##VIDEO ID:OdQc8WArucw## reservation commission at chasa City Hall on Tuesday December 3rd 2024 could we have the roll call commissioner bonan Davies Coleman P here Rus welbert here and vice chair Mueller here uh next is our adopting of the agenda is there a motion to adopt the agenda I'll motion to adopt the agenda second all in favor I oppos the motion carries to adopt the agenda next item number four is visitor presentation there are no visitors here is anyone online moving on to uh approved the previous meeting minutes that would be the minutes for June 4th is there a motion I will I will move to the minute thanks a second I gave like two seconds I'll second it thanks all in favor I I opposed the motion carries to approve the minutes from June 4th our next item is uh consent items I don't think we have anything uh next would be action items none action items uh then under discussion items U Liz has a review of the past year yep I have a quick presentation just to show what we worked on for the last year which is weird to say that 2024 is almost coming to an end here but it's always fun to look back on what we worked on what we approved what we discussed all those things um so this is just a year in review of 2024 um so we had four different site alteration permits approved by you uh yourselves the HPC um the first one that came in was in February for 121 Hickory Street North uh which is a local and nationally designated uh building um I'll go into a little bit more detail on some following slides um and then in April of this year we reviewed two different site alteration permits one for the idle house which is located in the Jonathan neighborhood um and then a second site alteration permit for 210 Chestnut Street um which is a commercial building here in downtown um and then in June we reviewed and approved the site alteration permit for the alterations at City Square um and then in July was the last time we uh got together there was a joint work session with the city council to review the city's work on the Heritage kiosks for downtown um and I'll show some details on that a little bit later too um one 121 Hickory Street uh the site alteration permit that was reviewed for this property included uh the demolition of uh the wooden shed Edition on the south side of the building alterations of the north um porch Edition on the building um and then some facelift things to the overall building but it basically was maintaining uh what was currently out there um here's an updated image of the property so they have been actively working on the property um uh I think most of their work is on the inside at this moment in time but as you can see they've done a repaint job um new windows um some freshening up of uh the cornice details and Gable details on the front and around the sides um and then you can also see the improvements done uh to the north Edition porch uh so they resided uh replac the windows and the door on that part of the building so it looks a lot better than where it started um and I think they'll be working on it for a few more months here to get it uh up and ready um the idle house uh you also approved a sight alteration permit there uh so this home is located in Jonathan um it was uh recently split off from the Jonathan ownership so it is privately owned um by uh uh a homeowner here uh in chasa who is now actively working on uh um remodeling this home uh the site alteration permit really included uh um see here um some uh restoration work for the back or the rear porch uh on the back side of the building um there's an outline of that where one one stood um and then also for a new Det hatch garage because the property does not have a garage on it um so they are still actively working on that property um and that is still moving forward and then also a site alteration permit for 210 Chestnut Street here in downtown chasa this was for uh some alterations to The Backs side of the building um that faces the Poo that was recently constructed this summer and fall um um their proposal included shaving off a portion of um kind of that concrete block addition On The Backs side of the building to be replaced with an outdoor patio um the renderings are shown on the Right image here um and if you have visited the site uh they have uh gone through um removing the backs side of the building um I think they're still actively working on uh the patio improvements um but I would imagine that would be done by next year hopefully on then and then a site alteration permit for City square and this really centered around um some alterations to the Gazebo out there uh to make it Ada accessible um and also to make the walkways within uh the square Ada accessible as well um replacing them with concrete walks and um incorporating a ramp around the Gazebo structure um I believe that work is still has yet to be started um it does require um multi-jurisdictional review so it in um not only does the city um review and approve these types of uh permits but um the work being that there are burial mounds uh within uh the square uh uh mayak does have to have review and approval of the work being done out there um which is the Indian Affairs agency umuse any work within um that encompasses burial mounds um and then also uh in July we did have a joint work session to go over the updates um the city has been working on with uh downtown streetscape but more specifically uh we gave an update to our heritage kiosks in downtown um this map shows thec of where several kiosks will be placed uh within downtown chasa um and these are basically kiosks that will highlight uh different topics um that are of significance uh within the history of chasa uh so there are seven total kiosks that will be placed around the downtown area um ranging from uh Chestnut Street uh down to the River's Edge and to Athletic Park um to highlight some cool stories in history of the city of chasa um all of these um kiosks will either be a four panel kiosk or a two panel kiosk uh each of them will have a map of chasa um mainly downtown chasa um which is this map here and it really emulates um if you're familiar with our downtown um walking to her map um it really took from that um and then got enhanced in a couple areas to highlight some of the the Trails um that are nearby um it's meant to be a multifaceted uh wayfinding um map uh for people to look at when they're in front of those kiosks to see where um historic uh local uh and nationally designated resources are within uh the downtown area uh which again um is consistent with what you see on our walking tour map um and then also um highlighting uh those major Trails uh within the area um just a couple of the the boards or the panels that are going to be installed um here's a few of them uh that will be installed in downtown uh so one of the topics being covered is looking at some of the Homegrown um ingredients that were based out of chasa and had facilities or factories within chasa um so ranging from the story on the mill building um as well as a previous building that used to be erected within the city uh was the canning Factory um there is a brief history of uh beer being brewed here um as well as some other products that that were very notable um of chasa including uh uh sugar um gney pickle when they were considered to be a part of Chas at one time and um other items [Music] um another panel uh highlights where chasca brick has uh been used in other buildings within Minnesota so not just within chasa itself um it's really cool see that Chasco brick was a pretty popular material uh during its production time and so a lot of very notable buildings within um Minnesota did uh utilize chasc um such as the grain Bel Brewery in Minneapolis um the tunnel areas at the state capital uh the lumber Exchange building uh which is in Downtown Minneapolis the crown Roller Mill building which is also in Downtown Minneapolis by the Guthrie Theater uh International Market Square which is just outside of downtown Minneapolis um and then the orium theater then there are a list of other uh locations that have used chasc um it's just another panel that has been highlighted other topics covered are um the floods that have um or ntion natural disasters that have uh created a huge mark on the history of chass um as well as um the evolution of Highway 41 being that this project kind of the downtown streetscape project really came out of uh the um looking at and designing um the new Highway 41 uh layout um we really wanted to make sure that was highlighted as a panel uh to show how that street which is kind of the main thoroughfare through downtown chasa has evolved over the years um so I just wanted to give you a little taste of some of the panels um going up um and we can certainly go over kind of the final designs in a later meeting too um but the goal is hopefully to get these panels installed yet this year if the freezing temps let up um installation is kind of successful on the temps being um appropriate enough for these panels to be cured to the the kiosks themselves um adequately so we're hoping for this year because they are actively under production right now um however it um worst case scenario is they would be installed by next spring um just to make sure that they adhere to their structure um successfully um otherwise um um that's kind of what we've been working on for the last year um I do also want to note that we currently have four openings on the HPC two of which two of the members here um are resigning from the commission um Steve Mueller and Greg Davies um definitely want to um iterate my um rightfulness for both of your terms with uh the city and with the HPC you have both been huge Parts um to this commission and making sure that the work that we do here is is done um in the best way possible with the best people involved so I appreciate both of you serving for the time that you both have uh Greg I know you've served for three full terms uh which is almost nine years of service um and then Steve you've served two terms in this last um go around but I know you've served more years beyond that which I three terms three three beyond that first time yeah okay so yeah an amazing tenure here so just want to showcase my gratitude to you both thank you so much for serving if you know of anyone who would be a great fit for the HBC and getting involved in City commissions really hope that gets spread out to the right people so that we can get people on board I know too Tom and um Ann are up for a reappointment and we're hoping that they reapply um but at this time we're stating that there's four openings on the HPC know anyone thanks for your leadership too yeah been a pleasant experience good good no I've really enjoyed working with you both and I did have a couple of questions what did they decide for the material on those plaques um that's a good question um I don't know the exact material to be honest um there's going to be kind of a mix of bronze plaques um being installed in um a I want to say it's a galvanized steel as the structure-based um and then the layer of the panels I don't know the exact material on that but weather resistant and sun exposure resistant is what we so the presentation was full color it's not it's not going to be full color it will be full color yeah I mean it'll have kind of the old tones to it that you see in those um images or um examples that I pulled up there those are basically final designs in terms they'll still have the QR codes yep Y and that'll be a work in progress trying to get those um web pages um uh filled with the information that we want people to continue reading about that may be kind of another couple years before those pages get fully developed but there'll at least be a place for them so if people do scan it it will bring them to a site but they'll be kind of under construction for the next however many years one other question the idle house is it actually under construction it is yep they have been I visited the house back in the summer this year and it was fully gutted um or close to fully gutted so I know they've been actively working on it I don't know how far along they are at this point in time but working on it interested to see that when it's done yep yeah I am too I think 2024 has been a a great year to see properties that have been kind of abandoned for lack of better word over the last few years to finally have people putting care and attention to them and bringing them back to use so that help is more like 20 years that's a long one that one in yeah Hickory Street I don't even know the how many years it's been vacant but it's definitely over 10 years so exciting stuff any other comments or questions uh I just have on the the openings is that on the city website in case I want to shoot some people the link if you look up job openings on our website it'll bring you to all the job openings which includes City commissions that have openings right now um and then it's it's a pretty easy stepbystep process on how to apply for that if that's all we've got uh is there a motion to adjourn so I will second that all in favor motion carries we adjourned
