okay this is my gav the emergency meeting is now called to order here at 3:30 three um if you all would stand with me for invocation and plge of Allegiance Heavenly Father we come today gathering for an emergency man emergency meeting today dear Lord we thank you for your grace and your mercy um thank for each person who's come out this afternoon and for our board members and all that are here help us dear Lord in our deliberation and help us dear Lord to be respectful for one another help us to address the issue and have the best outcome for our citizens and for us and uh bless this meeting in Jesus name we pray amen okay our first item is to um to declare the need for the Emergency meeting um and seeing um that due to the conditions of of 112th Avenue um this meeting has been called for an emergency so we will have to take action on that and ask for the motion and uh second for to declare this an emergency meeting I make a motion that we declare this as emergency meeting the motion was made by commissioner Andrews is there a second to the motion this second um I I'm passing my gabble on to commissioner R since we don't have a second then I'll relinquish my role as the chair to second that motion and then we shall therefore proceed okay okay well I mean I will say that see and and writing through there looking at the condition of that road it definitely is an emergency it's a life and safety issue for every single individual that lives back there um so yes this this should have been declared emergency meeting oh I'm sorry is it on so yes that's my that's my comment okay okay I have a motion second all in favor of a sign of i i i any oppose I okay that's all right okay I'll take my authority back as the chair that the vote was two to one in favor of being declared an emergency okay all right um next for um our action and discussion is uh Northwest 112th Avenue of Brooker uh for repair of the private road and it the question is um are we to authorize expenditures of public funds for use on the private property um the board that has established the road is impassable and whether or not the action taken will serve a public benefit so those are the two um areas that we have to to prove or to affirm those conditions so um before we take the ask uh action I'm going to um allow discussion and then hear some public comments uh at this time let's take the public comments just one person at a time if anyone wishes to speak just state your name where you live and and so forth and if you could speak into that mic if you it wasn't on okay okay my name is jasse Cruz I live in Riverbend at 100041 Southwest 112th Avenue it's about four houses down from the front and the reason why I'm here today is because in the past during the Hurricanes our road regular washes out and the county has always come and fixed it because usually is impassible at the very front and pretty far back it gets impassible as well there's two places that wash out regularly and when we wash down it's usually 5 to 6 feet this time it's 3 to four feet so we started reaching out to our commissioner Diane when we uh realized how bad it was and that we needed our road fixed at that time Diane was working diligently to try to get us materials and get the the county out there to fix it because we're still under a public Emergency due to the hurricane and I offered up our company's dump truck and skid steer as long as the county provided the materials we would fix the road the entire road if that's what it took there's enough people out there that's willing to dedicate their time and effort to do it so all the county all that the residents of that county is requesting is to get the materials to fix the road Diane called me back and said we can't get you the materials the county is saying that right now they're not going to fix your road under a public under the emergency the county should be able to fix a road it's never ever been an issue never and now all of a sudden it's a huge issue and we're having to beg to get a road fixed we have disabled people in our community we have the elderly Gordon's people come out there almost every day at some point EMS does fire does at some point someone from the county is in there at now you're not going to get down our road unless if you have a four-wheel drive that can make it if because there's some places that you can't can't or if you go through someone else's yard to get through to get to those people I understand that Gordon told us last night they're going to come no matter what but time isn't of the Essence when it comes to emergencies and how if it takes them too long to get back there somebody could lose their home somebody could lose their life what happens then what does the county want to do then when someone wants to sue the county because the county did not respond in a timely fashion because the county refused to pay to fix our road and we're not asking you to completely fix our road we're asking you to make it passable passable that's all we're asking and just to give us the material that is that is a reasonable request especially when those materials are paid for out of the state not out of the pockets of our community we are all taxpayers we all pay taxes we all pay taxes at the pump for this stuff I understand that money goes to County maintain roads but the money that the county is getting right now for those materials is not coming from the county budget it might be in the beginning but in the end you're reimbursed for that and if one of you had a loved one on that road you'd want it fixed too if you could not get to your mom or your dad or your child you'd want your road fixed right I think you would so it's really hard to understand why our County which always promotes that you are here for the citizens will not stand up for c for the citizens it it is unfathomable that we're here Year and that it took getting an emergency meeting to get that approved and the fact that our County instead of assessing the roads and prioritizing which ones were the worst they took and maintained the county roads that should have had minimal damage because they're maintained regularly at that point during a state of emergency you would have thought that you would have assessed the roads and said these come first and Gordon even mentioned last night that the road in Riverbend and the road on wind Cemetery Road are the first two that go the county knows it so why are we here today arguing and fighting just trying to get materials we understand the county might be overwhelmed and they don't have their resources to put in the material you don't even have to bring it to us we're willing to go and get it in the dump trucks and bring it in ourselves we just need the resources yes ma'am thank you um next uh Paul still 14167 Southwest 101st Avenue um I would urge you to amend the uh uh motion that you passed to include uh Southwest 113th Avenue um it's not clear that uh uh whether it's a 112 112th Avenue or 113th Avenue venue actually intersects uh County Road 18 and that section between County Road 18 and uh where Southwest 112 begins is uh one of the sections that is in serious condition as is Southwest 113th Avenue itself so just to be clear I would hope that you would make sure that you're talking about uh both areas uh also uh one of the important things that I heard last night is that for safety reasons the elementary school bus pull pulls off to allow children to load uh at either 113th Avenue whatever it is at this point uh the condition is so bad they probably cannot do that and since school is uh starting on Monday I would urge you if you proceed to uh declare have this work done that to see if you can't get uh some material uh out there and actually what you would be doing would be repairing the the rideway uh of uh County Road 18 the area if you repaired the right away you would have enough area for the school bus to pull into it's not even on uh private property and so I'd urge you to take consideration of those two items thanks thank you Ma Steel next anyone else okay uh good afternoon my name is Brandon Breedlove uh I live at 10247 Southwest 113th Avenue and uh I want to Second the what this gentleman said that we want to make sure 113th Avenue is covered as well because where they come together and meet at County Road 18 you know it it is where they basically come together in one Outlet onto that road and um I want to say that I went down and looked I took a lot of pictures there's a big uh concrete ditch that runs down to the Samson River there and all of our lime rock and all of our sand is piled up in that ditch there and it's high enough that actually some of the culverts to a few people's driveways is completely blocked so I know the county is going to have to come out there at some point with a excavator of some kind or whatever and scoop all that Lime Rock and Sand out of there because that is part of y'all's ride away for County Road 18 but I know that basically y'all are going to load that on dump trucks and take it back to the county yard and we're going to lose all of our material that we actually already own so I'd like to propose that we get all that material back right away because y'all could bring out a machine and an operator and help us scoop it up and we can get that back within a few days and then start bringing out some more new material as well to do the rest of the repairs thank you thank you next my name is Jessica Henshaw soulsby and I'm the resident at 10229 Southwest 112th Avenue I what he is referring to is at the beginning of 18 where you come off of 18 onto 113th Avenue there is a bowl that the county put get that the county made to be able to run when they put the concrete in to have it run they put a culvert they put concrete over top of it and there's a bowl at the very beginning of the neighborhood for years that has not been maintained and it is slapped filled with dirt so therefore that cannot drain off so all of the water that comes from the back of the neighborhood that comes forward because of the way that the neighborhood is right now goes it just basically comes exactly like a river bend exactly what we are called so if you don't have the runoff correctly then we're going to have backfill which is what we did that water has to go somewhere so it destroys what has been done and has caused huge craters into the road you can only get through if you have a four-wheel drive period Chief Carter said last night with the fire department that he cannot get a fire rig in there whatsoever he said he has maybe one or two pieces of equipment that can get through there and that he would come if there was an emergency of some sort but if one of our houses caught on fire he would not be able to get a rig through there period in the past when this has happened a fire truck did go through there and it broke the back axle so the only way for us to be able to get Emergency Services back there and to be exact about about the the residents that do live back there we have a family that has three disabled people that live in the house we have three residents that are just about wheelchair bound they cannot walk they do not have vehicles of their own Ark cannot come down there and take them to their doctor's appointments any kind of supplemental facilities that they CH that you know they have through Medicare or whatever that comes and gets them to take their to the doctor's appointments those facilities cannot get down there to be able to come and get them and take them these people have life-threatening you know health issues not to mention we have tons of children that live in our neighborhood let's not even talk about the fact that like he said the school bus system it was made two years ago that the school bus would come onto 113th Avenue and do a uturn around the quote unquote bowl that the county put together because children were all were getting almost hit by vehicles that were passing the school bus you know to pick up the children and drop them off so the school board decided that it would be safer for the kids if the bus would be able to pull onto the neighborhood and do a and basically do a circle to pick up the children that cannot happen thank you so all right thank you next anyone else okay I'm Mary Bose yes ma'am and if you could just grab a hold to that mic sorry that's okay 14726 Southwest 75th avue on Samson Lake I'm very concerned about the problems that they are having from the flooding with their roads Bridges homes everything my idea is that it never should have happened to start with they should fix them but if you've ever heard of the train wrecks up north from the great lakes in Ohio and there were chemical trucks dumped into the water there it spread all over the area down the river and into all the river streams and tributaries all the way down to Atlanta and beyond all the way down here probably and it causes cancer and many many other illnesses every time we have a hurricane or every flooding here there are hundreds of turtles in our Lake there were turtles this big huge beautiful Turtles They're All Dead every time we have that flooding They're All Dead these things are hundred years old or close to it and we should all be concerned about the poisoning that is coming into our lakes and poison all the water it goes into your Rivers your wells everything's poison and you have to stop it we've got a train wreck right now in the whole city that's going all the way Downstream to all the cities and counties Downstream all the way to the Santa River and the chy runs into it runs into the swan it goes all the way out to Stein Hatchy to the Gulf of Mexico and it's poisoning everything all these chemicals are going in there I don't know of anybody that really knows all the chemicals that are in there but there I know I've seen fish that are raw with their guts hanging out swimming around and I wouldn't eat anything out of that Lake because I have no idea what it is and anybody that does it's poisoning all the seafood and everything and I I wish that all of you would be concerned about what is happening and how to stop it there are lawsuits all over the United States you can type in lawsuits and type in Dupont about this situation and they're winning them because they are poisoning our water and everything around here and everybody in the whole city and state should be at this meeting to stop what they're doing because they're polluting and killing every one of you here your children your family and yourselves and I I pray that you'll all stop what they're doing I've never seen so many people in my life that have cancer now all ages and they have brain cancer and everything and the uh the rate has increased so greatly and whatever chemicals they're putting in there has caused this I personally had problems from the last thank you very much okay anyone else Carol Mosley 10121 Southwest 104th Avenue I wasn't going to speak because I'm here as a reporter today I'm planning on doing an article for this and so I I'm not going to make a personal opinion but I am going to talk about some observations while I've been working on getting this article together um I went down there today and commissioner Andrews drove me all the way down we were crawling along to get there and very afraid that we might not be able to make it all the way and back again um I have photos of that and I know we're going to see some of those I want to say that many of the people that I've tried to interview told me things but didn't want to be officially interviewed I believe that they maybe feel uncomfortable coming up here especially when it's being recorded to speak to you and I think that's part of it's not apathy they're here because they're all really worried about this situation um they came with letters that commissioner Andrews uh found attorney general statements it was from Bob Butterworth which is why she's now waiting for Ashley Moody's office to confirm that the information is still true and in that statement I'm sure somebody here could probably read it if they wanted to without speaking their mind but read the statement it says that in a case where a road is impassible that the county can overdo can do away with protocols even to get that road fixed now commissioner Andrews is trying to go through the channels and the protocols and people are getting mad at her because of all this delay delay and oh it's this one it's next one and that one and so I just want you to know that I don't live on that street and I'm not not speaking for me but I have witnessed a mess that these people going through and the and the people who live on that road who are disabled and need help elderly it is not okay we have to do something to resolve this matter thank you thank you anyone else all right U at this time I'm going to ask for discussion among the board members M I will say um if there's any way to amend this that this is inaccurate um because it is not as it's been stated it is not just this road when you come off of 18 this section right here is where the school bus turns around one side is caved in um now this road is all messed up and at at the end of this road road is a whole I don't know as big bigger than my truck right a crater right in the middle of the road on the other side which has not been mentioned what road is that on the other side 113 that road is just about somewhat Mr Starling went out and put pipes with um flags on them and um um roped it off to keep people from falling in half of that road is already gone it's caved in the other half which makes it passable so some feel um is they're driving in the people's yard now I talked to one person and said I understand right now but they're not going to continue to to drive in I mean in my on my property lady came last night that has the three disabled individuals that live with her she had to get permission from three people because she lives where that crater is on the other side of that crater she had to ask three different people if she could cross over their property to get out of her home now last night I think it I think it needs repeating we ask Ben assured us and he has put the I forget what the exact name of it is but it's it's um it's a motorized vehicle that has a stretcher on it and he will get back there if there is an emergency and pick people up to get them to a Rescue Unit to get them to a hospital when I ask him Ben can you get a fire truck back there if someone's house was to CCH on fire his answer was no ma'am I cannot this is an emergency this is a life and death situation if and I just want to go and I don't want to be responsible to be the one who says we cannot do this because we can we all know in a state of emergency that we fill out FEMA paperwork and we're we are giving every single penny back to the county it's not going to count it may cost the county today and tonight and tomorrow but to say it's going to cost the county not going to cost the county we are in a state of emergency and that money will be replaced plus I personally know where there's mountains of lime rock out at the airport where a project was done and and we have we have stuff that's left over that can be utilized that wouldn't cost the county anything so when you're making your decision one understand that you're saying that if we can't get a fire truck back there that is not an emergency and folks that is not true um I want to go on record saying that the only way we can consider these roads passable is if a Rescue Unit and a fir trck can go down to every house and be able to either put the fire out or pick them up and and take them to to the hospital this is ridiculous that we've had to go this far but in some cases sometimes you just have to do what you got to do these people matter just as much as any other person in Bradford County I know for fact that there was truckloads of stuff hauled behind a store in Hampton I know there was there was truckloads of stuff haul to these people matter to and it's time that we start treating and I'm just going to say it the people in District 5 just like we treat everybody else amen and I and I'm I'm done okay um commissioner re get a discussion from you sure okay um right right now every Road in Bradford County you could put it on an emergency meeting um yesterday I had three calls three different uh private roads that that you can't get down you know so next week do you want me to call Monday Tuesday and Wednesday and put all three of them on emergency meetings I mean yes sir you know um we I've got I don't know how many calls of our um public maintained Bradford County maintain roads that people are having trouble getting down I don't I don't even call Jason or Mr cornay and report them roads because I know right now our road department is struggling just as hard as it can just to get regular roads passable just to get you know some of the regular um County Roads passable um and two as far as a fire truck you you'd be hard pressed to get a fire truck back in this area even on a on a good day without the rain um ladies and gentlemen ladies and gentlemen we must keep the order the person is speaking our commissioner so and and I'm all for helping everybody in the past we did but in the past we didn't we didn't realize that um in a lot of areas that we were doing things was was not legal and I've I've read everything I've talked to the attorney several times already um you know um I just go down when we go down this board every Private Road in Bradford County we're going to have to go out there and fix it every single private road now I don't I don't think we should have any private roads in Bradford County I'm just being honest with you but unless this board wants to okay to buy two more graders and probably five or six more people at the road department to take care of those roads there's nothing we can do about it at this time um you know this has been a problem at at at Riverbend ever since I've been on the board ever since I've been on the board and if we go down there and fix it now and the storm that's out there Brewing comes in in two weeks will be sitting here in the exact same situation um sir yes sir we we have to keep order and I I appreciate your situation but we have to maintain our order here so and and board as far as you know so I don't tell Jason how to prioritize what he does he's our road department supervisor that man Works harder than probably anybody in this County and worries more about each and every one of y'all ma'am um you know so but anyway I I just say all this board private roads are private roads just like our attorney told us when when you buy a piece property on a private road and I fully understand you're buying it because for one it's a whole lot cheaper than buying it on a regular County maintained road so but when you buy it you buy it with the understanding that that's a private road that that that you're going to have to maintain your road you know everybody in here you when you bought your piece property you weren't flown in on a helicopter you had to drive into that location and you had to drove down that road to see sir please please Main main the order please yes sir I I need the Commissioners have a chance you all had a chance to come up to the podium I yes sir yes please let we'll see okay but let the Commissioners give their their say because I have a say to say too I'm just saying B if once you do this private road you got to do all of them okay thank you Miss Andrews you had some further comments yes I I I just wanted to ask if I can ask a question because he brought up a a very serious point that I want completely to understand what is being said because you know how starts a small town and things kind of get back to you so I want to know since he brought it up did the our attorneys tell you that fixing this road would be illegal yes unless you do it under these guidelines right here that he's you know is it is it totally impassible for a regular vehicle it's not I've been down there um for a fire Tru yes I agree it's impossible for a fire truck but I've been down there I've been down both both of these roads all back in there sir please you can't expect that these people will continue to drive Drive in a ditch or on people's property to get around that massive hole at the end of the road I mean I I I I just don't understand that but it and and we've been given paper workor um the sheriff did a memo where he did you get the sheriff's memo yes I read it well to me his opinion matters because he did go out there and and um he he did drive down it and if I'm at the end of that road having a heart attack and Ben Carter told me it took him 30 minutes to get to the back of that road I'm GNA tell my family right before I die sue them okay all right it is wrong that we put people's life in jeopardy because we don't want to fill up a hole with some dirt okay now I yes okay my turn now I want to speak to you first and then I'm going to make my comments I understand your heart of hearts and your passion about your situation and it's not my trying to keep you from having your say but just keeping it on a respectful level we can disagree but we can disagree in a respectful manner we can't speak got from the audience we can speak from the podium but not that and that's it and the the two gentleman that I had to say please please to I respect you and I want you to respect those up here too okay and I get that so here's my what I have to say we're in a very precarious position when the County's obligation is to the county roads first um we have those five districts and we cover over 320 something square miles that they're responsible to maintain and most of those I sadly to say are not a lot are in poor condition a lot are of County Roads that are not paved of that are dirt road that wash out I have many in my own District in district one I get in my car dried up down I have my boots on often when we have the smallest of rain if I go down 173r on Northeast 173rd I'm going to found 19th Lane washed out if I drive over into parts of lud I'm going to find roads washed out if I go over to Pleasant Grove I'm going to find roads washed out they do their very best to try and maintain that and go back and grade it and build it up on to wash out again we're in a different well I said a different we're in a precarious situation now is that we're in a state of emergency now we have to meet meet the spirit of we it's impassible and the other part was um whether it would U take into um the situation of being of a public benefit does it benefit the public you not just where you all live but public in general I personally went out this morning um early this morning you see me dress now I'm coming from awake from a funeral but I went early this morning so that I could see for myself because I was troubled um after I um saw the sheriff um statement and then concerned about the condition if you look at my car out there it's a SUV it's a it's a white truck that you know you can drive but it's not one of those High big um trucks that you drive but I had to gely go through the sections and I went all the way down to where Mr I think it's saying was Mr Wade that sometimes helped with putting um asphal or whatever to fix because I wanted to see for myself what the conditions were and when you enter the area of uh off of 18 on 1 113 and 112 where it intersects there is the circular area where they said that the bus would come the area just as you enter there is gross grossly eroded so I had to gingerly drive over can I I go down it yes but there was some question on some section whether I might get stuck so yes I could drive down it but there are some serious um depreciated areas that need some attention being in a state of emergency um there is some anticipation and we're extending that effective today there are some um expectation that we may get more rain which means that those areas that already eroded May erode even even further um so uh I I spoke to our sheriff and I I asked Mr wit too our captain wit because I heard some of you talk about you know the money that could come from FEMA or we can get reimbursed it won't cost the county now what he had explained to me he's in the back you have to meet a threshold for the state to even begin to get some reimbursement uh which exceed I guess 100,000 or more so I'll let him explain that little piece so you I want you to understand it's not an automatic reimbursement and how that process worked yes ma'am Madam chair thank you for allowing me to speak on that for a moment so a as as you stated there are two thresholds that first have to be met we spend time as a County uh with our initial uh impacts and those during the disaster period calculating those damages um we then submit that through uh the state process once we believe we've met our damage threshold up to the state uh ours are about $130,000 in public damages um so repairing things like roadways and stuff of course a lot of that takes takes a couple weeks to get that in uh that data all collected and stuff the state then has a threshold i c I left it sitting back there I I can get that tell you here in just a moment uh but the state has a threshold in the in the multi-millions they then meet they then take that information and um submit it through FEMA for a disaster declaration which then can turn on programs like public assistance which refunds government for their their actions taken now something important to note is that it is a refund uh often times taking several years for that money to come back government must first plan to finance these activities completely on their own something I would caution you about uh it's important to remember that anything you do with a contingency of we're doing this because FEMA is going to reimburse us has a strong potential of being de obligated or or or being not made not eligible you can't do something uh be it work or a pay policy or anything like that based on the contingency of getting reimbursement um the last thing to note in that is that there is a big um gray area with FEMA funds to the government for work done on private roads or private property and generally speaking uh my understanding without digging into the extensive FEMA guidelines on it is that private property repairs are not always um reimbursable again though this is something that as the disaster period which as I said um when I spoke to you earlier in the week This Disaster is still ongoing right or this incident still ongoing um we we're continuing to monitor the impacts we're continuing to gather data on that um build up our our disaster file um so it'll be quite some time before we know as of my last checkin with the state there there has been a submission for a disaster declaration for the State uh meaning the state has met their threshold but I've not heard that that's actually been um enacted by FEMA at this point so I say all that I know a really long explanation to say it this way FEMA money could be potential it's not a guarantee it's never a guarantee even once we hit the thresholds and we make our submission it's never a guarantee our responsibility as a county is to make sure that we are doing everything with the consideration that we may not be reimbursed and then of course fighting to get everything we can for it so does that explain that a little bit clearer that it's not a no it's not a yes it's a it's a to be determined based on how this whole event plays out yes I just wanted to make sure that um the people understood that that money is not readily available to us um you know to be determined if if we met that threshold that it's not something that's automatically there right now yes ma'am a point of reference for you we uh we we had hurricane Irma in 2017 we submitted uh I think it was close to a million dollars in public assistance funds for that and we received uh because that comes in in in portions we don't get the whole thing back I've been uh Emergency Management director since 2020 and we received the county received their final uh portion on that during my 10 so um it was at least a three-year process I can't remember the exact date off the top of my head but it it you know these processes can be very very lengthy so uh just you know to kind of clarify that for you and answer any other questions you may have about that process of course our job we're always constantly looking at that um analyzing the data but a lot of that data takes a little bit of time to get in um you know unless you have a you know one major um uh piece of damage that really you know you know is going to Skyrocket um your your public assistance cost and there are only certain things that are eligible and you're only going to get 75% of that because it's a 25 75% cost share so um you have to take that into account you have to take out any insured losses things of that nature so it 130 doesn't sound like a lot to you kind of dwindle down all the uh the um fine print around it so again I'll leave you with would not to say there's not going to be uh FEMA money to to assist in this in the end um it's it's not a yes it's not a no it's a 2B determined okay where did you got you so I don't know the exact number where we are in that 13,000 Mark again because a lot of the the the tough one to get when you first start off is is the emergency stuff so where we have issues um that have caused like Transportation delays and they got to get out there and get that stuff reopened because it's it's get it fixed and you sit down you got to get totals of employees um certain funds are eligible certain aren't so we spend a lot of time on the back end combing through that uh to figure that out we're beginning that process um I can't speak to whether any on line item has ever been denied or a whole claim has been denied um we have had claims in the past uh you know we've had events in the past I'm sure that we were not eligible overall for well I can tell you we've had events in the past we were not eligible overall for U but as far as specific things being what FEMA calls the obligated uh I don't know that top of my head so it's taken about seven years you know from two um 2017 to now it it was in the early early in my time so it's it it's can be a several year turnaround okay again not to say that we won't um that that's that is where the ongoing work for Emergency Management happens once these events you know seem to have moved on okay thank you Captain wh and I know that we have um Mr dods and I believe um Chief Carter um online um one of the things I would ask um Chief Carter I know and we have Mr weeks someone from your area that is here um the concern was for safety and being able to get fired um engine down or get U emergency vehicles down the road um when I went this morning um it looked like it would be very difficult based on the condition that I saw to get the vehicles down and um and I did get a chance to talk with Sheriff uh Smith um this afternoon um about you know his assessment and so as I drove down and looked at all of these areas um some are impassible some are going to erode more so I'm concerned with the impending rain that may continue to come that was going to be more and more impassible um if Mr do is on the line I heard Miss Andrews said that there were some material that could be used to fix FX the holes I I need you all to also understand if we were able to do any patching this was would not be um something on a continuous basis so to speak but to fix the problem as it is at the moment to provide for a safe passage of emergency vehicles and for people to get in and out for the school bus or whatever to be able to um pick up a deliver to the children so I'm my question if if we can get an answer from Mr DS is U are those materials that she spoke of or maybe you could answer that Mr carneg um are there materials that are available that could patch those areas that need patching so the only thing I can speak to is the lime rock that you referred to out at the airport that was that material was purchased with uh grant money from a Deo jobs growth Grant and it is committed to when we build the Connector Road between the new Access Road in the old one that's the lme rock we'll use for that project so it can't be used for anything else now what we have in stock at the at the yard that would be a question for Jason okay so is he on the line could we ask him and then Chief Carter is on the line and ask him about the safety concern for being able to get any of the emergency vehicles based on its current condition yeah C Captain Mo Captain mbl's here if uh if you going to say that um you know we've we've surveyed that road and I drove down and on Monday as the storm was coming through and obviously conditions have changed since then um but you've ridden it much more recently than I have but based off of our evaluation it would it would be impossible to get in a a tanker back there uh or an engine back there we would probably not be able to get a two wheeel Drive rescue back there um you know one of our full drive rescues would have a very tough time making it back there um but we do have you know contingency plans in place as far as um we have a some brush trucks that are able to get back in there we also have a Polaris Ranger that is capable of carrying a stretcher so we would be able to you know as I spoke on the meeting last night I assure the people that live back there that if they call 911 we're coming to them one way or the other we're going to get back there so again I'm maintain that stance and uh again I captain M can speak to the most recent conditions of the road okay Captain Mobley okay I'm captain Mobley I'm the operations Captain for Bradford County fire rescue I'll Echo what Chief Carter said last night in the meeting as well as what he just spoke to and I will tell you that even a brush truck the small F450 pickup trucks with water on the back they carry an extra 3,000 gallons of or 3,000 pounds of water in them I am very concerned even taking the brush truck back there for any kind of fire let alone a fire engine or a tanker that we would not make it back there with either of those vehicles Vehicles as Chief Carter stated the ambulances we have a few four-wheel drive two or three four-wheel drive ambulances that are going to have trouble it's going to be bouncy but we will get back there somehow whether it's with the Merv is the Polaris Ranger he's referring to it is now on standby at Station 90 at Samson city with a pickup truck hooked to it that those Crews can respond directly in that unload the Merv take it back to where they need to go load the patient up and bring them out to the waiting ambulance but we can absolutely not get a fire Tru of any kind back there without endangering that truck of falling in a hole or collapsing more of the roadway at this time okay thank you answer any questions that you all may have no thank you you you answered it for for me um and then um Mr carnate as answered that portion and the other one was just getting an answer from Mr dods yes we we do have lime rock at the yard uh okay I believe in sufficient amount to to do depending upon what the scope of work yes is um my uh we're going to see some pictures I took my own pictures this morning all the way down um um2 and I can see from 113 um the roadways just is split all the way down uh with erosion um and parts of uh 112 um had big some big holes um some erosions on the on the right side of the road that are going to almost like a little sink holes um but there was a um a large portion of the road that was passable but given the conditions of the road um I I feel that we do need to do something to patch those areas to make it uh safer for um passing and to make it um um easier for our vehicles to get down you have a question sir yeah yes neb okay we might have our sbles amongst each other but when it comes down to it we pull together [Music] something yes and that's why we're here today what yes sir yeah yes sir I I appreciate the spirit of your comment but that it's getting a little out of hand so I thank you so um anyways I I I we have to meet the spirit of whether the road is impassible and whether uh or not it serves um a public uh benefit those are the two thresholds in which we have to meet commissioner we're going to see some pictures um if you can carneg can speak to that but when you U um it may not make sense to you but if you have your counter material and you give it to a private person to utilize it's it's not it it wouldn't be a proper thing to do or it wouldn't be within our our our rules of of of use but if something happened to the material if it didn't get used not saying that you would but if it didn't get used let's say somebody came out and then brought uh three loads of dirt for you guys to use and someone else came and took it away you know for their okay okay okay and they did they did they open all three and I know for a fact that they did but the storm was coming and I mean it was we just had a lot of rain over the last few weeks before the storm we we had a lot of rain okay we've seen the pictures and we've heard and so we need to determine as a board if we meet the two thresholds that um is stated here uh certainly um she's it hasn't changed from last night with if not illegal if you follow the process that we're in the middle of okay not to have to not have this process and do it would be illegal okay approve that is correct absolutely yes um based on what I've seen the pictures that I've taken um and just seen it firsthand and knowing that this we're still in the throws of um more rain and then we're still in a state of emergency that um you know I would recommend to our board that we repair those areas to make it safe uh for the people to get out and for emergency people to get in um and then on a long-term basis some other plan has to has to come uh about with the residents that live in the area and how um that area can be fixed on a permanent basis is so that with the impending storms that may come in the future what can be done to mitigate the situation so that we don't find oursel back in the same situation but for the moment we're in the moment we're in the emergency situation we have to address it and that's that's temporary that's a temporary fix it's not a permanent fix but that's my recommendation today that we fix it so that we can get the emergency folks down and get the um people in and out of that so in terms of it meeting the threshold of being impass impassable we know that some of that is yes you can go slowly with a vehicle um and then will it serve a public benefit um so the people in the U area where they live would benefit but the people who have to go into their uh would as well and our emergency people would have um a safe way to get in without having to destroy a truck getting in and out so that's that's my suggestion and recommendation to our board may may I ask sir yes is uh as for the county manager is it possible to to give them all the materials they need can we go just go ahead and supply all the lime rock I I can't make that call without consulting Jason and he's not he's not in this meeting he never has been well because I mean if if they're if they're willing to do the work they could probably get a whole lot more done if we supplied them the The Lime Rock and then they could get started because I to be honest I don't know when the county can get started even if we vote for it right this second you know because we still got other roads that are that we're trying to get passable so that's that's the point I'm making can can we vote right now and say We'll Supply the materials and you know and then also when we do go out there and dig out the ditches in the front all that material as we're digging it out we take our trucks and dump it anywhere in there they want it and it does not get hauled out of there okay right right right right I'm just I'm just saying you know what if we're loading it in a truck anyway we may as well yeah we may as well put it where you want it right okay Madam Madam chairman I think I'd like for Mr Commando to weigh in on the U on the uh part about the residents doing the work okay I mean as long as you meet the same criteria I don't see an issue with the residents doing the work on their private road I mean please we we have our the attorney online so I need you all to go ahead ask him to repeat what he said could you repeat that rich please yes sir so I mean they're supposed to be working on their Road anyway so I don't see an issue with them working on their own road if we provided the lime rock okay okay that seemed to be a reasonable solution that would satisfy everybody and take care of this emergency let's do it Madam chair yes ma'am yes sir sorry you you still have to make the same two findings yes we have to show that it's impassible and that we it is a public benefit is that correct that's correct because we're still using um County funds yes sir what's being passed along okay yes we get it so at this time um any further discussion with the the board so that we take the action uh to authorize the expenditure of the public funds for the use of the um of the private road for this situation of um 11 12th Avenue and that also um Mr Commando and Mr carneg we know that that also there's um a fork there as you exit off of two um 18 or 227 that's 113th that intersects with uh 112 So it would include that section in there um so so it it's it is a small portion out of um feet wise would you say about uh would you say it's 100 feet Chief I mean um Sheriff Smith would you say from the edge of 18 to the beginning of 112th yes that's when when it comes in they're talking the 112 113th that with they talk Narrows down all that area in there if we can drop them the material I'm not sure sure where to drop and I don't I'm not a road guy I promise you but so that is a part of the Count's right away that's what we've been told and I know that we was maintaining it for buses at one time years ago and the county put in that concrete Culvert and all I don't know the legalities of that or how that came about I was just patrolling I didn't get into I was I was I was I was a young guy but I can tell you that the county the it probably was uh but they they put that in years ago and they always kind of M maintain that for buses turning around and all and I'm just going to tell you as a sheriff my main concern is those kids standing out on 18 if y'all go out that road in the morning it's it's like uh fishing in a barrel people are in a hurry and going to school but I don't want those kids standing out on the edge of that road I'd much rather them be in the bow yes area and so Mr Commando it's also a safety issue um you know for the kids that are catching the bus right in that little circle uh it's about maybe 100 ft that's uh intersecting 113 and one 112 so um I agree with what the sheriff says Madam chair the only caution I would suggest is that sounds like a a danger that probably existed completely independent of the storm uh yes sir I think it's been acerbated by the storm because the the the um area has um washed out was out riches it's washed out there that that main when you turn in all that where the bus would be turning they're not able to to get into now because they would they would slide off and the roads some of the worst pictures that were shown here tonight are right there when you make that entrance that bus can't get into so they're telling the some of the residents that the bus is not going to be able to get in there so they're going to stand out on the major uh County Road oh I I see what you're say yes and that that was made um that that create that was created as a result of the storm and I do want to address the part of the dirt if that dirt was put on somebody's property by accident which I want to stand up for Jason dods I he he was new that got put there that belongs to the residents and whatever action we need to take with our attorney to make sure that that gets returned or it be able to be used for the good of everyone I think that should be addressed we'll do that later but right now let's address the emergency okay so miss Commando has you know let us know that this um can be done if we meet those two thresholds um but I just wanted to make sure that we know that it's that little circular area of 113 and 112 um that would be my suggestion to our board that we do you know take care of that so um and that uh with that I'll ask for a motion for the authorization to uh for the expenditures of public funds um to address this issue to include the area that we just described okay motion by commissioner Andrews is there a second to the motion yeah before I can make second second I I just want to make sure we're all clear on this now this is going to be for the county to supply the material The Lime Rock Only and later on when the road department has time to dig out the ditches in the front that material will be put people yes you know and so and and I'm glad we had this discussion you know I I'm I'm I'm not against helping anybody so please don't ever think that but you know I I've got to make sure that we're fair and equal with 18,000 people in the whole County and do and do what's right so I I feel like we come up with the right solution today and hopefully you all feel the same way so we are braford that we stop the boat ramps with boats people want to fish can Ste fish as long as they're not in the boat because right now we're getting complaints I've dealt with Lakewood their their uh HOA is going to close access to their boat ramp because some of them are complaining it's bashing I guess it creates that thing with the water bashing your docks and creates it uh M Bose I know you you've been out but we've had some others as Mr Hunt says his bulkhead I guess that's a naval term is is catching it just for a week or so until we can get the water to receive with pending threats out there we want to put and just stop the boat ramps and then we'll come before you the next board meeting to pass an ordinance for no wake zones when these type things happen that we can create or boats can't
