in support of Sergeant Ryan T badge 250 I also want to take this time to thank the council and the mayor and the business administrator for their continual support the Town Police Department Sergeant TTY is a lifelong resident of Brick Township and graduated from Toms River East High School in 2008 that same year he began his law enforcement career with the Point Pleasant Beach Police Department serving as a class one and class two special law enforcement officer in September of 2011 Sergeant TTY joined the Brick Township Police Department as a full-time law enforcement officer he started his career in Patrol working to midnight and evening shifts he also served as a field training officer police explorer and a member of the honor guard in 2016 Sergeant TTY was assigned to The Selective enforcement team two years later in 2018 he joined the street crimes unit by 2020 he transitioned to the detective Bureau where where he focused on investigating computer and financial crimes Sergeant TTY has been a member of the special Emergency Response Team since 2014 he is a recipient of the 2013 officer Chris DeMarco police officer of the year award and the 2022 lieutenant Thomas mcnellis leadership and Achievement Award additionally he has received numerous accolades including matrious service exceptional Duty honorable service gr Grand Cordon life- saving and multiple Chief certificates an act he's also an active member of PBA local 230 Sergeant TTY has previously served as Union president vice president and financial secretary he's currently assigned to the Patrol Division as a patrol supervisor Sergeant TTY is accompanied by his wife SAR come on up youwe that I will faithfully and ACC to the best of my abil and I I will supportes Al to the the government EST tonight it is truly an honor to stand here before you today as your mayor surrounded by so many wonderful caring individuals who make this town such a great place to live this community thrives because each and every one of you and I'm so happy to be able to speak today about the power we all have and the amazing work we all can do together to continue making Brick Township the best town it can be we all know that a thriving Community doesn't happen by accident it happens because of the the dedication compassion and hard work of the individuals who believe in something greater than themselves the employees of this great town are an incredible asset so I want to thank them for all of their hard work and dedication as we head into 2025 whether you work at the DPW in the clerk's office administration engineering Parks and Rec recation our Police Department Senior Services or any of the other important offices we have here in town hall I want you to know that the work that you do is important and appreciated I'm excited for all that's to come in 2025 and with the support of the council I'm looking forward to expanding on the many programs we work together on in 2024 starting with our amazing community policing from working with our students at all levels with the Dare the not even once program and project crash our officers are on the front line of building relationships each and every day with the Youth of our community and our neighborhood watch program continues to expand I encourage all residents to reach out to our community policing Department if you don't already have a neighborhood watch program started where you live the information that's shared at those meetings is invaluable and specific to your neighborhood and it's it's a great way uh to help each resident understand how the police are working daily to keep our citizens safe and just so you can further understand how hard our officers work throughout the year they currently have 57 neighborhood watch groups formed they held 33 neighborhood watch meetings in 2024 with over 1200 residents in attendance and through these meetings and other in information sessions they collected 1,656 pounds of medication last year um and just so you can get an encompassing fact of what all of our police officers do throughout the year last year in 2024 alone they answered 100, 206 calls for service so that is I would like to have a round of applause for that because that's incredible well deserved and along with our Police Department we are proud to have our full-time EMS service throughout town that provides service 24 hours a day 7 days a week 365 days a year as well with a Township as large as ours it's imperative that we have a s have this service and we are proud of the work that they do again to put some perspective on the work these individuals do I would like to point out that in 20124 our EMTs responded to 11,229 calls for service so again Round of Applause for them our Parks and Recreation Department are committed to continuing in the same Cas in the same case expanding on uh the many programs and events that we have currently here in Brick from our rack basketball and softball to wrestling and pickle ball there's something for everyone in 2025 and the continuation of our exceptionally popular Farmers Market Summerfest Traders Cove Concert Series and longest event ensures that there are ample opportunities for us to come together as a community throughout the year our senior services continues to expand making it one of the Premier programs here in this County last year alone we presented countless activities and services for our local seniors and through our efforts we were able to provide 11,43 rides to dialysis treatments doctor's appointments shopping trips the farmers market Traders Cove Concert Series and more our senior services consistently exceeds the number of people serviced each year and 2025 looks to me no different one of the things that sets 2025 apart uh from other years in case you do do not know this is that we will be commemorating brick Township's 175th birthday this year uh along with our annual birthday party we've got some fun ideas for how we can celebrate this Milestone and honor so many people and so many residents that helps make brick what it is today so stay tuned uh because we will be asking our residents for their input it really is an exciting time to be living in Brick Township and we are thrilled to be able to celebrate this important Milestone together with the community and speaking of birthday party I just want a quick shout out to my mayor student advisory this group has is made up of over 50 students from Brick Township and brick memorial high schools along with weekly lunch hours uh where we get to meet and talk with students and answer their questions and talk about the concerns they have about what's going on in town these students volunteer their time to make brick better they show up for pickup bricks they assist with their senior prom they help run the brick birthday party and they volunteer at the brick longest table event just to name a few things that they they help out with these students are the future of Brick Township and it's an honor for me to be able to work with them each week finally as we enter into 2025 I want us all to think about the fact that we are all in this together and I've used that word we and us and our uh throughout this speech because that's how I really feel um this is not a oneman show nothing in this Township would happen without any of the people sitting in this room and any of the people that work here throughout the township so I want to thank all of you and um if you're out there if you're in the audience if you can hear my voice and you're wondering how you can become more involved and More in touch with your community and all of the wonderful people who live here I want you to consider the following volunteerism is the lifeblood of our community it's in the extra hours spent at a local event the help offered to Neighbors in need and the collective spirit that drives Our Town forward whether it's organizing food drives planting trees or supporting our schools you show up and when you give your time and your talents and your energy to causes that make our town better for everyone you really do make a positive difference and I hope to be right there beside you as we head through this journey through 2025 so to all of our residents and to everyone here in this room thank you for every single profess service contract with the township attorney now I have an objection to that I know it's pretty much not a moot point now since you already voted and like I said what I take this time also to uh complain about the fact that we're not the uh agenda consent agenda is not format is not being followed I have comments about the appointment of the township attorneys the starky law firm and if you had uh allowed comment before it might have uh might or might not have had an impact as you all know I've had a lot of problems over the years and we have had a problem a lot of problems over the years with the starky law firm not being fair in the enforcement of procedures and even the law I Mr Kinley is here tonight so he's not the one it's usually Mr Cunningham and Mr starky have the problem all of you are here during a council meeting when councilman when uh Mr uh Cunningham was here and mayor duy was standing next to him and he tried to give May juy tried to make me an offer regarding a civil rights law that I have against Breck Police Department for what I'm not going to go into it CU I know it makes you people mad but we all know what happened in court in judge pe's courtroom may do you see what he did was wrong that's not how you tender an offer every single year literally every single month in fact we have had problems I have had problems with not my legal rights not being respected and I'm tired of it and I'm telling you I'm just telling you the way things are straight right now you all know I already filed I've already filed criminal complaints and I'm telling you I'm not waiting till the ne after election is over before I file criminal complaints from now on because it should be handled by the council or the mayor or both and I'm telling you I'm frustrated and I'm tired of it now what I want is I want to see better representation from our Township regarding people's legal rights and I'm serious about this because this is very serious issue here and I am not going to go on too much about it I do want to com you uh conate the next the new council president uh uh president de DM brino I'm sorry if I mispronouncing your name but you you here you've had been here during the council meetings with these incidents have happened C former council president minino screaming at me like a maniac and sitting right over there was Mr Cunningham who did nothing about it and I was ganged up on and I'm tired of it I'm a disabled person but even if I'm not a disabled person and even if you're not going to enforce the Ada which is federal law rights there's simple the there's still the simple basic issue of being decent to people during these Council meetings and it's not being done and I blame ultimately the township attorney again not Mr Kinley but starky and Cunningham if the council president councilman minino won't won't enforce the rules and laws and protect people's legal rights that falls upon the township attorney and neither one of them in the past have been capable I'll put it that way put it politely and I should not have filed a criminal complaint against somebody get to get them to stop violating my legal rights during a counsel me which is televised now I know I shouldn't have to tell this to you because all of you in this room were here were present when this happened and you may not like what I'm saying I don't care I don't want another repeat of someone sucker punching me in the back simply because I cursed at someone and they chased me in the back of the room and he challenges me to a fight a second degree black belt well you'll know what happened to him when he put his hands on me don't you and I shouldn't have to do that I shouldn't have to I'll say beat someone up to keep from being beaten up when there's a special police officer there and the council president Council Jung did nothing about it except press a button and sit up with a spurk on her face because she was hoping I get beaten up and I'm tired about this and I mean this and and I mean it I should have to beat someone up in the middle of in front of police officer in front in a council meeting for God's sake because the council president D Jung and the township attorney could not do their job properly or legally that smirk she's got on her faces the same thing happened when Ken Baner chased me in the back of the room and challenged me to a fight she didn't do a damn thing about it and I'm tired of it put you all on notice from now on I'm not going to wait till after after a election is over like I did I'm yeah I guess it is uh dma crate I wrote this December 31st so it did say Vincent manino but I know it's Derek Andino now so Council presidents and all brick councilmen and councilwoman as the residents and the workers of Brick Township and all County now that the new year has begun I expect that I'll be able to read my notes about the Garden State Parkway as usual the New Jersey turn B Authority Commissioners put profits before people all of us people when the G State Parkway is widening near interchange 91 we the residents living in nearby condominium complex said the project had NE negatively impacted the standard of living and even their health part of the improvements to the roadway resulted in a harvest standard of a harest standard of living for many of the town's residents the homes of Evergreen Woods have been open to the noise and pollution from Cars traveling in both directions we the residents we the residents have advocated for a sound wall to mitigate the mitigate the added sound and exhaust smoke coming from the Gard State Parkway only through constant pressure from the press and the elected and non-elected officials will we the residents of Evergreen Woods condominium complex Prim rose gardens green V senior residential area Birchwood Brier Mill Condominiums brick High School Town Hall even Lanes Mill school and other areas in Brick and Ocean County uh be able to breed fresh air and clean air the ill effects of those tiny particulates being sent through the air through the lungs of children the seniors and all all of us residents from the Garden State Parkway recalls bedridden lives and premature deaths to many of our seniors and our children waiting at the bus stops playgrounds or wherever else they might reside the New Jersey turn Park Authority commission has caused the death and destruction including autism asthma COPD lung and mouth cancer and heart attacks into our area We the People Afflicted with autism lung cancer mouth cancer empyema asthma COPD bronchitis and linging heart and disease feel the pain every day 14 to 20 foot wall noise and safety walls are needed alongside the Garden State Parkway and these are needed near the Evergreen Woods primose Garden Birchwood Brier Mills Green Brier one and two brick High School Town Hall and other areas all of brick and Ocean County large trees and thick PL brush that were destroyed by the New Jersey t bik auor Commissioners as they built or they made expanded the parkway even though they said that they just put a uh exiting Lane in F and in reality it's 14 miles of a lane alongside if you're rideing the lane from exit 102 all the way down to 90 91 you'll see it except for the last half mile has extra dotted lines so it makes it seem like it's an exiting Lane but it runs for 14 miles so it's hard to believe it's an a separate exting Lane uh so what the Commissioners did on the Garden State Parkway should be planted more trees and Dick brush and replace what they destroyed uh and that would help of all of us residents of Brick Township and Ocean County it is well past time that we make the New Jersey turn pack Authority do the right thing say it so the rest of the place knows four meetings were scheduled for the are scheduled for the public can speak out about the school funding the school funding in this area is horrendous uh the first one was on January 8th which is tomorrow so it's kind of late but the first one up in Somerset but people that get it at 27 waren Street in Somerset County Government Office uh there also is one in threatened on January 14th at 10 a.m. to noon it'll be held on the New Jersey Department of energy uh 100 Riverview Plaza and they also had the meeting on January 16th from 6:00 to 8m at the Canon County Regional Emergency training at 420 woodb turns Road in B in Blackwood none of them in our area obviously but that doesn't mean people can't go if they can get there if they can get there the obviously the superintendent is getting there some of the people on the board of vet are getting there Town residents it makes it very difficult obviously you know and they but they did put it in just order it says that the procedure is that uh there's supposed to be a a procedure of a gavel being given where was that at it's number uh the clerk's oh he number nine clerk presents gavel to council president was that done I wasn't paying too much attention was making notes was it it was done okay I was I was taking notes on my phone okay that's that that's the question I had about that I also had a question about before the meeting was uh began uh began why was uh you when after the pledge allegiance why uh it's us should the council president announces for people to be seated why was councilwoman de Jong the one that uh uh announced that we could be be SE was because there was no technically no council president warning at this time or or or was that out of out of order or what our municipal clerk ran the beginning of this meeting yeah but when uh when we were told to be seated it was Council woman D Jong not the clerk that said it who is our clerk that said it I heard Council D Jong say no you sure about it I'll check when I go home okay I'll just check the uh video of the counc me and finally I'm going to make a comment about the CT uh about I should have said this earlier but on the consent agenda but I'm going to I got caught up in my anger rightfully so uh I made a comment already about uh Civility and I've said this before in the past many times and that is that what the way that the council the government in general acts public picks up on that we started having problems after you know called it the way it is I'm a Democrat when Democrats took control of the council in the mayor's office there was insults and as I've mentioned before I'm not going to go into detail and then the public started acting acting up misbehaving as I said earlier I got attacked by a former police officer secondary degree black Bel he said after a council meeting and now it's happening again and it's this isn't even the the first meeting during the consent agenda councilwoman D young made a uh comment about uh a name of a firm and she made light of it by saying is uh whatever it was a long name she says whatever and that's that's you should be more professional and respectful in your contact not only to the public because be perfectly Frank a lot of people in public that come to meetings regularly expect to be disrespected and insulted that's just the way people are and I'm saying it the way it is I know what you people are like I used to be a democratic committee committee man but when you act like that and you're disrespectful and you have a lacad deal attitude about your jobs then the per impression that you're going to be giving to people is that you don't care about doing anything to have a respectful atmosphere and it rubs off on us and I would hope that you would all start to uh it's only a few people up there and I would hope that you Council uh council president ambrosino is that am I pronouncing your name right ambrosino it's the way it's pronounced okay all right I can't see too good with my gles here I would hope that in this year you're going to enforce as I said earlier the uh not only the procedures but also the uh regulations and laws because we can't have this going going on we don't have a strong Township attorney with uh Mr starky or Mr Cunningham over there because of what I've said already in the past whoops and I it really has to stop because you all know that I have a pending civil rights lawsuit but it's also now and I warned you people about this if it didn't stop I was going to start fing criminal complaints and that's what's going to happen and then we're going to have to have special elections because some of you people are going to be sitting in a jail or prison sentence if you don't stop and I'm putting you on notice and I mean it too now I have uh I shouldn't have to explain this to you you all know what I'm talking about and again Mr key has not been he has not misbehaved and I know that there's other lawyers at the starky law firm I don't know if the uh if only certain people I don't know if you have to be uh have certain credentials to be a Township attorney or if anybody from that law firm can come to represent the township brick Mr KY can you uh can it be anybody from the law firm or is it has to be certain people is there any credentials that have to be establish or anything uh or was it just anybody at the law firm does anybody you like to speak the appointment is of our firm there are five attorneys in The Firm any one of them could appear okay we're all qualified but uh typically it would be Mr Stark here myself okay Mr Cunningham on occasion has appeared yeah I I know about him okay but I was just like to uh request that uh you take some steps to make sure that you have a more you and I'm going to say this is my opinion I don't care if people like it or not a more reputable representation from firmed in starky and C Cunningham because of their misconduct in the past against me that's all thank you for your comments is there anybody else from public seeing none close public Mrs Bergen Yes actually I would like to say something on behalf of the township employees and especially the uh many Department division heads that are here today uh we would like to to thank you for the continued opportunity to serve Brick Township to serve our residents and to serve our mayor and councel and as always we will bring our aame and do the best we can to make 2025 a wonderful year for everyone uh I'd also like to acknowledge and congratulate uh Sergeant Ryan TTY who we promoted this evening I known Ryan since I got here and I've watched him grow and seen him receive many accolades and awards and he is a will be a truly exceptional sergeant and has proven himself lead in the department when we have someone um promoted it is because someone's retired and I feel compelled to acknowledge uh that we have a retirement of another sergeant Sergeant Ryan valer uh who has opted to retire and made an opportunity for Ryan to be promoted uh Sergeant valer served this town exceptionally well in so many ways and has received accolades as well he leaves his mark on this department and on the leadership that he showed to a lot of the younger officers and acknowledging Sergeant talty's promotion also to me is thanking Sergeant valer for his exceptional service that's all that I have thank you thank you madam mayor thank you uh I'm going to Echo what Miss Bergen said and also uh I want to thank everyone for coming out tonight and look forward to working with everyone towards a great 2025 and I would like to recognize uh we do have um one other retiree in the audience this evening so uh soon to be retiree soon to be retiree so I just want to thank zulma for all of her service to our senior center [Applause] yes 10 years of service and making our senior center grow to what I said earlier is really the premier senior uh Center here in Ocean County so uh thank you for all of your hard work and dedication enjoy your retirement and uh we'll miss you very much thank you Mr canel no comments this evening also like to congratulate Sergeant TTY on his promotion as well as president amberino and wish everybody a Happy New Year I'm also looking forward to a great 2025 thank you vice president minina thank New Year um I believe maybe not everybody here believed that but I believe 2025 is going to be a good year for everybody thank you I'll Echo that sentiment I think I'm looking forward to 2025 as everybody in the town is I'd also like to congratulate again Sergeant talty on his promotion he's I mean chief Forester tried to encapsulate what he does for the town but I've seen firsthand the enormous effort that he puts into making this a better place for us all to live and he's a phenomenal representative for the entirety of the brick Police Department uh my last statement is our next
