the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all standing I'm going to ask everybody to rise we're going to have a moment of silence for former councilwoman Judy Marin who recently passed away thank you you may be seated will the city clerk please read the open Public's meetings act this meeting is called pursuant to the provisions of the open public meetings law notice of this meeting was included in a notice sent to the record and the Star Ledger and advertised and said newspapers on January 17th 2024 posted on the bulletin board in the municipal building and has remained continuously posted as the required notices under the statute a copy of this notice is and has been available to the public and is on file in the office of the municipal clerk proper notice having been given the municipal clerk is directed to include the statement in the minutes of this meeting will the city clerk please do the roll call councilwoman wiski president councilwoman David present councilman Wilson present council president cob here also president is Mayor Michael Wilds city manager Robert S Hoffman City attorney Bill Bailey CFL Michael calman and city engineer France FY councilman uh Rosen swag is absent with prior notice okay first on the agenda tonight we'll have presentations the special improvement district known as the Sid Mr croll Miss Dunham and JC you have the floor is it it can we work Mr SC I I I want to ask you to explain the Sid and how the members are members of the Sid as well to give a little background if you if you would be so kind to do that yep so people understand how you function and what your mission is and your goals and objectives yes that's what that was the plan for tonight uh I'm going to lead off with a couple of salian points I'm going to have my co-chair Linda Dunham uh present some of our functions I'll have our executive director JC Rondo uh present one or two things then I will come back and give you a little more detail hoping not to take more than 10 minutes total and and my last guest of the Sid and we're on the record as we'll be celebrating the 125th anniversary of the city of Anglewood and we seek your participation you will hear about our participation tonight thank you okay so just a brief history of Sids the Sid was a established or SID organization was established in the state of New Jersey in 1984 uh under State Statute Anglewood was the first Sid District uh organized in the state in 1986 uh the purpose is to provide the downtown with Services above and beyond those normally supplied by the city of Anglewood and we'll get into more detail on that it's the city council who determines what we call the Sid taxes members of the Sid are property owners who pay a sid tax in addition to city taxes uh we are uh funded by that tax per year uh we and the residential taxpayers pay nothing towards the special Improvement District um our annual budget is $250,000 again funded by uh Sid taxes and that number has not increased since 2003 and no this is not a play to increase that number we're doing fine with our current funding um we are entirely managed there's the Anglewood special improvement district and then there's the special improvement district Management Corporation we are a board of property owners or business business owners in the Sid district from those members who do pay the Sid taxes the board members uh we appoint uh Sid members to the board and the city council approves or confirms these members um we make presentations twice a year once is this one towards the beginning of the year as to who and what we are and towards mid year we present our budget for the fourth coming year so that will happen JC May June around there okay um and we do prepare audited financial statements on a yearly basis they're available they're uploaded to our website as our all our meeting minutes we are completely transparent um and you're welcome to check all our audited financials um I want to now segue into projects that we're dealing with and I'm going to have Linda Dunham go through those good evening everybody and it's nice to be here to tell you about the work that we've undertaken we are especially interested in making sure that we live up to our mission and that is to improve uh the business district to make sure that's clean there's some beautification that goes on and some safety concerns that we uh try to uh address one of the things that you might have noticed and you'll hear more about it perhaps from JC is lately we have banners along the business Corridor they've been up for a couple of months uh they're eat they're they're Dy and enjoy and we have the opportunity to change those out periodically and we do look forward to adding more as time goes on um the public access Alleyway safety lighting has been put in and we continue to talk about trying to make sure that that's clean that it's bright and that people don't feel afraid to access that every year we do awning cleaning and that's something that we do um you know with the uh business owners to make sure that we look uniform we also have a program that allows honor replacement uh that we've done over time we did a walk around uh just a little while back and we just took a notice of what was happening in the city the city streets uh safety was taken into consideration cleanliness flowers all of that we looked at flower pots and we decided the bus stop closest to um the monument really needed some attention so we've made sure that there's ongoing cleaning to make sure that that is a more inviting place to wait for the bus landscape um maintenance services continue uh that's something that we instituted to make sure that the uh flowers are healthy they look good that we are constantly upgrading and uh paying attention watering and all of that type of thing and we think our uh business people as well as people who are coming in to go to the different shops that they enjoy seeing uh flowers there that thing that we're hoping that they will not do is sit in the flower pots but that happens from time to time because it's comfortable um and in addition uh sidewalk cleaning and power washing we did that we extended the area that we normally do uh we did that back in I guess it was around July and we'll do it probably again in um same time period next year uh palisay Avenue Cora the maintenance we are continue to upkeep that area that's a service that we have bought in and it's on on a weekly basis that someone's going there emptying the garbage cans picking up debris and stuff and making sure that the area is maintained and let you talk about social media uh the holiday lighting uh we consider that just seasonal lighting now uh we added the snowflakes last year we've wrapped the pole so that that lighting is ongoing of course we had to uh you know work together um there's some collaboration there uh with the U City Manager to make sure that we got psng to make sure that they paid attention to those light that those fixtures because they were constantly going out and why beautify the area with the lighting and then not have them work uh the downtown event um we do work together with the chamber to make sure that we help them to bring about events and Market we do the marketing we support them on that uh work that they do um and we've been doing that for a number of years and we've continued to meet with uh the council and to make sure sure that they have a plan and that we figure out how we support them on that and the goal is always to get people to come into the downtown and partake of the different businesses that are here and have events that are you know fun or something that they can participate in I think one of the things one of the biggest things that we've done is we initiated the parking meter conversions we did phase one we have completed that and we've handed that off that's going to be taken over now by the uh City manager's office and thank you we've been paid for that too so we're happy about that during our Walkabout uh we noticed uh you know that the trees you know kind of needed to be replaced in some areas so uh we are undertaking the removal as well as the uh replacement uh did a tree study uh as well um in addition everybody's into electric cars or hybrid vehicles or whatever so we have a done a study to figure out where the next uh Chargers will go and we've also worked with psng for electric charges that we now have in the garage um other than that we have a big meeting coming up next week where we'll be talking about how we further enhance the public spaces and a study has been done to see what we can do that would include some flower pots it would include some uh benches and other things that um will give us a UNIF kind of unified look in the area and hopefully be very attractive and uplifting to the area so that's just some of the things that we worked on this year and we certainly have a an aggressive plan going forward to make sure that we continue to meet the needs of the downtown we do take our work very seriously and we thank you all for supporting that JC you want to talk about really social media hello everyone just wanted to add um and piggyback on what Linda said in terms of everything that the city has been doing these last few years we we wanted to encourage um the businesses to collaborate with us and to partner with us um so we started a social we hired a social media person we started a Facebook page we started an Instagram account nine months ago um started at slow the social media person interviews all the U res uh all the businesses um does some now she does a post every day and we do um stories and movies two or three times a week we have we grown from zero to just about just under 12 00 followers but the important statistic is really that we get on average 8,000 views um to the Anglewood uh downtown Instagram mostly not Facebook as much but most people are are are engaged with our Instagram um lots of compliments every time there's a story or an opening on a new business um we collaborate with them um following their social media um we are working with the Anglewood chamber they've now started some social media um posting so we're collaborating with them we certainly like all the businesses in town and including the Buren Pac and we move back and forth and like and follow and and do what we need to do to you know promote the entire Sid district and all the business owners and and uh businesses that are operating there so that's all I have on social media you want me to talk about the advocacy yeah yes do that um one of the things that uh we do in order to get our work done is we have to work with others and certainly we've been uh happy to work with the city manager's office there have been ongoing meetings on a regular basis JC W 10 I attended one not too long ago and got a chance to go into the actual Shale sale so that was different uh certainly city council uh we do periodically meet with uh representatives of the police department because safety is very important to us and some of the business owners have expressed some of their concerns so we've been happy to um have that um opportunity to meet and discuss what's been concerning to us as well as DPW and the city Engineers office so we continue to also interface with nonprofits as I mentioned before uh we've done work with the um Chamber of Commerce and others yeah okay so we're going to add to our plate all right um other projects on our agenda um deal with a new downtown wave finding signage throughout the entire downtown so people know where to go if they're not from Anglewood and want to get certain places whether it's Bergen pack parking lots various shopping Etc um one of the big projects we have and we have a full presentation at our meeting this coming Tuesday morning is the new Street skate plan for the uh Central business district or the Sid District um I just want even the new members on the council to understand the Sid is not just Palisade Avenue from the monument to angle Street in Grand it extends Grand Avenue from Anglewood Avenue to Palisade angle street from Palisade to West Demorest to Demorest Avenue North and South Dean street from dest Avenue all the way down to Anglewood Avenue and also we're also going to focus on North ran brunch Street in front of City Hall uh and up towards Bergen pack but we have a program that's going to be presented to us with benches Planters landscaping and ongoing tree Replacements it might sound mundane but it's a big project so you're welcome to join in our meetings are all on Zoom every uh second Tuesday of the month if you'd like you can get the zoom information uh off our website um the other project we did last year we uh started the redesign of the parking lot on William Street which frons I believe you received bids on where frons and you're ready to award those sorry so the city Engineers picked up that ball and that uh project is due to be done this year on Williams Street to add parking to the downtown which is des desperately needed that's a whole another story I hope the master planning guys are listening to that okay um the alleyway lighting program Linda uh mentioned and last but not least I know the master plan is up for review tonight with a consultant we would love to participate um in that process so now I ask if you guys have any questions unless you have something I was just going to add that on the25th anniversary thank you okay please so the 125th uh we were already designing banners we're going to approve them this coming Tuesday we are having them made we are doubling the amount of banners that we have on Pate Avenue um they're going to be the ones that are up now which they dine eat live whatever the anniversary Banners are going to be interspersed with those uh throughout Palisade Avenue and I would highly recommend to the council once in a while and I do this periodically come into town from the monument and Drive East okay it's our goal to upgrade the west side to maintain the status of the east side and expand that Sid district with the site amenities that we're planning on throughout the entire District so with that I'll ask if you have any questions anybody have any questions I I have a question for you your members what is their biggest concern that they bring to y'all oh how long is that list it's a lot of it is safety driven that's why Linda has been charged with dealing with the police department actively I'm going to say especially in the warmer months um the conditions of the Avenue we do have a quarter that we employ that is up and down Palisade Avenue through the Sid so between safety and clean those are the two biggest things okay have any questions yeah Mr C the um I want to thank you for doing an extraordinary job I'm not part of the Sid but I have the privilege of auditing most of the meetings um the social media is very impactful uh for the businesses who are priding themselves on the experience and don't want to be the only ones to promote themselves and I see now between you and the Chamber how it's uh working keeping the city tidy raises the self-esteem not just of the store owners but also the pedestrians that are frequenting and patronizing uh these um businesses and establishments so I just want you to understand it's not going unnoticed particularly the snowflakes in the winter the flower arrangements during the summer um and it takes a tremendous amount of effort and love for the city I just want to say thank you um the parking lots the lighting the way finding all these things that you're continuing to work are critical uh planning mechanisms that have to be part of our master plan the Wi-Fi those are the things that need to be update up updated or upgraded as it were the these are all things that um if I can help or any of us can approach local businesses uh and supplement whatever funds that you take from residents and finally just a word to the public you should understand that during uh covid they didn't extract the same funds from businesses they froze them out of respect for the businesses in town and you carried and did everything that you had to do magnanimously to that I want to say thank you absolutely thank you councilman Wilson thank you uh council president appreciate it good evening everyone thank you for um a great presentation for those people that are not aware with Sid and the great work that you do hats off to you guys I know it can't be easy everybody has ideas and to get them actually on the Avenue and on our streets and sidewalks is a great job so kudos to you guys um I just have a couple question questions could you explain the street skate to me okay that's a detailed one um the streets are lacking planter locations better foliage they they're trees that are too mature that need to be changed out it's damaging sidewalks we look at things like benches people do use the benches that we have on Palisade Avenue but they're really old and not comfortable anymore so streetcape is everything from Planters to landscape to trees to park benches the one thing we don't have to deal with are the garbage cans believe it or not because they're nice trash receptacles okay um but it's all encompassing combined with that which is a non alcohol landscape issue are the lights we put on the the uh Lighting on the sidewalks and the banner program that we're doing so that to me is all part of streetscape and amenities and this goes throughout the Sid area is is that correct correct and all the the progress that you guys do and any new inventive idea also goes all throughout the S area is that so correct correct you mentioned I think Miss Linda or someone mentioned way finding signs yes I would imagine that that's a sign directing you to the library McDonald's The Pack Is that what we're talking about yes all over the central business district there was a program put together how many years ago Adam years 15 years ago was never implemented so we have that we're going to upgrade that sorry I'm not close enough to the mic to upgrade that not only Bergen pack in the library but it's the parking structures it's any destination in town how far do you go out to the entrance of our town from coming in from Route four from basically this wayfinding program is once you hit the central business district so coming in from Grand Avenue primarily if you can't hit the Central Business you're lost you're not going to see than you are now okay um and what do you what do you need to do to be on the board to be on the board yes you need yeah you need to be a business owner or a property owner in the downtown who pays the Sid taxes uh or a member of that property owner or a business in the downtown who contribute to the taxes and one last question everyone that's a property owner or slash business owner is represented on your board we have a board of six about to be seven people so I can't say everybody is represented but everybody is welcome to participate which is why we've maintained the open meetings during our Sid meetings our board meetings okay thank you I think I'll say the rest for offline thank you okay um I have a question great presentation um um when you say everyone who are property who are paying taxes is this um people who are non-exempt from taxes uh who are um like Bergen pack or any other person that are saying that I have a business I'm exempt from taxes they cannot be a part of Sid I'm just asking it's not part of Sid they cannot be a part of Sid correct okay what we do interface with those groups bergenpac Chamber of Commerce Etc okay and you said wait the W the way found the Wayfair um plan you didn't implement it yet but you had it you think about this 15 years ago right it was brought up under a study the master plan of 2014 no I don't believe Adam was that done by the when was the wayf finding signs originally brought up was that Ken 2014 mayor no my first term was 2004 2004 but you never never was implemented that's what I thought it was put together by I believe the then city engineer um designed in that era it needs to be updated and we'll need to there'll be presentations on that before anything is implemented it was the eedc at the time correct it wasn't the city yeah the city did it not the EDC the city yeah can Canen Albert put that together I saw it at one point 201569 759 that was his phone number that's Bron's number now so now date like years later um up to date now like almost two decades later I don't know what took so long but um I go to Cluster and other places and they have signs um all over for the hospital their um you know centers of everything so um this is why we are focusing on it because it did take so long yes okay thank you okay hi thank you for that presentation um you mentioned parking um twice you mentioned parking that you implemented phase one of the parking meters and then you mentioned parking that we didn't have enough parking could you talk uh tell us a little bit about about the parking I could take the entire meeting talking about parking in the city all right um it's no surprise we're parking short okay every developer that comes in US included we have to supply parking or most people try to get a variance without it um I don't think it's a topic to go into detail at this meeting it might be a work session or something with the city manager but the city's in desperate need of parking spots I I don't know how else to say it more simply what was the phase one that you took care of what was that phase one of the parking meter implementation with the new parking meter system that we had hoped would be done throughout the central business district and then tied to meter stations we got the first phase done then covid hit so everything came to a grinding halt I don't know where that's at I haven't had an opportunity to speak to the city manager on where or what the intent is to move it forward so I can't answer that right now all right thank you any other questions okay team thank you so much thank you great information thank you next thank you next we'll have next we're going to have a presentation from D DMR good evening thank you very much for having us here this evening uh my name is Fran Riner I'm with DMR uh Dan halin is here as well uh tonight we're here to talk about the process that we're gonna we're going to start with the 2024 master plan for the city uh for the city so I'm going to give you just a a brief we got it working hold on I'm just going to give you a brief uh background of our firm and then Dan is gonna uh Dan's gonna kind of take you through go ahead keep talking he's going to take you through the process the timeline and the schedule uh and what the components of uh the master plan are going to be we have we have literally just started this process uh so so this evening is really more of a presentation about what we're going to be doing over the next uh8 to 10 months so uh my name is Fran Riner I'm I'm a partner at DMR DMR is a 50 person planning and Architecture Firm that's been in Bergen County for 32 years uh we are involved with uh Master planning we're involved with Redevelopment uh in over two dozen municipalities through throughout the state of New Jersey uh and we've been doing that work for uh the better part of 15 years now uh we we appreciate you having having us here Dan is a a senior project manager with with DMR he's going to be the point person on the project so I'm uh I'm really here uh to let you know that the full support of our firm is behind uh the work Dan and I will be working together on this but Dan will be the point person so with that I'm going to let Dan kind of walk through the process the components that we're going to be looking at over the next 8 to 10 months and the schedule for all of you Dan that mic is functional by you if you want to just turn press the button and it'll turn green and it's on there you go great okay can you hear me all right great so the uh the first thing I want to cover is just what a master plan is uh and what it is is a a policy document that is uh driven primarily by the uh municipal planning board it is uh a planning board document adopted by the planning board um it establishes the uh City's goals and objectives over a 10-year period uh primarily concerning land use and uh infrastructure Investments and policy uh decisions it serves as the basis for the validity of your zoning uh in in other words if you wed to update your master plan every 10 or so years yeah it's kind of small isn't it uh your uh your zoning could be uh challengeable um the master plan is required to uh include two elements one is a statement of goals and objectives uh it's actually a longer term but we call it soaps to keep it short and a land use element which uh historically has uh uh outlined the land use patterns across the municipality as well as uh existing zoning and provides recommendations for changes to zoning to meet the various Municipal goals uh but there's also uh recently it's expanded to include addressing issues such as smart growth uh electric vehicle uh charging transition and um resilience to flooding and uh other climate change related issues there's also 15 discretionary Elements which uh include uh address issues like circulation open space historic preservation Economic Development uh Community facilities and a variety of other ones um and uh after a master plan is adopted did uh the municipality can implement the recommendations of the master plan by way of adopting ordinances that are consistent with what the master plan recommends adopting policies that are consistent with that uh document or uh uh addressing uh infrastructure improvements in its budgeting or by seeking grants that are consistent with the recommendations of the document so you last adopted a master plan in 2014 it included the two required Elements which are the so halfs that I mentioned before as well as the land use element and it also included six discretionary elements including circulation Recreation and open space Community facilities recycling historic preservation and sustainability so the process for the 2024 master plan uh starts off with a kickoff uh kickoff meetings we had our kickoff meeting with the planning board uh two weeks ago we had our kicking off meeting Mee with uh the department heads yesterday and we're having a kickoff meeting with the council uh tonight uh we're in the middle of our due diligence process in which we're reviewing prior plans and reviewing your zoning and land use ordinances and uh working with your department heads and uh uh your professionals to collect data and gather knowledge and understand what's going on in the city and what the city's objectives are over the next 10 years during the Spring we are going to initiate a uh public Outreach process which will include a survey that will be primarily distributed digitally but we will also have some physical copies available uh as uh uh you know in in libraries and other public facilities um there's going to be several uh meetings with uh the public which will include a charet in which we'll break uh participants out into groups and ask them to help us solve uh uh problems um and a couple of open uh format meetings and which people can come as their schedule allows interact with certain exhibits uh and uh interact with us and tell us what they're what they're thinking about uh we are also going to be working with Mr Hoffman's office to uh establish a page on your website to host uh some materials including uh this PowerPoint presentation if you'd like as well as the uh draft master plan documents and other documents that might be relevant of course over the course of time uh we'll be meeting with the planning board and if you you like the council as well to provide periodic updates uh and um in uh uh uh the summer we're going to uh have a uh draft by the end of August of the plan which we'll be sharing with the planning board uh for the review and comment and we'll have a final uh in uh September October for adoption uh before the end of the year and after adoption as I said the city is free to implement the recommendations of the document uh starting in 2025 uh so uh so you understand where we are at uh I had mentioned that we've had our several kickoff meetings with uh the planning board department heads and you uh we started reviewing documents and becoming familiar with the situations uh in the city and and Gathering data um we're working with the planning board to determine what elements uh we would like in the master plan uh so I've identified 12 uh potential elements including the ones that are required and including the ones that were in the 2014 element or uh 2014 master plan and uh the planning board is we're going to be working with the planning board to determine what those elements are that we want in 2024 um we are going to be working with the city to uh begin the Outreach process by identifying venues there where we can hold our Outreach meetings uh determining the appropriate dates and uh determining what uh which Community Partners we should be engaging to make sure that we are uh reaching uh the largest extent of the population that we can make sure that everybody knows that these meetings are happening that this process is happening and that they can participate in the surveys or uh in these Outreach meetings that we're conducting uh and we're as I said we'll be working with Mr Hoffman's office to set up a website uh and finally we are starting to reach out to the department heads and uh the various agencies and committees to collect data and beginning to put together uh our survey that we will be uh using in the public Outreach process and so um now you know if you have any questions I'm happy to answer so I'll start so if you would be kind enough to go back to your list this one yes sure I got a couple of questions absolutely and since we're involved in affordable housing how come that's not on your list am I missing I need it actually is it's the very last one and there you'll see there's a question Mar AFF I want to make sure it's affordable hous so there's a reason that we uh there's a question mark next to it and this is a conversation that I've been having with your planning board so the fourth round of affordable housing starts in 2025 and um it's it's unclear yet what that fourth round is going to look like uh and as you may know the there was a piece of legislation that was uh before the governor's desk that uh he did not pass uh which would have set the rules for the fourth round and set the process for which we by which we find out what the numbers are for what the city might have to do um we uh are open to putting together this housing element but without knowing what those numbers are we're concerned that it might be redundant to start a plan that may have to be updated once the numbers are officially known I I would share with you yes um s50 and A4 those are one of the bills from the assembly and the Senate yeah both of them are out of committee yeah so they're basically they're in Appropriations right now if you Google those bills I don't want to fall short we've already been down this road Road as you already know yeah I'm sure if you've done your homework um so I would suggest to you that we make sure that we have a housing element in there that that accounts for affordable housing the city of angood has been doing affordable housing uh way before a lot of other towns if you look back 1969 we did Rock Creek Park View um and we just 2018 got signed up for 75 more years Mr belly correct 75 more years of affordable housing so it's important to us that let's be ahead of the curve yeah let's be proactive instead of reactive so it's very important to us we have gone through great measures and great pain with this topic okay so we just want to make sure that you uh capture that also you know and I think that when we say things that we're going to do let's be more let's be intentional about what we're doing you know what I mean just this is what we're doing so people don't have to guess we know exactly what we're doing you know we we got to look at flood mitigation the city of Angela has been flooding historically forever yeah so we we we need to address that we need to be committed to that right this is the blueprint for the next 10 years what we want to see what we want to see in this community right so I think that we need to be inclusive of that the other thing is you mentioned that you've had meetings with various people I think that the people around the de here who who control the action should you should meet with each one of them because they represent a ward they're filled in you know issues and concerns from their constituents so I think it would do you well to sit down and and have meetings with each one of these folks and get their opinion have a meeting with the with the mayor I'm sure he'll give you his opinion even if you don't want want it um me I'll do the same but I think it's very important that we take on these things and put them in there cuz I look at the master plan as an opportunity and a blueprint to go forward and what direction we want to take this city in so this is this is our opportunity so we need to make sure that we put it all on the table so you guys can help us mold that clay to be the city that we want it to be great you had at the last master plan you said it had six elements MH your your your um one of your slides said we should have 15 I said that there's 15 potential ones but there's only that apply actually but but get what I'm saying let me let me get here is that if if there gaps we need to know those gaps right and we need to be able to address those gaps and are we comfortable with those gaps that guy that sits behind you our city engineer you know how do we help him with infrastructure MH you know what what's the infrastructure you know so that those are important things to us I I don't want to be reactive I want to be proactive with this opportunity that we have I think it's I think it's a great thing to do agree and we and we'll we'll set up uh meetings with the with the council the council people through Mr Hoffman's office as part of this early in the process yeah I I think it's important but the other thing is I want public engagement yes big time big time because you know they may see things that we don't all see they may have some some legitimate concerns that we need to address as well so it's it's it's important that when we have these public meetings this here what people don't know is people who on was it Facebook Yancy or which one on YouTube people who are participating on YouTube can see this now so we're communicating with people effectively in different platforms so so I want to make sure that the people get the information we need to take it to the people you you mentioned the survey yes you know digital that's fine for some people you said hard copy I I I I I get that but we got to make this available and this will be on us to do that work to make it available to all the people for hard copy wherever they're going to go wherever you know to fill it out and I would recommend that when we have these meetings whatever questions we have whatever digital information or whatever surveys that you want to have at these meetings we collect them we correlate them and we work with you so we get that information because we want as much participation as possible from the public this is not a secret here this is this is what we want to do they they buy and they pay the bill so we got to we got to let them know that they're going to get their money's worth with this this is an expensive and it's a time uh sensitive but this isn't uh um a project that has to be done and we have to we we can't afford not to get it right you know so again um I'm going to step down and not say anymore I'm going to let whoever else ask questions but just be thoughtful of of the things that I I've said because I think that they're very important to us and we got challenges here so we're looking for you gentlemen and your team to help us move this and put a blueprint in place to how we want Englewood to look electric charging stations as you said things of that nature do we have the right traffic moving in the right directions and do we have the right speed limits are our traffic signal lights timed the right way a a number of things which you might think is small let's raise it and have that conversation thank you who's next I'd like to um say a word thank you Mr Cub um councilman one one of the the uh one of the concerns that I have is when we do the Outreach that we're delicate uh about it because there is a large swath of um leaders and community members in particularly the Spanish part of our community that will resist Outreach thinking that it's information that's being garnered and being given over to immigration authorities or may get there so I think that you know the councilman's suggestions are being um reaching out to individuals has to be done delicately um if you're going to have uh information available on websites or office hours or somebody that can take information and have it available in other languages I think it would be useful to speak to the stakeholders as you've artfully begun and I want to thank you for the work that you've done already you were selected out of the other three groups because of your professionalism and I want to also thank the chairman of the planning board Mr David uh who's here and Mr burn who's the planning board attorney uh that are here also um that this is done delicately so that we don't uh create any um apprehensions and we get in real time the kind of information uh that we want now gentlemen you disposed of the farm belt matters and things like that what's to stop a city like ours with its depth its challenges from infrastructure flooding and all of that from putting more than just the six that went on the last time are we capped at a certain number no not no we we Dan was just indicating that the previous 2014 uh master plan had the six we we right now have been engaged in a conversation with the planning board about how many they want to include up to the 15 I know there are a few that maybe don't apply here but but we're looking at all of them at the moment and the planning board will help us make a decision on on on which ones we're going to choose because we have a central business district with the Liberty school for example y that has not been sold that is dormant 14 15 maybe even 16 years a city hall that's underutilized in a public safety uh complex here that could be expanded across the street on stilts maybe put City Hall into hotel and a spa because it complements all the other needs that we have and we have a huge depth and need of parking in front of burking pack in the other areas where we might be able to construct height building of heights uh and homes and a certain percentage affordable and so forth so you know the question is is it too ambitious to hit all 16 and to put a governing document out there is it like Mr Cobb indicated are we going to trip up on our feet when affordable housing comes out in a year and it doesn't run with the Cadence of what was anticipated what's too ambitious is my question to you so we'll walk through that process with with the various stakeholders with you the planning board to make those determinations but but a master plan is a policy guide so so there are things we can be much more detailed about as we write this up and there are other things that we can make broader policy decisions that that can be implemented after the adoption of the plan so I don't I don't think anything should be off the table in terms of a conversation about about how to deal with issues and concerns that are raised as a part of the process it just may be some are more detailed in the final report While others are larger scale policy uh planning kind of related recommendations and those can be those can be looked at as a as a part of the implementation process after this document is is uh adopted I just want to answer one other question in terms of the the surveys in other locations where we've done public Outreach we have done multiple language surveys and we we're happy to to do that here if that reaches more people so that'll be something that we'll we'll put on our table to make sure sure that that happens we have a Colombian District we have different parts of the city I want to reach them effectively so we can learn from them and you know ultimately the the the question is um where do we stop and what kind of product uh do we end up uh producing here um it's very important that we're impactful and anticipate in a prean sense uh the future that we are embarking on though those hundred-year storms seem to be having uh every 5 years now every season we get something of a description of something and and the question is what resource do we have and where can we uh apply it but thank you uh for this evening and for doing a stellar job anybody else councilman Wilson thank you thank you council president good evening gentlemen thank you for coming out tonight um thank you f for making the short but brief presentation we appreciate it um I happen to be the liaison to the chair here and our lawyer for the planning board and what I shared with the chairman at our last meeting was that we're running out of time already um we we pushed it back for one week because of things here but each meeting I feel that we need homework we need to be able to go back to our constituents the planning board needs to figure out what needs to be improved and what do they think about what proposed to us and you said it's a policy guide so in order for policies to work or function properly it's imperative that all components of the city government are aware and the sooner that we are aware we can delegate certain situations to certain departments whether it's zoning planning board of adjustments whatever that may be the council the city manager mayor um whoever that may entail and I I think we left off with 14 elements and as we eliminate them I think that it would be nice to see a proposal for those on the top of the list we've got residents here this evening um physically and virtually and it would be a nice caviar for us for them to go home and think about the infrastructure the New Roads that may be paved or ripped up and why they wouldn't have to be ripped up again after we figured out that the infrastructure in that particular Street isn't working so unfortunately and probably fortunately for you guys or for us there's a lot riding on us and a lot of it has to do with you guys and your recommendation so I would like to see at every opportunity that we maximize your ability to relate to whether it's the public the planning board the city manager mayor the council to send us away with homework cuz we're running out of time gentlemen and we're not going to get a chance to do this again real soon and I would like to see this one last thing you you covered a lot of topics and we're going 10 years down the road and I would like to see us talk about sustainability uh and how we go green and how that affects our future you know what what what does that look like for our tax dollars and for what we're getting back thank you anybody else hands no Leisa no Ju Just just to respond just to let you know we have multiple people working on this every day uh you know Dan had uh Dan had and I had been at a meeting with the department heads and provided a series of questionnaires uh so so we don't we we are moving as expeditiously as possible with the process as we've just started but I I can assure you that we will be reaching out to you all uh multiple times during during this process early on to get as much input as possible from from you from the planning board from the public uh it is it is of the utmost importance uh to our firm to to make sure that we get this right I I think good good chair go ahead um I I don't like to repeat things that were already said prior to me saying something um but I think this is worthy of repeating the A4 s50 is upon us gentlemen um when you say you just started we're we're we're a month we're almost a month in now um and I want to see teeth I want to see where going what we're doing I'm not getting that sitting on the board the planning board and we've had two meetings and I'm not getting that tonight so I I want to see teeth I want to see progress because we're running out of time thank you chair uh thank you council president just as a point of um information the um the questionnaires that were handed out to the department heads uh We've we've agreed that they will be uh completed and returned to DMR by Friday uh February 16th so it's a it's it's a two-e turnaround time so that they have uh they have the ability to review them ask questions and then um then continue forward but um you know this this way DMR will have uh some additional information to you know as they have conversations with the city council the planning board and with residents I I I want to say something the that questioner should be here with us as well and the reason is because each one of these folks represents a ward so let's get let's solicit their feedback as well and we'll put ourself on a timetable we'll we'll we'll get it we'll get it back if you get it to us we'll get it back by the next council meeting okay so we make sure that that you have it and the one thing I want to do from you I want you to make a commitment on time in terms of engaging the public don't let that time get away from us we can schedule those meetings yes you know what I mean so and I think the sooner the better because then you can we we're going to help you gather that information that you need to put this policy document together but I look at it as a blueprint for the future the sooner the better let's let's let's think about that calendar and what it looks like because all we got to do is have nights we got four Wards each Ward should have host a meeting so we just got to find a location in each Ward and if we can't find a location we'll host it right here so that work we can do along with when you talk to the other council members they can find a location and if they can't find a location this is always open to them to have the meeting here but the one thing is if you're struggling with anything or whatever raise your hand let us know so we can get this done you know appreciate that we want to get that done so surveys and things like that let's ramp those up we want people to get excited about this we want people to be engaged about this and the sooner we get them engaged I think the better we're off and the better product that you'll be able to produce for us as a blueprint for the next 10 years so we we can engage a whole lot of folks so let's let's let's do that this is important to us very important to us it's a game changer for the city of Anglewood so let's let's do that and and brief conversation earlier with the city manager and he was very diligent on some of the topics and hopefully some of the topics we have explanations for now if we go to page one city clerk specialized Services the goov pilot at $9,975 and I I just wanted to be clear for those that may not know um and maybe the city man manag could explain that or the CFO can explain that as far as us swapping out to the sdl scan scanning in our information uh yes uh thank you very much councilman Wilson this is um this is an annual contract that we have with go pilot this allows uh this this allows residents to look be able to look up information um but we are go we are switching over to another program during the year which which will be sdl and we're in the process of scanning in substantial amounts of information that we will uh be able to put online so it'll be easier for residents and others to um to be able to obtain information so and um the the gov pilot we anticipate just using this for calendar year 2024 we've used it for several years and we're just migrating over to a different software platform um yeah and the other important thing is that gov pilot is our Oprah portal so when we have when we have Oprah requests this is this is one of the portals that we um that we're able to use and we can direct people to so that they can look up information so we want to make sure that we keep that open and until we're ready to um to move to the next platform thank you councilman you got more I do um and and and just so everyone's aware that the Millennium strategy they write grants for us and it's at $4,000 a month it's 48,000 a year but they will surpass what we pay out is that correct uh yes it is over the past uh three or four years it has been significantly more than the city has paid to them uh they have been instrumental in helping us with uh grant funding for FEMA projects for other for other projects um there's their specialty or we've been using them for capital projects so they've helped us leverage City dollars for different Pro for different um Capital Investments that that we are that we need to make to make sure that the city is um is um you know M maintaining um maintaining infrastructure and making improvements thank you for that Mr city manager um I would just like for you to explain to the public how the condo reimbursment works and how facilities like condos that may be low to moderate income what the difference is is on services and that goes to page one Oak Trail Home Improvement $28,000 um for condo reimbursement for 2022 sure the U the city uh thank thank you very much uh city city clerk the um the the the governing body or this the city has agreements with different condominium associations for um reimbursement for different types of services that are provided so we in we we reimburse for um street lights for leaf collection for some some for trash collection and recycling um Michael what am I what am I missing for also snow snow REM at time sorry do you want me to jump in yeah sure um if I may so there's a statute called the qualified uh Community Services act and what that is is if a municipality does not provide the actual snow removal garbage collection recycling uh leaf collection and pay for the street lights in a condominium development for example the city has to or municipality has to either uh has to reimburse that entity since the city they're paying taxes but the city's not performing those Services the city's obligation is to pay those entities what it would cost the city if it did perform those services not necessarily what the association incurred because often that's higher than the city cost so um Oak Trail for example the city doesn't perform those services so it's required to them by Statute to reimburse them for their costs calculated at the city's estimated rate thank you for those that may not have been aware um on how that works and I and I appreciate that um the problem that I'm having in my ward with my constituent is that I have things like this on the bills and claims and we have people that live in Park View that have dumping issues that have container issues um and it it's difficult to see this and they're getting the services that's needed and then we're responsible for certain services and it doesn't seem like we're keeping up that's another subject let me stick to the building claims okay um if we go to page two the police department third down 24001 00 Institute for forensic psychology uh I think uh Mr city manager you explained to me that that was for two candidates or a few candidates yes two that was two candidates yes okay um and as you guys are aware I am still waiting for the bills and claims for other psychological evaluations for the candidates uh did did we figure out what The Interpreter was uh yes The Interpreter was for for Spanish language it was in it was in December and is is is that for police police negotiations how do that come about because it's under the police department because we have several bilingual I'm trying to figure out why we're paying when we have bilingual officers yeah uh this was this was a specific in instance um I'll be happy to get more information and provide it to the to the city council but there is a um this was something that occurred in DEC in December and um I'm I'm not sure of all of the details but we're happy to provide it okay um I guess we're talking about page three the reoccurring uh bills under Public Works for diesel fuel were we able to figure out why there were three separate entries at 6,983 58 8,290 and6 C and $2,168 and7 uh yes there were three different diesel drops one of them was for about 786 gallons another one was for, 1300 gallons and um Michael I'm not sure what the what the what the third drop was for but 3,000 for 3,000 gallons of of fuel it looks like one of the ones the the smaller one was um we're we're not sure whether the truck didn't have enough fuel on it or or not but um it was too late in the day to find out some additional information but it it was for so one was for December uh 1st the first one was for December 1st the second and third were for December 7th and 8th so what do our tanks hold sorry what is the amount that our tanks hold are we were we emptying the tanks and then we have to continue to refill it well that's a question we'll have to get an answer for because um we don't know that answer right now we don't know how much the the tanks hold yeah because we want to slam with snow so I can't imagine DPW going back and forth back and forth to fill up the trucks right the diesel is for all of our all of our fleets so it's for the DPW it's for it's for the fire department it's for any of our diesel vehicles but it's yeah yeah I'll give you that I'm I'm aware of that but maybe if you had the dates that might be that that that could help me out because there's there's no dates on here and it just appears that they're continuous purchases and I think I I'll end I'll end with this page five under under utilities uh we discussed that in regards to the leaf disposal site and these appear to have a date Leaf disposal in 2021 I I would imagine that's the year right and that we just got those bills so it's kind of a side question are we not better off if we do the regulations for our transfer stations absolutely that's you know that's one of our goals is we want to get our transfer station back up and running um and that's that's what we're working towards now I'll just point out that these bills um they came in in uh at the end end of 2023 and we verified that the services had been provided um we're not sure why they weren't build earlier thank you anybody else have any questions before I go Council woman wasas you have a question David so let's let's go to page two Mr Kaufman so we got 10 cars um the second item down on the police department we got 10 car antenna Radio Systems 24445 what are these new radios you put in the cars or what are we doing yes they're they're new they're new yeah and they're new cars too as well I'm not sure which cars were they were put in but their new uh I could get you a list of the cars okay so with that being said I go let follow me I go to page five under Capital Improvements we have radio upgrades for 100,000 91050 and then we have something for 83772 and11 for portable radios that was that was that's part of the capital program that we that we approved I I well I'm I'm saying that's you got a million dollars right there 100,000 but how what what what what is it we got here you know we got 95 portable radios 27 mobile portable and mobile what it what's the difference portable ones in your hand one's in the car mobile yeah yeah cuz they say mobile phones I I don't know so is is this a is this for uh council president is this for uh purchase order um 09 um 193 um last one on the page yeah 193 yep okay um we'll we'll get the additional information and and send it to the council but it was it was part of our uh Capital uh it was it was part of our Capital ordinance that we did last year yeah last year yeah but you sure cuz this number looks too too big for us not to have a conversation I'll I'll I mean I'll send the uh I'll send you the uh the council the uh last year's Capital ordinance I my computer is not working so I can't I'm I'm I'm I'm just saying we need to account for every anything that's paid out of capital is part of the capital program you you you you know what I think so we we put the radios we put all this stuff under the capital and I and I question I wonder why it's not tied right back and taking it out of the police budget you know because it's specific to the department every every department has uh I mean in capital that's one of the big I think I I I we can debate this all you want I mean I think so but what I'm saying to you capital is capital that's when Mr VY is doing some Capital he's putting in a SE line or Paving a street or whatever but when it's Department specific it should tie back to that department I believe because then you know it's Department specific and if we have to adjust the budget so it lines up that way that's what we should be doing to say we know what the real spend is for this department I understand that but capital is for anything over a useful life of five years and for big purchases if we put a if we would put the capital budget which is for equipment last year let's say it was $3 million if we put that into the budget our rate our tax rate would go from 2% to 5 6 7% for for me here if we're P purchasing 95 radios that should be a conversation it it was during the capital budget yeah really okay just send me that let me show show show me that because uh it might have been uh something I because I I can't believe that I would have missed that I just think that if we do something like that this should be a conversation for us you know to to get all these things and it gives the appearance that one group is getting fed more than the other groups are I'm just asking that question it's it also also just want to clarify in the back of the operate of the budget document yep there is a it shows all the capital expenditure or Capital program for all the Departments and for the for every uh category okay all right what we'll do is the 2023 budget the 24 because we ain't got that exactly yeah right yeah okay but but this is why we'll have a budget hearing and then we can we can bring this up for sure for sure when we discuss the capital this year at the budget we'll be discussing everything yep absolutely we can do that I just think that this is uh we we I don't we we we never purchased these many items at one time since I've been on the council and I think that we we we we did some things that maybe we should have tooken time and slowed it down 95 new radios so what basically what we said we retrofitted the whole department with radios at one time instead of bringing them in gradually as we need them you know so I think that but and if we need him like that that should have been discussion that we had maybe we had it I maybe I missed it but I doubt it but I think that we should have that it just looks like an eyes saw $800,000 plus an upgrade for radios for 100 what's What's the upgrade 100,000 well don't look to him I'm asking you yeah well just just if I if I may council president that the 100,000 was for DPW but um the uh part of part of the the portable radios for 95 95 port able radios there was a frequency upgrade we had to change to a different frequency a high high frequency we were at a lower frequency so that was part of it it was mandated by either the state or the FCC um and so that's that's part of the reason why why it was done but you know again we're we're happy to provide the information to the to the council we'll just go back and research it but that's part of the reason why this was a capital expenditure was the um wasn't just the radios it was had it it was because we had a change from um you know change the higher frequency bands and its interoperability and and several other things that were related to Homeland Security but I I I think that would have been helpful if that were the case that we were told that okay I mean I I think that that that's an easy conversation to have but I I don't remember that happening you know I could have missed it but I think it makes it's easier if we've already been these items yeah I was just wondering if the attorney could please uh give me some clarification on this uh 07302 0624 resolution of the city of ingwood County of Bergen oppos an assembly Bill uh for Senate bill 50 and what is that exactly can you just give me some uh I don't want to use my time I want to get my question answered first now I always see these things about housing but it's very rare that we talk about lowincome housing you know time and time again we see you know the gentrification nightmare that's happening here in Inglewood with people that are eager to develop this town and I just really want to understand what's you know what's that about because I don't hear the word lowincome housing you know affordable housing is not really affordable to the you know average black family it goes off a third of your income uh most of these apartments here in Inglewood that are built the new ones are upwards of $2,255 and then other people have ideas to put other things on stilt like this is Long Island this is the suburbs and that Suburban field has been lost a long time ago and it's really ridiculous that we just keep building and building and building and you know the people that were here the indigenous population has nothing to show for it and it's just a matter of pushing us out Al together who this th consultant who is that wait are you talking about 073 uh 069 oh page three who's th consultant oh yeah that that's France they they're doing the garage they're doing work in that's tro no no no no oh FR is getting the money 800,000 did is does France get 800,000 can you explain it France hey Rick and and that 0 073 is the two bills one in assembly which is s i mean a A4 and this in the Senate is uh s50 th th th those are and I was I was down there in Trenton those those are the bills that they're passing in Trenton that we say that we have problems with yeah I mean I was down there a couple of weeks ago for the education board I just have a real problem with terms like Fair Housing Act you know what I'm saying because we as black people there is no fair housing in Bergen County anymore you have Accelerated Tax sales they're taking your homes they're you know you the rent is unreasonable you know I mean we're worried about people in translators what about people that have been here indigenous people that actually need the resources yeah translator is fine but let's take care of the people that are here the taxpayers and the voters that put you in positions to begin with well this these bills are we're fighting against them because it doesn't do that it doesn't do that that's why we're that's why we're against that so we are um Mr safield hey how are you how are you what is affordable housing I mean it has to be a formula how do you come up with a formula in other words to me all the homes built in a certain area should see should uh have a certain criteria for instance the fourth W if it was me we would have done a survey as a average salary in that neighborhood and then we would have done like any other place 25% of whatever the average person earns is what the rent should be in an affordable in that area let's say so I hear people say affordable housing and then there's low income housing what is the difference and how do we justify that like I said the fourth ward has all the new homes but I don't think anyone went in the fourth ward and said let's see what kind of income these people are making so as they can enjoy or take part in the new homes so I think we need to really decide a number what is affordable housing how much that that's that's low that's low income wait on what he said when I first got an apartment was on you only could have 25% of your income dedicated to housing and which that makes a lot of sense to me and that's how it was when I first started out in an apartment 30 income is terrible so what is the number we need to sit down and have a number 800 a month whatever but it needs to be a number you can't keep saying we're going to let these people build these homes and they're going to give us 10% or 20% affordable housing and then to say 10 years down the road that disappears I've been in my apartment for 30 years what happens after 10 years if you put this in where does the rent go how high and if you don't don't start somewhere like I said within the neighborhoods so people who live there their kids can come out their home and go into these apartments they're not benefiting the town and because they're mostly apartment we're not getting a great tax rate it's not like a lot of homes so I just think we need to put a number on affordable housing that's all but let me just tell you this Mr saterfield if you Google s50 and A4 the state is setting what's affordable housing well how do they what's the formula they're making the formula and that's the problem that that's why we are putting this resolution in there because we don't agree with the approach that they're taking right uh and they're they're taking an approach a broad brush for the whole state of New Jersey and saying here are the elements and this is what you got to fall in line all right we we we now let me let me let me finish so I was down there in Trenton at the hearing right and you know this is where this is our push back to the saying it don't work for us in Englewood right so but they're dictating to us and these these bills right now will be voted on February 12th okay and and so they come up with the formul we don't believe the formula we we we don't believe a lot of things that they're taken into a place they don't account for that and and one of the problems is is that you have people who are in the Senate and in the assembly who are making decisions that don't live in a density area and don't live in Bergen County right they live GLA County all that so that might work for them down there but it doesn't work for us up here but earlier tonight we talked about the master plan right so that yeah we're going to change that name but we have to we have to take the opportunity to look at our housing stock and what we can do as a city and what we could do and take into consideration you know what do we have is low income what do we have is Affordable and all because many times what you've just said though is what is the problem affordable low income two different things I don't know but I'm just saying we have to put a number on both of them now what is Engle with Cliffs doing why can't we replicate what they're doing because they apparently are not doing anything and and they and they got trouble for not doing anything I I I don't think so the 30 years now close to T of fly nobody's doing these things why did we get picked on no no no it it you know what how we how we got picked on we didn't get picked everybody's getting picked on right now because that bill will affect everybody yeah but that's a bill coming prior to that prior to that when we first went to court how come we didn't have CU we didn't we didn't we didn't you know what we were in a state of repose so suppose and we didn't build affordable housing or make hold people accountable for affordable housing elements and then that that's how he did it because way back when when we built Rock Creek Park View Westmore Gardens and all that we were committed to doing that we got away from that right and we should and never we should have always built something but still we had enough inventory that any lawyer should have been able to go to them and say hey This Town qualifies already apparently in Cliffs have maybe we just need to get their lawyer no no no but we need to do something other than different commit to something and 10 years down the road these people will be put out their home even if it's affordable you know what it's like what we all can't buy a suit off the rat you know every body was going to the rack you got to have a tailor made suit for every municipality own TR the people who live in the town right that can take advantage of all the new stuff in the town well listen I mean at least least first I I he I hear what you're saying and that and we'd love to do that we would love to control that we don't control that like all right we'll see but we can keep working on it all right I'm going to depend on you all right you got it you sir oh okay sorry uh so this is creating delays on to the Eng Board of Education and I think this is fantastic right I feel like we finally have a voice yep uh you know I see on the uh on the computer when they have a list of the best high schools and stuff and I never find Englewood at all except the special school that they have theems but where's White moral this an opportunity for all of us to work together to hopefully improve the grades you know High graduation class and probably make that list the most important was though there was this there was uh the junior football team who complained about the uh facilities they had and they couldn't get into facilities that were managed by the board of education so will this help us in the future not us will it help to help the kids sure absolutely that we can work aggressively positively because I see the Raiders in that nice little Stadium there but are they allowed to practice in there or play in there if if they can't why not right we we discuss possibly putting a little a field right by Trion park right then can we work on that plan but I don't think we should leave these kids Behind absolutely not uh the last resolution 074 resolution authorizing permit fee waiver for a little league spring 2024 program I think we discussed this uh I just wanted to make sure are these kids from Englewood or they from outside Anglewood Anglewood all Anglewood Anglewood okay that's fine okay I I I just thought if we needed money to help the the Raiders you know this is one venue we can get extra Monies to help them yeah nope you're right is this General comment excuse me is this general public no it's only on these items on the resolution thank you we're going to close the public comment on resolutions 065 through 074 yeah give me an explanation BSIS I'm sorry these two bills that are pending before the state legislature the assembly in Senate um put a very honorous burden on the municipalities without giving the municipalities a say to some of the points that were raised earlier um you know the discussion about what's low what's affordable housing the state dictates there's low income C is a low income component which has certain income guidelines that are set by the state not the municipalities moderate income guidelines again set by the state not by the municipalities they say how many one bedrooms you have to have how many two bedrooms you have to have how many three bedrooms that you have to have the issue with this legislation is it's essentially an unfunded mandate against the municipalities that going to put a tremendous burden that's already too much as you all seen with the last third round stuff on the towns and it again puts it in the hands of retired judges is what's proposed to do it and it disbands the Council on affordable housing which was established under Governor Kan in the middle mid 80s was that perfect no but at least it had some representation of uh Municipal Representatives fair housing Representatives uh developer representatives and they would set the regulations this throws all that out the window and basically puts it on retired judges to set the figures so um all of the towns in the state are greatly impacted by this it's moving at Breakneck speed for the state legislature and I think it's February 12th may be on for a vote which is why many municipalities are considering a resolution such as what's on before the council tonight to voice uh objection to it hope that helps Mr Hoffman all right um thank you council president just as a point of order for um for the for uh the the residents and U Mr Diaz the um the city last year applied for a grant for improvements to Herring field and we were recently awarded a grant so we're um we're we're cognizant of the need to make improvements for um you know for our our different programs and um you know that was a that was a Grant application for um partial Synthetic Turf over over there and then for some some other improvements 0 065 to 074 if if all the members of the council are in consent we can vote one time for all of them as opposed to voting for them individually um then I does anybody have any questions uh then can you please pull out um 069 we'll do that one separately please council president yes if you indulge me for a second I don't think I need to pull out 68 or 070 um I see what it I see what it is on the face where we're talking about pool cleaning and um you know that includes Trion pool is that correct yes I got to I got to bring this up real quick in regards to the leakage um and are we going forward or we not you know I have questioning with cleaning something that's leaking on a continuous basis and on 070 what is that for the infields of all infields in our city throughout and what does that consist of that would be Mr Hoffman tell you about that one y so what that what that would be if we're talking about resolution number 70 that would that would be for the infields at McKay at Herring and at gity those that to be for the infields there and also to to uh uh do do some uh plug ariation some seaing and fertilizing and then purchasing Turf blankets putting Turf blankets down so so so so real quick um this is the Outside Agency is that correct that is correct that's uh yeah yes so who governs whether or not the fields are proper um that we're not getting phone calls for divots uh Mounds not being repaired after a storm who go who governs that besides the coaches that's that is supposed to be the uh the Department of Public Works um you know and then that's uh there's going to be additional oversight with them or or a review of that um this year I'd like to point out that um last year we only had two we had two days a week of maintenance for the infield and for the for the pitcher mound and rebuilding it and things of that nature this year with this gr with this um particular contract it's going to be 3 days okay okay um council president I I am good I am in compliance with my councilwoman here of pulling 069 as well okay um thank you I think I I I I think Mr hoffen before we vote when you said about 070 um I think this is probably a good time to talk about Harring field and what I saw there today um with the removal of the all the trees okay and the fence I I think you know and my issue with that was that was a pretty big project and we didn't know it was happening and uh you know I got I received a number of calls and I could couldn't answer the question and I had to find out I went over there um so I think if there's a plan I think we need to talk about that right now if there's a plan um and kind of explain how we got from one place to the other because um I need to understand I think councilwoman David who is the councilwoman for the third W needs to understand councilman will needs to understand he received calls Council woman oaski who's involved with the wck and uh baseball needs to know I think we need to have that conversation real quick and so we can vote on these things but we need to know how this happened without us knowing it was happening sure um thank you and you know what um for the for the the council not knowing that's that's my responsibility I um this is this is a project that goes back over a year um the uh the DPW director and I had looked at Herring field um a couple a on a couple of different occasions just to look at um making making improvements over there we had received requests from the uh from the the base from the the baseball um the baseball groups that are using it that there is um poison ivy that was over over on the field um and then we were looking at ways to make improvements to the field before the start of the 2024 season so in early January the uh arborist uh was contacted and went out and took a look at some of the trees uh she identified trees that were dying um some had it the ashbo disease and made recommendations on uh the uh the trimming of trees and then the removal of trees and the replanting of trees and so um the uh the the city was also looking at putting in about I think it's 850 ft of new fencing uh to improve the the Park area the the the field area and um that's that's what happened and it was uh something that was in that had been uh in the planning stages since sometime in 2023 and um you know I I didn't I didn't send out any I didn't send out any information to the city council and um you know I'll do I I take responsibility I I should have I should have done it but I I didn't and I you know I will make sure that when plans like this occur that uh you know we I I I send something out ahead of time I just um wanted to make sure that it occurred and uh there was an opportunity to have it done so we we moved we moved ahead to do it Mr cup I got a video this afternoon also from concerned resident and my only uh policy consideration would be that going forward the environmental commission should be consulted also when it comes to a certain volume of trees they may have been ill the arborist may have opined we have a green team we have an environmental commission we're planning now um and we're trying to put some structural things into place um and I appreciate your diligence Mr Hoffman uh and that you're trying to get the fields in order and it's in that good spirit that you did it now um but if we had informed the commission and a few other parties they would have disseminated the information so it's a learning moment uh for all of us the trees um I take your word completely that they were in need of coming down and they would have created imminent harm to other people um we have to put this kind of information also on our website our Facebook so that residents can spread the information but I think the environmental commission should also be uh informed so that uh or at least the arborist can reach out to the chair or a member of the uh environmental commission we're actually named after trees and people take this personally thank you yeah the uh we followed the recommendation of the arborist you know there were trees that had the had mold and they had the spotted Lantern fly infestation and and um so the I will I will not make assumptions in the in the future about who's notifying who and we'll take care of it but the the goal the goal is to get the fields ready for the for the spring and um to get you know to remove the trees so that we can do plantings and put in nice shade trees and uh screening so that it works for both Herring field and for the condominiums that are there so so we're going to put a buffer Z on back in there yes that that's Mr Mr FY well what do you recommend yeah go Ahad Mr V that that is something that we are going to have to consult either the or the environmental commission to get an idea as to what's best to plant back in that area um if the goal is not to damage the fence in the future then we have to make sure that the trees that are placed there are appropriate but there there should be some sort of screening I believe provided well they're putting a fence up there but you know if you're if you're if you're if you're a leftand batter playing babe rof yeah somebody's gonna have a problem with a window that's that's that's something that we definitely need to look at and and see how best to I'm just making sure that that we have a buffer zone because that is coming right up to those Condominiums there and guaranteed I we're going to receive some calls on that I get you the uh the arborist has recommended that we replant 15 trees um and she's given some recommendations to make sure that they are shade and that they they capture storm water runoff um and uh so that's you know that's that would be the that would be the next goal after the fencing is put up is to come up with the right um plan and where you know we can be that can be shared with the environmental commission and go forward okay share it with the council yeah with all of us councilman Wilson thank you council president um thank you for your explanation but for those of us who may not know um Inu because of our last part of our name we already have a formula um that's expected when there's trees being removed um and if in fact that we can't get a full grown mature tree that we remove at 12 in we have to have two trees at um 6 in or 3 in or what I forget the formula but there's a formula that is correct I just want to make sure that Arbus is aware of the formula that we already have on the books the the arborus is well aware of our tree ordinance and you are correct doesn't sound like it cuz if they took down 15 I don't think replacement dying trees but they they so there's a formula change because of the girth of the tree even if it's dying and it's 38 in in diameter now the arur has recommended the replanting a Tre Tre she's also recommended the replanting of other types of plants as well okay so it's it's not just one for one but it was it's additional plantings but you know again we'll we'll consult with the arborist and we'll make sure that um both the arborist and the DPW um is in contact with the environmental commission that's something we'll have to review I haven't I haven't seen you arbus's recommendation yet but that's something we'll we'll all have to review all right that that that's that's important because you know these these improvements that we're making now it's it's just improve um but we we it's consistent with flooding and if we're removing trees we're inviting the flooding to come possibly where some where it wasn't before um so I I just want us to to continue to think about our infrastructure and removing of trees yeah thank you sir councilman Wilson you bring up a good point that Glenbrook Parkway area is floods and we've had flooding there so we've taken down 15 trees that absorb the water runs down that hill on that baseball field right to those houses so if if if I if I may um yes you may the thank you the uh the the arst has recommend says has written that trees that are recommended for replacement would would provide shade and storm water runoff capture their seasonal interest in screening from the apartments behind the field um they would be deer tolerant um and then um there would she's also recommending that um you know that the um there's Evergreens there but that we do we do some additional plantings um to you know I believe of of Evergreen so it's U you know there's there's going to be um trees that are planted and other ve other vegetation that's planted that accept storm water runoff so that we're um we're helping to prevent flooding Whenever Wherever possible so I I think the thing of it is with new trees we're going to have to be committed to the maintenance of those trees for a long while water in those trees uh and when did she tell you when she was going to plant them or we going to go through a whole season no it's going to it's going to wind up being after the fencing is put in so um we're we're not sure but again and then the know these some of the species that were taken down there's uh there was there was the poison ivy that was in there but some of the the the material that was taken out that was invasive species so we're looking for species that are um that are are from the area and again it's it's overall we're we're looking long term so that we're planting things that um absorb water help protect um for runoff and then are are going to be U providing screening and are going to be be uh beneficial and um are not an invasive species okay all right thank thank you Mr Vol so you councilman Wilson and wasas Council you want to pull 69 069 sir or do do you want to talk about you want to talk about let's go sure go ahead all right so 69 is the a warning of professional Engineering Services agreement to t t Consulting for parking garage restoration project and um the reason I asked to look at this separately is because we're putting the car in front of the horse we need to establish rules on activities in the garage before we spend money for fixing it up last year we introduced an ordinance on two separate occasions um to establish guidelines for the garage but it still needed some tweaking before it C it could get done so if you remember in December it was tabled it was supposed to come back and and I and I feel that this needs to happen for first otherwise all the money we spend on fixing up the garage will be wasted councilman Wilson thank you council president uh I don't know where to start with this all right um whereas a local public contractors law njsa 411- one authorizes Award of such professional service contract without competitive bidding I'm a little lost on that part right there or good please Contra certain exemptions uh to the public bidding requirements uh one of Professional Services and that is uh if there's Engineers lawyers Auditors if there's a certain expertise that is required that you can't just go out on the street put a stra straight bid out um another one is E's extraordinary unspecifiable Services which uh is also something that is an exemption to the local public contracts law I think PR maybe correct me if I'm wrong also is the amount of this contract about 28,000 yeah which uh may put under the bid threshold anyway oh it does but as a as a point of order if I may the um part part of the reason that this is being recommended with this firm is they had been hired previously to do the uh to do an analysis of the parking garage so they have already provided the city with a comprehensive report and that was probably a year and a half ago um and their spe this this engineering firm's specialty is parking garages parking decks they've had um conversations um with with myself but they've also had extensive convers ation with with our engineer and um the parking garage has uh is is a jewel for the city but it needs it needs um some TLC so it we haven't had um significant preventative maintenance in the garage in over 10 years possibly longer and um this this um the engineering firm is proposing preparing plans and specifications so that we can take care of the maintenance that we need to do on it um to prevent further deterioration uh to put down epoxy on in certain areas so that um the uh there'll be there'll be better traction but better water runoff just just the uh the the th1 little things that are attention to detail so um than so sorry oh go ahead counc thank thank you for that um so did we hire them already because they consulted with us last year is this a continuation or is this something brand new this this is some this is something brand new they did a report they identified um areas that we we need to take care of they've given they gave a you know a perspective budget for for um several years and France if you would wanted to you know talk about it but this this is this is um so that we can do the work that needs to be done to make sure that the the garage stays safe but just just so you can complete everything no no no I just want you to get the whole gist so you can lump it all together I read in here in the report that even though they're not bidding they're not going to be doing all the work and they're going to be bidding some of this work out they're going to be construction management you know they don't bid but they're going to take bids from other guys that's going to do the work now this this the proposal that's in front of you is for them to assess the garage basically um do a complete survey an overall of the existing structure to sort of pinpoint what the what the issues are and not only only we already know what the issues well but they they're they're GNA they're going to pinpoint where the issues are and put together comprehensive Solutions how to repair them contract document specifications Etc once all that's completed it's going to go out to bid where you're going to have a contractor come in and Implement those they are also going to oversee the project to make sure that the the the repairs of the garage Etc are done up to code the way they're supposed to be done Etc this is just one phase this has broken up into three phases I I I got it and and and I'm so happy I'm involved in the first phase because um it's tiresome to see assessments followed by contractors that come into our town that a few years later we're dealing with spoiling of concrete um and it doesn't appear that we have any retribution from these contractors that have bided for something thank you coach and that the the you know sometimes we get what we pay for and and the low bid is a good bid and they might do good work but I'm fed up with contractors coming in at a low reasonable high bid whatever it is and that's a ma a major structure for our city the only one bigger than that is Englewood Hospital garage you know that's that's the only thing we got so if if someone's coming in here I just want to be clear you know there's spots in in sections that they've pointed out um that really need to be taken care of and and I don't want to see spoiling later um we're not even talking about how we go green with the garage we we got the master plan coming up this should be in conjunction with that um that's a large footprint and we can't get any go green this this is unfortunately the the garage I believe is coming up to 20 years I got and it hasn't been maintained at all so we're having some real defects taking place right now where you can see the the some of the reinforcement exposed Etc uh it's starting to rust so it's stuff that we really need to take care of if we don't the cost is just going to continue to mount over the years um so we need to take care of this we're a little late to the you know to the game it should have been taken care of you know maybe five years ago uh but this is where we are right now so it's essential for them for this to be for this to be done um and again it's three phases it's three different years it's every year there's going to be a different phase and after every phase the vendor is going to come in assess the work they're going to be supervising the work throughout the whole time but after every phase they're going to come up with new documents new plans etc for the next phase so they're going to sign off on the work when it's completed they're going to put their their stamp their seal on it saying that it's done properly Etc the do we have the ability do we have the ability to maintain this garage right now the city of Anglewood part of what they're going to do when it's completed is give us a maintenance program but the question was do we have the ability and the resources to maintain the garage that that is something that we're gonna we're going to have to find out um as far as maintaining it as far as far as maintaining it every day to day yes but once they're struct failure or anything like that obviously we don't have that cap capability and that's what we're trying to avoid with see my concern is putting good money in a bad situation and you know I know that that garage is graffiti like once a week now or whatever so the question is we invest in doing this right thing and then who's going to maintain it as we go through those phases and and beyond that I just want to know because that's a plan from us our perspective right so we need to think about that but I think Mr VY what I need to do is make sure that um councilman Wilson and Council woman waski I think we're going to ask to uh I'm going to I would make a motion to table that y I agree with that and I I would check in that council president okay so we February 20th meeting this is for our Recreation Fields as well as the parks and this is um this is to uh help eliminate geese and geese um poop feces whatever you want you would uh uh want to call it um the we've looked at uh at three different options and this this is this is the best option uh and we're recommending that um for for implementation basically starting March 1st how successful has that how successful has that been in the past or this is it for us the um it's it it goes in Cycles council president it's it's been suc it's been successful uh in different areas but if um if there's a significant amount of rain then there's there has to be more more of an application for it um we're probably going to wind up doing this um evaluating it and then adding some adding some other options that some some of our sister communities have done um you know just with uh with G with a the adling of geese eggs and things of that nature just make sure the environmental commission is a part of that conversation I think that that'll be helpful okay all right next reorganization reorganizing huh oh recognizing excuse MEC my glasses I got a quick question yeah on on the geese um and more or less a a notice to the public in regards to what's what's on here um it states that uh the rooster Nest will move on when exposed to their methods this particular company and their method is the corn oil method and in that method it says do not remove eggs from Nest so I I just want the public to be aware that if in fact that you do see this in progress um it may not be something to play with uh and it recommends it here and so because it's going on in your Park in your area next to you um if we decide to move move forward with that if you see these nests uh they're suggesting that you do not approach and you do not remove the eggs just wanted to get that out there I I I I think they they probably need to report that to the health department we have a person there that takes care of that well it's right in here which it says do not yeah no no no but report it to the health department so they are aware of it so I think that's what we need to do okay the next one is recognizing March as women's History Month I think that's self-explanatory the next one is authorizing appointments oh so all the appointments that we have if you look at the agenda will be discussed in Clos session and if we decide to take action on them we will come out and vote on this so then that that puts us back to refunds due to overpayment of taxes Mr Bailey you want to explain that yeah that item is uh occasionally you get a situation where you know a lot of people you pay your taxes through your mortgage or through your bank sometimes the bank makes the payment and sometimes the resident does that overpayment it's a duplicate so it's reimbursing them the other one is a tax appeal uh relating to a property that was actually very badly damaged in Ida so they got a reduction in the assessment because I think even as we sit it's still not occupied oh okay y wonder how many H how many properties we have like that that are still hanging out there it's got to be some down there on White Street places like that yeah this one's right on pal wow yeah okay you you know about this One banking resolution I I do not y I could explain it please we went out for uh request for proposals at the end of 2023 to uh choose new Banks or keep the same Banks we had uh we one of the requirements we put into the RFP was to for the bank to pay for our payroll services so the bank that we awarded current fund to was our first Commerce Bank and they're paying up to $55,000 of our payroll services for the year also the the interest rate is 35% under Prime which is whatever the interest rate is so that's also the best that was the best rate we got and our interest income is going to go up a lot okay because of that thank you stop Mr Koffman uh approve reject Landscaping bids Mr cman and they also approve and reject auto repair and autoc collision bids can you take those sure uh thank you council president the uh City recently went out to um for proposals for both and um we're just evaluating them now we wanted the council to know there's a 60-day period where we can we can recommend awarding or rejecting of the bids and we're just we're going through the process right now thank you authorize the disposition of obsolete property in possession of the city at an auction on govdeals.com sourcewell National Cooperative Mr Bailey can you explain that or Mr hofen between the two of you we're gonna this is where adding source to yes so thank you council president we're yeah this is we have some obsolete radio equipment that we wanted to auction off we wanted to use the electronic auction process so that's what this that's what this resolution would be for and and it's through gov deals but we would uh we we're updating the list of of old radios that um got be is is that the 95 radios there there're 95 cardboard radio [Music] boxes now we see what's happening right yeah they they they might be those low they might be the low the low frequency radios that we uh that were obsolete okay 2024 apprentiship program you want you want to talk about that who the the chambers annual project well the city's annual project this is this is the project where um we give out so many jobs or have so many kids high school kids apply and they work during the summer for I believe eight weeks I believe it is and um it's been a very positive program for I guess 10 years and we hope to expand at least I hope to expand on it and give other kids opportunity as well we want to add to the numbers there so so um during the budget process please come out and support that initiative thank you um Clement certification requirement policy I'll talk about that it's it's a resolution that instead of having every single vendor sign a claim in certification we wave that so we could pay the vendor quicker and the process goes quicker there are a couple coup of exceptions one would be at professionals like the attorneys the Auditors and the other one is if we are reimbursing a employee for anything that they spend but besides for that we're not going to require claim and certification wait a minute well I I I think that Mr Bailey needs to look into that for us too as well yeah so that's that's an exempt we're not allow to wave the right for them to sign the purchase order so they have to sign it okay so whatever we do make sure yeah it's in line with with our legal folks yeah so we don't get in trouble so the example the example in uh the packet is from North heldon that they did a similar resolution yeah I'd like to see that before we move forward on that yeah yeah we can have more conversation on that Council next ordinance for discussion Amendment chapter 25 article 10 parking regulations I'll take this I'll take this um as you see we have a lot of commercial vehicles parked on the streets uh parked in the residential corridors and we've gotten multiple complaints about that so we're going to review that whole parking ordinance to make sure that you know parking looks the same throughout the whole city of Anglewood um I think we struggle with this and this will be a discussion that we'll have and we need to have and the public needs to be engaged in this um in terms of understanding what we're trying to get but we just don't want this all on the streets with it's over and it's really the overnight parking uh that happens with this next president yes I I know we're only touching on the traffic in the parking um is this forgive me is this something new or is this from old documentation that we're taking and dating it February 2nd 20124 no that that's that's the date I printed it that's the date she printed so this this has been this has been in existence for a while I I got it and this needs to be changed no no that's why that's why I had it pull out like that it it needs some work yeah it doesn't address my ward no no no that's what I'm saying we it it it needs some work that's why I put it on here clearly and then whatever your comments are let me know let me know next Mr Mr Coffman you want to talk about the capital ordinance or that's France it would be a combination of the engineer myself council president well yep and part part of this is that um for calendar year 2024 the city has arpa funds and they um that they received a few years ago so um the the arpa funds we've talked about this before but uh we we need to identify the projects and then the funds need to be encumbered by the end of the year so that means that we have to go out uh and to bid for them so that the funds could be encumbered so that's that's something that would wind up being added to our our Capital ordinance that's part of the discussion for uh that we will have but we should probably have some additional offline discussions about that to make sure that um we're we're pinpointing where the funds uh should go and one of the things that um we we would be asking the council is um there needs to be significant discussion about the capital ordinance but um uh should should we bifurcate the capital ordinance and and go out to bid earlier for road project so that we can um we can um have have the have that work done earlier in the year than than later so that's that was that's you know part of the discussion so France yeah part of the issue that we're having is as as everybody knows the utility companies are just having the field day and you know I I say that jokingly but they are I mean they have they're doing something that they have to do and you know upgrading their infrastructure but at the same time uh they are causing some major issues to our roadways so we are in the process now of setting up meetings with the utility companies trying to get a schedule together with Paving Etc uh so we can get that going our Paving program is going to be aggressive this year um because last year we there's eight Pro there eight roads that I didn't paid from last year's um Capital because of the work that's being done by the utility companies so they're going to be added to this year which already has 20 roads on top of it and that doesn't include the roadways that the utility companies are working on now so we are gonna have a lot of work taking place in town um there'll be a lot of detours and and a lot of you know go ahead so I'm I'm glad you said it because under the engineers report you know we we often hear a lot of noise about all these roads being torn up but I I want you to tell them that the reason why they torn up for two reasons right we had water main braks and we had gas leaks so that's why we're tearing them up number one and number two we will fix every road curb to curb curb to curb but the asphalt companies they're not working right now and we want to wait till the work is done but every road will be fixed curb to curb I am at you know I I have to address that because you have people that just put anything on social media about we just let people tear up roads now we're tearing up roads because their Emergency Services I mean it's all over the infrastructure in the city of Anglewood is very very old and that's why I said earlier to these guys with the master plan we have to address this this infrastructure and this is the result of not having a maintenance program in place early on so we're paying for those sents that's that's just that's our reality so that's why the roads are being torn up but we we we will fix the roads we will fix them microphone on microphone on my my understanding was that press it no no press yours so it turns green I know she's talking now my my understanding was that the utility companies that are teering up the roads are responsible for fixing the roads you are correct um they the the utility companies have a federal mandate to upgrade their their Mains that are in the road the the mains are Antiquated a lot of the C A lot of the gas Mains are cast staring they're constantly leaking u a lot of the water mains are lead so they have to be replaced so that's what they're in the process of doing they're they're not only replacing their lines but they're actually act adding pressure so that all the newer appliances Etc can function correctly um including adding more water pressure so you know uh everybody can enjoy you know sink showers Etc so it's critical what they're doing um without them doing that we would be ripping our roads up every single year because there's always leaks as many of you know as soon as we pave a roadway the Utilities Company follow up and tear it up because their lines are leaking so this will be a way to end all of that once the once they're completed with their upgrades they will we will work with the utility company to have them repave the roadways the roads that I'm that are part of what we're going to be doing next year the 208 something roads are not part of that program so we're going to be doing that program in in conjunction to what the utility companies are going to be doing so can you say that again you're GNA be doing the the utility program and in conjunction you're going to be doing roads as well so we we're going to we're going to be heavily Road you we are going to be impacted heavily there's going to be inconveniences everywhere I have to apologize beforeand for that but it's a necessary evil because I get the calls every day so we we we have to do a very good job of communicating with the residents when their roads are going to be paved who and what the inconveniences are we have to communicate that whether it be letter email Facebook whatever it is however we want to get that message out so people can uh govern themsel accordingly that that's correct and that's why we we are in the process of meeting with the utility companies now to get schedules together and so we can get notices out so that everyone's aware so we figured the more time we give everyone the the more they'll be uh they'll be have to be ready for what's going to happen okay yeah re real real quick um thank you for that presentation that was great um but left out one part about the water pressure we've been doing great with water pressure for the last years why may it be that we have to increase water pressure oh I I I can only tell you well let me help you out would that would that be for all these new buildings and new houses yeah you know what saying I can only tell you what I've been told by the by the uh by the violia and they rep I just want to be it could be I just want to be clear as we're going into the master plan that we have um challenge infrastructure and then we're building two and three and four story buildings on top of that and I think that we need to somehow hold these contractors accountable that are coming into our town adding a tremendous strain on a failing infrastructure and then we we have to take the the brunt of that so I I think as we move forward there has to be a more stringent um building codes or something because this is ridiculous the um council president one of the the the the request that we're going to make is if we are able to go out to bid earlier for the road paving we will get better pricing so if we wait until June to go out to bid for road paving the the cost per ton for asphalt will be higher is if and if we go out earlier we will get better pricing that means we'll we'll be able to pay you know a little a little more roads you know or a little more linear feet what however so well Mr Hoffman if you get us that budget we can get it going well that's what we're working on get get us that budget then we can we can do that or get us the capital budget pointed at Capital get us we can do the capital on top of just to add a little bit on top of the utility work that's being done we have our own infrastructure that's failing a lot of you around the corner on ingor Avenue we had a sanitary main break there uh that had to get repaired so we we have our own issues that that we need to take care of inhouse and obvious see that was an emergency that road was recently paved but the sanitary line fell so we had to repair it um that that's going to be M from from from Curb to curb also when the weather breaks we we can't PVE it now it's cold you don't want to pave in the cold no um you know asphalt is at a premium right now so we we we'll wait till the asphalt plants reopen before we can pave that road but it's it's again we have that around town where our our system are failing Chestnut Street between Brighton and Li Decker both the storm and the sanitary need to be replaced right um so we we we have issues that we that we have to deal with okay let's make sure we're not inconvenience in the residence we can get them done as fast fast as we can try all right um one more thing signage right we we're working on signs yes for for the city we are we are working on signs for the city street part of what we're going to be doing is uh looking at our street signs and replacing them um that is something that you know that cop has been has been after for quite some time time and we' we've we've sort of you know did a survey of our street signs and a lot of them are in horrible conditions um and it's not just going to stop at the street signs I think after the street signs we're going to look at all our you know all our traffic signs Etc and and do those as well M Mr Hoffman I I I have a an ask from from Mr VY as well we have a number of signs that were taken down welcome to Englewood so on and so forth um it is my I hope that you two gentlemen could come up with some draft signs for us I'd like to see those signs put up as soon as the weather breaks we need to order them and put them up so people will know what's going on here um I I've also had a conversation with the city manager about how do we go more digital and help our digital sign that's in front of City Hall and have a couple of satellite sites throughout the city as well I know he said he was working on that trying to get some prices and things of that nature so we are trying to get up to to speed with our signage throughout the city of Anglewood making it look a little bit more inviting and really celebrating again 125 years at least we can have signs that folks can read and and can find places there so you know if y'all could work with those welcome and signs I think that that would be helpful as well yeah council president it's my understanding we've um that uh there's uh there's a member of the planning board that we're we're supposed to review the signage the signage with as well so yes so um we've had I've had some preliminary conversations with her but we have we have some drafts that we'll we'll run by her and then the council but you know you know what the colors are okay um Mr V any more engineering updates you want to give us provide us um I well as far as the the updates I wasn't sure how to go about it most yeah I started listing projects and I'm going it'll be too long and too I think the key ones you've already spoken about because that's what the road stuff that people concern we and on top of the road stuff I mean obviously we have Park projects that are going on we spoke about the William Street you know let's let's talk about one Park project that that you've done I think we talked about it last time just in case uh the public didn't hear the exercise equipment that and the initiative that we got going on that we're going to look to do in other Parks as well yes and that that's actually part of uh part of what we're going to be looking to do um I mean obviously we just did the turf field the turf field last year we are continuing with the exercise equipment at McKay park now um talked about the William sheet but part of what we're going to be looking to do in in 2024 is trying to expand to other parts um dening Park uh is is one of the pars that we're looking at not only do we have to improve the playground area there we also have to fix a basketball court there and we're looking to to to include a an exercise an outdoor um exercise area there as well so we're looking at several things that we're trying to do with our Parks just try and get everyone you know not exactly the same feel but to have the the the same access all over town and you know obviously mors Park is being looked at you know we have we have a number of parks that we're looking at to to make improvements at so TR trumbl should be on there as well Trumble is one part of parks we're looking at we're looking at the improving like the fence area there's the batting U Box that we have to improve uh the field there we're looking to improve and also obviously the facilities whether it be the bathrooms Etc whether it be a herring Trumble we're looking at at all of that um so we're doing this as far as facilities are concerned I mean we we did some you know a little bit of facility work and we helped the fire department they their work there selfishly I I'm looking to make some improvements in the engineering department the the sales there we're trying to see if we can revamp that and make that more usable space so uh I have to spread the bad news that no more jail cell tours will be taking place on once we tear it out um but we are you know City Hall the the restrooms on the first floor all Antiquated I don't think we can make them 88 compliant but we can definitely um improve them uh and and make them more user friendly um the the library obviously that's that's a project that's coming online that we have to take a look at and you know and try and get that moving as well so we we have a a lot of things that that are that are on the play um yes money 2026 I believe yes the I'm sorry the deadline for the library it's about a million bucks um is 2026 are you working in Earnest with them working with the yeah board we're meeting with the board the library Etc to find out what we're going to be doing because there isn't a director there right now I want to make sure it's moving a director we have to get inter a director an interim but it's you're doing it primarily with the board yes we have to get an architect on board there's several steps that we have we have to do get that moving as far as infrastructure drainage huge issues working with Boswell now we're looking at overc identifying you know key locations sort of know what's where some of them are already but working with them getting permits working with d Etc to try and see what we can do to to get that up to Snuff and working on that Hudson Avenue project that's that's you know that continues to to take place yes Lisa glower Glouster is part of the issue that we're we're looking at as well it's part of my my list on there haven't gotten to it yet um uh Glenwood Road that cover there we're making we're making progress we we're taking some steps to getting that started and moving along Engle Street is ongoing we're we're fighting that working with the cemetery trying to get that project moving along as well shood place has drainage issues Glouster as as drainage issues um let's see I feel like I'm missing a whole bunch of thing traffic signals I know we just finished Grand Avenue in angood Avenue we did Hudson and nicobar last year um we unfortunately we have to do Dean and Engles and sort of tied into what's happening on gron and uh and uh and G Avenue now um trash racks um have to put trash racks over on uh Depot Square um the reason being to eliminate debris from getting underneath the parking lot at shoppr right is becoming a disaster every time it rains the amount of debris that gets underneath that parking lot so we're going to be putting a trash R there to sort of stop the debris from going underneath that that parking lot you're going to explain what that is trash rack oh it's essentially a a metal fencing or gate that sort of stops the big debris from entering uh the cover underneath the park line so it's it'll stop it right there at Depot Square we'll have to with the DPW because after every major storm they're going to have to go there and clean out that that c because all the debris is going to get stopped right there so it doesn't go underneath the the parking lot because what's happening over time is the debris is beating up the retaining walls of that CT underneath the lot and we don't want any structural issues to start developing underneath the parking lot so um again a a s of things that's happening I'm probably missing a whole bunch of things uh Jones Road the the bridge that's that's happening there working with DOT trying to get that taking place uh taken care of actually we we have Jones Road is another road that I sort of put on hold because of the bridge um you know repair that second place there so that's going to be pushed off to 2024 2025 but it is on the under list to get completed when you're saying Jones Road you're pushing off the the area that's South of where they're doing the work was supposed to be on the capital budget two years ago that's that's that's the one that we're sort of holding off on because the elevation of the bridge is going to change and if we Mill and pave the road now it's not going to match the elevation of the bridge so we have to wait till the bridge is in place and then we're going to pay from Leonia actually all the way to Van nor that's what we're going to do so um just a lot of balls in the air a lot of uh a lot of design work um that we're doing right now but we're we're busy okay just just keep everybody engaged or informed when you start a project so they know and they can share that conversation with the constituents in that area yes all right thank you we done thank you before before you leave real real quick um thank you for the presentation I just have three quick issues um since we're focusing on the parks and we're doing these great um playgrounds with the drainage uh I would like to see your discuss the lighting I I know for years we've had difficulties with lightings um in the park uh whether or not they were being vandalized we had some nice beautiful lighting that was maybe PVC or something and they were easier to cut down or knock out or whatever um but we have a different component of people that would like to walk as well in the evening and they may be F the a sense of comfort with lights uh so and this is probably the third time I'm saying this a fourth or fifth um and we can encumber that with going green solar lighting as well um and speaking of that possibly look into designated charging stations especially in our major Park here in McKay Park as opposed to having open Outlets uh in the middle of the park so people aren't readily using those open Outlets as a designated charging station because often times uh they're impeding on residential people um and it's behind their houses and if we could keep it in the front of the park that that would be great uh oh and the last thing I think we talked about it uh Mr Hoffman in regards to Lafayette across from Evo um where they're doing some flooding uh I know a lot about a little but it appears that we're missing some uh some drainage because from the monument to that curve it's probably a 500 foot span where we don't catch water um um and I don't know if something's broke there or not but yeah there's there's an area right as you turn off the monument and you're going down and off yeah there's an area that that gets flooded all the time yeah uh spoken to news they're actually looking into it now we're going to TV that line there there's an issue happening with that line because there's a catch Basin right there for some reason it's not draining so we're GNA find out what's going on with that line if we need to put a new line in the road we'll do that but we're we're currently investigating it to take care of it well that that's good that's why we have DMR they're going to help you with that next thank you Mr V uh items for discussion under Street Banner program Mr Hoffman uh thank you council president um this was discussed a bit earlier with with the Sid but um this was also brought up in conjunction with um a discussion that I the uh the governing body had or the city council had in August of 2020 with the with the hospital so there's a there's a there's a the information that the hospital had provided back in in 2020 in the packet and so the uh the um the hospital is in is interested in um updating updating their their proposal and and um working with the city working with the Sid for for banners that would uh you know that would basically um you know direct people to the hospital be uh you know have have some some sign some uh way Wayfair finding but it this is this is just a preliminary review to uh to see if this is something that the council wishes to revisit sure sounds good especially uh 125 years down Dean Street down Engle Street correct and that's that's one of the things that the hospital wanted to wanted to take a look at is to um see how they could update their banners and incorporate the uh the anniversary with of the city as well as U you know directing people to the hospital okay that's it thank you for now we're going to go to before we close on that real quick um council president um it's it's great for them to to want to do that in our main drag have signs of ingwood hospital and I would just hope that we are partnering partnering with ingwood Hospital on S several different occasions because that's a lot synagogue of Satan that are really amalec they're really amalec okay because amalec was the grandson of Esau the Edomite so the Palestinians are not amalec the people that are oppressing the Palestinians the scriptures are very clear the most high said he scattered his people to all four corners of the earth so there's going to be some people right there in the same place where the man you call Christ that we call yahawashi dwelt and the scriptures is clear in Galatians 6:7 whatever a man Seth that shall he reap there is a first death and there's a second death those that are in the grave today if they do good then they will be risen up those that have done done nothing they'll be judged again remember what I'm telling you I'm back now safield 251 South Dean my biggest pet peeve is the water on Dean Street you spent a lot of money this year on Dean Street down in front of Town Motors I don't know why that was a waste of money it still floods we have to get the train company to oblig us who's working on that we are working on that who I need a name someone needs to be contact Mr hman tell them what you've done with that to train Thing by Bazar yes um we we have uh CSX needs needs to come back and and clean out their swells but in the interim we identified a 260 foot long clog that um our DPW went and removed the majority of it so that um there was less flooding on Dean and the water was flowing on the um the east side of the CSX railroad tracks heading south so that's one of the things we've done but then there's been we've noticed that there's an excessive amount of water that's been coming down off the hill and it's uh there's been there's been pooling by the um on Forest Avenue East east of the railroad tracks and that's but that's directly applicable to CSX not removing there's about 45 railroad ties that they were supposed to come back and remove and also the swell needs to be cleaned out uh heading south all right now to me we need to have drain covers on every drain in the town how can that be accomplished because like you say water comes down the hill come because because the drains are all clogged up from Jones Road down from tck road down every drain should have a drain cover so like when she picks that bottle up it doesn't wind up in the drain this is the biggest problem we have a lot of small drains inside the regular drains where a small bottle like that can clog up the drain now you got numerous bottles in the drains to me the biggest solution drain is you know uh clean the drains but then put drain covers they work they have them on Dean Street we have them on all a lot of areas but we don't have them everywhere and they need to be everywhere route four Route 80 where people throw trash out the window whenever it rains it winds up in these drains and then we have more problems the last thing I want to say is I talked to some people at the dra at the train company and I'm trying to get us and see if you like this idea a couple of railroad cars by the railroad station to be used as restaurants Old dining cars maybe a caboose something to bring people to town I don't know this is my my idea okay can you fix that for Lea Leonia um yeah I'm here with standing with Bernard placed and his family and uh you may ask yourselves why would we come here all the time we're here every week practically and I would say that it's uh because we We Believe Never Again that this cannot happen to another young person and it in the same way that uh well the same way that you have to fix the roads we have to fix the police and in the same way that and we we are here as both Sentinels observers maybe the beginning of Civilian oversight of police and the conscience of a community where we see a young man who is in a crisis killed by an officer who may herself been in some kind of Crisis nonetheless she killed this man and so we in the same way that we have to fix the roads we have to fix the police and that means uh we we need we are the taxpayers we pay their salaries they serve some they protect some and they kill others that can't be with a small community but this is where it starts in in all of our small have a question for the council I'm wondering um if someone's looking into or investigating the situation in which I think the name was Barry Miller Barry Miller um actually reached out to different organizations as well as churches to ask them not to support the family because you can only imagine could you say that again who said that it was Barry Miller now if he's a city employee I would think that's even more of a problem but you know the idea that this person went around I can only imagine has increased the suffering she's gone through you know over a hundred times you know she's lost her son and she's going to different organizations ask asking for support from consoling and it's falling on death ears you know so you can only imagine what she is going through as a mother and you know and I'll just ask her if she has anything that she wants to say about what she suffered um in regards to that because and one other thing as I started work want to help her out I remember one of the things she told me she said Henry please don't leave me and that's that's a lot for now um I'm still waiting for an answer from the AG but they never give us any answers um I know right now I don't know what to expect from you guys what to expect from you because as a council members I I know that's your duty to help the citizen in the in the town like myself while my son was killed by three police officers in Englewood it seemed like nothing happened in Anglewood and then I I'm grieving I'm still grieving but by the grace of God I'm standing there to talk to you to show you as a parent as a mother how I'm suffering no answers nothing happened in a good about what happened to my son um yeah today Facebook put a picture of Bernard when he went to wesle college University for football it will be a great football player but because of that happen I miss I miss him so much every time I I always on Facebook to post his picture every time I I went on Facebook I saw his picture you don't know how how hard is for me and then still no answers from no one I don't know why they taking so long it's been one here it's too much they have to do something um so are you saying that you haven't heard anything from the AG like answer is like what they going to do what they going to do for for the case nothing I'm I'm actually also concerned about the allegations there was a police officer that was speaking against against this the position I I again this is not something this is not something um this is something that needs to be looked into obviously yeah definitely Mr hman I mean we this this becomes a Personnel issue so we can't talk about this in public but I mean I just there's there's a few questions that have to be asked offline and thank you I appreciate that I I know what we can talk about in public is under no circumstances that is not appropriate behavior and that's right please believe me I am not the only one here that has not forgot about your son in the tragedy um your cries are not going on deaf ears uh and no matter how this shakes out inappropriate behavior is not acceptable right absolutely thank you giving the benefit that the officer is a man of the cloth and the decorated officer I I think that the city manager needs to to look into this and you should keep coming back and the young lady who spoke earlier from Leonia who comes here and spends all night thank you everybody for bringing this to our attention and Miss pled my heart goes out with to you I went to you know um on Mother's Day I went to see your son and um I have three daughters and I cannot imagine me losing one of them because I lost my mom and my heart goes out to you okay good evening my name is Frank huddle I'm the for mayor from 2010 to 2018 and was part of the master plan for 2014 I sat here tonight to just make the following com comment Ken Albert was our distinguished engineer for decades and he created or he created the city hired uh a wayf finding company and did a comprehensive plan in 2014 at page 79 the that plan and what the master plan recommended is in the document I'm here today to to Simply say as of this moment the 2014 master plan is the guiding instrument and I urge the council which and the mayor who has the primary authority over our city government for not just signage but branding wayf finding is much more and that's what Ken Albert taught us so therefore we I'm hearing signages by the Sid which is fine I'm hearing signages from the city but that's respectfully not the way to go there was a uh a group there was distinguished me members and I asked the city council to pull that plan off the desk wherever it may stand the council did not enact it after the master plan but that doesn't mean you cannot do that now so at this particular time wayf finding signage branding Anglewood who we are the character the neighborhood that's all there I just ask that you do your homework and don't do it peace meal because that was not the tent in the that was not the intent and it's clearly not what the master plan says but more importantly all the people that participated in that and that includes Mr Brown thank you very much council president you're you allow talk but would be appreciated if there was a response excuse me I would appreciate a response whether the council will do that what I just asked I I don't I don't understand understand what you're saying because what what what what you're saying in 2014 and what we're doing today and if you want to talk about signage that came from me because and understand the premise of what I'm saying point at me sir no I don't point at me sir wait a minute listen okay Mr Campbell next council president Mr Campbell next I'm asking whether the city council you already had your simple question you already had your time no it's still Tak no no counil coun president I'm not I'm not I'm not are you against a formal wayf finding and signage program I about spending money now your time man come on man right nobody Miss Brown good afternoon oh good evening council president mayor council um wow it's been a long meeting I want to thank you for giving me the opportunity to speak um I have quite a lot to say I first would like to make a comment about Mrs Place Mrs placed because I do have to say never again I taught both of her sons and it hurts my heart too every time I have to look at her son's face who is no longer here so compassion in the police department is very important and of course I can tell you that because every time I come to a council meeting I come in contact with police who lack Compassion or they lack compassion for people who look like I do and I know a lot of people in Anglewood who have that same experience it's unfortunate it's not really the reason why I came here that's just an extra added benefit that I bring to the mic today uh I'm here to talk about Herring field Crystal Brown how Road Anglewood New Jersey lifelong resident actually I don't know probably family six seven generations here before Anglewood became Anglewood city of trees and yes I'm kind of protective about the trees first thing I'd like to say about the trees that were taken down on uh Herring field today is that they were not ash trees they were Ginko trees and so any arborist that would identify ash trees as gko trees maybe should go for some re-education I'm just saying okay maybe okay that may be another reason why um I looked at every tree I looked at every cut because this all happened right in in front of my house I touched every cut I looked at every good tree that was taken down now yesterday when they started this project should I stop speaking thank you if you it up I watched them use to start this project yesterday I went over and I complimented the men because they were doing such a a good job they weren't cutting trees yesterday what they were doing yesterday was something that needed to be done because the park has been ignored for so long and they painstakingly were cutting out the weeds and the brush that had grown all into the fence all day long yesterday that's all they did in the cold weather there they cut the the weeds and they cut the wires they dug The Roots out by hand and they took it all up and they dug it all up and they did a wonderful job I really thought that that's what they were going to do all the way down clean it up so imagine my surprise when these huge machines pulled up at 8:00 this morning morning laid all of their stabilizers down and started cutting down the trees I got my hard hat I went outside I talked to the gentleman they told me what they were going to do and they were the guys from Ridgefield Park I had met them at a ceremony with the mayor a couple months ago they were very friendly they told me they were cutting them down I they told me they had the permission I said okay I started making phone calls but no one was available to talk to me and lo and behold when I finally did get somebody no one knew anything about it everybody all of the important people no one knew now oh I'm the chair of the environmental commission forgot to tell you that now the environmental commission has an agreement and and the agreement says if more than 10 trees are going to be taken down we are to be notified 15 trees were taken down crickets no notice nothing oh 15 now someone asked a question earlier depending upon the caliber of the tree what's removed has to be replaced if it's a large tree well you can't replace a large tree with a large tree so you have to replace a large tree with many smaller trees so some of the trees that were taken down will have to be replaced with more than one tree what should they be replaced with they should be replaced with Native deciduous trees because that's what was removed not Evergreens Evergreens do not supply the same amount of oxygen Evergreens do not feed the beneficials that is the bees and the beneficials deciduous trees provide the beneficials food in the spring the first food there are many things that we need to think about when start replanting miss m brown I hate to interrupt you but we can have this offline if you like so in any event thank you the biggest violation was by our city manager who felt it was within his right to do all of this without consulting the councel or anyone else or the residents the decision was made by someone who does not live in our community but he felt that it was within his right to make this decision for all that's good I feel that's a total violation thank you okay thank you Mr Campbell Leroy Campbell 287 tenly Road Englewood um she she kind of like went into what I wanted to talk about um that's that's fine that's fine um you guys are the city council city manager mayor you guys are not on the same page and that's disturbing I sit here I listen that's disturbing the city manager shouldn't have to come to the city council meeting to apologize to the council for not informing them and giving them information that shouldn't happen when you guys come here and you get sit get together you all should be on the same same page be able to discuss the same thing be able to answer people's question okay and the other thing is Mr huddle I don't have to protect Charles Cobb Charles Cobb can protect thems let's make that perfectly clear that's absolutely right perfectly clear all right I will hold Charles Cobb accountable just like I hold anybody else up there accountable that's right okay let's understand that if he's not doing his
