meeting um Welcome to our audiences um we will have full agenda tonight so let's start with policies with changes policy 104 School District mission statement presented by Dr Teresa battle superintendent thank you director mcel uh members of the um policy Review Committee uh tonight uh the change for 104 School District mission statement is related to legisl changes they have changed the title of world's best Workforce to goals striving for comprehensive achievement and Civic Readiness and so that change is under the legal references thank you um any questions or discussions just just to clarify so wherever world's best Workforce used to be we'll now see those four or five words yes okay thank you um I don't have anything uh 104 uh can be on the consent consent all right and then we will move on to 204 school board meeting minutes uh presented by Aaron tinberg director of communications thank you chair mol and members of the committee um policy 204 there are no substantive changes uh the only change that's being recommended is uh in the legal references change in uh the name of the law you will notice um You probably notice that there is a section of Statute that is in the policy and was struck out it's just a reference to a statute change that the legislature made this year to accommodate several districts that lost their legal Publications that were existed in their District these sections don't uh apply to us and uh so I'm not recommending any reason to put them in thank you any questions or discussions all right uh 204 can go on the consent consent we move on to uh 207 public hearings uh presented once again by Aon telberg uh director of communications all right and um yep policy 207 public hearings um the only um change in here is uh there's a couple of small changes one is to eliminate a redundant uh section of the sentence under the general statement of policy the other one is to re um to remove uh that somebody has to include their address uh when they're seeking to address the board this does uh align with a change that the board made to policy 206 uh which is public participation in board meetings and the listening session registration card earlier um so it is in alignment with changes that the board has made previously and alignment with um changes in the model policy thank you Aon any questions or discussions um I don't have any uh 207 uh is going to be on consent moving on to 425 professional development uh presented by am aftool I think amina's still wrapping up from the new Educators so I'll present those okay check all right so 425 professional development will be presented by Dr bottle um this also is a legislative update and it's adding par professional training Provisions um if you look at section and this is uh coming from msba so we're all up to date if you look at section 7 um the school district must consult the exclusive representative for employees is receiving training before creating the training plan um and it's noted that paragraph e is in effect for the 2024 school year only um that paragraph that was added for 2024 25 I explained I would take it you finishing up with new Educators but you can come up um we're on that policy your first one Mina uh 425 professional development to incorporate the new PA professional requirements um thank you any questions or discussions 4 42 I don't have to look for Me Maybe okay 425 uh go on consent uh consent y okay thank you let's do first reading oh first reading yes first reading yeah okay course 25 yeah first at September 12th meeting yes all right uh 53 student attendant um and this is presented by Dr Chris Belmont assistant superintendent looking for me no and new Educators right next to us where they're set up so I'll take the student attendance 503 um another legislative update referencing um excuse absences um and this was another one encouraged um msba for the changes and um it's Minnesota statute 120 a.22 uh they changed the check chapter but if you look at a types of absences it it codifies that a parent or guardian or other person having control of a child May apply to have the child excused from attendance and it is that section 12822 that was um reference and then there's a reordering um a and then B and C um that the the board uh May approve the application and then D legitimate exceptions and then also the following reasons were added um that you see before you and then that uh cause strikethroughs for the remainder of that section B think those are the changes for attendance no let's see if there questions right um thank you Dr battle um any questions or comments on this one I have a question just I know it's msba but I'm just wondering why they struck active duty because some kids that are 18 are I mean they do get drafted I mean not drafted they volunteer for active duty or um National Guard they they did add it back so you can explain the ruming I mean Rel lettering yeah yeah I do apologize to the board cuz some sometimes when we're making changes in board book um especially when we're trying to um merge msba model policy changes and then what we had originally things just got reordered a bit so if you look at um 503 D4 you'll see it included and it's just aligned with um kind of the order that msba has oh right content y okay it was quite a conversation how to because they had pull the msba model policy had um pulled and included certain aspects of what we had and then we had a few additional ones that um were in our previous policy and our uh part of our practice too so like excusal for field trips um School sponsored field trips and extracurricular so to clarify Dr Belmont everything that we're looking at is already either it's either a change because of Statute or it was already a part of 191 policy correct um the the preponderance of changes from last Spring's um legislative sessions had more to do with one a um a parent or Guardian um having the authority to excuse a large number of time and not day byday calling so that that will be a bit of a shift in practice practices for us that we're prepared to implement um and then we always want to work adaptively with the families at that's not a change so um and then so and then the addition of the paragraph 13 is um added um some more language around um the tribal spiritual or cultural advisor instruction and um that paragraph didn't exist in model policy previously and we had components of it so that was our challenge to try to um keep that whole language that came from statute as well as the model policy as well as making sure we still encompassed what we had previously in 191 Goa so just a request for clarity um when we have multiple colored fonts in policy I don't know if we want to add a key to the agenda does so that we can understand what the color like what blue stands for I mean red is pretty standard but just cuz I know I had a question and waiting until Monday was okay but it would have been nice just to have that explanation this is kind of unusual yes you want to comment on why the blue font it was similar years ago trying to figure it out we know it's from the changes like if um Kelly puts it in so she put in all the original changes and then as they're kind of flowing in as we work through and I make changes mine are in blue what's interesting is when I see them I see them in blue but when we pull it up on hers she sees everything in Red so it's sort of a we're trying to work through that it's a process it's a process but to your point if this type thing happens it would be very easy for me to include the key for that so we'll do that if we can't troubleshoot the the when we research it online it says it's so that everyone can see the different changes being made by the different people oh completely and I know like I and I know we've talked about this before but it happens so infrequently that making sure that we understand what the blue Means versus we know what the red means thank you yeah you nothing El good questions right um okay I just have a general question I suppose on 5-3 you know the D um highlighted in blue um it's stricken out and I know it's been added at the bottom but is the now we have a c and an e is that is something going to become a d after like or do we leave the stricken you know like two posts online and stuff like let me go back a 53 D 503 D3 C so three I think that's a good three a good catch director Marcal that should be e consequences of excused absences is that is that what you're noticing oh no no one one give us the title again of the section so it's the well that is the types of um absences in 5032 um but you know it's the next page so you have um one the one that says the child's physical or mental health under the one we have AB C the D is stricken out in blue um and then you have e next to it so is D going to include what's going to become a public or no this is this is why we're grateful for our policy review because it should read a b c d and e okay and then um because the active duty um was put into a different location as its own Standalone number seven WR and also as we um discuss or as we're talking I noticed that c consequences of excused absences should shift to letter e so we did do a lot of um trying to do formatting with board book and so that's why I'm glad we're here discussing that so does that make sense to the committee that it would go to um a uh one types of absences one excused absences which which was the topic of Statute changes last spring a b c d it's interesting my printed copy has no blue font it all came in red it should go a b c d why I couldn't keep track I had to look on board book to see your blue under D it should go to one and then it should go one a through e followed by 2 3 4 5 6 7 and then a new letter e consequences of excused absen so this is that sounds good it's like it's a puzzle I appreciate your compassion for Kelly and Sarah as they work through the board book um formatting because it's a little and then we'll try to do more of key especially when we have such significant changes we do feel like this formatting is going to set us up for better success going forward so with this particular policy all right thank you both um 503 let's do that as a first reading okay yeah yeah I'm I'm having trouble to follow the letters and the numbers but I do like the different coloring because I to me it makes it I know what you changed and what msba changed so I do like that okay comment okay um we're going to move on to 506 student discipline uh this will be presented by Dr Chris Belmont assistant superintendent well I would love to say 506 will be less confusing but I will save that till the end of the discussion 506 is another um uh policy that's been changed frequently um because of State Statute over the last two years including um msba sent recommendations both at the beginning of this legislative session and at the end because um one of the first topics that the legislatur the legislature did pass was around prone restraint clarification so um so you'll see that under um five areas of responsibility C oh I'm sorry under definitions they added some statutes um clarification 5c under the role of principal clarifying language that came from statute through msba at the onset of the legislative sessions same for teachers as well as other school district personnel which clarified um who who other school district personel is specifically around school resource officers um finally uh a more recent um conversation occurred around unscheduled student removals from class um section [Music] 11 page we and that's where 5063 506 5061 11 so I'm sorry 506 D13 that page yeah so you'll see there that that's a little bit unusual too I like the idea of sending a key with some key messages and before so especially these so thank you for that this one we actually um put forth based on the msba recommendation then attended a law conference where um our attorneys um cautioned putting this into policy then circled back to the school board associations where they where they concurred that uh in this case some statute language being ambiguous they do not recommend that school school boards adopt it locally as policy and instead we work towards the intent of the law in practice which we are doing and one of the main reasons is that word on schedule we don't schedule to remove students so so we're hoping our associations will gain Clarity yeah from the legislature for that for well in in the other um question the other place of ambiguity that they brought up to in addition to that is a public school is encouraged to adopt a school policy so from our legal experts that word encourage is problematic to put into policy because it's just it's not clear um so I'm just bring to the committee for discussion on that like all right thank you Dr vont any questions or comments so the statute is referenced down below correct that's where um the statute is still in references um and it so the the advice for from our attorney and connecting with the msba is for this round they're suggesting that school districts include the reference to statute around student removal from class but don't formally adopt policy language while they're still working that out it really doesn't change the fact that we're we are F hyperfocused on trying to keep kids into class and partnering with families um for when there are those um yeah unexpected needs that arrive scheduled is this kind of interesting word I question MH so what example was given for an unscheduled student removal I mean I know that there are students that are removed from class for a variety of reasons what was the legisl like do we know what the regist what the legislator's intent was I wouldn't speculate they didn't talk about it they they did they had hearings on it and was seems the intent was parents did not know when a child missed instruction that's my understanding too ah okay got it thank you thanks all right um so first reading would be good can I point out one other thing yes legal references are we missing a parentheses after Minnesota statute just saw recessing other breaks just saw okay thank you all right thank you that one is going to go first reading Sarah yeah all right um we are going to go to 512 next school sponsored student Publications and activities presented by Aon tinberg director of communications thank you um yes policy 512 School sponsored student Publications and activities the changes uh that you'll see throughout this policy are in response to and reflective of uh State Law changes um you'll see a number of um new or changed um definitions and uh a number of guidelines as well these are all U pretty much pulled verbatim from the new state law um as you read through it you may see that uh I think the intent of the state law is to make it very clear that they're protecting student speech um and uh to be sure I had an understanding of how this would affect the schools I did talk with activities director Bill Heim and um principles at the middle school as well um they didn't feel like there was any uh serious concern in terms of how they already operate um one section that I'll draw your attention to in particular is uh 4D um which is some guidance which allows for guidance on um journalism and Professional Standards from the media advisor uh and the teacher which of course is really important and uh kind of the purpose of those of those Publications um so that still being in there um again the the principles that I spoke to the directors that I spoke to felt uh very comfortable with what's here and um then there are some changes of course uh in the legal references well as well again just to reflect um the new state law right thank you Aon any questions or right um nothing for me to um we'll do first reading for that one it's got a couple changes all right um 5113 student uh promotion retention and program design presented by Amina aadal director of curriculum in instruction and assessment so the changes to this one it are minimal just simply there was a shift in the legislature to remove the wording and the definitions of the world's best Workforce and replace them and we'll see that in policy 601 uh where that definition is explained 513 makes reference to the world's best Workforce and that's being replaced with the new legislative language all right thank you any questions or discussions just one um it in the way it appears in board book for me it looks like we need to have a space in the title between program and design oh yeah I noticed that too I didn't know if that was supposed to be like that but is interesting on the board book is a SP there's a space but on my printed there isn't okay I see right program design oh that's because that's something she typed in this you just did it right now no oh okay this is what it looks like on the policy oh all right all right I see it thank you oh yeah okay all right oh my goodness all right we'll put uh 513 on consent consent yes all right right all right um we'll go to uh Mina again uh for 601 School District 61 is achievement School District curriculum and instruction goals and so uh the significant change in this one is the um shift from the world's best Workforce language to the new comprehensive achievement and Civic Readiness language uh in section three is the definition in which the new legislative definition is placed there um one of the things that you'll notice in there is that um this also intersects with the uh react legislation is that world's best Workforce had as one of its uh goals to uh achieve a grade level reading by grade three read well by grade three since it was replaced with the read act um and then we are also looking at the changes in graduation requirements around Civics and uh government that uh all of that's been Incorporated now into the comprehensive achievement and Civic Readiness um many of the goals are still the same all students graduate uh College and Career Readiness so achievement Gap reduction all of those things still exist within that but uh it's just simply being kind of rebranded so you see that in section uh three uh adding that definition under D which renumbers everything else um and then uh you'll see then K is then struck uh with the world's best Workforce the note um does not need to be part part of the policy it can continue to stay there but the note itself does not need to be part of policy it's more of an informational piece for us and then the rest of it is just the uh replacement of world's best Workforce with uh um comprehensive achievement language throughout the policy cfic Readiness Civ comprehensive achievement and Civic Readiness thank you any questions were discuss just a comment I I just it's just a comment it's not a big deal I just find it interesting under let see what page I'm on here um 2 and five and paragraph I um where they put disadvantage to those who are black indigenous and people of color usually it's just all of that is people of color m I've never seen it broken down like that that's all no big deal I just wonder when they start doing that it's the reference to bipac which is black indigenous and other people okay got it okay okay yeah I'm so used to just seeing bipo I forgot this okay but that's the breakdown got it got it all right um okay 601 what are we feeling first reading sounds good okay first reading for 601 M couple question I'm gonna just kind of move through these 603 uh is simply updates to the legal references so there's no uh significant changes to the policy itself questions all right any questions on 603 all right uh 603 a close read now cuz we miss those spacing and other things okay okay 603 can go on consent consent thank you okay um 604 we we're staying with aminaa instructional curriculum um again this uh part of it is the uh references to the world's best Workforce but there are um updates to this particular one uh under B uh the note does not need to be part of the policy was language that MSB put in there for our information but it can be struck doesn't need to be part of the policy um but otherwise it's uh just updating the legal references and the note just simply indicates the changes to those legal references and some minor changes to that all right thank you any questions comments page 6044 6044 number nine uh on track for graduation that's coming out of Statute mhm yeah okay that's it it used to read the schedule keeps the student making adequate progress to meet academic standards um in alignment with the new um uh comprehensive achievement they want it to be on track for graduation on track so double got it all right um let's do 604 as consent okay all right and then 606 we're still with Amina uh instructional resources so uh as you know there were some significant changes in the legislature legislature um they were addressing uh the idea of uh Banning books in school libraries um if you recall last year um msba proposed a 66.5 policy which was an additional policy addressing uh School library materials um so we had the 606 uh um policy and we had the 66.5 after working with my library media specialist last year we uh proposed and recommended that we keep that as one single policy with the combination of the two um and so these were updates to the library materials section of that particular policy out of legislation um and so there's some significant I don't know if um significant but there's there's some some changes in definitions um the most meaty of them is uh ensuring that we have the proper definitions the legisla definitions for library media Specialists and are very clearly identifying the role of the library media specialist in the reconsideration process and in the selection process um this has been our practice in our district uh um as always to keep our library media Specialists as um the key uh folks who recommend the the um Collections and curate those collections um so uh this isn't a significant ific change in how we operate but it does uh but statute perhaps other districts don't operate in that way and so statute has required that and so there's definitions there for who uh can be part of that decisionmaking process um and it uh very clearly puts that responsibility into the hands of the licensed library media specialist and then they have some other kinds of um could be u u a master's degree in library science a professional library and are person trained in library collection management and so they've they've offered up other oper um other options besides a licensed media specialist so that definition in that um in that section is uh pretty meaty and so um I think that that's something that needs to seriously be considered um and then the other pieces in statute are um uh some components here that empowers the school board and that would be F item F I think M um 66-4 on page 66-4 um and uh offers up to the school board uh some specific reasons why they would not choose to purchase or um shell or remove access to library materials or collection items um and they kind of they follow along with the procedures that our library media Specialists use to weed Collections and so those those uh align with that as well um as well as the selection process I um our library media specialist in their procedures for a selection of materials included all of the information that's in G um their responsibility to to consult with professional um uh Specialists and sources uh when determining uh building those collections uh and then the weeding piece is item H where uh they go through outdated materials regularly that's part of the ongoing process um and uh and then uh statute also addressed the um responsibility of school districts that um in receiving donations and gifts so that would be section I so those are some those are some pieces that have been codified into legislation they U many of those things are uh have been part of our practice and our part of the procedures that our um library media Specialists have documented as well um and then uh the selection process um that we we do document that um and the reconsideration guidelines so section four um talks about the selection and then uh the new section which is section seven which is the piece of the legisl that got most of the um attention is the challenge um are the challenges we already had a very robust uh reconsideration process that we went through when we revised this policy last year so we didn't see anything in legisl in the legislation or the msba sample policy that required us to make the changes um and then section seven is just simply um ensuring that all school districts are then reporting through the um to the commissioner of mde when we do do have challenges so those are that's a new uh requirement we've never had to report to mde when we've had challenges before um and just for your information in the um in the last five years that I have been the director of curriculum and instruction and assessment I have not um participated in a districtwide uh reconsideration challenge so they there have been lots of folks who have asked for reconsideration um or have challenged materials and we have followed our procedures and used our um our uh process to uh ensure that those folks um uh understand their rights as parents and understand their rights to select materials that are appropriate for their children and no one has moved forward with uh asking us to reconsider those for an entire District thank you that's just was good little piece as side now I'm seeing should that a renumbering we have two number sevens is my printed not correct or is prohibition retaliation part is seven seven no that should be number eight all right thank you Dr battle any comments or questions you started us off seven just a comment there's two having participated as a parent um in the committee that reviews the book it's definitely um you know and even appreciating that the process has probably been updated since I participated in it it is really quite a process and um and it's great to know thank you for letting us know that you know while there have been challenges working with the families has um really helped everybody understand the the why um okay I think 606 Will Go On first reading um 616 um a minut is still going to present a school district system accountability sure there's um uh alignment with the uh shift from the world's best Workforce to comprehensive achievement and Civic Readiness and so you'll see that in the definitions that's the first change um and um the language uh that aligns with the definition from policy 601 has been added in here as well um that's the only significant change to it is just the replacing that and then updating the legislative references so it is very very minor all right thank you Amina any questions or comments yes um page 66-2 MH the evaluation of students progress under four letter A that's coming out of Statute where we're identifying the district the strengths and weaknesses of instruction and curriculum affecting students progress yes and what we see that is uh that comes directly uh from statute and it's aligned with the Minnesota comprehensive assessments and the Minnesota comprehensive assessments are designed as a system review and so they are um we use the information from that to identify where the strs strengths and weaknesses are in our instruction and curriculum um and how that may or may not be supporting student progress which is separate from student progress on a day-to-day basis yes in which we would use tools that are more um valid and reliable for individual student progress rather than systemwide progress the assessment report that we received thank [Music] you um if we stay on that one number 4 a um that first half is uh stricken off and then is the new sentence is starting with and is that what oh sure the just looking identification am I the Right capital T and then yep exactly MH all right um 616 um can go on the consent all right um 620 um credit for learning uh once again presented by a madol director of curriculum instruction and assessment M so if you look at po uh uh section five where it talks about post-secondary enrollment uh credits this is our pseo program uh for the State uh there were some legislative changes with timeline for notification and you'll see that in section D um where uh a pupil uh needs to notify or not notify the school district by certain dates and so those dates are codified now in statute um October 30th and May 30th is when the notifications the note Sarah can be struck e um is uh again about notification the intent of these are really to provide not only school districts with specific timelines but also to ensure that students are giving uh adequate notification and that students have opport more than one opportunity to provide notification of that they're participating in PSO there were some uh instances uh throughout the state in which students were provided with one single date in the fall in which to notify um on whether or not and students uh at the um at different times of the year then um wanted to be able to um partake of that option based on what they had completed during the school year so thank you am any questions or comments yeah okay okay um just have a trying to figure out this one okay so 620 D4 um d uh just the red stuff so the first sentence um not the first sentence of of the red the second sentence where it says a pupil is bound by notifying or not notifying the district by October 30th or May 30 I'm just confused between that first sentence and the second one um so the students must inform and then the second sentence a student is bound by notifying or not notifying meaning they can't change their mind okay so if I don't notify by October 30th or May 30th I don't get to change my mind okay that saying that the student it's a it's a uh we're binding the student to that notification all right um 620 um let's put it on first reading okay okay all right um 624 online learning options uh presented by minod all uh the significant change there you'll find it in section five uh B4 is the addition um 1 2 and three offer uh ways that students uh May engage in supplemental online courses um and uh four was added in there saying that if students want to engage in additional online courses they may come with additional tuition and I think part of that is is uh it focuses on the amount of reimbursement that we get as uh as a school district and when students exceed those credits we're uh in a position to say that we can charge tuition for those um because they exceed the amount of reimbursement that we receive from the state any questions or comments do we know how this might impact us I mean do we know generally the students that maybe take more credits than were reimbursed for at this point we don't uh allow students to take more credits than we're reimbursed for gotcha and so we we limit them to that this is saying hey if uh if that opportunity would arise we would be able to do that but we would uh be uh in the right to uh respond to uh with a tuition agreement and I assume the system is able to handle that we've never done it before but we do tuition agree I mean we have a system in place place where we do tuition agreements under special education and so there's forms and there's process that already exist that could be adapted gotcha a comment thank you for clarifying that because that was kind of my question too since this is new how is that going to work but she you answered that thank you all right um 624 what do we want to do I am not so probably it's probably good to put it on first so that the board can benefit from the explanation yeah yeah okay let's do first reading I wasn't sure that one a simple sentence yes but does have a big impact it does it could have implications for families and so by putting it on our first reading you offer the opportunity for folks to be more engaged in that yes all
