did the SE bids for the sea wall still reviewing those bids Harry just pull the mic a little closer you we are the bids um and and do contact and we'll have a a recommendation for the next meeting on that project um the town hall parking lot see that's finished um this week is difficult with the rain um but clear days we down St this week weather weather we also as you know extended the J uh road we paid that way down to the County Trail we added space with two hand parking one Bible and one par parking um we will have that strength as well through this contract um Public Works I was going to install that signs but we we can put we we can St it under this contract um other than that uh that project went reasonably well reasonably well Jus got some extra gray hairs over but your she has no gray hairs sorry yeah have any and you see what happened to me we didn't think about you so but but it's done so it's it came up wrong um the access road we also um suggested uh c i i agree with it to install um [Music] some bumpers um some speed bumps humps speed bumps are used for for slower traffic speed humps are more for a roadway cars to slow down down 15 M hour the speed bumps slows them down 5 mph um with all the kids crossing back and forth and that road now like a drag strip concerned about you know children take so I did get prices um to purchase those they're temporary they're plastic ones you may assume around um and they're removable so we can take them out in the winter time and it won't affect John's snow clowing um mov in the winter and it's been installed in the spring the price for those are um $1,100 each that's not bad for each Coss actually you need three they come six foot sections so it's $100 for the whole width of the road so for one of them um then we would need um signs one two sign one each speed bumps ahead um they're relatively cheap the sign itself is about $65 you know to put the post in um so you're looking at about $2,500 for two of them um to purchase materials and they could be installed by B by public works or volunteers whoever very simp to are they the PVC ones or the rubber ones the Rubber and then they just you have to buy the stakes and the stakes are removable yes we would we would put in um actually BS okay go down so we take the B out remove them um then just put them put them back in so it's kind of like recess nuts or whatever in the ground correct yep yep there I think that's a good idea I've spent many soccer Seasons out there and it's like Atco yeah yeah it look like Landing now so yeah I see some problems there so that was a good suggestion and I agre and if you know that uh they can give [Music] you yeah i' make a motion to approve the 2500 give or take to the uh install the two speed bumps the removable on at the Field of Dreams access road to be installed by public works and remove by public works at the end of the season before winter we we put a speed limit sign on there what is the speed limit take 10 or 15 miles yeah should be a speed limit I don't think there is one but there should be Chief I agree if we're putting speed bumps in you should have the 15 mph speed speed limit yep do we need NS consider I just noticed we don't have a crosswalk that I was going to ask if they were going to stripe that or not to stri that as well I think that's important I think there used to be a crosswalk there wasn't there there to be stop sign and Stop Bar yeah I thought there was a regular hatched crosswalk there I think the paint is just CU it's just like a gravel sidewalk sidewalk between the opening P I think there is a crosswalk on the old part of the pavement right coming from the park and lots of softwalk that's what I'm talking about closer up there isn't there a crosswalk it's a sidewalk F yeah across on the road though isn't there stripes there think the sidewalk there across the road St it does yeah yeah yeah I don't know if there was a strike before that sidewalk was there or not I don't think so so where we would put another crosswalk down where the you where the fence is right before the handicap spot I think we should we should strike that sidewalk as a crosswalk that's that's the delineation and that plan the master that to chop off so I think we should that so we'll need a ordinance to do the speed limit as well 50 m hour as recommended that's right yeah do I have a second of my motion I second it thank you I think an all in favor would be all in favor I okay imaginations all right uh the last thing I have is uh the bab Bo Park we did do the spxy survey um out there and I hav had a chance to to R it and come up survey is done so we can lay out the new PA as part of the county Grant and then also look at options toage just to mention we were initially going to do the um path along Creek Road at the Field of Dreams and do the path from the parking lot to the softball field unfortunately this contractor didn't have have that right equipment to do that so instead we uh designated those funds to do the entire Road and we are going to look to put the pathways on the Babe Ruth contract for that they have the right equipment because it's needed for babeth corre that's what they're doing so right okay than that's it thanks ahead anyone have any questions for Harry Harry uh the one resident that asked about uh lead paint and and apartments and uh having to be reinspected uh she said every three years uh and can you just elaborate on that a little bit for the public uh so we have it on the record yeah it the state came out with a requirement was actually two years ago when when it went pass um but the deadline for it is July 24th of this year that all rental units um other than seasonal units uh have to be inspected for lead based paint if if they're older than 1978 if they're newer than 78 they're exempt um there's also another exemption if it's a multi- u unit development and the state comes down and does the own inspection they get a w fromit state does that inspection um those inspections they have to have the miss one done by the 24th and you get there's two choices you can either get a Le safe certificate or lead free certificate um the lead free certificate is good for forever but that means that we go in there and stuff we go in there and actually cast every payment surface in that house to see if it's lead pain or on it's very difficult to get a lead threee unless you had a fire has it maybe build other than that it's rare to get that um the other one is to L saf and that simply means that the risk assessor looking at the Le risk assessor um determines yeah there's leg pain in there there may be leg pain but it's get in good condition and there not a safety haard um and there's different it's all spelled out on on how INSP uh you then have to supply the C with the LED save certificate uh that also goes to the state and another $20 goes to the state um which actually this is one the thing state does with the taxes that $20 gives specifically into a fund for grants for people that can't afford to Abate the L house so there are grants available anybody knows anyone qualify it's a simple application online um and and may a grant available the the certificate good for two years um so you do have to have inspection and during that time period or if you change the tenel so if you have your Le inspection and next week a new tenant moves in you got another inspection a week later um that's just what the law says and and and one reason for that it makes actual sense because what we're looking for as accessors is hazards for children you can have and we've done several town already you know there there's just one person living in the house and it's an no living person it's not it's not a big deal if you have a child in the house especially anyone under six um any day can be very detrimental to the child's health So you you're looking a lot closer if there's children living in the house um and know we used to pain off the windows and you know that's what kids do so put it on the so say you know Le paint tastes sweet in case you have one that's why how do you know that Harry I I didn't try that's what they tell that's why kids eat it it's actually the case like can't har you said the C is good for two years but they have to have a reinspection every 3 years yeah actually you're your you need to shirt It's Kind ofre how they have you need this sh every two years but the inspection is good for 3 years or TR change it 10 so it's it's kind of um yeah understood doesn't mean I agree with it but understood yeah much like everything else in the state thank you Harry thank you Mr heinhold uh the only thing I'll just mention for the benefit of the public is um I'm not sure if it's been discussed by anybody up here yet but there's a new round of affordable housing uh that was just adopted by the state there's a new methodology for calculating our numbers that number will be issued um through that process later this year and then we have a very short window to uh act so rather than wait for that to happen we are there's been a subcommittee of the governing body established to start looking at the issue with our uh professional affordable housing planner so that we're not on our heels but are taking the necessary steps to plan in advance and be prepared that's all I have all right thanks thank you Doug thank you anyone else have question for Doug okay and now we'll go to our Township administrator Mr Schwab thank you give you a couple updates on things that uh you're probably aware of anyhow number one we have finally heard from Comcast they're ready to install the new uh fiber optic to speed up our internet uh Dan will get that set up hopefully within the next couple weeks as you know we did switch over to the email new email that was a bit painful uh don't be shocked if there's a short painful time when they switch over uh from the uh copper wire to the fiber optic for the other but we'll keep you posted uh everything that is improved sometimes I has some campaign uh I also advise you we're working with uh uh hesport Township to set up a qualified purchasing agent so hopefully if everyone's okay with it and Doug's okay with it we'll have a resolution to allow us to have a shared service with that so that we have someone who can help us move forward and faster with purchases because we don't have to go out to bids for many things that uh cost between 17,000 45,000 which are a lot of our projects so hopefully we'll make that uh work um Mike and I have been working with the flood Hazard ordinance overseers of DP and we think we finally have something that they'll be uh happy with so uh before the next meeting I should have it uh finally put together and sent up to them and get that introduced at your May 20th meeting if any of you want to read those 20 or 30 pages of technical stuff you're welcome to do that also but I'll be sending that out the other thing I'm aiming for that meeting you know we changed our longevity policy from employees effective July 1st and we also so we need to change our Personnel policy for that and also I want to get salary ordinance salary resolutions uh for July 1st uh approved so we can get that posted uh shortly and be ready for that period of time it's coming up quickly and uh the last thing is that uh the shared service agreement with uh Beverly City for the sweeper is being implemented in uh John's work on a uh a sign to put on the side of it and we're talking Rich wer and I have talked about doing a a piece of information put out in the Beverly D to let everybody know about this successful shared service plan and hopefully uh we'll see a difference over time John and uh Bobby and everybody is working well with Beverly and uh hopefully we'll see an impact on that so those are some of the things we're working on sounds good I saw that photo that John sent to some of us of all the stuff at street sweeper up the dumpster the dumpster yeah stuff the street sweeper picked up so that's amazing that yeah yeah the river in the whole town yeah that was just how many streets John yeah so John go DET down into the river and into the creek and then everybody's wondering why everything fell up that's right that's why it was eye opening for sure absolutely do you need a motion to move forward with your qpa you'll have a resolution to your next meeting okay it's just to let you know it's coming and did you hear anything from Dan when the new wi-fi system of the building is going to be installed I think it's probably the Third on his job he had to order some stuff that he didn't think he needed to before I was going to follow up on him but so excited about the fact that Comcast did its engineering and they're ready to go I thought that was the the highest priority but I I understand your need for the Wi-Fi yeah the it looks like our stream went down tonight cuz the Wi-Fi isn't working okay so Deon I I'll ask him tomorrow let let Dan know yeah all right um it's authorized just got to get the equipment put it in the ceiling yep sounds good anyone have any questions for Rich all right and we'll go to department heads Chief uh good evening thank you I'll begin with our uh statistics for uh April uh we ended the month with uh initiating 23 police cases uh there were 141 Motor Vehicles St s conducted and 72 motor vehicle violations issued he offers handled 965 calls for service he also handled 7 motor vehicle crashes and they had five adult arrest five uh contempt arrest um this Thursday we have a meeting at Newton's Landing scheduled for 2 o'cl so we're looking forward to that we're going to have a couple officers there so we will be informative as well as a meet and greet type of uh setting also want to remind everybody about our uh coffee with the cop event at Pi out that's going to be on uh May 18th from 9:00 a.m. to 11:00 a.m. uh this Friday I'm happy to report that Christopher ORF our recruit who is in the Atlanta County uh police academy will be graduating sound great so we're excited to bring him on board we had a lot of training within the last two weeks specifically uh I'm really trying to get our younger officers and supervisors uh some training to uh really uh bring our department up to speed and continue uh uh with the education for the officers uh Sergeant de Dearing attended a background investigation course uh with police licensing uh that's they're really putting an emphasis on background investigations for officers uh so they have criteria that have to be met now uh so we sent Sergeant daring to go go to the course and we'll be sending additional supervisors as well uh when they offer the courses in the future uh detective lip ended a comprehensive interview and interrogation course um that was a two-day course uh Patron Gallagher attended a week-long basic crash in investigation course and that's a prerequisite to become a Accident Reconstructionist uh which we are now being mandated to have each agency uh so that's the first course of I believe it's five uh courses uh p uh Patrol and Korea attended a drug interdiction and complete traffic stop training course and that was a two-day training and this week detective detective lipic is attending a week-long criminal investigation training course uh so we're busy at the police department with the training and that's all I have to report right now lot of training that's good to hear Chief are you sending just one officer to the accident reconstruction training or is that yeah at this time we can't afford to send multiple cuz they're they're usually a week to week and a half uh long classes for each each course so they're pretty extensive is he going to be certified after this training to do that this is just the first course of he's going to have to go through five courses to become a Reconstructionist understood it's pretty uh pretty expensive yeah sure thank you you're welcome anyone else have questions uh yeah Chief last uh last Sunday not yesterday the 28th of April um there was uh I guess a boom party over in Philadelphia down at that Pleasant Hill Park and I called into central dispatch I know several people that I ran into on the street also called in and the dispatcher said that they were recording the calls uh taking a record of of the complaints and where they were located you know who was calling in um I from noon time or 11: on last Sun Sunday the 28th till about 700 p.m. just loud Thump Thump Thump in the house at times you could you could hear the music uh uh it's 2 miles away and um but back to my my question is is the county is there any effort to that you know of or heard of they're trying to collect well Chief Cal was the Spear of that right and I know I know at multiple Chiefs uh meetings he's he's uh going on the topic about it and it's frustrating because you make the calls to the agencies over in the Pennsylvania um you know side of the river and uh a lot of times with Philadelphia we get the same response you get to it if we can get to it you know they they they're busy you know we understand that but I mean it's it I can't say I mean we're continually having these problems so obviously right you know there's something still not happening to you know deal with these boom parties well the current the New Philadelphia mayor and administration seems to be aggressively taking care of business downtown and I'll have to get back to you because I don't know what the lines of communication with with with them are right now so I don't want to speak on something I don't have the knowledge of but I agree everything they're saying seems to be like they're taking more proactive approach for battling these types of uh you know crimes my and I was in touch with um mayor D's office and Ben salon and uh his um they don't have Chiefs there but whatever their equivalent is cuz a lot of people thought it was coming from the uh mall but that's in their district and they said no we're patrolling that it's not coming from here and that was yeah the burnouts yeah they're just as frustrated with everything going on there well right they're closer than we are yeah right it's the 15th District by the way in Philly that area 8th and 15th yep yeah we've we've over the years we've been in touch with the E and you know a lot of times we hear the same same but but again I mean we're in a time where it seems anybody can do what they want and there's no consequences I mean you know we know that better than anybody unfortunally um but to bring it closer to to home uh loud loud noise from Cars uh someone's you know speaker system in their car driving up and down our streets uh you know there a that one vehicle that tra that drives around uh you can hear three four blocks away and how someone can nine square blocks of our town with his mixtape of I don't care if it's boach or Beach Boys or Bad Bunny your music doesn't need to be in my house right and and we do have an ordinance for it right and so I just want to reinforce that that if there's you know someone who's disrespectful of our community that they get called in uh it's it's in the in the scheme of things is probably probably or it is you know a lower grade offense but it's quality of life in our community absolutely and when it's here I mean we I expect our officers to you know address those things because we aren't Philadelphia where we you know not saying that we're not busy for the you know the volum of calls that we get compared to the officers but you know I expect our officers to be addressing those things and I'll reiterate it to them it's hard I think it's hard it I can hear them when they come across the bridge and then a lot of them do they come down ran cook first but it's hard for me to get the license or something I was actually right behind one of the cars the other day was a white Mustang I should have taken a picture of it uh and and he does drive through town occasionally but some of the newer Vehicles they make them loud like that but a lot of them put their radio up so loud that that uh when they have those booms from Pennsylvania it gives me a migraine headache because it's constant if from outside and it's and it even comes in your house it's it's and I call them I have the district 15's number yeah and I mean obviously you know it's not only here in Delano because it goes all the way it's all along the the river absolutely but what I will tell you with the noises in town through my experience being here most of the success we ever had was actually when we're in the area and actually you know catch them because you know you get calls and half time it's after the fact or when you get to that location they've already gone last um last Sunday evening Missus and I and our respective spouses were returning from an event in Philly and we were driving up 95 and we saw one or two of these boom cars with these ridiculously sized speakers strapped to the roof and I've never six foot speakers yeah I was number one mortified number two impressed uh and it's just how are they just not pulling them over I it can't be legal but uh yeah even more impressive you you referenced Bach or Bad Bunny I'm impressed you know what B bunny is yeah me too I I I had I had to write it down so I got the right one but so there's a whole I know you're not a big Facebook person but there's a whole uh group called inconsiderate late night Philly music there's 6,000 members from Jersey that will post starting up in palyo we here in Morris toown and there's actually 15th District um meetings Community meetings that they set up to address this so the 15th is trying their best but if you join that there's a lot of information on there and chief Cal is on that he's been keeping everybody updated and the city needs to shut down that Park the city needs to shut down that Pleasant Hill Park I mean I drove over last Sunday uh to River Road over in Del Ran by the treatment plant and to put eyeballs on it I mean in my previous life in the Army I I was a scout and my job was to find Targets and blow them up and and and the line I usually got from Philadelphia was the record now it's it's somebody else it's not us it's some I said no I'm looking at you and and that's what it is I mean somebody's going to go postal have frustrating keep you know a couple years ago I you know Chief Des sent me to a meeting with Chief calii and a couple reps from the eth and 15th district and their biggest concern was violence or shooting at these at these meetups at these boom parties because it's just an out of control solved sadly they mve that was their biggest concern they know they have the police scanners they know when they're coming and I I'm sorry I do have one more point just because it we put it out to the public um we had a luring incident um recently and just to give everybody a little heads up it's still an ongoing investigation but I think it's important to to show the type of work that our detective be doing right now uh we have identified a vehicle and a potential suspect so we're working on leads um so I I just wanted to make that uh aware the committee and the public good for the keep everybody hopefully uh have more info was there a time of day on that the time of day that occurred I think it was like like 82 okay so that's why the video wasn't that great the CU it was night time good plus the car was moving yeah yeah all right thank you for that uh Mr fenmore your turn yes thank you uh we picked up 72 cubic yards of brush chipped up brush uh we picked up 30 cubic dos of H spring leaf pickup and as usual nobody can follow the schedule we placed the 13 stop signs got all Township property four time that's weed eating and everything the field of Field of Dreams we just cut to the back side to wherever we are to the high weeds I don't like the fact that those High weeds got seeds are going to be coming across that field so I think we made about 10 passes from the end to to the trail so if somebody sees that you got that done um we lined the ball field 13 times we put a half a ton of basketball out for potle um we put uh two truckloads of millings down at the end of Vine and wers the dirt road to keep squashing out that one of these days we should replace um it's getting worse I I don't know why but I wish that that you telling about that strip of Delaware Avenue yeah right next to Hawk Island okay um I made a pass out the to the Hawke Island there was a couple trees that were blocking the roads um just try to keep everything clear so emergency vehicles got to get out there they can get out there and that's it all right John I have a question or oh I got I'm sorry on um shade tree um I Richard sent this uh notice that Bill had done an inventory story of the trees and I was wondering if you got a copy of it because I think maybe Public Works ought to check this list of dead trees from that Grant make sure that they're all listed this is that's what this was F fill that with the up there the other day and they went over everything oh okay at every section even Gateway Park and like you have anything to add on that did you hear anything about it okay no I just they were they doing the survey yeah just what they were doing they just have like one at Gateway Park and two I mean that's a little little I know it looked like there was a lot of dead trees I see buds coming out on I know but a lot of Arbor vites are dead and I didn't see I didn't see any of them listed on here that's why I was concerned I didn't see any of them listed on this list and I didn't know if you were involved at all you should have been yeah I saw Bill at the uh the tree planting at Pearson on uh Thursday Friday I was track of the week already Friday Friday um and he said yeah they met out there with the D and it was some I forget the exact number somewhere in the high 30s that needed to be replaced we'll be working on that with the contractor yeah and I think Bill was trying to get a hold of the contractor and wasn't having good luck but Steve said he reached out so they were going to get back together on that Richard do you have do you know anything any status on that no I don't I haven't heard any more yeah have a new list then maybe uh if we could get a new list because I know um it just says Vine Street Buttonwood eight Arbor byy but I think there's more than that yeah um and we got to get him in the ground soon because it's getting hot yes we're going to have the same problem again Tre I mean we we didn't did not contract with Taylor people to be involved anymore so it's really up to shry commission to get okay yeah Bill said he was going to continue to follow up with them okay all right good I just I thought I didn't know if John was involved in that cuz I thought sh Tre commission only okay all right thank you and Washington Street it it was gone your picked it up did Pi it did you you didn't pick it up okay we didn't take it up did you send a letter or no you didn't have to we yeah we send a letter oh good but you know that was unbelievable it's one thing to put out bamboo four Dum truck okay maybe even five Dum truck loads of material and expect the township to take it yeah bamboo you can't chip up no just you can't even go through the machine right okay and the bamboo Roots they have to go in the Dum yeah you can't put them somewhere I notic it was picked up bamboo growing so I guess I guess John took care of it having it done John Fitzpatrick that's Mary's son-in-law no relation to me yeah I mean if if they would have called I I I would have told her what she could have done you know I to give her some options but to try to make us I mean you we supposed to do 20 minutes and we do you know we try to help everybody out yeah but I mean that was horrendous I mean it was to hire somebody and then to throw it all in the street and say here Township yeah I just wondered if if the township went back and picked that up we also I just one other thing um we had our cleanup and well well on I'll report on more things next next month on it but the they we did two dump truck loads of tires we had about 3/4 of a 20 yard dumpster of um the pressure treat wood and that's a lot that's a lot of wood and we filled two dumpsters up so we did pretty good yeah I was out here to drop some stuff off and I saw the guys that were working hard that Electronics dumpster got was completely full yeah there was a lot going on yeah good less stuff uh that goes into the dump and better recycling that works yeah we we still have more light bul too by the way I know uh need to light your hat up because it's taking a lot of room Beverly I know Bobby Bobby open my truck and try to put a case in there can we do like a blast to the residents and remind them again of that yeah anyone need are they the ones that have the red uh Little Red Dot there's a motion sensor on yeah motion or no it's a light sensor oh light sensor sorry light sensor they don't they don't work through put a little piece of electrical tapable it does is it worthwhile putting the the box out in the foyer as people come and go and just pick up and go we could I just don't want someone to pick up and go with the whole thing why not have you seen how much they've had over there they have three skids yeah we have some at the I mean we still have a skid at the firehouse that they pawned off I mean that they donated to us new policy when if someone comes to pay a bill get a building commit they have to take a case absolutely Janice what do you have for us uh actually just two things real quick um well I'll report on the um reports the compliance reporting for the US Treasury for the American Rescue plan um is completed so uh we have spent our allocation and we have um through that there was some payroll um charge to that use that grant money three police cars Public Works vehicle and part of the street sweeper paid with the American rescue plan grant money great so that is completed uh as far as uh the compliance so we'll just have some close out and um possibly if we're chosen be subject to a singled digit audit but we'll cross that bridge if we get there and then the other thing I have some correspondents but I'll be for correspondence and then um be do you want to report on the um shredding that we had this this Saturday and husband work are our event in the office we had 68 households participating which was up from the fall very busy very steady uh the cost for that event is $500 and they exposed 1,990 lb of wow and in addition the township disos of 21 boxes of documents and one computer hard drive and authorization from that was state sounds like it was a good weekend from shredding in from uh the clean up of Public Works and I'll just have correspondence later on thank you I would just like to take a moment and commend the administration Mrs lore correspondence all right we have a few pieces of Correspondence the first one is we received a letter from the ARB ARB Day Foundation it's in your packet on behalf of the Arbor Day Foundation I'm thrilled to congratulate Delano Township on earning recognition as a 2023 Tree City USA um from Dan lamby of the uh chief executive of the Arbor Day Foundation so we have that uh we have a letter from the um New Jersey Department of Transportation announcing that applications will now be accepted uh for the NJ doot fiscal year 2025 State a programs the deadline for Grant application submission is July first so um if you'd like I can list that on the May 20th agenda um unless you want to wait uh we don't the next meeting then is June 10th because of the primary so um you can get started discussing that I don't know how if you have a list of uh projects that you would recommend yeah typically uh John rich I will go over it okay so I can start listing that on May 20th you can start discussing it and then um okay and then there was one more yes we actually received what is this oh we received a email correspondence from from John Jan John Jan yes of the um County highway department that please please be advised the C that the county will be milling and Paving County Route 543 from Lafayette Street down to the bridge on our about May 13th and I'm assuming that's Lafayette Street and Riverside right down to the the Branco to our The Watch Right including the bridge because I saw the marking the bridge it says down to the bridge thege the um I actually complained about that there the county was having a webinar on um what their projected Road improvements and I wasn't able to attend the webinar but I did send a letter and I told them that in 2022 we received a letter about an overlay that they were going to do from Palmyra to the end of Doo and I said I realize that funds may be short however somebody needs to check from the bridge to the light in Riverside that road is atrocious and so they did Joe brookley went out and checked it and that's why it's getting repaid because it is so bad I don't know about anybody else but ofof yeah it's horrible so I am just thrilled that they finally went out they looked at it and they saw in their own eyes I wasn't just complaining about nothing and they're doing it so they're doing it from the bridge to the which Lafayette Street crosses that uh I guess that's considered um Pavilion yeah yeah so it I just want you to know that sometimes your voice is heard yes indeed maybe Joe could also take a drive down there when it's flooding and see how it looks like yeah really it says that the traffic will be maintained while performing the work but probably do one side at a time so they don't plan on closing it but there could be delays yeah and that's all the correspondence I have so basically just like when it's flooding so we're used to that by now so yeah yep um Chief this Friday I just realized there the Riverside prom and last year we were able to close down the road in front of zerber and have the police monitor because that went really well lat this year um because they all Park along Delaware Avenue and it's a mess with all the kids maybe starting at like four o'clock because the prom starts at 6 all right go fill out one of those forms imported in yeah really prom time already yeah it's aming God this turn January that's madon too okay uh meeting is now open to the public for comments and questions this is session number two as before come up and state your name and address for the record and uh give your comment meeting's now open to the public someone call Ray in Ireland and he needs to uh get here move on there seeing no one we'll close this portion of the meeting to the public uh discussion items first one status of cannabis law permitted uses uh this continued discussion we didn't really have a chance to discuss it last time Doug uh you were out sick but trying to see where we're at with uh drafting that ordinance so I thought there was going to be a process with Scott Taylor involved he came to a meeting and did I a wonderful presentation okay uh so you may want to touch Bas with him is is anything more needed from him is there a consensus he at this point I believe he said he submitted everything he needed to is his work is pretty much done okay I'll call then yeah just confer with him and and if I have any questions I'll call you okay summarized the sub committee's is that what it was yep okay so then for me basically you want me to have an ordinance prepared to implement this to put on for first reading yeah yep okay got it can we elaborate a little bit is that on the canvas on what we' discussed with the various permitted uses September 19th 23 and uh was there ever clarified as far as the uh distance between the property line and versus the building and uh property lines did I'd have to check our notes on yeah and did we come up with uh March 24th income versus expenses here as far as if uh we permit cannabis warehousing and the bookkeeping that's involved as far as as income and what it would cost us on our end to manage that process no I think any any um numbers would have to be part of the ordinance that uh Doug will prepare and we off to look at well we get comfortable before we approve anything probably be built through it may be built through the assessor I'm not sure how that would work it's really not a p but there is a 2% that what I understand it goes directly to the township um I can't imagine the expenses would exceed income yeah exceed income um but it should be spelled out and when Scott did that um presentation that was something that he was going to take care of so we'll have to see what they come up with and then um take it from there are you saying the concern would be the expenses would exceed the tax yeah that's what he thinking that our expense to manage it in here would be more than the tax and I can't imagine that would should should not be unless all we got was a micro business and it failed after a year you know like that it should not be that way it should be if we have any regular class use we will make out to the best to the to the to the good on tax revenue they put their revenues are in the millions right easily yeah so this is just preliminary to get a start to get something on paper and we can tweak it as necessary when it's not certainly not putting we're not nothing's finalized we just got to get it started we're not at an ordinance phase right we're still learning no we're at the ordinance feed let's draft the ordinance and then TW it as necessary well we still have questions on the the point that Mr alette brought up as far as I think Mr Taylor was was incorrect in this statement as far as the buffer zones and whether it was the distance was measured from the physical building or from the property line in most cases it's the property line we can put the ordinance whatever however we want well let's understand that before we start spending have one thing hold up the whole process we my concern is that you know bring an ordinance in and we're going to have it for first reading and need to draft it and then discuss it we're not going to bring it into we to get it started I we did this what was it last summer that we summarized it and we just sitting on it so let's get the process started we can all discuss it as a group and then move forward we're not going to decide anything nothing is that something that the community really we really want that I think we're well past that the community has had God knows how many opportunities to discuss this the community as a whole the state as a whole ability to allow these us yeah it's two different things has it's been brought up yes there was an overwhelming majority that approved can but it's a different thing they ask someone's opinion whether they want it next door to you or whe whether it's next to your school or down the street from where you work right and that's why we had a canidate subcommittee that started three years ago number which members are in this room which put together recommendations he was given to this body last year October November somewhere time respected to Industrial zones no still some things to learn about R uses I think just the I don't have the exact nure in front of me the the warehousing and uh any anything Associated manufacturing warehousing and distribution yeah did we all see that the state released a database listing town by Town what who approved what yes no yes no and there's a overwhelming majority of towns that have approved these uses we are one of be very few that are just opting out still saw the email was last week came Le emails yes so if you haven't seen that check it out defin up they show you all the towns yeah yeah and Riverside actually they just opened an actual dispensary right there on Scot Street I if anyone that's driven past that honestly the business doesn't look that crazy um it's not busy it's not busy at all I mean you can certainly smell before the business opened well yeah and I smell it down up and down the street walking around town you smell it in certain neighborhoods and it's just uh it's a disgusting business and uh I know I don't know why we're inviting that in it wasn't it wasn't our doing the state did it but I know years many many years ago my first trip to Key West uh it wasn't legal uh but I just walked down the DU Street and and honest to God there were so many people smoking pot I was shocked and and you know it's just and it wasn't even legal then but um we can we can have that right here and I was in AC the week before last at the Emergency Management convention tell you I walked on the boardwalk I'm pretty sure I got a contact eye it was it was that much out there I'm talking about literally walking from resorts to Hard Rock next door and just you could almost you can almost feel the plume in the air I was in Las Vegas in the middle of April where it was legal for very long time and we went to visit one of the facilities not to buy anything just to see it cuz they actually have the growery in the back and the facility in the front and you would be shocked at the amount of average soccer moms that are in there Executives business people it's not what you think in your mind is smoking weed it's not it's not it's Everyday People I sat there for two hours and watch people come in and I'm not opposed to that I know I just want us to you know do it right do it right and uh in my in my opinion okay in my opinion that having it manufactured in town I don't know they I know they say that all the filters and you know they keep the odor to that property it's not something that I would want to be living near and uh you know we talk about where or the distribution of a warehouse uh we have the warehouses if they bring it in and it's all sealed and you don't have you know I guess it be like bringing in uh liquor and having it in the warehouse and you know distributed from there to uh to the store in Riverside or Edgewater Park or the other store Rivers side or the other store Riv right you know I don't think i' have uh objections to that but actually having a manufacturing uh Warehouse in town or out here in our neighborhood next to our parks near our schools it's not something that I am comfortable with and it's not something that I would want uh the other piece were you're bringing in from the fields to have it processed uh I'm not sure how that packaging works but you know it's a holding spot where to my recollection they have like 48 hours to move it into uh a production site so we had that here again it's raw product that's being moved to uh to go to manufacturing and I would be opposed to that again because of the odor or the potential odor that once you have it it's here forever and would you want to live next door to the to that if you were a resident or if you're enjoying one of our uh Parks whether it's Penington Park to feel the dreams uh you're in the uh schoolyard over at Pearson which is right across the tracks from you know our warehouses I'm I'm concerned about that okay so there's no actual anymore it's not like you think it's allies right and that's not even one thing that we're putting right so we're not allowing growes oh no I not no you're not growing it but go the fields down in I don't know I'll say violin or somewhere down right and they're bringing it up here to be manufactured I thought they into various products like gummies or whatever else there right so you have a warehouse where that's coming in to go to production and they have again my understanding uh 48 hours that the product can sit there but then it's got to it's got to be so if you got the stuff moving you know you have spillage or whatever you know so that's what my head's at and that's where my concerns are I think they're right if you go on Tower's Lane next to the concrete plant the little Warehouse if you look at concer on the left is um actually opening a growery facility right there so that'll be a good um thing to watch and see and drive with your windows down and maybe get an idea too it's one of the first facilities in the area don't oh yeah now we'll drive it so just all right thank you then uh sign ordinance amendments uh F and I are going to be meeting this Friday to review that oh good and I know Janice and Richard had some comments on that too y we need to Circle back and get copies of them that was I guess over a year ago that we started that we're going to get this moving and hopefully wrapped up before the end of this year yeah great sounds good all right I have one other item um Matt I have one other item I want to bring up sure I did hear from New Jersey do regarding The Jug Handle oh okay and um they are right now they've changed the timing of the light so that more traffic can go through and they are surveying that little island there to see if they can cut some a piece of that off to make that second lane wi wider great so hopefully that gets done but I just want to let you know that I'm on top of that I did notice the light was longer yeah that's the first thing they did they did it almost right away for the since they repainted that restriped that I actually used it for the first time as I've been going every other direction and I was yeah my many trips to Home Depot I was going you know the traffic was back all the way onto that bridge crazy it is crazy yeah so hopefully they're going to increase that road hopefully I'm working on it I don't believe we have a need for another executive session so no I'm good so I'll have a motion
