public hearing on this zoning and now we're would uh entertained public comments and I [Music] have um Miss Carol Mosley good morning Carol Mosley 10121 Southwest 104th Avenue in Graham uh here we are making major decisions affecting the Public's finances without having full information and without the time for such due diligence having some public workshops on the matter could have allowed for more information to be discussed and made any conclusion more palatable the most important thing we need to know about the nearly $5 million budget the fire department request is how much does it cost to send a truck to a fire not considering Capital Construction paid for Grants by grants but considering upkeep Sal Sal iies equipment Etc what is the average cost per trip to a fire not including EMS accompaniment by fire trucks at just $4 million that could be 400 fires per year at $10,000 per truck trip or 200 trips at $220,000 each can those numbers be possible we need to know how many fire calls for service there were in 2023 at what cost per vehicle deployed there seems to be an intention to install this assessment equally on everyone assuming it takes equal effort to put out a fire in a mansion as a single wide mobile home and then reduce the millage which benefits those with the most expensive properties will you then up the millage again next year to compensate for what you aren't asking for this year there seems to be some real jiggering in the figuring I see the company that did the assessment study also does impact fee studies when the biggest bulk of the arpa funds went to join Stark in bringing infrastructure to the bypass why wasn't that the first thing done to get impact fees from the commercial development that was obviously going to take place how much could we have gotten already had that been done when the arpa funds were allotted it seems negligent not to have gotten impact fees along with giving up so much arpa money to one District the district never my district never saw a dime of those Millions because that commercial development we were supporting with millions in arpa funds would bring in a bunch of cash so where is the impact fee for commercial development and when it comes to the hundreds of permanent residents as indicated by voters registrations who are living in their campers and campgrounds will each of those be considered a residential dwelling if not how will you assess those dwellings the resolution says the consultant's report containing the reported incident data from the county that was used for cost determination will be incorporated in here herein but I did not see it in the packet for the public to scrutinize the public and the bccc all need to know how many fire related incidents occur on average per year and what is the average cost per trip we need to know today thank you thank you Miss Mosley um next we have um Dr Paul Steel Paul still 14167 Southwest 101st Avenue start Florida uh I wanted to comment that uh the question that M Miss strong raised is a really important one and I believe the County Attorney was ready to answer that question and I would hope at some point you would achieve that answer and it in my opinion should have been done before you took the vote on those uh those issues but I really wanted to talk to you about the fire assessment the uh it's pretty clear to me that you're not ready at this point to apply this uh the information you have is incomplete we do not have the in the information as uh Carol Mosley just pointed out and it uh I think you're running a very serious risk of if you go to the expense of uh sending out the notices I believe anybody who was opposed to it can in fact challenge it because of the defects in the the documentation that you use to support the the uh the assessment so I would urge you to delay the assessment for a year so that you have time to correct all the issues that are out there i' would also urge you to look at the possibility of finding another consultant who could give you a much Fuller picture of the options that you have with respect to a fire assessment uh it's I don't think it's worth the risk associated with proceeding with the fire assessment today the $162 that you're going to charge people uh may sound like a small amount to you but for many people out there that's a significant amount I also uh would urge you to actually look at the budget and see whether and and start of stop the process of rubber stamping the the fire assessment or the fire uh and rescues budget I think you really need to answer the questions that Paul McDavid raised in his letter to the editor those are really critical questions uh and one way to reduce your millage is to actually cut some of the budget and there when I look at that fire assessment there there's certain things I believe could be cut one of the things is it's extremely expensive to fire send the fire engine out on an EMS call why don't you why don't you have a much smaller vehicle that has all the gear that would transport the two fire staff on such a call uh and then with respect to other special assessments I think you need to look at the solid waste assessment that's now at $170 I think you have far more uh collection centers than you need you could cut collection centers cut costs there and bring down that cost to transfer some of those funds to a fire assessment when you finally establish the fire assessment and one of another where another place where I believe you can cut funds is to uh uh look at thank you Dr Steele I'm sorry to cut you off there uh just to point out you guys forgot your your little lights so it's very difficult up here to know when your time is running out okay and she's keeping the time so if you maybe give a little wave um and they they will know thank you th and we have um Bonnie looks like Canon are comments on the amendment resolution my name is Bonnie coffee Kon my address is 151 1 Southeast Park Terrace Lake City Florida and founder of a political committee no to 4.org this issue is not about women's rights it's about human rights the god-given right to life of every innocent human being this is not about health care abortion is not Health Care it is the intentional killing of an innocent human being this is not an amendment to limit government interference parents in abortion but it's an amendment to increase big abortion profits Planned Parenthood has sponsored this and has spent over 5.3 million to get this passed how much do you think they stand to make if it does pass no government has the authority to allow the killing of innocent human beings and in fact both the Florida and the US Constitution forbid The Taking of innocent life thus this amendment is unconstitutional this amendment is intentionally deceptive in its lack of definitions for viability health and healthc care provider the hidden agenda of these undefined items is to allow big abortion and open license to rake in billions of dollars while they slaughter the pre-born this amendment would bypass the Florida legislature's constitutional authority to enact laws protecting the pre-born the intentional ambiguities with the amendment would be tied up in the courts for years while lawmakers struggle to protect life and big abortion lays down its endless income streams to fight them in the meantime if this amendment passes I predict the entire State including Bradford County will be inundated with Mom and Pop abortion shops as there will be no way to prevent anyone even remotely related to the Health Care field from killing babies at any place at any time for any reason you as civil magistrates are elected by the people but your Authority is granted to you by God and you are charged not only with protecting all of your constituents but wielding The Sword of Justice against evildoers it is Therefore your solemn duty to condemn this amendment which has your tiniest citizens directly in its crosshairs thank you thank you Miss goni next we have Miss uh Kate Ellison Kate Ellison 971 Southeast 32nd way Melrose Florida in Bradford County one of the things that people in Bradford County have impressed on me is that we do things differently here we value community and working together to make things better in Bradford we all pull together rather than Retreat Retreat into our red or blue Corners to call each other names Nam that's why I'm dismayed to read your resolution against the amendment put put on the ballot to allow reproductive choice in our state this is not my favorite subject but it is because it's really A Private Matter but especially because of its divisiveness the wording of your resolution is straight out of the Republican talking points and it directs the board to tell the voters to tell me how to vote I don't know but I think it's unprecedented and it's really uncalled for the party that usually wants to limit government to minimize Big Brother's intrusion into our lives is telling me how to mark my ballot the wording of the amendment is not vague according to the conservative Florida Supreme Court which approved it viability is a medical term with a specific meeting and health of the mother requires a doctor's judge judement not a politicians apparently you want to arrest and prosecute me for having an abortion and maybe my doctor too apparently you want us to resort to back back alley illegal abortions because outlawing them has never made them go away I am dismayed and disappointed that the board would consider this poorly written very slanted resolution full of buzzwords straight from the rightwing rather than Focus us on getting the work done that is actually before you thank you Miss Allison and we have a marshall Clayton rosson I'm Marshall Clayton rson good morning uh my address is 10528 US Highway 301 I'm here today to support this resolution opposing Amendment four um if passed Amendment four would create would make Florida a destination hotspot for abortion tourism bringing with it the dregs of society from all across this Union and all the political mess that comes with that this political union was formed off the basic premise of life liberty and the pursuit of happiness why does that matter well because at its very core government was ordained to protect life liberty and to happiness or property and one cannot pursue happiness and one's Liberty is most certainly violated when one's life is unjustly taken we're talking about the most innocent and the most vulnerable of society because of this a government that refuses to protect the most innocent and the most vulnerable the most innocent and the most vulnerable of society is a government and elected officials who are unfit to serve unfit to lead and unfit to govern every one of you bowed your head to Our Father in heaven for an invocation earlier today and I hope you take that seriously because what we're talking about is the most innocent and the most vulnerable of our society and for that I'm here to oppose Amendment four and support this resolution um and I urge the County Commission to do the same and I thank you Danny rck commissioner ridic uh for um introducing this resolution thank you thank you Mr Ron um next we have um Brenda Alexon I think I maybe Brandon Alexon excuse me uh yes ma'am my uh name is Brandon ellon I live at 4923 West State Road 238 in Lake Butler Florida um I'm here today as well to uh to issue my support of amendment four um one of the things that is something that's a fascinating conversation that's always going on in in our land is the idea that there's a possibility for a government be neutral the fact of the matter is there is no neutrality in the governance of image Bears of God um as Marshall made mention of the government was instituted by God inside of his word with the responsibility of bringing glory to God and also working towards the well-being of those who are made in the image of God and so for instance since we read in Jeremiah 22:3 thus sayith the Lord execute ye judgment and righteousness and deliver the spoiled of the land out of the hand of the oppressor and do no wrong do no violence to the stranger the fatherless the Widow neither shed innocent blood in this place as we look at all of the medical terms surrounding this particular issue there medical terms at the Bible which is the ultimate standard of Justice the ultimate standard of Truth does not recognize but we do recognize in the scripture is God that grants life and what we do recognize that is scientifically the fact is that life is created inside of the womb at conception while it is the custom of of those that hold political office and for good reason to listen to the voices of their constituents and attempt to make the best decisions possible to be representatives for them and to work towards the good of the land ultimately I'm here today to represent those voices that are too small to be heard those voices that may never see the light of day if this amendment uh is passed at the Constitutional level here in Florida and so as we have already recognized this morning there is a God over the system we invoked his name as we opened up in prayer and the word of that God is relatively clear inside of his word that it is our responsibility to preserve the life of those who are created in His image at this point in Florida even after the Striking down of roie Wade when this was issue was kicked back to the States as the staff go right now we're over 30,000 uh innocent lives that have been shed in 2024 here in the Free State of Florida that equates to about a child that is put to death unjustly every single six minutes Around the Clock here in Florida I just urge you today to bear in mind that if we are going to invoke the name of the Lord Almighty we're going to invoke the name of Jesus Christ we must first consider what it is that he would desire for us to do and we as a society should stop putting into law things that grieve the spirit of God thank you thank you um missen um we have a comment card from Miss strong band my name is viand strong post office box 530 lahy Florida I have a couple things things that um I want to say um first there is a young lady in Ludi that will be unable to vote um because she has a trespass warning um in the city of Ludi that she cannot um be on property uh of the city of lahi her civil rights have been violated um because the voting Precinct is on city property you moved the voting Precinct from the church onto city property and she has been trespassed off of city property um and now she is unable to vote so her civil rights are now being are in Jeopardy because she can no longer um vote because she cannot be on city property so that is an issue um that um is going on in the city of LY number two um the issue of my mom's ditch I have not said anything about it for a while but my mom's ditch was overflowed uh this past uh rainstorm that I've constantly said something about about the rain and getting the ditches cleaned out and getting the ditches cleaned out and they were overflowed and um I would say that had they been cleaned out the water would have flowed uh better to get the uh she was in um she could have possibly been flooded in her house had those ditches been cleaned out there would not have been a chance of of her being flooded so there needs to be some uh cleaning of the ditches in Ludi number three um this resolution I've heard people say um talk about uh the innocent uh lives um but nobody talks about the people that it starts with and it starts with the woman I really am passionate about about this issue but I'm passionate because I'm really tired of people being in my vagina people need to stay out out of my vagina and everybody wants to be in a woman's vagina and they need to stay out of the woman's vagina that's where it begins everybody needs to realize when you're standing before God that's the person that has to stand before God nobody else has to stand before God everybody wants to read scripture but when God when Jesus was standing before was standing on the cross between the two thieves they asked for forgiveness and they got the one got forgiveness thank you M strong and the U last comment card I have is from it looks like anania Markham okay thank you so much for the opportunity to address you today um my name is Nancy Markham I live at 416 Southeast First Street Melrose Florida uh Bradford County and I moved here a few years ago I'm a lifelong Floridian um my family actually Seven Generations in Florida my family moved here in Spain own Florida and so um we've been here for a very very long time so out of all the whole wonderful free state of Florida I had any uh choice to move to any City I wanted and out of all the cities in Florida I chose Melrose Florida I love Bradford County I love the family friendly um atmosphere here um I love that it feels like a safe place a safe place place to raise children a safe place to um have my home and so I chose uh Bradford County out of all the counties in the state I'm here to speak in support of the resolution um and against amendment four uh there are four issues in Amendment 4 that are very important to look at one is uh it states viability um it the first thing is is it says that you have to have a healthare provider but health care provider in the State of Florida is uh uh defined as any physician hospital or other institution or organization or person that furnishes health care services so basically anyone uh can say you need an abortion also viability is not defined um by the legislature or um any president so a health care provider quote health care provider or health care center which would certainly be an abortion clinic they would consider themselves that I don't but they would um anyone could Define viability all the way up into nine months in this amendment in the State of Florida so healthc care provider is a very wide um and it it even includes anyone in school to be a healthc care provider a viability is um up for grabs 9 months um and there is not a consent of a minor there's no consent there is a notification so your 12-year-old at N9 months pregnant can go to a center and have an abortion without your consent according to this according to this uh Amendment um and the health of the mother it does say the health which uh by the legisl uh in the State of Florida includes stress so in essence this amendment would make Florida the tourism destination of the United States and so anyone could set up a center be a health care provider get some kind of license set up a center and do this so I vote for I ask you to please vote for the resolution thank you thank you did I miss any one comment card that concludes our public comments right um we will move into our um approval for the consent agenda Madame chair if I may just for clarification on the consent agenda agenda item 4 G what you're consenting to is option three of the renewal in your packet thank you um do I have a manager or the or the attorney yes ma'am so we're going to read this resolution it establishes the uh the fire assessment the amount of the fire assessment and then gives details going forward yes Mr attorney Madam chairman I be happy to to read it and then you can discuss and consider what to do with it if if that's uh your pleasure yes that's my pleasure a resolution of the board of County commissioners of Bradford County Florida relating to the annual provision and funding of fire protection services and Facilities within the county providing for establishment of the Bradford County Fire Protection Municipal service benefit unit and the imposition of fire protection assessments therein estimating the total amount to be funded Through the Fire Protection assessments for fiscal year year 2024 2025 establishing the method of assessing whe property especially benefited by the County's provision of fire protection services and Facilities designating the county manager or his or her design thereof as a assessment coordinator directing the assessment coordinator to prepare a preliminary fire protection assessment role establishing a public hearing to consider imposition of the fire protection assessments for fiscal year 2024 2025 directing the provision of notice and connection therewith and providing an effective date at this time we'll entertain discussion uh from the board questions discussion yes commission Andrews bear with me my discussion is a little long there's been some things said about work work that's being done um so I just want to start there the past two weeks there's been a lot of work done to the ordinance on the fire assessment I'd ask that we have a better understanding of what would and would not be assessed who would handle problems when they came up and who would be responsible for writing out to the property to ensure that the proper correction was made if necessary I also asked that or I also stated that I'd never vote for the assessment if there wasn't a way we could help those citizens who could not make their payment since that time all of these questions have been addressed and a method has been added to the ordinance while looking at this I began to question whether there was a way we could actually cut the costs associated with running the fire department which would lower the amount needed for the assessment I recommended work alter alternative work schedules to the one we have in place I met with Chief Carter Mr corn and discussed the possibility of changing from a 24-hour roster to a 12 or8 hour roster only to be reminded that the Union contract will not be up for review until 2026 we also looked at the overtime and the reasons for it we have two employees who part who are part of the sheriff's SWAT team who are called away for training and have also been activated and called for Duty by the sheriff we provide services for football games and other social events where there's a large group of people gathered these duties although not required I feel are necessary for the safety of our our citizens one other thing that we really need to take a look at and it was mentioned earlier is this is the dispatching the vehicles to the emergency and making sure that it is an appropriate dispatch I want to make one thing perfectly clear I have all always supported the men and women who work for our department and have been a recipient of their professional professionalism in a time of need I have always recognized the amazing life-saving job that they do and nothing has changed just yesterday one of our firemen dove into a retention Pond pulling a man out of his submerged car to land where he started CPR due to the man not having a pulse before transporting him to the hospital Hospital the officer was able to regain his pulse and hopefully the man is doing well this morning during my inquiries and this is directed to the fire department at no time did I recommend firing staff or closing our fire stations and I am not recommending that now we have paid for our fire Services out of the general fund for many years and until we Implement another method we will continue to pay for the services as we have in the past I have worked extremely hard for this County and until my last day whenever that may be I will continue to work for them I have tried every way I know to be fair and do what is right for the citizens I serve however speaking with my constituents what I heard over and over again was even though they knew we needed a fire assessment with the Eon with the economy being in the state in they simply could not afford it with food calls gas calls medication calls doctor bills insurance medical and home having doubled and in some cases tripled new families can't afford to buy a home for their family and Sen seniors struggle to pay for medication and roof over their heads excuse me until our economy returns to some some state of order we simply can't place another form of tax on our citizens I've spoken to a large majority of the people who live in District 5 face to face listened to their concerns and questions and passed out hundreds of my cards I used the remaining cards that I had from the last election and looking inside that card I discovered the following statement I had placed there and it stated I I believe to be effective I must listen to the people and work side by side with them to make the changes we feel are needed I was elected to be the voice of my constituents and that is what I must do I vote that we do not place a fire assessment or any other additional taxes on the people of Bradford County comments from the board um I'd like to say something commission deor and miss Andrew thank you for putting that together and I would certainly agree in the uh uh the economic uh uncertainty right now uh you the cost of everything going up and the cost of living and and just the cost of uh just everyday you know just like I said expenses um my other concern is that and it's been brought up today by several people is that there's still some uh questions that are out there that need to be answered um I do like the idea of of of doing some workshops and we have passed the resolution uh you know so that we can move forward with it it just doesn't need to be today so by saying that I I would agree with Miss Andrews and I think that we we need to uh continue to have discussions with people in Bradford County um and and and bring questions that are good questions and that we can you know discuss this and not have folks come in the room and say well we didn't hear that or we didn't know that because you know all of our meetings are public and we've had a lot of discussions that maybe some of those answers have been in those meetings and whether or not uh you were here for those um I I still think that uh there's some time to put those questions together so that we can make sure that what we're doing is right for the folks in Bradford County to provide that service that we have been providing again paying that out of our general fund but we still need to I think we still need to answer a lot of questions totally agree okay Comm Thompson okay and excuse me if I can Mr chair um and Mr corn the uh am I right in saying that the resolution that we passed uh still keeps the ball rolling uh to use that term if I could and then we're still able to continue this discussion and then as we move to a later date uh you know go ahead and vote forward the short answer is yes it it would not be in the 24 25 year and then without cons without talking to Jeff and and the folks at stanch I have I have no idea what the process would look like going forward I don't know if we'd have to ENT enter into another agreement with them uh and essentially pay them twice but uh those are all questions that we can get answered Jeff may be prepared to answer it now yeah and again the reason I bring that up is because I thought that was the understanding that even though I I believe what was excuse me even though what I was saying is even though it only passed three to two it was still passed as a mechanism to move forward whether or not we decided to you know Levy the assessment now or if we moved you know into the next year the ordinance is in place you passed it it's a part of your it's a part of your laws um and it does provide the framework by which you can um move forward um at the time of your choosing uh the only thing that is of a timely nature as we see here today is whether you uh activate that ordinance for the 04 I mean for the 2425 uh fiscal year in other words if you don't move forward today then then that takes a timing the timing of 2425 gets thrown off and then uh but 25 26 is on the table okay so activating and I apologize my computer died so I don't have it right here in front of me so activating today the resolution that is on the agenda is still leaves it open for discussion as far as the amount but we're still moving forward with that resolution and activating it whether you move forward with the resolution today or not is your decision saying is you have in place already by previous action a a a framework by which to to do a resolution either today or in the future um to uh to make it a reality I'm not trying to be vague I'm trying I hope that answers your question yeah I think so okay in other words let me be very very clear you you have um the groundwork that is laid uh that it's sort of it's like having a tool in a tool box the tool has been fixed prepared bought paid for sitting there and you you can grab that tool and use it this year for 2425 or next year for 25 26 okay uh and whether you grab that tool and use it by virtue of taking this resolution and moving forward uh whether you use it now for 2425 uh that you if you want to use the tool now for 2425 you would vote on this resolution and vote Yes today right if you want to keep your options open have more discussions and grab that tool for 2526 you can do so you just wouldn't vote Yes today you just wouldn't move forward on that resolution today okay thank you and um for me attorney bratley um the clarification um for me the important thing was I acknowledg that we need some form of assessment to maintain our fire department it was the amount of that and when that should commence um in my opinion at this time it was early to to do that and at the rating which was recommended in that resolution was not in my opinion uh a viable uh amount to ask our residents to provide in that our millage is at its Max at 10 um and also although in this resolution is proposing at the 50% so if we were U asking our residents to pay the maximum uh taxes for their property and then on top of that an additional assessment for the fire at the rate in which it it is requesting in my personal opinion I thought that was a bit much and there was still some questions but I acknowledge that we do need an assessment that could help to sustain our fire department my other concern was the start date for that uh in my opinion it should be for the next fiscal year and not this year and that if if it were to be imposed this year that it be at the minimum and that our millage uh Bel lowed um so I concur that we need an assessment but we don't have to do that right now our um the approval that we passed the resolution that we passed previously would allow us to continue the dialogue it would allow us to set a rate that would be reasonable and feasible for our residents so it is my recommendation to our board that we U continue with the resolution but set that at a later date in terms of what that actual number would be so it would allow all of the questions that still might remain um to be answered and with the collection of our revenue for this year we know what we're bringing in the reason and the hurry I guess I call it the reason for the request for the passage was to allow the property um office our tax office so that they would send out those assessments to the resident and that had to be done for for this coming year and that is why um it was on the books to approve this now but again we don't have to do that now so that would be my recommendation to our board that we um put that to a later date for the fiscal year 26 as a oppos to 2425 but the 2526 if if I may make one comment I I guess the the questions that that's in my mind if if we weren't going to move forward with something why did back in November of last year we asked our County Manager to get with the consultant reir for at least $60,000 and and here we sit again the same place we sat probably what four or five years ago we got all the way to this point and then we didn't pass nothing I mean every one of us should have known when we asked to engage with the consultant that there was going to be some type of cost every one of us should have known that from the start and if we didn't we we and if we weren't going to pass some type of assessment we should have never got the consultant involved period it's it's just waste of money and here we are again sitting in the exact same thing and we can we can put this off till next year and we'll be sitting at this exact same thing do we want to put some type of assessment on the people to pay for the fire or we can put it all five years you'll be right back at the exact same thing sooner or later you have to pull the trigger and and say we need money for fire and rescue I mean it's it's it's the board of County Commissioners to provide adequate fire protection that's our job and um you know and I thought about that a lot what's adequate I mean if you've never ever used a fire Tru adequate might be one fir Tru period for the whole County but if you're in a vehicle that's upside down and it's on fire and uh you need to be uh cut out of that vehicle you would wish that fire department would be a whole lot closer I guarantee that man or whoever it was that was upside down in that vehicle in that retention Pond was sure hopeing that fire station would be a lot closer to get to him quicker so I I guess what I'm saying Bo we we all know this we have kicked this can down the road over and over and over and over eventually if if you're going to do it the only way we cannot do it is just keep our millage rate at 10 ms safe for forget it let the chips fall where they may keep it at 10 ms we'll um we'll just keep paying for it that way um but it's again it we we keep talking about we've been talking about putting different fees in place now for for years but the only one we put in place is a as a garbage pickup or for the not pickup but use the dump so it costs what $125 to use a dump but we don't want to pay $125 to have a far truck come to your house and rescue if your house is on fire or if you're upside down in a vehicle I I just don't understand and we're not even asking for the full 100% we're only asking well at at 50% it's $167 which we could go lower and that if we wanted to but what I'm saying is we've gone through all this all this money all this expense all this headache and then to walk out of here today and don't pass nothing don't put nothing in place I mean it at at least put something in place to get the ball rolling forward and to move on because uh again you you can put it off the next year if you want but you're going to have the exact same questions the exact same thing is coming up and um I guess that's where I'm coming from I just I just don't understand why we would put our citizens and ourselves through all this to walk out at the last minute and say oh we we don't want to do it when we knew knew all along when you contact a consultant it's going to cost money and if we put it off a year it's going to cost more money I guarantee it to get the consultant back to help us redo what we've already just about to get in place so if you want to lower the assessment less than 50% I'm going afford but at least put something in place to help us moving forward uh and commissioner Andrews to your point I'll just say this real quick I wasn't going to bring this up but I agree I've been meeting with Mr cornay and Ben for about two or three months now trying to come up with different ways to save money in our fire uh looking into going to a 53-hour work week instead of a 40-hour work a week and paying 16h hour overtime I I've been looking and having conversations with them for for months now about this um but even if we do that even if you cut their budget in half there's still no funding for it so I guess that's the point I'm trying to make no matter what we do moving forward which we do need to have these discussions but you cannot change their contract until 2026 I've got a copy of it it's a Union contract that we all voted for so I I hired them to protect the citizens if you're in a vehicle upside down and it's about to catch on fire by golly you want the fire department there to cut you out so that rescue can get and help you that that's why I hire them I mean and and the other thing I'll just bring this up we talk about volunteers do you realize um I believe it was around August of 2001 there was a a tax put on to vote on for $75 to help our volunteers because they needed equipment uh they needed um uh trucks they they needed a just equipment to save our lives they were volunteers and do you know that didn't get approved so I I'm just saying it the book stops here that's the bottom line it stops right here so if if we don't want to do it so be it but um that's that's my take on yes um commissioner R again I accept what you're saying um we to say nothing has been done the resolution has been passed it's just uh a time frame in which the institut has not been established and the rate in which that initial assessment would be employed has not been established so something has been done but it has not been concluded for uh a time to commence and I you know I would recommend to our board um you know to um look at the next not this coming fiscal year but the year 26 um that would allow um that would allow time to get answers to any other um questions and also give our citizens a a time to absorb the the idea that the fire assessment is needed it is needed because we have to have a sustainable method of Revenue to provide fire and safety to our residents so that would be my recommendation but then that that Revenue start at the lower level um I think it's 80 I think it's 87 um but anyhow at that time we will have our 10 mills that is established and then we can look at what that rate is um so that that's my recommendation to the board Madam chair yes and commissioner ding commissioner rck I agree with what you're saying uh wholeheartedly and I think that again uh and I agree with the rate I agree at the 50% but and I also agree that we hired a consultant to give us that information to be able to make this decision and to get to where we are I I think that we've talked about this in the last couple of meetings where some of us felt like they might have been rushed into the situation and now that there's other questions that have come up from the citizens I think they're just you know again just answers that needed to be provided uh as we move forward I think two of the biggest concerns that we've already addressed one was the pole barns right so everyone was concerned that all the pole barns were going to be taxed and that was not a part of it right and so the other the other uh the other the other question uh that came up uh was the fixed income and we've addressed that also and so with both of those being addressed again I I still think there's a couple of other questions that are out there that through workshops and you know whether it was just not timely enough to be able to get those workshops together before you know this date um there's again like I said I just want to be able to go into it and answer all those questions we've we've overcome at least those two objections and we just need to figure out what other ones are out there and figure out how to address those I again I I mean the the the 50% is uh you know at $167 a year not a month that's a year um is uh certainly something that we can work with and then as we also look at uh the you know 10 mills and what that looks like next year with the assessed values going up then there's an opportunity too to not only have uh the fire assessment in place but also to roll back the millage okay any other discussion well I commissioner Andrews um the workshops that we talk about having um one thing is if if I come into a workshop then I want documentation I want to sit down at my chair if I'm being a part of this I want to read what we are reading up here I want to have the numbers in place and I want to be able to freely get up to the mic ask questions that can be answered and have an open dialogue with the board interacting with the the community so that we're we're going from page to page we're saying okay this is what we're we're planning on doing and then Billy Bob gets up and says nope I don't think we should do that well then anybody else in the audience could speak we could speak and the professional could speak we could all talk about what what we think that needs to be changed but the way we We Do It um we have the information but they don't have it and it's very difficult for them to sit there and agree with something we're saying when they don't know what we're talking about I understand that you know they can pull it up and everything but I think if it's a true Workshop when they come in we hand them a a copy and we all sit down and we work on it a real workshop and there needs to be many when you're talking about adding attacks to people and of course this is an election year and in an election year we all hope that the day after the election that our country will begin to mend or and and heal and get better and I'm really hopeful that that will happen for all of us and that the economy will bounce back and be better for all of us not just my constituents but me too I pay taxes and I pay the same grocery bill that y'all do and and times are hard times are real hard and I think that if we sat down as a team and worked on something then when we got up on that last day everybody is okay we're done and I think that way that's how we begin to work with our community they know we need a attack they know we need funding I won't say a tax but we need funding for fire department but they need to be a part of it and they need to work with us so that we can do it in a way that they agree and they can afford thank you commissioner Andrews and I wanted to take take um the opportunity to um commend Chief car and our manager um Mr carneg because I had so many questions for them and they tried to answer those questions to the best of their their ability um and I express my my concern and reservation about the implementation of the assessment um at a particular rate I acknowledge that we need it but the time and the implementation was also in question while for some um being at the 10 Mill and starting the assessment at the rating which is recommended in the resolution is not okay with a lot of your average citizen uh who to to to some who can't afford it um I've heard the expression of some saying well there the cost of order of a sandwich but sometimes for the persons in need that's a luxury so we have have to um again have compassion for our our residents who may not and so they tried to answer some of those questions in terms of who would be exempt based on their level of income what um properties would be and what that cost is um but today we are confronted with moving forward with this resolution as such as stated or not based on another time frame and uh a fee that would be ATT um assessed or attached to to it this is an assessment not a a tax but to this average citizen it means the same thing so it is again my recommendation to the board that um we have a resolution it is in place but that we look for a commencement date that's not for this coming year um but at a rate that would be um reasonable to our citizens when we can assess our millage Madam chair I'd just like to say again like I said I I agree with the the rate at what it's set at I again I just think that that if there's still some questions that are out there whether we move forward with it next year I'll still agree with that rate that we're sitting at right now but I just think that if there's still some questions that are out there that need to be answered that rather than it being a public hearing it's more in a workshop type atmosphere where we're not feeling as rushed to get this done and everyone else feels like they'll have time to be able to put the questions together that they want to ask but again I do agree that the 50% of of the funding that's in place or proposed uh that that would be again my recommendation that as we move forward that and I know that's going to change possibly within the year it may go up a couple dollars just based on again everything else going up but uh I I I do want to state that my position on that is that we're funding that at at least 50% but once we're able to answer all the questions that everyone has okay so um do is there a motion to either to move forward or to delay an to a further date um what is the wishes um our attorney do you have a comment yeah Madam chair um you're on item five right now um if there's not a desire to move forward on item five then um my recommendation would be for you to say without objection uh let's move on to item six okay all right so with that Je I'm only one vote okay all right well then we're still on item five there's been an objection is and so the issue would be if is there a motion to approve the resolution um yeah I'll make a motion to approve the resolution is there a second to the motion I'll second I'll second the motion just to bring it to discussion so that we can go back back to uh and I just want to be clear again uh Senator or excuse me councelor Bradley um that uh just as we move forward that the framework is in place okay and it's just a matter of being able again to answer these questions and then to set this at a later date to we're able to uh move forward at a later date correct um you have on books as we sit here today if no further action is taken the um tools that you need to implement this assessment at a future date okay no matter what happens with this resolution today okay um okay okay you have the motion in a second um any further discussion questions moving forward all I do have a question um what if 25 26 we are not ready I mean how long I mean because of course we don't know what's going to happen with our economy and that's what I'm saying um I know that as for a year we can work through these workshops and see and I I guess adjust the um I don't want want to vote for something that I'm not 100% sure what I'm saying right now and I'm I um like I said my thing is I I do not feel like we can place any more taxes on at this time I don't okay whatever that means that's my my my motion it has uh we have a motion in a second on the floor um at this time I ask call for the vote all in favor sign I Mr Thompson no M no um commissioner ready I commissioner dhy and I S oh so that's four four to one okay okay um now moving on to to um the resolution um to item J item six a resolution of the board of County Commission of brafi County Florida opposing the uh pro-abortion amendments to for the Constitution and I'm going to open up for disc discussion on that before action is taken and I just want to state to our board that I feel that as a board um we should not take up in promoting a particular party's Viewpoint we should remain objective nor partisan from the dasis from up here as a board body and not dictate to the constituents or voters on how they should vote um in a particular situation so the language in the resolution is uh is somewhat controversial a little hostile a little offensive and not factual I may choose as a Christian as a minister to oppose it but I know in reality sometimes extenuating circumstances occur in a person's life where they may have to make that Unthinkable choice I give you an example of a lady and this is a fact who had a daughter adolescent who was uh who attracted bacterial menitis she was bra caused injury to her brain she was in a coma um and she was placed in a medical facility and during the time that she was in the medical facility she was bothered by someone who impregnated her she know what had happened to her but because of her situation her doctors said that she could not carry it uh the brain began to swell and they had to make a decision whether to save her life or they both die so even though the person who had to make that decision was a Christian lady who had always been taught that it's it's abortion is not an option but there are insuated medical circumstances in which a family may have to make that critical decision to do such so I when I I I hate this topic but when I researched online to see what the language actually said um in our proposed uh resolution here um it does mirror a a political Pary Viewpoint so the the language and the actual Amendment says just the opposite so I believe that all lives matter from the conception to the little kids um those who whose lives are impacted by people who traffic them uh I believe that the lives of our our children who were exploited all of those are important those who take guns and go into our community and kill our innocent children if I had my rathers none of those people will have access to a gun but I can't stand from the dasis and say no one should have but that is the right of the individual to to have that and so I I I guess I just have a difficulty if we're to stand as a board to say what we believe in from a moral perspective I can impose my moral values on someone else uh from the dasis that we have to remain um objective in our our our managing our our situations so I don't believe that we have we should be in a posture of taking that right away from the citizens or dictating them on how they should vote we live in a rich free country and that's one of the blessings about America that we can vote and choose on our own no matter how we personally um may may choose to vote or whom we vote for how we vote for so I object to the the the language in there or and for us to be placed in a position that we have to um take a particular stand I believe that that matter should be rest with the voters to make their own decision and not our board so that's my position about that okay speak yes commissioner okay uh I'll just give you the board a little background here uh a couple weeks ago Marshall rosson uh called and asked me about the uh abortion Amendment so we talked quite a bit I asked uh Marshall to please send me a copy of resolutions that he had read and um I read over them I forwarded them to the county manager's office and uh then they afforded them to our County attorney um our County attorney made the adjustments and uh Drew up the resolution you have before you today um now this this is this is the important part uh abortion is not a form of birth control period a baby is a special gift from God period the Bible says in Jeremiah 15 before I form you in the womb I knew you man are a woman does not have anything to do with creating babies God created that baby we let me just throw this out to you we praise God and we thank him for watching over us every one of us has praised God for the storms passing by not being as bad as it was um you know we get up here we pledge allegiance calling ourselves one nation under God really are we one nation under God and I'll back that up cuz in Luke 6 46 it says why do you call me Lord Lord and do not the things I say you know um and I'll throw this out in Proverbs 6 16-9 I'm not going to read the whole thing but it goes on it says in there these six things do the Lord Lord hate and I won't go down all six of them but one of them it says and I'm quoting this right out of the Bible and hands that shed innocent blood period this is what God says period I mean there there is no no question there is no argument this is what God says and with that I make a motion that we approve the resolution of proposing the pro-abortion abortion Amendment to the Florida Constitution a second um there was a motion brought forth although I didn't call for it by uh commissioner reic and second by um commissioner uh dhy to pass this resolution um up to pass the resolution um the discussion is at this time um before the vote is called we are all children of God and but he did not make us judge or put uh someone else in charge to make that decision for him and he would judge everyone those who have taken lives um and whatever faults they have but it is not our position or our job to become the the moral compass for all of the situations um here so God would judge those who have taken his role as judge so from a religious perspective but as a board we must maintain our objectivity and not take that vote no matter which way it is you know away from the citizen and we should not speak that uh through a resolution for our board and a partisan manner is my position okay any other discuss comments all right well go ahead I would like um I am a Christian too of the Christian faith and I do not believe in abortion I do understand that there are horrible horrible cases where this may be the only option left um it does bother me a little doing it as a board because I think everyone has their right everyone has to choose for thems elves where they stand on abortion with religion I mean some people may not believe in God and but I do and I do believe the Bible and as as Mr rck has read it I believe that that is true um and I think so many of our the people that do go in for abortions are uneducated of the pain that they're going to suffer for the rest of their life the decision may seem like the only decision that she can make and then 5 10 years down the road they turn to drugs or alcohol or suicide because they can't live with the decision that they made that day so um I just wanted to say that it troubles me doing it as a board but that is my belief any further discussion okay hearing none all in favor for passing the resolution as written um um acknowledged by the sign I I and my oppose and could we get our attorney to read the resolution no put it in place we just passed it well you can't at least ask him to read a resolution we just pass pass it as red read it by the title a resolution of the board of County commissioners of Bradford County Florida opposing the pro-abortion amendment to Florida to the Florida Constitution thank you would you like me to read it no thank you okay I'll read it under commissioner comments okay all right so um moving on to item seven yes Madam chair this is uh to approve the contract agreement with roadway management Technologies for hardware and software to proactively provide the level of roadway deterioration throughout the county uh Mr Jason dods is here if you have any questions any questions for Mr dods I don't have any questions I have I have one Comm Andrews um just Jason is this something that will come out of your budget we may have already answered that and I just it will come out of my budget essentially but it is the out of the gas tax because it would benefit our gas tax projects yeah I think the uh presentation that was given by uh rmt pretty much spelled everything out as far as moving forward project I'm good it all right any other questions for um item 8 okay I'll ask for a motion for approval I'll make a this past couple days um first of all I want to thank the Sheriff's Office fire rescue our uh Power uh power companies Clay Electric FPL for all their efforts we had many trees down yesterday and within 30 minutes or less both power companies was there to help us assist with getting the power lines out of the trees also want to say if you ever question how great this county is I'm not going to say them by name but I can tell you that yesterday when we had trees down all over the county there was multiple residents with tractors calling saying don't come out here we got this tree we'll clear this this one y'all go to the next one and uh that's how great this county is so thank y'all thank thank you Mr D Madam chair item nine is uh interlocal agreement regarding the local Workforce Development Area 26 and Miss Phyllis Marty is here to answer any questions you may have um Miss Marty could you come and just share with us what you guys have done good morning thank you Commissioners for allowing me to speak on this uh item so we have been working over the past two and a half years with uh local Workforce board Florida Crown which is region 7 and the state to consolidate the two regions and this was a directive by the legislature and the re act so we didn't really have a choice to do it but we've been working really hard to consolidate the two regions to the point we we had not reached an agreement with the other four counties which is Columbia Dixie Union and Gilchrist this is a interlocal agreement that elra county has approved and we're bringing it to you to approve we did go back and forth with the other counties in region 7 and taken their comments and their concerns and we amended the original interlocal agreement to address those concerns which the majority of the concerns were uh our original interlocal agreement had um the majority of the council members being from elat County so this version of the interlocal agreement is one County one vote so there's one representative from each of the six counties um that's where we're at today is we're asking you to approve this very hard work on interlocal agreement in order to provide services to Residents in all six counties okay um just for for um for me and I may have some other questions while you're here um some of the concerns for our brafi County area is ensuring that we have um the resources um available at the local office so that when people come down to search for a job um they can get some assistance and then the other thing was uh having Career Source to engage with the local hubs in the different communities so that we can extend um employment opportunities for people in the different um municipalities yes ma'am and and our local office here in Stark is a full service office we we now have four full service offices and we are getting a a grant from the state for Rural initiatives so our intent over the next year is to assess the needs in all six counties and provide some sort of uh Staffing representation in all six counties because the uh region seven they only had representation in they only had offices in two of their four counties so we want to we want to look at providing at least a satellite office working with some partner agencies to have space where they already provide services to the community and that's a big thing that we're going to work on over this past year so in in answer to your uh concern about making sure we provide all the services here in Bradford County I would like to give a little bit of my time if I can to a wonderful partner here in Bradford County uh communities and schools so not only do we provide the the normal services that we provide in every County here in Bradford County we know that there's limited resources here so we provide extra services for Bradford County and communities and schools contract and partnership is one of those we don't provide in school services in Elo County because they have other resources to to leverage but here in Bradford County we partner with communities and schools and if you permit uh she's going to speak a few minutes on what that allows for your community um certainly and then just one other um question and I know we have the in um with the the school program which is great but I know sometimes during the summer uh when the average kids are out of school just having some program to help U help them to find jobs is another important piece that's what that's what Miss D Valerio she's executive director of communities and schools that's what she's going to speak too hi Miss D can we have a few minutes yes come Madam chair if I before uh Miss Marty sits down I do have a question Bradford County paid a little over $113,000 in disallowed cost last year uh it's my understanding that going forward insurance will be purchased to offset any disallowed cost of braford County won't be on the hook for that in the future that's correct you'd still be liable for it if the insurance didn't cover it but we will have uh liability insurance for all six counties so our current inter local agreement with elat and Bradford counties has it split 75% 25% Bradford County has 25% of the liability and that was for a disallowed cost from our previous management um it started out at eight 8 million close to 9 million and we negotiated it down through uh correcting a lot of the issues that they had down to 800,000 and that was the 113,000 that uh you paid but going forward not only are we going to have insurance in place but we have reorganized and restructured to where we have so many checks and balances in place with the county we're Contracting with elat County to provide our administrative services that it would be very hard for anything like that to happen again we monitor internally we contract with external monitor in addition to our state monitoring and we have Audits and we have uh approval processes with within the Office of Management budget of electric County all the way to the clerk's Clerk of the Court that pays the bills so we have so many checks and balances in place that the insurance would kind of be a moot point but it's there to cover it just in case and anything further Mr okay anything of any other questions from the board or comments to miss Marty Valerio you can come thank you for allowing you're welcome good morning morning I'll be very brief I know that you all have a lot on your agenda today but I do want to take a moment to thank career source for their funding in Bradford County with our sixth through 12th grade programs under communities and schools I also want to thank the commission every year you all make a donation to us as well and that is very well utilized and supported directly to Student Services I hope that you all are receiving our newsletter that we send to each of you all quarterly I just want to very quickly mention a few things from our year at a glance last year we served 110 students 6th through 12th grade scholarships were provided five two-year scholarships three partials and six were added by another rule Initiative Program that we're a part of our program has five part-time employees but we do the work of many many more than that we have a very supportive board we do a successful golf tournament fundraiser which by the way if anyone golfs September the 20th is our upcoming golf tournament we'd love to invite you all to golf as a fundraiser with us community supported Bingo fundraisers we do that monthly uh we have a local Church Life Spring Church that actually supported Christmas for 21 of our students that were in need our backpack weekend program served 117 students across the district last year 18 of those were ours uh we have phenomenal in-kind Services by our school School District that provides office space telephone um computers just different things that are needed internet Etc uh we have the hanger which is our clothing resource room with personal items school supplies work supplies work school clothing shoes Etc we also have partnered with Achievers our Achievers for Life club with the tobacco free program so they're getting kind of a double bang for their Buck there and good information and awareness and once again we graduated 100% of our students so we graduated 22 students this year we have continued to graduate 100% of our students every year what I specifically want to mention to you all is our summer program and Miss sponer thank you for mentioning that the funding that career source gives us which they have upped in the last two years a portion of that we hold aside and we have for our second successful summer had a Summer Youth Employment Program last summer we employed 19 students at 11 various locations this summer we had 15 students that were employed they whittel down the 11 to five locations that they chose that they wanted to work at um head uh the rainbow Center The Bradford County Library the Downtown Grill and the Florida theater those were work sites that we had agreements with for our students they were all given a minimum of 70 to 75 hours they all worked that plus a little bit more they all provided their own transportation they learned how we had an employability day what professionalism looks like how to complete a worksheet etc etc how to do a time card the timeliness of all of those things professionalism um what an employer looks like when you go for your interview it was a very informative day and I think it carried them all into great success our employers were raving about the students that we sent them our students were begging to do more they all felt very good about themselves they still were able to do band camps football camps summer programs um enrichment things family vacations Etc and then get a little bit of work experience under their belt I see this as more than just a paycheck for our students they were able to get community service hours toward future College which would be needed they also were able to begin to build a resume which we all know is very important for young people to build a resume our goal in our programs is to provide support to remove obstacles and barriers that students would be successful I feel as though we are doing that through the support services that we offer and to build a stronger Community for them to hopefully come back to and be a part of I know in years past with my own children there were just not the things here that they necessarily desired to do with a career so many times our young people leave our community but we want to keep them here we want them to come back and raise families and be a viable part of what what we're doing in Bradford County so once again I do thank you um welcome to question and answers if any of you would like to ask questions or come down to the high school we have um two offices at the high school we also have an office at the North Florida Technical College would love to have anyone come and visit with us do a little tour um attend a monthly Bingo night or our golf tournament that's coming up on September the 20 and I thank you all for what you do for our not youngest students but our young students in our community that are becoming adults very quickly would anyone have any questions any questions for Miss um the agreement so I'm asking for um a motion from the board to engage make a motion to approve the interlocal agreement between alacha County and all the other counties that are listed okay second the motion by commissioner Dorne second by commissioner Andrews are there any further discussion or questions all in favor by the sign I I any oppos 5 thank you um the next item um 10 um and this is I'm G to have if I can speak on it okay um actually I would I would ask that we table this because I thought that we had an an actual quote on the cost that it would take to do this but I don't think that we we actually have that just a rough we do not this is someone um private individuals assessment is all it is okay so if we could table it because I would be interested in bringing it back in front of the board once we do get an actual quote okay and um U for those who don't have access to the agenda it's it's considered there uh funding $8,000 of an estimate 10,000 for uh removal of the the plants from the lake so um is M uh Andrew's recommendation commission Andrew's recommendation that we table this until we have a a um definitive who Okay um is the board okay with that yes okay all right so moving on to um item 11 was the opiod abatement funding allocation and use of of the unspent funds of $87,200 that'ss are carryover and in our community the opio are B the opiod issue is a very a very important issue and getting treatment for the people who are of substance abusers and we though we have our param mer program we don't have uh enough in the way of actual direct treatment in the community so I'm asking um that these funds be allowed to um to be provided to the agencies here um Meridian being that one that provide direct treatment we've had at least three deaths recent in this past year for overdose from um from substance so we need more treatment and um Chief Carter I had had a discussion with him um this past week and he said he would have no objection to that so I was bring it to the body of the board M Madam chair also Lieutenant weeks is here he can answer any questions you might have as well okay Madam chair um I attended uh as a member of the opioid abatement Council uh for Statewide I attended our first face-to-face meeting uh last Thursday or last Wednesday I think it was but uh anyway uh one of the biggest takeaways that I got from it and then speaking with simol County's uh paramedicine program is how our paramedicine program uh uh Lieutenant weeks and you can speak to this and the sheriff um how we're interacting with the jail uh I know that you've gone over and done a presentation and let them know about the program but uh what I would like to see and what I'm seeing in some of these other counties is those that are addicted that are incarcerated are faced with you know coming back out and making the same decisions again and so what what I would recommend that we do is that we work closer with the jail uh with um always get the ranks wrong but I think it's Captain McKinley if it's major McKinley major mckenley okay but um uh getting with major McKinley and working not only with the inmates that are incarcerated to help them with their addiction uh on their release but also working with the families of those that are incarcerated because I think that we I brought this up at the last meeting I think we forget about not only the ones that are affected by this but also how the families are affected by it and I think by providing more counseling uh you know to them as well as the families let the families know you know uh you know what they can expect or uh you know what are what are what are signs that things aren't getting any better because this 18year funding program that goes into the opioid abatement this is a one-time thing and like Sheriff Lima said if we can't correct this in the 18 years and I know that's a tall order but if we're not going to be effective at it then you know it's it's you know shame on not only the council but everybody else that's involved so my recommendation would be that we partner more you know with the jail and try to uh use those funs uh again to be more effective uh of the incarcerated and also the families that are incarcerated so uh that's and and if that's through Meridian Sheriff or whatever services that are coming into the jail and providing that then certainly uh that that's that's the direction I would like to see those unspent funds go to okay okay and I do have uh this presentation that I'll share with Amanda and have her share it with the rest of the Commissioners but uh the large portion of the $163 million uh in that lawsuit is through treatment and Recovery support there $75 million going towards that so I think that this would fall into that same category so uh certainly I'd like to see uh that partnership be more enriched and see what we can do to to to help those that are effective because and like I said again it it it's it's you know the families that you know sometimes the ones that are incarcerate incarcerated um you know may come out and make the same choices again and you know that's not the choice of the family but the family has to live with that and how do we help those families you know cope with again as Sheriff Lima says it's not about making bad people good it's about making sick people well and so through this program you know how can we do that be more effective with it so thank you thank you um commissioner Dy and that's so important so that treatment aspect for the family as well well as an individual um is is critical um to being a successful um program for our community it's it's so rare that we've had the opportunity to have funds that can address the substance issue uh in brafi County so um that's that's what we need to do thank you chair if I could add to that too if anybody's interested if you go to the Florida channel uh you can watch in the library of videos they have you can watch that particular meeting uh you just have to scroll through and select it was on August the 1 so if you just go to the August 1 meetings um it's a it's a two-hour meeting um but again if there's something that I'm not covering I'm sure there's a lot that I'm not covering that's right here in this U presentation um but again if it's something that you're interested and and hearing what's going on in other parts of the state and how they're utilizing those funds it' be worth the two hours comments from anyone else thank you um now we're moving on to the clerk's report Mr th Rachel Dana has uh information she's fixing to get up and give everyone for the fiscal 20425 upcoming budget good morning board um do you have the spreadsheet here okay okay before you is this a spreadsheet that cont condenses all anticipated revenue and expenditures for fiscal year 2425 this is is the tentative budget summary this includes Revenue at 10 ms this is the spreadsheet we reviewed during our individual meetings with each commissioner it has been revised to reflect a reduction in the anticipated increases to the aved renewal rates it has also been revised to reflect the anticipated available fund balance at September 30 for each fund based on the latest quarterly estimates we will still need to add the fdot grants once we get closer to the end of this fiscal year and have a better idea of what the balances should be as you will see this spreadsheet breaks out the expenditures by type we have regular grants transfers out and reserve for contingency the total expenditures without fdot grants is 75 m532 1884 this is made up of the following regular expenditures of 31 mil 388,000 153 Grant expenditures 2, 786,000 this is without the fdot grants which will be added later transfers out in the amount of 24,7 71,543 m586 1933 you will notice the board has a reserve for contingency of 13, [Music] 885,000 of regular operating revenues and expenditures our total regular operating expenditures are estimated to be 42 m 385,000 that makes your new general fund reserved for contingency 6, 82148 board action is not required today as of right now I believe the only thing that will change is the addition of the fdot grants we will use these figures plus fdot grants to present your tentative budget at your budget hearing on September 3rd do you have any questions any questions from any board at this time just in case anyone was wondering what that meant what what Dana just told you is that that can's been kicked as long as it can be kicked something's got to be cut some if you're not going to fund it something's got to be cut and I don't know where to cut it I don't I don't I mean we're we're a a hair away from appearing in Tallahassee as a a Sol insolvent County and this place was in fine shape when when uh commissioner Andrews got here commissioner Spooner I mean uh the rest of Commissioners know what kind of shape the county was in we had plenty of money we go buy two brand new tractors for the road department at at300 $400,000 of what we used to have left over and there there nothing left over I mean we're about a skin of our teeth right now from from the Auditors coming in if this year if we we made money last year for the first time in many years because of the the certificates deposit bringing 5% just to try to keep up with inflation so we got to do something soon we've got to do something soon any other comments question for Miss for the for the clerk anything else Madam C thank you and the sherff we're GNA not going after the meeting we're going you know but we're not going to talk across the audience Sher off man good morning Commissioners I want to give you a brief as I can update on some of the actions that have gone on over the last week or so uh first and foremost though I'd be very remiss if I didn't recognize um the efforts of the people who really make this thing happen so while this thing happens and a lot of attention gets put towards the EOC when you see a firefighter a medic a deputy sheriff police officer Public Works employee Communications officer utility worker tell them thank you they were the ones out there yesterday in the rain I saw them they were soaking wet many of them didn't eat till late they didn't go home till late um everything we do in the EOC means nothing without their effort so my appreciation is to them second we can't do this without good leadership that's where it starts we're very fortunate to have the leadership we have in Bradford County and I want to express my appreciation uh to our board I spoke to many of y'all through throughout this our County manager's office the sheriff the fire chief director do of Public Works we have a lot of leadership who gets involved in making those decisions and helping guide this ship once it comes down to the EOC our jobs in coordination we've spent a lot of time over the last week doing that we became aware of this system moving towards Florida late last week we began meeting to discuss our potential actions and how we wanted to POS for it through that we were able to get three pipes open before uh the storm was making its way this way to start lowering those levels sometimes you can look at it and say well it didn't drop we had a lot of rain ongoing but we do confidently believe that that kept the lake from rising even more in the leadup to that storm the Lake's holding okay right now it's getting ready to enter minor flood stage at this point but we've had no reports of any um imp acts from that will'll continue to monitor that like the sheriff said this event's not over the rain's gone we look on the radar and the storm has moved into Georgia but we'll continue to keep our EOC staff monitoring this event until we know that that threat has subsided through our meetings we decided that a local state of emergency was needed we enacted that on August 3rd we were also included in the State of Florida executive order 24156 we began activating portions of our EOC all the way up until yesterday when hurricane Debbie made landfall in the big Benin as a cat one hurricane with wind speeds at 80 miles an hour we remained at a level two activation throughout the day to assist our partners out in the field like I said right as this morning Samson Lake was reaching a minor flood stage of 132 it's almost there to that um we're going to continue to monitor that rise we took a look last night at our rainfall data with all of our gauges ranging from about 5 and a half to six and a half or excuse me 5 and a half to seven Ines depending on where in the county you're looking at that was a lot of rain in a very short amount of time it inundated ditches it causes minor flooding along roadways which our First Responders and Public Works responded to very quickly and we're able to um protect folks from as they traveled about get those roadways shut down uh and get those back open as Waters subsided we do still have self-served sandbags set up at four of our solid waste collection sites so if citizens are in need of uh sell sandbags they can go to those that is at the County Road 229 site is at the site here on Old ly Road as well as Brooker and ly those solid waste collection sites have self-served sandbags we had a number of roadways that were impacted to mind knowledge the only two that remain closed this morning are Southwest County Road 237 down there west of Brooker South um all the way kind of from the Thousand Oaks area out to the county line with lcha County as well as Southwest 101st Avenue uh from State Road 100 back to Southwest 163rd I spoke to director do this morning and he assured me that as the water subside and they can get in there to begin repairs on those un approved roads they would be doing that our power outages were down pretty um pretty low this morning the last time I spoke with uh our reps from those entities but as of last night at 10 o'cl we had about 4% of our Clay Electric customers out and about 9% of our fpnl customers out again I want to thank the uh all of our our teams that are involved in this a lot of effort went into making sure we were ready Sheriff's Office some fire rescue established rescue task forces uh in case we had any water rescues thankfully that was not needed yesterday uh both agencies also went up to additional Staffing Public Works had roadway closure teams and debris teams put together uh to get out and be able to close down any roadways and or get any obstructions out of the road we kept in close contact with our utilities Partners who uh work diligently through the storm and kept us updated on those outages and like I said we had the selfs serve and distributed sandbags that were given out prior to the event as of this morning all of our government offices have reopened and we've returned to a level three activation at the EOC uh where again we intend to monitor the conditions that will come for the next few days as our water levels rise with that water moving Downstream um but as of now we've had no major impacts reported to us we'll continue to seek out that information I'll let you know if there's anything um pertinent and wanted to answer any questions that that you may have I I don't have any questions but I just certainly would like to uh compliment you and your leadership and the whole um ELC team and everybody that was involved of the remarkable job that was done in the good planning thank you m I would like to do the same um last night Ben called me um our chief Carter call me because he was down I don't some of you will know where River Ben road is it's probably the most horrible Road in Bradford County um he was down there trying to get people out that uh may have needed one to uh to go to shelter there was one lady with three disabled children and um he was down there um checking on them to see if they needed to come to shelter so thank you very much please let him know Dyan that um I can't tell him how much I preach that um the road department has been out working 12 16 hours a day and um I I really really thank you your organization is is wonderful what what you and the sheriff and everybody involved has set up really is excellent and I I appreciate what you do thank you Captain I I get the uh the text from the small County Coalition and this is just a comment but it's it's funny they say uh get with your em director make sure they're on this call you know and I'm like I never have any doubt that you're on that call so uh you don't hear from me because I know that you guys have it taken care of so again thank you very much yeah and I would like to just say thank you because I again just like commissioner daughter said I know you're on top of it I get the emails just like everybody else and I do appreciate all you do the fire and rescue our road department um Sheriff Department it's it's just it's just like it says one team one Mission and uh you guys work definitely work together as a team I mean every time I was turning around y'all were heading from one end of the county to another to get a tree off the road and and uh so I just thank you every every single one of y'all um for all the hours yall have put in so and and like the sheriff said the preparation y'all put in before it even started even got here so thank you very much yes sir again if there's any questions I can answer for y'all please don't hesitate to reach out and uh we'll be here and continuing to monitor until this uh event's no longer a threat for us thank you thank you Captain wh okay and this time we'll have the cter manager's report thank you madam chair uh Lieutenant weeks if you would come up and give your community Source paramedic up update please good morning thanks for having me I just have a brief update for you guys today on what we've done in the past month or so and uh with that we'll get started so here's just some uh program statistics we showed this similar slide at the last meeting this is just an update to that so far we've given out approximately 66 of our Narcan kits those are those kits that you guys should have seen earlier in the year um it's got noxin in it fitel test strips and pamphlets on information for our community currently we have 10 enrolled patients those are patients that I'm visiting on a daily basis making contact with them in some form or fashion we've had a total of 37 unique mih visits and again those are visits with patients who uh maybe necessarily didn't need to be followed on a daily BAS basis they just needed help with like a onetime thing Insurance things like that and then in total we've received a total of 26 referrals those referrals are straight from our crews in the field they're the ones out there responding to these calls meeting the families meeting the patients and it's been a good resource so far so we started our expired drug intake program recently essentially we've started to uh let the public know that we're taking in any expired opioids extra op oids um really any medications that they don't need anymore we're safely disposing of them using this it's called detera drug deactivation system and essentially it's got a chemical compound inside that once mixed with that medication it renders it um useless and then it's safely disposed of memorandums of agreement this is a big one um we've identified the need that we need to get M moas established with some of these partners aen IES and I'm happy to report that prior to this meeting I actually got an email from Ashley toer she's the vice president of Meridian The Clinical Services and that Mo MOA has been approved so we're going to get it signed on our end today and hopefully that'll go into effect this week these are just some of the other agencies that we work pretty closely together with The Arc of Bradford County uh the Florida Department of Health then the answers health and resource facility which is also located here in Star all right this is an update to our we're calling it our Mobile support unit this is actually the old bookmobile from the library um we decided to take this unit transform it into a mobile Health Clinic Command Center kind of like a multi-purpose vehicle um this will go along with our mat program that we're talking about creating essentially this will be a clinic that we can take to health fairs to a residents really anywhere that we need to to get to the patient and this will also help provide a a discret location to to do what we need to so that was before pictures obviously this is some after pictures um it's not complete yet but we're hoping that as early as uh the middle of this month we'll have it back in our hands and we can start kind of prepping it and getting it ready for actual use so mot mat is kind of the big talk right now um this is something that we've had initial discussions with our Medical director Dr Odum and we're planning to move forward with essentially this is the basic process of it the first part you know is obviously Department approval um Chief Carter he's on board with it Dr odm our medical director he's also expressed interest in it and has given us the rough goahead to go along with it our next step is drafting those protocols what is this program going to look like what are the requirements for getting into the program um very you know minute details of of what's the dosing going to be like how often are we giving it things like that once we have that draft in place um we're going to start meeting with our stakeholders so that's going to be Meridian as commissioner Do's mentioned the jail we're really looking to get into with that um really anybody who's going to have any type of hands in it we're going to we're going to meet with make sure they're all on board because this process isn't just us as mentioned earlier it's you know everybody has to be on board everybody has to be willing to to play in the sandbox say once we've met with those stakeholders and we've identified that people are willing to to assist with this process we're going to start to finalize those protocols this is when we're going over it um with a fine fine tooth comb making sure that everything's in place um and once that's been done we're going to get it finalized so the medical director is going to sign off on it Chief Carter is going to sign sign off on it and from there it'll it'll be able to go into effect um once those things have been done we can start to to you know utilize that mat program I actually had the opportunity to get into the jail last week uh major McKinley set that up and we started to meet with our first patient over there my goal is to once this program begins use the dril the jail as a trial per se just to make sure we have all the Kinks ironed out and from there once we start to see kind of a good effect with it we'll start taking it out outside the Jill uh future plans so Telly 911 I've briefly mentioned um before essentially this is tele medicine services that we're also going to bring to some of our patients this will allow us to bring a higher level of care into their home um long story short this will put the patient face to face with the physician and from there they'll be able to go over you know what their symptoms are what they're going through and from there The Physician can actually give an order to myself or another paramedic of our department give this amount of medication give this many fluids and from there we'll be able to hopefully treat in place um reducing some unnecessary Hospital admissions transports things like that the M program is also a very obvious big project that we're wanting to undertake and um hopefully that's going to get started in the next month or so of getting that process align additional staff um our goal with this mat program is to also include some of the meridians team so if we're going out to dose a patient we're going to look at having somebody from their team whether it's a recovery specialist a peer specialist something like that to where we can kind of keep that loop loop together and keep that continuity of care going um we're excited about this you know we've heard this is a big big thing that's going on in the mih field and obviously you know we're all very passionate about the treatment side of things and I think this is a good step for us um we're not going to try to reinvent the will we're going to do what what works Works in other places and hopefully bring that bring that extra resource here to Bradford County so and with that that's all I've got um if you have any questions I'll do my best to answer them and I like to make it a point that my phone's always on I think most of you guys have my phone number if you have any questions feel free to call me I'll I'll gladly answer them thank you thank you thank you thank you lieutenant one other comment I'd like for you to know is that on this past Thursday the new website went live and uh looks really nice we've gotten nothing but uh positive feedback from that so uh we'll be adding things to the website as time goes on um if anyone has any suggestions about things that they want to be forward facing please let us know and uh we'll we'll make that happen finally I also would like to thank all of our First Responders our folks in the EOC Captain Captain Whit did an amazing job he's if you don't know it he's a bit of a rockar in the Emergency Management World across the state so we are very very fortunate to to have him and thank you to the sheriff for his his leadership and uh not to mention the fire department with Chief Carter and chief Rogers and Captain Mobly and Lieutenant weeks all the leadership that stood up yesterday and got out and and made sure that things were getting done um and of course we can't forget about our folks in public works they Jump Right In commissioner Andrews mentioned 12 14 16 18 hour days that's no exaggeration as a matter of fact that might be that might be a bit of a understatement so very happy with those guys and I know here in Bradford County um we know how to do storms we we've got it figured out and it's because all the hard work and the professionalism of of our of our people so that's all I have Madam chair all right thank you um commissioner uh our attorney report Mr BR thank you madam chair board um there was uh one issue that came up earlier in the meeting um about how assessments are done tax assessments are done on property and uh I don't know any details about any of the how the property in question is assessed right now but I would assume based on the question and the and the what was represented as the owner uh that um we're talking about a property that uh has an agricultural um designation from the uh Property Appraiser's office which if it's a Bonafide agricultural use uh than the property owner whether it be this particular property owner maybe or any other prop owner if they have a Bonafide agricultur agricultural use on their property then they apply annually uh to the property appraiser uh to um to say that they would like to take advantage of uh an agricultural designation for purposes of assessment um and the property appraiser doesn't just take that for granted they do a site visit they look to make sure that they're in fact is agricultural uh activity going on uh and um this is a proc and then if they determine that that application is valid then there there laws that are uniform throughout the state which then limit the amount of tax property tax exposure in that one year uh because uh Florida has made a public policy decision that you want to encourage Property Owners to utilize their land for agricultural purposes and not have that be um not financially feasible uh and so that is a completely separate issue from zoning uh zoning whatever the property is designated is something that's under the purview of this board uh and how someone develops or not develops or land has to be consistent with zoning right but that's a completely different analysis and a completely different process from what property tax assessment is made on a particular piece of property every year so um I say that as a general explanation of how this matters work these matters work um not any commentary on that particular property I don't know anything about that particular property in particular but but what I can tell you is that for instance I have um I'm I'm aware in the State of Florida of several property owners who have property designation I have zoning designations on their property of industrial or whatever it may be uh and uh yet the land is still used for a Bonafide agricultural purposes right well if it is in fact used for Bonafide agricultural purposes then it doesn't matter what their zoning is if they qualify for that exemption they qualify for that exemption in every particular year Rolling if you understand what I'm saying so those those are two separate tracks uh what what what you decide is a proper Zoning for a particular property that's one track y'all made a decision today uh based on uh the presentations that were given to you by the Zone director and the information uh that was contained there in in the application and then there's a whole another track about whatever tax is that or any other piece of property pays and that's a property appraiser decision that's a property appraiser decision uh that's made through uniform analysis of that's consistent with everything across the State of Florida and it's what is being done on the property from year to year thank you anything else from the attorney or questions all right um hearing now we'll move on to the commissioner's comment commissioner Thompson speaking to your can you hear me now I'd like to thank each and every Department from the sheriff all the way down I mean it's it was a it was a WT storm but you know and a bunch of citizens got out and help too so EMS or fire Department uh we must do one Mo so I'd like to thank each department that was helped and involved in it did a super job thank you'all um well I want to say the same thing I want to thank everybody that again that was involved in everything but I do have a question maybe for Mr Bradley and Teresa um the taxes that homeowners pay on their property it's it's the same for everybody correct Teresa I mean as far as how they're taxed I mean according to their land and everything um it doesn't matter if you live on a a county maintained Road or a um a private road correct right and the rules are same are the same for everybody and that's what I thought um and with the gas tax when people come in in town we don't push a button that says I live down a um private road so all of our gas tax goes in a bucket where we use it for our roads um and this is where I kind of turn to you to Mr Bradley we have we have people that are suffering today that can barely get out of out of a mile long road it's caved in several spots and and what I was told this morning and I totally understand we can't do anything Miss Andrews until we get through with the county maintained roads um we don't do anything to these roads because of course they're privately owned however those same people pay their taxes every year just like we all do they they shop in our our town they I mean they buy their groceries they buy their clothes they buy whatever they may need because they live in Bradford County so they give the same amount that each and every one of us do but yet we're not able to help them and I for the last three and a half years have had a really hard time understanding that um um so maybe you can shed I know that it's considered private property um this one road we they tried to give it back to us and the board refused to take it because it wasn't paved and I understand that that's probably in in in the law but do you understand what I'm saying and can you just share anything the first of all commissioner let me say this is having um worked in this area um of the law for uh decades now this is a common issue that arises so what you're describing the frustrations that I hear you express that's a very common um uh concern uh and uh so I understand what what you're saying um let me if one were to let me just put on The Devil's Advocate hat not to say that what I'm what the other argument it's not even an argument the law is the law but let me tell you why the law is what it is uh and maybe the law should be changed but I'll just tell you why the law is what it is um whenever a piece of property was developed when because every piece of proper property at one point in time was a large piece of land that was subdivided to create places where houses are put um what is typically required um what is often required in jurisdictions is that uh the developer or the property owner um because some people think developer is a bad word or I think it is or isn't it just is what it is however the property gets developed divided and and whoever it is in charge of doing that um is you know charge maybe paid $10,000 for the land and then hopes to divide into six pieces and charge 10,000 a piece and so they make money right that's that's how they make money they the the the sum of the of the parts is greater than the the whole that they paid for the original land um well knowing that uh what governments often do is say well okay fine fine we we'll let you subdivide do do what you're going to do but you're going to have to pay to pave the roads and then you turn those roads over to the county that cost money money that wouldn't be borne by the county it would be borne by the property owner in order to get the ability to subdivide that land right well and and so then when they turn around and charge people uh to buy their subdivided property to buy the lots that those people are going to pay more for those than they would have if if um the road was never paved in the first place it would be cheaper because they didn't have to pay for that road so um that's of little Solace to somebody who's five or six owners down the road down the line from how the property was originally subdivided right this place was about 50 years ago understood but I'm I'm explaining the the idea of uh is is grounded in the fact that when it was originally subdivided the the owners of the individual lots of the subdiv you know paid less property was worth less because the developer who sold them that lot did not have to make those Investments on the front end whereas if that developer had made those Investments on the front end it would have cost house would have cost more the would have cost more all the above so there are no free lunches you know um one way or the other um and uh you know that the strategies of taking existing dirt roads and and turning them to public thorough fars so difficult and you there's there's you can you can put taxing districts over this I I'm I'm sure you've gone through all of these things I know you have um they're they're tedious they're frustrating it's why good planning on the front end is always uh always not a bad idea thank you anything else Mand Mr rley to your point and I know that clerk Thompson's not here right now but you know he has brought that up before we don't go down that road again as far as developing properties where either the developer is going to provide you know paid roads curbs gutters or that there's an understanding from person buying the property that that is a private road and it will not be maintained by the county and you know I've had people call me I've just got an email during the meeting uh same thing private road and you know I it's my my driveway right now is washed out because of the material that I have in it and essentially it's the same thing so to ask for the county to maintain my driveway is the same thing as maintaining a private road which at one point was probably somebody's driveway that is that that that's the philosoph I mean these are private this is private property and and and to add to the discussion there are um many situations in the State of Florida where um the developer of a large track land was says look we don't want to turn these roads over to the county we're going to set we're going to have them owned by the home owners or a Community Development District or something like that uh and we're going to we're going to put up Gates you know it's private and uh have a guard of stuff um and they're allowed to do that all right now when when comes to sh the Count's not coming in so the these are questions of private propertys which sometimes um in certain situations like the one I just described with the neighborhood where they they want to control all their own stuff they want people coming in and out where they like the fact that they own their own roads and they understand that the price of that is you have to maintain them yourself there's other situations like the commission described where you know this is the sixth person who's owned this piece property was divided 50 years ago that that's the downside of the private property ownership in this situ thank you I just I want to go back to just talking about the fire assessment again if I could just tell a quick story so I know years ago before I decided to run for County Commissioner but years ago I had told these two gentlemen that called me one night that the reason that I did not want to run for count Comm was because what happens is you have a group of people that support you so that group that supports you is 100% behind you okay decisions come up along the way and all the armchair quarterbacks say well this is all you have to do right and we all know as a board it's not that easy just like what commissioner Andrews is talking about I know I feel confident that when she was running for office that she was probably engaged with those folks and said there's you know something that I hope I can do for you and and it's just not that easy and eventually I told these two gentlemen what happens is that group of folks that support you get split in half okay and then you vote on something else and then that group gets split in half and eventually it comes down to where you only have one friend left other than your wife hopefully and uh it's your next door neighbor you know and your next door neighbor says you know something your fence is on my property and so therefore you end up in a situation to where you feel like you know you just really haven't done any good other than just upset everybody so with this fire assessment like I said moving forward when we're able to answer these questions at 50% we're giving 50% of something to people that don't want it and we're giving 50% of something to people that wanted 100% of something so essentially what have we done we've upset everybody right so it's again it's it's it's it's a hard decision to make but still with questions being answered uh just like I said before I say that we continue to move forward with this and that we do have a fire assessment but once those questions are answer because again I do believe that the questions that have come up and the objections we've been able to overcome those and the group gets smaller and smaller and smaller and eventually hopefully we can answer those questions that everyone is happy with what's in place and that we're able to clerk Thompson is not here um you know when he talks about you know the things that we need to do one of those as we all know is an assessment whether it's a fire assessment whether it was the franchise fee or anything else that comes along if we had Public Safety funded first police fire and rescue and then we just decided anything else it was left over and you'll have to excuse me because there's two ladies from the library in here but if we said we don't have money to fund the libraries you know we don't have money to fund anything else public works okay what discussion now becomes a roadway assessment okay I can say I don't need a roadway assessment because again I live off of pay my driveway is private so anything at that point is going to be something whether you want it or whether you don't want it and I think that's what we run into all the time and you know it's it's a it's it's however you phrase it the bottom line is like the clerk said we need funds so however we come up with those funds again whether it's roadway assessment fire assessment franchise fee or whatever uh we have to have it to be able to operate because again these are services that all the citizens are either using or asking for and we have to be able to fund it so that that's my position on it again I'm I'm I I will sit right here and tell you I'm 100% for it but until we answer the questions that are still out there we need to back up a little bit have the workshops and be able to answer those questions thank you thank you oops commissioner ring yeah um I think again I thank everyone for being here today and um just going to read this a resolution of the board of County commissioners of Bradford County Florida opposing the pro-abortion amendment to to Florida Constitution whereas a network of pro-abortion organizations including plan Parenthood and the acul Have Spent millions and deceived thousands to Garner the required number of position signatures to place a pro-abortion constitutional amendment titled amendment to limit government interference with abortion on the November 2024 Statewide ballot and whereas on April 1st funny date the Florida Supreme Court approved the language to propose a to propose abortion Amendment placing it on the 2024 ballot to be voted on upon the Florida voters and whereas this abortion amendment to enshrine abortions on demand in the Florida Constitution would bypass pass the legislation process thus removing the Constitutional delegated powers of the leg legislation and their duty to intact laws criminalizing equality the murder of pre-born humans as already exists for post born humans in Florida while preventing the exist executive branch of our state government from carrying out such laws to safeguard the lives of pre-born humans in our state and whereas this in iniquitous Amendment would remove the possibility of Prosecuting and holding accountable those that seek to shed innocent blood and whereas the wording of this proposed abortion Amendment such as age of viability concerning pre-born humans and health of the mother is ambiguous and misleading leading as a means to intentionally codify abortion on demand from ferti fertil to the moment of birth as a constitutional right now therefore be it resolved that the Bradford County Commission strongly condemns this misleading and pro-abortion Amendment thereby encouraging all Bradford County voters to oppose it by voting no on Amendment four and like I said that's all I got to say on that um it doesn't matter what you think or I think or doesn't matter what anybody thinks I've already told you what God says and that's it there is no discussion just read your Bible and find out for yourself thanks all right thank you all for being here today um and I just want to re reiterate again our thanks to our Emergency Management um department iot and all of the responders that were participated in this preparation and planning for um the storm and also keeping your thoughts and your prayers for those because some people lost life not in our counties but as a result of this storm some have lost lives so keep those persons in your thoughts and pray prayers as we move forward and we um I'm grateful for the spirited um discussion that we can have as a board and and move forward but we're still one community and we have to work together in all aspects of our duty as Commissioners and as a board as a whole now um our Public Works is doing their very best to clear the roads but one of the things um Mr Carnegie once that is has trans inspired and we can get back to business as usual when you there's an excessive amount of rain then the mosquitoes also is a real bad situation and particularly in the Northeast section where you have a lot of wooded areas so as soon as possible that it's safe if they can address um address that and um we have to do our best as a county to try to generate um new Revenue that comes into our community as opposed to you know everything coming off the backs of the of our citizens so we have to work through our County Manager our Economic Development processes through our strategic planning so that we can develop and um find other ways of bringing in revenue for the county um with that I thank each and everyone and if nothing
