everybody just to kind of take that s them to you in word it seems to be easier to read them like that and then bill can move them to the the drive the drive after anybody else issues doing meeting minutes this is my first time seeing them but I was was is from Seattle [Music] no one has any issues I'll make a motion to approve the meeting minutes from July 22nd regular meeting second all in favor the next item on the agenda is to review the timeline and resources Prov that do we have any we have any updates or any any have any updates for anything that we've heard back from the MCA I haven't heard anything is there is there a generic timeline for these projects there is um and I'm going to be going memory but there is generally um a review process to engaged in we should hear um I just don't know it I'll be I don't want to speak out of turn but there is a there is a timeline um and the action items that we have you know would be probably by the town I do believe there was a town action item as part of that to stay on that timeline I don't remember what it is be honest but Bill would have that out um I'll be honest I'm two spcs right the second to so I'm confused by them we're not approved yet for a second time but we're expecting those approvals to come by December uh and then we have to then take action again because we've already been accepted there is a timeline for that and I believe it's appropriating the funds for the feasibility study but is that do you know if that's I don't know it shouldn't be because if if that decision comes down in December I mean almost most our decision was so this us to appropriate when you say are you're talking about your town My Town yeah my town is going to the process a second time we failed that vote so we had to reapply but we went to it the last time I do remember the going through the feasibility process and that was well spelled out but that was after the funds were appropriated which we discussed uh in the ballpark of 1.2 to 1.4 million um depending on the size um and then we go to the you know the designer process MBA so we need to find out before the 21st of September when these LS need to be accessed is it before June or after is it before June to put [Music] something how much and when it be needed i' have to imagine there's some form of flexibility within the process though to align with how time you knows that do have town meeting government yep you know there it is there is there is line a line of that way right because it's not going to be like oh well we need an approval in April when we know most towns meet in June like that just seem abur and we had the questionnaire that was filled that I believe sent back is that correct that's I'm and then I remember talking about the sorry someone else that's okay um I make sure we're staying on the the reviewing of the timeline I guess that's what thebody get to riew thec [Music] everybody second that we updated stud service Etc right and uh I believe went room type grade one 2 Etc six to seven okay then just to point out one one typo maybe prior to submitting this under grade two the class is 116 what p page three the one I have a copy of the updated one right here I out where it's got the class sizes listed it looks like that didn't make it into the meeting packet but oh so just hand yes I think just the class sizes were for the committee's refence they document so this is the updated one the one that was shared with us was one with the ACT another issue when section two we're going to increase the 23 of the way down said the proposed new school we designed to comate 500 I believe that went to 536 and then 550 what was that page two and in the body of section two down also added the concerns the health and safety concerns tiles yeah I think something feasibility setting focus on SA thing on page for the language was updated as well to talk about the the lunch times and they were also I believe going to put something in there regarding fire safety in terms of uh storage and Page seven issue regarding first paragraph piping also [Music] break cab collaborative manag [Music] Mar to his definitely time we just nominated you for everything oh the addition to addition of the community outreach link on P anybody have any other comments questions concerns about the submission we need a along to everyone cuz I'm not that we're at that point right wa a second but when it does come up they actually had um a bulletin that they put out um in regards to vote requirements um for uh the feasibility study so it outlines it um how the vote should be constructed that it needs to be Standalone so on and so forth um and they even templated like uh an article so we don't have to go crazy writing it we can pretty much copy and paste from that but I'll share I'll just send that out to everyone and then bill can drop that in the drive to so when we do get to that point um we have that so Reinventing the wheel and that does it say it doesn't mention anything on time it just says you know that it needs to be um just that it needs to be a stand pretty much the both of it us they provide this seate time like individually to the town city when they sub it a pretty timeline but again what you so we entered that 200 is it 270 day period Leo when when they sent us the acceptance January that would make sense except I hope it's not feasibility question regarding feasibility study is that a uh oil plate document if you will comes out of msba where you fill in the particulars based upon in our case situation or does it have to be new right each feasibility so it's a pretty comprehensive process we you have hire you know a designer an OPM someone to represent us no but I'm talking about the actual the document that goes out uh hiring someone to do this does it have to be Rewritten by us each time or is it like something that's a boilet plate comes out of the state or you just change the names H that's that's fair um there is some nuances we maybe want to add to it but there is a boiler plate we can use um I am I think somebody else here's mcpp certified I think on this committee anybody here in the room I finished two of the three classes already commen the second I was the next day I was appointed um and uh so I just went through the procurement for uh design and building process and so there is a spell out process for us to go through on an RFP process to get an OPM or orang project manager to then hire a design a designer but um in that Designer Pro the OPM will help us in the designer but still msba so the OPM helps us go through that process what we may want to do is really steer towards and I've been going through this as a as a school Committee Member my in my current District during the pandemic we did our threeyear process to failure but it's okay uh I'm not bter at all um the U that process we you know we were blessed to have two members on our building committee who were in the school building Arena like they their companies did that they were building W's Middle School while we were in there and they were finishing ashlin's elementary school so we were very blessed to have that so but for you know we don't we may not have that someone's right in that you know I think that making sure our OPM is as handson as possible work with us is things we can write into our process to commence into the feasibility study process that process does include other contractors as well to take us through building the educational plan um and that includes bringing they'll organize things like the community members coming in for meetings go see the facilities talk with staff have staff and students be a part of that process too um and then it will compile a very big document at the end who the reason I asked question question is I'm I'm hoping that that would be I hope that would be the case it's supp supposed to going back to Genesis and going starting forward you know I'm saying here we are let's put pen and paper that was but it will be there is some Roy Place St that which is good for me but um also there is some the nuances that we want that's what I would hope would be like I just wanted to to answer your question currently town government only one officer that's Serena mik was also certified Serena Amal okay hopefully will be [Music] hopefully we don't know can can we Circle back with the timeline because I found some more so from what I can see here is we're on step three of of a seven step process which was completing the um epq so next up um step four is a summary of The District's existing maintenance practices step five is a certif uh certification of design enrollment for the proposed project agreed upon with msba um and then six confirmation of the community authorization and funding to proceed um and then seven is execution of the msba standard feasibility study agreement so seems like we're a couple steps away from getting to where this almost like there's going to be another qu some s form of question here before we get to discussing feasibility yeah I think number five is going to be the one right um confirmation of community authorization and funding that to for me that means they F the study itself do dates I think it's all encompassed in that 270 day period step four um which is up next maintenance could you expand upon that a little more so we I think all have an understanding I I have a my own definition of what maintenance means but I I I'd like to flush that out a little more does it mean maintenance of the facilities you know past present proposed future what is what is that it says here that the msba has instituted many reforms to make the msba school construction and renovation grant program more effective efficient and user friendly to school districts to ensure long-term viability of the program a vital component of these reforms is to protect the over $20 billion investment in school facility construction and renovation projects throughout the Commonwealth in the past 25 years through active and ongoing maintenance of school facilities by the school districts the msba you know has adopted criteria and then they also give best practices this um best practices for maintenance and capital planning and then an exp explanation of the methodology for evaluating that's what I was hoping would say there we do have to vote in a designer selection process which there is a boiler plate for that process that we can use and adjust as we see fit and does need to be voted by this this this entity and maybe this election as well for the steps further is a vote that we need a town meeting so that the warrant closes September 23rd for the special meting on November 14th and then after that about 270 some day window this was that's our opportunity I believe that's what I that's what I saw right CU if I it opened in the beginning of this year right the that's what I'm trying to remember the date that it opened I think sometime in January this the 273 days in January 25 right this so this is our one shot I that's what I thought but that's why I bringing that up to oh okay that's my recollection as well so we need to do something for this so you almost need to come up with a rough estimate of feasibility cost right sort of confusing about this and sort of like how do we do that with where we are at this point I don't know there's pass this's past president that we could gu from uh I don't want to speak to it it was about a million dollars in 2020 yeah so and then you get rebbur in it but you have to vote the up to at that point so um so you have the town does have to appropriate those funds uh for the study to commence so and's got to be involved in this too right well fincom will review any potentials and warrants that involve spending so yeah and my overall concern was the publicity of it as well you know we had talked about how are we going to get this information out to the taxpayers in the public how we going to let them know all this if we're looking at all town meeting we don't need to have a number though necessarily we just need to have a placeholder in when the warrant's open oh okay you can go yeah we can strictly put a a placeholder on the warrant for this allows us to meet in in septe in September to try to establish a number and then just put that number into the article in October and then cuz I think special is early in November I think the I think it's said the 14th 14th maybe yeah um November 14th yeah so that's still early yeah well but we also do need to make sure we have that final number as early as possible to fincom for review Plus for the printing of the warrant and to publicize it so that we get community buying because that's short to get community buying right we'll be competing with the excl asate community perspective let's first be sure that that that we're right about that date you know otherwise we'll be concerned about something that um but that was my understanding I agree that's what I remember too May does require vote to put a number for think it does so for the ACT to fund the actual study so I don't think this body needs to meet prior to that to but um you know but that number like I said between I think we talked about it when we last met when we first met and that Paul Park 1.2 to 1.4 I think some I think there was a high number it was like 1.6 but again I don't um with inflations and whatnot we were around we were about a million in 2020 we were reimbursed almost 100,000 of that million dollars which had to be directed towards the new visibility study because it failed just don't fail now how big was that project an elementary school two grades in our town and our town population similar uh well how many students in your building at 473 yes and this was about that size almost I think we were building just just about 500 we would have to put a v forward to for warrant for Poli Finance I'm not sure no I mean I think yeah our committee should make a motion to have it you know to have a placeholder on a warrant so we'll have to try to even if it's just a quick special meeting we should hold a special meeting prior to that deadline yeah I'm just going to say let's just double check with Bill before we do it you know yeah we might be yeah nervous for nothing right I guess the most important thing at this time is knowing exactly what date what date that 270 days started on MH yeah cuz I I was almost under the impression that it started at when we formed this like it didn't that 270-day window didn't start until this committee was formed in full so which was not that long ago but we still probably are right up against the gun for next year's annual so yeah we started a meeting in June so [Music] simple have to be special right the absent member of committee here is informing me that we do need a vote in November to allocate the fund to the visibility do I have a motion I so we we almost we can't we almost need to because it's not an agenda so we almost need to have a special meeting prior to when what was the close of the warrant September 15 um Clos warant September 23rd okay we're going to be able to scoot ourselves around a little bit and just have our regular inste of just Mee yeah just move it yeah instead of the last one we might want to do for the next couple because we're going to be right up against it if we wait till the end of each month yeah yeah so I mean for all intensive purposes it would be great to at least have a rough number at that meeting to besides but we can always put the placeholder and then adjust it prior to printing would it be um dangerous to as part of that article part War say um um you know feasibility study Elementary School Etc up to then put a number in there like 1.8 million I think that's how you need to do it okay so okay I wasn't I thought we were just going to put placeholder there but with a number on it well the the placeholder will just be so that we don't miss the deadline to get on the warrant the number though I think regard even if like I think you you do that regardless the up to is always is the best practice so you you try to spend less but we know you know feasibility studies for this region with projects the size we have we have enough resources to get to get a number from someone that's not going to be too far off between contacts and other people um so and msba I'm sure be have be comps you know and in our back pocket we must have a really reasonably solid number regarding State reimbursement because if I was sitting in the audience first question well we don't have a TA and before we start throwing numbers to someone get in touch with Peter roach because they that money has already been set aside I'm not exactly sure it's 1.5 or 1.8 1.5 in capital stabiliz right so to find out you know how much is available said I think it needs to go with a number it's just a question how we arri the number I don't think it's one there is 1.8 in there these are the notes I took was a presentation and then 55% of feasibility reimbursed but that's dependent on the yearly socioeconomic factors right okay because there is another well it's reality there's another feasibility study going on right now it's called fire mhm and it's only so much money and it's a at the end of the day school's going to bring a lot of people to me at [Music] PTO we schedule the next meeting sooner last Monday we're going with the fourth Monday right so I mean that would be right on the deadline day so we need to try to meet the week before on the 16th no right yeah the 16th or 17th you both be uh be good for me those are possible I've got a crystal County collector treasur Association Wednesday the 18th and then at night CPC you're cutting it really close well it's just to vote to the placehold is that one you to entertain a motion that yes here we're going do it here yes at five at 5 do I have a motion I'll make that motion second all in favor 9164 would it also make sense to move the October meeting because that's not scheduled till the very end of October and then we're right up against the town meeting date of the 14th if anything needed to happen just a thought I mean if we're planning anything with the public if we're I know we settled on that last Monday because everyone was able to do that but now that we're looking at circumstances changing a little bit might be wiser to have the meetings earlier in the month I think that makes sense to and then even like our agenda item that says the SPC attendance at the selections meeting in September I almost feel like it's more appropriate to do that piggy backed off of our October meeting because it's fresh you know be fresh off of us discussing in depth feasibility and also to right before town meeting so it gets that mess you know we can kind of yeah collaborate our message the only problem with October is that the 14th is Columbus time day right what about the 21st we have the 21st so that moves us up we yeah so 1021 sure that as well I'll make a motion to meet October 21st at 5:00 p.m at prime time meeting in September the meeting in September with the board of Selectmen is there a date picked I think it's the 11 11 11th and we need so we don't want our oml who going to post as a joint ready or you going to send a delegate I think we need to post as a joint meeting heend this one yeah what time is the meeting 11th that could be subject to change it depends on what the chairman does so it could be 6 could be 5:30 probably 6 but actually with this being on the agenda he may move it up so um we'll have to is it September 11 you said yeah September 11th the whole comme should be there so I can give correspondence to the s's office that this will you know hopefully go on their agenda she so juices and um I'll work with I'll let the board know and Leo you can um yeah let Bill know that we need to well do we feel like that's an as like I was kind of just saying do we feel like it's an in town or any area preschools parents have com up they be going there um those all The Usual Suspects we hit um someone to go to the Council on Aging any of those meetings that might be there ahead of time to get them interested and excited about it sorry we just we just did this again we just went through this in July June and July and um we had some meetings we held some information sessions at the school the old school yeah uh find the oldest room that's uncomfortable and you know so simulate if children sitting those seats and in that room it's got it's got to be Thea Daman can make it uncomfortable there temperature wise change any tiles that week that was going to be my question did you do a a forum of some kind for the public yeah and this time around to be absolutely sure we hel every meeting in that building so and our our building is a MH POS of other buildings pushed together and it looks great should we do a for prior to the vote yeah prior to the town meeting yes yeah I know for me personally because I before I ran for selectman I tried to read everything I could on the state of the elementary school and I really thought the issue was the trailers you know but it was until I walk with superintendent ruy and I saw all the other things like teachers eating on stage you know that and coffe in the hallways um just and then the tiles and the trailers I could you know the trailers AR that they can be nicer sometimes in the trailer she's like it has AC it's cool there that's right you really got to walk it and see for yourself found the trail half it half of the trail like half is on the old parking lot the other half is found yeah so those are going to disintegrate because it's no actual Perman foundation and there are some sagging floors already that's my I I have a concern and it's a political concern we in November are going to be taking a vote on the BP Tax Solution we have a fire feasibility study we have a school feasibility study and is only so many dollars Town folk are going to want his SP I don't see this as a slam D we got a lot of w ahead of us reaching out to people and advocating for ourselves cuz the other people are going to be out there advocating as well so and we have to keep in mind too a lot of us Town an older population that may not have children within the school which is not necessarily I would disagree I think this town has a very young population we just don't come out so that's the thing it's engaging that age group yeah some comments we got from a survey that we just did um can't I just vote for it now I don't want to go to Tom like case there a generation this generation that they just want to hit send the votes in you know and there you go I think it's also educating the town about what town meeting is because a lot of people who have moved here like myself moved from City to a town where it's very different and you don't have to set at town meeting you can cast your ballot and move on back to back to L's point about 30% of the population of our town are reti fixed income so again it's not a SL no okay it may be 100% necessary that vote isn't assured at all you know I I joke the bill but it all seriousness when we put the addition on the elementary school arur Al who was the chairman of of the building committee and Dr Frank con superintendent went to door knocking on door speaking to people coffee shops they didn't get Vol meeting doesn't usually get the attendance the annual kids I well it depends what you put on to true I mean substance is everything even for us annual like one year apart having the library and not the library was a world of difference another reason that we had to get this well if I may throw this out on the table for us to consider individually and then perhaps address at the next meeting what format could we put the information out in the max some number of people in the shortest amount of time would it be uh a walk through of the building being filmed you know uh uh saying this is this that is that here's an issue here we have this here we have that there Etc put on the Dion channel uh or or or some other mass media maybe even having to pay for a mailing that that starts that education process because uh you said Mar you thought it was the trailers and then lo and behold when you did your research wait a minute we had a whole family of problems that's what we need to get out there and I think perhaps that would be an issue to disc to think about how could we do it and come to some sort of conclusion as to maybe what should we do to get it out there and how to do it a great idea video walk through we can engage cable because that too facet it covers you know the the population that's watching channel 9 but we can also use social media I also think too and I love that point I think I hope that happens we should do that it does we don't want to we just want to be Sting the facts like we don't be steering anyone in any in any way but you have an opportunity to walk it you have an opportunity to watch the video You know here here what we have for funds and you as as you know the citizens can decide if it's right for I just think you have to look hard to find the facts you know we just want make it easy for doing something like the open house night like where you guys present the kids projects and stuff we had something like that where people could walk through and see the good stuff but then also like walk through and hey look at how tiny the cafeteria is and the fact that it's a multi-service space and you know you go from the nice new kindergarten side to the older side that you know it's darker and there's clearly water tile issues and other things going on there people could actually go in there and see the DraStic differences between each section of the school and the problems then also see like hey we want to give these creative spaces for these kids to do these amazing things and we're doing it with this limited resource that might also play it positive practice L I think we could also we have an idea Emil around to each other but I I think think about it individually bring it to the table next time and really flesh that out because it needs to happen over a short time it's just a question of how do we do it yes well I say something um I think people are concerned with how much of your tax is going to go up between EP and the fire department in school I think they have to have I don't know how that's going to happen a lot of people well here's the biggest thing Mark and I just had this conversation last week about BP is I think an import you know if if our goal as this committee is to ensure that this project does get done is breaking it down to like the simplest number you can because with BP when you say 310 million y but when you break it like it got broken down the other night as part of the de de exclusion conversation that it's going to cost over the the life of a 30-year note it's going to cost the average D homeowner $7,500 when you break it down for me I'm like I can't even buy a car for $7,500 I can't do this for so if we I think we should make it our goal to break it down to the simplest form possible and be like you know just like when you're going if you were going to buy a new car you know it's not I'm paying you know 60 ,000 for the Cs all right it's going to cost me this much a month so you know you got to bring it down to a digestible number that people can understand average household impct it's huge when is it going to mean when I write my check my taxes because just for that and I think you know our project in comparison to a technical high school is going to be you know so much significantly less that when you break it down to that you can tell me Hey Kevin you know for 2500 bucks you can assure the next 50 years of di in elementary school students have a great place to learn probably want to make that inv you know making it appe like that not like oh this is a cost to me this is my you know $2500 $3,000 investment over 30 years to make sure that our students have this available is is the way to approach that conversation you're right that was an excellent presentation at the Mee two s I to ask for the hall pass committeee of course anybody have anything else can we put that on the agenda though um like the the best way to present it to the public for our next meeting if I may again I think we'll have this discussion next time but back Point not only do we look at the what's right and what's wrong but maybe Infuse some of those numbers into that maybe not but you know as I'm thinking here as a taxpayer you brought up the point Infuse some of those numbers in and some of that conversation about you're buying something for 30 or 40 50 years Etc because if if we put out there I think people will digest it and they'll either come up with focused questions at the town meeting as opposed to you know just shooting from the hip okay which I think is important we can drill down [Music] to just to expand off that BP dead exclusion one thing Town ministrators work like a one page fact sheet you know one page as many facts as we can but simple too so that everything's there if you want to drill down you can go and look at Power points and stuff but if you just you're busy there a one pager and that's what we kind of just an idea for our next meeting if we had a onepage factory with some numbers and some simple some facts about what we're asking for I think that would be helpful what are you what are you buying what are we paying for you know I to your point I think that's very important right great one of the things did we formed a communication sub commmittee of this group um that you know they can organize some of those efforts like the pamphlet the video um I think organizing I would recommend organizing some dates uh for open houses for this you know obiously probably should be at night or dusk or different times when people can attend to um AG groups in different capacities can parents who have kids are in school maybe like during the day and even though there's kids in school maybe there we may play that around but then at night time to walk them and have um activities so people can bring their kids and do something um whether it's dodgeball or something Doge all my but something along those lines so that you can just advertise that a little bit and should do that sooner rather than later to advertise those dates so you know come check out you know the building that you know it's going to be part of the boat the town meeting you know and I know it's a lot in a short amount of time um because it is August last week in August and the votes in November right so you only have eight weeks stops together ad I think too we also underestimate how powerful the kids voices can be in this too maybe like something like a Mr Badger video of what their opinions are are their feelings about things in the school like that can be like one complaint that I hear all the time it's so hot in there like and I know that that is because of you know the design of the building and how you have to heat it and everything but you know things like it's dark you know it the space is cramped in some places you know we don't get to see we don't get to have lunch with our peers you know because there's only one class at a time items you know sometimes kids voices are a lot more powerful than adults voices are I mean you obviously have to measure [Music] thats love their schools they could have a hole in the wall I still think it is true I just find that sometimes Damian do you have an ongoing um like maintenance list of like your I would say failed systems that you or systems that are approaching failure that you're constantly I don't have it written down but I can definitely get something together cuz I think that would be helpful too to justify like you know like you know doing this to the boilers every you know so much so often it's costing this much could you put dollars and cents to that also you know looking at what are what are we potentially wasting in Energy Efficiency for heating a school and Bill talked about doing things with peace meal and what that would cost us as opposed to doing it so the Deferred maintenance plan is I am we are compiling as part of my on boarding and a prevent of maintenance plan which is all things that they're going to ask for and that number five anyway so the reason why they asked for that is because part of the outcome of this of their 50-year building is they are going to going to get one if you take their money is a a preventive maintenance plan so you're supposed to have that loaded into work order management system and there's a whole laundry list of stuff to do so we're going to PR that anyway because we're doing that because it's great thing to do um and then Daman will build I'm going to pick daman's brain because there's what 20 years of stuff up there that I that's just important information for the people to know that this is how often we're fixing X Y and Z you know yeah and the cost outd and if you touch it too much then you have to BR to code and the cost of going to code is czy be part of that fact sheet that you mention too yes I think it's great that they have a maintenance plan to follow because that keeps you out of the trouble of where we got to where we are now it's not really anybody's fault that we're here it's just you know just allows you to just do that next year put a full dayc or put the roof on put some CHS on the roof right so that's 100% And The foman is part of it like it's oiling dampers you know changing filters uh you know all those types of things that were just didn't happen or it's time to go through and replace these units which caus other units to fail it's an easier sell when you have to ask for the money too because you
