uh but before we get into that I'm just going to open the public comment section uh this section is for public comment on agenda items only um I see that nobody has signed up tonight so I move to close that portion of the meeting and before we get to our public presentations we're gonna allow our student representative to address the uh Community thank you good evening how are you good how are you doing well thank you good evening everyone my name is Ava Gano and I am the President of all school council at Cedar Grove High School I am pleased to announce that penny wars has begun in the halls of cghs and it is a fundraiser and event that goes along with our lip sync each grade has their own jar in the school and when pennies and paper bills are put in and increases points while silver coins decrease points and in the end the grade with the most points will receive an extra hour of lip sink stage practice I'm also happy to announce that lip sync will take place on March 6th and tickets will go on sale on February 24th thank you so much thank you and all our youngsters this is what you have to look forward to when you get to the uh high school thank you so much thank you very much you're welcome to stay or you're I think she wants to leave homework right homework Ava he's definitely in the AP absolutely okay so uh without further Ado we're going to move to some presentations tonight um are we going to go in order as question that would be great all right what do we have first hold on Deo Mrs deao I know I saw you back there come on up come on down [Applause] good evening everyone I'm truly excited to be here tonight and to share this special moment with some very important friends this evening I invite you to join me in celebrating and expressing our gratitude to an exceptional group of fourth graders who have generously given their time and service to South and school as part of our safety patrol program at Southend we recognize the vital role academics play in the growth and development of our children but we also believe in nurturing students who are kind respectful and responsible members of our community our teachers emphasize the importance of students roles not only in their classrooms but within the broader School Community as our children grow we want them to understand the significance of contributing to their Community their state and their country we hope they learn to be good citizens empowered to bring about positive change for the greater good our safety patrol program is something we take great pride in at South End these dedicated students volunteer their recess time on a rotating basis to assist our kindergarteners on their playground their role is versatile they could be playing basketball or four corners helping younger students navigate playground equipment creating chalk art or walking a child to the nurse's office or a favorite place the bathroom but above all they offer friendship they hold hands Comfort children in moments of distress and try to mediate when disagreements arise our fourth graders become familiar faces that kindergarteners look to with trust and admiration they set an example our youngest students aspire to be just like them the safety patrol program is a win-win for everyone our recess teachers appreciate the extra set of hands our kindergarteners feel more confident and comfortable and our fourth graders learn the value of responsibility and Leadership when a student signs up for safety patrol they make a commitment to follow through for the year I remind them that when we take on a responsibility we must honor it because others are depending on us though there are many rewards throughout the year the most anticipated is our endof year thank you pizza party in building citizenship and a sense of community our safety patrol embodies these values perfectly thank you for recognizing and honoring these outstanding fourth graders tonight so we you guys want to get out of here it's a hard to follow you going to make me come after that act first of all I want to thank everyone the board superintendent for allowing me to uh present this proposal I've gone over it the last two years so I can be quick because it's literally the same exact proposal um we were fortunate to have 10 of our students from Deca Advance based on their events uh at Deca districts down at Kane University on January 9th so they are going to Atlantic City to the states to compete against all the schools from the state we also have uh approximately 15 students who are writing papers 10 page papers and 20page papers based on a campaign event or a marketing event or a startup business event and they are going to go down in States so we have about 27 students 25 to 27 students that will be attending um it's a two nights day it'll be March 4th 5th and 6th the same dates as last year and pretty much the same agenda the same same agenda so uh do you did everyone get a copy of the uh the we had a digital copy okay you did okay because I'm just going to Breeze right through this um so basically the advisers and chaperon uh nicholet McCarthy and myself are the advisers so we will be going down we do need chaperon uh as of right now Mike balenzano and Joan M who went last year she is a maybe um but we would like to have those two approved also so we go down because we have to work events so the advisors have to work the events the day of the events so we need chapon to watch our kids um we have quite a bit of seniors and quite a bit of Juniors which is really nice because last year and the year before that we had very limited seniors sophomores and we even have a freshman going down who did a 20page paper which is phenomenal um accommodations and cost it's going to cost the registration is $135 per student um depending on how many students are in a room it'll be either three or four in a room it depends on the hotel cost but roughly estimations will be about $225 a student but we'll offset some of that cost because of our fundraising and our budget uh transportation and hotel we'll be busing uh to and from Cedar Grove High School 9:00 in the morning we'll be leaving to go to Atlantic City down at Harris uh then we will be getting picked up from Harris about 11:30 uh on Wednesday no Thursday and coming back by before the end of school so we'll be back before the end of school uh this is just a tentative itinerary if you want to look at it uh I don't want to go through everything it's basically what we're doing when we meet the individual events um nothing really uh and this is just a recap we're going to leave Tuesday March 4th depart Atlantic City Wednesday are is DECA State's conference all day and Thursday are the final and we have an award ceremony in the morning and then we leave to come back so uh that just one last thing we started three years ago to our third year we had 22 students which we thought was great for the for the first time ever see last year we had 44 this year we're had 58 so it's growing and the kids are really enjoying it and I think they're getting something out of it so uh I just think it's a great positive experience and even for them after school I have a couple students that graduate last year that were in Deca from the beginning and they said it's noticeable and a difference in their business classes how they they can learn certain things or they know more than the other students are learning so it's a it's a benefit but I appreciate your time and thank you oh we appreciate your time and your I enjoy doing thank you so much thank you Mr Goodman thank you very much thank appreciate have a great night you too you too okay moving on to our next presentation good evening Miss May I yes you may okay thank you um so for our third and final presentation tonight I'm excited to introduce to our community our District's architect uh Dan dressle um I want to just let the community know the board knows I think for the last several months if not the last six months Dan has been working in close partnership with our Administration the leadership across the district um to really begin to outline um a referendum initiative uh that uh to benefit all of our schools um uh and tonight um will be a presentation that outlines specific projects in the referendum initiative but I also want to communicate to the community The Proposal that you'll see presented tonight will also be on our website by Weeks end um and this is just the beginning of ongoing Community engagement over the next several months to gather as much possible feedback as we can from the Community um and at a high level the one of the ultimate objectives of this re referendum initiative is to bring relief to our end schools which we consider to be significantly congested um and in doing so we're aiming to reopen lrp as a 345 school there are other initiatives in the referendum and more detail that Dan will get into um but that is uh a sort of the headline of tonight's presentation that I want to become more public in the community and just the community that we'll be continue to engage uh about this referendum initiative over the next several months so without further Ado Dan's done tiess work in preparing this presentation tonight so Dan I'm GNA turn it over to you and I'm G to move over into the audience yes we all are going to move over okay thank you thank you everybody set okay thank you for having me this uh this slide is uh something I found inspiring it's artwork in in in a classroom that was uh I think produced by uh the one of the teachers that was there it's it's on the wall and I just thought that it epitomized uh what we're trying to accomplish uh for students um so anyway I was just a placeholder so yes we're here to talk about the uh initiative uh of the referendum and the facility Improvement uh presentation my name is Dan dressle uh your architect so uh we're as as uh superintendent uh Dr turnamian mentioned uh everything we've been talking about has been focusing on reopening lrp and then districtwide facility improvements uh at all schools the objectives alleviate the congestion at North End South End and the Middle School by reopening l or park school or lrp as we all know it um upgrade HVAC systems and provide air conditioning for all classrooms throughout the district as well as the main gymnasium and the cafeteria at the high school replace aged and leaking roofs and update the science labs and life skills classroom at the high school so moving to the first objective um addressing the elementary school schools and and Middle School congestion um concept of reopening lrp would be to have grades three four and five there by doing that we would gain space by subtraction at Northend South End and the Middle School um dedicating north and south end to grades prek kindergarten 1 and second and dedicating the Middle School to grades six seven and eight reasons to renovate lrp instead of adding space to the existing end schools we we talked about concepts of adding on or not um one main reason is you get the most State support by doing renovation work as opposed to new construction the state uh provides up to 40% of eligible costs to of funding um the average has been about 34% so it it maximizes your state support and reduces your local cost uh reason two improvements at lrp avoids overburdening the End School sites and neighborhoods more classroom more than classroom space would be needed at the end schools um if we were adding more students who likely need a gymnasium or multi-purpose room um that would in a s in a sense overburden the site with with larger additions more traffic at drop off and pickup times and larger buildings particularly South End is a little tighter than North End um and the construction process would be disruptive uh because the uh the the construction would have to be you 12 months a year and uh it would happen while children are are present at lrp there aren't any children present so so the only disruption really would be to the board offices and we try to phase around that what happens at North End and South End schools if and when lrp opens so at North End um first and foremost you get music and art back in the classroom your kindergarten pre K wing would stay status quo which is in the lower right hand side of the the slide I don't know excuse me um lower right hand corner in in the light orange um and then you you'd gain uh or you'd have 12 General light classrooms for your general light population similarly at South End here um South India happens to be a little bit bigger just uh they were they were constructed a little bit differently they're similar different South End gets two more has two more extra classrooms so they'd have 14 General Ed classrooms um the prek is identical and music and art of course would remain uh in dedicated space that they have now and at the middle school you'd gain five classrooms to help with the enrollments for six seven and eight thus lrp would serve as grades three four and five and this is a general concept of what we're we're looking to do at lrp I'm going to briefly talk about the the program of the space and then go into the building we bit more in detail towards the end um so at lrp the first thing we were looking to do was uh of course capture classroom space um we would take the the board offices from the second floor and convert the second floor into eight classrooms consolidate the board offices to the first floor as you can see in the orange I'm not sure sure if my pointer is going to work on the screen let's see yeah no it loses it so in the bottom right you see there's the orange area that would be the board offices reducing the board the space to about 2400 Square ft overall you'd have 21 dedicated classrooms six sgis small group instruction space that would range to be able to handle seven to nine students depending on which room it was or is um you'd have a dedicated art room a dedicated music room and a either a media center a small Media Center or a steam room and in addition to that the existing gymnasium would become a dedicated multi-purpose room and lunchroom and the concept would be then to add uh a main point of entry main entrance security vestibule and and a larger gym that would be about 8,400 Square ft um to serve for the school and perhaps broader community events uh as I mentioned I'll I'll go in a little more detail about what that looks like later on I just wanted to cover the objectives at this point okay what other the scope is intended for the referendum objective two provide air conditioning and hbac upgrades for all classrooms at all schools and for the High School main gymnasium cafeteria why existing HC equipment is aged and reaching the end of its serviceable life repair parts are difficult get a more comfortable learning environment directly impact student experience and achievement and the new hbac systems offer better air filtration for healthier classrooms in general uh at the high school in particular the unit ventilators are original to the construction sometime around 1961 uh and those are two images of existing unit ventilators on the leand side and on the right the four pictures are the various types of new systems we'd be proposing well thank you um so new univ ventilators or new rooftop units or new Mini Splits or new Aires to replace the airdale units at the middle school this is a diagram of North End and so every classroom that you see in green would get new Mini Splits the reason we're using Mini Splits here at North End at at North End excuse me is because the existing univ ventilators are were installed sold in 2016 so they're fairly new they're heat only so the Mini Splits would provide the air conditioning and the univ ventilators would provide the um the Heat and the and the fresh air um the room in beige is the existing gym or multi-purpose room that is getting air conditioning as part of the rod Grant project and that's happening somewhat now and mostly this summer as a construction project and and to accomplish all of this the electrical service needs to be upgraded and that is part of a rod Grand project not part of the scope of the referendum initiative the same goes for South End um a little bit bigger but identical in concept Mini Splits for the classrooms and the multi-purpose room is getting the air conditioning as part of the rod Grant project this summer at the middle school you're running into difficulty with the these units were installed in 2003 when when the building was completely redone bless you um and you're running into problems with uh repairs and being able to get parts for those airds so in this propos in this objective it would be to replace all the vertical and horizontal univ ventilators that would provide both air conditioning and heating at the high school that's a diagram of the first floor essentially the auditorium is on the left uh all the rooms in green classroom space replace unic ventil vtil ators or or seiling ventilators um with new units with air conditioning as well as the cafeteria over to the right in the lighter shaded green um hard to tell but you see the purple highlight on the bottom of the uh of the sheet there that indicates um that the high school would certainly need a new electrical service to accommodate the additional electrical loads by the air conditioning units and so over up in the Le hand corner is a little purple dot that's where the exist electrical room is now that would be upgraded and we'd probably have to add some electrical switch gear to the outside of the building discreet discreet spot this is the second floor of the high school uh again all the rooms in green would be getting unit ventilators replaced and for the most part they're all original 98% of them are all original to the building's Construction in 1961 and the areas that are not shaded non non- color shaded they already have air conditioning the gymn would would get two probably two rooftop units as well to provide heat and cooling similar to what we're doing at the elementary schools but just bigger objective three roof M excuse me roof membrane Replacements at each School portions of each of the district's current schools have Roof Systems that are approaching 25 years old they're about 22 right now and if if the timeline paced out based on a referendum approval you know let's say a year from now um they would be approaching 25 years old you're ex you're experiencing leaks I think in all all the buildings um and and they have been routine these are some of the conditions in particular at the high school but they're comparable to the existing roof systems on on the three buildings and you can just see some of the deteriorated conditions or the numerous repairs that are just not holding up um that Center lower picture is the edge of the auditorium roof and you can see it beginning to just get beat up by the uh by the sun essentially um lower leftand corner there's a there's a flashings are cracking up a right hand corner is uh maybe an old Skylight or rooftop unit that was capped and the flashings are failing in the lower right hand picture is just uh water not being managed properly with without a gutter and and a way to direct it through you can see in that one picture too the sofs kind of deteriorated again more pictures this picture in the lower left is the S of the auditorium roof the auditorium was renovated in 2016 so you know trying to protect that investment I think is a good idea and you can see the the other poor conditions that you have and that mirrors what happens at the balance of the schools and these four pictures the two diagonally to uh upper right or lower left are infrared shots showing that the building the roof are holding moisture and the two shots showing the brick uh show that there's some repointing work that needs to happen as well because the the water damage is just uh popping the mort joints delaying the roof Replacements uh May per perpetuate and worsing is existing issues ongoing maintenance and repairs damaged School equipment and student work possible structural damage to roof decks and wood frame members uh particularly at the end schools and middle schools they have have uh roof deck wood roof decks but uh even at the high school there's tectum deck that um is getting wet um the dripping and what have you you know becomes a nuisance becomes less desirable uh and you also continue with potential slip and fall risks this is a diagram of North End so the center section the darker gray is the are the areas that are currently about 22 years old with the media center roof being about 30 years old as of last year um and then the two Wings to the left and right uh were done in 200 16 and they have 30-year warranties on them so the concept would be to replace the Rubes and kind so you had a a uniform system across the roof this is an architectural diagram kind of showing those same areas of North End similarly at South End a little different configuration but essentially the same areas we left out uh as part of the last roofing project so the center section and then the section over to the right the Northwest Wing um and then the gym roof is actually mid we can't place the date exactly um that would just be maybe an alternate if we were to bid it to cap it in kind to to just push its warranty to be closer in kind with the balance of the roof and that's an architectural diagram again of of the of the roof area that we're talking about I think it's around 25,000 sare ft the Middle School uh in particular is having issues on the original section uh the point is not working but the original section is the old is the existing lunchroom and sort of the the section through the lunchroom and to the right um definitely have issues there it's the original wood deck but again the whole entire roof is approaching 25 or would be approaching 25 years old at the time and that's when roof really you know that's that's pretty much the the edge of their life expectancy that's about 70,000 squ feet of roofing and that architectural diagram pretty straightforward and at the high school um you're familiar with the the Ewings and the c-wing they were done in 2016 um but the twostory section the bwing and the awing the auditorium section was were not done um and and you saw the photographs that were in particular they were of the high school's group and there's an architectural diagram the links as well need to be replaced lastly objective four provide High School science uh UPG excuse me upgrade High School science labs and life skills classroom uh providing needed storage for buildings and grounds three of the five science labs at the high school are over 60 years old and original to the building building's Construction dating to approximately 1961 two of the five Labs were redone in 2003 um one of them they'd like to do some you know minor updates to add a few syncs the other one uh which the one I first mentioned is chemistry the one next to it they'd like to add the chemistry program which be would be a little bit more an invasive uh renovation because it needs B the student stations need gas and water um the life skills room meets uh uh added life station excuse me life skill stations as well as just an overall update of the case work and sys and what have you I have some photo photographs I'll show you uh updates in both programs will help provide a reboot to each providing sparing space to Foster and deliver curriculum most effectively U and then the last one was something we spoke of recently was just trying to get buildings and grounds a little bit more space and perhaps um subdividing the black box theater a little bit to give building the ground some space with direct access from the exterior as well as leaving a balance of it for the high school storage so this is a diagram of uh the floor plan where the science labs are on the second floor the two rooms highlighted in yellow at the top two two 2011 and excuse me 200 and 202 they are original to the building as well as the one all the way on the lower left that's 207 Again original to the building the two on the lower right were redone in 2003 with the one to the left of that pair U needing a little bit more work to accommodate the chemistry program these are some photographs uh of of all the labs upper upper the two up at the top right to the left and right that's the two the ones that were done in 2003 and the lower three are the ones that are original to the construction of the building this is 207 and you can see the lab tables have seen better days the technology there is a little dated uh the casework is delaminating um and when you we're renovating science rooms these days the trend is to make to make it more of a flexible floor plan so you push the science the fixed Furniture to the perimeter and then you put the tables suent tables on Wheels so they can do a large demonstration or they can push them to the side for maybe small group uh instruction some conditions of the existing older Labs Again original chalk boards just un underutilize older equipment this is one of the newer labs for example the sinks I was referring to the ID here would be as as straightforward as we could that's a single station sync we'd replace that one sink maybe with a three station sink so the students could go through the program a little bit more efficiently with the use of time three students as opposed to one or two washing their hands or doing whatever they needed to do at the sink the last whatever you you tell me because we're you want to ask or you want to go through it are you I think you're almost at the end um yeah I maybe got maybe another 15 minutes 10 minutes oh well I got to go through the the uh the rendering questions okay just on the um question on the labs yes um are you projecting that these Labs will be more state of the art with technology station bu that's what the the finer science labs have now so we didn't get into too many of the details like that we would um we budgeted quite a bit of money for the renovations and so that's part of the discussion and you know finalizing the objective going forward so bringing technology component into it I know there's grant money or other types of money that can help facilitate that and we'd have to get into those dets that would simulate more or less what they would see on the college level yes going into those you the idea of gas and water is kind of on the back burner and you're more into the technology comp especially in the physics and bio areas yes right yes and we haven't had those Pro types of program discussions so we we put a generous number on the renovation particularly of the three older ones and then scaled it back on the other two would be would be my recommendation that if if it required to remove one lab from the process that we we do two Labs that are really at a higher end that are high end right so that our kids get the top experience um life science labs don't need to be as technical as the but they do need the they do need the technology P understood okay thank you um uh so okay the life skills room this is just some general pictures of the life skills classroom the cabinet trees is dated and a little worn um and we talked about perhaps adding maybe another sink and stove excuse me stove and refrigerator or washer dryer just to uh help facilitate instruction and then lastly uh was the concept of the buildings in ground storage where we would there's about 1800 ft of black box theater space there that would be subdivided to a, 1400 Square ft space for buildings and grounds and about 400 square ft for the balance for the for the school building and that basically covers the objectives and now I'm going to get a little bit more into detail on LR just a little bit of background on lrp I I just uh so as everybody knows but I wasn't sure who from the public was was going to know or not so lrp is centrally located to the district opposite the town hall um it's comparable in terms of being Central as the high school is and Memorial Middle School is it has a long-standing history here in town I just found it interesting to see there was a building put on the site back before the 1900s and then it was imped with a a newer school um that had an addition and ultimately burned down and it was in that process that I understand it was uh there was a teacher who became principal lenar parks and sub subsequently that's why lenar Park School that we see now is named after him so I'm thinking as a result of the fire and the need to build the building pretty quickly they built lrp in two phases uh the long the axis in the east west Direction was built first and fairly quickly in 1961 with the gymnasium following and then subsequently the southern Wing which is a single story Wing being built around 1965 overall the building has a very nice presence as you as you as you approach it and has been very wellmaintained that's the inside of the existing multi-purpose room that's a general classroom and the upgrades to the classrooms would include new UN ventilators new lighting uh new doors new door hardware and access control whiteboards um some technology infrastructure and flooring where necessary not necessarily everywhere some of the classrooms the flooring is fine and trying to maintain uh a good budget uh we were looking at doing it where it was necessary this is another General classroom happens to be the same room that that artwork was taken from but these are some of the conditions that do need some attention univ ventilators would be replaced naturally just would get the air conditioning as well what you see there in the middle or on the right are the closet doors we would replace them with new doors uh ceilings would be repaired um and then the next picture to the right would be uh that's an example of asbest composition tile next to vinyl composition tile and the asbest tile would be removed Abad and then new tile would be installed and then lastly you can see the casew work is delaminating many of the classrooms uh and that would all be replaced as I mentioned interior doors uh need to be replaced door hardware needs to be replaced exterior doors need to be replaced new entrances throughout new security throughout the existing windows are single pane they're uninsulated glass they are broken in some cases um all of the glazing and the windows would be replaced with new Windows systems comparable to uh what we've done in the balance of the district that's a that's an example in north end it really uh creates a nice look for the building and then the other two shots of the high school just showing you know the difference new doors and and space can make some of the other conditions at lrp you know the exterior stairs excuse me uh need to be repaired or replaced in some instances the bathrooms all need to be redone they they've uh seen better days to say the least um these some conditions of the existing bathrooms all the water fountains would be replaced with hands-free bottle fillers and interior tile the up two upper two pictures of our of our pictures of lrp and the bottom two I think were're taking at North End um just an example of we would try to make repairs to the best match as we could and so that's why I kind of uh superimposed North End there josed the entire building would get a new electrical service the electrical service is original to the building fire alarm systems would be upgraded the PA system and the clock system would be upgraded site improvements would include new drive you know new pavement and you know site pay perces that are dangerous would be removed and the site would be made safe for the students how would student drop off and pick up work for lrp we've talked about this a little bit so uh because it's located on Pompton Avenue it's a fairly busy road especially at Peak drop off and pickup times and given the the influx of uh parent traffic bringing their students um and with consultation with the township everyone felt that using the lrp the driveway off of ponton Avenue was not uh very safe to do especially given the influx of number of cars that you'd have so the concept would be to enter lrp uh access the lrp site from West Bradford um through the parking lot of Panther Park and we would extend the parking lot as a as an access Drive in red there to the lrp site the yellow dot is basically the entrance lower left is the entrance off of West Bradford the pink is the driveway the parking lot that's there now and the red is the new access Drive the access Drive is critical it's needed D approval which it essentially has um it's not part of the scope of the referendum and is being uh approached differently with respect to financing it moving a little bit uh more closely now uh you'll see at the bottom left is the head end of Panther Park football field and you see the driveway kind of picking up along uh the left a new access drive that would be the access for for parents with a circular turn around at the head end of that you see it at the top of the sheet um for a drop off where the new gym and main entrance and security VES main office of security vestibule is is uh designed that's the section in blue against the white of the original lrp building so essentially we're giving lrp a new front by putting the addition on this end of it this is the this is the place where we would receive where the students would would enter the building PR primarily on on Peak drop off and and pickup times moving a little bit closer more of an architectural uh uh drawing with relationship to the drop off and now it's a little more closer look at what the gymn the main office would be the security vest would be and the gymnasium uh the geometry there we've tried to set it up as uh you know a welcoming GE geometry a little bit of an open wingspan uh embracing as as you came came to the to the building building um it's on the left you see the it's my my pointer my pointer is not working on the screen but on the left hand side in blue is the new addition it's about 12,000 sare ft and the gymnasium is about 8,400 sare ft a new main office and um principal's office and security vestibule would provide the secure entrance to the building um and then there's a Lobby for the gym uh and the way it's designed the gym and has bathrooms and the building the rest of the balance of the building could be secured uh after hours and and access for after hours access to the gym would would not require access into the school building again a little bit more closer look with uh drop off being where you see there's a handicap parking space up to the left the handy the parking is a diagrammatic there wouldn't be any parking particularly during uh drop off times that would be prohibited uh with walkways up to the main entrance in blue sure the my eyes are getting worse but too the access road is a one way or a two two-way it's a two you come in you drop off you loop back you turn around the circle and you go back out it's a 24t wide Drive similar to the drive that's through the par Panther Park parking lot now so it's a two-way and there is the ability to park let's say on a weekend event along so it's I think about a 32t wide driveway with no parking at Peak drop off at pickup times if it's a weekend event you could certainly Park along the current day would we want to consider maybe a one outow out go so that's the only point of entry at Peak drop off and West Bradford is the only point of entry for Peak drop off and pickup times because of the traffic issue at ponon Avenue so it would need to be two-way and I don't think you'd want to change it at different hours of the day You' want to keep it consistent just human nature what are the estimated costs so uh for the lrp we budgeted about just under 30 million 29.75 million for hbac districtwide it's about $1 million for roofs just districtwide it's about $6.2 million for the high school science labs just under 2 million for the life skills room we've budgeted about 200,000 and for the Black Box we've budgeted about in storage 150,000 in today's dollars 2024 that's $49.25 million with a 10 10% contingency of 4.93 million and a soft cost budget of 15% of 7 .39 million so total 2024 61.5 7 million using a 2.5 escalation cost brings uh for 2025 excuse me say that again 2.5% escalation cost for 2025 that brings us to a 62.9 2 million in 2026 we added 5% 65.6 n and then ultimately when the work would be occurring which is when contract would be getting materials we added another 5% bringing it total to $ 68.6 million of that we're estimating that the state share would be just under 20 about 19 million. one6 and the local share about 49.4 five million that's a conservative budget um and the the uh the escalation costs have only been applied to the construction costs and not the soft cost so if you're running through the math it's it's not going to be a direct number we've had some formulas on the side of the EXL spreadsheet honing it in again we've you know we we've estimated and TR conservatively as we could to you know make sure that you could get as much as you you want to get here um a lot of things affect bidding time of year economic conditions so if the project was getting bid in 2027 2026 things could be different but we feel that this is a good number um for budgeting and and uh referend planning so what would be the process from this point forward and when would the referendum vote take place if all was good so here we are January 2025 with a referendum presentation uh next month and in March we'd look at updating the district long range facility plan uh getting the D application updated because the original approval was based on a classroom Edition not a gymnasium and main office Edition so there's some differences that we believe is going to be a cursory review but it still needs to happen and the other component would be we need a we need planning board approval for the work that we're looking to do or planning Board review Once that happens sometime April May roughly submit NJ doe applications uh for each one of the projects state is still advising to give a five to six month review time they have done better with many of the reviews um in this particular instance the capital Improvement projects like ruse and hbac probably would get reviewed faster the lrp component requires educational adequacy so that we would expect to take a little bit longer they are still advising 5 to six months after their review they issue a uh a determination or PEC letter which tells us our preliminary eligible costs in other words what they're planning on uh uh the supplement excuse me the uh the aid that they're they're looking to provide and at that point you have a you can you can review them and accept them you can review them and say maybe they made a mistake you can review and ask them to to re-review if we feel they're not activate if they're all good at that point um we plan on uh noticing the municipal CER Clerk and the election board uh which would have to happen 60 days prior to the vote so if it happened today if it started today pin uh looking at a March 2026 referendum would be a reasonable timeline to expect when the referendum vote would be and if the re referendum is approved we have a vision here for the alador park school we prepared some renderings for the design that you uh the floor plan design that you've seen so this would be a view as you approached the building from the new access drive and that's the gym and in the foreground that would be the main entrance as you walked up to the to the security vestibule that would be the same entrance from the what would be the the staff side of the parking lot this handicap parking there would be a handicap ramp those are two views upper left is a view of what pton Avenue would look like with the elev there's an elevator addition I failed to mention that we would need an elevator addition to get to the second floor that is in the in the in the uh plans um and then the lower right is just a new facade with the new store front with the new glazing twostory glazing this is an overall look at it where you can see the access Drive in the foreground and the overall composition of the building and then lastly I'll leave you with the the final image of the main entrance and uh that sums up I saw the rendering this would be a school for third and there are parents that are uncomfortable dropping off their for the fth the school where would they be able to park and walk there because it's currently at the elementary schools the kids are outside until the door's open right and then they they there there early kid would be Wai the school so Panther paring at Panther Park spot a long you know we didn't get into a lot of the detail we did talk about not allowing parking along the drive right in front of the school I it's a very great point it's some discussion that would have to be had further about allowing someone to pull over not necessarily park for an extended period of time bring their child to the to the school get in and go um Panther Park is a little bit of a walk but it is definitely I was going to go back to that view it is a little bit of a wall it's probably 14,400 ft or so I'm trying to figure out the map May about 14400 ft or so this is just to the the lower Panther Park Panther Park 2 so you'd have to go past Panther Park 2 if you were parking in Panther Park the parking to the north side is for was intended for staff uh again some maybe some some spots could be identified or it's something to discuss at some point thank you anything else seats and have discussion we take any new any questions that anybody has at this point feel free to surface yeah yeah so if the vote is successful when does cons maybe you covered this already I just missed no I didn't so so in terms of the construction process yeah one would have start one would be anticipated ending con uh giv it some thought so if the referendum was successful that would be in March anticipated March right uh we probably you would we would focus on lrp First and get that b first to make sure the dollars were good and appropriate for lrp once we received those bids we would then bid the balance of the work that would all probably happen within six months or so of the vote with lrp happenings first so there would be two separate bids you're saying lrp would be one bid first that goes out yeah I would anticipate depending on exactly the the uh selected scope there would there would be several bids I think um we could did the loes maybe in pairs or groups uh but getting just a roofing contract to do that work would be your F bet because having a GC doing other work he would Mark that up so you if we just went after the the bids for grouping that would be a good way to to get the best pricing same thing for the hbac and the electric um so lrp would be a package as one bid comprehensive that would be difficult to set roof roof is done in L that was the only building that the entire roof was done when thees weren't done um back in 2013 this um so so the answer is maybe four or five months to get lrp out and then shortly thereafter an hbac package or grouping package and may ass signs that package and so that being said if you look at lrp and let's say we if that was March and just for easy numbers I'm going to put say six months on to march to get the bids and in uh September you you'd awarded in you know October is and at that point they have they need at least 18 months to do lrb I would I think that finishes lrp sometime in April or May of 2028 which is a nice time to finish it because it gives you a little bit of room if things are not on schedule and if they are it also gives you opport maybe to start set up setting up tours and letting parents come to see what the building is and and how the students you know get get everybody familiar with it um as far as the rooms and and the hbac projects the rooms I wouldn't be aggressive with the bid and try to get it out soon I would bid it sooner but I would anticipate the rules being done the following summer 2027 uh same thing for the hbac because of the time matters uh like we did with the projects with my out and again I think the science left as well so 2027 would be again this is you piece of paper but I think 2027 would be when we would be ey doing science labs and work chose have in school so you anticipate an opening of September of me 2028 forr yes yes there's there are ways that you know you try to you I don't think it would be practical that you think 2027 Could Happen sept it's too any other questions at this point multiple bids on the roofs and the uh the hbac uh technically enhance timing correct I mean a lot of times you'll go to multiple bids to get them done quicker you mean in terms of how like you me four of them and supposed to one or two if you had two companies doing it versus one yes or one in each School that'll enhance the timing of the completion of the project yeah the way thought about that a little bit was U the two end schools as one because they're very similar um maybe the middle school is one and then the high school is one and you might get the sometimes you construction same right but it also allows you not to have all the eggs in one basket when it comes to a contractor because if a project if you have a problem with a contractor then it's one contractor on four schools as opposed to am I correct then that then you can put the uh the timing component in the contract and the completion date yes where when they get four of them it's there's a lot more flexibility for them where if you give them one and there's a penalty they don't complete it yes right because every contract will have a penalty at the end yes yeah that's anybody else what is our next step as a board what are our next steps so if I could weigh in there for just a moment I think we really need to start to uh pick up if you would on community engagement um I'd like to see similar presentations in front of SF FSA meetings um we need to get in front of the planning board within the next four to six weeks I would say um and uh we're still looking to engage the town about the construction of the access road it's important to note uh tonight's presentation uh about the referendum initiative does not include the building of the access road um so those are things that still remain a key priority in our negotiations I I think that um Dr T uh a couple things one for for us and everyone to understand that this is the community's referendum it's not ours yes all right and and we're giving advice on to where we think the expenditures need to be um the second thing is is you need the constituencies on board especially I believe the Town Council to move these things through um the third the third piece is um I think that we need to be transparent and all the the components of this um if you said to me personally am I accepting it as the way Dan presented it tonight I'm not sure so I would think we'd need more discussion on some things um and you know that is where before we start presenting out to the community we better be sure what the the plan's going to be all right and everybody needs to be committed to that plan and then we all agree that that's where we want to go um that that is where I think we need to to discuss a few things that are in there and how we want to do it so I so I think there's a couple ways the board can consider um having further disc discusss that might get you to a stronger consensus we could continue to do it in a referendum committee session uh we could have another board retreat um we could do it in a several different committees as well right we could certainly discuss this in a finance committee we could discuss this in facilities committee referendum committee so we can continue to do that um I'd welcome the board's feedback and what your preference might be I think that after this presentation this evening and the way this was presented and dad did a tremendous job with that every all the discussions moving forward need to be in public this this needs to be transparent this needs to be something that the community is going to agree with us on um I think lose point is is a really a vital point on the traffic flow into that school and out of that school on a daily basis that's you know um when you think about dismissal times and things like that you have high school dismissing a certain time and their teams are going down there for practice you're going to start to let other kids get out that all has to be worked into this and that is all discussion that needs to take place um so I think it's this further discussion that needs to take place on on some of these issues I think a large majority of what Dan presented is is on point you know there's some other things I'd like to see where the finances are and where you know why we're doing them and a couple other things would the board retreat be the best mechanism then based on keeping it in public um would you think well I'd like you know with the other board members I'll do whatever the total board wants to do I think board retreat would be probably best because we're all there we're all able to be there only have because there's a lot of information that gets um it's hard to transfer that all that information um to everybody at the same knowledge level so I I think the board retreat is a good way I agree with Paul about the transparency because it is the community's referendum you know we will do our best we're committed to putting out what we think is the best option but ultimately the the community is the ones that are going to say yes or no and I think then we need to all be comfortable with the rationals right all right if if we're doing Project A and B what's the rationale for that and what other components to the referendum are going to enhance our school district and also help our students as we move along I've been a big proponent of that when you do something of this magnitude with this much money and an impact on the taxes that we also need programmatic changes programmatic changes that are going to assist our students in in growing um and that I think we need to to put into our discussions yes we've had them yes I was just going to say but it needs to be part of the piece that we we talk about um you know you know obviously this the science labs are self-explanatory but you know the point you and I were talking about the idea of the technology pieces that built into it you know where where does that take us in the price G of things so you know all those kinds of things that's a good start okay we good at this point would the board discuss board retreat now yes how would you like to go about I think we could we get a vote vote um I think we should you mean you want to as far as a schedule sure yeah give like how would you like to yeah you want to take a look at our schedules and try to come up with than sure this might be better for later I don't so what are we thinking I mean some of us have less flexibility in about two and a half to three more weeks are we looking during the week or weekend what do you guys want to do I need some input here evenings yeah the week before like 5 o' is going to be tough for me so I could do evenings and our weekends weekend evening preference I feel a weekend morning probably best a Saturday morning Paul I would think that would work best for me as well I can been able my schedule I'll make whatever it works okay so my how soon are we looking pretty quick oh that's a Sunday Saturday the 8th February 8th is that too soon we have enough time for posting February 8 good you could advertise that and time I'm sure February 8th blue I'd have to check I I don't know you don't have a calendar on your phone the agenda this evening that we will be moving forward based on the superintendent's recommendation um in the area of curriculum instruction and education committee we discussed uh some important ideas one that was presented by the superintendent was that of um looking in investigating our testing strategies at the lower levels and presenting a new testing mechanism if if that is what they would recommend to us um we also talked about um potentially investigating the possibility of a new reading program for the future not for the next school year but for the future as recommended by the supervisors and and the staff and basically um moving forward with some long-term PL plans that the superintendent has been presenting to us right we also talked about the increasing some uh co- teing yes scenarios at the high school staff development yep staff development that yep all right um can I ask a question yes when you um mentioned the testing strategies that's regarding like Benchmark testing or yes's been to okay superintendent presented some um some ideas and thoughts in regards to what adjustments they might like to make for the uh the very low levels you know first second grade more give them more data for the teachers to work with relevant data what we did discuss connecting it to ntsf what we did what we did discuss is that um the difference in testing strategies and the way that information is reported out um some tests that were being presented what you call um Norm reference tests where the score is based on the norm based on the students who are taking it you'll get a percentage when parent says my students in the 90th percentile or they're in the 90th percentile only those students that have taken that test that's a norm ref versus Criterion reference tests which a lot of the state is using now are tests that require the answer to be right or wrong and that is how it's evaluated so that was the discussion and U what's the best way for our staff to work with youngsters at that grade level and get a true barometer of where they are using the right assessment which goes in hand with the mtss which is being implement it and at the point of where it should be for year one that's correct okay FSA do you have any FSA updates okay we met at North and January was outstanding meeting they do a very good job um you know we just spoke a lot about about the potential of a referendum and where we were headed academically within the district and it was very positive meeting okay Dr T do you have any update at this point or if I could just for anyone
