our consent agenda can I get a motion in a second motion second thank you open to councel seeing none close Council open to public for questions on the resolutions only yes sir Sam Foster when2 Drive one quick question on resolution number six the purchase of the uh tough books I uh have a question is this for all already tough book books for all Township employees or the police department or certain department or certain officials or is it uh just for is for everybody or just a select group so the tough books are mostly used by the police department and EMS is they're portable and obviously much more sturdy oh those those laptops that I see the police cars uh up on the did they have they have a little like a hanger thing that's that's a tough books yes that's made by Panasonic correct yes I believe so yeah okay uh what is what are they using now are they still are they using pan uh tough books now or something else they using tough books now yes sir okay and is there any difference in price uh as far as what is are the new ones uh you know when we bought the old ones that are in use now uh has the price gone up or down with that uh well I couldn't say with certainty because I didn't look up what we paid previously but the co-op program's mission is to get us the best pricing and like everything else out there I'm sure the prices most likely increased okay is there any reason why you're upgrading is it because the uh operating system is not able to run or anything we regularly buy them in rotation so that we're replacing a certain amount each time and we try to get the best deal when there's best prices out yeah I know they take a beat and I've gone through so many laptops over the years okay thank you that's all I need thank you anybody else from this brings us to our public comments please note that each person addressing the council during any section of the meeting during which public comment is permitted shall limit his or her remarks to five minutes pursuant to Brick Township Administrative Code section 2- 33b thank you anybody from public yes Mr sluk again good evening I'll mostly read my note um dear mayor crate November 8 2024 council president Vincent minino and all councilman Council woman residents students and workers of brick and Ocean County the pleas residents of ocean of everen Woods condo Primrose Garden suton Village Green Brier Brian Mills Birch Birchwood Park and other places such as Lanes Mill school Brick high school and Town Hall uh seem to go nowhere the town met with the New Jersey to park Authority Representatives but little gets done cars trucks buses and motorcycles travel at 60 m per hour in a lane njta calls an existing Lane and the fumes toxic gases and tire pieces fly into areas such as the Evergreen Woods condo area the same Lane that exist ex exists for 12 miles becomes the exiting Lane in Brick exits 102 down to 91 has the same exact Lane that runs into a a exit so the New Jersey T Pike Authority since they did it this way feels they don't have to do anything but it's wrong and harmful for the people of Brick Township the mayor council members Administration newspapers and in fact anyone can go to any part of the development and taste the toxins for themselves the New Jersey temp already created the toxin is dangers and noise and it has gotten increasingly worse over time as the trees disappeared fell down broken up whatever it happens to be anyone spending a decent amount of time M Greenwoods area can feel the danger can hear the noise and can see the damage that has happened over the years one must realize that the air pollution is harmful to everyone not just the people of Evergreen Woods the people of Cherrywood brick High Primos Garden Brier Mills Sutton Village Lanes Mill Green Brier Town Hall Birchwood Park and other areas feel the impact the toxins and the noise does not get better on its own and the people continue to suffer vast walls increase foilage are needed on the G State Parkway and around the area of Evergreen Woods Condos the Cherry Hood area uh brick High School themselves Primrose Gardens Bri Mill suon Village Lanes Mill School Town Hall and other areas it's time to act now John sler 9507 your quarterage thank you anybody else from public please yes ma'am mayor and Council my name is Jessica Krill and I'm a mom of two special needs children Kelly is 26 and Katie is 23 they're both missing a part of their 16th chromosome which causes a global de Mel mental delay and my youngest is also on the Spectrum I also been working at Children's Specialized Hospital for the past 18 years as a resource for our families being a mom of two special needs children inclusion has been a huge part of my life as my girls were growing up I wanted them to be exposed to all different types of people and vice versa working at Children's Specialized Hospital has given me better insight and passion for creating a more inclusive environment growing up in Seaside Park the beach was a place where friends and family gathered in my adult years it's a place I go to find peace and serenity I can't imagine my life without the beach one day I was on the beach and I thought to myself how is this inclusive how do our families from Children's Specialized Hospital take their children and their siblings onto the beach together this is where Beach days for all came about in 2017 I drove up in down the Jersey Shore to find to try and find better beach access when I what I found was nothing that would be remotely functional for somebody with a disability I realized once your foot hits the sand our beaches are no longer accessible at that point it was where the blue mat ended you all are probably familiar with blue mats I wasn't upset with the towns I knew it was more of them just not being aware at that point I realized we needed to do something we took to social media and there and from there the news stations came to interview me newspapers were writing articles and it snowballed this is where my nonprofit began people were sending me private messages telling me that they grew up at the beach and they can no longer go to the beach with their grandchildren our veterans were sending me messages saying that our beaches are free for them but if they're an amputee they can't access them I never knew how big this was going to get we donated our first Beach to Seaside Park and the residents loved it Seaside Park then decided to do and make all of their handicap accesses more accessible without the help of beach days for all in 2018 Beach replenishment happened as a Seaside native I realized the importance of beach replenishment but it absolutely did not help with access I finally got to SP speak to the Army Corps of engineering he was spearheading up and down the Jersey Shore the beach replenishment his response to me when I addressed this issue was it's ADA Compliant and that was the end of that please remember compliant doesn't mean functional challenges that we've had a lot of people will come to me and say well there's the beach wheelchairs well I have pictures that I'd like to show you just of some of the beaches that we've done those Beach Wheels chairs are not for everybody the people that we've really addressed are the people who are in wheelchairs who can't transfer to a beach wheel chair they need their fourpoint harness NeverEnding tide changes I know that our Tides change all the time so I understand that the challenge that we also have had is the product that we support is not on the state contract there's two products on the state contract they are very similar Moby mats and access mats ours are not this is where Beach days will come in and help partner with the town to pay for a more accessible pathway the price the pricing is more expensive but I can tell you that there's ACC there's a Community Access access grant that you can apply for which other towns have applied for to receive funding for these grants the Manpower I have two towns that I work with the Department of Public Works their supervisor they can help you navigate the challenges of these Mets both of these Department of Public Work supervisors absolutely support these panels how this works is that you would approve these panels I would work with your department of public Works they would tell me how much they would like material product whatever and I would split it with the town I used to go to towns the year of I do realize now with the help of the business administrator from Lavalette that I need to be here the year before because this needs to be put into your budget I just want to thank you for your time and consideration and I really would like to show you what we've done in the last couple of years to create better Beach taxes for our communities so if you're willing to look at my folders I'd like to be able to give them to [Music] you thank you anybody else from public yes sir Mr Foster Sam Foster want secret drive three quick points here first I wanted to ask about the uh traffic pattern uh I've been almost hit many times turning off a CER Bridge Road going into brick Plaza rear over by the uh there's an entrance there by the old Quaker sck in noin and over that area there there's the other way is in in the the plaza coming from the direction of Red Robin on the left if you're coming in and uh C on the right they have the stop sign the word stop in paint white paint on the uh thing there but the drivers don't stop and it happened last night I was going to Trader Joe's and I I almost got the the two cars you just blows blazed right on P it they they act as if there's no they maybe they don't see it because it's uh because it's uh just a white paint on the on the thing there so I'm asking if if uh like that is uh brick Township's responsibility right it wouldn't be County right that would be brick or it be the responsibility of the uh the site owner the plaza we have title 39 authorization in that Plaza okay to enforce law enforcement rules and regulations there as can pass the stop sign without can brick put a stop sign up there oh you want a new stop sign yeah I want well there is no stop sign there enforcement I'm sorry yeah there's there's no stop sign there this just had the word stop painted on the pavement which they they blow right on P I almost got hit by a truck and right after that because uh because we have the right of away they have to stop and I I was uh I almost got uh I I saw the truck and then this little car came like a compact came blazing so I stopped to let the truck go and then I you know I turned in that this uh car came over by the old uh whatever that bread place at Landa bread thing they came up over there and there there they were uh going fast I can't say they were speeding but I almost got hit it's on a regular currence and it's only that entrance there you know cuz the other the front of it where you have to go over by uh across some uh bet where Best Buy used to be that's pretty good it's got the uh got stop signs there and you got the traffic light I don't think we need a traffic light because that' be expensive but maybe stop sign because the people maybe they don't see it maybe don't care but uh that that's if you could put up a stop sign there because that's just looking for an accident there it really is well we can't just put up stop signs but we can ask Traffic Safety to look into it and see what they recommend okay yeah because it is dangerous there that's one thing second thing was I wanted to ask uh Town sh police chief M Mitch little just recently resigned and I would like to ask if uh if the next time the budget comes around if you could put some money in the budget to make him an offer to uh work for in some capacity for the township of brick because he's really highly respected throughout Tom's River I attended several things there in Tom's River ice cream food festivals uh they had a SWAT dust uh you know and they uh he's really highly respected if he could be in in an advisory position here I think would really help the township not I'm not saying anything there's nothing about the police department now you know you know we have good officers on force and everything and uh the new police chief uh for chief chief I don't know they so I'm taking you over for yeah our police chief Forester I'm sorry I but he's you know he's he's he's nice too he's got a good reputation I used to be a legal Courier so I used to be all over but uh Chief little could really uh I'm not saying there's anything wrong with the police department but if you could uh I just to hire him as a consultant of some type I think that would really help final thing was you know not there's anything wrong with the police department like I said I any problems now uh the uh does the pr does the tant brick have pen testing penetration testing regarding our computer system because uh I worked for a lot of companies over the years I worked in data processing and what a lot of them do all of them do in some some capacity in fact I did it myself was internally test the security of a company or business's computer system to attack it so to speak to see if it can survive um uh hackers now there's two types there's an internal pen test and there's an external so do we have that right now any type of that going on in Brick with a penetration testing of the network and if not next budget maybe put in some money in there to uh it doesn't cost a lot depending on where who you go to regarding uh an external pen test it's like a external audit you know like if you have an external auditor come in look at your finances it's the same thing except with the computer system because it'll it it will uh just be surprised almost every place I went had some type of a flaw and it's better to discover it before the hackers find out because we got hacked years ago during Daniel Dan Dan uh Newman Kelly's uh Dan Kelly's Administration and I don't know what the the extent of the damage was but that I think that would be uh very helpful to audit the uh uh if it's not doing it already maybe start doing it and uh an external auditor uh a pent test I think that would be very helpful to the township to avoid any problems before they start all right thank you thank you anybody else from public please yes ma'am hello uh my name is Lauren Bland I live at 212 Arrowhead Park Drive in Brick and I just wanted to come here tonight to follow up on what Jessica was saying um for the beach days for all I can tell you that um I'm long-term resident of brick um I work as a nurse practitioner at Children's Specialized Hospital and both my kids um are lifelong residents they're going through high school now um my daughter actually is one of five youth Runners Nationwide um who participates in the running for Heroes program and so just about every week she's out running for fallen um police officers firefighters you know throughout the country so we have a lot to do with brick and giving back to the community um but I you know recently was talking to Jessica about the issues with the beach access and it it is it's it's become it's not become it has been a big problem um I can tell you that you know my kids are my son's going to be 17 and my daughter's 14 and you know I think unfortunately people with disabilities just kind of accept the fact that there's certain things in this world that you don't have access to and and it shouldn't be that way and to be sitting here in 2024 and asking you know the town that we live in to have equal access for people in wheelchairs and you know people who may be elderly just seems like kind of absurd to be honest and it may just be that something that's overlooked but I mean I can tell you that throughout their childhood like it going to the beach really wasn't something we were able to do um now that they're older they go to the beach by themselves and they probably don't want me there but you know I i' still like to go with them um and it's hard you know it's hard uh you know I know they have the big inflatable whatever chair thing but you know there's a lot of reasons that those don't work and you know partly because you need to have somebody push you and that's like the last thing you know like people with disabilities want to fit in they don't want to stand out when you have a big orange wheelchair you know like nothing says um you know special like being in one of those chairs um and you know and the other thing is that you need to rely on other people um so you know it's not a great solution it's it's some solution but it's not a great one I think you know what the beach days for all has done in other towns has been to you know access these mats and use these mats so that people in wheelchairs can have equal access um and you know it's just it's something that would be great for Brick I can't tell you the number of times this summer like I have gone to the brick beaches and like I think Jessica has pictures in the binder but like you know literally like I have to sit either at the top and and watch them from like a half a mile away um or like just get to right at the bottom of the mat and then it like dumps into the sand and then like you know there's really nowhere else that you can go um so you know I I think the time has come to move forward with this and you know it's not obviously just for me um although it would be something that I'd greatly appreciate um and make use of but you know there's a lot of other people with disabilities also again like I think what happens frequently is that people with disabilities just you know that that's something that you just can't do and you know now that we've seen that other towns have done it we know that it is something that we can do um and I think it would be a great way to give back to all the residents of brick thank you thank you thank you anybody else from public please yes Steven Brill Evergreen Woods Park a meeting occurred on September 18th regarding the vehicular noise emanating from the Garden State Parkway in attendance was the New Jersey turnike Authority executive director Mr Corone mayor crate council member Fineman business administrator Bergen and homeowners from the impacted area next to the Garden State Parkway the executive director promised to reply to the homeowner's plight in a timely manner it is now November excuse me and the njta executive director has not made contact with either the homeowners nor their elected representatives I was I was personally assured by the executive director that he would have the NJ do respond as to why the $50,000 cap on noise mitigation was not increased due to inflation and other issues I have not received a response from the NJ do I have also requested from our Brick Township representatives to pursue a grant for noise remediation again no response Evergreen Woods Park is a nonprofit corporation with limited resources other than to increase monthly assessments on their homeowners is grossly unfair to tax those homeowners to mitigate the substantial increase in Garden State Parkway noise the njta ex excutive director implied to me that because the njta generates money the state won't step in a state elected representatives including the governor would rather the njta give $4 billion to New Jersey Transit than to remediate the njta noise along the Garden State Parkway is obligatory upon the njta to finance noise mitigation before supplementing New Jersey Transit budget the New Jersey Turnpike Authority is obligated to remediate the noise the New Jersey Turnpike Authority must fulfill its mandate regarding the protection of the health of residents that reside adjacent to the widened Garden State Parkway thank you thank you sir anybody else from public please seeing none close public Mrs Bergen nothing for me thanks thank you mayor thank you just a couple couple of things uh first I wanted to alert people if you haven't seen them yet on BTV or on Facebook I started a new program mayor's minutes I they come out about every two weeks and they cover different topics that I think might be interesting or important for the public to know about so it's not just me telling you about upcoming events um the last mayor's minute that we had was uh thanks to the students at midstreams elementary school we had the opportunity to team up uh with Miss romano and the other fifth grade teachers there to come together with the parks department at Brick Beach 3 and Osborne Dunes to plant uh lots and lots and lots of dun grass uh it's one of the topics that they cover in class and when the teacher reached out to me and asked about the dun grass planting possibility I thought it was the perfect way for us to team up so we were able to do that last week and honestly it was November 6th and it was 80° on the beach and I think a couple kids got sunburned so who would have thought in November but it was really a lovely day we had some residents from Osborne Dunes come out to greet the kids and uh kudos to our parks department and all the teachers that uh brought we had about a hundred kids there planting dun grass and then there was it was about a 2hour period that we had so we also did a beach clean up for that day as well so thank you to those students thank you to the teachers that participated and we're always looking for ways to partner with our schools and other community organiz ations to work together to make brick better so kudos to them and check out that mayor's minute and then we'll have some more coming up in the future uh we plan on putting them in the newsletter as well so if you get the Brick Township newsletter the E newsletter we're hoping to have them included there as well I also did a great conversation uh with John talty for our TNR program something that uh councilman um Perry works on and is very happy to work work on he's a big cat big fan of the the animals and the pets and he does a great job yeah I know you do you do an excellent job uh so um it was a lot of great information and uh we kept it down to around 11 minutes which is a record for um Mr talty if anybody's talked to him we love John tter and he does a great job um but he could be chatty he could be chatty but he did he narrowed it down there's a lot of fantastic information information so if you have um if you have an issue with feral cats in your community that has not been dealt with please reach out to the TNR committee they are very welcoming um like I said John talty is a wealth of information but the people who are on the committee if you watch the program are really really uh very good at what they do and I believe the feral cat population because of the hard work of this committee is starting to decline here in Bricktown sh so kudos to them and we'll have some more great conversations coming out with other great topics coming up I want to say thank you to the Veterans Memorial Middle School the principal there and and all of the faculty and staff and students they held their annual veteran ceremony today at school I had a chance to pop over uh it's a day where they honor veterans they have family members of students who are veterans and they have some veterans who do some talks with the kids about what it is uh that they've experienced through their profession so kudos to them it was a wonderful ceremony and I was happy to attend I want to remind everyone that this Saturday we are having our final pickup brick for the for this for the year I almost said school year for the for the year uh that will be at the Sawmill track we'll be meeting at 10:00 a.m. at Herbertsville Park and then we'll enter from the trails back there to do a cleanup it last year we had a really big turnout and I'm hoping uh it looks like the weather's is going to be beautiful so if you'd like to join us that day you can come by yourself come with a friends come with your family if you're part of a group uh Girl Scouts Boy Scouts or any other community group that would like to come out and join us please do so uh we'll meet up at 10: a.m. and we hope to see you there and uh next Thursday visitations Community lunch is taking place uh doors open at 11:30 and if you'd like to come and just uh mingle and make some new friends and have a nice lunch we hope to see you there uh again the doors open at 11:30 and then food service begins at 12:00 it's a great opportunity to meet new people and make new friends and finally on Saturday 11:23 we will be having our Thanksgiving market shop local come on out you can get lots of great stocking stuffers and and even bigger ticket Christmas items if you like uh or holiday items there's lots of uh Christmas Hanukkah um come on out and go shopping uh and we look forward to seeing you there we're going to have over 50 vendors so it's a good way to kind of Reminisce about summer and if the weather is anything like it's been it'll be like summer so uh we hope to see you there and that's all I have thank you thank you Mr Cunningham Madame clerk thank you you Madam Secretary councilman albanes yeah just the Joan Bergen's also on the Trap new release committee like myself she does a phenomenal job I'm pretty awesome yes all I got oh and may or what are they going to be serving for lunch Thursday I don't know but it's before Thanksgiving so I'm guessing something turkey my triglycerides are a little bit High come on come on over you know what you can just you can just help serve okay okay all councilwoman ponera thank you I wanted to thank the two beautiful young women who brought to our attention the inadequacies despite the fact that we are fully AGA compliant as a fellow disabled person and the mother of three special needs children I have gone with it as well and just accepted that I can't go on the beach since I require the assistance of a um and I want to share with you that I believe that your requests are appropriate and that there is a need I'm sure that everyone's aware of the large population of disabled and special needs children that we have in bre um so I wanted thank you for raising such an important issues the quality of life issue and as you said rightfully when you have a disability you tend to just go with the flow and accept that the world is not made for you but this is something that can be remedied and I want to thank you for starting such a beautiful nonprofit and doing that as a woman and in this time could not have been easy um especially with your normal caregiving responsibilities for your children um so I wanted to acknowledge that thank you so much for your words Council woman D young thank you uh I just have a couple of things for our seniors on November 20th we are are having our friendsgiving Feast it is the day before the visitation lunch and that is starting at 11:30 and you have to call seniors uh to register uh 732 920 8686 and uh it is also open enrollment season for our for Medicare uh so if you are
