concerned about the Walnut Street School field i b brought this up before at the board of ed meeting um now that that land is not tied to a school anymore I'm concerned that um the government the state could look at that as being used for um affordable housing so I was looking through trying to look through some of these regulations and what land could be excluded from being considered for affordable housing and I found something that said sites designated for active Recreation or recreational purposes in the municipal master plan those that kind of site um might be taken off uh land to be considered developable for affordable housing so I'm wondering is that um is that site on the municipal master plan as uh Recreation do anyone the answer to that the Walnut Street School field is it on for I would assume it's on a tax it's on it's Zone I was uh I would just saw on Facebook that it was zoned as Recreation but it's is it on the municip master plan as Recreation well that lot there the lot the half of the lot closest to you with the track on it I'm that one has a deed restriction on it where it could only be used for recre I forget the exact word but Recreation and uh athletic purposes for the residents of the Township from when the township conveyed that to the Board of Education 50 60 70 years ago okay but is it on the municipal master plan list so that I think it's important as maybe a safeguard to keep it used for recreation because I'm not a lawyer but looking at um some of these new regulations or not actually what I'm looking at is is from 2014 it's not new it said that those that land um deemed for active Recreation or recreational purposes should be on the municipal master plan but then it says also municipalities May Reserve 3% of their total developed and developable acreage for active Municipal Recreation and exclude this a acreage from consideration as potential sites for low and moderate income housing so Delano already has Pennington Park and um West AB so maybe we already have 3% already for active or for recation is that right true we're well above that we're well above that so that wouldn't be um but that property is per uh tax coding is still the bo bed property and so that's outside any Municipal Recreation listing it's not on the recreation open space inventory through D's Green Acres Program because it's Bard to that property so it's so the Board of Ed would they be able theoretically to put it on the um recreational open space inventory list that's a municipality function it so would um could it legally be transferred over to the municipality to be put on that list as an extra protection so it would not be deemed developable being developable for affordable housing as Mr Barty mentioned there appears to be some significant restriction on it at present for a good part of that that lot uh but as I said it's presently bard of bed property and it's expected to remain Board of that property period and legally it could not be transferred over to the town that's the bo of that question they would no I'm just saying if even if they were amenable that sort of transfer could happen I will just jump in I I'm not familiar with she's asking for a legal so I just felt U I'm not familiar with with the piece of property that you're talking about U but certainly I'll I'll mention it to Mr H who's the solicit on the normal basis and and have him look into you know whether there's anything that we can do from the township perspective to u to address the concerns that you've raised okay thank you those are my questions thank you m garma anyone else has any questions or comments there will be another session later on in the meeting in case you think of something all right we will close this portion of the meeting and go to comments and reports start with our professionals I'll start with my left Mr Rond um the only thing that I have uh and this I guess goes a little bit to the last comment as well uh Mr heinold did want me to uh give an update as for the benefit of the public um the state has issued new rules with regarding to affordable housing um thankfully because of the the diligent work the township has done in the past uh with their planning and compliance uh the initial review from the the expert uh seems to indicate that Delan is in a very good position uh to achieve compliance with the new rules without the need for any further substantial development uh the Township's final number is an estimate at this point so nothing is set in stone uh but but um again it seems like because of the the planning that the that the township has done through through the years um we're in a in in a in a good spot and hopefully we will not have any any need for further affordable housing at least for this round of of of affordable housing that's all I have for my report yes all right all right go to anybody have any questions for Mr random no all right Mr Fox the floor is yours um my stat um the new sea wall as you know we with that contract through construction um have met within several times since the awards he seems very eager to get started on the project and um he's very we go um we are having a PR construction meeting tomorrow at 10 a.m. at Town Hall um if anyone would like to join that wasn't invited feel free um that's mostly to do half keeping things like that just will the project uh in some detail he is he would like to start actually and I know that um people are probably seen the stakes out there in the live they are survey Stakes um as um posted I on Facebook and on the website I believe um so service St and we ask any the public I know no one here will do it but um nothing start space to do out there um they're important for the the layout of the project they will be contractor will be putting up a fence a safety fence around the entire property about 3 off the sidewalk once you start materials and equipment so that will be no access um but until then could still the stat the park will be closed Park will be closed um the field of dream access road I I did order the speed bumps and they're scheduled in on Thursday uh to John um they I had them make sure that they have a a lift truck so you don't have to break the back um I shouldn't be that heavy should they well there there's two of 2 of them and they're than yeah it's all P so so that should be coming in I gave you a name to and should know Thursday they removable yes they are removable they're yep y the bolt down um light bolts and they're black rubber with yellow safety stripes and they also have what we call cat eyes in them so it like time reflect all of them um and yes it's just matter of in the winter time unscrewing I guess it's prob about 15 volts each and lift them up and take one um also with that we straighten this speci sched for this week I don't have exact tapate yet as soon as I do I notify everyone by email been kind of tough situation our parking here but as soon as we uh we know defin schle again I will let everyone know they are going to restrike R and um Nu any of effective strikes that are out there stri crosswalks um stock bars um so that that's being done good repain everything um and we we actually making put in some of plastic for the one way On's Edge uh because that driven on more the yellow lines side yell line from side can be pain but rather than have it wear off in year or two we put for the turn good they're already gone theone they just did it 4 months ago yeah the the uh yeah one of the supervisors came out with that and couldn't believe it um it's like water colors it it was I've never seen that before but they're going to have to um the storm pip onra Avenue on 719 across the 719 yep um as you know there's that fight cloged and damag I'm getting quotes from at least two contractors to get quote to place the entire from [Music] Inlet another spot the PIP broken or damage so we have options we want to replace the whole thing we don't all the place for it if you want to just do the repair is the section between the two curbs okay yes okay so it's just the part underneath the the land yep okay well that's good um and I asked them to to include s instead of seed to for restoration so we do have one place already and I'm waiting for the second place um we should be a any moment now did you say the duck bills are included in that price or we're going to do that separately afterwards no we're going to do duck bill separately afterwards okay yeah um and I was suggest duck we can johy around and look around and see where we want to put duct graic can and then maybe do them all at once can do um Creek Road uh the lighing the field lighing um we are receiving bids on the 20th um one you're you have a resolution what we kind of worked out was to we could purchase the lights and all the musular equipment through the co-op program uh we not the B for that anything we can just do purch order and get the lights ordered I I I sent an email out today a chance to read it or that but um essentially what the benefits are students if this gets approved we can order lights tomorrow so that starts the lead time for the manufacturing steelc they do have concrete bases more available which takes time as the ACT leg fixtures and pul so in specifications we have that the contractor has to install only that kind of wiring and concrete bases um by ju I believe up to supply 30 something like that so all that work would have to be done uh and as soon as the light Poes come in he has 14 days to solve his light hes um and that's just really a couple days worth of work CR yeah they're all just pre basically preem Erector Sets so the majority of will work digging for the conduit and everything will be done in July when the fields are closed yes and hopefully if the lights come in quicker you know mus as much can they make quick may have the whole thing done by the end of July that's the the B we're trying to do that they going to have a good irrigation map to work yes and yeah please yeah and we're going to we're going to lay out the location of the the poles um because there is between Fields one and two there's a change so make we that please and and we do have the plan of the irrigation system a lot of mar out there'll be a lot of mar out yeah um but these guys just that's all they did so we've already had I'm going to say five or six contractors pick up ums so so that's a good thing so so that's where're questions um and the last thing is cdb Grant 2024 um we we did as you know receive 75,000 for that we F from that to do 37 or something like that but that's all money that we receed so with that money we can do about 15 minutes um under under today's prices we'll meet with um and Richard John and decide which r and we'll bring that to committee do that next M I'll and that's all uh circling back to flooding and duck bills have you have a response from Mr Brickley about the Riverside flooding he is still insisting that it's not need it and it won't work but he hasn't given a reason why now he relies on a report that was done 20 years ago or so um and I don't agree with that but it's it's it's his Ro um all right we'll go another route on that then yeah cuz it it will definitely work no you put a plug in it the water stops going up it's it's like Elementary School sign is saying all his Reports say that it's not coming up from the P it's coming down the back of the property I don't understand why he just doesn't look at it he lives in Riverside we could see with our own eyes it's coming up through the pipes he lives in Riverside yeah okay we'll uh we'll address that another way yeah any you want to have any questions I do I have a couple questions all right Harry Ash Street I haven't talked about this in a couple months can we get a status on that uh yeah we still not have heard we have not heard from the state they provis for they actually told us verbally months ago several months ago yeah um that they did riew it and way the report they're down to one person in that office that's handling the whole state yeah and that's last I will email just to remind um fing the handicap ramp redo that the subar work that was done where we stand with that yeah that's um we removed the tree DED it for us um the tree on wal and um that had to do need before they can do real conrete work to fix that R so that's fun now and um going to contract after as soon as possible he should be out there within I would say it'll all be done in the next two weeks and that's including the um the black top at the edge of it yeah black top there's bad slopes of some of them there's bad finishes on some them um it's wasn't a great and uh we have it he has the buch of but we waiting for the tree so we can do all the street end seaw walls the dirt that's eroding away when it meets the grass do you have any suggestions for that yeah I'm going to contact the contractor uh that that did that this technically you still the spot he still going main F and we have P out there but I I will get him out there to bville um that there's to yeah that's everyone if he doesn't we can do it and not charge but the UL got ask so yes we have contact him if he he fixes it great if he doesn't we can do it back charge back Char the contractor plant the trees to the new trees that are down there he he only did bushes there some bushes that there's any trees that one yeah the one at Oakford is dead yeah thanks I think that's it oh last thing Harry um the zerber park did the uh Hunter research get out there and do that photo documentation survey that the shipo wanted no I they promised that they do it in two weeks and that was we can have so I'm going to call them again tomorrow and at least get that make sure that they get yeah because we got to start that work Qui now so the B yeah preons tomorrow yeah technically we start July 1st um actually driving the pilings and all that the preconstruction but he can come out before that and do some clearing and get set up materials in there and get ready to go so first and ideally we don't want him to do that until after hun takes the photos yeah I'm going to be on tomorrow okay all right John are you going to be at tomorrow's meeting no I'll try to okay I'll figure out when he's going to start and just email you about the benches and stuff when we got to get them out I just want to leave them there until the latest so people can enjoy them and yeah all right and and this this to use um as I wrote you before we one thing I is on the software for the assessor's office uh our new assessor has proposed changing the software to a upgraded version that he is more accustomed to using and uh I sent you information about it uh for the 20204 term there's a $750 extra cost for that portion but the overall cessors uh budget is $3,000 the expenditures will be $3,000 underw budgeted so and then the cost for the software on an annual base afterwards is less but it's only because we're doing the B final 6 months and then we'll do a new uh contract in January so if anyone has any questions I'd like uh to you know have somebody do a just a a motion to authorize the uh purchase of the new cessor software as I propose I'll make that motion to purchase that software all the ma final statistics for the month uh during the month of May the officers handled 13 calls for service they conducted 89 met vehicle stops issued 32 met vehicle summonses initiated 19 police cases and there were six adult arrests uh don't have much of a list but a few things just to uh touch upon um over the past couple weeks the officers attended the direct Department's um movie night where top gum was shown um we also started our wellness program with Dr Kelly so far uh four of our officers have attended and getting good positive feedback so I'm happy to report that as uh everybody knows that was a uh program that I I really pushed for and I'm I'm happy that everyone approved it um the officers attended the Pearson 5K race and also on the 7th we had two of our officers uh participate in the uh uh the torch run the law enforcement torch run for Special Olympics uh detective lipic and officer CA represented us and it was uh nice to see them uh participate again this is the second year if they've done it um this Saturday we have our uh we're going to try it again the coffee with the cop it got rained out last time so uh you know hopefully everybody can come out and uh meet some of the officers it'll be pied out from 9:00 a.m. to 11:00 a.m. uh we're really looking forward to that um and the uh last thing as a report we had our uh uh we had a supervisor meeting on the 5th uh which was uh which was a nice uh meeting uh during those meetings we discuss to topics uh you know good bad and different that are going on in the department to try to work together together to form a plan to make make sure uh you know we're operating at the uh the best we can uh so that was a uh a nice meeting and we'll probably have a departmental meeting coming up in the next uh month or two once we get settled down with some of the other events and that's all I have to report tonight is there your recruit graduating this month uh he'll be he's scheduled to uh graduate on the 20th great so awesome looks like he's uh he's he's going to make it but uh okay we'll we'll see that I'll report back uh after graduation okay very good looks like you're gonna have sunny weather yes good evening um we picked up 60 cubic RS of brush uh we cut all Cal properties four times uh we cut two residential properties for the zoning officer um turn the leaves we removed one tree at West Avenue Trail put out a half a ton of um patch for potholes we line the drag the fields 13 times we deliver 20 yards of compost we put up all the flags and now I guess that's my next question you want want under state of Flag Day for Fourth of July why yeah okay just cuz a couple of them are getting a little Tangled so they get caught on the telephone pole if you see one that's ripped take it down if otherwise keep the rest up we finally swept the whole town we finally replaced the door that has taken almost two years at the Public Works garage door that uh it's been and the doors that they make now are way better than the doors that they had because the doors that we had were bad doors they let water get on the inside and they rust from the inside out and when you mix salt with that they really go um we had this sweeper letter I don't know if anybody saw it around yeah finally got that that looks good um the ditch at West Avenue the to the river uh I got the county in and they cleaned the ditch out they removed several trees in the ditch like behind the um Nicholls there's in Beverly side that were stopping water restricting water so we finally got that all cleaned out and they took away 2 30 yard dumpsters of the brid all locks and I went there today and there's a real big log back in it already so that's on going um I got to trim uh the two trees out of the Field of Dreams for Wi-Fi so they look a little big hole in the middle of the two trees that was there for a reason the Wi-Fi is getting to the telephone yeah they need to get that done and we finally got our paint lining machine and we had the guy train five of us on third Friday no Thursday Thursday and uh um it there's a lot to do with it but the most important thing is to clean it when you get done that's the most important thing so till we get the feel of it we'll we'll start practicing and we'll go to town John the uh the the sprayer it can do Street line curve lines Fields what are what are all the aspects of it we can we can paint the we can paint the curves we can uh paint the stop bars and we can line the ball field you know I mean you know the Outfield line yeah and then we can do the soccer field good great so all the curbs will be done by next weekend right very good yeah just it it's it's going to take a little get used you know running the machine out there you know but uh everybody was nervous when we were running the other day and we only had water in it but there's a lot of there's a lot of stuff you got to learn uh you know the three steps you got to do most important and once you get the feel of it it'll be like nothing yeah good hopefully hopefully don't jinx yourself John that's all I have all right anyone have any questions for John no actually I got a late question for the chief um the stuff that's been in the news of of community events and kind of out of control crowds most a lot of young people don't want to blame young people holy but um I would think that's that's a topic of discussion amongst yeah it's it's colleagues and yeah obviously with everything that's going on multiple events having multiple issues you know I think the key with the you know we're all trying to formulate plans now of you know being overprepared rather than underprepared but uh sometimes you know when take take the shore for example I mean it's hard to combat when you have thousands of people show up at at a location and uh you know you got to use a whole County to call in uh law enforcement to try to you know so uh you know with our our Our Town luckily I mean our events um you know we can kind of prepare more I think uh for bigger events like our cookout with a cop which we're going to start talking about doing our second uh cookout with a cop later in the the summer early fall um so it's just a matter of making sure we got the Manpower and um you know we we do our homework and try to do everything we can to prevent that um you know an incident like that happening so just a quick SL not to picky back off of that I attended the Edgewater Park Centennial event on Saturday and uh there was a huge police presence there all the Edgewater TR Edgewater Park Police Department was out there along with the sheriff and uh it was great to see everybody out there but there was no no incidents whatsoever it was a nice event and uh hopefully the incidents with the problems are not the norm going forward well they stayed down the shore at least I know thank you M lore yes the one thing that I have in your packet is a copy of the proposed uh detailed affordable housing trust fund monitoring Port under the uh new round four uh affordable housing requirements we have to submit a detailed uh uh trust fund report and it's due this Friday to the DCA um it our affordable housing planner has prepared that in um we had to break down the categories between residential commercial industrial and undifferentiated so that uh was in your packet for review and so I'm just looking to um for a motion to accept that so that it can be submitted by this Friday to the DCA as required under the round four regulations I'll make the motion second all question that's good we know that good so but then also thing too is I've been had some conversations with the chief here about a couple other issues that are going along on the path there okay and Chiefs going to take care of that had to do with the motorbikes that are on the path I came across yesterday well motorbikes but then ATVs and dirt bikes 9:00 10:00 at night no lights on 40 mph Al oh that's I happen to be out there fixing lights on our building that's way I can see where s where they're sitting or where they're going and I was up 20 ft up in the air and they came whipping on by I heard him coming yeah so but the chief said he'll take care of the bo CU they're hvs and dirt bikes they're not e bikes oh make sure tell the residents to call yeah I I'll I'll get on them about it live along there and stuff but I was up in the air I was about to make a phone call is that the first time you've heard that had heard them come through there no from what I found out they weren't that is the first time but that's the first time I've seen them most residents don't want to get involved understood and that's that's the problem I run into with stuff but I keep baring on it in fact my notes from tonight's meeting will the call yeah I mean the president don't have to sign a complaint right it's just that yeah so but at least it gives us a fighting chance to try to do something about it but they were going 35 4 M hour along no lights on them know I heard them coming and I turn to see them they came whipping on off very dangerous you can't get the cars back there right on the
