haven't seen this in a very long time um as we know commissioner Banks is unable to be with us this evening but Mr Ron leest for many of you that know Mr Ron West he is also a very respected um lifetime resident here in Crescent City and he is offered to do the invitation so if you would please stand if you're [Music] able let us pray dear heavenly father thank you for the country that you've given us to where we can meet like this and be together bless this city bless our current Representatives and bless the ones who will be sworn in tonight please watch over this commission and be with it as it rules and governs our city bless our town bless our country in Jesus name for his sake amen amen I United States stand naiv andice for all [Music] tonight is a very exciting night in the city as many of you know in case you had figured it out um commissioner Banks is retiring after 40 years unfortunately he cannot be with us tonight he has he is with his wife where he should be but he has assured us that he will be back on December 12th and we will honor him then because if anybody deserves honoring it would be commissioner Banks he has served this commission he has served this city um and he is just got a servant's heart that um I thinkk commissioner West who is in the back um I think the two of them were the longest serving in this community and Tru love this community and we're so very appreciative for that um so with that I'm going to go ahead at this time and I'm going to introduce our um supervisor of elections Mr Charles over he's got some information on this last election and thank all of you for coming out thank you you're your your voice was heard and we appreciate it thank you mayor just a few words before I do do my small part and turn it over to Clerk of the Court M um as you've heard me say before you and I live in the greatest country that I believe God has ever put on the face of the Earth just just yesterday [Music] [Music] better good good thank you just yesterday we uh honored our veterans um around the country around the world you and I have been blessed you and I have been blessed because we have been given uh rights and privileges things that came a great cost to so many yesterday they talked about those that came back home but they also Al remember the ones that never made it back home and I hope every time that you and I vote that we do so remembering our veterans remembering their sacrifice elections are wonderful things it's a time for change sometimes we say goodbye to some of those that we have grown to to enjoy watching as a lead us and if he was here tonight I had some words that I wanted to say to commissioner Banks he's a very religious man and I think there's no better words than to say Well done good and faithful servant and I believe that that is exactly what commissioner Banks is tonight we uh do welcome in to this group a new lady and so I'll ask her to come forward if she will so that I can do my part and that's lond Mo lond was collected fth day of November for City commission for pres City group [Applause] three all these just about the same per ter will begin today on the 12th of November of 2024 and ends on the 13th day of November 2028 and so we say congratulations and wish you the best moving to the commission seat that Harry is given up this evening I ask Cynthia Burton our returning commissioner to come forward she was also elected on the fth day of November she is going into four and her turn will be the same starts today and it will end on the 13th day of November in 2028 so again welcome [Applause] back last but not least I would ask the mayor please come down she also was elected on the 5th of November as the mayor SL City Commissioner for prent City your I believe we live in the greatest country in the world today and I'm just so glad to be back in a in a small town root are in small town and being able to participate in the um in the swearing in Jump Right In you have to jump right in one of the highlights of election night was when um Miss Linda got the final results and it it brought tears to my eyes and she realized and she said they chose me and they [Applause] did can we clear the water bottles water Bott [Music] [Music] okay um would you um do you have anything that you wanted to share with us as far as the turnout and the results before we get started yeah um everybody but want to be very proud you know when you break a record and you you know it's usually a point or two but we smash the county record by 8 percentage points we ended up with 80.5 turnout for the old election here in CR City you all did a great job you were right about 74% which was a little bit higher than what it was four years ago you were at 73 then so you know everybody in put County ought to be proud and you know the thing about it is I have people say Charles I'll see you in four years but you know what this ought to be the way it is every election we ought to be in the 75 80% every election but we're not but we're thankful for what it was this time you know is the way it should be and hopefully we can you know continue that going forward so again thank you for the candidates and thank you for the public the voters were great to deal with you know we always make a mistake or two here and there but they were very gracious about it and know that we're trying hard I've got about 200 workers that I have around the count so there's a lot of people that you know mean well but sometimes we go about it the wrong way but we were proud of what we did but again thank you to the public for what you did it was great we appreciate both you and our Courts for being here and Matt congratulations to you and congratulations to you and Charles yes they also were they also eled they also elected in next Tuesday corre janary just to complicate things a little bit okay okay let's get started with that we have a vice mayor selection that we need to do at this time we [Music] have know it was always Harry so like was hands down someone said nominated Harry and that was it so I don't know how you wanted to do it this year if you somebody was interested in you just or I don't know how you I apologize do we have anybody that would like to to be vice mayor years [Music] experience the Senor status at this point but I don't we have so the fall 2024 speaker series and I'm told for those of you um that enjoy this uh we have an Colby who will be with the um Fruitland Peninsula historical society and that is going to be on November 21st at 400 p.m. and they will be meeting at the um Woman's Club and I've heard that she uh she wrote Wicked St Augustine but that she is an incredible Storyteller so that should be very interesting so please if you're available it's 4:00 November 21st and that's at the Woman's Club we have coming up um it's going to be a big weekend December 7th we've got the little blue house is going to have an open house from 11 to3 and it's going to be remembering World War II and dday then we've also got the Woman's Club is doing breakfast with Santa and that's December 7th from 8 till 11 they're having their yard sale prior to that November 22nd and 23rd that's a Friday and Saturday and that will be held at the Crescent City Women's Club and then also on that December 7th which is always a busy day we've got um the silver tea which is the Christmas bizaar that our First Presbyterian Church fits on it's going to be in Warner Fellowship Hall and that will be from 9:00 a.m. to 2: pm. please if you're available stop in they have baked goods Christmas decorations handmade crafts that day we will also have have um and we're still kind of trying to figure this out but we will have the Christmas parade that day starting at 1:00 and then we'll have our holiday Street Market from 12: to 12: to 6:00 after that with possibly the fireworks um that evening we're still working the yacht club is still trying to work that out and then the night before that it's a big event it's our um it's going to be our light up I know Charles is not here but we have some wonderful volunteers that have stepped up Miss Liz raise your hand Miss Liz is out there and so she's learned all about how to um climb that ladder and and zip tie those lights and so the lights will happen so please everybody that will be that evening um starting at what time is that Christina up is um 5 to8 5 to okay 5 to8 and that will be in evil line Park so that was of course is going to always be a busy weekend for us have lots to do here in Cent City and with that I think that all the announcements is anybody else have any announcements that they need to make okay see enough we'll move on to our minutes so before you you've got the May 1st 2024 that was our master plan Workshop you have those minutes before you I'll entertain a motion I Mo that we approve the masterful workshop 1 2024 minutes the minutes I think there are still Corrections that are needed and I just I've been asking our prior City Manager for quite a while that someone besides the clerk read the minutes before they go out on City staff because there there are things there are improvements but there are things that still um are not are not accurate and or at least could be done better so going forward in the future um hopefully we can make more progress okay your point with that pardon your point well my point is that I have not had time in this past month to make specific Corrections and additions to the minutes there are some that I think need to be made and it happens every month and I think it would be helpful for someone on City staff I got that I got that thank you okay right now before us we have um a towards the end business items under gullet gullet is LG okay um and then under the next item there it says oating remaining AR funds I wanted to make sure that it says in there the r Architects not just R the the arit form and the uh bottom of that page says commission to move to table uh the remainder of the AR funds and that just means I say table the discussion of the remainder of the AR funds she didn't move the table just the discussion okay I have if you go down to the first the public hearing um it has a roll call is taking commissioner Deo the V needs to be uppercased thank you okay anything else um yes I have two so um the date of September the first sen says Commission special meeting was held on September 30th 2024 shouldn't we reflect that this was originally noticed for September 28 didn't REM moove it because of a storm issue but we re noticed it we re noticed it I don't know I don't know I don't do we need to get that into the minutes that it was originally set for an earlier [Music] date it doesn't hurt anything to put it in but I mean would you like to add that um yes I think when people go back and read look at our documents that might be helpful just special meeting originally noticed for September 28th and um rescheduled due to a storm it was um just put that in um second change yes and then on the third page um two3 of the way down the page on the vote um commissioner L's motion that says commissioner ly move to designate and then before the word not we should have the words an amount not to exceed but I mean there needs to be something okay okay that so we have a prop in a second if there's any no further discussion all in favor please say i n okay so approved and then we're going to go on to our um October 15 2024 and I I'd like to move to approve the October 15th regular minutes regular meeting minutes with some corrections okay can I a motion please I mean second I'm sorry second second my the directions that I want to mention is under sheriff's report it says Captain us gave the sheriff sheriff's report um after the setting trick or treat time it says de All Eyes which I think just your notes again that you need to actually I have I also have a correction for that okay in your direction mind well basically I made the motion so I me the motion was I would say after a brief discussion I would strike it was decided and just say commissioner dito moved that trunk Retreat and after trunk Retreat and Citywide trick retreating will be from 6:00 to8 p.m. on October 31st 2024 then obviously commissioner um second of it and I would like to apologize to Karen because I do actually read the minutes and give her looking it over and I did not I missed these they my email Bo or my inbox I was on town so some of these [Music] are that um so that's why these last two sets are kind of in my op so that's my would you like more time to go over I mean do you oober the regular and and okay so will you send your yes I okay can I always read minutes I read these minutes when I have changes I've always been asked to make writing which I don't think is necessary but I try organized regardless so um I'm not really understanding how changes are made to the minutes but all the Commissioners don't see them but you were just saying that someone should read them over and help correct I met someone on City staff I have a problem with a single commissioner editing the minutes Ian and Karen that's and I think Karen does that don't you Ken what you you don't you send us out what we have and then you take everyone's um but you but you don't change them you don't change them until we've approve them correct that's correct I have two girls that are um also clerks that help me Rad the minutes and they do their Corrections before they even get some so but they Part City but I just thought I heard commissioner Lor say that he send corrections to Karen that we don't see that are just Incorporated tyos thing he doesn't correct as what my she takes the file that I send to her and she makes good changes so I just point out things that I highlight things that are wrong so I think what commissioner Deo is saying is that Karen any changes that the commission makes they should be shared with all the commission and they should not be taken into account until um we've had a chance to look on over and to those changes is that cor that's what I've always understood so as we go forward maybe now yes sir maybe in the interest of efficiency you might send her a red line bur underline strike through and then she can bring that to the commission and the commission could decide whether or not the modifications are acceptable or they aren't and it thank did we um we voted on this on this table those okay then let's move on to our um public comment section and right now now I think I just have um um Mr nle who would like to speak yes I I want a report from the uh blue ribm committee is this a proper place well I thought we put that um we didn't put I have time to put it in you didn't have time to change it Okay no Okay so yes sir then I apologize because you asked that that that put on there so I'm John new and I res 566 o highight 17 pres City I'm a member of the Blue Ribbon committee which is the committee that relates to the acquisition of the Miller Intermediate School here in cron City the first thing I'd like to do is just to congratulate Linda Mo who comes on the commission replacing Council Banks then commissioner Mo I know you're going to be a great addition to the city commission and congratulations and of course I want to congratulate commissioner Burton for her reelection and the mayor for your reelection the fact that the both of you were reelected says the people in prent City think this council is doing a good job and I couldn't agree more so congratulations it's a it's a a great evening all right the blue Caribbean committee is making good progress we have two new members Dr Kevin Jordan and Nancy Taylor they've been on I don't know two or three meetings both bringing their unique education business and background and Community involvement to the committee we welcome them they are two great additions as you know we're working on a story to go before the school board in relation to the acquisition of the midle Miller Intermediate School here in presentent City the last thing we want to happen is for the school to become aand abon by the school board when it could be such an asset to the community in the hands of the city we're making good progress on the title search with vet title that should be completed soon that information and other compelling facts will be an integral part of the story that goes before the school board in order for it to be a win-win situation for the school board under the city commission the r Architects project proposal regarding the school is moving forward now of course we will come before the city commission first looking for your endorsement we will present a financial plan that would not murden the city it will be something that is realistic and and work for the better month of the city and the school we hope to do that by the end of the year but if not it'll be in early January so we we think we should come before you and keep you up to date on what's going on with commit and that is my report thank you can I you know I think I think for December I think two things um that I'd like to see you bring back to the commission actually is number one really really is the title search hopefully that will be done in time to bring that back for December yeah it should be done soon if I can interject I just talked to Mr G today and he's supposed to have it done by the end of this week okay that would be great and then the second thing though also would be um I know we've been back and forth about the the cost so would cost the city to purchase the school or whatever um so have we've gotten any type of appraisal or anything like that well there isn't there's a second appraisal that was done related to the type building that would be in this area that would be has been sold like the school in Pearson there and and that appraisal comes back much more reasonable you're going to see this story well we we need to get that story soon I think because basically the story is going to have to go out to the our theory is to present the story at one time if you put it out bit by bit no I don't want to get by bit don't don't take me WR on that um Mr what I what I'd like though is the story really has to get out for the the the citizens of Crescent City who are going to actually end up um you know they're going to hear the story when we present it to you okay well Mr G if I may the idea and what we have talked about at BRC is first of all they're going to once we have the narrative and the presentation put together it will come here to the city commission first and it will be seen before anybody at the Schoolboard sees so that is the plan we were not the plan is not to go to the school board before anyone here knows what's going on and as far as the the second appraisal it was an opinion of the appraisal or review of the appraisal is what it's called in appraisal terms and they looked at the first appraisal appraisal and which was from the school board for school district and then went through and evaluated it and kind of saw some puts in it and change evaluation so it went from 4 half million to about $835,000 which is obviously a big difference I'm not really here to through the whole meaning but but we just need this information because really the the bottom line for for the commission the commission's not going to be making this decision to buy the school the city uh the citizens will be making this decision because it's going to go on their tax bill they're the ones going to be taxed for it so so I'm just saying that you know we we eventually have to get get ready for them and I'm not sure if it if it needs to come to the city first even see if they're interested before you go to the school board or you go to the school board you know those are just some of the questions that I have we want to make sure that there the city is actually involved with this we have to come before the city first we went before the school board and they agreed and then the city said no it would really be an embarrassment yes I just want to say um I think the Blue urban committee has done an outstanding job they have brought tremendous expertise and done something that I don't think the commission could have had any hope to do and I think we need to let them manage this as as they see best I mean they know they're created by the commission they know that have to come back to the commission um the one thing I think we need to keep in mind depending on how things go did we not um extend their duration through December 31st okay and commissioner Lor it's already so you have youry on that yes and we're me tomorrow morning at 9:00 a.m and anyone's welcome to come we do broadcast meetings and all our discussions are in the sunshine so that everyone knows what we've been discussing um but yes I was planning on probably coming back in their next commission meeting next month and asking for another extension because it is taking a while but we are making great progress and I very proud of all the members of the day have you know giving up their mornings every week to come and meet and it's uh it's a lot and we've gotten we' made a lot of a lot of uh progress and had piles and piles of paper workk from stuff that research so it's a I'm happy and free some free services correct yeah thank you thank you mayor um mayor yes may I just make a comment yes absolutely thank you uh Dan Dodge uh Crescent City and chair of the blue ribon committee uh I want to U just comment on commissioner Burton's uh thoughts and we reassure her that the committee is very anxious to get you the information um but we want to make sure we give you quality information and obviously it's taking a great deal of research and work to to gather that so we are as anxious as you all are to present it to you but thank you for bringing it up yeah just I just want to make sure that you're you're anxious like we are thank you thank you you with that Mr newold is the only um speaker that I had a request public comment is still open if anybody else has anything that they would like to bring forward please at this time this is your opportunity that is not on the agenda okay seeing no one come forward I'm going to go ahead and close out public comment at this time and I saw Captain us um last minute I know we had some conversation earlier he like back apologize for evening everyone and commissioner if I can address you first I know you had some questions about the Sheriff's Office report however I wasn't prepared to uh give an answer for that tonight if it's okay I can answer you an email and specifically when we start talking about some of these cases if you have some general information that you would like to have I can provide that to you that time so I just I just want to give you a heads up I know you're very busy and you know yesterday was a holiday so no that's okay that's okay so first off uh truck Retreat when the blast from what I heard everybody was safe wasn't M thing wanted there seemed like everybody had a good time time didn't myf it great and my abs since Lieutenant was down here obviously I have a 5-year-old at home so we um endeed festivities as well however we try to stay in the black area because you I don't like that drive at night is is a little challenging all right so we'll start off on the sheriff's off support if you don't have anything else first off we'll start on our theft as you'll see we had a pretty high month along with the hurricane we start off on Lake steth we had a theft there where a purse was stolen from the vehicle this is an active an investigation and a pretty uh lengthy investigation that that goes all the way down south of Miami all the way up into Jacksonville so that tells you how much travel how many people travel through pres City and how far they go back and forth so again I don't have much details about this said in this investigation we do have a suspect identified uh however I don't have that name with me at the moment I apologize they have been put out on social media they are not a local resident here but we are still trying to identify who that is where was that the was that par yes at the park yes there was they were actually at the park while I guess someone pulled up beside them and put the first out of the car and they never noticed it it can happen that fast yeah the next one is 520 Lemon Avenue a vehicle was uh inside of a garage someone came in and damaged the truck trunk of the vehicle and took the original tires although there was not not much value to those tires however I I guess somebody wanted the tires off that car they took the tires in the wheels again they were just the stop Wheels we don't have anything uh currently a suspect identified in this another problem we ran into is there was a two month window when this could have occurred so yes they had been going out out of state for a couple months and actually this occurred they actually weren't dep even responded there take the report the next one Sou Main Street again an active investigation we do have two person Ventures identified in this one this is one of these cases where we know who it is we got to put pieces of pu together so architect Chris Ashley he's working very hard on this one and has spent a lot a lot of time on this this one and this next one the next one you see here is a 301 South Summer Street was another burglary no idea on this one I believe this one was we think it was probably around the storm time but there was a if I'm not mistaken there was a couple week window on this one as well so a little bit of delay in time can't actually Point what actual date that it occur again that's an active investigation we spent numerous hours on our license plate readers and other some other things try to locate some of these items however we haven't been successful the last one was another theft at 732 rocket Lane Mr Warren IM muger took a drum flp from the house we ended up tracking it down to a house in Georgetown and then return in the drum set and charges on Mr iron any questions on anybody any [Music] questions yes and so I think one of the things I had asked you was um the dates and you've answered that because some of them the date can't be Pinn down um one of my questions is you know we we have problems sometimes with people camping out in our Parks trying to live in our Park bathrooms camping out on private property um and then sometimes in connection with that something bad happens there's a fire there's a theft um and I will send you an email about this but there is some fora statutes that theol MISD demun of Fender law in chapter I think it's 775 I don't know if the Sheriff's Office ever uses it um it was proposed I don't know maybe 15 or so Years Ago by um then Sheriff ruford who was Sheriff from Dual County he's now congressman from there but um it provides for people who need treatment to have treatment if they're adjudicated misdemeanor offender um I don't know for sure but it occurs to me maybe an inquiries should be made do we have some people that could be helped by this law and as well the community because um I don't know sometimes there's nothing you can do but if there is something proactive to do some of these people on this be List have been really victimized abely one in a particular I thinking of the property owner and ten so I guess I'll get with you later about that perfect yeah me about that and also with with with that in mind the we have a prolific vendor program also that scores points with people certain things happen with all that stuff I can explain that to you I can go in depth on that for pretty good while and you mentioned the what was that you mentioned about the habitual the habitual offender yes M we use that a lot on fs and it actually makes it a felony charge also but um there's maybe we could talk later because there's some other um there's some other offenses that count that might be relevant to what's going on here absolutely you would know that better than me but we can talk about that okay perfect thank you any other question question no traffic crashes so we get a lose and win I say a lose and [Music] Wi acely on each one of these individuals responsible interested to see how it's going to turn out here just some general data this is your calls for service General calls for service were two something 22 something 223 I think it is 223 yeah my are going my still can't see here it's okay 223 calls for service in total traffic stops were at 56 I think it looks like no traffic accidents 19 total reports generated five of those being arrest and one being charged five arrest with City Li City and one of were a war Dr questions on that that's the numbers we just spoke of I tell you where they're coming from we had two burgies three deaths which was your total of five the five crimes we were talking about again said a million times that's the number who report the state when you look up city to see a crime rate what not those the crow ask a stupid question I know I didn't answer this but I don't remember what the so a burlar is when you actually enter or remain in the structure of perveance with the the attempt to commit an offense in and a theft is just theft by take could be a retail theft or a generally something taken out of your yard Force wasn't have Force wasn't made to take so the one that was the stealing the tires that was a burlar yes taking the person off car that's we're talking about classification fib iers and the way that classified is a not a have to be no matter where you are you have to be cautious don't have lock the doors but it's I saw something we lemon this is something we put our purses often times when we're at a restaurant we'll put it down and I saw I know I saw a video where somebody sitting right next to them a friend of mine had a purse St and they saw it and they literally took their foot and slowly inched the purse back behind them without even realizing it I mean so it's just it happens you just have to be careful well I think sometimes we can be overly cautious to where we start getting ourselves stressed out then we start having these false of you think noise you hear somebody breaking into your house and you know just try to be as safe as you can and as small as you can thank you for keeping us safe if I could but one of these bires was actually a break in to a locked residence correct yes right which that was bad oh yes but they were not there correct were they there at the time I don't I getse but I think there was a couple weeks yes I think it was a couple weeks there's a difference when there's a OCC and unoccupied two another okay and we have like I said even in that case it's you're speaking directly we do have two uh individuals that are persons of interest in that as I understand that there was a lot of damage yes I happen to get to go to tr streat um on Halloween I really enjoyed thoroughly I was in costume and everything and everybody that was there looked like they were having an amazing time and so I want to thank the Sheriff's Office you guys all stops and everybody else that was out there too we had a lot of organizations giving out candy and I know a lot of them ran out of candy and then they got work Mr actually drops them off the D partnership just happened to walk by get them candy which was great they running out so it was really fun it was great to see everybody out having a good time adults and kids you know great night I was Master they gave all the away was in my office l a lot they gave a lot of we every year it's especially since y'all have taken that over for us um the traffic has increased significantly and this year I know down in South Prospect um a lot of the houses were they were out of Candy by a little after 7:00 in in preparing for a large crowd based on last year they were still out by about seven seven between 7 and 720 um so it was a great event and the neat thing about that event I always go out afterwards and drive around just to kind of um check on things and as soon as it's closed up the city is quiet it's amazing we have all these people and all these children and by a little after 8:00 when y'all pull out and everybody's gone I mean the streets are like closed up it's quiet it's very impressive very impressive so thank you for all that you do for the community thank you thank you for coming ma' sorry I was late there snacks you like any snacks okay so that we're um good evening Commissioners the first item for presentation was architect U Robert Taylor Robert um was was hired by the city through a selection process RFP for architectural Design Services for the fire for a new Fire EMS building um as you as you probably know um the the fire chief u in the city has been in discussions for a few years on putting together a modern Fire EMS building that would be sufficient to both house personnel and uh what I would call moving stock equipment trucks so forth uh to have a sufficient service station um on the existing City own site with that um the city has been working over the last I think it's a little bit over a year uh with Mr Taylor on putting together a conceptual design based upon the need uh Mr Taylor has worked with uh the fire chief uh the former city manager and staff on putting together again a conceptual uh that would be able to be presented tonight so Mr U Taylor is here to kind of give an overview on the conceptual and to to seek guidance on moving forward with the actual final design which will take place inorder to get go through the permitting process uh and for construction um and just another item this city did receive uh through a request a state appropriation in the amount of $1 million that will help with this effort but having said that we believe that future development of this could take place for additional ways and so we are going to be applying for additional grant funding as well so with that uh Mr Taylor we're thankful that you're here this evening thank you Mr um thank you for the commissioner's opportunity to present tonight my name is Bob Taylor of Robert E Taylor AIA architect ba and I am here tonight to talk to you about the new Fire session um our design team consists of Mr John gr PE who is a structur structur and civil engineer he is with structures International in Jacksonville our mechanical pling electrical fire detection alarm and fire Sprinter engineer is Matt mandoo C worked with these consultants for many years and have a lot of opportunities great [Music] what I'd like to do quickly is take a look at the are we okay good yeah good now in 2022 this is just too loud we did a feasibility study and ended up with the project that was about 1540 Square ft that had apparatus F that was about 574 Square ft a total of 2,114 our budget at that time was about $964 th000 or roughly $473 Square the site plan showed that the building was constructed on the west side of the site and you see in the upper left hand corner of the site plan is a water retention area which at that time according to City criteria was a requirement and fortunately the city has updated their Land Development code which uh as long as the Water Management District doesn't require site water retention the city does not require site water retention so that will save us some money and some development time uh the site plan included a pre-engineered metal building which is non-combustible and it is designed to be an essential services facility which would accommodate windborne debris at 140 mph uh there was no new Paving except for a driveway and that little rendering shows you what it would have been was basically a met [Music] building this is a new side plan shows the new uh building constructed on the east side of the site in the middle is the existing facility and um interestingly enough the site was designed um for it's currently zoned as a general commercial but I think it can be reson to public facilities which will accommodate this design also with with the updated Land Development FR perod C retention will not be required which will save us a lot of money there's no new paying basically we'll try to reuse what's there here and um that should save some money as well this is a for plan and exterior elevations of of a a GL gable roof design one of the concerns that we had was the water that would be Shed from the roofs would be directed away from the existing building this building design would accommodate that function water which be shed to the North and the South and therefore not uh discharge to the existing building the building would be fully Sprinter it has a stco exterior with some metal vas and metal roof and again this is a wood frame conventionally constructed type 5B building it is combustible but it can be made fire safe it will be fully sprinker and that again should save us some money this is a view looking at the building as you were coming down Summit Street on the North side uh this FL plan is a little larger than the other it's 227 Square ft the apparatus Bay is 574 Square ft for a total of 2600 the budget is $1 million our square foot cost would be about $384 and it shows a parut front with Sho walls separating segments of the building uh it does have a low slope roof to pit the water to the North and the South and has similar materials in Stucco in a metal fa with a metal root this is the building looking at it from the south side and you can see the sheer walls which separate uh the main building from the apparatus Bay again the slope fish the water from north to south this is a looking at the apparatus Bay from the um southwest corner and notice the Sher walls the door that's shown at that location can be positioned just about anywhere to provide access to the existing facility and there will be a covered walk connecting this building to the new building this is the rear of the building uh showing the apparatus Bay would allow ambulances to circulate back to the yard and there's a door there for the mechanical equipment and the northernmost door is from the dormatory facility this is a different design uh it took advantage of the pitch roots for the rear of the building and the parit designed for the front um the building floor plan is essentially the same as the other okay um appz Bay has an A-frame Group which accomplishes the water shed this is North View coming down Summit Street this is a South View you can see that the office door is in the center and the apparat bay is on the back you can see the difference in the two designs with the fit roof at the rear but with an apparatus B this is from the southwest view looking at apparatus Bay again the door here would go to the existing building and it would be a covered wall this is the rear view showing how the how the building Works in summary the 2024 program is about 227 sare ft in the living area or the operational area 574 ft for the apparatus Bay or a little over 2600 ft total our budget of a million doll is about $384 per square feet the difference between this and the original design in 2024 is it includes the five dorm rooms day room the kitchen adaa accessible restrooms But it includes two Offices Medical storage as well as the laundry mechanical area the site waterer retention is not required we opening and this is a woodr construction type 5B no new pment to speak of the building would be fully fronted and again it's designed to the Windor debris 140 M hour um included in the packets to the Commissioners was a summary of the work which is three pages of details talking about the essential parts of the building which I highlighted in this presentation if you have questions about summary of the work I'd be Happ to discuss those with you now for time lastly is the AIA agreement which we have submitted to the commission um quite some time ago as a matter of fact but this is a document that we've used many times and it is suitable for full service contract which is what we're proposing design construction documents bidding in contract Administration okay um I want to remind you that I've been an architect in Florida and a practice architecture for more than 50 years I'm a member of the American Institute of Architects I'm certified by the National Council of architectural registration boards and um I have been a general contractor in the State of Florida for 30 years but I'm now retired as a contractor I've been recognized as citizen Architect by the AIA national board of directors and I've been honored mind the florid to trust for historic reservation for our work from the kilman house I will be your liaison from the first part of the job to the last part of the job and be an interal team member thank you very much you have questions thank [Music] you the um the differen between the two are just that cable on the the roof of the equipment Bay I mean that's the the two options we have well there's actually three one of them just had a pitch proof on the front I didn't do a model of all what do you see as the the benefits of that cable proof instead of the the Sher walls like that well the shol drawings show that it's a striking architecture presence um it's different the G gr basically looks more residential I think the par Ralls are more commercial they really function differently it just would be a different style for us to select I'm sorry it really wouldn't function any differently it's just the style that we wanted to look uh these are designs that I basically provided for the city excuse me as an option and if you the commission decid that you want to look for something else we could certainly go for something else I'm sorry is this is this replacing what we have on site now uh as the chief to come forward because ultimately this is I mean the chief needs to weigh in on this too good evening all welcome commiss thank you for being here tonight as you've heard what Bob's been talking about we've been working together for a few years on and off with this program this doesn't completely replace the station that we currently have it wasn't enough funds for that working in possibly two or three par uh to build this out um the initial build for commission as you were speaking yes those designs are just two different designs they they will function exactly the same I think that's what you were asking there's no difference in function or anything internal that's just appearance external the one look more commercial one residential um commissioner Burton this what this would be would be a phase one of a multiphase building to complete that this would get the ambulance brought into town that everybody's been hoping for for last two or three years this would also give us um updated current dormitories for our people and give us a couple offices for transitioning phase two so so this is being um what we have now okay in addition to in addition to that that how you combine so the the goal here is because we don't have enough funds to do one complete project at this time is to prepare this and in case the second project doesn't go through in the near future we can still function with both buildings currently operating and then as we transition to the new section in the future this will still give us operational needs will be met then we can form new bays and stuff for the future so what we looked at I believe it was uh mayor Myers actually said can we put it on the other side of the building great idea Sav us a lot of money and time of doing you know water runoff and things like that but it puts it out in the front moves it up to the front more closer to the 17 it's more visible for people coming by as well and it like I said It prepares us for a transition to phase two which is the goal to be a complete new building ultimately but this one like I said would house all that would meet all the Tres and would get the ambulance and its crew into town um would be separated by 10 to 15 ft at this time the buildings with a walkway to the building so it still function as both but that would be the full-time dormitories right now we have temporary dorms um they cannot be used as full time they don't need c toes and stuff so temporarily we can have some people there storms and so on and so forth but this would meet all that need for future plans and all this is cost us a million bucks that's the goal is to try and stay around around that number we all know what construction costs go daily so the longer this takes you know we never know what it's going to cost question yes is the design of of this building such so it would accommodate female firefighters as well yes yes as well um there's separate dorms for each and separate bathro any other questions this is also yes right now you don't have that correct our current building I believe was 74 76 and it doesn't mean any type of current codes and so you know what Mr Po has done has brought us into the present day and hoping for the future with his design and plans here commission may have questions yes I do so and this is really for the C manager maybe mayor and you know don't know so it's my understanding we have a million dollar that we are holding on to that was prated legisl is that correct yes so what is our deadline to spend those five years I believe it is that is correct is it three or five five five we have 18 months for design we have to have a design back to the state within 18 months and then we have a total of five years to have the money spent so where are we on our 18 months for the design ahead of the game because just appropriated that we just received the Appropriations a couple months ago this year right so it was 24 yes okay so that gives us until spring of 2025 to complete the design 26 18 months okay so you have a year and a half have a year and a half got it got it got it okay I'm so the million dollars um we may or may not come in under budget correct okay so we have to issue where do we go if we don't come in under budget um I'm wondering if Mr Taylor has an estimate for you know what we should plan for and also um I was looking at the documents um we we have to come up with the funds for the architect fee correct we've already done that our Bud that was already um believe we did that through believe when Charles was here you guys voted on that and approved that part already yeah somebody would have to verify I believe that was done when Charles was still here okay for what's happened in the past but what I'm saying is for the additional work that will be done to get this building constructed um is that included in the million dollars or is that additional to the million dollar is the million construction only the million is for construction alone architecture engineering fees are separate okay and we've already appropriated those um those those funds were put in the in the fiveyear capital Improvement program what we can do is we'll get back to tomorrow and on exactly the fund account I don't have that with me right now okay and then mayor if I could my last question well two questions um so the you know I remember when this was first proposed the late Mr sty a local retired architect was concerned about compatibility with the historic district um the building is I I don't know I guess the front part the back of the site is residential this building is going on the 17 correct um I think it's still in the historic district I don't know but um so at some point we're going to have to choose a design is that right yes ma' okay and then um one two final questions um I asked about the parking the drawings that we were given just says the parking will be sufficient it doesn't say where the parking will be do you have any idea where the parking is the majority of the parking will be as is now on the south side of the lot okay they'll be pointed at parking across the front we'll also have parking in the back um currently moving into the front opens that whole that whole back side that we have currently is just the open lot there'll be plenty of parking around to the rear of the station as well so would we have to build a parking lot no part of that most of that is paved already don't have that many people parking there the parking up front will be mostly for any uh public or anybody like that most of the firefighters would park around into the a okay and then finally um in the earlier design um that we saw I don't know how long ago it was um it was somewhat distressing there was a new driveway in the design I don't I don't see that I don't see like a site so on that one that was something that Charles had discussed coming in off of Main Street no um I think it was off of eucalyptus but yeah the old design right it did come in off eucalyptus and we had a concrete drive to access eucalyptus right but I didn't finish I'm sorry I'm sorry so what I was concerned about was when I looked at those drawings and I asked about it when we looked at drawings and I know I was about it um to put in the driveway the drawings took out a very large um Heritage oak tree that um I don't know a few feet moving the driveway a few feet to the yeah the tree I I don't know why the tree was removed in the architectural drawings but when we spoke about that the tree was not to be removed the the driver going to go around the tree okay because it's one of the few and that would be down the road in phase two nothing would change on that aspect right unless we get more Appropriations or more funds to go to phase two okay that's my question thank you just you know it seemed a little bit um needless the old the old drawings and the new drawings are completely different lot of that's changed that old part is completely gone for now and that would be addressed down the road and Charles and I had spoke about having a driveway come in off Main Street actually to eliminate some of that issue as well okay so you're welcome anybody one more question how how far is this building be from the other one I thought I saw on the side but I couldn't read it on how far from the other building yeah the new building and the old building like you said thatway it shown about 10 ft okay when the property well the property's currently has a General commercial and the setbacks for General commercial are 25 ft the other dimension line on that site plan is about 25 ft and with the building as it is designed it actually encroaches in that 25 ft by changing it to public facilities uh the setbacks are virtually eliminated we want wanted to keep it close to the existing building so that it could be facilitated when we add the additional construction so the 10t limit the 25t limit kind of goes away I just trying to cage the actual distance now and one other thing the ambulance Bay or the ambulance that'll be relocating from Union how many people are on that crew that are usually two two okay so then even with the five there's proba going to be a problem if you guys not DMs got it all in the current and in the current space we've Incorporated two office space in here that way prepare for the future so if something was to happen we could also incorporate one of the offices is a but I believe is somebody playing something I I keep hearing some chirping is there chiring somewhere yeah that was the idea me and M went back and forth we removed some added some and I fought to keep what we had just in case we did have extra crew members there and like I said we do have office space that will be dedicated for future use as well that can be incorporated dorms in the metime and obviously you kept the county on this whole conversation yes and they on board commissioner just in addition to this um the property immediately adjacent to it on the North side the zoning district is public buildings and grounds the city owned which the the fire station is on it's not public buildings and grounds we feel that we it's recommended to bring forward a recommendation to to both the claim commission and Council that this particular parcel be resed to a public buildings and grounds so that it's consistent in addition to that it will assist and also some of the setback requirements as well the reason why used to be Enterprises maintenance facility years and years and years ago and changing that to the public building and grounds the entire block of we have a bird understand H hang out and I was there in 2004 with the rest of the city staff and firefighters Behind The Old City Hall watching the roof down the street so yeah we want you guys to be safe we need a sa building long time so I think this is a good first step and we'll be able to face this though you can I this is been of work fine just to keep adding on to this building to replace it that's one of the benefits of the wood frame structure it's fairly easily modifi uh so we talked about that the current apparatus Bay would be utilized as more of offer and living facilities expanded day room and then the new apparatus base would just continue to the West so we going with this time to approve the approval tonight or you [Music] just this discussion on the conceptual plan but in order to move it to the next phase which is the actual design architectural design that would enable it to be reviewed for permitting in construction so we would ask your uh approval to take it to the design stage final design architectural design I that we go ahead and proceed to the architectural design stage using shab Taylor as our architect and continue on this project I'll second motion a second do we have any other discussion yeah I'm just a little weary since we I'm not sure what the fee is or where in the budget that fee is going to come from we had change of city manager and I'm not clear on where we are as to what we're spending that was something that Charles had taken care of I'm not sure where we'll have to make sure that that's accounted for we also need to understand that as we go forward and going back and forth with the governor's office um you know we asked for two million and they asked us if we could do phase a phase and start with 1 million and hopes that maybe next year we could get the additional million we' put in for the legislative that's going to be part of our request is that we um go forward with that but we also I think as we go forward we need to go forward with mindset that we might not get that there's a lot of needs right now that the state's going to be looking at based on storms that have occurred and and just different things that um so with this this will and and as you move forward as commissioner laer spoke back in 2004 we lost part of our roof on the old building the old building is definitely not out the code it doesn't be current one loads and it's not a sustainable structure for the future um in the very near future we're going to have to start making additional repairs of that building to keep it functioning as we go forward so I would hope you would take that consideration as we move forward um hopefully we can stay within this budget constraint and that's my goal and that's why Mr Taylor has worked very hard to get the drawing brought back pursue a wood design instead of a metal design there's some incorporations we've done to try and meet those constraints as we move forward I just want to say you know I remember the plan in 2022 this is much better much I agree with you and and the price is about the same it seems if I remember correctly but but yeah this is a much better it really is smart moving putting it on the front because I always wonder why you guys parot always looks very I have a basic question and Bob's proven to me many times that he's better at math than I am but a million and 2,000 sare foot doesn't work out to $380 square foot it's 20 600 ft the new building was 2600 the old building was about 2100t so question yeahor in your contract I believe the AIA contract your fee is something around is that 9% or $19,000 or something I off the top had so that's what we're looking for right somewhere around that as far as design it's the complete service yeah is is 9% of the total so that would be 90,000 but I PID the mechanical Plum electrical structural civil engineers well I take that back the Civil is not included in that but all the other engineer fire detection Fire Protection in that well it's good that you'll be coming here and keeping an ey on things first and and I think I think the message has been sent multiple times that we cannot go over million dollars got a few windows cannot go over that okay so we have a proper you thank you so much thank you for coming work you put that is a of bats that's what think is do there one [Music] you design this little com do you have do you have this the the the city is using James Mor Associates and CP firm under take it FIS year 2022 23 end of year fisc year audit and so representative from James MO is here to kind of give an overview of the status of that particular audit thank you can you hear me all I'm MRI director with James Mo company I'm a part of your a team I've been on your AUD for the last five six years now um I had a call commissioner last week she had wanted an update on the audit so we had had a conversation and at the end of the call she had suggested I come to tonight's meeting to give an update and also let you all ask any questions you may have um so wanted to let you know we have made I'd say a significant amount of progress I know we are behind but you know with Steve as the new Finance director as well as Julian Klein um you know again kind of moving towards getting that wrapped up commissioner Deo did ask us to an ETA we be complete um unfortunately I can't give you that because we are still working through items I know both uh Julian and Steve are actively working through those items I will say one of the biggest points I made during the conversation with the commissioner was the challenge we have is women's transition in staff so you know as you all are probably aware in the finance and accounting department especially specifically for the city Not only was their transition this year but in previous years too and that really creates issues as far as getting AIT completed kind of in a timely basis so I figured I'd give you kind of a little bit of a timeline of this year's audit just where we've been and where we are uh kind of we Mo forward um so as you you know probably remember last year's audit was late as well we issued that the financial statements uh dated November 15 2023 um and presented in January 2024 between that time the previous Finance director left the city um but the plan was um from our perspective to present the financial statements and get moving with the fiscal year 2023 audit with the finance director being gone we worked directly with Julianne um we did send a request list to Julian in the city with those items in January with kind of the anticipated dates for us to do the work end of March beginning of April um unfortunately I think there was more work than Julian really anticipated as well as I think she was assisting with with the um Finance director search as well um so when we came to the end of March beginning of April time frame really this the the numbers weren't in a place where we could really audit them so what we get is What's called the triout balance that's really kind of a numbers for the city um those numbers uh included cash not being reconciled Equity not bring to the prior financials and funds just being out of bounds so unfortunately we can't really start about it so we went back to to Julian and again she was working through and unfortunately the city was able to find Steve the the new Finance director and he's been able to you know obviously kind of been trying to catch up to speed as to where we are we did get updated trial balance in June um and since then we've had to kind of work directly with those Steve and Julian but again have made progress there I will say as we're working through fisal year 2023 we've had active conversations about fy4 um because I don't like being in this situation either I know you all don't like being late with an audit we don't like being L either so we're we want to be set up for Success so again those conversations we're having for f 23 we're also talking about by 24 again there's you know as they're correcting F year 23 numbers they're also looking at 24 numbers so again those conversations have been happening it does seem like the city's in a better spot for fy4 when we get to that point um so with that that's high level update open up to any questions you all may have for me okay first I say commissioner D did you did you reach out to our city manager and and our finance director before you reached out to the auditor um no the Auditors always say if you have any questions please call so I called I talk to them afterwards and I think we've been completely transparent um I've shared with them my conversation and as well our audit term has shared with them so our reached out to me at the Le c meeting so I I was never told that there is an issue talking to our Auditors they say call them if we have a question that's what they tell well I would hope you would go through Staff first I mean I'm just I just feel that's a little inappropriate for us to call directly to our Auditors and not go through staff and work through staff on that but that's my opinion I think it's wor for the best because James Moore is here we've had a complete report that everybody can hear and you could have done that by asking the city manager also by reaching out to the city manager and the finance director asked to have the auditor come and get an up I just I just feel like that from an auditor um that we should not that the that's administrative and staff and then we should leave up to administrative and staff and if we have questions to go to our staff it it would seem like we would have some kind of protocol in that manner you know I just don't want us to do anything that would anyway create questions that we influencing or and I'm sure you're not but we you know an audit is a very independent and objective and yes it is an objective but we need and we need to know where we are okay the other thing though is what if we all follow him okay what hey what do you say if I call you next week get something from you maybe Linda calls you a week after she get some information from you wouldn't it just be easier to talk to one person don't you think I mean that's the way you got to look at it I think it should come through one person so I as we go forward it would be my recommendation to all of us that we work the staff um first and and if we're not having if we're having issues with staff then we um then we bring to the commission and we need some clarification from our Auditors then as to whether we're supposed to call or not we're in an interesting position where we ultimately report to you all so you know as when you called me ultimately I'm supposed to communicate the auto report at the end of the day so that's a conversation that I'm allowed to have now as far as protocol again commissioner Deo called me I picked up the phone we had a conversation that she asked me to the year if I need to go a different direction I would need to be directed by the city as how to do that okay I'm happy to have a you know I know commissioner Deo mentioned this earlier I'm happy to have a call with you individually honestly it's it's quicker for me to do that versus driving two hours here and thank you and we could have done this I think by Zoom too I'm sorry that you had to drive but I do think it's a good reminder that if you do have questions you can call me I'm available by phone I don't need to come but I can talk through questions that you'll have yes I was just G to ask if you had the guess are we G be ready in January again last January really like to get 2023 no to have 23 in our hands and report I mean the challenging thing is I know you want an ETA wait the challenging thing is when we send items it's the back and forth and not really knowing if the information we're getting accurate and correct again what I kind of mentioned earlier commissioner was the conversations aren't about just FIS year 23 but just some of the assurances as far as been correcting FIS year 24 so from what it sounds like talking of Staff it does sound like in a better spot cash is reconciled Equity is going to agree to Prior financials we're going to have funds that that balance your in fund activity so again we haven't seen the numbers yet but it does sound like that's the direction we going that's what I hop I know Steve's been working hard I know like you said transition and staff is very difficult especially in the finance department I understand that completely and I can know and I can tell I can tell you our finance department has been mess because we've had somebody and nobody and you know claran and all those other people so I'm much happier where we are now and I know in the future we're going to be moving a lot faster I just wanted I mean I know obviously you're also doing on for other cities you don't just wait for us and as soon as we get to do right then I know it's a process everybody else you have clients but I just was hoping that we can at least get it done by the same time we did last year's and moving forward we'll be able to do it faster I can understand if you don't if you don't have we we unfortunately think last year was November 15th so we're not not that but at least if we can have the assurance that it be buy it before the end of the year um that's that's my concern ultimately my name's on that letter that comes that comes from the state addressed to me and I would have to be the one that would have to um speak to it if if it comes down to that so I think that's that that's my concern is do you feel like right now that all the information that we could have it done by the end of the year and submitt by the end by the well that's where it's the difficult thing because we haven't been so obviously we get the information we have to review it and you know the information we've got throughout the year has been challenging if not not accurate so to tell you yes we can get it done by the end of the year I just can't give you that Assurance I will tell you we are working as hard as we can on this we are actively working with Steve and Julian we want to get it done as soon as you do and again I think that the biggest thing too is because you are getting those notices again making sure that communicational tassy is often and we are that's matter of fact I think three letters went out this past week Steve you sent three letters out thank you that were addressed to me and out update so and again I know I said this already I can't stress this enough the continuity of staff is one of the biggest keys of success I mean most of the cities that we work with that early it's because there has been transition and I'm I'm sure you all are aware when you were looking for Steve and filling the finance director position they're not like the accounting profession has changed it is difficult to find good people so again trying to keep the staff there again will just kind of help us [Music] for he done a great job and especially converting over to the government side from the nonprofit and I know it has been a little bit of a a change but I appreciate the work I appreciate you coming here thank you and for all of for you and anybody watching um I know that um a lot of people don't understand this but our we are audited every year it's required by Statute it goes to Tallahasse um and so every year our books are looked at our processes are looked at our books are looked at to make sure that everything is to yeah there's a lot I know I say this there's a ton of work that goes into that there's a probably too many questions that Steve has to answer from us and request so again appreciate all the hard work very thorough very deep very thorough and and hours and hours and hours of of time Al so meanwhile he's still running everything here too so I know it's it's challenging so we appreciate you com down but hopefully going into 24 they what you're be looking for be prepared do we have any other questions um actually not for the auditor your first name is Bron I'm sorry what was your last name mckitrick mckitrick thank you um I don't have any more questions for Brenda but I do have something I would like to say to wrap up and a question for you actually so thank you thank you so um my understanding of our responsibility as a city commission is that we have a fiduciary responsibility to the city and to the public own the city we have been in a difficult spot the last two years um and it's our job to oversee the city manager and to make sure the city manager is properly overseeing the finan of course Michael I'm not referencing you because you're manager so ultimately the buck stops with best and I I really think that it's a bit premature for other Commissioners to say that I should not be calling the auditor I think when we don't have our audit we the second year in a row and we are not getting specific information about it it is very important to make sure that we know that everything is on track so that was the reason I called the auditor and I was very transparent with our city staff but I think it is our responsibility to make sure that we are fully understanding what is happening with the audit we should have done that last year and we did because we really didn't know what was going on um and my question to you is I know the letters from the joint legislative auditing committee are addressed to you but um would it not be appropriate to share those with rest of the commission when they come and as well the responses because I feel as if we're all responsible but we really weren't we weren't fully informed and I didn't know that there was correspondence I guess the rest of the commission didn't know that there was correspondence with the joint legislative lodging committee this year and it seems like it would be helpful for us to be in the loop on and and that's fine I passed it on to staff I'm not going to send it out to all of you but I did pass it on staff and it was just I think they just started coming in didn't I so we be I'll be happy to share that with everybody and share that responsibility with everybody as well but I'm still going to go back I'm going to go back to this that we have a staff okay and our respect for our staff in our role we need to work through our staff and I still believe and and Commissioners um you can agree or disagree with me but I still believe that when we step out and we speak to the auditor directly about our audit that we've overstepped our boundaries and that we need to go the staff and if we have some concern about it by all means bring that to staff's attention and if you're not getting from staff what you feel you need then you need to bring it to the other Commissioners and we need to make a decision to go forward and Mr Holmes am I am I on face because so first of all I think that the dissemination of the letter should come from staff rather than I said I'm not communication obviously from one commissioner to other Commissioners would would be an issue under the sunshine law but staff is public record so of course the commission is entitled to it and it staff is is been directed to forwarded to each commissioner as that correspondence comes in there's nothing getting off wrong with that um with regard to the other question from a legal perspective um of course the only thing that we all I think agree upon is that one commissioner has no power acting alone you are a corporate body and only as a body do you have jurisdiction or authority to direct any action or make any decision on behalf of the the commission unless your Charter delegates to the mayor or one commissioner some particular Duty or responsibility I so part of this I guess is a bit of a policy question I agree with you that having independent commissioner make independent inquiry of whether it be an auditor or architect or whatever ever um can become problematic um I I can't tell you that I believe it's inappropriate especially if it has to do with an AIT question but I do agree with you that for a variety of reasons protocol should be through staff and then I agree 100% commissioner feels like they're not getting accurate information from staff or any information from staff especially in the audit context where you know you're you all are on the line in in in in a real sense for the the city's funds then at that point uh direct the inquiry but as a general rule for both practical and other reasons I I would think it' be most appropriate to have inquiry director to staff and then staff make whatever contact with whether it be like I said any professional that you're doing business with the potential for there to be a lot of mixed messages comes into play when you got IND an individual Commissioners making independent contact with any professional who's serving you and that's an observation from having represented governmental enties for a long time and having been City Manager for three years you've got a architect let's just say take it as an example who thinks he's got a direction from the commission but then individual Commissioners make phone calls about the composition of the walls or the roof line or whatever sometimes that results in confusion on the part of the professional that you're working with so uh I guess uh I to clarify I'm not saying that any commissioner did anything wrong by making an inquiry I think from a practical perspective though it it does serve the interest of the city better to have the a single point of contact not to mention fact you may also have cost in Long some of these folks are going to be charging you by the hour I'm sorry we're to get a V for 2 hours driving and 3 hours to sat there and so that's you know that's another one of those things so okay okay and only if I make one comment him being here we got no answer different than what we got from staff I've asked Michael and Steve about the audit several times and they said they're working on it and what did he say he said we're working on it so him being here and costing us hundreds of dollars didn't give us any of the information except for they're working on which was the answer that I've been given by staff and that I'm happy with I understand that it's not ideal but that you know we have to give them the time I'm not happy about how it is this have name on it it is not my Habit to go contacting any staff with about going to the city manager but and I don't want to throw anybody under the bus or make anyone feel bad but yes this is our audit and I did not feel like we were getting um sufficient information we have been told for about four months now that the AUD would be done in the month so I just felt that it was my responsibility to inquire of the auditor he did not have anything un to say which was a good thing um um I did not personally invite him I said he should come and I talked to Mr rohart he should come if the city manager invited him and the key message from the auditor that I think is beneficial for us and for the public to hear is that a he feels like continuity of staff is very important and he is happy with that situation and he said specifically um to me and tonight that hopefully we will support our staff and I think that's a good message um and I think it's important for the public to hear and as well he assured us or he thinks that we will be in a better position for 2024 which I think is very important so um I left it up to our staff to choose whether or not to invite the auditor and I said I would be happy for them to appear by Zoom the auditor was what okay and with that I'm going to go ahead and we're going to take a recess um 8:00 the 8:00 hour we might need to turn some lights on in the back I think our bats maybe with it being dark I don't [Music] know e e e e e e e e e e e e e e e e e e e e e e e e e he is in attendance to discuss that with you and um go over any questions you may have so we can hopefully move this forward so um Mard if you could um come forward and then um Commissioners in your packet you'll see I included his the Grant application as well as the estimates that he submitted that were previously brought before you and um you know so so we'd like to address your questions and to answer them go ahead I did have question on the gr application here when the total Redevelopment cost say 18,000 and then it says attachs and it says building upgrades are 185 at least 1500 and building fac 3,000 thats up to 2300 or 23,000 sorry and I'm just like add up to I was confused how that all work I thought that add up to the same amount as 18,000 I was really confused okay so the 18,000 is a replacement of the windows okay okay and then uh the original application put in showed under those windows and all the way around that's all going to be that's got to be repaired fixed putting in those new windows you're going to have to on the inside repairs on the inside okay and that's what that that part you're G to do is well I'm going to I don't have hard dollar prices on that I'm going to try to do that myself as much as they allow me and as far as the have y do you have pictures of the of the windows pictures existing existing windows so we have two two Styles you got one from 1800s uh when the building was originally built and then the first part around the front there which is probably my guess around 1950s and so um I like the idea of you know the original Sol is you you see it you have the separation U I'm just not sure how we could just have to look into it by getting those front windows uh the same way there there Miami Windows yall familiar with that don't crank out they don't crank out anymore I same window and you're right they don't they don't crank out they don't crank in but anyway and they're not officient no no they're they're totally inefficient all these windows will be in they'll be very efficient double pain orgon gas in the midle and anyway very very efficient and so these three different estimates we have are for the same well the the highest he uses Anderson Windows they're they're Cut Above a little bit more and of course now if we go with the historical style it's it's it's going to jump the price up but I don't expect you know request is what it is but whatever it takes I like get to I know I believe it waso and I up the time I brought up the the subject of the window and the historic significance trying something that looked historically accurate obviously those Landing are not and I don't think we could find we tried to find a picture of what used to look like and I believe that was just a the top I'm not sure it was closed there originally I guess what I said it was just a porch and again I don't have the dates of when it was closed in but it's pretty old stuff the inside you have the uh the seiling tiles that go together so um my best guess around 50 some whenever done I have aou question okay so I'm looking at the picture of the west side of the building okay and so are you saying you're planning to replace those windows also all the way around yes um okay and are those original Windows yeah the one we see the I guess that's the E [Music] side yeah that's uh those those are original style you staff put historic clotes um the okay first of all um so our grant criteria say that we're not supposed to um improvements are not supposed to remove our historic elements of the architecture okay um so it concerns me we're not supposed I mean basically we're not supposed to pay to change something um from an original element to something that's not you know historically conforming that's my understanding that's what you're planning to do with the original windows so well I'll saying as you see these windows they the partition that's in and you I'm not talking about the ones on the front I'm talking yeah I'm talking yeah you see the the lower part is clear the upper part you have three petitions now that wasn't in the bid but I'm willing to go ahead and are you following me on that no working on that a long time a lot of other issues on that building that that had that had to be addressed lot lot of issues exactly um and really nice you worked a long time on the interior you know and changes since I since I purchased a building AB absolutely inside um the only other question I have is and this is for staff and for the rest of the commission um okay so this is a contributing structure so we're saying we don't require 50% mat because this property is a contributing structure is that what we're saying that we don't require the 50% mat is that on the Grant application that you're reading that or where are you reading that language well I'm looking at the grant criteria okay that that's correct if that's what it states so it's a contributing structure so we're not requiring the 50% that's okay that was all I would you repeat that then so basically you're saying don't weice he's a contributing if his property is a contri structure that's in our Grant application that's our grant guidelines you say contributing structure what makes it a contributing structure just explain that to me quick it is part of our national register District it's one of 212 distrib structures put on theor on the national register in 1995 so it was one of like most of the buildings centralizer are contributing structures so we are listed on in the National register by the National Park Service as having the Pres the historic district one of those buildings so let's say it is and just looking at the building um the there's six Windows really that if I look at the building possibly are historical bu you know Windows old windows um you you want you want 16 new windows put in the windows that put in the ones that you can't open the ones that you can't you know that really are illegal I believe you can't even replace it anymore or should um yeah you w you you bu inefficient yeah wouldn't mean any kind of code today but that's that's really not historical those windows when they were put in there they were not historical and you said that maybe that one time just SC in porch is that what I heard that's what that's what I've heard I think Mar was saying she was up there as a teenager and uh across the street didn't have air conditioning was well there was a door that opened in the back and then there all the way back in the back there was a big fan and so turn that fan on and let the wind let the air blow through so so really I guess you know I'm going to be a devil's advocate here those windows really are not historical Windows they should not even be to be replaced with Windows uh if you want to I think replace it the way it once was historically if that's what you're getting at is that you want to keep everything the way it once was historically um then you put screen back in it but how far back historic you talking well that's what I'm trying to ask you that's not something that he that's not his request that was commissioner and commissioner's request is that they if they do any adjustments to the building then it follows a historical guideline and I I have no problem trying to find something I'll talk with the contractor try to make these front windows look something but they're not the same size not you know well I think you have difficulty finding something like that but you have custom made it's not a historical piece to the property that's what I'm saying okay that's my opinion okay okay they just aren't and so I'm not sure how the commission wants to take that but I can understand possibly putting the six windows that aray for those do that the other piece to that really is not signic no I just um okay conversation I'm sorry we're having difficulties um hearing it here between the BS and the conversation sorry about that so the grant is only for historical my understanding was just upgrade you know if it is a contributing structure we will just not we don't pay to have it a historic feature removed so you can replace those windows and replace them with something that is similar in the back and replace the ones in the front we have no problem with that since you're contributing structure we don't require a 50% match so we're just saying the you know those those back windows need to be replaced with something similar to at least keep the historic um you know flavor which you seem to no problem with that ones I the front really just have no hisorical let me I'm gigh we're getting I'm GNA weigh in on this I have those same windows and it was a porch that they closed in and made an additional Ru one to the house those same windows are on my house on our on our house there large Windows um we're doing those to match the rest of the house and it's just like the old historical ones that you show where it has the the right there the bottom is clear and so we're having those done and that's what's going to replace the front on on our house um so I know that that's probably what you would have to to make un and are you having those made yes sir yes you knowy that's doing that well the break in destroyed the you know destroy the windows so you know 45 in wide 30 and half so I'm had to have Windows made to replace what was but even to replace those particular windows in that screen it's not taking this many windows and put them in there you're going to have to have structures built in there to hold the windows the whole things going have to be rebuilt to put in no we'll match we'll match there structure there I mean your windows sitting there they're structure so window we we put a fit in there okay so no restructure no no no none of that what you would have to do with the big one with the big one in the middle the two you could probably have done the one in the middle but you would have to replace those with possibly is what I have found because I have that exact I have the exact same I have the middle one is that so the the stationary one would be in the middle they would do a stationary one in the middle and then the ones on each side would be sliders and they would do them more as a slider so open up that way will be that's I mean just the same thing so as far as moving forward um we don't actually have the cost for those windows well I was given a quote of of the windows and and and inst installation of the windows now that was 45 day cour I have no idea what it is now I don't think the prices have jumped that much you know seems like construction prices have leveled off to a certain degree um so I don't I wouldn't expect a great uh there will be a uh of course partitions that that's going to that's going to cost more money not ask for any more money but uh you know I I want to make the building look as good as you know I'm not here to I want to make it look [Music] good so what what do we need to improve right now we're all for this I we need a number or something right well on his Grant application um you know there's numbers reference do are these are these accurate I now this ap5 that's got a quot here from from the contractor instruction does that include the windows oh yeah that's the window that's that's the window that's the tear out new windows in um and u all the way around all the way around now does it does include the fish underneath and it's going to tear she Rock up and on the inside there going to be some damage so we that is that be satisfactory it' be satisfactory I'd be very happy and I would be very happy to get the petition to see what that's going run you're going to have to have a permit for this oh absolutely so um cont contractor he's going to do the whole do bring a dumpster in it references that on that contractor's estimate it's the first estimate behind the Grant application and the the contractor references that apply for building permit and and recording of the notice I need a motion please well move that we approve the estimate was 185 cont way senior F contractor and his numers contractor contractor the project for 29 is it 429 or 431 429 is 431 is just for get my mail upstairs but but the partial is 429 so 429 for the price ofice 185 second I'll the Paper Company the least expensive was paper Depot and that's also what the property owner um that's your desired um contractor to use so we're asking you for deposit for those papers so that that work um PR I just ask question we've authorized certain amount to be spent already and that's what yes back I'm just trying to cover all my bases and do it properly I don't want an expedite payment with um for that type of amount you know this was a little different approved 195 based on um kind of just some documents of perspective things as you know lighting things like that there was never really a solidified plan of sorts so this is a little different um so you know the the property owner acquired these three paper estimates um in our last discussion about this topic of course we have to pay um you know the the applicant asked for deposit so they could move forward with the work the board was not um you know that didn't sit well with you all you wanted to pay the contractor directly so now I bring before you three paper estimates and um the first step and phase of this project is laying the papers and so this is a contractor is going to come in and these as well um that's my understanding is's the total project number that they asked for 19,500 for the total Pro that's what you awarded they asked for more than [Music] that and I think just for clarification it wasn't had nothing to do with the applicant it's actually to protect the applicant right from any criticism or from anything that could come from that so that and Us by doing it directly with those that are for the work and the and the applicant is willing to to do it however they're totally understanding they're just either to get started theyd like to launch an opening in January and you coordinated with count building department as far as I thought saw somewhere with or I've been in communication with Market um probably more so than I need to be but um just again want to make sure I have the proper direction and we're doing everything in comp with our um city standards as well as the county so far it seems like most of what they're doing there are considered temporary structures so um you know we're not adhering anything to the building we're not you know doing anything that that needs to be structurally sound so to say as for the building code but um but yes communication with Mark I me that we approve the estimate from pap for $1,800 for the's kitchen project go ahead and second it a question so basically that leaves them $7,700 to do all the rest approximately yes because theer total was 11,000 you know 11,000 that and and they should be able to do the per anal okay I mean I just want to make sure that you know I did want to give give this to you all as well it's just a layout that I recently received from the applicant because I needed a better understanding of [Music] no that's not what it just seals it seals the papers themselves um that sand is what's on this project they 19,000 is the total cost of it that's our that's what we awarded our portion of it okay but what's what's their portion because like one of their requests was for a mobile trailer I'm just I'm just looking at the grants criteria it says grants over 5,000 require 50% P unless the property is a contributing structure in the National register or Local hisor District hisor Landmark or a Target building on the target building list um in which case the matches 0 to 25% um and the maximum Grant award is $10,000 and is this a targeted building well it's not really attached to the building I'm saying we this is for an add-on to to make this building useful to allow them to do some activities in the back basically right so I I don't know we had a long discussion it's the last meeting about our keeping with our grant criteria I don't know that we specifically looked at the amount I think you I think my recollection um if it Serv me correct they we omitted the food truck that was topic we omitted that dollar amount I believe they brought forward a $50,000 figure is what the applicant applicant applied for we backed out that food trailer amount because of the same discussion that wasid for that anyway correct but I mean that's they had it on their application so we addressed the issue um it was part of their whole package um so you know this is the amount that you previously discussed and approved I'm not sure what else to say I thought they were purchasing the trailer is their match or their part their contribution that that's my understanding as well but that's you know not I mean I can get clarification on that I mean that's part of their project I mean this is a phase one and phase two um I can get a better um understanding of that and report to you separately and I think when we're talking about targeted building it's a little um misleading a little bit I think it's maybe targeted area I mean because that is definitely a central business do and um other issues for both are jumping through nonetheless they came um they applied for an application that's in your packet and um they are asking for that I believe I yes um so I included a letter that the owner addressed to the commission I'm not sure if you read it or not but um specifically in the second to last paragraph um you know they're asking for help um with the driveway Park area this one we are definitely in the zone for a c gr not that and it's looking like they're they would only get 50% yes okay but I mean these are these are three very different uh application with they you know as far as what they want to do with this uh the P you know the patch the existing lot and seal the coat and they have three different ways really that they're doing it and and uh so because I'm not an engineer on anything like this um I mean you know right away you want to say oh you're not going to get the 77,000 one um but on the same hand you know when you look down and you get to the end one the last one it's just it looks just like only all they're going to do is put in um uh and tap them down you know roll down whatever and that that's that you know same amount of money and again you know I'm not sure because I again I'm not really engineer um I would I would actually go the first one where they're actually you know strings that keep it down all this other kind of stuff I don't know I don't know you it's my understanding commissioner Burton and their letter in the last paragraph that they're asking for option A they are yeah that would be the probably says the quote the quote we have chosen to go ahead with a okay well it's it's not easy to read but it's [Music] there okay that makes sense but yeah they definitely are three different I can probably add little more we' looked at the proposals a is basically putting in an asphalt mix and holes and put putting a top layer of asol what be called chip and seal you put first layer of asol you let it dry you go in and roll it once it's dried you put on a second to and seal it once that's cured then you go in and stripe it accordingly um so that this this is efficient probably up to two Ines where it's it's functional for for day-to-day active tra if this this is a drive it's a it's a paid Park L there were a roadway you need a minimum three in of of no so so this one according to the public works director myself when we looked at it we said this is more than sufficient to accomplish what should be accomplished and also IDE making all newr everything up and cover everything that's there so it's all going to be look like a brand new parking lot and sounds City have a lot of available I don't know I don't know how of that works but they not to the not to the Quality that they're okay we can bules we can hotol but but not to the Quality that they're they're yeah this is instead of this millings this is an enough asphalt mixture they take they can take Mings melt it down add in sand c a little bit of oil and so pay this the total we this I have a question for Christina so is the applicant aware that we would be giving them Grant at 50% or do they think they're getting the whole am yeah either way the applicant doesn't know either way what what you're going to award I mean this is they're spitting the this a dollar amount for the estimate and whatever if you're going to a 50% of it and what it is this is from the north what [Music] our have 55000 budged we've also already done an application for their gas line right they've invested a lot of money themselves they invested a lot of money buing and they've been very receptive to asking us about reing sign and been very I mean they seem to be very receptive and very good business owners so clarification you said that the applicant is asking for option A I thought I heard you say I'm looking at option A unless I'm missing something is 34,000 not 77,000 yeah is okay may ition yes pleas um I would like to make a motion that we award the amount of 177,000 $100 um to Florida the Florida Trucking and Paving is that name okay should fora Trucking and Paving for the um Paving project for the lock side in from the north C Grant funds second have a proper motion and a second we have any further discussion on this um Christina you believe that they he be they'll be f with this um I can't um answer for him I'm not sure gonna have to get up anyway without um without further Ado um I attended the Florida Redevelopment association annual conference um that was October 23rd through 25th it was in Tampa this year um I think I remember two years ago um Mr red and mayor and commissioner Burton and I all went over to the F conference that was in deona last year Charles red and I went to the F conference that was in P Beach and um just for commissioner mois benefit the public um the Florida weed Development Association is um the association that uh does certification for people who want to work in the Community Development Area and the commission is the board of our community redevelopment hearings that's why we have these separate CRA meetings so um as part of the three-day uh Redevelopment conference where they have seminars about different Redevelopment issues they also offer field trips to go out and see a CRA um there were several options I did not choose the ones in the city of Tampa because they were very different cras from ours um very very Urban Central core um I chose the CRA in the city of denen because um I felt like it was most applicable um to the situation that we Face here Denon is um in Northern canels County it's right on the Gulf Coast it's in a less Urban portion of pelis County it's located between clear water and taret springs population is larger than our it's 35,000 again it's directly on the Gulf of Mexico um like us it's a historic town it was founded in the late 1800 settled in part by um people from Scotland who came to play golf among other things and they still have uh the original golf course there that isn't H um Den um well I decided to do this because it was we had um the bus trip over there and then we had about a 2 and a half hour uh tour of the CRA in downtown Denon so Denon amenities um it's directly on the gulf it has an Marina although that was damaged by Hurricane Milton it has two very famous state parks on barrier islands in the city limits nature is one of its amenities they just completed a purchase mayor if we could please with County with u m County a nature and recreational park of 70 Acres um something I don't think we'll ever have they have a minor league or spring training team with a stadium um the pelis trail u a multi-use trail runs through the C in downtown denen um they also have recreational facilities including a lap and recreational pool although not the SI and denan has a historic district very similar to us um characteristics of Denon which I thought was something we'd be interested in it's a great place to live or and play it relies on both day and overnight tourism but it is a strongly residential Community with a variety of housing that's more wealthy than we are the medium home value is 400,000 plus it has shopping commercial elements restaurants bars um but the uses are very balanced there no no one element um dominates and it's a very like Crescent City it's a very walkable Town um next slide please so how the downtown CR contributes to the success of the city um their C is much larger than ours 217 Acres um the C itself has a number of amenities but most importantly what I found so exciting and you're going to see some pictures in just minut it's a very attractive place to visit and live when the group walked around there we're all from different cities um you just we all were just entrance we just thought wow I'd like to come and visit here I'd like to Vacation here uh gee if there wasn't that flood zone I'd like to have a house here um that's an advantage presence that he has for not on the coast um it's walkable convenient desirable locations next slide please so these are just when you see the pictures um you'll see what just the achievements of the den CRA which has been in existence since 1988 so keep in mind this is the culmination of many years of C work it's in downtown toen the 217 Acres the CRA it's all mixed use um this is office commercial it's an example of a dentist office and you'll notice um the treat um next slide please um this was just beautiful Law Office in a mixed use area um they have architectural design codes um which are pretty obvious and sign codes next slide please um this was very exciting this is mixed use um this is shopping in a grocery store on the bottom you see the little um um chairs with the the papers cies right and the and the paper and then it's residential above three story limit um there's parking in back um there's a garage in back and also a surface lot and that's very near the multi-use trail next slide please this is more mixed use residential and office um this yellow building is part residential and part office and one thing that makes the C work is the CRA staff and board actually um recruit projects they decide based on community input what kind of um facilities or changes they want to make for areas that are blighted and they actually go out and solicit these things so the page that you saw with the residential above and shopping below and then this is something that the CRA was acting involved in and that's why I'm showing it to you next slide please um just an example of a restaurant restaurant abound in denen next slide please um quain shops and restaurants obviously um they do a lot to preserve um to maintain a streetcap to preserve their historic buildings next slide please um one of the amenities of the CRA is they maintain free surface parking the city owns and Lisas lots and they've done that for decades they've decided there would be no paying for parking in next slide please um this is something obviously the CRA didn't build this is the panel's County multiuse Trail it goes right through the middle of Denon and they make good use of it next slide please Ken thank you so much so these are some of the amenities for the trail that are in the CRA um um these are water stations for both people and dogs you can see the little on the left hand side you can see the fountain that's for the dog next slide please and um actually I left one out there's a um there's a water fountain and then there's um on the other side of water fountain you can refill a reusable bottle um this is a air and Repair Station that the CRA put in for people who are biking there's um the repair station has tools that dangle from a wire it's very clever next slide please um denan CRA has a historic A History Museum and it's it's right next to the trail it's by a little Park where there's gazebo next slide please um right around the corner from the history museum there's this adorable little snack bar next slide please another city amenity um they have several events EV spaces um you can't really see it the event spaces well if you look on the on the picture you have in front of you the event space is behind the wall it's further back the there's a tree and then there's a wall and then there's an event space with picnic tables and papers um next slide please uh wonderful amenities that you find all over this downtown SI area um if you look it's uh seating areas it's hard see the bench but on the right hand side back there's a seating area next slide please uh again you can see um the bench it's a shady space and um there is no more railroad going through town that's just saved that's just saved as a um I don't know a historic historic feature it just land yes right toil but they kept kept that um signal feature just for a historic Point whatever so next slide please so basically it's just a very pleasant and attractive place to live and um I asked myself why is it so pleasant to experience the area um next slide please it's easy to get around pedestrian friendly um they have transportation options um probably be a long time before City could afford this but there circulator they do have historic and Architectural standards um there's attention to detail and fixtures and the signs um there's consistency there's an 1890s theme with kind of the um the dark I think it's supposed to be like faux rot iron and lots of Art and then the trees and Landscape are just outstanding next slide please um transportation options golf carts crosswalks circulators car cars there are the free service parking lots of foot traffic um and they are building after all these years a parking Rod next slide please so you can just this is downtown to need um people biking all over this is not in trail somebody are biking across the street golf carts abound next slide um they have very low speed limits on the left you can see 20 M hour they told me there's actually a street with a 5 mph speed on it um and then they have wide sidewalks as you can see on the right and you can also see the tree canopy and the architectural detail of the um light post and then um where they have the papers they also have um the grass buffer it gives that very um Green Experience and then next slide please um you can just see the fixtures are very consistent and quaint um they're dark and understated um also on the right you can see that behind the um sidewalk walkway uh they use this a lot there's U shrubs Landscaping buffers to soften things next slide please um here's decorative features of the intersections um you'll notice the traffic post has a final um anything that's a post usually has a final on it next slide please um they have beautiful signage some of it is um can't really see on the screen I can that get any bigger um the Commissioners can see it but everybody can't I took this picture because they're they have very understated parking signs to show you where the public parking is but some of their signs are copyrighted they're very unique um artwork next slide please um just Trees and Landscaping that is the largest tree that we saw in our walk it's ginormous um I asked about it next slide please oh so the large they told me number one um they're wealthier than we are they have an arborist on sta are I understand that butth than we are I know um they have they have an aror on staff not everyone can do that but they they take care to maintain their older trees um we were given the Tour by the C uh director he said sometimes they will not tear up a sidewalk to replace it if it would disturb the tree roots of existing trees this slide um you can see the three trees in the little bout area near the street um they actually purchased trees those were three trees purchased for 5,000 each when oh sorry Ken at the bottom of the screen you see those little symbols the one that looks like a little easel next to the slider little plus minus slider yeah to left of that that click on that please and then it'll go into presentation mode which is what I've been asking for a while to make it larger see now you click it okay so how am I supposed to get to the next slide cck just click anywhere Arrow just click anywhere I don't have arrows just click Orit space see anybody who wants can have copy of this I'm happy to provide it um so these are an example of landscaping buffers um on the left they have landscaping around the surface lot on the right they have built a new city hall um you can see the Landscaping there's a a porch on the second level and it's it's very buffer it's very has a very nice effect next slide please um this is an example of landscaping screening for utilities on the right uh screening uh an electrical box on the left um the shrubs are screening I think an AC unit um next slide please okay there we go and then um again they even even though there's not much space they have a palm buffer in front of the grocery store um complex and then um this on the right is just a street scene showing the trees the papers and then the um the grass order and then next slide please um they just have beautiful ideas this is just a little Hidden City trail that goes down the side of the building it connects one street to the other it's a pedestrian Trail um it's fairly recent this is something that the CRA did it's just a pretty little walk that you can use to get from one place to the other and I don't think you can see it it's lighted but it's got the the waist the waist highlights I forget what those are called but um it's I call that low lighting their their waist highlights so um just to wrap up I thought it was very exciting to see what can be accomplished they said they use an incremental approach um they they try to do one project a year they plan what they want they recruit folks um that they think will be able to do a beneficial project um when they were formed I think it was 1987 they said it took them about 10 years to actually come up with what they wanted for CRA um with Community Biden and um participation from the chamber um and so that's what and their Commission like us is also the CR board but anyway thought it was very inspirational thank you is inspirational is a beautiful little city and it's taken them a lot of years to get and it's going to take us a lot of years to get to where we're going so we just need to hang in but it was very um very informative thank you for doing that um I guess um to me what was the most significant was later seeing what they have and then reading about how they did it um because they looked like no still when they started out so to me um I got tons of money um they they haven't always had all the money yes um but what I would like to know more about is their process that they took because their process seems um very very important to them and it's they have very thoughtful goals and they um determin that they want to stay a um quaint Beachside community so anyway I want to weekend it's really it's a nice place visited there a lot over the last long time we did show there they have huge art shows there I was just there a couple and we were there a couple of months ago so it's a beautiful it's a beautiful Community right there thank you for that presentation you're welcome and with that I'm gonna go ahead and close out our cular anybody C yes [Music] something [Music] start mayor's not here may Taylor enforcement officer I have nine 10 Le n properties listed uh for R they're all in compliance all all all have different owners um attorney Don Holmes and I went over every case I won't speak for him but U if you have any questions for either of us we'll be happy to answer them well I know said course several of these are our property most of them having to do with Market Square because as many of us might remember but Enterprises and then seized by Federal Marshals for about a decade it kind of fell apart so that seems like an not no brainer to get the lean against ourselves taken care of um and then the the third one under here fourth one was the lion not's house which by the school district and hopefully this be by us and that burn down and obviously it's not problem anymore so I mean seem like this is Good Housekeeping we just need to get rid of this and take care of these get the we did meet and uh we went over each case individually we considered the assessed value we consider the age of the lean we consider the status of the file and what the chances of actually moving for with any kind of lean foreclosure would be um and I think we made a decision on each one on a Case by case basis so so you are agre I am um I move that we release the code enforcement means on these properties the properties as listed we have a motion and second do we have any [Music] discussion um I have a question okay so okay um in Prior years there was our policy that we wanted Property Owners to pay at least the administrative fee we had discussions about um people buying or taking title to property [Music] um that had the lean um and that they should be willing to pay us the administrative fee but um it appears to me that we are making a switch in our position we're not worried about um recouping any administ P or whatever is that mainly because of the age of the Lans Mr in general the quality of these lanss is not good as Mr indicated indicated one of your own property own property okay um some of the leans were on property that had relatively little value according and all we could without obviously it isn't feasible to do an appraisal we would buy the market value that contained on the property appraiser Ro the age of the lean uh and you know what would be involved in attempting to um should you wish move forward with a lean foreclosure action um you know at the code enforcement level where you're talking about a lean reduction that somebody's applying for I totally understand and I believe and agree with you that it makes sense to agree to reduce the amount of the F uh in the event the property's in compliance and the person pays the actual amount that you're reducing the fine to within a certain period of time but when you're dealing with an old Le and you're not really in communication with a lot of the the property owners as in this case you you aren't either because they it's Air's property or what other reason at that point to try to get a partial payment of the amount that's owed is pretty much an exercise and futility not not to mention it's an exercise that that requires time and effort and expenditure so these these lean I'm not saying from my perspective I'm not suggesting you change your policy of attempting to get it admin cross but I think that's best done at the lean reduction stage rather than the rather than when you're going back looking at Old leans and trying to get them off the books from my perspective that's if I could I just I just ask that because people have heard many of these discussions and I just want to make sure we're clear for the public on what we are doing with this I agree with you I mean I think that um if you're at you got a A current find that someone's cominging in and they're going to buy the property or whatever and they're asking for lean reduction I totally agree with you that it's prudent agree to reduce the amount conditioned upon the reduced amount being actually paid within a short period of time or the alternative the L back to its original or the fin revers back to the original but this is a different case where you're going back and looking at a lot of old leans some of these were 18 19 years old 17 years old right back in 2004 so we're you know talking about different animal on and also I take this as one of those I know last year or something we had a case where an owner came in didn't realize it was like 200 something thousand and then has to hear it just is really kind of embarrassing and also just sign that we're not keeping up with things it's just taking care of these now is a good proactive point and makes look like know what we're doing are all of these in compliance yes so they're all currently in compliance yes and they all have different owners from the original own okay the Huntington Road 1132 that in compliance also yes nobody else has anything else you do a for please commission Deo hi commission Lor hi commission mo hi commission to our business items um the first item is in regards to a discussion item at a recent downtown uh partnership meeting um where a discussion took place regarding fireworks display for holidays that's presented by the the c c the yach club U so there's a request that this be presented to the city commission for uh their review and comment in regards to uh what would be a a Christmas fireworks display by the yacht club and so a representative of the yacht club is here to uh uh perhaps give a real brief request presentation in regards to fireworks and liability Associated there [Music] Mr thank you Michael thank you mad mayor and Commissioners K Jordan South Street here in Chen city um as you know beginning in 2013 the Chen City I uh had privilege of hosting a annual fireworks event uh around 4th of July celebration typically we scheduled this for the last Saturday in June and we've done it every year since that's become the annual festivity we've always been very careful to coordinate this with other City functions celebrations it's been very well attended by the town's people and people from the surrounding area it's also been generously funded by donations from individuals and from uh businesses large and small um from prent City and from frand W Park and H it's been very well attended in number hundreds of people so it's become a bit of a tradition in 2019 we decided to expand this to include Christmas Time Event uh the first Saturday in December so that's not quite as traditional but again same turnout same fundraising effort same volunteers on part of um this past summer in August shortly after the Fourth of July and then due to increased concerns of liability around the exposure of the public to the fire uh I was advised to check into the amount of coverage that we had as a Col with our insurance broker so I sat down with her and after a series of Lely conversations of learned of course that our general coverage policy did not cover Us in any way for that event and the only way to be completely covered would be to seek a special event policy uh these policies are written by insurance carriers for just a few hours to cover the event um they're typically inexpensive because of the short term um typically also they're granted to fairly large accounts because these are are not moneymaking policy because the premiums are small and because these policies are very few in number um so I asked our broker to see if she could secure such coverage for us and gave her love to do it to our next scheduled meeting um she was completely unable to find such a policy she checked with all of her usual cared and came up completely empty um that brought us to uh the month of October when the hurricane cancelled our own monthly meeting and also the downtown partnership meeting uh I had secured in September authorization from the club to present the opportunity to take over the contract with santor the fireworks company at Coast to the downtown partnership since both of our meetings were cancelled I had another month so I kept feeding the bushes I went to BR and BR and a ton of very large Insurance coming with largest in the country and they took very little time to to come back with the same answer which was no dice we cannot get coverage for you probably because we're such a small outfit and a small account there's no incentive on the part of the carrier to write such a bon it's also very high risk so the upside to the carrier is low the downside is huge and so we're just out of bling uh at that point I got creative and started to seek additional Partners to Marshall their resources and see if we could together come up with an event poliy some kind of supplemental coverage I went to the Rotary Club specifically a much larger outfit International Rotary Club and after several weeks of of honest trying on their part same result um red contacted Rotary International Inon Illinois and they could not get an insurance policy to cover them for the same event so the upshot of this is that the Y Club on its own and in partnership with the rotary cannot sign a contract with santor or any other fireworks company to host these fireworks we would love to continue to fund them and to provide all the volunteerism necessary to put them together the set up the C the publicity and so on we just cannot sign a contract I presented this opportunity to the downtown partnership they rejected it because of course they smaller than the out they agreed that I should make the same presentation to the city commission with the plea to the city perhaps to take out the charge of signing that contract with the fireworks company uh and taking advantage of your greater size and resources to act as the official host uh and assume the liability of the event again we would continue to do the fundraising and provide all of the volunteer support to make this happen the temporary tentative deadline of December 7 which has been flashing on sign outside for several days now maybe a couple of weeks um might be addressed the deadline having talked to Eric at sanor just a few hours ago to pull off a December 7th event is this Friday so be advised that this isn't Crunch and it's because of all the time we took to to be sure of the bad news and to schedule these presentations at schedule meetings so that's the situation that we find ourselves in yes have we talk about yeah it's it's kind of a a little bit of a challenging question because we're not really sure whe who would who would bore the insurance and as I expl I I'll give a little B more detail our current property casualty personal liability insurance coverage is through a policy we have for the leag of cities that policy would not allow the city to take on anything thing other than local government public in other words we couldn't take on a private carrier to to be a a rider onto our insurance policy however we could if we could be added as an additional insur insurer onto a another party's policy but I'm understanding if I'm correct that there's no policy in existence so it's it's it's more of a challenging question than what I've got answers for tonight other than we could not add on the yach club for an event or or the the provider the sanor that do they have insurance Sor Palm Coast does have an insurance policy and we have for each one of these events we have been listed as an additional insur party on their policy when I took that policy copi to our broker she said that's nice that's good as far as it goes but that does not cover Us in every eventuality we still have substantial legal exposure I have to go with her advice she's our insurance broker and by the way the city of ccent city is also listed on the sanatory policy and so is three so I'm just trying to figure out what what's your are you asking us to sign a contract with Cent coverage I'm saying what you do is your business but I'm simply saying that the yacht club cannot sign that contract we can do everything else we can't sign the contract and I was further advis that we probably never should have but we have and we've done away with it and one point in the past might in 2015 2016 we had a commodor who had been a South Florida fire chief significant experience in emergency services and he said that he had insisted when his turn came up that they do secure and that policy and they did but that was eight or nine years ago and they were still able to do that the insurance climate has changed we can't do it anymore huh Mr HS can you L on this I agree that saying that your additional insur on the policy doesn't tell you what coverage you have at all it says that you're listed as an additional insured whatever coverage exists but that coverage may be good and it may not be good at all you have to look at the policies and I'm speaking of you're being an additional insured on santori's policy so if an insurance broker had looked at that and said well that's cool but it doesn't give you all that much protection or it leads you open in certain areas then I have I have to accept that that is the case I have not had the opportunity to look at the Poli myself so from that perspective I agree it's been my experience U as Michael indicated that the insurance you have to the league doesn't allow you to sign other folks on uh and bring them in under your umbrella um you can't sponsor an event you still have sovereign immunity of course which doesn't make you uh doesn't limit your Li make your liability non existent it limits it to certain amount of money uh per person and per per event at the city what we have done in the past was attempt to get uh special event coverage which is available for most things and it's a little bit more reasonable or was the last time I obtained it than you might expect um but I had but at this late dat I I don't see how you have any opportunity to explore the talk of getting a policy through any other provider and I don't know what the league would think about doing it also I mean they might say that's cool but don't count on us for any conerns um so so if I understood it correctly Michael you you spoted that the city cres City sponsor the event Hook Line s then your coverage through the league would would would would cover you you have liability protection is that correct that's correct because we would be a sponsor as a public agency and our sovereign immunity would covered up to a specific amount which is within our policy which typically I think is million up to million 250 and 300 yeah so where your sovereign imunity but you also should know that actually what the Sovereign Community law says is it's those are the thresholds or the amount of insurance you have the maximum is the greater of that amount 250 or whatever your insurance amount is so if you got a million then your liability is a million um if you don't have any insurance then it's the the lower number so you'd have to take over the event as a sponsor um in well I believe you would now again this is I'm making statements I'm not look I there could have been updates to The League policy since I last dealt with them and I dealt with them primarily with blue grass blue festival and and also our own fireworks displays into where we had you know I think we used Sor as a matter of fact um but I I look with them on in regard of those events and that was then and as everybody has indicated the insurance climate changes seeings daily like the weather report so I don't know what how did you how how did you deal with that from the city's perspective we spons we were sponsored we didn't we didn't sub it out we sponsored and we were sponsored on the events and uh no yeah and so you know we had that and then I believe we in addition to that santor did have some coverage um so you know we went with those and then we had we had guidelines and requirements that had to be met as well and I don't know if they're present for theg City shows but having to do with you know the bar and distance from land and distance from all sorts of different structures and and things like that so um it's it's just it's it's one of those things where that you look have to look at the details and I I have no idea what your chances would be of taking that project on right now I don't know you not for Christmas Christmas yes um I think this is very disappointing scenario overall the storms that we've had had Havoc with a lot of events and things and whatever um I just don't think it makes sense for the city to take the risk and try we don't even have the sory contract I just don't see how it would be responsible of us to look into being a sponsor for something happening on December 7th I can see us looking at it for July um I think that's a very reasonable thing to do can you make a motion motion please sure so um I don't know how we make a motion not to do something well I think he has a request here so I think we've got to make a decision and say that he's asked us if we would be willing to do this and I think this at this late day that it's going to be um it's going to be almost impossible what's the actual cost of the city to inre insurance no there will they won't do it so they they won't I mean we could do the event we just don't know how much more cost but I think at this late day we're halfway into the only a couple of weeks out so we can pull this off and has to know this by Friday and that is for December 7th dat um santor is available the days between Christmas and New Year's and they may be available after years they're not available on New Year so if you wanted to BU it back a couple of weeks you could at this point it's still short time what's the amount of the sory contract no c000 $8,000 have you had donations we have we're about halfway there in our fireworks fund we have the other half in our general fund which we could ra we had to we'd rather not but our fundraising efforts have beened also by that and bu this difficulty but we could we could cover if [Music] we me just like if it's a policy for is $200 from fmid or something small like that it seems like that's very small amount to have to cover to say let's have an event that we've had love joy and one we're not paying for the fireworks the out has you know said that there they've worked on getting donations this far I mean it seems kind of silly to Le to look at and see I mean those incidental policies are tremendously expensive I understand and I know it's been a long time but I that's St never looked at the fireworks but we'd have to look at it too I believe we'd have to look at it because um if it's our event and the funding how did you do that in Black it City funded or did you have sponsors was willing to do that would that impede the insurance policy at all we budgeted it but then we asked for andc reimbursement sponsors for part or all of it but we budgeted it uh at the beginning of our budget year included some budget for those power events we've got in trouble last we're told that we can't use C funds but we can't I know I said we can't we did in the past and we we can't but that doesn't [Music] mean and get re I my biggest hesitation would be I don't assume anything when it comes to Insurance these days I think we have a lot of parts and you have to make a decision tonight to do this and I think we have all the information to make that decision so um I think at this time um disappoin it make a motion yes okay go ahead yeah um my motion is that the city of Crescent City regretfully um does not have sufficient time to look into um the legalities and the liability of entering into a contract with santor to make Christmas fireworks possible um very regretfully uh but that we are open um to looking into the ability to do so uh potentially for july2 okay sorry I so well it's fail for lack of a motion but I think we have to be I mean for lack of a second but I think we have to be responsible here too and um Michael you want to wait this I'll get some information tomorrow from F on what the cost of insurance policy change but if the city wants the need to move forward I I would estimate that MIT would want something that that that is done by the city's identifying a special because it's not part of the policy right now just I'm lay in perhaps Mr Holmes could give a little bit better information than I could but that's what I would think the insurance I think it's going to be your event I think all aspects of it are going be your event our event and and so and and what what do you think the estimated cost could be Ian well I'm talking about your event meaning whatever you're going to do for crows or roads or whatever you do I it's your event I don't think you can sponsor it and then turn it over yach club and say okay guys now you go run it once you once you sign on I think it's your event and they may help you I'm sure they'd be happy to help you but it's your event but we're going to have to enter into an agreement with the yacht club as well because we don't have the funding to make sure that it's fully funded and that they're willing to do that so I think we have to enter into some sort of agreement for now it's not budgeted right it's not it's not budgeted so I don't know uh I mean you have another meeting before the late December option de December 12 I but he was talking about a late December fireworks between the Christmas and New Year's but I should point out that December option may not be available after December 12 so you be looking at a special meeting or making a decision and the arode is prepared to lose this one because of all these exigencies um what I would like to do is extend the conversation through to next summer and regard this as as a preliminary step in that direction can I make a second motion well it failed make new motion would you please repeat your motion yes the city of C City regretfully um is not um able to take over the December 2024 fireworks from The Yacht Club because we do not have sufficient time to look into the legal and insurance issues however we are open to looking into being the sponsor or taking whatever responsibility is needed in order that fireworks um could take place in June 2025 along with Community Partners second have a motion in a second do we have any further discussion okay Ken you'll do a call for us pleas commissioner Burton hi commissioner Moore hi commission Lor hi commissioner hi hi thank you thank you for the we don't know what's GNA happen with it so thank you okay so with that let's move on to the very pleasurous for the parade yes is this in regards to the December 7 so this would be a proposed Ro closes for the Christmas event parade um and I believe it would Beal no be for [Music] [Music] [Music] ISS I meeting with tomorrow Holiday Market don't have fireworks okay so we'll have this is a parade and this was something that was done by the Lions Clubs and the downtown partnership took it over last year the downtown partnership um the person who was behind it she's no longer she's involed in two teenagers she's not able to do that this year she's turned it over they reached out to the Rotary Club the downtown partnership did and um the Rotary Club while they said they were happy to do it a lot of things have taken place the storm has put us behind um and so now I spoke to miss BR we had a long conversation the other day and said that the city could do this the parade because of course everybody wants the parade that the city could do the parade and that we would take care of making the phone calls and that the rotary would help us with the um organization the day of correct or this is so this would be something this would be more of the city taking taking this on um everybody we had great gr last year we had hoped for a good parade and we had one um and so we don't want to let that momentum go I hope we can pull that momentum off it's late date we've had a lot going on um so that's what this would be so this would be approval of that with the city stepping in to make sure that the pro happens as the sponsor um with the help of the r Club so Mr home be able to do that you're going to be sponsor your event okay Pro will be assisting volunteer basis would we have to do the special event um a writer on that for a special event I would call it my TN ask just to make sure it never hurts one phone call but that's a traditional conventional sort of thing you're going to do something particularly bizar in the parade I wouldn't I wouldn't think that raise too many eyebrows so mayor I have a question yes okay so essentially the City downtown partnership is not doing this break no they great person is taking a break so the city would be the sponsor we would have to organize the participants is that my understanding um have we been left a list yes we have a very exensive List information so does that mean that City commissioners need to divide up the list and make the calls um if City commissioners would like to do that I would welcome that if not I was planning on doing that um stepping in and doing that and so it wouldn't be burdens on anybody because I want to make sure that we have it spray but City commission wants to divide this list up um absolutely you can divide the list up sure but I'm just saying it's it's on us because there's really nobody on City St no responsibility to well my point okay you may have somebody from who volunteered to do that too for years we had someone in col who did from govern and and and maryan has has been trying to um get our attention for this for some time and we've been distracted with storms and with the election and just a lot of things that have been going on and that not been our focus and now we're at the 11th hour and so we've got all okay well need a motion I move that me digital sign out front um it was installed a few years ago and so it's gotten old it actually bought in 2002 2003 and the first purchase we made with better place so it is and it came from The Old City Hall to new to this city hall yes it was old that's understand it is very old and it works when it wants to work um as you can tell I and all of us um but we have did a lot of research as you can see in your packets you got a lot of research on um I did try reaching out to the company that basically installed it we are in a new century I believe and um the Marquee is so old that it won't even allow us to repair it so my recommendation is um to go with the first company which is s which is steart signs I believe um let me tell you a little bit about their history um they actually I can be overseas in England and work that Marquee it can be done because if you only knew where she has to sit in order to I have to sit in a dungeon and my computer in there is so old that it's um Doss it's one on Doss just so you know yeah very old very old and we cannot put a new system in there to accommodate the program so we are it's very old so you're recommending the one by I am I'm recommending the first one which we've worked with um and they're supposed to give me a um qu on how much the installation is inst that's not with install that's one that we wor that Mel worked I me question be going in the same place as original yes okay because when I'm looking at the second one the second one is quite a bit higher right um and that's just um these are just different ones I'm not asking you to make a a decision tonight on which signes you actually wanted to go with what I'm asking you is for our future um reference so that we may be able to um because this is not in our budget um about 25 correct and um they really all are up the same except for the last quote was $50,000 and that was from the same company that we have to sign with now um we should also REM you that we to bring this with us so where yeah and I mean we are able to run it on anything um like I said it's it goes anywhere from the 30,000 to 54,000 um price range I did do a lot of homework on all of these and we I think Michael and I both agreed that the first one was the best option for us where anybody any one of us workers can work on it elsewhere if if there was a storm coming in and I got internet at home I can work on it here should all be find out about me yes ma'am I just wanted to give you guys this is just something that we're looking at um for our future um when we do have I I noticed on this first one too the screen is actually 3.2 in high 8.5 in wide or sorry 8 fo 8 and half ft wide 8 foot 5 in wide 3 2 in high most of the rest of are only 2 feet high which I think is one of the problems we have with this current one is that you going put two lines of text on it these you can put a lot more lines of text on regardless because techology but you still want it to be big enough that you can read it from the street from where otherwise you have to sit there hope that turns red s exactly and not only that um the wires the the one that we have now are undergr so if there's a flood or if there's something going on underneath we don't get we don't get the sign all these and all these will last for seven years or more warranty oh yeah and we are way past the warranty okay just just so you know just to give you guys a heads up that's what we're looking at doing I did speak with Steve on this and we're both working together on this as well okay so that I just wanted you with minutes it help with organization um and they all laugh at me when I say what agenda s what's that you know but um anyway I did a lot of research to make this quick um uh the program that I want to work with is on board it's $1,500 a year um we've been working with Steve with this one as well and we figured that we can get it through the which line did we say this would be coming oh it'll be the licing um the license in line L but it licensing going to that line um this will do the the premium one um which will include everything that we need um and up to five people can be signed on to it so the five people would of course would be the C manager the finance director U myself [Music] um city manager are you looking at on board it's the very first one yeah the other ones are 3,000 and 5,000 to start what are your other what are the other clerks that you that you actually the other ones use Civic plus but their their um potentials are their plus is designed for government whereas on board is designed for just businesses businesses and it's very easy to work with I mean that's up to you guys whichever one you want to do mean sometimes you get what you pay for too they use most of them use the Civic plus management which is the second one because that's also with our so that's up to you right see I'm not exactly sure how this ties into how you're actually using it I mean because you're putting in all the information correct corre I'm still going to be doing that however it's a lot easier when Christina has something that needs to go on the C she can jump on there and just do it without me having to her sending it to me and me putting it in it's G to stop that extra step and it's going to stop that step when Steve needs to put something in finan and C or code enforcement they give me all their information and I have to put this on the agenda so it's constantly changing so so they're able to just take they should be able to just jump right on there and do themselves on any of these programs um also any of these programs you can take there's a link that they put on the website so anybody Cien canum people do that yes you have I'm not a technical expertise in any of these cfic plus I'm familiar with in [Music] general is probably the one part that that will help her is it takes the agenda sets the agenda and then when she does the minutes she goes through and just marks down for each item that's on and it makes it instead of sitting a word and typing out every single thing it makes it it automates the whole process it also puts all the packets and agendas on the website and then um if you sign up for the email C it'll alert you to say that it's ready so for you know transparency for everyone in the community they'll get an indication that says that our packet is ready and they can go to the website and download it and I mean it's one of the things that I've talked to you about for a while was making this process automated right now even for me because I get it all electronically she sends me a PDF and then I have to put stuff in when it gets updated all this stuff this all kind make it all a lot easier it's a lot of money but it should sa for you for the people that plus was the second choice um I just didn't know I I honestly don't know how you guys feel about all this but it's going to save so much more time so it say us an assistant we need know what how we pay for this this is going to come under it's to come it licing I believe is what we decided but do we have the funding to go with Civic plus and not the other one because you said the other one was and then plus isus the 10% [Music] May yes I move that we defer this decision until the December meeting when um the finance director can give um as far as phone internet and all of that um is lumped into one it doesn't cost the C anything it's also going to help with some R um rfps rfqs whatever we need if we need a truck we go there they give us fors it's going to save us so much time using them because they're doing all the work and you just sit back and and then we bring it to you of course so if like if so if we needed a truck tomorrow we go on suncom and there'll be four quotes you just put you just type in what you need and then they they send you four quotes I forgot their time no there's noost for us all [Music] govern I have used before it's a division of the State Department of Management Services it's it's basically the communication Division and it allows uh local governments to communicate with state agencies or other part using a cheaper connection cost to the 800 member that's that's how it originally went into being now it's expanded into a variety of components uh I think it's a great idea but obviously there's a lot of programming information that we would do to do as far as all the services but but some time has been around for a long time it's very It's very effective so I think it's a good idea that the city has a connection to I do believe pona Park and um if I'm not mistaken of both these and um especially when it came down to the when we lost power for those four days we had no internet well at the same time so did they lost power they ended up with the generator like we do but they also received internet 4 hours after they were closed they only had to close for one day and so they were able to still work well we W I mean I worked from home because I had an interet at my house but that was a whole so they supposed to help you with this too suppos to help get cover so the city hall City Hall was completely down we M Monday the the Monday following it didn't come up until late Monday no had nothing to do with the generator it had everything to do with yeah some people did but City Hall did not were here the entire time throughout the weekend and he never could get we never could get service our generator our generator worked yeah okay so can I get motion to approve us joining this or pleasure of the commission may I just have one more question yes so where's our so do we have to enter into a contract sign an agreement no ma'am um really but so ultimately we're saying this could suncom internet could replace win stream interet no let me explain let me explain that's not how it works we would still have okay so we would still have time time yes we would still have windream we would still have windream but the contract with windream would go through suncom which is a lot stricter than our contract so our contract is a business contract with wireing with sunon it's a government contract so their contract Contra is so much tighter than ours is so we would just go through them to get windream where they would have to be here within four hours to fix whatever is wrong with our internet we wouldn't have to lose wi stream but then we would have a different coverage as well so they would they would show us how to do a backup covered on the on the internet we wouldn't be changing anything the only thing we would be changing would be our contract for better service get right now that's the goal is for some reason wi city has much more service than any any of the residents have and I why but our FS are and we constantly our platforms are constantly going in and out there's nothing we can do about it because we don't have a contract tighten up where Sun would actually help us with actually back [Music] satellite make ation what is it you want a motion that we authorize the city to participate to be a participant in the Sun System yes so Sheila's working on that we' only had three applicants three and she's sent it out to the world and she's got several but none of them that were really had any not even so had three she's had three so what I don't know is when do the senior advisors she's already forwarded them to but at some point they will say we want to bring the resumés and then at that point we will have to have um an appropriate agency or firm to do the background checks so we still have time to approve that or decide on it at the December 12th meeting have process them and have to look at them and like I saides this we my understanding and she already they get started on that and we have to pull special that could be you know a lot of people right now looking for city managers yeah so okay so just things that said sometimes we forget keep that on radar screen and it would be very helpful we don't have to worry about that keep that okay and to have the timeline I didn't see it in minutes the senior advisor gave us a timeline good that was yes two items one thing is um there's a new cor statute that it says that we have to have training and a system put in place for cyber security um we do not in fact we have I don't know speak that they went through the Train the train sorry seven of us that went through a training and we we we are on top actually our city has the best program right now for Internet Security um inspired inspired has us on the top of the line well that also needs to extend all of us as employ theic so we need to the training the training that they that they requested really had no training at all as far as um as as far as Internet protection it had nothing to do with any of that it was just telling you what what um actually it didn't even tell us what we had to look out for well there's there's a reporting that has to be done after and it comes in it is effec of January 1st and cyber Florida which is part of the University of South Florida has free services to help us get on board with the right qualifications and something that we you remember seeing before the city strongar I went on it was a lot but I just need to bring that up I think maybe someone needs to meet talk to work with Mark and make sure and Karen and Clark I have concerns just about our email security because it's not not according to you know standard you know standard Enterprise guidelines me surge um there's um I just want to ask Mr brart how our RFP is total for the historic structure survey um it's it's been advertised posted it on both the city's website and the flid Redevelopment association [Music] website I just want to make sure Commissioners um are you said okay so Commissioners I do want to mention to you that as we go forward into this new budget year um please be um aware of your budget for your training um we've had a few Commissioners that have gone over and actually in all it looks that we've gone over our training budget as a whole because um and so I think that we need to come back with a policy that if you are going to go over your budget that you've been allotted that there has to be an approval here from the commission to go to someone else's and to use that and that's something that's come up from I believe the auditing too and Roberto is really staying on top of that that everything every line item has to be with that line item and so um we just need to be very aware of our training dollars we're limited so be selective how how many dollar is that it was 12200 increas thought it was 12 but we did inrease 15 and that still would not cover some of the training that um yeah so I right now I use my personal vehicle to go to events and don't get reimbursement for that which is kind of by IRS I mean not I don't think any of the rest of us get reimbursement but you that's okay that's just take that actually you can get rein out training I'm just saying that as we go forward I think that you know in this last budget year that we it was exceeded well whenever I make request for reimbursement I always say if there are funds available and If I went over and there I mean we haven't had a system we said before that if someone didn't use their train f um then other Commissioners could use them but we didn't say how like for or whatever but if we went over then I'm happy to reimburse the city for whatever my part going over was we we just have to be when you become commissioner you have training with C Emil and to and hotel room to stay there which is a two-day class I mean that right there will take that your bud and then you want go to the annual conference which is not for fun it's work you learn a lot and I highly recommend for our new commissioner she the training one offered I didn't understand how important it was I told them at the league of cities you got to got toar people make understand that this is really valuable thing it really is it gives you a whole like it gives you like a college
