this is a this is a check from Green Wales uh we ran the triathlon this year this is $22,000 to the city along with that we do uh we started a middle school swim team a first a a first grade program for water safety uh and also donated to various nonprofits in town and this is what was left for the city and everyone here or uh volunteers that helped out with tri e and before you guys run out I really actually want to thank everybody for green Welles Ang I'll tell you probably one of the best moves the city ever made was to have you guys take Triathlon uh it has run so smooth so good the partnership between us and the city's been incredible and I actually love the volunteers and I think one of the best parts is that the proceeds proceeds go back to you know supporting Youth Sports You Youth activities not just here in BR Team from some of the organizations in the county so it's very much appreciated so thank you so much all right next up we have the city of brigan te best practices response tonight we get best practice survey from the state answers that we back to them every year they're not the same every year but basically they cover make can sound one things they think should be on top of two the major state initials right there's no action to take all next up we have ordinance number 17 of 2014 this is a public hearing and adoption and this is in ordinance to amend chapter 143 of the code of the city of Brigantine titled uniform construction code to update fees for permanent and temporary certificates of OCC occupancy I believe this actually lowers the TCO from 40 to 30 motion second at this time we'll open up for public hearing anybody wishing to be heard pleas say your name and address for the record seeing no public participation we going close the public portion uh any final Council comments uh really this change this is a recommendation from the audit to bring us in line with what were required from the state it's mostly just procedur at this time six out of the last eight years or lower fees sort of people I uh for yes thank you Sarah yes next up we have ordinance number 18 of 2024 this is an introduction and this is an ordinance to amend chapter 284 of the code of the city of Brigantine entitled vehicles and traffic to address handicap parking concerns um this is something that came up in the last meeting uh one of the things we had talked about with our current handicap parking ordinance is that it didn't give us the flexibility to help people who didn't need the definition of the code but still needed help so one of my big philosophies if you don't agree with one of the rules that's in place is that you should work to change that rule and that's here and um what this does is it allows us that flexibility to truly help payment inclue of taxes for the five affordable housing unit project located at block 291 lot five uh this has to do with one um Our obligation to the city to provide affordable housing under COA and 181 and this is um a resolution by the city of Brigantine New Jersey authorizing the award of a contract wayy Donahue and wiberg PC as alternate conflict attorney Brigantine Jersey and this is an to 6,250 and this is for additional work motion second I'll make John or t usate yeah this is uh when they were uh reviewing how to run the new HVAC system they had to figure out a place to put the chiller looks like the only place suitable was on top of the Sally police department but they had to do additional studies in engineering make sure it was going to be superation the any uh questions is at no expense to the city uh the owner of skyline actually reach outs in the city saw on social media that the that was need to donate his services and actually a lot of his subcontractors and suppliers also want to donate their services and materials to help the city of britin so we're very grateful to that donation uh this resolution here authorizes US enter into agreement so that they truly care about the city time their effort and their energy to Mak Brie special this is another great example so I vote Yes resolution 2024 d184 and this is a resolution by the city of Brigantine New Jersey authorizing the award of a contract to Middle Town sprinklers company for irrigation sorry feel like need some glasses now getting at the Brigantine gol links for uh HKS one through nine uh this is in the amount of 2,137 th900 uh to give you guys a little bit of background on this it's to the point where our irrigation system was just it probably should have been replaced decade ago this summer alone was over 400 breakes in the system and I really think our irrigation system is more Bubblegum and duct tape than anything so it's time that the city starts to try to repairs these what we're losing work hours trying to repair this all the time with constant blowouts just doesn't make sense uh this is something that we passed a bond ordinance for it's already accounted it's not going to impact our taxes and it's part of our strategic planning we have a motion second questions or comments in it's going to save water it's just going to be an amazing Improvement as well as what's been happening this week and last week is the um Paving on the back n and I I was uh talking to John Hammer he just gave me a quick update on the revenue is up 3% this year last year rounds are up 2.7% they should lose .6 million leaving net after expenses so it is system that's part of the thing like the money that comes go course should be reinvested back in go course that's really um we're doing the front nine this year plan is to do the back nine next year make sure that get done most uh golf courses they don't do it all at once one is ctive but two you do nine I guess process to it back there's comments we have R yes yes yes yes yes resolution 20241 85 and this is a resolution by the city of Brigantine New Jersey authorizing the award of a contract to South State Incorporated for the Reconstruction of Beach parking lots 16th through 17th Street South 26 through 27th Street South 34 35th Street South and Roosevelt Boulevard this is in the amount of $177,000 uh this is a very much needed project working on this for more than a year the same thing those parking lots to do this is part of um some of the steps we need to do for to upgrade some of the things out there part of this also includes the um water and sewer system that we need want to try to upgrade the bathrooms so that'll be the next step after so we do the parking lots do the infrastructure we need and start to phase in those bathrooms to have some better facilities out there we have a motion second so move second question or comments well part of it is weather dependent I know we want to move this forward if the weather stays nice they can work all winter if it gets cold they actually shut down the asphalt plants weather it is now forward try to get this done and ready season that's why we want made it retroactive because we didn't want to hold people up so they could move forward we could finish our paperwork and this is now the first one to come forward that we can now um refund their resolution 2024 this is a resolution urging State leaders to pass legislation that will authorize counties municipalities school districts and all local governments to electronically publish legal notices in a newspaper's website or digital publication in motion second there's been a lot of changes within the um say newspaper industry and it's getting harder and harder to meet the state requirements for publication because a lot of newspapers that used to publish every day do not do so anymore um and I think the municipalities are asking the state of New Jersey to change those requirements that reasonable and I know often times in order to meet the regulations we've had to advertise like gas Park Press yet meets the letter of the law but I don't know who in Brigantine or who Atlanta county is reading the asy Park Press so I think what we're looking at is what we can do to kind of streamline that process most people are getting their news Digital two and this allows us to advertise on their websites as well so hopefully this brings us in line with what works uh for municipalities and other governments Star Ledger and Star Ledger includes all of its subid that as of February 1 they are not publishing an online anymore that's that was the biggest paper in New Jersey so it will become bigger and bigger problem South and it'ss the papers that residents typ so we need to encourage the quickly otherwise all legal notes prevented being thank you for entertain this tonight we'll get it to theate yes yes yes yes Sarah yes car resolution 20217 and this is a resolution by the city of Brigantine New Jersey authorizing a contract with h2m Architects Engineers for the Leed service line replacement design ibank and bid support for brig New Jersey um this is in a total amount for all of those services that is broken out but a total amount of 97,500 motion second this is a major project for the city of Brigantine um we want to make sure that we do things right want to make sure that we going for the I Bank funds this is making sure that we get the maximum amount of money from the state of New Jersey to try to offset the cost for the rate payers here in Brig team and I think it's important for us to have Professional Services to do this so that's why we're going in this direction um this also has to do and I forget what the math it's called but they do the ma the um yeah what's the ma GIS think of it yeah this also covers the GIS mapping um and that's important too to make sure that we have that stuff up to date I T I know some kind of boost also what else we have Sunday the Veterans Day Parade think we mentioned that already uh we have great uh Grand Marshall he's a fell he's a Vietnam V and finally after 50 years he received the bronze medal of honor few weeks ago up at the Brooklyn Navy yard in Chapel of the four CS up there so long over two that was a great job also um and congratulations to Karen Dennis and uh councilman Mark vilo he'll be sitting in that seat down there where you know the guy's been missing for last four out of the five weeks meetings I mean so congratulations to everybody there and Happy Thanksgiving only one Happy Thanksgiving so and as always if there's anything I can help with my numbers on front page breaking Che time sorry guess first really want to thank the team for their trust you very honored and you're fine like a lot of the work that get done here and very very proud to have Mark on I know Mark's going to be a great do so much good things for our community but I also too want to say couple nice words about Rick I was hoping Rick be here tonight say but I know Rick and I first met back in 2013 I think we got a long we had our but I tell you over the years I've really come to respect counil um developed friendship like that be a talk downside one of best things that we probably had go is he saw things ways that I so sometimes it call him up and ask his opinion sometimes he find things that wrong with things and we just take care of it and fix it and sometimes in the political world especially when you're talk acoss the aisle to bring something up they find something that's wrong they jump all over to try to embarrass public never did that I give him a lot of credit for that serve this city for 14 years we didn't always agree on things but I know that his heart was always in the right place he always wanted what was best for team have a lot of respect for his service I think he's also think it should be think should also um one of the things one of the most important issues that faced elction winter and our partnership work so many helped us fight against these but our partnership with Congress VRE things I talked to really stop say let's see what I can do talk president Trump president trumpy Jersey we promise the East Coast on day one sign an executive to put an end they don't make sense they don't save money destroy and uh I don't know if people remember but these ocean projects actually started under Obama when Trump first got into office a lot of us reached out to him said we don't want makees sense and I remember he said we don't want why are we doing he put an end to bid came in Pro got resurrected you know now obviously Trump coming back in he says on day one he's take care of it I think that's important but it's also too to know that like with each Administration that comes through this is something that could come back to make sure that we're vigilantly stay on top of this we're going to continue this one to make sure that it doesn't move forward two that we stop in the future as well there's all kinds of ways to come off with green energy to save the planet these ocean projects make no sense all they do is make a lot of money for foreign corporations at your expense that's wrong that is government gone wrong so I'm proud with all the Partnerships we have that weren a good position to stop them U working with the different groups that I'm in we continue our lawsuits we're not taking our foot off the gas until it's done until these companies pack up and home uh if you look at our agenda tonight this is one of the longest agendas we've ever had and it shows the progress that we're getting done here on BG te that's one of the things I said one of the things I'm really proud about on this Council to community service it is a commitment to the people of Team you can see that in the work so for all of serve up here thank you for our department heads and all of our city employes thank you for all parade it starts at 10:30 V it's been it's just y 2 idea so I got together and first of all already but so all those people change stre they're going still have to drive still our ability not ruction of traffic soang absolutely well it's a pleasure meeting you in person I had a wonderful phone conversation with El um yes so we we we did we spoke and then you did submit the basically uh actually was Sir very nice work on that um it it was uh the plan was the intention and correct me if I'm wrong was to set up an an alternate delay so if the traffic heading south gets a green light the traffic heading north may have a delay I don't know 10 seconds or something like that so traffic going heading off the island starts moving but the traffic going this direction is held up a little bit longer giving the traffic on 13th Street time to exit out while the other traffic is starting to move and then alternate to go in the other direction so that way there's always a slight delay in One Direction or the other that could U could help with some of the congestion I thought it was very well thought in we we will be that will be part of our final review when we sit down to discuss this unfortunately this time I'd like to say too really thank both of you I spoke with our city manager said conversations uh this was a recommendation that had come to council I know one of the things that we wanted to do is make sure that we heard from the community so we actually asked our city manager to reach out to see what impact and I'll be honest until we received your email I don't think any of us had any idea that this had already been suggested and proposed three times but that's why we asked and I think probably I think the two things that really stood out is um I think one I think one of the points you brought up that I think you s in your email it's either a two or three Monon problem looking for a 12 month solution that really stuck out to me and I I think you're really correct with that and Jim I really like that you came up with a solution sometimes people have issues and just tell us to stop you're like hey here's a way you can fix it and I think it makes sense what for work bedro last time we did this one of our suggest time and did that which I appreciate gave us time to get thank you so much say thanks appreciate your your input on everything that goes on around the neighborhood there when you have a petition with 12 out of 16 people that live on the street it's pretty obvious Jim a friend of mine they had a windmill 10 years ago it broke yeah a place to Tri and they didn't work just thanks sh what so uh we put together a letter to the BPU uh talking about the issues with the fourth round solicitation number of Commissioners signed on to that letter our uh Senator and assembly Representatives sent a companion letter uh Dennis levenson our County Executive sent a companion letter as well to support that position um right now we're continuing with our lawsuits we have our Jersey strong Coalition which is 51 municipalities we're going to be continuing our lawsuit with that and we're be reaching out to some of the um other municipalities Atlanta County to see if they want to join our Coalition so that is our next move um let's sure what else that's something I could reach out to them I haven't discussed it with them the election was just yesterday but I know that a number of Commissioners are with us and I will see where we're at getting interest what I think the Silence from the casinos is intentional a lot of people think that the battle for North Jersey gaming is over it is not if you look at the way the laws constructed for North Jersey gaming in order to be able to open a casino in North jerse Jersey you have to hold a current license in New Jersey you put winter bance size the Empire State uh states building eight miles off the coast and destroy the tourism down here this opens the door for them to go up North and that's been something I've been saying and bringing to people's attention and that would be catastrophic for the economy of South Jersey so I've said it publicly many times I think their silence is intentional because you tank us down here this opens the door for them to go there and in their defense 60% of their revenue comes from the New York North Jersey area they want abolutely it's time to get back to work right right thank you Mrs all right if there's no further public comment sorry yeah come on my other concern I know yeah I don't I would say based on the obviously your testimony today petition but also just the emails and phone calls we got I don't know that it's going to move forward I think actually the better plan is to try to work with the county on the Staggering of the timeing the lights I think that helps probably an easier solution now but I do appreciate you coming and I would say based on the feedback we had already gotten I don't know that Council support thank you very much if this public comment Dad you want to talk you didn't talk at all T right no okay all right we're going to close public portion any final Council comments can I just say something um I just wanted to thank brick for his dedication to Brick and team for the past 13 years I personally feel his intelligence professionalism and Qui qu has serve this Council well and I appreciate what he's done thank you that I I don't think it's a matter of loan I think part of the bigger issue is that there's no clear consensus on what there are some streets who want it I've talked about this board meetings and I think that the city has actually spent extensive time in doing this even with all the city departments there's some people want it there's some people want it One Direction there's some people want it another Direction a lot of people have said this is a TW Monon year problem that's looking for 12 solution so I don't know that that's a fair statement because the city's actually put a lot of effort into it but there's no clear consensus on how to make it work and also too there's people brought up the Aesthetics of all of the oneway signs do not enter signs and all the things if you take that whole a Zone and kind of do like ventor there's people who said I don't want and that's the issue we're looking at it from one block we're also looking at what this means for the entire a Zone and how those streets will go and part of what we did and looked at that's actually what kind of triggered switching the direction 13th Street was trying to put a plan in place so we wanted to start with 13th Street try to see see the residents of 13th Street obviously and that's what we're running into this s so that's what we are looking at and exploring and coming up with plan of how you set this up and make it work what the um public safety concerns are and I've actually spent time talking with police with fire and Beach Patrol when it comes to what streets they need in what direction and what streets should remain no parking so they can get the vehicles down so there is work probably been work this for a coup it it does and that's something that we are BL it off we are working so that becomes the issue too is right so that's why I said there's more to this than we're going to pick a street and make dire and realize once you do this it's going to open so you got toall stre so we are and we started this process so I think one of the things that was said in the season is we were to get through the summer season start work which actually would triggered people to come in here all I just want to briefly add to your commentary earlier on been just had to say two minutes ago here a while SP on his weight and his legal mind actually Le a lot of his expertise Some solid contributory factors that had and U I wish thank we're talking about that he's not showing up anymore for the rest of the year I'll say something good about him also you know I'm gonna wait and see if he shows up and he's not going to miss seven of the last eight meetings of the year so I'll hold off uh well Mike I didn't always agree with Rick on everything I guess all of us have our our times like all of us like besides Rick we have her ever moments and I did myself but uh often I agree with him and I uh I liked his insight into things and
