we have a thank you Tom also tonight joining us is James ma our newest uh Council honorary council member so James you want to introduce yourself say a few words welcome to it you can right there say what you want I name James M and I'm here today joining here thank you so much excellent we're happy to have you here James thank you for for your participation uh on item number one of the agenda looking for the adoption of the agenda moved second all in favor I I opposed motion carries item number two is a motion approving our minutes from August 19th 2024 mov second favor I opposed that motion carries under item number three Awards and recognitions we are I'm going to read a welcoming week Proclamation and then uh Denver Ritz and Miguel grate will accept it so the proclamation reads whereas welcoming week is an annual national campaign that connects neighbors of all backgrounds through Community informed activities and events fostering Mutual understanding and deeper belonging for all and whereas now in its 12th year welcoming week 2024 theme we're all in calls on us to Showcase how we are building a community that values diverse perspectives backgrounds experiences and cultures and whereas cultivating a welcoming Spirit requires ongoing consistent work and welcoming week is a time to reflect celebrate progress and set new goals for inclusion and belonging our success as a community depends on ensuring that every individual feels welcomed and valued and whereas during welcoming week communities around the world host events that connect people of different backgrounds through shared causes and interests it is an opportunity for communities to cultivate awareness and energy that sustains year-long welcoming efforts and whereas during welcoming week we honor the spirit of unity that brings neighbors together throughout Austin it is an opportune moment to unite as individuals and groups celebrate our strengths and differences and recognize that we are at best when we're all in on building more welcoming places together and whereas regardless of where we are bornn we are united in our efforts to build a stronger Community recognizing the contributions of all and creating a vibrant culture and growing economy and further the City of Austin Minnesota proudly recognizes that today and during welcoming week 2024 the value of ensuring that under public hearing is a resolution reviewing a tax batement application from New Horizon homes LLC uh Craig thank you mayor members this is at 1312 18th Street Northeast in the Nature's Rich subdivision estimated value of $460,000 three-bedroom two bath uh this is in conformance with our adopted policy and this is a public hearing thank you Craig is there anyone from the public wishing to T-Mobile lease agreement Craig uh thank you mayor members as we discussed at the work session we have a tower lease at the wastewater treatment facility uh details are as follows happy to answer any thank you item number seven is a resolution awarding bid for tree removal in the waterways Stephen following the flood and high water event that we had at the end of June uh that caused some logs to float down through our waterways that also dislodged trees and other things so we walked the waterways and took photos of those trees that have potential impact to the the stream Banks or the waterways themselves we then uh presented those to two contractors to get bids for removal of those trees Hansen hauling and Excavating uh provided us with the low bid of $27,400 and then we also uh requested a price for just uh individual trees that maybe we didn't notice uh they give a bit of that of $11,200 per tree for any extra tree that we find outside of our our project area that we identified uh so with that we would recommend uh awarding this bid to Hansen huling with funds coming from our uh FEMA reimbursement anticipated frea reimbursement for this overall project excellent thank you Stephen questions for Mr Lang councel Stephen we're pretty confident this will I saw it was like we're expecting to get reimbursed by FEMA is that a thing that's going to happen if we spend this money well uh number one it needs to be done these these trees need to be cleared so that they don't cause an obstruction down the road so either way we need to do it secondly or I would I would recommend that we do it secondly uh yes Moore County was declared a disaster by FEMA so there is a high likelihood that we will receive uh I believe it's a certain percentage uh reimbursement on these um just T find the resolution that will set the hearing for our um nuisances so I'll have more information on that but we need to get that hearing set for the next meeting in October okay October for City Hall stuckle repair Tom recent work session we discussed some uh water damage uh behind the wall outside wall um near the city administrator's office and Council authorized us the $199,200 out of the building fund to hire Eric Bell to replace the pull it apart fix the problem and replace the stule so with that being said we'd uh request Council approval on that agreement thank you is number 11 is resolution awarding bid for aestus abatement Stephen yes we have received three bids for asbest abatement of the former heral building at 310 2 Street Northeast uh mavo systems was the low bid at $163,700 and we would recommend awarding this abatement contract to Mayo systems thank you Council any questions for this way less than expected well done motion to approve is there a something that wasn't on the agenda that won't be on the work session the budget will be in the work session if not we'll move on to honorary council member comments James it was a quick meeting and I know it's your first one but there's an opportunity for you to to give an impression or a pass on what you your thoughts might be no comments all right thank you appreciate your being here Joyce I just want to welcome James and excuse me let everybody know about the voting Forum that's coming up on September 17th at the community action building will be city council candidates and on excuse me September 19th the school board and state candidates will be present and that's all I have excellent thank you Joyce Paul nothing your honor J uh two quick things um one I mean it's just incredible that welcoming week is now in its 12th year remember when that was just getting started out and we're trying to figure out you know what couple events can we do to participate so the fact that you guys have a whole host of things to do over 9 10 days is really really impressive and I think it speaks to the wonderful work that's been done in Austin to continue to make this a diverse and welcoming Community um and then secondly just good luck to all the students and teachers um with schools back full in session and a good reminder to slow down as you're driving around um as students are crossing and school buses are out and about great thanks Jason Jeff nothing your honor Jeff you know it's not our thing but it is our thing the uh I think we all have to take a moment to uh thank our friends at the school board and the administration for being leaders in the state in restricting the use of cellular devices in the classroom well well done to that crew and we got to be there supporting that this is a doesn't take much to doesn't take much common sense or reading of any of the current literature on the negative impact that cell phones have on student learning so uh we're going to be there for that crew and make sure they're uh continuing to do good work that's it thanks Jee Mike uh first kudos to everybody who had a hand in the artworks Festival that took place uh it was just a great weekend weatherwise tons of volunteers out helping I got to talk with folks who are from Minneapolis and other places who had come to town and were just thrilled with what they got to see in Austin so I know that's just a huge undertaking uh so congratulations to everyone who was part of that um one of my favorite events every year and then second speaking of events um as part of their uh kind of annual celebration horal Foods is throwing a free concert uh Thursday the 12th downtown with the plain white te's we're going to close off Main Street there going to be a couple opening acts it starts at 5: I think goes till 8 or 9 so bring a chair and come support some of our local restaurants and food trucks for a free Council that's all thank you Michael I just want identify if the plan whts are Martins or the bigger draw for the local community I thought the same thing yeah we're looking forward to there's three bands so looking forward to all of them uh just want to recognize uh Patrick Rath he retired last Thursday from Austin Police Department longtime police officer great guy full of humor did his job excellent uh promoted on to detective did that for many many years and he retired Thursday and we'll be honored formly in front of the council around October I just wanted to to highlight Pat's career and we thank him for his service and wish him well in his retirement um with that looking for a motion to adjourn to our Monday September 6 oh sorry hold on I guess I got to back up we do these anniversaries for the month and I I I want I certainly want to recognize the employees what what I'm hearing happening among departments is when we read these uh the department heads are going doubling back with the employees and making sure that they were recognized and kind of recognize them again once they were read at Council so it is important to read it here but I think it's also a nice gesture on the department of what I'm hearing about department heads to go around and honor their employees or say hey congratulations and here's a service it was read last night so we have several here Herer with the street department 24 years of
