report by our superintendent Nicholas parado and it looks like we have a uh an evening of awards and other things go we have a number of presentations Madam president thank you uh to start us off first we'd like to call upon the principal of the Middle School Mr Charles Gan KY who is going to make a presentation to one of his students here this evening good evening everyone I'd like to bring up Marise fison okay I'll be accepting the award for her tonight oh she's here you're good you're good congratulations so in a project in one of her classes last year um Mar marilise uh wrote a story which then later became published through the national young authors uh foundation so just another uh another accomplishment by one of our fantastic students here in b [Applause] one second the name of the book is Mist High our next presenter is going to be Miss Heather McIntyre Elementary supervisor curriculum who has some presentations she will make good evening Mr parado and Board of Education trustees thank you for the opportunity to speak tonight but I'd like to take a moment to celebrate the students from our two elementary schools who achieved a perfect score on their njsla this is a remarkable achievement and it reflects the hard work and dedication as well as the support and guidance of their teachers so I just like to call up Miss Calhoun and um our teachers in the back miss gizo miss pedalino miss fortino you can s right up there okay so from school nine um we'll call up Jasmine cabera she had a perfect score in her njla Ela exam from school 10 I'd like to call up Lucas Quintero who had a perfect Ela score again a remarkable achievement oh Lucas come back come back there are pictures from school 10 also I would like to call up Samir Stevens who had a perfect Ela score a fun fact about Samir is that he was here last year accepting the same award for a perfect math score and Miss gizo said to him you were so close you should have had a perfect TAA score and he told Miss gizo don't worry I'll have a perfect Ela score and here he is receiving his award for a perfect Ela score so let's give him a hand again and then one more student student I do not see him here toic Shau he's not here to accept it so I will accept it on his behalf and hang it up on my wall and Miss pedalino retired last year so she came back to accept the award for her perfect students I guess [Applause] this time i' like to call on Mr Rose High School principal who has a number of presentations that he will be making to students from the school good evening everyone so tonight we get to recognize uh some some high school students who have perfect scores on NJ GPA and njsla and we are also going to have an opportunity to recognize some students who have some college board recognitions uh I did bring up Miss pascali with me who's one of our vice principls who's very involved in what goes on with testing scheduling making sure students have accommodations have the right test there's a lot of work that goes into it the hours and hours that she puts in really do pay off as we can see from everything that that we're going to recognize tonight so I have Miss pascali here to present the awards good evening we are so excited to recognize some of our hardworking students tonight and welcome them along with their families to tonight's meeting we are recognizing select students tonight that were awarded through first off through college board's National recognition program this program is a tangible way to recognize the academic achievements of students in small towns African-American black Hispanic Latino indigenous Native American and first generation students colleges and universities use these honors to identify and contact high achieving students who have opted in and are participating in the student search service when students are opted in they will hear from colleges and universities that want to recruit awardees like them eligible students must meet the following criteria to qualify earn a GPA of at least 3.3 or higher have a PSAT or uh an nmsqt or PSAT 10 assessment score that are within the top 10% of assessment takers in each state for each award program or earn a three or higher on two or more AP exams by the end of 10th grade we are so proud of you and look forward to seeing how this achievement can help you in the college that measure what students have learned thus far as far as Juniors for NJ GPA and in this case freshman for njsla this is not an easy feet as these tests are timed and often combin many different social media Pages you should there's a lot of great things going on here here in the district as you can see by tonight uh the students the staff the parents the administration should all be proud of themselves all the positive things that are going on kids tonight uh there was the family literacy night which um Miss dong mentioned before there was the ESL night um right after the night after the family literacy night there was also the College and Career Fair uh held last week in the uh high school gym which was very well attended so follow the district social media pages so you can be aware much confined to section 12 of the agenda so uh without further Ado let me run down the list so that Mr Paladino can take notes and hopefully answer my questions in a few moments uh firstly 12 1 12 I'm sorry 1211 uh this is the switch over from the state health benefits program to private insurance through Etna uh you were you first alerted us to this potential change uh at the beginning of the school year now it's official Can you estimate at this point in time what savings this switch may have to the district's budget especially bevel's taxpayers item 1219 uh solution architecture the same firm that is uh responsible for the plans for the parking garage next to the middle school if one that ever gets built but this particular item deals with Foundation plans for signage at $3,000 a piece could you please tell the community uh how many signs where these signs are going what is the nature of the signs uh 1228 uh Dr deia is being paid $10,000 apparently for writing a grant proposal entitled fostering diverse schools could you please uh inform the community what is the amount of this grant for which he's being paid $10,000 to to write it uh 1229 you're rejecting bids by field Turf USA and applied landscape Technologies and awarding the bid to Elite Turf USA could you please uh tell the community what is this project about I I haven't heard anything about this where's this field going in and and uh uh if you can give us any other information about that uh and then 13313 uh you are um submitting a uh Grant proposal for $680,000 to acquire four new electric buses I assume this is just a submission there's no guarantee uh for this but do you have any timetable when this grant uh will be decided when you might learn that belleville's been awarded uh that particular Grant and then uh uh lastly uh 121 you're disposing of a bunch of pianos I did a quick bit of Googling over the weekend and uh there are many um people out there that buy Ed pianos no matter what condition they're in so it seems kind of silly to to just throw them into a landfill when you may be able to get a few hundred dollars for each of them at no cost of the district but an actual Revenue increase and then lastly with my 10 seconds left um just uh laay some of the fears I got one phone call from a community resident about 12:26 the Cobra control services I had to explain to her no the district does not have a venomous snake problem that this is this has to deal with insurance and not uh pest in the form of venomous snakes thank you a couple of sure I could answer all of them if you like first of all Mr Sheldon congratulations you did a great job of clearing the room Kudos uh 12 number one if you want to send me an email and give me that contact information if we haven't gotten rid of them just yet uh we'll look I'll look into it yeah sure if you could please I appreciate it thank you um uh let's go moving right along 121 uh first of all the resolution is just proforma because we didn't do a resolution prior to 111 to terminate the coverage um savings I can't give you any kind of projection because we haven't started getting build yet so as soon as we get a couple of bills we can start assessing uh the savings and um where we're at uh 12 sorry 12 12 19 that is uh the electric signs that are that we purchased that are going to go at most of the schools uh you need to get the permits from the town you need architectural drawings so that's what the Architects are doing for us I'm going to come back to 1228 1229 is uh through the co-op uh we've tried a number of times couple of the members of the co-op that we started are are looking for an RFP for turf or an RFP I should say excuse me for turf fields uh so awarding this to Elite Turf tonight enables the members of the co-op to now to start using this without having to go out to bid because the Cooperative through here has already done that and then once they uh any of the members select to use that company the district starts generating 2.2% of that Revenue um so so all of the proposals that are on the the agenda tonight to be approved a lot of them are through the co-op they all say second river purchasing Cooperative those are all the members of Co-op coming to me as a lead agency administrator and asking us to bid out these Services when I put all that paperwork together put them out uh and we award the bids any of these companies that start getting used now the district will start generating 2.2% in Revenue moving on to sorry bear with me there's a lot there 1313 yes this is just a submission of the grant if I remember correctly it's for four electric buses uh we won't hear whether or not we get them for a while and even if we get them it's going to be two or three years and if it's like this the last round that I got during Co it might be four or five years think there was one some more sorry yeah 1226 is um the approval of Cobra control that's the service that we use for all employees that are either terminated let go or have retired that don't get coverage anywhere else we put it through Cobra control they handle all the leg work for us and then last but not least was uh 1228 this was a grant through uh the federal government and the University of Maryland that came to the attention of the district about a year or so ago University of Maryland reached out to about five or six school districts here in New Jersey Belleville obviously being one of them bota was another one I think West Orange was another one there was two or or three others forgive me I forget the uh who everybody else was but they worked on this District That was supposed to get uh grant money to each of these districts through that grant money each administrator that worked with the University of Maryland on the grant uh was to get $10,000 in a stien so C caucus was the lead administrator for this grant so all the funding everything all the paperwork all the leg work goes through the C caucus Board of vet um similarly the way that we do the idea Grant we do the esa Grant we handle all the paperwork we put in for all the um the reimbursement requests we do all the expenditure requests we do all the leg work caucus was the lead administrator for this grant so Dr deia was our lead administrator that worked with seus worked with the University Maryland on this grant now that that work is all done and I've spoken to the former superintendent confirmed that all his work is done we invoiced seus Port of dead we have the money now we have to approve paying him uh for the work that he did and I think that covers I think that's all your questions yes that's all I got for you okay Ruben Rodriguez how you doing Ruben Rodriguez Cahill Avenue uh nice to see everybody again um uh I had a question about I'm sorry it's not on here but the Oprah requests we had I spoke I had asked about this when Dr TOMCO was still here and he discussed um possibly creating a public shared folder that tells because if it's public knowledge now it's public requested it is uh open information so I had a question about there was one on here from the American transparency um organization so I was wondering if you could shed some light on what that Oprah was about I don't know if you know what happened in Cherry Hill but there's been organizations that are outing children outing parents um all kinds of weird things going on in our state right now and when you see people that are outside District requesting information about our district it's just a little it's a little weird so um there was American transparency thing and uh back to just me and Sheldon I guess the windows got painted take it easy uh through the chair Ruben you came tonight just because I answered questions now I can just um so if the board uh at the direction of the board if they want to have a folder up there that's up to them and I'll take care of it uh American transparency was a listing of all the bills uh I believe it was for 2223 um the 2223 school year excuse me but everything that goes through opah for the most part I have our attorneys reviewed if I think it's on a grander scale if it's an easy request I'll take care of it myself but anything else I run by the attorney just make sure that all the eyes are dotted te's are crossed anything needs to be redacted whatever it might be I run it through the attorneys uh and just have them clear before I send it out to each of the companies so something like a a listing of all the the bills that we might have paid during a school year is the attorney reviewing it looking at names looking at who it was and a lot of stuff has to get redacted so that's what they'll do so there's no private information that gets out okay great thank you very that for me so can someone please explain to the public why this is tied into the grant we have to use the word diversity in the title even though it's not about diversity yeah part of this grant when it was first written I imagine two years ago possibly in that Grant you had a section that called it Department of Diversity Health and Wellness and which was incorporated so the state would look at and review the Grant and in that Grant there were many mental service professional demonstrations from this grant that had to be provided and one of them is diversity inclusion ion in schools so it's all part of the handbook which is used by the staff for evaluations when they begin their process so all we're trying to do is follow through with the grant so that the 4.5 million has a report I'm sure every year what takes place and what doesn't take place uh we don't get that pulled back so we just want to continue to stay with it I don't know where last year the year before I'm sure it was Sheldon would you please come up to the podium uh good evening again everyone uh just to uh piggyback a little bit on Mr Rodriguez's request uh for quite some time now I've been advocating the same thing about the op request that there be some sort of sharable public facing server so that U uh those Opa requests that are approved are readily available to everyone in the community uh you know what you're doing right now which was implemented by our previous superintendent where you just post the alleged cost for oper re Quest was and I've said this much publicly was really designed to intimidate uh people like me from making those Opa requests so that we would be scorned by other members of the community for you know allegedly wasting uh taxpayer dollars trying to get information that should automatically be provided to everyone so I think you know the board you're going to be uh true and faithful to your commitment for openness and transparency you should just as the town hall does they have a system where every Opa request even if it's denied at least you can see what was being asked but anything that's approved that information is publicly released to to everyone I realized I just forgot to start my clock but okay um also just to improve the conduct of these meetings I wish you would do away with the signin sheet there's really no reason for that especially you if you look at the overwhelming number of people wishing to speak here you know just when it's time for public session one and two ask for some people raise their hands as the town hall does many other districts do the same thing you can you just get called upon if you want to speak and when you come to the podium you give your name and address you know the having this sign in before 7 o'clock is designed really to dissuade people from participating in these meetings and invariably when our previous superintendent was here when there was going to be a board meeting with some potentially uh controversial issues he would make sure that the evening was preceded by an hour or two of presentations and awards to make it more difficult for those of us who had questions to ask them so I I I think this signin sheet stuff is is ridiculous it is just a a tactic to to dissuade people from participating in these meetings uh next thing I wanted to ask about was um or discuss uh was uh is the tree situation wonderful I think we all love seeing trees planted on Board of Ed property but a few of us did have some questions and concern concerns about the cost involved uh the newspaper article said that for the 144 trees that are being planted the state Grant and this is State Grant is not coming directly uh but indirectly from taxpayers but it's coming from the state uh nevertheless of almost $250,000 but that comes out to $1,700 a tray so I I just would like U some commentary about what the real costs are here why this huge amount of money for just 144 trees and even more importantly uh what are you doing to make sure that these trees are properly watered with the historic drought we're currently facing these trees are going to be very hard pressed to root themselves Gabby is you know particularly uh sensitive to these issues so I'd like to know what protocol you have in place to make sure that these trees get watered even though we're almost upon the winter season and lastly how much time do I have left all right um Mr rean I've been waiting for for the longest time to ask you uh questions about the budget uh earlier this year um this board went through hell trying to whittle down Dr tomko's initial 10.2% increase they had managed to get it down to about 4% but they deadlocked there was only six members voting on it and it was a three to3 tie you then uh intervened and imposed a 6.4% increase on the town now there is a 2% cap and yes I know that there are certain things that are exempt from the cap like health insurance costs Etc but nevertheless since Governor Murphy announced in February that he was making good on his campaign promises from seven years ago to fully fund our district to the end he's giving us over $75 million this year even more importantly and disturbingly Dr msia Who's chaired the finance committee in May when the board was wrestling with the budget she went on record saying that she had made multiple efforts to contact you both through email and phone to discuss the budget and you apparently never responded to any of her questions now you know throughout every year when I was on the board and other times we always heard from Dr TOMCO it's it's a community effort it's a collaborative effort everybody's working together but what in light of Dr msi's comments obviously that didn't happen and I I won't share my own experiences when I was chair of the finance committee in 2019 but I think you really need to explain yourself to our community what was the justification for the 6.4% increase in of the 2% cap the full funding by the state and Dr msi's comments that you apparently failed to respond to any of her questions that any discussions with her about the budget with that said I'll return to my seat thank you I can take the tree stuff I I could take the tree okay I can answer the tree question for you if you want um so the trees for schools Grant was out a sustainable Jersey it's part of the Reggie program the rgg program the numbers still have to be tweaked they were a little high so we applied for the grant at one number but that number is going to come down a little bit the grant covers everything from the tree planting to the staking to the water bags to the equipment that's necessary and the man hours that are needed to plant the trees um so everything is line item and budget it really covers everything it was a very good Grant also staff was trained earlier this year they went to the um what is it the New Jersey tree Federation Arbor Day Conference um so we and and I'm working with the town also by the way to redeveloped the community forestry management plan because their management plan lapsed in 2014 Tommy Gran and some other folks were like the last people that were on that uh application so we're working to try to reestablish that so we are training everybody and we're training the DPW but part of this grant does require a two-year monitoring plan to ensure the survival of all the trees and they are native species and I think the guys did a really good job they were really excited they they really took it and and and went with it and decided what they wanted and then ground truthed everything again so that's what what I can answer the species are native species we've got Redbud C's canadensis that's actually the native blossom tree it it's comparable but cherry trees you know are not native um there's some Plum out there uh asera rubri the red Maples there's some querkus some Oaks tulip tree so everything is of native species some species range from small to large because it depends that you know how the saying goes now right tree right place so that's what they're training everybody on these days and again we hope to get the DPW um well established so that when they're ready the township can also apply for a grant the same as this one yeah yes still there you have another one I'll I'll take whatever you have I love donations thank you all right and Ruben Rodriguez I was waiting for the rest of the answer to the rest of the questions sorry um Ru Rodriguez uh Cedar Hill Avenue um about two years ago there was a woman here discussing School 7 uh kids were smoking in school 7 and what what I believe the resolution was was the school safety officer was going to drive around to the different schools and just pop your heads in just to like just show show you know be a show of not a show of force just you know be there um I actually spoke to her today and she said it actually worked and is nobody hanging out in school 7 smoking weed in the there anymore um I think that's cuz they moved to school 8 and uh we were at a softball game and um the u12 travel softball team they actually made the championship game too didn't get you know as much fanfare but they're girls so um they actually made the the championship game and but we were playing in school 8 and two different times there was a bunch of I don't want to say kids I'm not saying they were teenage you know everybody's a kid right I'm in my 50s so they were they were they were smoking in the in the thing um I contacted the town about it and I was told if that happens you should call the police now we're playing Denville you really want me to call the police have two squad cars come in interrupt the game it's not a good look I would just wish that we had a safety officer especially when there's something going on like that that can drive around pop his head in pass by once or twice just so it's it's not an attractive place to go and hang out they should be in the back of 7-Eleven parking lot like you know we used to back in the day um but uh so if there's anything you could do and I'm going to ask the town too the same thing but if you can especially when there's a wreck event have that safety officer drive around pop his head in it would and they they all the time they sit right up on the top it's covered from the rain it's they just sit there on their phones they don't even do nothing so lame um uh one other thing oh uh I wanted to ask about the restaurant down by state fair I know you guys like we've been taking it over it was about two years ago right and when doc was uh Dr TOMCO was here he said that it was going to be it was supposed to be um it was supposed to be like they were going to have popups where the kids would do cafes and things like that so it's we've been paying for this thing for two years but please just let me know what we're paying for and what we're using it for cuz we haven't seen any popups or anything like that same thing which I I know I I hate to say the I'm not even going to say the two words but the thing we built in the backyard That was supposed to be used like they said we were going to use it at like food truck shows and at events and you know um we never have um so and also like the uh what was the uh the things in school three we got the vending machines we paid for these vending machines two years ago we're still not using them so I just think there's a lot of things that we spend for and we come up here and it sounds really good let's vote for this we're going to do this for the kids and then it Go same thing like there's seeds for a planter we had Planters at school three they're all overgrown and nothing so we put the money in we do it and then we don't follow up um so I just hope we keep following up um and lastly what I just heard you say about that Grant and it's this is nothing on you guys Ian it's it's just a sorry State of Affairs that the the the the state is telling us we have to do something this way or we're not going to give you money it just seems like it takes all the power out of local government it takes all power out of the Board of Ed we already know Governor Murphy is trying to wants to has a plan to desegregate the schools and pretty much do away with the board of EDS as we know them when you have County Schools instead of local zip code schools so I just I I have to say that your explanation and again it's not your fault that that's just that we have a serious problem with school funding on our hand and I hope everybody addresses that you know we we come up here and everybody puts a I voted sticker on their chest and they want to you know uh Pat themselves on the back for voting but then we vote and nothing changes and we have to do things a certain way otherwise we're not going to get money next year and it's just it just takes away the home rule it's what's the point of voting for anybody if if we just have to do what says all the time anyway in our little town so other than that thank you very much hope to see you next month thank you Mr Rodriguez Nick do you want to take anything that we discussed uh we did discuss some of the things in Clos session the school 8 property we were going to check to have somebody go around and Patrol yeah no no we will'll talk to our security concerning the uh issue you spoke about you know I'll speak to Mr Paladino I'm sure we'll come up with some kind of plan when there are events taking place right Mr Paladino do you have some comment so since you had sent me that email we are in the process of having the security Rover monitor those sites on more at night the only way I can have that done more is by the community telling me there's there's issues and we need to have somebody monitor it but then again there's only so much we can do as a district I can look at the cameras we can get in touch with the PD but again you know if you guys make us aware in the community we'll do the best that we can to uh like you did with school number eight we'll get a Rover going out there more often or said Dar said the other day or whatever it might be restaurant the moment is being used as a satellite we're still in the process of working with the high school to figure out how we can run a program out of there the way that it was intended to it's it's taking a little longer than than we expected but we are working on it the pizza oven is now up and ready to be used so if people want to rent it and we can staff it more than happy to rent it out generate some Revenue the book vending machines they're up and running they have books in them they're being used okay okay thank you do we have a motion to close public participation so moved motion all those in favor I okay great does does anyone want to make any comments no okay vice president Addis I just want to quickly uh talk about the technology audit I did receive some information I was expecting some cost to be attached to these programs so maybe there was a misunderstanding or maybe I just needed to ask for some more in information Mr Darrow will be assisting me in this and he has made a large spreadsheet he I and the spreadsheet are ready to go now we just need some numbers I do want to add I have now sent two emails asking for a side by-side comparison of the costs associated with power school and encourse and I want to mention both of those requests have now been ignored isn't it funny how that happens that's all I have to say Okay anyone else yeah um a little bit about the the our security going around campus to campus one of the other things that we do which I I I'm sure I can mention is the fact that um any of our any of the students that are there because we do have um much better secur um surveillance in our properties now we have had in instances where we're able to identify any student that's causing any dis repair I know uh was it like two years ago I think we had a situation where we just did some work in the middle school and then we caught the kids on video throwing brecks that were there uh and and breaking a gate and breaking the fence and we were a we're now able to identify those kids and and any any damage that they make also gets charged back to the parents as well as well as we get the police involved so we do have things that obviously we're not so public about doing because we're not going to go and you know put a kid's picture up and say this kid did this but you know there are other deterrence and other things that we are doing but yes I do agree that uh we're actually just talking about that during um today as well um outside of that I just want to wish everybody Happy Thanksgiving and uh thank you for being here tonight thank you and anyone else no okay thank you all for coming out this evening uh just want to congratulate again all of our students and their achievements and their awards that they received tonight uh since um Heather McIntyre and Diana cucko I see you sitting back there wonderful K through2 literacy program I know that they're going to do
