please ensure that your audio and visuals are working properly if you are presenting before the board I will call each item in the order that it appears on this morning's agenda I will then ask who is present on behalf of the applicant you'll make a brief presentation regarding your proposal followed by questions by the chair and Commissioners following questions there will be an opportunity for Testimony beginning with elected officials or their representatives for members of the public please limit your testimony to two minutes and please state your name address and affiliation if any the of the first item on this morning's agenda calling item number one Blue Mountain Jamaican restaurant LLC doing business as Blue Mountain Jamaican restaurant located at 1301 Blue Hill AB in matapan has applied for a common Victor license to be exercised on the above 1,50 squ foot full service restaurant with takeout on one floor seats 24 and a full kitchen in the back bathroom in the front right corner storage in the back beside the kitchen a small office and a small front storage area between the office and bathroom public seasonal patio May to October with a capacity for 10 and operational hours on the patio being 11:00 a.m. to 8:00 p.m. manager Mara Satchel hours of operation 7:00 a.m. to 9:00 p.m. who's present on behalf of the applicant I am Marcia satchel good morning good morning thank you so much for being with us if you could please just uh briefly present the proposed concept to the board I good morning so um Blue Mountain Jamaican restaurant um we've been in business now for five years and we had to relocate to this new location um since it was not a restaurant before it's the reason why we're here um as you stated um in your intro um that's precisely how the property is um situated ated um we are a restaurant that focuses on um ensuring that we are serving healthy meals to the community um being involved with the community um and would love to um get a license and your permission to continue providing community service volunteer service and giving back to our community uh thank you so just to go over the description the restaurant will have 24 seats inside and then you'll have a patio with 10 yes on the outside but that has not been in the works as yet the building um structure the original structure of the building um when the owner um architectural drawing will show that um there's seating on the outside but we will be applying for that um probably later on this year early spring but for now we're just focusing on opening and using the seating that we already have on on the inside are you open yet no we're not open yet we're we're um we're going through the process so we we just have after this meeting then we'll do our um the health department will come in so we're preparing to reopen Okay so do you have an approximate estimate as to when you might be open um we we honestly would like to open towards the ending of this month no no later than early OCT um November okay um let me just double check okay so um the description on the agenda today does include the patio so should this be approved on Thursday we would not be able to issue the license with the patio on the description until it's um finalized just to let you know that okay okay and what would be the steps that I would need to take to get the patio approve Danny do you want to sure that would be to make if this is uh this is on public property so you'll just make sure you get approval through the outdoor dining program by going contacting outdoor dining at applied for a common viter license to be exercised on the above 2,174 foot coffee shop on the first floor at ground level features a dining area with 30 interior seats two public restrooms a coffee service counter a back work room a utility room and a manager's office there's also a private seasonal patio open April to November but a accommodates 20 seats and operates during the same business hours from 5:00 a.m. to 9:00 p.m. manager Ricky ralo hours of operation 5:00 a.m. to 9:00 p.m. who's present on behalf of the applicant uh Daniel Brennan's here um and handle permits and licenses for Starbucks uh Madam chair board members uh this is a new store 500 Boon a former retail store tal bits um it's been subdivided into various spaces one of which uh is for a Starbucks coffee um it did go through the neighborhood process uh back in March April of 20123 uh we did have to get a special permit for it for the takeout use um we are filing for our certificate of occupancy on Friday and uh we do have a use of premise permit that should be issued this week as well for the outdoor dining um we have 30 seats inside 20 patio seat seats on private property um at the inlet of the atrium at 500 products for the past seven years thired farmers markets then we had a food truck that we took around Boston and Belmont Farmers Market lexman Farmers Market uh we sell predominantly wholesale but um decided that we kind of wanted to interact with the community that we're selling our food to a little bit more uh we found that space in Beacon Hill super small it's um you know 750 square feet for us it was pretty big because we're used to working on a food truck um we ended up taking this Bas um outfitting it with a kitchen making it work and um so far the feedback that we've gotten from the community has uh been really positive we opened with a temporary TV uh over the weekend um and today would be our third day um in operation sorry about that um so you're at 37 Charles Street um correct and there three tables inside so is do you do take outo delivery uh we haven't uh and we probably wouldn't do delivery um if we did take out it would just be like toast POS where a customer puts in their order and comes and picks it up um but that's we haven't even expanded into that yet so it's just in person they ordered the counter it's pretty quick um you know five six minutes we have a handful of people over you know the weekend that sit at tables we had a lot of tourist that come in and and sit at the tables and and eat um and a lot of residents ended up taking it home okay Charles Street the applicant has extensive culinary experience and has proven to be a successful owner operator of the hummus shop food truck which travels all over the Greater Boston area I'm eager to support their expansion and thrilled to see a brick and M location in historic Beacon Hill on the biggest Commercial Street in the neighborhood and one of the main commercial corridors in the city of Boston the proponent has done all of the community work necessary and now I am proudly supporting his business and concept which I know will be successful for these reasons I would like to go on board Dennis quilty attorney representing the applicant um I'm not sure which of the principles is with us here this morning um it's a family-owned business to sell High you have the board has approved this applicant for other multiple other locations to do precisely the same thing they're asking for here which is an extension of hours but the extension would include only deliveries after their present closing hour of midnight they would ask to be allowed to do deliveries only till 3 a again in a similar fashion to others which you have approved for this group in the past including uh one in Austin one of the um TD Garden and um I think one other I'm I'm blanking at the moment uh we had an on meeting on June 25th uh we met with the Fields Corner civic association on two occasions September 10th and October 1st I know you have a letter of support from Fields Conor um and I think uh as we appear before you this morning we are uh fully supported for this application in the pickup uh occurring the dumpster being picked up um at the early hours which impacted some uh the sleep of residents that live behind uh the McDonald's um they went on to meet with the Fields Corner experienced in the food and beverage industry and is familiar with the laws of the Commonwealth rules of the abcc and this board for the S and service of alcohol um as I've said Jamie is the COO for for this group and is such is responsible for ensuring that all of their restaurants are in compliance with the board and the abcc rules and regs um all staff uh in these restaurants uh involved in the sale and service of alcohol including weight staff bartenders and managers are tip strained that's a requirement there um Jamie visits each each location daily to check in with the staff and the managers to ensure that they among other things understand and are in compliance with these rules um the three lenses before the board today at their furthest are less than a third of a mile apart these are located in very close to one another in the Back Bay Area uh the Jamie is not at these restaurants each is supervised by an experienced management team uh including general managers uh each of these general managers have been in the have been in the industry for more than 10 years uh and understand how to operate these restaurants uh in the manner in which the board uh has come to expect there was issues with the prior ownership and they wanted to have a clean break with the prior ownership so um by changing the name any past negativity associated with the old name they would be able to uh to obviate that um in addition um they picked a name that was that was employed a bit of a literation um the Stop and the and the sord they felt gave the name more attention more command and in pursuit of this alteration Amendment for their existing liquor license for the nightly bar and restaurant at 110 Saven Hill Avenue in Dorchester uh with me today are managers James Baker and John mcdono who will be available to answer any questions if needed back in 2021 the nightly received a liquor license from this board and from the abcc which included primary bar and restaurant uses at the basement level and complimentary event space on the second floor of this building uh this amendment seeks to add as Mr Green uh described in great detail add the third floor uh of 110 Sav Hill AV to the existing license and accordingly reconfigure the seating counts occupancy numbers and floor plans related under the amended plans the basement level would no longer be primary bar and restaurant uses but would be used more for food prep and have a small seating area for takeout uh the second floor would become the primary bar and restaurant area with a seating capacity of 120 Max occupancy of 120 there would also be an outdoor harist area uh dining area uh the third floor would become subsidiary function space for the restaurant we'll also have a kitchen bar area dining area as well as another outdoor Terrace uh terorist outdoor dining area uh closing time will still be 11:00 p.m. same as on the original license uh the owners just uh the third floor space became available following covid the fitness center above when out of business they found that it would be uh a more applicable space to have the primary restaurant area on the second floor function space on the third floor but still wanted to reserve that basement area for takeout purposes uh and with that I will pass it back to the board and take any questions if needed thanks attorney um thanks for joining us today Mr Baker my only question is how far are you from opening the restaurant how far out we that y sorry yeah we filed for a permit uh as of about 60 days ago I would say that we would be G Construction right either just before just after the first of the year and uh with the third floor being the furest along with it are largely fit out already we should be looking at opening the first quarter of 2025 you know by the end of March okay um what your attorney might might have mentioned it but I think I might have missed it did you have an additional Community process for this um extension yes we did we went uh we spoke to the office of Neighborhood Services in in the mayor's office and we presented to the Columbia sa Hill Civic associ iation the general membership and we had Boston I represent the leny and jna Corporation and Janna Patel the owner and manager Michael Ganon a present and we have um as you know we've had the the beer and wine license for several years now and we're seeking the full alcohol license we had a at a Butters meeting and reached out to the community groups um in terms of the feedback at the meeting that we had it was um it was overwhelming support and it's consistently been that way since they've been in operation I believe as a store as far back as 2003 so and the manager is a long-term resident of the town and we're you know we're happy to answer any questions if you have any thank you yes um the standard we look at for um adding for you know changing a beer and wine licens to um and all alcohol licenses um is there a public need for this type of license in this location so just just looking at um a map of all the active liquor licenses in o127 can you um describe for the board today what the public need is for an additional all alcohol license yeah so the the nearest liquor store um is several um blocks away a distance I believe it's near B and C Street in South Boston there's a whole area down in that area of D and fifth that goes all the way towards um Dorchester Street and down to dochester Avenue that that is has no access and and that's why we submitted a lot of the neighbors uh have requested this because there is nothing nearby for them to come to the the neighborhood store and and purchase whatever they need in terms of um um the drinks or the or beer and wine but we have that already obviously okay um all right thank you for that um commissioner saxo commissioner K do you have any questions not at this time on wa from comments thank you thank you thank you are there any indviduals hoping to be able to respond to that we we've already spoken and we've fully agree not to not to sell any of the smaller bottles okay and you would agree to have that as a condition on the base here license yes okay and I'm going to I didn't see it in the application but we will follow up if you wouldn't mind submitting a floor plan to show us exactly how much of the space is used for alcohol beer wine and and alcohol just so when there is an inspection um the license premise unit will know exactly where how many coolers you have for beer and wine and how many shelves you have for alcohol with me today is also Jason and delicado he is the 100% owner and proposed manager of record um this application seeks to transfer a wine and mall with pel's LIC license from Symphony exchange Inc which is currently at 250 Huntington Avenue to the applicants proposed new location at 39 Char Street the premises is um 1,750 square fet of restaurant space with a seating capacity of 84 the first floor has a dining area with 78 seats and a small bar for seating uh six people the basement level will be used for storage and office space and the proposed closing hour is 12:00 a.m. um this concept is um a locally owned in sour scratch kitchen with a farm to table concept um which will have full dining service there's been a large community interest in support from both residential neighbors um The Beacon Hill civic association and the building owner um we met with the mayor's office of Neighborhood Services back in February and we met with the Beacon Hill Civic associ on April 3rd and again with another meeting um in September on September 4th uh the Beacon Hill zoning and Licensing committee had a majority vote of 8 to4 in our favor um and we also agreed to do a good neighbor agreement to address any concerns that they had Jason also obtained 198 residential signatures um of all local residents who are in full support of this restaurant with alcohol service um the building owner again is also in full support this used to be uh the former Vineyard Vines retail store and it's been empty for over 2 years now so we're just excited to bring A New Concept to Beacon Hill um this will also enhance the community experience as this uh establishment will add to the overall charm and vibrancy of Beacon Hill uh neighborhood known for its unique boutiques and eateries uh the restaurant located to both local residents and visitors uh creating a welcoming space that complements the area's historic Ambiance um historically it's been a commercial space so the impact should be very minimal supporting local tourism and economy is another major Point here um Beacon Hill is a a very big popular destination for tourists um and having this well-cured establishment with alcohol can serve as a drawable tourists and residents to go for um a locally sourced meal and will increase the local economy by supporting all local um suppliers Jason like I said is the 100% owner um he's an established and successful businessman on Beacon Hill already um he also is the owner of Beacon Hill Market where he's been granted a section 15 uh liquor license um Jason has also brought on an experienced operations manager Chris begolo who is the owner of panificio uh also on Charles Street just a block down in a great establishment for over 20 years um Jason is also the proposed manager of record he's a US citizen Massachusetts resident and is familiar with the rules and regulations relating to the sale of alcohol of this board and the Commonwealth in the abcc I will note that he is a placeholder manager for now um he'll be head of you know everything from now up until opening so he'll go through the whole startup phase hiring employees and getting the restaurant up and running um but before open for business we will be back before you for a change of Manager application um so he'll you know hire an experience full-time GM um and I'm going to turn it over to Jason just to say a few quick words and then we're happy to answer any questions that you have Jason yeah hi um I don't know if everyone can hear me okay but um I thank you very much Elizabeth I just wanted to give a couple quick points I mean as she mentioned it is a farmtotable concept uh we plan to Source most of the food from you know local farms uh in the Boston area um or at least New England for that matter um I have some connections through the market that you know I think will prove valuable for the restaurant um I've actually uh established a partnership with Savers which used to be on Charles Street to be able to serve and sell some of their meat which I'll be doing at the market but also down um at the bottom of the hill here uh as we mentioned you know Chris is on board he owned uh an operated panificio for over 20 years um I've done business on Beacon Hill for over 20 years um interestingly this space actually was originally a restaurant uh dating back when I looked at the building jacket at ISD it was called Colonial kitchen and uh it then transferred through other iterations and as mentioned it was um vinan most recently but it's sat vacant for multiple years now so the owner's really excited to have something um in there that will bring some life and uh help bring the community together in Beacon Hill uh as we mentioned we did get a lot of support I also had supporting letters uh come in from other restaurants on the street um expressing their uh you know approval and also excited about the idea so um you know I think we'll be able to really uh focus on Prov iding the neighborhood with something that's a little bit not not super casual but it's not fine dining per se and um will serve a good purpose in the neighborhood thanks Jason thank you attorney okay so con Salvador Columbia is a family-owned restaurant it's located at 244 Meridian Street in East Boston those of you that are aren familiar with East Boston that's the Central Square area sometimes referred to low E Boston uh Mr uh Jose Gomez opened the restaurant February 1st 2023 he totally renovated at a considerable cost uh I submitted numerous pictures so you could get a kind of a fare what the restaurant's like uh it's extremely clean restaurant uh it's a Coy restaurant the restaurant's uh 1188 square feet with 33 dining seats uh Mr Gomez is the owner manager he has extensive experience in the restaurant business uh he worked uh in restaurants throughout his whole life the last 20 years prior to opening this he worked at the Capitol Grill very nice man hardworking man who works maybe 70 80 hours a week his 80y old mother does a lot of the cooking um she cooks authentic Colombian food and the patrons Rave about her food uh the hours of operation would be 7:30 a.m. to 11: am uh Mr goes he's a US citizen a Mass resident as I said he's got extensive experience in the restaurant business uh he's also familiar with the rules regulations of this board and of the Commonwealth and the rules of the abcc um there's definitely a public need there's a large Colombian contingent present in the neighborhood where the restaurant's located um the patrons have continuously asked for maybe to have a beer with their dinner or a glass of wine or maybe some AGA Dente uh which would only enhance their dining experience um we have over 100 letters of support uh I think precisely 113 uh we also have the support of the Maverick Central neighborhood association when we met with them we had uh unanimous support um small businesses I believe at the lifeline of the neighborhood uh and I think we should support them in any way possible I thank you uh for giving me this opportunity for the presentation and if you have any questions feel free to ask uh thank you very much for that explanation descrip taking a look now at the letters of support Etc can you describe for us attorney Costello um in a few words how a beer and wine license with um lur of this location will help um enhance the cultural and economic activity of the neighborhood I know you said it's a Colombian restaurant but tell me a little bit more about the immediate neighborhood in that area well the neighborhood in that area there's there's a pocket full of Colombian individuals that live there they work there and they frequent the restaurant on the few occasions that I went in to meet with the uh the owner the place was packed um the atmosphere is incredible and it's kind of the lifeline in in the pulse of the neighborhood and I think it would just the beer wine and cules would enhance any dining that that these patrons um would experience um it's a hidden G in gy in East Boston and um it's a it's been an asset to the neighborhood and there's been writeups uh in the community about the authentic Columbia and food and then again back to the general vicinity are there any other beer and wine and cordial restaurants in the general vicinity uh I not too sure um it's in the Central Square area so it's a robust area um um I I I don't know if there's any down the other end uh of the Central Square area I know heading towards the Chelsea portion that they're on any I know that for sure um but but that particular location uh I I I don't believe there's any other Colombian restaurants that's for sure okay could you ask you client or if there are any other restaurants right in this general area I'm looking at a map but I can't tell hold on uh Jose did you understand the question Mr Gomez Mr Gomez Mr Gomez I asked you to unmute just now I don't know if he understand it sounds you guys you guys can hear him yes okay yes there is other uh restaurants around the area Okay do those other restaurants have beer and wine licenses they do they they do as well and there's also uh bars that have uh liquor license as well so one of the um one of the legal standards that this board is looking at for these new licenses is whether or not there's a need for an additional license in this area your attorney described that this would be the only Colombian restaurant that serves beer and wine in the area is that true uh I'm not 100% sure if other the restaurants sell uh beer and uh and liquor and wine you're not sure or you are sure um no I'm not sure okay could could be but we haven't you know been into other establishments since since we've got this uh new business and you've been here since 2023 February 1st 2023 I I would suggest you know what we're getting at the exct public need correct I would suggest to you the fact that um that we have all the letters of support from the local Colombian residents um that that I know in in of itself doesn't Express neighborhood group supporting us uh I met with all the public officials and I would suggest to you that there's such a large uh Colombian contingency in that particular area that there is definitely a public need for an authentic Colombian restaurant that serves beer wine and alcohol and in cules thank you um commissioner Saxon or commissioner C you have any questions uh I'm sorry I might miss it did the attorney um cover the manager of record questions oh I might have kind of running the show my mother she ran it for about 10 years so I have over 10 years of experience also have a strong background in the business processing side of thing as well as management where I am a Bentley University graduate as well um applying for the 7day common vict all alcohol license and um part of the reason why we're applying for this is the one we have a strong strong customer request um day in and day out customers requesting our famous Haitian infused drinks um lime juice passion fruit we have some passion fruit infused with lime juice so that's one of the main pushes another one is that um we've also had experience with rinting out the one day license and it was exteme we did extremely well so it was extremely successful um for the most part no incidents um everything went smooth you know that kind of open our eyes to kind of you know give back to that demand of wanting that liquor license um not only that but um our location was formerly known as The High Park Pub so it which was a major Staple in the high park community it was a pub um with our specific locations so we kind of want to resume back to where we left off from bringing that you know liquor SLB Barfield restaurant field to the community um yeah we also plan to include some live jazz so we are on the works with the live entertainment license as well but we have neighbors requesting that as well that's really big in the staple the H community of jazz music so we're trying to bring that aspect as well yeah if I'm here for any questions so there it's seating for 16 people yeah that's around that that's seeding wise but we also have a L-shaped bar you can see it around the bar as well and how many people can see sit at the bar depending on the size of your stool 12 to probably 15 and then you're gonna have live entertainment like you gonna have a dance floor or something yeah so I guess Pro before we moved in it was already like a dance floor setup so that would be I guess the space for the live jazz if we were go to have it but that's not something I mean sure that would be a different hearing but um to talk about your application today for this all alcohol license um it's these are your you would be offering ha Haitian infused drinks is that what you described to us yeah cre infused drinks so it's handmade lemon juice handmade passion fruit um they do some type of special blend my mother's recipe um not only that but we'll also be serving regular alcohol so customers come from work coming from work or the Haitians in the community coming from work they want to kind of sit in and kind of have a drink or beverage they can do so as well okay um one second [Music] um so again we're asking all applications that appear before us U moving forward with these new licenses that we have available um would you consider your concept unique for this neighborhood is it too unique no would you I'm just trying to get out of you on on the record some of the elements of public need they're looking for would you say that this um is unique to this neighborhood yes um one starting off we are the only open Kitchen restaurant in the hatian side of things in the high park community right now so you can literally come in and kind of see the ins and outs of how we prepare our food so that's one aspect when it comes to aiding to the unique side of things not only that but um there is from my record I don't call any live music possibly coming into the High Park area right now um okay okay and do you think that this would have an impact on traffic and noise in the area um no only because majority of the surrounding Butters are resident I mean commercial so we have connecting to us as garage um we had our direct touch in a butter actually join one of our um means and they were in support for the most part um and I guess the neighbors next door they actually work at the restaurant so other than that everything else is commercial directly across the street at 7-Eleven and family that live next to 7-Eleven so everyone full support in this on your block or um in this area of High Park AV um do you have any idea of how many other restaurants or liquor licenses there may be yes so we have a Boston restaurant which was the old River Street Grill so they are I guess received their license last year they have a full all alcohol license so they're probably about 700 square feet away from us 700 feet away from us um directly across from the police station we also have zaz that's within 700 feet as well they have a liquor license and park 54 which is in High Park they also have a liquor license there's a few restaurants in the area we're just kind of adding to it um essentially we were the High Park pups so which was a major stomping ground for the High Park residents so we're kind of trying to resume back to where we left off that's also part of the reason why the customers are kind of pushing for that okay I think you did a good job describing that um and you said you've worked here for 10 years yeah so my mother is the she was the head owner and so you know me growing up in the household my mom went to culinary yards we graduated from there and um 2017 that's when I was a part of business and I was working no parttime but I was still falling along shadowing so I'm served safe certified did a few courses with that um and yeah so gr up with my mom being a head chef a lot that I know as far as the ins and outs of the restaurant industry as well as cooking okay and we and you'll be there this will be your full-time job yeah yes this is my full-time job so I was corporate for probably about six years I recently put alls and one basket so I'm all in with the restaurant industry I'll be fully running all the Louis barari uh D barari the executive chef and Meredith Fitzgerald who will be running the front of the house the team's plan is to convert the former Fixit Shop uh at this location into a restaurant with two different food focused Concepts the premise has approximately 1750 fet of dining area with two separate and distinct dining spaces uh the space fronting Washington Street is humari it will be a small Neighborhood Restaurant with bar and table seating for 31 patrons uh the menu will be an elevated Neighborhood Restaurant drawing inspiration from Chef Lou's experience and his residencies at spaces like link and Nod in Boston south end uh the working menu has a variety of dishes offering neighborhood residents and visitors options including a variety of raw dishes unique hummuses shared plates and Entre the second area in the rear is sosa Subrosa will be an artart gallery and cocktail lounge with bar and table seating for 36 uh this is inspired by Chef Lou former space in BO Market in Somerville it will be it will offer a constantly rotating food and and drink menu uh inspired by the seasons as well as the art displayed on the walls um this will create a uni unique experience for its customers and a space for local artists to display their work and be introduced to the community in a unique setting Oaks Weare is currently underserved with a lack of places where residents can enjoy a highquality first class sitdown meal with alcohol service we believe that this is the this establishment is the type envisioned by the legislature when they uh created the three license uh specifically designated for Oak Square uh this restaurant here uh will Revitalize a currently vacant space in Oak Square and provide something the neighborhood has been lacking the aforementioned sitdown restaurant the total premise is approximately 2,464 Square ft with seating a total seating capacity of 6 7 in the two dining spaces the proposed hours are 11: a.m. to 1: p.m. 1 a.m. daily uh there's no outdoor seating proposed here uh as Connor and oness will describe uh later the applicant met with the baia and received their support and we did present at the abuts meeting to allow the community to understand and uh comment on this proposal in addition the applicant has also received support from representative Moran the team here is a dedicated group of restaurant tours with years of experience in the industry Chef Louie is an Acclaim chef with who has operated award-winning restaurants in Boston and throughout the country Meredith has an extensive experience as a general manager events manager overseeing um high quality wine programs in multiple restaurants throughout the area as I've said Matt Panino is the proposed manager of record he is a resident Brighton uh has been for decades uh and he's been working to bring a concept like this to his community for almost as long as he's been there uh in the past he's been a server bartender and barback uh he is a United States citizen a resident of Brighton as I've said uh in addition to receiving support from Chef Louie and Meredith he does have experience in the industry he is familiar with the laws of the Commonwealth the rules of the abcc for the sale and service of alcohol he is also tip certified um we want to thank the board for hearing this application today and would' be happy to answer any questions you have uh thank you so is it are there going to be two separate restaurant Concepts under the same license or are these two restaurant Concepts connected in some way they are connected they they're there's a a joining room they share bathroom share a kitchen it's they're not you know completely Standalone they you know people can flow between them but it's the each dining area has its own unique concept are the menus different that's I'm trying yes the menus will be different humari will be a little more stable it'll be a space for um you know while it will rotate and and the team will bring things on and off as you know seasons change and demand changes um it's kind of you know more of a neighborhood restaurant feel whereas Sosa is going to be a more constantly Rota not constantly but uh frequently rotating menu um uh drawing inspiration from as I said art on the walls or new seasonal changes or or something that that um strikes the team as an interesting idea that you know they think the neighborhood will like and can you describe again what humari menu is like I think you said raw food plus hummus yep um it it's and I can provide the board with the copy of the working menu but it is it is a variety of different options uh from you know uh appetizers small plates larger plates Entre um uh everything uh in between but but have a section for raw dishes uh they have unique uh one really popular dish uh when the chef uh was in residency at wink and Nod was his hummus um he it just from because of his skill and talent in the industry uh he was able to create letter this morning that's part of the file um that highlights some of what I think are the highlights for this application um by way of background of course these two restaurants have beer and wine licenses and the purpose is to increase the beverage offerings in conjunction with food these two establishments are both food first establishments they're both small restaurants in the North End on Salem Street um Carla has been there and run them Hands-On for 28 and 31 years so termia for 31 and Antico Forno for 28 years um she is a Northend born and raised individual she's lived in the North End for many years is there every day now ing back and forth between the restaurants um firsthand she's active in several North End and other Boston associations active in charitable organizations offering her restaurants as hosts of charitable activities and events um the most fundamental reason why is is this is something that the public wants and the public wants it on Salem Street people come into the restaurants every day and they ask for cocktails and mixed drinks and and it's essential for these restaurants to thrive and for Carla's restaurants individual um in particular excuse me um I think the applications tell you a bit about the restaurants but very briefly 12 tables at termia 23 at antio Forno again these are very small food first establishments this is not uh drinking establishments where people go to drink this is where people go to get the best of North End Food Carla's been thriving for 28 and 31 years and and she really will rely on these applications to continue to thrive and compete frankly with the other restaurants um Salem Street importantly part of the letter is um you'll see tab two to the letter is a map and this is my rough approximation based on the city's data but I think it does a fairly good job of showing that Salem Street has two all alcoholic all alcohol beverage uh licenses and there's just no oversaturation on Salem Street when it comes to all alcohol license and people come to these two restaurants and they ask for alcoholic drinks I'm sure they come to others on Salem Street um in terms of impact these two restaurants both close at 10 during the week 10:30 on the weekend and everybody's out by 11:00 p.m. the teria license goes to 11 the antia Forno goes to 1:00 a.m. Carla is seeking no change to that and frankly the restaurants Clos long before the license off expires um couple of other things um unanimous support at the robust Community process there were two meetings of course there's a newer meeting and a nck meeting it's important to highlight that the newer meeting was a full membership vote and the entire membership voted in support um I think that's fairly rare for a nura meeting uh the nck meeting similarly the board unanimous support no one at either of the on meetings spoke in opposition there was many people who showed up and spoke in support um a bit about Carla she has successfully operated two restaurants for three decades I think that's really important um this is somebody who has an established record um of serving the first of all serving the the neighborhood serving Salem Street serving the public serving the city um she has an imp impeccable record no disciplinary action to speak of um tips trained staff people who have been with the restaurants for 20 to 25 years um and Carla is not going anywhere I know of the concerns expressed by the board in past hearings has been the monetization of these licenses Carla is not going anywhere she these licenses are for her to keep to help her businesses Thrive so this is not something she's going to turn around and sell and I want to make that representation on the record um with that I I'd be happy to address any questions and and Carla is here with me if you have any questions for her thank you for the time this morning uh thank youne thank you Mrs Miss Gomez for joining us I have an echo can you guys yep same that hopefully that wasn't uh from me the whole time too with my blabbing no no it was not okay um so thank you for taking the time to describe um what you see as the public need for these all alcohol licenses there so you know as you know public need is a legal standard that the um board applies to whether or not it's appropriate to for a certain license in a certain area and one of the factors is public support but it's really not the only Factor um one might argue that the North End in general may be oversaturated with Italian restaurants um so can you describe for the board or help us figure out how here you are two two applications on the same street describe to me the public need for an additional license at both of these locations so like one this is an already a neighborhood offers a lot of Italian food um for for people so describe for me why not just one now you're describing the need for two um additional all alcohol licenses here like what's so different yeah of course I'm so glad you asked I think that's really a critical question and it sort of is so to speak the elephant in the room and while we're on the animal analogy um this may fall flat but I think it's it's fairly it's fairly good um taking away or sort of cutting off the North North End restaurants and the North End Italian restaurants um from the picture is like starving the panda at the zoo people go to see the panda right people go to come to Boston to visit the North End restaurants um these are the lifeblood of economic activity for a huge part of the city um you know and it's not they're not going anywhere and Carla has been established in the North End for many years so this is somebody who has put the work in who started her businesses nearly from scratch um of course there was one of the restaurants was Carla May correct me on this but um you know that there were some building blocks there but this is somebody who has built a successful business that is part of a you know a real attraction point to the to the that's an important part of the economic life of the city um and I think to sort of say well the north end's got a you know plenty of licenses one I think that doesn't do justice to the nature of what the North End is and what it does for the city frankly um and as part of not to cut you off but I am going to cut you off only because we have two applications here and we have to really get at some specific criteria and one is one is is this a unique concept let's talk about Antico Forno how is this unique yeah well first of all antio Forno is um unique in its offerings um on the menu this is a nobody else in the North End offers the Brick Oven Neapolitan style pizza that antio Forno does I mean that that is a an attraction point that people thousands of people come to the city for specifically it's a restaurant that's been there it's very unique in that it's been I think that's important I may have said it a few times and it may have been overlooked or maybe it's not as important as I think but having been there for 31 years is a distinguishing Factor okay I think um I think that's really critical um that this is something that people not just come to now or have for the last two years but have come to for decades um termia is different from antio Forno I'm happy to address that too but it's a small smaller room um you know if if you say well one one for Salem Street is enough or one more you know I'd be happy to sort of okay but I think that these are two very different applications um Carla happens to be the owner of both of them of course and and I'm sorry chair Joyce does that help on that particular question sure I mean we've been talking it's been in the news for weeks and months that we're looking at public need for these licenses and these 12 are highly coveted so we're going to do a deep dive into what um how how this application meets the public need of uh this type of license so and I I don't know if we should be taking these together or separately but we'll just continue the conversation I've never been into either of these restaurants so you describing the experience is very helpful one is one offers Neapolitan style pizza one is small and intimate um if you want to continue along that lines you can help us figure like tease us out a little bit we here we are it's just yeah usual to have two applications from the same restaurant owner on the same street you know in the same neighborhood both looking to you know take advantage of this opportunity with the all alcohol license so I need you to help me do my job as far as determining whether or not um this is a good use of this additional licenses these additional licenses here absolutely um and Carla may want to chime in with some particulars about termia uh I've only been into both restaurants a few times so she knows a bit more but um termia antio Forno is on the let's see the east side of Salem Street if I've got my geography right and term is on the west of J so Salem Street in Bartlett Place um termia is much smaller there are 12 tables no bar at termia it is really kind of a very intimate um you know gets a little bit loud not to the point of bothering neighbors ever um but it's a it's a loud tight um environment where people enjoy that very close small you know it's like a little cafe in Italy um very different from a lot of the other restaurants sure there's a lot of smaller restaurants but this is like kind of like the the quintessential small Italian home-cooked meal type environment Antico Forno is a little bit bigger but it's still relatively small we're talking about 23 tables and 13 seats of the bar it's fairly intimate and you know you see the the pizza ovens and the brick the brick ovens in the back um and I don't know if that that helps give some color on those two restaurants yeah I mean we're gonna have to just because we're gonna have to go move on to tmia after we have to kind of we can't take these together because we'll be voting on them separately so yes you did sure we're GNA have to read the other one into the record and um so let let's go back to antio Forno right now that's the larger restaurant that you just just described um um I don't have any other questions about antia for now commissioner aent commissioner curent do [Music] you um just one question I've had in general uh if we were to vote in favor of this what would you be doing with your current beer wine licenses I I am unmuted okay good um I think would have to be returned over to the city I is my understanding um so in as part of the grant of a new license um if that's Miss Carla certainly willing to do that I I understood that would be the case um but if uh Carla you want to speak to that please feel free I've asked Carlo to unmute if she has anything to add there she is here car is with us now well I can see you speaking but we cannot hear you for some reason Carla on the bottom left there's a there's a unmute button no she's she's unmuted um just that the audio doesn't seem to be working okay it sounds like we can see you Carla it sounds like and I did see it in your letter attorney that she said she would return the license to the city um so another thing that we've been talking about or we've been pondering about with the arrival of these new licenses that are um transferable it sounds like in the case again we just want to talk about these one at a time Antigo Forno the license has been there for which you say 30 years plus Antigo Forno for 28 years 28 years if for some reason um in the next five to 10 years antio Forno should if if ano Forno was to receive one of these transferable licenses um in for some reason you weren't able to continue business in the ne in the next 5 years would the license would the applicant um voluntarily commit to returning the license to the city certainly open to that um if it were a condition of of granting the license you know Carla will will gladly go on record as saying she has no plans of going anywhere she doesn't Envision the restaurant closing she hopes that this is part of her p uh State planning to pass on the restaurant to to family members I mean this is not something that she's planning to retire and sell or anything of the sort so um you know if it was necessary to as as a condition of granting the license you would be open to it because the the intent of the legislature was to help boost the economies in in different neighborhoods throughout the city um and help build um you know generational wealth in these neighborhoods so if somebody was trying to um we're thinking about how to put these licenses in places where we um we believe that the business is committed to the neighborhood can I speak can you hear me now we can hear you now hi I'm sorry I had computer issues so I just jumped on my phone to make it easier um yeah um I've I've uh first time I applied I built my bar in in tioo in 2008 and um I built and that was the first time I put an application for an all alcohol license and I've been applying for the last 16 years for an all alcohol license for antio foro and um and termia just hoping that I would get it at one of the places um if if not both I'm not um I'm not being greedy by asking for two places but I would like it to at least to get it at one one um establishment like I said I've been I've applied a number of times for the last 16 years I was always the only one born and raised in the North End even from my very first application in 2008 I was the only one um I was the only female um that applied as well and I was the only one that got denied um and everybody else seemed to get the license I am not I don't know why the question comes up is would I return my license I I would automatically think that once you granted a full alcohol license the license goes back to the city I never once said that I would never uh give up my beer and wine license I don't even know where that came oh no it's not addressed to you we've been asking every application that comes before us so it's definitely not you oh no no because I've heard that in the past too well would you give up your beer and wine and I'm like well don't they automatically just go back to the city the city takes them back I think license some neighborhoods the beer and wine licenses could actually be sold so that's why we're asking people who apply even if idea even I don't think yours is but even if licenses could be sold on the open market we're asking I'm not sure I haven't looked up at your license if lenses would be willing it's just a question we're not holding no I had no idea that so that's u news to me and as far as the restaurants um anoo was built in 1996 it was the oven in antia fora was very unique it was built by um an napolitan crafts Craftsman from um um Naples Italy who came here to build the oven it's not one of those packaged Ovens that you um you know get in the meal these days it's been built from the ground up um it it's a double Dome Woodfired oven that no other restaurant has in the neighborhood uh the Double Dome is to really retain the heat of the oven to cook the pizza within under a minute a minute to minute to a minute and a half usually and um the floor of the oven is built is made with volcanic ash and then that is to retain the heat there is no oven like it in the city of Boston and um and it it gets up to a thousand degrees because of the double Dome oven and like I said I built a 13 seat bar in 2008 hoping to get a full liquor license um and that never happened I applied many times after for both restaurants and um never um got the licenses afterwards either and at the time when I did apply there were no alcohol licenses on Salem Street I know you say there is a need at the time in 2008 there were absolutely no alcohol licenses on um Salem Street I know people say on bako bako was mostly on pment Street only their door is on Salem Street so the other um alcohol license that came later was at La Familia um but that was much later than my 2008 application um there's many appli many licenses on Hanover Street there's many license liquor licenses on North Street um but Salem Street there's over 10 restaurants and there's one or two liquor licenses so I feel there is a need for a a full liquor license on Salem Street what I lose out on is I lose out on weddings I lose out on business dinners I even lose out on regular customers that have reservations I work my restaurant five nights a week 31 years I still haven't figured out how not to work my restaurant um but I as I was there seating people Saturday night uh a party had a reservation at 8:30 they came at 815 the table wasn't ready my bar only had about a couple seats sitting uh people sitting at it and they decided to go to bco for an all alcohol uh drink and um wait for me to text them when their table was ready they could have been at that point that's where I lose out they could have been if I had a full liquor license if it was granted to me back in 2008 or 2014 or 16 when I applied for the other licenses they could have been sting sitting at my restaurant waiting for their table to be ready but instead that business went to another um restaurant in the North End and so like I just feel like that there is a need for it um on Salem Street it oh bako is pretty much the only place that has a bar with their restaurant upstairs so um I definitely believe there was a need um for uh for all alcohol at one of my restaurants if not both thank you that's very helpful thank you okay uh commissioner Saxon commissioner Cen do we already go through that are there any further question sorry commissioner Ken yeah bance if I have anything else thank you no questions thank you thank you there any individuals who would like to testify on this matter this is antio Forno beginning with elected officials or their representatives yes madame chair members of the board Conor Newman with the mayor's office of Neighborhood Services this time the mayor is officing to defer to the Judgment of this board some background information on the community process as you heard from the applicant um representation on hosted a Butters meetings for these proposals uh September 24th for uh antio Forno and October uh 9th for termia uh both meetings were positive with residents on to express support for this proposal the applicant went on to meet with both Civic associations that are active in this area new R and N nick uh achieving support from both Civics uh for both of these proposals excuse me uh with that we'll defer to the board at this time thank you thanks Connor good afternoon Madam chair and members of who would like to testify on this matter I'm Tara gear I'm a resident in the North End at 10 commercial Warf um I'm a supporter of uh Carla antio Forno teramia um a woman in business um Works her tail off has the total support of the community more importantly she's a doer she's a she's just a force to be reckoned with she's here contributes she's been a really an amazing inspiration to the women in the North End so I I voice my support for her and for her business thank you very much are there any other individuals who would like to provide testimony on item number 30 and Tio porno board will take this matter under advisement we will move on to item number 31 I know we've discussed it a little bit um but we'll be read into the record as well with an opportunity for presentation and further questions from the board item number 31 tmia Inc doing business as termia located at 98 Salem Street has applied for a common Victor 7-Day all alcoholic beverages licens to be exercised on the above approximately 670 Square F feet of space on the first floor including kitchen and dining room plus basement of approximately 270 square feet for storage only manager Carla Gomez Closing Time 11: PM attorney alter um back to you if there's a further presentation you'd like to make on this matter thanks I think um the the easiest thing to do is is obviously incorporate and adopt and any of the comments on the record um for termia that we made in during the last uh the last few minutes um and and welcome any further questions about tmia specifically uh my one question is because I don't see it in the description is how many seats do you have at teria I have 39 seats I opened termier in 1993 um it was my first restaurant 31 years ago I opened it up with u my chef from Salerno it was really the first truly authentic Italian restaurant in the North End um most um Italian restaurants that opened that were there currently were mostly Italian American which was great I grew up on Italian American food and um but I I that was really it was an authentic Italian restaurant with my chef who had a restaurant in Italy already and um when we open that restaurant um with no advertisement whatsoever $39 seats first night we did 75 people uh the menu at termia is very different from the menu at Antico it's more Regional Italian it's um more um where Ino fla was more Southern Italian this is more Regional uh dishes are a little bit more upscale although the restaurant is still very um very comfortable very casual in atmosphere and also um in in its whole look it's not just because the food is a little bit up uh the restaurant Still Remains a very casual um Neighborhood Restaurant that many um not them people still uh come to and um like I said before I applied for a liquor license also not not in 2008 at um termia I only applied I think at antio Forno at that time but many times after I submitted applications for termia and was also denied there as well and um set applications at least two or three I can't call how many it's been so long but um so yes I would love an uh all alcohol license at uh termia because it's a very different type of clientele um but like I said I am not greedy I will take one application on um from one of my restaurants thank you um I don't have any questions commissioner sax commissioner curent view um just to jump on to your last comment of taking one do you for whatever reason do you do you have a statement as to which one is a higher priority for you oh definitely um antio has a 13 seat bar so I would love to have it there but if you choose not to and want to give it to me a termia I'll take that as well it's I don't know what the board's criteria um is but whatever it is I I take whatever I was able to to receive um other than the 13 seat bar how many seats does uh off of the previous one have The L4 now uh inono has 85 seats 13 seats at the bar 98 in total thank you you're welcome thank you any door to Carla's restaurants and for 30 some years now she's been nothing but professional she's a great neighbor she does charity work for the whole um North End she is a original North Ender which is fabulous her whole family is wonderful and she is a woman business owner that needs to compete with other business owners in the North End so it is way past time for her to get her license um that she's applied for for a couple times as a woman and she and her family deserve this thank you thank you and would you mind just providing your name um for the board's records Francis rousa Lilo I'll spell that r u SS o l i l l o and I we own a place at 90 Salem Street right across the street from Antigo porno thank you very much Mr solo are there any other individuals who would like to testify on this matter yeah Tara gear 10 commercial Warf um again very much in support of Carla and Tera Mia um something that was that was neglected to be shared it's a much higher-end restaurant so much so that Julia Childs was a frequent flyer at termia in the early days and I think that's the that's the quality and detail of what she put into her restaurant so just wanted to make that um known to all of you and just again to give her my ginormous support thank you for that and one last time are there any other individuals who would like to testify on this matter who have not yet done so thank you
