remain standing for just a moment for a long time Emerson resident and friend of mine and my family who passed away um Mr Thomas Amato he will be missed thank you this meeting is called pursuant to Proclamation for Jane D day December 31st 2023 what a great day retirement of burough clerk Jane DJ whereas Jane DJ began her her career with the burough of Emerson on October 15th 2007 as the deputy Clerk and whereas Jane's strong work ethic and vast Knowledge and Skills led her to becoming the burrow clerk on June 9th 2015 and whereas throughout her tenure in Emerson Jane has always served with a positive disposition greeting everyone with a smile and laughing with the employees and residents alike and whereas Jane is a team player with a kend do due attitude and has always given great care and attention to all of the employees elected officials and residents of the burrow and whereas it is with great honor that the burrow of Emerson recognizes the retirement of Jane DJ on December 31st 2023 after over 16 years of dedicated profession professional and honorable service now therefore I Danielle depaa mayor of Emerson on behalf of the governing body and all emersonians do hereby resignations there are no appointments or resignations this evening minutes for approval regular and close session meeting minutes of December 5th 2023 mayor yes I'd like make a motion to table the minutes okay can I get a second on that second all in favor any opposed motion carries the next item is correspondence letter dated December 11th 2023 from Robert G Esposito director of Bergen County Community Development awarding $199,000 for the Emerson Firehouse elevator project uh Mr Hermanson is there anything to add on this no right now we we'll uh go through the process and put some bids out and uh hopefully uh have this project done in a timely fashion in order to make the uh the grant uh to get take care we get the granted ex time thank you can we ask any questions about that you want to ask questions yeah I of course you could ask I had a question come up this afternoon they probably have the answer for me sure I want to know if the damn what was it generator the generator would push that elevator to the top floor you don't have the answer for that I mean so the the architect is the one that's putting the bid documents together so that would could be something that look into I'll reach out with him tomorrow and to get an answer for you all right so that could that could cost us more money if we need to replace the generator that's there that's a that potentially would have to see what happens with the answer yes all right so there's more to discussion to be on this there could be more discussion yes I would like there to be more discussion about this before we go ahead with it so I add something sure Jill we we haven't voted to move forward with this project this is just an awarded Grant at this point so I also think there will be more discussion before a vote takes place is that possible I I'm confused that what you guys are saying is a vote because we got the grant we got the grant can we use the grant for anything else I don't feel like we've been informed enough to move forward with the grant we're not voting to use the grant all we were doing was awarded the grant though okay that's what yeah that's what Jill's saying that that's what I was saying yeah all right yes but also on our agenda we are authorizing the payment of the architect that Drew up the specs in order to put the elevator in so why would we pay him if we aren't moving forward with the project I don't really recall voting on on that could be my mistake do you have any comment I'm going to I was just trying to see if I get an answer from our architect uh on the on the generator uh basically at this point when we we had discussed the uh the elevator we had a time frame that we needed to move very quickly on this in order to get the $199,000 it's an unfunded Grant so basically there's a difference between uh where you put in for a funding where um those projects are done at a time at at a certain time since these projects whether you call them unfunded or anybody who did do a project so if we did not finish this project in a timely fashion we would have to give the money back that becomes unfunded so those are those are uh monies that have to be used by the county otherwise they go back to the federal government so this was offered to us knowing that there was an opportunity for us to look to do this elevator we have been talking about doing the elevator uh for a number of number of years for different reasons and we were talking about using it potentially for a polling place and then potentially for a couple of other things also but the polling place was really uh essential and in order to have uh to do a polling place at the firehouse you have to have an elevator because you have to have the residents be able to get up and down on the on the voters so it was kind of like a chicken in the egg if you either have the elevator first before we could present for uh polling place once we had the Board of Elections come in they took a look to see if the room worked for us they told us yes then we were a then we were told that we had to have the we'd have to have an elevator that there was no other way other than having an elevator in order to use it as a polling place so by doing that we then went back to cbdgrandma10.com out of the school so we wouldn't have to use the schools uh going further we can always give the money back though you if you did not use it it would be given back yes all right I I honestly don't see a negative to doing this because number one still have we still have unanswered questions I I understand that but the whole reason for putting in the elevator from the Geto was the firefighters number one asked us for an elevator because there's a number of firefighters who have served the burrow for over for 50 years that could not go upstairs and participate in any functions and the more important is we're trying to get the voting out of our schools to keep the school safer and it goes hand inand with doing the elevator and moving the polling place so it really is a positive I think for the burrow in order to help the firemen and also get the voting out of the schools but you're entitled to your opinion as you know and I understand what you're saying but I Pro I foresee this as a positive that's my opinion and everyone else will have their opinion um when it's time but we have Rob has had um Kevin S and bino our burough architect give us the plan and it is on consent to vote to pay him for the work that he's done so that is on consent so if you want to vote separately on paying Kevin said and Marina then you would have to pull that off of the consent agenda okay and ask to vote sep on it sure okay and his vote his is on you can see what it's on what shows his scope of work what he's what he's looking to do that's a total that's for everything straight through constru construction and I went over um Kevin's bill well it's not really a bill at this point I don't think it's really his proposal to carry out the work for the project is my understanding so his total cost from what I Min so it's roughly what not to 47,000 yeah 475 um so the anticipated construction cost we had put together an an estimate for this originally when this first came up as far as the potential doing an elevator we're anticipating the construction cost to be around like 272,000 so his cost proposal is roughly between 15 to 20% of that cost which is typically where where the number would fall like an Allin number for design and construction oversight right so it falls within that window as far as the dollars and cents but we are talking a square building with a square elevator rectang and a landing rectangle I just seems like a lot of money that's all there's obviously there's more to it I mean I'm sure there is I'm no engineer I'm no architect yeah no I mean listen I understand where what your thoughts are on it because it's really you know it's a small like I said it's a small structure fortunately the size of the structure does doesn't change the complexity of things and what's involved in doing it whether it's a smaller job or a bigger job it's still similar involvement so a lot of times with the smaller project you're you'll see that your costs are a little bit higher um than if it was a larger project I mean it's it's still the same I don't think it's just a drawing I think from what I yeah what I read or what Rob told me or Kevin told me they have to dig out a foundation correct in order for the the lift to sit in it it's not just drawing like a square box I think it was a little bit more DET have to do the electrical and all that other the electrical should be part of the package with the elevator but there's more there's the elevator portion of it but there's a little bit more to it because you got to get all the electric from the existing structure to that area there's different things that need to be you need to pull electric over to where you're going to put your panel yeah there's there's more to it than just them coming and doing their their thing all right and I think they're making the building a little bit bigger in order to accommodate it and put it in another foyer well we'll see so that's what I'm always open but that's what I think the plan was to go forward yeah basically take the front of the building you instead of having the double doors right at the middle um you'll have two doors coming in on the side the elevator will be on the exterior part of the the shot of the building you kind of come in and then it's more of an enhanced front entrance I think to meet some of the ADA requirements and other elements that needed Rob let me just get confirmation wa wait wait was the work was the work done or is this a performant to start the work in order to get this project to to get a yes on this we had to have work done and since he is our architect and through our process he did the work yes so he already has has some of this work done some of it not all of it that's correct some of it is done because if you look at what it says in there is that it's right it's to his bill that we're going to be in up to which means it's from the start to finish so some of it is is started yes you order to get the project we had that's what we had to do yeah and it's a it's a pretty tight deadline to meet the grant requirements I understand I just like to be well informed of what's going on with Town money that's all understood and no disrespect to any of the firemen that are watching this it's your tax money too no look the uh that's the bonus it really is the bonus because they had asked us for it and we could not go to CBG in order just to do it as an elevator for the firefighters so in order by doing this for the able to do as a polling place we also have a uh it's a second win also for the firefighters because they will be able to get the elevator that they are looking for in order for for some of their members to attend meetings that they're no that they have not been able to attend lately so it's a win-win for for the for the burrow anything else thank you no I'm good anything Mike no Jill okay okay um the next item is burrow Hall hours um with uh what we are thinking about doing as a governing body is changing some of the burrow Hall operating hours in order to make it more flexible for residents who work having a late night and perhaps leaving um early on a certain day and it is something that we are still um that we still have to talk about in committee so we are not ready so did a really good job and just want to wish everybody a happy holiday season and happy New Year excellent um Jill McGuire do you have a report for us yes um the Emerson environmental commission parti participated in the Emerson fire department's Holiday Market where they collected holiday lights to recycle at Mom's Organic Market in paramis the commission submitted their annual Emerson Woods report to the burough they purchased new community garden beds for the next um season for um the Emerson garden and they're go working with the Boy Scouts who will be helping them to create a digital QR signal at the Emerson Woods kiosk and then I just want to wish all emersonians um a happy holiday season happy Hanukkah Merry Christmas a blessed Quanza and may 2024 be bright for all that's my with this shade tree Emerson nj.org uh the Board of Education will hold its annual reorganization meeting on Monday January 8th at 7:30 p.m. at the Junior Senior High School auditorium and the DPW has been quite busy these days uh they're cleaning all the Brooks and storm drains after the recent storm and Windstorm they've cut up several trees that were knocked down during the store The Crew crew's also been been set up for to to chip Fallen branches due to the storm last pickup for leaves was December 18th but there would be a special pickup on Saturday Saturday December 23rd for mixed Gordon debris that fell during the storm this will be the last pickup until spring and the crews are being sent out to pick up and Chip Fallen branches due to the storm that was a repeat very sorry like to reach out to everyone and wish him a happy and healthy Christmas and a happy New Year thank you very much thank you councilman um that debris must be bagged tied or put in barrels and placed curbside by 6:00 a.m. on Saturday the 23rd um and we can always count on our DPW thank you Perry and to all the guys um we actually had a visitor that came in expressly to um commend our DPW into the office today so that's always very nice when they get their Kudos um I want to thank everyone who generously donated to the police department's 35th annual PBA toy drive the toys were dropped off yesterday for dist distribution at the Joseph and senari Children's Hospital in hackin saac and uh as well as to Local Schools thank you to our police officers for always um helping to bring cheer to these children this during the holiday season the Emerson volunteer fire department is holding their Santa around town they started this evening please visit our website or social media to see when Santa is expected in your neighborhood um the Philip Morgan Foundation blood Dy was cancelled um that was expected to be on December 30th but there is still a blood drive um that will be held at the church of GE the Church of Jesus Christ of Latter Day Saints um on December 21st from 2: to 7 p.m. and you can sign up at www redcross.org dg- blood. HTML um if you're interested that's December 21st from 2: to 7 um speaking of the Church Chief Savina officer Howard and I were happy to attend their unity in Emerson Community diversity Symposium last week um we really appreciate that they hosted the event we met a lot of nice people um for those of you not familiar the Church of Jesus Christ of Latter Day Saints has a genealogical library called The Family History Center which is open to the public as well as um they offer Community programs uh resources on Mental Health sub abuse food security as well as uh English as for as a second language classes if any of those are interested in anything that I just mentioned please reach out to them for assistance the governing body will hold its 224 reorganization meeting on Tuesday January 2nd at 7:30 p.m. in the council chambers I invite everyone to join us council president Timberman and councilwoman Ashley rice will be sworn in and two new police officers will also be sworn in that the 2nd Dave do you have a report for us sure I'll keep it uh quick into the point um so the uh 2023 Road program um came to a halt we've got everything completed that was on our uh as part of the contract everything has uh been done we're just in the punch list phase and we'll look to get that closed out um and get reimbursed for the do portion of that over the winter months okay um and what else it's at the uh Randol at Pump Station at the last mayor and council meeting you guys took action to join the um Co-op program through pic Valley sewage commission which we're going to in the process of talking to a couple different vendors to get some pricing to try to advance forward the uh Pump Station replacement over that Randol Avenue um the other item which you have on your on your consent agenda is for the uh cdbg Grant application um just want to update you on the overall scope of the project so you guys are fully aware of what was part of that um it was discussed that over um behind the senior center we're looking to put a Pavilion in um it's an open air Pavilion uh it would be like a steel structure with a metal roof um with very limited maintenance to it uh as part of that it would have a concrete slab underneath it with some picnic tables and an area for the seniors as well as permanent picnic tables or no they're there're tables that you could around it wouldn't be anchored into the into the pad um and it would just be an area for the seniors to have lunches or different meetings outside and keep them out of the sun um as well as to be utilized for your Rec Recreation program that you have during the during the summer months um within that complex uh as part of that we would also have uh Ada access to the Pavilion for the people um and we were looking to enhance um some Landscaping as well as provide a some sort of green infrastructure to address the runoff from the structure itself um so all in all we had some prepared a you know a cost estimate for that project um we were looking at roughly all in was about 280,000 was what we're requesting um and depending on the grant award amount we can work and recope things to meet the budget of what we're given as far as the grant but and going through that that was kind of the wish list of items that the burrow um staff felt that was needed for that particular complex I think it would also say go I I also think it's a plus because it would save money every year we have to get a tent for Town day where the seniors sit and so they would have a uh permanent fixture also for that just to give you an idea so the exact location so it's just behind the building you have the parking area on the back side there's a grass strip between the parking and the baseball field or the pathway so it's going to be located in that location we were looking at a roughly 20 foot by 40 foot gazebos roughly or Pavilion um in that location so when's the award usually for those um usually we'll get something probably by like July roughly next year yeah and then usually from then you have about a year to get it completed but again depending on the grant amount um you know we for the largest Pavilion size that we could fit within that footprint but that can get reduced and we look at at different uh options once we know the actual dollar amount uh that you guys are awarded so the size will conform to the amount of money that we get correct okay correct I have a question on that based on go ahead no go ahead council president go right ahead based on the award if if if the the scope has to be adjusted will they work with us on that correct okay yeah usually I mean listen we shoot for as much as we possibly can you know there's things in here I also have lighting under underneath the um the Pavilion just to have that there just in case you need it so there's flexibility as long as we use that location that area correct it's it really needs to fall within the confines of your um the area that's designated for it you know as we've anywhere in that complex I I think I think part of the thing that he's getting at is this is a specific CBD G for a specific area in need like for seniors and for um different locations in town that are limited to getting this so there Grant so there's a map so there's a map that would prepared based on the census census data for your low to moderate income areas so this portion of the community Falls within that so you couldn't just randomly let's just say we wanted to put it up with your you know Elementary School we could complex is on the map so anywhere in the house right but ideally somewhere closer to your you know to the senior Park is that they look at that element as well it has to be criter so so we shoot for the stars but say we get half so we're going to reduce this structure we're still going to go ahead with it reduce the structure so then maybe not everyone gets to fit underneath it we'll have further discussions when we got the dollar amount to see what you got and see what makes if it's Fe what happens if we come up with a differ an idea and there's money left over do we have to give that back or can we reuse that repurpose that money as far as sure to another Park in town say well you're very limited on the parks because it really needs to be within the confines of it has to be in that zone that's what he just explained this particular needs to be understand I understand I just had to ask that question too but as far as like the scope and you know reallocating it or whatever I mean if if we let's just say they get give us $ 150,000 we end up doing a $75,000 project there $75,000 left over if you're looking to go put that somewhere else typically that's not something that they would allow you to do they're looking for you to keep it onto that one particular project now if we find out that there's a different need that's a different conversation that we can have with the cdbg office to see if they'll allow us to reappropriate those funds to a different project within the same location or general V that fits the parameters for that specific Grant correct okay got it okay anything else Jill anything no okay um do you have anything else to report uh that's enough for now okay Mr Hermanson do you have anything I just want to uh just a couple things uh I want to commend to R DPW again for a fantastic fantastic job with the storm and we did have a resident come in and as the mayor said uh that that absolutely uh complemented what they've done uh and you could see that there was branches and trees down everywhere and within the day that they've been cleaned up so uh great job by them um and the same thing with the rain we we had very um we had a couple of projects that we had worked on in the burrow on some of to mitigate some of the uh backups that we've had with a with a FL and we believe that some of that stuff helped uh during the storm we did not hear as many issues and concerns with it and uh and we're very happy about that so we're looking forward to continue to keep doing some of those things and working together with some of the projects uh that we've done and hopefully with a couple of grants that we've put in for uh to see some fruition on and to continue on that um I had a meeting this morning with psng they will continue to do some work again uh on acrian up on acan on the other side side now uh going through to finish uh basically that by the time they're done which will be at by they will take the rest of this year to do uh we'll have 98% completion in the town which they said uh is an advantage to the uh to the homeowners because those who are looking to use generators uh right now on who are do not have these high press the pipes that now the pressure the new pressure on it they would actually have to go in and pay for those uh that that to do that by putting this these pipes in and doing it this way uh they won't they would not have to so you could basically put your generator in and as a generator that you would need uh in case your in case something went where the power went out uh they said that they've at this point right now spent that by the time this project is done that they'll spent over $4 million in Asphalt in the uh in the burrow of Emerson uh with the roads and that they will be 98% complete only a couple of areas in Old Hook Road uh that would have a couple of things that would need to be done done that they don't believe that they will get to at this point um but other than that that was uh the meeting we had with them was very productive I just want to wish everyone the same thing a uh a those who celebrated Hanukkah I hope they had a very happy Hanukkah and for those celebrating uh Christmas and uh and have happy have a happy New Year uh this weekend and next year okay um Michelle do you have any report John do you have any report okay that brings us to public comment members of appreciate uh your appreciation of Jane DJ Jane we're going to miss you so much um I've talked to various bur clerks around the area and I can say objectively that Jane was the best is the best and will always be the best um so definitely big shoes to fill um I me I hope you're not watching right now Jane but maybe you know someone who knows you can pass it along my my kind words please do um she's watching She's definitely watching She's definitely watching is she watching I thought she was done I'm sure she's watching Jane you rascal all right well this is the this is the last time this is it so really I hope it excited you because after this you gotta you know be on the beach somewhere anyway moving on to the Firehouse project um I was glad to hear that councilman Gordon and councilwoman or Maguire had qu had the same questions that I had about the project which is confusion about why it was on the consent agenda when they've never voted like on moving forward with it so I'm I'm glad to see that's going to be discussed further um a few additional questions I had number one can you share the deadline to get the money is there like a date we have that's it's been given to us that's going to be given to us that's that that letter we were given a letter of intent from the county telling us that they have authorized uh for the 199,000 So based off the bids and the bid specs once we start uh to put the project together we would then uh they would issue the check to us to to start working on the project and how quickly does that have to be done it's I guess you get better answer than I can as the engineer is it like three Ian just like ball like three months six months a year so ially the Bergen County um is looking to have the project a significant amount spent on it by April of this year April April of 20244 okay all right that's a ballpark then um and in terms of it being a polling location which of the current polling locations would the firehouse replace that probably the high school but it would really be up to the Board of Elections probably the high school okay um and would the firehouse be like are there any other firehouses in the area that act as polling locations like would it still be a firehouse while it's a polling location like sure you you can pull you can pull the trucks outside if you had to in order to do that or uh absolutely it's done in multiple towns My Town um they use the firehouse which which town is it like so I live in Long Valley oh cool yeah I wasn't sure I thought maybe near woodfi Lake there were some but I know uh they use our Firehouse as the polling station I don't think it's not a acceptable area I think that many towns use a firehouse as a polling location cool all right thank you like it's not out of the
