that I just figured after she's been speaking I was going to follow up and just uh they know that myland Engineers need to update the plan and prodct to her findings and things like that they were they're in the process so um ultimately my part will be continued until um okay do you expect a presentation by your uh scientist yeah um well next time yeah next time correct okay so you want to for you guys and she's going to present it that way [Applause] there a place I should stand here this is my first time here y I just wasn't sure where the right place to go is uh so good evening my name is Megan C Wetland scientist with West and sson apologies that there's not a presentation but I'll walk through my findings of the veral pool assessment that I did earlier this month um so in the letter that I just passed around on page two there's a nice map um from the consultant outlining five areas that were potential verticals um and I walk through these five areas um in the remainder of the letter and then there are some uh photos for each area as an attachment so I'll just quickly walk through um the areas one by one if that is okay with you um so starting with area one that's at the northern portion of the parcel um and that was flooded during the field visit um there was a stream flowing in and out of it um so likely it's not a veral pool um there were no veral pool species found during the site visit either um so we concluded that um in agreement with the consultant that likely was not a Vernal pool um area two is located in the North Eastern corner of the parcel um and that's a forested isolated Wetland um there was standing water observed in that uh Wetland as well about 12 to 24 in um I did uh I did observe some adult wood frogs in the area and did find wood frog tadpoles during sweeps in the area so uh wood frogs are an obligate for nool species uh so we determine that that likely was a Vernal pool that's area two um there are some photos in the photo attachment showing uh these Tad tools that's photos three and four and the photo attachment for your reference uh moving on to area three which is just south of area 2 uh that's probably the largest um isolated Wetland that was delineated um there is Sandy water observed probably about 24 to 36 in it was pretty deep in some locations on this area as well there were adult wood frogs in Wood frog tadpoles observed during sweeps um with a net so um because again that's an obligate verle species uh area three is likely a Vernal pool as well and there are some tadpool photos uh photo number six um it's a good representative photo of the Tad pools found during sweeps there uh moving directly south of Area 3 there is another small isolated forested Wetland there were some very shallow pockets of water here probably about a couple inches nothing uh too deep there are no Vernal pool species or characteristics in this area so we agree that this is likely not a veral pool um and lastly area five is in the Southeast Corner that is the only um only area that's actually mapped on NAS GIS as a potential Vernal pool um the other four locations are not mapped as potential or certified vernal pools on mass GIS data um area five there's approximately 6 to 12 in of standing water um however there are no Vernal pool species um observed in this area no characteristics so we agree with the consultant that that likely is not a Vernal pool um so just to summarize uh areas one four and five are likely not to Burnal pools and area two and three are likely bural pools um and you can flip through these photos um they go from areas one to five I'm sorry said which area you please not veral pool uh areas 1 four and five are likely not vernal pools they didn't show any Vernal pool characteristics during this tight visit and areas two and three are lightly vernal pools given that they had wood frog T pools in those areas that are not grenal pools they would still be like Wetland areas yes they're still isolated W yes yes the the review of West's complete review of the Wetland areas are going to be presented at the next meeting this is just strictly theal po pool season and thank you I have also observed C pool in this area I've also Ober box turtles in the are three and four yeah so I did also um walk around a little bit to look for other wildlife habitat features because there are some good um habitats for Turtles that's you mentioned um as they like to live in wooded forest fields and ponds um so there are also some photos in this attachment photo um 9 and 10 show some good turtle habitat I did not find any Turtles um as I was out there I did notied a couple tree stands for here saw some other wildlife of that nature but uh no turtles were observed [Music] it I'll open it up for any questions I know I watch that kind fast so um when the environmental consultant for the applicant had submitted the report um you know they didn't include the data forms but they also made made reference in a number of responses to West and Samson that um there's no anticipated impact to Banks but I just want to be clear that when you know we do expect the streams whether the intermittent or C to be shown on the pl um other than that don't have could I ask another question right here I apologize right here in this area was this area examined at all there's a puddle that runs right here almost yeah this this whole access was pretty flooded when I was I think the before right here almost yeah I post my head in a couple spots um looking for Turtles but I didn't there I focused on five areas that they had but yeah is there was water there there's also water car any idea when you're going to turn in the payment for the peer additional peer review yeah I thought I thought we were going to wait and until we I submit the most current plan so they can revise their proposal oh yeah that's true okay so what's happening is there's another set of plans so we ask them to hold off yeah y so there's a first round of review um and they've updated the plans and I've addressed I believe my comments and then um I'll take a look at that and address any further comments do to the data we update again and then have a review one one time on everything so they'll be revising that proposal I can great thank you question question perect okay we going ask you for Consultants was too late to be able to go out and and confirm those during the last season so we were last year in the fall before you so our Consultants been back out bet walk the site with them again and this is a neighborhood exhibit mayard Lane comes in here that's where the entrance to the property will be uh CH Street down here re as uh there's a new substation under construction just over the Town Line in uh by National Grid so our project will eventually interconnect there there but these blue areas on the plan are the locations where they verified pools um we submitted an updated delineation plan and a new anrad plan um stand by the survey that documents all of this um there are a number of isolated weapons also now that was what was submitted last on the 22nd it was just submitted last week unfortunately these guys haven't had a chance yeah I'm sure you haven't had a chance to look at it yet but um we wanted to come since it had been such a long time since we were before the commission great and um have a closer view of things here so there's very small veral pool up in the the northern portion of the site so this shaded glue area would be 100 foot area around that that would be the verol resource and then the buffers that are shown outside of it same internal to this Wetland area there are Ral pool areas so we're showing both the veral pool setbacks as well as the the standard buffers around the the surrounding we so um we're just here for an Am So eventually to get a jurisdictional determination from the from the commission and if you have any questions about any of that I know that you haven't had time to see new information so uh there's a complete report with data Sho and photos from the site for review where's the proposed uh project site well it will be over in the Northwest part of the of the property eventually uh there may be some facilities here the entrance would come off of Lane and right now is this simply the battery St eventually to a field um it's no it's a standalone and it'll connect so yeah so beta is preparing um there before hopefully the final report and um they did provide us with a with an proposal an estimate um get that to you guys so you [Music] know you had 2700 yeah it was an additional 2700 I just entered the check request so we should be able to cut the check for that next week so should have it well in advance of the next meeting great okay so what we're going to be needing is a continuance uh to review the information and to act on your interad for next month so continue with to areas as possible and then you'll get another butter notice when they decide they're going to have something more got some scary stuff they're working with there but um I do have a question to you did from what he said at the beginning is the site actually bigger than what you presented to us for no just for D it's only in the corner of d yes the bigger side of the site no that would just be the interconnection to the to the corridor the transmission lines that are here yes it will connect through the sub the substation that's oh I the project will be on this property okay and where letters extra delineation of the banks good to me flags were handing Mr rero wanted to per so he had staked out the area he would um access the back through um we St we even staked out um all the areas of the perks I didn't bring that here and then several yeah so the Building Commissioner I'm sorry Health agent asked for um soil evaluations for both the house and the where the house would be and the so the septics um yeah so if you want take it from there yeah um so as far as W go second review Brad in agreement back here we a whole think very deep s in between so that turn B area accepted moved up to the front area but we got um perks out there um and everything that we have shown on plan is an agreement between our consultant for the woms and the consultant for the commission and the contion agent the only thing I was wondering was the note as far as the tributory in ANW so with the commission has always done is use I know you said you found different information but they've always relied on because it is a d regulation for the 200t seat um they've always relied on the D mapping and I know you said you you used the zoning map but um so I guess at this for this I just would like a note on the plan if you could that um the mapping would be consistent with the D requirements as far as the orw and then you we can do a little more research on that but you know the resources as shown are accurate so Lin of resource areas based on D regulations Okay C that up in email s first and the local I mean you know obviously local bylaw comes in De play for that but um now because you didn't get a perk in the back I think this is kind of REM right yeah yeah we are definitely concentrating on possibility we can put the house back there is the house still going up on top of the yeah got look perform okay one of the things you have to be aware of is that the fire department requires a 20 foot access road and a turn around what do you call a hammer Hammerhead so uh if those things okay what is what is the regulations for how long the road can be before turn around you have to talk to the yeah yeah I don't know how far that is uh it's probably uh um how long a driveway would that be roughly you don't you know it's just something you have to check into think 200t how much yeah yeah they're going to become active in this you know for fire protection okay yeah and so um and the other thing you have to consider is you know the first thing we always require you to do is to avoid any Wetland impacts and then if you can't avoid them then you can minimize and then mitigate so in this case you have to prove to us that you can't put a house out front that's really how this works that's that's not direct we imp be buff right well if you assume that outside the 25 no touch what you put the in the front that's one of thetion without W impact yes your line will run through your road yeah run the line will run through the road yeah we run the the force M under the driveway around to the front so we're not going through the we're not going to okay well right now it's it's the um the so it seems like that is uh satisfied as far as having an accurate map and then you have to do the calculations as what you can and can't do uh with spacing for Fire Road and and the rest but that would come in a separate noi yeah and we appreciate Fe back so when we go to Stage well yeah you know I mean it would be crazy for us to say hey uh yeah we're all s in the fire department come and say hey you can't do it I mean in the very initial stages that did happen yeah and we don't want it to happen anymore the other thing you have to consider too is that we're revising our bylaw over time too so we're expecting in the fall we have a revised bylaw one of the things we're going to do is incorporate the DPW directors um well I'm hoping the commission would would vote on this to incorporate the DPW directors um you know as a sign off kind of person for projects especially when they my is Brad Fitzgerald from sfg engineering 28 Main Street Lakeville just to um recap did last proposal there used to be a single family house on this property it was raised several years ago we closing and put a new house in with a septic going up here in the back is the only place we could get a c test you have a isolated vegetated Wetland down here on the corner um which has been flagged and um so youve got your 25t buffer your your 50 and your 100 um the septic is outside 100 which meets um to requirements the house is more than 50 which meets to requirements we the 25t is a Bou the yellow line here you see is Ro control along or further from that 25t buffer line um at the last meeting um least request you requested that we put some check dams in and um another line of erosion control up here B slope so that's been done added to the plan um and was talk with meeting with Mr per in the highway department to go over the plan I met with him out there his uh basically his um thank you for meeting me at 418 heart Street this morning I have a better understanding of the provos driveway and Grading now I do believe as we discussed the driveway location as this plan is in good location and the grading of the driveway should be shifting away to the West with a 12in cross pipe under the driveway to float to the West is the best approach at this location along with no coming in right now the driveway is over here and that's what was kind of confusing for him um I explain there's a utility po here and the driveway is going west of that over off the property there's a catch Basin um in front of the next house everything grades that way he had replaced that Basin and the piping and and rerouted it through the an issue of the neighbor cross street so that pipe that catch Bas picks up all the run off and takes it down around on to Elm Street down down the hill so you wanted me to make sure this driveway is slope this way from west to east down and we have pipe on so that west east east to west uh east to west I'm sorry east east west so there all water flows Westerly to that catch Bas so I've made not of that on the plan we got the 12in r heads on either end um one one half of that pipe is just within the 100 foot buffer the other half is outside of it so the driver will come up here for the side entry um any any run off will come down and go west and head to that catch Bas what is the pink line in the left corner yeah that's that's 100t buff from um the Wetland across stre we're not proposing anything other than one of the uh check DS within that 100 bu and there is a catch Basin to the West in the right way you did not locate it but correct yeah yeah it's beyond the driveway on the other side front of the house next door I was up there in um yesterday and um Dave I don't know if you wanted to add any question yeah I do have a couple questions on on the driveway how it swings swings to to the left there's a there's a big tree there and then there's there's some ledge right beond the tree are you eliminating the tree with this driveway I don't know that um I I mean there's a considerable amount of ledge right the tree and in the in the foundation in the foundation yeah I personally I I have been out there more than once a time been out there most of thei work um I wasn't aware that there was a a very large usually we locate large trees but I guess he didn't get that one well I I I mean it looks when we were looking at that leis it looked like it was just on the edge of how this how the driveway curled yeah so I don't know if you're going to have to eliminate that but then you got the ledge to deal with too yeah it's the ledge and the slope that I'm really concerned about because if you don't eliminate the ledge the driveway is going to be like this you have the word Su written down here uh it it's either filled with water or it's ledge up High um yeah where we're keeping that above that as far as I know you going raise the whole house now we better sell 103 existing well no existing it's around 110 so um you know they have leave they plan on foring drains and um getting it down to that the pipe so it can run West okay so the storm water drains are going to be in the ground yes from the yeah um but as for that ledge I can't tell you what my my guess is they would try to probably work with it and grind it down if they can and because when it comes to the guy's building a house himself I believe and he needs to be able to get in and out so he's got to do something all of it would be at or outside of the 100t buffer the only ISS should be how he grades it he's got to make sure that he grades it to the to the west east to west that ledge appears to to be on the 100 foot buffer zone but certainly the uh the Doug portion there's there's a lot of water there and uh you know right now and when I went there I was there today and course there's a lot of grass in this area here and uh there was actually flowing water uh from north to south through that grass and you know I assume it's going it it's been that way all all the time and that that's probably what's making the Sweatland area over here to the east um I don't know how that's going to be handled I believe you know the footing training will help lot with that also the grading of the septic system will you know get it around the house and the driveway get it once we get it into the driveway then we know it's getting into that catch Basin way is going you know some of it will be going down to this this fonding area this IW um but we going to try to keep the majority going to the driveway to that catch BAS [Music] more questions any questions from the audience yes sir your name the posa I live across the street the water that's there is going into my property he said the water was going down the road it's not going down the road it's coming in my property because there's a pipe that goes underneath the road and it's a continuous stream that comes they built up the driveway so the water would be pitched over across and it's if you go righted by now the water's coming down but it said that the water was going the last meeting that that water was going over this down the street it's not going down the street it's coming to my property and I'm and the water's going to I'm still to have to stop I've been dealing with this problem for years and years and now they they're doing it right now by putting that pipe in there try to the string there a string that's right there um so it's it's more like an isolated Wetland with surface flow that's very very intermittent only when storm when there's a storm H that happens there's no bank there's no delineated stream there's no anything like that but the but the slope of it is this how this land is up here and our house is down here so if the road wasn't there the water would always go across the street right would always go downhill but what Mr Fitzgerald has redesigned I believe is to relocate the water so it goes into the other wed down to Elm Street and it's away from your property if that doesn't happen then you have a civil matter I believe right Brad is that oh yeah well we're going to don't we're going to be moving that driveway driveway going whole driveway going built up the driveway that's going to move to move to the other side of the utility you going to move it to the east or west side to the west to the west side yeah so you're going to push it over the other room yes Mr repos so it can go into my other property no so it'll go into the catch Bas it's next door in front of the house next door there's a catch Basin that the town put in to protect your prop property and we're going to be putting the water into that catch Basin but it's not protecting my property at 430 403 hot street right we we don't we don't intend to putting water that way it's going there where's it going to go it's not going to what about the pipe that's underneath the road that's feeding the water from your that's I don't know that's not on our property I know because the water's coming from that but it's not on our property um another thing that might mitigate some of it is um the neighbor to the east of this property he were they all notified was all the abud is notified everyone was notified but when I was out there um I spoke with him about he had been cutting really close to the Wetland and inside the Wetland in some occasions he's going to leave a lot of that natural so when trees start to come in naturally maybe that'll help absorb some of the water um but the plan is to leave as much green space on this and you've added some you've added some seed mix to restore the Disturbed areas correct and the the finished grading will all be L and CED which should hopefully collect rain you know run off all so and seep seep it into the ground is quite a as you can see there's quite a bit of do you think that uh some of your pitching of land and that pipe would reduce the amount of water that uh uh is that flows is a pipe under the street is a pipe under the street just taking all that water from that from that side there well this has been going on for years now you said yeah that there cuz there's a string that was on the if he can do something with that water that's I mean I want the water elated for my property period if it don't then I'll have to go we can't stop mother yeah we can't stop mother nature and we're not creating any more rain and neither is Mr what you going to do about the pipe that's running that water from into my property nothing that's nothing to do with us what do you mean it's got nothing to do with you it's nothing to do with us we that has been there we are concerned with the flow from his property and he has a plan to take care of that now uh what has happened in the past you can't expect him to correct all the problems that uh uh that have been going on for years but he's creating a problem by building up the driveway but the driveway is going to be on the west side and it's going to the water is going to be piped out so the I was in today and it doesn't seem as though the elevation is higher to to to do any disruption no because you go there when when the grass is growing you sure why didn't you go before and watch natur I've been there four or five times now and Mr Phillips has been there at least three or four times I've been there I think three times yeah okay I would like to move on we have a ly agenda here and and uh um is there anyone else from the audience that has concern yes Mr H it all 760 main stream I've heard term stor water as I look at this uh posting makes reference to building Peres board of health issues in regards to has this been at all talked about the coordinate efforts of this we uh when it involves Wetlands of a single family home we are in charge oh has it been discussed with the has been communication with the building inspector and of health and the health director just so they're in on the bo so Communications better so this process can be more scen that's my concern uh yes how it's been submitted to the Board of Health did they approve the septic yet I don't know that I believe they have but I I they don't notify us okay no I'm sorry they do now I can't recall they they usually send us an email or phone call says good question but I think he's waiting to get conservation approval before he issues his final appr on the and then he'll also get plans when they apply for the building yeah well they did they did apply didn't they they applied for a building permit okay and um I went out there and I yes and I told this was this was months ago now but and I did tell the Building Commissioner that they had already dug the foundation whole and um it did perk and now there used to be a house on this lot correct is it in the same location pretty much the house might have been roughly where the the garage is on this slot yeah that's where I saw the brick and uh today okay this actually the when we first took off project we handed a plan from might have been I don't remember what but 200 10 or 11 by Mr goreski who did a plan for the septic system and then we were H to try to perk it in the front to try to move the system to the front instead of up in the back and couldn't get a per in the front so we had to stick with the back and we worked a lot of our stuff came from Mr Gus's plan um and our field work and we we did go off perk it with the board help I believe time okay yeah was it last summer it was okay is there a a motion already caring on the uh on the Sou um you do have erosion temporary erosion controls and you believe what you've designed is going to mitigate storm water and any potential erosion controls and if there needs to be any more additional added we can do that if it becomes a problem absolutely yeah okay I've always been under the impression that you know when you go out there there's an issue you're the boss well yeah and the the other thing I was thinking about is a driveway I mean it would be great if they could do it um a perious surface instead of an can for the next meeting y right thank you uh Adam rosenblad I work for BHP uh mon Street in Providence R Island I'm representing power Massachusetts electric company here um as a representative so this project um we've been before the town a couple times before for things related to this um we were before the commission back in 2021 for what was um an RDA for a geotechnical investigation that was conducted to support the design of the project um and then we were here um a couple months ago as part of the request again RDA for what were some archaeological test pits that were being done on the line um so the project um includes three circuits they're the V5 the U6 and the S8 these are all 115 kilovolt lines um the V5 and the U6 are on what we call Double certained structure so that means both uh transmission lines occur on the same set of towers um and then the S8 line is U on its own so the S8 line in dyon is predominantly supported right now by wooden AG frame structures so they they just look like an h two wood poles with a crossover across the top um the majority of the V5 and U6 Towers in town are all lattice Towers so those are the sort of rectus looking things um The Proposal is to replace these with galvanized steel modles so that's a single pole um some will be on concrete foundations usually at points of intersection or angles um and then the rest would be what we call directly embeded okay so that's where they drill hole and they put the pole itself right in the ground inside the can and they back build for gravel um so the project is is roughly a four to five year construction project um the plan for them is to start with the S8 circuit which is that IND idual circuit that'll be the one that is started this hopefully this fall um the plan for that would be construction between 18 to 24 months um then they'll move over and start working on the V5 V6 which would come after that um and there may be some points where things are occurring um slightly simultaneously they're going to be working the way from south to North so we're starting um down at Somerset um near one of the old generating plants um their National Grid Otterville substation it's running through Swansea then into dyon Berkeley rainon um and up to bridge Bridgewater where there's another substation so the whole project length is roughly 20 miles um here in dyon we've got about U just under five miles okay um the progression of construction is going to go in a sequence of like phases of different project activities so I'll spend a few minutes kind of along through what those are um the first thing that they do is they'll do what we call vegetation mowing um so that's sort of the prep to allow for Access into the rideway areas where they need to do work they'll bow out the with of the existing rideway access roads to be about 20 ft and then they'll mow their work areas around the existing structural locations where the proposed ones are um and in some places where they have what we call either work pads or wire pulling pads um or sleeve pads these are various areas in the right way that I'll explain in a few minutes um after the vegetation mowing they'll come in and install erosion set control so predominantly on this project we're looking at compost filter sock which is going to be installed um along any areas where there's going to be any sort of artware or project activity with soil disturbance um while they're installing erosion controls they'll be starting to lay what we call very construction matting um so you guys have probably seen these a few times in town now you know the the timber mats that are bolted together they usually measure roughly like 4 by 16 ft um they lay these out temporarily all access routes and around their structures when in Wetlands or um in areas with like Po soil strength um to you know minimize disturbance um and you know spread the weight of the vehicles and whatnot so that they have you know a stable work platform to work from and also are minimizing you know imps for the Wetland when the work on those work pads is completed the plan would be for them to be removed and allow for restoration which may Simply Be removal and observing the vegetation you know coming back um in cases where we require or um we vhp will be the environmental monitor on the project so we're going to be contracted to review these items weekly during construction and during restoration phases um our inspectors are identifying that um an over seating is required we'll do that um in the W that'll be a usually then below a weed free straw as a m CH toply covered um kind of get the restoration before it should continue but um with matting and erosion controls installed the next phase will be coming in and doing the drilling the foundations that are going to be for concrete for those directly bented pole holes that I mentioned earlier um following the foundation Crews will come um what we ter the rattle Cruise well they construct the tower and set it either on the foundation or in the hole okay um and then following the pole setting or structure setting um then we move on to what's called The Wire pulling stage so um they'll either transfer the existing conductor that's in the air to the new towers and use that conductor to pull in the new wire um or if they're going to leave things energized they're going to use messenger ropes um you know and pulley to pull in a rope and then they'll use that rope to pull in the new wires um we do have wire pulling pads that are on the plans which are typically like at a midpoint between structures where they have to set up their tensioning trailers um which have the big schools of wire on them and they they're pretty large they generally run you know 40 to 60 feet long and then they have like some other Associated equ there too those are set up also temporarily in these work areas um once the wies pulled in and everything's connected to the new towers um and energized then they're able to start to remove the old Towers okay so the S8 or wood poles plan is to try and remove them in their entirety um some of the poles are set in wetland presently and if the determination is made that they will cause more harm than good in the removal of the butt of the pole um usually the environmental monitor will make the call like you know don't don't pull that out because you're going to make a hell of a mess you know they just cut it as close as they can and they'll You Know cover it over with some wet top so I don't see it be down with it um for the lattice Towers they're going to use um likely um with either Crane or supporting um you know excavator with a big stick um you know kind of a p on it to break the towers down into pieces that they can load into rolloffs and and haul out of it right away um the plan is for the uh Foundation footings for the towers to be removed about 18 in below R so we go down about 18 in cut everything off and then they'll ReStore in kind with top soil Wetland top soil it's a structure that W once the towers are removed um they'll formally go through um with what we call C final restoration um which is basically stabilizing slopes and any exposed soil surfaces um with you know the completion of the project but because the Project's so long and it's being done in so many different phases they will be doing that throughout So the plan is not to just leave everything for four years as a complete components of the project the plan is to restore them in time you know shortly after they've been finished so for example on the S8 circuit um there's going to be some work pad areas associated with that that they won't need for the B5 B6 of the plan will be to remove that matting restore those areas um for areas in Uplands where they um pushed in a gravel surface so they have something level to work from they would apply top soil and then likely hydraulically apply you know m to those um with some type of a bond or something with um you know especially if you're sort of heading either out of you know away from what is an appropriate part of the growing season to reestablish veget cover things um so that's sort of the process in a nutshell on the project um as I mentioned earlier um National Grid NE has contracted with being HB which is us who are doing permitting to serve as the environmental monitors on the project so we'll have at least a weekly presence on site to ensure permit compliance making sure that erosion set controls are intact and functioning um what's on the plans is basically considered by us and the company to be the bare minimum required so if there's something that we see on a week toe basis that requires attention or you know some type of supplement Maybe that's a secondary line or you know adding in a water bar or something like that along the access road um we would make that recommendation to U the supervisor of the project that it will get completed so uh that's that's sort of the plan to you know maintain compliance that presence is there we do produce weekly reports associated with that subm okay thank you we're looking to just have the front portion the resource areas on the front portion of the property the rest the re portion over here the proper is kind of cut off from the rest of the site by a big chunk of wetlands which we don't intend to Crossing um so all work when we do get to proposing it will be in the area where having enough the resource areas um the the Wetland resource areas were delineated by LEC um there's a um boarding vegetated Wetland which is on the southwestern portion of the site um there's a flag there's a series they go to uh D series and then H series to fin out to to the Propet here there is a meral pool located inside of that weap resource area um that meral pool is confirmed by Brad holes of environmental Consul restoration there's another B vegetated weap on the easterly part of the site which kind of biceps the site from you know the two halves um that was donated is B1 through b 96 so 96 Flags around that and again within that area there's a there's a pool was identified I bet there's multiple pools in that one in this SE no I mean the one you pointed to yeah it's kind of a big flat area that holds water yeah so yeah now is is that area uh not showing well is that Farmland that that uh this this was formerly Farmland yeah this is a this kind of a a house here in the middle and the property wraps around that house and it was the star owner on that one on that listed there uh James soua okay all right so I I'm exactly where WS right around okay yes and then the last resource area which is I think by Lo mylaw is um an isolated vegetated weapon on the Northwestern for property right alongside and that doesn't I don't believe at least that means that the state it does is there a the road anywhere there do you know that's to my that's the pool that they that they did uh also more struct there's also more structures that were built in the [Music] uh that the 50 so this is going to be the one this is going to be the put oh no actually it's this is the uh Lisa the pink one is what 25 25 and the and that's 100 yeah so they put the pool in the uh no build Zone land Pao maybe even the um okay so what we need to do then is look for some uh compensation on the uh Wetland side the um restoration I should say maybe that's a bad word cont restoration restoration um the near map is really great go back um did you guys want to see these ones and switch them or no okay I don't know yeah they quite they are similar um have you offered any suggestions to them about no I haven't robob hasn't reached out and quite frankly I meant to bylaw a local fee of $50 payable to DCC right now there is no fee um a consultant fee scheduled for applicants and that will be uh coming up setback rental pool potential rental pool should hold special protection and I really we have that already Le the the all pool all pools will have a mitigation car up this is the big change uh all pools have a medication C of at least 100 ft and shall be a natural and underst uh minor activity exemptions and that would be utilities uh coordination with other boards uh edit section five to include DPW are review prior to approval um and edit section 7 to remove prior to effective and again this is all going to come up in writing these are just the items that are going to be put into the uh the new B the new uh suggestion on consultancies will be detered by peer review uh Personnel along with DCC it'll be based upon lot size and flagging numbers and unpaid enforcement fines will be attached on personal property tax until paid are there any other ones you guys uh this I don't know I I wrote down a lot of hand ones but I have them everybody everybody will be want to pass that back to we're all going to get the the uh bylaws as they exist with the new items added in highlighted so and then we can make additional changes uh as we see fit and how it how it flows in the one by I would really like to see would be um to make C make any activity exempt under the local by that is exempt under the protection act we've seen several filings in the past where it's local filing only and there's no DDP file number because it's exempt I think it might be more efficient if we were to create a think concurrent exemptions so exemptions for we protection exemption okay one one thing that pops into my mind the uh D um uh law on veral pools is 100 feet whereas we have the veral pool 100 feet and then another 100t protection so in that case there they would have to file under right right this would be an exemp like something that's specifically exempt all right all right yeah the only thing I would say is so um septic septic replacement without significant enlargement is examp that should probably be exed the local bylaw too the only thing I would say with that one is I I ran across a couple of instances where I feel like it would be better if I was notified on the repairs because I could help them guide them guide them into a better location on the site away from any Leone disturbance or R disturbance so maybe we just without enlargement we have to kind of talk about that okay well that can you know when we get it you can handw write it in and and we'll make additional changes as we go along okay but for the next meeting do you want us to um we'll list out what's exempt under the wetlands protection act so we can wetlands and at least one of them is a ronal maybe both of them um but I think theyve proposed to do a lot of um changes to the property so um including some Landscaping and they've cleared how much would you say you cleared on that one U well basically when we knocked some trees out we had two structures there already so every apparently the place was in Probate for a few years so everything was just overgrown so what happened was went there and revamp the place my son but at the same time everything was just grown on top of the structures so I I went by my plot plan which my plot plan set to the left which is on the South Side on Smith Street that's all the wetlands that I had so where I cut the trees down there what that's where there's two structures there so which I I was indicated that basically there was Wetlands there because there's two structures there so everything we cut was just stuff that was overgrown on top of the on top of the two structures so problem of using the D Wetland ma Thing versus yeah yeah I guess it's a little different from ROV because I live in rovi and usually we go by a PL plant and usually that's what we go by but you know and that's the same time there was two structures there so I'm assuming that there was no wets there unfortunately it was like the wild west previously yeah they're right here yeah how far from the structures did you cut maybe four five six feet oh well he cut four five six feet off the structure but he cut probably another six probably another six on the other side of the other structure and then another six on the other side of the how many square feet a lot of trees but he didn't go far away from the structure no no absolutely not just asking um so the cutting is this is the house and the cutting is the Wetland there's a wetland here and there's a wetland here this whole area one's pretty much garage foundation which I thought I just put up the gar because everything looks so new so they thought i' put a garage up on the wetlands that's exactly what we so it's been up already since the structure of the house back in the90s and then the the um the shed doesn't have a foundation to it but they had it the send the box which what I what I did I cleared it so I was actually going to put it closer to the okay I I think a solution to this is for you to have the Wetland flag okay so that you know where they are okay then to reestablish vegetation natural vegetation within the 25t no touch Zone okay okay then what what we would do is we have you put these little signs up saying uh Wetlands so that uh you your son doesn't go into her just not with equipment okay you know I think that's the it's going to be the easiest solution so um I don't know how long it would take you to get uh someone to fly against you know person who is qualified yeah yeah nobody from so we have a list of cons gra this off you guys that I can you know you have it on your website or I can email it to yeah if you want before you leave but um yeah so I think the key here is no more clearing no we haven't cleed I mean all the claim that we did is already done anyways we're not claring disturb so no pulling any STS let's figure this out before you any STS that are there we we up shoots but whoever Flags it can give you uh you know ideas and tell you what to to plan in there and so we would like we're going to have to see the flagging so they'll map the site flag it and then uh tell us what you're going to do there and then you bring it to us and we'll approve it yeah what going to be done there is
