we're going to swear a police officer in uh and that that's always a great moment here in Elwood Park well first uh we have to do a due diligence which is to have a flag salute and a prayer could everyone please stand for the rise for a flag Su in prayer the prayer if you'd be so kind Rabbi Schulz our prayer first anywhere you want you you want to be up on the on a Podium here everyone and I want to for remarks first wil who is swor in as the newest member of of the police department but in a sense he's not a new member that he's been here his Ro will change and so as he moves forward in his career and in his life I want to wish him God speed that he should be protected and that he should have the guidance from above and I extend that same prayer to all of the officers who stand here tonight to the Chief and of course everyone here who has come to support the department and officer Wilkins will be joining the eler Park Police Department I don't like quoting song lyrics but every now and again I'd like to do it and if you can name the song you'll win 10 points but there is a line life's a journey not a destination and so I also hearken back to a former supervisor of mine who would say to me that when you wake up every morning you have to live your mission you have to think about your day and frame your day based on living that mission and so officer Lin will join the the department in a new role and he will wake up every morning to fulfill that mission the same way each and every officer here tonight and the way each and every one of us in our own unique Serv to the community and so I ask that all of you join me in congratulating officer Wilkins but that together we continue to fortify our community through faith through perseverance and through a love for one continued support of the police department we can't be as successful as we are without your support and we truly mean that and appreciate that from every single officer dispatcher in the department we recognize your commitment to Public Safety Inwood Park and we thank you for that Kevin uh you know Kevin and I met through tiger Schulman's um Kevin's a hard worker Kevin uh was a professional athlete Kevin brings commitment loyalty hard work dedication discipline to the table those are the people we're looking for to serve the community to be police officers to protect you and your family and that man right there fits the bill he's going to have a long successful career career here and we look forward to him continuing to be part of our family he's been working for us as a dispatcher for the last year about and he's done a great job in that regard and he's going to make a phenomenal police officer so Kevin congratulations look forward to a lot of good days and some bumps in the road but we'll get through them together you got your brothers and sisters here to support you they come out in in droves when when they support their candidate so good job and and welcome to the team councilwoman Dennis thank you mayor where's Kevin oh hi I just want to congratulate you and once again I want to thank you for sharing your story with the council um I know you're going to do well in your position I thank you for choosing El with Park uh you have a huge support system here so look to them for help whether it's your fellow co-workers or your rabbis or your your pastors just make sure you utilize all the resources we have for you and we are sitting here praying for your success congratulations councilman folo thank you mayor officer Wilkins congratulations again you're joining a first class police force one that is truly a critical pillar in our community now you're part of that Foundation that unites us your perseverance in the face of adversity is truly commendable and we are proud to call you one of our own we look forward to witnessing the positive impact you will have on our our community as you serve with honor courage and distinction as well as an inspiration to our youth congratulations and a well deserved achievement God bless thank you councilman councilman gobec thank you mayor officer Wilkins welcome um you know in my opinion serving as a police officer in in Elwood Park and the Elwood Park Police Department is a is a privilege and awarding Care a rewarding career um but with that comes great responsibility so I just ask that you serve every day with with uh with the utmost Integrity I also want to recognize that we have a huge amount of police officers in the room and if you take out the people that are currently out on shift working right now we probably have 75% of our department here um and that's wonderful uh so um that should be celebrated and it's a testament to how the department runs thank you mayor thank you councilman councilwoman peline yes Kevin wishing you many years of success here in Elwood Park you will be joining a great team our Police Department is Simply the Best on a personal note the night you came in to meet the mayor and Council I was so impressed with you you spoke from your heart you couldn't have answered our questions any better and you showed so much professionalism and respect I knew that night you were the right one for our community so welcome to our team again congratulations to you and your family and may God always keep you safe in this new Journey thank you councilwoman councilwoman try congratulations to officer Wilkins your journey in life that has led you to serving our community is truly inspiring your resilience determination and commitment to making a difference is commendable and be safe thank you councilwoman so it's been a hell of a journey huh getting here uh your story fascinates me it fascinated the whole Council uh it's uh that intestinal fortitude that we all need in life just to get through life and uh you seem to overcome a lot of hurdles on the way uh which gives you that exception of a personality and a person to deal with problems of other people you'll be like an x-ray machine on some of these calls because of your your past which was a great past it it's uh nothing it's something to be happy about because each and every one of those events and episodes they they mold you they mold people as a person only to make it make them better and more prepared for the future you're coming to a great town here uh this is all inclusive as you could see um uh we enjoy the fact that we're Community minded which in your interviewed you showed us that you were so I'm looking forward to seeing you uh rise in the ranks and uh have that great fourth hearing and I will turn the meeting over to RBA police chief Michael fno to give a little background thank you shenet uh this is for dugouts for two of our parks in our turf project we had to trim some of the budget out um and one of the things that was omitted was the dugouts we were able to get them back in at veterans ballpark but we were we are without them on Pine and English so we applied for a grant which we were successful in getting and we will use that money along with some Recreation trust to uh finish the dugouts on those two fields and just a piggyback on that we're taking the money from the trust fund to compensate for the matching open space grant money May I have a motion to open to the public some move second anyone from the public here to speak on this issue if no one wishes to speak I will close the public hearing okay now we will have our budget hearing first we have resolution r-17 d24 introduce ordinance number 24-8 on second reading whereas the public notice has been given by the B clerk that an ordinance entitled calendar year 2024 ordinance to exceed the municipal budget appropriation limits and to establish a cat bank and JSA 48 colon 44514 was introduced and passed at a meeting held on Thursday March 21st 2024 and that further consideration of this ordinance will be taken up at this meeting and whereas all persons interested in said ordinance were given an opportunity to be heard concerning the same now therefore being resolved by the mayor and Council of the bar Park that an ordinance entitled calendar year 20124 ordinance to exceed the municipal budget appropriation limits and to establish a cat bank and JSA 48 call 4- 45-14 pass on Final reading well that was a long reading wasn't it yes may I have a motion to open to the budget that was introduced on April 18th 2024 we have our CFO boy Riano and our burrow auditor Mr Paul Lurch to uh go over the introduced budget from April 18th thank you um I'd like to start out by giving a little bit of an overview um as to what we're doing tonight uh and talk a little bit about the results from the 24 or 23 fiscal year and then and then finalize um where we are with the budget so the budget tonight um is not being adopted it is um what we're scheduled to do is just have a public hearing on that uh budget the um we are also after the public hearing we will be introducing an amendment to the original introduced budget um the amendment was part of the review process by the division of local governmental Services uh in essence what that Amendment really is it was a technical change it allowed us to move an expense that was inside the cap inside the appropriation cap to outside the appropriation cap whereby then um having us have the ility to meet our our cap level spending um when we do some of these Appropriations or amendments they do require advertisement in certain instances and this one requires an advertisement if it didn't we would actually be adopting it tonight as well so the process is is that the the mayor and Council hopefully will introduce this amendment it'll get advertised and then at that point there'll be a hearing on the amendment um and that hearing will take place on May 30th at 400 p.m. in the municipal building um at that point um after the hearing of the amendment then we can go through the the vote of of adopting the budget so right now there is no adoption of the budget um but I'm here to discuss like I said U some of the results of the budget um and I'm going to do that right now so just to summarize a little bit um the prior 23 historical 23 um you know positive news or there's absolutely some positive news here 23 The Collection rate was over 98% uh which is very strong um one of the other items is the the reserve balances that the B uh buau has appropriated for tax appeals um there is a balance of 455,000 it was 1.4 55 and a million dollar of that Reserve was cancelled into Surplus this year and surplus ended slightly above $150,000 above the year before but again a large part of that was the $1 million that was cancelled from the reserves into Surplus uh otherwise we would have been looking at a decrease in surplus of roughly $850,000 and the other thing that happened in 23 obviously is the interest rates went up dramatically from the 22 years so municipalities did benefit uh from those increase in interest rates and that was another large component of the increase in Surplus um so looking forward um I think we'll we we'll have a difficult time trying to maintain that $10 million surplus just knowing for a fact that there's basically a million dollar from this particular reserve and there was also roughly $600,000 from interest Revenue um over budget that we're not going to see coming in next year so those will be some difficult issues um that we'll have to deal with um one of the other biggest item which is which is is causing the major increase in this year's budget is really when we looked at 23 during 23 uh the burrow was required uh to do a emergency for expenditures of operations to the tune of 1.2 million uh that was really for public safety issues so what happens then is that because the 23 budget wasn't adequate to provide for those expenditures an emergency had to be prepared and the emergency just allows the burrow to continue to pay and provide to services but what happens on the flip side of that is is that then when we come into the subsequent year which is our 24 year now we have to budget the $1.2 million of emergencies that was not in the 203 budget and then on top of that you've got to start at that base now and provide the increases going forward in 24 so what happens is is that when you look at the the the culmination of of basically two years of these increases when we look at the total budget and the total budget's going up approximately $4.7 million uh but really the largest component is really making up for the expenditures that weren't in the 23 budget plus then the expenditures that we now have to adequately provide because we're going to make sure that this this budget um has the provision to provide for those services so that totals over2 2.3 $2.5 million when you look at what we have to pay from last year year we have to fund plus what is the correct funding mechanism for 24 so the majority of the increase really has to do with those two components uh one of the other components that is a that's going up and for a substantial amount really is going to be the debt service that we're paying the burough did some bond s did a bond sale um and now we have to pay the appropriate Debt Service and interest charges associated with those uh sale of bonds um but so talking about the budget itself so the budget itself as I indicated is up $4.7 million and we just talked about the the major component of it um but as far as the cap bank there's an appropriation bank and a limitation as to how much you can spend inside the cap initially as we went through this process we were actually over the cap um but because of the technical change we were able to get underneath the cap so as of today going forward we have zero cap Bank available going forward which is going to be a challenge when we do subsequent Year's budget when we do the 25 budget cuz we used basically used every Bank we've have um to get us to the point where we feel comfortable that we've provided an adequate budget going forward um so we again we have no cap Bank we use 74,000 of banks just to get us to where we are um so that'll be a little bit of a challenge again going forward um use of surplus as I said Surplus one up a little bit this year which was good um we did use a little bit more of surplus in this this particular budget um but it's really not out of line I don't feel uncomfortable with it um we're using approximately 54% um so I think that's that's that that is a stable amount uh going forward so I don't really see that being an issue um for 25 the tax levy increase is going to be 2.5 million or roughly 133% um but what's interesting because we have two two two um cap levies we have an appropriation Levy and then we have a tax levy so the tax levies is really geared towards limiting the amount of increases in your tax rate right tax dollars that's the whole purpose of that um but even with this particular increase that we're looking at and then the average impact is is is underneath 300 $298 an average home but we still have room where you can actually add another $2.4 million of tax do and still be within the statutory limitations and we're not doing that obviously um and I will say that when you look at the two $298 on an average home I think what you have to do is look at it in in in perspective uh and that's really when you look at the prior 3 years in essence it was zero so there was zeros for three years and now all of a sudden you're looking at roughly a uh uh 133% increase but when you average those over the 4E period it's 2% cost of living over that 4year period has been 4% so I think at the end of the day what could have simply happen if if if you would have went 2% 2% 2% 2% we'd be at the same spot we are today we just wouldn't have that volatility of going up where we had the emergencies because of the uh the budget as it was presented in the previous years um what's really helping the burrow and it it really helps every every burrow in a state of Jersey is the increase in assessed values and I think that's a key component and again you had another very good year in the increase in assessed values so burrow wide the assessed values of the entire burrow are up $62 million um and that's terrific um over the last four years it's gone up over $103 million and just a a little bit of a reference point um even though we're looking at you're looking at um 300 298 on the average house had the assessed values not gone up it would have been almost another $100 more in the average house so the assess values are absolutely helping out um all right so budget revenues we talked a little bit about it one of the other challenges that we had this particular year is we lost this was the last year of the American Rescue plan funding those were federal funds that came through um 23 was uh the last year we had a million dollar so that had to be made up as well going forward that put added pressure on to 24 um that was one of the factors um obviously next year we're not going to have to make up that shortfall and we talked a little bit about the emergencies and the salaries and those were the major increases um and that's that's that's all I have unless there are questions Paul uh before I open it to the public is there any area in that budget that you feel that the mayor and Council should try and tighten up their belts in order to prevent uh such an increase next year or less of an increase next year I I think you I think you'd have to do what you're doing every year right you're going through this and you're looking through it um diligently uh I think the big the big step is is that we know going into 25 that you have adequate Appropriations so we don't have to make up for a short full in the previous years so I'm looking for 25 to be what I would consider to be a normal increase of of cost of living of something in that sense that and that's what I would expect at this point okay any questions for for Paul before I open it to the public from the council with that I have a motion to open to the public anyone from the council excuse me the audience care to speak on the on the budget if not I will close that portion okay next we have resolution R d171 d24 introduced Amendment to the 2024 Municipal budget whereas the local Municipal budget for the year 2024 was approved and introduced on the 18th day of April 2024 and whereas the public hearing on said budget has been held and advertised and whereas it is desired to amend said approved introduced budget now therefore it be resolved by the governing body of the B of enwood Park Bergen County that the following amendments to the approved introduced budget of 2024 be made may I have a motion on the resolution move second any discussion the rooll please first by pelig second by choice roll call we have council members what'll happen at the next meeting there will no longer be a discussion on the budget the only thing that will be discussed next meeting will just be the amendment resolution those line items that changed okay so I I'm confused did we just adopt the budget no we did not adopt the budget we we had a hearing on the budget um we introduced the amendment at the next meeting there will no longer be public discussion on the budget it'll simply be an adoption resolution you'll vote on it and then you'll also vote on the amendment and have a hearing on the amendment only right but we through our through the vote we just took we amended the budget you introduced the amendment correct right introduced right correct so H H how how do we have a budget a public budget hearing prior to what is really the reintroduction of the budget because of the way the process works what happens is is that we we introduce our budget last last month um we had the hearing scheduled for tonight we go through the hearing process that gives the public the opportunity we satisfied our statutory responsibility to allow input from the public once that is over we are done with that component of the process and then when we go to the next meeting we can't adopt tonight because the advertisement or or the amendment requires an advertisement if it didn't require an advertisement we would introduced the amendment and we would to finalize the amendment and adopted the budget tonight since it requires an advertisement we have to put a pause on the physical actual vote of the budget when we come back next meeting the meeting will open up it'll be a hearing on the amendment only just that resolution any discussion will only take place about this resolution after that discussion you'll you'll you'll vote on the amendment and then after that the adoption resolution we'll simply ask for vote on the adoption resolution so there'll be a a resolution to adopt the budget that is correct okay yes so the public can get up later in the meeting today if if they want to talk about whatever that's the point yes thank you for clarifying if they want yeah okay okay where are we yes we are going to General ordinances of the burrow more specifically chapter 4 licensing and business regulations Section 4.7 clarifying application fees and license fees clarifying types and numbers of licenses that may be issued be passed and adopted on first reading and be it resolved that a final hearing on said ordinance will be heard in the municipal building on Thursday June 20th 2024 at 7:00 p.m. or as soon thereafter as same P same can be heard at which time any person's interested in said ordinance can be heard be it further resolved that the bur clerk B and she is hereby authorized to advertise in illegal newspaper a notice of introduction and final hearing as required by law may I have a motion on the ordinance so Mo second ladies and gentlemen this is an ordinance uh that we are amending uh to remove one of the dispensary licenses on the Cannabis list any further discussion on this col roll please mayor real quick um I think that this is a great disservice to our community um with the Cannabis ordinance with the current cannabis facility that has opened up and with uh some that are still in the works we have uh applications that are interested Inwood Park and I think that what we just heard with the budget uh it really does the town of dis service to lose out on uh great revenues that could come from this so my vote will be no okay councilman just he got this feedback in the mic here can't have two on at once can't have two on regarding what you're saying the problem was originally when we set out with with the cannabis Zone then we doubled it and then we doubled the amount of licenses we don't want this to be known as Elwood pop yes a couple of dispensaries would do us good would help us on the revenue side of things but to have four of them on one stretch on Route 46 for a quarter of a mile is ridiculous by taking away to one that's not going to happen maybe there'll be the third one on move 46 but we're moving in the right direction any other discussion yes mayor if I may yes um I I do uh I do not support this um this this subject has been Beat to Death so many you know so many times um the state of New Jersey voted to legalize this the voters of Elma Park legalized this 2 to one um every ordinance that we did creating these licenses mayor you signed you signed every single one of them in law and now we're going backwards and we're taking one license away I I don't know if we're paying lip service to people in the community that are not happy about marijuana I I don't know I don't know what the I understand your Viewpoint I don't know what reducing one license what the Practical impact of this is um you know we've had we've had delays in getting things going uh we had you know we had a a major company ready to go there was you know months of delays now that company is no longer evolved I don't know if it's because of delays or because of other factors we'll never know the truth um but the bottom line is um these are very clean non nondescript businesses they are Head and Shoulders above the the the 15 uh uh liquor stores that we have populated throughout our community not even a comparison and I just don't know why we continue to address this subject unless of course we just want to pay lip service to people that are complaining about the subject and I understand the motivations and it is what it is yeah you you got a lot of the residents uh uh that uh do not partake in the philosophy of of cannabis and uh that's not what's at stake here what's at stake is that they don't want to see that many in our town it kind of makes sense if if you have two or three on rout 46 what more do you need why do you need four so this is moving in the right direction yes there was early approvals and you know as well as I know the way this evolved getting it the correct information over the last couple of years for the Cannabis board was very difficult you didn't know really um things were changing rapidly let me put it that this way I think this is a good move I think three dispensaries is enough that the revenue will come in there and uh it'll be moving in the right direction for those who don't do not appreciate this anyone else care to speak on the subject mayor mayor May um I don't think the reduction of One retail license is going to reduce our tax benefit I think adding an additional retail license is just going to dilute the business um instead of across three retail establishments across four and even those that hold the licenses agree they do not want any more additional um retail establishments on 46 and if this was about plating those who did not agree with uh marijuana we very well could have reduced other types of licenses and we did not those uh types of licenses aren't as uh visible to the community and also don't have the same retail impact and I do support the businesses of elmood Park I do want to see them successful and to continue to add licenses um and and dilute their revenue is not in their best interest thank you thank you councilwoman anybody else here to speak yeah to say that to say that not having a business in town will not affect the tax benefit is is insane I think that mayor I think that having hundreds of thousands of dollars come from these we get 2% on every sale that happens in one of these stores to say that it not affect the tax benefit of this town is not valid I I don't think uh councilman F solo understands what I'm saying right if you have if the market is I don't know I'm going to just throw something out there and say 400,000 right if if if you have four licenses each one of them will likely see let's say $100,000 right if you have three licensed then each one is going to see about you know 133,000 so that's my point we would still have the same amount of tax revenue they're just the money is going to be spent at three retail stores instead of four good point good point um mayor mayor mayor also councilman it's the it's the Optics too that people are not in agreement with uh yeah the money is good and it it it's uh it would help us uh but we have enough at what price do we give our the image of our town away a couple of them there on the highway doesn't not it's not really seen to Through The Eyes of our residents in the residential communities uh this is a good thing I wish to tell you the truth it was only two I would be happy with that to her Point law supply and demand if you have four people comp competing for one product they're going to have to take their their share of the market mayor yes I'm over here hi yeah oh you're quiet um I just I wanted to throw out there my concern about the resolution which we had discussed before was that there are applications already depending for the amount of licenses that we have so I have a concern about how we're going to show to those and then my other concern is whether it was a year ago or two years ago I mentioned us re looking at the zoning and not pushing everything on 46 and probably looking at it on Broadway and the comments that we got back was that let's see how we go with the couple that come in first before we look at zoning and I think we're not going to have the opportunity If you eliminate licenses from now to spread them out um and then the other thing would be I understand we're trying to be nice to those that don't like it but there was more people that wanted it that did not like it that wanted it more um and the example that we dilute the product it doesn't I don't agree with it just because we have how many smoke shops how many liquid stores how many Dunkin Donuts how many 7-Elevens I mean they're out there for a reason they're making money um but that to the side cuz that's a different argument we Memorial Day to all of our residents and we hope for some good weather so we can properly honor those who made the ultimate sacrifice for our country um I also want to recognize next month is lgbtq uh pride month and I want to reinstate restate the Burrow's commitment to acceptance and inclusion uh as we know back in 2 February of 2021 uh a resolution was passed unanimously r-92 D21 that signifies that the burrow will raise on every every June we raise the pride flag in the burrow so I just want to give everybody my well wishes to that and there will be a ceremony uh the date is going to be uh is to be determined because we are uh actively discussing it with the youth committee so other than that progress mayor I think there's a there's a problem there though councilman uh our insurance company has advised us that that was not uh the right thing to do uh as as far as raising any flag not just that flag underneath the American flag uh so it's not that we don't want the ceremony we can have the ceremony but it's the idea of placing any flag for any type of organization under the American flag if you're going to place a flag it should be the state of New Jersey under uh our flag or a veterans flag well mayor I think that if that's your position you should resend the resolution that states that the burrow must fly the flag every June in our burrow yeah probably so if that's this position you the majority wants to take then we would have to resend the resoltion it's councilman it's not taking it's a position it is taking a position because legal advice doesn't come from your insurance carrier but I understand the the motive and the uh all of a sudden worry of this but okay that that recent the resolution it's on you it has nothing to do with the the particular flag or the organization it just has to do with something with we've been doing wrong in the past that's we're correcting now that's all no more than that and like I said we can have the uh the ceremony and and everything that goes along with that now Kyle what is uh to to the councilman's point we have to pass a resolution to resend is there a resolution active for this year regarding that there is r-92 21 look it was it says every June yeah yeah can before before what was the number could you me so I can look at it r-92 D21 sure okay okay can I say something yeah sure sure I just want to say that I was at that meeting it was the first work meeting in April the chief was there um a lot of us were there I think just two members were missing and that just came up he just right um Chief if I may our GIF Frank clli just brought that up it it was he brought it up to us we didn't ask a question that never came up from any council members or the mayor he was just telling things that we should do we shouldn't do to protect our Barrow and that came up from him nobody is was against this or anything else and he strongly advised us that we should not do this and so that's the predicament that we're in anyone else care to speak on it okay are you finished councilman I just would like some some guidance because we have things being planned with the county and with other parties that have come to Pride celebrations in elal park and um with two weeks to go it's kind of um disheartening so councilman can I make a suggestion should we I think we should reach out to Frank clli tomorrow and let him send us an email maybe I don't know what he's going to say but I think it should we should have Clarity from him he's the one that said we couldn't do it we should know why we can't do it and he should send an email out to the mayor and Council letting us know why he said that that night and why he doesn't want us to do that what what I don't I understand the motive I'm not arguing here but what I'm saying is we are not the only town to do this I think almost every town in Bergen County does this the county does it on the county buildings the state does it on state buildings I don't get the the disconnect here and I don't I don't get I don't agree with the recommendation and I don't um get where we're going here so thank thank you mayor um very happy to see how the turf project turned out getting a lot of positive feedback from residents you know people who don't live in town who are coming through I think that's a great great thing that we did for for our kids and our our community at large um on the consent agenda was a resolution to do an agreement with GPI for mola Improvement project that is those are um uh I think federal federal state or federal funds tap Grant to continue the lighting project to Route four um the the grant pays for the engineer as well in this case um so I I'm hopeful that maybe sometime around this time next year we'll be you know flipping on the lights for another section of uh of the boulevard um Memorial Day um I I think it's you know I think we have a beautiful tradition of a parade I think um I think maybe unfortunately the attendance uh is stagnant or maybe slowly dwindling over the years I think you know all of us that are in the council and those that take the time to come to meeting uh we have to promote it as much as possible we've got a lot of new residents a lot of homes were sold and during the pandemic a lot of new residents so I think it's it's in our interest to advertise that as much as possible I'd even you know suggest to the chief if one of our billboard signs is available just to put up Memorial Day Parade 12:00 p.m. Boulevard very simple direct you know so the the whole Community can see it um in terms of what councilman folo just brought up I wasn't at the April meeting so I I can't really speak to that but you know I would caution us uh I would caution us against taking legal advice from our insurance broker we have a burrow attorney we have special counsel for this special counsel for that we have a labor attorney to to to to change something we've been doing for three or four years with zero problems in none of these doomsday SC scarios that people bring up oh the Confederate flag they're going to come in and they're going to request the Nazis are going to come in and request and you can't say no right um I just think like we're we're we're we're you know we're we're getting into like these crazy hypotheticals why don't we just cancel all the street fairs and all the Community Days that'll that'll definitely uh stop all the risk of liability like we just we can't live in that world we have a nice thing going here and nothing caused it to be stopped so I think we should just uh you know I think we should we're we're looking for I don't know we're looking for something that's not there we have a nice little tradition we have two or three groups that raise a flag with zero negotiating with a uh an organization go to show you how big amazon is they can afford a whole year pay pay the lease on a building and not worry about it we're up for okay um now there is no uh cap bank that was that's going to be available for use correct there will be none it's not from what I understand it's not needed no the way the waiver the waiver to go in excess is not needed is that right Chief correct okay but the cap bank is not going to be available is what I understood and again there were a lot of figures thrown out there and everything the C Bank I I I don't think that's true because we're exceeding the c bank because of the health therefore none would be available what do you mean in the future or in general if you're exceeding what your your budget should be right based upon whatever the the cap was if you don't exceed it you can then save that particular part of the cap that you didn't use and it goes into a bank for future use yeah so you're not going to have anything I I don't know the answer to that question but I do recall Mr lur saying that the the burrow had has the ability to raise the levy in additional 2 something million above where it is that's correct so I don't know if that ties into your question but right they have they have the ability to do that right and in fact I think the state is trying to do that with schools right now right um now if I'm if I'm clear and please correct me if I'm wrong $1.2 million was overspent for the 23 budget is that correct I I don't know if that's I I think it was more underfunded than overspent if that makes sense I don't know I don't do that where did jam up not one of my hats $1 million that we were getting from the American Rescue act for the last two years is not there there was no compensation for that last year we should have raised taxes last year 2% and to his point and I'm not condoning it because I'd like to keep the Reigns on the spending with this Council but if you divide the four years the last four years with relatively no increase the first 3 years to the fourth year it's a 2% increase each year it would have been nice to been sitting here and not having to say that and not having to raise the taxes but that's not the case I kind of figured that out when he said that so why did you make me go through that whole average increase would be approximately $298 per home so people are going to get build for that yeah and yeah I mean um you know there's political fall back from that or you know push back sure um now is any of that money to uh get put into the budget now to increase the amount not only going to come from taxes but from uh debt because he mentioned the word debt yeah so so your question is okay if there was more money spent than what you took in last year so you need to have more money because the budget remained the same the budget didn't go down so in order to make up that 1 million to $1.2 million what was spent last year that's going to be in this budget this year um are you going to there's an increase on top of that are you going is there going to have to be money be borrowed no no he used the word debt he used the word Deb we referring to our debt we have debt like everyone else doesn't I don't have any debt I have no Deb either I don't want to have debt no but go ahead we have Nob but the town has Deb others have debt the less the debt the better without a doubt but he was just referring to the fact that we our debt was increasing because we spent on on the ball fields and other other uh Capital items um but the budget itself the increase in the taxes will make up so that next year if we start flat we and hopefully it'll get better next year we pull back it won't be that much of an increase that's that's what I got out of it I just sure is your question Mr did is the burrow borrowing more money to balance this budget that was your question this or in in the future yes right no I no no no I think when he referred to debt is when we Bond we we borrow in theory but we're not paying anybody yet right so there are projects that are you know checks are being cut I would imagine the turf field is a big part of it cuz I think the bonded amount on that was I know anywhere from 2 to 3 million or whatever so I would imagine that once those once those payments have to come forward they have to be incorporated in that budget right we bonded money for the marina several years ago that project is still in in in motion but it's not that debt isn't like real yet realized okay now looking forward so didn't that $300 remains $300 more every year in infinitely that we're going to be paying more this year sure sure it's just like that loaf of bread that was uh 2020 was $136 now it's 236 that's never going back down maybe it'll move a couple of cents but that inflation has been is in the base of the calculus now this is not inflation it's over spending what well it's well you know you know Jeff you could add a little inflation to this because from 1920 to 1924 Goods have cost 20% more across the board so that means everything 19 2020 to 2024 you said 1920 2020 2024 thank that's your dad talking here but you get my point yeah I understand okay um excuse though I still would see okay one other thing and I want to get away from this I don't understand might to understand um at the last work meeting it was brought up about the uh Catabus and about how many licenses and stuff and some of the questions that are being talked about tonight were asked and one of the questions that I had what is a retail I believe a retails are number five class and I I think maybe thought it was three but anyway how does that fall into there because when I think this original you don't even have Micro licenses and conditional licenses in there originally there always was if you there always was no there wasn't there was so the thought of of M business was we it was um it was implemented by the state after the first passage of their cannabis law and then it was passed on to us after we had already so we had to amend that so it was like a constant amendment of this thing Point wasn't the or original but I think the word migro would have you attach that to a license for dispensary for warehouse cultivating cultivating it means smaller less square footage that is required um I think I think and I'm not the lawyer who wrote this but shouldn't it be some sort of wording that the conditional and micro is just a typee of not a actual class of the license because it could be different classes and not not to limit the number but it includes all those licenses because the way that's written it sounds like it's something separate and I'm not the one and I know you didn't right boy
