SO I KIND OF YOU KNOW, I DON'T I DON'T ONLY SEE THE THE EXPANSE AS SOMETHING THAT CAN BE SAVED BUT ALSO AS A NEGATIVE IMPACT ON. MINORITIES WHEN WE TRIED TO DO THIS FOR THEM I DON'T SEE IT AS AS A HELP TO ME IT WOULD BE MORE BENEFICIAL TO TRY TO TEACH ENGLISH AND CIVICS TO PEOPLE THAT COME FROM OTHER COUNTRIES THAT THEY CAN TAKE FULL ADVANTAGE. THE PRESENTATION THIS EVENING IS REGARDING THE PROGRAM YEAR 2023 WHICH IS ACTIVITIES COMPLETED JULY 1ST OF 2023 THROUGH JUNE 30TH OF 2024 DURING THIS PROGRAM YEAR FUNDS WERE DIRECTED TOWARDS ADMINISTRATION FAIR HOUSING SENIOR SERVICES AND HOMEOWNER REHABILITATION ASSISTANCE PRIMARILY WHILE THE CITY RECEIVES AN ANNUAL GRANT CDBG WHICH THE LAST PROGRAM YEAR OF 2023 WAS A TOTAL OF $456,726. THE WAY ACTIVITIES ARE FUNDED IS ACTUALLY A LITTLE MORE LAYERED AND COMPLEX AND THE ACTUAL SPENDING IS MUCH HIGHER THAN JUST THE THE GRANT THAT WAS RECEIVED FOR THIS PROGRAM YEAR BECAUSE THE MAJORITY OF FUNDING THROUGH CDBG IS DISBURSED AS LOANS BY THE CITY THE CITY ACTUALLY RECEIVES PROGRAM INCOME ANNUALLY AND HUD REQUIRES THAT WE SPEND THAT PROGRAM INCOME BEFORE TAPPING INTO THAT CURRENT YEAR'S PROGRAM ALLOCATION THIS LAST YEAR AND PROGRAM YEAR 2023 WE RECEIVED INCOME OF $338,446. THE CITY IS ALSO CARRYING A BALANCE FROM PREVIOUS CYCLES THAT MUST BE SPENT BEFORE AGAIN TAPPING INTO THIS YEAR'S ANNUAL ALLOCATION IN MOST OF THESE FUNDS HAVE BEEN COMMITTED TO SPECIFIC AND SOME PROJECTS JUST TAKE MULTIPLE YEARS BEFORE TOTAL IS SPENT DOWN AND THAT'S WHY YOU'RE SEEING SUCH A LARGE CARRYOVER AMOUNT ONCE BOTH PROGRAM INCOME AND DOLLARS ARE SPENT THAT IS THEN WHEN WE BEGIN TO TAP INTO THAT ANNUAL THAT I MENTIONED THIS SLIDE HERE YOU AND DEMONSTRATES THAT WE ARE ACTUALLY SPENDING MOST OF THAT MONEY ANNUALLY THE MAJORITY OF CDG DOLLARS SPENT IN PROGRAM YEAR 2023 WENT TO REHABILITATION LOANS THROUGH THE CITY'S REHAB LOAN PROGRAM. SO THE $963,000 NUMBER IS REPRESENTATIVE OF ONE LOANS GRANTED WITHIN THAT PROGRAM YEAR. THE CITY ALSO ACQUIRED TWO SINGLE FAMILY HOMES IN PROGRAM YEAR 2023 USING CDBG DOLLARS AND THESE PROPERTIES ARE INCORPORATING INTO A BROADER HOMEOWNERSHIP PROGRAMING MANAGED BY THE HRA. ADDITIONALLY $150,000 WAS AWARDED TO HOMES WITHIN REACH ACQUIRE AND REHAB TWO HOMES IMPLEMENTED TO BE SOLD TO INCOME ELIGIBLE HOUSEHOLDS. THE CITY ALSO PROVIDES HOUSEHOLD OUTSIDE MAINTENANCE SERVICES TO ELDERLY HOMEOWNERS 62 YEARS AND OLDER IN BLOOMINGTON THROUGH A PARTNERSHIP WITH SENIOR COMMUNITY SERVICES. AND LASTLY THE CITY IS A MEMBER OF THE FAIR HOUSING COUNCIL WHICH COORDINATES EFFORTS TO AFFIRM RELIEF FURTHER FAIR HOUSING THROUGHOUT THE TWIN CITIES METRO HOUSING AREA. SO JUST TO COLLABORATE AND COORDINATE ON EFFORTS REGARDING FAIR HOUSING TO BROADEN THE IMPACT OF THOSE DOLLARS, HUD ALSO REQUIRES THAT WE COLLECT AND REPORT ON DEMOGRAPHIC INFORMATION. MOST PROGRAMS, AS I MENTIONED ,ARE RESTRICTED TO LOW AND MODERATE INCOME HOUSEHOLDS AND THAT'S REFLECTED IN THE INCOME LEVELS THAT YOU'RE SEEING ON THE SCREEN THE EXTREMELY LOW INCOME HOUSEHOLDS THAT ARE CAPTURED HERE MOSTLY ARE SERVED TO THE SENIOR COMMUNITY SERVICES PROGRAM AND WHILE WE DO TRACK DEMOGRAPHIC INFORMATION, THERE'S NO GOALS FUNDING GOALS SET REGARDING RACE OR ETHNICITY TARGETS RELATED TO THESE FUNDS.
