earlier last week yeah and I went over with them a letter that I had drafted to go out to all Town departments uh in preparation for FY 26 along with uh the spreadsheets that I put together for their budgeting for fy2 um they have given their approval for both of these things I am going to add uh a form for Grants moving forward so that any Department that's applying for Grants they just fill out what type of Grant it is who the granting agency is who's responsible for the grant and what their plan is with the grant I'm going to include that along with our financial policies um and so yeah we've met with finance and is good moving forward good thank you may I look at that yeah of course thank you uh Hinsley we apparently signed a contract with Kinsley for maintenance of okay so this makes sense then yeah okay so they came out on November 1st and did a level two inspection don't know what that means okay I did ask and she said she she sent me our contract and our preventative maintenance checklist and she said she also sent a quote that due to the level two the results of the level two inspection there's a load Bank unit due to wet stacking don't know what that means okay um how much is [Laughter] it 28963 I I know what this is going to fix I don't know what this is I had her send so I have the results of the maintenance report and the preventative maintenance checklist and the quote um we can obviously the quote's valid for 30 days I just got it but I did want to bring it to your guys' attention I feel like we keep getting these types of things where it's like hey we did an inspection and now it's and now you oh like if would you guys know anything about that or would that be a hoppy question ask think I don't know what that what thing is I've never heard of it's for the generator but I don't I don't know I don't speak that language I'm not sure one of the things I think we should start doing and I brought it up before is that generous should be started every other week yeah because the Exciter inside will get stuck and then it'll stop working yeah decided that we need a maintenance person in this building yeah we do John could start it when he comes in to do trash it takes five minutes to the bilian true it says I see what they CH bu all that stuff engine o pressure a diesel engine has to have exactly the right air to fuel ratio and be able to sustain its designed operational temperature for complete burn fuel when a diesel engine is operated on light loads it will not attain its correct operating temperature correct and that's um the unburned fuel is exhausted and noticed as wetness in the exha exhaust system H the phrase what SEC got it yeah once you say that I didn't know you that much good should we wait until so no the other update I have is that we were the town clerk was sent for some reason the town clerk was sent the invoice for Simons for the generator switch we still haven't received it okay but they did send us an invoice I emailed Simons back and I said can you update I obviously we can't pay it until we get this the parts but can you update us on a time frame as to when we should get these parts as of this morning I have not heard back from Simons but would it be your suggestion to hold off on whatever Kinsley wants to do until we get the switch and and I would like a little more explanation about what they're yeah what I guess I would ask what can we do to prevent this from happening because I don't think it's the first time it's happening I happen feel a little J here like I looked this up before um see I know what're you know what they're talking about TJ on the load right but it's not working so that everything's up to temperature right right that's why I thought the more we started at every other week and you have to exactly a lot of places you run them every week yeah because that exiter Bo that exiter go buy a new generator that's so it says and it's Kinsley no G it says we have to avoid this because it shortens the life of the engine by many years oh yeah it is pollution um it's a prematurely worn Engine with low lower maximum power um and it's going to require considerably more maintenance so how do we prevent it well well it has to run and you have and you can't just start it let it run for 10 minutes you have to run it for a good half hour coup so it reaches its peak key because otherwise the condensation builds and once you have that condensation you know yourself when you're clean your house if there's a wet spot it attracts and that and you don't want to attract moisture and dirt into that system always says always run the generator set with an electrical load that reaches the designed operation temperature of the diesel or approximately 75% the problem is we don't have enough load on it even only it is connected to the ERS switch in the fact that we need to update it once the switches yes involved the load will increase and we won't have this you will not you'll be able to load the hell out of it which is so so I did hear back from Elm electric oh no finally it did yeah so Brian uh from Elm electric is working on it okay so we moved on from Reese and Brian Brian I believe is the guy that I used to work with over in water I think that that's Bernie's son or son-in-law so he has now taken the ring did you get a last name I have his printed email on my desk I just St Martin it might be I'll double check um okay so so I guess I would let Hinsley know that we are in the process of I have 30 days to let them know okay so yeah let them know we're in the process of getting the switch and hopefully that will correct the issue and if that's the case then yes we want to do the maintenance so that when we put the load switch in that yeah especially if we have to use it an emergency do you guys know how large of a package I should be waiting for is like the switch like a big box that big anyways is it this like probably picturing like an it's probably like that size oh the size of this thing very CL $45,000 yeah okay no it was must be big if it's that much money you never know you never know okay uh and then the other thing I wanted to ask about was so uh for fiscal year 25 we have an account uh that's called Town water bills and there is $32,000 in this account y okay there is also an indirect cost account from the water department where they had paid I believe it was 71 or what it whatever it was um thank you Joanne so much for going through all the existing Town water bills and taking out the interest to let me know exactly how much is due so we have 32,000 right that was put aside for the year for fiscal year 25 we have uh 47,52 to worth of bills for this year not just for this year I don't think I think they date much further back yeah so so we can't pay an old bill unless we go to town meeting for it back to the beginning of 24 and didn't Christopher Dunn make a deal with kiner that they're not going to jerk us around with that they're just going to get these paid I thought I'm pretty sure that happened we've talked about this so many times that the that the treasurer can just take the interest off and we can pay past balances on that I it's the town's money anyways why would we pay interest am I right or I mean but we don't have enough in the account to cover it so so I'm just saying that there's 32,000 right uh in the account I think that if I'm guessing because I I wasn't here when they did it was that this was just for fiscal year 25 some does that make sense that adds up it could it could make sense yeah um I mean this one's like March 1 of 2024 cuz my water bills changed lately I don't know if they've increased or if it's just that the format has changed if something they changed the billing way that's yeah okay it didn't go down so I guess my question is do you want me to submit $32,000 worth of these for payment okay yeah it's just we what's going to happen because that's only we're in the what second quarter of billing for the year and we're going to end up with two more they don't fill monthly no this is this is quarterly so we're going to end up with a ton more money that we owe I don't understand why we would have only budgeted 32 like are we so are we paying the are we paying the library water bill or is that budget separately water or Library like I hope you're the library water so I'm just saying like are were those budgeted out of library were we including all Town buildings in our town water bill we were including everything okay even the post office yeah just not won Park yeah just not Waton park because that's out of the trust okay then we really need to reassess what we're budgeting next year those yes yeah they do they just build for there was a whole lot of talk about um them us not paying and them taking the credit for them for overhead and people were saying no that doesn't sound like a good idea you need audit Trail and then it just sort of died and nobody so and then we talked about not paying with checks and we said yeah we want to continue to pay with checks because we want there to be okay so so yes pay it um I will I I will figure out and the best way to go about it is if we can pay the older funds and then move forward yeah and clear those out then I will go ahead and do that um but we'll figure it out and then once we re-budget that okay so if we ow 20 who cares should um did I have anything else we have the contract to sign we signing that you can um oh I have a meeting with UniBank and Dave Hopson on the 19th to go to discuss our bond rating moving forward I know that we are going to be voting on funding uh the OPB so that our bond rating goes up meaning our interest rate would go down for any borrowing that we do but we're going to see like what what else we can do to bring our our interest rate down for any future borrowings so I have that meeting on the next 18 okay um also I'm waiting on responses from Weston and Samson and City point I was going over their contracts and Wesson and Samson's contract with what their numbers line up City points don't so we had voted on a certain amount for an owner's project manager we agreed to a certain amount through that contract and now City point is saying well for phase two uh you actually owe us this much I'm like well no because phase two in the contract said that we owed you this much we've paid you that much yeah you can't charge us an additional no yeah we would have to go back out to bid and we would I would have to c talk to legal counsel on your non-fulfillment of the contract yeah yeah and what we paid you to this point so I am waiting for a response on them which is again heart and partial as to why we couldn't add it to the uh warrant for this current town meeting no um I think I think for me that's pretty much it okay and we don't have any Board of Health no she called me she said she doesn't have anything she'll see you next week okay um excuse me and the electrical part that's that's what you is that the part that we have that the breaker keeps kicking off from Elm electric is that she said that and it's not going to fix it by much what is it in the negative seven or eight it is in the negative 8,000 so the article I wrote was for 15,000 so it we still only leave us with about seven okay keep allowing payments to go through okay how does that work for budgeting though it do because then you're going to budget for next the numbers are not right exactly so we let's just keep an eye on that and not let we should reach out to Mark and he won't respond but we should reach out anyways and just let him know that he can't spend any more out of his tree board not spense okay do we know what those that typically is I don't know to be honest with you I don't know what that would used for we'd have to look that's is that the spring tree thing that he does no he's oh that must be buing the trees the trees yeah yeah okay so that's probably not going to spend anythings um all right so then our next number if you need ITR okay was Highway overtime highway is just a d highway is on page 30 and we've got Highway overtime highway equipment repairs is at 92% so the so highway equipment repairs an outside service is that the one that's one of them okay so yes it is at 92% there should be $10,000 going back into that account okay because we sold that plow back to zap we'll have 14,000 in there we should yeah I have to reach out to uh kiner and Sarah to see CU that was that was what we had said we said we're getting you gave approval to sell it and that the money would be replenished to this account because the money we paid like a 9,000 almost $10,000 bill to Balor for fix for repairs to the Mac Truck that shouldn't have come out of this account it should have been paid through that insurance check absolutely so that money should be going back into that account which would put it at around like you said 14,000 go um the other one is he is uh he's high with the highway expenses that's at 70% so he's got 10,000 I'm sure Rainey knows this I know that he pays attention to his budget pretty closely he does which one are we looking at though uh sorry is it fuel or expenses no it's it's expenses he's at 70% High expenses okay so he's like 30% over where he should be right now would what is that mean for cops and stuff the highway expenses what is that spent time do you know um I can r no no just no just yeah I don't know it's not is it for rep no no repairs or maintenance is that the line painting no that was a separate line that was the that wase um free um fair share it's not fuel it's not I don't know just curious it's being I can that with the payable so we can see what it is wor um we know about winter Highway blades 200 yeah because well he borrowed something that didn't yeah so he had to restop everything was gone and not replaced we had a special town meeting in March of 2024 where we approved uh money to be put into account for purchase of a mini excavator there's still 3,600 sitting in that account um I had brought this to the attention and it's not just Highway there's different departments who have money sitting in accounts that were approved through special town meeting years ago like 2019 and the money and the money doesn't go into the general fund at the I think that it should not cleaned up it's not okay so there's quite a few so we did a spreadsheet and we sent it to Eric and sea and Sean basically said well you need to do articles at town meeting to move this money because it was already because it was a roll into General I thought at the end of the year if it wasn'ted it rolled over into the general yeah I don't know but so something like this like the $3,600 why is it just sitting there yeah it shouldn't be yeah you 100% right okay okay um let's see what else we have well I mean I never thought I'd be excited to see an expense report before but you seen six months I know uh you're at 56% there killer CET that's okay okay it's going to be higher okay uh transfer station is a little bit high
