SO IT ALLOWED SOME GROWTH. IT WAS SIZED TO ALLOW FOR BUT NOT A LOT OF GROWTH CERTAINLY NOT THE LEVEL OF GROWTH THAT SEEING ESPECIALLY WITH THE NEW YOU KNOW, HEAVY SEWER GENERATING USES MULTI-FAMILY RESIDENTIAL. SO OUR SITUATION NOW IS THAT WE HAVE SEVERAL AREAS THE CITY WHERE WE HAVE CAPACITY CONSTRAINTS WE'RE RUNNING AGAINST THE LEVEL OF CAPACITY THAT WE HAVE REMAINING AND SPECIFICALLY IN NORTH CENTRAL BLOOMINGTON IN SOUTH CENTRAL BLOOMINGTON WE'RE RIGHT AT THE POINT WHERE NO MORE GROWTH CAN OCCUR IN THOSE AND THEN LOOKING A LITTLE BIT FARTHER OUT WE RUN INTO SIMILAR SITUATIONS ELSEWHERE ESPECIALLY ALONG FOR 94 IF YOU LOOK AT THIS GRAPHIC IN THE SCREEN THESE AREAS NOT COINCIDENTALLY WHERE WE ARE HAVING CAPACITY PROBLEMS ARE THE EXACT AREAS WHERE SEEING THE MOST GROWTH AND WHERE WE'RE FORECASTING MOST GROWTH AS WELL . I'LL TALK A LITTLE BIT MORE THAT DIRECTION. THE WORKGROUP CONSIDERED A NUMBER OF OPTIONS RANGING FROM JUST TAKING NO ACTION TO FUNDING IMPROVEMENTS THROUGH CITY SURCHARGE BASICALLY FEE ON DEVELOPMENT OR FUNDING THROUGH INCREASED UTILITY RATES LOOKING AT ALTERNATIVE SOURCES OR DOING SOME COMBINATION OF THESE METHODS IN TERMS OF COMMUNITY ENGAGEMENT AND FEEDBACK WE CONDUCTED A SURVEY THROUGH OUR LET'S TALK BLOOMINGTON WEB PAGE AT 60 RESPONDENTS TO THAT SURVEY 48 WERE RESIDENTS, 12 DEVELOPERS OR BUSINESS OWNERS . YOU CAN SEE THAT THE PREFERRED FUNDING APPROACH FROM THE SURVEY WAS DEFINED THROUGH THE CITY 62ND HIGHEST WAS FUND THROUGH SOME SORT COMBINATION AND THAT APPROACH IS EXACTLY WHAT'S BEING PROPOSED. SO THE COUNCIL DIRECTION FROM THE OCTOBER 14TH MEETING WAS TO MOVE FORWARD AS QUICKLY AS WE WITH TWO IMPORTANT SANITARY SEWER IMPROVEMENT THAT WOULD ADDRESS THESE CONSTRAINTS IN THE NORTH CENTRAL SOUTH CENTRAL BLOOMINGTON AREAS AND THEN TO FUND THOSE PROJECTS AND OTHERS THAT WE NEED THROUGH MIX OF FEES AND DEVELOPMENT IN THE FORM OF A CITY TAXI AND INCREASED SANITARY SEWER USER RATES. AND THEN AT THE SAME TIME WE WOULD CONTINUE TO AGGRESSIVELY PURSUE ADDITIONAL FUNDING SOURCES SUCH AS FEDERAL AND STATE GRANTS . SO ONE KEY LEG HERE IS THE PROPOSED CITY TAXI. THE PROPOSED $2,026 PER UNIT STRIKE UNIT IS EQUIVALENT THE FLOW FROM A SINGLE FAMILY HOME AND THE METROPOLITAN IN COUNCIL THEY ALSO USE THE SAC METHODOLOGY AND THEY DO THE CALCULATIONS WILL PIGGYBACK UPON THEIR CALCULATIONS FOR HOW MANY SAC UNITS EACH DEVELOPMENT HAS. AGAIN THESE FEES ARE FAIRLY COMMON AMONG CITIES NEIGHBORING COMMUNITIES INCLUDING INDIANA, BROWNSVILLE SAVAGE CITY TAXI IF THINK ABOUT THE LONG TERM CASH BETWEEN THE TAXI AND UTILITY RATES WE'RE PROPOSING A SPLIT THAT'S APPROXIMATELY 61% FROM THE CITY SAC FEE 39% FROM UTILITY RATES INCREASES THAT WOULD BE AVERAGED OVER A 15 YEAR TIME PERIOD IN TERMS OF HOW WE CALCULATE THIS FEE 2020 $6, HOW DO WE GET THERE? FIRST WE START WITH THE COST OF OF THE CITY SEWER PROJECTS THAT WOULD INCREASE CAPACITY AND THEN WE SUBTRACT FROM THAT THE PORTION OF THOSE PROJECTS THAT CAN BE ATTRIBUTED ASSET RENEWAL IN OTHER WORDS THAT WOULD HAVE VALUE ABOVE AND BEYOND JUST CAPACITY IMPROVEMENT INSOFAR AS IT LENGTHENS THE LIFESPAN THE INDIVIDUAL PIPES SO THAT PORTION IS MEANT TO BE COVERED . THE UTILITY RATE INCREASES AND THEN WE DIVIDE THAT NUMBER BY THE NUMBER OF SAC UNITS THAT WE'RE FORECASTING WITHIN THAT SAME PERIOD PERIOD. THE CONCERN IS WE ISSUE BONDS AND WHAT HAPPENS IF DEVELOPMENT IS SLOW IN THE FIRST COUPLE OF YEARS WE WANT TO BE ABLE TO COVER OUR BOND PAYMENTS SO OUR FIVE YEAR AVERAGE FOR SECOND UNIT PER YEAR 672 WE'RE ASSUMING A VERY CONSERVATIVE NUMBER OF 296 PER YEAR THAT WOULD BE $600,000 IN TAXES AND USING THAT CONSERVATIVE NUMBER WE HAVE MORE AGGRESSIVE FEE INCREASES. HOWEVER IF REALITY COMES IN HIGHER THESE ARE REVIEWED EVERY YEAR SO THE ACTUAL INCREASES BE LOWER. THAT RED LINE COULD BE MUCH CLOSER TO THE BLUE LINE IN THE SHORT TERM THE CASHER IS MORE 60% UTILITY FEE 40% SEXY BUT THAT'S MORE A SHORT TERM ISSUE VERSUS A LONG TERM WILL BE OF THE OPPOSITE OF THAT SO HERE YOU CAN BLOOMINGTON'S UTILITY RATES COMPARED WITH OTHER POORER COMMUNITIES BLOOMINGTON HISTORICALLY HAS BEEN ON THE LOW END WITH THESE INCREASES WE WOULD BE MOVING TOWARDS MORE TOWARDS THE CENTER OF THAT GRAPHIC. HOWEVER, A LOT OF OTHER CITIES ARE GOING TO BE ENCOUNTERING THE SAME ISSUE AND WE DON'T KNOW WHAT THEIR INCREASES MAY BE. THEY MAY BE COMPARABLE IN THE FUTURE. IT'S SO THERE ARE A LOT OF BENEFITS FROM TACKLING THIS ISSUE AND NOT IGNORING IT. IT ALLOWS THE COMMUNITY TO CONTINUE TO GROW AND EVOLVE. ADDING NEW HOUSING, ADDING BUSINESSES SERVICES THAT YOU KNOW EVERYBODY IN THE COMMUNITY WANTS AND CERTAINLY THERE BE INCREASED ECONOMIC ACTIVITY, NEW EMPLOYMENT OPPORTUNITIES, TAX BASE GROWTH ,MULTIFAMILY UNITS FOR EXAMPLE ON AVERAGE ARE ADDING $150 PER YEAR IN CITY PROPERTY TAXES WHICH LOWERS THE TAX BURDEN CITYWIDE . SO WHAT IS THE IMPACT ON DEVELOPMENT? WE LOOKED AT SEVERAL EXAMPLES FIVE DIFFERENT LAND USERS LOOKED AT WHAT FEE WOULD REPRESENT IN TERMS OF A PERCENTAGE OF PROJECT COST. SO FIRST EXAMPLE A SINGLE FAMILY HOME IN THIS CASE WOULD BE IN THE RANGE OF 0.41% OF PROJECT COST LOOKING AT THE CURVE AND 31 OXFORDSHIRE'S DEVELOPMENT HAD THE FEE BEEN IN PLACE AT THAT TIME BE AROUND 0.68%. THE PROJECT COST 8200 HUMBOLDT THE NOBLE 0.7% PROJECT COST THE SECOND PHASE ONE DEVELOPMENT 0.41% PROJECT COST AND THEN FINALLY HOTEL RADISSON BLU 0.35% OF THE PROJECT COST SO WITH THESE EXAMPLES YOU'RE LOOKING AT BETWEEN A THIRD OF A PERCENT AND TWO THIRDS OF A PERCENT OF TOTAL COST. BUT THE OTHER POSSIBILITY IS THE PERFORMING JUST CANNOT ABSORB THE ADDITIONAL FEE THAN WHAT HAPPENS. WELL THEY COULD TRY TO PASS ALONG THE FEE THROUGH HIGHER RENT LEVELS OR HIGHER SALE PRICES BUT THAT ONLY WORKS IF THE MARKET WILL ABSORB THAT HIGHER RENT LEVEL OR SALES PRICE WHICH MAY NOT BE THE CASE. THEY COULD OBVIOUSLY PURSUE THEIR DEVELOPMENT IN ANOTHER JURISDICTION VERY LIKELY THEY WOULD SEE PUBLIC RESOURCES TO FILL THE GAP ESPECIALLY IF THEY HAVE A GAP ALREADY THAT GAP WILL JUST WIDEN SO THERE MAY BE ADDITIONAL REQUESTS BASED ON HAVING THIS FEE IN PLACE AND THEN FINALLY THE DEVELOPER WOULD CERTAINLY HAVE THE OPTION OF JUST NOT PURSUING THE PROJECT. SO WE RECOGNIZE THAT THESE IMPACTS DEFINITELY EXIST IN TERMS OF NEXT STEPS WE DO HAVE THE PUBLIC HEARING ON DECEMBER 2ND WITH THE CITY COUNCIL AND THAT'S TO ADOPT THE NEW CITY SAC FEE. ALSO ON THAT AGENDA IS THE ORDERING OF A FEASIBILITY STUDY WHICH STARTS THE DESIGN PROCESS FOR THE NORTH CENTRAL PROJECT. THE SOUTH CENTRAL PROJECT ALREADY HAD ITS FEASIBILITY REPORT APPROVED BY COUNCIL IN SEPTEMBER AND THEN IF THE IS APPROVED AFTER THE PUBLIC HEARING THE CITY TAXI WOULD TAKE EFFECT FOR ANY NEW BUILDING PERMIT APPLICATIONS RECEIVED AFTER THE FIRST OF THE YEAR IN 2025. WE DO HAVE TWO SEWER PROJECTS IN THE WORKS AND THE PLAN WOULD BE FOR SOUTH CENTRAL PROJECT TO COME ONLINE IN NOVEMBER OF 2025. ALREADY THE NORTH CENTRAL PROJECT BEING MUCH MORE COMPLEX INVOLVING HOUSING UNDERNEATH A FREEWAY AND THAT'S MORE EXTENSIVE WOULD TAKE MORE TIME SO THAT WOULD POTENTIALLY COME IN NOVEMBER OF 2027. ONE IS DEVELOPMENT AND REDEVELOPMENT THAT'S REAL ESTATE WORK THAT THE PORT REALLY STARTED AROUND. WE'VE ADDED BUSINESS THAT YOU'RE SEEING WITH BOTH SMALL AND LARGE BUSINESSES AND THEN CREATIVE PLACEMAKING WHICH THE PORT HAS ABSORBED AND WHICH STARTED IN SOUTH LOOP AND WE'LL ALSO BE EXPANDING CITYWIDE AS THE PORT HAS AND WE ALSO ARE GUIDED BY THE CITY'S FIVE YEAR STRATEGIC PLAN BLOOMINGTON TOGETHER TOMORROW WHICH INCLUDES THREE STRATEGIC PRIORITIES ONE TO WHICH ARE VERY RELEVANT TO THE PORT A CONNECTED AND COMMUNITY WHICH REALLY COMES TO SHINE OUR PLACEMAKING WORK AS WELL AS ALL THE COMMUNICATION THAT WE DO WITH OUR BUSINESS COMMUNITY AND THEN A COMMUNITY WITH EQUITABLE ECONOMIC GROWTH. SO ALL THE WORK WE DO WE HOPE IT UPLIFTS EVERYONE IN OUR COMMUNITY AND SOME OF OUR PROGRAMING REALLY GOES OUT OF ITS WAY TO REACH OUT TO COMMUNITIES THAT ARE NOT TYPICALLY WITH THE CITY. SO AS A QUICK THIS IS OUR 2022 TO 25 TIMELINE WHICH BROUGHT US TO WHERE WE ARE TODAY. THERE HAVE BEEN SOME SIGNIFICANT MILESTONES IN THE LAST FOUR YEARS FOR THE PORT AUTHORITY IN 22 THE PORT WAS IDENTIFIED IN A NATURE ASSESSMENT AS READY TO MOVE CITYWIDE AND THAT WAS TO HELP DO SOME OF THE DEVELOPMENT WORK FOR THE CITY AND LET THE AGENCY REALLY FOCUS ON ITS HOUSING STRENGTHS. AND THEN IN 2023 THIS WAS THE FIRST YEAR THE PORT WAS ABLE TO BE FUNDED. THE LEVY WAS NOT PASSED THAT YEAR FOR TECHNICAL REASONS. HOWEVER THE HRA $1.4 MILLION TO GET THE PORT STARTED ON ITS WORK AND THE PORT INCLUDED BUSINESS ASSISTANCE SERVICES FOR THE FIRST TIME IN 2020 FOR THE PORT OFFICIALLY IMPOSED ITS FIRST LEVY OF $1.5 MILLION AND STARTED OUR FIVE YEAR STRATEGIC PLAN PROCESS TO BE COMPLETED. WELL THAT WAS OPTIMISTIC BUT AT THE END OF THE YEAR AND THEN 2025 WE ARE REQUESTING 2.5 MILLION FOR THE LEVY THAT WILL FUND OUR RESERVES AND STRATEGIC SEED A STRATEGIC ACQUISITIONS FUND. AND JUST A QUICK NOTE ABOUT THIS. THIS IS WE'D INCLUDED IN ANOTHER PRESENTATION THE MAX LEVY. SO YOU ARE AWARE AVAILABLE FOR THE PORT AUTHORITY WOULD BE $3.2 MILLION 3,000,206 229 TO BE PRECISE. WE ARE NOT THE FULL AMOUNT WE ARE ASKING FOR 2.5 ALL RIGHT. AND SO I GOT IT I THINK. ALL RIGHT SO THE TOTAL BUDGETED REVENUE FOR THE PORT AUTHORITY FOR 2025 IS 3.394 MILLION AND TOTAL BUDGETED EXPENSE SOURCES WOULD BE 2.7 MILLION. THE DIFFERENCE IN THAT BE ACCOUNTED FOR BY SOME RESERVES THAT WE ARE TRYING TO BUILD WHICH INCLUDE 200,000 FOR BUILDING OPERATING RESERVES WHICH SUPPORT HAS NOT HAD BEFORE BECAUSE WE HAVEN'T HAD A LEVY BEFORE WE HAVEN'T WORKED CITYWIDE SO WE NEED TO START PLANNING FOR THAT AS OTHER CITY DEPARTMENTS AND FUNDS DO BY CEDING OUR RESERVE AND THEN ADDITIONAL FUNDS ARE BEING ADDED ON TO START TO PLAN FOR STRATEGIC WHICH MAY COME DOWN THE LINE. WE'VE ADDED HUNDRED THOUSAND THIS YEAR. THAT IS NOT A HUGE AMOUNT WE KNOW THAT BUT WE ARE GOING TO BUILD THOSE FUNDS TIME AND THEN SOME OF THE REMAINDER OF THE DISTANCE DIFFERENCE CAN BE PLANNED BY NEW PROGRAMS THAT WE ARE PLANNING TO ADD AND A BIT BUFFER THAT WE HAVE BUILT INTO THE BUDGET. SO THE TOTAL LEVY REQUEST TO SUPPORT THIS WOULD BE 2.5 MILLION. ALL RIGHT. AND A FEW BUDGET HIGHLIGHTS FROM OUR PAST YEAR INCLUDE ADDING OUR BUSINESS SERVICES. YOU SEE THAT AND THINGS LIKE SIC AND POEHLER FACILITATING THE APPLICATION OF BLOOMINGTON'S HOUSING ORDINANCE THAT'S WHAT KENNY NIEMEYER OVERSEES OFFERING BUSINESS ASSISTANCE SERVICES TO SMALL BUSINESSES AN EARLY STAGE ENTREPRENEURS YOU'VE SEEN A LOT OF THAT COME THROUGH ALREADY OFFERING CREATIVE PLACEMAKING CITYWIDE AND BEGINNING THE IMPLEMENTATION OF THE CITYWIDE CREATIVE PLACEMAKING PLAN YOU'LL START SEEING THOSE COMING OUT IN THE SPRING OF NEXT YEAR OFFERING DIRECT FINANCIAL ASSISTANCE TO SMALL BUSINESSES TO THE FACADE IMPROVEMENT GRANT PROGRAM AND BUSINESS RETENTION PROGRAM. YOU SAW THAT ABOUT THE FACADE IMPROVEMENT GRANT PROGRAM LAST MONTH. IT'S BEEN VERY POPULAR AND VERY SUCCESSFUL AND WE ARE LOOKING FORWARD TO CONTINUING INTO THE FOLLOWING YEAR PARTICIPATING IN REGIONAL COLLABORATIONS SUCH AS THE CHIPS COALITION. WE ARE ACTIVE WITH GREATER AND OTHERS THOSE ARE MEMBERSHIPS AND MEMBERSHIP FEES SO TO PARTICIPATE IN THOSE SERVICES AND THEN ALLOCATED GRANT FUNDING TO ASSIST DEVELOPMENT PROJECTS CITYWIDE OR PREPARE STUDIES CITYWIDE. SOME OF THOSE FUNDS HAVE BEEN REALLOCATE TO SUPPLEMENT IN THE FACADE GRANT PROGRAM THIS YEAR BUT WE LOOK FORWARD TO HAVING DIFFERENT FUNDS AVAILABLE TO US IN THE FUTURE . WE ARE PLANNING TO ADD IN 2025 LAUNCH AND MORE OF THE RECOMMENDATION OF THE FIVE YEAR ECONOMIC DEVELOPMENT PLAN BUILDING OPERATING RESERVES FOR THE PORT AUTHORITY AS I HAVE ALREADY MENTIONED LAUNCHING A STRATEGIC ACQUISITIONS FUND FOR FUTURE LAND PURCHASES BEGINNING A PARTNERSHIP WITH THE MINNESOTA SMALL BUSINESS DEVELOPMENT CENTER EXPANDS TECHNICAL ASSISTANCE OFFERINGS FOR SMALL BUSINESSES THEY STOPPED BY HERE AS WELL I THINK ABOUT TWO MONTHS AGO. THOSE WERE OUR COLLEAGUES FROM DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT THAT COLLABORATE WITH THE SBA, DELIVER THAT AND THEN DEDICATED FUNDS FOR PROMOTING THE CITY OF BLOOMINGTON THROUGH MARKETING, STRATEGIC COMMUNICATIONS, TRADE SHOWS ETC. THAT'S SOMETHING WE'VE SEEN A LOT MORE DEMAND FOR. WE HAD A BOOTH OF THE CAR EXPO FOR THE FIRST TIME AND SO WE'VE SET ASIDE $50,000 FOR THAT. LOOKING FORWARD TO THE PORT AUTHORITY TEAM RIGHT NOW THE WAY WE HAVE IT PLANNED IS VERY SIMILAR TO HOW IT EXISTS NOW ONE POSITION THAT HAS NOT YET BEEN FILLED IS THE BUSINESS DEVELOPMENT SPECIALIST WHICH WOULD BE WORKING UNDER BARB WOLFE AND ASSISTING IN THOSE CITY NAVIGATION THROUGH THE PERMITTING SYSTEM PROGRAMS AS WELL AS HELPING TO COORDINATE OTHER PROGRAMS FOR THE SMALL BUSINESS COMMUNITY AND DOING OUTREACH. WE STILL HAVE THE SENIOR POSITION VACANT. WE'RE HOLDING THAT IN THE BUDGET IT WAS 50% FUNDED BY PORT AND 50% FUNDED BY THE ASSESSING TEAM. ALL SO MOVING ON QUICKLY TO OUR PORT AUTHORITY GENERAL DEVELOPMENT FUND 2020 FOR 2025 BUDGET REQUEST. SO WE ARE GOING TO SHOW THIS TO YOU TOGETHER AND THEN WE'RE GOING TO SPLIT THEM OUT SEPARATELY AS. YOU MAY REMEMBER THE GENERAL FUND IS FUNDED BY A TRANSFER FROM THE LOOP DEVELOPMENT FUND AND CAN ONLY BE USED IN THE SOUTH AREA OF THE CITY. THE DEVELOPMENT FUND OUR NEW FUND THAT IS FUNDED BY THE LEVY AND THAT CAN BE USED CITYWIDE AND IT CAN BE USED FOR A BROADER ARRAY OF ECONOMIC DEVELOPMENT SERVICES AND THAT'S WHAT ALLOWS US TO MAKE DIRECT GRANTS TO SMALL BUSINESSES AND DO SOME OF THAT MORE DIRECT ASSISTANCE. WE WOULD NOT BE ABLE TO DO THAT WITH. OUR GENERAL FUND AND WITH THAT I AM GOING TO TURN IT OVER TO MARY KAY TO TAKE THE NEXT PART . GOOD EVENING. SO AS HALLIE MENTIONED THE TRANSFER THE GENERAL FUND GETS THE REVENUE FROM A TRANSFER FROM THE CITY OF BLOOMINGTON FROM THE CITY SELF DEVELOPMENT FUND AND SO 2025 IT WOULD BE A $44,000 INCREASE LOOKING AT THE EXPENDITURES SALARIES ARE ACTUALLY GOING DOWN BY 86,000 BUT THAT'S BECAUSE OF AN ACCOUNTING CHANGE THE CREATIVE PLACEMAKING EMPLOYEES USED TO SPLIT THEIR TIME THE CITY IN PART AND JUST THE HAVING TO ALLOCATE THEIR TIME EVERY PAY PERIOD AND THE ACCOUNTING PART A LITTLE MESSY. SO THEY'RE GOING TO QUOTE TIME ENTIRELY TO THE CITY BUT THEN PORT WILL REIMBURSE THE CITY FOR A PORTION OF THE EXPENSE. SO YOU'RE SEEING THE SALARIES AND BENEFITS DOWN BY 86,000 BUT THEN MATERIAL SUPPLIES SERVICES ALSO WENT UP FOR THAT CHANGE AND THAT WAS ABOUT 108,000 OF THE INCREASE IN MATERIAL SUPPLIES AND SERVICES. THE OTHER INCREASE FOR MATERIAL SUPPLIES AND SERVICES WITH THE POSSIBLE WATER PARK COMING IN WE FIGURED THERE WOULD BE MORE ADMINISTRATIVE EXPENSES, MAYBE MORE LEGAL EXPENSES AND SO WE ALSO INCREASED THAT LINE ITEM THERE FOR THE WATER PARK. BUT OVERALL THE FUND WERE PRETTY MUCH BREAKEVEN WITH A NET GAIN OF ABOUT 4000. AND IF YOU GO TO THE NEXT SLIDE AND SO IN THE DEVELOPMENT FUND THE REVENUE IS THE PROPERTY TAX AS HOLLY MENTIONED TRYING TO BUILD UP A RESERVE IN FUND AND PART OF THAT IS BECAUSE OF PROPERTY TAXES COME IN TWICE A YEAR. THEY COME IN JULY AND DECEMBER. SO FOR THE FIRST SIX MONTHS OF THE YEAR THE FUND NEEDS TO RELY ON THEIR RESERVES OTHERWISE THEY'RE BORROWING FROM THE TIFF FUNDS BASICALLY SO THE REQUEST IT IS 2.5 MILLION SO THAT'S A HELPFUL EXPLANATION ON THAT. SO I THINK THAT WILL MOVE US FORWARD AND THEN WE HAVE A CONTRACT FOR STAFF SERVICES. DO WE HAVE THAT IN THE WAS THAT INCLUDED IN HERE? IT IS BECAUSE WE CONTRACT WITH CITY TO PROVIDE SERVICES LIKE ACCOUNTING I.T. SPACE AND OCCUPANCY. FOR US ONLY ONE MINOR CHANGE WAS MADE BETWEEN LAST YEAR AND THIS YEAR WHICH IS JUST SOME CLARIFICATION OF HOW OUR PORT COUNCIL AND THE CITY'S COUNCIL WILL WORK TOGETHER.
