thank you for for allowing uh me to come to make this uh presentation uh this is our fourth year introducing the volunteer of the Year award so many residents offer their services and volunteer their time to help the rec department over the year we are so appreciative for all the parents and youth that coach teams hold classes help set up for major events and general help Wherever Whenever I reach out there's not much we can do to show how much we appreciate the help except to publicly recognize these individual volunteers May and Council have approved us to recognize and present volunteer of the Year award program to publicly acknowledge and thank individuals for going above and beyond I'm happy and proud to present our fourth recipients of the Clark Recreations volunteer of the Year award to a father and son team Eddie and Anthony [Applause] boges that speech was for nothing um these two gentlemen have gone above and beyond volunteering and donating their services to the recreation department and the township as a whole year after year event after after event Eddie and Anthony are the first to jump in and help whenever the recreation department or Township is in need more so never asking over the last couple of years here are just a few of the things that they have helped us with before the annual Tree Lighting Event Eddie and Anthony are the first people at the rec center to begin setting up the entire outside and inside of the building they are the first ones here in the morning and some of the last to leave making sure everything in place and working Ed especially takes off of his full-time job to spend a day with me preparing for the tree lighting decorating throughout the year Anthony will come after school and help assemble Recreation items clean or anything I ask they will stop at my office periodically throughout the year even during slow periods to see if anything is needed for help of anything Eddie and Anthony's biggest commitment to the town is the Unico Italian Feast anony is here for the entire four days helping vendors helping Norman constantly cleaning and reviewing the grounds to make sure everything is okay Eddie is here the last day after we close to start the breakdown process Anthony has helped the Easter egg hunt and works the event stays until the end until everything is just right anything that these two do it's always with a smile a comp personality humor and enthusiasm they are asking to the recreation department and to the township of Clark they exemplify the meaning of hard work dedication and especially giving of themselves and not expecting anything in return on a personal level level I have known the bog gashes for quite a few years they are trustworthy Dependable honest dedicated hardworking individuals who will always be the first people to help out their wit and humor make it a pleasure to know them as well as respect their good character it is with great pride and pleasure to present Eddie and Anthony belges with this award congratulations thank you thank thank you congratulations congratulations surprise thank you sir I was giving a speech uh the the plaque reads volunteer of the Year Award presented to Anthony and Eddie boges for your unselfish volunteering of time talent and generosity to the Clark Recreation department and the township of Clark on behalf of the mayor councel and Township employees we thank you and are appreciative for all that you have done [Applause] January all your friends are here that want to see this tonight congratulations you [Applause] thank you Ralph you're welcome I'd like to just uh at first Ralph did get me a little nervous he said please come up and accept this award I thought he only bought one block I said I hoping he go cheap on me here but thank God no not Ralph John not Ralph uh Ed and Anthony thank you guys so very much your whole entire family because when you're not when you're here doing something you're not home doing something I know there's always a honeydew list but anyhow I I could just reaffirm everything that Ralph set up here tonight just a wonderful family in town that's where you get it from the Apple rolled right down the bark it didn't fall off the tree great parents great family and that's great and we do appreciate everything and it's so nice to have such wonderful people that give so much in our community and you know as you look around I'm sure you'll agree with me we're lucky in Clark we have a lot of great people in this community that always willing to help and do something and you know it gives everybody energy to want to pitch in and we're very blessed and we're blessed to have such a great family as the bogash family and all of you so thank you again for all your help and hard work it's obviously not gone unappreciated It Ralph he's right on it and uh we appreciate it because it's direct department is so big Ralph has created such a monster out there with a smiling face I say it's big it's working there's always something going on and we couldn't have enough employees to do that with so through his and I know a lot of people come up and work for their love for Ralph and all he does it's just something you want to do to help him along so God bless you and thank you again so very much and we'll have a great new year thank Youk [Applause] you okay going to thank you Communications from the mayor and reports of Township Council Mr Mayor the floor is all yours sir thank you Mr President good evening members of council ladies and gentlemen I have a brief report tonight um as you sit here the temperature seems like it was a heat wave from last night but it's still very very cold out there um we had a lot of problem throughout the community uh today with water freezing in front of people's homes the water is from your drains or your Su pump just this like the same exact patch of ice that's in front of your house is in front of my house I came home yesterday from uh being out of town for one quick day and there it was frozen in front of my house uh that came from a sub pump or the drain in my yard that comes out to the street there's really nothing we can do for you uh I know DPW tried to go out and put a a little salt down today um if I would have heard about it sooner I probably would have told them not to because it's just a waste of time and and resource it's so cold out that whatever little bit and there was only a little bit that might have melt it will freeze right back up and that's no way to handle it um the only thing I could tell you is if you're that upset about it you have to go to a store buy a bag of calcium chloride uh salt does not work when it gets below 22° that's what the DPW tells me and you're really wasting resource by throwing it down if it bothers you that much go buy a couple of bags of calcium chloride put that out that will break up and you're going to have to sit out there and chop it do I recommend it no do what I do ride over it and go home and forget about it you know I know you might say well if we go out to the street yes you have to be careful that's something that we as a Township cannot control you as a homeowner cannot control that it happens it's in front of everyone's home just ride down the street now I'm going to give you a bit of good news tomorrow it's going to be gone because it's supposed to get up into the 40s again the next two days so that's the good news the bad news is if it didn't and it was a deep freeze and we went into it for 5 10 or 15 days it would be out there for that long it's something folks that we as a town some pumps leader drains from your yard unless there's a good flow going they trickle down to their catch basins and they freeze when the weather got real cold Sunday we went from what in the 40s right back down into single digits it was brutal out there so folks you know sometimes there's no answer there's no answer for you there's no answer for us you have to just be patient in life you know if that's the worst thing that happened to me today I would say I had a pretty good day I got to be honest with you um just quick progress report on the uh police station and our courthouse uh we've been working with the Architects we believe and the uh police chief and we believe we've came came up with a a floor plan that suits the needs of our police department and our court and their office staff and the architect is now in the position of uh costing it out to see what we're really looking at and if there's any adjustments we'll deal with it then and just keep the process going uh I'd like to thank John L and Chief uh Matos for all their hard work in uh and doing this project it's a big undertaking and it's not just an undertaking to do it's an undertaking we're going to do right and that's the most important thing we're trying to plan for proper planning leads to you know what kind of performances as they say out there and we do not want a bad performance we want this kind of undertaken it's the biggest project that went on in this town municipally for many many years and we want to make sure it's done the right way other than that that concludes my report for this evening thank you members of council Mr President ladies and gentlemen thank you Mr Mayor I'm going to start with any with Council committees councilwoman angel alanes thank you Mr President like to give my library report and first I'd like to start out with what's new at the library did you know that the library has thousands of ebooks and audio books and you can download them instantly for free onto your hand handeld device um all you need to do is download the Libby app and download it onto your Apple Microsoft device Kindle Fire or Google device and all those resources are available for free I want to tell you about some upcoming events for adults um one of the big rages recently is the instant pot um there will be an instant pot demonstration on Thursday February 7th at 6:30 p.m. if you don't know what instant pot is it's an electric pressure cooker that has become wildly popular with home cooks and chefs and uh we'll have Val there uh from Val's kitchen Valerie gray she'll be doing two demonstrations um on Monday February 11th at 2 p.m. there'll be a glass bottle decoration um event for uh to celebrate Valentine's Day bring your own wine bottle and you could they'll provide the materials to decorate it on Monday February 11th at 700 p.m. um they're going to have a fantastic program on General George Washington George Washington spent a lot of time in New Jersey more time uh fighting battles as a general in New Jersey than any other state so this program um is being funded by the New Jersey Council for the Humanities so we have a grant and uh they'll be presenting the program George Washington remembers New Jersey um if you want to organize your life and use uh a bullet Journal there'll be a program on February 21st that's a Thursday night at 7 p.m. learn how to Bullet Journal so that program is available for adults uh we have a program that's being sponsored in conjunction with Whole Foods called books and Brew book club um if you want to participate in the book book club it's held by monthly and there'll be one on Monday February 25th at 7 p.m. so stop by and pick up the book uh that they'll be reading which is emis by Andy wire so if you're interested in that book you might want to stop by and check it out uh some exciting programs for families and for kids um first program for children leap into science Workshop uh that's being um a program from the Franklin Institute of Science Museum uh with the on this particular occasion they're going to explore the science of balance and that's on Saturday February second 2nd at 11:00 a.m. or Thursday February 28th at 10 a.m. uh there'll also be a cupcake decorating contest that's being sponsored by Whole Foods and that is for elementary children that's on Wednesday February 6th at 3:30 p.m. and for all of those individuals interested in real live animals uh we have an an animal program coming up it's going to be held on the annual take your child to the library Day on Sunday February 24th they'll have at least six live animals there this is a family event and then after the program um there'll be uh ice cream Sundays provided by the friends of the library um also the annual uh Dr Seuss birthday party will be held on Friday March 1st first at 3:30 p.m. so come by and celebrate um and read you know the day of read Across America uh birthday party for Dr Seuss so there'll be stories that day a short movie and a birthday cake uh sponsored by the friends of the library and last but not least I want to mention uh put a plugin for the friends of the library annual mini golf outing on Saturday February 2nd from 11: to 3:00 p.m. and the last tea off time will be at 2:30 p.m. snow date is on February 9th this is a fundraiser and the cost is $5 and the funds go to support the library and last but not least a teen program Valentine teen maker program on Wednesday February 13th at 3 p.m. um on this occasion they'll be making um uh a project with beads and uh decorative paper and chocolate chocolate's always good that's for grades 6 through 12 everyone loves chocolate thank you for indulging me and that concludes my report thank you councilwoman councilman Alvin bar thank you Mr President the police dispatcher had the Clark volunteer fire department respond to 47 calls in December they wanted me to bring up to you uh now that we have that freezing cold that everybody starts to use heaters and it could be very dangerous of course Very help ful remember the heaters most of the time are in the garage or something they accumulate dust so when you're going to use it make sure the the uh heater is clean and also check the wires on it the receptacle make sure that's a good recepticle and when you use it use just the heater into the recepticle and nothing else in it and just make sure you don't have it too close to anything because like I said they could be dangerous but they sure needed and that concludes my report thank you councilman councilman Steven hunt thank you Mr President for the month of December the Clark Police Department saw a total of 2,349 calls for service of which 112 were ambulance requests eight were fire department requests one was vandalism 14 were motor vehicle and Resident lockouts 102 were alarm calls 100 motor vehicle accidents and 1,99 4 miscellaneous calls there are a total of 24 adult arrests including but not limited to seven for theft four for drug abuse one for hindering apprehension three for DUI and nine warrants and that concludes my report Mr President thank you councilman councilman Frank mazarella yes thank you council president um Christmas tree pickup uh please have all your trees out by January 27th uh electric drop uh drop off it will be January 26th from 9: to 1: p.m. that's in DPW Yard beh behind the police station um please remove all basketball and soccer nets from the roadway and spring cleanup will begin midmar weather permitting please do not place any debris in the roadway until then recycling for Zone 2 would be January 26th and recycling for Zone 1 will be February 7 second and ladies and gentlemen if you reside on a stream or creek please do not Place branches leaves grass or other debris debris on the bank it does flow Downstream into the waterways and it will cause flooding to your neighbors and other residents please help us keep our town clean thank you very much that's concludes my report thank you councilman councilman pad Conor thank you very much from the finance uh committee uh that we're in the process of finalizing the 2019 budget and from the Clark emergency Squad Volunteers Of course uh the squad held its annual installation of officers dinner on January 6th at the Westwood and the stretcher for rig 515 has been updated the squad responded to 166 calls in December and the added shoot time that's from dispatch to un route is 2 minutes and 5 Seconds and their average response time from dispatch to arriving on the scene is just under 7 minutes and the year-to date total calls was 2 22 so I just mentioned about the installation officers so I'd like to take this time to read who the officers are for the U emergency squad for 2019 the line officers are Lori Sheldon Captain Charlie pasic Jr assistant Captain Daniel Sheldon first lieutenant Ron wasowski second Lieutenant Brian butterly first sergeant Mike Joy second sergeant and Gino fiorenza third sergeant and the administrative officers are Ron wasoski president Charlie posk senior vice president Susan alachi corresponding secretary Charlie posk Jr recording secretary David newai Treasurer and then we have Lori Sheldon senior Treasurer lorine Pedraza seconde Treasurer and George oier trustee and again thank you guys for not only going on the rigs but taking your time to run the organization as well we appreciate it and the squad is currently looking for individuals to service drivers from 6 p.m. to 6: a.m. interested individuals can email membership Clark ems.gov and members generally run from home midnight through 6:00 a.m. we have a strong number of cadets at this time but are looking for more help on the overnight shifts especially since many of our new members are away at school and Squad is working with RWJ Barnabas rowy on hosting monthly EMS continued education programs and they support our community as always with monthly blood drives and alj home football games on standby thank you very much that concludes my report thank you also on Friday evenings roller skating is taking place in the front gym at Brewer from 6:00 to 8:00 p.m. if you're interested uh each Friday night uh just come on down bring a pair of rollers skates uh no be music and some I believe high school students assisting you and lastly winter programs are in full swing if you're still interested in signing up for any there the there are late signups uh um I would like to wish you all a Happy New Year and a healthy New Year um due to the recent cold snap I want to remind residents of Clark that it is against the law to have your animal tethered outside um I have a let me just find it one second well the law is going to change February 1st just so you're aware of no animal can be tethered outside from 11: p.m. to 5:00 a.m. if you see any animal outside in adverse weather conditions you can contact the Clark police at their non-emergency number and ask for the helila officer and that is a Humane law enforcement officer uh I would suggest that you get the name of who you spoke with the time that you called and register your complaint the officer is mandated by state law to visit the site where the animal is found to be in a tethered or hum inhumane condition uh they had a case today I mean yesterday in norc where they had to go out out and take two animals from an area and they had to use the jaws of life to open up the gate so that these animals can were able to get out and taken by the police uh Union County Prosecutors have an office it's um in Elizabeth and it's called the animal cruelty task force you can contact them at 908 52745 and that is under the direction of the New Jersey Department of Law um there is a chief Humane law enforcement officer and this is only used If You Get No Satisfaction from the Clark police which is not a problem ever they are very good in going out and investigating many animal issues if you do see um animal cruelty animal abandonment anything to do with an animal you need to take a video you need to have photographs you need to have the address the date and time and location the name of any others that may have seen this cruelty abandonment um outside where an animal may be and even inside I mean people can hear things through walls um I hope that um and this is State Statute and um the um again the Union County prosecutor's office office is 9008 5274 500 40 4500 and they do have a 24-hour hotline that is set up and you would ask for the um animal cruelty task force area and they they have a gentleman who is the chief Humane law enforcement officer over the county and I hope that we don't have any of these issues in Clark but I knew know that the Clark police are very responsive to any s that people make on lost pets found pets injured pets and uh abuse or neglect issues thank you thank you dilia for everything you do for the community and our four-legged F dogs okay anyone else wishing to come forward and speak on any issue or matter before did want to say that I'm amazed that how mother nature takes care of its wild animals I was looking out the window the other day when it was below zero and the squirrels the birds they're running many years um not only did they volunteer for Ralph they also volunteer to assist me in both my campaigns that I've had so thank you for that as well um just shows you how enthusiastic they are with mayor said hi council president and I said to him from the beginning of the year January 1st you don't get when you're sitting in this seat you don't get a chance to talk a lot so now with the hands and all that I'm just going to say I'm going to go into professional comments please um those who have called me in the last two or three days with regards to the issue the mayor had raised with regards to icing and stuff all of your calls have been logged all your calls have gone to the clerk and then going up the ladder all your issues with regards to icing and other things will have been will being taken care of with mother nature of course helping the lead but again your your requests or the issues have been brought to the proper offices and Department ments we are here to help you and make a better and safer town the two roads that were brought to my attention was U Plymouth Road and Amilia drive and again the clerk through the mayor's office and the mayor responded earlier about how they're being taken care of and again the weather we hope for warmer weather so I just want to say to the residents who did call me we are responding appropriately and by the the book of law uh with that said I'm going to shut up and go out to with very simple professional comments I'm going to go with Mr lasa first who comment Chief just wanted to say uh just want to remind the residents of Clark we're going into tax season please be mindful of who is contacting you about your taxes the IRS does not call you uh so if you have any those calls please disregard them please don't answer them don't pay any mind to it I also there's a a a recurring scam that I actually got those I've been getting these several calls to my to my personal phone lately about um Microsoft has monitored some activity on my Microsoft account that my IP address has been compromised trust me Microsoft could care less about your home personal computer they are not monitoring what your personal computer is doing that's a scam please hang up the phone we I've seen it and we've gotten a couple calls people inquiring about that call so if you get that it's a usually a computer generated call if you get that call just hang up ignore it and again just a reminder never provide any personal information over the phone to anyone who might call inquiring about it so thank you very much and have a safe month EXC Chief I'm going to councilman Conor yes I know the hash 9pm thing is pretty much Statewide now so have you seen a decrease in the uh and the number of um under entered Vehicles since you started the campaign just I would we've seen a a decrease in motor vehicle Burgers over the last two years but uh going back two years we had over 80 about 86 85 motor vehicle burglaries this year 2018 we were just under 40 great so we're moving in the right direction you're letting it know that you're going to get them Mr President going your way tell them what the chief said I got a call the other day and they said they were going to freeze my social security number if I didn't respond to that you know extension that they asked me to dial so I don't even know what that means you're going to freeze your social security number but again it's another scam just to get your number thank you councilman and chief for bringing these uh issues to the Forefront and let the people if they have an issue they contact the proper uh Department I'm going to go to um Ralph Bernardo Ralph from your department anything okay Madam clerk we wish you a safe journey and to your family members and all
