Aran you all set ready to go all right you're on oh jeez good afternoon welcome to the board of assessors meeting here on May 29th at 382 North Main Street on the second floor um in accordance with mgl chapter 38 section 20 uh we are being taped by elcat uh video tape by elcat and we tape our own meetings and no one else is here to uh check out the meeting and in the meeting today is board member Hayden Smith Marilyn gini chairman Martin gron and director Diane bishop and assistant Ken and we'll start with review of the minutes from May 1st from Marilyn gini Mr chairman I have reviewed the minutes of May 1st I find them should be in order and move that they'd be accepted okay we got a second all those in favor I I start off uh with a warrant from 2024 motor vehicle excise commitment number three in the amount of 177,000 she cut me off some money and some change oops it's all right 177,000 4463 all right that happens uh reports uh fiscal 24 real estate exemption for May 6200 and CPA exempt did for $62 I'm using cursing good job uh fiscal 24 real estate bait report for May for $250 and Hayden if you ever any questions on on the individual stuff feel free to ask we'll do anytime um and the notice to trying to write small the accountant or notice of commitment for what we just signed there we go and um moving right along think it's going to be a short meeting we got the LA res sales report um one page again and a lot of um just transfers so last time we had more 80s 90s we back had some real ones here in the 70s so we're back at that again and um the second one from the bottom I know that home very well and that's an amazing sale price for that home uh very average condition I know the house as well yeah I was I I mean yeah I can't really comment too much on it but that is uh uh a shocking price that's all so that's why it's at 79 I'm not sure on the 761 I don't know about that one um so the 100,000 over ask over assessment I'm sorry not asking which one that uh 76 below over there and and uh yeah the one below it um when I see buyer LLC and we're over 1% was that did you check that out it was on the MLS it's an extremely dated house and it was um a cash deal and they're most likely going to be flipping it and um updated yeah I kind of figured it out okay when you see LLC and uh that's it um any questions on the sales report Hayden Marilyn yep sir okay building permit report Lots any new homes Diane no there were not okay we now have five year to date through this is through April we are at the end of May but we have not received the May building permit report yet we won't receive it until June um but right now through the first four months we have five new homes year to date think there any on there uh and the new one yeah um you know I take I don't believe there are oh wow yeah I don't believe there are ton of building we need some new growth here yeah solar Windows roof and that new growth will really be for next fiscal year not this fiscal year yeah okay um I think that's it on building reports and now we can director update from Dian okay we have um the why 25 forms of list um I have completed reviewing and updating them so everything will be ready for fiscal 25 for personal property any new businesses will be our consultant will be going out and they'll be visiting the new businesses uh to uh inspect for personal property assets um our valuation which is the utility uh Electric gas companies they are going to be done by our consultant that is a 50/50 Blended value um and it will be complete prior to the interim adjustment the central values for telephone and pipelines which is responsibility of the Commissioner Revenue should be available by June 15th uh building permits we're getting ready to begin our manual building permit inspection Kenne has uh done an awesome job pulling together all of the permits that we need to send our consultant out on and then the remaining Kenne and I will be doing uh prior to the start of our uh interim adjustments not only do we have to deal with the permits then we have to get all of the information entered into the computer in order to be able to start with a new Baseline of value um um our data collector will most likely be out in the month of June and Kenne and I will be just following up throughout the month sometimes it's hard when you have a consultant with a data collector because every community that they um work with wants them to do it at the end of June because we want to make sure we pick up as much New Growth um so are there many that you have to go in I know know a lot of the building permits are Roose and solar and windows those are the ones that carry in and I generally do uh we send our consultant out for things like new homes um out buildings for measuring interior for remodels we do have a process that because we understand many people work we have door hangers if he does go by and they do need an interior inspection it'll check off the box for them to follow back up and and at that point Ken and I can go out we can set up a specific time if it's needed do we have an accessor car yet no no no accessor car um our fy2 income and expense forms uh they were due on the 15th of May and this is for any commercial industrial property that um the we base those properties on an income approach to value and so we rely on the um Property Owners to supply to us information on their rentals and their expenses so we can make sure that we're assessing all property for commercial and Industrial um based on what the current market is bearing um they are still trickling in even though the deadline has happened uh we encourage people people if you have not completed it to make sure that you still get it to us uh we will start using them once we start our um interim adjustments um and you accept them even though they come in now it's not like the abatement process correct okay uh we will stop accepting so let me add that there is a penalty fee and by the time we're ready to start utilizing these forms to pull values together if somebody sends it into to us in October November December it's not useful to us anymore we've already established values um so again we encourage people to get it in as quickly as they can and the RFP for valuation Services the deadline was Thursday May 2nd at 2 p.m. and the bid packet was open by the town manager and vetted by our assistant assessor kianne wisel uh to ensure all requirements were met and the town manager um will be sending out an award letter within 30 days of bid opening with a contract for 5-year re uh valuation services to be signed um within another 30 days of the award letter uh we did receive one bid packet and it's yes and um it is from our current vendor so I'm going to make an assumption that we will be continuing on for the next 5 years but right now it's in the town manager's hands for sending out the award letter and then for both of them to um come together with the successful so that could be next week then it could be right 30 days y it should be we reminded him to make sure that he is aware of the deadline and and aware of sending out the bid the award I a second okay yep great thank you Diane you're welcome um and we just have a fiscal 25 omitted and revised assessment report so this is a report whether you have omitted or revised assessments or roll back packs for the year whether you have them or not you have to submit this form before we can get any inm adjustment work started and we have had no n so it's all zeros here right so I have to check this little box that say we have none and knowing I have to get this um entered into the gateway system in the month of June um I thought I would have you
