okay and then we go to approving minutes uh May 6th did anybody get a chance to look at that that's the one that David took yes I did but I I wasn't there so I can't I'll make a motion to uh approve those need a second second okay read seconds okay nove august 19 that one's mine next one September 9th we proved that last we did okay so that's September 23d a motion to approve that need a second think second as the author okay okay we got three motions approve great three minutes caring on agenda items and we have a guest Mr carelles are you with us do you have any comments questions yes um actually I gotta C that yeah um yeah three things one is I because I didn't write myself a note to bring it up at the last meeting I had some information just to make sure you're aware of from Providence um and it concerns you know this storm order ordinance they uh they passed one at their last meeting it's like a 34 page monstrosity um so I just I are are you aware of that I wasn't I can put a link in in U in chat so you can access it directly if you'd like that be terrific okay so the and just the other thing I was going to think with the U with with a lot of a lot of leaves having come down it's been interesting the the wind has depend the wind with regard to covering up storm drains depends on where they are I found um my normal ones have been cleaned by the wind and there's other places in other parts of my neighborhood where um they're not so lucky and the one last thing is just a question about the agenda because I haven't seen it in this form before let me get over to the yeah under item number six where it says resolutions then has some addresses um I know what you do with plans what are these resolutions in general just so I have I have context when you get to it so the uh zoning board or the planning board uh has to pass a resolution on application and they publish that resolution and I'm just noting it in our minutes because I share those resolutions with the members of the uh commission I expect that you as uh a resident can access those resolutions uh uh on the township website yeah I and how are they different how are they different from plans is it like precursor to plans to come or it's after the plants are uh reviewed by the zoning board or the planning board the zoning board or the planning board uh uh passes a resolution which says here's what we uh agree to uh the applicant doing and here here's what the status is of that applicant's application so first they State what the status is and then they say what the stat what they agree that the applicant will do in regard to the application because any application that comes before the planning board and the zoning board is because there's a variance so they have to they apply for a variance with the zoning board and the zoning board either grants the variance or says uh you have to do this before we Grant you the variance yeah and I'm sorry Steve that variance can be something as simple as the distance between the building and the U the what do we call the boundary line to the next a lot yeah I when when we had an addition back in 1989 we had the same kind of um uh U it didn't extend beyond the current house but the zoning changed since the houses so you have to get a variance and I understand that so I think I get it it's post plans and I guess you're you wanted to bring these particular ones to the attention of the commission so you put them on the on the agenda is what I'm assuming exactly yeah okay great thank you that that that answers that question okay I'll set all right and we still don't have Anthony tber so um Winter Walk So the township is asking whether the environmental commission wants to participate in the winter walk and I think two people responded one was John Leo and the other was was it Al yeah is there anyone else who is interested in participating in the winter walk what day it in December December 7th December 7th thanks okay I could probably so one of the things that is they're requiring is giveaway at the Winter Walk uh require that again yes so um we do have some recycling uh magnets uh do you have seeds near it I I do have milkweed seeds from my garden way significant amount all right a significant or insignificant a significant significant all right so we've got seeds and recycling okay got two people who are participating and uh I see agus is still there uh he didn't reply anus are you still there yes I am are you available on that date or or not uh I have to check I'm not sure yet okay okay yes we've got three people and I will then confirm with uh Eliza that uh the EC will participate new grants and David sent an email about uh grants and asked whether we could discuss this this was not on our original agenda for today or tonight but uh I said you could add it if everyone is agreeable and then David you want to speak to this yeah it's in the weekly email that I received from um the state I guess yes there Green Acres there a series of Green Acres grants one series of municipalities one the nonprofits um and it's one one of the categories is for um I think I wording exactly but maintenance or Improvement of um green Anor prod so that fits right in with what we're doing around um invasive control um the Saturday project that I was part of is actually on green acor property by columia that's township Green Acres yeah y um so my suggestion my my request is that we um agree to pursue one of those grants engage the grants committee um to provide us whether the help they can provide and we can we with them can Co um and collaborate on an application for that Grant cycle for whichever one of those is applicable either Township municipality were you thinking of a specific project for purchase of Hand Tools hand and possibly a sh which is kind of complimentary to what we were discussing with Shanley and danir it could potentially be housed by the um in in the former shley house on gr Street um so my notion is that we' put in for ,000 or something for hand tools plus or minus a shed to keep them in um which we can then have available for cleanups without having to resort to borrowing from the account and where would the shed be the most likely solution right now is the sh okay so that's on County property so we need to get the uh permission from the county to do that yeah and the agreement to do that I would expect that they would agree to it but we need to do that yeah okay so that would be the first step in moving forward say okay we'd like to apply for this Grant and does the county of we um do this yeah well first step I think is to get agreement here that we'll go ahead with that right after I'm not assuming that we are yes true we need to AG internally I I I think we can probably probably approach the um the grants committee and the county in parallel right um do doe date for those Grant applications is February 5th so that's three months from now except this Hol season too that's not a magic right not all right so you want to make a motion to um supporting the commission approaching grants Committee in the county with a view to um applying for green acus Grant in February next year for purchase of Tools hand tools for PR maintenance to be stored in the shadow the ground Street okay second that all right any objections any another hug meeting in January um and uh I said i' bring it up uh at this meeting tonight um any comments about hosting a a meeting in January of the Hub and I was expecting agus would perhaps talk because Sor I stepped away for one second apologies yeah um I'm I'm open to hosting in US hosting in January maybe earlier in the month I guess and our meeting dates in January yet well we would if the 1 of January is a holiday then we don't meet right it's the I don't have my calendar in front of me the first Monday is the 6 so that could work uh no I'm sorry the first Monday we would meet them so we would have a Mee on the 6th so the 13th would be an option or any other day during the week I think uh Laura had one date that she said wouldn't work because there was another help meeting right I think that was Bergen County Hub and that was later in the month yeah um where is it hold on does the 13 work at all that's a Monday that's a Monday right sure I'm I'm good with that anybody else on another date so we would host it I would ask um barbar ruso uh who knows what the schedule is that there may be something scheduled that Monday but uh what would be a second thing possibly the two Tuesday Tuesday I mean I we wouldn't we'd have to know when the Town Council meetings are so I don't know if that one is going to be a council meeting right I don't know either because they haven't been published yet so exactly I guess we could ask I mean I guess when do they determine the uh the dates of the meetings is in the in the beginning or do they kind of pre-plan that ahead of the you know ahead of the year well they do a reorganizational meeting right the first and I'm guessing that would be on the 7th that's a short meeting but at that meeting they may approve the calendar for the year but I'll ask okay yeah I guess let's let's ask Town Township see which if they know or don't know right I might avoid Tuesdays in general just to be safe maybe you know right so but maybe like a Wednesday or something maybe maybe that week maybe Monday or Wednesday you know okay yeah and we're looking at the large room downstairs right yeah multi-purpose room multi-purpose room okay any other questions on that nopee thanks Ang thank you okay uh plans 22 pron Avenue uh this was a plan to build a four car garage but actually the applicant is saying it would be a two-car garage for the workshop in the back uh and uh normally this size of garage is not pered by ordinance so they applying for a variance also the garage the rear part of the the garage is less than 10 ft from the property line and that property line borders on Township property which then uh goes to a wetland um so um I recommended that they be required to maintain that 10 feet because that's the uh Oran as 10 ft from that property line so that they could um do storm water maintenance and I recommended stormm maintenance for that site David uh and I went back and forth on calculations but I realized that I was using a wrong number number to calculate gallons so I rid the calculation but it's still not coming out with your calculation I 7.5 use 7.48 which is more accurate I think that's right it was it was working from memory I forgot the four 7.48 okay so basically uh not asking to uh reject the application but asking the um applicant to retain storm water on the property so that property is according to uh the U information that I have is uh able to uh allow a storm water to penetrate but the wetlands is listed as a an area where there is no uh uh U penetration that's so the hydrological soil there was soil hydrology in the wetlands is D which means basically clay so the soil can't take in water but the soil on the property is a sea uh so it can take um per uh storm water run off so asking that the the house owner move the garage away from the property line and install storm uh re any comments or questions uh just a comment um the there's a typo on the uh on your recommendation quality and not quantity right okay anything else the other thing that the uh the survey does not show us whether trees would be removed although so when you look at the Google you know overview of the property it looks like there a lot of trees in the back of that property where the uh garage would go um so I'm not sure whether trees are being affected so i' simply rais that question although he the applicant does say something about protecting a uh a tree that is there yeah that's wooded area yeah heavily wooded area right and it's going you know once you go over the property line you can see it's just all out of forest all right so if there's no questions or more comments that do we have a motion move to approve itations do we need to change the calculation as well I think David agreed with my okay no objections we move on to 735 the resolutions so these are two resolutions that we commented on the one is for Eugene County Park uh and the other one is for 725 Mountain Avenue was simply to inform you what the uh uh board uh had to say about these two applications and of course the Union County Park we cannot necessarily influence them but I would like to follow up uh and ask who is going to uh water the trees that are going to be planted there and who's going to maintain does that does that fall into the perent of um and prier is he I don't I he has responsibility parts right well I mean he's the uh Environmental Specialist whether he directly uh can maintain those areas or whether he uh has someone else to it I I'm not clear on that if not the county manager tress multiple times that he 10 questions right I mean I'm just asking a question um any other comments or questions on these two resolution disappointment about 725 we knew that was coming I think we completely just CED in we yes went to court yeah yeah I think the only the only concession they got is that they turned that reoriented period it's ridiculous but this is life I think that um you know we need and I I hope that we're becoming stronger in our uh asking for for uh the green infrastructure uh being part of a resolution for an applicant um and I said that basically at uh a meeting of the zoning board I asked uh I said you know we're not retaining storm water on the properties that means that that's causing uh uh flooding uh when you have a heavy rain and that's why I started adding uh these numbers uh to these uh uh to the calculations for imperious surface increasing and of course uh up to now uh the attitude of the zoning board and I uh has been uh okay if you're below the maximum uh uh ofia surface you're okay you don't have to do anything but really we've already had flooding uh in the township uh so what everything we can do to try to prevent that from happening when there's a heavy rain is is your best practice namely retaining strong strong water on uh that will then seep down and not rush out into the into the street and and and cl down H flooding okay Scout projects possibly at community garden David you have anything we discussed that last meeting I think we decided that was not okay right no update on SC products and Rene is not here Rene was supposed to follow up but I did happen to uh be at the community garden the uh the other day and asked whether there was any interest and they said not at this point there's they don't seem to have enough time to do something u a PO although they do have some gens uh and they were cleaning up at the community garden and I heard that there are a couple of empty um plots so they'll be looking to advertise for applicants for the plots and uh what they're experiencing is some people have come in to gard and then basically abandon the garden I mean maybe one or two people did that so what happens is then at the end of the season they have to clean up the plots they don't come in and clean up the plots so they won't get back the $35 depos and the uh idea was proposed and I uh that maybe they need to raise the deposit to encourage people to come in and clean up their plots they don't want to have to clean up the plots for them so that's up to them to De not an issue for the environment commission storm water ordinance and for educational status uh uh uh we have uh shared storm water ordinance draft with uh the township on expecting that at the next meeting of the township we're going to see something about that and I will ask Margaret illis who was taking the lead on that what's happening I think be a good idea to remind her that new PRS has passed there that's well there are other towns in the past that deter so that's not being shared with the commission yet has it Margaret's dra no it has not that's the other thing she has received a draft from us but she hasn't come back with any change when do we provide a draft to her not recently a couple months while ago all right uhop train we have an article in tap into I hope that we get some replies back and Kim do you have any other comments um yeah so uh thank you Richard and Angus for helping me to get that into the paper um I wrote an announcement that um uh chadam Township took a look over Jessica Romeo Ed did some editing um she supplied the lovely photo that you see in the announcement um the contest is underway it launched on Halloween it will end on Thanksgiving and I am pleased to report that since the time of the announcement of the contest there has been one drain adopted since that time and since that time we have had 17 pounds of leaves Etc collected and we hope to increase that number so Steve for all the leaves that blew off your drain and blew to your neighbor's drains please encourage your neighbors to clean their drains or if you're so inclined adopt more drains and clean those too um and that's all I have right now hopefully it will spark some some excitement about the program again and reinvigorate it um even though it hasn't rained the leaves aren't sticky they are blowing all over the place and we do have a townwide leaf collection coming up but um hope hopefully this will at least move the needle and get some momentum going again and um I can report that my drain doesn't have any leaves yet either they haven't blown into the drain ah well I got to say around here there are plenty of leaves that have blown off trees that are in in many drains but they're very light yes they are very light yeah but the rain would help yeah a little rain actions sustainable Jersey application access 2025 uh we want to continue with the energy uh monitoring and I I will ask uh uh Rina who was volunteering as as a student uh to see if she will uh report the energy monitoring maybe once a quarter uh we can do that and stay uh up to date on our energy when is a high school student yes Inman po no she's in the uh the school down in uh was it f mfield what's it called the m the m school yeah oh oh I have a small update that I sent by email as well so the paper shredding event was on October 19th um there were 610 cars and about 19,000 lbs of paper collected right this is in Justin Berkley Heights or was it yes but well anyone can come okay and also yeah we generally get more for our Cobra datee because that is the last one of the year so I guess anyone from any of the other towns sees that this is the last one so maybe because every time I see it it's we get more for the October one but we did get less than last year but I think that's because so there was mechanical issues with two of the three trucks and one of the trucks had to leave early the second truck ended early due to some leak so the last truck um reached capacity around 1220 so then they had to turn away residents but they told them that they could drop them off somewhere else but maybe then they didn't didn't do it and that doesn't count in this so but but yeah but it's more than the than the one in May I've noticed that October you get more so and then I updated it in uh sustainable Jersey so that action is good until December 2024 so since I updated it should so we'll have to Good Start in 2025 well since I updated it I think we're good okay and then they just have to look at it and approve it for that time too maybe yeah thanks for following up with Stuart so also on the subject of um actions yes the ER yes resource inventory that's TR I don't remember when exactly that gr application was we did last year I think it was like a January or February maybe it's an early February deadline um let's yeah let's talk about that see what we can do so that's definitely a jersey action and something we need to do as commission right so we went for the $110,000 grant didn't get that no we went for the 20,000 yes right um they so we got some usual feedback we can go through the same process again um we need to decide if we're going to go well we need to see what they how they structure the Awards this year um they did recognize that the cost of an ER was more like $20,000 than $10,000 so they may shift the balance of the grounds from fewer tens to more 20s which will give us better shot what organization found funded that at sustain yeah it's p funding it into for sustainable jerseys and then the other thing that we need to do the other thing they highlighted is out the township needs to have was we need to have more touch points with the Township in the ER and that it be a a municipal and not just DC they look too commission too much commission without much Township we need to get the town why the township wasn't supported for some reason conflict some not not not of interest but I think of time or availability well we were looking for some funding from the township and basically Li said no we're not yeah the notion was we' apply for $10,000 ground and tent would pick up to difference between that and the final and that was that um so we can we can go we assuming that Grant comes back in a similar form we can go again for $20,000 try and get more Township engagement and see if it flies a second time around course of AC your is that I've not looked into it at all but it just came to mind as we were talking about Eris and we're getting towards the year end we have to see what r or 2025 I will look into that um I'm remembering now an action to that I want to work on for there's some like um I don't remember what it was but it's kind of like a resolution I don't remember what it was it was like you needed 3% of the Town needed was a Comm to right there was we have done this in the past we have done a res we asked people to make commitments to be better uh citizens environment there was a whole little oh I'm going to recycle I'm going to you know plant native BS that kind of thing yeah so I think since we have the Winter Walk coming up and since it's like almost the new year right maybe we can do I can use the thing that I made with like the 10 I think it was sort of like commitments and maybe we can just do like order sheets and give them out just like what the 10 commitments are so people can put that on their fridge or something with a QR code so then they could scan that and and actually do it online so we get so we get data we get the data online and I you okay attempt to do that yeah excellent all right um we've got the we've covered the topics but let's I'll BR up anyway wait think we had nothing but that the official from the state the biologist was 0.01 okay so one 100th of an inch of rain that was like a couple of drops landed in the rain games yeah I think I was walking my dogs during the one time that it was sprinkling at the uh um New York uh at the New York Yankees game they had a light shower in one inning that just came through they they kept on playing because the rain was so light that was the World Series all right so so I will try to draft something on the driest October ever on what we should be doing not letting any fires right yes can you when you draft something Richard could you say something because my because it's been very warm out I know at least some of my neighbors continue to water their lawns yeah that's true that's the funny thing they water The Lawns but they don't water their trees yeah yeah so so maybe you can say something to to that effect like it during this natural time of the year um we need to let the The Lawns do what they should be doing at this time of year you can let the lawn go but if you have a new tree you need to keep water in yes so something to that effect like don't turn off your Sprinklers and keep it off but if you plant a new tree water your tree exactly have 185 trees right put much water oh they a lot of them are getting wers because they see uh um contractors watering uh the sa River Park and trails anything there well of course we need clean C up we can go for it yeah clean up two locations this weekend the stake River Park and also the green um Green Acres property by Colombia um Columbia location were going after Bia I'm not sure what you going after at the park I guess it was The Usual Suspects along the river also theer at the beginning of the yes and then we so there was a group doing the wiia and then there was a group went into the par down by the river that were trying trying to widen the path because the mugw was just in so we had a good session I think yeah we had about dozen or 14 volunteers at my location and about the same number okay yeah good and thanks to laa men because our students came out and John P it together too so he was the driving force sorry um wait so was it a clean up like cleaning of garbage as well was cutting invasives cutting invasive plants so wasia uh and uh mood okay last weekend this past weekend Saturday morning okay I'm sorry I forgot that you were taking um now it turned out to be a good weekend to do it apparently the students were available this particular weekend on another weekend they may not have been available um moving on to rggi Grants uh the plan was originally to I have another planting uh this month but uh uh the township administrator has Del late this because she wants to be sure that MJ DP is reimbursing we're getting paid and we're getting reimbursed for our expensive plus actually coincidentally of course it's a terrible time to the dry dryness so I mean uh you could plan I mean we haven't really had a serious ra stupid plan probably to the end of the month but Bo I don't know what this What's happen with this weather I yeah there's nothing much in the forec next 80 wday forecasting this is just um and so the it's put off to the spring and also um moretime reservations put off to the uhy plan Grant you're going to I'm doing the December 4th meeting I'll probably try to do that too okay you have the for that yeah I've seen some other emails coming to that one this past week I didn't I didn't I didn't get I I it came too late for me okay BC the USA was solution I'd like to contact the two women who were very much in favor of planting native plants and ask them if they would uh make suggestions where to put uh um uh pollinator plants native plants maybe on this property the township property you Municipal Building property because there are places where there's lawn and maybe you can get rid of the lawn and and pl native plants um was that Ing and exactly do you want I don't remember the other one's name yeah I I I don't remember either but I have in's I think we got their email yeah would you want me to C copy you too um because I want to I want to address the resolution uh in it's in the context of the resolution see if there's some uh suggestions that uh they might make because it's a so we're going to talk about it uh but first thing is okay where would you do these things on public property and uh then who would plan that and develop that and then who would take care of it once it's planted um so uh there's a you know a whole um complex that's involved when when you plant you don't just throw seeds in the ground I mean they will come up but what do you do about the weeds and what do you do about watering once they come and I expect they are knowledgeable about that and they would uh organize that I don't think that Berkeley Heights has a garden does anybody know whether we have a Garden Club no I don't I don't know and I can ask the Master Gardeners if has any interest in doing that too dreamings so been posting on Facebook about leaving the tree leaves and and mulching them or or mowing them and people have been replying to that I'm thinking maybe doing the same thing as an article in tap into because there seems to be this kind of attitude to on on the part of some residents that I want a Perfect Lawn I don't want any reads of my law versus hey you know if you your your leaves it's going to be good for the lawn they don't because a lot of the objection to trees in our Township is the fact that we don't collect leaves or we make them people put them in bags that was also a comment on Facebook why are you having us put leaves in bags and not let us just sweep them into the street which is against the ordinance right yeah I suspect a lot of people have Landscaping service and I don't think that's something that landscaping services readily offer right they would rather take the leaves away or blow them away John said that about his Landscaping service he said a landscaper wants to just take them away yeah I wonder if that would be something that if you ask the landscaper will you mow these into the lawn they be willing to do that it depends if the mowers are even configured to do that not every mower necessarily mod right that Pro that would likely be an extra expense too if they don't plan on doing mowing but they just plan on Leaf blowing no not Leaf blowing yeah not Leaf blowing Kimberly just mowing would seem to me to be less expensive because they mow anyway not necessarily the landscapers that have come around my neighborhood over the last two weeks or so all they have done is leaf blow they have not done any Mowing and let me ask question on that where did they blow the leaves um they they blew it into a giant lump in the middle of the street and then they collected it somehow and hauled it off somewhere okay so it's against the ordinance no they pick them up it's against the ordinance to blow leaves into the street so they picked them all up they picked up everything that they blew and piled in that one massive Heap in the street they picked it up and they drove it away to I don't know where they generally have those huge vacuums that will suck it into a yeah I've not seen Landscaping just blowing it into the street and I see private residents doing that but the the other aspect of that what I've witnessed is they have a a a trailer somehow they're pulling up the the leaves blowing them into this trailer and they're blow this dust is coming out of the trailer just blowing all over the place that's pollution I mean I don't know how yeah well don't I wish it was fine no people are breathing that yeah yeah it gets in my eyes when I'm running yeah they'll stop but it's just there's it's still blowing even if they stop it's still up there can't be healthy for your loans it's not healthy and I'm thinking that even these landscapers are getting it in are breathing it because they're riding through it yeah actually if you mul leaves you get that yourself yeah you're right especially when it say right now to treat but to your point Richard you'd have to have a discussion with all the landscapers that service this town because they're a different group of landscapers that I see in my neighborhood and if they're only Leaf blowing they they really haven't mowed the lawns in a number of weeks if they're just Leaf blowing and the point is we should be mulching it instead that might be a you know that's a conversation that has to be had with them it could be more expensive to run the lawnmowers people might not be happy about running lawnmowers on grass that is not again to our other point grass that is not being watered could I don't know if it burns out the grass if you're mowing grass that's not growing but if they don't have an intent to mow the lawn they're not going to switch gears to mow it instead of leaf blow yeah that point they right kind of blades muling blades well it's good to have a muling blade but so the basically what's happening if they're not watering the of course the lawn is going D so now uh ex they are what except that they are say okay I think this we don't need to get caught up in the we yeah I'll try to do yeah awareness is yeah anyway of building awareness building aw um okay anything else before we open up meeting I just had a Qui question is Miss menal still teaching okay I thought she was leaving I heard at the end of last year she was leaving but she's definitely still there she's still there she was going to leave but uh she's still at at the high school do we know if she's leaving this year I clear okay she's looking at other opportunities let's put it okay if nothing else then uh hearing on any environmental issues from Mr carelles yeah just wanted to follow up from my when I was on before I did put the link over to New Providence for their stormw ordinance in messing up my lawn because they're not wet but they um they're so dry and brittle I actually in one part of my yard actually used a kn95 mask while raking and putting leaves into a barrel uh because of the Dust factor and I'm fortunate I I rake or if I blow I pile and I've got Woods that I that my leaves turn into mulch so yeah that's so I do much easier than than making bags I don't have to
