motion a 4.1 decision on dome and I'll read out the action whereas for the past three years the Bloomingdale board of education has diligently completed the necessary preliminary steps to to prepare for a school referendum and whereas as part of this process the board initiated field testing of various Concepts to be considered for inclusion in the referendum and whereas numerous Community groups have expressed interest in expanding the board's plans Beyond a traditional gymnasium to incorporate a multiport dome citing its enhanced educational and recreational value and whereas the board acknowledged this potential and conducted comprehensive Research into the multiport Dome concept and Gathering valuable Community input during the months of September October and November 2024 and whereas through extensive research and Community engagement efforts the board has identified the following findings the Dome presents significant educational recreational and financial benefits to the school district a diverse range of opinions exists within the community regarding the Dome the board is committed to being a good neighbor within the Bloomingdale Community the board's primary focus remains on addressing the critical closure of the Samuel R Donald school and the construction of a new Elementary Wing at Walter T Bergen School therefore be it resolved that the Bloomingdale Board of Education with the full support of the superintendent of schools memorializes its decision to exclude the multi-port Dome from the referendum project here a second second my Wilson at this time we please yes moving on to 6.1 uh board president report uh since the previous meeting uh the board's been involved in several things uh for one I attended uh a workshop which ran from October 21st to 24th I attended six classes and five events one of those classes was led by Dr nasia uh detective turra SRO troli and Marie ra it was very well received uh October 24th superintendent Carol Jordan Craig and I uh met with barl Council to continue our discussion oning population growth and possible solutions to address the growth uh Craig and I also attended the bar ceremony uh which recognized former Boe member Rich Del Ripa uh and I will report on senior advisory committee later of the me that completes my report my report um this evening it'll be our annual standardized assessment presentation which is outlined in Administrative Code being required to be delivered 60 days past um within 60 days past the release of standardized test scores which happened um at the beginning of October in Bloomingdale so this evening it's a very similar presentation to what I've done before I purposely keep the format the simil similar so we could follow year-over-year so in terms of standardized assessments students took in Bloomingdale during the 2023 2024 school year they are the same as the traditional assessments that have taken place the last three years the student students took the njla in English language arts and Mathematics that's taken in grades 3 through eight and then students in 8th grade also have the option if they're enrolled in our Algebra 1 course they take the algebra 1 end of course assessment students also took the njsla science and grades five and8 students that um are not instructed through our reg to the instructed in accordance with the New Jersey student learning standards take the dynamic learning DL damic maps dlm and then finally the access 2.0 assess M our assessments taken by students um who are English multilanguage learners for the sake of the presentation this evening and because of our district size I do not report out on the final three bullets just because of our sample size to possibly identify students themselves but I do point I do report on the nlsla annual some important points of analysis for the 2023 school year one point that's actually under consideration by the state of New Jersey is District size we are a small District which means we have a small samp size per grade um so that does impact our percentages on a regular basis more than it would a students a district that has a thousand students or 2,000 students per grade the assessment is done over a snapshot period last year we administered the njsla math and language arts over a four um to 5day window um other important and positive Reflection from the state of New Jersey is we are starting to look at progress over time as compared to actual Benchmark that's been advocacy done by a number of groups um to the State Board of Ed education it is being acknowledged that we are no longer looking at data as just a single Benchmark but rather how are students in a cohort and grade level um band itself progress progressing over time and this year I'll present the data in the same way I've done the last few years in a cohort a year-over-year model seeing how our fifth graders year after year after year do and then how that cohort of students when their fourth their fifth or their sixth grade do I'm happy to share that all the data for the most part with one or two exceptions is going to present positive um information and growth this evening so the first grade we look at is our njsla scores for grade three again in the district we are looking for growth we're looking for students in each grade level as we're looking at year-to-year we're looking at is our curriculum working is programs working where do we need to make adjustments so njsla scores for ELA in grade three we are slightly up from last year still not at the 50% mark But progressing forward at the 40 about 45% Mark Ela grade 4 is our one area of focus for this year whereas Ela grve 4 we saw a dip as you could see first year after for covid 2022 we started about 50% we saw a spike to about 68% the next year and then we did see a drop down to just over 50% again there has been no change in the way we do instruction and language arts Within These grade bands um up until this year when new programs were implemented but again it's something we start to look at is why was there a dip between the 23 and 24 school year and I'll get to how we look at that in a few few minutes for grade five we saw significant progress we saw students about 68% of students um way up way over from 40% the year far the year four um sorry the year prior for grade five Ela for grade six Ela we're seeing a very nice Trend continuously moving upwards again we started and be back in 21 um which St but then continuing moving uh 22 rather continuing moving upward as well to this year being about 55% for grade seven continuing also seeing not as much growth but still growth taking place we sat last year right about 50% again this year looking about 55% proficient in language arts and these are as a reminder these are total student populations these are every student that took the test not pulling out your different subgroups in grade eight we're continuing to see if be our strongest grade producing results in grade eight we are over 70% um of students proficient in the njsla leading into high school which we're very happy about and proud of about again three years ago they started at 60% now this year over 70% when we look at mathematics again very proud of the growth we're seeing and this is where we look to see if the program is working because we did make a program change two years ago so looking at grade three we saw significant jumps from the year before 23 we were just under 50% now we're just close to 70% in mathematics Proficiency in grade four we saw a stagnant Trend we saw basically last year we were at 60% we had about a 10% jump from year prior last year we stayed just about 60% so really focusing in on our math program implantation in grade four because that was an area where we just stayed stagnant grade five is an area we're very proud of there was an area of concern if you remember last year noting we were at only about 25% showing proficiency it was a drop of about 25% changes we brought us to where we need to be um where we're at 50% right now obviously we want to be higher but again back to where we were two years ago and again looking um for growth in the future grade six we're continuing to see a trend upward we grew about 10 percentage points grade six we were about 40% Proficiency in 23 now we're up to F 50% proficiency again the state is prioritizing in the postco Years growth we continue to see our students year after year in these grades growing seventh grade again another big jump seventh grade looking at um close to 50% about 48% up from just under 30% the year prior continuing up grade eight again seeing slight growth we hovered for two years under 40 about 45% and now we're jumping up to about um a little more than 50% this year again these are important to see programmatically how we're doing but I also like to look at cohort data I find it almost more meaningful because we could track how is the cohort of students growing and we'd expect to see them grow this is the last grade this is our current ninth graders eighth grade last year this is the last grade you'll see with a break in the test scores because they were a pre-co test group and a postco test group so looking at Ela this coer students grew again about 20% points in ela from a 50 to a 70% and this percent of students also grew dramatically in mathematics from about a 28% to a 50 almost 51% in mathematics looking at language arts now we're seeing students that have tested in fifth sixth and seventh grade there are current eighth graders again from 44% the year prior that cohort to 55% in the mathematics a little less growth 40% year prior to 46% proficiency the next year again looking at them trending upward is what we're looking for grade seven um looking again we started at 50% we had that dip in ela which was concerning in a highlight of last year we saw them jump up to 52% so not only did they get back to the students where they were in grade four they jumped ahead by a few percentage points in grade six in mathematics same idea we saw about a 25% um Point growth from fifth to sixth grade for our current seventh grade going backwards again Ela in current sixth grade we saw a 40 um a 66 and a slight decline about a a 0.1% decline an area of concern was where mathematics fell off we were at this group had a 52% about 52% Proficiency in grade three in grade four they jumped to 60% but went back down to 50% proficiency looking a little further in this area a number of students fell right between the meat expectation they fell Within a few points in the bottom category of meeting expectation but it was a sizable number that begs the question of why did we see such a decline and looking at not only this group because this group didn't remain stagnant both in fifth grade but programmatically in fifth grade as well going back to fourth grade um fourth grade or actually I'm sorry to type on this our current fifth grade um in fourth in fourth grade you see a jump from third to Fourth to 52% about a 10% Point increase and then mathematics 4 6% to 59% increase and then our current um fourth grade again this was are their initial test scores at 46% and 66% so in terms of what looking at subgroups um because the state of New New Jersey does require us to break it out into subgroups the three that we' qualify subgroups for are multilanguage Learners students with IEPs and economically disadvantaged which are students that are eligible for free and reduced lunch seeing encouraging patterns here on the ELA end for a multip multilanguage Learners explaining that slide year one it was 0% because we did have enough to qualify for reporting years 23 and 24 we do not have enough students to qualify we reporting so that's why it just listed as too few whereas year one it was 0% of the multilanguage Learners passing the ELA students at IEPs we've continued to see Trends and this is a complement to our programs 2022 we were 7% last year we jumped 18% this year again continuing U up um an upward Trend at 19.6% and economically disadvantaged is an area we did track last year because we at 48% proficiency we dropped to 41% proficiency again jumping up to 43% deficiency um Proficiency in language arts in mathematics looking at the same type of data same Trend with multilanguage Learners we just don't have enough to qualify for reporting students with IEPs again a positive trend seeing a bigger jump here 8.9% in 22 99.8% in 23 up to 13.6 % in 24 economically disadvantaged we'd see a higher jump here 37% last year and 45% this year and so looking at that data in the subgroups how do we actually Target students and what do we use the most District statement we get the statements back about how our students did on questions compared to the state and obviously the district we only have one school and one grade band um but they would break it out in terms school by not relevant for us and we want to look at how our students did compare to the state of New Jersey when we see our students falling above the chart it means our students are scoring better than the students in the state of New Jersey when we see our students falling and this is just a sample when we see our students falling below the graph means that the rest of New Jersey did better than our students and you're able to analyze in what standard did the rest of the students in New Jersey do better than our our students in Bloomingdale and that's where we could look at the program piece myself and our supervisor of academics can look at the program piece and say how can we make programma assments to our courses and to instru classroom this is the work that happens in October November and December within our classrooms teachers are looking at these reports that come back from the state they're looking at how students progressed where our students fell above the state where our students fell equal to the state and where our students fell below the state and especially focusing on where those students fell below the state could we help remediate and change our approach within the classrooms so that's one area we look at and again showing examples in mathematics and language arts this is an example where the district obviously could see in certain questions were below other questions were well above and we look and analyze how we could use that information within our classrooms and so what are our recommended next steps in language arts I'm encouraged and excited to see data coming out of next year as we did imp introduce a new Ela program throughout the district in all our tested grade levels so third on up so third through fifth is doing amplify CA 6 through eight is doing amplify Ela which is a line with breast practices and literacy instruction um it is a challenging and rigorous program as some of you commented we approved the curriculum this past summer it does have students reading Rich Text which is where if you look at our content standards and where we fall short that is a key area our students when they're approaching a challenging text with um our students do fall short and so this program does support that and it's already happening within our classrooms and has been since September we're continuing professional development on best practices in literacy instruction along with the amplifi program we're doing it through a two portion model through coaching sessions where professional trainers from amplify men and work side by side with our teachers in the classroom and a seminar based model where our teachers use time after school and on professional development days to attend seminars from the folks at amplify on the program we did implement the Boost program and the Dibbles assessment tool which we are transitioning away from the I ready assessment to the Dibbles assessment tool um for engaging on the early childhood end and really it's any point through a child's career um academic Readiness and assessment in literacy um for our students again as I mentioned before we are focusing heavily on rigor within the text because in the last three years that is a common area we see our students fall short they're able to achieve well on the easier questions as the questions become more rigorous yes you expect a decline in performance but we seem to decline faster than the state declines and so that is an area we're focusing heavily on last year we saw that Gap close we'll continue to focus heavily on it this year with your higher order thinking questions and then we do continue to implement frequent assessment practices both um in the classrooms and at the district level to get the data to see how students are progressing as I said this is a one it's a one-week snapshot assessment that produces these scores more valuable to us or how students progressing on our multiple measures math you've seen the results of a new program a new curriculum academic approach the last few years and obviously seeing our math scores on a steady incline it's continuing to strengthen our mathematics program it's not something we forget about anytime we add a new program in so continuing to strengthen St on best practices in math education continuing PD on into map again it's a centers based approach like we spoke about when we implemented it three years ago we have a lot more work being done in reflex maap with fluency because that seems to be the number one area where our third and fourth graders fall short your fact fluency your mental math fact um that seems to be an area that students are struggling with so targeting that specifically is taking place and we did just do a lot of PD for our staff on instruction on fact fluency especially as you get to the older grades students don't know their basic math facts how could you remediate that as part of the curriculum is some of the focus our teachers have done and looking same applies to language arts rigor within the classroom and rigorous um type of problems and continuing with frequent assessment practice the trends we do moving forward so those are like I said in summary we are and I and I did share when the with the board when assessment results came out in confidential form we are happy with the direction we're going it's everyone's Welling in that right direction results two years ago now last year we have seen positive results in those areas we address um first public comment I would ask this question even if I didn't have a fifth grader which is uh what is specifically being done to Target the evident weakness in the fifth grade uh class in both language arts and math because that test scores for that particular grade correct were notable yes um so two different things are happen one on a program qualify based on njsla scores they are part of a grow program which is providing high impact tutoring three times a week for students and the first cycle taking place lot the second cycle first cycle is wrapping up I should say second C so really targeting those students with high impact tutoring and then really looking at where those group as collective goals fell short and infusing that knowledge we know the content skills where they fell short it's not just you know we're down with fifth grade run to sixth grade it's infusing those areas I'm sorry we're down fourth grade into fifth grade infusing those areas into the fifth grade program so not only remediating we actually so we're we're we're going back over what we're spiraling as the educational term and forth make sure whever I wouldn't say but sorry I wouldn't say things that are Miss but more areas of identified weakness where we could look at the district evidence statement and say a majority of our fourth graders really struggled with X concept you know we need to insert that and that's the work our teachers do our teachers look both with their current how the current students that moved the students that moved up did as well as the students they've now inherited do and they look forward and backwards uh I have a question I know that we saw the kind of state comparison data is there any data for the county or maybe neighboring schools at all the state of New Jersey has not released their assessment profiles yet so once they do we'll be able to see how we get there okay and I I also saw um a section that said PCR task I just wasn't sure what that meant it's a PCR task um when you showed the the graph in the state um it's writing and there's another section that said PCR task I just maybe that was even in the report you shared before yeah yeah yeah um yeah it's there's so students have a writing task and there's two different it's the writing elements that make up the literacy score so there's there's their reading comprehension piece top my head I don't remember exactly what I stand for I'll look it up for you apologies any other questions from the board question I think last year we were below State average in one area are we below State average in any other area that you're aware of not at the current moment that I'm aware of the state is really I asked last year we were below the state average in one area and I asked if we were below the state average in any any area at this point the answer I believe is no so that is and I'll answer that more with last year I answered it in terms of the actual standards we needed to address since these reports did just come out I'll be able to get a better answer for that in the coming months okay as our teachers analyze the data as they look at their classrooms as they find common standards I'll be able to answer that question better any other questions from the board no then I get a chance to redeem myself then moving on I'd like to get a motion to open public comment move my Miss Greco second by Mr of questions struggle to type is that may be adding to low scores so typing is not being taught in the independent subject but it is being taught infused into all of our language Arts programs that is an area we focused on heavily at the middle school last year in that this test is a computerized test and students all year pretty much taking their mathematics tests on paper pencil their language arts tests are traditionally either they are taking a comprehension test it's on paper um so we have focused in general about introducing more technology and then also making sure students are just familiar in general with the format of the njsla that's all the questions have that concludes the questions from the online portion so seeing no other questions got get a motion to close public the Marth day hbac um project it's a total of $550,000 is the cost of the project and we are looking to receive 40% of that so that's great news we um briefly discussed the 2025 health and prescription costs are going to be up 15% in 2025 um we are also looking to do risk asset a risk assessment at no cost to the district as well um the October financial report the treasur of school monies is on vacation therefore the reports for October and November will be um available this coming December um the business administrator also advised us that there is an cafeteria equipment assistance grant which is made possible through the national school lunch program this will allow the district um to update many of its appliances um so it's a total of $45,000 worth of equipment such as food warmers a reachin freezer a convection oven to be used at w te um a reaching cabinet for food in general so that's really great news and we thank Felicia for applying for that Grant and that so the update on the referendum project over at Butler High School the steel footings have been poured for the addition at the high school which is wonderful news all of the utility upgrades have been completed the work on um renovation of the media center at the high school has begun um the gym is 98% complete except for the installation of the ADA Compliant bleachers um we also had a report done on the state of the district and the good news is the number of AP Scholars at Butler High School has gone up 20% from last year the total number of AP students for 2024 was 81 which was up from the previous year which was 70 142 AP exams were taken by students the total number of AP Scholars was eight which means the students had to score a three or higher and take a minimum of three exams the total number of AP Scholars With Honor was seven students meaning they scored a three or higher and took a total of four exams the total number of AP Scholars with distinction was three meaning the students scored a three or higher and took five or more AP exams so this is good news for the students at Butler High School some of the diverse AP class offerings that are now offered at the high school include music theory computer science Spanish psychology English literature and English uh English composition and I'm happy to report that the Butler High School football team has been undefeated they are now 9 and zero they are playing this Friday night over at the high school against Mountain Lakes and if the team wins they will be sectional Championship um team which they've never achieved that before so come out and support the high school students and that is the end of my report thank you to council no no update at this time okay uh moving on to Recreation Miss Wilson registration foret given for you want to proceed on to Jersey school boards you have a report on that I'll conratulations very long I mean it was a good event I mean Dr gcia was there uh Marie was there so there quite a few you know we had a good representation for the sior district uh so yeah it was a good event this year uh moving on to pay County School boards say County School Board there wasn't a meeting um this month but the next meeting will be Monday December 9th it's a hybrid meeting it's their second meeting of the 20 25 school year it'll and it'll be focusing on harnessing the power of public relations social media and technology in schools and that concludes my report bck comment on that one uh it's going to be in Lakeland High School so it's relatively close anyone who can register and attend it also will be uh I think they're gonna single out Dan and CLA who passed away last year and that that was his home base uh that was where he was a school board member out of and so very well want to attend that they can as well uh any update on PTA Mr s we just concluded a lot of really exciting events their annual trunk Retreat which was very successful lot a lot of people came out it was really huge and just a lot of excitement they had uh their boo they had their boo bag fundraiser as well that um that ended in October they also in early November had their Winter Wonderland photo shoot with the glenw garden center fun with that that's also another fundraiser uh they had a they have a holiday catalog fundraiser that just ended on November 11th they're their book fair just um they have their book fair also in uh the toward the beginning the first week of November around parent teacher conferences the next PTA meeting is Thursday November 21st and the PTA holiday shop will be December 3rd to the 5th and this year the PTA is um they're they're I think they're utilizing a new kind of a new model for the shop or a new um a new company and what that what and there also gave parents a lot of notice so that if kids have um kids can have a chance to maybe earn money if that's what parents choose to do um and also have really like high higher qual like high quality products that can be purchased um in very in a variety of prices starting at $1 so I thought that was pretty cool um but that concludes my report thank you Ming on to planning um the planning board is meeting tonight at 7:30 uh at B Hall uh there are a few items on the agenda that don't pertain to us individuals um but we are presenting our to the planning board our um plans to go forward with um an addition to Walter T uh Bergen School to accommodate SRD uh students and now is that in the we're not yet up to the decommissioning of that we have to wait for the presentation will be by our architect and attorney on the site plan and layout for the Edition several of us will be there just to hear what's going on and I mean you're not you're not supporting it except by our presence so everyone is welcome to come thank you uh moving on to seniors uh the seniors had their meeting October 28th they continue to discuss uh some of the uh issues regarding the Gazebo uh they still continue discuss repairing the floor which means they have to close the center for several months and potentially they could be relocated to Fan's Hall um they are discussing the possibility of a flyer in the electric bill or tax bills and right now it seems that they might only be doing that a few times a year not monthly um Walt T ber and ban w be performing there on December 19th so I recommend if any of the board members can attend to do so um also they had discussion regarding the November 26 presentation by Dr Gia uh on the referendum that's at 10: am. so again if any of the board members want to attend or can't attend feel free to do so uh there will be a follow-up call it has already occurred on the first grade program in which students will be pen paled with seniors and then I attended the master garders thank you lunchin uh on the 29th uh those are the volunteers that maintained the center grounds at no cost of the center and that completes my senior's report Charles when what day is the concert again the wal T Bergen concert I have it here as the the 19th unless that's been changed the at the senior um so oh when is it here that I came Greco that second by Miss Hussein all in favor I at this time we're open for second public comment on any educational item there you go thank you um my kind of a suggestion or a thought that I understand other districts do um is to provide um an email to all the parents in the district in advance of a board of ed meeting along with the zoom link and the link to the agenda um I think it's wonderful when we have the meetings where we see a lot of the public come out and become engaged um and my understanding is that some districts will send um a a you know we have this mass email system now that I think has been used pretty effectively to convey information to parents um I know it sounds funny as a regular attendee at these meetings but some parents are unsure about dates or get a little lost in the busyness of life and so I thought that might be a nice consideration for the board um to send out um my second item is actually not from me behalf of my daughter she is requesting that we consider a trophy case for Walter T ber and the girls cross country team um our conference champions or something like that for the first time and if you look at the um office window on your way out you can see quite a substantial Trophy and she's a sixth grader and I think that she's pretty determined to bring home quite a few to Walter T so she has suggested that in addition to the cases that we have for artwork which she doesn't think that you should move the artwork she is suggesting a supplemental trophy case and just uh third Point um football game on Friday my nephew um very proud senior anyway you have to buy those tickets in advance so if you think you're going to like roll in and get your regular ticket you can't you have to get them in advance thank you thank you
