councelor Robinson all members present Madam president awesome okay so today's um memorials and celebratory resolutions we have two individuals that we will be celebrating I would ask that we please suspend the rules after both are read and and then we can take a few uh minutes for pictures uh clerk please start us off with the first item first resolution introduced by councilor Robinson whereas on the morning of August 14th 2024 a devastating six alarm fire occurred at 185 Washington Avenue and whereas Juan Carlos Morales the United States Army veteran who serves as the assistant veterans agent for the city of Chelsea courageously risked his life by running into the burning structure to alert residents to evacuate and whereas undeterred by heavy fire and smoke conditions Juan Carlos went door too to ensure every Resident was warned and able to safely evacuate and whereas in addition to his initial efforts Juan Carlos displayed unparalleled bravery by re-entering the building to rescue an elderly man who remained on the third floor locating and bringing the individual to safety and whereas ju Carlos's actions exemplify compassion courage and selfless service serving as a testament to his heroic character and dedication to helping others now therefore be it resolved that the Chelsea city council formally presents this resolution to Juan Carlos Morales in commemoration of his heroic and selfish actions in response to the fire at 185 Washington Avenue on August 14th 2024 and recognizes his quick thinking and unwavering dedication to others that Sav the lives of his neighbors thank you clerk I'll now open it up if my colleagues have any remarks uh first adop thisly on the suspension if there are no objections and seeing none and regard to uh Juan caros ton I've worked with him over the past several years putting putting together Veterans Day Memorial Day it just has outstanding character thank you counselor councelor Brown Madam president thank you I just want to thank Juan for his dedication to the city again this is great um that he went in here um took his life um before him and went before and tried to save and did um rescue folks and make sure people everyone got out but I'm sure it's that veterans training you have from the Army but it's again it's a testament to the people were hiring in Chelsea and being in Chelsea at the right place at the right time and on that day in August you was be at the right time so thank you again for your service thank you thank you councelor [Music] councelor so thank you so much um I don't know if anyone knows us but I went to kindergarten with hang in Chelsea Massachusetts shortless school so it is an honor to have you here it is an honor to have you still as a resident of Chelsea and a hero so thank you thank you counselor I Echo the same words of my colleagues Chelsea um moving on to the next item next resolution introduce [Applause] next item on the agenda we have a resolution introduced by councelor Robinson whereas Dr Dean zaris has served as a member of the Chelsea Board of Health since 2006 and intends to retire upon completion of his current term of appointment and whereas Dr zaharis attended tups University where he majored in Spanish before graduating with his medical degree from TS University School of Medicine and completed his residency at Beth Israel Deaconess Medical Center and whereas since 2002 Dr zaharis has practiced general medicine at Mass General Hospital in Chelsea and has served as its medical director since 2009 in our various committees including the primary care team leaders and the hospital's executive committee on Community Health and whereas from 2016 to 2020 he was the inaugural chair of the Department of medicine's Community Council which oversees initiatives and programs that aim to develop strengthen and support Partnerships within the community in which Mass General serves and whereas in addition to his work at Mass General Hospital Dr zah haris is an assistant professor of medicine at Harvard Medical School and is active in teaching Mass General Hospital residents and whereas during his tenure On The Board of Health the city enacted more stringent tobacco regulations as well as a Citywide ban of artificial trans fats in all Food Service establishments the first such ban in the United States and whereas Dr zaharis also played an important role in the city's response to the covid-19 pandemic personally assisting with quarantining residents at a hotel and Riv now therefore be a resoled that the Chelsea City Council on behalf of the residents of the city of Chelsea expresses his appreciation to Dr zaharis for his dedicated service to the city of Chelsea as a member of the Board of Health if for devoting his career to reducing disparities in healthc care delivery among vulnerable patient populations thank you cler counselor Robinson I adopt this shanly on the suspension and just want to thank Dr zerus for all the years that he's given to this community and one of the things that it's not mentioned in the resolution we were able to spend some time together in Colorado we went down to compete for All-American City which we were awarded All American City and he and he actually was the doctor for the whole crew so I want to say thank you doc thank you councelor counselor Brown thank you madam president again I just want to Echo my thoughts to the doctor thank you it's been a long ride 2006 18 years um thank you very much for your service the dedication resolution speaks for yourself but I just wanted to really stand up and say it's really proud to have folks that put up their time and dedicate their time uh I don't even believe you got a salary for it so I know it was something that you was really passionate about so thank you for all the work that you did on behalf of the residents of Chelsea particular through the co um when we really needed folks like you and your staff that you have here and the the director here um so we really appreciate you and I wish you the best on your retirement at the end of your um service thank you thank you madam president moved in front of my house which is a big issue my husband works overnights he cannot sleep during the day due to the noise out front I'm exhausted because last night there was a guy outside screaming um I don't know if the bus wasn't stopping for him or what but he was screaming out there and then I couldn't get back to sleep and then all morning at like 4:30 in the morning I hear on to Maverick you know what the bus says um my daughter's on inhalers um um and she can't be near smoking people smoke in front of our house now waiting for the bus I have a handicapped person that lives with me um in the springtime she goes to Florida for the winter she helps me with the kids in the summertime so now she's like frantick because of her handicap access um we were aware that things were going to be changed but we didn't know that the buses were actually going to be moved the owner of the house lives upstairs she couldn't make it due to child care um she would have never bought the house if she knew that this was going to take place my kids have no we have no privacy now um I'm not happy about it the other issue I have um is my kids go to kaic um and they use the park on Crescent at the top park now with winter coming the homeless have been sleeping there they've been human feces inside the where the park um the little houses urine needles um the um cust he goes and checks the park in the mornings and cleans it it shouldn't be his responsibility the director has two calls into the chief of police have not heard back um but something that that's the safety and sanitary of our children that we need to take care of so those are my two issues that I am have going on in the city and I'm I'm just I'm really not happy so thank you welcome please turn on on the mic there you go hello everybody my name is Christine paac I live at six cabbit Street in Chelsea but I'm here representing the um local 192 of the nepba for the e911 dispatchers we know that tonight on the agenda there is a letter that's been submitted or on the agenda is the regionalization that's coming up and um we just wanted a little voice in here saying that you know there's 14 of us that possibly 17 of us that are going to be affected by this we were blindsided we got the word that this was even a thing that's happening again by reading the Chelsea record we didn't hear it from anybody here in the city we didn't hear it from our director we didn't hear it from the city manager or any of the council very disheartening um we strongly do oppose this and for several reasons I won't go into long detail at this at this point because I'm hoping that this could go to a committee so that we can all sit down and have a good discussion okay it's um a union feels that we haven't been told the truth and we don't believe that anybody's been told full truth and that's what we need to get to right now the City by going into R is just that you're going into R the services are not going to be as we're pretty good at our jobs we do a really good job we get things done fast you're going to hear a lot of stuff about Mutual Aid that this is the same as fight Happ Mutual Aid no it's so different we bring the mutual aid for the fires that happen here we're the communication part of it you're going to have 14 people who will be laid off from the city people we have 18 years 20 years of service and it affects their lives along with everybody else we do a really good job for Chelsea 911 we have a brand new building that we we can't wait to get into and do our job even better in an environment that's that's much more open than a little room that we're in right now the residents will suffer from this because it's not set up as it is downstairs or over at our little building it's going to be alog together different you're not taking Chelsea and putting it into R you're incorporating it so that all of the calls that come in go to 911 doesn't come to Chelsea 911 there's no difference yes we have a screen that tells us where a caller may be but sometimes we get radiuses of 300 M we have streets that all sound the same can be the same so you're going to have people picking up the phone calls putting the information in and it's going to come up on the screen in Q ma'am you have one minute left or yes one minute left so I just want you to know that that there's a lot we're very familiar with the city we're pretty familiar with a lot of the people that called you know it's it's it's more of a public safety and keeping everything here in Chelsea Chelsea deserves to have its own Center and with dedicated people I take I won't take up much more of your time but we would really like this to go to committee so we can have a good good conversation on this I thank you all for 24190 sign in John ever Avenue dear counselors I am writing in response to council order 2 4 190 requesting that the city manager look into the status of signage on ever Avenue and Third Street indicating shared Lanes I have met with our Commissioner of Public Works Kate Fox lent regarding this matter the commissioner confirmed that previous Road markings have been ground down and that signage has been ordered we expect that the signage will be installed as soon as it is received thank you for your support how does the council wish to proceed accept and file the communication seeing no objections thank you councelor like to speak on it you have the floor this was supposed to have been done a long time ago I don't know why they wait and still to put it that would alleviate the city manager look into installing ballards at pedestrian Crossings and school zones I have met with the Department of Public Works the rest of the reading and I like to accept and file the communication like to speak on it seeing no objections you have the floor counselor uh thank you they already installed one but one is not enough one is not going to do the job you're going to have to go around and it just was another accident in that in that area couple of days there was another accident another car went two there so along with that maybe they should have a stop sign one is not communication received from the city manager responding to council order 24 1995 and 24196 statues and Chelsea Parks dear councilors I am writing in response to council orders 241 95 and 24196 requesting that the city manager look into statues at Chelsea Square and John Riz Park I love the spirit of this request and we will pursue it with the thoughtfulness it requires I will engage our commissions departments and residents in the process most importantly we will look into funding options available for this work I will ensure that the city council was kept informed as we undertake this important process thank you for the request to honor our heritage and increase civic pride in our community is there a motion AC and F the communication like to speak on it seeing no objections you have the floor um I believe that um we have some funding for that we give funds to fix roofs and and places I've I've been here they give funds and to fix a lot of things I think there's funds to vehicles in the city I have met with our city clerk and have asked our parking enforcement contractor to focus on this important matter I have also asked our director of constituent services to ensure response to council order 24200 requesting that the city manager look into the placement of the blind spot mirror at the intersection of Highland Street and Essex Street I have met with the Department of Public Works and have asked Jimmy Karen to resolve this matter Mr Karen has evaluated the issue and met with the District counselor to ensure the issue is resolved appropriately thank you for counselors I am writing to request the necessary Council action to formally accept a grant Award of $15,000 for a health and wellness exercise program from Mystic Valley Elder Services the grant is paying five exercise instructors who provide Zumba exercise strength training Zumba Fitness yoga exercise and stretch and balance to Elders at our Chelsea Senior Center each week mam president um move counselor moving on next communication received from the city manager regarding fiscal year 2025 tax rates official rate approval dear counselors the fiscal year 2024 Chelsea tax rate has been certified by the Bureau of accounts Department of Revenue at the following residential rate $151 cents per thousand commercial industrial rate $243 per thousand these approved rates vary from the estimated tax rates that were part of our tax rate presentation on October 28th where the residential rate was estimated to be $148 per ,000 and the commercial industrial rate was estimated to be $244 per thousand this variation is consistent with previous years and is due to the Department of Revenue applying their autoc calculation methodology this residential rate shows a considerable reduction from the FY 2024 rate which was $11.90 per thousand the assessing Department conducted a calculation of the FY 24 to FY 25 average tax bill with the following update from the October presentation for an owner occupied median this has value by property class single family down 2.34% condo down 0.20 two family down 1.64 and three family down 4.95 this reduction and tax bill shown above are thanks to the incredible work of the city council to minimize the impact on Residential Properties in the two votes taken earlier this year mam president uh move to wave the rest of the raing accept and file Center dear counselors I am ready to share the incredible news that the city of Chelsea has submitted a Grant application to the Commonwealth to establish our first warming Center our Department of Health and Human Services Tracy nowiki assembled this Grant application with the growing homeless population in Chelsea it is critical to provide a safe Refuge during the harsh winter months for everyone in need especially those disproportionately impacted by homelessness and extreme weather the warming Center will operate from January 1st through April 15th 2025 Madam president uh move to reports our first committee report receiv from councelor Kelly Garcia from the meeting of the subcommittee on Housing and Community Development held December 2nd 2024 coun Garcia you have a motion yes home on December 2nd we had uh a incredibly productive meeting that I'll I'll just read the notes so that we're all aligned and are informed of what occurred in the last subcommittee on housing the order um so the subject matter that was discussed was a proposed local ordinance for property management companies where shev Watson uh Fisher provided an overview of the proposed property management company registration ordinance in short the ordinance would require all property management companies in the city of Chelsea to register with the city and receive a license on a yearly basis the registration and Licensing process will ensure there is a designated contact person for each company in the event the city needs to make the contact to address code violations the license cannot be renewed if there are outstanding orders to correct or fines for code violations any violations of the ordinance will be 21d violations as opposed to 40 U violations and an appeal process will be established there are also considerations to add a tenant right to know section of the ordinance requiring tenants to be made aware of their rights similar to an ordinance ordinance recently enacted in the city of Lynn the city is hoping to have the ordinance passed by the council and go into effect by July 1st 2025 stay tuned thank you thank you councelor moving on our next committee report received from Council president Deus from the meeting of the subcommittee on Conference held December 2nd 2024 um councelor jenez uh move to um accept and file under committee reports um I like to give a quick overview of the report seeing no objections you have the floor um so at this uh at this conference committee we discussed a proposal that I had submitted uh of a home roll petition um for a fee on high value real estate transactions um discussed uh the full proposal and the different decision points that the council may have uh as we move the discussion forward um and among these would be the amount of the uh of the fee um what the uh trigger value for applying the fee exemptions that may exist uh for the fee um and so what we decided after the at the end of the meeting was to have uh further conversations about the home rule petition so that we could discuss uh more specifically what exemptions may be most helpful to Chelsea to make sure sure that we are targeting the specific types of real estate transactions that we want to include in this type of um uh fee so we are um going to be hosting a further a follow-up uh meeting with our uh Housing and Community Development Department um uh in order to make sure that we have the most uh upto-date information on transactions here in Chelsea so that we can have a better um more robust conversation around um not just the proposal but really bringing in everybody's input so that we can figure out um what we want to do if we want to do um all of that so that will be uh that is not scheduled yet but it will be coming up in the new year thank you counselor moving on to the next item next committee report received from Council Taylor from the meeting of the subcommittee on Ways and Means held December 3rd 2024 move to accept and file the committee report I'd like to give the report C sir you have the floor so this was just uh regarding uh the Department of Public Works utilities data integrators um uh the the vendor um that prints the prints the maale utility bills in addition to occasional inserts informing owners about the new programs being offered the cost of postage increased in fiscal year 2024 exceeded the initial contract value the additional $2,270 183 will allow DPW to meet the outstanding obligations from uh FY 24 that's it thank you councelor moving on to the next item our final committee report received from councilor Taylor from the meeting of the subcommittee on Ways and Means held December 10th 2024 councelor Taylor like to accept and uh file the committee report and uh speak on it you have the floor so the subject matter uh discussed was the two Financial orders uh that authorized the first author authorized uh the unissued unissued borrowing in the amount of $3,380 th000 originally authorized by the Chelsea City Council on June 8 of 2020 in the amount of $6 million pursuant to chapter 44 section 7 and8 of the fiscal year 2021 Capital Improvement beachum Williams Corridor reconstruction product uh project and uh he asked that that that that be rescinded uh the second one was the the order introduced uh uh in accordance with budget management procedures whereby the costs incurred in FY 24 were not paid and are owed to the vendors and to meet this obligation funds required from the current year fy2 budget as noted and the Chelsea city council would pay the UN unpaid balance of $730 14 uh C uh so uh that just had to do with an outstanding election electricity bill from ever source and um and the first one was regarding uh the borrowing of the uh $6 million originally uh of which um we reduced the the original borrowing authorization by 3,3 $380,000 that's it thank you counselor um that is it for committee reports we don't have any unin business moving forward we should be looking at ways to be able to do this a company looking to move out of the seaport and relocate to Chelsea the wolfish which presently has workers from Chelsea they have a plan to city manager because he's been working very hard to get some of these businesses in um and I Echo the words of my colleagues both Robinson and hean is this is definitely part of our um fiveyear plan our our Palante movement and so we're heading in the right direction for sure next order introduced by Council Robinson order that the city manager provide an update to the city council on the plan for the Redevelopment on the site of Market Basket I thought thisly on the suspension if I may speak on it seeing no objections you have the floor counselor we know that the they are working on a master plan but we we are closely working with um Market Basket but we want to be kept in we want to be kept in a loop so that's why I'm asking for them to give us an update on where they stand in regards to their master plan thank you counselor moving on next order introduced by councelor Robinson ordered that the city council president request re an update from the council's delegate to the school committee and Chelsea's representative to the Northeast Metro Regional Vocational School committee on the ongoing court case New Road recently proposed and enrollment numbers I thought this Shany under suspension I'll just speak briefly I'm concerned about the enrollment numbers because I found out that in November they were taking applications for kids who apply to The Vocational School and those those who apply in November will be notified in April whether they're accepted to the school or not so if we have children who have not applied in November might be no slots left by the time um it comes around to apply to the school thank you counselor moving on to the next item next item on the agenda order introduced by councelor Robinson order that a meeting of the subcommittee on conference be held with the assessor's office to discuss the number of real estate abatements received by the city of Chelsea I adopt thisan on the suspension I and i' I I would suggest that we move it to the housing subcommittee um and I'd make a motion if the counselor would still like to have it on conference what's your motion uh to refer this to the housing subcommittee rather than the conference either e either all is fine with me m Madam president coun Tor I I would say that this really has nothing to do with housing and everything to do with taxes so so I I you know I I would I would ask for subcommittee on conference instead okay moving forward then with the original um order adopt it under suspension next item on the agenda we have an order introduced by CC Robinson order that the city manager provide an update to the city council on the development of the Chelsea Veterans Home by Penrose adop Shan under suspension just trying to get an update on where things are at the solders home some of the people in the neighborhood have been asking a lot of questions about it so if we can get some uh information on it'll be helpful to the people in the neighborhood thank you counselor moving on next item on the agenda we have an order introduced by councelor ordered that the traffic and parking commission Place stop signs on both sides of the intersection of Central Avenue and Shaman Street adopt on the suspension if there's no objection like to speak on it you have the floor counselor all this is an order because a lot of accidents have happened in that side and it's a bad it's a bad intersection people speed and I know I put this order but it's really not up to me it's up to the par traffic Commission because I want the people to understand outside that we put orders in but it doesn't necessarily mean that it's going to get done because we do not have the power to do these things so if this doesn't happen you can call me and say well Council recal I come in in and put it it's not because us the majority all of us don't try we do try but it's actually up to the parking and traffic Commission they are the ones that determine if it's warranted or not so let me talk say it again we the council here what you are saying but it's not up to us okay thank you have a nice night thank you councelor moving on to the next item next item on the agenda we have an order introduced by councilor sanate ordered that the city manager direct the Department of Housing and Community Development to evaluate measures to improve pest and safety at the intersection of Broadway shirtliff Street and Marboro Street councelor sanate I moveed to adopt unanimously um and i' under suspension that I'd like to speak on it you have the floor councel thank you madam president um this is a matter very close to my heart and something I've been concerned about for years so and I've prepared some written comments so I don't forget anything my home is located at the intersection of Broadway shortliffe and malb Street in District 5 it's an extremely busy area full of cars people walking children waiting for school buses and commuters using the MBTA bus stop at the Civil War Memorial I've lived there for 16 years and can't tell you how many times I have seen and heard motor vehicle accidents and seen and heard pedestrians being hit it's a terrible feeling to be in inside your house and to hear screeching tires the sound of metal hitting metal screams or even a thought of a body landing on the pavement just last month as I came home from City Hall after a traffic and parking commission meeting I witnessed a man being hit by an SUV as he was walking in the crosswalk across shlo street I recently asked the police department and the fire department for data as to the number of accidents and violations and calls for an ambulance over the past years and I received many pages there are 31 instances of pedestrians being struck by a motor vehicle a mere 10 ft from my front door there are two main issues that make the intersection very dangerous number one as drivers stop at the stop sign on shirtliff street they're turning their heads to the left to see what traffic is coming down Broadway as they try try to merge when they see an opening they are accelerating and not looking into the crosswalk the pedestrians see that a car has stopped and they cross the street not realizing the driver isn't looking at them at all the second issue is when cars are turning right onto malor street from Broadway they are not slowing down and are often barely missing The Pedestrian Crossing from one corner of maror to the other the reason the handicap parking spots for the public library are in front of the library on Broadway versus on malro street where the handicapped entrance is located is because Library staff and I have seen how fast cars turn and we're afraid that someone especially someone with mobility issues will be struck some years ago former city councelor anyo Lopez and I work together to get better crosswalk lines painted across Shir shirtliff Street and across malro street councilor lope has also worked to have speed bumps placed further down Mal street I was extremely encouraged during the public input process of reimagining Broadway to see in the original plans that a timed traffic light was going to be installed on Broadway near City Hall Avenue unfortunately in a later configuration there's only a blinking yellow light in the plans and no further signage lights or speed comom measures that I can see to slow Vehicles down or better alert drivers to the fact that they are approaching crosswalks and pedestrians so I am imploring the city manager to work with Housing and Community Development to come up with some sort of better plan for this inter intersection especially now before the area is reimagined and redesigned I agree thank you counselor moving on to the next item our final item under new business we have an order introduced by Council Taylor order that a meeting of the sub committee on conference be held with representatives from merelli and Clark to discuss the city's fiscal year 2023 audit councelor Taylor like to adopt under suspension if there's no objections see no objections moving on to Public Announcement public announcements councelor RUP um uh a lot of people have asked if the salt is going to be put outside again yes the salt is going to be put but it's not going to be put now they normally Put It When Storms Come or when there's ice so it will be put out out there and uh Chelsea residents will be able to get this solv you just have to go on Marginal Street show them your license that you live in Chelsea and you'll be able to get your salt when it's put out there maybe the city manager can uh put a billboard outside saying the salt is open and people can go and get it because if no they don't know when you can get it they don't know we don't know ourselves but 90% of the time they put the salt when there's a snowstorm coming or when there's an ice storm thank you thank you councelor any other public announcements councelor Brown thank you um I just want to thank Harbor Co for last week we had a visual here in City Hall I was very attended by um some of my my colleagues here unfortunate it was an incident that took place in our city and we didn't see it coming but we just want the folks to know if you're listening tonight that the city is here um there's a lot of resources available if you see someone or feel someone's in trouble and need some help um please reach out to you know har Cove um 911 um these things go undetected and they happened and they very sad cases but we want to try to prevent them and we want you to know that the city city manager made um you know a statement that we care we're here for you so the only way we can help you if you come forward or let someone come forward and let us know maybe we can prevent some of these things that's happening Across the Nation thank you thank you brown counselor Vega um I just wanted to um mention and remind folks that this Wednesday I am along side with city counselor at large Kelly Garcia the Chamber of Commerce um the Chelsea yach Club in Nights of Columbus we are hosting a veteran Holiday Drive um we try to do on a yearly basis uh like a winter drive with socks hats and things to keep our veterans warm um this year they requested that it be of toiletries given that they had already had a drive and have um their winter gear so they asked if it could be of toiletries so we're asking for razors deodorant toothpaste toothbrushes soap body wash shampoo conditioner combs hair brushes wipes um P you know those type of things um so just a reminder we're going to be there at 700 p.m. this Wednesday and if you um aren't able to attend you can also drop it off at the ch the Chamber of Commerce um and we're going to keep it throughout um the winter and to drop it off by January so thank you so much um and I want to just mention to thank you and um show appreciation to Jen Hassel who um also supported in creating the Flyers so thank you so much thank you counselor um I have one quick announcement as well um on Wednesday There's also the toy Drive La collaborativ host um for Thanksgiving we they had over 10,000 people show up for turkeys and chickens and um we're expecting probably another 10,000 or more folks for toys and and holiday um meals and so if anyone's looking forward to donate a toy or join in for community service it's a great event lots of our families attend and it's a great way to end the year in community um are there any silent moments today no councelor Brown so you have to bear with me a moment so I was just going to actually get up and you know have a moment of silence for the folks over in Wisconsin and there was a shooting there this afternoon up but a dear friend of mine's mother passed We buried her eight days ago and I've been trying to contact this guy and some of you probably know him he ran my campaign Walter McDon and I just got a text today five minutes ago that he was he passed away so I ask for your prayers your thoughts with that family um I've called them six time in he hasn't returned the phone calls and today I called him three times and I just literally got the text that's what's going off now that he passed away so keep him in your players his family he doesn't have family left now but appreciate your prayers thank you e
