##VIDEO ID:vJZqCIsGP3A## if I'm curious how much that land listed that you got on 331 Told part Wetlands when was it listed no how much how much it's $ 3999 Al so that's basically 5,000 an acre yeah and that's worth more than that piece I'm we know some of it Wetlands It's oddly zoned Willi used to go back M okay cool cool I mean we could go ahead start go print this out do we have any minutes no no up this time okay okay that'll be quick ready okay it's five o'clock on December 5th 2024 I call this uh City beautification entry board to order um our first item of business is uh confirming what we went over at the workshop which were the suggestions for native plants uh and we did talk about mu Grass fakahatchee Grass Sunshine lustrum Rosemary and bitex is that what everybody recalls to be what we agreed upon start right and then remind me what we talked about was it the Garden Club or was it somebody else that we said maybe we would approach and talk about doing some annual in I think it was I think it was the Garden Club Garden Club Master Gardeners the same thing I just said no okay separate groups okay okay the MERS might help can you explain the difference between them EV and maybe which one is particularly active yeah I mean both are active the uh the Master Gardeners are volunteers for the County Extension Office the uh so they do Outreach and education and uh community involvement okay um The Garden Club is specifically a private you know uh Club formed by citizens of bton County who or citizens who live in defunc Springs okay who have gotten together independently of any other organization okay got around gardening so okay yeah so I I could imagine uh us asking the Garden Club to do it if we asked another club I'm sure they would be glad to but then we've also got a skill that needs to be executed that they I don't know if they're going to have or not do you guys have thoughts about that for helping actual yeah planting I know the Garden Club I don't know if they're up to that physical probably or if they could adise more advanced age then would be necessary to uh safely and uh efficiently plant so would it be advised that maybe they could um supervise staff installation and they would be good to say here this would be you know a good annual that for this time of year would probably be a safe bed or donating seeds and money probably good from that organization which they might do seeds well then we talked about one time just throwing some annuals out there that's a possibility uh I think for the plants that we want the seeds might be difficult to obain but no not these but just some an down the road I think what we were talking about is we put a plant in and that they yeah not starting would see okay yeah but I think it don't hurt to approach them yeah just let them know what we're up to I don't know who the president is right now do you uh not off the top of my head I'm not sure okay but his Master Gardeners that's up to you they do projects they maybe yeah I mean the Master Gardeners also do uh Community projects like that occasionally they're we try not to um focus on the physical labor part of it um because it's an educational uh organization so we have to have some educational impact when working but what about um like the uh the clubs at the high school the what is it beta yeah um the Key Club Key Club yeah but then maybe just have either Garden Club or Master Gardeners out there like you know because the hole has to be so large you know it need to be twice the size or whatever this certain depth they needs absolutely that sounds good okay okay so um if we have those five previously mentioned grasses I would enter or or plants for the medians downtown I would entertain a motion motion to accept the list of plants I make a motion accept a list of plants second okay all in favor I I I okay that's approved um and in terms of reaching out to the garden Club Evan would that be something that you would want to take I can try to uh yeah I don't know we we all know who to call I think equally so um I can I can probably figure out a little more easily so all right yeah thank you thank you for doing that yes thank you thank you uh so um if go ahead yeah okay so on this uh I did reach out to Richard Boyz who was talking about that is a commercial landscaper in Okaloosa Island and he said that the list was a little bit um generic so he really helped me like he's he suggested the Tusc and blue Rosemary because the blue hue he said it was just a show po you know it popped and then he also recommended the dwarf fakahi versus the large he said because the other one grows so fast and gets out of control so those were some really good things um so anyhow whenever I got this I just just went with those because there's so many Rosemary there's so many lavenders you know what I mean so just sort of having something for her to get um and I I'm thinking the price looks good if she's I I wish that she would put individual prices here three gallons yeah that's nice size 2,000 for that many three gallon plants 100 plants yeah looks so what is that 20 bucks a plant something like that that's 20 a plant oh is it roughly yeah so I was yeah 20 a plant now that was going to be all these plants were going to be just around the Tesla station remember we were going to do that expermental place first before we moved on right right yes and then repeat yeah as we get now some of these one of these was on the plant list for Master Gardeners wasn't it uh yeah we I think uh muass muig grass yeah the price on that and we missed that I mean we might know somebody up there that we could well we had a meeting today and oh yeah they're sort of at their end of their orderly but it's not like okay if we really rushed we might be able to get it in but I don't think the price will be that much better okay maybe a little maybe eight or 10 might would be good sticking with I do need to well did you just say they might be eight or 10 bucks a piece versus 20 because that's a big I don't know if they're getting one gallon or three gallon I thought it was like 13 or something I would think M grass one gallon would be big enough when you think for grass I think we want to go with this one big I'll check we I think three Weist comp I don't know if you have it on yours the list of how much it is we probably can look it up before the end of the meeting how much their M grass is okay that would give us a good I'd like to have some kind of comparison I really appreciate your their bid that I I'd like to have something El so breed easy Farm um they're muie bitech and the gustum retail 20 to 25 and she said she could discount them to 18 uh she was having trouble finding the fahashi or the Rosemary okay so 18 20 you're right there together and this okay yeah and it it would be nice to be able to get it all from one but we can reach back out to her too and and see if she found them that was the last I heard from them if this is a fair price but when we talked to her today she might even come down a little bit three gallons are big though 20 bucks you know they are big yeah I don't know if we can fit all these in what we were looking at doing initially 100 plants well it was it was here that strip in front of Tesla and then that other little corner here so we want it to look really full okay and we're and if it if it's too many in my opinion then we just save them for the next one right so are we trying to we you talked about doing it pretty soon that still like after the holidays I don't know I think February point of getting it in the ground at this point before the winter I'm saying mid February when it starts warming up what do you think oh yeah that's that's about right um The Master Gardener tree sale has a one gallon chased tree which is the Vitex for $9 which is probably about on par with what you know 20 bucks for a three gallon will be roughly similar um The Master Gardeners probably be a little cheaper because they're selling uh less than retail uh let me see about get grasses here fakahi grass 7 gallon for 18 that's also not dwarf too right that's not dwarf yeah and then uh the grass is a white cloud so it would be white and not purple that's three gallon for 15 CU we were one color but I guess few white would be and that would be a rush order it' be it'd be hard to we have to put in the order like now yeah you don't have to pay right until January but yeah maybe tomorrow the next day but it would have to be real quick because Bill is just about to go on the order so yeah he's done um I I think the prices are going to be similar okay all right if you'd save a few bucks I don't know that a little bit much we have to City's got a lot of money right so you know we're funding it right B on You're right our budget right uh I did bring this up because uh we had a Main Street meeting you know and what if there would be any input on their part or our part I should say I'm on that too as well but um you know I I told him that we had mentioned um after we had a one showcase then trying to get other businesses to come in and and sponsor they definitely said they' be on board for that uh so I just want to throw that out there yeah that's a good I think we we've got options that's the fun part so okay um I got my bail of pine straw if you ever when you needed I'm keeping in the barn WR bail big bail all right the next item is sign design suggestions for the intersection of tenth and Ballwin the sign that we were talking about um kind of in front of the railroad um I I flunked the test so did anybody else pass the test I just this slit my mind me too so that's the one we want to encourage the charging people to go downtown spend money yeah to make it clear that this is where downtown is and make it big and nice we need to get something for let's delay that till next time since we what size did we have an idea of size 4 by eight or what I mean I think that's what we'll decide when we there's no ordinance we make it 20 by 20 I don't know what to I think let's come back with suggestions and then we'll worry about that yeah we'll worry about the size after we figure out how we're going to do it send me your suggestions and I'll put it back on there for next time okay okay I'll try to do better time worries try to design I'll try to design something okay and then uh item number four Scott asked us to select 10 trees to plant um do we want to just repeat the list that we did last time or do we want to shake that up with something else uh well I want to tie I was going to bring this up later but I want to tie in tree planting with shiaka so the city can do it all at once I haven't looked if anybody if shiaka is in March or April are they having it I have I was going to check on that well this is just generally so this isn't Shi with no but I mean normally we since we're plan trees for we just do it all the same time since they get the equipment out there already so so maybe we can bring that up in next month's yeah I'll check with Shaka person and see if they're doing it again and then uh we talked to the nursery Advance Nursery she was going to give us pretty good deal on some monster cypers that we could could maybe replant the two down in the oh whole big ones she just wanted to move them that'd be nice but I don't know if the city can how Po's work you they always been buying all the trees from out at P what Panhandle out to Milton or someplace they've been getting all the trees from that Nursery is it a problem buying trees how do you pay people I mean they just you can do a p or sometimes it got be a vendor is what I mean yeah as long as it's in the in your budget I mean I don't see problem the reason I'm asking is nice fille likes my round bales of pine straw but they said they can't buy them because you're not a vendor so I didn't know if you had to oh I see where you're going that they can't just buy from anybody no we can buy from anybody as long as it's if it's in budget and it's approved you can pay them money than this [Music] you don't have to have bids or approvals or anything similar to you know you guys selecting these plus we're giving business to locals I'm not saying we can get all the trees from I'd like to I definitely want to support our local we'll check see if she has anything else besides that she can help us with but she had big cyers she's wanting to move she give a price she gave a price for 40 40 bucks for 20 huge trees gallon or something like that but she said but she said that yeah she said she talked like she'd even go lower maybe yeah but somebody's have to come in with a load them up on a trail yeah probably got a track she's probably got a tractor and a load but I mean the same size of ones we plant for Arbor Day yeah I mean I think that would be great bigger than L how many cypress trees do you think we need whether it's in the lakeyard OR in another well you can grow Cyprus they don't always have to be in water they're beautiful tree when they def you know you got them all over your place well yeah but they're on water but I was really amazed downtown Pensacola has Cyprus in the concrete yeah they do that is just mind-blowing to me of course I know you have your Waterway it must be you know but underneath but yeah that's why again we lost two Down in the Hole during the drought and that's the lowest part of the lakeyard but we could try a couple somewhere yeah get them get we get we're getting about well for that kind of bar 70% survival you know say we plant 10 trees that's not bad you know if you only losing a couple that's pretty good you know I'd like to see us do more than two if we're getting such a great price on them and it's something that'll be really beautiful does she have more than two do you know no no she got yeah but we'll check I'll check before the next meeting and see before we submit this list okay well we need to submit it today according to Scott well he asked me for the list and I told him we would submit okay we then we then we figure out where where we want to get them yeah well can we make a motion to go with this bid or do we need another bid it's a city1 it's two it's $1,966 and we have it in our budget yeah we got two bids call you okay okay okay so I'm motion to go with Advanced nurseries for the first this first planting so hold on okay so let's finish up item number four first and then we can go back to that oh okay all right so I guess how we are I was going back I was like how do we move forward with this he wants 10 trees is all okay 10 so then we'll get two from division for you that'll be 12 Trees for the lakeyard it's for the lakeyard it's for wherever wherever we want to plant them okay but obviously we have to make sure we've got water somebody's going by I mean I know we have some of the bladder bags now but I don't think they ever used them I don't know if I ever saw them out I don't know that I did but they do exist yeah we got them last to what so I would say let's let's pick up about four cyers and we got to get the Oaks Oaks are our best surviving trees down at the lakeyard I agree they don't all have to be Live Oaks I say a couple more Live Oaks let's try a couple White Oaks I don't think we have any White Oaks no White Oaks because out where I got the cattle out there is pretty dry and they're doing good just land landed the ones that have like that sort of looks like Shaggy on the side they're sort of a like lighter bar They Don't Really shed but right a lot and they got layers right yeah okay yeah they have big acorns you know we might have a deer problem down there but they shed they turn color I mean they are deciduous yeah how hickory trees do there is at least one down at the lake I have hickories on my behind the libr I see a number of them around here but there's different kinds pig pig nut shagar yeah some are more edible than others I would say do an edible one if we just as a thought I'm not saying we should two hickories two Live Oaks two hickories two Live Oaks two White Oaks and I guess the rest for C Cyprus and then we'll have two other trees for the division of Forestry if they still have the budget give us 12 the county Forest will call me in January but okay you know then we'll try to get them maybe a different species okay and then what kind of Hickory because you said there were several I can't remember it's a pig nut or Shake one's more edible than the other one I that's why I miss the too CH I know I've eaten shagar kicker before I it was pretty good um I'm not sure which one is more readible than the other side I think shag I think the think Pig nut you know you think pigs like them but we'll have to we'll get that to you let me let me look yeah we can look it up real quick got shag bark P there's one other one too but yeah we want to plant the edible one I guess so that tree list there I know if Rafael got all that he'll give you the list shag bark shagar shark is the one shagar never even knew that was such name it has a interesting look to it the bark is Shaggy looking several at my little messy sometimes moved from class but AR I think they're in the same family as ban Carri yeah I think that's right okay uh is everybody okay if we go back to item number two for the native plants update so that we can make a motion on the nursery okay I'd like to make a motion to use Advanced Nursery Growers to do our first planning on the um centry link quarter okay any discussion all in favor I unanimous and okay uh citizen comments Madam chair committee members uh staff and Mr Mayor thank you very much for the opportunity to speak to you tonight I'm speaking on behalf of the Walton County prevention Coalition would you say your name oh Carol andonia thank you um and we wanted thank you again uh for your efforts to make the parks uh tobacc free um as you may know uh the municipal ordinance passed but has not been codified yet um the ordinances have only been codified up to number 958 and uh the ordinance uh preventing smoking and or smoking and vaping prohibited in parks is ordinance 975 so it's not been Cod codified yet um but we were wondering when that happens it should have been sent already over there actually um to U mun code they're they're the ones who do our C okay um which is interesting because I got confirmation from them with regards to that specific organ so that but um for the record it has been sent to W County it got recorded at the at the County Clerk of Court's office um so that's a big part of it and then the second part of it the codification through mun code has already been sent to mun code okay um confirmation has been received um but yeah it's not it's I don't I don't know why it's not showing up so I I'll contact them tomorrow but as far as it being filed and it being an ordinance it was V up by the city council it is approved okay uh we we were wondering uh the signage will that come through this committee to make a decision about what the signs will look like in the Parks that's a good question I think that we could certainly make the recommendation and then you know have the council approve it um so yes and I know that there were several suggestions during the meeting did you have something that you would recommend well we had a sign that the health department had ordered several of those but I I don't think that there was um widespread uh agreement that that was the best appearance okay you you want you want to be seen but not right obtrusive obtrusive right you probably can't put no butts allowed here just honest to goodness cigarette butts yeah you know something that sticks out we knew I'm sure some other Parks I don't know have some signs I I if I recall like saying no smoking and don't Litter it's like supposedly you should flip it and make it more positive like with our litter campaign we're saying keep defunc clean instead of don't Litter because apparently that encourages people to litter I don't understand that but um I'm not a psychologist so um maybe keep our parks smoke free something that don't make them mad right like you said that you know something and then maybe the live longer ordinance ordinance number yeah the ORD number underneath it with I don't know if we' want to say you know no vaping no smoking I just went through the toac kids something looks I should probably got well why don't we do the same thing that we're doing for the sign come back I got person same and I want to I want to look and see what others have done if you have any suggestions please feel free to email me Caroline um or text me I can I can look and see even what okoa has done and and just give you that um have they done thank you for County and all the beaches in Okaloosa are tobac free yeah yeah so U Okala got that right in my opinion so we will uh we'll look into that and I will email you thank you very much thanks for your time appr for coming and helping to close that Loop anytime didn't think about it citizen comment Mr Mayor mayor in the house just uh Mayor Bob Campbell uh anyway uh just what what's the latest on the dog park where are we where are we at on that oh gosh where are we on that I think we have um I should know this well offici said it was move here yeah it's here and then I don't remember what I know Kobe was doing something what was be doing I should know this had asked for a cost comp that's what it was thank you he wanted a cost comparison from this location to the one over behind the Armory so I will follow up on that yeah I'm sure there's a probably a lot of negatives I'm not thinking about but uh you know the property across the street has been just almost useless uh that Park we have over there you know and of course I know one of the things he appreciated about this was the exposure you know it would be very well noticed and right people will see it um I'm thinking sometimes a little too concerned about the future you know because I feel like in certain amount of years we'll be probably locating a new city hall Central of this party property facing 90 and so you know you just want to think about you know what's going to hinder what at that point in time and of course a dog park is not something that's hard to remove right uh but I don't want want us to you know if we wanted to uh lasso that property down there you probably got a counsil that would work with you we had we tried to use it before for something and we had a back when oh that's probably seven or eight years ago and we had a council member got them all stirred up about how valuable and Memorial that was and I thought I've been here all my life now when I was a kid it was used by families but it is hardly that anymore and U but anyway um we're talking the in the 90 I mean I thought 83 is coming through there yeah that that got washed oh really I look forward to that I hated that you know I don't I guess I should probably talk to do myself to see if that's still possible so much sense I would much rather see uh 83 come through there than it be anything else but anyway that just OB was asking you where you were on it um are we still tossing some ideas around or are we um I didn't know if we nothing set yet I think we were all kind of geared there um but I think it will it will be a matter of when that cost analysis comes back and thank you for that my brain is not picking that up so that would go all the way up to the banks going there right you said now last time I talked to you yeah we're uh we're throwing one more deal out there because they have uh Gone months and months and months over there uh what they asked for as far as closing and uh because we had another person at the table ready to close that was longer but it would have already been done and gone by now and uh and so we are we're going to hope they'll respond we're going to send them something that has to do with the Environmental investment and um it is uh really it's it's something that doesn't even trigger D I mean there's got to be a certain level of findings that will even trigger them to investigate and it's not it's not there but yet the engineers for the bank are making a kind of a big deal out of it and so I don't know where it's going to end up uh I just hope that if they're going to do something let's get it done if not let's back off and we'll we'll do something different you know so done deal the bank it's not a done deal even though we've gone well over a year and they said six months you know but anyhow so um yeah somebody said why don't you just out I said well I'd like to say those buildings gone themselves you long not another long as it's not another sefco three right there was there there we almost had a we the ones that offered us three million bucks of course they were going to do more than a big filling station it was a a real modern probably like lot like sefco they out of Atlanta Georgia and then they were going to put a Dunkin Donuts and a u Dairy Queen and that's before we had a Dunkin Donut of course but anyway so we've had some good interest in I was going to mention too on the signage for the uh smoking I know that that was been a discussion item because we want to make sure we don't want to turn it into a real tacky got signs everywhere I think it's going to you know for you to set the ordinance is going to be very difficult I think it's almost got to be tailor for the for example like around the uh Amphitheater or maybe around the playground thing to where you may have a little more coverage with signage you not have it all over the lake totally yeah that anyway I think I don't think we'll be able to do with a raw code you know what I'm saying uh anyway we can we but you can improve as you go you know if you don't have enough saturation then add some more you know but um anyway that'll that'll probably be the bigger discussion publici and what we've done so far anyway that's where we at with that thank you we appreciate you Mr Mayor okay any other items I am going to say one thing not not to Contin this on and on but talking about that park because I've always thought that Park should the city should offer food trucks you've got the picnic tables and you have the bathrooms and it's all 90 and even if you just did like a low cost but they could park all on that pavement it's ideal you most cities have a food truck Park so it's just it's perfect coming off 331 it's true you know put all put them down there instead of scattered all over the place well and probably could hook up electric where they don't have to have all the um yeah the generators going so anyhow maybe y all brainstorm and so either the mayor off do they have to have a everybody that puts a food truck up they got to get something through the city right to do a food State now is monitored for yeah for food trucks I mean people just pull you know they got to do something with the city well if uh it's all the same inside the city uh but you know of course you deal with property owner and property owner will have 10 10 of sitting under the yard that's does bother us but oh okay but we we really changed on that because whenever uh eight years ago man you couldn't hard do anything no and thank God I mean when closed mlan I said thank God for food truck and course you know in the summer you can't get into McDonald's and Waterburg few years ago and so those they they were very welcomed at the time uh I hope they don't you start being a problem did they get checked for food safety but they do so now that's all governed through the state see that just happened a few years ago so the way the city has it worded is as long as that person has um approval from the property owner and there licensed by the state so it's under the state we have so if you want to park on city property you would have to then have permission but yeah because they're all on private property like triangle chevret and the one right down here right the only question I that I don't know we're getting Sidetrack but is does it have to be on commercial property does the city require food trucks to be on commercial property or can it be on private your lawn property yeah you have to get zoning or something I mean in the county I've seen them not on commercial property but I'm not sure about the city yeah yeah that's something future I like that idea that's really good yeah okay yes ma'am I wanted to briefly update you and Denise Kan Grant coordinator for the city hi Denise we submitted the application for the Florida forestry capacity grant for the urban Orchard and we were awarded that project we were informed on Monday great that's exciting it is so um it will take them some time to prepare the agreement and then once they prepare the agreement then I'm sure Kobe will present it to you to review and then from there we can plan what trees uh you want in those Parks but um there was very good news to know that we were awarded and they said that they were excited and they were looking forward to us being awarded this project so they're happy to award us for this initiative been around since I was a puppy and that we finally finally got one for our community that's great that's really and the urban Orchard is actually a new component of that Grant so okay was really good to be awarded that so we'll have more updates for you whenever they give us the agreement and we don't know the M with one or two million well we applied for um 50% reimbursement is what the grant allocates for so we awarded around $932 so and how long would you guesstimate until we have the agreement so based on the previous ffs Awards they usually let you know around January so I'm looking forward to having a communication after the holidays so maybe in our next meeting we might know something you and some that's in kind right the CDs yes so when I when I had did the budget proportion I had put in kind mostly our resources so we really don't have to put anything towards it good deal so so it's nine total and they're going to pay half of that no we we match our in kind of around 9,000 as well okay and that's our inine 9,000 and then the other 9,000 will be going towards 60% for tree planting and then the rest will be irrigation and whatnot to support those'll s straight to the tree board budget as well as um we're doing the educational component so we will be working with you guys at um the extent office to create educational brochures I included that we went for categories one and four we want to have educational component to let the citizens be aware of how the city supports the orchard how to maintain the Orchard and also how to do uh tree pruning and the correct procedures and processes so that way we kind of build on this initiative and then we can apply for the grant again in the following year and we can come up with even broader project the grant Awards up to 15 ,000 50,000 so we can look at a little bit larger project next time that's exciting great good job if if January uh you know with the fruit trees we need to really plant by the end of February so it would be wise for us to go ahead and start really thinking about before the next meeting us go ahead and do our homework so we can really jump on it in January because they need to be in the ground while they're dormant and I gave a list of fruit trees already to Scott yeah you know we're looking at ones that have a chance to make it so we had to do three quotes I did receive everybody's recommendations and then we reached out to different nurseries and received their quotes but we will take the the best quotes and show them again to you it was presented to the council and they were able to see it as well um it was determined that the 20 gallon would be the best and most sustainable size to plant rather than going with saplings and that would also uh that also caused for some of the saplings at the parks and the current locations to possibly be relocated or moved but there'll have to be some planning for that and we'll get to that bridge when we get to it and we'll have to send the state our locations where we plan everything right if they send a team over you know or like a map where all the trees are planted when we submitted the application I submitted a concept with a possible irrigation system where our connections were and where we would plant the trees the best locations but again we can finalize that when we get the award notification and that's for Florence where we put theal one and two oh yeah those two okay great yeah because water will be crucial on them trees starting them out absolutely okay great thank you Denise good job anybody have anything else okay well just send me your suggestions for the signs and we'll get it on there for next one the signs and the sign signs and sign dog sign yes the no the no smoking and the yours downtown I'll bring more back in the shiaka next time yes perfect okay with that going to do the Garden Club motion it is 5:39 okay we are a Jour don't okay off now
