part of this too is also the beach parking lots we're looking at repaving all the beach parking lots bathrooms the amenities that we can start to put back into the island um one of the big questions that we always ask get asked is what is the impact going to be on taxes uh this will have little to no impact on taxes one of the things that we work on here in the city is making sure that as debt falls off we then replace that debt to keep debt levelized uh some municipalities try to go and have zero debt I don't think that's a good financial plan I think what you do is you reinvest and use that money in the city but by keeping debt level it makes it easier and affordable within your tax Bas to do so that's why we're moving this forward all right any questions or comments seeing none can we have roll call you yes yes yes yes yes Sarah yes car we have resolution 2024 d130 and this is a resolution awarding a contract to AT&T for the lease of space for the installation of antennas on the the Chamber of Commerce for all the hard work they did it was a fabulous event uh Saturday morning this coming Saturday morning 9:00 am is uh Brian Woods walk at St Thomas parking lot it's a wonderful questions i' be happy to answer anything about Economic Development uh the Chamber of Commerce I want to thank they're really really helping out here they did a fabulous job with family fun uh weekend there it was just one of the best ones ever so I want to thank Alex look right here on the back here and everyone else PA ala Tano Maria uh this next Tuesday starts the first movie on the beach the big surprise Little Mermaid and special guest here so you're free down to uh movies at what street there again Alex 38 that's right yeah other than that any troubles you know where to find my number page Bri times I'm available 247 for me anything all right and thank all our department heads for the job you're doing this summer just amazing be cleaning up all signs and everything else on the street and uh and and you know keeping legally parked cars off the street and keeping the title streams and ponds open working everything else and the fireworks were were amazing I was glad to hear there was no major incidents thank you including appreciate we had our BCP races on Monday night and uh it was really exciting except it probably was the foggiest I've ever seen the control R held I don't think you could see 10 feet out into the ocean so the fact that all of the guards made it out and back both times was very very impressive and I think truly shows the skills because I expected a couple people to end up in Atlantic City or LBI they all made it back uh so it was a great racing uh the big event is going to be August 9th we're going to be defending our South Jersy Championship brigan tetin will be hosting the South jerseys and uh for lifeguards winning the South jerseys they talk about the equivalent of immortality and uh we had our double screw do that our swimmers are real strong and our singles guys so um hosting that race August 9th make sure you come out we'll have every Beach Patrol from Bri and all the way down to Kate M Point um up here on the beach family fun weekend absolutely amazing great partnership between uh the city and the Chamber Commerce I really like the new location I think the community center really gave us a lot of space and a lot of parking and I thought that was really helpful people come in they can park they can spread out I know the uh company the vendor who does all the rides have the extra space he might be able to bring a couple tractions out next year so I think it was really good making the full weekend I think really gave people something to do especially over that Fourth of July holiday so the chamber thank you very much for our city Staff All Above I thank you excellent job been probably the best attended family fund day I've ever seen last decade so very impressive uh we had a member of our plan board uh resigned and the member was actually our Chamber of Commerce representative so replacing that member with the Chamber of Commerce I'd like to appoint uh we have a motion a second to appoint Paul amakano to the alternate four position on the planning board so second uh Lyn have yes yes yes yes yes yes alternate number four uh want to give an update for uh short-term runnels one of the things that we've been doing is kind of piloting over the last couple weekends having the weekends staff our code enforcement officials uh we're having success with that put together um our starting plan one of the things I want to say is we're establishing a process it's going to bring all of our properties into compliance but the process is going to evolve as we continue to assess the needs of the community this is our starting point where we are uh we've had very good success over the last couple weekends and now we're going to start to push this out publicly um we're going to have our code enforcement staff has and will continue to be working um on the weekends the inspectors will be focused on identifying unlicensed rental properties as well as monitoring and addressing parking issues uh any violations these are code enforcement violations code enforcement violations can be reported and we're going to put this in the Brigantine times at ltic City Press it'll be on our website some people have it uh to code enforcement Brigantine Beach nj.com I know that a couple of our uh residents in the community have had the email address ahead of time so we can pilot it it's been working so now we're going to P this out to the public uh these emails will go directly to the on duty inspector so when you send the email it goes directly to them they have the ability to respond uh from that point uh the fire prevention office will be staffed by administrative Personnel on Sundays from 9:00 am to 4m the office won't be open to the public but there will be office staff available to answer phone calls and um to reach the office by phone you can dial the uh 69266 3102 that's 69266 3102 the schedule of the the code enforcement staff is going to fluctuate based on need uh so we're going to move things around based on when we see the most issues or when things need to be responded been kind of flexible with that schedule so that'll be moving as we go forward uh while on duty the inspectors are going to be looking obviously one of the big things is trash violations uh there's a lot of people who either have inadequate trash or they put trash out on Sunday night but their trash night might not be till Tuesday Wednesday Thursday so we're addressing that um for the uh some people have issues the ACA does offer a cart service so for some of the short-term rental owners obviously if you're a property manager or you yourself aren't able to take care of it there's a cart service there's a couple of actually young men on the island who have actually started their own business so you can look to that if you want to hire locally but there's a opportunities for that more information on the part service can be found on aca's website uh people have trash violations that are out there you can email the code enforcement at britin bj.com or you can call 69266 312 I know for the last two weekends I think um we dealt with probably 40 issues uh dealing with trash I think the first line was to notify them that they were improperly putting the trash out give people an opportunity to correct it I know in the first week we sent 20 Letters Out 19 of the 20 uh corrected the issue so we're going to continue to work on that if it continues obviously it's within the code enforcement's ability to write tickets and issue fines but I think they want to give the property owners the ability to address it first uh to report uh to report noise violations on street or safety issues please continue to call the Brigantine police uh you can call the non-emergency number at 266744 if it's an emergency if you're seeing something that's an emergence situation obviously dial 911 uh for more information on this you can visit the city brigantine's website it's Brigantine beach. so we're going to put this on our website we're going to put this out in book of papers and also Atlantic press to make sure people know how to get involved how to get engaged in what we're doing and this will continue to grow based on the so I figured it was a good start but we wanted to roll something out for everybody at this time we are going to open it up for public comment anybody wishing to be heard please state your name and address for the record e for e e e e e e good evening happy summer hope you had a great fourth Andrea Sullivan 2000 Ocean Avenue let me just preface what I'm going to say I want to thank you for all your efforts to try to rain in the the chaos that's raining down especially I call the epicenter around 20th Street which you know we have 17 flanking 20th Street it's just even the 400 block we have six houses and three of them are MC monster Str strr so I I feel for I need it that 300 block is just utter chaos especially on the holiday weekends okay so I just I have another question maybe Tyra could answer mayor Sarah do we govern our meetings by Robert Rules of Order like the council a special type of format that we use for addressing or speaking or how the meeting supposed to flow or what are you allowed to say okay well just I guess because just last meeting I I missed it because I requested the the CD and I couldn't download it an app to play it there was someone took the microphone apparently bmear bmear me up and down pretty good on the microphone for the public record and I just think that that type of character assault should not be permitted in you know the public format there's a character assassination somebody can look me up and send me a letter but I think to go there and have a broadcast is kind of like pretty lame anyway um the salt PO leags let me just I I can't tell you how wonderful this feels to sit there and watch these kids come up here and get their certificates because I coached for 45 years three Sports in Philly and I played a bunch myself and and it's just it warms my heart to see those bit those ball fields alive with the kids when I sit back there and I sit there and actually like it almost teod thinking if we keep allowing our properties to be gobbled up by people have no intention of living here as year round residents and keep pumping in two-day rentals or the primary use of that property or any property as a short-term rental we're going to eradicate the type of activity we were here tonight saluting it will disappear and that's heartbreaking that's heartbreaking um so meanwhile I'm still captain of the seven dead uh you know team we're still proponents so if you just made the rental seven days all this two-day nonsense would evaporate and I think I there was an article in the press and I think I sent it out to everybody that Airbnb actually forbode the two-day rental over the Fourth of July holiday they banned it when their sight was all the chaos that type of stuff brings so I just I'm keep going to keep leaning in you know I am just we can wipe out the two day and go to Seventh Day everybody will be happy and is still is a rental thank you 30 Street first City consum story system especially need people have questions I don't think that this Council has acknowledged yet fact that you are bu apparatus set up to hand certain problems trash Etc but that doesn't deal with the essence of this situation have problem the and if anybody of ccer would like to respond to that certain problems still have the same situation is what we call which handles events people come fames to so low we're dealing with basically events things that happen where do we stand on tures the County Board of Commissioners I believe johnley is out openly in opposing this stand short stand prove other thank you and for the motion wi I visited a number of municipalities basically uh start here our County Executive he's 100% against them uh when I've met discussed the issue with him he said before he can take action he needs to hear from more than just the short towns he said there's 23 municipalities he wants me to speak to all 23 I've been out probably now publicly and here at 10 different towns in their Council meetings nine of the 10 have passed resolutions one's going to pass it into the next one I have a number of lined up I've talked to elected officials all across the county they will they've at least committed to me that they're going to pass the resolution they just need me to come to the meetings unfortunately a lot of the meetings are the same night so I'm going town to town getting the support that our County Executive has asked me to get I will tell you momentum's in our favor uh we will continue to fight this we have people from local level all the way up to presidential candidates now that are promising to shut these projects down so we're hitting this at every level through the court systems through government officials and through uh the election process so we're going to continue to stay on this fight um and I'm going to make sure that our and the Board of Commissioners get the support that they need to move forward and as I told them they can pass a resolution in opposition but the reality is we want to join in with litigation because we really need remed from the courts in order to stop these projects so we're going to continue to do that so hopefully I'll have information for you soon I was in PT public last night 100% uh in favor of our resolution and supporting the county to take legal action um as for short-term rentals and I'll turn ask uh guess Michael this question my understanding is that the state of New Jersey designates short-term residents uh short-term rentals as residential not as commercial is that correct yeah so I think that is the issue I understand your statement and position that they're businesses but the state of New Jersey deems them as residential use so there's not a lot we can do that at the local level but we are trying to address a lot of issues that are going along with it um for the most part as I know in your neighborhoods 20th Street it's still a challenge there we are still working there a number of the short-term rental properties almost all but probably three owners are in compliance right now we're addressing the trash issues we're addressing the special events issues that were going on with the properties and we're do all we can to get everybody in compliance as I said it is a slow process but we are moving our way through this we to continue to increase our efforts until we get it to where we need to be so we're GNA back down if there's any other Council comments if there's no other Council comments can we have a Motion in second mayor real quick I just realized um not have a meeting before National Night Out so National Night Out is August 6 it's always the first Tuesday in August great event all free food to R water ice baseball bring the pitching Mach big hit SWAT demonstration which is always a big hit all the Departments will be there and a lot of different tables from all over the county Kines will be there so August 6 I've been to a lot of the national nightout events all across the county Brigantine hands down as best officers do a great job putting it together there's no other motion second to adjourn all in favor any oppos start seeing none motion pass thank you for coming out watching your counil team pH I'm sorry I don't Micha I don't believe she heard Mrs Phillips our attorney had the had for it's one uh thank you for coming out watching your Cil
