median signs for the bisc park app um I just I want to just make a comment about the fact that we have way too many signs and um I mean I just happened to notice that there's new signs around the park that say something like it's a park or something and then like if you go over 100 Ninth and Ninth court and 113th there's there's do not just uh do not enter Park uh uh children it's just like it's crazy so I'm hoping that if we add more signs maybe we take signs out or we put a new sign on an existing sign or something along those lines so it's not just another pole stuck on another intersection and we have um we have signs everywhere um while you're looking that's three that's three minutes so just oh I'm I'm done okay I'm done and then my final thing was is that uh just um I just would like to notice that we the cabin is just dirty it's like there's Just Junk over in the corner plates the what I'm sorry the cabin and there's like a a table table cloths piled up in the they're empty I still slam on the brakes every time even though not speeding in the first place um okay then I want to comment on some things that the foundation has been up to um if you want me to give more information later in the meting I see there's a couple agenda items that touch on the foundation and the rec center I'll be around so just like call for me if you want me to talk later about anything or give like an official Foundation report um but just to quickly do a during public comment uh so far we have installed wall mirrors in the back room for like the gym area so now if there's a group gym class yoga Zumba whatever there's like mirrors in there like a real gym we we have the grownup bookshelves there that they need to be installed and fixed to the wall but we have some really nice new um bookshelves so we can get rid of those old like cubicle style ones uh we got donated an 84 inch flat screen TV from automation programmers so that was already installed in the back room so we can have like movie night or it can be part of the rental for parties maybe or whatever and a 46 in TV that um Isa the rec center manager got and that's installed in the front room we got new flooring for the toddler area that looks like it looks like wood flooring but it's just the foam squares we got a genuine leather couch we're in there we're going to have like a cozy couch Corner over where the bookshelves are with an area rug that's on its way um we're going to have newspaper and magazine subscription so we're going to have the Miami Harold Time Magazine National Geographic Highlights magazine for kids so you can go there and you know read the paper and and do those things we are soliciting artwork from residents to put up on the walls so we're going to work with the Arts board with that but just so everybody knows we're going to be soliciting artwork to either be loaned to us or donated to us and it can be a replica or a photograph of original work um all that's left for us is we want to have a nice sound system in there where working on some more toddler seating and seating options like bean bag type things or floor cushions um and how to store like games puzzles things that could get messy and how to do that so that's what we're still working on um I don't want to interrupt your report because it's it's it's helpful and it's good to know these things have any reply that we wanted to get to um attending the public comments we received specifically I know a lot of these are going to be addressed as we work through all this I would love to thankfully there's no leak what's that you can you can talk about it now that would be fine yeah certainly you got to come sit up here with us though that's the only that's the only caveat we're going to talk about uh resolution 20243 three first of all I'm sorry Linda Dylan 71250 Street this is resolution 2024-25 and it's talking about the um Master Fee schedule and one of the items in the fourth paragraph it says that the manager was recommending that we have a register registration fee of $25 for the short-term vacation rentals and I did a little research on it and just for example Miami Dade County requires a $10,000 Bond and their um cost of their permitter whatever you want to call it is $136 which includes your inspection um Miami Shores charges $750 for the first year with a renewal of $500 Tampa has $170 a year with $90 if they do a six months Monroe county is $490 with a renewal of $100 a year so I think $25 a year is a bit low uh it's been 50 up until now and I don't understand why we would want to lower it to2 five so I think it should at least remain 50 all right thank you I'd like to comment on that one if I may am I is this one yeah thank you Linda very much it's it says um September 10th 2024 dear Commissioners I appreciate the opportunity to speak to you via letter a former commitment pre prevents me from appearing before you in person my name is Karen M brce I lived at 11305 Northeast 10th Avenue since November 1983 my property sits on the corner of Northeast 10th Avenue and Northeast 114 Street my husband and I maintain proper care of this property and follow rules and regulations of bisc park when I first moved here I was the youngest home owner on the Block a lot has changed in the past 40 years I am now the oldest probably older than many of you in the past month the house that was adjacent to ours on Northeast 114 Street was demolished and a new make Mansion is being built in its place I was not officially informed of this and I certainly was not informed as to what the house would look like how large it would be or how close to my property line it would stand you might have had a meeting but I was not notified the past year my husband went through chemotherapy and surgery for cancer I feel that if I didn't come to your meeting you should have made the time to come to me in the first place I was told by commissioner and the owner of the new house that windows on the second floor of this building would not face my yard in the past two days I have been informed that that isn't the case windows can be anywhere facing my yard that Ru of second floor Windows no longer exists I was also told in the beginning that the palm trees that were along the fence line on the side of the new house would remain and that was a lie also a portion of that palm tree line was removed for what no one working there spoke English and could tell me two days ago I found a worker who did speak English sort of into my yard to show him the open Gap in the trees he told me that was for the door of the new house and the windows that would be there that means that the new owners will be able to see into my yard from 5T away from the fence from a door anytime they go in and out or look out the window I do consider this a violation of my privacy I should have been informed by someone from the park we are residents here our residents should be shown and told that you are allowing Builders to remove or add in the property it doesn't matter if we do not show up for a meeting at Village Hall you might not be affect Ed by what is happening in our heart we are you don't seem to care secondly I want to remind you of the florid of tropical storms the one that hit us in 2000 lasted for over 24 hours from it I found out that my kitchen floor was not up to cold probably added when there wasn't a cold and I slashed around in 8 in of standing 8T of standing water my front yard side yard and my car were underwater Northeast 10th Avenue noreast 113 Street and part of noreast 1114 Street were underwater for a week or more my neighbor's fish had a new swimming pool along with debris and snakes and a few other things that floated by the entire Northeast 10th Avenue up to Northeast 115 Street was under water clear up to my porch and the porch of the house directly across from me that was when there wer any houses without yards now the ones being created fast forward to today the new homes completely take over the yards except for the required space between homes concrete does not absorb water without that absorbance the storm Waters will be higher and any higher at my house will mean that the water will come up to the front door and most likely leak into my home I do not believe that your sandbags will take care of that work for me or any other resident of this par especially if cars continue to drive up and down our streets I am told that the new homes are being elevated so that water will run underneath them I have not seen evidence of that from the house being built next to mine but it might be true I hope so because my house sits on the corner lower than the mcmansion next door and any more water than what I've already lived through would definitely be be a major problem for a lot of us no matter where these wi manions are being built we are all going to be affected by them I am sorry that this letter is so long and it would not have been if you could have found the time to talk in person to those of us who will have to live with whatever the consequences are that are that you have approved all day long I see workers in trucks trucks destroying our roads I have yet to see a commissioner or a codee enforce enforcer checking to see that what is happening or knocking on my door or a neighbor's door to see if we have any problems or complaints the recent few times I called code and left a message I never heard from anyone the only way I got anyone to show up was the day I put up reflectors to keep trucks off my lawn your SW thank you dorine for your help the peaceful and quain habitat of what this Village has been for such a long time is disappearing this is a bird sanctuary but there will probably be few Birds because their feeding grounds will be concrete too I'm glad that I do not have a small small children whose playtime will be monitored from whoever lives rents or abides next door but it looks like mine might still be no matter how many trees I put in my yard sincerely Karen M Bry thank you madam clerk may I respond to that Jonathan now that it's been read into record if you guys don't know Karen and Steve Bruce they live on pth Avenue at 114th on the uh Southeast corner and they've been there for decades they're lovely people um Saturday morning she was in my driveway in tears like in tears about this um they're devastated over how their life is changing on their property because of what's being built next to them so all of that to be said we have an upset resident and I have a couple of people who have contacted me about the same thing I'm not reaching out to them I know you guys know that I was a big proponent of the mcmansion ordinance that some people hate hearing the word but um these people are coming to me and she literally knocked on my door in tears and I feel terrible for them I'm sorry you're not hearing me I hear you now she knocked on my door and she was literally in tears on my front porch and I sat down and talked to her for for quite a long time and they showed me pictures if you're not seeing what people if you don't have one of these next door to you I don't thank God and if you don't I would encourage you to go around the village and introduce yourself to some of the people who have these popping up next door to them so you can see in real time what's happening to our Village from the perspective of the neighbors who whose lives are changing truly uh she lost her tree views and Sky views and privacy and all the things we talked about back when we pass this ordiance a couple years ago but um I don't know what we can fix for Karen nothing really um but they're devastated these are seniors and this is what this is now how they're going to Coast out their life here in our beautiful Village and they bought here when it was a very different kind of a place than it's turning into and they're really upset so I would encourage you guys to take the opportunity to go out and knock on doors and meet these people and see what they're experiencing we have another person on the name on their agenda later on tonight and I hope you had a chance to talk to him as well okay so having concluded the uh the public comment portion um there's no other reply let's go ahead and uh start with our reports please uh we'll go ahead and we will start with our Code Compliance report do we have any questions uh or comments or anything about our Code Compliance report I had some but without Chris being here I think I'll just wait I'll hold him till the next meeting okay anything else on code no okay um Finance we're obviously in the middle of a lot of this right now but are there any uh any questions or comments or any observations or anything about the uh the update for July is Paul here is he in the meeting I did have a question I just wanted to know if anything uh in the update that we got uh changed any numbers significantly in the year-to DAT numbers we've been looking at to know if it's going to impact anything at our second hearing I'm trying to minimize all the things we're going to have to think about at that meeting because our backs are up against the wall but if he's not here I guess I can't ask and Chris isn't here either know there's some items on the the budget when we were going through it that needed to be updated were were commented to include some some updated items um so I'm sure Paul will have that ready for us before September 26th uh any other questions on the finance uh report okay Mr attorney anything from legal um just to give you all a heads up um at the next um with regards to the countywide um publication for legal advertisements and um and Public Notices their website we we we now have their um interlocal agreement I've reviewed it for legal sufficiency um have also drafted a a resolution for you all to consider at the next meeting um to approve that as well as I'm in the process of going through the code of ordinances so that I'm so that the ordinance where Public Notices or public advertisements are required um that the you will be able to use the website and that should be for your consideration during the um October meeting just so you're all aware that that that's coming and um I'll share I'll share what I can with you prior to the meeting okay thank you uh any questions for Brad on the uh the report or any other questions on legal any update on the Ila you mean traffic comment yeah um there there was a request back in the beginning of August by the county for us to revise the um the Ila they wanted us to remove if you remember they want us to remove the traffic murals because they wanted specific samples of the murals and and specs and we didn't have anything so we we removed that they asked for a spec um a spec diagram for one of the other traffic coming um um devices that we were going to use we provided that um I know I I I I'm gonna have to defer to the clerk as far as the status of it it was prepared um and it was sent over Administration for the manager to execute and send to the to the county so I'd have to defer to the clerk as to the timing of when it was sent okay the day that you had me resign it was sent over so that if I remember correctly it's somewhere around August 14th okay the date in the hands of the county then believe so okay and how long should it take for them to respond to us is it just us getting a signed copy now and it's done it's them executing it and sending it back to us um I can put it on my list to call the county and see what the status is appreciate that okay thanks Bri I see we have no report from our lobbyist so we will go straight to parks and w any questions on our well the report from Parks and W no um okay so police we still have the chief with us we do um any questions uh with respect to the police report for today's agenda uh and the police and the chief is with us uh like very briefly hi Chief uh thank you very much for the report I think it's wonderful to see a report so completed uh full of information I saw lots of traffic citations again I know it's working um we heard some people saying they're been uh sort of victims of that but that's a good news that's sort of what we wanted is to increase sort of the presence of the police department around this issue and I appreciate it very much and I just wanted to say that it takes time to put a report of like that together I'm sure you pull in data from different sources and even seeing the pictures I think it's wonderful my question to you is going to be related uh to spreading this around the community I don't know what besides putting it on the agenda are you using the next door app is there any other place where it can be found not right this moment ma'am we are starting to have more communication um our uh Vanessa Luben our administrative um assistant in the office is starting to uh advertise more stuff onto the next door app and uh they posted this today about some of the 911 events that we'll be uh uh co-hosting kind of pushing as the police side tomorrow with a moment of silence and also on this Sunday so we're we're going to start trying to incorporate a little bit more of this U information to the public and and start sharing it and that that will be our goal moving into uh the rest of September and October I appreciate it I think it's important we're putting money behind uh the budget we talked about it during this fiscal year as well in terms of how important it was um I would love for people to know these efforts are actually active and see the effects of it um so I think there is some work to be done in terms of communicating it put it on the website spreading it around in the different platform so I I appreciate you taking the lead on that yes ma'am thank you for the support thank you couple of quick things if I may sure thank you for bringing that up phell that's a really good point residents do want see that uh Chief um I see lots of medical calls on this report and a couple of Baker Act responses do you have everything you need for those kinds of calls and if you don't have it is it in is it accounted for in the budget that we're going to be approving for you in a couple of weeks yes sir so far uh with the what we talked about in the budget last time we will be able to get uh the little bit further uh equipment that will help us uh be able to more effectively respond to those calls uh in in case they escalate but as of right now U it looks like we're going to be good to go um in that area okay good I just want to make sure you're covered there and specifically regarding to mental health emergencies and and and folks that need to be pay corrected are your officers trained on that specifically or is that uh will that be accounted for in the upcoming uh in the Education and Training that we have in the budget for you yes sir every officer is um required to conduct uh some online training in it uh we have f you come in the past and provide some additional training um in the mental health world and how the law enforcement responds that training is constantly updated and tailored slightly different so it will be Pro uh progressing um each year with additional training uh as of right now we don't have it Incorporated in the budget but we are working with some Partnerships uh that we believe we can get that training for free okay that would be great to hear um and then what other quick question for you we have folks who call the police uh especially after hours on weekends to report code violations things like noise which is on the agenda for us to discuss tonight uh traffic and all kinds of things related to parties and short-term rentals and things like that I don't see those things noted on here do you think there would be value and having that included on your report because these are code some of these are code issues and code follows up on them as a result of the the report that your officers create do you think it would be valuable to include those on there so we can see what kind of calls are coming through your department that are ending up in the code Department yes sir we can definitely add another category uh to um our assist with code and kind of document that and show that uh with then last week we actually had a sit down with all police employees they discussed the performance appraisal but we also covered uh even um director Doren was there um Doren Grant and we kind of focused on what uh code would need for or what they would need from us to provide them a better outcome in their cases so um we are working to build that a little bit stronger and our our our work together with both departments and we can we uh the next report I can definitely add some more uh data into there to share uh with the community and with the commission on what our what our numbers are between us en code in those types of cases that would be great thanks just one last thing um Maggie reminded me there was a decco program that I brought up at the end of March um I believe it was the March agenda or the the following um it was led by commissioner Regal uh at that time I know you guys were put in touch with them whatever happened to that uh it was a a decal program specific related to autism uh they would provide an training specifically to uh to our Police Department if we reached out and then the decals as well for pickup at the um at the Log Cabin can you give me an update as to where that is yes ma'am um we've been working with that uh we uh closely with North Miami uh police department um and we are in process of getting the decals in about a week or two we'll be starting our to Door campaign to uh kind of uh share a lot of our various programs uh our coordination with the meal services and getting updated information for elderly or uh special needs but that is one of the part of the programs that we're going to uh also roll out and we're uh once we have the decals training all the officers on it and uh and educate any of the residents that do want to fix it where would be a good area awesome thank you I look forward to whatever update you have for them the the following month yes ma'am thank you if I may Jonathan one more thing uh Mac brought up a good point with talking about medical calls and equipment and training I had a opportunity to sit down with Chief steel this week talking to talk about diversifying our Revenue funds when it comes to Grants and we had a healthy conversation about how we're applying for Grants and really we really aren't and whether there's a possibility of training one of our officers to become certified grant writer it's I did a little research it's not very large cost a UCF does it for a $3,000 class might be something I to look into of sending one of our administrative staff from police so they can start applying for their own funds and really becoming self-sufficient when it comes to equipment there's lots of funds out there for them we talked about it he's seems in support about it if he wants to touch on he can another thing we talked about when it comes to equipment is the uh Firehouse Subs Grant which is it's a quarterly grant that comes up every quarter and the deadline for the next one is October 10th he's uh shown a need for aeds it's something they give a grant as well as police bikes so I'm working with him and keeping Chris up to date on that Grant so we don't miss this opportunity where we've missed it in the past and that would be included on the next uh budget here in sort of well the AED there's no matching funds for that it's just we just need to apply okay and the other one is I'm going to bring it back the $3,000 for Grant as long as Chief is on board back that to our budget so we can get somebody Grant trained so we can start bringing in these grants over time sounds great excellent okay uh G thank you thank you sir we have you slated to uh to be with us for 11a so we're gonna get down to that yes sir okay great uh any questions uh from the commission so having included the police report any questions about uh Public Works I know there's there's no report there is John Jenkins in the meeting no we see I see John's S21 there no okay I have a mind couple of quick things any update on lobbyist contracts I know you said you were going to look for some from the other Villages other municipalities and Vero asked you about this their public record I mean can you just request them I I would like to see some of those agreements I made the request but I haven't received any okay appreciate that um and um question about the election you're like a one person show and you wear 19 hats I know and then then every two years you get another big job like another second full-time job here you go um what happens if you get sick or something happens I mean is there is there a is there is there a process if something were to go sideways during the election and you're unable to run her up to Miss America over there right now um just pushing for me a little bit okay if I will reply to that Mac this was touched on previously that our Charter says that if it's the village Clerk's responsibility to be the uh head of Elections if she was incapacity for any reason the village manager have to appoint an interim Clerk and then they would assume th those roles okay very good okay somebody gets a gold star on the charter today Madam clerk thank you um all right uh after the clerk's report I know we have the manager's report we have an update from the uh the August spreadsheet um I know the manager isn't with us but is there any questions or comments or anything we want to talk about on the manager report before we move on um understanding that not oh he's not here tonight was the night that he was to to present back to us the uh the measurements that we put in place for his evaluation that'll be taking place in January so I was looking forward to having him present that back to us and now we're going to wait until October 1st for another meeting and that many more weeks are going to go by and he's being measured and we don't have a response from him yet so I look forward to hearing that um the did anyone get the the spreadsheet version of his report where we get to see monthly updates we asked for that in the spreadsheet version so you can did anyone get that because I did not get it phoh did you get it you requested get the one for August you did or did not did not I didn't either and I was looking for that um so here's a question I was going to ask him and darn Pedro left um we have an Brad's here presentation okay I want I wish I would have thought to ask him before he left I just wanted to know if Chris were here if we're all ready for that I just don't want us to go there and trip over anything and fail in that endeavor um in the chief's here I'll ask him this Chief in Chris's report it said that dash cams were not in the budget were they asked for I don't remember considering them in the budget he loing maybe he stepped away says he's there well if he comes back maybe we can jump in and ask him I don't want to hold us up waiting for that um and I saw that there was a lease comment in the manager's report I wanted to know about the lease payoffs but we'll wait for him to come about that but if if the chief does come back Jonathan I would like an answer to the question about dash cams because it was referenced as if it was implying like maybe it had been asked for and I don't do you any of you remember Dash cans being requested because we got Chris's ask budget and I don't remember them being being asked for but now their reference is not being in the budget I we're talking about body cams but that was obviously body cams yes but not dash cams Y and dash cams are in the news again as of yesterday okay well Chief we if you can hear us we'll uh we'll Circle back to you right there it is okay okay um so our next report is our board's report uh do we have me yes we can Chief thank you so the question was about the the dash cams if if you if you heard it I'm sure I did not it it cut out I got you just asking if uh if dash cams were included in the budget request no uh dash cameras have uh was not plac in the budget request uh if we need to get some numbers I can get some numbers um I believe we have some already from iro which is Panasonic and some other groups I can get those to uh the commission pretty quickly for the next budget uh meeting Chief did you guys discuss them and decide not to ask for them or was it just not discussed at all it was uh the dash cameras was discussed prior Administration uh the cost of them were pretty high at this point um I actually just sat down with Panasonic today and we are moving forward with they have a grant Rider that can help us on that department so I believe at this point we might be able to get some of those through grants uh but it would be uh costly in the budget to to move forward in the budget right now with with any kind of dash camera well you can show some numbers to us so at least we know what they look like moving forward and and you would let us know if you could get them through a grant as well yes sir we can do that during the budget when we discuss it maybe you can discuss with us then not now the value of dash cams versus uh what are they call Body cams yes sir we I can both having one or the other or both yes sir um iOS also um said they can attend the next meeting and kind of explain any kind of camera on both aspects if the commission would like that I can arrange that thank you very much yes sir thanks Chief thank okay so let's uh jump back to our our board reports um and we we have the president of foundation Jill with us um so I know you already provided an update for us uh on a lot of what the the rec center is getting uh was there anything else you wanted to provide for us uh sure um can you guys hear me first of all yes okay perfect um I can answer any questions you guys have and sorry for my I just got caught in the rain getting home from work so I look like a wet rag um so I a couple things I didn't get to say earlier we also got um storage benches for around the toddler area so we can request that people take their shoes off and store them in the little storage bench or under the bench so that the toddler area stays clean because it gets very very dirty I kind of want to Echo what Gage said earlier in public comment about you know he's kind of noticing the log cabin looks dirty well the rec center it often looks very dirty um it's grimy I don't know I I I really love the staff of the r Center to get a revamp of what their job duties are I don't know if we have a list of job duties or if it's like spelled out what they're supposed to do um because I've seen some things there and I would love to see like enforcing rules um keeping things neat and clean you know obviously they're not janitors that work there I wouldn't expect that but to kind of like let people know when they're creating a huge mess of everything that's in there like okay you need to put things back like you can't just make a huge mess um I saw on the agenda the thing about the the quote homeless guy that's in there um I personally had an interaction with him as well uh it was resolved just between me and him and the worker of the rec center that was there that day so I know exactly who they're talking about I want the rec center to be open to the public we can't be saying well this particular person can't be here of course not but at the same time I think the goal for the toddler area at least which I understand that's kind of like where he was laying down the toddler area I would love for it to be just for say kids under seven or something like that and they caretakers so a person who doesn't have any children with them shouldn't be in the toddler area um and that's something the rec center staff would kind of have to enforce so that's I think maybe a revamp of the job duties there would be great um so things we're working on the artwork is a big thing that we're working on um spread the word if you can uh we're looking for the sound system so there can be background music or for the gym class there's music or for like movie night there's a good sound system um and that's pretty much all the updates I have for you guys but if you guys have any questions for me um I'm here to answer you great Joel thank you um I'll go ahead and open up to the commission for questions about the foundation report I have some but I think we'll get to the item that we have in the agenda Jill so I'll make sure to address them then sure and I'll be around that if you want to bring me in I'll I'll be listening for my name board reports before we move on hear none so let's go ahead and go to our commission report I'll open it up to the commission for any reports that we want to provide at this time um I can start sure yeah please um so a few things I just wanted to to talk about um I don't have a lot to say about this month in particular related to any activities that I've done outside of our responsibilities but I found I just wanted to share that the budget so far has been a nightmare so whoever hasn't been following and actually we got someone you know one of are the people that were actually in the midst of listening to us during a budget meeting um come forward and say you know it's a mess and I and I reflected on that because it it just looks so bad on everybody um and it's it's the second year that I do this and I find this year was really challenging we've had so far three budget meetings um we still haven't revised every budget so it it's not the best and I just want to share at the end of the day and and unfortunately we don't have a lot of staff today but this I hear you cuz I would love for the process to be better we are far from it um hopefully we arrive to an amazing budget and closing it very soon but I just wanted to address that um thank you for everybody stepping forward for the interim commissioner I'm sure we'll talk about that later as well but everybody call at least on my end making some funkle so people that I've heard might be interested and letting them know this is happening but I have to say a lot of people didn't even know about this um I'm also disappointed to hear that there was a better job to be done in terms of what time was a due what sort of papers were due where to find them and I think um what we put out there wasn't complete and I understand why there were so many questions around that um in support of uh I'm sorry uh the notice of the election so could be much better um I also would love our meetings to be shorter I have to say that I missed um the special meeting that was in July I had Co I couldn't come anytime we spread around all the items into special meetings then there things like this can happen we all need to make space for our agendas we all have our personal lives to make happen and when the items kind of continue to fall I mean one of the items I'm putting the agenda today even if the manager is not here the police department issue just because I wrote it in May so the ability for us to have the discussion should be once a month and we should stick to making that happen so I'm going to be a little bit of a pain trying to make sure that we all stick to the time so I you you're going to start hearing me five minutes uh can we close the discussion if we don't feel we can then you know you guys can say that but I I wasn't happy that I didn't get the ability to be there um because I want to be part of the discussions before they come into order ordinance that's sort of the thank you Maxi sorry I was so concentrating talk this is Maximo say hi Max embarrassing you here okay thank you um but I just you know I it's really an opportunity for us to voice out uh and represent uh a lot of the discussion we have with residents and I you know I couldn't do that and uh we need to be better and that's it so great feedback from you today I wish it would be better but I I again this is the opportunity we have to say this we we we got to do better and I'm also disappointed we don't see a lot of people from staff representing the different boards so we can ask questions so um I hope that changes okay thanks commissioner any other updates on this side over here yeah I have a couple of things first Vero yeah I know it's bad really really bad had a conversation about that the other night we need to make we need to make it better we need to make it better in lots of ways in lots of regards um we have responsibilities we need to do our jobs better and we need to hold people accountable to do their jobs better and we need to make tough choices that budget process which is not done is a disaster there's so much Kinder than I am verl it was a disaster it will be fine when we get it done because we don't have a choice we have to get it done by September 30th and we have to get through it so if we're here till 3 in the morning that's what we'll do and it'll be it'll be good but the most disappointing part for me and I'm repeating myself for people who may not have heard it before we had a budget postmortem last year when we discussed the process and what didn't work and it only got worse so it's like it all fell on De fears and it only got worse not better um I'm also very disappointed about how the uh notifications went out for tonight's appointment of an interim commissioner I thought we were abundantly clear on all the different ways that it would go out and it didn't go out uh what else do I put it on the website I put it on the app short of standing in the middle of the street and making an announcement I I don't know what else I you know and then you guys need to also understand as your supervisor of elections my hands are a little tied with what I can say and how I can say it you know for elections I I can't promote certain things I understand that I don't know if it's appropriate for me to have a back and forth with you on this I'm expressing my disappointment in how it went it went on the app all the information was not completely accurate on the app or it wasn't as forthcoming as it could have been on the app no email blast went out a next door post went out when today when did the next door post got yesterday or today when was it you didn't even see it look it was not a full some the correct word it was not a hearty approach to getting this word out and we I felt like we were all very clear every way you could get it out there as aggressively as we could and people didn't know about it so I'm just going to leave it at that it's done the folks are here we're going to appoint someone tonight but it was not it was not a great process um so I'm gonna say I'm Gonna Save this to last because this might blow the room up we got an email about fact trucks from Chris yesterday or maybe last week I'm not certain what it was about vac trucks and it said that vac trucks were only to be used according to what Chris saw in the contracts did you see this this email that the VAC trucks were used to clean drains not post storm kind of activity I don't think that's correct so I replied and asked him if he checked for invoices from when we did use these companies in the past to see if we did use them for post storm cleanup I'm very certain we did but you know I'm 63 years old so my memory may not be what it was um but I asked him to look for invoices to see how those companies were used because if we can use them post storm and we have and we have contracts with them I'd like that to happen when art was here he spoke very passionately about that as well I spoke with Mario Diaz our former uh manager today and he also remembers that we use them for post storm kind of cleanup they were not to clean drains before storm events they were to clean up when the rain stopped come in and get the water off the streets and out of people's yards and out of their homes so I'm looking forward I was hoping Chris would be here so he could clarify that with us because it seems like there's some confusion about what those contracts were for I have very clear recollection of this I don't know if you guys do as well so Judy former commissioner Judy Hamberg is speaking from the audience and she's saying yes they were used in that capacity post storm to clean up Judy I remember having a conversation with you standing next to the flooding on 121st Street while they were there one night y they suck it up into the trucks that's well we have a contract with the companies that's their problem to determine where it goes but the point is that we were told that they weren't to be used in that capacity and that's incorrect information so there's that uh the north Miami senior Foundation uh that was a really nice presentation Sarah did for us the other night I sent out an email blast just so you guys know and put it on next door I also sent uh text to some very specific uh residents who I thought might benefit from it or who know people who might benefit from it in the village and I got very positive response so if you could all take a minute to try to push that forward to whomever you know as well people were very appreciative when they heard about that program uh I'm very happy to see a police officer here in the meeting tonight it's been quite a while since we've had a police officer and attendance at our meetings I thought it was standard protocol at this point uh Chief to have uh uh someone here acting as the sergeant of arms at meetings um and this is the first time we've seen the officer here for a while well Judy I come I'm here every meeting and I'm telling you it's been a while since we've seen an officer in the room unless the police chief is here himself I I did ask our manager why that was not happening and he said I could request it which I did so maybe the officer here tonight is a result of my request but we live in a very strange world with people doing very strange things with crazy guns and I would like someone in this room every time we have a meeting um getting complaints from people watching at home a lot of people watch us on YouTube if you guys aren't aware of this small audience on Zoom much bigger audience on YouTube um and they can't see us because of the positions of the camera they can't see all of us and they cannot see the public speaking Podium and people are requesting cameras to see everybody so maybe that's something Chris could address with us um I've asked for deadlines for the October November and December meeting so I can plan my life accordingly haven't gotten that yet and now here I'm going to say something and Brad you might want to step in and tell me to shut up or that we can't have this conversation or whatever you can guide us on this uh we had a manager evaluation and I was in favor of moving away from our manager and you guys decided unanimous you know as the majority opinion up here to keep the manager for another couple of months and Jonathan as you said if the next one he doesn't measure up it's three strikes you're out so you made that abundantly clear to him we all did um here's what I don't want to have happen when it doesn't work out in January I don't want us to at that point then first start the process of what are we going to do next because then were caught with our pants down Brad when can uh uh the board start the process of at least having conversations about what will happen if we decide to move away from the manager and we want to be prepared for that I think you can have those discussions um I I processes and ready to like pull the trigger on it you you can have those discussions they they're obviously they're a bit premature because you don't know what's going to happen come January but that you can you can have them at any time as far as processes and who's going to be assuming that ultimately the the manager's services are terminated who who's going to be putting out a search who's going to be your intrum um how you're going to find an intrum those types of things are things that you can discuss thank you it concerns me because uh we have such a small staff we don't have a lot of people that can step in and put different hats on and help make things happen we have a very tiny staff and we can't dump everything onto the clerk be the manager and go find us another one I think we need to be prepared for that maybe we won't have to use it maybe we won't have to roll out a plan but guys I think it's be it would be irresponsible of us if we just sort of sat here and said la la la la la for four months and then waited for the day that it happened and it will also make us less inclined to maybe do the thing that we think we need need to do because we're not prepared and oh my God it's going to be terrible if we make this change so I want us to be prepared it's very awkward to discuss because it all takes place at public meetings this is the nature of the business and for the folks who are asking to be sitting up here on this board this is the awkward part Ezra Dan John Tiffany because these things have to be done in public and it seems cold and heartless and nasty and whatever but you know what it's the job we signed up for I don't want us to be caught with our pants down I don't want January to come around and we have another mess on our hands I don't want us to suffer through four months that don't work out for us and then we have a mess and we have no plan and I went through this once we terminated a manager live at a meeting my first meeting as a commissioner bye-bye give us the keys and leave it was a different situation it was for cause it was not a pleasant thing to go through with Mario it was a smoother transition from Mario to Chris so I don't know what you guys have to think about that if you want to respond to it think about it next meeting I don't know but I want us to be organized about this that's my report thank you thanks commissioner May nothing okay um I really only had one update it was just kind of about the uh the EV charging stations that I had previously discussed and the uh the Avail the availab of them here I had another followup with the company jolt is the name of the company um they said that they found that right along here uh on Sixth and Griffin kind of in this the triangle pocket Park area would be the only place that they would be able to put something um that would fit within kind of the requirements of the company so it's not 100% clear what it would look like just yet but from the discussions it would likely be two charging areas uh that are 50 kilowatt per hour so they're they higher speed I don't know if you've ever done the the charge Point ones I've said it the charge Point ones takes about seven hours um to get a full charge these ones are about an hour to an hour and a half for a full charge again they're free to Residents uh so there's a lot of benefits to them again we get some use on the the um uh the video boards we get some space there to advertise some things on behalf of the village uh the real benefit to is an emergency all ads are suspended and we get to project whatever emergency messages we want it would be right on this main road uh it it's a little awkward in that area because there's not a lot of foot traffic in in that shouldn't say not a lot not as much as by L Center where it would be nicer to have the option to to advertise on behalf of the village but it's there he also mentioned uh a possibility of of donating to additional spaces over by the rec center so we could get four spaces and this would be free charging residents um and it would give us an opportunity to do some advertising there's there's not a whole lot of like concrete information now as far as the discussion went he said he would be happy to fly down here and have the discussions here at a commission to see what we want to do he said he' have he's down in a couple of municipalities down here in South Florida he said he could do that if that's something we wants really that's it was more just asking the commission if we want to have him come down and talk to us or he could zoom in for that matter for a preliminary discussion just to recap you said the messaging board would be out here on Sixth Avenue correct but where would the charging stations be they'd be so you know that kind of turnaround area in the Art Park or whatever over there and I already asked to kind of importantly you know these are green spaces and we don't want to add concrete would they be open to doing permeable surfaces and he said yes they would so we wouldn't be losing you know we wouldn't be caving over a lot of the space over there it sounds like it's kind of open to interpretation on how we want to go about affecting or effectuating those spaces um it's a little different than having the spaces over the rec center but it sounds like those were an option too and this is all no cost to the village and it's free charging for residents so it's just something to talk about so I could ask him if he'd be present at our next meeting if we want to continue the conversation ask some question and the requirements are based on traffic not traffic so I thought it was that too but he actually said that the requirements are based on ad impressions in that area or what impression which he was able to pull from I guess some park benches they have some data for Impressions from park benches in that area that was really the only place they'd be interested in doing it so not enough add Impressions at the rec center or at Village Hall police station well I I should say this he didn't say that there aren't he said that he has no data to support it so he can't bring it to his company to say these are viable spaces the add Impressions have to be from the are from the messaging on the sign nothing to do where the cars are actually sitting and charging didn't so they have a how far do they have to be away from each other they have a software that they use on how they measure Impressions I'm sure it's probably proprietary which is why they contract this stuff out um and how far do so the message board the parking spaces can be separate from the message it can oh so we got have a message board over on six and the parking spaces at the log at here at the log cabin or Village Hall for example maybe not quite that far okay I think it would likely end up being the spaces being in the turnaround and then maybe bringing the messaging board kind of closer to the road so people could see so if we wanted to say download the app you know that could be something that we could put up and as people drive by it they can see bis game park down don't even think about speeding that can can I suggest we I mean there's obviously interest and about more information ask him to come down I'm with you so if that's if that's what we're interested in I can I would ask if if it's possible to share a presentation with us prior so we can prepare our questions and we can be straight to the point and then you know by Zoom person whatever perfect that's it I got the note so Mr Mayor if I if I may just a reminder that depend it's possible that this is something that would have to go out to an informal bid understood this is just if you guys remember in the past we had set up a introduction an introduction we have to revamp it since we lost um there you go staff member but I will reach out to him and make sure that he has the information per fact thank you and since we brought that topic up I had a note here actually um there's training that we're I think we're behind on on some of the other board members as well they have not been trained on not just internal procedural things but also Sunshine issues and things like that yeah and I know some of them I've talked to are are not aware of of what Sunshine even is and what they're required to do and they've kind of violated it in front of me and I'm like whoa can open tell me things that they're doing I'm like no no no you can't do that we need to get you trained I don't want any of our volunteers getting in trouble should be the ethics training yeah we have we're setting up the ethics training what has happened is that process has been kind of taken out of the clerk's hands when it went to the state for the filing we used to do it all at once but now that you file online we don't actually get the information any you know have the direct path anymore so we've said I've talked to the um my mediate ethics commission we are now setting up training for them to come inh housee we'll do two or three of them to make sure that everybody gets C you start studying on the weekend okay very good all right so that's our consent agenda so under our amended amended agenda we are moving up 11a uh the resolution 2024 d32 uh so let's go ahead and get started you read the resolution for us yeah resolution of the village Commission of the village of biscane Park Florida waving the competitive bidding procedures pursuant to section 2-39 of The Village's code of ordinances and improving an agreement with the commission for Florida law enforcement accreditation Inc for accreditation services for the biscan Park Police Department authorizing The Village manager to execute set agreement and do all things necessary to effectuate this resolution providing for an effective date okay thanks Brad um do I have a motion a second to approve the resolution to move so we can move to motion to approve second okay all right so let's go ahead and move the resolution to discussion we have the chief with us um and I'll just open the floor to anyone that wants to discuss the resolution with the chief and the attorney I have a couple of things that no one's going to jump in okay let's keep it going so um Chief thanks for sticking around for this um this is a a we're asking to wave competitive bidding is CFA the only organization that offers this I talked to Brad and I know they're not and uh I just want to be make sure we're reassured that that this is the right organization to go with so Chief do you want me to start or do you want to start Mr attorney you can start if you like okay so just so just so you're all aware So what had happened back in 1993 the uh Florida legislature passed a statute which was 9431 125 and what that statute basically did is it directed the Florida sheriff's Association and the Florida police Chiefs Association to create a voluntary law enforcement accreditation program as a result of of that statute and the collaboration of the two chiefs I'm sorry of the two associations the sheriff's and the Chiefs Association the CFA was formed as a non-for-profit corporation which is specifically um put into place for accrediting Florida law enforcement agencies so there there are other entities out there that do accreditation of law enforcement there are other companies that do the assessments and the things of that matter um however this is the company that was created by the will of the legislature in in um conjunction with the the work of the of the two associations and that and essentially that's why we're asking so this is the would you say the preferred organization it it is it's it's the one that um I would say most Florida law enforcement agents that are accredited are either CFA or Kalia which is another um another accreditation but this is the one that was created by the Florida legislature specifically for Florida law enforcement AG gotcha that's what I wanted to hear thank you is there any impact chief on this current fiscal year budget that ends in a couple of weeks that we did not anticipate no sir uh we agree to this tonight uh no sir we we were set for um implementing this contract it wasn't done with the prior Administration kept getting pushed back but we do have the funding available and ready for this okay so it's not going to put us in any bad position in any line item for fiscal 24 and for 25 this is fully budgeted yes sir okay wonderful uh 4.2.1 it sounds like the clock starts ticking at 24 months if we don't make progress if we don't schedule an assessment who's in charge of that to make sure that happens is this your project or do you have this assigned to someone else no sir this will be my project U Captain rosaro will be assisting um as the assistant accreditation manager Goa and this does not guarantee that we'll be accredited we're just paying for the process to take place and if it all goes well we'll be accredited at the end of this correct 6.1 is a fee schedule of how much it's going to cost us where do we fall on that uh where do we fall on that schedule it's based on the number of um sworn Law Enforcement Officers yes sir I'm believe I don't have that the ranges I'll tell you what the ranges are 25 to 99 officers is $900 I believe that's where the it's sworn officers so that's where we fall 25 to 99 or do you have fewer than 25 it would be that bracket the okay so it's less than a thousand thousand bucks okay and I'm to be clear that's total not per officer correct that's not a per off it's measured by officer but it's a it's a one flat fee correct correct yes sir okay okay um uh 6.3 talks about a different program uh does that apply to us I wasn't clear when I read that so it sounds like 6.3 is another layer here je they're talking about the Kalia um accreditation in in the core competency programs or compartive compliance so Brad do you know what that is if I I can jump in Chief if You' like correct the the um CFA is going to be the state standards Kalia is more of a federal standard uh that would be a lot more in depth um at this time I think we're going to uh move forward if you guys approve of the CFA at one Point later if we decide to do Kalia there would be uh areas in the CFA that would wave and that's what that would talk about okay so we're not doing 6.3 this additional thing so it's just the one level okay very good um 6.4 talks about annual software maintenance fee is that in our budget and what is it yes sir that's going to be the power DMS program that's already in our budget that we have implemented at this time uh 6.6 talks about additional fees uh re accreditation fees uh are these some kind of nominal fee afterwards because this isn't a very expensive program altogether uh yes sir that would every three years uh we would be re accredited and we' have to pay a fee every three a flat fee to them every three years um 12.2 just to point out that everybody that there's something in there about annual reports that have to be created or we lose our accreditation so we need to make sure that someone in the police staff stays on top of that and then last thing Chief recently we went through some police issues here in biscan park in any way does any of that jeopardize our ability to get accredited no sir as long as our current practices and we we've rectified those situations is and that's part of the reason that we ask for certain trainings and certifications is to correct those issues um pass will not be held against us it's just as soon as we actually sign this and turn it in from that day forward everything would have to run correctly so they're looking for processes and procedures to make sure that that doesn't happen again correct yes sir got it okay very good thank you those are all my questions I'm ready to support this right are describes what the content of the ordinance and what what is being changed um so there there's you can move forward it's no different than you amending something on second read as long as you don't mend the title we wouldn't have to have a I understand but I'm just going to file this under sloppy because this is another example of us presenting something to the community where we're going to applicability and property owner responsibility and section 18.9 limitations on parking of construction vehicles or construction employee Vehicles by defining construction activity and clarifying the parking limitations for construction vehicles and employee construction vehicles providing for inclusion in the code and scrier error providing for conflicts providing for separability and providing for an effective date right thank you motion to approve guys I just hand it to you uh the sign copy that we had talked about and approved in theory um and art had suggested that we also include it all in Spanish and at the day that he resigned from the commission I contacted him and asked him to translate it for me and he did quite promptly it was provided by former commissioner aruro Gonzalez so I owner says to so if if I'm doing have permission from your neighbor I understand that but do we want I'm glad that the neighbor is okay with someone parking a bulldozer in their right away do we want bulldozers parked in the right away of our village for some of these construction projects go on for years the one around the corner for me across from Dan keys I think it's going on four years yeah years the one over on Fifth Avenue longer than that and how long do we want heavy equipment sitting around the village and that's what I'm talking about Park excuse me parked stored it's sitting there forever so you know and they get a and they get a they pass an inspection and their permit's still valid and they they can just park stuff all over the place I don't like that section I would like to strike or a budding property owner in writing I don't think we need to have construction vehicles parked all over our our village but so if you're doing a big construction usually you have this large trucks you know that can be part uh needed um there is a cost associated with moving this sort of large equipment um and to your point obviously I don't know if someone would to abandon a vehicle for three years you know not use it for any other side that would be an inconvenience but if you're working on a specific project it could take like three four days it makes sense for me that has to be somewhere I don't know that I love you know to be it on the right away but where where else would you put it put it on the property they can put it on the on the right now as it's written they can put it on the property itself where behind the construction fence okay but on the right also take note that 18.9 point3 also says that all construction vehicles trucks and heavy equipment shall be removed presently it says Construction site we changed that but shall be removed from the construction site um at the end of each workday so you're not unless the rest of the thought is unless the village says you can keep it there it it says provided heavy construction equipment may remain on the job site overnight if the building official determines that the public health and safety will not be impaired at the substantial loss and apparently they're doing that because there's there that's what I'm saying the heavy equipment is sitting on the site behind the fence all over the place that's fine that's the construction site no I understand but I guess what my point not I guess I know what my point is my point is that each one of these sections are dealing with specifically different conduct so 18.9 point1 is dealing with temporary parking of construction vehicles and employee Vehicles so that's dealing with the while the constructions going on the the the employees have to park they're showing up at the construction site where can they Park their cars temporarily while they're working where construction where can um construction vehicles as defined in the code be Park temporarily while construction is taking place correct um then what you have is you have the second section um which says you can't parking of any construction um I'm going to say in just in general sense construction vehicle so I'm going to save some of my words which section you want eight 18.9 point2 that's not regarding construction vehicles that's the employees right right so that's the parking of in of of the employee Vehicles shall not be permitted on the property where the construction activity is taking place during the hours in which construction activity is prohibited now the employees can't leave their cars there overnight or on weekend can only be there while the construction activity is taking place they can't store their cars there right so point one is dealing with the temporary parking of the construction vehicles and employee Vehicles while construction is taking place point two is dealing with just the as you noted the employee parking employees parking their vehicles after hours they can't leave them there they can only be there while construction is taking place then three is dealing with all construction vehicles trucks and heavy equipment which the the general rule is it has to be removed from the property where the construction act activity is taking place at the end of the work day however it does give the building official the ability based on an analysis of public health safety and Welfare um to allow them to remain on the site on a daily basis and and that they do and that's why you see cons heavy equipment we're talking bulldozers guys there's a distinction here between the car that the worker drove to work that day that's number two and number three is the bulldozzer has to be on the property where the construction is taking place and they're allowed to leave it there if the building official says yes you can leave it there there's no safety hazards there's no all everything's done properly you can leave it there that's why you do see construction vehicles on these sites all the time you see them there for days and weeks on end is there a process to pull a permit I was going to say is there a process for that so we have a permit in place that says um that requests sort of this permission from the building the owner or contractor has to file an application for and obtain a permit from the village permitting this is not new this is not new this this all this is is all in our code already and no no so my question was is there a physical permit yes I don't know so I go and I I start construction and um uh contractor does you're you're cutting a piece of you know concrete at large sort of equipment needs to be parked there until it's finished the following day even if it's for 24 hours you still need to follow a permit that says that um basically you've been approved yes I'll read the exact language to you and I'll take out the edits just the way it exists prior to storing any heavy construction equipment on a construction site um at the end of a workday an owner or contract must file do make sense can you tell me the number it's 189 so it says um let me just pull up just to reiterate this is nothing new this is already in our code now that they can get permission and and they do that's why you see these vehicles everywhere on sites it's prior to storing any heavy construction equipment on the constructions at the end of a workday an owner or contractor must file an application or and obtain a permit from the village permitting such storage the application shall set forth reasons for the request to allow the heavy equipment to remain on the job site the estimated period of time that such storage will be necessary and a statement executed by the owner or contractor agreeing to remove the heavy equipment from the job site prior to the expiration of the permit and then it talks about fines where would I find that permit if I may ask uh is it something that you would need to ask the village to provide you or is it easily accessible we know that have it's the building official that's issuing that permit so I would have to defer I'm not I don't know The Village's processes okay I was wondering what the process is so in essence we don't know if an email is required to send to the building off fish and asking for to fill out a specific permit related to the approval of this from reading this ordinance it looks like there is a specific permit for the for the overnight storage of of of that heavy equipment and the permit application requires the information that I I just where that's kept and what the process is I so on this point um I'm not sure I I I may have lost where we're talking about I know we started with 18.9 point3 well I right going back to but going back to the point that started the discussion about the about the rways we were we were at we were started at 18.9 point1 where commissioner Kennedy um right I wanted to remove or was suggesting that we remove allowing an abing property owner to give permission for the storage of uh Park well not for the storage for the parking of construction vehicles or construction employee Vehicles based on right based on the adjacent Property Owners granted permission to do that well we're talking about while the activity is going rights of way not on their property they could come to you and say Jonathan can I put my bulldozer in your side yard for the next month and you could say sure you have to get a permit for it it's where it's Tak place that's not accurate so um you're because remember you're talking about this is just daily parking right this is not storage 189.1 is only talking about parking not storage but they're using it on the property they can go this says you could this says you could park it on the neighbors right of way which means the sale yes yeah so it's saying what we're talking about is construction vehicles literally lining our street they could come to you and say Ryan putting a pool in next door can we leave the bulldozer out on your Swale and if you give them permission in writing they can leave they can park their bulldozer on your sale yes but while the activity is taking place while the activity is taking place that's right Brad wood they can be there for weeks our code specifies you can't park on grass so there would have to be an established parking surface of our roads with medians parking becomes a logistical nightmare I recently so and this also says that the property owner must submit uh uh must agree in writing I would like to see that that writing is is actually taking place but I would not be in support of Tak any of this out because we already have a logistical nightmare of having those construction vehicles parked if you put in a drive way and you can't park on your driveway you have to get creative with where you're parking those big vehicles so to me I don't have have any support in removing the abdan property owners uh ability to I've gone through several of these large projects too and they find a place to put the equipment they're not putting it out of my swell I wouldn't I wouldn't let them put it on my swell let alone my neighbor swell so they bring him into the yard they leave him behind the fence where they belong you wouldn't be in support repeat that because I couldn't hear you please I wouldn't be in support of removing the ab budding property owner's ability to Grant permission because as like I said when I put in our driveway it became a logistical nightmare to find where I could park if my ab budding property owner hadn't granted me permission to park a truck in their sale not on grass on on asphalt it would have been even harder for me you know to bring he's disagreeing with me yeah I know I I follow you bring workers in heavy equipment and things like that still providing our codes that they remove at the end of the day it would have been much harder in the interest of moving this along the house sells and they move and take their commercial vehicles with them so there's a whole I don't want to delay the discussion for me I was just trying to understand so what what are we trying to fix specifically when we add property where construction activities taking place was mainly the idea that they don't park anywhere else where besides the property where things are happening that they don't leave their cars there they're not using it as a parking uh facility a parking garage when they're not there working and we and by the way these are all problems that we've had with people leaving construction vehicles employee Vehicles people using uh uh construction sites as storage for other sites so they'll have one property over here with construction going on and they're working over here and they store things all over the village so there's not even activity going on at one address but but there's construction vehicles being stored there and it's a mess so that's what this addresses commissioner to to your point if the scenario you gave say somebody has a commercial vehicle they come hold for dinner I don't see how that's violation okay thank you and then Brad I had one other thing and that is the Gage actually brought it up I have it in my notes as well and we talked about it last time the exception for our banners so I I had pulled up the sign ordinance so you have in 12.2 your code which is prohibited and exempt signs um there's a Prohibition it's unlawful to Constructor maintain any sign on any property in the village except it's expressly provided for herein other than Village signs no signs are permitted on public right or Village owned property which we're not talking about public rways here um there are there's no illuminated signs and the only other permitted signs are real estate signs signs on premises of of buildings during construction which says one sign on a premise or building during construction to give the public warning or to advertise the architect Builder or materials used in the construction must be erected but it's saying we're requiring that as I read that it it's only allowing the contractor or architect to put one sign with information that doesn't necessarily mean that the village can't doesn't preclude us from doing it correct got it okay so we're allowed to do this that was my other question since I I'm sorry what is I just want to write that number down what section is that 12.2 12.2 is prohibited in exempt signs the um regarding the construction 12.2.3 lowercase billion parenthesis I just had a a question um about the signage as well so are we asking this from the owner or actually yeah the owner of the property to in a way to to make sure that he's aware that he's responsible for his team whoever that might be that these are the laws when in the village it's the owner is responsible for all of this they always are not the contractor although I think the contractor does a lot of what happens over there to make all they get permits and signs but It ultimately is the owner but um it's about uh that and messaging to the workers what the rules and rs are when you're working on this site because were you did you miss the meeting where we initially the meeting I missed yes I did hear it through YouTube so I don't need to go through all of it but I I still do so I'm I'm specific with my question I was still wondering why we need signage when you pull a permit you are making yourself responsible you're sign in and there is actually part of the text that says you're responsible ultimately sure why do we initially ask and and this also carries a cuss and and there is a process and there is code of enforcement on top of the enforcement basically so I'm trying to understand why do we see need I'll answer that L it's very simple two things number one it's a message to the workers what you're responsible for while you're here in defense of the workers contractors subcontractors Subs subcontractors they don't know should they know is it their responsibility to know yes but they don't know that they're in violation they're causing a lot of these problems for residents in the surrounding areas and they're not even aware of it so they're starting work at 7 in the morning on a Sunday and police are responding and they're like I don't know they're my my boss told me to come get to work that's all they know so it's a sign up for them to see oh here are the rules and Rags you we can't start until this time we have to clean up the gate has to be closed whatever's on the sign um and then another part of the sign is a message to Residents hey residents if there's a problem here's what you do because that's the other challenge we have is residents call me I'm sure they're calling you guys as well how many times has George called me and said the construction on 117th and 10th is starting at 7:00 on a Sunday morning what do I do and it's a message message on wouldn't that be codes I mean why it's I mean it's it seems to me this is an Enforcement issue more than exactly and we're and the message on the sign is hey residents here's how you report problems at this site these times you call or any issue right or any issue these times you call code these times you call police you can use the app it tells residents what they can do we have a problem and enforcement is the is what needs to happen Happ but I'm very much always an advocate of getting ahead of enforcement and making sure people are informed the exact same reason why we need to inform residents about the most common code violations that they're like I didn't know I wasn't allow to have my trash can out there past this time they don't know should they know absolutely but they don't so if you take the extra step to get ahead of things and make sure people are informed workers are informed residents are informed you head off a lot of the problems from happening the meeting now that I remember that you weren't here Dorene was here she was very enthusiastically in support of this she's like yes get ahead of this issue this would help us a lot I I think I asked her Point Blank would this help and she's like yes this would be great it would just it would it would it would stop a lot of it from happening in the first place and it would help people get the satis the the remediation that they're looking for because there's a res did you see the sign did you did okay so um yeah I it seems to me the process says and haven't gone through heavy construction myself and haven't done made made many changes I think the process is already tough to go through permitting process you understand where this gets attached to the process though yes where and I think it's more on the awareness of it and the responsibility so that sort of um um proactively trying to solve the issue that we currently see getting ahead of it with code and helping our residents too but do you know where it do you know where it attaches to the process I'm I'm asking you like a question do you know where it where it becomes part of the process over there yes and I understand here you're asking me about the current process of the pro the process what the prospective process where would this happen at what point would this sign happen well that's what I'm trying to understand the fence any project that it's only projects that require a construction fence when you get your permit for the construction fence this is part of it that's all it is you have a permit for the fence you have to put it up and someone goes to inspect the fence There's an actual inspection to make sure the fence was put up properly sometimes they're not sometimes they don't put the green screen up and stuff like that so uh uh for these major projects even before the demolition that's why I asked about that a fence is already required in our code this simply says when you get your fence permit yeah this is required to be attach it to the fence and the and the inspector sees the fence is up properly with the green screen and the sign is on it done so it's not a big convoluted thing for anybody it's more for us here as it turns out but um but someone need to pay for it y just asking a question someone needs to pay for it it's not the village kind of assuming the cost it will be the cost of theost go pulls the of doing major construction at the time of pulling the permit for the fence who instructs uh so it's a mandatory part of the process so now we have a checklist of certain items that you have to fulfill in order to to do the permitting process that would be one of them okay yeah and it's and it's only I'm saying it's attached to the fence it is attached to the fence physically but I mean in the process it's attached to the fence process so you apply for I'm going to demolish you need to get a when they come in here to P the planning board they tell them you have to get a permit to demolish they get a permit to demolish the fence goes up the green gets wrapped around it the sign is attached to it they inspect you pass that now you can get your permit to demolish now you can get your permit to put the pool in that's the current process anyway we're simply just saying when a fence goes up this is attached to the fence that's all it is so to thater so we're we're all on the same page this signage is required any time that construction activity is taking place so the definition of construction act activity means grading demolition alteration repair remodeling for other improvements of existing or new structures or property which require a village permit if all all of those activities require offense that's what we discussed was remember I said two versions of it and it got shot down the other version yeah you said without a fence it was something smaller we just said just just when the fence is required was my question this doesn't read to me as only being required when the fence because it says in here construction activity is repair and modeling if I decide to paint my kitchen or install a new kitchen I don't need a fence for that and as I read this I would need the the the banner and I don't would never supposed to be only when fences are being put up that was what yeah it was it was that was the discussion that was the discussion from rail if that's not clear let's address had a discussion with Bradley about it specifically that point uh you know um if I have an electrici electrician come over and I have a permit for no no no no no it's not that at all it's not meant to I have a visible MIT somewhere so code can go by see it and check now it's an added layer for a simple job yeah we wanted to we wanted to relieve the this requirement from the more simple or the simpler jobs the idea was the more the more major construction the ones that need the fence that was part of the discussion that was absolutely part of the discussion it was where were you reading from 16 point definition of construction activity what I'm proposing is that in 16.25 and 16.3 point7 which read identical there just one's for the development one is for building permits is that prior to the commencement of any construction requiring requiring offence fening y okay requiring construction fence because don't we call it construction fence elsewhere in the code look yes but to be clear now I understand why you guys are concerned that was absolutely what we decided yeah remember I had two versions I said scenario a with offense scenario B without offense and we decided only to do with offense we'll see how this goes and we could always go back and add the other one later yep that's right okay good catch so where are you going to add that bread 16.25 and 22.5 and 16.2 I'm sorry 16.3 point7 we start 2.5 and 16. 3.7 yes okay so you're adding to the commencement of any construction activity requiring fencing okay looking to see if I might even say construction fence assuming that's the way your code reads I can't get mun code to pull up for some reason I just so 18.5 all construction sites shall be enclosed with a temporary construction effect shall be installed prior to the commencement of any construction I'm going to reference that section 18.5 okay with that resolved yeah do we have any other points that we want to make on this before we that's it for me conclude and then that language just to be clear that I gave to you guys that's Chris's job to go get that done that was language that we had all approved in theory we had approved it we we changed some stuff which I changed we translated it to Spanish and and to Ryan's request uh asked Chris to put a QR code on there that would direct people right to the code I I have a an issue with it I mean I don't need to agree with it completely I understand but it is um I just think it's it's it's really putting on top of the owner already a responsibility that is currently not being met regardless by the by lots of the contractors um at this point even without this contractors are unfortunately parking wherever they want and um doing it at different times and um the contractor needs to be held accountable and to that point that is code's job and I don't want to want to let the resident feel that it's a reminder of what he should know I think the moment you signed a contract with the village in terms of a permit um you are acknowledging with your signature and everything involved that you know what you need to do so I'm not I'm not in favor well I'll just respond to that I understand you're not in favor of it um uh you're right to all of those things however this is a way to get ahead of it and to try to make the problem be better and our code manager stood here and said this is a good idea heard yeah right someone has their hand raised in the audience Janie can I just ask one question no were you gonna I just wanted to ask a question of the commission first before I mean you have to sit down but no just very quick do you all want me in in those two sections that we were just talking about to also clarify that the cost of the sign is to be born by the property owner as long as we're doing this with changing it and the whole scheme of things for these big construction projects that they're spending God knows how much on the cost of a sign is going to be ablp to them they won't even notice it we're close to conclusion Janie so what do you have like to address Veronica talking to the microphone sorry I'd like to address Veronica's concerns I've lost count of the amount of times that we've had to explain to a homeowner that they are in fact respons ible contractors are not responsible if that code I'm sorry if that property owner gets cited it's a whole lot more expensive to pay a code fine than it is to pay a little extra for that sign which lays everything out because yes the permit says homeowner is responsible the permit does not lay out all the details and contractors conveniently forget what they know and I I thought I was correct and I apologize if you guys already covered this 7.5 detailed commercial vehicles and which ones can be parked where it's not about signage it's about size of the vehicle so that's kind of got it in Greater form but again there's no such thing as too much information the more we can feed our residents the less time they spend being aggravated coming in front of us and ending up with significant finds and I think the cost of a sign again cannot possibly be as great as the potential both for the aggravation and the cost of a code violation so I'm all in on it I think it's a great idea thanks for the perspective from code I just think if I can answer to that this could have a signature and be given with uh the permit um that's what I think the sign as a copy could be given as part of the permit and signed by the owner but not signed by every worker who shows up in the subs that show up today to do electrical and mechanical guys the guy on Thursday that's the for me the worker responds to the contractor okay can we take a vote on this and move on can I finish my point the contractor is the boss like you said to this guys not the owner some of the owners don't ever talk to any of the employees they don't have the need that's why they hire a so let's go ahead and move right into 11b which is resolution 2024 33 this is the piece the P schedule item uh Brad could you please read the resolution under the record for us a resolution of the village Commission of the village of biscan Park Florida amending the schedule of fees for services provided and regularly charged as specified by Village code providing for an effective date okay BR thank you do I have a motion to second to move this to discussion motion to approve okay I'll second um all right so let's go ahead and get started with discussion uh I know we had some comments already about the fee schedule items and and what we're proposing here um I guess the first question I have for the commission is do we feel uh that we can have this discussion uh without the manager present since he proposed the opening uh amounts for the fees and Brad if there's anything that you can are you able to add to the discussion or answer questions on this to try and move it forward in a general sense not how the fee was calculated but in the general sense remember this is not it's not a regulatory fee and it's not a penalty so what what you what you the fee has to be commensurate with the cost of whatever it is the village is trying to accomplish here it's processing a registration and maintaining a registry so that unfortunately to Linda's point we can't charge $10,000 for this you can't because if you do then you're starting to charge it it gets back into permitting fees and and um and and or a penalty I understand um okay so it sounds like what the actual Village Villages costs are for that processing that we just discussed okay and this is the amount that was recommended by the manager that yes that amount is based on a conversation I had with the manager when I was drafting the resolution and this is getting in a little bit of a hearsay problem but um it was it his representation at least that this was that represented the amount of that fee that it was commen with Comm with the cost we had a discussion I I explained to the manager when we were coming up with what the fee was exactly what I just explained to the commission and manager's response was $25 um all right so I guess that still then begs the question whether we think that we can adequately address this uh with without without the manager here to explain to us the $25 fee I had questions about how he came about that number is it based on staff time I don't want to charge people more just because we think we can that's not how this is supposed to work but I wanted to make sure it it seemed like such a small I don't know what an hour of staff's time cost but I did look elsewhere in the fee schedule for example there's a building administration fee I don't know what that entails that's $40 so I would kind of like Chris here to EXP explain how he came about this number and then while we're talking about the fee schedule I had some other questions in there I saw other things like um first of all there's a thousand typos in this thing I don't know if you guys noticed but there's question marks all through where there should be letters I think that's as a result of of what happened when it was loaded system because my version doesn't have those Tyles and then there's two versions that don't seem to align there are two versions attached that don't seem to align so I couldn't make heads or tails out of that exibit a is the one that you should yep and um what else should be cleaned up out in there reoccupancy where is that in the new on on this fee schedule because aren't we charging a reoccupancy that's not on there so this is about this item is about a short-term rental fee right but then aren't we charging for reoccupancy to Ryan's item that we tabled for tonight there's a fee attached to that I don't see that on here yeah so I had other question questions about this as well so oh I I can make the motion if possible to table it until um Chris is election or runoff election if necessary and providing for an effective date all right Brad thanks um Okay so we've already heard from uh three of the uh the people that registered um to qualify for the the interim position I think TI is on Zoom looked up I see I saw that as well I know um Tiffany Hill provided her information as well uh if she's with us so the name yes I'm here hi Tiffany so uh thanks for being with us um I do want to give you an opportunity since um the other the other people that had registered to to be appointed to the inter role they had an opportunity to speak on public comment for three minutes three minutes excuse me um about why they were interested in the role um what the qualifications were so I don't want to um not give you the opportunity if you'd like to take the three minutes to just uh provide that introduction I Happ allow you to do that um yeah of course um I apologize I'm actually on my way I was hoping I could be there any time I'm in the car so I apologize um but I know majority of you heard me all speak at the last time I was applying for this position so don't want to be too redundant and take up more of everyone's evening but um I do appreciate even being considered for interm commissioner and um you know I've been a resident for about nine years I'm involved in the community as much as I can I'm on the foundation board um I've seen you know from the outside perspective as being a resident and I just want to take the opportunity to help the you know communication with to the residents and and be a voice for the residents because as being a resident I see that as one main thing we're lacking and I would like to help bridge that Gap is being able to communicate and educate our residents more on what's going on and have them involved more calling them more to let them know what's going on what's their opinion on things because again every resident cannot be at these meetings we they don't know what's going on they don't know what's going to be discussed so us as a commissioner needs to be that Bon and communicate to them and get their point of views so that when we have these meetings we have as majority of our residents voices and opinions so when we make these votes you know we're we're making it as a whole and not just one-sided so that's one big thing I want to bring to the table um you know big goals of mine as as a lot of moms and other residents in the neighborhood is still safety theft traffic um you know the speeding um different ways that we can help you know save money save money for the residents you know apply for those grants uh for our city to enhance you know things enhance the rec center enhance facilities amenities for the residents for the generations to come while help maintaining the you know environment um as well as trying to think of all the little topics in my mind but those are my main you know goals and Main priorities I've I've seen as a resident so just bringing those things to the table and and just the number one thing is being a voice of our residents well good timing that was just about three minutes Tiffany thank you we appreciate it so um we're g to go ahead and move the resolution we get a motion on the resolution did I miss that all right so Tiffany thank you we've heard from all of the uh the potential appointees uh so do I have a motion in a second to move the resolution to discussion motion to approve second okay great so let's go ahead and move this into discussion I think we just really need to um talk about who would best fill the role for the next couple of meetings before we get to our general election and really I think the most important thing is um for for everyone that's listening that wants to be appointed really the most important thing is is the budget um that's the big one so I I assume that everyone uh that's here is available on September 26th uh because that's the first and foremost most important Point uh because that's our our second our second read of the ordinance for the budget we have to have it passed by that well really by that evening we're not available on on any other night so um ask a procedural thing sure did John Holland he's qualified he he did yes so we have four qualified candidates Pamela Tiffany John Ezra and Dan um and the way this happens is someone will eventually after a discussion we'll make a motion on one person they've got to get three votes to be appointed if not then we move down the line um and Brad if someone is is does not receive enough votes can they be nominated Again by someone else or by the same person not by the same person not by the the same person not by the same commissioner got have to be by a different commissioner got it um so and um just Mr Mayor if I may yeah please one other qualification or important thing I think that these candidates need to realize if in fact they're serving on a board they will have to resign yes I had a note to that point they have to resign uh if they're appointed and then appointment they'd have to resign correct and then under the new law they are they can be reappointed in less than a year correct so that's correct okay just wanted to make sure so it's good that's good news for Le Tiffany Tiffany are you aware of that I'm aware with the resignation but I wasn't aware of the they said it was so I would have to apply for the foundation board again if I wish after a year so it would be after no you can reapply immediately so you could you if you were appointed you could serve when your service is over on the commission you could immediately reapply and be reappointed that was a law that was changed in 2017 or something remember the foundation is not a board so the reason the reason why a member of the foundation would have to resign is because if if they were an interim commissioner as well as a board of director of the foundation they would be serving in two separate roles because under the charter of the foundation the commission as a as a body is the sole and single member of the foundation so you couldn't have a commissioner who's part of the body of being the sole member and also being a board of director it would be a conflict okay all right just so that's clear for for our folks that are are looking for the appointment that are part of a board okay um so I'll just open it up to anyone that wants to make a nomination at this point are we can have a discussion first is there anything you want to discuss I mean jeez what's happening to me now too look I I I see it um from my own personal perspective I think the budget and in the finance um positioning of this is is most important you know we have to pass a budget on the 26 and it would be helpful to have someone that has some experience with that so that's just the way that I'm looking at it um I not trying to kind of disrespectfully segregate any any folks here but uh for me personally um Ezra I very much appreciate being part of the process put your hat in the ring here I like the accounting background it's really helpful um for for my own personal perspective I think um you John kind of brings that and he's been a part of the commission already so if if I had to kind of put them one and the other that's where I would put it I would put it between uh Dan and and John so again I look at that quick she not playing so certainly no no disrespect there um that's just my view uh because our our first and foremost most important thing is is the budget so it would be between Tiffany I apologize kind of walked in while I was saying this um from my perspective the most important thing here is is just getting our budget pass and really understanding and comprehending that so a lot of things that you pointed out are very important they're just not likely to get an opportunity to really be fleshed out in in a matter of two or meetings or so um so from my perspective and I you know well open this up to the commission I think it's between uh between Dan and John Holland at this point just budget being the first and foremost concerned uh budget is definitely a big one for me uh for me I see that Ezra and John both coming from a finance background have the strengths in that that category uh I would personally uh not want to nominate Dan because I feel like that makes him an incumbent and then he he wasn't voted in as an incumbent and he would then be an incumbit through our election process so the same reason why we did not elect an interim commissioner who would want to run I feel like it should not be somebody who's running in the election for me it's right now it's Ezra and John for the finance reasons okay want I didn't prepare anything I I wasn't sure who would be here uh to talk so here's where I stand first of all I want to say thank you to all four of you because um uh you all know a lot about what happens in here and you know what a commitment it is even if the commitment is only for three months you're going to get sort of you know put through the ringer a little bit uh and the budget is clearly the most important it's the reason why we have to do this tonight um but then there is the opportunity to do other things as well um so you will be put through the ringer for a short period of time um okay so about the candidates um I love Tiffany Hill she's awesome and she does great fabulous amazing things for this Village so it makes me inclined to think Tiffany would be wonderful at this because quite frankly talked to her about running for a commission several times and it would be like a little trial period for her so I I would like the idea of Tiffany up here as well and she's such an advocate for the village and uh and such a strong voice for us and bringing Community together uh and then I'm all about a representation as well another woman up here would be great I'd like diversity up here I'd like us to reflect the community and right now we don't reflect three white guys and a Hispanic woman don't reflect this community all that well it could be more diverse up here so there's that too um then we have two former Commissioners uh who both know the process and they can jump in really easily and they know all how this works so there's a learning curve when you jump up here even when you attend meetings and then you come up here and sit down then all of a sudden it's like oh there's motions and things and what we have to do and how you have to prepare John and Dan know the ropes already and it makes me think okay for this short term it makes more sense because they can slot in I will say one thing about John Holland um he not only slid in up here and learned the ropes very quickly but he the dynamic was really nice when he was part of the mix as well I really enjoyed having John here it felt really good having him here and he gave a really interesting perspective onto some things um that I personally appreciated and I learned some stuff from him I do like the fact that he has one thing that he wants to work he wants to talk to us about after the budget's done and that is um I'm not even I'm such a not a finance guy that I I'm not going to word it properly uh but it's about you know taking loans out rather than paying for everything and I could learn a lot from him about that and from Ezra as well because I've had this conversation with Ezra too so he offers that as well but we have the benefit of John knowing the ropes already so I do like the fact that John mentioned that because when he brought it up at the end of his tenure and he was he was trying to get us to that point we never got there because were always behind on stuff um I thought o we missed out on something there and I promised him I would bring it back up when we got past the budget season now I wouldn't have to because he could be here and speak for himself uh and then Ezra has been really involved in the community he's been coming to meetings for a long time now and he comes to a lot of them and I've had conversations with him outside so I do like the the whole fresh uh face thing up here as well um uh and Dan has served the community as a commissioner and in other capacities John Holland has as well Ezra the one thing that is that separates you from the others in my mind is that you haven't served the community in some other capacity other than being an Engaged resident here which I love um so um and then to Dan so part of me says he's he's a he's I guess we could call him an assumptive commissioner you know barring him not voting for himself in November he's going to be a commissioner because as long as each of us of the three candidates votes for themselves are going to get on we have three people up for three slots right but then I thought about it I'm like okay it kind of makes sense to slot him in and he's going to be part of our group Let's us make him part of our group and get to work already it gives us a little jump start Ryan you bring up a really good point that it makes him an incumbent and we do still have an election and the election isn't to elect people but it is to figure out the terms and the village determines what the terms the top two vote getters get four-year terms and the third place gets a two-year term and that's a really important distinction because having two years versus four years impacts what you can get accomplished up here so I thought when you I someone else said that to me and I'm like yeah okay and then when you just said it I'm like you know what it's it kind of makes sense that we wouldn't want to put our thumb on the scale the same way we didn't want to put the thumb on the scale by appointing Tiffany or Dan when we elect when we allowed the village to elect you so all of that to be said honestly guys thank all of you like sincerely thank you and and this is the point at which I hesitate knowing that three people are going to get a no because I want you I want you to stay on the foundation and I want you to be a happy commissioner in November when you join us and I want you to get more involved in stuff and and and and be stay coming here and do other things for the village get on a board so for me it comes down to John and Dan as the two candidates that make the most sense to me um and those are the two that I think I would be deciding on awesome okay thanks commissioner so the good thing about going last that I love is you can say yes yes yes no and you don't have to repeat everything again so a lot of was said already I couldn't agree more with a lot that You' all said at some point uh for me would be between uh Tiffany and John um Tiffany I've seen you very involved and you showed um interest on the previous commission so this was a good test drive um to see if you really wanted to get hands- on Ezra I've loved your impo every single time so I'm hoping that you'll do it again um but I had the chance to work with John directly and to me as well it was very it was very rewarding to hear him with a perspective and knowledge behind uh an area that all of us are not experts on and he seems to have a very good grasp so it's been wonderful so that's why I would choose those two but and and Dan I I leave it to the people to make that choice I didn't want to be the one involved thank you and then um so those will be my two top would you like a motion certainly I'll make a motion to appoint John Holland as an interim commissioner through the election Brad for point of order we have a motion on the resolution this is just a motion within the motion correct the original the original motion was for discussion I mean this is kind of a hybrid because of the nature of of of how of what you're trying to do so the initial motion was to have the discussion over the candidates you've had that discussion you agreed that you all agreed to have a consensus to have a discussion and now you continue to be involved in the community as we go forward the commission um Mr Holland before he left stated to me that if he was appointed that he would get sworn in tomorrow because had a previous engagement but I will be swearing him tomor okay thank you madam clerk okay so uh that resolution is concluded so let's go ahead and start with the discussion on the old business um the amended agenda removed 12a so we will jump right into 12b which uh commissioner Amsler that was your item we uh moving into the disc discuss items try to open it again all right I'm just noting it is this is exciting to get to these finally so all right so this item I put in May 24 I wrote it okay so this was related to the police department and the changes that we had um sure you all um were part of the back and forth a lot of this was silent legally we couldn't get involved uh from the commission standpoint and the questions were what's going on eventually it all came out to um a process that the manager decided to follow uh in order to get us a new chief of police uh so I wanted to touch on three things I wanted to ask at that point or talk or discuss about what the the hiring practice the steps and the process uh that was in place to actually select the chief at that time it was pertinent now it's obviously not and I say this with all the respect I have for for uh for the chief I I really think it's it's been wonderful to have you on board I don't know if it's still on the zoom we lost them oh unfortunately we lost them okay but um this was more about uh we had a sort of a dark history when it came to the police department from the past at least that's how I I've got to heard a lot of what what was happening and I wanted to see things done differently um so I wanted to know about that transparency the process the how were we going to approach this um also hear from other municipalities what was going on how was this done um and in a in a way see if there is anything different that we could do I would have loved to see a process that was different than it was done before two times where we didn't reach to a happy ending in a way um I actually talked to Brad about you know how does it work in other municipalities at some point he had some ideas so I think if we would have been brought to the commission as a plan of attack sort of a plan laid out to happen between a month or so I know I I I am very clear about the urgency that we held at the time but that didn't happen and that sort of bothered me I was hoping this was obviously makes no sense now that's why I want to get rid of this item to be honest with you before I get rid I just wanted to let you know where I I stood at the time and it was on you know on the essence of transparency and having the community Buy in to a huge part of our budget a huge part of everything that goes on in the village it was the missed opportunity so that's all I wanted to say and I'm going to keep it short and simple the manager is not here unfor unfortunately I would have love to hear sort of his background on why the things happen the way it happen I've heard it of off the record I would have loved it to be sort of a discussion um but but I do feel you know and again now that we lended in the wrong hands absolutely by no means I want to uh take any sort of achievement out of of the of sheet steel but I want to be clear that I wanted to have more insight as to what the process was going to be um and I think the community would have benefited being part of that as well is that your entire topic I thought you said you had three things so yes so one was based on what we've learned regarding the department I wanted to understand the he Hing practices what steps and management taken to ensure that the process is transparent and sort of that we get the to the most qualified candidate that was number one is that for the chief I'm sorry is that just for generally in the department because I think hiring was part of the issues right yes so it was for the for the Department as a whole um and I wanted to see what other municipalities were doing about a position like like this and number three um is in the intro in the agenda you can see the three points um sort of Define a performance riew process to be included and how this was more into how do we don't land in the same area again uh what sort of processes are in place for us to measure uh that you know our department is in line with what is expected so I think a lot of it shift still has shown proactively to move in the right direction and I'm so happy to see that um again this happened when I wrote this was May so at that point it was very gray area it was not nice uh sort of a topic of a conversation to be brought up um a lot we couldn't talk because of legal sort of uh framework so now I can say I think we could have had a more uh sort of a discussion about it uh so that we all feel we proceeded with the learnings that we've had in the past um that that's all for as as context are you asking for comment back or a welcome comments of course I I agree with you 100% yeah and then some so my item that hopefully will'll get to in October that's also been on the agenda since May yeah uh is police related in a very different regard because I have some other um concerns about practices that were taking place in the the police department then that seem to still be taking place now now I don't want to sort of spill the beans on that until next month when Chris is here and the chief will be here I hope as well um I did asked that the chief would be here if he would be here tonight in case Chris showed up on Zoom so we could have my conversation as well so I'm bringing that back and then I have one very specific concern regarding our former police chief uh and something that went down with him and I want to make sure that's all if I don't know if you guys are aware of it and uh but that's the other thing I want to make sure you're aware of I have a very a rather kind of grave concern about something um now to what you said it's the manager's job to uh determine the process we have no official role in the hiring of the police chief police chief is like any other employee it's the manager's job to do that and we don't have a role in that so Chris doesn't have to ask us how he should do it or if we like the way he's doing it or what we think of the person he hired um that's completely his job and we hired him to do his job so we can't step into that and by the way I should have started by saying if the chief is still here listening if if not he'll probably listen on Zoom this is in no way an an opinion on him in any way I Great Hopes that he's gonna be the guy to sort of move us past this mess um but Chris could have brought the topic to us and and I would think given how the short amount of time he was in the job of Village manager that he might have brought that to us he never never discussed it with me personally and he never brought it to us to discuss the process that he used to find a police chief so did he have to no could he have yes would I have if I were in his position just to cover my ass I absolutely would have I would have brought it in here look if our former police chief had just resigned to get a better job or to retire that would be one thing and I still would have said I want to discuss the process with you guys some of you have lived here longer you have different experience blah blah blah blah blah for political reasons if nothing else I would have brought the topic to to the commission but the fact remains is that our former police chief resigned uh in the middle of stuff that was very weird and sounded scary and and went down in biscane park again unfortunately pardoned my French for the second time in 10 years with our Police Department went down given that I would have appreciated if the manager had brought it to us because now it was something really dark and all the more reason to shed light on it I think it was a really bad choice that he made further he did reveal to us who the uh he put together a committee to help him interview and vet people and interview them and a selection committee as it were and it was Chris Brad step in here and correct me if I'm wrong because I should have looked this up it was Chris it was Dorene grant our code manager correct BR who's not an employee of this Village well I believe I believe Dorene was one of the members that was part of that right VI she's she was so that it was Chris it was let me let me finish her it was Chris I was gonna give tell you who it was sorry no I was going to tell him who the persons were I I I only know it from it was Chris it was Dorene who is our code manager but she's not an employ of this Village she's a she works for a vendor it was Juan who's now our former public works manager and it was a former or current police chief from a neighboring municipality I believe it was North Miami Beach current it's a current current okay yeah inami okay North Miami Beach North Miami North Miami North Miami or North Miami Beach North Miami Beach Miami Beach so the selection committee was four people a sitting police chief one makes sense to me a public works director who's only been here for a couple of mens months that one doesn't make a whole lot of sense to me a code manager from one of our vendors doesn't make a lot of sense to me and the village manager who's never hired a police chief before that's not the group I would have picked and that's not saying anything negative about any of those people I happen to think all of those people well I don't know the police chief from North Miami Beach Doren and want I thought do great work in their respective roles here at the Village but there are not people that I would have chosen to help hire a police chief particularly given that one of the candidates the candidate that was selected is a coworker of two of the people so Dorene and Juan work alongside the then interim acting police chief they work at the pleasure of the village manager their boss and if there was any indic ation from them that they wanted this guy picked their coworker I can see that they could feel pressure on them to do that and I would put together a selection committee that felt no pressure from anybody hands off had no role in any of it I would have found three or four or five people from other municipalities and I have to think that if you put the call out to city managers across the State of Florida City yeah city managers across the State of Florida saying hey guys I'm going to pickle down here I'm the new guy down here I don't know many people and I've got to hire a police chief at a dark time in my municipality I need some help people would have stepped up in help I would think the law enforcement Community would help out like that so Veronica I'm very much in align aligned with you and I'm very glad you put this topic on the agenda and I wish wish Chris were here because it was not the C not the hire that I have a problem with I don't know I don't know I don't know I wasn't part of the process and I don't know the other people I don't know who applied in my case I'm sorry let me finish I'm almost done it's completely process yeah and the people involved in the process and the fact that I'm always looking for ways to make sure something doesn't look bad I don't want people to ever want to point to something and go well that looks fishy two employees who work alongside that guy who answer to that guy for their jobs were part of the hiring and yeah I'm sure they got a little wink wink across the table that's the guy I want it just it just opens the door for all that kind of conversation whether it's valid or not I don't know yeah but it's just it was a process thing that I thought felt was um a bit naive and uh immature or something as important as police chief if he were hiring a public works director okay but the police chief the law enforcement official of our municipality replacing someone after something odd went down all the more reason to turn on every light in the room spotlights on it everyone pointing at it saying that's it everyone look watch watch watch watch watch I thought it was a really I thought it was inept so I I want to be clear so this feedback was given to to to Chris so I spoke to the manager about my feedback about this was part of the evaluation we discussed it I specifically found out about the outcome of the elction um from a resident after following up on what the news were we couldn't hear much about it at the time because legally we couldn't you know information couldn't be shared so I would have loved to be more transparent I would have loved to be call first um not sent an email so this sort of very specific feedback I gave it to Chris I understand he's also doing this for the first time so I was very cident too I understand you thought as a manager you could do this and it is his you know decision and he has the right to act on it um not us like you stated so it was very clear I came more from The Advocate uh Advocate your issues Advocate your your your highlight the issues that you have an advocate the solutions and this was a solution a very important one to bring forward so again as it's in the past we've talked about it you know several times with Chris um he's aware how I feel about it um but I thought it was a Miss opportunity yeah back to something you said I'm not sure I understood you said you heard who was hired from a resident yeah so it was posted on the website and Chris did send us an email but I don't carry the commission email with me all the time so a resent was like oh I finally saw that they hired and I was like what I've been wondering what's going to happen for a month so thing I might have picked up the phone and called all five Commissioners personal phone if I couldn't reach on their Village phone and said yo no I could have I could have been reaching my phone I just didn't read the email on time so I think it's a process thing again and a feedback I I gave to Chris that's it yeah the one thing I will touch on that when Mac was talking about that's a very established process throughout municipalities when it comes to promotion and the hiring practice it's called seeking assessors you put it out for all municipalities I get them from Seattle Atlanta all over the municipalities usually will pay for the person's lodging food all those things so there's an expense included in that but yes that's a very established practice to ask for assessors that come in from other nest and to be honest what word you as for seing assessors I so it's a very common practice and even in corporations that they do you know you would sort of ask for people with the same in the same field they a touch and different ways to um help you with the with the evaluation and I I think that's wonderful it needs to to happen I thought um we could have been more involved as to maybe I don't know there were um committees in other municipalities Brad that you brought forward there were actually other examples in other municipalities as the way they how they did it there's various different ways of how how they do this can I can I just interject um because I also wear an HR hat in the office we did go out to other municipalities for processes and procedures having been doing this for over 20 something years I had some examples that I gave to Chris but I also um well he also asked me to get processes and procedures from other municipalities he also did engage with other municipalities asking for persons um to sit on the committee which is one way how he got the other police um having and and no defense or or anything but just having department heads sit on that type of committee is not strange to municipal government that's how you hire your upper um as a matter of fact there's a whole process about you know if you're hiring an admin you have people who are on that admin level sit on committee to hire if you're hiring a department head you have people on that level set on that committee um but he did do some background work because I assisted with that I chose not to assist with the actual interviews because I couldn't do everybody because I would be out of town at one point when that happened but there was some research done just so you all know there was some background well I don't doubt it was I don't I'm on any way I am saying it was a wrong process or it wasn't done a appropriately in terms of the research and the people that were pulled in I'm sure are very good professionals that can give their two cents I think here first this item was brought up before the chief was elected so uh or appoint you know chosen for the position so I I think between you know seeing that there is an interest in the commission at least on my end that this could be maybe a broader conversation to be uh bring you know put forth uh and then decid and just to go with the process because of the urgency and I also understand that um I think in the middle we could have found a middle point yes especially when you're new to the position new to the role because Chris hasn't been a manager before and this is a very I mean it has a bad history it has a bad um sort of a cloud around it this inspir particular we weren't without someone leading the department now Chief steel was acting Chief we we had a leader in the department it wasn't like we were rudderless at yeah like accelerate this for some reason I still wouldn't have still would have wanted it to be better a better prod yeah so it was not a rush that's the point is uh it's a learning curve sort of for him is a learning curve for us as well I think if this I hope it doesn't happen again at least in the next two years I'm here but if it does that um I would sort of you know as the process maybe to be thought differently that's all yeah certainly um yeah at the risk of of of us not get to not getting too bogged down um it's an important topic and I'm glad that it's on here here and I'm glad that we're going to talk about it again and there's going to be some additional items that commissioner kened is going to bring to our attention so it is important um you know but I do I I do to to the point that you made want to make sure that we focus on okay it happened uh we know about it I I want to be careful about what I say in the public forum about what happened because there are confidentiality issues there are open issues that um we want to make sure that we don't touch upon um or or violate legally in any way I don't I don't know not the point um but the point is you know we're now aware of what happened to your point the item was several months ago um but now we have the opportunity I think now we have the opportunity which I see as a very positive one to look forward at how we're how the department is is uh writing the ship so it'll be good to focus on that um I'm I'm looking forward to having the chief and the manager here with us to talk about it a little bit more substantively um and looking forward to of the items that commissioner kenned is going to bring to our attention as well but it's it's important I'm glad it's on here I'm glad we finally got an opportunity to talk about it a little bit in a public for amongst the Commissioners um so that's a very positive thing and I I think that in addition to some of the things that we would like to see maybe corrected or or changed um we can look at some positive change already happened so um if there's no other discussion I'd like to end on that that positive note uh knowing that we'll come back to it and we'll we'll have the benefit of the manager and uh and the chap with us next time John Holland just texted me he's very excited that he got reappointed to the commissioner excellent I'm glad that he was able to join us again um okay so commissioner AMS if there's no other points on 12b um 12C we still have on here this is the foundation item this one came up several months ago as well mayor I will say we have 20 minutes left oh goodness all right well let's let's get this one done because I think um I think it it should be rather quick um based on the just based on the relationship between the commission of the foundation um stop me Ryan is in real fast so you don't have to worry about stopping yeah sure you know what why don't we do that take second I believe so it'll take just a second good for me to go yeah of course go ahead please so the fap Grant application uh some back history for it I met with Chris and the grant writer we took a walk over to ber Recreation Center the initial project was just to apply for a grant with Grant matching funds to redo the Tot Lot I brought it up to Chris that it doesn't seem like the best use of funds to me to I'm sorry R I can't sorry I brought up to Chris I don't think it was the best use of funds to use some of our CIP money for Grant matching funds when we're using all of our $90,000 to pay for pickle ball what a better better solution be to combine the matching funds for the Tot Lot with pickle ball and all the other Recreation funds that you see are divided up into different places in CIP bring it together to a $200,000 match to a $200,000 Grant which would be able to Chris feels uh confident be able to get us new Tot Lot new playground and the pickle ball Allin one I to me I see that makes a better solution in researching and doing that we need to notice a public meeting to discuss the the grand application and this is a pointbase system and if we hit all our marks you get more points he gets more uh more chance of getting funded another major point Point uh in the system is amending our CIP to reflect the name of the project so we come up during our project we would come up or during our meeting we come up with a name we would change the line adopt the resolution changing the line item to Ed Burke playgrounds and pickle ball and our total match of 200,000 it's the money is already there it's not really any more money we'd have to put into CIP it's just reallocating the funds that are already earmarked for rec center improvements that already earmarked for playground improvements that are already earmarked for pickle ball and just combining them into one for one major project that gets everything done at one time that's that grand application and then as I research and I found out that if we modify the project a little bit when it comes to the butterfly garden uh refresh to make it more appeasing to the state adding picnic what they call Picnic facilities which would be picnic tables things things like I'm sorry Ryan to be such a bug sorry I think if you lift your microphone up so you don't lean over so that better okay so modifying our plan a little bit or the the parks and Parkways plan a little bit adding picnic facilities uh small play items for toddlers and things like that we get the point system the same points we would get over at Ed Burg that makes that attractive for the state legislature to fund that project at well that project they only ask for $50,000 $50,000 is no match so that's free money they would give to us it HT I I don't see it hurts to put the application in and see if we get the grant back one good thing I did and do my research the last five years the state legislator has funded every project that qualified yeah haven't said no to anybody as long as you didn't mess up in the paperwork they didn't say no so I see it as a great opportunity to move forward both of these projects yeah at least ask I think we have a huge backlog of asking for for money and we need to start using outside resources to get Grant funds in to start redoing our playgrounds redoing our medians and things like that uh do would have to in that in that case in the terms of the rec what's the matching uh request so if we did a all-in project it would it would be like a $400,000 project our match would be 200 but that those funds are already in CIP 990,000 of it's in pickle ball so you're almost half in one project there's money in for rec center improvements money for rec center playground improvements there's if you add them all up it's an excess of the $200,000 we need to match that those money are those dollars are just sitting there there's not really any plan going in place so this is this is giving a plan and bringing in 2,000 addition additional from the state using those funds for matching to get a all-encompassing project done now when you when you go for those grants do you have to list exactly the projects that are under it and if you have to sort of comply this stage we have to list the project goals and a rough budget we don't have to get specific we can't get specific because that would all have to go out to RFP but it has to be a rough estimate of what we think each project would could cost and there's requirements that 50% of our of our funds used of the for that project the 200 the 400,000 have to be for primary structures yeah so like the playground yeah that's and we would easily qualify for that one that's how I saying we have to modify the butterfly garden so that 50% of those funds are for primary structures picnic tables Play Elements like that but ground cover and stuff is part of the the play element and the picnic table so it all it can be worked out with from the finance perspective um so I'm going to be very straightforward with the question is I'm not pro pickable so are we saying I want a grand that has a pickable and three more things and by that we are committing that that's going to happen I I will say I'm not pro pickle ball either but what I am Pro is getting the best benefit for our dollars as long as we add the wiggle room to them vote among ourselves what we see and we're the rack manager will come back with the projects that he sees highlighted and he needed the must you know the toddl not be in touch for years you know if is a canopy that has been broke you whatever might be as a must and then the wish list that we already have in the CIP we're not committing to anything by putting in the application and as we and I I would always advocate for doing community outreach for this project for the butterfly garden and as we do those community outreach if the response is negative we can always pull our application we have up until funding to pull our application with no negative benefit but if we don't ask for the funds we have to wait a whole another year to ask again and if as I do my research on grants there are so many grants that we've missed those the there the list goes on and on of things we could have gotten paid for that we're paying for out of our own funds are you getting online to see the the where are you getting all the list of Grants where are you doing the research there's a there's a bunch of different ones and actually something I'm going to bring up later is that the Florida Le of cities has a grant Association that will help us in getting those grants as well so there is a to that point so we already have we have two licens to go into the library um I that that's a separate issue I'm sure we I don't want to take more of the time we have but um the other question I had for is so are you saying that by going forward with the grand um request we would need $200,000 in essence because that's the the money is already in CIP I know but my question to related to that was it's in CIP on projects that still have not happened and we have one year left meaning that's they're going to move to next year and we're still going to have 2024 plus whatever we have 2025 am I reading it correctly yeah but that's I can't remember exactly what the number was so end proposed right now but that should very little that's what I'm saying versus what we had we did that with the knowing we had the ability to have Chris request move we had we have like $600,000 that we we're just setting it aside in the reserve so we can pull it over we would have the budgets available that's what I don't not have talking about the budget specific in front of me I just was wondering when you asked for this grant that we have the money it would just be moving it from somewhere moving it from somewhere and remember $90,000 from pickle ball was funds we funded two years ago that's still sitting there and nothing's happened with it the other align items are for rec center improvements but there's no there's no projects slated for that fund they're just funds that are just sitting there wasting away okay I'll respond very quickly your request is for a special meeting to discuss it yes I don't want to discuss it tonight we have other stuff to do so I'm I'm a yes and we'll figure out a date on the calendar I will say this I'm at that point I'm going to want to discuss these projects and um uh and more detailed what would be included because the 114 Street median literally landed on our laps here at a meeting and it's not been discussed with the community at all and that is way too major of something for us just to say let's fund it with a grant and use some of our money to match and so I'm not saying no I'm just saying that there's a whole process that has to and I know you said said we can still pull out at a later time I would agree when that process is made clear because the community is going to want to definitely have eyes on that and because it it is funds of ours being used and grants that could have been used for something else uh and same with the rec center I think there are other things at the rec center that need to be addressed seriously like I would like to get rid of all the surface and bring in that pack rubber stuff that that was that was part of the quote Yeah because in place some of the stuff over there is just ridiculous so um yes to the meeting request let's pick a date and I'm there I'm a yes on the meeting request as well and oh Mac I will say that I I completely agree Community involvement is one of the things I was going to bring in for our budget that parks and Parkways was uh very uh enthusiastic with reaching out to the public and we maybe we should earmark a little bit of funds for them to produce flyers and some kind of survey campaign even a small amount of money for them to get community involvement on this project could be huge for them so remind me um vice mayor the application opens the period opens October 15th it opens the 15th and closes at 5 o'clock on the 30th okay so we this I mean it times up well that we we could have this maybe attach this to the opening the opening of our September 26 meeting where we could start with this and then the budget the second read of the budget ordinance could begin immediately thereafter is that the wording can we do it the other way around because I I want to be sure that we go through all the numbers first to see where do we have the room for that we need to get that budget yeah we definitely need to get it done want this to impact the budget we if it's going to go into CIP and we're going to rearrange in CIP as it exists that's easy shuffling the decks but I agree like flipping at first I did we've got to get that budget done there are three departments we haven't gone through now we have someone new joining us and we've got to get through it and I have questions about stuff and quite frankly I've said it enough time I don't mind saying it again I don't trust what's going to be put in front of us is going to be clean if it was just me running through going yep yep yep yep yep yep yep I vote yes that would be one thing and I don't think that's going to be the case what if we set this for 5:30 and we six o'clock is the deadline we switch right to the budget I would I would do five I just don't want to impact the budget meeting in any way at all and I will mention that if we're if we're talking about both Grant applications they're each a sole meeting so we would have to have a meeting for Ed Burke talk about it close the meeting open the meeting again for butterfly garden have that meeting and go vice mayor correct me if I'm wrong but as a condition of these grants you and I talked about this a little earlier um the resolution modifying the CIP has to be part of that meeting because you need that for the Grant application yes there's two different point sections there's one that's a larger point value which you actually have the CIP already amended and then there's a smaller subsection where if you just have the adopted resolution that you will amend the CIP pending the the uh Award of the funds you get points but not the full points adopted resolution is the modification of the CIP once you pass the resolution the resolution would be to modified but the CIP sets a loan separate in our budget and we can we can mess with that without it doesn't impact our budget per se that we're going to pass I would be I'm personally more comfortable doing it on a different day and not me I don't want to mess with that budget we cannot mess this budget up and I don't want anything to to get in the way I would do it on Friday afternoon Friday the 27th in the afternoon I'd come in here grand clock and do it Brad can you zoom in for that one probably can you might want to make sure that the grant doesn't require sometimes those grants require the meetings to be in in the evening so that people can attend can it be after the budget well we have to have it the application ends the 30th so we have to have the resolutions done and the meeting completed and the application in before the 30th do you mean the night of the budget here night of the budget I'm afraid that might be at 2 in the morning we cannot make the the budget meeting any earlier because of our noticing requirements so you five o'clock if we say if we all available five o'clock to start at 5 then why don't we just why don't we just say four and if we're done 45 minutes early we can run to McDonald's and get a Sunday I'll treat and I I have a hearing downtown earlier in the day so I don't know that I'll be able to be back for four o'clock I I could do five I yeah I this this are the things I was talking before you know we started spreading like we have meeting over the meeting and the before and the after and I I don't know if I'm going to be here I land the day before so um we'll have Quorum I'll be available at 5: you're available you're available at five yeah so we have Outdoors initiative with that now having been canceled is that a moot item or is that something you still want to discuss I would still like to discuss it it doesn't have it there's no timeline on that I know that although they delayed that project it is going to come back they are taking it back to the drawing board as the governor said uh so I would like to eventually have a discussion maybe we could just send a letter that we oppose you know always uh developing in Sater state parks I got you okay I mean I'd like to have a discussion about it then I just didn't know if if it was kind of a moot point since it been canceled but um so let's let's leave it on let's go back to the foundation item because again I think that this probably would be resolved somewhat quickly um because of again because of the relationship between the commission and the foundation would you like me to make a motion to extend the meeting for you you only have five minutes sure um extend it to 10:20 is that enough time okay and then we then we can decide to kick it down further yeah we can always ad second all right fine all in favor I I okay all right so the foundation item so Brad I know that we've talked a lot about it in in talking kind of generally about direction direction that the commission can or cannot provide to the foundation now these uh some of the items that have been requested are are some things that I I think as we discussed can the the commission can sort of kind of acques to rather than provide specific direction to the foundation because the foundation doesn't really act at our specific Direction but can you just kind of clarify that so we all have the benefit of the understanding of of the relationship sure so um the foundation is an independent entity that acts on its own um you you have um you as a commission have appointed board um board of directors whose responsibility is to run the day-to-day operations and The Business of that entity so the commission does not get involved in that day-to-day operations of the of this entity um you you do have control over who the board of directors are as a commission you have the ability to um appoint and or remove any Board of commission or Board of director that the that the that this commission um either wants to remove or or um Place removing a board of director has to be done by unanimous vote um you you certainly can give guidance or or not guidance wrong word you can give your desire Ires your wants um your Visions with regards to how how the um the this um entity carries out its function however that's all it is it's just your vision it's your suggestions and it's ultimately the board of directors that will direct how the how the entity moves forward and what the entity does however to the extent that they are taking on a project within the village so they're going to either construct something or revamp something that the fact that it's it's Village property the the commission Andor the manager depending on the nature of the of the project have the ultimate say is whether or not it can move forward or not but the day-to-day operations of the foundation are within the board of director per the data data operations are one more time within the board of directors and solely the board of directors perview not the commission correct okay right right so just some of the some of the items you know that that um the foundation is kind of requesting some comments on on the existence of and the current serving of its board members uh the current service of the officers and the continuation of the the projects you know short of a direction from the commission that the commission does not want the bo this or that board member to continue to serve short of the commission saying we do not want this to go forward this kind of just it will continue to serve unless we direct a change not direct a change that's not that's not not the right way to say it do as you said like uh by majority vote remove a board member or if right there there's a criteria for removing the board members it has to be um by majority vote of the commission and there has to be a finding that the removal of that board members in the best interest of the village so it will continue to exist in and serve as it currently stands unless we take any this is not the right word but I'm thinking like bankruptcy phrasing like negative notice like taking any negative action or action to the contrary well I think the best way to explain it with regards to the board members themselves because the the mere fact that the commission has not brought anything forward to remove any board member says what it says that the commission feels that those board members are acting in the best interest and the acquiescence the acquiescence thereof is is yes the direction basically correct so as far as direction as to projects you all as a as an elected body as a collegial body can make suggestions say you know we'd like to see something happen with the butterfly garden or or what whatever the project might be and you can bring that to the the foundation's attention say this is this is a this is a hope or desire or a wish of the commission but it's ultimately their discretion as to whether or not to move forward on it and how to move forward on if they want to seek your advice they can certainly seek your advice and you collectively again here's our wishes here's our desires here's our visions and they have the ultimate decision as to how to move those forward understood okay so then as far as unless anyone else would like to make to to move or or introduce an item on this I think by you know by the fact that the commission hasn't said anything about wanting the foundation to change or removing a board member or office or anything or anything of that nature uh that it is that it's it's the desire of the the commission that the foundation continue to operate as is I think that's inferred by just by in action right right that's what I'm trying to get at is because there's been no action by the commission to the contrary it will continue to go as as it currently is so without providing specific Direction because that's not the function of the commission this is kind of the answer I think I think that's the best way to say it without providing any specific direction or demands of any kind that's the right way to phrase it I just wanted to have that understanding with respect to some these because I want to just be careful I don't that we're not I know it's just so vague with the with the foundation you gotta like tip toe around conversations I just I don't want to I don't want yeah we're not we're not directing the foundation to do anything we're not we're not demanding we can we comment on this yes so that's that was it I just wanted to have that background that number one should the foundation exist yes should the members all stay sure if any of them want to make a change they can let us know number three who serves in what role it's their business to determine who serves in what role on their board they can do whatever they want to do and regarding moving forward with the project absolutely um now given that it does impact an actual Village asset the rec center there should be very close coordination between the board and whomever the manager decides should be involved in that the rec center manager because it's his building if they were erecting a shed at the Public Works facility I'd want the Public Works director to makes sense that he would be the person he or she would be the person directing that you understand what I'm saying so of course there needs to be coordination to make sure we're getting what we want and there are no surprises and all that good stuff Brad I have a question for you um who gives them who do we decide who gives them permission is it our job to even say the manager should be directing them and approving things or the rec center person should or we should as a commission how is that decided I it's depends on the nature of the project um but it can be done you you certainly can give the manager the authority to to approve these things I mean some of them I think are within his inherent Authority because it's a building that he's in charge of I can't hear you Brad I didn't even know I shut it off um I don't want to hear myself anymore um most of it would be within the manager's purview to decide whether or not a project should move forward or not that's s that's suggested or recommended by the foundation um the manager certainly could seek guidance from the commission okay by way of um putting it on agenda ultimately Chris decides okay so then okay I I need a clarification on that so the manager directs what's going to happen over there and he has to approve and agree on everything that's going on they need to deal with the manager on this and if he says deal with the rec center manager he can do that or some part of the project or all of it but ultimately it's not us it's them working with the foundation we did approve this project so at some point if the manager decided he wanted us to kind of have a status and give a thumbs up or the green light to continue or change something he could bring that to us or the foundation could always report to us and say we're working with the manager but we'd also like some input from you guys so Al basically we kind of sit back and let it happen and hope they all work it out now there's something else in this item where she talks about her Rel the the president of the foundation Jill Gren and she talks about her relationship and her working relationship with our village manager it's it's in you know she addressed us here a couple meetings ago and it's in tonight's item as well and let me just put on record I believe her so I just believe her I believe Joe so um they need to figure it out they need to work it out um I would like this project done it's been taking a long time and I know they want it done and they have other things they want to work on as well and if they need something from us I hope we hear from one of the board members is here tonight the foundation members is here tonight if they need something from us I hope we hear from them and I would like to hear a status from the manager on like sort of where this stands now and when it's going to get done we need to we need to we need to finish this yeah I completely agree it's a yes on all four to me uh I agree that it's up to the manager to decide who oversees this project whether it's the wreck manager or himself it's ultimately his decision but um I you know I think that there needs to be some Village oversight when it comes to you know Village buildings and Village property um on the same note I think uh you know when I was asking when I was reading the asks as to what um the foundation wanted to see answered from the commission a lot of this for me didn't fall within our responsibility in a way um so yes of course the foundation is vital and we want to see it and we want to see it doing amazing um in terms of the members they need to decide that um and in terms of the rack itself of course it's a project that's been going on for a long time got certain money from us as a donation so you're talking about public funds going to support a rebound so if I if I could ask uh since this sort of falls on the commission now some of the conversations I've had with residents are more regarding the length of the project itself and also the ways in which in which it operates as to how the decisions are made whether the books are donated and then they disappear and it was an issue and why did the disapp and again this is you know part of what you all do and I'm very thankful that I'm not in those conversation and you all take on of as to you know what is you know relevant for a seven-year-old to read I mean this the reum looks amazing I love what I see so far I love just to go and see the colors and the new equipment and the library um but the feedback I get for some parents is uh why are my books there when is it finished you know it's been a long time and and I think maybe I'm saying this from the perspective of representing those concerns now that this was brought up to us as to I would love to see a timeline Associated as to when this is going to end and whether there is a a resistant from staff is it you know an issue internally that needs to be solved well Define together a deadline so we can all commit with everybody to say this is a project going to end by the end of the year also well then let's ask Chris can we ask can I finish my thoughts so uh I think I'd like to see that I'd like to see a time frame of the project as to what's pending and I thought Jill was doing a sort of enumerating the things that were done and things that were coming and I was like it's it's amazing so maybe by the end of this year this is check and we can sort of celebrate the rebump of the wreck with a party like we can invite the entire Village to come and check out the new TV station the new books in the library that would be amazing uh and the other part of it that I've sort of got questions about is about the money right so there this is public funds that we also did uh given so how are we in terms of that is it did we budget for a certain amount how much did we spend um and sort of do you guys need anything and I spoke with uh pretty much all of you I think one of you only not um the feedback was you know everything's moving forward yeah there might be more needs in terms of donations and specific things that you might need I think I would love to support you with that from the commission and you know obviously as a resident but um I think if we could answer those questions a lot of that would be elevated for for for some of the concerns that came forward but as to the existence of it who's running it that's for you guys to decide I am I couldn't be happier and more thankful for what you do so let's get real specific I'd like to report back from Chris at the October meeting about the status of this a timeline and a budget where we stand on money what's going on let's get it if he reports back to us on October and he needs input from us Direction he'll still have time to meet your deadline Veronica that you'd like to see it done by the end of the year but we need to know what's going on and it's Chris we just determined it's Chris so let's have him report back okay sound good yeah I think I think that's a great way to identify what needs they have and how we can help them meet their timelines so answer to the question of the foundation we are happy with sounds like it I'm not going to speak for everyone but it's the commission is happy with the foundation and the work that you do it's vital um and uh we hope that you continue to do the good work that you do here for biscane Park and we're appreciative I hope that answers answers the question I know Joe is still with us so I hope that answers the question um um okay so um having resolved 12C I know we've got about 10 minutes left with the remaining discussion items that we have are are we confident that any of these can be tackled in that amount of time um not 12d maybe 12 G Arrow did you get your F or G done I was goingon to say f maybe F yeah which one is that that's the Aquatic Center yes thank you okay going from I jumping one we're jumping around but that's okay we're we're going to knock some of these out right so that is sort of this item represents um some um feedback that I got from residents related to the use of the Aquatic Center in Miami Shores uh we pretty much have the ability to use every every sort of um uh um building and U public building that they have available from Summer Camps we can register at a special rate but we can use even the library at some point I try to go into the library they told me I couldn't but now I found out you can you pay a fee and $75 a year and you can use and take books so um except for the Aquatic Center so the Aquatic Center has been a question marking from a lot of residents related to a pool if you guys remember in terms of the the strategic planning that we did a lot of people are asking to see hopefully a pool in the village that is seems almost prohibited within n budget but creating an alliance of this sort will be great will be answering to that as well and I put together a letter uh as after we discussed it that was a recommendation that we kind of put together uh a letter sort of representing the the commissioner the the commission as a whole that I will bring to the uh the Miami shes um village The Village Council sorry they have the council another commission um in the next meeting sort of represent um us with this request so I wanted to gather your feedback in terms of of the letter is there anything else that you see missing or you would like to change I'm very um open to make any adjustments to that I did run it by um BR as well of course and I think it represents our opportunity to open the discussion I what I don't want us to go to is to say exactly what we want because that is sort of Narrows our negotiation in very you know very tight I'd rather just say we're here we understand why I mean I had a in the league of city had the opportunity to talk to the mayor about this you know and um uh the former mayor and so I think that you know the will is there just to listen to what we need and what we want to discuss and then have hopefully the commission come forward with as to how that sort of agreement could look like are we talking about specific days that we could use it are we talking about a a differential pricing that we need to consider which is now in essence uh active right if but you have to be invited by a a resident Miami shes in order to get access um so I really would love to hear back from uh the shores as to what could be done and there is already an agreement in place uh with beay Harbor beay Harbor pays $50,000 for the usage of the Aquatic Center um to get their rights as residents so the sort of the benefits that a res president would get with the Aquatic Center um we don't have the budget that Bay Harbor does and so we are seen in different um you know perspective when it comes to how much money we can spend but also we are very different in nature by being neighbors we are truly connected in a way that Bay Harbor probably is not just because we're close uh and we have our kids kind of share the same Parks you know I see moms REM me Shores at the rec center and I spent years on the Tod Lo on on the shores so the school system all all of the things we share I think put us in a different sort of a conversation so I would like just to open the door with the letter and get your feedback other than the date other than the date the day a bit old love it I love the idea yeah it's a great idea I think it would be fantastic to try and open up the bridge yeah so to speak and I don't want to um you know put out there the expectations that this will be we would all run to the aquatic first day of the summer just we're going to try we never I don't think effective for what I've asked around we've effectively gone and asked for that can we do this and how could it be structure um we are open to Tuesdays in the afternoons you know like I'm I'm really hoping there is a window of us testing it out we you know is it at capacity is it not a that there not a capacity then we can be contemp plated um again something that our resers I think will benefit from and I think I try to find this data we don't I mean I don't have it at we don't have it at the the tip of our fingers I don't think is how many people we currently have the have pools the statistic is that Florida is around 30% I would say we are much higher considering just residential and after all the renov that happen in the village so we're talking most of the people that have pool is not they're running to use a pool the purpose of the usage is social it's the birthday parties is the connecting with the neighbors is the event nobody maybe gets in the pool but it's the idea of building that neighbor sort of a field that we have with every other event so that's what I'm hoping I can convey on their meeting if I have the opportunity okay yeah thank you yeah I think it's great thank you for taking on this initiative it's something that I was interested in when I saw the bal Harbor uh agreement and you know I hope it starts the conversation and it doesn't hurt to ask and the letter looks great awesome thank you uh it's very eloquent and you're the perfect person to spearhead this on our behalf you'll be the perfect representative a couple of specific things I would edit it down a little bit make it a little bit shorter okay um I would ask up at the top I would let them know at the top what you're writing about because sometimes you can lose people when you take too long to get to the to the to the topic people will start stop reading um I would address a personal version to each council member rather than to the council as a whole address one to each person IND individually okay so make a one that goes each each one of them okay and then if you're going to go stand and present to them you'll be addressing them as a group Al they each have a just just a little but um I would add that we have appointed you as our representative on this matter and make it sound very official the the the the commission of the village of bisc park has AO Ed me at a meeting to be their representative on this matter so it's very clear that you're the person representing us officially um and then I would ask them for something specific at the end of this decide what that specific thing is what you that you want I think you want a meeting and I would ask for I mean you can decide what that is but you might want to be very specific I am with this letter I'm officially requesting a Meer with meeting with the appropriate staff person that you would appoint to this that you would direct so then they'll they're going to say yes to you a good idea I request I was like wondering about like an action point that was really close the deal and the deal here isn't a deal on the whole thing the deal is someone talk to me yeah the deal you're closing here is a meeting ask for a meeting ask the council to to direct someone on their staff to act as their representative to have this conversation with you as our representative and that you'll be reporting back to the to the commission here and we hope that this conversation can move forward in some way perfect yeah um yeah and and I did have an intro with most of the commission uh on a one1 that I did many months ago so hopefully um this will stay top of mind you know if we reactivate it and I get some feedback so okay thank I think it's great um I would extend the meeting for till 10:30 if you want to do 12g Vero and get through your Rec are books appropriated for for a certain age as well that's been curated by the foundation um if I play you don't see much it's just two seconds so it's um not even a second so it was important for you to see it as content text um that that sort of was the discussion um there was a chat back and forth with moms talking about how this was appropriate whether it wasn't appropriate whe the the question uh was around is it something um hold on leave am I off yep perfect um what can we do so I talked to to our attorney as well as to what can be done um I don't want to miss anything so the I'm going to kind of read on this real quick um it was reported was a homeless Mel and I put quotes because we don't know that as sleep it really doesn't matter it it was leaping inside the recck center on the foam Rock by the todler book area and the incident was reported by a resident to the rec staff and the police and it was flaged by several other residents as a safety concern considering this is a kids area and the frustration was more about what can be done or what wasn't that the time via the rec staff or the police um but what can be done is actually the question here that I posted to our attorney um is a public property so what sort of laws uh are in place that you know protect this freedom and what can we do around those um we have several kids uh programs running as you'll know we have a third of our village as our kids so this is a huge issue and this is not to and anyone underestimate the safety of ar ar is very safe we have police constantly patrolling police standing there the relationship in terms of urgency that exists currently between wck staff and the police it's been brought to my attention as very um sort of immediate that that you know there are protocols in place actually um that I did ask uh to follow through but something like this only takes once to happen and things can go wrong very quickly and uh it doesn't matter it's a concern for a lot so what can be done uh is there a legal framework that would allowed us to create an area that's specific for kids you saw an area that was RA looks like a rag right like a green pad um that was added that's usually if you go you'll see families either a mom or a dad with babies little kids sitting down reading a book teenagers sometimes yes I've seen so how can we protect this to be a kids area so we don't have an adult that doesn't have any kids solo just sitting there reading a kids book next to a child um many times it does happen and put in context as the situations um there would be a kid uh playing outside and all of a sudden goes inside to the bathroom sees a book in a kids area and they go into the kid area there is no parent to be seen around it um but then there you go so so there's a kid by itself it could be a three four year old you know it could be older it doesn't matter I caught my kid I tell everybody this because I had to pull him by the ear like what are you doing this a k area you're not supposed to be playing here so also has to do with how do we protect our equipment so after hearing um and reading through all the stuff that um the foundation is doing and all the Investments they are going forward the other question was how do we protect the equipment itself if we're going to have older kids abusing it adults um are we cleaning them how often that's part of the safety uh concern that was brought up and then the Sops as to how do we guide visitors or how do we treat visitors to the different areas so I wanted to have that out in the open again I want to um do due diligence here in terms of a bring in this up for discussion and see what from the legal standpoint things that can be considered that can be done and then also in terms of management I I wonder what else can be done the the feedback again was there's you know there's this situations happening and then staff is around this doesn't do anything well there could be things that they cannot do right so there's legal sort of parts of it that not everybody's aware so I wanted to bring it to to to a discussion and see um if if you guys would support this to be a kids area that's what I would propose and then how do we make sure that that happens in a legal safe you know kind of inclusive way because we don't want to push away anybody but it has to be Al also understanding that is safety is is my main priority here um so how do we ensure that the general rule is these are this is a public property and the public has a right to be there so um and when I say the public it's either a resident of bisc park or a resident of a neighboring City or somebody from out of state or just anybody any member of the public has a right to be there if there is a specific piece of public property that is designated for a specific use and the best example I I can give you is you know some parks have what they call tot Lots where it's where it's individ you know no children under the age of it's designed for you know children under the age of five 10 whatever that age might be um generally you can restrict that specific area for what its intended purposes I Tot Lot you could require that there be always be an accompanying adult with with the child and and then you have and so you can you can it's late you can word a regulation or or a really would be be a park Rule and you have I stumble upon these you you have um approved a resolution back in 2014 which is 2014 90 creating Parks and Recreation rules in your village so you have park rules you could amend those park rules to create this type of a facility you can limit the the individuals that can use it a certain age with a company adult and then the question is enforcement and then the enforcement is one it has to be uniform so in other words if you're going to create a Tot Lot and say nobody under the age of no children under the age of seven you'd be on the lot and and those children must be accompanied by an adult or or um then you need to enforce that so if there's you know a teenager hanging out on that lot somebody from the village needs to tell them they they need to leave they're not allowed to be in that lot they need to leave it's an adult by themselves then again somebody has to be able to enforce it and it has to apply to everybody it has to be wed in such a way that it can be applied uniformly fairly correct if it says the kid has to be with a parent well that's not a parent that's a no I didn't say I said it in a I'm saying yeah cor be very careful how we word it okay so that is something you can do you find a public purpose for it and you you can do that but you would as long and as long as you do not selectively enforce against certain not others you're okay if you had that type of a situation where you had that rule somebody's violating that rule they're asked to leave if they refuse to leave the police are called and they're issued address pass warant okay may I make a request and a suggestion sure my request is I'd like to see a copy of that do you have a PDF you can send to us BR I can pull one up okay someone Pamela someone could get a copy of that maybe send it to all of us 14 resolution the rules 20149 the rules it might be on the it might I think this is as simple as saying us agreeing and I'll agree that this needs to be addressed in our rules and ask uh the manager to have staff look at that and come back to us with suggestions Brad are these rules something that were passed by resolution by the commission they were okay so then to change those they would have there would have to be another resolution so with so just direct the manager to have staff at his up you know he gets to decide who that is and how uh within the next two months let's say come back to us with uh suggestions to edit those rules and ask us to pass a resolution to approve them we discuss we pass done sounds like common sense to me yeah look I I I think it's it's important I think it's got a like Brad said we like to use this phrase as a public purpose um I don't know what the age range would look like I'm I'm sure that that would be something that they could probably that'sa to have his certainly need some guidance on that because I'm not familiar with the with the facility and right he's gonna that's why Issa needs to be involved in this because better understand that and how he's going to like sort of Mark that because you I'm gonna guess Brad there has to be signage right you can't just have a rule that no one knows about so that something's have to be posted saying this areas for toddlers and their parents only it's usually a good idea yeah otherwise it's word or mouth exactly and then how you enforcing something no one knows I would like uh yeah I would like um this for me was a start point of a conversations about the legal framework and then the action plan LS of course and management we need a proposition as to how that would look I wanted just to make sure that we're all all on board that we're designed in an area now with a framework specific for certain groups of kids and I think that is the safe thing to take action on and not to allow it in the future for this happen and raise the questions as to who's there who's it with and then it can become a much bigger thing um this is an I wouldn't have put this in the agenda the feedback I got I didn't think it was sufficient I wanted to have a bigger sort of a very consensus conversation as to how do we move forward um it is important it only takes one course um you know the feedback it was only one that reported the incident that's all all I need to be I heard it from two people and I don't know if they overlapped with yours or not that's why I'm saying it's for me it's as simple as let's ask staff to come back and make recommendations s they know best over there and then we can discuss it after we see what they recommend commission I I can tell you the the resolution if you it's on the Village website so if you go are all the rules listed in yes it's attached so if you go to if you go to the resolutions go by resolutions by year pull up 2014 and it's 20149 14 90 so as A90 yes so are you okay by working together with staff as to how that would look in terms of you know amending it and bring us a draft of course yeah then we can discuss it it won't be and I would prefer Brad that it don't come to us as a as a resolution to be voted on as a discuss a resolution to be discussed so we can have a discussion about it I don't like us changing a resolution and then voting on it rather be a disc can do an underlined strike through of the park rule itself and present it to you as discussion item have with this one's pretty long I had to say the whole thing okay all right so um our Proclamation for the American Cancer fund for children and kids cancer connection this one must not be me I'm Mystic Force I will read Mystic Force in there for us as well then all right so so whereas Mystic Force and the American Cancer fund for children and kids cancer connection uh these two reports uh cancer is the leading cause of death by disease among us children between infancy and the age of 15 this tragic disease is detected in nearly 15,000 of our country's young people each and every year and whereas one in five of our nation's children loses his or her battle with cancer many infants children and teens will suffer from long-term effects of comprehensive treatment including secondary cancers and whereas founded over 20 years ago he's okay he's okay by Stephen firin this is with with respect to the American Cancer fund for children and kids cancer connection uh founded over 20 years ago by Steven firin a member of the philanthropic Max Factor Cosmetics family the American Cancer fund for children Inc and the kids cancer connection Inc are dedicated to helping these children in their families and whereas the American Cancer fund for children and kids cancer connection provides a variety of vital patient psychosocial services to Children undergoing cancer treatment in Miami Children's Hospital Tampa General Hospital Children's Medical Center Arnold Palmer Children's Hospital neemor's Children's Hospital in Orlando as well as participating hospitals throughout the country thereby enhancing the quality of life for these children and their families whereas the American Cancer fund for children and kid cancer connection also sponsor courageous kid recognition award ceremonies Community get well cards and Hospital celebrations in honor of a child's determination and bravery to fight the battle against Childhood Cancer before I get to the last section would you like to give us a little statement about uh about the Mystic group please yes so Mystic Force Foundation was founded um 15 years ago uh by Sylvia vany she lost her then seven-year-old son to neuroblastoma um since then she's dedicated her life um to kids and families that are battling Childhood Cancer um she has a safe haven for kids that are battling cancer along with their siblings because when you receive a Childhood cancer diagnosis everything stops um so she has a safe place where the kids can go and just be kids um and their siblings are included which is vital well thank you for including that in addition to the proclamation that we have just include uh the Mystic group here I'm sorry Mystic Mystic Force Foundation Mystic Force Foundation thank you so the Mystic Force Foundation included in our Proclamation along with the American Cancer fund for children and kid cancer connection so thank you very much for being here oh thank you very much and again this is my son Jake he battled cancer Hotchkins Lymphoma two years he's no evidence of a disease right now but um we were blessed by Foundation such as kids Cancer Foundation and Mystic Force Foundation who come alongside families that are struggling it is a very uh sad environment um and Foundations like this make it a little bit better for us and makes what you do and what these groups do all the more important so thank you for being here tonight thank you thank you for being brave and strong and continue to fight what's hug we have to hug oh we got hugs hugs are good we're all about hugs hugs are uh next Proclamation that we have uh is our national diaper need Awareness Week uh whereas excuse me whereas diaper need the condition of not being able to afford a sufficient supply of clean diapers to keep babies and todders clean dry and healthy can adversely affect the health and well-being of children and their families and whereas National surveys and research studies report that nearly one in two families struggles with diaper needs and 48% of families delay changing a diaper to extend Thea the available Supply and whereas a daily or weekly supply of diapers is generally an eligibility requirement for babies and toddlers to par partic participate in child care programs and quality Early Education programs that enable children to thrive and parents to work and whereas many parents struggling with diaper need report missing an average of five days of work each month due to an insufficient supply of diapers and whereas without enough diapers babies and toddlers risk infections and health problems that may require medical attention resulting in medical costs and parents may be prevented from accessing Child Care needed to go to work or school thereby destabilizing the family's economic prospects and well-being and whereas the people of biscan Park recogn ize that diaper need is a public health issue and addressing diaper need can lead to Economic Opportunity for the state's families and communities and improved health for children thus ensuring all children and families have access to the basic necessities required to thrive and reach their full potential and whereas biscane Park is proud to be home to trusted community- based organizations including the Miami diaper bank that recognize the importance of diapers in ensuring health and providing economic stability for families and thus distribute diapers to families through various channels and whereas through their important work of addressing diaper need the Miami diaper Bank plays a critical role in supporting families improving infant health and well-being and advancing our local and state economic growth now therefore I Jonathan growth mayor of biscan Park to hereby proclaim the week of September 23rd through September 29 2014 as National diaper need Awareness Week all right our next Proclamation is celebrating National Hispanic Heritage Month whereas each year the United States observes National Hispanic Heritage Month by celebrating the culture traditions and countless contributions of citizens and residents whose ancestors came from Spain Cuba Mexico the Caribbean Central America and South America and whereas what began in 1968 as Hispanic heritage week under President Johnson and was expanded by President Reagan in 1988 to a month-long celebration and where as Hispanics and Latinos serve as civil rights leaders and Community organizers politicians soldiers Educators journalists First Responders Pioneers in the Arts and Sciences healthc Care Professionals athletes inventors entertainers and more and whereas locally Hispanics and Latinos from diverse cultures contribute to the Vitality of the village of biscane Park as residents Community activists board members volunteers staff Administration police and as one elected commissioner and former mayor and whereas people of Hispanic origin are the nation's largest ethnic or racial minority cons constituting 19% of the nation's total population and Hispanics are 24% of Florida's total population and more than 40% of the population of Village of biscane Park is Hispanic now therefore be it resolved that I Jonathan growth mayor of the village of biscane Park Florida joined by the entire commission to hereby Proclaim September 15 to October 15 2024 as Hispanic Heritage Month and encourage observation of this special annual tribute by celebrating the generations of Hispanic and Latin Americans who have positively influenced and enriched our American society and our community here in the village of bcan Park okay and our final procl for a pre-meeting conference is a proclamation in the remembrance of September 11 2001 whereas on the morning of September 11 2001 terrorists ruthlessly attacked the United States at multiple locations leading to the immediate death of nearly 3,000 Innocents from the United States and more than 90 different countries and territories whereas in response to the attacks good people from private and public sectors police officers firefighters emergency medical technicians Physicians nurses military personnel and other First Responders immediately and without concern for their own well-being heroically Rose to service attempting to protect the tens of thousands who narrowly escaped with their lives and others still at risk from the attacks and whereas in the aftermath of the attacks thousands of people volunteered to help in the search rescue and recovery of victims lost in the terrorist attacks and where as many witnesses to these horrific events First Responders rescue and Recovery workers and volunteers as well as survivors continue to suffer from serious medical illnesses and emotional distress related to the physical and mental trauma of the September 11 attacks and whereas hundreds of thousands of brave men and women continue to serve every day having answered the call to duty as members of the US Armed Forces while thousands have given their lives or suffered injury to defend our security and prevent future terrorist attacks and whereas the entire nation witnessed and shared in the tragedy of September 11 2001 and where September 11 2021 marked the 20th anniversary of these heinous terrorist attacks and provided an occasion to reflect on those events and the countless sacrifices related to them now therefore I Jonathan mayor of the village of biscan Park Florida joined by the entire commission to hereby recognize the 23rd anniversary of the September 11 2001 terrorist attacks we offer our most sincere condolences to the families friends and loved ones of the Innocents who lost their lives that day and we honor the heroic service actions and sacrifices of the First Responders public officials volunteers and others who came to the aid of innocent victims further we take this opportunity to recognize the Valiant service actions and sacrifices of our United States armed forces intelligence agencies diplomatic Services Homeland Security our law enforcement personnel and the families who support them where they give so much including life and well-being to support the causes of freedom and to defend the security of our country and when are you doing the um the tribute for September 11 that you normally do Rec Center at 9 o'clock tomorrow for the September 11 remembrance
