that oh no it's good okay oh good you sa yes yeah that's good and um oh yeah yeah um do you have that sheet I didn't it out the one um where the this one this was what was puzzling okay now the principle and interest payments look a little odd especially this one where you're paying no principal those numbers just seem odd did you bring a CH there's a chair it's just the low it's just a low back I'm you're only going to be able to see my eyes cuz I'm low the chair is low happy new year new year I haven't seen you all year I know it's so weird lot of people for okay I know good hands yeah yeah possible sort ofun czy thing is I where was your CR oh we were in Long Branch at because there like there was I amazing considering how you're operating you know little from your okay absolutely Larry is this just a is this like a longevity thing or it's not going anywhere right I think I remember correctly is this a longevity thing or not going yeah well he's retiring from the virus oh he is okay yeah because he he's turning stipulation can't he might still be on as a volunteer St an exemp number can't do anything also so one of the requests is that he take his helmet and his jacket so got resolution on that not for anybody else okay so we're gonna do that next week also which hopefully it's not a I think they're going to do a ride around town to I was is six o' okay start everybody Pledge of Allegiance Al stes Nation God indivisible liy and justice for all I wish to announce that 48 hour notice is required under the open public meetings Act was emailed to the Asbury Park Prest the co- and the new coaster on December the 7th of 2023 that a copy has been placed on the Buon board in the bur office and then a copy has been filed with the municipal clerk as a courtesy to the public this meeting may be attended via Zoom if for any reason the zoom portion of this meeting fails or is disconnected the inperson meeting will continue and action can and will be taken Mr Noble here Mr gboi here miss Mahoney here Mr Weber I'm here but somebody's WR okay that was soothing soothing I'm glad you're being soed here uh Welcome to our first meeting of 2024 Happy New Year to everybody uh hope everybody had a good holiday period uh this is a necessary meeting that should be hopefully very short uh we have three resolutions uh related to financial matters uh what and I'll I will cover those right now so the first resolution is 20241 which is adopting a temporary operating budget for the year 2024 this is fairly routine in that um between the time we start the year on on a fiscal basis and we adopt a budget um we are allowed I think the numers 25.2 is that correct or 26.2 26.25 26.25 um spending um until that time in which we uh adopt the budget so uh if there's no questions around the temporary budget I'll I'll make a motion to adopt 20241 adopting temporary operating budget for 2024 Mr may we had a question should we I I don't know if anyone has any comments but should we open the agenda to questions about the agenda from the public uh that is not on the agenda is it it's on the agenda for number six if Council wants to move that to oh that's the com the thing but then the Public's commenting after we've already acted so like all yeah so I make a motion that we open it um to public comments have a second on agenda items only on agenda items only yeah second I don't know that anyone has any but well we just need a a vote everyone saying yes Grant that motion before we can open it up okay Mr Noble yes Mr gboi yes Miss Mahoney yes Mr Weber yes mayor Fox yes any public questions yes Thomas Jak it's called Third Avenue with regard to the uh ordinance 20243 on the installment payments to the six County Joint Insurance Fund um this just goes as you're talking about financial matters today May th this goes to the point that joint Insurance Fund is not free uh you did a settlement earlier this year um at the 2023-24 with the jusis which you know states that the joint Insurance Fund weighs uh $67,500 that's still taxpayers money that resolution also then says that the burrow has a $2,500 deductible well again we're planning again and now I'd like to point out that on uh November 19th we paid a uh Summit risk Services a co- insurance company on the januzi case another $166,000 so the cumulative effects of this mis management and lawsuits is creating a real problem for the town and I was wondering what we're going to do about it as as a mayor and account speak th this resolution is for um The Joint Insurance Fund for Middle sex County for uh I think the years which years is it 2020 2020 yeah and back um this is a settlement based on that this that your comments although appropriate comments don't really tied to this particular resolution no actually they do because they show the cumulative effects of this insurance policies on taxpayers I believe I am actually well well I would disagree with you because we are no we have not been a member of the middle sex joint Insurance Fund since 2020 yeah but we are paying 60,000 a year for the next three years of our taxpayer money due to lawsuits under that joint Insurance Fund so my point is is that we have januzi casee we're paying on that our most likely our MTH County Joint Insurance Fund premiums will go up these are cumulative effects of poor management not only for us but for other municipalities that was a point I'd like to make but I do appreciate the fact that they're going to let us pay it over three years so the taxpayers get smacked all at once but thank you very much thank you any other questions okay if there's no other questions I'll make a motion to uh pass 2020 or to I'm make a motion to approve 20241 adopting a temporary operating budget for the year 2024 do I have a second second Mr Noble yes Mr buosi yes M Mahoney yes Mr Weber yes mayor Fox yes 20242 adopting a temporary Debt Service for the year 2024 I'll make a motion to I'm sorry Mr Quick discussion uh yes um just just a very simple question uh perhaps our business administrator knows the answer but in the Fone the sewer utility and in the Beach utility there's the mcia program of payments it was just interesting to me that there's uh zero allocated to principal it's all that just because they're bans right now so you don't pay on the principal in the first few years on a ban you um pay on the interest only and then when you go you have to go for permanent financing within 10 years so these are all uh Bond anticip 20 okay new box new box okay great thank you okay do I have a second to the motion second Mr Noble yes Mr gboi yes M Mahoney yes Mr Weber yes mayor Fox yes 20243 approving and authorizing installment payments of supplemental assessments for year 20 the years 2001 to 2011 through milex County Municipal joint Insurance Fund uh do I have a second to that motion second Mr noo yes Mr I want to make a quick comment and that is that um middle sex County Giff originally hit us with an invoice for 20 I wrote it down $225,000 a quarter of a million dollar almost and uh our attorney Mr Canon negotiated adroitly on our behalf bringing that number down $44,000 to the number we're voting on tonight and uh enabling us to pay over three years so I just want to tip my hat to Mr Canon say thank you and I vote Yes uh Miss Mahoney yes Mr Weber and I just like to comment they wanted us to pay interest on this and again uh it was expertly negotiated and we're not paying interest so yes mayor Fox yes thank you okay I will now we are paying um some interest yes it's about $55,000 a year yeah no I know but I just wanted to make I was present cor information for the record thank you okay I'll make a motion to adjourn uh have a second second all in favor I I I okay thank you all thank you everyone have a good evening
