like to say on we of the Jersey State Association she supp polities our thoughts and prayers for the poing officer with that I actually come here to recognize both the uh the sheriff uh the sheriff's office as well as the prosecutor's office you have two incredible uh effective organizations in those two uh agencies in fact their history in accreditation for one is over 10 years and the other one certainly succeeds that I'll be specific as Elizabeth May do it so the uh the sheriff's office has been really accredited for 15 years I mean that's really incredible but the prosecutor's office they have been you know for about almost 10 years so that's a significance because the issue in accredit issue is not a one-time event it's a process you have to maintain it every three years so to that end if you're indulge me for two minutes I'd like to share with you the significance of the achievement so the cumland County Sheriff's Office and the cumland County prosecutor's office once again made a commitment to ading to best practices at the state and National level in a highly regarded Statewide law enforcement accreditation program this program administer to the New Jersey State Association of chiefs of police and the New Jersey Law Enforcement and coration commission has a to transparently demonstrate the professionalism preparedness of state's law enforcement agencies New Jersey State Association Chiefs of police law enforcement accreditation program is purposely designed to enhance professionalism and transparency in the state's public safety system during this uniquely challenging times and a threat to health and safety encouraging law enforcement agencies to follow standardized practices uh and policies is potentially life- saving and cost effective investment with time resources accreditation gives an agency a preparedness plan and verification of Excellence creditation status represents a significant professional achievement in the Comm County Sheriff's Office and the com County prosecutor's office follow best practices become part of their culture is the way they deliver Services I certainly went over the report which I get to review before I submitted to the uh to the commission and this are two u u agencies that are very very involved in their communities they have Outreach programs so their benefit goes beyond what one would subscribe to by definition to what a sher's offic does and what a prosecutor's office actually does so the cumland County Sheriff's Office and the cand County prosecutor's office have received this pretigious re accredited agency status it demonstrates sheres Michael donados and prosecutor Jennifer web mcray firm commitment to maintaining accredited status to remain on track with State and National standards and the contined expectations for Quality professional professional and ethical policing and so to save some time I'm just simply going to go to the uh in closing uh to um uh what I I actually ped from from the report I'll be very brief so under the leadership with Sherry Michael Donado prosecutor Jennifer W Mar the Cumberland County Sheriff's Office and the Cumberland County prosecutor's office demonstrate a high level of competence leadership and professionalism it is the opinion of the assessment team which I certainly concurred the Cumberland County Shi office and prosecutor offers are highly professional committed agencies which exemplify all the tenance of law enforcement accreditation at the state and National level therefore for the New Jersey State Association Chiefs of police and the New Jersey Law Enforcement commission congratulate Sheri Michael Nado prosecutive Jennifer W mcra great a managers Sergeant Elizabeth hofman and Sergeant Frank Sabella respectively the members of the cand County Sheriff's Office and cand County prosecutor's office the Commissioners and those citizens that they so proudly serve for having achieved their re accreditation un a very exclusive group of law enforcement agencies in the state of New Jersey that made this firm commitment to excellenc in policing so to all indeed congratulations this is where you get the clap for your [Applause] EK I have the uh certificate for the Sheriff's Office sheriff and I have I should add that this is very rare that I get to actually do to agency at the same time which is fine CU I drove 96 miles to get here so prosecutor congratulations to both [Applause] congratulations thank you very much may I say one thing just very quickly I promise um that's never happens very very quickly I want to thank Mr Delgado for allowing us to go through this process again I want to thank Sergeant Frank Sabella who had another commitment this evening but I can testify to the um importance of this process last week when we learned of the untimely passing of detective Monica Mosley it was almost 11 o' at night when I got that call and obviously because I worked with her every day I was very upset but I was able to call on our policies and what look at our policy as to what we do during that type of Crisis to take action and it was because we took the time to formulate our policies and deliberately think about our policies in times of non crisis that we were able to handle that in a time of Crisis so I thank uh the the association of chiefs of police for the process because it does serve our agencies well thank you exactly what the prosecutor said no obviously just coming into this in January and getting involved with the process itself um I did do or I was part of the process uh at the prosecutor's office we went through and I know how tedious and the stuff and the time it takes to go in it and the many people that it takes to put it together so um Harry on behalf of the sheriff's department I want to thank you your agency and all the assessors and so forth that put the time in to come out and help everybody like myself and and our office to be to be better so and and I would be remissed if I didn't thank uh Sergeant Hoffman personally she's our accreditation manager she dealt with um was dealing with this when we came in in January and Del with it all the way up until we went through the assessment and went up to North Jersey to uh go through the program um so I mean she's she wears a couple different hats um she's also my internal Affair Sergeant so she does a lot of different things but I just want to make sure that I publicly thank her for all the hard work and the time that she put in to making this process uh happen to for additional Insurance um to to be with the youth um they have to have child mation insurance as a I don't know if you call that a rider but there is that requirement um there's just a lot that's involved and and and we would love to have more Transportation providers whenever that goes out to bid we would love to have more Transportation providers respond to the bank um and there there's also a real problem with actually getting the vendors to perform to build ramps or any ABA type equipment I think is that what I'm speaking to is that is that the same yeah's a very difficult to get people we talked about this yeah yeah um we did actually when they rescinded the agreement because they lost their staff that built the ramps for us and so we put it out the bid twice and with no responses so we're so we're reallocating the money to other services in the office but that building ramps cuz it seems like there's a there's it's not just ramps it's any ADA Compliant type situation whether it be opening up doorways uh putting in just railings every anything that's Ada yeah well this was made this was mainly for a ramp program yeah are you are you to hold this money in reserve in case someone needs a r ramp that out well no because we don't have anybody that can build the ramp so we reprogrammed it into the office for another service we're putting it out to bid soon as I get my 2025 award we're going to put it out this program out to bid again for the next three year cycle so hopefully someone will all right so if anybody knows any licensed contractors that are retiring and want to build some webs I mean this is the kind of problem like to offer a suggestion um I know in my time at habitat for that was always an issue as well people always called to see if we would volunteer to build ramps there is a high need and there are a lot of Builders who don't want to get involved in that small project is there any consideration have we reached out to CCT Tech to see if we could partner with them we haven't reached out to CCT Tech we we have it when as soon as the you know we're going to publish the RFP we are going to reach out to Habitat to see if they want to partner yeah with with that for that program yeah those are going to be my two suggestions reach out to Habitat or the tech to see if there was options for that and if it would meet our requirements as well yeah I know there's sorry I know there's a need that's why so it's just that you just don't have the people to do it right yeah the agency had done it their person retired and because the grant only allows so much money per person doesn't cover the cost for entire rant so it do do you have a criteria of the Builder like so we could put it out that maybe there's some small builders that do these projects do you have like a criteria you need well generally it's a nonprofit organization that um we target through the through the um grant that we get from the state Mr talking about trying to hold a purchasing uh Workshop to try to help contct work so that we can help them help us see a lot of times people don't want to go through the paperwork in order to work in the county I know I did it before so this is very good because it happened two other times and we've got a very good response doing that seminar but again it's because we helped them do the paperwork that that's why they did it so it's one of those things that unless the person really wants to dig in do all the paperwork and get certified for the county a lot of people don't want to do that there it is there's something on the books right now that we've been discussing um with an idea of a vendor Workshop uh sit down either by Zoom or by uh in person uh I'd like to see some type of um uh more important to do it in person I agree I agree so but that's why we're looking at Pro some people hbri because we don't want to rule anybody out right well I I commend you for that solution because I think that's a really fantastic idea and I think it helps a lot of smaller businesses as well I can't take I can't take credit for that the Len county has uh has started that same program and in is already a four-way stop so we're going to have two four-way stops practically back to back okay I want to just make sure everybody understands that okay um talking about streets I want to talk about Crane Street does anybody know where Crane Street is which city well when we first moved into this building we have a little Street out here called Crane Street and at that time when we moved in here it was a two-way street and shortly after we moved into this building it became a oneway street and after our last meeting here I observed a lot of people from this committee going the wrong way down a oneway street and that could be a serious problem because it wasn't long after that that a truck did turn in that street going the correct way so when you leave this office please make sure you use the oneway street in the right direction thank you I also want to say since I still got a couple of minutes left I was so happy tonight to hear that you approved the minutes that included the minutes of the ccia meeting there was a lot of disc discussion since July about the ccia and Jerry vz's contract tonight you approved his his contract it was negotiated and approved last week it could have been negotiated and approved back in July so I didn't have to come to two meetings at 8:00 and 9:00 in the morning where you didn't even serve breakfast or coffee so I'm happy tonight that Jerry got his contract thank you hi Barbara nun director of The Office on Aging I just wanted to make an announcement that our office is holding a fall festival and Symposium on November 7th at the um ween arts in milville uh we are going to have um it's going to be for seniors people with disabilities and they're caregivers it's open to the public it's free um we have a couple presentations our County Council here will be doing a presentation and our office of emergency management will also be presenting on the you know special needs and you know being prepared for seniors and people at abilities the special things they need to do so I just wanted to make the announcement that everybody's invited and the um to to have to make a reservation for our our seniors to call the office at 856 453 2224 um and as of today we have 31 agencies that are registered with with information tables for the public what time 856 453 2224 time also time what's the time the time is from 10: to 2: and lunch will be provided that will be sent to K and it's it's actually on our County website it's on the homepage sent K yep thank you thank thank you see no one else motion to close second all in favor commissioner reports okay let's start with um commissioner Marshall any reports thank you so another busy month here meetings events things like that but what I usually when I when I talk I like to talk about things that are going to happen in the future we got two very important events and dates coming up two weeks from to day it's election day so I just want to encourage everyone out to everyone to get out encourage them to vote exercise your right to vote please do that I'd love to see a huge turnout in Cumberland County and we have a second date coming up which is in relation to this it's Veterans Day is the following week so we have our veterans who fought for our right to be able to vote so I would like to see people go out and exercise that vote like to thank all the veterans it doesn't have to be Veterans Day to thank a veteran but I would like to thank all the veterans and um it's all have commissioner Taylor um I would I would like to thank I'm sorry not thank but I would just like to say that I attended the um ribbon cutting for the new violent Firehouse it's a beautiful facility and congratulate the firemen you know um and wish them all the best also what art said don't forget to go vote it's very important and I um we don't have anything else okay very good um commissioner yeah a couple things the 4 just had their truck Retreat U haed hang ride I guess and I hear the turnout was very very good they did a great job the horse U uh clubs are what actually ran it I'm still worried that each Club does something so I'm I'm getting the H on that so uh so again a a good job a great job because very well tended I also want to salute Al Deerfield because they have brought uh kept the derivative I guess of clar papage but they uh I wish I could remember the name but over $200 million could be spent in the county uh they on the heels of attracting saika another company that's investing in the C County uh that sells all over the Swedish I better not say what kind of company but a company that's a a forign company but uh investing it sells all over the country uh what they invest it was told that their employees the ones they hire stay there until they they're done till they retire that's how good a company is so I salute all the efforts that they've done and and all the players that got involved and to make that happen um I also what you're talking about ventur on uh November 2nd is the mar cour ball uh which is open uh please contact the the local Center re detachment if you had never been it's actually uh quite uh something special that if you've gone once uh you you thoroughly enjoy uh and for being around the the rec birthday November 10th and November 11th be Ventures day it really Leeds right into that so uh encourage people to vote please vote exercise your right there's so many ways to do it now so please do it um one second [Applause] got a chance to uh the uh which is a shame and I I say this it's a shame that the uh the uh lious challenge was held in cble count was held over in state of New Jersey uh cble County got again big numbers of people coming down to get their passport checked and they go out to see a building that's closed and shuttered I I urge this commission that we become very proactive because if the DP is uh in charge of it it'll be run into the ground or fall into the ground uh I don't understand when you have a special group that's uh maintaining it making it available used uh would been a very active part and is invol tourism in this County uh that when they take it over they shutter it U that doesn't do anyone good any good uh it's also I think the 250th year of the state of New Jersey so they going around a different historic events we had one agree which uh reenacted the team birning uh uh which was a great event and a week before they had another event uh which U it refects the fairs that were held years ago and gree which so we have a lot of history in this County and we have one of our major tourism destinations shuttered uh I think and I'll say this I think maybe the DP should be shuttered uh for what they've done and what they do um so uh that is story that I out to you and thank you director thank you commissioner commission s uh yes been to a lot of meetings especially with the administration and Public Works which I'm one of one of the Le a on to uh trying to get things worked out there um and I was also at the rib cutting for the uh the new firehouse and B and that was was really great event I thought that was done very well what I want to talk about is uh Saturday went to the uh the national uh Suicide Prevention uh that was put on by Comm count uh great event was well well attended um uh commissioner alre and I were there both we were able to speak um I I think what important that everybody knows is that cing County as far as I understand is the only county in the state that sponsors this particular event most of the time this event is sponsored by a a a trial organization a nonprofit organization okay but cand County step forward and we are doing it and by the way it's the 10th year that c county has done this and I just want to say they did great job they really did and they brought it out to the Forefront about suicide and how you you can't be embarrassed you can't look at as a stigma on on yourself if you are involved in it or a family member was involved in it there's mental health issues when this happens and I truly believe that uh you know we all have cell phones and iPads and I don't know how this is going to sound I do believe that a lot of times these things start a lot of these problems especially with the The Bullying or whatever especially with small kids if you only knew how many young people do this so I really am a big proponent of social workers in schools I think we should have more it's just a shame that uh when there's a budget cut what do they do you think workers they're not teaching my young sister was a social worker in one of the schools in viol and she was the only one at the time for 3,000 kids and what important you they they had that joke you know where you the phone hello Suicide Hotline could you hold please well she actually had to say to a child because she was with two others I have a seat and I'll be with you and a that's unacceptable so this as I said was a great um program I was very very happy to be part of it and I think we have to get the message out that you know don't be afraid to come forward it's very important thank you thank commissioner commo I'm going back and forth as you can't tell all right well I'm just going to pick it back on Art uh you know coming from uh a communist country I want you to realize it's a it's it's a privilege to vote and everybody should go out there to vote this election and there are means of transportation and help that the county gives and uh take advantage of it um I myself uh always took my kids to uh to vote because it's one way of expressing your rights and freedom that we have in this country and and it to me it's a privilege is is it's very a special day that you could go out there and express yourself and put that vote in and you know and that's all I have to say you know but take advantage you know teach your kids from the from the beginning to good you know election day let's go vote Let It Be an event you know so that's memory memory thank you commissioner M um good evening everyone I know that we have already said this but I don't think it can be said enough um that I offer my condolences to the family of Officer Mosley to the prosecutor's office and to this entire Community um um as an educator in the city of Bron for eight years and going through way too many tragedies and hard times here in the city of bridon I know that it affects everyone it that kind of tragedy touches so many lives families children students everybody and I just want to say that I I hope that the city and the community continue to comfort each other in this time um and in this this terrible tragedy um there are no words of comfort um other than please to be patient and kind to one another as we all weather this storm and prosecutor I want to commend you for being a fantastic leader to the community at this time as well and offer my condolences directly to you as well um the second thing I want to say is that when I came on to this board last year um things two things that were really important to me were mental health um Addiction Services and also improving our Recreation here in the county um improving all of those things really is for the health of our our communities for our families um and and to make this a much healthier community and I have to say how proud I am of this board for making that a priority as well and every every meeting we're we're taking more strides in improving our Recreation services improving our County Park system and beginning to develop that beginning to launch that um and also adding more and more Mental Health Services and Addiction Services quite frankly this is an pmic throughout the entire world in our country in our state and especially in our County and we can't offer enough help it has to be as readily available as possible so I just want to commend this board for making that a priority as well um the third thing is yes Doug you mentioned about the Lighthouse challenge and we've been a lot of places in the last month since we've met before but um this year was at the um the 2024 New Jersey Lighthouse challenge and I'm I was so proud to you know whether those storms with East Point Lighthouse and we'll continue to do so I know this board is committed to that as well uh that even when our Lighthouse was closed we still continue to meet and as commissioner Alber said that there were hundreds of people that went down to leeburg and um paid homage to the East Point lith house and are awaiting its return and we will continue to fight to make sure that it's back open um and becomes a beacon of Tourism here in Cumberland County once again uh lastly um it is election season and yes election is November 5th however early voting does begin on October 26th next Saturday and there is uh three locations throughout Cumberland County and I just want to make sure that the public is aware that the Board of Elections has extended uh early voting uh starting October 26th and the hours are Monday through Saturday 10 to 8 and Sundays 10 to 6 and there are three locations throughout the county in bridon at the Bron senior center in milville at the women's at the no Women's Club and in vinand at the Vinland P Center on 6th Street um I know a lot of people travel um also it's a presidential election going to be a lot of lines um so this is a really great option for people who have older family members who are taking them to the polls as well I want to make sure everybody knows that and lastly it's spooky season so um be careful out there the kids are running around and I I wish everybody a safe and happy and fun Halloween very good thank you commissioner I have just a couple little things to say um first of all um kudos to Mayor Krillin for um his due diligence to bring secret Corporation and uh retaining lais uh in compan County he's did some fine work along as an Administration um speaking with him yesterday he's uh did quite a job he's he's a good man and saved a lot of jobs and brought more in so that's something that we need for economic development that's number one um number to um as you probably saw in the press release South Avenue has now been uh signed off by the Army Corp of Engineers we're waiting for permitting and they will we will proceed finally after all these years um it took some hard work and uh patience and some expert and then finally basically just making a phone call to a couple people and an email to a very very uh crucial person at army cor of Engineers and I got what I wanted so that's a something a feather and a cap for this commission right here uh it's long awaited and it's going to be done correctly um which I'm really looking forward to um let's talk about a little other projects and then I want to talk to the prosecutor in a minute um Bay Festival is coming up on the 26th again celebrate our heritage in cin County that's what made cin County great at one time and we will make come in County GRE again number two operation Greenland this is something that's dear to my heart and de with everybody's heart here and pro this again this is a national project by the excuse me the Commissioners across the country just start in 2021 all you have to do is put a green light out I put green candles in my candles in those early kind of candles my wife got out there anyway she puts them out on there and it's it's it shows our support the point is is that it goes along hand inand with mental health and addictions we have a lot of our military when they try to repatriate can't do it they need the help this shows out the awareness that people out here do care you know a shake of a hand when they come home is not enough they need to get repatriated back into our community with their families and into jobs and this is what we're all about this is what we're supposed to be doing um and finally um Monica Mosley I didn't know her well um one of my guys who worked for me um was related to Monica and he is very heart broken um and I also know a couple of other gentlemen one gentleman as I spoke of I would mention names Madam prosecutor but um basically mentored her and brought her into and he's very heartbroken and um those conversations are hard to take because I truly mean what I said about the prayer they protect us well they they're in the streets or not they protect us and I had a long talk with M prosecutor today I went down to her office we were there for about an hour I met with some of the family and um they seem they be taking it okay but I don't think that it's really hit them yet uh there's a lot of things that needs to be said because that's a group there and not just the prosecutor's office it's the cheriff department it's the police departments we need to come together as my grandmother used to do you got comeing together you and uh it it's just something that we need to bring to as a family this County and we've been so separated from many years I saw at the Museum wheels for squeals and I called Ben romic and I called Anthony fi they were together at the Museum and they were speaking together and that's probably the first time in the years that I've been living in Cumberland County that I saw the milville and vland Mayors together bringing it together so with that we have some holiday season coming up we have Halloween coming up be safe with your children make sure they don't take any Wooden Nickel um that's a old expression I should probably said that should my age um but also you know we have other holidays coming up as well and we'll have more time to speak on different subject matters but what Tony said is very important I know I called you Tony because he's a dear friend of mine and that man truly understands what it's like not to have the ability to vote take somebody with you to vote I don't care what side of the aisle you're on I really don't care bring show
