always big day tons of pictures on great i' like to wish all of our families and all of our staff all right this time we'll open up to public wish be heard please come up state your name and address Andrea Sullivan 2 Ocean Avenue first I want to read something Rosemary Ricardo from a street Paul she left you a message she said she called you today message Sheed she has a sick friend her contemporary same age that's in hospice so she's not able to make it but she had her family on Labor Day weekend stre I'm just going to read what she sent me a problem arose at a short-term rental over Labor Day weekend an Airbnb on the Southeast corner of aan Beach had cars parked from the front sidewalk for a good part of the day my children and grandchildren were forced to walk in the street to get to the beach when they returned home the cars were still there forcing them to once again walk into the street to get home my daughter called the police I have no idea if a ticket was issued or not this is unacceptable conduct in any Community the quality of life is profoundly impactful tighter regulations need to be implemented and imposed on rentals and absentee landlords it is my opinion that the minimum rental period for seven days and for one related family any time of the year for those of us who live near the beach life has been altered we feel intimidated by these landlords and my children did not take photos for fear retaliation I'm just going a little slide board they were hanging out the pool they were partying they were a little bit I think inated so as they were described so they were afraid to take their camera down for fear that they might have been like gly assault this is not what we expect to live here in Brigantine it has been our safe and happy place for five generations says Rosemary rard okay on reference to 20th Mike I sent you a text message about my concern that the corner property is boasting six and bedroom six and a half baths it has a one qu garage tucked into the back of the property with looks like parking slab in the back not big enough for I don't the car jet out to the alley but that's just the architectural sketch on the build on the mini billboard out there and then they had a giant slab on 20 Street cut into the curb so we're going to lose the second property was subdivided up though there's a driveway still there from from beo piso's old property so that driveway existed anyway but when you cut out another section of street right off the corner and curving we're going to eliminate probably 50 feet of parallel parking right off the corner so you already know how that 300 plers so you saying for a two car driveway you're G to take out 50 I don't think it's just two cars did you look at the slab the rendering yeah I have pictur of right it's across half the front of the yard how wide's theice property I think so 1904 West Brigantine ad I don't normally like to talk about no no hold on I don't my Lord Jesus Christ of people buy their dream homes and Bri cash in and get paid on their properties you know I'll be happy to talk about that's all it is the other driveway was there it's selling it's new construction it's selling for two and a half million andever in the back the alleyway which a lot of the people in that Alleyway have done nothing with driveways and to help parking like long time people but you know this you know came to try in the I hadl if if I was to finish was not with that property and its party but the fact that there's going to be will be another curb cut which will eliminate some parallel parking on the street and I'm referring to 50 feet really is between kind of an exaggeration between the two driveways absolutely the other driveway's been there it's been there forever so that's not that's not adding 50 feet right start that's existing right I started my statement with that exactly that I said that was existing already right but when we add this we're talking oh I want to apologize because you I thought I I must have misunderstood you I thought you were saying that were're taking out 50 foot of the property and and causing but that's that's that's not why I'm talking about the parking about I'm referring to now that was segue into my oneway petition that we submitted back in February for for the 300 block to make it one way East between Brigantine Avenue and Ocean Avenue because if you can imagine now with all those driveways we I was sat out there one night backing in and pulling out coming off of brington Avenue is going to be a nightmare so again I'm just trying to put a little re the rails on this oneway petition and see if they can look at it a little bit further for traffic flowing for safety of vehicle operators pedestrians people turning in off the Avenue mailman delivery people trucks so that's my that's my end I just want to close with seven is heaven seven is heaven I pray every night and everyone will wake up one day say we need to get sday minimum rental so we don't have to battle this two-day weekend nonsense anymore Andrew I just one question this I think at the last meeting had stated that had really been issue so since we've put the new law in place you really hav't issues a lot of this is who I understand this is out of fear of what you think could potentially Happ we a couple issues because I want to make sure that they were I know that was brought up to us and I believe we addressed that which we absolutely address that okay well that was that was the issue it's not just my concern everybody's in the area just to clear that issue was resolved that issue was resolved was the other issue and then also there was apparently there's also a said the concern is the two days well I want to go back because I know your point but you had said that in one instance you said there hadn't been any issues this summer and then you said there were issues what was well depends what your defition so prior to the new laws we put in place there were issues but since we put the new law in place you've seen an improvement there's been Improvement all right so that's what I want to make sure and I've said that all along right but I want to also make sure that that's clear because I think that a lot of times you give the impression that things haven't gotten better but when I really listen to what you're saying it's not that there's really bad issues that are happening now since we put the law in place things have gotten better your main concern is what's going to happen this fall is that correct well any for seasonal weekly rentals is when wece our res not just Rosary but you said you've seen an improv and we've made a lot of changes place I know officials come to your house met with you discussed issues anything you brought forward or any streets brought forward has been immediately addressed and I think that that is really helped and I think it's also important to know too there's over 900 rental properties on the island all but three owners have been in compant and those three owners we have addressed and have pretty much brought them in compliance so I respect your opinion on the seven but I think we need to see also how we go into The Fall season I'm going to stand by my statement say that it's not the length of time it is the behavior properties and we now have the tools to address those and one of the things I want to follow up on is um I believe you said that Rosemary or someone in her family had called the police bow um someone parking block sidewalk so I Want To Know Chief if you could look into that and uh get back to us so we know if that was reported and how it was addressed so I'm going to make sure that followed up I didn't read that in the email but was over labor dat so could you follow up with I'll text I'll text her now and ask what and if you could just either send the city manager or send our chief an email directly just let us know what date that was because I want to make sure because one of the things that we're really committed to is making sure that we're staying on top of that stuff so if there is an issue one I'm glad to hear recorded but two I want to make sure that we follow up that our need handle appro whether it was ticket was issued sometimes they find the owners and ask them to move I just want to make sure that that's happening because I think that is a key part of what we're doing with enforcement is that follow so I do appreciate you bringing that to our attention I do appreciate that things seem to be a lot better and I understand there's some concerns from fall but we're going to stay on top of this especially with our phot now and that has been a huge benefit so what we do uh if there's if it's a Police Issue an Emer issue no violation call the police not emergency number uh we did give out the email address right you send it to the email so whoever is working because there's different code officials whoever is working it goes to all of them they address it their times rotate we don't want to have them on on the same time so we're not going to put out when and when they're not working is then people kind of know when they can get away with stuff but if you use that email been respond if it's urgent or a Police Issue police are respond everybody already knows 911 if it's egregious and not emergency if it's not if it's just noise issue stuff like that part but again like I said the the parking like was trying to segue into the oneway request that we madees time's up rosv into it so thank you Andre was that East or West Beach e e West Beach I don't you you West Beach West got it okay Brazilian right now we're Gathering the information uh we've been very focused on the P prot climate threats but also now the real which is coming out Gathering that information so municipalities can choose counties can choose any governing body that's impacted can choose um I guess if you're asking for Resolutions and opposition r do you taking stand One Way well I think we're GNA gather the information sounds very so I'm not sure just whether we have that audio there was none black no video just a black screen and terrible so you know we've been fighting this for a long time so I know one of the issues with the Audio I don't know what happened the video I can tell you one of the issues with the audio is the microphones they're directional microphones so if you don't talk directly into it same thing with that it doesn't pick people up that's what's been happening with the audio which is and i' got to remind people but I've been reminding people to beginning a council meetings to make sure they speak directly into the microphone because that'll help the audio but I was unaware of any video problems so I'll have to find out to have answer I know we've changed over our did you try to look at it I did not try to look at it and until now I was unaware that there was any issue with it yeah what what happened yeah usually when people have issues they'll start texting us that something's wrong sorry but there but I thought the audio was great I listened to it lot of it look good technical malfunction happen is that what happened should be really we'll look into it like I said We have replaced the system we replace the microphones we are working towards it I don't know what the issue is but never happen again thank you no other public comment hi I live at 212 R tonight my goal is ask your help to help our kid as some of you may already know briging Community School uses groundup used tires for flooring at all three School Playgrounds our children at the school some as young as three years old are playing on playing in and even chewing on 20-year-old used tire mulch that has degraded over time as a result our children are coming home covered in thick black Tire debris parents have been attending school board meetings all summer to ask the board to replace the school's Tire mulch with wood mulch the same wood mulch that's used at our Shark Park and our Golf Course playground at britin the school board has vaguely confirmed that the current Tire mulch was originally purchased in 2004 I confirm with the school's rubber supplier that the coating on the tires has a 12year life guarantee so could it be that the 20-year-old mulch needs to be removed because it's just past to life the school simply tops off the mulch rather than replaces The Mulch leaving our Toddlers and kids exposed to Old deteriorating Tire material I have a petition signed by about a hundred parents Guardians and loved ones of students at our school all demanding the removal of the school's playground tire mulch I have yet talked to any parents that actually like this tire mulch no one has emailed me commented or showed up to school board Mee meetings opposing the tire mold removal our school board never provided any evidence they even research alternative options to this tire mulch they oddly were leaning towards defending Tire Mulch and most of us parents ask why why does a school want to keep the dirty old Tire mulch I provided several Financial quotes for wood mulch replacement I even got a quote from R City shark pars wood mulch supplier wood mulch is often cheaper than Tire mulch I provided hundreds of pages of research to the school board on potential dangers of children playing in tires I've contacted the brigatine EMS Department which confirmed that Shark Park that uses wood mulch caused no injuries in 2022 or 2023 wood mulch is often proven to be just as safe as Tire mulch I've spoken with facility managers at the Galloway Ocean City and vinand School District who all use wood mulch at all their school playgrounds they've confirmed no issues with mold pest or significant injuries one facility manager out of school actually said to me that he would never allow his children to play on ground up tires so why is our school allowing this to happen wood mulch is cheaper wood mulch is just a safe wood mulch is used at all other brigatine playgrounds Tire rub lab testing that the school completed was not a comprehensive study and the scientists confirmed that more testing would need to be done to fully address all of our concerns many school districts in our country are Banning Tire playground launch so why are our kids being exposed to this my question to you tonight and I need help with this is is there a conflict of interest at play I asked this because at the June 2024 school board meeting our school board president to CL that he works in the flooring installation business and he was actually involved in a recent project installing rubber playground flooring nearby now out of all the jobs in the world he could have he actually confirmed he installs the same type of material that we are trying to remove from our how can the president of our school board with professional ties to the rubber flooring industry be making decisions about removing rubber flooring from our school playground shouldn't parents have a greater voice in this matter isn't it unfair that just a few members of our board most that don't even have children playing in this mulch are making a decision for us our kids you may be asking yourself why is this the issue now the black Tire debris is getting dirtier and dirtier parents of older children at our school confirmed that their kids were never covered in this debr we believe our tire tial is passed its lifetime it's exposing our kids to degrading old tires the school board hired a scientist to test the school the school's playground soil and mulch for just a few chemicals out of over 400 that can be found tires the results came back positive for lead arsenic which were deemed to be at safe levels but are these really safe when they're when they're comprehensive and are these safe the lab report also revealed the presence of toxine and Metro these chemicals are banned by the United States of America since 1990 and 2000 and in the early 2000s why are these CH chemicals present at our school I have all the lab reports right here showing this evidence I'm not an expert but I think we need an expert to help understand the seemingly worrisome results or maybe we should just replace the tire punch at the June board meeting the school scientist admitted he couldn't even comment on the dangers of ingesting Tire Dee children lick the tire degree off their faces when I later emailed the scientist with additional question about his report he directed me back to the school board however the Schoolboard has since stopped responding to all of my emails as well as other parent concerned parents at the August 2024 school board meeting we were told they were not replacing the mulch but they will attend an expo a few school board members even laughed at us and we started asking questions but they aren't laughing at us to me they're laughing at our kids excuse me your minutes I want to thank you for doing all that work that's that's really good I I agree with Michelle that we have to do the best for our children whatever it takes getting rid of sloppy old y old Tire [Music] micone preschooler and I remember one of the friend and so I've just been I don't have much to add one thing that really stuck out to me was at think the June Boe said you knows said you guys keep saying that but I've never seen so I handed out photos took her socks off so I showed them scien power at play but it was reallyis 20 years how was the crosswalk today right after school I follow up with the superintendent see just so you guys know the school board operates independently so we can't make them do things but I know work together with the school I have two kids in school so I guess I'm curious about to is I know you talk about some of the chemicals like the levels that um also looking at like the lifetime you said suppos to rep I guess if the request is for what I guess what the school's opposition so and just as a warning having raised a couple kids here at the school and myself uh even if they're not playing in in in dirty mold here you're probably going to get a lot of days when they come home dirty to you also so no I I agree my kids were that age they they were planning gravel everything was orange there any final Council comments seeing none we have aot all in favor I any opposed i' see none motion pass thank you very much for coming out watching your CC
