Virgin Islands Germany Bermuda Jamaica the Bahamas in Korea this past Saturday February the 10th 2024 marked the 56 years of Sisterhood scholarship service being provided by The Bard County alumni chapter of Delta Sigma Theta sorority Inc a group of college educated women with a proud Heritage of serving the county this illustrious industrious chapter is dedicated to supporting the sorority 5 Points programmatic thrust Economic Development education development International awareness and involvement physical and mental health and political awareness so tonight Tuesday February 13 2024 during Black History Month I Michael C Blake in conjunction with our council members here we would like the city of coko and the city manager Stockton W proudly recognize bavar County alni chapter a dynamic group of movers and shakers who are definitely making a difference in our city our County our state our nation so let's please give our ladies a round of applause and being born here in the South we always start things off with prayer so if you would mind sister father God we come boldly to your throne of grace and your mercy we thank you that in this um meeting tonight that you're able to meet every need Philippians 4:19 says that you shall supply all of our needs according to your riches and Glory we ask for the conversation the the administration all are able to meet the need we Kansas City Chiefs number 74 do we have any supporters of the Kansas City Chiefs here in the house everybody can I hear from the Kansas City Chiefs right on our greatest investment is our children because there are future and this young man has come through the Bard public school system and has done a dynamic job and we are going to recognize him and we're going to have Mrs singer expound on would like to have one item removed that is item number four and the reason why that should be tabled is that we would like to postpone it to March 26 2024 at CoCo City Hall at 6: p.m I talk with the owner of that property Mr Kaiser and he asked that we table it and also the legal representation also for his company ask that it be tabled so I need a second so we can make this happen second we have lady bull Gator first lady bull Gator on behalf of the great city of Coco sir you've been a good and faithful servant for us for 40 plus years is that correct am I close enough close enough okay I know you've been in bvar County because my father constantly Bragg about how you supported Monro High School Wildcats so you were the backbone of the community and a lot of former wild cats are in this audience too as well but you also a man of your community and a man of your church and you're being recognized by your performance and we say thank you thank you thank you so without further Ado I will surrender the mic councilman go will read this up plaque to you sir and you will be official as always sir yes sir um it's my privilege um to do this because um without leadership um there you have sacrificed man I know your family has sacrificed uh your time I know sometimes s it's rough getting up and you have to go to these uh city city board meetings all the time after cutting hair all day long um but you are a pillar of this community and I appreciate you and and the really what I really appreciate you for is just keeping it real with me and and being honest also checking me when it's time to check me and so I I sometimes people take it some type of way but I take it because that's called love uh when you're able to say when something that you feel not right you don't mind speaking your mind and so I really appreciate you uh for just being honest with me and also patting us on the back when we do thing that you like so I appreciate you for that in recognition and appreciation of your dedicated service to the city of Coco and the diamond Square community redevelopment agency from 1998 to 2024 February 13 2024 is presented by The Honorable mayor m c Blake City Council and staff this this is d dedicated to you Mr Ed Jones all right app I know you like to talk yes I thank the city for this opportunity uh for the years that serve and I'm very appreciative thank you all right all right thank you now let let me tell something about uh bullgator Jones I call him bull Gator Jones and it's for a multitude of reasons but let me say a few things real quick former military man served our country well let's give him another round of [Applause] applause he's an entrepreneur he survived not only did he survive but he thrived and that's where the 40 Years of coming into effect that I'm talking about we're talking about four decades four decades and a lot of faces may come and go but he with stood the test of time and we're talking about about ships Partnerships friendships but nothing like stewardship and you've done a phenomenal job to you and your family to whom much is given much is required and you met that sir and you can give some away and still have enough so we thank you for opening up your heart to the Jones family to include the city of coko so job well done yes sir and and let me say one other thing I know you might be retiring not you're going to do the NFL not for long but who's going to hold the ham of the barers shop so I can come over and get a free okay okay I'll leave that alone there's nothing like a little family eyes are younger than mine so I would like this young man to read into the records for black history month so without further Ado you want my glasses sir smoke yeah I know man tusting all right let's let's do it all right whereas celebrating Black History Month is an inte integral part of acknowledging the invaluable contributions and achievements of African-Americans throughout history and whereas recognizing Black History Month Fosters a greater understanding and appreciation of the struggles triumphs and cultural richness of the black community and whereas history inspires and informs the future and Black History Month serves as a reminder of the resilience and determination exhibited by individuals who have fought for justice equality and civil rights and whereas it is essential to honor the legacies of African-American leaders activists artists Scholars and innovators whose impact has shaped our society in profound and Lasting ways and whereas by commemorating Black History Month we reaffirm our commitment to confronting and addressing systemic RAC racism discrimination and inequality in all of its forms and whereas celebrating the achievements and contributions of African-Americans promote diversity inclusion equity in our communities workplaces and educational institutions and whereas black history might provide us an opportunity for dialogue reflection and education about the African-American experience and its significance in the Border context of American history and whereas it is imperative to recognize celebrate the cultural heritage traditions and resilience of the black community both past and present and whereas by acknowledging and honoring Black History Month we acknowledge the importance of representation and representation of black voices in all aspects of society now there for mayor Michael C Blake on behalf of the city council of the city of Coco Florida do hereby encourage every Coco Citizen Business and visitor to join the mayor at Coco Village Riverfront Park on Sunday February 25th the day after we celebrate Marty gra in the village it goes to the animals and we invite everybody to come out it's a free event we have lots of stuff going on everything from the pet parade and The Lure course we'll have a pet psychic coming out so if you want to know what your pet's thinking come on out and it's just a fun time to have um celebrating uh people and their pets um and along with it we will have um this car it's a 2017 Honda HRV it has 10,800 miles on it and it is in mint condition and and the lady passed away and left it to the UMaine society which will help us raise $50,000 to go towards our building fund we'll have it out there if you're interested in tickets we're only selling 2,000 and somebody's going to win a really nice car the tickets are only 25 bucks a piece and so I know that um Chief lamb will be happy because we're hoping by January to have completed our $3 million goal which we're at 2.2 million right now to rebuild the shelter on Cox Road because it is very old was that 1962 it was built there so we would like everyone to come on out and have a good time uh today is bat Tuesday so I thought it would be appropriate to uh talk about Marty graa in the park we do ask if you bring a pet out that you do have your County tags or proof of vaccinations because we want everyone to be safe but there'll be food trucks and music the costume and great judging U will be happening and we will Crown the king and queen of mar pause at the event and I know everybody that comes out always has a great time we've got plenty of vendors and we appreciate the partnership with the city of Coco doing it and our our sponsor Subaru of Melbourne which they are very pet friendly so if you're looking next on the list is Reverend Dennis would you please come forward sir JB Dennis good evening everyone I'm Rend JB Dennis 371 Cina drive I'm here to petition the city about the homeless crisis but first it's my duty to inform the public here of HB 1365 a bill been in public camping and camping in woods without a permit this bill is an anti homeless Bill to lock up the homeless that's concocted by the governor and the FL of legislator so it's very imperative that this city take some action to get our homeless people off the streets the homeless crisis for some cities do nothing a it's a homegrown problem that is depriving amidst a shortage of affordable housing and emergencies living on the streets triggers behavioral health problems such as depression and anxiety being homeless is is not a crime but jails make up 40% of its population so cities have to solve a great deal of homelessness by building an upright structure of four flows such as right there on the corner of Rosa Jones and fist Boulevard is that probably been abandoned forever one flow for management one for recreation one for women and one Flo for children housing one for men housing so a four flow structure will be perfect at that location fist Boulevard and Rosa Jones it's been vacant forever some cities crack down on homeless encampments that is not the answer being homeless should not be dealt with as a crime for committing survival Crim such as sleeping anywhere they feel safe the solution to homelessness is simple not dicut the city of Coco needs to buy a PR property and build a four storage shelter the city of Coco can apply for Section 8 vouchers a hood homeless assistant grants the city of Coco has done absolutely nothing to Aid in getting the largest percentage of homeless people off our street so I would like to uh push for this to become an agenda item so we can move forward on it any questions concerns I don't agree with that though somebody don't what now thank you sir oh okay no so I can address what I what I said so I don't I don't necessarily agree with the statement that uh the city of Koko has done nothing to Aid in um so we have done a couple of things but but you you may not be aware of those things but I really want to sit I really want to sit down with you and I can break it down for you and I can get it to you in paper um so you can call if you want to call me tomorrow 3 21 you want to write it down so I could I want to get yeah hit me up hit me up so I can break it down to you yeah because I have seen nothing yes sir in Coco as for shelter now we got 20 article 3 division 2 of the city code regarding vehicle impoundment providing for the repeal of Prior inconsistent ordinances and resolutions incorporation into the code severability and an effective date um uh mayor uh the city attorney's office has been um working with on creating this ordinance it does uh broaden it it really is an enabling ordinance to allow for um impoundment and towing of vehicles where no parking signs are posted and it does broaden it to public property generally not just Lee wnter or streets um and I'm sure perhaps Abby Morgan might have more to say as well on the on the ordinance but um I have nothing more to okay I covered it if if if the vehicle is towed and or impounded it is at the owner's expense correct correct I just just point of just recently was approved by pnz um item number three consideration of a preliminary subdivision consisting with chapter 18 subdivision and appendix a zoning of the city code for the Lakes at CoCo Grove I do have a card here and I know we have a consultant here sir the floor is yours thank you mayor and uh good evening mayor and Council uh for the record my name is Eric rash with Inspire placemaking Collective uh here uh in my capacity as a contract planner to the city of Coco uh this is a preliminary subdivision plan request is outlined by the mayor I'll uh speak through the location a little bit about the existing conditions on the site I'll talk about the applicant request the history of which there's a pretty long history on this one uh and then get to our recommendation uh so this property is located north of State Road 528 uh east of I95 and it's 246.com comparable request that has a similar history um the future land use map designation on the property is very low density residential with a conservation overlay which allows for consideration of up to four dwelling units per acre uh and unlike the property to the South this one's already been reasoned so it's got the ru 1-7 zoning District which is a a straight uh single family zoning District within the city uh as you can see the surrounding property is generally um all within unincorporated vard County uh the map on the top of the screen is the future laners map which shows the property to the South which was recently resed in December um but surrounding to the north east and west uh and of course West of I95 is all unincorporated Bard County uh and you can see those designations uh that are on those properties uh outlined in the table uh the request here is for a preliminary subdivision plan the Planning and Zoning commission approved the large scale site plan uh this is the proposed layout which is consistent with the development agreement that was recently approved by the city uh the development program consists of 350 single family dwelling units those are all detached dwelling units uh there's four phases uh and you can see the breakdown of uh phases including the number of units and the the amenities that are associated with each phase so going back in history uh as with the properties of this South uh 2004 this property was originally proposed for annexation into the city uh and that was challenged by Bard County uh and the uh litigation went on between the parties until 2008 when the city and county entered a stipulated settlement agreement uh and that agreement had some Provisions about buffering and density and access and I'll talk to that a little bit more specifically in a minute uh 2019 uh there was a separate agreement between the city and virgin train USA which was uh bright Line's predecessor uh which uh further outlined the responsibilities of the city and the developer uh as it pertained to development of the property 2021 bright line uh then conveyed the property to the current owner which is Mountain Cove Homes at Lakes at Coker Grove LLC uh and then in 2023 most recently in front of this Council the city approved an amendment to that 2019 agreement uh to allow for the 350 dwelling units uh so dating back to 2008 this was the original map uh that shows the 246 acre parcel there on the bottom of your screen uh Provisions required a maximum density of 2.03 dwelling units per acre which this is consistent uh it was contemplated for 500 dwelling units at this at that time which it's now 350 uh this agreement contemplated two access points one on the north at bajia Street and then one to be determined later which would be on the east side of the property uh and then there was a minimum 70t by 140t uh lot size adjacent to the eastern boundary of the property for compatibility purposes which the applicants complied with uh in 2019 uh the concept was further refined as you can see here uh contemplated 320 dwelling units there was a minimum home size which the applicant's consistent with there's a 38 acre amenity Lake which is out on the site today um they were required to reone to the ru 1-7 which they did uh and there was Provisions regarding Rec Space uh to include a clubhouse uh Trails multi-use Sports field all of which are in the current application uh also had some streetcape and entrance feature requirements and then this is the agreement that was most recently uh in front of this Council um there were a couple changes to the 2019 agreement one it allows for the use of storm water harvesting in lie of the use of reclaimed water um they also uh increased the unit count from 320 to 350 and then uh put in a tree mitigation deferral um so when we reviewed it we we looked at the comp plan uh the City Zoning code as you can see in the staff report and then of course all of those previous development agreements uh we found that the layout's consistent with the one that was recently approved by Council uh back in December the unit count is less than the one that was included in the 2008 agreement um and it's consistent with the agreement that was just approved in December um and the amenities are also consistent with those prior agreements uh and you can see that layout here on the screen uh the development agreement layout is on the top and then the applicant site plan is on the bottom uh in terms of the uh recreational amenities this is just a sample of some of the things that they're proposing to put in the rec track so there there's going to be a full uh enclosed clubhouse as you can see from the elevation with pool and amenities also stone brick paper driveways Trail Network many of those things were covered by the prior agreements and carried through on the subdivision plan so in terms of the staff recommendation we've got a number of conditions in your staff report the first is that they're going to comply with the subdivision plan that was included in the packet uh number two uh was that uh the pnz approval was going to be contingent on on this council's approval of the preliminary plaque which is in front of you today uh number three there are a couple outstanding items that we're still working through uh from a staff perspective with the applicant some comments that hopefully they can resolve shortly those are included under exhibit A and B they're going to fix those uh number four is requirement to uh complete the recreational amenities before certificates of occupancy in the following phase uh five is the requirement for a traffic signal at oage Angelica streets and Gom and they have to do that um prior to issuance of anyos for residential and phase three uh six is directly from the agreement the clubhouse has to be under Heat and Air Seven is the uh paer driveways or brick uh driveways eight underground utilities nine n is going to be energy efficient Lighting systems also directly from one of those prior agreements 10 is going to be the minimum square footage for the units 11 is going to be a monotony condition just to ensure that you don't have the same elevation repeated over and over and over um from a residential home perspective so you get some diversity in product in the community 12 is they're going to requ uh comply with the tree preservation requirements and the uh additional Provisions regarding tree provision that were in the amended and restated settlement implementation agreement uh 13 is the requirement to um uh address All City surveyor comments prior to final plat uh and then 14 is uh notification on who's going to be providing maintenance within the community whether it be the HOA or CDD that's they need to provide that notice to the city and then finally 15 is they need to provide documentation from the school board that capacity is available to serve the project so with that um staff is recommending approval subject to those conditions mayor and we are available for any questions thank you sir thank you sir Mr Rous um council do we have any questions for Mr Rous light Council woman M calls yeah I um well just a couple of things um I know that you know we had the history starting in 2004 but I was um have been educated on the prior history to that um we and of course it's a big part of our comp plan The bravard Crossings um The Bard Crossings proposal was a big shopping center that was going to be in this area and it was opposed I think for environmental reasons it the city ended up annexing it didn't happen this seems like from an environmental perspective this is a lot of progress this is a much better project so just to make that comment Al although I do wish that the mitigation for the wetlands was being done at least being done in Bard County as being done in in valua um you know I hope that's something that you know we as a community will will start to look at having our own opportunities for mitigation uh could be a real benefit to us and then um I had a couple questions about concurrency as listed in the agenda um under Wastewater um it we said the sell's plant is currently permitted to treat 3.5 uh million gallons a day of waste water um we've had a maximum peak of 3.83 Maximum gallons per day and the average flows are 2.0 so there's lots of room there right but now that I just wanted to ask about that maximum Peak that was during a storm probably when we have a maximum Peak Peak like that I have to look at what you're looking at but probably yes and then um when that happens we either probably there's a discharge associated with it it would depend on the situation and and then of course we've got we're doing a 10 12 million investment correct um we're upgrading to an advanced treatment system and just received a $3 million grant for that um do we have do we have is there a a a certain percentage that okay so our average flows are two and I know you know when I was in the industry we had like a you know a standard that you wanted to have enough of a gap that as you uh bring on new residents um you know Storms Come and are we we're taking all that into account and I'm not sure where those numbers are I think it used to be 60% but once you reach reach 60% you start considering you know other options of for expansion well we have a we just went through our our permanent renewal and we looked at all of that future growth and uh we uh looked out and we also did our Capital plan we look out 20 years and uh even at 20 years we are even at 75% so okay great the curve great um and then the other question I had was on and this was uh the losos standard for recreation facilities so I know we listed your question what was your question um it's about the Los standard for recreation facilities is 1.2 to 5 acres per thousand population we're we have well above that but I was looking at the 323 acres and being pretty familiar with the parks in Coco at this point I know 165 are the is the Coco Conservation area but I'd be really interested in seeing where the rest of of those Park acres are but I did go to the comp plan and the comp plan specifically def finds uh the park as neighborhood parks Community parks and urban District Parks do you so do you still include conservation areas because that isn't really at this point we really don't we haven't been using it the public doesn't really use it when I reviewed that standard was in the data analysis of the comp plan and I'm not sure typically you don't see the conservation areas included I mean typically passive in nature so you don't really have that much access to them they're typically unimproved you don't have trails in those locations um but I'll note with this project just based on what they're providing on site it beats the minimum for the level of service regardless of what's going on with the rest of the city yeah so definitely that um they will definitely have enough Recreation facilities um and then just to the recommended motion number 12 which is the tree mitigation contribution does somebody so there must be a study done and how many trees and what the value of that is that's correct based on the city's new tree ordinance we're evaluating uh what that number is okay thank you that's the end of my questions thank you Council wman C do we have any questions for Mr robs Miss anus saying that chair like to close this portion to council no to the public I do have a card Mr Esquire Kendall Moore come to the podium please and I do support this project uh good evening mayor city council um Mr manager Madam attorney Madam clerk uh for the record my name is Kendall Moore professional address 895 Barton Boulevard uh in Rock Ledge sweet be uh it's pleasure to be with you tonight uh as always uh here tonight on behalf of our uh Mountain Cove homes and bright line development team uh on what we think is a very very positive project for uh the city of Coco uh in terms of the Lakes at CoCo Grove I think we stated just just a few minutes earlier that we were uh here tonight uh on your agenda relative to the preliminary subdivision uh with me tonight I have two of the principles from uh Mountain Cove homes as well as drmp who is is our uh engineer of record and in the event that that any of you may have uh any specific questions for them ultimately they would be uh available for you um let let me first say that um uh we've been at this for quite some time uh this is probably the sixth or seventh time that we've appeared before you uh relative to this particular project and I know that uh it seems a little bit strange particularly you hear the history of every uh project but I think it's both the uniqueness and the implications that those prior steps have on this potential development as to why they are consistently reiterated I think uh Miss C brings up an extremely important point you know as it relates to that so many of the things that the Mountain Cove and bright line team are bound by on this project didn't emanate from the time when they owned it or the time when they got involved and so if you went back I think uh won't we won't go through the entirety of of um Eric Rush's um presentation this evening we believe it was very very thorough uh certainly we'll speak highly of him your staff uh the management attorney and and everyone they have negotiated extremely diligently on your behalf uh to protect the city's interests but Ju Just to reiterate those those items regarding history uh we were going back to 2004 because when that annexation took place the developer at that time entered a proceeding development agreement with you and that ultimate agreement still has some elements that bind this land and this project uh today it was referenced the uh uh annexation and the lawsuit between the city and the county that was ultimately resolved uh by the stipulated settlement agreement that settlement agreement as well has implications on this project it was stated uh just a bit earlier one of the most important aspects uh we spent over a year and a half working with the county on the simple issue of Ingress and how will we access this property from where it currently exists to ultimately to Grom and it wasn't a whatever the city says or whatever we say the ultimate original uh stipulated settlement agreement only provided two options and those two options were not a decision by the developer nor were they a decision by the city it was ultimately a decision to be made by the county and so the county did make the decision that the O Andel would ultimately be the Ingress and egress you I me for this particular project but that emanates from well before ultimately the the current owners or even the predecessor bright line uh came into ownership of this potential property uh we we originally came before you in 2019 and we came before you for a different purpose and the purpose that we came at that time was searching for an excavation agreement in order to excavate on this particular property for the purposes of the the uh fill material for the construction of the bright Line train uh as you were aware with your code uh and both your City attorney staff and your your city management staff made us very well aware at the time there is not a provision in your code for simply digging a borrow pit you cannot dig a hole and leave it as you may be able to do in the county or in some other cities and so ultimately emanating from that uh uh at that time was the settlement implementation agreement in 2019 which in essence was the development agreement between bright lines predecessor virgin trains and the city that dictated how that the property would ultimately be developed so we were here at that time and that's where the first commitment I think as councilwoman C was referencing to go from what some of the preliminary or prior ideas prior to their ownership to a residential development on that site that met all the requirements not only laid out in that settlement implementation agreement but the prior agreements that governed it so there were there were questions about density there were questions about buffering there were questions about lot size all of those factors that came from the preliminary agreements ultimately had to be followed uh in this particular regard and so I I know that that sometimes it seems a little weird that we're going back to rehash all of those things but they never went away and they are incumbent upon us um one of the most important ones and uh let me just we won't go through them all but I do think a couple of these are are uh uh somewhat important um the 350 units that you he referen we were back in front of you uh uh with a clarification from 320 to 350 when this uh uh settlement implementation agreement was amended and restated but as was stated in Eric's presentation there was a previous consideration of up to 500 units so the 350 is actually a reduction from the ultimate amount that would have been available under the prior documentation um secondly just will point out a few things I think that were brought up at uh planning and zoning that that ultimately may be of interest to you uh one 70% of the of the lots that you see on the layout uh that's in front of you uh are are what we would consider premium Lakefront Lots uh the total site a little bit over 246 uh Acres uh the zoning was previously referenced so we were before you shortly after the settlement implementation agreement in 2019 because one of our requirements is that we would come back to you and establish the zoning and in that M it was stated that we would come back and petition you for our u17 which was ultimately granted at that time and I think it was noted considering the other project to the South that you've seen before they needed to come before you to establish the zoning as well that was a a process that we did shortly after the settlement implementation agreement in in 2019 uh another factor that was was asked or questioned when uh we were before pnz was the question of the ultimate lot sizes and I think you will see there there's a small number about 24 smaller Lots at 75 by 115 uh the bulk of the lot set roughly 75 by 120 and then there are some larger Lots approximately 47 of them that are 110 by 120 and so you kind of get an idea of the scope size and feel and the type and nature of the lots and lot sizes it would ultimately be involved uh in this particular development uh one of the other questions that we were asked and I'll just kind of skip forward to those you've talked about the recreation in open space um one more uh we were asked relative to elevations obviously the developer is continuing to do their market analysis and Market surveys but um as we stand before you today I'll show you this slide and one additional one uh that provides some some uh idea and reference regarding the multiple elevations uh the reason why you see both this slide uh uh and the next and why there are so many you heard the reference uh by Eric in his presentation to the monotony condition and so you see there at the bottom the same architectural elevations will not be built on a lot that's adjacent to or directly across the street uh or a diagonal lot and so the intent is to bring about uh uh some diversity of product you know what I mean that are there uh we did seek a change uh if you recollect in in the amended and restated settlement implementation agreement when we were before you previously and there was some reference to home size and um we felt that it may be limiting us to a smaller size and so it talks about an average of 1800 uh uh in reality and and I'm going to be very careful to choose my words relative to this but ultimately the more that they have talked to people uh we are hearing and the requests are going larger not smaller in that regard right and so ultimately you you the attempt for them is to provide a wide array of products uh that are available something that we believe uh when you start talking about uh the lot sizes when you talk about um particular homes of this size when you talk about potential I mean not potential but a gated neighborhood we are talking about the kind and type of product that we think as we've listened to you talk about what you'd like to see in terms of development that is the kind and type and nature of product that we believe uh that we are bringing forward for you in terms of this particular development so uh mayor and Council I mean clearly there there are a number of other technical items the engineers are here if you happen to have any questions about those we happen to happy to answer any questions that you mayor or the council may have uh relative to what uh well maybe Eric's question should go to him but anything that we've uh ultimately presented to you today or previously council do we have any questions for Squire um more some per presentation sir thank you sir so yes sir floor is yours thank you uh to to the mayor's point I just as the applicant and in representing the the applicant uh Mr MO want to compliment you uh because something that is this complex is just that uh there is nothing that has seemed just easy slam dunk and there are a thousand different ways that issues within it could be addressed and what I feel as the applicant presenting it in a way that is understandable has been responsive to the needs of the community has been translated in a manner which uh has been professional has been thorough has to your point you take back the message and you know there may be some adjustment to it I just want to compliment you on that because in my period of being on councils uh and just recently we can see what it looks like when maybe a good idea is done poorly uh in the way that it's presented and then equally I've seen some of the best projects that would help a community fall flat because it couldn't get communicated well planned well and then executed well so I just want to compliment the whole group uh for what you've done so thank you for that Mr barer thank thank you for that and and let me say the same Kudos should go to um your staff your your private consultant and the like uh um Miss Ike uh was responsible for the Amendments on our uh amended and restated settlement implementation agreement and by the time she was complete with that we couldn't use strike through changes version because there were just so many things and elements to be done so I I would suggest to you the same diligence exist on the city side and uh I know I can speak for the clients they've been extremely appreciative of that um uh bright lines's been working on this for some time their development Partners uh have had to sit and wait on trains and other things to move forward which makes them in somewhat of a unique position and so the city's responsiveness in that regard has been very very welcome on their behalf do we have any other questions sir welcome to Team Coco I know we haven't called the question yet but welcome uh to Team Coco Lakes at CoCo Ro welcome to Team Coco do we have any other questions thank you Esquire Mo sir super per presentation is there anyone else in the audience who would like to elaborate on this particular item sing n going once going twice chair like to close this portion of the public and return of the council chair would like to make a motion to approve the 15 recommendations based on staff for the preliminary subdivision for the Lakes at CoCo Grove with the conditions set forth 1 through 15 second okay we have a second you have a question more of a statement um I think this is another opportunity um I know for me personally um it's a blessing sometimes to to see things come to fruition and so 2019 you know you see your votes happen you you you you maybe some unsuri you had canava girls coming and and yelling and screaming um but you know to be here and be blessed to um see things that you did so you know it seemed so long ago come back around is just a um it's a beautiful thing and I love the progress any other comments she just gon to call the question all in favor by saying I I and the N welcome to Team Coco so yes sir and ma'am yes ma'am thank you proceeding on to uh City business provide directions whether to proceed with the Kimber excuse me kimly horn golf cart study task order as well as funding sources um Public Works director as you all know this is this study will cost uh $34,900 I think it's well worth it but we in order for us to address the concerns we must excuse me we must do the study versus low speed versus tag with lights etc etc okay Ms um Morgan yes mayor the floor is yours yes thank you mayor yes ma'am as directed by Council staff reached out to kimley Horn for a proposal to perform a golf cart study the overall objective of the study is to evaluate the roadways within the city of Coco to determine the Fe feasibility of and limits of the paved roadways that are suitable for golf cart use the study will focus on the following areas of the city Coco Village Coco North Indian River Drive and Diamond Square the study will also evaluate the suitability of golf cart Crossing at three intersections on state roads the cost for this effort is 3 $34,900 staff is requesting Direction whether to proceed with the kimley Horn uh golf cart study task order as well as the funding source thank you very much U clearly we're talking about a comprehensive as she alluded to multimodal transportation system we ask for it now it's in front of us what are the wishes of councel you approve with with I'll second go ahead sir did you have your L I'm sorry no sir okay um I'm I'm 100% um for allowing golf carts um to be within the city um but I'm I'm never comfortable and I say this a lot about I hate studies I hate paying for it um I believe we have um other things that could be more impactful to um to our citizens like I've been talking to city manager recently about we don't have the funds to paint the basketball court at Anderson Park right now right and so I look at I understand why no no doubt about that um but I just have to record just make that statement I just I I I don't like spending money on consultants and I just don't that just me I do I say the same thing on the the C as well um but I but I I do understand why um but I just don't like wasting the money in my opinion so yes sir thank you sir um councilman baringer then Deputy Mayor Hearn thank you could you turn your L off please I have questions uh I have questions in scope of study uh specifically and the I I think probably I just need more information as well so twofold number one is in District three I know we love riding and golf carts uh on the road Chief I'm sorry uh so but I know that that is a that is a frequent happening uh a lot I also know that we have some of our retirement communities uh and golf carts are the way to get around and I know that on the west side of 95 uh we have some communities they got some golf carts over there and we're putting in an additional phase in one of those communities yes and so what I'm what ultimately what I just want to make sure is District 3 is appropriately represented within the scope of the study for the purpose of I know that that's what we do anyway I see Coco North there I see and I'm just clarifying the boundary and scope of the study would be inclusive of the entirety of the district I'll make sure and make that known to the consultant and that would that that that would be a critical to me and inversely sir and I think to members point the the second point so thank you for that ma'am I appreciate that the the second point is I understand the rationale for the from State Legislature for the finding requirements already in statute anytime that there is something that would be more restrictive to statute that just as I try to look at that as the inverse so I am just from a from a a position I am I am looking at it is everybody gets to do it with the studies's focus being what are the points that would not be recommended meaning it's inversely give me the places where it would be inherently dangerous to do so but I would rather open up you're right it's golf cart make good choices yes and go but tell me the places where this is a real conflict to happen but also I welcome staff's why that is a horrible idea so I I I welcome that from City or staff or you know so everybody gets to tell me where it's a bad idea well and just if I to geographically geographically the areas are Coco Village Coco North AB I don't know what we mean by Coco North there but I'm assuming it would include uh Lost Lakes and those those areas out by 524 uh and then Indian River Drive and Diamond Square so those are sort of the the geographic parameters in which the consultant would look to do the study um to to to determine um and again statute says to determine uh that golf carts can travel safely uh that they can uh Cross Public roads or streets and that the the factors uh such as speed volume and character of motor motor vehicle traffic using those roads are um are there for your consideration as you make a determination of which roads in those Geographic areas uh that golf carts are going to be on so not Citywide uh narrowed down to those four geographic regions based on the criteria that's in statute any other questions uh Esquire Ike and then we hear from count debuty Mahern letter oh and then and then Council woman cross yes just to follow up on the city manager's Point um and and council member barringer's point it it's not that we are trying to find the areas that are not safe right we are required to find that it is safe and so that is why I just wanted to address your point about the inverse um the statute requires us to find that the roads that we're allowing um the golf carts on to be safe based on several different factors including uh the volume of traffic the nature of traffic on that road so I just want to be clear about that thank you that's the reason why said what we said uh thank you Squad um Ike ma'am Deputy Mayor Hearn and then councilwoman Co yes so I'm also totally in favor of this um proposed ordinance and the you know the studies that need to take place I do have a concern for district 2 as I know um it was stated the diamond square area um that's going to confuse a lot of residents in my district um I know there people already got wind of this uh idea people are already preparing to buy golf carts some have already done so and I just don't want to see a an instance where uh my constituents are being criminalized for uh something that they're seeing the rest of the city enjoy um a privilege um so that's my concern representation ol well let me me Equitable representation well let me let me again because the diamond square square um has a geographically defined geographic area and so it's within that diamond Square Community which which [Music] is maybe a portion of your District but not all areas of your district and again uh to to councilman behringer's question not all areas of of the city are considered within the study um councilwoman C then councilman going then chair's gonna call the question yeah well so that raises question so they're not considered as part of the studies does that mean that they will not be because we already have like I was in pin Ridge today there were several golf carts out there um College Manor same thing these are all neighborhoods where I think it's 25 miles per hour is the speed limit and relatively you know little traffic at least during the day um are they going to be prohibited they they they they would be um again the study has to look at certain criteria make certain uh uh findings uh you all make a determination of of uh where you're going to allow golf carts based on those findings and again the the study Focus areas are Coco Village Coco North Indian River Drive and Diamond Square so so but when they look at the criteria and what makes it safe I mean well they're looking at they're looking at specific roadways and so uh just plainly if it ain't in the study it ain't considered right in terms of being allowed to ultimately have golf carts okay well I'm definitely for golf carts I actually didn't know that we didn't allow golf carts um because they've been here for a long time my neighborhood but I'm seeing them more and more in some of these uh neighborhoods um and I yeah I would hate to create an inequity there especially since they are already exist yeah and the the obviously and I guess I'll hit everybody's points um to to councilman Going's point with regards to the cost and the cost of a Consultants it's 34,900 for those four areas when you expand it to the city it's going to be a little bit more is can I just ask one more question so they're developing criteria that makes it safe can't that be applied to other areas uh determined by a speed limit DET determined by width of Road determined by uh how close you are to a major intersection um I mean isn't that kind of what they're doing developing criteria I don't think you can do it through extrapolation I think you actually have to to uh to apply whatever test Matrix to the particular roadway so I don't think you can say this roadway is similar to the one that was included in the study um and and and thereby that roadway is included but I I'll stand corrected on that if I'm wrong no I just want to add that once those roadways are determined they'll come back to council and ask for approval so and it'll be part of an ordinance but they're drilling down to specific roadways so so it has to be addressed in the study and and uh uh attorney I can correct me if I'm wrong on that okay okay is that it ma'am yes now councilman going sir I know you made a motion but listen do not touch the panic button yet you can always expand your motion to include future because this is going to be a trial and error at first you're right to me if you want to include all areas Citywide is going to cost us additional money now because it's Citywide who pays for this the taxpayers so Les if you want to modify it I think and I will amend my motion to include I know so get ready Get Ready Get Ready Get Ready To to include everyone so then everyone is equitably well represented fair and Equitable across the board so that that that's what I'm saying um because the taxpayers are paying for this we're using tax dollars to do this study and I know that may be something they may not want to hear but District Two will be happy District three will be happy District Four be happy Citywide and since we're going to Pony up this money inh so it's fair and Equitable across the board that's what I that's my recommendation because we all up here are parents we got to love all our children the same that's all I would say to you so if you want to amend it that's fine if not we'll come back to uh I think count uh Councilman Baron then Deputy Mayor Hearns then you councilman going sir yeah I I had I had you on yeah he's last it's you then Deputy Hearns and then councilman so uh now Council woman cost so I'm uh I'm yes to if we're moving it Forward uh we're we're we're we're doing the entirety of the city the it would be an intent uh financially uh that is not what was presented in front of us and so um giving approval to an open-ended dollar amount makes me nervous although I want this now I want this now so from a city from city manager I would defer because when we talk about scope of cost what may be 30 for a portion I don't know if that means 100 I don't know if that means 200 I I I don't know that number and and giv that direction makes me very very nervous uh so that being said I think I think I hear a consensus on hey kind of where we're going but uh City do you have any um yeah we we can you give me a ballpark on that or do we need time for that or we we we'd have to go back to the consultant and and get their pricing we we have to come back to the council anyway we wouldn't be coming back to get you to actually authorize a study we'd be coming back to to get you to authorize whatever that task order would be at whatever that price would be so you you'd see it again and have an opportunity to to uh claw something back if you want it and and and gentlemen we have a motion the thing that can Trump emotion is a table so we can kill it Nix it right here and let him come back and get the data and young lady as well I just gentle alone so I'm just putting that out there just for food for thought so to me the best one way to remedy this and correct me if I'm wrong esqu Ike is to table this item give the city manager ample time to see what the consultant would say Citywide is that my interpretation is that fair and Equitable across the board hello say something to me yes I'm a yes okay you're next are you a yes ma'am yes um with a question still have a question okay well uh for Esquire okay well then we I will be Democratic and and and use democracy um Matt uh excuse me councilman baringer are you finished sir yes sir okay then Deputy Mayor herns then councilman G then Council woman cost and then I'll entertain a motion to to to table it or we can vote on and vot it down yeah I think I'm certainly in favor of tbling and letting the city manager go back and U look further into it it's just when I look at to when I look at it or picture it you you say like diamond Square um and some of these other neighborhoods share these same roadways however they're not in the scope of diamond square and it's I could just see it being a disaster right now um you look at a neighbor can my next door neighbor can have the ability to drive golf carts and I live right next door and I can't it's going to be crazy yeah um so I'm in favor of table and itell car okay here we go um councilman going sir um so I I need to retract my motion you know oh you can just table it just now second yeah I I don't want to spend more money on on this either but but but but we don't have an option right and so um and and I apologize to a city manager and staff as well for not doing my due diligence um because I actually could have removed this item um when it came through our agenda and and that's what I should have done um I did not read that particular part as far as the um four areas cuz Coco North to me is Coco North I'm not I don't know what that is and I should have um done my due diligence and removed it so um so um I make a motion to table this item and I'll second you finish with your point yes sir okay I'll call the question after I here from Council woman call can I get you turn your light off oh yes sir please sir Council woman call yeah and I just have a question because you said that we are required to find it as safe does that mean that we're required to look at every road or that we're required to consider what is safe and if a road meets a criteria just wondering what the scope of this is because they do set in this description uh will evaluate the roadways within the city of Coco and then it says that there'll be a focus on the following areas so does the state law require us to look at every road or I think the state law says that you are designating certain Municipal streets for um for travel with golf carts and so for each Street you are evaluating the factors to determine whether or not it's safe and so I I think I would agree that you are looking at the individual streets in in order to make that you know designation but they have to develop the criteria or the factors that would applied the statute establishes the factors which is um it well it includes the speed volume and character of the motor vehicle traffic using the road or street again using the road or street so I think you are looking at it at that level and and this is this is uh directly from um Florida statute and so I'll just read it this was in the previous agenda report uh it says under Section 316.221 on or across the public Road or Street considering factors including the speed volume and character of motor vehicle traffic using the rotor Street um and again as we said in other words unless the city expressly authorizes golf carts on city streets they are prohibited and so again as uh as I said earlier as Mrs Z has restated there I think you look at you're looking at specific seats uh streets uh you have to for them to be included in any ordinance you're considering and I'll just add as well that you will then be required to post signs um on the streets that are designated for golf cart travel the the statute requires that as a The Next Step once they're designated go ahead man so even if these streets are County County Roads uh that's that would still have to be included that's a good question there are County Roads that run through the city this I'm I'm gonna punt that to either either Mrs Ike or or Mrs Morgan Dixon stop so yes uh Dixon uh Boulevard from Clear Lake to US1 is County the same with Michigan Avenue uh those roadways would not be considered just based on the fact that this they they don't meet this the speed limit criteria so um those would be often same with state roads because I was state roads I was just wondering if I don't know but I was just wondering if we could just look at the major roadways cuz I would ass assume if you allow say fist Boulevard Indian River Drive those small feeder streaks would automatically be included in those locations that way you wouldn't have to have such a broad scope of a study um or coco North if you look at 524 um I don't think that would be included because of the speed I don't know what the speed limit is uh but I'm just looking at ways that you wouldn't have to have such a broad scope still allow everybody um I'll just allow the city manager to do his you know his due diligence so there you go okay but let me ask one other question would how much of an impact with the width of a sidewalk half 520 sidewalks the new parts you know a lot wider now especially since we going from three lanes down to two you know I'm just looking at that I'm looking at uh there are certain streets or sidewalks or County Roads that do not have three feet excuse me three feet or four feet width you get what I'm saying so people can comfortably interchange and pass one another I mean and I'm just just logically seeing that we seeing that you know the roads being slowed down the speed being slowed down but the width of the sidewalks have increased immensely am I am I making sense to you is that yes um there are certain projects out there right now that are using multi-use Trail paths which are much wider than your typical sidewalk um with yeah that's definitely the trend so the The Wider the better and and the more probable or the greater the possibility that the uh carts could share the sidewalk with pedestrians correct one more other thing sorry can't get it out think about if we have to expand the width of the sidewalk where are we going to get the funding because now we're talking about you know just but it's something we must deal with because it's coming it you know right it is something that we must stay ahead of the curve you know being proactive instead of reactive but I I'm I'm in agre it give the city manager opportunity to do his due diligence okay we have a motion on the floor by councilman GES second by the chair is that correct um Madam clerk yes sir yes ma'am we're gon to call the question all in favor by saying I I I any a eyes have it unanimously good conversation yes something desperately needed um last item for tonight city council Direction regarding the acceptance of the Lee wner Park pier uh Mr city manager I know one I recall distinctively we were having a council meeting but the County Commissioners were voting about the pier the Lee Winter Park pier the floor is yours sir and well I know we have to take in consideration cost and I know you're going to address that to well thank you Mr Mayor sir recall that in a workshop uh the council directed me to inquire of the of the um County if they would convey uh had a desire to convey the uh peer to the city and I I made that request of the uh of the uh County Commission and on December 19th they authorized the the the county manager to send a letter over um offering conveyance of the pier to the city uh that letter was received approximately on uh January 17th and you have a a 30-day time frame in which to to uh either accept or refuse to appear uh in the Agenda Report we've given you the assessment that was uh updated and I'm looking for that date um I think that was updated in 2022 or 2023 I forget which uh year that was updated um actually it was 2021 and so uh that was updated to to um advis on the condition of the pier um what came out of that was a cost and we've updated that cost estimate we're now projecting that um uh well actually an Engineers opinion of probable cost is now closer to 7.5 million to actually uh repair um and refurbish the the the peer that doesn't include uh the cost to actually uh operate or maintain the peer that's just to actually get the peer in some sort of condition to where it's safe to use and so um we've given you those again you have you have the 30-day period to respond to the uh to the County Commission and I'll advise them of yours decision based on uh uh which direction you take tonight I just had a question um is there any um possibility um of going after any grants to help aid if we were to accept appear I don't know what grants are available now but but obviously with a number that big we'd have to to leverage any possible resources that we could so just off the top of my head I can't tell you if there's anything that's a perfect fit with regards to to the pier but but obviously um we'd have to have that as a tool in the tool box if if you guys were to accept it and and uh and we were to uh undertake refurbishing it okay um anything from any other staff any further comments okay what are the wishes of the council question comment by councilman yeah so um uh City this question city manager as far as taking ownership of the pier that doesn't necessarily mean that we have to undertake construction of the pier right away am I correct about that yeah I mean you you just as the county is the owner and the peer needs some um needs some refurbishment replacement there you could obviously it's not going to happen right away because of the price tag and so so have ownership again I'm concerned about the additional liability exposure because uh county is now the owner uh of a peer in the city you would become the owner of that peer uh in the city but but no you don't have to again it's going to take some time to actually to to begin to to wrap our uh our head around how we would go about refurbishing it and even Grant applications and the like so um when you say the liability that just meaning U making sure that people cannot get onto the pier cuz right now I think it's fenced it's fenced all the way across um so it it's prohibiting folks from jumping off the bridge or yeah and I just mean in terms of you you own it and so obviously anything happens people come after the owner first you know um so so you own it right now the county owns it just just that transfer of ownership that that increases your your liability um councilman baringer yeah so they my wife went out of town and I bought a $400 Honda Gold Wing that needed to be fixed up while she was out of town while she was out of town uh and that thing sat in my garage and I really had all the intent of the world to do it and then it turned out it needed more money skill and time than I had but I really liked it and as soon as I sold it a guy sent me a video of how great this thing was running and I was so happy because it got fixed so my question city is if I'm looking at this I love the idea that we could get a pier for our community cuz there is an economic driver to that I believe in that when we count that off but I also don't know where 7 million comes from uh and how that gets done any quicker than the county might be doing it my second question would be even in opening this discussion up besides saying we'll do it ourselves is there any other benefit to that meaning that we we have control and we could choose to get it done faster although we haven't budgeted for that we haven't the unknown cost so that that's my question is there an additional benefit that I'm missing besides just control and we could choose to fix it faster second question I'm sorry sir second question is do we still have that same option even if the county did so if the county was to maintain maintain control of it and we still raised up the 7 million could we give them the 7 million we need meaning do we really need the transfer either way yep I got so B besides control was number one number two is could we if we if we really got excited about spending the money on that could we still give it to the county even without the transfer that's my question on on the second question um certainly the city has entered into interlocal agreements with the county to provide funding for various uh various Pursuits and as long as it's uh considered a municipal purpose which you know I believe it would be in this case um you know that's something that could be done obviously you'd want to negotiate the terms of how that would be um expended and so forth but it I think it's possible thank you thank you close yeah I was just gonna say um you know thinking along those lines like we don't accept it where do we lose because I don't see the county doing anything fast right right um until we have I mean there are some great things you can do with peers I mean I've I've seen a couple where they actually they'll put like tables out there and they'll have um you know they have uh food trucks and it's just a very Lively very Dynamic area they even have concerts out there um so it has all those possibilities but the price tag is way too high for our pocketbook yeah and the liability doesn't make sense to take the liability I just I'm not sure I see the county I mean because it costs a significant amount to take it down right they're not going to jump on that no you know is that all Council yes Council yeah um this this is from my time on the council it's the second time we've been in this position um where we are in a position to acquire properties from the county that quite frankly they allowed to get run down um and it takes me back to the old Jolie Smith Center um and and so again like I I I get your point of yeah we want it bad but in wanting that it cost it cost way too much I mean cuz I go to tville and get and go I can't remember the name of that uh restaurant that's in Titusville you know they have the bands on the on the bridge and and they light up the pier and you know it's it's I can just see that Pier 2 there I I can I can see just my dream of the bridge being lit up different colors for Christmas and and you know just different things that I see but then again we don't we don't have the funding so I I understand that wholeheartedly because again I'm g go back to the last item that we had dealing with the consultant right we we we we want to paint a basketball court and we having some issues dealing with that as well so um yeah this Burns me because I know a lot of people that want to go out there and fish right now you know what I mean it's but I just know that we so uh I make a motion to um to not take ownership of the uh Pier a second and one more thing May um so now we asked them for for the ownership so what does that letter look like now going back uh thank you very much for entertaining the uh the consideration to convey the pier to the city uh at this time the city is unable to accept the conveyance because of the uh because it is cost prohibitive for the city and the city does not have available dollars to improve refurbish replace repair the p something like that and would you give us $7.5 million to build it correctly but okay all right I'm just it I had a quick question yeah charge so in order to take ownership they're not asking us to pay the 7.5 yeah you own it they can literally give us a dollar you we can pay a dollar for it that's the price to repair or which that doesn't have to be done immediately correct I was hoping that was a statement that's correct sir so uh that's I'm confused that you know but but I think to counsel I don't mean to cut you off but to counsil woman cost his point the liability taking that on really doesn't make sense especially when we don't have the funding right now to do the construction on it then it'll be sitting for I mean right now I believe somebody correct me I don't know the amount of years but it's probably been 20 plus years anybody know that number maybe maybe 15 20 years close to it that has been sitting my f spot yeah so my uh CU I think one of the things we haven't been able to go after any grants or look at anything into it because we didn't own it and um of course I wouldn't I wouldn't see why the county would have interest in it you know especially with all the other things going on tourist related right now uh but as I stated I I don't think they were asking us to pay the ex 7.5 million to take ownership of it and uh you know if we were to own it then we could start looking at Grants uh you know to maybe do something with it it don't even have to you know necessarily be a peer um at the moment we can maybe acquire grants to remove the old pier and uh set up for future plans start building out a plan and any future plans for a pier could be built in stages to where it is a a price effective if we put a plan in place um I just know turning it down it's going to sit probably next 20 years is going to sit in same condition um all right can I ask a question Mr chair Deputy May uh Mr city manager uh I I understand Deputy Mayor hearn's concern can we offer them $1 and we take responsibility because here's the reason why I'm asking if a storm comes through here and knocks that peer down whose responsibility is it now still respons yeah it's it's the counties it's the counties uh they own the pier they they'll give you the pier for free you know yeah so so so it's their peer it's it's their liability um consider this the letter could read uh a non-acceptance at this point but uh a request to uh work with uh the county to seek grants for uh the refurbishment the repair replacement of the peer and at such time as a successful awarding of the grants then uh maybe perhaps revisit the ownership question okay all right do we need to I'll just add that but I mean well I guess you should change yeah for to on the safe side I think you should probably add that to the motion right our city manager don't move unless we dire you know just stated okay um so I I make a motion to um deny ownership of the peer at this time um but allow the city manager to um I guess propose the county for future ownership of the well yeah it it would be to to in the in the letter to Simply ask if they would be willing to um um cooperate with the city or work with the city to seek grants for the replace replacement repair referment of the up here what he said and then enter into discussions at a later talk got that Monica I got I'll second that um we'll call the question all in favor say I I any Nays so I just wanted to show a uh the news coverage we had on the groundbreaking for Fisk Boulevard so if Rob you can go ahead and play that complely over hope for a community that hased again and again next and at 430 the finally keep Thea take a look at this you can see the crews are already out there in Coco for the drainage Improvement project good afternoon I'm Darlene Jones and I'm Greg warmouth it's all happening near the Broadmore Acres Community that neighborhood is between panita Street and Fisk Boulevard North of the 520 and new at four Channel 9 bevard County Reporter melan hle live in that neighborhood Mel the area has seen a chair of flooding particularly after Hurricane Irma and the city has made efforts to address the issue over the years but unfortunately just hasn't found a resolution but now the city's vice mayor believes is the project you see underway right now will finally reduce the risk of flooding for Broadmore acres and other Coco residents living here along the fist Boulevard Corridor this is Coco's Broadmore Acres neighborhood and so is this and this the neighborhood which was built in the 1950s has some streets which are prone to flooding Luella mccormix lived here since 1988 right now if it start raining say it rains for a good uh hours my driveway it fills up there right there the hole is flooding it actually flood and the next scet over it's even worse significant rainfall during Hurricane Irma in 2017 really brought some of the drainage problems to light that's where we really saw the major issues um you know I know some of the houses were affected more than others this project here as I said is going to address those issues the city of Coco went after a FEMA Hazard mitigation Grant and was awarded $4 million to help improve drainage along FIS Boulevard and the Broadmore Acer subdivision for future storms some of the storm water in this neighborhood is being redirected to nearby retention bonds work is underway and should be completed by this time next year it will make a difference really so hopefully all these many years been working on it trying to make it better here now in addition to the drainage improvements out here the city of Coco has acquired some vacant Lots here in the Broadmore subdivision that they hope will eventually be used for affordable housing live here in Coco Melanie Holtz Channel 9 Eyewitness News glad we're getting that help thank you Mel just wanted to to just show that that we had some good coverage for a great project in our community um and and just show you guys that we're getting the word out there yeah and just just as a reminder rumor on that project there we we actually went to bid two times on that and had to go back to FEMA to ask them I don't know if they put additional dollars into the project so they so FEMA deserves some credit I know we we we often have some challenges with FEMA but they they put additional dollars in the project and we also cons we also uh you guys prioritize this as as a project over some another project that had funding on the books there and so so I took a lot lot to make this happen and it's just good to see that positive news coverage out there one I think Mrs Anis is is next yeah I just have a quick announcement um just a reminder we are going to be switching our treatment method in the water system we've sent out notices so starting on February 24th we're going to switch from Chlor which is a chlorine ammonia mix to free chlorine to help uh with uh preventing uh microorganisms and contaminants in the system to clean the system out before we get into the hotter months um it's going to end on March 23rd um and uh like I said there's there's notices that went out in the mail and we also are putting it up on the city website and uh social media um and also we will be contacting some of the kidney dialysis treatment centers and places like that that may be imp acted by the switch yes and there's a FAQ page and yep we have all the information on the city website which links to the FAQs which we also on the notice and it was also posted to social media as well thank you for helping us keep the best water on the E of State this is our third year doing it we've seen a lot of improvements with the system so it helps us get through the summer months it helps a lot so and then uh lastly I was going to do this announcement but since she forgot that I was sitting right next to her this Jamani is gonna make the announcement we just wanted to congratulate Monica Arsenal as our this her first meeting as our city [Applause] clerk see you get and so let me let me just um you know it was it was a big shock to us all with a carry passing away and so Monica has had to step up unexpectedly and and uh we know she'll do great things there since since uh uh the car's passing in funeral Monica has actually and I I sent this out to you guys has actually become a certified municipal clerk and so again not only congratulations on that designation also so very proud of her um that's it for us what wait a minute didn't you receive a plaque you remember the gentleman yes sir okay um uh at its uh annual conference the uh icma uh International City County Managers Association recognized me for 30 years in public service and so that was back in uh October September you gonna get away all right uh City attorney any reports no report thank you uh Chief no reports uh so we'll move on to the council uh we go ODS this uh week district one um okay you know so black history m is always very very busy um in a short time frame we do a lot of moving around so this is at the uh Harry T and Harriet V Moore Center and Mims um they had a gospel explosion and um I was given the opportunity to speak about the city of Coco and the things that we offer and hopefully to encourage citizens to move into city of Coco um and this is U the Bon cman Gospel Choir came as well um so these are actually some potential employees as well a lot of these young men and women are sophomores and juniors and at at the University and um and so they did did a really good job and you know appreciate the group at her T and her V Mo Center for putting this on for the community uh this was our our annual um Economic Development uh now it's not a breakfast anymore now it's um what we call it social event social event um but it it was well attended I think a lot of people like the change um it was was very Innovative allow um businesses within the city of Coco to uh show off their products uh thank you for to staff uh city manager and everyone who worked on this um event you know did a great job and a lot of good food as well um this was the uh be what is it called beer brew Brewers bash Brewers bash I'm going say beer bash Brewers bash um I had had a very good time uh at this event as well I was there for a little too long uh but it was a very very good event a lot of people from all over the State of Florida I met a guy actually from Utah that just show up he go to Vince all over the country and he picked this event um to go to so to let you know that city of Coco and Coco Village is a a great place uh to be at um so um Coming March 16th um great opport for people who are looking to purchase homes um at the real church we know Pastor Jarvis is always doing things that are out of the box um and so there's a home buy Workshop put on by Latoya Dukes that is March 16th 10:30 to 12:30 um he was actually him or this other event as well it's another home buyer event actually the same day um if we can get some pamphlets about our programs that we can give them or if anyone um from staff I know it's a Saturday um that will want to come in and just speak about again paint program or maybe get someone from Diamond Square to do something five 10 minutes whatever it is to tell about the program that we have in our city um but again uh March 16th two events two different locations uh 10:30 12:30 at the real church and then 11:00 to 2:00 at um the oil of Joy uh Ministries again they see a lot of building being done in the city a lot of homes are being built and they want people to be prepared with their credit and things of that nature so they can actually purchase these homes um in our community um uh this is uh Super Bowl champion Jaan Taylor a right tackle for the Kansas City Chiefs um a proud member of Koco High School um he he actually blocked some of the best defensive ends and a Florida Gator as well yes you're right um he had a block Nick Bosa and what's my boy from Washington uh I can't think of his name but but he did a great job and and again it's another another opportunity to represent the city of coko because every time they show his name they say the city every time he's interviewed he talk about uh the city as well so um so I I don't I give coko credit but we know what he started he started with me rock Les you and uh at this moment so look how big he is now he was 12 years old 220 lb he was already 6'2 at that age at 12 and so uh so we had a lot of rushing yards running behind behind this young man um but but you know just just he is a humble um God-fearing man everything that he has accomplished um it's not uh something that is shocking to us and and sometimes that's a bad thing because we have so H so much high expectations for some of these men when they do great things we kind of minimize it and and because we know they're going to be great and so he I think he've known since he was 11 12 years old you know he had to be taught how to punish people cuz he was so big that his mom always said don't hurt him don't hurt him so he had to learn how to be a beast and now he is a $82 million man for the Kansas City chief so um um oh yeah yeah so um Jawan Taylor Mom Wendy Taylor she owns a um a hair salon in Rock Ledge his brother just is f to open up a funeral home in Rock Ledge actually the first black own funeral home ever in the city of rock is right there off of morel Road in eer um um a lot of his other family members we we know he lost his father uh I believe two years ago he just lost his grandmother as well um last week week um before this game so um he dedicated the game to us so you know again it's not just all about football but um city of Coco was represented very well uh this weekend at the Super Bowl um this was event that we just seen um very proud of this event I mean just like I said earlier sometime we make motions and we do certain things and and it's kind of uniform that we do this but these decisions are changing lives um uh believe me I get called every two weeks and somebody going off on me about when you when are y'all going to finish fist Boulevard and a lot of those sometimes Community don't really understand the process of Grants and I don't expect them to um but the fact that they're seeing us out there in constructions being done believe me A lot of people are very happy um about some of the decisions that that we've made um again it's another photo um I'm I'm I'm not looking like a professional right here now but I'm at work as well so a lot of times I sneak away and and come to our events as well so um again I I appreciate the council appreciate the staff uh for all the hard work we are moving the needle uh in the city if you you know every few weeks we seeing articles about the city of coko um and and and we're we're moving in POS Direction I know you seen the one about the um the train um we they're showing articles about different housing options that we were bringing to the table so I I apologize to the mayor and the council as well for me addressing Reverend Dennis me and him are cool um but I don't allow anybody when they come here if they don't um have facts and Truth to what they say I'm always going to that's just who I am um but I'm going to speak with him tomorrow to let you know and I would bring him everything that we have done to address um some affordable hous we have not we're not going to solve all the affordable housing needs we not going to solve all the homeless needs but I I believe that we've done more than a lot of other cities within this County for for sure so so so if I if I I don't never want to disrespect you guys either but I just I make sure that I do that when someone says certain things so but I'm done thank you councilman councilman beer all right maybe all right so uh I'm coming um to highlight a a concern concern and the concern is um that I I believe is within our purview but is limited in scope uh we we have a school board and their function is just that uh is to manage that is to give policy to that school system but it has been my experience that as a city uh very often you the results of a city uh are contingent on the educational decisions that are made by those boards uh and where the two shall not meet uh the two can operate in isolation the the more concern that I have is one from a quality of life issue second is as an economic driver I I think traditionally when somebody would choose to move to a no new location there's three jobs they ask number one how much does it cost to live how much is the house how much will I make at my job and how are the schools and we you know we're moving I think towards uh a significant amount of new residents to Coco uh and not to to our existing residents are as deserving of opportunities that are outside the scope of our city so I I I look at that when I look at and I use Vieira as an example uh what resources go to to those schools uh what are the results that are achieved and you know why we're talking about just adding golf carts to the city City they got golf cart parking lots at school that's how you get to school right so and no harm no foul I mean that that's fantastic when you earn a a great grade so uh what I share with you is that as the magnet school within our city proper we are at a c for our other elementary schools we are at a d excuse me and and and we have another d uh and and and and that D sits right behind my house uh and that is where my my my children would be zoned for uh and I don't think it's right I I don't think it's right then the question says well maybe it's just a bad year how long will we accept that so that's my that's my question to council one is how long will this be an acceptable status for the for the children who are in our city and and and my answer is not enough another generation for sure that's not acceptable to me two years maybe but we're on a decline so I that is a concern to me from the the reasons I noted before I at our economic Suare that we had I was very grateful because the superintendent was there and had a beautiful conversation and he had noted that some of the board me or at least one of the board members uh had had Poss made the notion that the somebody from the school district might be willing to come and talk to the city about what they are trying to do and I I would hope we might be open to such a thing uh because for us as a unit to go there uh timing is tough at best and I think that they owe as representatives of the citizens of our city I think that they owe an explanation to us about what are we doing in the city with education and how long is it going to take to get to a b I'm not even saying the word a but how long and it that that pains me to even say that and and what is your plan to get to an A and if the only thing that we can produce is a a school Improvement plan that we've already written for the past five years that got us the same result I'll be honest that's not going to suffice for me so so that's all I ask is please provide the opportunity because of where we live not only that opportunity but the resources that are going to be necessary to get a different result because I know that there are a lot of teachers and there are administrators working very very hard and the district there are people who are working very hard I don't put it on the fault of them but I do say we own it so if this is what we own for our community then how can we as a council be supportive at least I can ask the question but I can't ask the question uh you know as a single individual I don't I think I think we owe more so that would be my ask of the councilors if we would be open uh to them coming and presenting what's that plan for our for our kids and families uh the second was uh had a great opportunity to go out to Lost Lakes and meet with some constituents out there and uh just as a friendly reminder uh you know we got a lot of folks this is a beautiful Community it is a beautiful Community the folks are retired but insurance is a killer our citizens are facing some serious challenges uh you talk about hurting right now the insurance rates at the the increase year over year over year for our for our retirement community that is a tough spot I know for our folks that you know if you were making less then that's hard uh and I I I you know I understand that that's you know the state legis uh scope uh to work within but mayor I I would welcome that whatever the the league of cities is doing to talk about uh insurance rates and figuring out how to make that a little better uh I would be glad to support because our our citizens are bearing the brunt of that and at some point you're choosing medication or you're choosing H paying for your house and that that's not a good spot to be in so I just remind that so great conversation out lost laks great place to live if you want to retire all right thank you uh councilman Binger uh councilwoman C okay okay there we go so the work has begun at Mo stradley and I just uh was out there the they're starting to grade it um I know that the county has got they are the ones that are looking at the uh what I call the public health issue right do you do you know I was going to ask um Mr Whitten do you have sewer yeah the septic to sewer and the other things that the county was going to provide here so it looks like our our grading is moving forward they're going to have great fields and I would imagine that would be in the spring um do we know what the status of the County's work is yeah the the the we just had a meeting with the county last week or earlier this week there so so it's the football field it's a fencing it's the concession stands with the bathrooms um it's the parking lot and other things that I'm probably forgetting um but I don't know that they they are um doing the septic to sewer because of the cost of that of that uh project Abby did I forget anything no that's correct they they're not they're not moving forward to the septic to se project okay so does that mean they'll have the same issues they did last year um with the sewage or are the upgrades we're making that are being made to the well I don't know this is the football concession stand there are other B rooms there but let me let me um check with County staff or the parks director and see if they're addressing um those issues that they had last year the ones that are not related to just having more people than the uh than the facilities could handle there but I I'll address that with the parks director because that's the one where we had to we were providing them with the Johns for the last uh temporary Johns okay um okay we're having a Gala on the 24th this is um the late uh mayor Jake Williams this is a Memorial Scholarship that will go to an Emma Jewel Charter Academy scholar so uh well- needed scholarships and unity in the park is taking place on the 25th um this is um um several organizations involved just wanted to put this on everybody radar screen and probably the big thing last couple of weeks was the EDC launched their brand campaign um and so I'm going to just give you a little rundown I have these gifts for everybody so that you can look at these while I explain what these colors are about I mean first of all again the The Branding is is a way to build an emotional awareness a recognition that resonates and I can tell you that the ads that the EDC has done in other cities they're really focusing on those trade magazines I've even had uh people and family that I know in other places mention it to me when they see them so we know it gets the word out there and this is the by line which I'm pretty proud of um I think uh Mr Whitten was quoted as saying it says it all in the Florida today um so this by line will be shown with the logo and when they do this um they launch this major ad campaign the colors even have symbolism uh eony is the Region's bold Innovative thinking the blue is the brightest idea is the green is our connection to Nature and the gold is our downto Earth community of families and individuals alike and they uh actually I thought it a bit of a stretch on on some of the symbolism that they tied into the logo I do like the logo um but and and this is what they're what the connection that they're trying to make and again this is something that at an unconscious level you see this enough and you think about these things so this is um the rocket contrail have the nature Green Space the water in space and this in particular I thought was a stretch but these letters are all in this symbol and most of all it REM reminded me I'm probably you're probably all too young to remember Star Trek but it's really it's it's such a Star Trek symbol I feel like I could go be me up Scotty anyway you're going to see a lot more of this campaign and they will probably be coming uh to speak with us as a counil as well that's it and I'll just say that I did attend a Florida League of City's leadership conference last Friday um a good conference I think it uh it was actually some of the things that you had learned in the emo 2 that they now have switched up they've developed the emo one and emo2 are a little different than they used to be and this is was the kind of leadership kind of the communications aspects of that um about 40 other cities were there and I'll have to say we talked a lot about Communications and the list that we came up with the city of Coco is doing most of those so the newsletters the electronic newsletters monthly the quarterly printed the um you know of course our Citizen Academy um so uh we were doing relatively speaking relative to all these other cities I was very proud of where we were in terms of our Communications all right is that it that's it thank you um no District too uh yes you do go ahead um let me do a little bit okay can may I go please Mr Peach then I'll turn it over you you'll see why all right okay um several weeks ago we had an event there sponsor by First Responders um we one of our own our very own yeah yes one of our very own dougm that sponsored this track event um held in beautiful downtown Coco Village as you can see the funds went to the First Responders um it was held countywide Statewide participants were involved a lot of friendly family activities one of my former students and friends that I taught believe it or not was at the event it was a nighttime event um that is uh Doug Manda to the writing retire Coco police officer and the gentleman to the left is one of the event sponsors as well as myself we were there um and they participated you see Doug with his uh dog right there his uh um therapeutic dog and his wife and family and friends um M I can't think of this gentleman his name Mr Blackburn I think is his last name co-sponsored this with uh Doug Monda um we were at the uh Bard Homeless Coalition at um Eastern Florida State College um in at the Melbourne campus there as you can see uh Amber Cole excuse me Amber Carol that sponsored this event along with Linda Graham and the other two ladies who work with u Bard Homeless Coalition um these are some of the sponsors there too as well as you can see the ladies there were sharp as a a cat even a cat could not even scratched them um here we had literacy night here at coko high school um you can see the principal um steart Mrs mcloney and Mrs kirkshaw uh she's also retired um School Board member but she's a part of the foundation and we were able to to read to the um kindergarteners all the way up to sixth grade um we had a great time this group of young ladies attended um they're from Jamaica so they're doing internationally uh training for the kids for reading and they all came over from Jamaica and had a great time we shall be receiving some group of ladies from Europe to next time um this is also one of the sponsors that was a part of the reading launch literacy group um you can see we did a point in time count about the homeless see that's you know sometimes it is BET and I commend you uh councilman go for doing it but sometimes it is easier just to let them speak and let them move on because knowledge is power and before you come up and cast stones sometimes you should seek knowledge and ask the question but these uh the young ladies here um Ashley and Tara not Takara Tara we were at six o'clock in the morning over at a family promise and we went in the wilderness it's daylight now but we were there at 6: a a.m. in the morning and it was still nighttime and a great group there here we're over here by near the Larry gimore park there we can see cleaning up in the background the beautiful thing about it I love the diversity those ladies are shaking of makers they didn't care where they went there and and and rest assured they didn't tolerate any foolishness foolishness but they did their job and they did it effectively well so I'm extremely proud of that because we travel throughout the city of CCO um this is also uh let me look at this classroom okay Grandparents Day at the Trinity Lutheran Church right there on you on a Fisk Boulevard some of the youth there that I attended now you know what time that is all about right there that's tag of Pride USA Baby yes sir yes sir yes sir yes sir yes sir myself uh mayor Dan diesel who's also a part of the KOCO High School football um team and organization and yours truly coach uh Snider uh this is Dan Diesel and his wife and you can see a team that prays together stays together and we were looking for not a threee right that's right okay all right you guys know this group of individuals this is Brady Hart Brady Hart remember this young man he was part of the literacy night to at CoCo high school council mcor's with his fam you col I mean b m on I'm just checking your reflexes man I know and there old Gator but this young man Brady mark your calendars ladies and gentlemen my prediction he will become a Florida Gator and he will be high in the draft Yeah rest assured Bank on it right now he j a sophomore up and coming Junior next year okay and that's Mr uh Carson in the background this is Juan he's part of that Friday night log Space Coast daily Juan Rodriguez here we go again here we go again now uh Snider um the only time you can't spell the word rocket without a what L you know what that means but you know I'm G leave that alone this is Blake this is uh our representative tyus aoy matter of fact I met him twice councilman um um Deputy M Hearn is there we invited him a stole the page out of guys book to come back after legislative session has been completed to come and give us a an update um uh three of the uh past presidents well current president to the left Greg Ross past president Philip Walker and myself as you all were at Tallahassee at legislative day the military was there man it was awesome in the courtyard of the state capitol all right this is our congregation here uh the bavard delegation and you can see we're in full force ranging from Sou Beach to to Titusville to Coco needlessly say Melbourne etc etc great group this is the barar delegation okay here we are meeting with one of my former students um s um excuse me clay clay is part of the from there had their delegations we we met with them from Watson Paving um I taught that young man very proud of him and they were there also on Capitol Hill with us here we go now it's your turn that yep all right ah just so me and the mayor uh we had the opportunity to travel up to Tallahassee as you see um along with other members of the Space Coast League of cities um uh for legisl legislative action days and uh we met with Bard deleg with The Bard delegation members on a number of local issues uh priorities affecting cities and counties across the state including our two Appropriations requests uh the request for funding towards the former Dr Jolie Smith Community Center and the repurposing and repurposing that facility to better serve the community and the City of Coco accepted the sewer conversion project also known as JN K the Dr Jolie Smith Community Center is currently in the house proposed budget at 1.25 million uh this is half of what uh was asked and that is in good posture for the budget conference aside from that during our meeting uh with the chair of the House of agriculture and natural resources subcommittee representative T Thad Alman uh he confirmed that our request for the J&K project is currently in the house proposed budget at $3 million this is half of what was asked uh and that is that is also in good posture for uh budget conference as we near uh budget conference in the coming weeks we will continue to work with our bavard delegation to monitor the status of our funding requests and uh bring that information uh to the citizens um also I I wanted to State me and uh the mayor uh we also had a opportunity to speak with our representative uh one of the things that did come up uh we expressed the insurance crisis that we're experiencing all across Florida and uh he he was able to hear our concerns and and uh and stated that is something that's being talked about right now Capitol Hill uh so hopefully uh our representatives and uh they come up with a solution to address that because it is a major issue that our citizens are facing right now um I'm sorry I didn't get my pictures in in time I kind of had a family crisis come up this weekend I lost my grandmother on Sunday with you thank you bless and uh I do want to thank uh all the people that it I got tremendous Outreach from the community on that and uh so I thank everyone that have reached out to me and my family um so it kind of threw me off but uh as you can see in the city we've been having a lot of good things going on uh I'm excited about um even with the broad more acres and fist project uh you can already you know it's it's good thing when the citizens see uh some of the things that we're up here lobbying for on their behalf um you ride up down fist Boulevard right now you just see the the construction taking place it's it's it's in full works and um I love to see it you look at the parks you see all the uh work that's going on there and um you know it's not just Council we do make the decisions but the staff have been working really hard on getting those things done um and I'm really appreciative of that um and I think that's all I have that's all I have for now um again Monica congratulations uh I you do a tremendous job I know uh I'm always seeing you you know at work and I'm amazed sometimes the things that you get done in the time span is allowed to you so congratulations and continue the good work that's all I have I'm Mr city manager sir yes thank you Mr Mayor sir I I was remiss I I uh forgot to few things there um first congratulations to Mr Lauren uh Senate State um he is now a certified Labor Relations graduate and he achieved that designation show love he achieve that uh designation at the 51 First annual training Conference of the Florida Public Employee uh Labor Relations Association and uh also uh bringing on the hardware bringing home the hardware for the city of coko is our administrative Services director Tammy Jamani who was awarded the the 20 she was awarded the 2023 president's award at the uh at the uh conference for her time and dedication uh to the association and to the profession and so very proud of that you know when you get a president Awards it it President's award it's the highest award and so very proud of her and uh I apologize for missing that earlier great job and her son just participated in a track meet it did phenomenally well right Mom right Mrs J he told me I should run in here and recognize them both kudos to you Ma'am kudos to everyone Team Coco um right here um one thing we learned about at leg lative day it's imperative that you treat the secretaries of our elected officials our state representatives uh extremely well because they will give you access directly we met with representative Thad Alman twice and representative thus Roy twice this is his uh secretary Angelique oh man yes you know her right first class lady all of them are but yes and and and and debuty Mar Hearns and I we went beyond the Call of Duty we met other Representatives that will vote on this J andk so it's imperative that we see them all and not just see one or don't see anyone at all down that's right so it's important that we understand that and recognize that all votes matter of course uh this is Daniel and Jake they're from Paca and Lake City Florida met them at the uh state conference there also our yes sir I'm trying not to L see I'm sorry forgive me y'all they had the dedication at Clear Lake Middle School they have started a CDL uh driver's course there that's open to the public um it's open to the community so where you can acquire your driver's license for CDL uh this is Rashad excuse me Rashad Wilson Chief Operating Officer there um as you can see this is the group David and David they were part of this as you can see the tractor in the background um this is the base Bard area this is the adult under the leadership of Lori Benjamin the young lady in the middle and they expanding our facility at Clear Lake Middle School they closed it down but they reincarnated it reinvigorated it resurrected it and I'm happy to say this is the great works and her staff there um this is School Board member here from District number one one of my former student and I'm happy to say she does a phenomenal job for District number one this is Mrs Benjamin and myself uh this is a group of guys that's making it happen they had um kite day for the Indian American Association at Palm Bay where they were all flying kites and they had the opportunity to go there and see there Mr Patel and the association so we will travel matter of fact I was flying a kite I have my kite in in the uh truck um this is myself as you can see the colors in the background for the Indian organization did an indianamerican organization and that was a uh Ms School Board commissioner Megan Wright that I took a picture with at the conference so this concludes my portion of it Council get ready representative th Alman and and representative tyus ay will be coming to give us an update but more so than anything else just give our legislator the time to acquire and ascertain the funding for us to be successful teamwork is dream workor so I thank you all council members I thank you Mr city manager City attorney but more so than anything else thank you staff for your
