##VIDEO ID:z9lNUSTQwss## good morning this is the regular meeting of the board of assessors on Wednesday 28 2024 and the time is 9:43 I call this meeting to order um and if we all stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all as attendant go myself and Eric is here Nancy is on a boat I hear so she is not going to join us where she cruising by the way Canada Oh Canada who's who goes north I know somebody that's actually doing that they're leaving tomorrow really they're going north of time see some icebergs well they're still there right that's right okay uh old business business uh D development industrial person exemption I did see s out looks um yep spreadsheet showing the values by our personal property I have in a row by values up to 10 up to 5,000 but the value and what the tax dollars are and up to 10,000 what the value so if we were to set a um rate of $10,000 or an exemption of $10,000 uh the town would be out basically $7,000 y yeah no $7,000 why is that wait a minute how am I how am I reading this what am I read this doesn't make sense why is the FY 23 total value uh this was just showing you what it what what it was for other years yeah but taxes going down we might have less oh we have less well it's depreciate okay I follow thank you where do you see the 7,000 where am I missing uh $ 6,961 oh the back okay I'm sorry I didn't know was two s yeah we save money here we print on both sides that's good that's good okay so basically for $10,000 we're going to lose about $7,000 in taxes yeah less than 5,000 we're going to lose about $1,700 in taxes so it's about $5,000 to the town um I personally well let's hear what you think first um I'm okay with going to $110,000 I don't I don't think that $5,000 in taxes is worth all of the time trouble and effort um for all these people yeah I would say I would agree with that would that uh the efforts uh what was the number Paul it's under certain amount it made no sense whatsoever yeah under the five they started with five they started with five when he was talking he said a certain amount of taxes doesn't make sense it's just not cost effective to actually tax I think it was significantly less than this though I think it was like in hundreds of dollars yeah I don't remember what he said that was a town meeting right was that it was at our last processor's meeting oh we had a information from Paul yeah oh that's right okay so yeah I mean do they think it actually maybe inspires be able to open some homebased businesses right now ddic talked to Dan yesterday because I sent this to him too um they're looking at the bylaws for home businesses right to make it maybe EAS something going on there so there could be I'm okay with that for grow um if this I mean we always you know look at it again another couple of years to see how it goes they can keep a keep an eye on it if it can but the fact of the matter is that if we would put that exemption in the town would lose an additional $7,000 right um well the Del you said I the Delta well the Delta is about five and 10 right so um and uh but when you're talking about a $20 million budget um $5,000 a even 7,000 ain't that much yeah I think that EAS some work on the office staff um maybe incentivize some people so I think I'm fine with that yeah have you heard any opinion from um the ddic um no they just weren't sure if we wanted to jump at the 10 you know they but then nany's opinion is might as well go to the 10 because if you don't do it now in a year you're probably going to say oh let's do the 10 and start I say start with a 10 and you can always re year two from now I say start with 10 and go from there okay so um I don't I don't think there's an actual motion to be made here unless you want to actually go ahead and well make the recommendation to she also put on here Nancy um this is to Karen that the assessors may have an article to accept a section of the mgl related to exemptions I'll have the details after this meeting so she is looking to make she's get it on the warrant yeah for now because it's open the warrant oh so we want to get it on the special time meeting I see now is the time to do this goes to a town vote oh yeah but Dan had said you know maybe it might be too soon to get it on this one depending on well let's give it a try then so um guess I will entertain a motion yeah yeah so what is the motion so I make a motion that the board accept recommend recommend to the board of Select to the board of selectman to accept 10 ,000 exemption small commercial exemption small commercial exemption as defined by by as defined by yeah mgl I don't know that's not too much I just n be that's related to exemptions okay yeah there's no mgl number here no okay but you can look it up yeah all right so you got that motion make a motion to What's The Word to ad we recommend to B select to adopt $10,000 small bus small business exemption as per mgl as per mgl related to exemptions per per mgl mgl related to exemptions [Music] yeah I believe it was on u i St second that motion um I believe that was um uh in Dan's original packet he has the actual mgl yeah I think he does I just I don't remember ever seeing the papers or anything do we see papers from them yeah gave us yeah he gave it something or maybe it was an email whatever it's there yeah he can grab it for you if not okay okay oh if you need me to go look it up I'll go no fine okay was that our discussion motion Maiden anymore further discussion all in favor I bills and I okay um no sign invoices if any sign motor vehicle Pats so that's one other one of 24 motor vehicle abatements on August 24th so what are we doing yeah I know we got to make a motion um motion to sign I yeah I make a motion that we Mr chairman I make a motion that we sign the monthly list of abatements Motor Vehicle and trailer excise taxes in the amount of $2,493 for 2024 for for 2024 sorry motion made I'll step down and second any discussion all in favor I I oh is there only just one There's a sticky Goa there is the sticky I'm making sure I'm making sure okay Mr chairman I make a motion that we sign the monthly list of abatements Motor Vehicle and trailer excise taxes Levy of 2023 in the amount of in the amount of $898 uh step down and second motion made second any discussion all in favor I I you guys oh we'll talk about it the minutes did anyone get a chance to go over the minutes that we find out oh yeah thorough okay just making sure yes so this is um a warning and commitment so there's two pages that is uh sewer sending out their bills so they're committing um whatever the dollar amount is there $156,000 and po 100 100 okay Mr chairman I make a motion that we sign the warrant well the warrant the Titan sewer right for the Titan sewer Enterprises uh in the amount of 156,000 $492 step down and second Mo remain seconded any discussion all in favor I all you say warrant and commitment just two different there's a commitment there result page if you can just amend that all right warrant and commitment yes really there's I said this should be short and sweet that's all you got um well I do have something talk about hold on hold on a public in yet oh okay maybe we have public any public here want to have a discussion nope nope that you said something you want to talk oh that's not public though isn't it just correspondence maybe I don't know whatever I I'll no oh it's a it's work stuff so there was um the honoring um Power so it is the hero Act so just going hero act there's been some updates so I just wanted everyone to read it because Nancy wanted to talk about it and maybe at the next meeting okay um I didn't really get oh we have new property tax exemption Clauses so I haven't really thoroughly gone through it yet um but I just wanted to hand it out and that way we can talk about it okay so again this is similar to pretty much every all the other exemptions we would need to put this to the town vote um do you have any idea how long we have to get the warrant the stuff in yeah if we wait another three weeks are we going to have time um it is and I really would like Nancy to be here right she'll be back on the 31st act so it is still um open September 23rd maybe like the okay think because it just opened up I have it on the calendar make sure this is on our next um meeting agenda okay yeah sooni to 2 23rd closes and as our homework we should learn what this what this is and whether we think we should adopted or not I mean my knee-jerk reaction is it's a veteran yes so yeah but let's see um said I haven't really had a chance to go into it too much so then it's just minutes I don't have them printed out I assume that everyone yep so want a motion to approve what were they all there yeah these three in that in the executive session okay so Mr chair I make a motion that we approve the minutes for 42424 6524 8724 in the executive session of 4 242 24 step down and second any discussion all in favor I I Nancy sign on next okay any unanticipated items so not I will entertain a motion to adjourn Mr chair I make a motion to adjourn second all in favor I I we are adjourned at 956 that was yeah it was question stop
