you know Gallery because you walked in and you didn't know what to expect and then you walked through the dark Corridor and there were black lights and all of these wonderful uh brightly glowing animals covering the walls and their habitat and it was an entire Corridor full of this just and there were sounds and the it was really an immersive experience and um I had the opportunity to talk to Katie before I left but I wanted to recognize her publicly um I don't have a student at hbb but I appreciate what she did and I know that she had some volunteers so thank you to whoever volunteered to help her that was not a small exhibit to put up um in addition after you made your way through there was an entire cafeteria full of tables of different art activities that uh the students could do their siblings could do friends that that they brought um could do and it was just an entire afternoon experience and um there are so many teachers in this school system who who make a difference in small ways every day this wasn't small this was above and beyond and it was just magnificent and so I just wanted to publicly express my appreciation for everything that Katie Donovan did for that show because it truly was a a enjoyable experience to walk through as a member of the public didn't have my kids art to look for it was just wonderful so that is my my appreciation of a teacher for Teacher Appreciation Week um and because I always say lots of things about other things that are coming up um I do want to note that between now and whenever the next meeting ends up being as mentioned earlier we've got the second Danny du Arts Festival that's on May 18th I believe it's going to be from 9 to 12 that encompasses the whole District um it's really fantastic to get to see the fifth graders from the orchestra and then see the Middle School orchestra and then the high school orchestra and just get to see where these kids are going get to see the Middle School orchestra with like 40 violins and then the high school were they maybe half four um but that's growing and hopefully all those fifth graders will keep playing and it'll keep going that way um so please um try to come that morning um that same weekend the Friday night um at 7 I believe and then on the Saturday that's so the 17th at 7 and then the 18th at three and seven is Allison Wonderland the play being put on by the Middle School um so that is another wonderful opportunity I know that the um hbb and Mary Kay have lots of end of the year concerts and other things coming up as well um so it's just this insane time in most uh fam's lives as you get to the end of the year and you have all of these things but it's just a a great time to go out and appreciate all that our our students are doing so if you can get to one or more events I hope that people do thank you Jess anyone else in addition to uh teacher appreciation week it's also n National Nurses Week and uh our system has some fantastic nurses so I think we also should you know give them a shout out uh whether it's little routine mondan things or there are some students with serious health problems in the district it's great for parents to be able to send their kids to our schools with a peace of mind that you know their kids are going to be healthy and looked after so that's it anyone else I just add I'm make not of uh I heard very interesting conversation today on the radio about banning phones in schools and how well it's working so just putting that on uh on our radar because I'm sure that conversation will come up in in the future uh but yeah it sounded very interesting when when I was listening so um any anything else all right we're on to the superintendent h no student representative Mr D is not here today uh we have a report from no we don't they're not here today either superintendent report okay so with that I will turn back to my actually no I won't turn back to my slide deck because the first item on my report is uh summer programs so I'll call Dr Terry Martis up to our director of curriculum and instruction to talk about a whole host of opportunities for students to engage over the coming summer and I believe she has her own slide deck did you share that is it up there yep there it is good evening chairman Farley and school committee members thanks for having me here tonight I'm going to give um an overview of what we're offering for summer programming this year um I'm going to start with Summer Splash which uh has become something that our students and our Educators really look forward to um summmer Splash is going to be coordinated by Rachel Howard this summer she is an educator at mkg our dates for the program are July 88th to the 18th from 9:30 to 11:30 our program will be held both at hbb and at the mech this program serves Rising kindergarteners through Rising sixth graders so our current fifth graders are still welcome to partake in Splash um our program this year is sort of evolving um from trying to encourage students back to school after covid uh which we've received a lot of funding for summer programming that funding has gone away as you know and so we're really looking for ways to sustain this we are going to be moving towards a more academic program in the future but for this year we've kind of balanced both fun and academics um in splash to give you a little bit more information about what we are providing at hbb um so it's a two- week session and there's going to be lots of opportunities for play and learning um our registration information is up on the district website um which I have put the link here it is very easy to get to um Sean ceciliano put everything up um on the district site and registration forms are there you will also be getting them from the schools from mkg hbb and Mech so those will be going out in the Friday newsletters so um families should look for the registration information there a little bit more information about this program um the cost is $50 per week there are scholarships available so um cost should not be prohibitive for families um one of the things that we are continuing to offer is our intro Decay program um and I want to talk a little bit about that we have two fantastic Educators Carly paling and Courtney CER this is the second year that they have done this program um this program in trod deay specifically will run for three weeks because we have had such interest in it um it really is a program intended to prepare our students for a successful experience in kindergarten um Courtney and Carly have taken time to make sure that they are acquainting the kids with the building and with some of the curriculum while making it really easy and fun um last year the feedback from this program was phenomenal nobody had anything but wonderful things to say about it um and I have to say that the educators were thrilled with um how it looked when kindergarten started day one the students who attended the programming were really like all set and ready to go so this is something that if your student is entering kindergarten you should really be thinking about signing up for this uh a little bit more about Summers spash some of our offerings this summer it's really kind of steam focused so lots of science technology engineering arts and math um we are exploring chemistry there's some scrapbooking um which I was a little skeptical about but it's one of our most popular offerings wonderful um that's offered by one of our veteran Educators uh Robin cuchet and she's really wonderful at it and the kids love it um we will be traveling the world through ART uh stories and steam is another one of our offerings Harry Potter exploration that's near and dear to my heart and we also have baton twirling um we're also offering yoga and a few other things um the full catalog will be in the registration packet so please look for that at the middle school see if that's my next slide so at the middle school we're doing something a little bit different this year we have math and Ela boot camp um our um we have a few Educators for at the middle school level who will be providing these courses it's a two- week program to really kind of um get our students up to speed um students will be recommended by classroom teachers this is not um just a signup thing you really have to be recommended for this program um it does say up there students will be referred by classroom teachers and guidance counselors so that is something to be aware of the cost is the same $50 per week and as with all of our programs scholarships are available um this will be hosted at the nichels and the time is the same from 9:30 to 11:30 July 8th to the 18th at the high school we have two programs well we actually have three but Mr branagan will speak to the college boot camp um if he hasn't already what I am speaking about tonight is specifically our summer programming to um support our students so one of the programs that we're offering is Credit Recovery we offer this every year um students can take up to two courses and it gives them the opportunity to move on um even if they weren't able to do that during the year they too have to be recommended by guidance counselors um this is located at the high school it's for two weeks it follows the same schedule a splash um students will be notified if they are eligible for these courses um and it's a great opportunity for them to enter in the next school year ready to go we are also offering something new this year for our Futures Academy um Lacy Foley is the coordinator of both Futures Academy and of this summer programming this program looks a little bit different it is only one week in duration um it is from 9 serving grades 9 to 12 and it goes from 8 in the morning until 1 o'clock in the afternoon so longer in duration shorter um shorter week just one week as opposed to two or three um and here students this is also a credit recovery program um students are given the opportunity to restore um their previously lost credit um by doing self-paced assessments completing a project um and working on their leadership skills they're going to be doing um things to beautify the town the school the district and they're also going to be learning job and Leadership skills so this is a great opportunity for our students all of these registrations will be going out this week or at the start of next week and they will all be posted if they are not already on the district website by next [Applause] week for you Mr chair I just had something to add because the there is a an additional high school program um regarding getting ready for the college application process so that will be another offering for high school students that'll get a head start on the college essay and even an opportunity to get some of those appliation started if not completed um before the year even begins this is a program that has run in the past it was extremely successful and I believe that's going to be teacher Le um so that's why it's not included here and then I also just wanted to highlight I just saw him leave but um athletic director Ryan Sylvia has been has been instrumental in um providing many many options for athletic engagement over the summer as well so actually Mr syvia why don't you take a seat right there so before before Ryan speaks to that I just want to talk about our teachers as this is teacher appreciation week so as you know one of the benefits of being a teacher is summer vacation we work really hard all year and we get that time to kind of rejuvenate ourselves get ready for the following year our teachers who have signed up to do this summer programming deserve our appreciation and our accolades it is not easy when you have finished a year that has been challenging um tiring wonderful but still exhausting um so for them to say you know what I'm going to turn around and do this um is really remarkable and we need to show our appreciation most of our teachers this year are from mkg and Nicholls um doing the Summer Splash programming and I cannot thank them enough they are truly um deserving of our respect and our thanks and so with that I'll turn it over to athletic director Sylvia to talk a little bit about the summer offerings I know there's conditioning there's actually quite a few and it even stretches down to our to our our younger students so if you want to talk a little bit about the summer offerings I know they are growing every year and also wildly popular sure thanks for uh having me um our summer program stretches from all the way down to second grade and then up through grade 12 um it's there's not a lot of change uh from last year um we do offer I can I mean I the way we run the summer program is we offer the head coaches the opportunity to run a program for their Sport and some coaches choose to do that others don't there's been sports that we've tried where that haven't been as popular in the summer as others and so we've kind of settled into a good schedule where uh we're running um softball youth basketball Youth Soccer uh we have a majorette Clinic we have a wrestling Clinic um and then really whatever uh we have a field hockey Clinic we have um two basketball summer leagues for the high school level and we have a 7v7 football league for the high school level as well uh probably one of our more popular programs is the strength and conditioning program that runs for students entering grades 6 through 12 uh there's a slight change to that schedule uh this year where we're going to run u a morning and an evening session rather than three morning sessions in hopes that people's schedules might uh fit a little bit better with a with the option to come later in the day um and that's that's a great uh opportunity for our students to train in the off season uh and for the younger kids to get an introduction to strength and conditioning so that that program is is complete and ready to go and will be sent out uh through our school communication system through class tag through s'more and through the Arbiter Sports registration s uh program that we use for uh for athletics registration and i' welcome any questions uh that anybody might have about the program I don't have any slides to show but that will be going welcome any questions not to say that anybody have any comments questions my question is not about what you are offering because what you are offering is wonderful and um you know it it it fills a lot of um opportunities um I did hear the the sad news this week that the PCC program that I know there were a lot of students looking forward to didn't have enough enrollment so that it is not able to operate this summer um so my question is one that you may not need may not have an answer for now um but for those students who are s um is there any um ability to kind of gather anything that's still open for that age level to um that maybe in the nearby communities even that may be something they could still look into that hasn't already closed its enrollment so I don't have a definitive answer to that but I do think we can do some research and look at what's happening around us and see if we can do that we can also look to see what um the need is and prepare something like that for next year for the district to manage well I've been thinking about this um having having a student who was planning to attend so I'm in the same boat uh what I was thinking was leing with our Community Partners between Champions and the YMCA um and actually I was you know I should really call um Frank H over at the wreck to just talk a little bit about this circum this particular circumstance because it really impacts older students grades seven through I think it's 11 yeah um seven seven through 11 so these are older students that don't traditionally um goto day camp and the camp program that closed was a residential Camp so uh I will definitely work with Dr Mark ltis to reach out to our Community Partners and try to if I can gather some resources I certainly understand it is late and and now difficult to find additional programming so um we can do that research for sure I was in touch with with one parent this week who called me and said you're kidding so we are navigating it together I just think it would be a if there were options that could be pushed out to the community of things that were still available it would just be a nice gesture to to try to help those kids find something to replace a program that they were really looking forward to agreed questions I just have one uh where can we find out where can someone at home find out more information about these programs so all on the district website for um Summer Splash credit recovery Ela and math boot camp at the middle school it's all on the district website um and Mr ceciliano put it on the um families and student page but he's going to put it on the front page so it's easy access you don't have to search so if you don't see it on the front page it's on the family and student page y of the district website and for and for the athletic program the summer athletic program it's on the Athletics page but I will be sending out um a class tag blast with this a s'more attachment that really spells everything out on how to register similar to what we do for athletics registration that's going to go to all grade levels that the summer programs offered to for athletics beautiful thank you very much thank you thank you so we'll move into the next item while we're transitioning it is under the students and families tab under summer programming um as mentioned Mr ccano will update that just put this on the front page to make it easier to find but students and families summer program so you'll be able to find information if we are able to gather more information this is I'll put it just so that it's One-Stop shopping and people don't have to look uh the next item of on my report tonight is um our Special Olympics sectionals meet that we just had this week um I know Ryan Sylvia is here and I believe he brought Alicia Lane with him director Jennifer Healey is here I have to tell you um I had the honor to go and watch the very opening of of the ceremonies this week uh we had Community we had different communities come um use our beautiful facility and it was really amazing to get behind our student athletes they were excited they were competitive they did a great job they took home silver so congratulations um but I will share there was something else that struck me uh many many student athletes from Middleboro High School came to support the athletes and you don't see that every day and I think that inclusion is something you talk about it can be a bit of a buzz phrase here at MHS um and really at the Middleboro Public Schools it's a real thing so I wanted to express my thanks and remark that remark about that and with that I'll turn it over to miss Lan and also Mr Sylvia thank you I'll give a little intro and then I'll turn it over to Coach Lane who's also a um Spanish teacher here at the high school um and someone who we rely on quite a bit for athletics and helping out in the athletic department so thanks for that coach um this is something that we've done for the past four years um it is a large scale of event we had over 350 athletes participate from 13 different schools and the reason you see all the student athletes supporting there is because we ask the coaches to either alter their practice schedule or cancel their practice schedule for that day to come out and be fans in the stands we had uh you can see that group of students in the blue shirts there were over 65 students with specific responsibilities that were there for over four hours to um you know help manage the event really uh and also a number of Staff members uh that work with our Unified sports program that were there um and really making the making the meat go um Special Olympics sends a small staff and they really rely on the volunteers to make it happen so we're able to do that each year um and it's probably one of my favorite days of the year and we love hosting it and they like our facility and and um I told them you know they're welcome to come back whenever any year they want to but if someone else wants to do it we're okay with that too we don't always have to be the host um I'm going to turn it over to coach in a second but I did want to highlight one piece and she'll probably speak to this too um I sit on a ad hoc committee at the state level at the MIAA for Unified sports it's one of those the Committees that I serve on and um there's really a push to treat Unified sports like every other varsity team and that's what we strive to do um and that means they're they're competing and they're competing in tiers based on their ability levels and their previous performances um and when a silver medal at the sectional meet in advancing to States is a real thing for all our student athletes that participate in unified H they they performed well and they got rewarded for that and they'll go on to the next level as will some of the the teams that finished you know lower um but uh I will mention we were only seven points from gold sorry I stole your thunder coach all right I'm gonna turn it over to coach um and she can and she can also answer any specific questions too sorry coach still wa uh no I mean he really covered a lot of it I was going to say that we only lost by seven points um and some of my kids are true all right we didn't get first by seven points uh but it's motivated a handful of my kids to um stick with that 800 which is the least favorite race uh because if we had entered a couple more kids in that we probably could have taken the the gold um and I do think it's also worth mentioning that I think we run such an efficient meet that they actually stole Glenda Spain today and she is helping them run the dery um sectional meet tonight so she's done now she said it went well um but yeah I mean it's been great uh we've been doing this since I don't know 2018 um and it's been fun to watch the program grow we had 25 kids sign up this year um if you're watching this encourage the younger ones to to join because right now I have one sophomore and the rest are Juniors and seniors so I do need to get some young blood in there um but yeah been great anyone have any comments questions other than great stuff thank you really it's wonderful yeah thank you very much for all your uh your work on this I uh long time ago I was a volunteer at a Special Olympics and I was amazed at how rewarding it was okay all right thank you congratulations coach thanks and with that I'll turn to my final item of the evening I'll invite Principal Paul br up to the table to talk about our class of 2024 Senior Week final activities just by way of note because you referenced that Elementary performance he's going to talk principal bran is gonna talk about Senior Week for the seniors that Tuesday evening following Memorial Day here in this Auditorium the elementary complex will be providing us with really a tremendous Elementary concert um orchestra band please come support our youngest performers and encourage them to keep going because they are they are going to be up here in no time so that's happening the Tuesday of Tuesday the 28th of all of the senior week activities you're about to hear about you're about to hear uh that's actually prom night for the kids um but we'll be here in the auditorium um being wowed by our by our youngest musicians so with that Mr BR again why don't you turn it over to our Senior Week list of events good evening everyone just um back again to share with you just the most updated version which I believe you have a copy of of the student of the Senior Week activity schedule and then after tonight it will go out to all of the families pretty much there has not been much of a change but I always come back to you with the final the final version of it because we work with our senior class officers and the advisers to make sure that everything on that document is exactly what they want um that they are counting the days down and Senior writers is real here at a middlebar high school so um but they are really quite excited about um the next couple of weeks as they count down the final days of high school um you'll notice the fact that the very first item is next Friday May 17th which is our future Signing Day um it will be held in here and a special thanks to Sean Ciana who every year comes and and make sure that we have the complete setup so that each of our seniors can take their seat and to sign um their commitment that they as they're finishing strong that they'll start strong strong in whatever next chapter of Life they have and that for our community that those pictures of them are hung in our academic center outside of school counseling so they'll be up there for the year so the class of 23 will come down and the class of 24 will go up and it has everywhere from colleges universities trades to the military and then of course we have the honor wall that is up in the academic center as well for all of our students that are heading off into the Armed Forces um you'll notice that the final week of classes is made 20th through the 22nd May 20th is a full day of school it is a black week it is also why not add mcast into the mix as well um and then on Tuesday and Wednesday the 21st and 22nd are the final days for senior year with a 10:28 a.m. dismissal um it is final exams final projects it is really bringing everything to a close on those days and the final day of academics for students is the 20 22nd the 23rd they'll come back in for a senior class meeting um it is an opportunity for me to go over the entire week with them but also make sure they understand that albeit that school is over that all the days leading up to graduation are counted as school days and it also is important the fact that they're making good decisions as they do not want to blow it going into the final home stretch of graduation we have our yearbook distribution um which has they are here on site in in lockup but I will tell you that from the earbook advisors it is really quite an incredible publication we're really quite excited to the seniors to see it and then of course the senior barbecue will take place out here on the quad um at um 10:15 on Friday um the senior Mr senior memory night will take place here in the student comments at 6:30 it's a night for seniors only um I want to thank this hent Pride alumni Foundation we found out um yesterday morning that they will be sponsoring the event um and um the Plymouth party ice cream truck will be on site and so um all they can eat and never mind the pizza and everything else it's a really fun night but is really nice about the night is that it's not only just their commiseration and just kind of being together but they'll all come in here to the auditorium for their annual slideshow of their journey through middlebar Public Schools so families pitch in and there is just a ton of pictures and and the seniors really love that what's important to note about the time frame of this event in the original publication we had it this at 7M but we've backed it up because um at the very beginning of the school year we did our senior sunrise and on this night it will be the senior Sunset so that the senior class will be together to um watch the sunset together and then of course um next the following week which is the week of graduation the senior breakfast senior prom um prom tickets are on sale through tomorrow and that we're really excited to be working with Lake Pearl um out in Ram and that will be a wonderful night for our senior class scholarship night the invitations for that event it's an invite only event for students who are receiving a scholarship and that our school counseling team especially with the scholarship coordinator Mrs Colleen Bretton um we are just in the home stretch and invitations are in Preparation to be going out we hope by the end of next week um or mid next week I should say senior last assembly which we would love to have anyone who would love to attend from the committee um it is a 6m event and that it is our seniors are in full cap and gown and of course it is the awards night for our senior class what also will happen that morning which is not on here because the seniors really wouldn't know anything about it is also the one F tradition that was started in 2020 um by Teresa Farley which is the um adopted senior program and so it is sustained itself and Sandra talish um is the lead this year and oh my goodness the the community has has come out to do this event every single senior has been adopted and um we will start to collect gifts beginning the week of the 20th and then of course on that morning in their final part of rehearsal we will have all the gifts out here on the outdoor stage for them to receive and what a weirdly cold morning that will be and then lastly Friday which is probably the highlight of the entire week besides graduation is of course it's the interal Senior Walk that will take place on the Friday the 31st the buses will leave here at 10:30 after their final rehearsal in full cap andum and they will go back in Journey in time of all the schools that they went to they'll start at the mech head to the complex of course to the nickels and then they will finally walk through for the last time as a student through middlebar high school um and what a wonderful event that is so we know that our the schools are coming together to get ready for that and then of course the the signature event the graduation of on Saturday June 1st at 6m out in the stadium and I have been um working with Mr Breen who's our resident meteorologist to make sure that the weather is a lot nicer than it was a year ago so um that is the senior activities calendar and any questions or comments that I can take the the only comment I'll provide is that Mr beran is truly One of a Kind the the experience that we get I have the honor of seeing these kids um have is it's there's nothing like this in other communities I mean you have an event here here or there but this extravagance is uniquely Paul brinan and the kids love it every year the families love it every year and we're just very thankful for your commitment and over the toop Beyond um effort that goes into this it's Paul's highlighted week of of the year and and it's very fun so please come out please come and celebrate our kids uh they've earned it and thank you to you Mr BR thank you my pleasure thank you any comments questions no thanks again thank you everyone and that completes my report for this evening okay um our next uh agenda item is the superintendent evaluation um this evaluation will take place in Open Session and the discussion will be limited to school committee members okay with that um Jess will uh kind of steal the conversation from here I just want to say thank you very much to Jess um her and Rich kind of coordinated this throughout the year working up to the evaluation um and just as it came to a head Rich steep down off the board so Jess was kind of doing this all on her own um it was quite a bit of work and I just want to say thank you very much I greatly appreciate the amount of time and effort you put into this and with that it's all yours thank you um so this is my my first time being tasked with this process um I did want to just start by going through briefly what it is I did to create this summative evaluation um masc and desie both have uh information information and guidance on the process um there's a lot of details there that um I do want to note um in upcoming meetings once all the subcommittees are are created I I would like to um start the process of figuring out what the evaluation cycle for the next school year will be um early and start to look at it as a a year-long process um and not focus just on this one end of year thing so um that's part of what I learned is some of the options that we have so um if I continue on the subcommittee if not I will come with the things I have learned to uh make suggestions um but as most of you know um we were all tasked with uh doing individual evaluations the process in Middleboro has for years been that those individual evaluations are completed by the school committee prior to the town election um so that it is the school committee members who have been working with uh the superintendent for the majority of the evaluation cycle who complete the evaluations uh the evaluation is uh supposed to be based on the evidence that the superintendent compiled and provided to all of us um and our own observation um and uh the evidence isn't necessarily just what um was provided to us through email and in Dropbox it's also the evidence that we uh get presented at all of these meetings and when uh the superintendent um executive team and staff come and they put together presentations they are all part of the district Improvement plan they are all part of the school Improvement plans they're all part of this district and so those are also things that we can consider for evidence towards this evaluation um my process uh based on what was set up in conversations uh with Rich Young is that um all of the individual applications are given and then they are aggregated into one Summit of evaluation um I was here I did not create an evaluation last year um but I was here when the evaluation was discussed um and there were some comments uh during the discussion last year related to how the um final scores were compiled how the feedback was compiled um so I listened to that feedback that was given by members of the committee as well as uh previous members of the committee and um so if you look at each of the standards and each of the standards has an indicator and the indicators were all uh scored or rated by all of the individual evaluations I created a spreadsheet um of each of the responses I looked at each indicator and I found the mean and then I found the median uh we did have one outlier review I looked at the mean without the outlier review and that gave me three potential values for the final score based on those kind of analysis and with the exception of one indicator everything was the same final score whether I was looking at the median the mean or the mean without the outlier um so I hope that alleviates some of the concerns we heard last year about um how it was compiled is I did try to look at all of the different potential ways to utilize all of our individual feedback and to come up with that final score um so everybody's voice was heard with the comments um for each of the standards um and for those of you who are listening in um there are four standards that we evaluate uh standard one is instructional leadership standard two management and operations standard three family and community and standard four professional culture so for each of those standards uh you are able to enter in comments So based on um a suggestion that was put uh that was uh provided by masc what I looked for in the comments was um things that were mentioned multiple times by different reviewers so that was my focus is looking for consistent feedback um or consistent things that were noted um and so you will note in the comments that the majority of what is listed are comments of things that were mentioned by multiple reviewers um in order to ensure that all voices were heard I do have note in those comment sections of what was included in an outlier review so that it is noted um but as I said the mathematical statistical process of coming up with the aggregated final score um did not have an impact of that outlier and so I just wanted to make sure was clear in the comments that uh you know based on what we were provided um there was nothing that changed the final score based on those comments any questions on kind of my process all right and then I had sorry go ahead make comment yes please excellent job thank you really did this is uh having not been part of it I think it's an excellent summary and not just the global summary but the way that you distinguished between um what was generally said and outlier comments and all the different examples that you gave were very helpful thank you um so I did want to draw attention to a few items um as the supervisory team for the um superintendent I do think that there were a few items um of note for the this past year um one of the specific examples is recognizing what you did um Carolyn in stepping up within the business management of this district for the past year um I think we were exceptionally lucky to have somebody who is as tuned in to the budget process already after just one year um was engaged and involved um and was able to shoulder that additional responsibility while we were looking to fill the Gap um until we were able to hire a replacement which we are super happy to have um but without that being in place we had uh a very efficient uh budget process um I did sit on those subcommittee meetings even though I wasn't on the subcommittee um and having um the TMS staff note multiple times that you know the the way we came to that budget was thanks to you and thanks to your knowledge and uh the process um was primarily uh something you led and um I do think that is uh an example of exceeding expectations and exemplary um exemplary process or progress and um something for which we are um incredibly grateful and we wanted to um in general commend you for doing um in addition um it is uh not to be uh glossed over I think how um how you went about uh processing the feedback that you got throughout the year related to communication and working with Sean cisano on developing that um communic policy and creating a process so that it wasn't um something that was ad hoc something that wasn't off the cuff that there was a firmly that there was seen a need to develop a process that could be followed um and um it is it was noted by um some of the comments that uh your communication style may not be the preferred one of all um I think we can all recognize that uh we don't ever make everybody happy um but you created a process um you heard the feedback and you work very hard with your staff to ensure that everybody is sending out regular communication um that the concerns about I saw police at the school um you know those messages come out as soon as possible so that people don't worry um and I think that was a an example of you hearing feedback and responding um it is something that I think we all can continue to improve on and to learn where there is space to be flexible and you know where following protocols and procedures are um benefit us all um but I do think it is another worthwhile um worth worthy of note and mention so thank you for that um as we look towards next year um you know you are hitting that that three-year Mark um as we we all discussed um during the contract process um there is now that third year of the nisp um so you have that professional goal but as you move into your third year knowing that that program will be completed um we do encourage you to look at what what other opportunities for professional development could you have um we know that we are extremely lucky to have a superintendent with the experience that you have um you know your years working in this District in special ed um absolutely are a benefit to us um and something that a lot of superintendents may need to go and learn about um so you may have a chance there of what can you go learn about that other people might be focusing on um that aren't what other people focus on their third year um so I you know we challenge you with that of looking at professional goals and that'll be something that as we approach the the next evaluation cycle we can we can discuss of you know what is it that could bring the most benefit to our district for you to expand your your knowledge of um so so with that being said um you know does anybody have any questions about the process or anything um there was one other thing that I did want to note um it was noted um and I think we've we've all heard it that people worry about staff retention um there was a a wonderful comment on one of the individual reviews noting that this is not a Middleboro problem this is a national program um I think we all recognize that um covid took a lot out of teachers recovering from covid took a lot out of teachers that we didn't anticipate um and it take a lot of at our students and our students are recovering in ways we didn't anticipate um so what can we do to not just focus on um making Middleboro the best place possible for the student but what do we do to look at retaining the teachers who are valued members of this community and who are bringing um bringing benefit to our students um you know and we we know we can't solve everything um but looking at retention of valued employees is something that that all businesses have to do um you know I I I come from a a corporate background right now and uh it's something that they're struggling with as well as they adjust policy icies between what they put in place during Co and said they continue and then they didn't continue and now where are you working you don't know um so there's a lot of retention issues there too so it is a national issue um but we all value middle Burl and want to keep those staff so so what is it that they would need that we can bring and we all know that the budget is set and it money is not necessarily on the table so what else is it it um so with those things being said um does anybody have any any comments or questions for me specifically about what was included or anything that they um feel may need to be re-evaluated for the summit of evaluation I don't have a question but another comment echoing the comments that are already made you did a fantastic job in compiling everything fantastic job thank you um I guess a couple com comments slash questions I'm not sure which which it is I I was I didn't get to see the uh different evidence that was put forward to um that was behind us uh and so um uh with that understanding one of the things I would like to say that I've seen since I've started all two weeks but even before that when I was starting to pay more attention is um something within this that it's talked about and and that I really appreciate and that is your emphasis on data informed decision making and how important you know how important that is for our students um and how we shape the curriculum how we shape so many different things uh and I I think that it is also important in this process process um and so there just a couple comments around that again against the background that I've had it described to me but I didn't get to see much of what we what um the assessment was based on um you know first I see the comment that that you just um reiterated uh to Carolyn about setting the goals uh and I guess I would like to reinforce that those goals should be made collaboratively for next year and that we should do it based on some data um whether I've brought up reports that we're receiving that are being done by outside agencies the different kinds of things that we should really be taking a look at for the good of the system of um you know what what the goals should be that those really should be data informed including the one that you just spoke of of the retaining of um our employees uh true in every I think in particularly in education but in many different um Fields we're having difficulty retaining and one of the ways that we find that is helpful to really understand what's specific to who we are that we can help retain through exit interviews um uh that are done in ways that you find out what are the kinds of things are there things that we could have been doing that could have been helpful but more overall not anecdotal because I know sometimes people bring up well I know they left because but something that is much more systematic that um gathers that gathers that information so those are the kinds of things that I'm thinking of of what we should be doing to really take a look at some of the things that are brought up here that surveying and um and uh other kinds of ways of collecting the data that we can be making um the goals and recommendations on yeah there there is a lot in the the desie um information regarded this about looking at goals and I it's not unique to education but the you know goals they use that smart analogy which is outdated but you know it's that basic how do you measure how do you measure progress so their goal and and um you know there has to be a way to to measure um and I think that's a a a point that I I agree with in terms of looking at the process for next time around and maybe setting expectations a little more clearly related to um progress on goals and how to monitor and measure and that kind of thing so um to be discussed I think as we move forward into the next evaluation cycle and and uh we can start those subcommittee meetings early so that we are in a good spot before the school year starts and things get super crazy and use some of the summer time to potentially have some of those subcommittee meetings and and get things in a a good spot so um I do think that we can we can approach things a little differently if we wish to and uh um work collaboratively collaboratively on that and uh and share progress more regularly so that things aren't um things aren't as uh difficult to summarize when you get to the end of the year um I will say that uh when my current supervisor reimplemented quarterly evaluations I was like oh God not again but man is it a lot easier to come up with your list of uh accomplishments for a year if you're looking at them every three months then uh at the end of a a 10 month stretch where you haven't thought about it or kept track of them so I think there's something to be said for regular check-ins so um so yeah lots lots that I learned and uh you know if I am on the subcommittee again hopefully um we can continue to um expand on this process um but Carolyn I do think it's expanding on it specific to um increasing your skill set and strengthening you as superintendent of our district and and looking at it from that perspective of it being our responsibility to support you and encourage your your growth and to um help you along the way thank you Jess um nothing's confirmed yet but I have a pretty good feeling you're going to be on the the eval committee again um some conversations I think that we should have as a committee is um I'd like to have a I'd like everyone want to be on board with the goals that we come up with within the framework that we're allowed to um if you're interested in this process and you want to be more involved in it I highly recommend going talking with Jess and going to the desie website because there are things we can and there things we can out do as part of this evaluation and it makes the whole thing a hell of a lot easier if we're all on the same page with that um another discussion I think would be worth the time is the calendar of this um I have some issues with the municipal calendar as a whole I think having a town meeting two weeks after you have an election is ridiculous and having a superintendent evaluation a month after we have a new election reading the reviews of people I I think Chris Jess and I so there three half the committee last year didn't have any input on the superintendent evaluation for her first year that was a convoluted process it was just I mean it is what it is at that point um but moving forward I think there's there's some things that we can do better you know and maybe we can adjust the calendar and things like that I don't have the answers you know but those are some some of the concerns I'd like to have but I would like it to be I I have no qualms about us having different opinions on the evaluation what I want is us all to follow the same process and have the same ideas and goals and be in agreement on those as we move forward so we can have a a productive conversation at the end of this you know not arguing about different I don't agree with this I like let's all have the same starting point and then we hopefully we can have a good conversation moving forward included in that I think is looking at what's the process for filling out this lovely piece of inform this this lovely form that has been provided for us because there's a lot that you do at the end and then you move it to the front and if people the first I looked at like how this is going go and people did the front first and it doesn't match the end and then you have to send them messages and go which one did you want and sometimes you end up with spreadsheets that have well if they meant this then this is the median and if they meant that then this is the median and and you end up with five different options and luckily they all match and so therefore it doesn't really matter in the long run but that's where I was at um so yeah I might have listened to a few things my son said it in AP stats class but only a few actually made any sense to me so this is the result result of that um so I agree completely um that I think it would be good for us to look at this as a calendar as a a continuous process not as a one thing you do at the end of the year um and to that end um I would propose that either depending on how the meetings get scheduled moving forward um if we have two meetings in June um or maybe the July meeting meeting that because this evaluation is technically completed before the end of the school year that we ask um superintendent Lions to give us um kind of a a summation of the end of year goals at that June or July meeting and so that we you know a summation of how the district did as a whole and your goals and how they coincided and and where you see room for improvement in future years so just uh recognizing that this is being done a little before the end of the year as many evaluations in education do happen before you actually reach the end of that Academic Year doesn't mean we can't say hey can we get an update on on how the end of the year went Mr chair um I just wanted to take a minute to say thank you um not just for your thoughtful evaluation but with the considerable amount of just Logistics that you navigated I don't know if you saw some of the team snickering out here we're all snickering because we already exist in the system of deese and evaluation so we know your pain because we've lived through it and I think the ESC comes up with Concepts that they think are wonderful and then you have to do them and you realize that this is this a little convoluted at best um I think what I well so firstly thank you um I also wanted to say that you know the most important thing I do in this role is the continuous District Improvement and the whole point of that is to improve our school system every year with incremental steps Based on data and at recognizable points I am not immune from that process and I never have viewed myself as you know the grand decider of strategy without also having to improve um and you know my team can attest we sit we do evaluations as well it isn't a um destination to arrive at whether it's a valuation cycle or a point in your career if the goal is to constantly improve our school district then we too are constantly improving that means there are things we're going to do well things we can always do better um so I did want to take a minute to say I very much view myself not only as a professional but as a leader in our district that you have to be open to feedback looking and examining your practice and then improving um not because of Any egotistical point but because one that's what our children are being asked to do and two that's what they're entitled to receive school systems do not improve by looking at what's here and saying everything is perfect and the day that I say that to you is the day I do want you to dismiss me because there is always room for improvement and so that's my pledge to you I take that upon myself my team of course those who have sat in evaluations know that very well um but I do take it seriously and to Heart so thank you for your feedback and I will I've written notes and I've read every word and I will be absorbing that into um into this coming year so thanks thank you I do think it's also important to to note with what you just said that you know as you continue to move towards those goals and there's always continuous room for improvement it's because you're always moving the goals and the goals are moving out you get as close as you can but then you know you're close so now time to make a bigger and better goal um and to just also note you know we're we're evaluating you based on year two go into year three expectations are higher standards are evaluated slightly differently and that's how it should always be you know you you learn and you grow and you know you expect a little more each time um so just more for the the public you know if we're saying that the the tenure matters you know when you're saying you're meeting this goal it's because we're evaluating you as a seconde superintendent on your progress towards the goal that was set um and that doesn't mean that it will be the same next year because the the expectations change the standards change and your own personal goals change um so that's why I think it's important to look at it as a a year-long process um because as you when you get to the end of the year what you see should not be a surprise you should know based on the progress you've made through the the whole year that you are moving towards a goal or you're not moving towards a goal and we should take corrective action before the end of the year not just wait till the end of the year and say yeah you didn't meet that goal because six months ago we should have taken a different turn so I think that's my My Hope moving into it is that it's more of that consistent feedback loop for the district for the public as well as for you I do believe we have to vote to officially accept this so it can be signed didn't sent to desie I think that wasn't on any of the things I said where it get submitted to but hopefully somebody knows is that a motion sure I make a motion that uh everybody approves this as the summit of evaluation for superintendent Lions is there a second second I have a motion a second all in favor I I oh I'm sorry Chris do you have something to say no just I all uh opposed passes unanimously all right I have a version that I guess you and I can sign and date and then we can figure out where it goes all right sounds good to me um next on the agenda is the consent agenda uh we have two fund ra raises one's for the Middleboro High class of 2025 QD o ba I don't know what that mean qob a restaurant oh all right I don't get how much um on May 23rd uh 2024 and our high school speech and Theater Workshop on June 7th and 8th second any I have a motion to Second all in favor I I opposed passes unanimously um action items so we have the um Massachusetts Massachusetts educator Association memorandum of agreement um this is let me see we spoke about this in executive session this is a um memorandum of agreement entered into between the middlebar high school committee and the middleb Education Association um whereas the committee and the association are parties to collect the bargain agreement with the term of July 1st 2022 through June 30th 2025 and whereas pursuant to article 6 c1c of the contract a block scheduling committee was established to review and make recommendations with respect to changes to block scheduling at the high school whereas the block scheduling committee has now reached consensus with respect to changes to block scheduling at the high school and the party seek to modify the con contract accordingly and now therefore having bargain collectively pursuant to mglc 150e the parties hereby agree as follows and I'm not going to read the contract but it as presented so I would take a a motion to approve so moved I need a second second all right I have a motion to Second any comments questions all in favor I I opposed passes unanimously and school choice we already voted on and the masc official delegate you need to one so we need to who would like to be the uh masc I would I would love to be just so I can learn more and what took so long yeah right is there a second second all right I have a
