to the meeting thank you Janice uh before we begin can I just ask for a moment of silence for Mr Paul dros he was a resident of town he was involved with dobbin's church he was involved with our fire company he had passed away about a week and a half ago um so just have a moment of silence thank you all right first up on the agenda the first annual Lawrence C Sterns officer of the year award [Music] Chief good evening everyone I want to thank everybody for being here tonight it's a very special uh evening for and people involved with it um to welcome everybody here tonight I'm honored to be presenting the inal wary St all Ser year uh this is going back about 2 years I had the idea that I wanted to honor memory of p and also come up with um an officer year never Police Department the year so it was that offic the award was named in recognition and memoryc the United States Marine who serve our country however after service to the military he chose to continue service this time in the capacity of offic here he began his career in 1974 he served commun for 30 years before he reti in 2005er committed to the res of this community also served with and dedicated besides being officer here president of the police anybody that news CERN on he this first story in 2005 I trans um as I got here there was ossible lien known that that would he opted to real special um I'm happy to have family here also daughters-in-law grandchildren great to see it's uh does happen enough this year began La for approximately 3 years in 2021 joined our agency and since then his P dedicated himself to this agency and his fellow employees in 2023 command St and supervisors uh all communicated about who put with the bo that we had there uh it was pretty easy decision uh this officer he U he was selected to take that Ro and due to staing shortly there after get selected he told being that handling all investigations as well as working theol capacity uh not once that he complained he took on the responsibilities and he excelled uh you know there's people who were fit to do a job and this officer he he heels the hard when it to investigations not every officer is this one is um and since he's been here uh it's been rewarding to see grow this past year it's also instrumental comat violence distribution property as well as building bonds with community members and Community projects here this also building multiple Community Based relationships and due efforts Township we now which offers critical support for persons and the family struggling with and related issues at this time ask stward thetion reasons I like to congr thetive Adam for being selected as first ever on February 5th 202 are honor to present with this independent La Sterns 2023 all of the year in recognation of your outstanding never ending service Township Police Department pleas thank you the medal of of also every year which like I said this is something that I'm proud to be able to present and a little history on this the decision making process it wasn't me alone I involed with Comm St supervisors and it told you something when there was a unanimous decision he was selected uh by Anders thanks for coming we appreciate you and uh the detectives family's here as well yes and for [Applause] attending to meet you guys very [Applause] soon before you go I'm kidding I'm just kid go if you want you can stay you're more than welcome to stay if you really would like to do you want me to take the picture we'll just give it a couple minutes while they [Music] exit girl she is s she was good though yeah she look good this was so nice that all all them came yeah that's amazing yeah it's the first time I've ever seen them all here should you go with the mayor get a picture pict she'll took a picture always takes pictures there it comes I don't know if Scott's presentation is going to be as interesting I don't know if your presentation is going to be as interesting how do you follow that up give youing that's okay just let them get out really nice par not your legacy your leg Mr mcfaden could you uh close that door back there uh I don't know can he legally do that yeah okay Mrs lur says you can so haven't brought him on board let it be said as long as it's unlocked I think that's right as long as it's unlocked all right well I mean that that that's okay right d yeah yeah and after a few minutes we can open it back up right right all right not that Scott needs any all right I don't know how we top that but uh Mr Taylor is sure going to try with his presentation on the fiscal year 2024 local Recreation Improvement Grant the floor is yours Scott thank you um and I think we we're going to talk about two things just in talking to to Phil and and EMA and Rich one of the things that we'll do is we'll give a brief overview of the Vine Street Park sentennial Park potentially that uh we had prepared a concept for and uh discussed with uh with w a few weeks ago he let me just interrup why don't you grab the portable mic stand Scott could I ask you to move the easel over this way being we're broadcasting and we have a whole bunch of folks that may be out there watching plus and the people in the audience here here as well I look will the camera pick that up that's okay good yeah I'll pick it up fine that's good probably still but thank you okay there you go U so I'll do two things um one I'll go through a little bit of uh the the par concept that we had created a few weeks ago and then we'll talk for a few minutes about there is a local Recreation Improvement Grant uh that is due February 27th so uh between now and your next meeting which I believe is the 26th the decision of what to be done for that will need to be discussed with re I know that one of the other one of the options that's being looked at is some playground equipment um at F Jason which has been part master plan actually dating back to 2004 which is one of the very first concept plan was done for that which I know K was here for that um seems like just 19 years ago yeah um so just by way of reference on the plan here thrt to is on the left hand side Vine Street is to the bottom of the plan we know that the building that had beened by the county had been acquired that has since been conveyed to the township there is a small Road widening and sight triangle easement to make sure that nothing large gets put back when that MoDOT was I believe the reason for the County Purchasing in the first place so we did have some meetings and site visits and PE mutter some discussions with at re to come up with a little bit of a concept plan uh for the property here this really is sort of a unique thing to do we're trying to do several things with this property one is let's try to create uh sort of a strong sense of place this is the other Anor of through the downtown you know we have Gateway Park coming in we have this at the intersection um it's a very vehicular dominated place so the other thing we wanted to do was to try to slow people down from trafficing and maybe a safer nicer place for pedestrians so a couple of things that we looked at doing was coming in with a small sitting area that is set back that sort of creates um some definition and having some open lawn that sort of faces toward Vin street that does a couple of things we were very judicious in trying to leave some of that open it's very compact section of town this provides an opportunity if somebody wants to throw a first throw football right out a blanket to a picnic or anything that can happen here we know that for decades we talked about continuing efforts to try to stimulate economic growth and reinvestment in the downtown uh we know that we've got an nice stream store across the street here having some space that can serve as an anchor within the downtown for a food truck night or other small events to try help that viability can work well so that this isn't just part becomes this multifaceted multi-generational spot we're showing some picnic tables in the lawn area we're also showing a plaza space that has potential for ailing over it and then in terms of the street gate um a lot of that was done and it was as all of you know that a lot of that was done as an Eagle Scout project even more a lot of that material was donated was done a long time ago some of that material is actually invasive donated by some our Center to other people so we want to try to replant some of those things that we can that are doing Welles function um but also use some simpler simpler po materials that's easier to maintain so it doesn't get away uh from the town coming along the streets gate we were looking at doing some low fencing it's about 20 or maybe 30 in high as long as that's consistent with the site triangle eement those e usually back 24 30 in that creates a little bit of visual separation and functional separation that if if a car were a sve or something creates a little bit of safety that actually comes and wraps around this entry wall that leads into the plaz the space along here one of the items that was raised was the potential for at Historic downtown Club so we're showing that along the central axis here which actually lines up with the existing syamore that is in good shape and we intend to retain that sorry John know was big and I just bring your R that'll be the last sore tree just bring you r i um so playing with that geometry going with a clock out front and then also a dedication plaque and potentially a time capsule uh behind that that was knowing that this is sentennial Park and before the words could leave my mouth committee woman Su that the the rep meeting was like what about calling a sentennial park and U so I can't actually take formal credit for that I think that name would be good um if it really create something sort of special about so being able to use some kind of Time Capsule for the Centennial would be an interesting element lit receptacles like racks interpretive signs to talk about the history of the site and even some of the pollinator habitat we've done through this area we do have uh brick sidewalks growing Avenue one of the other ideas is to really punctuate and Define the space itself wee to extend the Bri sidewalk the frontage of the par property that really sort of defines this area supplementing some of those plantings doing some under plantings around the syore things that will nass things like like Bayberry notur grow VRI that can be planted far enough apart let them grow together as a man provide some habitat but mainly it doesn't have to be mulched and weeded and bur really try to create is a sort of a a shady Woodland Garden we'll also provide a nice buffer for the adjacent residents but also for the folks who are actually in the department Stu uh showing an extension of decorative street lights uh down M Street again to sort of create this as as a whole identifiable unit create new set of place bike racks metal fence showing picnic tables and a couple of ations and also kind of one Nestle Factor accessible piing cables in that Plass space as I said if the downtown continues to grow this is the spot where you could have food trucks once in the summer twice in the Summer where you can have a small cartet or an inflatable movie screen and heble do sort of smaller things here to bring some folks back into the downtown cuz this is you know has an opportunity to be loc space there sort of another core element an all right I think that is sort of the overview for this part concept the other as I mentioned is record working on some evaluating some playground equipment that can go um out of fod the L ring as it's affection called is do 27 it does have a maximum Grant amount of $100,000 uh so that does not do not gr itself lar scale project it's really intended more for like playr project uh loation small project toel so I would suspect thatround May easier and candidate fits better however we would have the opportunity to phas part of this project that's a direction that we now want to go I think either be candidates for that um Scott do you have a cost estimate on this this particular Park so fun you should mention that very very preliminarily um I just sent few minutes after today um prary estimates are just around 249 ,000 plus of contingency costs and this is again without this is me selecting some benches that ler receptacles trash can these numbers could get lower these numbers could get higher but it's it's a pretty comfortable range of being able to do a high quality park that has good durability good safety we don't want f a little bit cheaper but then we replacing things in 5 six seven years better to spend twice as much with something that will last cple times as long and that's kind of our experience that there is a sweet spot you don't want to go crazy with some of those elements but a little bit of money judiciously spend because we do have to build everything at prevailing wage rate which adds considerable cost to everything we do so a slightly higher material cost doesn't actually translate to the overall cost of those speeds so the other question I have is can this Grant be submitted as an alternative like either this or that you know how we have done uh like alternate one two three can it be done or do we have to just pick like the playground or this because if this is only $100,000 it doesn't look like we would get the whole project but we would get we would get enough to get a good start on it so I think part of the issue is comingling that if if you guys had 150,000 sitting in a pot burning a hole in your budgetary pockets right um it may make some sense to do this okay to try to put a $100,000 project out to bid to build a portion of this and then the following year do the same thing the design and and contract Administration costs doesn't work it probably doesn't make sense so I think you probably it would make more sense to do a stronger application for the playground at that now and then we're not sort of being against ourselves in the eyes of the folks in the state okay good understood thank you that is a it's a beautiful design Scott that that's for sure um yeah I definitely agree that it wouldn't make sense to do part then bid it out again do another part and I'd like to see us just you know finish one project like the Field of Dreams get the playground equipment in it's you know part of the master plan that's been there for 19 20 years like you were saying um plus you know you see the kids out there at the soccer games they might be watching their siblings play or waiting for their siblings to be finished playing they're always you know running around climbing on the the soccer goals and things like that it would be nice if they had something there to use to to play on while their siblings are playing soccer you know that could be used throughout the whole season from April all the way to October November so I think I I would rather see the playground equipment there but I think that's a beautiful design though absolutely yeah it is it certainly there may be another Grant coming up that this would fit or if the county starts doing the municipal grants again at 250 this would be ideal yeah fer Mike do you guys have any with the 100,000 uh that would cover all the playground equipment uh so that dep on how and how large that structure wants to be and Phil and I are planning to coordinate some of those decisions that playground equipment because the safety is such a critical element that playground equipment is very very expensive a playground that is the size of this room with rubber surfacing can cost about 250,000 if you fill now this playground is really more of a Support Facility for siblings and others so it's not you know it will be a little bit of a destination but that's we will say that at Grand applications because it will be for some so I think going smaller with that some of those design decisions are are we going to use a wood fiber safety surfacing um which has a much lower additional cost the rubber play surfacing which is very predictable is about $20 a sare foot which is about the price of marble tie um it almost doubles the price of play rabits as much as the play rabits above it so those are some of those decisions that we can sort of work through make make some of those decisions and it may even be that that play area gets designed in such a way that maybe a small phase one goes in now they could have a small extension at some point in the future but there's ways to do that we will have to provide accessibility and works with New Jersey sube um so there will have to be sidewalks and connections from the park on from those walkways into thatround so probably similar in sides to the West Avenue playground maybe yeah I would think I would think like that seating area I don't think it' be any bigger than that seating area there if I remember that plan where where was it proposed back behind where the new pump is yeah yeah it's back there yeah back back original concept actually had it on the East Side Road excuse me road all being realigned that was when yeah before the concepts were for the access road to come through the county property theine there was some acquisition discussion uh years ago um so we shifted it in subsequent Concepts over to that east Southeast side and that's where a lot of the kids uh end up playing whatever their tag or whatever chasing their friends while their siblings are playing right now so that's it good who's getting the pricing who's getting the pricing for the equipment I think reing so re was going to do some initial selections I told pH probably done this 200 times those reps are very good if you say we have X area and or we have X amount of dollars total we need something to do this they can you can tailor some things a little bit to customize colors are an easy thing but Reinventing the wheel doesn't make a lot of sense so getting some standardized things and those manufacturers some are available on the contract um the one and we can get into some of those differences but we'll probably be working with right because there will be excavation and construction and sidewalks and some other issues and then some potential Alters because one of the things we run into on some other projects you have somebody doing the site PR that somebody else is doing the installation the second something's offline in or two a lot of finger pointing so that's not always especially when safy serving is that great thank [Music] you um yeah I'm glad the conversation has shifted to the Field of Dreams and the playground that's been planned there um I I guess the open space there was kind of to fit into the requirements of the state and the uh local Recreation Improvement Grant as far as a Recreation Area because the existing V Street Park is kind of a quiet place you've got a walkway that's kind of in and behind some Garden plantings and so forth and so you're kind of insulated from streets uh noise and traffic and so forth and in your initial description you did mention the traffic on on Burlington Avenue coming around the bend here but then you said it's now planned as a or proposed as an open area the kids could throw a ball or frisbee or things like that and I just immediately had the ball frisbee bouncing out into the street and that just seems to be cross purposes and maybe not the best thing to do well one of the things we did mention so a couple things um I think all of our meetings and discussions of this and programming happened before the L Ra was even announced so this was we have we have a space here what can we do with this space to try to have serve as many purposes as possible how to be multi-generational do I for see kids playing a lot of games out here but there is a long area here right now a lot of kids play in the street if there's an opportunity that's some cers are playing in the lawn and we do have fencing and some plantings here to sort of stop that movement that was what we get in a response any bigger kids are going to go to they're going to go to one of the schools they're going to go to E do something else it's really tending toward extra sort of open play um small to avoid those safy situation I think we had even talked about possibly putting a fence on the Vine Street side too partially and we did we actually turned the corner and grapped it down this first 15 ft we left this open kind of as flexibility but that's something that that fening could extend further down if if everyone thought there was a need for that we kind of like the idea of you know maybe twice a summer maybe there is a food truck night maybe there's an opportunity that does something here that brings folks into the downtown and the road to be closed off and then this becomes a little bit of space or your or something else the other thing it's it's got a full South Exposure so your ice cream cone's going to go pretty quickly you got to you got to move it [Laughter] [Music] along yeah don't hold like some shade would maybe be helpful for the ice cream longevity and we were sh some uh some native like some Eastern red bud here try to a little Shad some Corners I will say that the can of this syamore is probably actually a little bit larger than what shown here the grows massive massive sh last question the clock is it self- winding or what's the story there because the clock up here outside has never been right I mean yes the the new tech for all of the clocks have photo cells and they automatically adjust for daylight savings time and it is it is much smarter than what they were I actually was talking to the rep because I I had done one in probably 15 years 20 years and talking to he like no it's all the lights are LED it's not far for the light behind and um that much smarter if will not tra your heartbeat and even if it's broke it's still right twice a day a a su dial Stik to a sun low maintenance we're we're we're we're in low maintenance here thanks for bringing up that point about uh the footballs in the frisbe mic that was kind of my first thought when I heard that as well putting my emergency services hat on like I don't want to see a kid run to the strep of the football or frisbee but that was a good explanation yeah yeah yeah I didn't see the fencing thank you anyone else have any questions for Mr Taylor we want to talk about last year's Grant and that project just as an update on where we are that's that basketball court more than normal yeah notep up on that Mike I can give you a little bit as trying to coordinate the stuff the estimate for the resurfacing significantly more than what the grant will cover so that portion kind of froze uh Harry and Steve came up with a different location for the uh walk the walkway and move things around a little bit and we we have that but until we we'll be discussing in budget whether or not you want to supplement like like he was talking about having an extra 100,000 150,000 whether you want to supplement the state Grant uh for the surfacing because State Grant was not enough to cover it we did the same thing with Field of Dreams well although that case we had already planned to do the well and we got the state Grant it's a good thing we did because that ended up costing more than what was estimated and so we know that whatever we're talking about today a year and a half later when you're doing things it's not going to cost those numbers so you have to be prepared I would say you you look at the grant as a supplement not as 100% we probably should have thought of that when we were talking about the uh you know the work at the at the basketball court so we'll talk about that that meeting since we had the Brain Trust in the room and Mr mcen has brought that up it's a good question because it relates to this if you're going to make an application in state for new money one of the things we going to look and see we did you spend the old money we spent the first years but we haven't spent second years so I'm not sure where we are in terms of in line but there's nothing wrong with applying for something even though your chance we never thought we'd get the second years's right so you know you you put together the best application you can you get it in there if you don't get it you don't commit Harry Cary you think through the project we now have these two projects whether we can do them in 24 or you plan it so that you can do it in 25 if you're ready to go best projects is ones you have plans on the Shelf ready to go so you try it I would say you know you apply for one or the other whatever you decide and if you don't get it we plan again in 25 either with our own money or with supplement statement and I will say that the craziness of construction costs have really left material cost have generally level we were seeing price that were 20 30% increases over a one or twoe period it was it was unlike anything we've ever seen we have seen that level out the servicing cost is one of those the number that we had plugged in and actually added money to was actually assisted based on feedback from the contractor who then submitted a much much higher number where kind to do the actual the actual work so um that Insanity seems to have leveled off partly with 11 off the housing market we increase in the um interest rate so we need buy [Applause] some I thought we mentioned something about doing the paving with another Paving contract that we had right and that is one of the one of the that that's for the the walkways and so on not the actual that's a big I know but wasn't that's what I'm talking about for the law yeah yeah but not for the the surfacing the basketball court surfacing I thought we asked that a while ago anyway yeah we did yeah no but that's the primary thing that we have the grant for so one of the possibilities can we use the grant money to do everything except for surfacing the basketball court we'll have to discuss that yeah we'll have that discussion okay thank you very much Mr Taylor I just all right we we are let's see uh meeting professionals Mr Fox okay thank you mayor um I have quite few things over um the bring up date on the crossing um the light at Sterling the entrance at Sterling um has been energized L um just going to St so there wasn't talk of putting a solar light in there that is obviously off the table and the light is in functioning I haven't looked at the lighting patterns of it yet just went today I will check that um they also have been out there um doing more concrete repairs uh I have question from our office conrete is next all all it today they' beening all it tomorrow um that starts their schedule so now so once they have that copy to um n down and getting close to coming up with the final week punch list and and looking at acceptance from far now we still have the issue of the basins with the plan um the landscap so like I saw there was some emails about uh I guess when they were putting that bite in they were closing other damages or whatnot did you look at that at all I didn't see those emails um they they had to to B under the under the roadway to get kind of with and or maybe that one at the Corner House that one yeah I think you would sent that email right it's good now okay yeah the people were very I think they care all right good yeah I think that was going to the Transformer on that block yeah exactly they they took out the sidewalk and some of the and they'll be repoting that tomorrow all right great so yeah um the 2023 Road program um we're still waiting to do punches work when the weather gets better but what the only major issue we have this pointed that but there's some finding on Union and third um right so they are going to address that got got to be punch we it's favorable that contractor left a lot of debris all around that that work M they were it was very difficult contractor uh the Zer seaw wall um as I believe everyone knows we did get approval from DP for that project um in my report I have a schedule I can I can go over that but so you have it in the writing refer to it later on it's in my report um the the main issue is that no work can can be done on the poet itself on she itself to between March 1st and June 30th and then not again from September 1st to November 30th and that because of the sturg point season the sturgeon swim up the river in the spring they spawn and then the little sturgeon come out in the fall so so we're not allowed to do any grading work or any work wward of the ball um during that time period U so with that we have a schedule um we're working to finalize the pl of specs now the ACT construction PL specs I'd like to meet with Richard and um John and I I assume Mr templon Project anyone else that want to sit on on that meeting um to go of our plan so we're on same page then I would make a presentation to the whole committee um add that on the the 4th March 4th um so everybody can see what we're putting out to dat um want to pick a DAT now you said the week of the 26 right that's correct yeah the Tuesday Richard you're Tuesday Wednesday Thursdays right yeah and Tuesday we've got budget stuff in the afternoon I got a conflict in the morning possible Wednesday or [Applause] Thursday yeah I'm I'm free one St Mr Schwab I don't have my I didn't bring but that sometime that week we'll get together great um and with that we then advertise on on March 7th that's the plan um receive bids we're going to give about two months for the contractors to to to bid on it um about 7even weeks and we can receive the bids on uh 1st May 1st um Can award it in that Val on the 6 and construction can't start until July 1st and they only have two months month of July and month of August so why I'd like to award the contact so we get all the paperwork out of the way the contact materials he can be sitting there right together watch first start working on act instru yeah that was my main concern if they could get the materials in Time March July 1 July July July ju yeah I'm sorry when did you want to award that b uh we'd like to award on on the sixth uh so with that we should have the that that gives two months of actual working time putting in the seaw wall itself I don't see a problem with that happening um they can after that work behind it doing all the finishing touchings and things like that they just can't doing it creates any vibration and noises we can disrupt the sturgeon at worst case if things aren't done things can come back in November and then they have all winter to tweak at anything that needs to be done um so that's our schu we should be having and actually I have final construction completed by September 15th which my birthday so I that's be my birthday present how many years in the making has this uh been going on now 6 6,161 days first contact with d Harry you want to talk about how you're to meet the conditions of the stor people with photographs yes um as a condition of the approval um we have to address the historic nature of the property um the E and ship of the historic preservation office want the empty lot considered historic as well as the mansion that already is La historic what that does is we have to do basically documentation of what's out there and photographs reports statues and all that information gets archived so somebody in the future wants to gu research the property see what historic significance was there all the information is there um we do have someone in our office that's qualified got certified by the state I I did talk to them and a kind of overwhelm work moment so I am going to get a price from Hunter research to to do that work but that's that's contingent upon we can't start construction until we get that one done but but we can do all the rest of it we like the bids and all that kind of work but we can't put shovel on the ground until that has been submitted to ship up any questions on the happy to see it moving yeah we're getting there um the Newton Landing of River's Edge traffic striping we're not real happy with how new Landing turned out River's Edge striping better quality but it kind of got messed up on locations so I actually went out there myself this time and mared what we want done so there's about 500 ft of yellow Lin out there now that will be removed and and the chief suggest it I agree rather than painting black paint over it we're going to H to it so the paint comes off of the roof otherwise the black paint starts wearing off and starts the yellow it could be issues with enforcement who's paying for that well I'm talking to the contractor now there's some some of it he is responsible for some of it we changed I I can say well PL I actually took another section of yellow paint there originally and I'm recommend you moving it we can get another parking spaces um so that wasn't the contractor's fault and there was an issue with the the uh mailboxes loated where they used be yellow paint but they revers the mailboxes and that was not supposed to be repayment but there was Yow to do that obliterate um so it's kind of a mixture it was just a kind of mix up with the contractor what was going on what was actually there before and what now um so I'm I'm deal with the contractor to to see what we look out good Harry did you get my email regarding what the county was going to do at Newton's landing and was that the area that you hadn't done yet and that would that help some of the entrance and exit yeah that's they're not coming down just on the intersection right just that won't help us okay um with the new Landing IT contract for 100% there's no question about that that's just P work work the year on that on that section um so once I get everything worked out with then we can Happ um the LED safe Inspections just so everyone knows because you may be getting phone calls from landlords and whatnot um as I believe you you all know that the state C all that any rental properties have to be inspected for lead Bas pain um and it's part of that law and requireed municipalities to provide that service if the landlord didn't want to do it themselves so the landlord has the opportunity to hire their own people to do it but we have to offer the service to landlords in case they say I want you to do it is it all rental properties or built before 78 7 correct anything after before 78 correct thank you um and there's there's some other exemptions on larger units that there State Certified they don't have to do it if it's a bed and breakfast type thing that they only rent out for less than 6 months at a time they're exempt certain exempts in there but but generally it's just um and we did work working with uh with the office with Janice B and Jess um we sent out a notice and I believe it went out today to the landlords explaining to them the process and and copy of the ordinance you call we C an ordinance or so we gave the copy of the I expect there's going to be a lot of questions um I also expect the landlord's going to wait till the last minute because they had until July 24th to decline um but but that's the process so and and what it's for is it it's it's looking for unsafe so it's not that it has to be lead great like these units that are rental units they can have lead in there the lead paint's in good condition it's okay so it's it's it's it's actually going an assessment a safety assessment um and then if if we go out there they have own people out there certify it um and find there's chipping paint uh there's there's dust particularly on Windows that that restriction points that there could be let dust come off of uh things like that we would then notify them to the landlord what they have to do to fix it they have to fix it we have come back out and recertify the certification gets sent to the state and it's it's all locked at state that's $1,000 F if they don't comply or and and fantastically be find as well so that's that's in the process and if you hear anything feel free to give me a call if you have any questions email that's um the last thing I have is is the storm water flooding issues we've been having everyone's been having um we did I I did briefly look at Rob are and what we actually had and and a lot of numbers get thrown around out public elevations and the bris bridge is one has been thrown out there is 11499 right um that's not 11.99 ft above C that's 11.99 ft above a reference point which is a 3.33 ft so what it comes down to is the actual elevation above sea level is 8.66 is what the water level was after theal bridge theal bridge had that's a Noah station there is a usds station on Creek um at the 130 bridge now that station when you did the conversions that came out at 8.0 1T about C Level so the L was somewhere in the 8T Area 72 to 8 ft on on the River Line um feet above sea L like what what it went to now I see I've seen some pictures from several you sent me pictures and I wasn't out there to see the highest it was and I where the highest it was but it all kind of matches the house on Robins Lane is is an elevation about 7 to 7.5 at the foundation great right um um so kind of makes sense I saw pictures it went up on to the foundation a littleit so it looks like it probably made about a little bit less than eight um in blo on the river um there's really nothing to do the burn along the river at that location is at a 6.3 so without building a levy along the whole river you're not stopping the flooding in the flood um the ditch that was installed sometime before before my time or redone for my time um out there was installed with a G rocks with wire around the p and that's what I assume the designer intended them to be for because he could have grabbed them he could have put other things in and it's a smaller plate ATL through that stone through through the St Stone Gap than it's coming in so certainly assuming that he was that they were intending that they gave him B would let with a FL F to give you thatl and I'm guessing that s was built for for actual stor storage for smaller stores because the place is undersized um and and that's a low area for that section of town um so it was really kind of designed to handles the everyday smaller storms so you don't have it's the the Nu storms we call um a flood like we had uh nothing you can do with going stop P um so that's kind of what was understand I looked at it's interesting because the inlets for on Second Street are about an elevation St are about an elevation 8 to 8.1 so everything was like right there and what would actually happen is it would start bubbling out inets which it may Happ I didn't see did bu it was bubbling out of the inlet right uh just before you get to the ditch in Robins Lane yeah that would come out of there that's and then in front of Mr Bing's house yeah that one there would have been the next one that bu out and then up towards the other end further north um so if we had a little bit bigger storm than what we actually had it would have actually bubbled out inlets in the streets and and flooded the streets um the only way to stop that is as we all all pretty familiar with now check Downs like got bills or something check out well that one actually has one on it and it's not working yeah it seems it's letting water through yeah with that purposes and that wasn't to stop because we're not stopping wood coming in because the G of course that was actually put in to stop the brid from running in the PIP but the water's not getting over the baskets there's a concrete wall there and the water's coming right through that Inlet and that wall seems to have a little cracking because you can see water flowing right through the wall oh it'll come through the wall come through the stone come through all that with that that hydraulic head it's going to push through so the way that's designed is it's really preventing local flooding from heavy rain coming down with that stor water pipe comes down from Burlington Avenue and so if you had a solid wall there that would trapo that water and retain it and flood those properties on either side of the correct as it stands now yes yes um a larger pipe you put in to fix it large is the duck bill got something stuck in it it's hold it open it was I don't know you can't see it's only this much of an inlet letting water out this big not I went down and I looked at it uh but you got to understand that the amount of flooding that was going on down there right it's not nothing's going to stop that was clear over the property you could have seen that property years ago when we had two underground pipes that went from the river all the way up to that first storm drain there okay there was two pipes in there they were so packed with debris from coming up the river and being in there year after year after year they decide bird saw decided to turn it and dig it out and put a little swell in there m and then put the you know the baskets in there and that seemed to help but I mean the river is getting filled up with soap okay and when we realize that when you're not digging this you're not digging the river out and cleaning all the stuff inside of that what's going to happen it's going to be like filling a half bowl and it's going to continue and it's I'm telling you we have a lot of streams like that in town yeah so I mean this is not the only one up at the halfway house that's the first time I've seen that come up over that sidewalk yeah that's I've seen it one time before right and that stream there was a beautiful stream years ago I mean the fish and the wildlife in there look at it now it's so muy there so much crap in there it's all silk from people's streets all the stuff that gets blown into it and just where's it going to go yeah yeah not 100% but I guess maybe we should look at that that duck bill at the end there I took a couple videos of it if you want to see it yeah and and again that's that was put on for maintenance purposes to stop the silap and and debris from coming up and clogging up that that was not not for the water for not for the water because right it's already got a forest wall there um that really that would just slow things down things slower through the Rocks than it through the pipe but it's not act as a filter too that's basically what that's what it was there for and then the property next door they don't even have any kind of seaw wall and they're lower than the actual BMS that we built those Rock BMS those properties are lower yeah so they fill up first yes and we did uh that last year two years ago we we put a little burm that's that little burm you see on on the the right hand side looking towards the river um just to stop the smaller storms from overflowing that pitch going into that yard right um but again that's just for your your normal storms makebe up to 2 high your storm anything about that it's going to flood I didn't personally witness our burm flooding that it it was the river that flooded the backyard first that firm was not overflowing into that yard it it would by the elevations right you're right I I agree coming so is there any way that um I think maybe the residents do need a seaw wall or something to help protect them would that help them or can we build ours up higher to e no it it it would matter come up the yard it's still going to come over yeah yeah I mean yes you're right they would need to hire she W or they should have a higher seaw W there one to start with they don't even have a seaw w it's you know it's just concrete even they up themselves I can't say that but yeah right right we didn't hear that strike yeah you know but yes it was some creative landscape some landscap there yes help right don't and the uh other area we had a lot of flooding on we call ours period of landscaping all these years the the other area we had a lot of flooding on was down at the end of Delaware Avenue uh between Cedar and Willow um by those the little houses up there that that's a very low point the water clearly went over but also even at times now when it's not that high it's not a crazy storm the water is still very slow getting out of those drains though if you could look at those drains they appear very clogged inside with leaves and other we discussed that okay yes they they [Music] are that's just a little drain about this P oh yeah it was it's about a 12 I measure it's 12 yeah yeah it's 12 and you can see all the rock and stuff that went up inside I don't know if that might benefit from some sort of D bu it car could down there so yeah that that we need to be clean and I agre I'm check out on there would be wanted uh as well as when we do our seaw wall going out there there's actually Zu Mansion has a a sun pump that comes out there that we're going to connect to to go out and there's going to be three to four drain lines through the FR fo check b as well okay um so would going one way that's that property is a lot higher too that's what you do mother nature it is the sea level rise is is following the prediction the last couple decades so the state is looking at sea level rise one and half tot depending on what what the high range or low range but it's you know what we what we experienced in the last couple weeks it's not going to get better I mean it's uh it's going to be over the bridge it's going to be over the roadways and uh we need to harden our our homes we' got Utilities in the basement and you're changing something out put it up on cinder blocks uh basic things like that to start with there's a lot of resources on the township website for flood flood protection fee information so lot of resources there on much lower cost things to make your house defensible against floods yeah yeah it's the high I've been in my house for 306 years and and you're in the creek also yeah he's on he's on the creek yeah I was surprised it was it was 7 in higher than it was s did you get water in your basement har no I'm lucky enough that it it it came up to I have a a back deck and steps and it it covered the first step yeah mine went up in my yard too but it didn't go down or yeah yeah probably another 8 or 10 in it would have hit my house but Harry is it true I think in the Del Ran meeting they had the other way about the flooding that the Army Corps doesn't permit them to pump the flood water back into the creek when the creek overflows until to Del Ran they weren't allowed to do anything about discharging that water back in I never heard of that I could see while there was the sewer line break they wouldn't be able to yeah they a sewer if it was a sewer line break I I don't that's news to me yeah yeah I've never heard of that I'll talk to you about it afterwards all right anything else Harry um that's all I have anyone else have any questions for Mr Fox thank you Harry Doug we didn't forget about you yeah appreciate that you got equal um I am only going to report on something that's later on your agenda and it's really for the benefit of the public and an ongoing uh discussion we've had up here about the industrial zoning and our rezoning of a number of properties to the I3 District um last uh summer we undertook that rezoning and in September uh essentially what amounts to two entities um fought a lawsuit against the township challenging the zoning as we've talked about a couple of times we sat down with them to figure out what their concerns were our concerns were uh proliferation of additional warehouses uh in the municipality and the impact that that was having uh on the township so when we sat down with them we were able to sort of come to an understanding of protecting the concerns or interests they had without frustrating what we were trying to accomplish the result of that are these settlement agreements that are on the agenda tonight um it's a settlement just like anything else it's not perfect it's not uh it's not everything that um would apply to the I3 Zone properties but it does prevent the warehousing and kind of warehousing that we were um endeavoring to Pro protect against in the first place the uses that are being proposed uh should not create the same concerns in terms of um increased impacts and truck traffic impacts that warehouse of that size or scope would have if if uh develop further in town so it's again achieving what we were setting out to accomplish uh working with the business Community to to make sure that we were listening to what their concerns were and resolving them uh as appropriate so I I am happy with where this came out I will also say that Scott Taylor the township planner who was here earlier has spent consider lot of time on this issue as well just looking at it from a planning perspective and trying to you know make sure we're accomplishing what we intended to accomplish and are not frustrating um that original goal and uh and so those are those are on for Action tonight we will um continue to work on those issues as they are presented but that would resolve the litigation and the large scale benefit of that is that the I3 overall would remain in place and again the underlying goal of what the township was trying to prevent which is it's you know sort of substantial Warehouse development in the in the um accompanying truck traffic that goes with that from further um becoming essentially the dominant use in the entire industrial zones Mr I know can you just talk a little bit and I'm not going to say a whole lot because I don't want to trip over myself but just that there's a couple timelines or a couple requirements that this will reappear both here and at the planning board and that doesn't necessarily mean that something broke down but this is part of a normal process to execute that so in terms of real world impacts what we anticipate out of the settlement process is that uh 401 Creek Road uh which had a couple of development proposal iterations on it previously one for a um what I'll call an aggressive uh Fleet Maintenance uh yard and then uh a warehouse and now a scale significantly scaled down Fleet Maintenance yard the intent of the settlement is to allow what they originally proposed for the site but at a significantly reduced footprint that will allow for substantial buffers around that uh property and protect uh the adjacent property owners and provide you know a secluded location for them to carry out that type of use that's really the only anticipated visual change that the municipality is likely to see for years um the other properties across from that at 450 and 500 are um likely to stay pretty much as they are right now although we understand that vom is uh if not bankrupt essentially scaling down to a to a significant uh amount where they're their used car operations won't be operating anymore and then uh the other piece of property is the faor property Styx occupies that stylex was recently acquired by a company called flock but there a furniture manufacturing company and the anticipation is that that name and use will continue as Styx at that site for another four or five years at a minimum um fairo has said that they would love to keep that tenant even beyond that but um that's the anticipation with that this will result in further action at our level this will result in further action at the planning board level both in referral of planning documents and in referral of um actual land use application by the 401 Creek property uh which is a company called Criterion um I found the corporate entities to be reasonable and you know understanding what the Township's concerns were fairly expressing what their concerns were and then working with us to try and come to some mutual uh ground that doesn't uh that doesn't leave them hanging out to dry and doesn't doesn't frustrate what we were trying to do in the first place thank you thank you anything else Doug that's all tonight all right thank you very much let's go to Mr Schwab our Township administrator okay thank you um of course the ongoing uh budget planning we have a meeting our next meeting is the 26th of February and after the regular agenda for that meeting there'll be a work session uh and we are inviting I'll be inviting the representatives from the various organizations that are funded by the budget then in the afternoon of Tuesday the 27th we we have a uh work session with our auditor who will have completed the annual financial statement and we'll be able to see what the impact is of all the requests on actual tax rates and operations and we'll look at Capital items uh you have in your agenda a number of things that one is the cyber security Grant there's a minor change save us a couple dollars that uh uh Devon jams put on your de uh we also have have in this uh consent agenda the first reading ordinance for purchase of a street sweeper where uh the state storm water management plan requires that we do what we' like to do also which is sweep our streets more off and keep debris out of the waters so they don't get silted up as Mr fenmore explained uh the purpose is to buy the sweeper we are negotiating with our neighbors for a shared service agreement for them to be paying part of the cost to get use but we have to take step one which is Fun the sweeper we have the down payment money was funded last year's budget so this is to make the next step for purchasing you'll see a temporary capital budget also which covers that um and uh as a followup to what Harry talked about with the seaw wall based on the fact we're ready to go we have a timetable you'll see at your next in the month of March there'll be a similar Capital ordinance for supplemental funding to the seaw wall based on the last estimate that he gave us last year we funded the down payment but we didn't do the ordinance until we knew we actually had a project go ahead with so now we're ready to go you'll see that coming up the other things I sent you we got today uh the county history uh Grant was approved second year in a row that uh our history board has successfully gotten a county Grant and so we'll be moving forward on that they'll be either it'll be either included as a uh in our budget or there'll be a separate resolution to amend the temporary budget we want to move faster than the regular budget uh allows so those are the things we're working on right now thank you Richard let's go to the department heads Chief tier good evening thank you mayor uh my report's fairly short I'll start off with January's uh statistics from the police department dep uh initiated uh 17 police cases there were 111 motor vehicle stops conducted there 49 motor vehicle violations issued uh they handled 87 calls for service they handled six motor vehicle accidents they made five adult arrests and five contempt uh arrests um I presented the budget to the township committee since our last uh meeting recruit Warf is progressing through the Atlanta County uh police academy and he's on uh he's on Pace to graduate in April they're more than halfway done uh recruit current is scheduled begin the glester County Police Academy next Monday and uh this past Friday we had our vehicles calibrated for the uh first time uh of the year they do that two times a year and uh that's all I have for report tonight thank you chief mik chief are you happy with the renovation of your side of the building so what is it are you happy with the renovation the results we are um I anticipate hearing from State Department of Corrections probably in the next two months two and a half months uh and at that point I think we'll successfully have uh you know uh done ourselves a favor with what we did with the renovations to avoid the headaches that we've been facing for many years since we moved into this building never easy never easy no a lot of work hopefully the Department of Corrections is just as happy uh we've been in communication that they seem to be it's just the final check off is when needed thank you thank you anyone else have anything for the chief all right let's go over to Mr fenmore yeah good evening um we picked up 24 cubic yards of brush from related storm and Christmas tree pick up uh we cleaned up uh Gateway Park and the end of ran cookus and Pennsylvania uh there was a lot of debris around there uh we cleaned up the boat ramp the boat ramp took 14 loads of debris with a loader uh fortunately we had a um dumpster out back that we utilized so that helped uh we cleaned up the bab Bruth field uh we also did some cleaning up on Delaware Avenue from uh CER and Willow that the tide came up that's a real low point there uh we started turning the leaves and boy they're they are really wet that's all I can say which is good um we we're going to start cleaning up the West Avenue field and the fire house um and then uh we started uh inspecting the storm drains we found one of the storm drains down at Oakford and Delaware the the bricks are falling in so I'm going to have the uh County Road Department they're going to bring somebody in and take care of it for us and we finally uh cleaned up for Pete the historical boy up there popper Street and we edged and raked it all up and kind of made it dressed it up nice and cleaned it up for it so looks looks very good that'll be done yeah looks nice and that's it John that was 14 dump trucks at no 14 loads with the loader oh with the loader okay and that was at the boat ramp on Delaware it was the debris what what I did is I pulled out all the trash from the debris and then I what do you do with that debris the big stuff we had to take out cut up I made three loots just with the big debris that we made we put that in the dumpster and then I called the county and I said look you know I got all this wood to break what am I supposed to do with it I said it's got a lot of trash in it and so he said just put it in the dumpster and bring it you know to the dump so that's what we did thank you all right thank you Mr fenmore Mrs lore um actually I'm going to turn turn my uh report over to Harry and Bev they attended the last uh Community Development block grant required meeting and it was Delano's turn to have their Spotlight presentation so um I'll let them give their report on that cdgb meeting yes I intended the c meeting on January 11th um and presentation um discussing uh plans going forward with the um ramps streets um talked about the project that we have underway now that we'll be doing in the spring um and we were the first to get our 2024 app in were very happy were very Happ you talk about um we've identified 160 areas in needed brants repl for repairs and uh weed again this year for 37 of the worst Cas scenarios and um last year the amount of money that we will be able to do 10 RS and that's using $50,000 from cdpg and $6,000 it's not covered by the um couple of changes going forward um the C is really good be looking at timeliness of um starting project spending the money um you know get reimbursed deadline is still going to be September yeah deadline is still September for this for the future project um and we we are ahead of schedule we're in front of everyone else um so they're very happy about that but they're they're very concerned because it's HUD money and HUD audits the county and HUD makes all the rules that the count has to follow basically um so they're hard a shortening timeline that we have spending money after they give us the grant um so the process through through Richard have we stting our design we get the grant was very well because we're much more timely with it so we should be fine going in the future but some other towns are going to be in trouble CU they're not getting things done but yes so we're all set go all done good job on good job yeah thank you I absolutely think that she keeps me my toes trust me she keeps us all she keeps us all on our toes I have a question for John um Gateway Park um the lights aren't working at the Gazebo and apparently that um breaker keeps yeah and it's it needs to be replaced it's not very good and it could be a problem so okay could you call Chuck about that maybe he can do something there I know I know Phil was involved in that too with the electrician right you were dealing we're waiting for electri get fre time to get back out there oh okay all right okay he also has to have two additional Outlets to where the uh pum station well sprinkler system oh okay I did notice there was a water bill for Gateway Park and I was wondering why if we had the water turned off I think there's there's always a minimum minimum is that what it was get bill is not usually much more than that anyway yeah for um Field of Dreams we get if there's zero usage um we get I think it's $180 a month it's American water bases on the size of the main that goes in there there oh okay the size I just thought it was strange cuz I don't remember seeing that in the winter before and I did mention to Phil um talked to the plumber out there cuz I was looking at the bill and it showed we had about 2,000 gallons of usage actually of water at Field of Dreams in the between December 22nd and January 22nd and unless we got a leak out there we shouldn't be using any water so I mentioned that to Phil he's going to talk to the plumber about that wasn't there something with the electric we had that problem a couple years ago the electric and we did find a yeah I think that we see anything on this month so I guess that was whatever was left over I thought it was 300 and something this month I know it was high I think I heard it down I thought it was 300 and something this month anyway we should look into there's there's now a separate bill for the towards well there's there's two separate bills it's not just the bill for the building fod yeah there's another fod that has nothing to do with the building has to do with the irrigation system yeah okay all right with the same kind explored uh we were going to be methodically going through this and uh I just found out that this is being streamed live I thought this was being I know you've been taking the the audio recordings for the last couple months and I just thought this was a personal recording which is permitted uh and has been permitted for for many years by anyone but I didn't realize until recently that this was going out somehow on the internet and we never had that discussion on implementing this or anything and I just wonder why why that happened or how that happened as I mentioned we've been talking about this doing streaming for a few years now two three years since Co started has not been any movement to actually get that done okay and I was able to actually get that done for no cost but there's there's a couple of us up here in the governing body that normally we talk about things and we make a joint decision on that it's not something that one individual says I'm going to do this and I heard secondhand that this was advertised on social media and how does that happen the meetings have been advertised on social media well before I've been on Township committee this this not advertised put out there that there's a meeting that there's an available stream on this correct well that there's a meeting it's been adver put out there a regular meeting streaming it that's put out there as well that you could come to the meeting you can come watch the stream well it's my understanding it's an administrative process now and the office is handling it and it's through the Delano Township YouTube page it's not something that the committee man is doing it's something through the office now and that's and Mr olette actually last was it I'm going to say September October yeah when he mentioned putting the audio on the uh Delano page which Miss Laur and Miss Russell was able to put up through the same YouTube page I recall that and that was aired out but this was never discussed I'm just I'm just wondering if you did it on your own why didn't you talk to the rest of us or I'm just understanding why if if you're going to act on something that's for the township committee that represents this municipality that's that's why we're all here you just don't go do do something to me it's no different than recording the audio and putting it on the website just putting the video transarc transparency we know we were working towards that Mike you had two years while you were mayor to get something done and it was not done it's transar we didn't have that technology then you iPhones didn't exist in 2000 we didn't 2020 tried it and it was a disaster um sorry you couldn't get it to work right I Chang nothing in here I'm grateful that you were able to get it done and there was no cost but this is this is now where does this go it goes on YouTube the same place the audio goes so these are this is going out on a media platform these people were before Congress last week that basically said that they couldn't control content and you know our this meeting is next to what on on YouTube is it next to someone ski jumping off a mountain is it next to somebody it's on the lanko Township's YouTube page so unless someone is putting someone ski jumping off a mountain on our YouTube page then it's next to last week's meeting and next week will be next to this week's meeting this is not something new you don't see anything wrong that that you didn't we didn't discuss it actually we've been discussing it for a number of years executing it and we have wanted to do it I know that's all that's all given but it would have been nice we have this whatever equipment we're going to do it through this portal or this media platform I I think the governing body should have had input or at least an opportunity to comment on that so I guess we can all comment right now then and maybe we should do that because it it's a resolution to do it and as far as I'm concerned I think it's transparency it gives an opportunity for the residents who cannot attend these meetings oh it's it's great that's what we're doing and that's exactly what we're doing we were doing the audio for a while now we were able to live stream it just like the Schoolboard meetings are done and it gives me an opportunity when I can't attend a Schoolboard meeting to sit in on their meetings I actually went through their ethics class one night which was pretty uh a lot of good information I learned about the school board but which by the way the Schoolboard meetings are on YouTube exactly so I think this is a good tool for the township to reach other residents in town and I see no harm in it I I applaud Matt for moving forward with it and uh so that's they're my comments so you com you want to comment Mike you've had what the other people do I mean I Echo what Kate said I I think you know maybe he just doesn't like the way the process was but you know we've been talking about it for a few years and if you know the mayor was able to get the technology and not have any cost to taxpayers it's literally no different than just putting audio and visual together we're already recording the audio we already post the audio why not just have the visual and the live streams so people can see it happening I mean it's 2024 this is not some new technology every other town in the world does this we're we're not you know spearheading some big event I mean like I said the Board of Education meetings are also live streamed and recorded well they're they're recorded and then posted on YouTube as well so I mean it's I understand you get upset with the processes and how we don't talk about things but I mean the resolutions are on here Matt's donating the video equipment as well so um I know I'm for it and the transparency part of it as well yeah um I guess I go back to like 2005 uh when we had uh residents who came in uh because we weren't allowed to record back then and actually took notes and sent notes out to community uh and things evolved uh and we're to the point where we did try the zoom meetings uh and things didn't work because of technology and you know worried about Acoustics and and those type of issues and covid uh and we're were able to do the zoom you know where we were remote so that was a good thing we had a lot of participation uh I guess Mr templeton's uh comment of how it evolved and maybe uh what should have happened would have been that hey we're to this point and we want to start doing this uh and or we're going to run a test and and do this uh and let the public know uh I my opinion is that now that we have this format uh that in our Sunshine statement that we should have in there a comment that says this is being live streamed and for the we'll know that but also for the residents who may be shy about getting out on the public format and saying in uh during public comment they may not feel comfortable in doing that uh but at least they'll know uh when they get up there to speak that hey I'm on live stream and this people are seeing me actually doing this or saying what uh making comments uh so those are good things but uh I I guess my point is this is uh a good thing to have happen uh and how it evolved again is probably just a maybe it's a formality of not you know letting everyone know hey this is where we're at this is where we'd like to go and just get input at that point as opposed to having it show up on the agenda uh and then you know uh whether and I don't believe there's any issues as far as legality of doing this uh and from a technology standpoint uh we ran it by our it people just to make sure that we're covered there and with our GIF insurance if there's any questions that may be there you know uh and prior to going forward I don't think there is but yeah we certainly ask Dan the IT guy but I'm this isn't in involved with any Township it infrastructure whatsoever but certainly bring that to his uh attention just make sure you know if we're tying this in with our Delano uh Township website or Delan township.com where folks can uh access uh our Delano YouTube uh access through that if there's a ction or anything there that we need to be concerned about that's and yeah I think uh Mrs lur did that or Mrs Russell did that when they put the audio up because it's the same link to the Delano uh YouTube page and actually I'm pretty I know they talk to Dan about that CU he's one who set up the Delo YouTube page D did back in October whenever that was whatever month you brought that up and and that's that's a comfort level for me to know that Dan or it person was involved that's what I trying to say when I said it's an administrative process it's not something he's doing on his own it's through the township Administration in the office they're handling it he just happened to say hey guys this is what we can do here's the technology you guys handle it basically so yeah so it's uh transparency just having the communication and the respect among ourselves to go forward with work for the public y anything else Mike well just to close out I mean as it's been said and I I've agreed you know when I was mayor going through Co and all the zooms uh looking at pages and pages of Zoom page screens with so many people that were able to attend and you know their home with families and pedaling as fast as they can with kids and work and everything else that they could be in be in the room on the screen with us and so forth um I guess the process I was very disappointed to see this pop up uh when I heard about it I W looking for it I couldn't find it on the website site uh I would disappointed that that a more reputable media platform uh could be used uh rather than YouTube because of all the uh horrible things that you can that are on YouTube at times that that you cannot control and that as we heard last week before Congress YouTube does not control um but uh you know there's two things two favorite words that have learned in my time on committee uh Mr heinold's consensus uh I love that word and Mr Schwab's uh process and for this uh we missed those two points we missed those two actions that uh as a committee we were able to participate and comment on it as we are now well after uh something was done uh but anyway hopefully we get a real system that's fully uh controlled by the township and uh inhouse and with the uh professional equipment thank you just just to comment on that this is fully controlled by the township go ahead what uh what other reputable site were you thinking to host videos there really is world's largest video platform but if someone types in the Lan and gets you throughout this whole meeting and I've complained about this before and I'll reiterate my complaint that unless you're speaking nice and clear and slow into the microphone we can't hear what you're talking about Mr Fox and I'm going to come back to you with a question so don't need so fast um I can't hear much of what you say when you turn your head away from the microphone but I can see you throwing up your hands with desperation and unfounded in my opinion conclusions about what can or can't be done to alleviate the flooding problems we'll come back to that I'm a big fan of YouTube It's a platform for catastrophes I can't imagine why this group would one to have a live streaming onto YouTube because you're just asking for trouble it's not the kind of setup that lends itself towards interested residents looking at a YouTube live stream video it just isn't the only thing you see about school board meetings for example that's on YouTube is when a fist flight breaks out I don't really think that's a great direction to go Mr h friendly thought uh now that we have all of these gigantic horrible ugly but I assume permissible warehouses all over our Township here I wanted to ask if there's been any thought to asking whoever owns these gigantic boxes that are so ugly and horrible looking and have taken up so much of Wildlife space if they wouldn't mind chipping in some money towards beautifying both their own sites and the Township in general for example with this 1 half block4 million park or any of the parks or anything that goes on to the Lano these warehouses whatever they're doing which the average pedestrian or driver like myself has no idea we know that they look horrible and they make Del Lango look bad how about asking them for some contributions to start making Delano look good again just a friendly call okay I don't know if it's been considered I'm an novice here it's only my second meeting although I've been in Delano for six or seven years now but just a thought if you if you want to take up space with those giant warehouses and and boxes why don't you contribute to beautifying the entire Township now this C I can't imagine and and calling on the hind property my neighbor a a a gentle Swale to alleviate some of the storm flow problems is really ridiculous it's a horrible dangerous goly and trench and what it has caus is a disaster amongst all of the other residents Up and Down the River I can't imagine that this project was put in without some kind of an environmental impact study being done at all sorts of different levels of government I'm just asking assuming that there was done I'd like to have a copy of it please I don't know when it was done how it was done or by whom I assume there's all sorts of layers in government involved here but I assume that you have readily available to you the environmental impact study from putting in that catastrophe on Kathleen's property and I'd like to see a copy of it as soon as you could produce that for me Mr Burg if you're asking for any copies of documents from the township you need I can't hear you that if you're asking for any sorts of documents from the township you need to fill out an open public uh Oprah an Oprah request with the clerk's office you can submit that form to Mrs lore okay that's fine there was a study done right first off let me technology is for recording not uh amplification so you really need well um you really need to be right on top of these mics right so when someone is sitting back turns their head while it's still this um viral engineering did upgrades to the the ditch and the the bulkhead and the whatever that valve is or that pipe is there when that was put in years ago I I don't know that we have those records if you're talking about the improvements with berzel engineering that were done we may have that information but as far as when that was actually installed that is uh a long long time ago and maybe Mr Fenimore can give more information on uh you know when you're talking about what we locally call Glitters Gulch right under Robin's Lane Robin's Lane right so John do you have an idea when that not not bertil's improvements that was Bill ber that designed that um but that ditch was there a long time improvements that they made one talk to me one is at the end of a street okay which we had problem fling out so they put a little sale in there that helped that prop the owner of the house that Kate lives okay was was Rosen Rosenthal he was complaining nonstop both of the pipes were clogged up okay they were so clogged up they couldn't be jetted out so they had to rip them all out they put a Swale in there to help contain the water that comes down that draining line okay and it uh it it worked it's it's worked it's it's doing its job like trapping the water from going down onto Kate's property we we try to channel to go into that swell to to get it to go out to the river and it has worked the years before that property was so flooded out the trees were all washed up all along there the guy that was living in Kate's house Rosenthal was his name he complained nonstop to the township nonstop I want something done so the township committee agreed to to do this project they did it they had to rip all the pipes out they were cloged with debris like you would not believe and that's where it originated from okay I can't argue with that because you know I wasn't here at the time I can tell you that what has been done has made the situation worse because what you have is a nipple Val at the end of that covert that when the water comes over the nipple valve because it can't come in it goes Downstream and it floods over her Shore and our and our shore and yeah but it comes over the whole Riverbank it does not come over that stream or that nipple that you're referring to it it is the reason why the screen was put there to help Elevate some of the pressure from the water that's coming up that is the lowest area of town that area is the lowest area of the town the engineer can tell you that and when you get all that water that's coming off of bro Avenue coming down all these streets where is it going to go I'll tell you where it's going to go it's not going to go up this up the stor it's going to come right up look I was there I was watching what the water was doing because I live right there and I can tell you that the water was coming up over that to because the nipple B won't allow water in it only lets water out and when it's underneath the water level the water's got nowhere to go but up in the caen's yard and then mine and then my neighbor and then the neighbor down the street well before that line was even put in before you was here yeah there was there's been a problem flooding out there there way before you even got here which you don't know you're right and I believe you of course I'm always saying that when a project like that is done I can't imagine that there wasn't a study done about the environmental impact there has to be well the proba there probably wasn't at that time I assure you well I don't how many decades ago was this G 80s 90s oh it had to be it had to be more than 20 um uh because I've been on tant committee for 22 years so it's been 30 or 40 years as far as the Improvement projects have gone it's made it worse since I've been there it's made it worse and I understand the record high tie I mean I gather all of that I I'm not going to argue with facts and Science and stuff how can we stop that I don't know but what done what has been done there has made it worse it's just worse Mr B two weeks ago when all that when that storm came through no matter what that Gully looked like that water was coming over your seaw wall and Kate seaw wall and nothing that could have been done there would have stopped that that was coming over the seaw wall first coming over as I was out there in my hands and needs for weeks and months at a time building my own amateur seaw wall all right a seaw wall would stop that but no seaw wall was put in and all that's happened is everything is washed away in the meantime especially is all these improvements and that's making it worse and worse those are private properties we can't put a seaw wall there if you want to put a seaw wall on your permission to put a seaw wall on my private property go right ahead construction can start tomorrow you got my thank you Mr bton you're welcome it's worse you it's worse whatever has been done on that project has made the whole situation worse and it's going to get worse you can't have a project like that or improve it you cannot have this stuff done without having an impact study I I don't believe it you can't have that done somebody has answered it for that it was 30 years ago they didn't do impact over 30 years ago from what Kate saying oh it's over it has to be over 30 years uh or more um I don't want to tell you how my age but uh I mean I've been in for a long time and it had to be at least I would say 40 years John at Le say I would say more less 30 30 yeah 30 yeah and that was with um cuz birsa was here when I first got on Township committee but I think the Improvement that he made was before I got on Township committee so I've been on 22 years so bird cell's Improvement was before me on here because he was here for quite a few years he was with the SE I would say you're right John about 30 years could possibly it could have been who knows and I don't know that Environmental Studies were required at that time I don't know that de I don't know I don't know whether there were D approvals because there that that go was always there because kids used to go down there and swim off of that area just walk right down there before the head wall was put in yeah that was just a low Ling area probably could do that before it all washed away in the past few years which you can't do it now well you can't do it now because it's been blocked off washed away that's why the point now what I'm saying was it was never a permanent structure it was just a an area a low-lying area where kids would walk down to go s women are weai in it wasn't a structure of any kind okay Matt I know that you and Carolyn have been there to see that particular site I can tell you that it is visibly getting worse and worse as time goes by something's going to have to be done about it sooner or later what aspect is getting worse what do you mean it's washing away all of the all of the the property and soil and everything everything else underneath that pipe that's why they put up a fence and made improvements to keep people from falling into you you call it a sale I call it a ditch uh but nonetheless the reason why you can't walk down there and go swimming is because everything's been washed away and it's washed away because the project was poorly done this can't have been the desired result [Music] it I'll F minute time frame we had six Vehicles come through for DMV coming through two of the hit the cures when they made the new turn at M Landing in EM CU I was sitting right there I took my chair and sat there they failed the road test for the road test res Pi the PO coming through public road right I that I had two owners come to me and say to me why they put up a 4x8 G of plywood paint on their DM V driver a stay out no trespassing that's how bad it get it with some of the residents I know you weren't at last uh week's or two weeks ago meeting I was in I had down there better weather uh but we did um what we introduce it or to have no you introd no uturn no uturn no no urn signs there bouevard I went out there on you weren't here out there myself multiple occasions and I saw the amount of actual traffic quite a few from the NVC that or them the you know schools that we're utilizing the urns right there at the intersections so we're are introducing that uh to make that a no u-turn section uh regarding what you're saying about what you're viewing as I keep saying every meeting I mean can't believe it every one place at all times however yeah have the ability to get as much information make a phone call so we can try to find that and then you can sign a complaint uh the other thing is I can detail our officers out there again remember last time we did this quite a few of the problems were sing from residents the way they were driving so we you we can do that I can I designate our officers to do the same exact thing go out there and have a Le enforce yeah I mean that's what I saw last week I was out there looking at trees and sidewalks out in your in your neighborhood and two cars came down did a u-turn at uh off the Boulevard and made that at that first at Wilson Wilson but they turned in at the next one down with Charles they were residents at the point that utilized that so uh since this was first reading and this will be up next month uh that we get passed to that community that this will affect them that they won't be able to take that shortcut back home get point and I'm looking at need on the board when C get destroyed you got to pay for land you got to pay for according to your I'm going to send you this this is what they ENT they they're given this they I I will be emailing this to you that you can send all your residents okay thanks appreciate and that'll be February 26th yeah okay good uh let me see what else trees and the streets har P up about the trees being in the storm drains that's already starts to happen in new's landing the streets are being lifted in double spots and guess what right next to the storm dreams and what happens is we going to start going into there and then we're going to have the same G problem in 20 years that they have throughout the others of the the town with the trees and there Town streets already St it's on New bouevard on Pennington and on ships to I to I walk and that's where it is it's start to raise the streets up it's raising up the curbs th raised up the sidewalks and they're heading for the storm gra are these resident trees or town I'm just saying in front of resident's house in of why don't you tell them to F out of request for the shade free and see what they'll do right now we have a meeting tomorrow with uh Mr Brown to go over we're trying to do with this for our common areas first and then we're going to submit it to all the other owners we get and maybe you know because we're we're we're going to experience a lot of roots that are going to start damaging the streets B yeah and this is just a young street so I mean it's just only going to get wor it's 2003 especially if it's near the Storm drink then I'll start pushing all the brick in and whatnot that's that's the reason why I'm bringing it back up again I'm looking at this thing and saying wait it's going great the same problem har brought up before what happened over some of the other streets you think so anyway and then um last thing deals with the schools a couple months ago he said they was going to be looking at uh schools because of uh looking to close down one the schools know the original one of the SCH was built when they were anticipating to have additional students coming in back in 2003 2004 times from some of the developments and it never don't have the students because what happens is if you look at the schools there's not as many students as they anticipated and you've got half a school full is there any way of shutting down some of one of the schools and combine them into one school that's exactly that's exactly what they're looking at right now from what I understand and that's a question you would want to bring to the school board they meet the Mike help me third Wednesday or either Mike third Wednesday okay all right W that'll be discussed at the February meeting that's and that's at the Pearson school on Burlington Avenue I know where it's at but I said up couple monso I heard by the coun comme you've heard exactly what we've heard that's they're talking about it they're doing a study and that's what we've heard some more so far m you were at the last meeting they haven't said anything further since then the announcement that we'll have a little little more in detail at the February meeting okay okay that's all that's pretty much about it all way so I wanted you to know that the light is connected and the contractor from PS told the resident that it took so long because while they were under construction the wires were stolen and nobody realized [Music] it wow so de didn't do itg did it just as okay thank as a matter of fact my email not do that um made me a little nervous when you said that they're close to to closing out um we had s couple months ago I think you would acknowledge that the transition report from the you agreed with a lot of stuff in there so I think we need to have a conversation where we're at with that we just in addition to the bases we just don't want to be left with a huge mask we also don't want the township to be left with because we're the newest community in the area and we want to make sure that the streets are PID properly so that we're not going to come to you and complain about all that um with that the concrete work also started but it doesn't appear when we communicated last time that the C work they did a month or so ago was not up to par doesn't look like they touched any of that including the damage they cause to existing sidewalk and existing residents driv so make sure you're aware of that okay um and do you remember we also talked about in the common area on Harley Road there was a lot of leaking coming out and I had suspected it was that the well had not been closed up properly at that time you didn't have that paperwork so if you have it please share um because they've not given me anything yet but it's leaking again we haven't had rain and it's all that can sending pictures so there's still something going on there the water is coming up those parking spots and that are park there is and we're requiring them to put in a under curve because I believe it there's probably a cler got go down in that area wasn't houses or and as the water SE TOS so they're going to have to put a train on the curve [Music] in [Music] yeah problem okay Cindy do you think that um the the HOA is ready to meet with us and Harry I think we talked about doing that soon we were going to do that soon and maybe we should maybe should bring that list and maybe we should as they sent we sent it to you I know they I'm sure they did too but um our attorney just sent them another letter last week asking them to acknowledge it and what they're and so forth so if we could be align that would be really great believe it or not it's over 3 years Al and and I feel like I've been battling for a long time not with you all thank you all for what you do because you help keep me saying it do been a long time yeah I understand so I just wanted to make you know come up what the status was and just make sure that we're not going to let anything slip through because um it's just it's important it's a new community to us right oh the other thing was talked about um evaluating a light attack along wway we forget that there because we have more residents back there external yeah that's a that's a going to be a policy from committee because that was not required by the developer understood so we can't make for the load there and that was one of the deals we trying to make where solar light Sterling put in here but that didn't come but there was other some other things that we came across that weren't done in the houses that we talked about using his leverage for that how we top that but uh Mr Taylor is sure going to try with his presentation on the fiscal year 2024 local Recreation Improvement Grant the floor is yours Scott thank you um and I think we we're going to talk about just talking to to Phil and Rich one of the things that we'll do is we'll give a brief overview of the Vine Street Park SL Centennial Park potentially that uh we had prepared a concept for and discussed with with w a few weeks ago he's got let me just interrupt why don't you grab the portable mic right the stand Scott could I ask you to move the easel over this way being we're broadcasting and we have a whole bunch of folks that may be out there watching plus the and the people in the audience here as well I don't know will your will the camera pick that up or that's okay that's good I'll pick it up that's fine that's good still thank you okay there you go um so we'll do two things um one I'll go through a little bit of uh the part concept that we had created a few weeks ago and then we'll talk for a few minutes about there is a local Recreation Improvement Grant uh that is due February 27th so uh between now and your next meeting which I believe is the 26th the decision of what to be done will need to be discussed with re I know that one of the other one of the options that's being looked at is some playground equipment at F Jason which has been part of the master plan actually being back to 2004 which is very first concept plan was done for that which I know K was for that um seems like just 19 years ago yeah um so by way of reference on the plan here Burlington a is on the left hand side Vine Street is to the bottom of the plan we know that the building that had been demolished by the county had been Reed that has since been convey to the township there is a small Road widening and sight triangle easement to make sure that nothing L gets put back in that spot which was I believe the reason for the County Purchasing in first place so we did have some meetings and visits some discussions with prop to come up with a little bit of a concept plan U for the property here this really is sort of a unique thing that we were trying to do several things with this property one is let's try to create sort of strong sense of place this is the other anchor of through the downtown coming in we have this at the intersection um it's a very vehicular dominated place so the other thing we wanted to do was to try to slow people down from trafficing and make it a safer nicer place for pedestrians so a couple of things that we looked at doing was coming in with a small sitting area that is set back that sort of creates um some definition and having some open lawn of toward B Street that does a couple things we're very judicious in trying to leave some of that open it's very compact section of town this provides an opportunity if somebody wants to throw a frisbee throw a football throw down a blanket to a picnic or anything that can happen here we know that for decades we've talked about continuing efforts to try to stimulate economic growth and reinvestment in downtown uh we know that we've got an ice cream store across the street here having some space that can serve as an anchor within the downtown for a food truck night or other small events to try and helpster that viability can work well so that this isn't just part it becomes this multifaceted multi-generational uh spot we're showing some picnic tables in the lawn area we're also showing a plaza space that has potential for a pavilion over it and then in terms of the street gate um a lot of that was done and it was as all of you know that a lot of that was done as an Eagle Scout project by step a lot of that material was donated was done a long time ago some of that material is actually invasive donated by some of our Cent and other people so we want to try to replant some of those things that we can that are doing Welles of function um but also use some simpler simpler P materials that's easier to maintain so it doesn't get away from the town coming along the streetcape we were looking at doing some low fencing it's about 24 maybe 30 in high as long as that's consistent with the sight triangle those usually 24 to 30 in that creates a little bit of visual separation and functional separation that if if a car were a sve or something a little bit of safety that actually comes and wraps around this entry walk that leads into the plaza space along here one of the items that was raised was potential for and historic downtown clock so we're showing that along the centralis here which actually lines up with the existing syore that is in good shape we intend to retain that sorry John I know it's big and i a next just bring you a rake that'll be the last sore train just bring you a rake I will so playing off of that geometry going with a clock out front and then also a dedication and potentially a time capsule uh behind that that was knowing that this is Centennial Park and before the words could leave my M committee woman S at the at the r meeting was like what about call and um so I can't actually take formal credit for that I think that name would be good um it really creat something sort of special about that so being able to do some kind of Time Capsule for the centenal would be an interesting element L receptacles B racks interpretive signs that talk about the history of the site and even some of the pollinator habitat we've done through this area have the brick sidewalks along BR one of the other ideas was to really punctuate and Define the space itself would be to extend the brick sidewalk the frontage of the park property that really sort of defines this area supplementing some of those plantings doing some under plantings around the sore things that will Mass things like like bayry mend that can Beed far enough apart let them grow together as a mass provide some habitat but mainly it doesn't have to be M and weeded and really trying to create this as sort of a a shady Woodland Garden we also provide a nice PL for for the adjacent residents but also for the folks who are actually in parment uh showing extension of decorative street lights uh down mine street again to sort of create has a whole identifiable unit cre Place bik racks metal fence showing picnic tables in a couple locations and also kind of one nessle factor accessible picnic tables in that Plaza space as I said if downtown continues to grow this is the spot where you could have food trucks once in the summer or twice in the summer you or an inflatable movie screen and be able to do sort of small group of things here to bring some folks back into the downtown all right I think that is sort of the overview this part concept the other as I mentioned is re is working on some evaluating that can go out of fod the r as affectionately called it's due to February 27th it does have a maximum Grand amount of $100,000 so that does not do not itself lar scale project it's really intended more like project and loation small projects ased to development um so I would supect that easier and cidate fits however we would have the opportunity to phas part of this project that's the direction that the town wanted to go I think goodes for that um Scott do you have a cost estimate on this this particular Park so fun you should mention that very preliminarily um and I just sent few minutes after 5:00 today um preliminary estimates are just around 249,000 plus some contingency costs okay and this is again without this is me selecting some benches that literally SE trash can these numbers could get lower these numbers could get higher but it's it's a pretty comfortable range of being able to do a high quality good durability and good safety we don't want to go a little bit cheaper but then we're replacing things in five six seven years better to spend twice as much for something that will last four times as long and that's kind of our experience that there is a sweet spot you don't want to go crazy with some of those elements but a little bit of money judiciously spend we do have to build everything at prevailing wage rate which adds a considerable cost to everything we do enire material cost doesn't actually translate to the overall cost of those speak so the other question I have is can this grant be submitted as an alternative like either this or that do you know how we have done uh like alternate one two three can it be done or do we have to just pick like the playground or this because if this is only $100,000 it doesn't look like we would get the whole project but we would get we would get enough to get a good start on it so I think part of the issue is comingling that if you guys had 150,000 sitting in a pot burning a hole in your budgetary pockets right um it may make some sense to do this okay to try to put a $100,000 project out to bid to build a portion of this and then the same thing the design and and contract Administration costs doesn't work it probably doesn't make sense so I think proba it would make more sense to do AER application that now and then we're not sort of biding against ourselves in the eyes of the folks in the state okay good understood thank you that is a a beautiful design Scott that that's for sure uh I definitely agree that it wouldn't make sense to do part then bid it out again do another part and I I'd like to see us just you know finish one project like the Field of Dreams get the playground equipment in if it's you know part of the master plan that's been there for 19 20 years like you were saying um and plus you know you see the kids out there at the soccer games they might be watching their siblings play or waiting for their siblings to be finish playing they're always you know running around climbing on the the soccer goals and things like that it would be nice if they had something there to use to play on while their siblings are playing soccer you know that could be used throughout the whole season from April all the way to October November so I think I I would rather see the playground equipment there but I think that's a beautiful design though absolutely it is it certainly there may be another Grant coming up that this would fit or if the county starts doing the municipal grants again at 250 this would be ideal yeah ferer Mike do you guys have any with the 100,000 uh that would cover all the playground equipment uh so that depends on how much and how large that structure wants to be and and I are planning to coordinate some of those decisions that playground equipment because the a critical element playground equipment is very very expensive a playgr that is the size of this room with rubber surfacing can cost about 250,000 if you fill it now this playground is really more of a Support Facility for siblings and others so it's not you know it will be a little bit of a destination but that's we will say that because it will be for some so I think going smaller with that some of those design decisions are are we going to use a wood fiber safety surfacing um which has a much lower additional cost the rubber play surfacing which is very predictable is about $20 aare foot which is about the price of marble TI um it almost doubles the price of the playground it's as much above it so those are some of those decisions that we can sort of work through make make some of those decisions and it may even be that that play area gets designed in such a way that maybe a small phase one goes in now it could have a small extension at some point in the future but there's ways to do that we will have to provide accessibility inance with the New Jersey sub code um so there will have to be sidewalks and connections from from those walkways into that so probably similar in sides to the West Avenue playground maybe yeah I would think I would think like that seating area I don't think it'd be any bigger than that seating area there if I remember that plan where where was it proposed back behind where the new pump is yeah yeah it's back there back there yeah the original concept on the East Road excuse me the roads were all being realigned that was when yeah before the concepts ACC sh subsequent Concepts over to that easteast side that's where a lot of the kids uh end up playing whatever their tag or whatever chasing their friends while their siblings are playing right now so that's it it's okay who's getting the pricing that who's getting the pricing for the equipment I think re is so re was going to do some initial selections I told Phil probably done this 200 times those reps are very good if you say we have X area and or we have X amount of dollars total we need something to do this they can you can tailor some things a littleit to customize colors are an easy thing but Reinventing the wheel doesn't make a lot of sense so getting some standardized things those manufacturers somewhere available on state contract um the one and we can get into some of those differences but we'll probably be working with because there will be exavation and construction and sidewalks and some other issues and then some potential alter things we run into on some other projects you have somebody doing the site crack and somebody else is doing the installation the something's off by an in or two there's a lot of finger pointing so that's not always good thing especially that great thank you thank um yeah I'm glad the conversation has shifted to the Field of Dreams and the playground that's been planned there um I I guess the open space there was kind of to fit into the requirements of the state in the uh local Recreation Improvement Grant as far as a Recreation Area because the existing B Street Park is kind of a quiet place you've got a walkway that's kind of in and behind some Garden plantings and so forth and so you're kind of insulated from the streets uh noise and traffic and so forth and in your initial description you did mention the traffic on on Burlington Avenue coming around the bend there but then you said it's now planned as a or proposed as an open area the kids could throw a ball or frisbee or things like that and I just immediately had the ball frisbee bouncing out into the street and that just seems to be cross purposes and maybe not the best thing to do well one of the things we did mention so a couple things um I think all of our meetings and discussions of this and programing happened before the L was even announced so this was we have we have a space here what can we do with this space to try to have it serve as many purposes as possible how to be multi-generational do I foree kids playing a lot of games out here no but there is a long area here now a lot of kids play in the street if there's an opportunity that some toddlers are playing in the lawn and we do have fencing and some plantings here to sort of stop that movement that was what we get a response any BG kids are going to go to going to go to one of the schools they're going to go to something else really intended toward extra sort of open Play small to avoid those situations I think we had even aled about possibly putting a fence on the Vine Street side too partially and we did we actually turned the corner and wrapped it down this first 15 ft we left this open kind of as flexibility but that's something that that fencing could extend further down if if everyone thought there was a need for that we kind of like the idea of you know maybe twice the summer maybe there is a food truck night maybe there's an opp that does here that BRS into the and to Beed Andes a little bit something El the other thing it's it's got a full South Exposure so your ice cream cone is going to go pretty quickly I mean you got to you got to move it [Laughter] along Ian yeah me either don't hold you're good yeah I like but some shade would maybe be helpful yeah the ice cream longev and we were showing some some native like some Eastern red bud here try to a little shade Corners I will say the the canopy of this syamore is probably actually a little bit larger than what sh Mass last question the clock is it self-winding or what's the story there cuz the clock up here outside has never been right I mean yes the new tech for all of the clocks have photo cells and they automatically adjust for daylight savings time and it is it is much smarter than what they were I actually was talking to the rep because I I haven't done one in probably 15 years 20 years and talking to me he like no it's all the lights far for the behind and much smarter it will not trap your heartbeat and even if it's broke it's still right twice a day exact a a sunnd dial stick to a sunnd dial low maintenance we're we're we're we're in low maintenance here thanks for bringing up that point about uh the footballs and the frisbees Mike that was kind of my first thought when I heard that as well putting my emergency services hat on like I don't want to see a kid run to the street with a football or frisbee but that was a good explanation yeah yeah yeah I didn't see the fening thank you anyone else have any questions for Mr Tor we want to talk about last year's Grant and that project just as an update on where we are that's the basketball court basketball I would love to not prepared Mike I can give you a little bit as trying to coordinate the stuff the estimate for the resurfacing significantly more than what the grant would cover so that portion kind of froze uh Harry and Steve came up with a different location for the uh the walkway the walkway and move things around a little bit and we we have that but until we we'll be discussing in budget whether or not you want to supplement like he was talking about having an extra 100,000 150,000 whether you want to supplement the state Grant uh for the surfacing because State Grant was not enough to cover it we did the same thing with the Field of Dreams well although that case we had already planned to do the well and we got the state Grant it's a good thing we did because that ended up costing more than what was estimated and so we know that whatever we're talking about today a year and a half later when you're doing things it's not going to cost those numbers so you have to be prepared I would say you you look at the grant as a supplement not as 100% we probably should have thought of that when we were talking about the uh you know the work at the at the basketball court so we'll talk about that that meeting yeah since we had the Brain Trust in the room and Mr mcen has brought that up it's a good question because it relates to this if you're going to make an application in the state for new money one of the things they're going to look and see well did you spend the old money we spent the first years but we haven't spent the second years so I'm not sure where we are in terms of in line but there's nothing wrong with applying for something even though your chance we never thought we'd get the second years's right so you know you you put together the best application you can you get it in there if you don't get it you don't commit Harry carry you think through the project we now have these two projects whether we can do them in 24 or you plan it so that you can do it in 25 if you're ready to go the best projects is the ones you have plans on the Shelf ready to go so you try it I would say you know you apply for one or the other whatever you decide and if you don't get it we plan again in 25 either with our own money or with supplement State money and I will say that the of construction costs have really Lev material costs have generally level we were seeing prices that were 20 30% increases over a one or two year period it was it was unlike anything we've ever seen we have seen that level out the surfacing cost is one of those the number that we had plugged in and actually added money to was actually assisted based on feed contractor who then submitted a much much higher number when it time to do the actual the actual work so that in seems to have off partly with LEL off the housing market incre interest R we bu I thought we mentioned something about doing the paving with another Paving contract that we had right and that is one of the that that's for the the walkways and so on not for the actual that's a B I know but that's what I'm talking about yeah for the wallway yeah yeah but not for the the surfacing the basketball court surfacing special I thought we asked that a while ago anyway yeah we did yeah well but that's the primary thing that we have a grant for so one of the possibilities can we use the grant money to do everything except for surfacing the basketball court we'll have to discuss that yeah we'll have that disc discussion okay thank you very much Mr Taylor I just all right we are let's start with our professionals Mr Fox hey thank you mayor um I have quite a few things to go over um the to bring you up to date on the crossings um the light at Sterling the entrance at Sterling um has been energized and it's it's lit um they just finished that today um so there was some talk of putting a solar light in there that is obviously off the table and the light is in uh and it's functioning right now I haven't looked at the lighting patterns of it yet they just went in today but I will check that um they also have been been out there I'm doing more concrete repairs uh as requested from from our office um concrete has been excavated all of it today and they're going to be pouring all of it tomorrow um that's their their schedule as of now so once they have that concrete poured um we're narrowing things down and getting close to coming up with this a final tweak punch list and and looking at acceptance on far end now we still have the issue of the basins with the plannings um on Scotts and Landscaping so but but work is continuing on I saw there was some emails about uh I guess when they were putting that light in they were causing other damages or whatnot did you look at that at all I didn't see those emails um they they had to to bore under the under the roadway to get the conduit and when they or maybe that one the Corner House that was yeah I think you would sent that email right it's good now okay yeah all right good yeah I think that was going to the Transformer on that lot yeah exactly they they they took out the sidewalk and some of the driveway and they'll be repoting that tomorrow all right great yes um the 20 23 Road program um we're still waiting to do punchless work when the weather gets better but one the only major issue we have this point pointed that not really major but there's some finding on Union and third um what the handicap R so they are going to have to address that that that'll be punches SL when the weather is favorable that contractor left a lot of debris all around that they were it was very difficult contract um yeah uh the zbook seaw wall um as I believe everyone knows we did get approval from the for that project um in my report I have a schedule I can I can go over that um but so you have it in in writing you can refer to it later on you see my report um the the main issue is that no work can can be done on the Bulet itself and seaw wall itself between March 1st and June 30th and then not again from September 1st to November 30th and that is because of the sturgeon spawning season the sturgeon swim up the river in the spring they spawn and then a little sturgeon come out in the fall so so we're not allowed to do any grading work or or any work wward of the wall um during that time period um so with that we have a schedule um we're working to finalize plans and specs now the actual construction plans and specs I'd like to meet with Richard and um John and I I assume Mr Templeton Comm spearing this project anyone else that want to sit on on that meeting um to go over our plan so we're on the same page then I would make a presentation to the whole committee um add that on the the 4th March 4th um so everybody can see what we're putting out the bid um want to pick a date now you said the week of the 26 right that's correct yeah the Tuesday Richard you're Tuesday Wednesday Thursdays right yeah and Tuesday we've got budget stuff in the afternoon afternoon I've got a conflict in the morning possible Wednesday or [Applause] Thursday yeah I'm I'm free either one of those days Mr Schwab I don't have my I didn't bring my yeah wednes Thursday but that's sometime that week we'll get together great um and with that we then advertise on on March 7th that's the plan um we can receive bids we're going to give about two months for the the contractors to to to bid on it um about seven weeks and we can receive the bids on uh the 1st May 1st um we can award it in that following meeting on the 6th and construction can't start until July 1st and they only have two months they have the month of July and the month of August so why I'd like to award the contracts early so we can get all the paperwork out of the way the contractor can order his materials he can be sitting there ready to go March 1 start working on the on the actual hard construction yeah that was my main concern if they could get the materials in time July 1 July 1 July 1 July ju I'm sorry you're anxious you uh we'd like the word on the on the six um so with that we should have the that that gives two months of of actual working time putting in the the seaw wall itself I don't see a problem with that happening um they can after that work behind it doing all the finishing touches and things like that they just can't do anything it creates any vibration or noises or disrupt the sturgeon at worst case if things aren't done they can come back in November and then they have all winner to tweak out anything that that needs to be done um so that's our schedule we should be having and actually I have final construction completed by September 15th which is my birthday so I your pres that's G to be my birthday present how many years in the making has this uh been going on now 6 6,161 days since first contact with d Harry you want to talk about how you're going to meet the conditions of the stor people with the photographs yes um as a condition of the approval um we have to address the historic nature of the property um the D and shipo the historic preservation office wants the empty lot considered historic as well as the mansion that already is label historic what that does is the we have to do basically documentation of what's out there and photographs reports sketches and all that information gets archived so in case somebody in the future wants to get research the property and see what historic significance was there all the information is there um we do have someone in our office that's qualified that uh certified by the state I I did talk to them and and they're kind of overwhelmed at work at the moment so so I am going to get a price from Hunter research to to do that work but that's that's contingent upon we can't start construction until we get that work done but but we can do all the rest of we go at the bids and all that kind of work but we can't put shovel on the ground until that it's can submit it to ship uh any questions on the SE wall no happy to see it moving yeah we're getting there um the Newton's landing and River's Edge traffic striping I'm not real happy with how Newton's Landing turned out River's Edge striping is better quality but it kind of got messed up on locations so I actually went out there myself this time and marked what we want done so there's about 500 feet of yellow line that's out there now that will be removed and and the chief suggested and I agree rather than pay black pain over it we're going to hydroblast it so the paint comes off of the road otherwise the black paint starts wearing off and you starts a littleit yellow and there could be issues with enforcement who's paying for that well I'm talking to the contractor now there's some some of it he is responsible for some of it we changed I I I can send you all plan I actually took another section of yellow yell paint was there originally and I'm recommending we moving it we can get another three three parking spaces um so that wasn't the contractor's fault and there was an issue where the the uh mailboxes were located where they used to be yellow paint but they reversed the mailboxes and that was not supposed to be repainted but there was yellow there anyway that we have to obliterate um so it's kind of a mixture of it was just a a kind of mix up with contractor what was going on what was actually out there before and what we want now um so I'm I'm dealing with a contractor to to see what we can work out good Harry did you get my email regarding what the county was going to do at Newton's landing and was that the area that you hadn't done yet and that would that help some of the entrance and exit no that's they're not coming down into Newton's Landing so just don't the intersection right just on that won't help it okay um with the Newton's Landing end of IT contract 100% there's no question about that that's just poor workmanship on that on that section um so once I get everything worked out with them we can can inform every room with what's what's happening with it we want um the lead safe inspections um just so everyone knows because you may be getting phone calls from landlords and whatnot um as I believe you you all know that the state passed a law that any rental properties have to be inspected for lead based paint um and as part of that law it required municipalities to provide that service if the landlord didn't want to do it themselves so the landlord has an opportun to hire their own people to do it but we have to offer the service to landlords in case they say I want you to do it is it all rental properties or built before 78 78 correct anything after or before 78 correct thank you m um and there's there's some other exemptions on larger units if they're every State Certified they don't have to do it if it's a bed and breakfast type thing that they only rent out for less than six months at a time they're exempt exempts but but generally it's it's um and we did work working with um with the office with uh Janice Bev and and Jess um we sent out a notice and I believe it went out today to the landlords explaining to them the process and and a copy of the ordinance if you call we pass an ordinance on this so we gave the copy of the ordinance I expect there's going to be a lot of questions um I also expect that land is going to wait till the last minute because they have until July 24th to comply um but but that's the process so and and what it's for is it it's it's looking for unsafe so it's not that it has to be lad free like these units that are rental units they can have lead in there but the lead paint's in good condition it's okay so it's actually going assessment safety assessment um and then if if we go out there they have their own people out there certify it um and find that there's chipping paint uh there's there's dust particularly on Windows that restriction points there could be lead dust come off of uh things like that we would then notify the the landlord what they have to do to fix it they have to fix it we have we come back out and recertify it the certification gets sent to the state and it's it's all logged at the state as a, about fine if they don't comply or and and the counil can be fine as well so that's that's in the process and if if you hear anything feel free to give me a call if you have any questions email um that's that's moving on um the last thing I have is is the storm water flooding issues we've been having everyone's been having um we did I I did briefly look at Robin area and what we actually had and and a lot of numbers get thrown around out in the public and the news what not of elevations and the Burton Bristol bridge is one that has been thrown at there was 11.99 right um that's not 11.99 ft above sea level that's 11.99 ft above a reference point which is a 3.33 ft so what it comes down to is the actual elevation above sea level is 8.66 is what the water level was at the BR bral Bridge the bral bridge had that's a Noah station there's a USGS station on the r Creek um at the 130 bridge now that St when you do the conversions that came out to 8.01 Ft about C so the Lanka was somewhere in the 8 foot area 7 and half to 8T on the on the riv um feet above sea level like where would have went to now I see I've seen several pictures from several of these pictures and I wasn't out there to see the highest it was and I don't know what the highest it was but it all kind of matches the house on Robins Lane is as an elevation about 7 to 7.5 at the foundation great right um so it kind of makes sense I saw pictures where it went up went to the foundation a little bit so it looks like it was probably hit about a little bit less than an eight um in Blanca on the riverfront um there's really nothing you do the burn along the river at that location is is at a 6.3 so without building a levy along the whole river you're not stopping the flooding in the flood PL um the ditch that was installed sometime before before my time or redone before my time um out there was installed with a with gaban baskets they they rocks with wire the for and that's what I assumed the designer intended them to be Force because he could have grabed them he could have put other things in and it's a smaller pipe at letting through that stone through through the same Stone gaban then is coming in so I'm certainly assuming that he was that they were intending that the gabian baskets would that would have Flo through it to give you at and I'm guessing that the sale was built for this actually storm destroy for smaller storms because the pipes are under sized um and and that's a low area for that section of town um so it was really kind of designed to handle the everyday smaller storms so you don't have the nuisance um a flood like we had uh nothing you can do with going stop P um so that's kind of where we stand and I looked at it's interesting because the inlets on Second Street are about an elevation with storm gam about an elevation 8 to 8.1 so everything was like right there and what would actually happen is it would start bubbling out of the inlet which it may have I didn't see it bu it was bubbling out of the inlet right uh just before get to the ditch in Robins Lane yeah that would come out of there that's low us and then in front of Mr fining house yeah that one there would have been the next one out and then up towards the other one further north um so if we had a little bit bigger storm than what we actually had it would have actually bubbled out the inlets in the streets and and flooded the streets um the only way to stop that is as we all know we're all pretty familiar with it now are our check BS our bills or some typ of check well that one actually has one on it and it's not working yeah it seems it's letting water through yeah what that purposes and that wasn't to stop water because we're not stopping water coming in because the Gan baskets of course that was actually put in to stop debris from running in the plate but the water's not getting over the baskets there's a concrete wall there and the water's coming right through that Inlet yeah that wall seems to have a little crack in because you can see water flowing right through the wall oh it'll come through the wall and come through the stone it come through all that yeah that that hydraulic head going to push through it so the way that's designed is it's really preventing local flooding from heavy rain coming down like that storm water pipe comes down from Burlington Avenue and so if you had a solid wall there that would trap all that water and retain it and flood those properties on either side of it correct as it stands now yes yes um a larger pipe would have to put in to fix it larger pipe is the duck bill got something stuck in it it's holding it open it was I don't know you can't see it's only this much of an inlet letting water out this big not I went down and I looked at it and uh but you got to understand that the amount of flooding that was going on down there right not nothing's going to stop that was clear over the property 100 you could have seen that property years ago when we had two underground pipes that went from the river all the way up to that first storm drain there okay there was two pipes in there they were so packed with debris from coming up the river and being in there year after year after year they decid birol decided to turn it you know dig it out and put a little swell in there and then put the you know the baskets in there and that seemed to help but I mean the river is getting filled up with Sil okay and when we realize that when you're not digging this you're not digging the river out and cleaning all the stuff inside of that what's going to happen it's going to be like filling a half bowl and it's going to continue and I'm telling you we have a lot of streams like that in town yeah so I mean this is not the only one up at the halfway house that's the first time I seen that come up over that sidewalk yeah I've seen it one time before right and that stream there was a beautiful stream years ago I mean the fish and the wildlife in there look at it now it's so Mucky and there's so much crap in there it's all silt from people streets all the stuff that gets blown into it and just where's it going to go yeah yeah no 100% but I guess maybe we should look at that that duck bill at the end there I took a couple videos of it if you want to see it yeah and and again that's that was put on for maintenance purposes to stop the so and and debris from coming up and clogging up that was not not for the water just for the not for the water because because right it's already got a forest wall there um that really that would just slow things down because things would slower through the Rocks than it would through the PIP but it's not act as a filter too that's basically what it's doing that's what it was there for actually and then the property next store they don't even have any kind of seaw wall and they're lower than the actual BMS that we built those Rock BMS those properties are lower yeah so they fill up first yes and we did uh was that last year two years ago we we put a little burm that's that little BM you can see on on the the right hand side to the river um just to stop the smaller storms from over flowing that going into that yard right um but again that's just for your your normal storms your your maybe up to a 25 years storm anything above that it's going to flood right there's I didn't personally witness our berm flooding that it was the river that flooded the backyard first that BM was not overflowing into that yard it it wouldn't by the elevations you're right I I agree with the river coming over so is there any way that um I think maybe the residents do need a seaw wall or something to help protect them would that help them or ours up higher to e no it it it wouldn't matter it would come right up there yards still going to come over yeah yeah I mean yes you're right they would need a higher seaw wall or they should have a higher seaw wall there one to start with they don't even have a seaw wall it's you know have nothing it's just concrete even if they burned it up themselves I can't say that but yeah right right we didn't hear that stri I didn't yeah you know but yes it would some Creative Landscaping some Landscaping gu W help right yeah don't call and the uh other area that we have a lot of flooding we should have call ours Creative Landscaping all these years the the other are we had a lot of flooding on was down at the end of Delaware Avenue uh between Cedar and Willow um by those the little houses up there that that's a very low point the water clearly went over but also even at times now when it's not that high it's not a crazy storm the water is still very slow getting out of those drains though if you could look at those drains they appear very clogged inside with leaves and other we discussed that okay yes they they are clogged that's just a little drained about this big oh yeah it's about put in because it's 12 yeah yeah it's 12 and you can see all the rock and stuff that went up inside I don't know if that might benefit from some sort of duck bu that that would as well we tried to TV it and we could even get the camera down there so yeah that that would need to be cleaned out and I agree with 100% a tech Val on there um would be warranted uh as well as when we do our seaw wall the one out there there's actually Zu Mansion has a a su pump that pumps out there that we're going to expect to go out and there's going to be three to four drain lines in the that we're going to put check vales on as well okay um so the wood can only flow One Way um that's property is a lot higher too do mother nature my grandfather the sea level rise is is following the predictions from the last couple decades so the state is looking at sea level rise one and a half to two feet depending on what what high range or low range but it's you know what we what we experienced in the last couple weeks it's not going to get better I mean it's it's going to be over the bridge it's going to be over the roadway yes we need to harden our our homes we've got Utilities in the basement and you're changing something out put it up on Center blocks uh basic things like that to start with there's a lot of resources on the township website for flood flood protection fee information so a lot of resources there on much lower cost things to make your house defens flows yeah yeah I it's was the high I've been in my house for 36 years and it's the highest I've ever seen it and you're right on the creek also I'm right on by the bridge yeah yeah he's on the he's on the creek too yeah it was surprised it was it was seven inches higher than it was in Sandy in my yard wow did you get water in your Bas Harry no I'm lucky enough that it it it came up to I have a back deck with steps and it it covered the first step yeah mine went up in my yard too but it didn't go down or didn't yeah yeah probably another eight or 10 inches it would have hit my house but it wouldn't have went in so I freeboard on there Harry is it true I think in the Del Rand meeting they had the other day about the flooding that the Army Corps doesn't permit them to pump the flood water back into the creek when the creek overflows until toel ran they weren't allowed to do anything about discharging that water back in I never heard of that I could see while there was the sewer line break they wouldn't be able to yeah they did have a sewer if it wasn't a sewer line break I there I don't that's news to me yeah yeah I've never heard of that I'll talk to you about it afterwards all right anything else Harry um that's all I have good anyone else have any questions for Mr Fox thank you Harry Doug we didn't forget about you yeah appreciate that you got equal time um I am only going to report on something that's later on your agenda and it's really for the benefit of the public and an ongoing uh discussion we've had up here about the industrial zoning and our rezoning of a number of properties to the I3 District um last uh summer we undertook that rezoning and in September uh essentially what amounts to two entities um fought a lawsuit against the township challenging the zoning as we've talked about a couple of times we sat down with them to figure out what their concerns were our concerns were uh proliferation of additional warehouses uh in the municipality and the impact that that was having uh on the township so when we sat down with them we were able to sort of come to an understanding of protecting the concerns or interests they had without frustrating what we were trying to accomplish the result of that are these settlement agreements that are on the agenda tonight um it's a settlement just like anything else it's not perfect it's not uh it's not everything that um would apply to the I3 Zone properties but it does prevent the warehousing and kind of warehousing that we were um endeavoring to Pro protect against in the first place the uses that are being proposed uh should not create the same concerns in terms of um increased impacts and truck traffic impacts that warehouse of that size or scope would have if if uh developed further in town so it's again achieving what we were setting out to accomplish uh working with the business Community to to make sure that we were listening to what their concerns were and resolving them uh as appropriate so I I am happy with where this came out I will also say that Scott Taylor the township planner who was here earlier has spent considerable amot of time on this issue as well just looking at it from a planning perspective and trying to you know make sure we're accomplishing what we intended to accomplish and are not frustrating um that original goal and uh and so those are those are on for Action tonight we will um continue to work on those issues as they are presented but that would resolve the litigation and the large scale benefit of that is that the I3 overall would remain in place and again the underlying goal of what the tat was trying to event which is it's you know sort of substantial Warehouse development in the in the um accompanying truck traffic that goes with that from further um becoming essentially the dominant use in the entire industrial zones Mr R know can you just talk a little bit and I'm not going to say a whole lot because I don't want to trip over myself but just that there's a couple timelines or a couple requirements that this will reappear both here and at the planning board and that doesn't necessarily mean that something broke down but this is part of a normal process to execute this so in terms of real world impacts what we anticipate out of the settlement process is that uh 401 Creek Road uh which had a couple of development proposal iterations on it previously one for a um what I'll call an aggressive uh Fleet Maintenance uh yard and then uh a warehouse and now a scale significantly scaled down Fleet Maintenance yard the intent of the settlement is to allow what they originally proposed for the site but at a significantly reduced footprint that will allow for substantial buffers around that uh property and protect uh the adjacent property owners and provide you know a secluded location for them to carry out that type of use that's really the only anticipated visual change that the municipality is likely to see for years um the other properties across from that at 450 and 500 are um likely to stay pretty much as they are are right now although we understand that vroom is uh if not bankrupt essentially scaling down to us to a significant uh amount where their their used car operations won't be operating anymore and then uh the other piece of property is the Ferra Point Property stylex occupies that stylex was recently acquired by a company called flock but they're a furniture manufacturing company and the anticipation is that that name and use will continue as stylex at that site for another four or five years at a minimum um fairo has said that they would love to keep that tenant even beyond that but um that's the anticipation with that this will result in further action at our level this will result in further action at the planning board level both in referral of planning documents and in referral of um actual land use application by the 401 Creek property uh which is a company called Criterion um I found the corporate entities to be reasonable and you know understanding what the Township's concerns were fairly expressing what their concerns were and then working with us to try and come to some mutual uh ground that doesn't uh that doesn't leave them hanging out to dry and doesn't doesn't frustrate what we were trying to do in the first place thank you good thank you anything else Doug that's all tonight all right thank you very much let's go to Mr Schwab our Township administrator okay thank you um of course the ongoing uh budget planning we have a meeting our next meeting is the 26th of February and after the regular agenda for that meeting there'll be a work session uh and we are inviting I'll be inviting the representatives from the various organizations that are funded by the budget then the afternoon of Tuesday the 27th we have a uh work session with our auditor who will have completed the annual financial statement and we'll be able to see what the impact is of all the requests on actual tax rates and operations and we'll look at Capital items uh you have in your agenda a number of things that one is the cyber security Grant there's a minor change save us a couple dollars that uh uh Bev and jams put on your day uh we also have in this uh consent agenda the first reading ordinance for the purchase of street sweeper where uh the state storm water management plan requires that we do what we like to do also which is sweep our streets more off and keep debris out of the the waters so they don't get silted up as Mr fenmore explained uh the purpose is to buy the sweeper we are negotiating with our neighbors for a shared service agreement for them to be paying part of the cost to get use but we have to take step one which is fund the sweeper we have the down payment money was funded last year's budget so this is to make the next step for purchasing you'll see a temporary capital budget also which covers that um and uh as a followup to what Harry talked about with the seaw wall based on the fact we're ready to go we have a timetable you'll see at your next in the month of March there'll be a similar Capital ordinance for supplemental funding for the seaw wall based on the last estimate that he gave us last year we funded the down payment but we didn't do the ordinance until we knew we actually had a project go ahead with so now we're ready to go you'll see that coming up the other things I sent you we got today uh the county history uh Grant was approved second year in a row that uh our history board is successfully gotten a county Grant and so we'll be moving forward on that they'll be either it'll be either included as a uh in our budget or there'll be a separate resolution to amend the temporary budget if we want to move faster than the regular budget uh allows so those are the things we're working on right now thank you Richard let's go to the department heads Chief tier good evening thank you mayor uh my report's fairly short I'll start off with January's uh statistics from the police department uh initiated uh 17 uh police cases there were 111 motor vehicle stops conducted there 49 motor vehicle violations issued uh they handled 87 calls for service they handled uh six motor vehicle accidents they made five adult arrests and five contempt uh arrests um I presented the budget to the uh Township committee since our last uh meeting recruit Warf is progressing through the Atlanta County uh police academy and he's on uh he's on Pace to graduate in April they're more than halfway done uh recruit currs is scheduled to begin the glester County Police Academy next Monday and uh this past Friday we had our vehicles calibrated for the first time uh of the year they do that two times a year and that's all I have to report tonight thank you Chief Mike Chief are you happy with the renovation of your side of the building so what is it are you happy with the renovation with the results we are um I anticipate here from State Department of Corrections probably in the next two months two and a half months uh at that point I think we'll successfully have uh you know done ourselves a favor with what we did with renovations to avoid the headache that we've been facing for many years since we moved into this building never easy never easy no a lot of work hopefully the Department of Corrections is just as happy uh we've been in communication than they seem to be it's just the final check off is what need thank you thank you anyone else have anything for the chief all right let's go over to Mr fenmore good evening um we picked up 24 cubic yards of brush from related storm and Christmas tree pick up uh we cleaned up uh Gateway Park and the end of ran cookus and Pennsylvania uh there was a lot of debris around there uh we cleaned up the boat ramp the boat ramp took 14 loads of debris with the loader wow uh fortunately we had a um dumpster out back that we utilized so that helped uh we cleaned up the bab Bru field uh we also did some cleaning up on Delaware Avenue from uh Cedar and Willow that the tide came up that's a real low point there uh we started turning the leaves and boy they're they are really really wet that's all I can say which is good um we we're going to start cleaning up the West Avenue field and the firehouse um and then uh we started uh inspecting the storm drains we found one of the storm drains down at Oakford and Delaware the the bricks are falling in so I'm going to have the uh County Road Department they're going to bring somebody in and take care of it for us and we finally uh cleaned up for Pete the historical boy up there popular Street and we edged and raked it all up and kind of made it dressed it up nice and cleaned it up for him so looks looks very good hopefully that'll be done yeah looks nice and that's it John that was 14 dump trucks at 14 loads with the loader oh with the loader okay and that was at the boat ramp on Delaware it was the debris what what I did is I pulled out all the trash from the debris and then I what do you do with that debris the big stuff we had to take out cut up and I made three Loops just with the big debris that we made we put that in the dumpster and then I called the county and I said look you know I got all this wood debr what what am I supposed to do with it I said it's got a lot of trash in it and so he said just put it in the dumpster and bring it you know to the dump so that's what we did thank you all right thank you Mr fenmore Mrs lore um actually I'm going to turn turn my uh report over to Harry and Beth they attended the last uh Community Development block grant required meeting and it was Delano's turn to have their Spotlight presentation so um I'll let them give their report on that cdgb meeting yes IED the meeting on January 11 and Har wonderful presentation discussing plans going forward with the accessible ramps streets um talk about the project that we have underway now that we'll be doing in the spring um and first to get our 2024 application yes very they were very happy about that yes you know talk about identifi 160 areas in need of ramps Replacements or repairs and we appli again this year 37 of the SC and last year the amount of money that we got be able to do 10 RS and that's us 50,000 from CG and $6,000 not covered by um couple of changes going forward um the cut is really going to be looking at Timeless of um starting projects spending the money um in you know getting reimbursed um deadine be September yeah deadline is still September for this the future project um and we we are ahead of schedule we're we're in front of everyone anyone else um so they're very happy about that but they're they're very concerned because it's HUD money and HUD on its account and HUD makes all the rules of the count have to follow basically um so HUD is shortening the timeline that we have spend the money after they give us the grant um so the process through through Richard how we starting our design before we get the grant works very well because if much more timely with it so we should be fine going in the future but some other towns are going to be in trouble because they're not getting things done we're all set good you go good job on good job yeah thank you I absolutely thank that she keeps you in my toes trust me she keeps us she keeps us all on our toes I have a question for John um Gateway Park um the lights aren't working at the Gazebo and apparently that um breaker keeps yeah it it's it needs to be replaced it's not very good and it could be a problem so okay could you call Chuck about that maybe he can do something there I know I know Phil was involved in that too with the electrician right your deal we're waiting for the electrician to get free time to get back out there oh okay all right okay he also add station sprinkler system station oh okay I did notice there was a water bill for Gateway Park and I was wondering why if we had the water turned off I think there's there's always a minimum minimum is that it was get bills not usually much more than that anyway yeah for um feel the dreams we get if there's zero usage um we get I think it's $180 a month it's American water bases on the size of the main that goes in there oh okay the size of I just thought it was strange because I don't remember seeing that in the winter before and I did mentioned to Phil um talked to the plumber out there because I was looking at the bill and it showed we had about 2,000 gallons of usage actually of water at Field of Dreams in the between December 22nd and January 22nd and unless we got leak out there we shouldn't be using any water so I mentioned that to Phil's going to talk to the plumber about that wasn't there something with the electric we had that problem a couple years ago the electric and we did find a leak yeah I think that we didn't see anything on this month so I guess that was whatever was left over I thought it was 300 and something this month I know it was high yeah I think I wrote it down I thought it was 300 and something this month anyway we should look into there's there's now a separate bill for the towards the well there's there's two separate bills it's not just the bill for the building fod yeah there's another fod that has nothing to do with the building has to do with the irrigation system you're good we're good all right yeah you're good resolution 20 2441 resolution authorizing and directing the execution of settlement agreement to resolve 401 Creek Road industrial llc at all versus Township as to properties at 401 450 and 500 Creek Road still move are are we voting on it is that what you want or I mean I think Doug gave an excellent um you know explanation of what we're doing this is the resolution authorizing the settlement agreement for Matt to sign so I would move uh yes that we go ahead and accept this um Mr ton was it just your desire to make a comment at the time of your vote Yes okay can I make a suggestion that we just do both together then is that okay yeah that's sure that fits the bill yes thank you and so we'll we'll also do with this vote 202442 resolution authorizing and directing the execution of settlement agreement to resolve 401 Creek Road industrial llc at all versus Township as to the property at 740 coopertown Road motion yes and I will make that motion and I think that the township uh I know Carolyn and I worked on this ordinance uh initially uh to stop warehousing in Delano and um for just having two of the uh businesses come forward to object to our ordinance was pretty good when you think of all the businesses that were involved and this negot negotiation actually worked out pretty good for both parties so I'm very happy with the settlement that we came to call call second the motion to approve resolution 41 and 42 all right motion by Fitzpatrick second by Miss Seuss we have a roll call please Janice Mr Patrick yes Mr olette yes Miss Seuss yes Mr Templeton uh yes and I do appreciate Mr heinold's extensive description and elaboration on this uh the contents of these two agreements um I'm hopeful that it will do everything it's advertised as and what the the township and what Mr anold has worked towards um but uh like a lot of things in in this area that the township deals with uh there's often not the perfect solution or a great solution but a less uh onerous uh Destiny or future so U I vote Yes on this and hope for the a good future for these properties thank you okay that was for uh resolution 22441 and resolution 202442 five committee members voting in the affirmative thank you thank you Janice all right uh resolution 202 24- 43 resolution of the township of Delano authorizing the live streaming of audio and video of Township committee meetings any objection to putting these two together or no I just um let me just read the second one then did I on 43 I'm not sure did I miss a meeting or this discussion on that they were we were going to be doing this as a committee I think we've done that over the last couple meetings and we've discussed streaming meetings over the last two years
