sure thank you next on our agenda is approval of minutes from our November 7th 2024 City commission meeting looking for approval so move have a first and a second any further discussion roll call please vice mayor Lee hi commissioner Ashcraft is absent commissioner Cruz hi commissioner Hawkins hi mayor Holland I Tom would you like to introduce our presentations yes uh thank you uh I would like to introduce Chelsea Valia from Florida Buddakan and uh so I think she'll say a few words and then introduce our other guests so please come forward thank you welcome good evening can everybody hear me yes ma'am thank you U mayor Holland May uh Madame vice mayor commissioner Hawkins and commissioner Cruz we thank you very much for allowing us to be here with you tonight and for the opportunity to speak a little bit about our organization arching Oaks Japanese art and culture center is the name of our 501c3 but we are home to Florida Buon so that's why you have two different names uh a special thank you to commissioner Cruz who recently came to visit us at arching Oaks and extended the invitation for us to be here tonight we are very appreciative thank you my name is Chelsea valila and I am the co-founder and program director at arching Oaks I'm joined by my husband Sebastian Val who is my fellow co-founder and our organization's executive director and I'm also joined by Miss mayumi SOA she is our Japanese Outreach coordinator Miss SOA is here from Nagasaki Japan um as part of a cultural Exchange program and will be living and working with us for the next two years at Arch mes please allow me to tell you a little bit about our organization my husband and I founded arching Oaks as a 501c3 in 20 9 because we recognized that there was a genuine need for Japanese cultural programming in our area the Miami area has the morami Museum and Gardens and Pensacola has the Japan house um at the University of West Florida but Central Florida had no such institution it does now our mission at arching Oaks is to raise awareness and promote the artistic and cultural traditions of Japan and to provide all of our community members opportunities for growth of Body Mind and Spirit to high quality programming rooted in these Traditions our facility is located right here in eustus off of Thrill Hill Road on 20 acres we have two dojos or training spaces for traditional Japanese martial arts including one of only four Q dojos in the United States and the only one in the State of Florida a qu Dojo is a training space specifically designed for the practice of Japanese archery our dojos are also utilized for a variety of cultural programs including performances of traditional Japanese music and dance lectures and demonstrations from visiting Japanese artists and craft persons meditation Retreats and National Training seminars for practitioners of Japanese martial arts our facility also boasts a Japanese rock garden a collection of bonsai trees walking paths and sitting areas for the practice of shinin Yoku or Forest bathing and a fullsize art studio and classroom space for our Japanese Fine Arts offerings we have a Japanese bridge wooden entrance Gates Stone lanterns and statuary a suit of Samurai armor and many Japanese antiques on display visitors who come to arching Oaks remark that they feel like they could be in Japan because of the authentic look and feel of the facility our programs are open to all community members regardless of age race or ability level currently our youngest student is 10 and our oldest is 83 our facilities are wheelchair accessible and service pet friendly to serve our community we offer weekly classes in Japanese swordsmanship archery and karate several times a month we host classes and workshops teaching a bride of Japanese Fine Arts and Crafts including origami shibori Indigo dying Tea Ceremony bonai cultivation kimono culture Cotto incense ceremony and much more we've had the honor of Hosting several visiting Japanese artists for multi-day workshops and classes have formed strong relationships with these individuals and we'll be welcoming them back again on basis in recent years we play placed great emphasis on our community outreach programs we're very proud of these these include our Japanese Arts Outreach that takes place at multiple public and private schools here in our area as well as the Eustace tar leberg and Mount Dora libraries this year alone we will provide cultural programs to over 500 Area Youth and help increase student empathy and understanding of diverse cultures having Miss SOA here with us now as our Outreach coordinator will only help us to grow these efforts in the future my husband is a veteran and as such we pleas Great Value in supporting our American Heroes our veterans Wellness initiative welcomes veterans from the organization gratitude America who have returned home from active duty and are facing the challenges associated with transitioning to civilian life dayong programs with instruction in Japanese archery often referred to as Zen archery guided for bathing walks and meditation techniques are designed to teach participants strategies and activities that can help reduce anxiety and stress while also increasing an overall sense of well-being and belonging recently we've taken our Outreach efforts into International areas at the request of their respective Japanese ambassadors or Council generals arching Oaks has visited the Dominican Republic Jamaica Puerto Rico and even Cuba to present Japanese cultural programming to the people we are very much a Grassroots Community organization and while we may be relatively small for now we are intensely passionate and committed to our mission and look forward to serving our city and the community members as a cultural asset for years to come in 2023 the State of Florida and the country of Japan signed a memorandum of cooperation which strongly stresses the need for continued cultural exchange opportunities through programs such as sister cities many cities in Florida have already established sister cities Partnerships including Lakeland delway Beach Miami and Orlando if the city of Eustace were to pursue a sister city partnership arching Oaks is in a very strong position to assist we have in place a strong network of contacts in Japan that include Artists Craftsmen teachers diplomats and members of aristocratic families in Japan we have recently initiated a student exchange opportunity for high school and college students and have contacts within the higher education system in Japan Miss SOA is a professor of Japanese language and literature in Nagasaki prefecture and has many professional contacts across multiple schools having Miss SOA here with us is actually proof that Japan is already investing in us uh the program that brought her here and sponsors her is um is sponsored by the Japan foundation and the Japan Foundation is funded primarily through Japanese TX taxpayer dollars and if you just can engage in a collaborative relationship with with Japan just imagine what that could look like an annual Japanese cultural Festival in faren park a traditional Japanese garden tucked in among the city blocks traveling art exhibits and presentations by visiting Japanese artists musicians and cultural experts a vibrant Exchange program that brings Japanese students and teachers to our community there are endless opportunities not only to bring in more visitors and tourist dollar to the city of course but to put eustus on the map as a cultural destination we would like to extend an open invitation to all of you including our fellow community members here tonight to please come and visit us we're just up the road and we have much to offer thank you very much Chelsea thank you so much thank you for the presentation um I'm gonna ask City staff if they can put this on our online uh so that people can go to this and look at it uh be able to to contact you for visits and I know some of us would really like to come out and spend more time with you as well um again thank you for being here we have a presentation that we would like to that I'd like to bring up the idea of but they talked about our sister cities maybe for a future agenda item if that's something that we could we bring since we've all got the information I think we can all read through it and and then bring that back to the commission to talk to as a whole perfect thank you thank you Christine Tom what's next on the agenda sir uh yes we have a presentation from SWAT and tobacco free Florida thank you thank you all for being with us tonight come on up good evening thank you for allowing us to present this evening my name is Sarah MacDonald I'm part of the Lake County tobacco free partnership and tonight we have Ethan and Bella who are part of our Middle and High um matilla SWAT clubs excellent hi hi don't be nervous thank you every person in New should be free to enjoy the great outdoors without exposure to toxic smoke and litter 2/3 roughly about 62% of uton Lake County are exposed to secondhand smoke cigarettes are the most littered item Us Poison 2020 secondhand smoke is toxic there is no safe level of exposure children exposed to secondhand smoke have an increased risk of sudden infant death syndrome asthma and cancer those cigarettes and electronic vapor products contain nicotine lead and formalde creating tobacco free spaces would reduce it smoke exposure and reduce tobacco use we want a healthy environment tobacco products are toxic for the planet lead Arsenic and other chemicals and cigarettes and vape products cause pollution cigarette filters and electronic vapor products are not biodegradable the tobacco industry cuts down 600 million trees every year in July 2022 the Florida Clean Air Act was updated counties and cities can now restrict smoking and vaping in public parks public beaches and boat ramps the Bureau of tobacco free Florida has an earmarked funds for humel to purchase the new signage the public health law Center has developed new model or ordinance language specifically for Florida's cities and towns your decision can help our community and can make an impact for generations to come thank you guys great job I'll let you know that the vice mayor and I were at Umatilla Middle School about a year and a half ago and heard this presentation you all are phenomenal it filled the lunchroom up there the cafeteria when we were up there that day so I loved having all the kids out this is something that I will ask the city staff to bring back uh to the city commission for a consideration okay guys thank you for being here when we bring it back we'll let you know so you can come back and be a part of it and I live on East Eldorado Lake Drive in Eustace uh thank you for the opportunity to speak tonight I'm encouraged to see some of the design features mentioned at the ldr workshop last week it looks like a lot of work went into it and I'm glad to see that Eustace is embracing the principles of smart growth I just had one question does the city have or offer any incentives above and beyond what is there now I know designs can't be mandated but extra incentives might help to sway a developer in in right direction towards a smart growth plan Pat I think that is something staff is still working on to bring us back into final uh pieces of this project so stay in tuned with us and stay engaged with us if you don't mind okay thank you anyone else that would like to speak to the commission about something that is not on the agenda this evening not seeing any we'll come right on down to the consent agenda there's one item on the consent agenda anybody have any questions on that looking for a hi mayor Holland hi madam attorney thank you Mr Mayor we have resolution number 24- 90 a resolution of the city Commission of the city of ECE Florida approving a final subdivision plot for the est's reserve subdivision and 18 lot single family residential subdivision on approximately 4.70 Acres located north of es Road SL linol Lake Lincoln Lane on the west side of es Road alternate key number 386 2867 Mr Lane good afternoon or good evening I should say uh Mike Lane for the record devel development services director um as um sashed pointed out this is Estus Reserve subdivision this is actually our second hearing in for this uh at the last hearing uh it was um decided that the uh the site would be visited U after the hearing uh the staff actually did receive the asilt surveys of the property uh we also received uh several drone uh photos of the site and we're very comfortable that the site and the storm water ponds actually do comply with our act our regulations and uh if you'd like I could run through that or I'll just leave it up entirely up to you guys to to uh just might go through it I think we're good okay at this point staff our position Remains the Same our recommendation is that it does meet the Land Development regulations and comprehensive plan and we do recommend approval thank you sir any questions from the commission for Mr Richardson really uh I I went That's Mike LAN I've been called worse I'm sorry that's fine on Sasha any questions any questions for Mr lane from the commission yeah yeah no no questions for me I uh I went out you know because I was concerned after you know listening to uh some of the residents I went out and I walked the uh I walked the property uh I looked at the drainage I looked at the uh the elevation levels um and and I felt satisfied uh based on what I'd seen uh some of the concerns that uh some of the residents had had uh spelled out to us about possible flooding I look for run off um in the neighboring property as well as this property and I didn't see any standing water from uh you know all the the the flooding that we've had in all the rain that we've had so so I felt comfortable um you know there are certain things that uh that that we can't you know that we can't change um and that this won't be the the last time that is said today um uh I'm satisfied after going out to the uh to the property thank you for taking the time and going out Lily I also went out and I found it very interesting um and I also felt that the concerns that were expressed to me were not issues anymore two storms had gone by there was no standing water in the drains in my neighborhood and our retention Pond the water was still standing um but that one had G through two different storm levels and there was not an ounce of water in there the other thing I I guess sometimes we tend to look for all of the the bad things but I saw a couple of good things that um I would applaud the developer about he didn't have to but he made sidewalks all the way to the school for the kids to walk to school he also did something with the mailbox made it ADA Compliant not many mailboxes can someone will um Wier chair up to and get the mail so that was an extra but so in addition to what I saw as being um meeting everything that could that needed to be done in the qu answering the questions that were asked um in addition to what the other things that they did I was quite satisfied with what I saw see and I don't know if um commissioner Lee was was like act when when I was out there with him it was none of this decorum that you see now uh it was okay what about this what about this what about this and so you know he he answered all the questions um and I personally didn't go easy on him while I was out there um but I left satisfied I did so and my input is almost identical um I also went out to the site walked the site and I think this is exactly what developers should be doing they listen to the input from the city and said and went above and beyond what our code said to make this the subdivision and it's an infill subdivision truly um to make it ADA Compliant added a bunch of Green Space added areas to walk in all of that was above and beyond I believe what our code currently says now our code will eventually get there but for right now they went above and beyond I think in this in this Reserve so I have no qualms with this one thank you back to you madam attorney do we have you have any cards on this item Tom yes I have a card from Pat Duncan hi again um I'm putting this in on behalf of Cindy Commission of the city of eustus Florida approving a final Subdivision plat for the Grand Isle subdivision a 40 lot single family residential subdivision on approximately 10.72 Acres located on the northeast corner of the intersection of South Fish Camp Road and Grand Island Shores Road alternate key numbers 14 7745 Mr Lane yeah thank you again for the record Mike Lane development services director you have in front of you a request to approve the final plat for Grand Island subdivision this is actually located at the intersection or the north east side of the intersection of South Fish Camp Road and Grand Island Shores Road property owner is sp Grand Isle LLC and the uh engineering or the engineer is Sloan engineering the the property itself is actually um 40 lots and the U the history of the property began in 2021 when it was actually annexed into the property or into the city uh the uh the preliminary plat came before the city in 2022 20 uh December of 22 uh we actually under the development uh Review Committee uh approved the final engineering and construction plans uh in April of 23 uh the U applicant actually asked asked for a uh extension of time and and uh this past April the DRC did conduct a uh preconstruction conference with the applicant and uh at this point in time they are seeking the final plat approval for the uh the subdivision again it's actually located on that northeast side of South Fish Camp Road and Grand Island Shores Road it's 10.72 acres and again it's uh it's 40 40 lots and uh they are house lot type which are 55 ft by 120s and uh open space is uh 25% 2.7 acres and um the actual density is 3.72 Acres I'm sorry 3.72 units per acre this is actually the official plant that they're seeking approval for I'm actually at the storm water basins and it they actually did comply with uh the U the approved set of plans this is actually entering into the subdivision when you first see the the storm water Pond to the the west side of the entry Road and then this is basically on the north side of the road there so again uh as mentioned previously we do find that it need start Land Development code and comprehensive plan and we actually recommend approval questions from the commission yes Mike um when this came before before and maybe is it's in the landscape and open space did we talk about top LS and things like that that's I don't this actually was I think well before that yeah this when we first actually brought it forward with you guys I think it was in 22 MH so okay this and this was before we changed our regulations too yeah it was completely treed and now it's not no and and we staff had discussions at the development review level on that and because of the topography it was going to be extremely um challenging for them not to uh not to I guess remove the trees on that site Okay now what's see what's the remedy today well again at this point um I mean we did bring it to the commission um I I know that uh we did talk to them about landscaping and and each lot when they they do complete the structure uh they will be required to actually come in and put three trees per lot in there okay but at this point that was the only landscape provision that that I'm aware of for that okay so we're looking at 120 trees going in that's anything further so according to the slides there's one acre out of that 10 acres that has been set aside as park space have they looked at putting additional trees additional Green Space within that one acre Park lot or is it just open grass we've not had any additional conversations with them commissioner so I mean at this point we we do have just a that original landscape plan that that showed you know the Three Trees per lot and that was all we had at that time yeah thank you anything else from the commission do we have any cards on this item Tom not on this item anyone in the audience would like to speak on resolution 24103 sir if you could please come up to the podium and state your name and whether you're a resident so um hello I'm Chris Millo I'm the owner of um we are planting about 120 trees before in those common areas that you were talking about okay so and we have a couple park benches and Park trails that they're all going in oh you putting say four in the common areas yeah we have I think it's about 120 trees that are going to go in in addition to the three per lot okay so then you'll have plenty of trees yeah there's a ton of trees you'll have 2 140 trees total that you're planning to put in minimum that was all done AC before we submitted our our initial plans it's all on the plans okay so they're all going in great thank you thank you thank you thank you sir anyone else I can speak on this item all right I'll see n commissioner Cruz hi commissioner Hawkins I mayor Holland I next we have resolution number 24-105 a resolution of the city Commission of the city of Eustace Florida approving a preliminary Subdivision plat for the Grove at Pine Meadow subdivision a 60 lot single family residential sub division on approximately 24.9 6 Acres of property located on the north side of Pine Meadows Golf Course Road South of the intersection of Orange Avenue and Beach Drive alternate key numbers 39 07758 2831 1634 N1 1588 243 Mr Richardson okay uh again resolution my name is Jeff Richardson I'm the deputy director for development services um resolution number 24 105 um again is for the preliminary Subdivision plat for the Grove at Pine Meadows um I do have a little bit of back history but if as you will notice in the staff reports we actually did assign a new site plan number because this was denied by commission we restarted them in the process we did give them a little bit of an expedit um because that was kind of the wish of the commission that we get them through the process um that is what we did uh the property owners in this case are uh Colin and Jessica cden um and Shelton Savage the engineering firm working on this project is gerana engineering uh Christopher Jama um this uh resolution would approve the preliminary Subdivision plat for the Grove at Pine Meadows for a 60 lot subdivision on approximately 24.9 6 Acres um little bit of background on November 15th uh the original application was submitted to the city process on June 4 4 of 2024 DRC did find the plans technically sufficient um and in compliance with the comprehensive plan as well as Land Development regulations on July 18th 2024 uh was brought before the city commission under resolution 2457 um during meetings surrounding neighbors did State their concerns as part of the public comment um after due discussion and consideration the city commission voted to deny um uh with the suggestion that the applicant hold a community meeting um the applicant elected to do so and on uh September 17th um the applicant held that meeting um In This Very Room um the applicant presented their plan received additional comments from the neighbors out there um and took those into consideration um One Step that was left out of here is that they did make request back to the city commission um to be able to be reheard the C City commission allowed that to occur so on October 15th um they resubmitted their plans um we did a due review one um round of development of the development Review Committee and o on October 29th 2024 um the development Review Committee found the plans again sufficient um two of the things of note which were concerns um were one for privacy the applicant did provide a privacy profense surrounding a six- foot privacy fence surrounding the property um another concern was actually utilities work on Orange Avenue there are existing lines that were shown on the plans that do exist on Orange Avenue so they may be tapping into those to provide uh a looped type system but any of the major any major construction to with regard to utilities would be on um Pine meows Golf Course R um just some of the concerns as they came up um and addressed as part of that fin final engineering Lake County um does have some outstanding things that they'll be looking for on Final engineering construction including dedication of RightWay a maintenance and traffic plan for both Orange Avenue and Pine Meadows Golf Course Road um they did request some additional Tia I'm not sure whether that was addressing those two existing roadways and their connections into 19 um or what because the the commenter did not state what he was looking for exactly so he's going to be looking at final engineering construction for some additional information um right away utilization and driveway permitting which are typical for all developments um City Utilities does also have some things that will need to be finally addressed and ironed out on um on vinyl engineering which is piping types um utilities easement dedications and so on which will also follow through to the final plat where those dedications will actually take place um and building just wanted that should be just appropriate flood uh flood plane documentation if they do anything that will affect the flood plane um some of the generalized questions and concerns from that community meeting were roads and traffic um that being current conditions as well as the impacts that the development will have um flooding and drainage uh soil contamination loss of wildlife ground water impacts uh for those that are still on existing Wells um number of new homes and compatibility as well as privacy um this is the revised preliminary plat um it is still essentially the same layout essentially it is the same layout um with the same information same number of lots um the addition that did show up on the plan though in particular was the additional of the Privacy fencing on the North and the um or sorry the East and the West boundaries uh again typical lot layout showing the setbacks um as the subdivision data again it's a total of 24.9 6 Acres uh Uplands are 20.8 um house lot size will be the 55 by 120 60 units so the gross or net density on the property is 2.88 dwelling units per acre gross density would be at about 2.41 um open space provided is slightly over what the minimum requirement is at uh 27.4 versus a 25% minimum um they have dedicated park space at slightly over an acre um as well as providing Landscaping on the North and the South so for the Orange Avenue side and the pine M Golf Course road side uh General site location future land use is um believe it is Suburban residential with a rural neighborhood um Design District um one of the things that came up was what are the densities of the surrounding neighborhoods so in rough staff did take a look at those um basically taking the data from Lake County's GIS layer so whatever Lake County came out with for this is X subdivision that is the AC that we use to come up with those um one of the things that of note is and you see the dates of the years approved some of those are very old plats so there were some very small Lots so where you see dwelling units as platted versus by tax parcel there is a variation in the densities what um we'll be shown on the next exhibit which is kind of a map of the location is actually based on that tax parcel um information um and that would be the one that it would count as at this point in time um so and we start so the Geral Pine Meadows at 60 Lots with a 2.88 dwelling unit per acre net density um Silver Lake park 56 tax parcel Lots at this point in time on 31.6 Acres comes out to 1.8 dwelling units per acre Forest Lake is 22 Lots on approximately 7. .9 acres is approximately at 2.8 dwelling units per acre um just to note um the forest lake is the one block the block that is directly next to I think it's is it Myrtle Drive um is actually meets and Bounds legal description Lots they actually come out at about 2.6 dwelling units per acre for the acreage 12 Lots on 8.43 at about 1.4 Pine Meadows Fairway estate 22 Lots on approximately 9 10 Lots on 5.2 Acres comes out at about 1.9 The Meadows 14 Lots uh on 18 Acres comes out under a dwelling unit per acre and so the stage that we're at with this again is preliminary subdivision plan this is obviously requires City commission approval um the next stage if approved they would move into final engineering construction plan which is just through the development Review Committee making sure that piping sizes are right permits are collected that um need to be issued through other agencies um and then it would move on to the final plat stage which would then come back for you for acceptance of the final plat as well as any dedic public dedications of land streets utilities Etc um techly this has been found in compliance by the development review committee staff is recommending approval does the commission have questions for Mr Richardson I believe the applicant is here um to address any questions that you have regarding what they have done um post the commedian so in the area we're at the top 2.88 correct it would be during the um final engineering construction plan phase is when they're requiring dedication of right away at the additional Tia information okay so that's what 18 months answer so uh they could initially start or actually start that final engineering construction plan approval process if approved by City commission if this is approved by City commission they can start that I would definitely like to see yeah thank you je if you were at to meeting based on the concerns of the citizens um how much did the uh the applicant address with the plans they addressed the connection point for the utilities and they address the Privacy issue by doing the fence now whether that meets with the neighbors's approval or not that I'm not sure they did have some discussions with individuals as well as groups I believe after that I did see them as I was leaving um but they were talking with some folks out in the um the atrium so um what what else they have addressed or have said that they would address I think the applicant needs to respond to that did they address the traffic and the emergency issues that the not by the plans that they provided okay one thing that I'd like to mention at that meeting there were a lot of questions about the due diligence that had been conducted in other words I'd like to see the environmental I'd like to see the traffic impact analysis and I think as a result of those questions and requests the applicant did uh share some of that due diligence information with the neighbors so there were um there were a lot of questions there were a lot of concerns uh Jeff mentioned what's been addressed but they also shared information uh as part of that but I I I have concerns about uh some of that the environmental um you know because if I'm not mistaken it was a plant nursery yeah there I I read through the phase one that I believe that they shared with the neighbors um I think it came down to the conclusion that there were no how do they I can't remember the term but basically no chemicals in the ground that that would designate it like as a super fun site or a um I'm mediation site I'm I'm not as concerned about the super fun uh because everything may not uh uh rise to the level of a super fund cleanup um I know that on the property there were concrete storage uh containers for chemicals and um I think concrete for the most part is poorest is it poor that that concerns me perhaps the applicant can do that more it's outside of my expertise all I can do is read a conclusion okay well we we'll have them speak but we should address public comment first that way they have an opportunity to hear and address that as well do we have any cards Tom yes I have a card from Ben Champion hello my name is Ben Champion uh I'm not a citizen of Eustace but I own property uh over two acres that is kitty corner to this proposed development at the northwest corner of Beach Drive in Orange I guess it's Orange Street uh so I am in favor of this development uh and the main reasons uh city council has a very tough job they have to balance three things they have to balance the rights of the property owner they have to do what's in the best interest of the citizens of Eustace and they have to meet the concerns of citizens related to the new development and they have to do so within a legal framework work that Sasha helps them out with so uh taking those things one at a time um the property owner has rights uh they're trying to follow the rules they're trying to divide up this property and create affordable lots for people to live in many of the people in the neighborhood are living on affordable small lots that were created by a previous property owner who divided up their land and this is no different except that there are many more rules today than there were when these other Lots were created across the street and around the area uh flood zone you have to comply with FIS flood zone um Wetland rules there used to not be any Wetland rules but now uh property owners who want to divide up their property have to have a 50 foot buffer uh no development within 50 ft of the wetlands um and you know you're going to hear people saying they're against this development most of those people are neighbors but most are not citizens of eustus not in this room are the 24,500 residents of the city of Eustace that the city council also has to take into account what is in their best interest this type of development creates economies of scale in water sewage garbage collection police protection Fire Protection and all of those things benefit the taxpayers of the city of usus and the council has to take those things into account uh in their rules um you you saw up on the display many many technical things that the property owner has to accomplish in order to divide up their property um and it's the city staff's job to make sure that those rules are followed so for example traffic the prop prop owner to divide up the property had to get a traffic study hire a traffic engineer to do a study and make sure it complied that there wouldn't be too much trips on the roads that are going to be used it's the staff's job to make sure that those things are complied with in the application if they weren't complied with then we wouldn't be here today that wouldn't meet the technical standards and the owner would have to change them to meet the technical standards so I urge you to understand that the city council and the staff are working hard to make sure that the owner complies with the rules that are on the books and that the taxpayers ab used this benefit from economies of scale for this type of development and this is nothing new this type of development has gone on on and on and all of the small lots that we live on were created by owners dividing up their property in the same way thank you very much thank you thank you any other cards Tom uh yes Heather gross thank you for allowing us to speak pull it on down a little bit more there you go you're good all right um welcome back thank you for allowing us the opportunity to speak I just want to start out to piggyback what he's saying it may be Eustace but I think would be going to the Umatilla schools unless it would be two buses and everything like that I think it is split out here oh okay so but I think like if any of you lived in Three Lakes I don't think you would want this to happen and seeing that picture that was on the screen when they started pulling up all the different Pine Meadow neighborhoods seeing all that tear down in all the new neighborhoods that made me really sad they're taking all of it I mean they're building another 600 units in Pine Meadows and now they want to add another 60 into it and it just it makes no sense and then they're saying they wouldn't need to tear up orange for any utilities but we had a plumber in the group at one of the meetings stating to take it from septic to sewage you would have to tear it orange at some point to get part of the neighborhood into the sewage he testified to that at one of the meetings when a while ago when we were first discussing that we're not adverse to the neighborhood being in we're adverse to 60 houses if they could make it smaller you've all driven in the neighborhood you've said that orange can't handle that the Emergency Services all of that the scurve is still running drainage from Milton we haven't had the the debris picked up from it still our neighborhood is overrun with that I'm surprised you guys haven't all gotten your heads together and sent it back to Donna Vista already annexed it back I'm surprised he's not fed up with us yet thank in Three Lakes I moved up here to Three Lakes a year and a half ago the reason I moved up here is I came from Winter Garden Winter Garden Oakland oh my God if you could see what they've done to that beautiful beautiful city with all these houses and condos just ruined it straight up ruined it 50 they could expand it another six lanes and it still wouldn't be able to handle the amount of amount of residents that's in that Community The public's uh grocery stores are overran with people they can't put in enough you scans to even handle it I mean you guys know how it is when you're you know the our wonderful friends snowbirds come down and the Public's there on 44 gets overran this is just going to add to it and the additional 450 homes that they're putting down in Pine meals it's just it's just going to cause so much problems so many problems with the traffic that s-curve the runoff is still running off from Milton um the lake is up so high that it's about halfway to three quars up my flood wall and this additional runoff is just going to exacerbate that I didn't see any U depiction of any runoff or uh water containment zones in this property uh at all that gives me great concern because if you look at Pine Meadows when I ride my back bike back there they've got I don't know maybe 10 runoff spots for all the all the houses are putting in there I just I just really would be disappointed to see the Three Lakes Community get this kind of housing on top of what we you know on top of the Pine Meadows that's already getting put in on top of that I did a search the area code 32784 currently has 191 homes per sale they're affordable homes they're not bad if you expand that out into 441 North there are 1,600 homes for sale plenty of homes for people to move into if they want to come out this way the problem is a lot of people in the Orlando area thinks youa Tilla is too far out you know it's like country you know God's country you know and it's great I love it but a lot of my co-workers think it's just way too far and it's fine with me but I am completely against these 60 homes I think it's going to add too much traffic to to Orange Avenue and if they get their way they're going to put a cut through from Pine Meadows across and I don't know it's just it's just going to be too much and I'm completely against it and I really hope you guys side with that too I have near enough Wetland area cuz what they're using is what's already existing and there's no sidewalks on Orange Avenue or Pine Meadows and I've been down Pine Meadows Road just yesterday and it's it's from the building they're doing the other big addition there to the south of it the road to the park is covered up in sand cuz they won't replace their silt fence it's been I called the county about it they've done nothing it's been that way since August of this summer and you can hardly get down that road to the park and I just I just don't think we can handle the water maybe you should put a moratorium on it till you get some different numbers to work with and that's all I have thank you sir Patrick sides thank you for hearing me um I live at 37242 Turner Drive which is in Three Lakes recently during the hurricane we had the fire department come out and it was rough getting in there with all the hurricane debris I can only imagine what it's going to be like when you're trying to develop this with Orange Avenue uh I realized that Orange Avenue is in the county pette has just I'm sorry pette Paving has just put in a tremendous amount of work on that road if you've seen that they had to go in and cut out the asphalt if you go down Orange Avenue or go down turn go Turner Drive you'll see the gaping holes where the traffic is already CA it already very very much concerned with the traffic um I was told I think in the last minut you said that a u if something happened you could get into us that's not the city we're by the county I don't count we're but the city is still going to come into Three Lakes absolutely if you we're coming that's the main thing they're putting in Quantum cable right now and it's a hassle getting back and forth through there that my main concern is and 5:45 Tuesday morning beautiful black bear the back of Oak Avenue back there and he has three cup she has three cups where are they going to go that's my concern thank you thank you coming out emotional uh commissioner Hawkins thanks for requesting the developers to come out and meet with us they actually did uh two gentlemen or this gentleman here and here both came to my property which was very nice I I like that touch um you would come through our community yourself you see what's going on there um you see the show out that's coming up here uh to to this is a unique area it's it's very tricky and you watch what came up on the screen right there it's it's it's getting messy I'm going to go go back to my notes so I don't get off but one thing I have a concern about is sound right you got 530 odd houses right now everybody's giving up a different number because we really don't know but I'm sure we can figure it out when it's done that area flooded during the hurricane they made quick changes to take care of that but that's Pine Meadows Drive you understand this property they're putting in is going two totally different entrances and then is going to connect behind most of the people I know in this room um the uh so trees protected Wetlands all this stuff going the water concerns of they bring up are always my concern with that I mean this is more of a pond that the the build is going to be on okay it's it's more it's just it's not naturally fed for it's just rain rer comes off of the edge of it and that's the end of it it's been a puddle in the middle it's been a muck and now right now it's encompassing my fence lining up to my pool right now so I mean that's happened right now without all the build so um I just want to make sure anything that's adjusted to Builder you know deeds and restrictions States ads what's going to happen more trees things like that um I I saw that was stated what are the developers willing to change here I'm not seeing any they're just resubmitting it again I mean offense uh again for me I'm the middle of that entire mess that you guys are seeing so moving down myself three years ago and then not having any of this and now you're going to be upwards of a thousand homes around me um I have a 2-year-old daughter the noise right now just with 530 homes so I'm going to get hit from 360 Degrees I can hear muffled conversations from a tennis court right now what do you think this is just non-stop now it's front yard backyard side Yard Lake water carries everything um uh what what what would be some options here because what we always hear is you guys had stated last time when I was up here how do you fight back right what if I get a petition what if I say in a week I'll get you a 100 people to say no to this hey what do you what's the number you guys want to give me I'll go do it I'll go door too with every single person and everywhere I don't know which person's more for helping the town is it the developers where I come from the developers take all the cost they take everything down here it seems like most of the developers I'm meeting are getting incentivized and the taxpayers are the ones getting punished so if I show you the numbers of Voters and people that will come out would that be more incentive but in closing I would like to say that it's just it it the wildlife is really impressive there it's it's amazing in the back that's gone and the Cubs are a real thing they're they're this morning I mean they eat my garbage is kind of funny we all get creative on how we try to protect it do we keep it inside outside you know it's nice though the bald eagle uh one of my neighbors right there just took a picture of them nesting where they're putting these houses you know so I know my time's up but uh you know it with everybody if they're going to go and you can't stop it and it's going to keep going shrink it down it doesn't fit that Lake doesn't fit you're not going to put 18 20 homes on a lakeef front when there's only fork encompassing the other two thirds of it that doesn't make sense uh thank you guys appreciate your time Mr Mayor would you like to Jessica hot I am a resident I live one Street Northwest off of Orange Avenue from where this proposed development is um I have several concerns the water runoff is huge even without the storms the back half of my two acres which fortunately is the back half separate from the house is already marshy when the storms come through you can't drive a truck back there so with all the runoff and nowhere to go what's going to happen to my house it's a wellestablished house it's raised three generations I moved here from my husband's roots of 40 years where he grew up in Orange County because it became overrun from being a rural place we didn't want that for our children if that's what we wanted we would have moved into the city that's not what we want the traffic it cannot handle it my daughters want to go out and just go for a walk they cannot it is not safe to walk on that road um um and they're teenagers they're older but you can't walk I as a grown-up couldn't walk on that street safely um the overpopulation is real as several people pointed out and I don't think we have a bear problem I think we have a development problem and these Bears have nowhere to go in order to secure my family because I do have a young child I have a six-year-old boy who with his prescription glasses can't see more than 20 ft in front of him I cannot let him go out to play alone I cannot send my children out to the car for half of the year when it is dark even though our entire property is fenced in 4ot high with 2x4 wire lined at the top with Barb Wire the Bears have come through and damaged a minimum of four places leaving back shreds of fur because they're that desperate for whatever they think is in our trash can so I would really implore the wildlife it's beautiful but it's not a reasonable expectation the damages incurred by property loss one of these Bears went into our neighbor's backyard and pulled a 100 PB big 100 PB pig out of the fence and woke the neighbors up in the middle of the night as it was shredding it because it was that hungry the biologists will tell you Bears don't eat pigs we have taken too much from them and what is left can't sustain them the people that move in there are not going to be happy with this but we as homeowners it's great it's going to improve the city and the economy of the city but what about the expenses that we incur due to damage and pre loss prevention thank you uh Eden gisler hi um so first off I would like to mention that my mom did put up signs about the meeting to let people know about the possible bill because um they'd have no way to find out about it when all that's posted is a small sign that people don't wouldn't necessarily notice when passing and don't live far enough the road to pass it and um as an eighth grader who has attended yumaa middle school for three consecutive years it would be an overcrowding issue considering the fact that there that our classes are already full of 20 to 30 kids and the teachers already have problems making the students pay attention and if no one pays attention then no one will learn and then they'll fail their tests and the school test score ratings would like crash down and most students will also be late and there will be too much traffic and too many people at the school as a whole and we may have and we also have people all the way in Paisley and Mount Dora attending my school or hours away maybe about an hour most and we don't need any more students really attending and it would be overall inconsiderate for the schools and the neighborhood as a whole to build over 60 homes and overpopulate the small town that student that kids like me and others have to grow up in thank you thank you thank you Brenda Rogers thank you um last we had I asked about um originally that piece of property was plotted for ranchets and we were told it was never going to become anything but ranchetts but here we're visiting the idea of making it a subdivision has that been looked into by anybody we the the commission did ask for um information on the property we know that it was annexed in 2003 into the city yeah and we did go back and I there were notes in there that came back in front of the city Commission in 2017 um for um asking ability to put horses on the property which indicated to me that they were ranchetts however the property I think has been sold since then and nothing conveys over so if I'm not mistaken Madame attorney the new owners of the property can bring forward whatever they would like to for consideration as long as they fit within the land excuse me for a second as long as they fit within the land use regulations okay these people I believe bought this property when is originally ranchets not after that I believe that this was a conditional use permit yeah the only thing we have from 2017 is a conditional use permit to allow horses yes there was no platting there was no subdivision plan uh as far as we can see uh so the only thing regulating the current property owner would be the current regulations for Suburban residential and the The Design District right so they are not locked into what a previous property owner was proposing and I'm not sure about this I tried to do a little research um but I thought all this ball started rolling around 2015 that the rets and all of that um ma'am that may be the case but the prior property owner did not lock that in he just got permission for the horses no mention of the ranchat specifically and that was through a conditional use there was nothing in public record binding use of that property specifically for ranchets and horses and they never followed through on that so when the property was purchased by another um individual or entity they're entitled to do the project that they want that conforms with the with the actual designation for that area these people bought it originally it doesn't matter about what the rules were then the rules would have applied to what the prior owner wanted to do but again he didn't really tie the property to that particular use he just asked permission for horses no no follow through after that there's nothing in public record there's nothing um platting the property for the use of ran chats the property was just subsequently sold right so they're not bound to those promises from a prior owner all right so my next question would be to the gentleman who put up all the little subdivisions in the area to figure out how many houses per acres and all that um of those things you put up how many are older developments versus newer developments because as he said old older developments are smaller scale newer developments more land so just curious how that MTH works out those states were all older developments yeah 79 yeah 79 I think was the newest on there you didn't put any newer developments with the newer rules up there which would Silver Lake Park was 1925 and it had 3.2 for density you had um one at Forest Lake which was 1958 and that was 3.1 and this one that's coming up is 2.8 so these were all older subdivisions with higher densities okay all right um going off uh the person that spoke just before me I was a teacher and I taught attil middle school and around 2017 we were supposed to get a new middle school and we haven't yet and it's busting out the scams way back in 2017 I'm M certain that all the kids in that particular development are assigned to youtil Mid now when you get to Pine Meadows Road whatever the one that goes into the Old Pine Meadows those kids I believe go to Eustace so they are busting at the teams at the schools the high school got a new school but not the middle school and the elementary is an older school as well but the middle school was built in 1979 I believe and it's never grown from that point so it is something to into thank you thank you all right then public comment will'll be closed for this portion of the hearing attorney Langley if you would like to approach I just wanted to say I put the card in the preserve a spot for the applicant we have multiple members of our team that like to speak and I'd like to have the engineer for the applicant come first and I'll speak later thank you good evening for the record my name is Christopher germon I'm the engineer that's been retained by the developer and I want to answer any technical questions but also I just want to highlight on some of the some of the items that were brought up by by the residents that spoke um storm water stormw water Pond is the the storm water management system is provided we actually have two ponds on on the property a wet pond and a dry sir I'm sorry gentlemen would you please your voices carry really really far gentlemen gentlemen he I can't app just as a reminder this was an this was one of the city's first theaters anything set out there is magnified when it comes up here so I apologize but if you're talking we hear everything better than we can hear him actually so go ahead I'm sorry no worries so as as I was mentioned I wanted to touch on a few questions that the residents brought up and also answer any questions that the commission may have um regarding the storm water management we actually have two storm water ponds on the property that are proposed one is a wet Pond and one is a dry pond so those ponds will meet the St John's river water management requirements as well as the city of eustus requirements um would that meet the minimum requirements just a minimum we we have actually completed the design design and we are in we are exceeding the design requirements um especially with this area I also I'm glad you brought that up because some of the things we're doing above and beyond is we are we are doing yard drains and inlets on the rear of the lots to collect the storm water and then bring it to the pond and what we're doing in excess of it is the way the requirements are is you're not supposed to discharge more than the pre-development so we actually holding more water back in the pond before they actually discharge and that's the component that we're actually exceeding the requirement how do you hold it we make the pond larger okay all right and we're just holding the water back before it has the opportunity to discharge is there a mechanism to hold it it's a control structure which is like a concrete box so um an endangered species report was done and that was submitted that identified any of the critical species of concern and at at appropriate time the permits will be applied for for any relocation of those species um regarding the schools the applicant has filed for school concurrency to Lake County Public Schools and they did determine that there is adequate capacity to serve could you repeat that again please sure so regarding the schools the applicant has filed uh or submitted an application regarding the concurrency and the letter has come back stating that there is adequate capacity capity to serve the subdivision which school would that be so I don't know which school I think when when actually they file the application the public schools actually determines which schools have these seats that are in the area and they make the determination of where the subdivision fits so I don't know particularly which school but it's up I saw something in the paperwork that said that they could pick whether they wanted to go to Shared I know the bu shared now but they make their determination of where fits so um you know the other thing I just want to highlight is that we are this this project is within the code you know the land use allows for Suburban residential and the density is is less you know five units per acre which is what allowed we have 2.8 so we we that's why staff is recommending approval because we are conforming with the code so if there's anything El I could answer um my could you go over the buffers please sure sure um so regarding the the buffers we're actually we're providing the landscape buffer per code in addition to that we are putting the screen fence that was outline on the overhead is there any particular questions you have on that there was a landscape plan submitted that was supported with the when I looked at the plan I think the the buffers called for I think 15 ft and I I seem to remember something on there that you were trying to to exceed what that buffer was with additional landscaping and with the 6ot PVC fencing that you're putting up um because there was a concern from one of our residents about the sound and the buffers between the housing what's coming in and what will be there currently yeah so I I understand that the landscape buffer with is per code the landscaping material is per code the fence was put above and beyond so that's that's was the the added measure for the sound when will that fence go in before construction or after it'll when it when the Project's complete before any houses get built okay and what fencing are you using when you're doing the mitigation for the Wildlife SE fence the S fence all the way through yes okay would the developer consider putting up the PB PVC fencing earlier that's something we can we can ask the developer when he comes up really um I think it's important to at least when you're talking to this commissioner uh you don't win me over when you say um that uh you know we're within our rights to do it and we can do this but we're doing that you don't win me over um so I I I I just think it's important uh to say that um contamination environmental I saw in a report that uh that it was done in 2023 is that correct I don't recall the date but I know fa phase one environmental was done submitted and it did not warrant a phase two so phase two is warranted when there's some evidence of contamination that the environmentalists came up with uh when when they went out and checked uh I know there was pictures of the the concrete um uh containers that the chemicals were in uh for the previous uh Nursery do we know if they tested around those concrete um containers I don't have any information on that okay um and I guess the other is when the developer comes up um there was uh I know that with one of the the residents uh that was concerned about a piece of property being landlocked on Myrtle Drive and I'd like to know how that was addressed so we there is actually a a there's an a track as a the track is actually an easement that's coming in that actually allows access to that parcel that we're talking about which is off of Orange Avenue I believe is the one you're referring to so there's an there's a there's a track that allows to Ingress ESS to that parcel okay so they will have access to their property yes okay all right okay um I let Emily do have anything El I was just going to say that I do have concerns as the um residents have stated mainly about the emergency about the traffic and um the in and outs of of getting to and from their homes um I think it appears that the developer has met with them um they're here trying to persuade us that it that it is I do feel like I have concerns about it I think everybody else has however there as Commissioners there certain we can and can't do and and I hope that that the residents would understand that that according to our codes and our processes there are things we can and can't do um but I want you to know we have asked all the questions we've done what we can possibly do to listen to you to try to um help figure this out to try to make it better but there are certain things that our hands are tied because of the codes because of the processes that we have to go through so um I just want you to understand that these are the things that we're dealing with we still have the concerns as as commissioner Hawkins has stated and and as how I have also felt but our hands are tied in certain situations because of the codes because of the processes that we have to go through and uh I just want you all to know that you know we have asked the questions we have tried to do what we could to um alleviate it and make this as painless as possible yeah one of one of the things that that and and I'm glad you brought that up uh commissioner vice mayor Lee one of the reasons why we wanted uh the developer to meet with you all was for you all to express your concerns and hopefully find a place where there was a happy median uh our our our hands are tied um and um you know and I'm going to address you know there's been you know there's been you know talk on social media about you know Commissioners you know getting Kickbacks and you know and all that and I'm going to tell you I don't think any developer uh any country uh can provide enough money uh for me to forego my Integrity 100% there's absolutely nothing that important to me I have two son sons that I have to look at every day and um it's not worth it to me uh many have tried and all have failed uh so when your neighbors you know they reach out to you and they say that commission they're crooked uh they're taking Kickbacks I spend out more money than I bring in from this city Commission we all do uh so I think it's important because I'm going to tell you Silence from the community is acceptance for everything that is put out there uh and I will tell you if you don't think that we're doing a good job up here vote me out I'm not going to say anything about them vote me out um you know I I think we all put our heart into being Commissioners and doing the best that we can um I think it's important that you all know that but if you have concerns Tallahassee is a phone call away uh but it's important that you all understand our hands are tied and we're doing as much as we can do I like it heck no and I was going to say something else but it's being recorded but my hands you're not be able to speak anymore I think the main thing is that if everybody followed the golden rule we would be good you know do unto others as you would have them to do un to you and if we if we're kind kinder to each other and we work together we can accomplish much more that's why I wanted to serve for more years thank you go ahead go ahead Nicholas Burton epic development group one of the Developers for the project here just wanted to address commission's questions a couple things you had put out there one was the uh PVC prior to construction I think we're open to that I think it's just a matter of semantics that would be great there so you've got to do a follow-up environmental study for the relocation of the gopher tortoises and some of the wildli that's currently there and I know that you cannot do any kind of site construction until that FW has cleared your site right um and when that happens I know you also have to put up fencing to make sure that none of the goer tortoises or Wildlife that's been mitigated comes back I think that would be the appropriate time to put in that PVC fencing prior to the site construction to keep the noise down a and to make sure that none of the wildlife in that area gets injured so I would really appreciate it if the developer would consider doing that um could you also address the sidewalks as well I think somebody brought up earlier possibly putting up sidewalks on Orange and Pine Meadows and we know it's County so it's not really a a city sidewalk but Pine Meadows is where the utilities are coming through and I think that's going to be torn up anyhow for the utilities is there any possibility that we could maybe work to get some sidewalks in off of Pine Meadows well I'd like to address your your comment about tearing up those roads one is on Orange Avenue there is not going to be any construction on Orange Avenue yeah it's all Pine Meadows right yeah on Pine Meadows there's going to be no tearing up with Pine Meadows M they're going up the RightWay directionally boring underneath the road tying into one force man and that's it okay so they're not doing like an easement on the dirt all the way down no I was kind of hopeful because that'd be a great time for sidewalks and I don't think there's any if I recall correctly there's no other sidewalks going down Pine Meadow there's not right you know and with a lot of these kids going to school and everything I think that'd be a really good time and like I said I mean it's County property so it's not something that I mean the city can't have Public Works go and put a sidewalk in but it might be something that maybe the developer and the county can maybe work together for sorry isn't P isn't that in the city cuz I think orange Avenue's County Pine Meadow's City side all of it yeah I think all of that is yeah so would the developer be willing to put in sidewalks down Pine Meadows I mean depending on how far you want to take it I think out front of our subdivision may but we're only ask for the moon so I'm going to say [Laughter] 19 um right now I think we only have 100 feet out there so we could look at it that's something we could look at that would be great because I think that would make it a lot safer for a lot of the children and a lot of the people that are in that neighborhood currently and in the future really there was also I think so back to environmental concerns obviously environmental was big Phase One MH was a big one you had mentioned the uh concrete structures out there so with historical data sorry oh I'm sorry oh sorry yeah I just want to go back to your question about the the concrete structures out there in the phase one so through historical data the way that pull that up is if there's anything that over the last 100 years shows that there was a chemical that was going to be on that property that warrants that Phase 2 mhm so if they saw that there was a chemical that would go seep into the ground automatically they would have to kick in and say you're doing a phase two soil test so they did not show that and that's been reviewed by City And um I don't think St John that right now it's just City Review but also our our uh Consultants uh biotech I mean they're willing to answer questions if anybody ever had any further questions on that coming later so we could always revisit that that's you know okay through final that can be Revisited okay uh were you at the meeting with the uh the residents was do are you comfortable that you did as much as you could to alleviate some of their concerns I think there was some things that didn't get talked about today I think there was mentioned about sound um and things around the lake there's actually a 25t natural vegetated buffer that's going to be around that Lake never going to be touched and I think we talked with some of the residents about that that'll help the sound the visibility around he it is kind of a pond it's not really a lake actually but we want that to be pretty as well just for the homes CU that's a great selling feature um so besides that um obviously the privacy fence we're also on the southern boundary there's a lot of beautiful Oaks down there we're trying to preserve all those as much as we can so we want to keep some of that natural vegetation there's a a neighbor to the east he has like a 5 acre plot on the land I don't know if he's here um we've actually worked with him to say hey do you want to keep trees do you even want a fence we want to keep it natural you know those you don't want to get rid of trees as much as you can um besides that we we talked about the traffic I think there was always a misunderstanding of Orange Avenue getting torn up and and the roads getting torn up in general so that was one thing emergency fire get these guys back here um or back there shouldn't be an issue um one thing that comes into play with the development this site B es for dirt there's not going to be a th dirt trucks 18 yard dirt trucks running back and forth uh going back there so not as much construction traffic as people would think um I think besides that with the buffers environmental uh concerns we did provide phase ones uh some of the Geotech to some of the residents um I think that was it we actually felt pretty comfortable leaving the me a lot better than before in that first minute would you be willing to live in the neighborhood while this is going on live around the neighborhood in the neighborhood like live in the neighborhood while it's under construction I mean I don't know if anybody's playing to buy a house we'd love to sell them house they want to move in there and live through this usually they get the best deal um but yeah I mean I did actually I was mind someone mentioned Wintergarden over here I love wintergarten tell you the truth I love that area I I was a person not to throw it out there but but listen I was the first one in the neighborhood and I lived through it I'm not going to say it's the best but if you're living in that new neighborhood it could be tough but around it I mean it was great okay would you live in the neighborhood while being I would definitely live can we not have please stop don't go back and forth all the density I know you guys came in with a much higher density and and staff pushed back and I want to thank staff for pushing back and trying to get that density lowered I know it might not be where you see that could be done such as the other um Builder putting in the the Ada um mailbox just something extra if you have an opportunity to do those things if you would for the good of the community because it wasn't locked at that time um this commission has tried to hit the brakes over the last year on development um and the way the state legislature has laws written as long as it fulfills our land use regulations that we have in the city of Eustace we cannot do much difference if I if we do anything different than approve this tonight it opens the 2400 or 24,500 residents to the city of eustus into a big lawsuit and that's something that the people of eustus elected me to protect them from and I feel bad for you all because I would love to be able to protect you as well somebody that's fourth generation born and raised here we have we've almost ruined Lake County that I grew up in and I'm very aware of that that's why that you see us trying to change our land use regulations I'm sorry that it's too late on this project but I promise you the commissions going forward will be able to try to help change that and our our staff is working on that now that's I can't open it up for any more comments and I'm sorry um but that's just my heart telling you um way I feel about it um you know property rights are real property rights are something that the state legislature has approving a preliminary subdivision plot for the sagers sers S sagers sagers Cove subdivision 2024 d s-03 a five lot single family residential subdivision on approximately 1.88 Acres of property located on the south side of East Bates Avenue at 2596 East Bates Avenue alterate Key number 1112 3461 Mr Rich okay for you tonight we have resolution 24106 for the preliminary plat for Seer [Music] Cove uh Chuck hayatt is the representative and applicant um from half engineering for habitat of lake and suer counties um this parcel is uh or this project is for five Lots on approximately 1.8 Acres um this was a property was a subject of an annexation early earlier this year uh in May of 2024 they submitted their application uh was reviewed and came before DRC for a first round um in June of 2024 uh the applicant submitted the revised plans in August um and DRC held their second meeting on September 17th um on October 24th uh there was an outstanding comment for utilities utilities deferred that comment to um final engineering construction plans um therefore DRC found the app or the application technically sufficient on October 24th 2024 uh fairly simple subdivision five Lots straight through on one acre uh roadway and storm water retention and a small um Park meeting the minimum requirements for a five lot subdivision um again gross areas .8 Acres net developable is 1.8 Acres um they meet the minimum lot house lot size for the Design District at a 55 by 120 um comes out to a density of 2.66 dwelling units per acre um the plan did include 27% open space so a full half acre of open space um and providing 041 Acres of park space um moving back they actually do have a large buffer along Bates Avenue because there is a 15 foot land 15 to 20 foot landscape buffer and then they have a storm water Pond also that is up in front before they start the Lots um General location of the area and what's surrounding um have uh Cricut Lake to the west and um Summerland to the W uh East um Suburban future land use Suburban um neighborhood Design District um just kind of a quick clip shot see as we did it for the previous we'll do it for this one too and possibly going forward um Oaks at summer Glen is 25.6 Acres 55 Lots approximately two dwelling units per acre Cricut lake is 45 uh or 41 Acres 148 Lots at approximately 3.56 and again seer's Cove is five Lots at approximately 3.2 dwelling Unit B or 36 sorry did you say five Lots or six five Lots yes five oh that it old graphic I apologize they did have six originally but in order to make the storm water Pond okay and the Park area they lost a lot okay all right oops um again we're at the preliminary subdivision PL stage um so it is before you as a city commission um next stage if this is approved will be moved to final engineering construction um and then to final plat which the final plat then will be coming back to you for any dedications um as well as acceptance of the final plat um technically sufficient staff is making a recommendation that the city commission consider approval of preliminary plat for sers Co any question questions from the commission for Mr Richardson it's my understanding that they have to become an HOA for these five homes is that accurate uh assuming maintenance for any of non-publicly dedicated facilities so this is Habitat for Humanity and as Habitat for Humanity they have to have an HOA for these five homes any subdivision would have to have an HOA to basically provide the funding for any of their facilities so providing a port for mowing for maintenance of anything that is not a publicly dedicated part of the infrastructure is there something that we as a city can do better to help them with that HOA um that's actually kind of a legaly otherwise then we agree to it so if they're going to allow um like certain tracks uh for maintenance or anything like that we would have to agree to that and that would be part of the process and that that would be in the plot uh but the documents are generally prepared by their Council and then I review it I'm just saying I'm just seeing one road right off of baits you know and it's for Habitat I'm just curious do they have to be in HOA do they want to be in HOA or are we requiring them to be in HOA again it's it's a matter of what they are dedicating what they are going to assume responsibility for are they here can I ask them if that's what they want yes absolutely um would you mind coming up to the microphone hold on sorry sorry sorry um let Sasha direct is there anything else for Jeff on that anything else on for Jeff from the commission no and anyone any of the other Commissioners no and the public do we have any public uh input Tom any cards uh I do fromat they're answer some of the questions um yes the so we'll have to go through the environmental process for some go for toris as a first first step after approval here um before anything will happen on the grounds um as far as the buffers we would abide by whatever is required um for the community and neighborhood and we would put that up at the appropriate time after the environmentals were taken care of then the infrastructure where the road and water would be tied through with the sewer and all of that would occur and then the house construction would occur um the I can't read it because my eyesight is bad but yes that uh lot all the way at the end and on the bottom of this screen it would be the open Green Space area the one above one or TR okay correct yes the one above one is a retention area um for drainage and that's what uh Jeff was referring to as quite a bit of a buffer from the Bates Avenue um and to speak to commissioner Cruz's uh comments which I love thank you for bringing that up uh we would absolutely not want to do an HOA if at all possible it's an additional burn to the homeowners um we would be more than willing to build everything to City specs if the city and the commission would be willing to take over that public area to truly make it public if that is allowable that would be uh extremely advantageous to the homeowners and to Habitat will these homeowners because it's Habitat will there always be habitat applicants and homeowners in those homes so um they don't necessarily have to be habitat homeowners but there will be an income restriction so when we sell them I have to look because this is also in Partnership um with the county they're providing the funding for the infrastructure and I don't remember I can get back to you on this if these lots are going to be what's called a land trust project or fee simple where they would own both the land and the house if they in the land trust then it's consistently um restricted through the restricted sale um in perpetuity if not the first generation would always be habitat homeowners um by our definition where we serve 80% area median income and Below um and then from there we have certain restrictions on the sale but it might not completely limit it in the market so second third Generations would be able to sell the home and we wouldn't be monitoring what that income level of those families are if that makes sense so if it were in a land trust it would forever be monitored and if not then not yes there are other ways to restrict that so if that is a desire and the city is going to then work with us on some of these other things that's something that I can make happen for sure whether it's through the vehicle of land TR that's my concern uh I like I like what you're thinking um I'm just worrying about what comes next week and a week after setting the president for it setting the presidents and then also we're going to take up the upkeep of it we can hardly keep up with what we have at times exactly well I mean it's it's a street and five houses so but I I I do hear your concerns send the president again that's that's a good president can be there for a good reason too though so if it's if there's a requirement for a land Dr that is perpetually five houses in the city of eustus that is there forever to do good that's not the worst precedent to have the HOA would consist of the five houses uh part of what habitat does is they they kind of train people and get them ready for home ownership yes now I don't have a problem if we do it for six months to a year to allow them train them allow them time to oh you know become homeowners that's nice an association so the time limit to it to help them out in that Contin to training maybe Le they learn what needs to be done because because these people that that move in here they're probably moving from Apartments they have no idea what what it takes they have no training prior to so they go through education in our program um but most of our homeowners and home buyers are first-time home buyers how long do they have to live in it or can they sell it at any point and if so how long do they have to live in it before they can do that sure so they can always sell it um it just will have um there are certain things that are of benefit for them to stay longer rather than shorter so for example um some of the down payment assistance that would be provided to them potentially would be forgivable after 10 years let's say so then they have earned that Equity um if they sell it at year one they will not earn that Equity they'll have to pay back all the subordinate mortgages that are there um so there's no restriction on them selling it with a land trust they can once again also sell it should they need to but then there would be a resale calculation associated with that as to what is their true equity and investment and what will go back to the land trust to then rehouse another family based on pay pass owner stays in her house maybe five to six years somewhere 5 to seven marker um you know I would say the habitat homeowner is at least 10 years or longer um we do not currently hold our internal mortgages like we had done in the past so it's a little bit hard to give you fresh data on that um because we work with Partners such as USDA and other lenders okay yeah that's that's I I like what commissioner Cruz you know would like to do uh I don't I'm not crazy about doing it forever but because it's a homeowners association and for those of us that have lived and refused to live in another one they need to learn how to run um the association but did did you not say that you would not you discourage it or you rather not do an HOA so if at all possible I don't like to do ho ways because it's just an extra layer um it's extra cost now that being said the homeowners are going to have to care for this spaces regardless as well as their health their maintenance and all of that thing so but because the way that the neighborhood is designed and there is a private road as of right now and I have a question the uh track B open space is there going to be any active Recreation like a top lot or will it just be grass it'll most likely just be grass we have not looked at anything else at this time it'll just be an open space for people to congregate and I asked because that would be a consideration because if we're going to take over maintenance in perpetuity then Sam would have to make that a public park and we'd have to maintain we'd also be taking that over so um I just was curious I'm I'm not comfortable with that with perpetuity um the idea that Willie just spoke to you know six months a year or not at all in my opinion uh would be more comfortable for me might I ask another question um what would be the likelihood that the city would just take over the road and not the maintenance of the green space I um so we'd have to I know commissioner ashc is not here but he and I have been talking to this about this at length I guess what we would need to look Public Works would need to look at what's being proposed and does it meet a public road space sure uh because we wouldn't we wouldn't take we wouldn't take something that doesn't meet our Public Road spec absolutely so we'd have to take a closer look at that is this the first time that um since I've been on it talking speaking in terms of building and then them expecting the city to put in certain things is that common or missing something I would say we have not done this since I've been here but because it's Habitat maybe it is a unique situation um but we would not normally uh a developer would not normally come in uh develop a subdivision and then say I'm giving you everything to maintain yeah do do we have enough information tonight to make a decision I don't want this to fail I we need to find out about the land trust with the county I think that makes a difference yeah I agree um and then I think we need staff's time to work out if we take it for six months to a year how that transfers now I I'm just throwing that I don't want the project to be stopped sure and if we vote tonight it's a tie it stops everything and you you got nine months before you can come back to us I don't want that to happen to you because I think what you're trying to do is a great project and I think it's well needed especially on that side of of town so this can be in a land trust if you want it to be as our side of that I don't have to check with the county with that I just couldn't remember if I already told them I was going to do that but if you want it to be done as a benefit in perpetuity for something that you all are going to once again invest back into the project then I can absolutely do that 100% and make that decision right now I think what makes this project unique is that Habitat for Humanity versus any other type of developer has a lot more control over who's coming into that house you know they're not they don't have a for sale sign and they're just selling it to whoever wants to buy it there is a huge training and approval process for everybody for Habitat for Humanity but because of that there are some additional layers we can put in if we're concerned about a precedent I I really like commissioner Hawkins idea about doing some additional training and and mayor Holland talking about setting a time limit so I think for my myself tonight I would like to hear some alternate ideas from staff how about Sasha do you what would you say if if commission doesn't feel that they have all the information I we can table this till the next meeting uh could we and and do can we vote on the project and then make this other stuff separate because essentially the project is yeah I can pipe in on that I mean the PSP is the first stage basically it's a preliminary plan the stuff about HOA dedications who takes care of what that's final plat type stuff okay um I would say you know as a suggestion seeing is you do have some questions in between as far as for the administration if I'm sorry if I may I I spoke to Rick earlier today and from a very basic perspective we do not want maintenance of the road the storm water and track B what the but you have a bigger mandate I mean your mandate is uh do we want to be a good partner with habitat and it does the social benefit outweigh the fact that we will be diverting Crews to this property as opposed to other responsibilities so from a very basic sense no we do not want the maintenance responsibility but there may be benefits that outweigh that so that's what you'll have to figure out and and we would and and what uh commissioner Cruz is asking is track B and and up around the retention Pond but not the the street itself is a big concern too because you've got five houses that are doing Asphalt in storm water for firsttime home buyers for the most part um I like the training program I'd like to hear some additional options I don't have a problem with the the site design m and the way everything is there is that's something that we can work out before final I publication according to law are we having presentation today on the I will uh I'll take that and I'll be brief um based on city commission Direction we have proposed increasing small purchases from 2,000 to 5,000 and then larger commission approved purchases from 50,000 to 100,000 in addition we've added some language um where uh if time is of the essence and it's an emergency purchase the city manager uh can authorize a purchase and then bring it back to commission after the fact if it's something we have to move forward with right away um and then a couple of things that are not in this ordinance uh one I wanted to point out that uh there was a request to uh put purchasing information of purchases over a certain level on the website uh we're uh that is not part of the ordinance but it's something we can do administratively and so we'll work to implement that and then can you say that again the there was a request that we put uh purchases over a certain threshold up on the website for transparency purposes um that's something we can do administratively it does not need to go in this ordinance but we can work on that and Implement that um like I said administratively uh the other item I'd like to bring to your attention is uh there's been some discussion it wasn't specifically asked of us but we we've done some research on local preference uh where uh local uh vendors get a preference um related to our purchasing procedure uh commission didn't specifically ask for that but clearly there was some discussion about giving Eustace businesses and local businesses um some preferential treatment we've done that research uh it we did not put it on the agenda but I'm going to be forwarding to you a staff report uh on um local preference there are some issues with local preference yeah and I'm sorry Tom local preference I think it is good but I think that it shouldn't be um um I I think it's important that um the commission stays out of it sure uh I think that staff should handle that uh and the commission should stay out so I hope that's the language that you're putting in there did not out send everyone a compl I I I have a staff report that kind of breaks down local preference um my some of the issues with and I know we don't want to get into a a complicated disc discussion um but it can it can prevent people from bidding because they're concerned they're going to lose to a local business who gets preferential treatment and then actually um Orange County specifically has uh reciprocity penalties for local preference and what that means is if they do a solicitation and a eus business applies they penalize the eustus business because Eustace has a a local preference policy if that makes sense so our companies would actually have right uh be at a disadvantage going to somewhere that has a reciprocity agreement so we will provide that information to you but in a nutshell what you have before you is upping the small purchase threshold upping the larger P purchase threshold and then language on emergency purchases if I'm not mistaken back when uh the Smith had Lake mechanical that's why the commission stopped some of that local preference at one time they were doing all the construction at the stadium at UCF and all those big projects and if we would have put that in place they were going to get penalized and probably lost out on those projects in Orlando yeah and that really hurts our local economy by not bringing the money home so if we have say we have a local preference that says 10% if you are less than 10% over you get preferential treatment Orange County adds 10% yes to a Eustace business's proposal as a penalty when they're submitting for um bids so it can it can backfire it could be a problem so Nicole or Lori on this I I wanted to say thank you to both of you for listening and coming out with this program so quickly yeah I think you're going to save a lot of money to the city so thank you now Tom will you bring this back to the Commission in formal or do we I don't know if it needs to be Sasha is this something that uh needs to be formalized in the form of a resolution or an ordinance I think and I I I don't know did we provide us we provided some examples and those examples ranged from a one time5 to $25 credit I don't know if we pinpointed the number and so we do need to know from commission um do you agree it should be a onetime only as opposed to a recurring every month kind of credit and then two what should the number be uh my opinion is $5 is not enough to incentivize someone uh but I don't think we want to do more than say 25 um and so we do we do need a um some consensus on the number I guess um do we I would recommend 25 do we um does anybody have an issue with that and then I guess we would need to know do we need to formalize it I mean if this is going to be a continuing uh program or if it's going to be for a certain time period we should um have that codified in a resolution just kind of specifying what these are and and and the time frame because I'm not sure if this is going to be I this ongoing program yeah so what it sounds like what we'll need from you is consensus tonight and then we'll bring you back a resolution I have a question sorry oh okay so for instance I do like Bank pay you know online and it goes to the water company are are you speaking in terms of um allowing the water company to take the money out of each month how does this work I think what we're excuse me I think what we're incentivizing is going to ebilling um I did we have an incentive for both ebilling and auto pay that's that is in only if you do both oh okay okay so you would have to sign up for both ebilling and autopay to get a credit which I would recommend $25 quarter one time one time one time yeah for address her individual per lifetime per year per quarter per those were some of the things that we had uh some of the questions we had come up with is what about existing customers that are already on both do we want to give them a credit um our recommendation is yes right um and then what happens if somebody leaves a city and comes back again and opens a new account do they get it again um our thoughts again are yes because it's essentially a new account right um if they're moving from one home to another within the city is there a charge if they continue to want the paper billing they just don't get the incentive yeah now there is a penalty if you are on both autopay and E Bill and you decide you don't want to do one the other or both we would charge you an additional 20 we would basically take that credit back back okay and you would have to pay $25 to go back back multiple residents under one owner every account every residence has its own account number so if one owner has 10 homes they would be eligible for signing up for ebilling and autopay on 10 accounts and they would get 1025 credits okay the idea is to have that credit one time per account per account would there be adjustments sorry per owner per account per owner per account and would it be um subsequently maybe adjusted for in any kind of inflation or anything like that or is this just one andone one andone $25 um with the exception of people who are already signed up we would run a report and if they're on both Auto ebilling and auto pay at that point we would give them the $25 that would all be done in one month a $25 credit put on there okay but I would say it would be re-evaluated from if we approve this by resolution then we can change it by resolution and in 10 years if we say 25 is insufficient it needs to go up we would approve it by resolution I would say yeah for new accounts I that I suppose because it sounds like it's just for current accounts or we're going to have that flexibility Bill 10 is that the idea yes to also yes we would we would retro the people who are already doing it and then anybody signs up for it in the future would get the $25 credit love it okay yes resolution resolution I'm good with 25 is everybody good with 25 I'm good with 25 I put 20 in my notes um and I do have one extra question though once we figure that out go ahead oh um I find the credit card fee that 3.5% I found it to be reasonable to be matching with some of the others okay but I'd like to hear from you currently for utilities um they are not charged a fee to pay by credit card right it is waste currently open to discussion on that if you would like but that's historically how we've done it any other Bill within the city they are charged 3% currently do we eat anything yes we eat that three and a half% so I will I I'd like to remind the commission we had a pretty expens extensive discussion about two years ago as part of the budget process and what we committed to doing was working it into the rate study to charge customers accordingly to so we do budget the expense every year but we incorporated that into our rate study so that those costs are being passed on to the customers as part of their rates but they're being passed on to all the customers correct correct yes I don't like it right that's why I made a note and what if they pay with a debit card or check are no fee cash is no fee debit and credit for utilities no fee debit and credit for any other bill is 3% but every resident is paying that fee because it's rolled into the water rates right now so if we we might be able to separate that to actually charge appropriate charges for what they're incurring so if they're using a credit card and the city is eating that cost I would like to know what those fees are I I thought that 3.5 was reasonable I think that was comparable to some of the other cities um but I'd like to know what the actual is it's probably around there in my opinion though that may de de incentivize people to sign up for auto pay do credit card auto pay is through check oh okay Auto sorry auto pay is check debit coming through uh auto pay is check only M um with our system so there's no fee the fee to the city is like 0.01 cents per it's like a bank draft because I think that's what Min is set up as is just a straight Bank draft but using a Visa MX any those credit cards the city gets charged a fee by that credit card company for people to run that card but not a debit card we get the charge directly from FIS um and it's averaging about $10,000 per month $10,000 a month in credit card fees to the city yes that's why I think it's reasonable to take a look between I think the two programs figuring out how to get people on autopay get them off using the credit card habit and trying to to reduce some of those fees I mean that's $120,000 a year that we could be saving and I really think giving them the option of incentivizing with $25 for the autopay in ebilling correct not only is it going to save us the $828 per customer per year but it's also going to save us um on those customers that would have otherwise paid with their credit card I I think the Dual ended program cared in a stick incentivize them signing up for things that don't cost us fees and then actually charging them what those fees are because I don't think it's fair to the rest of the citizens of usedas to have to pay those fees within their water bill but I think you guys have done a great job with this program it's really well thought out I have anything else Auto pays um Lori just pointed out great point autoace will also reduce our cut offs and our collection activities with customers and it takes the burden of remembering some of our customers have a 20 $30 water bill it's just they forget so with auto pay they don't have to remember it's I don't remember mine and it's not $20 some customers Tom you got enough information to get this worked out Bring It Back in an ordinance form to yeah did we I'm sorry did we have consensus on 25 25 was with everyone yep I think we have enough so it sounds like we want to unwrap the three point um out of everybody's yeah and if they're doing credit cards just those people paying with credit cards will charge that fee some credit card okay some credit card providers have a lower rate so like for instance tar doesn't use AMX but will allow his a master card because there's cheaper thank you sir just to kind of take that into account um you got what you need the problem that we wouldn't be affected with that is but I don't know what's we don't deal directly with any of the credit card providers the only way we can take a credit card is through Edmonds so Edmonds is contracted with fis fis gives us a straight fee gotcha okay Adam attorney are you having a sidebar on us I was just ask sorry I'm sorry I was just um getting a better understanding I guess of of of how the credit cards are processed because I know uh for instance the city of tar they will they don't accept AMX because they usually have a higher charge but they will allow payment uh with like a Visa Mastercard Discover so I was just kind of you know mentioning that and seems that it's just uh we have one provider that processes everything so there's no real way same fee for all I think Tom's got the will of the commission I'll let you all collaborate especially at your meeting in the morning and see what we can come up with and bring it back to us thank you to 3 at Wind Ministries 301 West wart Avenue there's a turkey giveaway for the community 300 turkeys are giving giving out sponsored by Florida Medical orthopedic and Spine Institute and their Partners whole bunch of different doctors and stuff are coming together to give out a bunch of food to the community um it is for everybody there's no qualification just pull up get a turkey and go um and then clean up eustus is December 7th in faren park and I'd like to remind everybody that heading into the holiday season the need for blood donors is very high so everybody could please consider going and donating blood got it that's it thank you ma'am Comm Hawkins uh yes uh Marissa it's coming up um well okay uh oh my gosh that is so cute on Christmas day uh we're going to have a bring your tots uh your bikes and all that to Park this is for the whole Community uh what coach Johnny did uh you know down at Carver Park uh we want to bring it uh that downtown so you know everyone that uh uh has a child that gets a a trike a bike a wagon a horse uh bring it downtown uh faren park on the 25th and we're looking at 12 to2 on Christmas day 12 to2 mhm 12 to2 bring your horse yes bring your horse I'd like to have a few of those in my size though uh those would be shoes for you um and uh but I love you I love you too uh also on the 13th that is cool uh the 13th oh I'm sorry the um the 7th and the eth of December uh couple of months ago we had the RC uh an RC event uh down at Baron Park on the 7th and the eth uh we're going to do it again we have people from all over the world now that're actually uh uh paying attention to eustus and will be traveling here uh to participate in this uh remote control uh vote competition so that was seventh and the 7th and 8th all right I'll be there for clean please come out for that December yes as opposed to November of next year and um um on um the 14th no the 13th I'm sorry the 13th of December we're having our special needs uh Christmas party uh from 6 to 9 6 to 8 I'm sorry 6 to 8 Community Center commun no it's at the Women's Club Women's Club uh so even if you have you know uh 10 or 15 minutes it's worth it to come and uh just witness the the smiles and the uh the joy that our residents have when they get together what time all it is going to be from 6:00 to 8 on the 13th uh the 28th of December uh I just got a text from Gail uh Thomas Isaac Thomas uh the 28th of uh December uh we're going to have the comedy show House of laughter so please come out to that um AEL the uh CEO uh at Advent uh Waterman Barry uh every year he does the uh the track across uh the trail in in Spain I forget what it's called Uh but uh he just started that um uh in the last couple of days and he's raising money to uh uh to benefit the hospital and the um uh the community uh so please uh consider donating uh to that and last but not least um one of the things that I notice is and and and I I'd like for us if we can do a better job um parks and wck does a lot of stuff that never shows up on our city page yes so now that that Miranda's in charge I i' like to see see that that happen a little bit more uh I I had I don't know how many residents come to me and say I didn't know anything about it because they don't know to go to parks and ring um to look for it I think we've got a challenge there with the library too because the libraries got their own page Parks and Rec got their own page there needs to be a collaboration where everything can be funneled to one thing you know it's great that they've got their things going it's great they've got their own websites but anything that's on those should be able to funnel back to that City page and you know and not that you mention that it makes sense to me that we would have one website with a tab for the library with a tab for parts and R which makes it a lot easier it's actually pretty easy because all you'd have to do is redirect to those other websites and now we've got I don't know where where Bryce went but he's able to do that actually there I I'd like to make a distinction though between the library and parks and wreck I mean they their their page is part of the city website but the library has a completely separate website and I think it has to do with e books the history but also the County's involvement and so it it we can link and make it more accessible but there is a distinction between the library and parks and W yeah well it'd be good to make everything to where it can talk and it's is more user friendly I know Miranda B and I have talked we we there's a lot of work we need to do there now that we've got Bryce on board I think we'll be able to make that happen yeah so commissioner Hawkins what about on the Facebook page for the city the city of eustus Hometown Facebook page what if the events for all of those different groups Park and wreck Library City if it was an actual event on the page because when you've got a Facebook event or insta event people can add that to their Google Calendar so that might be a good start so all of those different groups can submit it to go on the Facebook page for this City and as as long as we get the information out there that's the most important thing um different channels yeah yeah um again there just so many you know we're getting busy or we're doing more there's so many things that we're doing and I'd like for our residents to be able to know what we're doing and to be able to participate I think that's what we decided about American Bloom putting it on the city website rather than another web page anything anything else Willie nope that's thank you thank you sir Emily uh I would just keep it brief I want to wish everyone a Happy Thanksgiving and that we'll all be thankful because we do have a lot to be thankful for and um I also want you to know um the events department will be having Christmas trees decorated on the Clifford grounds and the city commission will have a tree and it's going to be a grinch tree so watch for it thank you ma'am Tom yes uh a couple of items um we had our master plan community meeting um we are moving towards uh adoption or acceptance by the city commission uh I think we're going to try to have that on the December 12th meeting uh for City commission but then we're also going to have to schedule a CRA meeting to incorporate that into the CRA plan but we are moving forward with that uh we're also uh we met Tuesday with G3 C to uh moving forward with them uh and so we'll have uh more information on how we're going to move forward with them uh Land Development regulations we had our Workshop City commission seemed pretty pleased with direction of uh kimley Horn uh so we are working on uh bringing that to City commission for adoption for that we're targeting January 16th uh we usually try to keep the first meeting in January pretty light because it's uh an administra ative uh an organizational meeting uh so we're targeting January 16th for that uh just a reminder that I am planning to be out of the office next week um Miranda's trying to make me totally unreachable but I will probably be reachable if anybody needs me sure see you make sure you get his last and at least a city thumb got Noel's number or a good block on yours so you can't take his calls uh just a brief storm update uh Public Works has picked up uh 4500 piles of storm debris um uh almost, 1300 truckloads of debris and uh 6400 tons of storm debris so we're keeping busy and um most of that is making its way up to the burn box on the North End at the North barn uh where we are uh burning and uh trying to get rid of that debris so want to thank them for everything that they're doing um it's a lot of work uh in addition to their existing responsibilities can I ask you how many thank you thank yous you got from the public on picking up really really okay good okay oh Tom we are on the second of January we are having we are we are meeting January 2nd but we again we try to keep the actual business light uh because uh we have to swear in um newly elected Commissioners uh we have to elect mayor and vice mayor and then you have to decide who's serving on what committees and so we try to keep the the meat off of that agenda to get through all that other stuff January 2 yes yeah yep and then uh you have some information on the de uh related to our relationship with Tron clear viiew I just want to point out that you have some information of the day is to take a look at that and that's all I have thank you
