Urban engineers and I believe the presenter is Dave and thank you for being here this evening she I do not I am not I will introduce myself so I want to first thank you for the opportunity to be able to speak this evening and present about our tiny wire Li safety plan my name is Jennifer Maron you know I'm the executive director of South D Transportation Planning organization or SJP commissioner rley serves as your lady down to our board um our agency is responsible for transportation planning um in our four County region Atlantic P May Cumberland and Salem counties we also serve as a technical resource to our County Partners um to provide federal funds access to the federal funds for various roadway improvements um we are here tonight to provide an overview of our countywide LC safety plan you are the first commissioner board that we're presenting to we are presenting to the other three as well um the local Road Safety plans focus on eliminating fatalities and serious injuries um on your county and Municipal roads the plan incorporates the safe system approach um if you haven't heard of that I encourage you to kind of just use Google to figure that out um but it's based upon six principles of safe system approach I just wanted to draw your attention to two of them tonight that I think we can all agree on are important so death and seious injuries are unacceptable and hum has makes mistakes um Dave will kind of talk through the plan and and talk about the process that we've moved so far at HP we're very excited to be able to present you this plan um we are the first so we're the smallest Mo there are three noos in the state of New Jersey we're the smallest no and we are the first one that will be able to finish countywide plans in our region so super excited about that um however what I will say is the plan is not meant to be sitting on a shelf it's meant to be implemented um so I want you to kind of take away that um all of our everyone's Collective responsibility whether you're sitting on the commissioner board whether you're a pedestrian whether are you're a roadway user itself um it is a shared responsibility fatalities and serious injuries can only be eliminated if we all do our part to ensure that you get home safely your family gets home safely and only then we'll be able to reduce fatalities and serious injuries so with that introduction I'll turn over to Dave to give you the meat and potatoes about the plan itself thank you thank you Jennifer I'm Dave I'm with GPI uh Urban engine is also part of our team um but I'm with GPI uh let me walk through next slide please uh so what we're we're coming to you today um requesting is a resolution support for this plan and also for the goal of zero fat and serious injuries by 2050 next so Jen Jennifer touched on it a little bit so this is a plan to reduce it's focused on fatal and serious injury crashes it's focused on County and Municipal roads not the state highways and the strategies coming out of it are both infrastructure and other strategies that could improve driver Behavior pedestrian Behavior bicyclist Behavior Etc uh this action plan sets a stage and and becomes an eligible action plan under us Do's uh Safe Streets for all program and what that means is that once you have an eligible action plan that meets all their requirements you can use that as a basis to apply for other grants so those are uh implementation grants it could be for design and construction of projects or there could be uh grants for supplemental planning activities that are related to the plan and you see the the uh what's called the 5 e the four e plus equity in the middle So the plan looks to uh address safety through all those uh areas next please so I mentioned the the components of the plan and uh there are eight components number one is leadership commitment and goal setting that's one of the reasons why we are here today uh planning structure having an oversight committee a safety analysis process uh stakeholder engagement and collaboration next slide please Equity uh there's an analysis of equity and making sure that there there's an inclusive process for underserved communities to be part of the process and and in this plan uh an assessment of policy and process changes to make look at how they can be better aligned with the safe system approach that Jennifer talked about strategy and project selection that comes out of this which are really priority locations not so much specific detailed projects and I'll touch on that uh and then finally progress and transparency So the plan is posted publicly uh so the public is can can see that and then there's a method to track uh action and follow up in the future next so our steering committee uh is listed uh on the screen and uh Christine Walman is our chair and Renee far's our Deputy chair they're both here tonight so I'm great pleased to see them both here uh and we worked uh through multiple committee meetings uh as we develop this plan to help put this together thanks so we started this in the fall of 22 2022 uh and as part of that we had three separate uh stakeholder workshops to uh get involvement from uh safety stakeholders in the county to get their input uh and we're here today uh with the County Commissioners we had a public meeting uh in October as well uh and hope to have this plan in place and move on to implementation in December next so the goal U is part of the ss4a eligibility process uh the plan should have a goal that's endorsed uh to either get to Zero fatalities and serious injuries or a significant reduction in fatalities and serious injuries and discussions with the steering committee the recommendation is that we set a goal for Zero fatalities and serious injuries by 2050 so that is in the plan that's in our recommendations than so this plan can't try to address everything the idea is to focus where it can make the most difference and the chart that's on the screen shows uh different crash type attributes so when there's a when there's a crash uh the police officer codes that crash with the different attributes and a crash may have multiple attributes tied to it could be a young driver and it could be an impaired driver uh could be intersection pedestrian bicyclist Etc so this data uh is coming from the crash records for Atlanta County uh through New Jersey DOT and looking at at this uh information uh the the steering committee settled on the four emphasis areas for this plan Lane departure pedestrians and bicyclists intersections and aggressive drivers uh and you see Dr and distracted in there uh was not selected as per se as an emphasis area but understanding that a lot of the strategies that go along with aggressive uh can certainly relate to jai and distracted driving as well so the sering committee is recommending four emphasis areas for this plan and that was used once those emphasis areas were selected they were used to help drill down in the data um as we looked at strategies for infrastructure and non infrastructure next please so the reason results coming out out of this plan are recommendations for priority locations again these are not fully uh developed projects that have identified what would be done but they're more of location areas based on the the analysis and it and they were selected um through a combination of data analysis and stakeholder involvement next slide please so the data analysis piece of this is kind of two-pronged approach one is a hotspot approach and what hotspot approach basically is is where is there a crash history where are crashes happening and that's kind of the traditional approach to safety where are there fatalities and serious injuries there's a newer method called systemic and the systemic approach looks at where where were the fatalities and serious injuries happening and then what were the roadway characteristics associated with that and then taking looking at where are there similar roadway characteristics on roads around the county where there may not be a history but may be the potential for crash so looking at those we we looked at both systemic locations and hotspot and the idea of systemic approach would be look at those identify those locations and where are there maybe some lowcost types of treatments that could be done to help prevent crashes next please so this is a little bit of a complex slide but we we used a a scoring process a prioritization process that looked at total crashes and then we looked at what was called the high Injury Network which which is where there are fatalities and serious injuries and we looked at the systemic analysis and then we came up with a scoring ranking process uh to identify where are those potential locations uh to screen them down and identify where to focus on those uh those areas and we came up with a list of hotspot or kind of specific locations and then we have a list of systemic treatment measures that that could be applied in a number of locations and all through this process process that we through the workshops we kind of work through this process next please so the priority locations uh the first the first location is Fire Road in Egg Harbor Township from hingston road to roseval Avenue next so um just just so these locations um I mean I see that there's like a County Road involved but I see that none of them uh are intersections that involve a state highway was that Exempted from this from consideration or we generally try to stay away from the the state highway intersections because typically those I think are are the jurisdiction of the of the state yes and that's where we need the most and and this is supposed to be focused on the count what the county and municipalities can do what intersection I'm thinking that is number one and number two is the one that commissioner Cory uh you know had had a issue with in Atlantic City but okay I'll I'll I'll not bring up cologne and okay uh the next priority location is Delila Road in city of Pleasantville from uh North new road to Fire Road next Tilton Road Northfield City and Egg Harbor Township from Jackson Avenue to north of Fire Road next wouth Road Hamilton Township from private road to Hamilton to the Hamilton Hamilton border atlis and Cedar Avenue uh in buav Vista Township Union Road to Harding Highway and Pitney Road and Main Street uh in the city of Port Republic from Chestnut Road Chestnut Neck Road to uh Route 9 and then uh the intersection of Delila and English Creek roads in an Harbor Township intersection of Zion Road and Schoolhouse Road in Egg Harbor Township and then uh two intersections in Pleasantville uh the intersection of South Main Street and West Park Avenue as well as the intersection of North Main Street and leads Avenue I think those were the specific locations uh and the next slide to systemic treatment locations based on that that systemic analysis uh we identified 14 locations around that County where mid block uh Crossings could be installed to improve safety identified four intersections where there are no crosswalks where new crosswalks could be installed and there's 253 locations around the county where there's existing crosswalks but they could be upgraded so those were the systemic treatment recommendations coming out of this plan also as I mentioned behavioral Improvement strategy so we discussed this also with the steering committee and uh the strategies um that were identified on the next slide there were there basically three categories one is about raising public awareness and using social media and programs for that um education in the schools there is work that's already being done but how to continue to grow that uh and enforcement uh always comes comes up as as an area of how do we uh have stronger visible more visible campaigns so there's a couple of ideas there on strategies uh that could be uh Advanced during implementation so one of the things that so as we go forward here uh should this plan be approved uh this this is a five-year uh Horizon on this plan for implementation I expect that the steering committee will stay in place as we move forward to continue to guide and track what's going on uh we will as a consultant team we are staying on board with sjo for the next year to help assist with implementation support and we understand that that advancement of of projects uh and implementation is certainly subject to priorities and funding needs and and choices that need to be made so we will assist as a consultant team um with Grant application support uh for implementation or any supplemental studies uh and we expect to to continue to communicate with uh stakeholders as we go through the process so just a question so the these this list is not currently funded to execute that is correct okay that's right yeah so in the beginning you said this is for municipal and County Roads there's no recommendations for any Municipal roads uh everything Pleasantville there was yeah yeah so there's not most of the right most of the projects are on the county roads County Roads based on based on the discussions of where the crashes were happening and discussions with the stakeholders um so so like so like West Jersey Avenue and Ridge Avenue where there's a crash every single day there's no recommendation there although eer Township approved the four-way stop a month and a half ago or so but nothing's been changed so and other you know intersections and other municipalities but there's no recommendations for municipal roads so there are crashes there are lots of crashes around the county and we we looked at the data and we looked at what was the crash history uh on County Municipal roads and we had to look at which ones Rose to the top and also looked at where their fatal and serious injury crashes and using that to screen it that's how we came up with the priorities that we thought was a manageable what was a manageable number of priorities for the plan so that's that's where the recommendations came from so that's what I'm thinking about too on Municipal roads where there's fatal crashes and you know I mean intersections like the island and Engish Creek that was completely redone a few years ago and I I know your your recommendations is only putting some blocking behind it the lights and enhancing the signage and and painting but again it was just done a couple years ago um you know the same with um Schoolhouse and Zion that whole intersection was completely redesigned because there was so many crashes there and um but we're looking to upgrade it again I mean there's there's a lot of Municipal routs so if this plan isn't just coming to the county but going to municipalities there really isn't teeth in it for municipalities to say this is a project that we need to get done because there's we're not listing anything for municipality it's just everything's on the county right clearly the bulk of this is is the county so we can but go back and look at what are are are there other um where do the crash ranking for those areas that you mentioned see where they ranked um and yes both way this pan out we looked at the data and had the discussions with the stakeholders the county locations Rose to the top that's the way it was you know so that's where the crashes are happening that's where the Fatal and serious injury crashes are happening and katees AV there's been a few fatals there which I think should be at the very top of this list but we can we can show you with the CR data that we have see you can see where the thing where the different locations ranked so that was all part of the process so we looked at all the County Municipal and how how far back is how far back is your data and dat it's usually behind it is it's absolutely it's behind so the data that we have was 20 up to 2021 it was 2017 to 2021 because that is the the last school years of data that we have from New Jersey do so we don't have anything more recent than that uh as part of this plan I think there is I think the Cali's um office of traffic safety maintains the the fatal crash accidents up to date more than getting it from the state police I I only know this because I've been in law enforcement in 34 years so you know knowing that the data for grant information is always 3 four 5 years old you know we need to fix something that's current you know so you know some of your information may be fixing something that's already been fixed no I understand your concern I I understand your concern okay but if there's locations there that we can certainly look at um yeah I I mean I'm not looking for you to throw your plan out and start over but there should be some municipalities to read and say this is in our municipality we should be taking care of our our local Road and put into our you know Road Improvement plan not just it's only County Roads so I will say this is not uncommon the other the other Counties have a similar approach right because of the crashes that bubbled up to the top one of the things that Dave talked about was the systemic approach so there are things even if it's not identified at that specific location those systemic approaches that we've talked about can be implemented in all of the roadway projects so that doesn't just because it's not on that list that's a good point if you go back if you go back to the systemic treatment uh location so when you go back keep going back um so these locations so there's 250 so a lot of these may be mpal locations we to pull the list together so what's on this systemic treatment there may be certainly uh locations in municipalities as well uh will it hit the one that you're speaking of I don't know we have to we can pull up that list and there certainly Dave those those are things that we can certainly investigate as we continue in that year three implementation your comments are not lost right like we can take them back it's not going to change the priorities now because that went through a whole stakeholder process but certainly taking them in and seeing where they respond where they fall on that list and then we can respond back to with those specific recommendations or locations where they where they fall like you said I mean a lot of workers into you know a project like this but you know what's going into this project is a lot of outdated data it's the best data we have but still outdated so yeah so and do is two years generally behind on all the on all the data so it's hard to hard to get the latest yeah like uh I guess with New Jersey New Jersey slogan you know go local Go Local the police departments will give you the information absolutely okay um so as we move forward we'll you know we'll do this supposed as Jennifer mentioned this is a living plan to so it's subject to you know being revised as we go forward okay uh and again this is this is a summary again this is what we are asking of the Commissioners is a resolution support for the plan as well as for the goal of Zero fatalities and series injuries by 2015 do we have a stakeholder somewhere listed in information you gave us I'm sorry who the stakeholders are there we have the stakeholder we have the list of the we have the steering committee is in the is in the the list there in the slides um but the workshop attendees we we have them those are all online on sjp's website um for each of the workshops for each of the the county plans that we worked on who attended what was discussed at those workshops and we can certainly furnish that to the Commissioners if he'd like a listing of yeah that' be who was there something else yeah just just want to think why we have um SJ t or um GPL the you know we have a huge uptick in pedestrian crashes over the last two years serious and fatal um personally my opinion I know everyone has an opinion but my my opinion is the legislation is bad because people just believe and and drive through any sh community that all they they walk straight down the sidewalk without stopping and walk right into the street because they believe you know what I'm a pedestrian and you have to stop for me well you know when you got a you know a vehicle that's traveling at 25 supposedly 25 nobody does but 30 35 mes an hour they're not going to be able to stop as fast and no behold you have a bed exan that's that's hit by a vehicle which Mays a whole lot more than what bed exan does um somehow we we have to do advertising that it's a shared responsibility that The Pedestrian also has to yield to the vehicles once they are in that intersection then yeah they have the right to that intersection but to just walk off the curve or jogging down the street and Jog right into the street you know and people are getting they're getting hit by cars because they just believe that you know go go to shop right I mean that's in a private parking lot people just think that they just push their basket and they don't have to look at all they're just go like this boom you know and vehicles have to pay attention and pedestrians have to pay attention and um all you see is the advertising about vehicles must stop for pedestrians in the crossball and like I said you know and know I hate when I see parents you know teaching their kids just walk across the street because now when they're by themselves they do it you know and I've investigated plenty of fatals where you know kids walk right out into the street and got hit and got killed because I mean Daddy did it like can't and I same thing with you know Andross out the light but you know if there's anything that we can do countywide or three organization to enhance the the idea I know I mean there's a lot of gr money that comes out honestly I mean and very timely on your agenda today is the non-motorized grant that we received from the New Jersey Division of highway traffic safety um and they've given us you know a significant amount of money to work with municipalities um particularly working with Atlantic City um we also work with NJ TBI North Jersey Transportation Planning um on a street smart New Jersey program and we're rolling that out in all of our communities um we've done radio PSAs we've done television PSAs um so this information is slowly rolling out but um we are focused on it um because we know the fatals are high in pedestrian or higher than the national average in the state of New Jersey um so we are we are hyper focused on it and working on it um and we do partner with sdpo quite a bit for education for School AG children so um we're on the case you know and like I said the division is supporting us financially so hopefully we can make a change yeah I mean something's got to be done I mean the law basically changed what it was like 15 years ago and you know so now this this you know over the last 15 years or so people have just been indoctrinated and it's the whole new generation of kids coming up just thinking that they hey I walk in the street I have to right away not you you have to stop for me and we need to change that mindset because too many pedestrians are getting hit and getting killed agree can I add to that this evening when everybody came in that's a County Road Shore Road where you parked that crosswalk I think we walked out last week together nobody ever stops there we have a light there's a crosswalk and we were all brought up and you say all of us here that you wait so we wait of course but God forbid someday there's that person that say you stop for me no nobody ever stops out there and you'll notice when you leave [Music] tonight you have more add or anybody else need to add um Commissioners any further comments for the commission not um no I appreciate this I think this is um good it's informative I I think for future I would love to see even if it's an advocacy plan for intersections that are County and state that involved State uh even if it's some kind of you know some kind of plan to elevate our voice on projects that are either taking numerous years or are sitting unfinished like colog Route 30 um where we have significant crash data um I think it would be great to have a proponent like that uh in in a future plan just just as a lesson learner take way um and then just kind of separate from a road safety plan um but since you're all here question I guess maybe to some of our County department heads I know there's a number of our smaller municipalities that don't really have robust um you know Road program budgets right it's they just don't have the money um I don't know if we do anything with them to partner with with you know strategic Partners like this or just in our own right in terms of um providing education or assistance on grants that are out there for Municipal Road for improvement to Municipal roads things like that um it's a Hot Topic in Mica right now it's why I bring it up um I just don't know if we do any of that kind of Outreach J at all um and and help some of the smaller towns that don't have you know million doll budget for Road program but are Desperately Seeking Municipal Grant opportuni so just a a question you know tangental question anybody has I guess that's well you know okay no the there is every year we get a list of all the municipalities as well as counties what we receive in terms of funding for you know the municipal and County Road and it's all tied to you know the the the tax on gasoline so they get the same information we get so no one I mean this thing that works both ways if somebody's having a difficult time you we certainly could advocate for them or help them but as long as I've been I don't think anybody's ever said anything to me about we don't have the money to do that every every single town that I've seen has they they get money I look at I look at just to see what Lanta County when I mean ATA County I mean the county not only County government but the county gets here's there's there's money that comes in I mean I can't tell you what each Town gets but I look to see that every the towns are getting something so plus the fact I mean and these guys will tell you I'm I'm not familiar with the exact requirements our requirements for County roads are much higher because we're supposed to De we usually faster faster speed limits and you know you're more traffic moving back and forth from through the county and out outside the county so we handle more traffic than they do so their requirements for their road construction is is is less than ours so um I I don't know do you guys ever get calls I mean I clear Bo gu from towns you asking you for I mean usually when they're asking us it's right typically it's location specific and it's usually an intersection with the county road where you know they're experiencing some they could be coming to for a municipal only Road and asking for assistance they've never done that uh but you know if they called them I'm sure we could see what resources are available and see how we might be able that's good enough all right than thanks thank you very much great greatly appreciate the thank you thank again about the elevator replacement schedule for Still Water building so the access by the elevator um here at 20 uh 2001 South Shore Road Northville will be temporarily unavailable beginning Monday November 18th continuing through December for a full replacement of the elevator so inperson access to the commissioner buildings after November 18th will only be available through the front entrance which has a very long stairway uh the public will have virtual access throughout this time uh when the meetings are available through the County website so I have Motion in a second all those in favor
