for them so we don't have any say what the rate need negotiate for those two house no they they give us a rate when they give us a rate what it will be because that's the rate that they that they're being charged but that's not part of our agreement that's above and beyond our agreement usually part of the agreement it there it's from to some some included anything outside would be on us any if they have to go to the hospital it will be on us uh it's by Case by case but any costs that are done internally it's part of the price oh it's about that I thought it okay all right thank you thank you any other commissioner comments and just just a reminder to the and because this is this is the one it's it's as high as this is because I think he said I thought it was last year but it's two years ago with the psychiatric requirement was legislated by the state went up almost 3 half million just just in the psychiatric help that was supposed to provide in jail you know they made this decision years and years and years ago to close you know mental mental health institutions they did that they wind up on the street they wind up homeless and you know based on the crimes they commit they wind up in jail and then you and and he'll tell you right now if you go out there it's like a small psychiatric facility that's yeah basically said that those services are greatly utilized and needed for these individuals yeah the W did a good job I think going through that with us in the budget there might just be another presentation to maybe just highlight all the services that we are providing within the jail and you know what's new what's not you know based on legislation it might it might just be something in 25 we just want to highlight the Public's benefit since it is a big uh issues we were having at Harbor Fields so he he is on so I I think the I'm not right I am on if you can hear me we can hear you Comm prosecutor awesome uh chairwoman Kern and the Commissioners thank you for the opportunity to come before you to make a presentation with respect to the purchase of the infare module for our Juvenile Justice uh as you all know we briefed you in Clos session we are in a crisis with respect to Juvenile Justice our criminal charges for juveniles has doubled uh year-over-year from 23 to 24 we're going to charge upwards of, 1500 juveniles this year uh all of the juveniles that are detained 95% of those detained are being charged with first and second degree charges we lead the state on murder charges against juveniles we lead the state on juvenile waivers to adult court and as a result of these serious charges being lodged against the juveniles and County our average length of stay and detention has went from 27 days in 2021 to now 183 days in 2024 which has created an overcrowded situation at harborfields and we know we have now filed litigation against the Juvenile Justice Commission for that purpose to get resolution to have beds in other counties and other County facilities the reason why we've come before you today to discuss this module module and why it's so important and why we wanted to show our gratitude is the county executive the County Administrator and County Council worked with us to understand the problem and we brought before them facts and information and we went on a letter writing campaign an email campaign and meetings with all the way up to the attorney general to our Congressman to our Senator and the county came to our rescue and I wanted to give credit to County Administrator uh Jerry del Rosco who I spoke to this morning with respect to this matter and understands the urgency and need because by getting this module it's going to speed up our efficiency of handling and processing cases which could reduce the detention time up to a month up to 30 days less by being able to expedite the processing and handling of the discovery from the police departments to our office to the court to defense lawyers to the public defender so with that being said this is going to effectuate another manner in which we are trying to solve the problem ourselves and we appreciate the county and the Commissioners as our funding source and as our partner in trying to to help solve this problem and the decision on the Juvenile Justice litigation is due on December 20th that hearing was on November 22nd before judge B in Atlantic City and uh if you asked me to predict what was going to happen I think we're going to be very successful in that litigation and I appreciate the support of County Council ly and AR have been tremendous in their support and that concludes my presentation and I thank you again for your consideration and gratitude for your funding and your understanding of the challenges is in the office of the County prosecutor thank you thank you U prosecutor you know we greatly greatly appreciate what you do and looking forward seeing seeing this grave need that we have members of the Commissioners um who had an event talking about the um absin issues for the acua landfill uh a lot of things were apparently banded about at least as you read it in the Press um about privatizing it abolishing the authority Etc um there were a number of us who were uh less than convinced about how necessarily um I think the nicest word is realistic um some of those statements were going to wind up being uh then a few weeks after November 5th uh there's a meeting of the Commissioners uh with represent obviously the president of the acua state senator uh making a presentation that here's $7 million of um money coming from the Biden Administration um for a program that uh at least for one faction was very much opposed to in the abstract uh but across the country has been more than happy to take the money uh at various times for various projects and most of them seem to be rather worthwhile and certainly no one would uh want to have a rate increase in order to uh close off 16 Acres of the landfill um but whether or not that is actually going to solve the issues for the folks in AB seek and I know there was the talk about well the complaints have come down well if you don't feel as though you're getting a response um you may wind up stopping to complain uh and so it may turn out that um there's still going to be that degree of concern but whether the overall response is underwhelming uh is what we may wind up seeing going forward uh and so uh I'm just expressing that in these highly cynical times there being a very visible gap between what is discussed before one particular date and then what is done after that date uh May wind up um however unintentionally and I'll let it go with that cuz we're all in the good season um creating those concerns so I will lift that up and also though say uh Merry Christmas and happy New Year and all those other wonderful things for this season than you thank you anybody else from the public nobody virtually okay between 1700 1800 weeks so we were very close to our goal last night we still had some things coming in that we were counting so I'm I'm hopeful that we've actually hit the 2 re appreciate everybody who's given um but it's a really beautiful event um we have a lot of great speakers from all different branches of uh service um and just a lot of good information a lot of community groups just that um you're recognized um but uh anybody else out there please please join us it's a it's a really beautiful event and um although it's a little bit solemn it really just makes you appreciate the holiday season that much more um and just leaves you feeling really uh joyful and fulfilled uh coming together with the community to honor our veterans thanks for bringing that to our attention because there's actually somebody in like our sales department to one make it another maybe a little bit more towards the Princeton area and he commented on what a beautiful ceremony is so you're going to have a number of members of our sales department oh good yeah awesome so uh yeah they all joined in and I think actually our organization Caesars is doing a nationwide one to get people involved as well so that's great and we we did have a number of questions raised about why why don't we or can't we do it in our Atlanta County veterans uh cemetery and and we did you know look into that um I think what we learned was um just the wind out there and um the deer out there um anytime anybody has tried to put things like that out on those Graves um it's been a problem so um I think we actually don't allow some of that kind of stuff out on the gra but the flags you the flags are the flags are there right um but that's why we're not doing the reads there um but uh our St Michael's Ministry at St Vincent church is is the ones organizing for uh the cemeteries in maze Landing so very nice yeah very nice thank you commissioner anybody else have anything to the good of the order okay just a reminder elevator replacement scheduled for a Still Water building access by elevator to the county stillw water building here at 2011 Southshore Road in Northfield will will uh be temporarily unavailable beginning Monday November 18th and continuing through December for full replacement of the elevator inperson access to the commissioner's meeting after November 18th will only be available through the front entrance and stairway therefore the public will have yeah we will have uh virtual access to the commissioner's meeting as we always do available on the County website
