Council would you all please uh let's join her down out front please service and Ms so this year the city of Coco entered in a partnership with Coco High School to provide a year round internship program for two High School seniors and it was a kind of trial run for our city because um it was the first time we've done something like this typically we just do summer internships so but we entered into a partnership with Coco high and we have a few people here from Coco high today um to help us present it but we wanted to do something special for these seniors and so we'd like to invite um Clarence or CJ Clark up and darari um because by Duke Ral up to present a certificate to them and so they worked over 150 hours wow um for the whole school year and they did this during their school day so they um got to get out of school early to come work in our water department and they're going to graduate um with a certificate and building Construction Technologies and so next year we hope to expand the program even further so all right let give him a round of applause yeah baby [Applause] Margaret you to come up yeah yeah yeah yeah this is Margaret Turon she's behind the scenes because programs like this uh the difference between them actually working and falling on their face is really the leadership and and the support of that to the efforts of the city of Coco thank you because the partnership that ultimately leads to a quality of life that is better in both experience and enrichment this is a prime example of how that partnership can work in my past life I used to be a career in technical education chair for our for our school and so when I think about the opportunities that these young men took and not only just took but made the absolute best of you are a shining example of how this partnership can work and what I what I can tell you is the opportunities that you will have whether it be with the city of Coco or just in the development of your skill this experience alone I promise you has shaped you more than you know and I promise you everybody who would be involved in your future when you talk to them about you took time to spend in developing yourself and skills that truly translate that will mean something before you even show up at the door so thank you for walking through that thank you for taking the opportunity and this is a great example example of it does take a village and so thank you everybody who who was a part of that and thank you for taking and making the best of that opportunity all right all right it wait a minute is those while also learning real life skills a real life trade and that is critical to our youth it's critical to the success of Koko high and most importantly I think the success of the Coco community I'd like to thank you neasha for everything you've done uh for the city of Coco uh for keeper our beautiful and uh your continuous committed effort to making our uh City clean beautiful and helping this uh the residents and everybody here I'm new I'm new to the organization but neoasia has really done a warm welcome for me and I'm really glad to be working together with you all thank you very to share something with you in case you didn't know at the age of 12 my very first job was with ke bavard beautiful keep thear beautiful and that job was painting trash can with the beautiful pictures that they used to do a long long time ago I'm not going to tell you how long it might tell me AG but that was a job that my sister got for me cuz I was a little young they didn't start to 13 but the supervisor said I could I could also work and I've been working ever since so to our young people to our top teens thank you so much for being so studious getting up on trash bash mornings on those Saturday early mornings coming out to serve your community cuz there's nothing like giving back that's right okay we need to to pay it forward and I thank you so much to our top teen advisor lady Avis Westbrooks to our TTA president Kamari Davis teen Ashton Davis also lady Shila Mobly thank you so much CU she was our secretary um making sure we fill out the paperwork correctly so we thank you so much and to our queen of trash lady neasha Harris thank you so much for always so friendly thank you anyone else anything I was told to say [Music] FSU that was for me and Charlene so good is that it man all good evening uh mayor city council good evening good evening so I just want to just make a comment so uh May 1st of this year marks 35 years for me in law [Applause] enforcement and and so the reason why I say that is that so I've been in city of coko as a police chief for three years and I can tell you that the police officers here the men and women of our Police Department they're committed to making our community safe and you see a lot of that on social media the great work that they do so so this Pro here is very worthy for our officers and we appreciate the city recognizing that so I'm going to go ahead and read this Proclamation I'm just thank you I love you that much whereas in 1962 President John F Kennedy signed a proclamation which designated May 15th as Peace Officers Memorial Day and the week week in which that day Falls as National Police Memorial Week currently tens of thousands of law enforcement officers from around the world Converge on Washington DC to participate in many planned events which honor those that have paid the ultimate sacrifice and whereas there are approximately 900,000 Law Enforcement Officers serving in communities across the United States including the dedicated members of the city of Coco police department and whereas it is important that all citizen know and understand the duties responsibilities hazards and sacrifice of their law enforcement agency and that their members of our law enforcement agency recognize their duty to Serve the People by safeguarding Life Property by protecting them against violence and disorder and by protecting the innocent against deception and the weak against oppression and whereas the city of Koko honors those The Valor service and dedication of all officers and publicly recognize the service of of one of the members of the city of Koko Police Department of every member of the Koko police department now therefore be it resolved that mayor W that mayor C Blake Michael C Blake on behalf of the city of Coco do hereby proclamate May 12th through the 18th of 2024 as National Police Week in the city of coko and urge all citizens to publicly recognize the service of of you had a new or an inductee to return back M swearing in yes could you tell us a little bit about that please just let the numbers we have if you don't mind please sir yeah so um I was hired here like I say about three years three years ago and at the time the coko police department had about nine police vacancies and today with the last swearing in we have two police vacancies now so which is which is right which yeah right which is huge for our agency because I mean a lot of police departments all over the country they're having issues with hiring uh whereas we have officers out there really working hard to recruit uh officers and we've been very fortunate to hire some very very good police officers we have a younger generation of officers that's really the future of Coco and that's kind of was what my vision was when I was hired here is to hire individuals that can really be the future of our police department and they're really doing a great job all right talk about the baby The Works come on man yes so in the mayor's report that he's going to have later you C these officers pictures um uh we have uh three officers that responded to a baby that was uh drowned in a in a pool and uh it was officer M deera who actually administered um CPR on the on the child also it was officer Nolan and officer Pine that responded and so shortly thereafter the fire department responded so it really was a collaborative effort between the police department and the fire department that we were successful in Saving that child and the child is doing fine today all right thank that's what we're talking about Team Coco baby both blue and white too go ahead does anyone else we good picture time I think does this thank you thank you again let's give Chief Cory and staff women R JB Dennis 3710 Catalina Drive I'm GNA speak briefly tonight on Injustice and solutions when Injustice become low anywhere or anytime resistance becomes our duty what is the city of Coco duty to end homelessness HB 1365 is an injustice but it's also a wakeup call something should have been done about the homeless crisis in Coco years ago we need to come to some type of solution to a growing homeless crisis how does people of God run the church every week but refuse to be our brothers keepers not even willing to talk about a solution to the homeless crisis by now everyone should be on Reed a rough drawing plus an estimated Coast to set up a tent city which is a city owned homeless site owned by the city of Coco the project could be up and running within 90 days if the city adopts the idea we the ntion Action Network will'll Supply a garbage bag for the first 6 months we will also provide Panet for a s flow absolutely free so the governor hand down and injest US law but it's time for this city to step up with a solution thank you thank okay all right proceeding on Madam clerk com go ahead sir thank you re Mr Dennis yeah Mr Dennis yes sir oh yes sir I just excuse me something something that I would be interested in and so in in talking about the potential of a 10 city right yes sir so I would share with you about I'm going to say about seven years ago uh there was a kind of a movement or a question about Tent City uh and what that would look like in Bard County and and so on and so on uh I would say that at that time uh George Taylor with nvhs probably had at that time George senior had had the um most understanding of applicability to the county and my suggestion and I would welcome you to reach out to mvhs to George George Jr uh to see where they may be on that development and and the reason that I say that is you know the Tampa had its issues uh with with with implementation of a tent city and I I just share with you not not to rehash or discount but the issues that can surround that whatever the case may be some good some bad location sites I know that you provided a location site but I know that there were location sites further down the road meaning I don't mean further down the road physically I mean just from a planning standpoint of what that might look like within Bard County so I just share with you I would welcome you to to to reach out to nvhs see where they may be with that idea and I I say that from if there's partners okay I'm going to um share a little insight with you uh if you've been watching the news Orlando has many tent cities that they are building if you look at Melvin Melvin is doing something about the homeless crisis so we had it here in Coco so my question is when is the city of Coco going to address the homeless crisis I come to you with a perfect idea of a site that's owned by the city uh govern the S says these homeless tents or homeless shelters need to be operated by the city or the county and that's you guys so I've been in here now for about three months advocating for homeless shelter so my final question is whether the city of Coco is going to take any kind of action to start one because October the 1st is closing in fast that's when this law goes in effect I'm talking about HB 1365 and in my proposal for the cost of this I think I estimated about $177,000 that does not include the C for security But it includes whales portalet the city already owns the property the property on in the 400 block of Main Street is out of sight and out of mind I don't think we have to worry about the homeless messing with the people in the graveyard across the street all the people on the railroad tracks thank you sir yeah thank you yes sir Let It Go thank you sir uh proceeding on parcel of real property totaling 13.34% and an effective date um as you said mayor this is second and final reading and there have been no changes to the ordinance since first reading thank you Asar Ike um Mrs noodman uh do you have anything you would like to share if not we'll no sir okay thank you if not chair would like to close this portion to council over to the public please come forward and state your name and your address for this particular item 6-1 going once you want to speak on this item is it too late to no ma'am go ahead turn your card in just go to the port and we'll let you fill it out okay my my name is Anita Gibson I live at 451 Stone Street um I have other things to address later in this um the city council meeting but my question is on the flow Mountain Lane uh area on clerck road and the way the construction is constructed seems like the sidewalk is bigger than a street itself so my question um as I travel that area is why is the sidewalk just as big as a road itself and if they were going to revamp that area for whatever reason I feel that the sidewalk is just as big as a street so the minimum size for a sidewalk is a sidewalk but what I'm seeing as I travel that that way and I go a different route because I'm not sure what the road construction format is but I don't understand how it's constructed and um I'm not clear on what it's constructed for but the sidewalks are as big as a road so that takes up more of the road for the bigger traffic and the less experienced drivers that are coming fresh out of high school or wherever they come from out of the country but my number one question is why do we have a sidewalk that's as big as a road which a sidewalk should be for a sidewalk or a bicycle that would free up more space for us to have a nice up and down Lane on clck road and I'm not sure why we have the roads going going left one way and you go further down past the Coca-Cola Bottling plant then it veers off to a different route and I'm like I don't even want to travel that road cuz I'm not sure of the design of who M uh constructed that and I feel that that the sidewalk area is a waste of space meaning that you need a sidewalk for walks and bicycles all that that that length of that sidewalk could be condensed for car space and so that's um I was trying to get somebody to give me some clarification on that thank you okay um if I made M Miss neita ma'am couple of things real quick um the first thing is um Clear Lake is a State Road A Major Impact because of the widening of the sidewalks ma'am is to slow the vehicles down because of the fatalities on Clear Lake or at Clear Lake um also this is the construction of f dot um and like I alluded to um and let me make sure that is that correct Mrs Morgan ma'am Clear Lake yes that's correct and the reason for the wide sidewalk is that it's a shared path so it is so bicycles and uh tricycles and pedestrians can all use it joggers and also the the um the streets have been um condensed yes um uh so that it for traffic calming reasons right so we slowing it down ma'am because of fatalities I I know and it's rough right about now um I've seen the impact on one gentleman driving his vehicle on on the median strip and yes you're right he should or they should be careful because you're right it's congested right about now but once it's paved once infrastructure has been applied and and there's a couple of school zones that run through Clear Lake 2 as well we want to be be conscientious of that too as well ma'am STS and buff stops too as well so so so just be patient I got War more individual councilman GS would like to share something with you and then we'll bring it back to council uh it's a great question because everybody on social media asking the same question I get I get 37 calls a day about it and so um I've sent emails as well to Miss Morgan asking questions so we all want to know but but um it's always going to look like this in the middle of the process so once the process is finished I believe it's going to be a better understanding right now it's just all over the place right and so but they're not there you know I got confused maybe a couple months ago too right on where to go how to drive I don't know which way to go right so so you're you're not alone on that so I'm just letting you know it it at the end of the day it should help posting security to ensure completion of public improvements prior to the final plat approval amending processes procedures for site plans process excuse me process concurrently with plat application eliminating uh specific procedures related to flag Lots changing staff designation and providing for the repeal of Prior and consistent ordinances and resolutions also this has been an existing and since 1963 pnz approved this May 1st 2024 um esar Ike ma'am will explain it to you so you can have it simplified and comprehended easily esar Ike thank you mayor I'll I'll read the title and then I'll give a a short short summary um this is ordinance number 0622 an ordinance of the city council of the city of Coco bravard County Florida amend chapter 18 subdivisions of the code of the city of Coco to create a new article 7 lot splits and boundary line adjustments and to make certain other amendments to chapter 18 of the code AS may be necessary to effectuate the new article 7 providing for amendments to the city's subdivision application requirements and processing procedures for both preliminary and final plats altering the requirements for posting security to ensure completion of public improvements prior to final plot approval amending the processing procedures for site plans processed concurrently with plaid applications and requiring approval of the city council on such site plans eliminating specific procedures for the creation of flag Lots within the city of Coco change changing references to the community development director to the city manager or DES in the code related to subdivision and site plan application processing providing for the repeal of Prior inconsistent ordinances and resolutions incorporation into into the code severability and an effective date um as the mayor stated um the city subdivision code has actually not been updated since um 1963 and so this is a rather extensive update of the city subdivision ordinance um I'm just going to highlight a couple of the changes so um we with this proposed ordinance we would the city would require a subdivision or plot approval only when dividing land into three or more Lots so dividing one parcel into three or more lots and that's consistent with state law currently the city code requires it for two or more Lots which is more difficult than what state law requires um we would be then uh creating a more efficient and quick uh lot split process um which would involve approval uh by the city council at only one public hearing for a lot split which is dividing one parcel of land into not more than two uh resulting Parcels um this process would be mandatory if you were going to want to split a a parcel into two um going forward um and that would allow the city to review those um those lot spits and ensure that the resulting Lots conform with City zoning ordinances and things of that nature um the we are uh creating uh also an administrative boundary line adjustment process so if uh two lot owners wanted to adjust the boundary between their their Parcels they could do that administratively um with the planning and zoning department and get approval for that um again that gives the city an opportunity to make sure resulting Lots meet city code requirements before that change happens um we have updated the city's subdivision application criteria for both preliminary and final plats um for example requiring title work to be submitted with with um both applications and um we have actually we've provided specific public notice requirements for preliminary and final plat hearings we have uh changed the proposed to change the security that is required to obtain a fin plat approval um where the developer has not substantially completed the public improvements that or the infrastructure that is associated with the subdivision um So currently if that were to happen the the developer would need to submit a performance bond to ensure that um if something were to happen the developer is not able to complete the the development that there's aity that the city can uh call on to come in and complete those improvements what we've proposed here is that in if uh if the the developer is not a has not completed or substantially completed the uh public improvements prior to final plat approval they would submit a letter of credit instead of a um of a bond which means that the city would not have to uh go through assurity to get those things completed um we also have provided for an advisory to be placed on plats where the public and private improvements so that would include if if the subdivision was going to have for example private roads or private uh storm water facilities if they haven't completed those by the time of of final plat approval there will be an advisory placed on the plat letting people who purchase Lots know that those those um improvements have not been completed at the the time of final plat approval we have also added um that city the city council will now be the body that approves site plans where they travel along with um the with a with a plat So currently the Planning and Zoning Board is the final approval body for a um for site plans but the city council has to approve preliminary plats and so there's kind of this strange situation where there's already been an approval and then you're asked to approve that so and what we've decided to or suggest is that this all works together and city council will will uh review both the site plan and the preliminary plat at the same time and pnz will provide a recommendation so that's really the um the highlights of the changes and I'm happy to answer any questions uh that you might have do we have any questions for Esquire Ike okay seeing none sure let me want to say that I see a need and I try to improve that situation I have been active initially when I came to Bard County with um the North Coco civic league where we were instrumental in getting the butler Center built in that area through the cdbg board um I'm also a part of the cdb board as well um I work with Dolores mlin with the p organization also with the alliance for neighborhood restoration I also work uh with Matthew hope uh assisting the homeless as well like I say I see a need I look for a solution I attend various activities that the city of Coco has held I'm active member in my church as well I wear many hats Administrative Assistant Treasurer praise team and Usher as well like I said I wear many hats but I think I would be great for the position because I'm always looking to improve not only my situation but the situation of those people who I live among as well thank you thank you very much M fox this is with thepoon ma'am would you come to the podium I I don't see Mrs Angela Smith I don't think she's here Mrs Witherspoon would you come to the podium yes thank you good evening Council so first I wanted to say um thank you for the opportunity for to apply for um The Diamond Square CRA board um I've been a resident of Coco since oh I supposed to say my address huh you don't have to okay um I've been a resident of Coco since uh July of oh almost a year July 2023 um been a resident of bbar County for the last five years I'm active in the community as a member of Zeta Beta sorority Incorporated and Coco is my home I moved here after I sold my home after I retired and I plan on staying here so I am a very solution based individual and I would like to utilize my um the last 25 years of military experience in um leadership facilitation problem solving to be able to add to and continue the work that's being done by the council and the citizens here at CoCo I'm a a team player easy to work with a quick learner and I think that I would be an asset to the board by being able to give a um um fresh perspective and a new set of eyes since I am a new resident here miss it okay I I have a question for Mrs nman please what is the criteria to become a member of the diamond square board they are a resident of Coco you have to live in the city limits of Coco yes or operate a business within the city limits or operate a business within and the criteria you must be within a year at least your business is there a timeline on this six months six months I will make a year July 2023 will be a year I've been here six months okay well you I mean 2024 you also remember there is a uh County Commission appointed slot or District Two commission appointed slot where that person does not have to live in the city of C so so just just want to make sure make sure we're aware of that so have to live in the city of Coco um this one is set up a little differently than the other other that's Larry Brown well agency yeah Diamond square board member Larry Brown is that correct um Madame President correct yes ma'am would you like to expound on anything Madame President would you come to the podium St your name please and then uh entertain your light uh councilman go good good evening um Tracy Moore um chairman of the diamond Square Redevelopment uh agency uh it's exciting to see uh three people that want to be on the board it is has been uh throughout the years um kind of taxing to uh actually get um people who are interested in being um citizen change makers so uh it is great to see the two that are here to tonight um it is a lot of hard work um I don't want anyone to think that um it's just sitting on a Podium and and not uh reading what we need to be doing following the plan and um we're right now in the middle of um getting a new plan developed uh with some major changes that we want to do in the diamond Square community so uh I would say uh come with your sleeves rolled up because it is going to take that uh to get us to the next uh level of being on the diamond square board I've enjoyed it uh the times that um I've spent on the board and I'm looking forward to the new members uh who are interested in being on the board as well thank you very much um okay councilman thank you very much Madam chair Council MCG go ahead sir um so to this is my thought um to keep it consistent um kind of the process what we did with District three um we all ranked each uh individual and we know there's three people for two slots and um you know I know I don't want anybody to feel slighted uh any kind of way because we're fortunate just to have people interested into um uh to be on the board to volunteer uh cuz they don't have to do this and I definitely don't want anyone to uh to feel like they're being left out or overlooked because there is going to be one person that would not be on um the board so if the board I me the council um will consider us doing and I think that might help us out down the road as well um set a president on how we select individuals if we have uh more people than the positions that are open um because I think the last you know four or five years it has not really been consistent um on that and so because we just went through this process with D3 um I think it may be a good idea to kind of go with that same uh process what we do one two three um one and two would be the two people that you would like to see on the board and pretty much I guess it'll be the lowest number um would be the lowest number for the two would be the selection just in my opinion that that'll keep um you know a lot of unnecessary drama down I just say that okay yeah Mr Mayor keep in mind that one position is a one-year term and the other position is a two-year term okay one expires in um January 25 and one expires January 26 so do we need to number those seats is there a particular number that there seat numberers seat number one and seat number two so seat one and seat one is one year seat two is two that is correct corre I got to P so seat one is one year two is two year yes sirat one is one year yep seat one is one year seat two is two two years okay man Council um isn't it also true that even though they expired they have the opportunity to have a renewal at that time at least for thats it's for two terms two two terms two just want to make sure you are aware of that it's actually a two term okay thank you unless we change it now you know we so so to be clear two terms so it's two one-year terms and two and it's it's one it's yeah seat one is a one-ear term and they have the potential to serve two terms which would be one year each so that's two years well when you say the potential is it automatic renewal of the term or is it is it they can serve up to the maximum of two term Max of two terms okay so that's a little different then so they can serve up to a maximum of two but we'll hit that issue you uh in a few seconds there after you guys dispense with this item okay what do we give our paperwork to to you Mr city manager Mrs N pass okay is it yes the is the person who earns the least amount of points get a specific one meaning do they automatically qualify as the two-year term or do they qualify for the one-year term well one has a one year term the other one has a two years remain on that one maybe we can maybe we can go back to that once we select the two you want to just okay I got my who M who gets it Mr city manager you do yeah the the uh yeah I'll get it and then you guys will decide if the lowest vote get her or the highest ranked person gets the two-year term versus the one-year term okay and even though Mrs Smith is not present I mean still keep an account I think it resume there I have question go ahead sir for the applicants I'm just fold it over is there the one question I have for the applicants is there any applicant who in their willingness to serve would be we have vacancies on planning and zoning and our code enforcement board so where there are three very strong applicants right who please serve uh and thank you yeah I'm just wondering if there's anybody saying hey this is my chance to serve but I would gladly also apply to either code enforcement or plan and Zoning code enforcement has one regular member vacancy Planning and Zoning has three vacancies both are critical to the city's success so I just didn't know if there were any applicants who would be open to saying yeah no problem you know put put my name in and that way we could guarantee or potentially guarantee three people who have a willingness that was my only question to the applicants yeah they have out a different app though whatever that is true yeah they have to fill out a different app so so so Mr Mayor I don't know your handwritings I'm in P so I'm the only one in pen I think I think you should probably sign these two or at least initial them yes the name should be written this the name should be written so they need one that will be a one year okay do we need to vote on it or can we just publicly vote on it the way it was voted the way we interpreted it on yall sheets was U Miss Fox would be the one-ear term um Mayor before you leave that let let us uh address um some rumors that have been out in the community with regards to uh this selection process sir and the um Coco Village CRA selection process um so this was an open these were two open seats and there was uh a call for applicants by the city now we're not consistent in how we do that where we place the ads how uh long we leave the ads out there and so so that's part of the problem but there is there was a rumor out there that we were not putting forward or at least I was not putting forward the uh Coco Village cra uh appointment um because of who the individual was or for some other reason and for me it was a it was a matter of council policy and fairness and equity and so whereas you you solicited applications or applicant for this open slot for the open slot that has an incumbent in it in the Coco Village Sy uh we just simply asked that that incumbent if they wanted to serve another term and we did not put that out there for to the general public for um applications um and so I don't think that that's your policy I don't think that that's fair I don't think that is promoting open and honest uh competition and so what I what I do know is is that we have a process that doesn't doesn't uh flow the same uh on each vacancy that occurs and so what uh Mr janii and uh uh Mrs Jamani and M arau is working on uh along as myself is a process and the in the city attorney's office that actually an internal process your policy that says each and every time when vacancies come up this is how we're going to process through them and so we've sort of given you this flowchart I think I think um uh Tam is going to put it on the on the uh overhead for the public to see sort of do that by way of example so that we're consistent every time we still need to address things like and we'll bring this policy back to you at the next meeting whether Uh current staff can serve on advisory boards whether uh uh advisory Bo Advisory board members can serve on one more than one Advisory Board because there are some conflicts in place and then just how we how we post the advertisement we know we have a lot of communication out there we have our website we have our Facebook page we have YouTube we have the electronic uh Coco FYI we have the printed Coco FYI and then there's also maybe you want to go to the extent of actually doing an ad for for certain a newspaper ad for certain vacancies there and so again uh as we talk about this this was not about anyone individual this was making sure that we're consistent in how we how you all uh uh ask for and review uh applicants for vacant board positions and so I'll let Mrs Jamani walk you through again a giraff process that we'll bring back to you um next next council meeting yes we're going to work with the city attorney's office on writing an actual procedure um right now as Mr um Whitten said there is a written procedure um so this new process um what we're proposing is to um 90 days prior to the expiration date of the vacancy begin the advertisement of um to to get qualified applicants and that'll um application period will be put out for a period of 30 days or a month and I gave an example in the um on the slide um and so you're pretty much working backwards so if if we know we're going to have a vacancy in June um then we would work backwards and start advertising you know almost like an employment advertisement but you know this will be for a volunteer position and um and we'll do that by advertising um inviting the current board members and alternates to apply and also um putting it out for an advertisement for members of the public to apply um we're we have the newsletter which is electronic and social media electronic and we also do printed newsletters into um quarterly on FYI so we'll work with Samantha on what that looks like um so this is just a kind of hypothetical right now so we're going to um put it into a a process and bring it back to city council and so ultimately uh 90 days prior to the expiration of any vacancy see it is out there I think we even talked about uh a page on the on the uh city's web page that actually list all of the uh the board of um vacancies we have that now but we're implementing new software and this is another reason why this came up Monica and I have been demoing um different um software programs and a new program that we're looking to um Implement is a board application process and other um cities have it and it it's just a more formal process and it helps administer the board appointments because right now they're tracked manually in a Word document or Excel sheet as far as when members are going to expire and it's it's really a manual process that we're trying to streamline in the clerk's office as well so this new software will not only have a public facing portal where people can apply formally online but it also allows the city clerk's office to tr those applicants and um have kind of a workflow process when we get them and so ultimately that first meeting before the end of the month and I don't I don't I think Tammy you said this I don't want to put words in your mind I think that most of the vacancies if not all of the vacancies expire at the end of a month and so that first meeting of the month is where you all will be considering the reappointment or the appointment so that you have plenty of time time there's plenty of time for them to make the meeting and then we'll work out we'll bring back to you recommendations on whether or not current staff should should sit on advisory boards um whether or not members should actually be allowed to sit on more than one Advisory Board and so um again um and so I literally held up the the uh Coco Village appointment because again there was no competition there not not that um um you all have any issues with who's on that board or or the reappointment it's just that I think it's your policy to encourage competition wherever you can and so that that didn't happen uh in this current process now if you don't want to go two meetings with a vacant seat on the Coco Village CRA we can certainly do an advertisement and reschedule that meeting until after um maybe your June meeting so that you can consider for some period of time you can open up the application process and then you can go into the CRA meeting with a uh with a full board but but again that was that was uh delayed just simply for purposes of I didn't think it was of the council's um desire to Simply ask the incumbent if you want to um continue to serve and that precludes any other competition Council M Go sir and and councilman baring yeah uh two things um I know uh right now when there is um a current board member um that is um their term is about to expire we sent out letters to them either acknowledging that it's about to expire and then you know you do you want to you know be oppon it and so I don't think that process need to go anywhere maybe with that 90day we do that same that notice so that that stay the same they would get the notice too the general public would get the notice they would get the notice um okay they're they're always ask the question and then and again the goal is a consistent process each and every time okay and and also since we're already talking about this process um the process of selection um kind of like what we just did is not a written thing what we just did but I think it should be uh some sort of a written policy where hey this is so we already know ahead of time we don't have to cuz I've been a part of some selections that went 45 minutes um I want to select this it got really it just took too long we'll put that the ranking procedure in the in the draft okay okay uh uh councilman baringer sir like and for the division of two questions I think so or from policy so definitely supportive of member coins from adding the procedure of how do we get there uh so that kind of ranked order fully supportive of that uh the second is just as as an individual council member um I I am not a fan of the auto renewal to appointment um I have yet I don't think that I've ever not renewed somebody to a board uh but I think that it becomes critical because there there can be a position from a board where it almost becomes there's a level of experience that it adds value which is fantastic but there can almost to to a point to where it's honorary in Li of work and that I think is a is a decision that Council should address each time because in absence of the work and only for honorary State you you have a question of what is it that you're trying to effectively do as a council and sometimes there's a balance of both so the the from policy uh that not not a fan of the auto renewal and always bringing back to counil yeah and we did a few years ago um I don't remember the process but we changed and we added term limits to the process or the the board appointments after two terms and I don't um you know but that's in a separate um this process or procedure wellon don't won't touch on that this is just the process of how we advertise and um make the selection so the actual term um appointments or the max of it was actually changed in I think it was in city code um few years ago and and so I don't I don't need an action because we're going to bring all of this back to you you you do have in your rul of procedure it talks about a nominating process so we'll have to work with the the city attorney's office to to uh to uh revise that also if you if it's your desire to to do a ranking each and every time um and then the only other thing is is that on the Coco c um and talking with uh members of the public and business uh uh owners there is this um this uh practice uh uh perhaps protocol of at least one of those two non counil slots being a uh a Coco Village uh Merchant and so um we'll we'll bring that back to you for your consideration also okay we have one more question sir I think just from from policy directive if there was uh you know speaking of terms or something and so on I would very much much welcome concurrent to whatever policy Council has so if it's good for Council it's good for any other board and vice versa so again that's just in council member so thank you okay anything else anything else for the betterment okay let's proceed on to item number 8-1 approved resolution 20 24- 042 amending and restating the duties and the responsibilities of the Coco police community relations uh Advisory Board in support of recent changes in state law 24-29 No Authority with the investigation but it's better when it comes from esquire's Ike vocal cords the floor is yours ma'am yes mayor um in March of this year the Florida legislature um amended Section 1 12.5 33 of the Florida Statutes to preempt cities from enacting any ordinances um relating to the receipt processing or investigation um of complaints of misconduct by law enforcement or correctional officers um and regarding civilian oversight of law enforcement agencies investigations of complaints of misconduct by law enforcement officers um currently the C police community relations Advisory Board does not have the authority to do either of those things um however we recommended uh amending the resolution to explicitly state that to ensure that uh we are compliant with the new state law do we have any questions for esar Ike saying none chair would just like to see if anyone in the audience would like to expound on this particular item resolution 2024 D 042 Council M your light is on Sir go ahead sir okay okay sir going once going twice Cher to close it to the public and return it to council councilman Go sir um well just more more of a statement too well I don't I didn't agree um with the governor even doing this number one um because I think no matter the agency it should be accountability and I think what happened was it was um they viewed it as a bashing of officers where our board did not ever do anything of that of that nature and so um I understand why they did it um probably a lot of pressure for sure um but our board that we had EST Travers didn't do investigations they were giving files um to make re recommendation not to fire somebody it was the recommendation of hey you know um let the citizens know what happened to Johnny Smith who um might have got um reprimanded for whatever they did wrong and know so it was more of a communication between citizens um and for the first time a real conversation and did we have great participation no uh but do I also feel that uh did we do a good job overall with advertising that maybe not so much um did our board show up every meeting no they didn't either right so it was a lot of issues inside of our this board regardless um but I just want to make that statement on record just I I did not agree um with the way that the state uh came down on these particular styles of uh of boards but uh I'm just a council member and I can't do anything about it so U but all I could do is talk but I know we don't have a choice in this in this matter anyway um there's nothing we can do um but but because it doesn't have teeth gu my question to the council um do we keep it right um and the chief maybe can speak to this or or or or city manager as well Chief go okay go ahead yeah and so and so and Kristen make sure I'm I'm so the board Court still is going to function the same way it always has functioned so nothing changes for us because they were never charged with reviewing the disciplinary and having any effect on that and so it was a reporting tool it still is a reporting tool so we're we're largely unchanged we're just making it Crystal Clear what uh What uh duties and responsibilities that you don't have per state law so so we're status quo in terms of uh of uh how our how our Advisory Board functions obviously hoping to get um more meetings hoping to get the quorums that we need there but but we'll present the information the same and follow the same form and format yeah I just just my my last one was statement was um I think when you choose to be on the board you have you you you have to show up but I think some of the board members also um it became more of a formality because it's no teeth and so you know you have this conversation with this thick uh novel on what happened with this situation but it was more you know what it was it was more just a formality of just going through it because again citizens were not showing up to it um and and so I think some people lost uh lost steam you know it was hot at the beginning but but then after after a while it kind of so just kind of let whoever may have never been to those meetings but it started out pretty good but you know just so do we need to make a motion on this as well um yes but I have a council M okay two two I just was trying to gain further understanding of as far as The Advisory Board the items that come before the uh the board aren't these I want to say cases or blanks they're closed out already so there's no investigative at least our board wasn't performing invest investigations yeah the the the investigation is already done okay the the police department has already looked through I think IIA and several other individuals I don't want to speak for you sir but you can explain it if you want to yes so basically with the board so it's completed investigations that they'll get and whether was a citizen complaint or internal Affairs investigation um they'll get a packet of how we got the complaint who the complaint was and anything that we have to redact out we'll do that but then it'll it'll say who the officer that was involved and what the outcome was and so that's just a great opportunity to be transparent you know with the citizen can see that you know when they do make complaints or whatever that we are taking a look at them um so the board in itself just kind of review those and and they just talk about the fact that we just we took action on it that's pretty much it so they can't and which they never have saying well Chief we don't like the fact that you only did this to this officer you should go do that and so that's what this law ensures which that never happened here correct but the law ensures that that does not happen anywhere gotta and and I I only asked that question for those who may be listening uh so basically this law won't affect what we do as Advisory Board uh or anything that we have done as a board so um that was just for those that may be listening and don't understand that's correct so thank you for that Chief and and the the and since we're talking about board appointments and the process the board members on this board are appointed by each council member and the cycle runs on their election period so they expire um or are renewed when um the Council seat is renewed with the election process so they they expire say it's almost staggered I guess so November uh we would each council member um would appoint a new member at that time so and we put um in the bottom of the agenda item we added information on the Quorum issues because it is a lot of Staff time to put those packets together um to have a board meeting and and then when the members don't show up or um you know there's no meeting um it's just a lot of information that was put together for you know that doesn't get to get presented so okay anyone else if not chair entertains a motion what are the wishes of councel motion approve we have a motion on the floor by Council M second by Deputy Mayor Hearn CH gonna call the question all in favor by saying I eyes have it unanimously I do have one one thing on this same item though so hey look uh Chief we haven't had a meeting since March of 2023 okay and so that sounds about right I guess just just more of a recommendation right even though the board don't have teeth for what we what people may thought it was going to be we may could spin this thing into more of a Citizen Police conversation at and maybe don't do it here take it into the community because that's the same thing happened with diamond square if you come to Diamond square board meetings we have one or two people and and it's consensually one and two and so but when we move it to Jolie Smith Center you go from two people to 40 and so just just more a idea um to to maybe to increase the numbers that may be something just I'm just I'm just I just seen what happened with diamond Square that's all right so just in the way that the board is structured here it's it's good and so we we try to schedule around a lot of the board members because we'll send out emails to say okay here's the date as a reminder can you make these dates and so we get a fluctuation of can whether they can make it or not then we'll adjust that time but it just seem more and more and more is getting pushed back but the board serves a couple of other purposes where the board is also an ear to the community of concerns they may have that should be brought up in The Advisory board meeting advising the police department of what we may need to do to bridge those gaps to make things better so that's another component of the board that that we don't typically get that that component we us just get the component of let me rev go see do better by putting that on the agenda and and we will uh put the meetings on Wheels so to speak uh so we'll we'll take the meetings to the community because we can we can probably access uh EFC uh we can do Dr Jolie Smith and we can we can sort of pick different spots in the community where we can we can have Acres drainage Improvement that's your District number two project approve the project construction contingency resolution adding 1.43 438,000 to the existence of contingency of 547 ,12 for a new Total construction contingency for 1,9 185,186 215 to the existing contingency of 26,28543 cency of 42,500 authorize the city manager to approve and issue changes orders to not exceed 2, 27,600 two for both construction and construction engineering Inspection Services related to the project the new construction contingency in the amount sues agenda item number 23- 458 approved by Council on October the 10th 2023 the new CI contingency amount supersedes agenda 22-1 148 approved by Council on March 28 2022 okay Public Works director do we have any questions this is a no-brainer do we have talked to him about that already and so but where jerk flavors is that's a different conversation yes because people are coming for lunch and it's random people and so I don't know I don't know what we can do as a city they're not saying anything about monetary but but but what can we do as a city I guess this more of a council thing um to post a route to get to the location I don't I don't know what that is but I'm I'm just I'm all I know is there is a business that's there that's suffering based on a project that we approve yeah and it and it and it's going to be it's a legis iCal uh phasing up project there and so we need to go back and look at um I forget what's closed when when roads various roads are closed it's School Street and Fisk and that's going to be closed until mid June school and FIS and so all of all of school heading that intersection the intersection that intersection so why can't they get well we we'll we'll we'll work work on it y yes um no still us okay Orlando this did pass this passed their meeting last night related to The Well sites water transmission line easements and Facilities owned or granted to the city of Coco which are located within the proposal and future jurisdictions limits of the city of Orlando this is a eight points agreement if you go to page two and three you will see it for yourself you see the eight points I'm not even going to go into the eight points I'll leave that up to Mr Walsh but also see if as squar Ike would like to expound on this just a little bit ma'am or you good um I'll just say that our office worked with the utilities department to ensure that in this annexation agreement we have secured um protections for the wells um the city's Wells and um and we work closely with the department so that's all I'll say okay Mr Walsh do you have any comments saying sir no sir I don't okay saying n chair is going to make this motion to approve the annexation agreement with the city of Orlando and I'm looking application of $49 million for the Consolidated rail infrastructure and safety Improvement Grant offered by the federal ra Administration f for the construction of Coco malti modal station all roads lead through Coco authorized city manager to sign any documents related to the Grant application Mr city manager no branding ladies and gentlemen yes sir thank you Mr Mayor and so we we we've been working on a whole lot with regards to the bright line Coco station and realizing that we're moving so fast ask that we're we we sometimes don't have an ability to ask you all for advanced approval of things and so this is this is a a ratification of the grant the Federal grant that we're working on that is due by May 28th and so we're working on that with uh the consultant we're working on that with uh bright line uh we're working on that with uh TPO um and as well we have uh um Congressman posies sponsoring an earmark um are in a federal appropriation I forget what term they're using now of a of a four million for this and so so we got those uh balls in the air this is again just a ratification of the work that we've been working on and and uh steaming towards filling out uh that application and submitting that by May 28th the city will be the um the applicant um and so that's big you know it's a $49 million Grant and so we got a lot of we got a lot of uh logistical um items we have to work on when we get the grant but but again the city needs to be in the first chair in terms of the application okay do we have any questions for the city manager yes sir where are the council now we will go to reports uh Triple G come to the podium hey y'all been a while welcome back welcome back uh okay so I'm here tonight uh representing uh the uh the city as the Space Coast TPO citizens adviser uh so we had a meeting uh last week and I figured I'd just give you my perspectives on it uh uh when in doubt ask Abby that's right Amen brother say it again man say it again she's the professor all you will Abigail okay okay okay all right so uh a couple of things uh uh under study uh uh Dixon bulevard complete streets analysis so this is a study uh kind of like what they're doing uh on Clear Lake Road uh it is currently ranked sixth amongst the studies uh it was pointed out uh by one of the other uh uh committee members that it did not include the Dixon Railroad Crossing which uh oh by the way is included in the uh the Chrissy Grant uh for the uh uh uh nine Crossings between State Route 528 and the Indian River County Line that they're looking at making safety improvements to uh the other uh comment was that it didn't include the intersection at Clear Lake and Dixon but of course that's already being addressed on the Clear Lake Project uh and the uh uh uh there was another comment about the cost of this project uh a potential project uh and some of that cost they were saying was due to the additional public engagement that they're they're uh adding in uh uh partially because of the large Spanish speaking only population and uh many do not have internet access so they're really trying to reach out into the community uh especially if you've been reading the flame Wars that have been going on over on Clear Lake uh uh the the uh I mentioned the rail Crossing safety Improvement Grant about the nine locations that's slated for design in the 2025 uh I won't say anything about quiet zones on that yet uh projects reg regionally regionally significant projects of course uh the Clear Lake widening from Michigan to Industry that design is being updated if not already updated and uh that was ranked number five uh the RightWay acquisition is tenative 2026 uh the 524 widening uh that is ranked number six uh it is slated for design in 2025 and I know you all up there are pushing real hard for that uh you know Crossing 524 rush hours almost like trying to come over the bridge now uh uh studies uh uh there's a uh uh uh it's an unfunded uh but planning for 2025 a Fisk Road complete streets project we see what those are like those are nice uh 520 to Rosa L Jones just that little short distance in there uh and then of of course uh you know uh uh like Mr Whitten had mentioned you know the Intermodal Station is is is moving fast I think they're moving faster than the 125 miles an hour to the airport uh but uh uh that Intermodal study is still in progress uh and also a minor technicality is you know they have to add that to the lrtp aspo has to add that to the long range Transportation plan if it ain't in there you ain't getting money uh which by the way uh they they've set aside uh a whole bunch of money in for design in 2027 and for construction in 2028 so uh let's go take a ride on the reading if you will uh uh a minor note uh they will need to add four miles of double track right there north of Michigan uh so going under the beach line tunnel the one that they box jacked uh that is already designed for double tracking uh uh if I didn't know better I'd say all of themal ties still stacked up out there are for that project uh okay uh some Grant funded stuff uh that affects Coco of course uh the Space Coast Area Transit transfer center right down here on VAR uh design 2025 construction 2027 but don't take it from me check with uh and then uh some fully funded projects obviously we've got the 520 US1 project going on right now and uh this is one that kind of caught me by surprised I remember Bryant talking about this one uh FY 2026 uh Michigan Avenue Trail so uh I think he was talking about that was going to be like sidewalks on the north side of Michigan between Clear Lake and us one so that's kind of you know that's kind of interesting uh a couple uh one last thing one last thing uhad brother you went over you three minutes go ahead man go ahead bro okay all right uh so have own CL uh it may not be in the city of Coco but just north of us fot just l a contract for a new traffic light on US1 at sidco road sidco which is just is it just north of the beach line uh right by bob cat of space Co there the one that takes you back into sidco yeah so uh I imagine we'll be seeing that traffic light pop up here in another couple of years oh anyway uh you know uh guys good to see you again all right thank you Triple G welcome back brother welcome back man glad to have you back sir all right see the manager up sir yes sir just uh just to expound on a couple of things that um um Greg mentioned there the the rail Crossing safety Improvement Grant we're actually bringing that to you either at the next meeting or uh or the uh the June meeting there fortunately we only have one Crossing in the city that we need to be concerned about that is a 2080 split what's the split on that that's a 2080 split so it's a 2080 City having to come up with 20 um and then 80 from the grant that is I forget the road Abby tell me West Highland Drive so it's the west highland that leads into to BR so that's that's the only only one that we'll need to address uh in terms of the four four quadrant four quadrants there so um so we'll we'll bring that back to you guys at the next meeting or the or the meeting after that uh quiet zones um you know ultimately when we when we bring that back for a discussion it's going to be my recommendation that we have no quiet zones for some some period of time because I think people need to hear the train for for some period of time um y um and then I remind you all that you all are instrumental in the fact that the design of 524 from um from um I95 I think that'll be to uh industry is a is a going to happen in 2025 because remember we put uh some impact fees on the table together with TPO funding to actually advance that uh that project um the Clear Lake to Michigan uh sidewalk Trails those will be the big sidewalks again um um and and and and so and so that is that is from Clear Lake not not really starting atar Lake right it starts somewhere it starts from the from Clear Lake to us one so us one and I don't want to give away any strategies there's a there's a parcel that we need to actually complete that uh that uh that Loop that's supposed to be a part of the trail coast to coast is it Coast to Coast Trail East Coast uh Greenway yeah East Coast Greenway so we are we are missing one parcel with regards to that um councilman going mentioned um when we were talking about um the parcel on uh 301 South or North South South South Coco Boulevard um and the postponement of that we are entering into the visioning project for um for that that intersection remember there's a visioning project that's going on in conjunction with her in addition to the C plan updates and I think we do have a meeting date for that councilman going we will actually have that visioning project community meeting right after the uh Diamond Square CRA it'll be June 17th at the uh Dr Jolie Smith Center so so we're actually taking that in the community and so remember there there a couple of things going on there there's there's the visioning for the corridor uh there's the update of the diamond Square um CRA and then there are the historical issues I'll call them um and so and so we're g we're going to do that um concurrently um again bright line is is a it's probably a meeting every hour on the hour yes um um and so we're we're working hard on that um appreciate Mr stall and and other community members being at the uh last Tuesday's Board of county commissioner meeting I think it does make a difference and so there we were successful you all were successful in getting the council to approve an allocation of 5 million dollar from the tourist development tax again what you've allocated in terms of of the five from the city of Coco gets you 20 from the feds and then that five from the tourist development tax would get you 20 from the feds that's 40 and then the uh the federal um ear Mark or Appropriations request is for $4 million so 44 so we're we're we're slowly trying to work our way to the $75 million um um project price tag included in that is the five miles of uh double tracking so that's a part of of the Grant application um and and in addition to Congressman posy um presenting that Federal Appropriations request is also presenting a $2.5 million Appropriations request for uh the the old Dr Jolie Smith Community Center and so I don't know that made you all aware of that but that's a very good initiative remember we were trying to do health clinic and montau school Concept in a in a new rebuilt uh Dr Jolie Smith Community Center there and so so again uh those are two good items um coming your way we are working um again seeking forgiveness on this at some point in time we are working with the St John's river Water Management District for the properties that we own um adjacent to the bright line properties we have a conservation easement on about 25 uh acres and and the requests would be to let us transfer uh that transfer the uh the conservation easement to perhaps some other properties in the city so that we can explore the potential of uh uh developing those properties to make a nice mixed use Corridor for for the station again uh We've overused the term maybe not so uh um transformative I think that that that makes this a huge project in addition to the station um we are working on the Walmart Distribution Center land transfer I don't know that you all recall that when Walmart uh ink that deal with the city yes sir they were obligated to transfer to the city one acre of land and so we last year begin to press them on the where's our land um and so so we've identified land that's at the corner of their of their uh driveway uh just east of their driveway it's a One Acre Corner that we're going to use for uh public use most probably we'll use it if we need to have any ride of way or additional storm water capacity for the 524 widening project um I saw in um next door uh comments about what's happening to the building formerly known as uh Amazon the building still is Amazon it is being converted from a Last Mile facility to to a first mile facility they're well underway with that anticipating that they'll start hiring up soon and we'll have that open in August or uh uh between the August and October time frame the good thing about it becoming a first mile facility is that there are more direct employees as opposed to contractors there I think the numbers are somewhere in the tune of 360 something employees I don't don't quote me on that but it's a it's an extensive number of employees and so that's under way that was an administrative issuance of of the uh of the uh of the uh site plan Amendment and so they've been working on that for last three four four months Chief you they four months there so again just wanted to make the public aware that that's happening we will soon close uh um city attorney's office we'll close on the land uh on Orange Street in the uh in the heart of Coco and so that is a very small parcel that we intend on issuing an RFP for um affordable housing project there um um still on my list of things to do uh the 5 acre plot the uh RFP for um um for some sort of mixed use development on that we have meetings with um and this is the uh uh assistant City attorney Ike and myself and uh staff we have meetings starting tomorrow with the hotel uh uh applicants and then we have uh we have a meeting on Thursday with uh the framework group to talk about for 03 no 4:30 4:30 4:30 Bard so just trying to get those things moving there's a lot going on and I just wanted to to give you guys the update on everything all the balls in the air a lot of positive growth here in the great city of Coco then Robert if you could if you could bring uh visuals uh oh and so I don't know if you can make it bigger but miss Gibson and we'll put this on the website this is sort of B before and after and a description of the Clear Lake project and you can see there's some very nice things going on there they intersection improvements there sort of I forget what they call it um um Abbey where there intersections that are being um created sort of in the middle of spans to make it uh uh safer for for pedestrians to cause yes cross it's a feature they call chicing where they Meander the road is that what you mean yeah all of that actually sign oh yes the the rapid um rectangular rapid uh beacons yes yeah and so they're they're doing a lot of good things ultimately when that project gets done it's a safety as the mayor said and others it's a Safety project it's a traffic calming project and so that's where you need the wider sidewalks because again you're moving those folks who shouldn't be off on the road off the road and and they have the space to actually share um sidewalks you can see what they're doing in front of the college and then as Mr Mr uh Greg uh said they're doing stuff with traffic uh signalization and all of those things and so raise medians um in the m in some places in the road there and so it'll be a quality project once it gets done and we just have to suffer through the construction right now but we'll post this to our website so that people can see that and better understand what that project is um and then I think we have Chief lamb and does anybody else have a report oh yeah and uh Mr Walsh is going to update you on some very good things that are happening with uh federal grants and state grants and then what's yours the the sponsorships oh you go first oh tomorrow night at CoCo High we're presenting our sponsorships for this school year um the seniors um the fire and police Chiefs both selected a candidate will um be sponsoring them to theem um 6 pm tomorrow night at CoCo high in the auditorium and and so and so again we we some love we used to she used to ter sponsorships but if you don't know what that is by now this is our second year of sponsoring financially uh high school students Coco high school students in the fire academy do we have a police academy we have a police one too all right have a candidate we have a candidate so second year fire first year police they they both have contingency offers um to get accepted into theems yeah so so very very I mean one of the Legacy uh programs that you you all are responsible for again not only do we pay for them to be in the academy we give them a living stien as they're in the academy and a year later hopefully the two that are in the fire academy are very close to to being on the road and and uh 19 20 years old uh with a with a a a a very good career ahead of them and making what's the entry level Chief 46,000 46,000 for firefighter and so that's life that's lifechanging for uh um some individuals there and so so again that that you all should be extremely proud of of that initiative all [Applause] right um so I just wanted to let Council know at the last uh County Commission meeting they passed a burn band for countywide the kitchen brine drought index which is called the kbi uh the higher the number the worse the drought is right now bvar County as a whole is at 500 so um pretty dangerous out there pretty dry wet or dry conditions was hoping we get some rain but we haven't they will continue that burn band until the kdb reaches 450 so uh my suggestion or recommendation to council would be that you guys accept that burn band also uh because the city can certainly not go by that um and let people burn but I would strongly encourage that we stick with the County's burn band and uh discourage any open burning forestry has stopped all of its uh land clearing burning and all of that and issuing a burn permit so it's pretty dangerous right now so can you can you I mean Christian I don't know if there's something some language that we can present that gives you you the ability to your office to create that burn band and and and perhaps bring it back as a as a consent item or or informational item at the next meeting because I think you want to do that real time right yes sir uh we're we're basically in it now so and I think in years past what we've done with the count wide burn band when the the county has issued that the council has just said that we're following suit with the county uh and they uh recommendations of no burning open bur that done by resolution or so so is it just a resolution to mirror the burn band that's in place yes sir okay so so if you could give uh city attorney's office and and staff the authorization to create that resolution mirroring uh the burn band that's in place for the county Chief can you talk about your fire truck uh truck number 31 I need that approval sir oh all go ahead so make a motion is that yeah yeah consensus whatever the the motion is for the resolution to uh abide by The Bard County's burn ban uh and that we would subsequently implement it effective immediately immediately that advice yes uh although if this it's not going to come back the resolution is not going to come back so uh you would have to have public input on that item before okay anyone would would like to expound on this particular item pertaining to the resolution correct going once going twice CH like to close that portion to the public turn to the council we have a motion on the floor J and K funding and Dr Jolie Smith funding are still in the budget that went to the governor and Mr Walsh is gonna gonna give you um um he's gonna gonna tell you about or or give you information on I think you had an item in there tonight and then he's going to bring to you the federal portion of that so just talk about the good things that they're doing in terms of this military res resiliency Grant and I think he's been working hard on that and chief lamb was involved in that and maybe other staff members and they they immediately jumped on that and and we're we're reaping some really good benefits from that so go Mr wsh yes sir thank you yeah so the update obviously you can see uh there was an award announcement um and we didn't we got 135,000 the agenda item and consent was for 150 um but we got 135 so we'll take it we'll make the adjust ments um and so that's towards the pinita causeway Phase 2 and we've talked about pinita Causeway phase one a little bit it was a large multiple bores underneath the rivers to get our water line a third water line under to the beach side and we landed and the Very West End of Patrick Air Force Base and stopped because it was about $13 million that's about all we could afford at the time through the previous bond that we had just issued uh and we did that as you if you remember it was a joint project with us in the city of Melbourne they did a 16 in water line we did a 16-inch water line and we also shared the construction engineering inspection costs equally so it was a good joint effort joint project uh so this is the next phase um we again was thanks to Chief lamb alerting us to the the the grant that was available potentially work with East Central Florida Regional planning Council and so we ended up putting this package together where we were looking it originally started as a Federal grant but we were also looking for matches and then that's when East Central Florida kind of stepped up and said well we think there's other grants available so this one came actually through the Department of Commerce for military resiliency so we get the 135 represents the 10% because the Government Federal one will only go 90% so we don't have to put anything in which is a big kudos for us right it doesn't cost our citizens our rate payers any dollars to to do this design uh assuming both you know are awarded um and so the 135 covers the 10% in two weeks because I couldn't get the agenda on time and thank Monica's not here because I was pretty late on this last one getting all this information in because I wanted to get it in front of you all but we would much prefer of course to get your blessing for the city manager to sign the applications I know we've done it verbally so I think I'll ask again tonight Council to verbally allow Stockton to go ahead and submit the federal one because they're actually barking at me at the same way like hey get it give me the application as quickly as you can if I can get that in now there's a great chance that we can get that $1.2 million right now as fast as this other one will come so these are dollars that are basically were supposed to have really been awarded in the previous cycle but we're not so the money was remaining and with through these contacts they said hey if your project qualifies go ahead and submit it and we did and and so it's it's it's going right through so um so that's it so the the update is simply it's 135 instead of 150 in the consent which is is great U we'll take it and then the $1.2 million will come back in two weeks after the fact if you all consent to agree to allow Stockton at least for me tomorrow to submit the application and it it'll be some while but at least get it in and then we'll get to you the details on the 1.2 for next council meeting on the 28th sounds need a consensus or Mr Mayor also too um Jack's a little too humble when he talks about this project he and I both been kind of sitting on this committee and board since the regional planning Council brought it to us and if any of you have ever dealt with the federal government when they ask for something they want it right now but then when you give it to them right now they ask you for the same thing again 12 times after you've already sent it to them so Jack and his staff really jump through a lot of Hoops uh to get this Grant and the funding that we're getting for our citizens so you know when people say that we're not out there looking for Grants and stuff that partnership as you always say between Jack and utilities along with the regional planning council is paying dividends for our city right now so you know again Jack's pretty humble he would never say it but he and his staff jumped through a lot of Hoops to get us to where we're at today and we're going to continue to work with the um the planning Council along with this military resiliency Grant to squeeze as much money out of them as we can for projects that we have in the city [Applause] and they they are actually uh having to spend time over at the regional planning Council as part of some committee task force team and so they're they're spending real significant amounts of time doing that but the the the benefit is uh redundancy and and uh military resiliency and ultimately coming out on the other end with a one point to $1.3 million Grant we hope that Goodwill can continue because the big ass is going to be one the construction cuz that construction is going to be huge all right all right let's make it Happ so if we could just get permission for ah eyes every unanimously all right City go ahead sir I think that's it for us we'll be oh no no no no no no man we had to put some Sweat Equity in this bad boy come on man talk to me Chief lamb you had us back man all right so sorry City man we proudly took delivery of a brand new St and engine engine 31 that went into Service uh last week uh we did what's called a housing ceremony for it at Fire Station 1 which is where it will be stationed at uh long overdue piece of equipment to help us get our Fleet kind of back up into some running order but uh great turnout from our public it was really nice uh to see our EXC councilman's wife there uh Mr Tyler Fish's wife came out to help us push in the truck uh so as part of that ceremony one of the things that we do is uh you spray the truck down to symbolize back in the old days when the horses pulled the steam engines they always would spray the horses down and get any chemicals and stuff off of them and then to take care of their equipment because horses were very expensive much like the horses that are in the fire engines now they're very expensive um and then clean them up and then push them back in So we had towels made that uh memorialized the pushing in of that piece of equipment on that day so everyone was able to wipe down the truck and then the community helped us put that piece of equipment and service inside the firehouse so we're very grateful for that that unit is a a huge unit compared to what we got to help us carry more equipment to serve our public um and we're very excited about it that's a over $750,000 invest investment and once you put the tools and equipment on it it's $1.2 million so uh great investment into public safety and thank you to our community for believing in US yes sir and chief can you elaborate on the how we funded it you remember you mentioned some of those four letters so we recycled a lot of aluminum [Laughter] cans a lot of aluminum cans no that was another collaborative effort working with the city manager's office in use of our arpa funds from Co so all that came through arpa that helped us put put that piece of equipment in the house all right let's he for Opera thank you Chief great job all right s and so the last thing and I'll take advantage of this because uh councilman goens just asked me the question and I need Kristen's expertise and so um we have a we have I w't say a lot we have non-conforming lots right in the consent decree area and probably in Diamond square and we and she she's working on an initiative to actually address some of the setback issues which may hopefully keep your fingers crossed help with the non-conforming law issue there and so and so I know the one gentleman has been asking about that that is going to have to be via ordinance changes yes yeah so so we are we are working on that I think it'll make the situation a whole lot better where we do have those non-conforming lots okay time frame or somewhat of July um well any changes that we make in the consent decree area do have to be um reviewed by the southern legal council under the consent decree so they have to have 30 days additional notice before we do any public hearings on an ordinance so there is that built in um ideally so yeah ideally August July I would think a what about the on that are in di Square well yeah so that would not be in the consent decree area so um but they were they were kind of being worked on in the same same ordinance okay aren't you going to have your uh town hall meeting there when uh de uh councilman going sir when is Diamond Square going to meet again so for your town hall meeting I'm just asking 17th June 17th June 17th I think that'll be a good time to hit them up then and then to get the results from them okay is that it okay is that it Mr City yes sir uh can I ask a question to uh Mrs Morgan um the modification to provos park where are we currently because people are asking and the number parking I know they reached out to councilman go cuz I told him to call him that's his district thank you so the project uh completion date was supposed to be May 13th uh but they did request uh uh a Project Extension to um the end of May for um the uh construction of the parking lot that was added scope of work right all righty yeah Mr Mayor I apologize I'm glad you reminded me we we will be bringing back to you guys at the June meeting the parks discussion remember the requirements that are being placed on us by the uh by the county and so they gave us a deadline of July to actually address that issue and so we will be bringing that item back um I thought I mentioned we're working on the budget and so that's one of the many things that will will be affecting next year's budget okay thank you sir Council mgon um I I discussed this with the city manager already um we we're spending a lot of money at Jolie at not Jolie but at provos Park with the upgrades but one of the issues that we have we have this shiny car uh that we spent over 1.5 whatever $2 million doll whatever it might end up being but we have horrible bathrooms and um it is they're they're really bad um I talked to him about it and I know he going to bring it up in June but I wanted to let you guys know that it is is I got you it's going to it is an issue and so um I just think is just years and years of neglect for sure um but I'm pretty like I said in June you know that'll be a conversation again okay okay no problem anything else sir all right mayor yes ma'am M Morgan ma'am um the the completion date is May 28th but the substant the final completion is 30 days after that which would be June 28th thank you ma'am thank you for the point of clarification all righty Mr city manager we good sir so yes sir now we're just easing on down the road to see our illustrious industrious City attorney by the way uh uh Council uh Esquire Ike ma'am you look so much better than Anthony gargan just can I get an amen y'all no report thank you thank you very much escort Ike ma' okay my Deputy Mayor tells me he uh the clicker the clicker right here but I don't not for me okay um so a few things I want to come back to the uh sponsorship program I just want to say kudos to staff Chief uh both Chief uh for that you know when I got into the service the fire service I remember signing up for school there there's firefighters out there that are taking loans out not for the schooling or the the uh the classes but just for equipment just to rent equipment so by us being able to help out in all those stages of of getting started that's that's significant for someone that's getting into the uh that career field so I applaud staff and chief for making that happen for those students and those students are homegrown right here in the city of Coco so it's an investment in Coco so again thank you on that um I wanted to I know was made aware um Miss uh Morgan if you collaborate on the project that's taking place or the design phase is taking place off of panita and uh Dixon Boulevard for the crossing pedestrian Crossing are are you aware of that yes so the county uh we went into a a joint agreement with the county to make improvements at the intersection of pinita and Dixon um and they're taking the lead and they're starting the cons the design now corre it's currently in progress so that's that's something huge is going to take place in our district too is you know uh Crossing Dixon can be really scary um and we have a number of students that uh cross that intersection so that's big uh for the safety of our citizens um you know and I wanted to put it on you guys is mine it's something I'm going to be harping on um for the next few months um Dixon Boulevard we all know that's a County Road correct um it's not a city road uh but one thing I'm going to be uh pushing for is something not on the scope of Clear Lake but similar we're going to have to make some upgrades beautification to it um my vision is to see trees up and down uh Dixon Boulevard so that's something I'm gonna be pushing for in District Two I love that idea um so do I knew you would um that's right nice canopy up and down Dixon Boulevard um and something else I wanted to uh hopefully you know the council would give their blessings on this uh I brought it up a while ago uh starting some kind of campaign for all departments within the city uh maybe some kind of an email address or a phone number that all employees uh anybody has access to call and report if they see something if you see a buggy land in the middle of the road you know we shouldn't just ride by it because it's not that's not our job um so if if we can maybe bring something like that back for uh Council uh just a simple email address that somebody can you know check time to time and and see those issues if there's not anything already out there um in the aspect um probably we have it within our website we'll get you information okay and uh oh yeah uh back to provos park so I was out there I was checking out some of the uh the the new amenities out there especially the pickle ball uh Court looks beautiful um I'm hoping that we can possibly put together something with all departments and staff that's willing to come out maybe a grand opening there and see who wants to you know step out on the basketball court or the uh pickle ball court and and make it a good fun day to introduce the par to the community when it does open up so U if you guys are open to that maybe put something together yeah I CH Jack care for what you don't you come back no tell them Jack okay next will be from District number uh three uh councilman baring thank you sir yes sir yeah yeah so uh just a couple notes before I get to those uh first off at the County Commission meeting I wanted to extend a thanks uh to all of our County Commissioners because their input was valuable and that was a sincere uh note uh to commissioner pritchet commissioner steel commissioner Goodson thank you for your yes votes uh to commissioner toaya commissioner feltner uh I appreciate the concerns that were raised uh again it it makes it a better project as part of that Vote or discussion one of the uh I guess amendments to a motion or considerations that was brought by commissioner toaya uh was to reduce our cras uh reduce our CRA years uh at as a contingency of getting a yes to a right line uh so two things one was um the city manager was then uh kind of I think put in a spot to to just step up and you know provide whatever Direction he could but I think that that was Defence to council's decision uh and so one I think as a council just as one council member I have no desire to to reduce our CRA as standing uh but city manager if you need guidance on that I'm happy to do that but uh I I didn't have any desire to do that at that point but in good faith what I heard was councilman or commissioner toaya say what it would take to get him to a yes yeah so in turn this would be something I'd be willing to help out the county with what I heard the county say was that they have a significant issue uh or their firefighters brought to County Commission significant issues such that from a funding standpoint the firefighter said that they may have to Brown out a station due to lack of Staffing and really kind of the bleed out or whatever so the the get to yes on my end would be a consideration for reducing their financial obligations to where if commissioner toaya would like to or the commi County Commission would like to entertain the city of Coco taking over ambulance service within the city I would be glad to have that discussion so I just share that so if County Commission would like to entertain that I would be happy to take any phone call uh specific to you know the potential of growing our fire department the second would be that as part of that and that's with sincerity I you know I'm okay with you know we'll share the love so that's that's okay uh the second would be from a funding standpoint on 8.2 um tonight there was a half a million dollar uh you know that we wound up spending and I just want to share share that the the and and as we move forward about discussion about digging and laying pipes within the city uh with some projects that have been longstanding uh you know that was a half million bucks because ultimately when you start digging you don't always know exactly what's going to be underneath and that took a half million to get us there and it was well spent and I totally applaud uh our our staff's Direction and getting us there and and things like you got to change pipe sizes to meet new requirements and you know just whatever so I just want to use that as an example even though we plan to the best we can sometimes it's going to cost more than what we anticipated to the two and a half a million right so I just share that uh that being said when I think about our bmap discussion uh and that there is funding up and coming that is contingent of a governor sign off so there's appropriation uh but that won't hit until Midsummer something like that but I think as a policy there are some policy questions that we're going to have to answer as a council from a direction and my concern is whatever those policy questions might be related to how are we going to meet the bmap requirements you know not just J andk but beyond so the entirety of the Bap my concern is that we're going to hit summer figure out funding and then we're going to be CL closing in on a on a final budget cycle right and so I I also am Leary of taking our eye off the prize that's in front of us I think it was one of the best things about tonight was that we were able to get down to business and and and and get down to business and I think that we have to safeguard that uh while bringing concerns from the community but you know I whatever policy discussions need to take place my hope would be you know within the summer we we would have had those so I just you know as a so anyway uh I I look forward to that uh for um for Dr weather spoon uh this evening I want to say thank you uh in military speak I think it's something like it would behoove us to ask Dr wther spoon to consider uh applying for another uh board vacancy so I just want to extend that personally at least from D3 uh and say please consider I hope that you would consider that uh um additionally thank you all for the latitude by the way um Chief thank you to the officers who ultimately saved the child's life uh I think that that is an amazing uh opportunity uh it also takes physical prowess to do that so I'm glad that we were strong uh and taking a tour of the old police station uh I know that you have wait room in there and uh man there's a bench that would look great if it had like cocoa PD and it was you know kind of at least to the level of our uniforms we'll put it like that because we got pride and so uh you know I don't know what that looks like in the upcoming you know year or something like that but I share with you there's value in that so in the upcoming year I'm wondering how we might be able to help out PD with you know a weight room or something like that uh thank you all so uh coming back uh specifically on District 3 so first off thank you for giving the update on the uh uh the the 524 uh that is a huge huge huge big deal and then also thank you for the efforts of helping our partners at Walmart find a place for appropriately parking their trucks so they're a local business and they do a lot of good uh but making sure that they are parking in an appropriate space so they're not blocking up the you know 524 or causing exit so thank you City for for helping out with that as a as a partner uh and then the other part is on the left hand side you'll see that that is one of our uh bus station signs uh which kind of in the middle of the in between Walmart and Publix you know it's on the side you know where the mail post office is uh and it's out there and ultimately I don't know who's getting picked up out there uh but I know we got one at Publix we got one at Walmart and the the the consideration that I would ask is that from scat uh two things one is which ones are are being used the most right within our community and I'm wondering if we can get to two bus shelters two can we build a pad and they they they put it up right and so I I don't we've got more folks that use the bus we got a lot of folks that use the bus and on a rainy day it's miserable standing out there and on a hot day it's miserable and Rain Florida's got rain and hot so can we just can we get to two you know beyond what we already have can we get to two and I I think we can do that so I appreciate that uh the second uh picture on the right hand side uh that's District 3 on a Sunday so I just let you know we still have horse riding Community uh we also have um a lot of folks you see my my little man on the horse this cowboy hat on his dad had this great shirt on too big old American flag on it you know he just doing his deal uh you know and my man on the left uh they do a whole lot of horse training so just a reminder you know we got some rural residential uh Mary you talk about being a country boy and so uh there is still some Legacy to us in Coco with that uh but equally I also acknowledge that our population as it grows uh may be increasing in specific demographics specifically our Latino Community is growing just go to Coco ey and you say what where were we at 15 years ago and where are we at today uh and it it it is growing that being said from a policy standpoint I would be interested to see what does our when we talk about inclusive communities and building inclusive communities what does that look like from a city perspective and and I'll give a couple examples you know if if we have bilingual law enforcement and bilingual uh fire department do we get a stien for that you know can we can we get a a percentage pay increase whatever you know and whatever that might be but I know that having somebody who can speak your language that's very helpful um things like um uh um what does like a language interpretation at a public meeting right if I if I speak Spanish and that is my primary language how do I understand this meaning right now you know what I mean and so these kind of things and those may be just ideas but my question is what are what are we trying to think about of what that looks like over the next 10 years right because our families that are migrated here I hope migrate stay and live right for a long time and they don't have to leave right so anyway all right so thank you for uh all that has happened in D3 and City staff thank you for everything you do it is absolutely amazing the complexity of work so thank you all right D3 in the house rock and shock the house okay moving on to D1 which is one in my heart do you remote please yes sir worries no worries man no worries yeah um so uh we provos park um I know now the um courts are painted and we all agreed to go with the Monro High colors um but I think we need to go um a step forward and y'all can correct me if U if y'all don't agree um that the kids who are coming up now that may play on don't know anything about for the most part about Monro high and so they see the colors and we know what it is but maybe we can do something um to highlight why those colors are on that basketball court even if it's a a sign on the gate if it's a um we'll do a story something Story Board there you go there you go um fencing fencing is install it's probably like 0 like it's probably 80 80% or so here and there um looks looks really good again I talked about the bath the bathroom issue already um uh thank you to um framework group and Nick Herring on 430 bravard um carpet um was taken up after one phone call um the residents were complaining rightfully so there was a homeless kind of took over the building at the um 430 bouard location and it was it was really really bad uh one phone call uh they had a contractor out the next day taken up right before the craft show and we know if the craft show would have came with that it would have been a m and so it was it was really bad outside um but it was a lot of human activity going on in that area so I say that um so thank you to them for for getting that done and also the citizens for contacted looking for a solution um thank you to staff uh and councel for showing up to the uh advocating for the money um from the County Commission um a special thank you to the to the mayor and and Miss singer as well um I think talking to several Commissioners after that our professionalism and and the way that we present it as a as a city um really really did a great job and we are I believe all of us advocated in some sort of a way through emails telephone uh whatever that is to try to um convince them to uh give us that that money um this photo is the new um police chief for the City of Rock Ledge um I went to his uh swearing in U his name is Chief Chris Crawford um I know uh Chief our chief um has a relationship with him as well I believe you know at the end of the day whatever happens in coko it affects Rock LGE and vice versa and so it's great to have a face and someone who's been in the um in our area for the last 18 years he's been with rock ledge and I know him very well well so title right uh it is safety Public Safety something what is it public safety direct public safety director all right he's fireman yeah fireman to I'm G tell you said that one um this is the 360 um 360 group I think that's what the name of it they are they're that's the group that will be building the uh potentially will'll be building the hotel let me say potentially got no esqu I looking at me like you we not there yet um but but hopefully uh this happens um I want to highlight them number one is a great family um um they just lost their son a week and a half ago and they showed up to this meeting uh uh really for him as well so uh thank you to them U this was Eastern Florida State um college graduation um that was mon Monday no no last Thursday s sorry about that um a lot of students from the city of Coco uh old and young uh graduated uh today that day and my daughter she graduate with a AA degree um right before her high school graduation and so wanted to shout for that um yeah um this was the balar service under me and me and the mayor um was there uh at this particular event great event um they haven't done this since covid and so it was great to get the students out and parents and everybody you know showing love to all the graduates um that are graduating for 2024 um this again this was um this is shows uh I thought M I thought C bander was asleep but he's awake but but but but again uh just just kind of reiterate we was there in full force I think you know we sat in the front row um we we are really fighting and and the city manager he is um working very very hard like he said sometimes sometimes you feel like he working for bright line sometimes but um but but again as a city as a staff you know we we all did a great job uh this was the mayor I I really want to highlight this because he wore baby blue and we know rock Le high is baby blue so I appreciate him for showing his colors and um and so but but but but again on a serious note um um our mayor is as a fighter uh he he he did what he was supposed to do he did um a great job of being the first speaker um because he again he he going to grab all the audience all the audience and uh but he does a great job of what he does and I appreciate you for um for your advocation y'all being there yes um so this is my daughter again my my my daughter is the now the uh County um and Rock lege High School record holder um um for the 100 meter hurdle she is now ranked uh number three in the State of Florida and number eight in the nation now so um and so the uh all the high schools in bvad County will be going to state championship this week cocoa runs Thursday at 1:00 in Jacksonville if anybody want to watch cocoa run it would be on mil split um mil spit um they would be have a live stream I think it cost maybe like $8 or something to view it um but again a lot of our in Bard would be from Holy Trinity Palm Bay MCC all over would be in Jacksonville at University North Florida um this week I I really like highlighting my daughter because this going to be my last time doing this for high school and so um um you know that's my baby so that's right um so uh I think that's uh imma Charter Academy is having field day so this is for Council um if you want to come they are doing a field day from 9 9:00 a.m. to 11:00 a.m. Thursday um and so they'll be doing uh all kinds of bounce houses that they're going to be trying to hit all of us with water balloons probably too so this is Thursday this coming Thursday at 9:00 a.m. to 11:00 that's the field day at uh Emma jeel I want to give a thank you to a Mr Walsh as well um for um I came when when he was really supposed to be off work and he helped out with Mount Mariah uh getting eight pallets of cocoa water um for their uh Statewide uh church event that was held at Jolie Smith Center and so I want to thank you for um for coming out as well um for for helping me load it and I I appreciate you for that I put them to work um I think that's it I know yeah I think that oh last one uh oh graduation all counsil is invited uh anyone else in the audience as well um that is May 18th 2024 at 100 p.m. at imma Charter Academy um I'm just letting you know when you come to this is just bring tissue um because there's a moment at the end of the ceremony where I know I cried every single ceremony and I'm telling you you're going to be crying in the road ceremony so um so hopefully uh if if everyone uh can be attendance that would be good again I appreciate staff it's a lot going on right now um as far as brightline and other things that we're trying to do um you know a lot of people call me about some some things that people may say on social media man I don't care nothing about what who post what and so um I recommend don't call me and tell me nothing um because I believe uh in the city of Coco U we are doing some great things in the city a lot of others council members are calling me now they may talk about us behind our back but in front of us they know that we are doing we're welcome back Mr car so we're happy to say this young man is being reinstated as the chief alluded to earlier at the meeting um our slots are being fulfilled and I'm glad this young man wised up and he's been a strong supporter of the big blue what what you're going to do barbecue or me do and we're going to barbecue and this is his uh swearing in here together with this photo up here um as you can see everyone up there has an outstanding haircut with the exception of one gentleman that's uh officer Medina but everyone else has a nice Chrome Dome here's what the picture we were talking about amendment number eight it's in front of the Supreme Court they um address that issue come um um April the 24th 22nd through the 24th but they would not render a decision until sometime in July um this is the ni setting um as uh councilman GES was talking about acknowledgement of Mother's Day this is the event that was held at Jolie Smith um center with under the leadership of the right Reverend Dr Melvin Kennelly but the District representative for um the am is the right Reverend Dr L laws and this is uh mother Brown a whole and historical legend in the city of Coco there is power and numbers constituents myself the chief and Miss mclocklin we had a car show that we attend ended ladies and gentlemen uh sponsored by Charlie freeze for the Britney Wish Foundation um these are some of the classic cars which was held at Pin and Pistol uh this is the vehicle that was selected as you can see the Dalmation in the vehicle um we have the National Day of Prayer at the Vieira um holiday in Mrs Hernandez and also Wayne Chief excuse me Sheriff W I want to Sheriff Wayne and I because we're going to roast this butt this coming Friday as you all know at the mayor's breakfast and this is the group that we shareed the table with with uh Tim banic and a host of other people and individuals uh and there we go that powder blue and that's it y'all thank you very much for having your face in the place with the human race Mr May yes sir can I just go back to because I missed this point earlier as Chief CER was talking about how well we've done vacancies yes sir I think if we if we add the one high school student Chief lamb do we have to come back to the council and ask them to add a position to our position count no okay so how many away are just one we had one that actually resigned and went to South Florida so we have that one open spot that we're holding for this current year so well in terms of recruiting uh and and and you guys have increased the pay we're doing the high school students that Chief lamb is now down to only one vacancy in the fire department and you know you all Remember The Firestorm that they both Chiefs have gone through uh with regards to their their vacancies and their departments and so I didn't want this Mee to get without commit to both of them because we have to hold one position open just to have a position to fit the high school student in because are all right Team Coco baby yes and this is their City Hall at um Salt Lake City and in conclusion I would like to say it this way be not afraid of growing be afraid afaid only of
