the city clerk please read the open public meeting act this meeting is called pursuant to the provisions of the open public meetings law notice of this meeting was included in a notice sent to the record and the Star Ledger and advertised in said newspapers on January 17 2024 posted on the bulletin board in the municipal building and has remained continuously posted as the required notices under the statute a copy of this notice isn't has been available to the public and is on file in the office of the municipal clerk proper notice have been given the m ipal clerk is directed to include the statement in the minutes of this meeting will the city clerk please do the roll call councilman Rosen here councilwoman wiski here councilwoman David present councilman Wilson present council president cob here also present is Mayor Michael wild city manager Robert S Hoffman City attorney Bill Bailey CFO Michael calman and I think that's it and you and myself just going oh at at this time um we I'm going to take something out of order uh only so they don't have to wait or he doesn't have to wait until we get to that point in time resolution 35111 2624 uh resolution honoring Heroes and Cool Kids program um what I'd like to say is um this program was start by somebody from Englewood um who a lot of us know Mr Bruce Hopper who's a former jet player and he happens to be with us tonight uh it's the program is 25 years old if I believe saying that right and it really speaks to helping youth develop confidence deal with challenges and struggles that they may have on a daily basis and to really just try to navigate life in the big picture so and Mr Hopper is an example of that um for those of us who know him and who grew up with him we seen him go from this guy who was running touchdowns locally to running touchdowns professionally and I think it's an honor and it's well beyond time that his hometown team and his hometown town uh repres represents him and also honors him for the work that he's put in but not only in Englewood throughout beron County throughout the state of New Jersey and he continues to put that work in today um so I'd like Mr Hopper to come up yeah we we're gonna first we're gonna we're GNA I want to get a motion and a second to vote on this resolution Mr Hopper so I need a motion and a second from the council I make a motion council president could say that he's been a prime example of what really a hero is and that the people that he's touched have touched other people so thank you Mr Harper for not giving up on us and always coming back to ingood where it all started so thank you I applaud you thank you very much for you for your [Applause] [Music] commitment okay uh I have always been proud to say I'm from Englewood I am always Englewood is always my home and I'm very proud of that and you all have represented it well and uh continued to do a great job Charlie in particular thinking of him um really wherever I go it's Englewood this is home I live in fairon now but this is home and excuse me I'm a cut I'm going cut it yeah no no no always once a r always a ready that's right there you go there you go that's right all right and so um I just really feel honored that you all have taken the time to recognize what I've done a labor of love with Heroes and Cool Kids and um it's just nice to be to be recognized for w work that you love all right thank for [Applause] a lot of people always say you know Bruce this and that and that and that well I certainly did not do what has been done by myself and definitely she's a winner she's the winner thank you Nancy and all the other trainers former pro athletes uh that have helped Heroes and Cool Kids become what it is today I really uh I will certainly share this with them and uh heartfelt give them a heartfelt thank you so thank you thank you for giving me the opportunity [Applause] up go ahead Bob go ahead council president as a point of order if um if the supplementing the city code of the city of angala to establish chapter 68 setting forth personal residency preferences for hiring in the police and fire departments yes can you explain uh yes the ordinance that'ss before the governing body at this time uh is uh adjusting the existing personal residency ordinance the ordinance currently on the books which I think was adopted in 2019 or thereabouts had a uh provision that residents uh of the city for 12 consecutive months provided the other meet the other qualifications could get excuse me a hiring preference for police and fire what's before the board tonight is uh increasing the 12-month period to 36 consecutive months at this time I'm going to open up to the public for the public hearing on this ordinance 2411 any question name address Rick will being with New Jersey yeah it's good that you guys are passing an audience for people to live here but how do we ensure that you know we get the right candidates for these jobs because more and more and more we don't have people that actually from Inglewood there's people that are coming into the community and you know they pretty much understand what's going on I mean there was a post that was made uh a couple of weeks ago and I think the PD put it in there about you know going to these churches and hiring these people and I just want to make sure that we don't allow the police department to keep going to these black churches to talk about we're going to hire people that reflect the community and no hire nobody black you understand not that black needs to be some kind of a protocol but our Police Department is too white right now and that's not a good thing that's all I have to say thank you thank you good evening council president to this legislative body Dr John giv pastor of Shiloh Amy Z church here 129 Williams Street England Wood New Jersey um with regards to uh this ordinance here uh we have been working uh with the administration with regards to hiring getting individuals prepared to physically and mentally uh to become police officer in this great City and talking with the chief this week uh Mr Huff we I understand we have five five or whatever that number was have passed uh the test there of whatever they were going through I was talking uh with the chief but we are working and promoting uh throughout the city and hoping that we can get our individuals who lives here in the city that's number one number two I'm concerned seriously concerned Mr President and this Council mayor uh with the to extend the The Residency am I correct uh with regards to police officers coming on or taking the test in the city is that's the aate you bringing forward now yes yes okay I think it's good I think it's very very very good that we do that but I I am concerned and little bit disturbed when though on the first first vote here that we had two NOS in my humble opinion we are talking about residency we talking about Mr Hoffman and I we are working to heal some of the ills in this city and I think this ordinance is profound we are asking in my understanding interpretation of this ordinance that preference should be given to the resident of this city we've had problems with our police officers individual who are from this city who are resident of this city is that's that's my three minutes I finish finish there is that you have a better product a better product because they are a resident of the city they get paid by this city the disturbing part the law says we cannot stop Outsiders to come in but it appears to me that this Council this Administration should have preference on the resident of the city first of all if you are a resident of the city you want to be a first offender and a police officer fireman and Etc you part of this city and this Council makes the law this Council get voted on by individ resident of the city not from Outsiders so this Council should be sensitive to the members I'm I'm sorry to the resident of the city if you are a resident of this city any City this is home you have a more perspective than an outside who come in for a paycheck that is just good Common Sense The Outsiders who comes in here don't understand englwood you're coming for a paycheck from Inwood and I may say that I just left the league of municipality last week and at the league of municipality we have Workshop of how the council and Mayors can improve the service for the of for their cities and this council is voting against that that is an improvement to the city and on the second reading I hope it be 100% thanks for the extra time thank because the individual get paid the council get a stien aren't you supposed to look out for the people who vote for you and give you a stien how can you look out for someone who don't give you a stien that doesn't make sense to me thank thank you re thank appreciate thank [Music] you Suzanne mullings phel s um I just want to say I think you'll find Value in recruiting members of the community that are interested in serving the community and my only question to the council is would you consider including something about the uh recruitment whereas you can align with schools or local organizations or programs internships so that those that are interested or maybe even if they're not sure they can have more information about the preference that's relegated to them in the event it passes because the communication in Englewood needs help and sometimes the only only place you see things is on Facebook which it doesn't reach all of our community especially the younger population so if you are really considering this as a preference you should probably think about the bigger picture on how to recruit residents first and then I saw classes where it would then be extended to those afterwards thanks thank you good evening Council uh I want to refay Diaz yes Raymond Diaz Shannon Court I I just want to speak about paragraph mental health that's specialized training so anyone that you select for whatever position can you tell me what makes it they so special that they're not part of the already trained F uh fire department personnel or police Personnel I just don't want to see that we hired this person because he has special talents and you're not going to describe to me what it is I mean you can get around that thing of residency by saying he special Talent you guys don't have it here you're going to still have to ask people you're going to have to give them a scope of work what's required right if you're not going to do this till about a year later maybe they can go to school and get some of that training right so uh that's it thank you thank you not worried about him let's just do what we got to do let's stay focused anybody else from the public that has any questions on this ordinance 2411 Road I had a conversation with deputy chief uh Matt Delarosa a while back and one of the things that I suggest that maybe he go into the school system and not spend so much time in the houses of worship um I think if you go into the school system and talk to some of these guys that are in 11th and 12th grade um it might give them some opportunity to want to join the police department you know but a lot of police department require you to go to college so if if a young man is going to college and he wants to become a police officer you know he can go to uh he can take criminology courses to help enhance him to be become an officer in the town that he lives in um but this whole thing about in town out of town I mean at some point we have to use common sense here if you if you work in town and you live in town you shop in town you spend your money in town it helped enhance the community it helped enhance the city it helped build up the revenue for the city but if you if you work here don't live here don't spend any money here you get a paycheck and you head out van Brown Street or you head out nicab Baka Road at 3 3:00 in the afternoon or whatever the new schedule that these guys have now it's doing nothing for the city you're taking our tax dollars and you're spending it someplace else and you're not contributing nothing back to the city it's just like you know what it's just like a house of worship when you hire when you hire people to work the goal is that you wish them to contribute back to what they're making to keep the flow that's it's no difference I mean we got to at some point we got to come to some kind of Common Sense here and say you know what this is right for the city this is right for the people that live in the city in the city thank you thank you R given you know the rules even though you're a minister you can come back in the public you can come back in the public session what I have to say I think very Mr Hoffman and I and along with the chief we have discussed and trying to put together individual in the high schools and we start working with them from the high school and we follow them in and encourage them to go to college or or there and set up a council so we can grow and groom our officers from high school to college and take the test we're working on that thank you ra if there are no other questions on ordinance 2411 I'm going to close the public hearing and then I want I need a motion on ordinance 2411 and a second I make a motion council president I second Mr President yeah um uh council president just a point of information if I may uh tonight there is a recruiting uh event at the library that was previously scheduled so the police chief and other members of the police department are there uh the goal is as Pastor given had mentioned that we're trying to recruit Anglewood residents so there's an open house tonight for that and that's where the chief is that's where some of our other police officers are and I also want to thank Pastor given because Pastor given and Pastor Green have helped us um outline the um the program for tonight and for that that's going to be that is being used in this go round um and um the results so far have been positive and I'll speak about that in my report thank you Mr President just uh by way of a few comments if I can a reading of this ordinance does prevent somebody who immediately proceeding their interest in joining the police department who goes away to college from claiming residency to some capacity if they go if they go out no no okay I'm it's a question no okay no the a few other comments if I can um I have been engaged wait wait hold hold on man let him speak thank you he had your turn I heard come back I heard Mr Wilby Pastor given miss mullings Mr Diaz and Deacon Campbell and I have studied this issue for a very long time I've worked with superintendents to see that we go into the high schools encouraging uh young uh men and women to go into the different departments into vocations and otherwise I've spoken to colleague Mayors in Newark in Orange and I asked them do you prefer to get police officers from local or from outside and I distinctly remember four mayors of color saying we prefer to go outside because we don't want any special treatment given to people inside and yet when I think about firefighters I would want a firefighter who knows the streets and the nooks and the corners and can prevent something and knows how to get around quickly now if I speak to some of the police officers in Anglewood nothing in this ordinance would require them to live here once they become police officers one very high ranking officer told me that the minute he had made an arrest he had to move out of Anglewood because he was walking with his son in shopright and he was accosted by somebody that he had arrested and that there is a culture of police officers when they do become police officers leaving our city because they don't want to work and sleep for their own safety and their fam's uh safety um there is Great Value in recruiting in our community the question is whether or not a year is adequate or three years I is hard is prohibitive and ultimately what measures do we take to get the best the finest the bravest uh wherever they live wherever they sleep uh and again it's a double-edged sword here not everything is the way it seems and the question is whether or not the standards are honorous or or exacting uh we want the best public servants in all parts of our city um and again it's not so uh transparent when I heard that this police officer uh left the city moments after he had an arrest and was with his child it changed the dynamic scar so thank you you got your T go ahead all right come on just RI RI just let him let him let him finish and then you can say what you got to say so this this really requires um great thought um and I plan on reading this ordinance and in all truth I'd like to um speak to I'd like to speak to some more of the interested parties here uh and find out we've been hiring uh lateral moves and officers that are sworn in other communities um I don't think any of them have really moved into the city of angood also so that uh culture changes too but I'm just adding a little information based on my preliminary findings and also the findings of colleague Mayors throughout the corridor thank you my last um when I was here several weeks ago I spoke everyone when a c on a block or someone they familiar with right you give them preference to pass the test doesn't mean that um if no one passes then our city manager can always go in a bank and pull someone out from elsewhere that's right right so it's not like you're going to be like oh we're going to have no cops here that's right right so what I'm saying is that there's no ordinance also for firefighters and police officers to stay and live here in our town once they receive the job and I think that's what you was saying mayor um they have to live in the state the state of New Jersey jerse right but not in right but this is two different ordinance I think the one that we were passing that give them first preference who live in our city of Englewood and if they move out after that they move out because of whatever they feel conflicted or whatever so I'm a a wife of a firefighter and the uh my brother-in-law was a cop um who moved out also I think it's only fair to give preference to those that lived here and pay taxes and our educ educating our system our children in our system to give them some preference so if they move out fine I mean and also if they move out it's good I mean I hope you also you guys who didn't vote just um pass it because I think that um Bob you want to time in what if what if nobody passed the test in Englewood what would happen next my my my ask no my ask I'm just asking am I allowed to answer Council what if no one passes the Testa the physical test and I want to thank the city of Englewood also that we have something implemented in our school district they have a physical test coming up next week 100 push-ups or whatever they have to do is implemented in the in our um School District right now they training them right now go ahead Bob uh thank you so the question was if um there was U if we didn't have qualified applicants that passed the written and the physical test what would what would uh what would happen next so the answer would the answer would be we would be able to look for lateral transfers if need be that's right Council Wilson did you have something to say thank you um council president first giving honor to God without him it wouldn't be possible so I I appreciate this conversation I don't want to call it a debate um people are allowed to have their versions of their opinion uh but what what we' found in the past is that people from our community care about our community they go the extra yard because they go that's Miss Smith that's Miss Brown's house calling now 911 one not that they're giv special privilege to these individuals but they're familiar with the needs um and it takes someone from out of town longer if ever to get familiar with ingwood resident needs now I I'll say this there are six paid fire departments in the county of Bergen six not a lot there's 70 towns and the M municipalities excuse me in beron County so we have 64 at a minimum of the personel from our County wanting to be in one of the six departments in beron county and Inglewood is in high regards we have taken care of our officers and tonight we're going to be taking care of uh the fire officers hopefully but it's it's a no-brainer to me that we don't give our homegrown or our residents that are willing to commit three years to a career I think that's a small price to pay if these other people from other municipalities want to enjoy the fruits of ingwood New Jersey and I think it's incumbent upon us as the mayor and counsel to get behind our community because it's the community that allows us this privilege to sit here it's only by the community we're not getting voted in by the officers and the firefighters that come from out of town they've got no set here so the bare minimum I think we could do is three years we've done one year and it hasn't seemed to help we've had laterals we've had eight to nine different hires that none are from Inglewood so we've had this in place for a year we're asking for three years now that it might make a difference on how our streets are patrolled and how they're protected and how we're protected there's nothing like someone that knows their Community a statement was made earlier that you would like to have a firefighter that knows the street guess what police officers need to know the streets as well it's not limited yeah there's going to be some potholes where there's a learning curve for anyone that comes into a new municipality but my money's on homegrown thank you council president thank [Applause] you thank you good evening uh so Mr Bailey uh this was first discussed back in May and I and I asked for a report from our labor Council Mr rudderman do do we have that report I do not yeah so it's kind of crazy to we have a labor Council highly respected attorney we call him up about every important decision that we make we've been talking about this for about six months now I'd like to report for him his opinion on this ordinance and I I think it's ridiculous to even consider it without his input is this a practical ordinance is this going to set us up for litigation because I think there are some aspects to this that will set us up for litigation is it practicable do other municipalities do this if so how their results gone this is what we're paying them for this is a a huge huge change and that's why we hire experts to give us their opinion it's kind of crazy for six months we haven't had them come here we we have attorneys come here all the time but we haven't asked for his input on this so that's just ridiculous to me but more importantly I want to talk about a situation that does happen in this city so I'll give you a for for instance there's a young person in tenly who wants to be a firefighter so they join the tenly volunteer firefighter Corp because they don't have a paid department and as a member of that Corp they come to Anglewood stand side by side with the efd put their lives on the line for the people of Anglewood and this council is telling them they have no skin in the game they are risking their lives to save our lives when there's Mutual Aid and tenna comes over to Anglewood and now if they apply for an open paid position we tell them to go to the back of the line after they've been putting their lives on the line for us for years and I think that's a poent thank you hi good evening um you know I I just want to be clear that um before 2019 we had a residency preference then in May of 2019 ordinance number 1902 was passed and that changed a resid residency preference to a residency requirement and um and and the council voted for that um back in 2019 now I I I have not been given any explanation as to why we are going from a one-year residency requirement to a three-year residency requirement and and I have not heard like Council M Rosen Swip I'll wait till you're done and like councilman Rosen swag said um we have not heard from our labor attorney not only that we have not heard from our police chief we have not heard from our fire chief so we're going now making a change but why haven't we heard from our labor attorney I ask you why have we not heard from our police chief why have we not heard from our fire chief why what you know and and how is this going to impact us um I need to know that to be able to make a responsible decision and that's why I'm elected to make responsible decisions whoa whoa whoa whoa whoa what we're now going to have is that when public session comes and you want to address that question you can do that at that time okay not only that another question question that we asked back in May was what other towns have a three-year requirement we still haven't heard of any because the standard when you call up other towns as I've done and you speak to them the standard is usually a is a year that is the standard so the question is if the standard is a year we haven't heard from any of the experts the police chief the fire chief the labor attorney on this I'm not sure why we we would be voting on that today so how about we hear from our police chief and find out how this may impact their Department how about we hear from our fire chief and find out how this may impact their department is this their recommendation I haven't gotten that correspondence why don't we hear from our labor attorney why don't we hear from all the experts involved before we make a decision that to my knowledge no other municipality in the state of New Jersey has so so those are my comments for the evening on this topic so let me let me just address a few things you know they talked about you didn't hear from the police chief the fire chief and all of them they work for the residents of the city of Anglewood they work for the city of Anglewood let's be clear and if the people want this it's up to the people we've gotten away from what the people want to what this body up here wants this body up here represents the people so how do you vote against something that's beneficial to the city of Anglewood and its residents I don't know you do that and 36 months gives he or she the opportunity to learn Englewood and those two jobs and they're not jobs they're careers let's not be fooled when they take the test you should see the lines for people wanting to get in here I think Mr Campbell put it right listen people are coming in here for these great jobs but this a small price to pay for three years to understanding how this town ticks and the amount of fully paid for fire departments in Bergen County that's a gem of a job you should want to be able to get the people who live here first crack at these jobs they should have first crack at these job if you're representing them you want you want the the residents to have the first crack at them and the and the other thing is Inwood is not Civil Service where these other towns are so they're Guided by something a little different we have a little bit more flexibility cuz we're not civil service but what's troubling is you're asking you haven't heard these things this this ordinance hasn't been a secret so if you were really concerned you could have reached out to the attorneys as well it's very simple very if you do your own homework that's that's that's the problem and and we should be doing what the people want what's in the best interest of the people and I don't think this is a hard lift or hard ask see people normally were getting these jobs from Anglewood they lived here all their life so they knew where EPS Avenue is they knew where marbor Road was so they didn't have to put the time in they of course they knew where hanik Street was but my my point is you knew that and you knew the environments throughout the city of Anglewood and that's a big help when you hit hit the ground running after getting a job but it also shows you had a commitment to the community other than getting a paycheck these jobs are commitments councilman Wilson was a career firefighter he knows when he was on the fire department they didn't have uh GPS they didn't have that but he knew how to get there so that's that's what we're saying we we're just trying to help those the residents of the city of Englewood the residents that's the key the residents so with that I'm going to say roll call councilman Rosen white no councilwoman wasi no councilwoman David yes councilman son yes council president cob yes so final vote is three yes 2 no motion passes now I'm going to say something else little education here the mayor could veto this ordinance he's got 10 days right he's got 10 days to he he he can veto this ordinance then you need a super majority to pass the to overturn the ordinance you need four votes but I'm just letting you know this is for the residence of the city of Anglewood no and nothing else that's all this is about thank you next we have ordinance 242 will the city clerk please read the ordinance by title this is an ordinance providing for various improvements are purposes to be undertaken in and by the city of Englewood in the county of Bergen New Jersey and reappropriate $ 58460 therefore constituting proceeds of a grant received by the city from the American Rescue plan Act of 2021 Mr Alman you want to speak to this uh thank you council president um this ordinance uh was uh was discussed at our last meeting but this uh this particular ordinance aligns the um the city's 2024 Capital ordinance with the arpa funds so that uh we tie we will tie right to the right to the dollar with the arpa with the arpa grants that the city that the city received and that Michael that was 2,9 um 972 72,73 doll yes so um we when we introduced our Capital ordinance in April we had some estimates in there for projects that were going to be that we were going to be working on and one of those projects we decided not to do and that was the paving of the DPW Yard the lot at the DPW Yard and that was because uh PSG had to bring in additional power for our two electric garbage trucks and so we just um that was one of the projects that we were able to do so we've reallocated the money and we had numerous that were under budget that is correct we had we had at least four four other projects that came in under budget so that noise that was floating around here this addresses that noise correct yes all funds will be encumbered by December 31st 2024 and all funds will be um will be used by December 31st of 2026 just as the law requires okay I'm going to open up this I'm declare this public hearing on ordinance 2412 your name your address and you have three minutes qu ble New Jersey so this uh 54,6 American Rescue plan act uh is this grant for ingood can we give it to tenly no we've already used it oh basically for I talked to like five other people in five different towns and they said that we should give this grant money that belongs to Inglewood to someplace else no we should use it in Inglewood yeah it belongs to Inglewood yeah it's we using it in Inwood we're going to use it here we've used it in but it's not fair I think we should give this to tenly as a good luck Jus just give it to tenly because we can't give you something anymore cuz we've already it's not fair it's not fair for us to keep looking out for ourselves not looking out for other people why can't we take this money this is good money give it to tly let them build like a pickle ball court or something next time and then just put from Englewood to tenly I mean listen I'm very disappointed that this money is meant for Englewood and is going to go to ingwood to help Inglewood you know I mean come on we got to stop doing stuff like that uh Rend giv with this dollars here counc what type of project can we spend this money on you want to give him a list you want to tell him exactly what's been spent on CU it's all a lot of the money has already been spent roads and things of that nature yeah so the um well candate for the past two years if members coming here with flooding condition flooding condition can some of this money go toward trying to solve some of the flooding condition what the resident talking about he's getting ready tell you he's getting ready to tell you okay the answer is yes and some of it has been used for that so we've used money to um redo reduce uh sanitary sewer lines storm storm water sewer lines uh We've we've used it for uh uh all all all sorts of different things we used it to help purchased the um the high water rescue vehicle we've used it for um Mo most most of it has been used for Dra drainage related improvements that the engineer has outlined okay you you you you've answered my question because but three residents have been coming here for two years and you know who they are I hope that their problem gets solved well their their problems are being solved and I want to point out that the city also has a $340,000 grant that we received U so that NJIT ruter and Stevens Institute is helping to design um a storm water uh management plan and a storm water system that we can Implement over the next decade or so but it's designed for the it's being designed for the 100 to 500e storm and that's that that is uh one of the Lynch pins for the city's overall sustainability and flood mitigation um plans and processes thank you sure thank you m thank you since I don't see in the feral home business his family was in the business and I believe that that building is over 50 years old where he was at right and uh I believe that we should have historical status and not just you know renaming the street in honor of Bucky you know we should do historical status to really make sure that that Legacy that Nesbit Funeral Home who was a part of the community and serve the community you know see a lot of people don't understand the meaning of community because they have their own segregated communities you understand but we know what community means so when you had a guy like Nesbit that was a part of the community that you could go to him as a young man and get advice I didn't have to go to vks in tenek or to Liber and tenly I went right there to nbits and got some guidance from Bucky Nesbit this is what's important about Community some people don't understand the importance of community when it comes to their Community everything is closed off nobody else gets access to it so I believe that we need to go further with this and make sure that we honor Nesbit feral home and as establishment that is still going on today and is still serving the community that's what it does it serves the community at their time of loss and has been a plus and a jewel in this community and has complimented the community which is exactly what happens when you have people from the community that takes care of the community a first name bases last name bases it's like a pulse in your body not outside of your body some people don't have a pulse at all but it's okay have a good night thank you Suzanne mulling F I have a question about resolution 3351 2624 the renovation to the basement of City Hall is that due to flooding or is it some other reason for renovation other purpose what is it for uh the the answer is yes it's part of there was flooding in the basement that goes that goes back to um 2022 when it was remediated but we're also going to be uh putting putting in three conference rooms in the basement uh there's not going to be any offices down there and then uh we're going to be installing two two bathrooms and that's where we will also be moving the employee lunchroom is that location consider to be in a flood zone I don't I don't know I didn't I didn't check I didn't check the flood map but it's it's in a building that's 102 years old so you should everywhere is flooding so we're going to spend that money to repurpose and renovate wouldn't it be make sense I mean to consider that first well we have considered it we have uh we have we have remediated the um the water the water that had been down there we've um you know we've got we've gotten rid of the U the extensive filing system that was down there and um you know we've we've remediated the mold so and we need the space okay thanks will saterfield 251 South D Street when you mentioned remediate what do you mean you what did you do to make sure there would be no more water in this hour what exactly did you do you can't hear me can you hear me now oh I'm sorry did you understand what I said Mr Hoffman yes okay so what's the answer what did you do what exactly did you do to remediate whatever the problem was when the flooding so that whole downtown flooded so if you did something special to keep water from going in the building I think people should know about it yeah do you have any other questions or just that one well that's enough for now but do you have an answer the answer is yes I just didn't want to take up your your time so so but what did you do I ask okay so I will answer so when I became the city manager in August of 2022 uh there had been significant flooding in the basements from April of 2022 through through the end of May uh there was um there was mold uh black mold there was green mold my predecessor had had an Engineers report that was done and was shared with the council uh The Joint Insurance Fund paid approximately $279,000 to have uh the um the area REM redated so the asbest was taken out um as soon as I got there we put in a containment field we had uh air quality monitors that were put up throughout the building just to make sure that all of our employees were safe uh there had been I'm sorry let me let me cut you up I mean physically what did you do because if you put pumps in there to pump the water out and the street is flooded there's no way they're going to work so did you have something special you did so that no water would go down there like the lady say it's a lot of money you're going to spend down there so the reason that the basement had flooded is that the steam pipes had let go we had we had seven or eight different pipes that burst between April and May of 2022 so the copper lines had become disintegrated and they were they were breaking Under Pressure so we've changed out the copper lines we've um we've put in uh an additional sto storm water U pipe piping um we've cleaned out the we've cleaned out the drainage system we've um cleaned out the drains where the sum pumps are so there's no water in the basement but the the reason that we had flooding in the basement had to do with our steam lines not with the flooding in the street no no Leroy Campbell 287 tfly Road um resolution 351a uh resolution of the city of Englewood County of Bergen disposition of obsolete property um what's obsolete property can anybody explain that to me yeah this is um what we're doing is we want to get a handle on what's the what's the value of a pump of a fire piece of fire apparatus that we have we got word that we're going to be getting a new piece of fire apparatus that we thought was going to be 6 to n months out it's coming it's coming sooner than expected so we have a piece of apparatus that we will um make a decision on whether uh whether we will will keep it and and take Parts off of it or whether what's what's the value of it to another community so right now uh we want authorization so that we can uh go to go out to auction and then we will be able to make an informed decision what's the value of that piece of equipment okay um also council president um I think Mr three resolutions be tabled for have to do with the relocation of the city clerk's office at uh we had a bid opening for this last week but at approximately 4:30 this afternoon the apparent low bidder contacted our engineer and asked if he could come take another look at the um at the area that's going to be relocated and he asked he's asked for some additional time so that he could review his bid and so we have 60 days to award the bid but um you might have heard in the past councilman Wilson talks about due diligence and the lowest bidder is not always the best bidder so we are um we have been doing our due diligence and we do thank the contractor for wanting to make sure that um you know his numbers are accurate and he completely understands the project so uh we're asking that these be postponed until December 17th so thank you councilman Wilson got a comments yes um I'd like to take this moment to commend the city manager for being so diligent in regards to that because as you guys know my pet peeve is a a work a change work order we don't want individuals coming in because they know the um the mathematics and the mathematics is that I come in with the low bid more than likely I'll get the job and then I'll come in with five to six change orders so thank you for being so diligent thank you council president thank you and I I I do appreciate it it was a team effort it was um you know and so I I appreciate on behalf of the city engineer myself and uh and also yansy thank you y okay somebody's minding the store right okay so again now we're we're going to uh vote on uh the following resolutions 335 336 337 341 342 343 344 345 346 347 348 349 350 351a and 351b and 353 which was added in the beginning and before I say anything else Mr Hoffman could you explain 353 again for the public that was asking for that yes thank you council president uh resolution 353 is uh is to award a contract to um put in landscaping or plant or plantings along the perimeter of the the DPW Yard along the the uh railroad tracks and then along the uh the fence where the Subaru parking area is this was the city now has a leaf composting facility so I wanted to uh thank the governing body once again for um for authorizing us to to move forward forward with this this will be a big benefit uh this year as well as in the future but part of the D requirements is that we must construct a burm and have plantings on that burm to uh to Shield the the leaf composting facility so we had gone out for quotes for that and they came close to the bid threshold which is $44,000 and we went out to bid for that the bid award the bid opening was this a was this morning at 11:30 and um if this resolution passes we will be able to award a contract and then we will be able to uh keep our commitment to the D as one of the requirements for operating the leaf composting facility that's a resolution um we yeah so does any council members have any resolutions they'd like to pull excuse me yeah 345 we definitely we're pulling that to be honest with you um I want to pull 345 346 347 348 and 349 and 350 yes councilman Wilson no you beat me to the punch those are exactly the ones I on this um M Mr NES Bucky Nesbit is is and was a very good friend of our family him and my uncle were pil around together and to councilman Wilson's point he contributed a lot to this community and he helped a lot of people very quietly in his own way and God's honest truth is he owned that whole Corner that whole Corner that was him but he was part of the fabric of this community and he gave back and he gave leadership and he was involved in a lot of organizations we had this conversation about him in TW in in 21 and going through it I believe it was yansy who pointed something out to me and we didn't add the language in there at the time to do this so we're going to get it right this time we're going to put it together so um with that I I think this is another thing that we've we're there um and I I I would just say this that they served our city well and continuously during um the hard times and the good times and it's a shame that we can't get our younger people to learn from our heroes and shuros um and and we're getting less and less people taking the place of our hero and shuros and I would just like to say if you get a if you get an opportunity our community should be Each one teach one and when that happens organizations like the Evac do not have to fall by the wayside so thank you council president thank you you got something to say no yeah anybody else have anything to say about the Evac I I believe we all should have something to say about Evac the the role that it played in this community since 1954 um and serving the community but often times you know we take groups and organizations for granted until they're gone and then we see the Gap in the services and I'm sure we wish we had them right now um but I thank them for their service and their Wilson thank you Council president um a century is a hard thing to achieve for any organization and with new uh residents and community members involved it's even that much harder so I just congratulate Galilee on Surviving 111 years uh especially since we're on a uh internet phase right now and people don't necessarily have to come out and worship they can worship from their house house so kudos to um Galilee for 111 years congratulations thank you council president thank you anybody else have any comments um Galilee United Methodist Church started by the Brook on Inglewood Avenue they called it the church the little Church by the Brook until it burnt down and then they bought property and built it on its current location on genese Avenue uh Galilee history is is is rich in that it started from R giv down in your hometown down that way bennettville South Carolina two guys came up here and started Bible studies and they migrated here and have been here ever since and they've been given back to the community um they currently were represented by the only black mayor in the city of in the history of city of engood Walter Taylor right not only that Walter Taylor had the torch Bearer for all of us who know that so we we we talking about some things now here and and what they did and the Outreach that they they had where they had young people come there on Friday nights so you wern't running around in the street so gal was a part of the community is a part of the community and continues to grow and every other Thursday they're serving meals to the community so you know we we we talk about giving back and of service they're giving us an example of what they do so we thank them for being present in this city of Anglewood so what we say roll call councilman going to vote on yeah second keeping yeah I I I would think so we're doing a roll call vote on resolution number 347 yes thank you good next we have resolution 348 honoring Linda Dunham McDonald's owner and operator Linda Dunham has been ohot I need a motion in a second I'm getting ahead of myself here make a motion council president a second Linda Dunham is a black female who owns and operates seven McDonald's she's been owning the one on Palisade Avenue since 1991 she owns the one in Riveredge Bergenfield nework and there a couple other places that slip my mind but she has seven in total employing over 250 people so she's been here a long time and done a lot of things she was also the chairperson of the Ronald McDonald House and a lot of other things that she gives away very quietly and she serves on the Sid board today so I thought it was time to give something back to somebody who employs a lot of local kids uh continues to be a fabric of this community anybody have any comments so yes so as the uh Council representative to the Sid for the past two years I've had the honor and privilege of learning from Miss Dunham at the Sid and she's a remarkable presence uh whenever she speaks we all quietly listen and and try to take in as much wisdom as possible and so this is um very appropriate honor and thank you for doing it thank you anybody else Council m i Echo those sentiments and I I I'll say this that um having uh had the experience of my own house burning down here in Englewood uh eight years ago it's it's a travesty but to have a organization like McDonald's burned down in 2004 and be able to bounce back and come and serve the community kudos to them so thank you Council pres thank you roll call sorry councilman Rosen yes councilman wasi yes councilwoman David yes councilman Wilson yes council president cob yes next we have resolution 349 resolution on honoring the algebra project for for those a motion in a second I make a motion council president a second for those of us uh who don't know I would ask you when you get a chance Google the algebra project started by Bob Moses and this is always this and his belief was for math literacy and what he what he believed in that there's a way to teach kids algebra and it's a proven theory that if kids could do algebra they're bound to graduate high school and graduate college so superintendent Marty Hazelton brought the folks in from the algebra project to work with uh the Math teachers in the school district but also to work with our young people and the goal is to improve math Literacy for our young people because she knows that if they can do that then they have a chance to to go on and and and to have a successful life in whatever they choose to do but Ma math is a TR is a foundational pillar uh in life you you use math every day and we just take it for granted so I thought that it it was important that we honor that but I would ask everybody to to Google the uh algebra project and you would see that it's very impressive and the people who uh administer it are are impressive as well um president yes um yes um Dr Hazelton Monty Hazelton did a great job introducing the project to us and I was honored to be there and witness it I'm asking that we um since she was the only superintendent who bought this project here youing some acknowledgement with her name also associated with it as she did bring it in I don't know how this is my name is on on the resolution on resolution okay thank you I haven't seen it all right thanks mhm yeah thank you council president um real quick Mr Moses created a novice idea and as you know in the beginning um it's hard to get traction on these ideas but I would encourage this this past couple months ago I went to the alible project and I was I was impressed because it's it's engaging and it also helps the parents um if they're paying attention to to financial literacy uh because without algebra and Mathematics understanding you may have a lack of financial literacy so I think M Moses is on the right track and I for one think that there weren't enough people involved and so whenever we hear this I would ask that you share that with somebody so that you could sit in on it and it's a great project thank you council president thank you roll call councilman Rosen yes councilwoman wiski yes councilwoman David yes councilman Wilson yes council president cob yes next we have ordinance uh 350 orang honoring Girl Scouts troop not 9 5817 I need a motion in a second my motion I second any comments I'll go at the last meeting the Girl Scouts came here and gave us a presentation um and they talked about safety on crosswalks throughout the city that were closer to the school they gave us some Rec recommendations and suggestions and what we needed to do but they but but it's also the discipline of the Girl Scouts the commitment to the Girl Scouts and what they do and these young ladies care about the city of Anglewood and they spend their time going around getting Badges and everybody thinks that uh it's all about selling cookies but it's not it's all about building self-esteem engaging girls into leadership and to doing community service so the these young ladies that came in front of us at the last meeting demonstrated that uh I believe they they got some kind Mr H they got some kind of badges because of their their project um and they made some good points so um I think we need more of this from our young people and in that type of Engagement so I thought that they should be recognized because that was like the third time they tried to meet with us as well so they needed a badge just with that as well anybody else having comments um yes um when I first met these young women I was over at chaita Bond's place and I bought it to um Mr Hoffman and he passed it along remember um when I was there they were like Miss David Miss D and I'm like okay because they they were like they wanted to get this incentive and they a bunch of beautiful girls and they're so on it they kept emailing me every day and I'm like oh my God got 10 emails and I was so happy to share this with the entire Council and those are some awesome girls so that's it thank you thank you anybody else mm awesome thank you for sharing them with us roll call councilman Rosen uh yes councilwoman wasi yes councilwoman David yes councilman Wilson yes council president cob yes next we have items for discussion master plan recap you go ahead I don't know how you're gonna you're GNA do the recap yeah you would ask for it so do we uh thank you council president um there's uh there will be a second master plan Hearing in December mayor I believe that's going to be December 9th this chamber and it will be right here in this chamber there are a couple of Flyers about that uh there the information is also on the city's website but we have some uh Flyers up at the front here that are in both Spanish as well as in English and just a recap of the um the master plan to date uh there are 158 recommendations that were made as of the end of October uh the recommendations were categorized by the planners uh with with dollar symbols so um the the estimated value of the recommendations um is $ 73.6 million uh the recommendations are um you are are to be looked at over a 10 over a 10-year period and it will be up to the um up to the planning board to adopt the Master Plan before the end of before the end of this year and then uh after it's adopted the council can consider the recommendations many of the recommendations have to do with changes to our our zoning ordinances and some other ordinances so we will we will act on on those or the council will set the policy for those and then we will take the the appropriate action but those were those were some of the uh some of the highlights just taking a look at it the council and the um the planning board will be receiving a memo from me just that that outlines some of the some of the key points after doing a deeper dive into the into the draft res into the draft plan also on our website uh as of today is an is an updated copy of the draft master plan and um I believe mayor and Council councilman Wilson it does have it has Redline changes in it so that people can track the different um you know the different changes that uh that have occurred over the over the last um several meetings of the planning board so uh council president that was the highlight I didn't know if there was anything that you wanted to add or I just want to understand you said there's a new draft that's been put up on the yes it was sent over to us today okay yes yes Council uh it's on the it's on the there's a button on the front on the homepage of the um of the city's web page it's halfway down the middle it's a beige it's a beige rectangular button says master plan so all of the information should be there thank thank you council president and thank you city manager for the um brief update um as I have the unique pleasure by the mayor and the council to uh represent um the the planning board the aison and this is an orous tour uh for us to get done it's very important uh we had a dismal outcome on our last planning board meeting for the public um some of it is our fault we didn't get the proper communication out we could have done better um and we have to collaborate with DMR and hold them responsible because this is a big big part of our budget over $100,000 um I don't take that lightly uh as taxpayers you guys shouldn't take that lightly I think it's important that you get involved and stay involved this is 10 years down the line and if in fact unless you're moving from Inglewood it doesn't affect you but if you plan on staying I think it's important to be involved to know what's going on in your street in your town where the developers want build where they don't want to build and why we're not doing anything about the affordable housing in our master plan this is the opportunity for you guys to to get involved I I I can't stress that enough that we don't see you guys coming out to the planning board so if you guys are listening on the Internet or YouTube get from behind the TV or the laptop you you you got to come out um because I for one as the liaison I am not happy council president with the production of DMR I think that it's abismal that we had a a red line or a proper copy to be able to post today at 11:00 a.m. and not give everyone here ample time to look at it and the public to read it if in fact your following our website so please try to stay updated uh if you know someone tell someone it's so important that we get your input because we have to have it in by the end of the year so thank you council president thank thank you yes I want to be clear the mayor appoints the planning board we only adopted so he appoints them so the communication I don't know how it's supposed to get out or who disseminate the communication but it's not the council's responsibility we pay DMR a lot of money to get the communication out so the planning board um you know they're responsible so we just adopt it and uh and I'm against the entire uh the everything on there so thank you so you you're saying you're against you're against the master plan is that what you're saying I'm against the master plan the master plan document I'm not against it okay sounds good any other comments on the recap of the master plan I I I just got one comment about Communications uh so that we heard that a lot of people weren't notified in time about the meeting and I hope that this uh this sorts itself out on whoever is going to notify the public send out Communications or whatever the case may be so that everybody has an opportunity to uh attend the meeting the this meeting should be packed and people should come with their questions and they should understand what it looks like for the next 10 years you you should have a vision and a view yourself as well as doesn't line up with what they've come up with because you know who knows the town better than the people who live in the town so your voice is important so bring your neighbors your family whoever you know and encourage them to come because this is really important stuff you know you want you want to see where your tax dollars are going and where the division and the view is a master plan is a is a vision of the future looking forward thinking you know so please communicate that to the folks get them out and we need to do a good job on communicating uh and teaching people what the master plan means and where the gaps are in the master plan and identify them and help people so we can plug them up so we can have a city that we can be proud of thank you next we're going to have communications from the governing body mayor W thank you councilman uh ladies and gentlemen again December 9 7 7:30 in this chamber join us I want to thank the city manager I spoke to him earlier today about uh getting our technology uh in order as far as doing a YouTube channel for the planning board so that the hearing could be uh inventoried and we can have whatever uh sessions memorialized like the uh City Council meetings going forward particularly for residents at Miss meetings our hearts go out ladies and gentlemen uh to the loved ones of Bren did Garcia a member of the angood family who sadly passed away after being struck by a vehicle in a hit and run incident in ten neck this past Thursday the case is still under investigation your urged if you have any information to contact the Bergen County prosecutor's office again condolences to the family to the loved ones uh as well uh while recent rain was very much needed to alleviate the fire risk conditions we did also fortunately experience unfortunately uh cting in some of the areas uh this had a lot to do um with a state controlled drainage line that was clogged I want to thank DPW for making sure our catch BS are cleared and always to the Anglewood police and fire department for managing traffic and detours uh with all the leaves and the construction and the capital Improvement projects I want to thank the city manager for being so responsive to all the email cell phone text messages and Communications uh from residents to make sure that the children uh and uh uh working folk can get to uh their place unimpeded a winter camp registration uh is being held at the John t w Arena and McKay park for children ages 6 to 14 the Winter Camp will take place December 23rd to the 31st from 8:30 to 5:30 ice skating bumper cars field trips and all sorts of other lunch and t-shirts are included the cost is $60 a day for residents there is a winter coat uh Drive uh for the Rotary Club and the Anglewood Public School District new and lightly used codes for children and adults will be collected and uh as well as angood police and fire departments and other partners drop off boxes are being placed within the school districts as Wells other lat uh locations around town through December 13 uh to finding locations uh please visit the Rotary Club Facebook page or contact Miss Johnston at the ingwood public schools or walty young uh at The Rotary uh Please be aware of the amended DPW schedule um for a pickup for Thursday and Friday there will be none there will the music uh and the noise ordinance will be enforced uh as it has been in recent months uh if you're planning to deep fry a turkey uh this uh Thanksgiving please make sure that you use proper equipment understand the process uh we have a fireman a former fireman on the governing body you don't want to hear a lesson uh in this experience but again this can cause substantial property and personal injury uh please take these uh matters seriously I want to also thank our city employees our public safety personnel for their sacrifices in the time spent away from their families in order to help families enjoy their time together let's do our part to ease their burden I join the governing body as a part of it in saluting Miss Linda G Dunham for her extraordinary uh stewardship her proprietorship and her vision I thank the Anglewood volunteer Ambulance Corp led by the cranes and scores of others for their exemplary service I had the privilege I'm still in EMT for 33 years of having served with him for a period of time and I posted a video of Mr Nesbit just now a a renaissance man who was there for all parts of our city through all uh needs um my first time that I met the gentleman was when Mr Drakeford uh was running for counsel and I was running for counsel in 1997 and I was brought to Mr drf's um campaign headquarters which was in the basement of the nesbet funeral parlor I had to walk through a room of coffins in order to get into the inner sanctum of what was Mr drf for's um operation I'll never forget the be hugs and the kisses and the and just the extraordinary you know citizenship and um and camaraderie he is again um a renaissance man leader who is and sorely missed and just on a personal uh word if I may um this uh next few days uh is a special time for my family uh as I um complete uh the morning's prayer service since my dad passed away in January I have not I missed a single service three times a day through thick and thin rain and shine I want to thank my extraordinary family and the residents of the city for joining me Paving my schedule and accommodating where where necessary uh in many ways I'm thankful for the love uh and the trust that has been placed in me continually by the residents I don't take that for granted nor the station that I so appreciate as your mayor I wish everybody good health uh and only Good Tidings in the coming week thank you councilman Ren thank you good evening everyone and I also offer my condolences to the family of Bernarda Garcia I'd like to congrat at Bergen pack on their 20th anniversary in Gala is a lovely evening highlighted by uh performance of Diana Ross so congratulations to them also congratulation to uh the Lo our local candidates who won their elections earlier this month uh representative gimer commissioner Steve tanelli and Tracy zor Mayor Michael Wilds Dan toer and my appreciation to everyone who declared themselves as a candidate and threw their hat in the ring uh that's what makes democracy possible so I greatly appreciate that I wish everyone a happy and a healthy Thanksgiving and a very meaningful time with your family and friends thank you Council woman hi good evening um I too want to congratulate the Bergen pack on a successful Galla um I want to congratulate those that uh won in the recent election um I won't go through the names but um I'll just also add um Bergen County Sheriff Anthony Kuran okay um the junior football C team peewees they're our youngest Division and they're in the championship game at Little Ferry football field Saturday this Saturday November 30th at 4 pm um our Dwight Mara high school football team they made the state playoffs it's the first time since 2014 the game was played on November 1st against West Essex we want to Cong I want to congratulate the Anglewood ra Raiders 12 under baseball team uh both councilman Rosen Swang and I attended part of the game in McKay Park they are the 2024 fall champions in the nebas baseball league um this fall Anglewood baseball and this is the recreation had three teams 18u 16u and 12 youu all teams made it to the playoffs a total of 53 kids played uh this fall both Tron and McKay Parks um the fields there had a lot of activity this year the Anglewood Police Department uh were applauded at The Valor award ceremony on October 9th for their heroism courage and service I want to thank the police for inviting the entire Council and I want to congratulate Chief Tom gy on leading and inspiring a great group group of officers I want to wish everyone a Happy Thanksgiving hi um I would like to congratulate the Bergen pack for putting smiles on the faces of our community thank you um I receiv received several calls from all boards in Englewood pertaining to the elephant in the city of Englewood which is at Alfred Avenue monstrous project and also that that um another build-in a building for cannabis okay so I would like to put this on the agenda I just was sworn in in January and we had no conversation about it or anything but I'm getting calls over and over again we need some type of discussion on this we are overb Community we need to understand the impact we have on our residents we cannot contain air like we cannot contain water right now no pun intended with the water the law of unintended consequences what's next we're going to have um the cigarette companies moving to New Jersey and Englewood because we have a cannabis company here we have factories here as a special education teacher I did a lot of reading and and everything they said that we're going to be um it's going to have a lot of uh autism in the next two years and I asked why they said oh the quality of air right you can't control air so I'm just asking there's a school on route for across the street a private school also and you have Denning Park in the fourth ward that's within a not even I don't think I don't think we have measurement on that do we have measurement on that like do we have a measure is it a th000 feet or is it under th000 feet from the parks both parks in the fourth W I'm asking you'll get me that okay so okay so my ask is that we need to be more transparent about what's going on with this development because I feel bad I'm looking at this building it's ugly the was traffic study on this also was a traffic study done about how the route four people coming off and on with a second building being built I'm just asking I mean I I need to put this on the agenda I'm asking for that um fourth the fourth war was my first home and um the quality of life in Englewood impacts everyone in the first second third and fourth ward we don't just stay in our lane we travel throughout Englewood so I'm asking to put this on the agenda thank you sorry thank you thank you councilman thank you council president um there's been a lot talked about this evening in the past uh for those of you that are keeping up it may be difficult to keep up if you're only here once in a while um and and that's why we're here for you uh to reach out no matter um who who plays their song about coming out whether it's the city manager or the council president but there's someone always coming out at the cityny sorry um and so you know that that gives compliment to uh our past mayor uh Mr huddle for uh their organization putting on a great great great performance um so kudos to him and his his uh organiz ation for uh keeping ingood relevant and that's the topic of what I want to discuss is that if in fact that we don't stay involved um the gears of government takes over um and it becomes our thoughts and not your thoughts so help us help ingwood um there are people that aren't calling their Council people there are people that aren't showing up but there are also people that will complain after they come back from vacation and they see a structure up it's too late it's too late um and and I wish I could say say something different um and and and we can only do adjustments and tweaks I've had conversations with other Personnel in regards to soil testing um the footage on the proposed upcoming cannabis spot um so we need to stay involved as I passed by Denning Park this evening I would dare to say that there were Fifth and maybe up to eighth graders playing soccer at night we're talking about our future and on the other hand people are talking about money so we have to make a hard line about do we want our future to be prosperous and be able to think to be able to take care of us cuz that's what's going to happen the people that we're grooming now the young people that were putting In Harm's Way those are the ones that more than likely are going to be taken care of us so let let's just be mindful of that um I had the pleasure of attending uh the league of municipalities last week with several of my constituents and for those of you that may not know there are I don't know 580 other municipalities have the availability of coming down to the m municipality and finding out what's on The Cutting Edge like we have an electric garbage truck and I think it's the first one B yes it is um so in many Avenues Inglewood is already on The Cutting Edge and so in order to stay on The Cutting Edge we have to do things that has never been done before and it may not be understood by one or two or three or four people here but we are trying to be Progressive and stay on The Cutting Edge on what benefits Inglewood no other Town um it was mentioned that we want to put other people in the back of the list and because of my ethnicity I've grown up with being told that I was to go to the back of the list so when given the opportunity I would never utter those words that someone should go to the back of the list I think that's appalling um and and that's not what this ordinance is about and my prayer is that's not what this council's about now if we want to be honest there are individuals that came from the white Mall high school that tried to get on the ten on the T Fly volunteer department that wasn't able to do so and a lot of it had to do about residency and the familiar of their town and this system and what we lack is uh fire starters or a a volunteer situation here in Inwood that gives our young youth an opportunity to know what police and fires about and 40 years ago we used to have it here um so I'm advocating for that we ENC capsulize the best we can be I'm not putting anyone by at the bottom or the back of the list that's appalling to me so I just want us to be mindful that if in fact that we do not Champion for Englewood right now it won't be done and we're on the cusp of a 10year Hiatus where it's our responsibility to try to usher in these ordinance and policies and standing operating procedures and as the city manager said in the amount of what was that 73 million woohoo 73 million and guess who's going to help pay that so we need to start streamlining some things as planning board as residents don't leave here thinking that it doesn't affect you then you come back 2025 2027 and say there's a new building on my block because there's a vacant place there and develop has brought two two buildings it's coming it's the wave of the future if in fact we want to keep Integrity about our town we have to stick together that's the only thing only way going to get through this thing not individual and so lastly um the mayor hit it on the head in in regards to me being a retired firefighter and I will suggest to you that um safety is my primary concern for the young the elderly whether it's Crossing sidewalks schooling Safeway home for um arcade our senior citizens we have to go back to if we see something we say something cuz it doesn't work unless you say something and please help us keep our drains um clear and if you don't know please do not park on top of a pile of leaves after you've been running around for Thanksgiving or holiday shopping that's a recipe for disaster and and so I'll end with this if given the opportunity during this season uh I believe the season is of giving and so let's not forget to look out for the less fortunate um because they may need our help so thank you council president the least of these councilman the least of these sir you know I I think um one of the things or few things that I want to touch upon but what we've done the last couple of weeks is we've recognized people who were game changers you me a lot of people think they're game changers but they're not because in order to be a game changer you got to have courage and not always do the things that people think that are favorable Shirley Lacy had courage she had courage she was a game changer the first black Council woman in the city of Inu 1977 that ain't too long ago though you know when you really think about it and she worked with Shirley Chisum on her candidacy for president so we got some people walking around here who have done some things recently we honored Lieutenant General will Brown I have to thank City manager's office cine melenda but the lifting and the planning and we got something over there in Veterans Park there something to behold you but people need to understand this guy grew up on Army Street he was a three- Star General I just submitted him to the county because they have a Veterans of the month I said I got somebody for the month I submitted a picture of him he was appointed by Gerald Ford the president of the United States this is a guy who grew up on Army Street we got a lot of greatness walking amongst us we need to recognize we had it here tonight Bruce har we grew up with these folks we we know these folks but I say this but I'm terribly troubled because this town is getting divided more and more and more and more and guess what it's going to repeat what happened in the 60s the mid to late 60s Corell you know what I'm talking about and we don't want that but we going there because we're dividing we got to live together not just amongst each other there a that's two different things and people shouldn't want Power they should want progress progress is an inclusive thing for all of us to to to gather and to be a part of but we have people who want to undermine the process instead of getting to be a part of the process and be involved and participate in your community and I think it's it's it's unfortunate but I thank everybody who came out tonight we you know but I would ask that you encourage people to come out this is their city city of Anglewood is at a Crossroads you got you got the master plan you got affordable housing you got so many things that are on the table that have to be done and it could be done in a way with people's participation that would make it better for one another and to educate one another I think if we stay more informed the better we're off as a city and the better off how we can work together to obtain the things that we want to obtain Reverend given's always shows up Rev thank you for participating in the Veterans Services as always and uh giving us some direction it's important I think we need it more than ever one one of the things that I want to talk about and I think councilman Wilson hit it a little bit but I'm going to hit it a little bit harder it's DPW where would we be without DPW those guys are out there getting those leaves every day and as soon as they get them the landscapers put some more back out there on the curve so it looks like they ain't getting them and I mean that's just there it's just become a thankless job so if if you got a landscaper tell your landscaper let the street stay clean for a little bit so that these guys are getting them or try to figure out when your landscaper is coming versus when DPW is coming kind of time it if you could help out but more importantly keep the drains clean clear so that the water can go down in the drains Mr safield will tell you on Dean Street he's the president of the Dean Street Dean Street J company the the drains are bad down there he got everything going on and doc Dr mullings sent me a a note with a picture Mr Hoffman um with the flooding there on Grand Avenue that's troubling and people should know that that's not a that's a county road so the Cy's got to do their thing in the state yeah but that's all them together you know but I I think that we need to get that we I think we're fortunate that we didn't have a big rain we' have had a problem people would have been floating away but again I just want to raise the effort of of the the folks from DPW if you're out and about you see those those gentlemen out really getting after those leaves and the leaves are falling at a rate that I think we haven't seen before they're staying long on the trees because of climate change you know so that's expanding our Leaf season right now you know usually by this time there the trees are bare but it's probably 50% so just please you know whatever you can do as a resident to kind of uh manage those leaves please do it it help those gentlemen out immensely um BFC bur Family Center had a Galla uh that I had the fortunate um of attending which they do every year um but it's the service that they provide to the community that's big time for our seniors our young people and our middle-aged people they really provide uh some services and if you're looking for services that's a place that we where we need to go today I sent a letter personally from me to Senator Gordon Johnson um there are 28 States plus one as they said it that allow people time off to go vote during voting day and why doesn't New Jersey do that when New York does that so that may encourage people that go to work and say listen you got four hours you can go vote come back so I asked him to to uh discuss it with his colleagues his Senate colleagues to see if that would be something they would consider taking up you know so I think that that just encourages people to participate in the process no matter who you're voting for just get involved and and the the hope is that people will become more engaged in the process and understanding in the process so I've asked him to to do that and I'm sure I'll hear back from him shortly and and finally and tonight you know I read a number of resolutions uh that I thought that were important that we honor these people for their contributions these are not fake these these are real contributions to to to the city of Anglewood and that's what these resolutions are about when they're when they're individuals involved in that I think that we need to do that and again we have a lot of people here who walk around silently but they put a lot of work in and we should we should uplift those people and thank those people for what they do for the city of angood but but again as I said earlier The Divide is happening so unfortunate We Will We Will observe that but the the unfortunate thing is is that anybody who's been here knows that and I don't think any of us are looking to have that but there are people responsible for that and this we we need to fix that divide here in in Anglewood because I seen it when it was divided before and it's just not a good thing for us just doesn't bring any progress and it doesn't Garner any good willll for people and and until we have different mindsets we're going to have problems it's not something we should have if we want progress there has not been any progress Mr Hoffman well I want to wish everybody a happy Thanksgiving for that and be safe if you're traveling or if you got family that's traveling thank you thank you council president and good evening everyone first off I would like to congratulate uh our city clerk and all of our pole workers for the fine job that they did on Election Day uh others have uh congratulated the count the people that ran for office and they should be congratulated but but um yeah thank you but um yansy did a great job the planning that we did to make sure that it worked well uh there was a lot of behind the scenes uh effort but yansy was was key and so are the poll workers and I encourage uh those that that are able to consider being pole workers in the future and to join yansy and the others here to make sure that people can vote people have the opportunity to vote and to make sure that your vote counts but it you know the votes don't count unless the clerk is able to do her job so so good job on that I also wanted to let people know as the mayor has said and a couple of others have said that we are going to be having a special garbage collection this Saturday September 30th so um we have Thanksgiving and then we have a holiday after Thanksgiving but it's important that we um we make sure that we collect we collect the garbage in a timely fashion and then we will go back to our regular schedule on Monday also coming up is the Christmas tree lighting so that will be on Saturday December 7th at around 5:30 it'll be after the Nutcracker ends at the Bergen pack so um trying to get a Diana Russ um analogy in there um you know I guess after the kids come out we'll have some baby love and everybody can come over and see Santa Claus and then uh we will someday we'll all be together so that that that's enough for the Diana Ross and The Pack information we're also going to be having uh the manora lighting will be will be uh happening on Thursday December 26 and that begins at 5:30 p.m. so come on out um and uh for for the manur lighting it's always a fun time and um the fire department will be there there'll be parachute canding coming off for the ladder truck and there'll be there'll be lots of lots of fun things happening also the um at the Christmas tree lighting uh the Sid the Sid will be assisting they'll be um they'll be taking the lead on the organizing the efforts along with the city manager's office as has been stated before there are leaves that are um that have are coming down uh the the superintendent of Public Works or the director of Public Works and I do a drive around every every week about this and I must tell you it's frustrating because this past Saturday afternoon we drove around and streets that had been cleaned uh by the DPW in the morning had leaves that were being put out in the in the afternoon not only that leaves people are just putting them on top of catch basins so it you know candidly it's ridiculous if you want us to if you want to make sure we don't have flooding you can't put leaves on top of catch basins and you can't have your landscapers do it so we are going to be going out and we're going to Mark every catch Basin in the city over the next several months but don't put leaves on top of catch basins the other thing that was kind of frustrating is we're Paving roads so we've miled we miled several roads but the pavers couldn't come and pave they had to wait because people after the roads were milled people or landscapers put their put their put leaves out on the road so the DPW had to stop with they were doing to go get the leaves off off of the um the mill roads while we had asphalt that was starting to cool so it's just um you know one in doubt please use common sense help us to help you and then um also we've had uh we've had some some um some burglaries and things like that recently so please lock your cars don't leave the fobs in your cars lock your doors put your put your put your alarms on but don't make it easier for um you know for the bad guys or the bad women to come just help help us lock your cars newer cars um people can look up the driveway and if if the mirror if the mirrors are out that means that you're your car is unlocked so if the if the mirrors are closed in it's it's locked but we're we and several of our sister municipalities are just having having um cars being stolen because they're not they're not locked uh today uh the police department is up at the library uh for the for the Outreach for the January written exam and then if residents pass the written exam or whoever passes the written exam within two weeks there's a physical fitness test you might have heard and recall that last year we had 13 residents that passed the test the written test but only one passed the physical test I'm happy to report that as of yesterday we have 71 people signed up 13 are residents we have had more today but we also have 20 candidates that have signed up for a special fitness test on Saturday December 7th so it's being run by the trainers at the Bergen County Police Academy so this way whoever's going to take sit for the test will know what they have to do to pass the physical test last year we only had one person that signed up for that and then they didn't show up so um you know at least at least the word is getting out and we're doing we're doing a better job and um I'm I'm looking forward to uh you know to a successful outcome for that also since our last meeting we have uh standard and pores upgraded our credit rating so we are now a double a um double A municipality last year we were we were a double A minus with a positive outlook so this is going to save us money on interest payments going forward with our bond anticipation notes and with our bond with Bond sales that we would do in the future the ice skating rink is open uh I encourage you to go over and take a look at it it's been sold out the public skating has been has been sold out lots of happy faces over there on the weekends but um check it out and I forward it to the council there's just been some nice things with high school students helping out other people uh you know encouraging them to skate so um it's it's just you know it's it's a focal point for the city we've done some upgrades there and it's it's it's it's great that it's um you know that we're now in full swing over there uh as had been mentioned before the state do had a had a problem underneath on Grand Avenue underneath the route four overpass our police department and our DPW were the first on the scene they were there for several hours our DPW checked the catch basins they were not they were not clogged um but the state DOT was there and they spent from 9:30 until about 4:30 pumping out water so that they could find out what the problem was but um the the flooding would have been a lot worse if it if our DPW wasn't on the scene as well as our Police Department the uh what what else did I want to say the D has contacted the city uh they have finished a technical review they now want to meet with u meet with us about our the plans that have been submitted for drainage on Glouster as well as the Glen the the Glenwood covert so that was a nice that was a nice uh call that we received last week and then our second electric garbage truck has been delivered to the um to the truck to the truck location so that it can be fitted out with its specialty equipment and we're hoping to have it right before Christmas and then we will be able to to do some training and put it in operation around the first of the year of our Liberty school we've completed a review of The Architects and we have we've we've um reduced the semi we've reduced the the the 11 down to down to uh 4 and we will be talking to the council about the next steps for that but that's something that also is in progress I want to wish the mayor a happy birthday because tomorrow is his birthday and so early happy birthday to you uh we will not ask you how old you are we don't want to sit off the fire alarm in in here with the with that and then I also want to wish everybody a Happy Thanksgiving uh and a safe Thanksgiving and thank you very much council president thank you happy bir thank you Mr cab I'm also going to have coffee with the mayor on Friday the library will be closed but we're going to post a zoom for the weekly session 11 o'clock uh on Facebook hear oh how's that okay one a serious issue but just want to bring up to quick things um we talked about elect election and who was elected the last go round we forgot Andy Kim we forgot Andy Kim what our new Senator right our new Senator good and also um I'm here tonight my neighbors wanted to come three or four of my neighbors but I have to say you know um they can't they can't come this late and wait they just can't they work they need to do what they need to do put kids to bed whatever I'm here to talk about the fact that we're very concerned because we need another street light on our street it is so dark and I remember was it Malboro Road uh Mr Hoffman because I remember I think last year this was brought up and there was something that that the city was doing a survey around town to see how the streets were and perhaps some other but it's very dark people walking their dogs at night it's it can be a little treacherous walking to and from the B bus stop you know the bus issue of course but um otherwise the serious issue I wanted to bring up tonight I want to know what the council is considering and thinking about at this time um want to wish everybody a Happy Thanksgiving and I think about Thanksgiving this year and I wonder about if it's going to be the last Thanksgiving of America as we know it come January the storms are coming right the storms are coming this morning I woke up I listen to the news I hear about threats of jailing the mayor of Denver because he doesn't want to deport people he doesn't want any involvement with that now which made me think about Anglewood in 2017 assemblyman Johnson asked the coun the council at that time if they would do a resolution to make Anglewood a sanctuary City I don't believe it was ever done am I right about that am I right about that am I right about that I don't think it was done no it wasn't I'm sorry I don't think it was formally adopted it was presented as an idea I don't think it was formally adopted yes other towns have in the an excellent excellent idea because it's coming what are you going to do and then I hear later on the news this new Zar that that Mr Agent Orange has appointed the new Zar of uh of um immigration issues that he said nobody's getting in our way to do this anybody gets in our way they will pay the consequences Council this is serious business what's going to happen what's going to happen project 2025 says that they going to use local enforcement National Guard and possibly the military to deport people don't think for a minute this isn't going to affect people in Anglewood families who have some undocumented in their homes has the council considered this yet what's going on no what's going serious business serious business I want this addressed I'm here tonight Tuesday nights I've been working for the past few months so I haven't been here at meetings but I'm listening and I have to say I'm absolutely shocked at the I'm on the committee the Democratic municiple committee I'm an elected person in this city we didn't do our work as Democrats did you see the number of trump voters in this city who can be fooled by this he said he was going to do this he said it so please I'm sorry I went over this is important business I want to hear from the council please start thinking meeting talking about what are you going to do when they say to you we want to come in we want your help to get these people out thank you Laura weam sat fil again 251 Sou I read this real quick uh the drains as you mentioned this SCS um between M Park Bean Street all those areas has any of those drains have covers on them now graes to to hold back the leaves what okay can you hear better now all right have any of the drains been addressed Mr Hoffman far putting grates on them or anything to prevent none of them since the last time I was here a few months ago we talked about this m park also the West Brook it has trees in there they've been there got be 30 years old but the easy solution is to take out the trees dredge the brook and put the dirt on the banks I've seen other towns doing this recently but that Brook and to me you have to go below the lowest drink hole in other words water coming off of all those streets comes to that little Brook behind Second Street and all um police someone mentioned something about the police I know for a fact and you can Google this the Trenton police chief wouldn't reside in Trenton and they fired him Trenton has a law you must live in Trenton I don't see no problem with that in three years will allow our personis to acclimate in the town maybe decide to live in that town and also like you say give them time to meet people I want Cops on the street when the theater is open it should be police everywhere people should be able to walk out and see a cop especially like in New York same thing all right uh railroad crossings all of them are just just just horrible they go to burgenfield ready the track no no problem here in England all the tracks are messed up Palisade Avenue you go over the track if you got a a low car you're going to tear your car up um what else benches benches on palis Avenue once you get Beyond van Brun Street there are very few benches on both sides of the street that would be much nicer than people having to sit in front of people's businesses and all that but we need nice benches we need trash cans we need a lot of stuff on palet Avenue what else we got uh flowers in the park shrubs in the park especially Depot Square there no Evergreen in the park the park just needs a lot of work Liberty School Board of Ed should be in Liberty school also the building should be used for the Bergen pack get those people out of the railroad station that railroad station will make a better restaurant of better use bringing in income and Liberty school would be a perfect place to put the Border head and any other municipal buildings any other Municipal stuff one more thing and I'll leave the streets I mentioned this before should be swep every street once a week most towns do it for certain Hack and Sack does it and people before you leave here I want you to go down right outside and go down Dean Street I don't know who did it why they did it but they changed almost all the lights public lights on Dean street they're bright they're beautiful and they're low low power the LED now Mr hofman before I go I mentioned to you the last time I was here I don't know three or four months ago all the lights or half the lights in the parking lot across the street and five or six on Van Brunt Street alone have been out since it's just a call and in here before I leave once again any of the citizens where you have a light on your street that e is out or low beam you know you have these kind of I yellowish looking lights if you have a a public service Bill you're go to that poll you take that number you go to your home and call them and tell them what the problem is it doesn't have to be out it could be them and you they're going to ask you for your information far as your your bill but they will come out within days and change or fix that light I got a whole Bridgeton New Jersey if you Google it you'll be able to see it okay how many years it doesn't talk about years he talk about the residency one day it doesn't say I didn't say anything about year I said I said I didn't say anything about the year I said I read it in order doesn't say anything about the year how many years it just says the preference which is a resident of bridon a resident of Cumberland County doesn't say anything it doesn't didn't give me anything about how many years you have to be a res presid um the other thing is Mr Hoffman you U mentioned the fact that we uh have a leaf compost site now and this is new um what's the plan for this because a lot of a lot of the surrounding towns have been doing this for years are there going to be any Revenue generate from this okay so we have a a vendor that can come in and purchased this to to add to making top soil uh the the answer the answer we're starting this up in the fall so um you know we we have about we have about an 18mon um turnaround turnaround time before we're we're looking to uh you know to to make Revenue but we're going to be able to decrease our TR Trucking cost or our transportation costs okay for the leaves um my recommendation is to speak with James nosworthy creskill DPW superintendent because I'm almost certain they have a contract with a vendor um across state line that they come in they turn it and they haul it out when it's all set and ready to go to be added to this they have a big top soil yard where they create their own top soil so I would speak with James nury uh creskill DPW superintendent and I think tenly I know at one point tenly was I know Scotts manufacturing was coming in taking out tenli so you can speak to these towns and see if they can give you any advice on generating some revenue from this thank you both both of those yards are are are significantly larger than ours but um I will reach out to to the Crill jent we have talked to the tly folks hello again I'm so tired but I'm trying to hang on uh Mr Hoffman I did email you about the traffic on Broad Avenue when you Mill the road why would that be done on a Monday morning I'm just very curious I don't have a good answer for you that's um you know we we we we spoke with the contractor it was supposed to start you know on Monday after rush hour and okay well it was very inconvenient and then the uh I guess police officer cars that blocked the uh traffic going on to Broad no one was in the car so it was even more frustrating on that Monday morning did you get my email I did okay try to answer them you know and it it was basically you know a day it took a day and a half to get to get the work done and yeah there other days where that road is kind of quiet and I think that would have been a better use just my opinion um resolution I think it's 347 I know you all voted and I guess it would be memorialized is there a way to add the verbiage that Walter Taylor was the first black mayor into the resolution hopefully yes no next will the master plan meeting be virtual this time no it's going to be here the December 9th meeting it's going to be here in this room okay right okay okay Alfred a uh that is really a bone of contention in the city and it struck up quite the conversation at the last um master plan meeting I don't know if you're aware that that building called The Mark is being um how do you call it publicized as being in the heart of T neac which is not and because it is impacting Anglewood as uh councilwoman David mentioned I think this is something that should be discussed at the last master plan meeting that it was also mentioned that it was a legal lapse I don't really know what that means but we need to correct it because it's not in the heart of tck it affects angua quite a bit and the lack of urgency related to this matter it just kind of Echoes what's going on in Tac so their residents are not really impacted because it's out of the way for TAC um not done and councilman was sasi I was wanting to get an update on your Madison Park Community Workshop any update on how that was the outcome was it well attended any significant things you can report to us in the second ward about that meeting no oh okay um I don't have anymore so you yeah there were 52 people who attended it was a great turnout and uh we don't um um Dr Haler will put it together into a plan and then it will be um we we don't have it yet so who's Dr heler he he's a gentleman that the city hired from Ruckers to do the the Strategic Vision plan of all 18 of all the parks in the city of Anglewood okay now I just didn't know his name okay so I just wanted to add I'm sorry I'll I'll I'll save it in the in the spirit of time I'll come back thank you good evening pertaining only to police officers residency if this has been on the agenda since May of this year why was the due diligence was not explored before but only brought to the table today we need to do better on these matters my opinion provided that these individuals meet all required conditions not about race but strictly residency I am all for it I strongly believe that as a Public Service employee when you live within that Community you be conv vested to that Community mayor Wilds please do not V this uh ordinance I have experienced a Public Service employee state to me that he does not live in town and he understands my concerns but this does not happen in his town and at the end of the day I took it as not my problem not not my town not my problem I'm here just 8 to5 in regards to the 584,000 Mr Hoffman can you spare a little bit of money to clean Mary Street between hanik and Banker Street this street meets all the boxes discussing commercial uh commercial parking over extended hours quality of life and Property Maintenance in addition several ordinances have been put for discussions and or table can we get an end of the year recap on this ordin es and the status of followup and estimated times the ones that we have table for instance the free parking for the streets that was table last last meeting I don't know that was anything has come to the conclusion we're going to have the holiday party we're going to have the uh the Christmas tree what about free parking for these people that are going to come and visit our towns are they going to wait until the next they are not I'm sorry DMR States they are not englewood's affordable housing planner so my question is who will represent englewood's final affordable housing plan to the state we have a due date December 31st 24 who who has that responsibility right now uh Burgess and Associates so that's the Planning Group right and they did the they've been the planner for a number of years now okay thank two days something that was going on for two and a half months with all the construction Rock Creek for some reason is always red redirected so the traffic one lady's whole front body of her car was removed no one said anything because all the traffic was redirected into a private complex Cross Creek doesn't have this Sheffield departments doesn't have it no other complex goes to this Sandy happened we called psng the lady said I'm so sorry but we're here to tell you that we were told from higher ups that you guys are not a priority and that's what we always considered a non priority this woman we got the cars removed in two days not one car goes through there anymore um there was drainage we flood because it's a huge Brook she was able to do something about just phone calls I don't know who she called I don't know who Mr fron is I mean but the job got done boom boom boom boom boom so that lets me know that it's it can get done it could get done people are reaching out you
