Smith Marini chairman Martin Goron director Diane bishop and assistant director Melissa gujo uh in accordance with mgl chapter 38 section 20 elcat is taping uh video and audio tape in our meeting tonight and we tape our own meetings and no one from the public isn't here start off with a review of the minutes from Marilyn gini from three dates November 6 November 12th and December 2nd Mr chairman I have reviewed all three minutes from the previously stated meetings and I find them to be in order at move that they be accepted second all those in favor I great we start off with some warrants uh fiscal 25 real estate warrant in amount of 50,7 49,8 6112 did I steal it sorry I am a ppto do you have one yeah I've got a I thought do something with her name fiscal 25 CPA warrant amount of $395,900 42.97 this the 25 betterment and special assessment warrant added to tax and the amount of $ 33,400 67 what is that for Diane that is for anyone who has a vent anyone who has outstanding water sewer leans General billing uh if uh INE fees uh income and expense if they didn't return and the total was that 33 and all of those warrants that you just signed uh was comp filed when we pulled our new FY 25 legal file uh in order to get the tax bills which is now sitting at the tax um Bill printer and ready to be mailed out prior to January 1st okay uh 2024 motor vehicle exercise commitment number six and the amount of $4,255 192 is that the last one it's the last one for this year generally next year we will receive one more commitment for calendar year 24 and that'll be for like November through December 31st um we have a 1990 vehicle vehicle excise recommitment of $5 what is that for um we had previously Abad apparently someone moved out of town moved out of state had outstanding excise moved back in and now we have to recommit the dollar amount and the person has already paid also 1991 motor vehicle excise we committed amount of $11.25 same person yep and here's the same person for 1992 Diane was here in 1992 I was alive in 1992 I can't I was here we got an A portion betterment warrant payment in full in the amount of 95573 generally when a house is getting ready to sell the new owner to does not want to take on the apportionment that was done over a 20-year period and this was the remaining amount that is left on an apportionment as there's going to be a new owner at that home this land no it's a house but we we'll sign it anyways it's otherwise we get yelled at uh reports motor vehicle excise abatement for three years 2020 2022 2024 for November any amount of 5,000 yeah sorry all the information's on the front if you'd like to look the see signature page just happened to follow on these are baits yes motor vehicle go to view go to view um notice to account for month of November in amount of 4,981 65 I skip one or no no I'm so sorry you're you're doing fine oh thank you I'm new notice account for the month of December in the amount of 53 m34 40152 and that is that is for everything that we just signed off on yes for the account okay now we move on to pre sales I did look at this time they gave them to you yes you have um definitely uh assessment of sale ratios are all over the place this time and a lot in the nine so to me it showed the didn't do much rising in this month a little bit here and there I think generally two in November past that yeah this is for the month of November yes generally I I find that things start slowing down November and December um there's not as many houses to pick from and there's still quite a few that are on the market that has been up for a while and hasn't sold yeah only 20 for sale though yeah total I agree I would say C are over a million yeah over two million three are three of those are sitting for going on months and months so I agree out of 20 I would say like 10 have been sitting there I really have no information on the fifth one down um and we did just receive the sales questionnaire back I'm if anyone does get any oh you know I saw that sale and I I forgot to look to see where it was where it was we were just discussing it off of Prospect Street oh I'm sorry I was looking at the one below that oh look at the one below that the 74 are we on the same page no no you said the fifth one down and is that is I'm sorry the fourth one down oh I'm sorry the fourth new neighborhood had its first sale right the new neighborhood had its first land sale no construction sale well we've had a lot of lot sale I haven't seen different one the 86 one I don't have class let me just see where that is oh yeah that the 86 we're talking maybe I don't know 810 from the bottom yep yeah point8 yeah that uh first new one in the neighborhood yeah do they ever sell all those lots it's a three lot subdivision he just building and selling uh two of the Lots had already sold and people owned them and that one property was a resale of the original person who built and they just sold the last lot so the original developer does no longer own any of those three l it's a high sale for them very all right I could go on on some of these but I shall not moving on to building permits a lot of them you have just give a quick update in October there are three new commercial um constructions and one single family house so that's for for um added to October no new buildings new construction uh for the month of November and so we are up to 25 year to date not bad not great but if you look at the price of some of the new construction for commercial we have a new storage for facility in town it's going to be a three story climate controlled oh it is three story oh wow nothing behind it there got a lot huh I think the only thing that would be behind it is more commercial that would be on Den's Denow okay that's good uh New Growth mhm for sure new industrial buildings three of them it's D's been busy building yeah there's another new one going up oh that's what we're talking about that's where the new storage is yeah what's that going to be one's a storage facility three stories the one next door one across the street are very good looking building too so the one next door to where the physical therapy place is at the corner is going to be the um Self Storage the one across the street that is going up on the other side of I think Young yeah um company is going to be a eventually tax exempt because it's owned by um Center for human development and it's going to be some type of a facility oh really yeah one it's up now like like 95% I haven't driven down last time one that's pretty newly constru it's just got a piece on the midle pretty much the last time I drove down there reviewing property it was in August and there was just a foundation oh so I not doubt yeah there's not what what I was looking at there's not much you can't even tell the other one's done the one I'm talking about beautiful front I'll take a drive down all right any questions on building permits no moving on to director update okay so our fiscal 25 tax recap has been approved as we all know by the Department of Revenue division of the local services on November 25th um the tax rate is um $18.48 which is what we uh projected when we were at the tax classification hearing with the uh Town Council uh this is a decrease of six cents per thousand the residential valuations on average did increase between about 5 to 6% and I do have a press release that will go out to the reminder if they publish it it will also go on our town website and our bulletin board um we just just completed it was very difficult this time we ran into a lot of issues but our legal file was turned over to the tax collector um just on wednes no today's Wednesday yesterday um we have been reviewing any Bill proofs making sure that everything went fine and it appears to um the tax bills will be sent prior to January 1st they should be in the mailboxes on or before January 1st um Postal Service does take sometimes a few extra days so they will be dribbling in after January 1st in people's mailboxes I'm sure uh the due date this year is February 3rd it's typically February 1st but because it falls on a Saturday uh it naturally goes to the next business day and I have updated our town website so we have our fiscal 25 property record cards up and ready for people to download or view uh I also have the fy2 spreadsheet with all properties I have it by address and I have it in an Excel format and people are able to filter if they want to just look at their street or if they want to look at certain classes of property um so that is all available and and I have uploaded our text classification uh presentation to the town website because a lot of times people do look back on that uh and along with that we do have a worksheet for people because they have a hard time understanding how quarterly tax billing works and we have it so they can just plug numbers in granted they have to download the form and then handr write the number I'm not that um techy to be able to have a fill in and have it calculate maybe that'll be my new goal um the FY 26 forms of lists and three ABC forms um that's going to be starting up January 1 is our assessment date and all people who have personal property in town that's the date that they would be reporting what is on their property on January 1st a form of list is required by all business owners who have personal property and their forms uh completed forms uh should be into our office no later than March 1st uh A 3abc is for tax exempt entities they have to uh complete and submit along with additional attachments in order to remain tax exempt I know Melissa has just got all of the postcards and mailing labels we're ready to send them out to two taxpayers to remind them and a taxpayer can re um request a form by mail or we could email or it is on our town website and that's all I have great thank you for that you're welcome um I know we get the question when you get your tax bill did not double uh what is the third quarter one divided by two right in majority of cases majority bed by two that's to the public I get that question mid January a lot um okay that's it for Open Session uh no no we still have a little bit more we do yep we have an Assessor's notice and we have I'm all done no just good assessors notice go ahead yep two more things we have now made it down to to a 8 1/2 by 11 format wow they downsize this yes a big thing everywhere and these this still will be posted at the post office on our bulletin board and at the Town um bulletin board at the Town Hall and we have uh fiscal 26 chapter land uh 61 and a 61b applications yes that have been approved we have correct they have been vetted and they all meet the requirements so we have a brand new applicant um for 61 Forest management uh we have all of the information you're going to see a sticky note there not there and you're going to also see one here this one is saying that we're going to notify the state Forester that there is going to be a tax lean on recorded at the registry of deeds and I believe Melissa's already got that in the works for for our new Melissa guo yes okay where is his property P Ro okay so this is one of the goldstein's property it's that little strip off of Lee Street and then it has it it's um between Lee Street and the new subdivision but it also goes all the way dear foot or pass out Dear foot yeah um well I know if you're on Michael Street you I I don't have the map with me but yeah cuz that's a remember that's an older map but where so right that little strip there that is that Entry Way I think it goes all the way yeah goes all the way oh well behind the yeah Happy Acres so this person owns that yes they bought it and what are they doing with it they have majority of it in chapter 61 chapter 61 is Forest management they had a a state Forester come out and just one signature deem the property qualifying for um a forest management plan and they will tell them when they need to cut any forestry Products from it and it is in a 10-year plan so once he submits this application for the next 10 years he will be able to receive a um a a discount on his taxes for being in the program Okay so what's he doing with it just using it for wood well it's 61 program is to try to keep um property from not being developed there's not many woods there but um it's just preserving it I'm sure and I'm sure that the W back there too yeah I'm sure that the little trees that are there will eventually grow up and he probably won't have to cut them for 30 years but he'll go through does he own something around there or he just I'm thinking he's going to try to build a house oh back there okay um and I think the entrance is going to be on Lee Street but I do not know that for a fact but I that's my information and then this is another chapter 61a and this taxpayer has been in it for years and again we need one signature here and we also need you to sign off like you did the chairman um and she already has a lean on the property but it's just reconfirming to the state Forester that we have done our due diligence is there a department for State forestry or is it just one state forest or no there's a whole department yeah and they have an a super Able Body assistant who all we have to do is reach out and we have different regionals and then you have the states so ours is out of the Amherst area that's the closest to us we do have um 961 BS they're all renewals I hate to just turn it over to say sign here because you may want to see the location of the property okay but on I think the first four of them they're all going to be signed on the reversed and then the other people have to sign on page hard so only you help to sign yes ma'am thank you sir power I appreciate that okay so this is is going to be on the back side and this is the only property that this applicant has that's in 61b is that yes he has 90 giant yeah he has 90 some Acres with a portion of it in 61 ft the bad portion back up okay again on the back side this is out on Summersville Road it's 61b this one is a new owner of the property um but he had signed an affidavit saying he wants to continue the use of uh the 61b classification why not keep the taxes down good move good move and on the back side this is on Parker Street it used to be the oh it's high up with the power l in it yes and then the next group of them because they didn't double side we'll be signing on how about that so it's a little bit easier and there's going to be I think there's two of them two this oh here's the other one we're good found the other one of little bit behind Road so this is um Fenway Golf and the F and they have a second parcel and that's like the batting cage okay Recreation Area what chapter are they in for that stuff 61b Recreation look like a golf course speaking of course angers man for you and this is the last one this is a newer owner she's owned it for a couple years this was formerly the mcnight property any more of those no there's a tree glowing through the pool really has been for a long time have you been back there huh have you walked back there no too sad can't take my dog anymore okay um we're all set with uh Open Session and make a motion to go into executive SE session for uh 61a applications uh from fiscal 26 fiscal 25 exemption applications going to look at a abatement applications and 1 ATV update we'll return to
