Miss chiarelli is away so I'm stepping in to run tonight's meeting I just wanted to take a moment to thank all the teachers staff and administrators who put in all the hard work ahead of today to make sure that we had a strong and safe start to the school year uh I have twins that are in eth grade this was their first day of eth grade and I just uh I had to laugh to share some um of their positives and negatives if you if uh everybody would like to know they thought the um Middle School looked quote glammed up and much better with its facelift of new painted hallways and light fixtures the bus was on time which is always a good omen in my mind uh on a first day of school and the only negative which is debatable is that there was a lot of discussion about a bigger Crackdown on cell cell phone usage which for a 13-year-old is a negative but I'm going to say that as a parent I'll take that as the third positive so not a bad day um so with that I'm going to uh turn it over to Dr Lusa for his report thank you Miss Ross your children are very perceptive um just some brief items under my report our enrollment uh as of this morning stood at 3,551 students we had a small burst of uh new registrants toward the end of the summer last couple of weeks uh they were concentrated from the IV which I think is um you know be beginning to become well occupied and uh as a result we're getting some students from there uh but we were pretty much fully staff we have one or two individuals who will join us within the next few weeks because they were hired late in the summer um we have one or two other you know minor issues with uh positions that we're trying to cover right now uh but overall compared to where we were uh just a month six weeks ago we're in very good shape we do have some resignations on the agenda and we are actively in the process of trying to um fill those vacancies uh so that we don't have any gaps in Staffing uh but overall we're in we're in pretty good shape um opening day was today obviously like you said it went relatively smoothly we always have some hiccups but um all of the schools reported uh a positive beginning and uh our buses were running mostly on time few minutes late here and there but for the most part uh what we would want we had a great couple of days last week with our staff that Dr donu planned and uh I think we we had a good overall uh start to the school year and now that the plane is taken off we have to try to keep it in the air and moving swiftly so tomorrow will be the day where students are probably a little bit more tired than they were today and then we'll just move through the week and uh look forward to the long weekend so that's where we are in terms of the opening of school quick question on the Ivy and the development um on the corner of Southern the old Charlie Browns is the IV like 80% occupied do we have an idea of how many how much further they have to go in terms of feeling it was 72% as of August 15th very good okay thank you Mr Strickland I I read it August 15th it was 72% okay and the uh old Charlie Browns is supposed to come online by the end of this year sorry it's 87% least 72% occupied 87% least least 82 occupied 72 72% occupied okay thank you Council and I don't know about the old Charlie Browns okay any other questions for Dr Luso uh across the board anybody else 25 total I think as of Friday were they were they originally saying like 40 they thought would come out of there if I remember right yeah so the demographer may be accurate in the projections 25 from The Ivy but 56 from the newer development in town all right thank you Dr Lusa um we're going to turn it over to Peter for the business administrative and construction update um first item I have to report is back on August uh 29th all the petitions uh for the Board of Ed election were filed with the county uh currently we have three positions for three open spots for the burrow we have an chiarelli for the township Sally Allen and also for the township Katherine peek and to remind everybody the election is November 5th uh along with the presidential election going on to the construction update um Advanced landscape or NJ Fields has been hard at work on the CHS field they are about 90% done all of the sod is all installed they have to finish The Outfield lip which should be completed by the end of this week uh from I guess walking out there alongside of it the field looks terrific in all levels so I'm sure everybody will be happy next spring when uh baseball kicks off again uh the CHS in the front of the school the window panels had a vinyl cover over them where to replace the uh or to cover the peeling panels so we've dressed up the front of the school a little bit uh the electrical contact contractor will be pouring the footings for the new light poles around the CHS driveway by the end of the week and we should hopefully have light poles by uh next week so that'll be great um all of the roof work at C CHS the middle school and Southern is about 95% complete they just need to do the metal trim trim work which can accard during school hours or after school since it is uh quiet and non-disturbing to the students unfortunately on the security vestibules the contractor hit a snag the subcontractor uh a week and a half ago tried to hit him with an unreasonable change order for the interior doors so we and hadn't even started producing them uh he decided to cancel the order and order them from a directly from the manufacturer the doors should be in uh and installed by the end of October uh so that's unfortunate the good news is all schools are operating the same as last year for the opening so we don't have any uh negative impact but um the setup of the construction looks like it's going to be a huge Improvement once the doors are installed and that's oh and the maintenance and custodial crew again uh and my opinion have gone above and beyond getting the schools ready they all look pristine neat and clean and hopefully the students didn't mess them up too much today and as Miss Ross reported the uh new lights uh ceilings and painted hallways and painted lockers at CMS make it look bright shiny and like a different building it is I wish we took before and after pictures because it looks incredible that's all I have great thank you Peter anybody have any questions for Peter um when they bring in the new security vestibules can you just remind us when are actually going to be doing that construction is it going to be done on the weekends and nights or the only school that volunteered to have them work between 9:30 and 2:30 was Washington Avenue School uh because the principal said if I need to I can make the gym entrance the front entrance for one day other than that all the other schools will be after hours uh or Saturdays due to the fact that we can't close the main entrance at the high school middle school Southern or Milton it's just too difficult so and the contractor is well aware of that thank you thanks Peter um I'm gonna turn it over to Ohana for our student liaison report and she has her own microphone today so take it away um okay so I'd like to report um a great first day back on behalf of the high school um and then a couple of just like regular back to school dates so senior college family night the presentation is this Thursday in the auditorium at um 6:30 and it's also available through um a live stream that was sent to students emails and then um seniors can begin signing up for their counselor conferences starting next week and then just a couple of dates coming up so um next Wednesday is CHS picture day and then that night um is cms's back to school night and then CMS has their picture day on the 11th and the 12th is the CHS annual activity fair so clubs any activities that students want to get involved in at school that's it thank you and congrats on starting your senior year very exciting um for committee reports go to miss Weber for personnel we have not met that's right and the same goes for curriculum and Peter do you have your next meetings are 911 911 for both yep okay so September 11 for personnel and curriculum um Brad do you have a finance update for us yes Finance met on the 21st uh ahead of the school open um we discussed the 2324 for audit um we don't anticipate any issues there uh we discussed at length the construction update that Peter uh Mr Dilla just gave um we discussed the status of the various buildings around the campus and uh um thank the custodians and maintainers for doing such a terrific job in cleaning and getting the schools ready for the school year um we discussed an issue with um a uh we we had a a uh driver position out for a uh 18 to 21 year old program at CHS bus driver which we have not been able to uh hire yet so we outsourced that to First Student and uh Mr Lusa Dr Lusa gave us an update that the school buildings are ready to open and uh we're ready to start the year that's it our next meeting uh Mr Dilla remind me 20 it's the third week I think uh second while Peter looks it up um is there still a shortage of bus drivers across New Jersey or is that just affected there is still um a shortage bus drivers are hard to find um I've been told by first student that they have um all of their out staffed and have quite a a few subs or drivers waiting and waiting um that's why they were able to supply a bus driver during the day for their our 18 to 21 year old program so for a student I don't know what magic they've worked but they have extra drivers uh but most districts do not and you know of course the state and the next finance and policy meetings are September 25th 25th okay thank you any other questions for Brad all right we'll turn it over to Mr Ryan for for policy and planning thank you uh policy met on the 21st uh among the discussion topics were a um a policy alteration for non-resident tuition students uh will now require um kind of a deposit these are instances where people are buying homes in chattam but they haven't closed on their home before the start of school uh and they still would like to send their kids to the district even though they're not living in the district yet because they haven't closed so we're altering the policy there to provide um a check that needs to be submitted for the tuition while they're in in this waiting period uh which will be refunded when they when the student um actually moves into their home guess that's what it say there was also a uh tuition inquiry from a staff member moving out of chadam uh that would still like access to the to the staff rates for tuition which was granted as an alteration to the based on statutory changes there's an alteration to the school meals program uh it's going to require um affirmative acceptance or declination of the program and there's some policy recommendations for first readings uh relations with vendors there's a an audit policy revision sports related and concussion injuries emergency and disaster preparedness and graduation requirements all first readings tonight thanks Mike any questions on policy nope okay um I do not have a liaison report for CF today but does anybody else want to report out sorry can I go back to policy yeah I'm sorry go ahead I I apologize sorry um Dr Lusa a couple of those are not on the agenda for first reading are those still being tweaked the non-resident one the attendance proposal and the school meal one the non-resident one is definitely still being worked on that wasn't on the agenda neither is um the attendance the five still work be okay and the school and the because they were on the policy agenda they were scheduled for first reading now be wording to add uh for the comment that Mr Ryan said that we need to put in something when someone presents a a lease that or a contract that they will be moving in we want to take a a down payment on the tuition if they want to start attending school and then refund if they make the appropriate timetables yeah I so that needs to be done by Dr Lusa and I hopefully for first reading at next meeting the free and reduced uh we're working alongside with technology um because the state now requires um that each parent acknowledges that well they want each parent to hand in either a form that a blank form that says I don't want to apply or apply we're trying to see if we can create a field in Genesis that will say application or completed or application not warranted or don't want to complete the application to meet the requirement okay so once we have that field uh created then we can adopt the uh the other lunch policy okay and did you mention the attendance one as well the proposed changes to the attendance it's 5113 it was on the policy committee meeting agenda it's not here I'm just curious is that like at the next meeting or that's a slow burning on the you know not until New Year I don't think that reques policy policy committee has to accept whether or not they're going to allow that exemption or for that accommodation I don't think it's a change you talking about the tuition student no I'm talking about um attendance proposed where it clarifies what present means and how many excused absences and what modify the chronically absent language I think that's an oversight you I think that should have been on the agenda 5113 we'll have to put it on next time now that I'm looking at the okay I think that's because it was just technical changes to comply with the to align with the state terms about present can include virtual or remote instruction if we're in a state of emergency okay so I think it was all the the the changes were not substantive to us they were just to align with what's in statute now and I think we just overlooked putting it on this agenda okay so that'll be on the next so we can put that on the next agenda okay I just want to make sure we weren't going to get jammed up if somebody has chronic absences okay very good uh thanks I was just trying to compare what was we said we were going to do first readings on so what we're actually doing first readings on and and just to clarify some people think oh I have a house in town but I haven't moved in yet you actually have to move in that you know the student has to lay their head on the pillow 50% of the time so a lot of people think oh I have a house I pay taxes I'm in but that's not how the statute reads so even though they have a house it doesn't NE they still have to pay tuition or you know make some arrangement oh thanks Mike thanks Susan yep yep okay any other questions on policy nope okay so coming back to the liaison reports does anyone have um hearing of citizens during the public commentary section of the agenda is an opportunity for any member of the public to be heard about issues which are or are not topics scheduled for the current that uh First Responders in the in the chatam police departments and the fire departments are being subpoenaed in relation to this social media lawsuit that's involved chatam and I'm wondering if you're aware that if there's any kind of steps you guys are taking to protect them or if you could just shed some light on that and my second question is um you're receiving pilot money from chattan burrow for security and there was a question that was passed that added a money for security permanently for every year so are you able to use some of that money for other purposes good evening to all Bill Heap uh school is open I always found it strange as someone who never went to school before Labor Day uh to see that kids are going to scho School in August but I guess things change uh I was a quick word about Chris tamino I was sorry to hear that he is leaving as you might recall I'm not a big fan of guns or police officers in schools but if you're going to do it Chris is your guy uh he is a graduate of this high school he is a former burrow police officer lives in town he knows the kids um and he watches them like a hawk uh you you will find somebody I'm sure but you're not going to replace him and to know Christ Domino is to like Chris Domino so I wish him well and hope that you can find at least somebody to replace him thanks thanks Bill um all right I'm going to do my best to try to answer these and then um the First Responders being subpoena this I might have to ask Dr Lusa on I am not aware um yes I was made aware of that uh a couple of weeks ago and informed our Law Firm who's handling the case and they were going to deal with that um but I have no other comment beyond that okay thank you um for the pilot money with the burrow I do believe that we were able to um utilize some of the uh expense for the class two officers uh they were utilized at the 4th of July parade um I don't know beyond that uh if we can use the money for other purposes so if anybody else has well class twos can be used at all as a burrow resource class two officers can direct traffic okay class 3 is are retired officers that for the school for the school only they have no Authority beyond the school class two officers do have authority um beyond that they can direct traffic they and they all report to the chief right um one of the dis is they carry a weapon but they have to return it to headquarters class two at the end of the day class 3 does not carry a weapon um so we are the burrow is paying for one this year and one next year for a total of two at the end of that um with some of the pilot money and unfortunately the W which is very generous it's very nice we have a lot of shared services with them the gym the fields which is fantastic and they're great partners and you know they can't cover all the expense that will come out of the IV but this is a good faith effort to try and help defay I mean some of those expensive is already exceed it the cost of that but again we have our budget they have their budget so again we we we love that we're partnering with the burrow and it's been very helpful and thank you um I'll I'll just chime in in case I interpreted the the question the wrong way but I interpreted part of the question to be can now that we are receiving some revenue from the burrow for the purpose of class two class three officers can we then take some of the money approved in the question last November and steer that toward other areas the answer is no we must use that money for security related purposes but I'll just remind everyone that the dollar figure for the question in November was tied directly to the six security vestibules at each of the schools TOS so that dollar amount was based on what it would cost to install security vestibules but that dollar amount is only a portion of our total security spend so the dollar amount the fact that we're carrying it Forward is helping us it's contributing to the total security spend but it doesn't cover all the security spend so uh the fact that the burough is um partnering with us and assisting with us with the class 2 three officers uh doesn't get to uh the the total amount that we're spending on School Safety and Security which is significantly more than the question which was $850,000 last year thanks um Mr Heap thanks for your comments we're going to coaches don't talk about playing time don't approach them in in an angry manner you know take a break 24 hours before you talk to them because if we continue to lose coaches you know some programs won't be able to run so if I can just remind everybody you know be kind to our our all of our coaching staff and the referees they're also difficult to find so that's my only comment on that a good you just can you just explain that I just don't want this to be as come as a surprise the graduation requirement that students now have to apply for the financial aid in the in actually back in my day in the dinosaurs day some parents had trouble they didn't want to apply and they thought it was you know not in their best interest to apply but now if you could just maybe just 30 seconds on the new graduation requirements yes there's a new requirement that students need to be informed made aware of the FAFSA and completed as a condition of graduation unless they if they're 18 years old or their parents uh indicate that they're waving the the need to complete the FAFSA so we're we've developed a a form and we will be going out to all of the seniors once the fafs is reach relased which is another month or so away I believe um and then we'll enable everyone to sign off that they don't need they're not going to go ahead and complete the fafo or indicate that they have completed the fafo and work with anyone who might need assistance and support in doing so and the intent is to get there's money being left on the table for certain you know kids they're not filling it out but yet they would have qualified otherwise so that's the point of it so Dr Lusa is the way that would work then is if a student completed the FAFSA and if let's say they weren't hadn't applied to colleges yet would they be aware of how much might be what that number is in terms of affordability if they were going to apply like how how does the student get made aware and the family that there is money to be had I'm not sure I'm not sure um because the school is deliberately left out of any kind of financial details from a family so I think the spirit of it is to ensure that every student is made aware that there is financial assistance available in order to attend college given support if they need the support to complete the the the FAFSA um I don't know if we ever get to the point of knowing how much is available for a particular student but we get to the point I think the intention is that the schools are at the point where they are verifying that families have either waved their you know desire to proceed or no uh they're agreeing to have assistance with you know to partner with the school or help with have the school help them complete complete the form somehow and give them
