Zoom today will Mike roll call FR did he freeze he's in the freeze all right thanks uh Alexander Silva yes Kristen can Olivera here John BR yes here Rick Mancini yes here and we also have Sandy Dennis Administrative Assistant here we are missing uh Jim Hornsby and we're missing uh Joanne Bentley uh we do have a a new appointee he's not sworn in yet so he can't attend J uh BJ McDonald is in the audience uh he'll be joining us next month and we also have the other position being filled by the uh city council um let's see um any citizen input nope okay uh can I have a motion for approval of amends from September 16th I'll make a motion to approve the minutes from the meeting on August oh September 16th uh 2024 I'll second okay all in favor we have to do a roll call cuz he's a roll call uh Mike roll call I think he's Frozen again thank you yes okay thanks Alexander Silva yes Christen Kar Oliver yes John BR Yes Rick Mancini yes all righty uh next we have up the uh Maritime Museum can you just do the annual Mee annual meeting oh okay yes we uh forgot the last time to uh approve the minutes for the annual meeting uh from August 19th going to have a I think motion to approve the uh meeting minutes from the annual meeting on Monday August 19th 2024 and I'll second that motion okay roll call Mike Michael FAS yes Alexander Silva yes chrisan kwer oliv yes BR Yes Rick manen yes okay and uh Maritime Museum is up next uh maybe just explain what this is yes uh they're coming in front of us for basically uh emergency funding um because the uh there collapse in front of the building um and we did look into this and CPA this says uh taking down the modern facet and restoring the original historic facet of the building is a restoration project and Allowed by by CPA and um so basically it does fall under the guidelines uh we did look into the insurance but your insurance I guess by the time you paid would not even meet the oh what there is a there is a potential change to that I was going to going to note okay go ahead and explain you first of all Christopher nardy Battleship Cove Chief Operating Officer um I'm Rodney jock from stock Architects so in the application there's a memo indicating uh this substantiating why the U insurance won't cover any of this project however um with in speaking with the uh insurance adjuster um I I noticed that the original um estimate before asbest uh uh positive before the esus testing um was less than the the new one if you will which you have in your package so they did not recognize that when they calculated the potential for a deductible um sorry for insurance coverage so potentially once they look into it further it was they didn't you know was just this just happened this morning after I completed the application it's potential for $3,100 coming back to us Insurance wise see you had there are not there are not three bids there are two each two of each I can all right so the 78,000 will be to remove the steel and all the materials around it it's a two-step process first the infill panels have to come out and be um the cocking has to be treated as a hazardous material um and that means undressing it from the steel beams has to be disposed of properly I don't even think as I mentioned last time I don't think it can be disposed of in Massachusetts so it's the extra cost there once that's done then if we choose to um remove the entire the steel structure that's the other cost um from the the two demolition quotes So when you uh remove everything the building will be secured sa safety wise and appearance wise will be wise we're not exactly sure what's going to happen when whatever the attachment points are are are just you know when they when the structure comes off some of that structures are fixed to the side of the building so I'm not exactly sure what's going to happen there but that'll be that can't be predicted at the moment yeah okay uh does the board have questions the question is when when was this originally damaged August um I have it in there I think it's August 10th okay and is this work that can be done now or during the winter months the removal MH hi uh thanks you well I should qualify that if it's really cold out they have to use a water um they need to they use a water we have the same thing happen with the quanset Hut they need to have a water bath it's a part of the process of treating aestus so if it's too cold out in the water wat speeding it but I don't think I don't anticipate taking that long or going into that part of the winter at this point is is there a Contractor on board at this point or or do you have to go out for quotes or bids there are two quotes in there from the two quotes from environmental contractors and two quotes from actual the actual steel demolition contractors and they're ready to proceed they were when this first came up but I they're all everyone knows what's going on I think they would help they would jump in on it fairly quickly for us it's not huge job compared to what the other projects they typically do yeah Al hi uh thanks for putting this together and resubmitting with the kind of change to restore the facade as much as possible um my question is well can I I'm sorry we're not restoring the facade well you're restoring its original appearance correct no we're removing it completely which will bring the building back to its original facade okay I guess yeah I've been identifying that separate structure that was put up as a facade just for the yeah not the original facade though that's the the newer facade correct if you consider the front the original front of the building of facade then yes it's we're bringing it back to the original facade yes okay that's what I that was my want to make sure that because there were some in some conversations that came up that you know are you you putting that back together I said no so well just for anyone listening and doesn't remember or didn't watched the last meeting this um newer facade that was damaged during the recent storm that you're asking to remove um it it's a it's a newer installation that was to recreate um the appearance of the Old Fall River pier or Marina I believe um so that's what's coming down and the building itself will be restored to its original outward appearance that is the the Crux of the project um my question is uh assuming this Grant award moves forward um you know today or or whatever is it anticipated that the work can be completed in time for you to open kind of in ahead of like you know the summer the summer season or when when would you expect um like a project completion I guess we're we're we're open at this time of year just about to make that change we're open to go down to three days a week that both the at both at the ship side of things and The Maritime Museum side of things so as soon as it's as soon as we get those panels removed which are a safety issue the museum can reopen okay yeah okay steel beams they're not falling down they're not going anywhere but the infill panel is a suspect in terms of their integrity mhm all right yeah I personally would think that this constitutes um an emergency application just because of the schedule and your you know loss of business operations and the Damage it's doing to far's economic sector you know during the summer season if you were to not be open um especially with you know the enhanced focus on the waterfront uh so yeah that's that yeah and the historic commission uh approved the restoration of the building if that facade is removed and it's restored that's that's what the letter is the approval letter okay Mike do you have any questions no I do not okay so so I'm trying to figure out so this this is going to take down the old facade or the not old but the new facade that was there correct so what's there after this is taken down that's is that going to be structurally intact where it's it won't need to any like whatever whatever we're giving is that going to cover whatever might need to be done to that so that the building can fully open do you do you understand what I'm trying to say so the removal of that structure yeah should not in any way impair this Integrity of the building or any safety issues it may be some aesthetic things in terms of there were bolts or studs I'm not again I'm not exactly sure how there was there are some attachment points to the building there's obviously going to be some damage or or some disruption to that when those whatever those attachment points are how whoever they have removed or or wherever they're removed so but we don't know that yet until it's done yeah that's you're going to need some clean up after you get all this done right and that's why we have Rodney on board here because he's going to work with a u structural engineer I believe to make sure that the minimal amount of disruption is is done and then I think what we're getting at is then the when you do find out what repairs are needed you know when you remove those beams the repairs made to that facade will be in keeping with the uh national park services Secretary of interior standards for historic preserv like we that's what we're getting at is you're going to return it to as it should look you know you're not going to add some kind of newer you know modern piece or something to the front of it that's what we're getting at I think have no I'm a former curator at the battleship so I'm I'm All About that yeah so yeah and then um just I think um I would I would add the caveat that um pending the insurance uh proceed if you get any money back that be returned to CPA I would think thanks so can I have a any more questions so can I have a motion to remove the uh still beams um just one more question so on the uh I just have two different prices on one in the application one in the agenda which is the correct one there's a 7,57 on the agenda and then the application before me says you're requesting 7862 well that extra money is was a contingency that was recommended by the uh okay so do more I'll so can we have a motion to remove the still beams the spus and uh all all material from the uh from facade I'll I'll make that motion yep I'll second that motion um uh roll call uh Mike Michael farious yes Michael farious Yes Alexander Silva yes Kristen Ken to oliv yes John BR Yes Rick Mancini yes all righty thank you good luck thank you thank you that from them that's from them yeah oh okay all right that's what I thought they're uh group okay that's what I saw uh next we have the Fall River fire Museum I was going to say a could you come up to this one too yes sir my name is Kenneth leder from the four of a fire Museum Al Ola City operations city of for now I guess since we this just went out to bid and it came back extremely higher than what we approved back in 2021 correct um so you're looking for the additional monies for the roof um I wish we would have got bids in quicker could I have a point of clarification is this an emergency application or this is for additional funding okay because there it's uh the money that we issued them uh was what was it uh initially gave them uh 381 381 065 but they just sent out for bids to have it done and it came back higher M okay well that 381 that was based on the original estimates that we had gotten back in in I think you said 2021 yeah I think we lost M if we want to wait oh yeah we can't cuz we have to wait sorry we have to wait until we get our Zoom member back um we'll get back to the uh fire Museum um the cost overruns on the roof um the big thing was covid obviously that that stopped everything in its tracks um there was turn over in the department and then with the current economic conditions that we're under right now you were just talking about price increases on a gallon of paint yeah obviously the prices have gone through the roof of for everything that we're trying to do um and it's unfortunate that the two projects the roof and the windows have been kind of in in limbo because we we didn't feel it was right to come before you your board again and ask for funding for other projects while we still had money sitting there for these two projects that we w't able to get off the table and uh unfortunately between then and now we've we've come up with a with a unfortunately a tremendous price increase that we have to deal with and that's why we so we did go out to bid with this we did have a local firm that was um from the area that was the low bidder uh the other the other uh contractor was uh over $200,000 more the low better um will honor the current price at this point um if we can find some funds what current price the 480,000 out nope no the price was 7246 and that was the lowest bid so that's more than double what we originally funded yeah um that's for the roof and the gutters and the down spots so when was when was it put out to bid it was put out to bid in July so is there a reason why it didn't go out sooner than July I mean I've been here for the last year and a half and when I came on board that's when I took the pro one of that one of those projects on I think that was I think that was part of the problem there was turnover at the top of the department and it never got the priority that it that we would have given it to it but there was other projects in the city that that took more more attention and kind of fell to the bottom of the pile unfortunately that that's my understanding now is this emergency funding that you're looking for this is cost overrun yeah I so I have a question so how much more is is it actually going to take and how much more needs to be done before people can actually start going into the museum before it can actually be open well the two projects that we have ongoing are the roof roof repairs and the window uh um replacement the one last thing that we had to do was the um fire alarm and emergency lighting system MH um unfortunately we had received a a grant from the state um and we were able to do do a whole bunch of things we put in handicapped accessibility handicapped bathroom handicapped parking and we bought all the materials we needed for the fire alarm system and the and the emergency lighting and we had an electrician that had offered us his labor to install all that so we took the money that we got from the state and we prioritized on the other things that we needed to do and then when we were ready for him to step up and now begin the installation so we can open the doors unfortunately he he had to back out um of the project um so we are in the process of raising money to do the installation of the um fire alarm and emergency lighting system we've had uh several fundraisers we have a GoFundMe uh fundraiser that's ongoing um and that is to raise the capital we need to install that and once that's installed we can we can we can have uh the public can can come into the building they just can't come in until we we have the fire and and uh emergency lighting and the windows in the roof correct actually that wouldn't hold us up from having visitors come in but it would be it would be easier to to have that done when there was nobody in the building obviously they' be going making dust and and stuff like that so I I will say that um we have been working towards um this roof project um the designer designed the project um Civ designed the project there were some structural issues that had to be repaired so we brought on a contractor to repair those prior to the contractor going in there and the engineer there was some guano um in the upper area so some Surf Pro needed to come on in and clean that up we did have an architect uh designer come on in to make sure that the uh the area was structurally sound for the roof and we are we we went out to bid not just for the roof it was for the gutters and some masonry associated with that so down spouts some down spouts and some yep some gutters and some down spouts so we have been trying to work on uh to get this project uh to this bidding stage and that's when we were able to get that so that they would honor the 724 bid they did say that they would would honor that M um Mike leage who is now retired did contact them and said that they would honor that at this point and when they be ready to start once we had the funding and and you guys are looking for 480,000 additional correct uh there was the the additional 418 and then some contingency associated with that so now what's going on with the windows has that been started or so it's been designed um at this point we're ready to to bid the windows out so then the windows could also come back double the price at this point couldn't tell you uh it based good likely yeah I mean the the the these projects were came in front of you in 2021 so right so is the city putting any money toward this just just the time and effort that it takes to to manage this at this point so when do you think you'll get the bits back for the windows we just talked to the architect today they we told them to get get the green light so I would say another 30 days to um put the package together and uh put it out to bid package is almost done from what they were saying I mean I don't want to vote on this twice but we're we're in front of you for just the roof at this point well well if you had to come back again for the other project I mean yeah I I I I would like to see a complete package at this point because this is an extremely large sum of money when you look at our total budget and there are people coming in in our system you know trying to achieve some sort of renumeration for their projects and uh Co is fine that's a fine excuse but you know reason but Co was done two years ago we were pretty much finished with Co and contract is slowed down down a bit but they didn't stop so there so if I could just clarify that yeah the the initial bidding I mean the initial quote that you that you received from this group I wasn't here but it wasn't it was during the co time frame prior to that and that changed the whole dynamic so we talk we we can talk about yes there's a covid issue but at the end of the day that initial price was what we're referring to we're not saying the cost materials out of this world we're just saying that that's the reflection of what the initial cost was to this to this date so the only the only consideration that I'm going to say is that we'd have to go up to bid on rebid on that because I can't ask the general the general contractor to um honor that that price any longer so we'd go out we'd have to go out to bid and we'd probably have to do a little bit of value engineering to see what we can pull out of the project um and then go up to bid and uh see how how it runs at that point see I don't know to me it it would have seemed to make more sense to bid it like later in the winter or early spring rather than at the end of like in the middle of the summer when everybody's already kind of booked up and and limited as to what they could do you might be able to actually get that number down yeah so that's that's the hope with the Wind those um and right now if if you if you say that this is not going to be an uh added funds then we can go out to bid with the um roof as well yeah I I would feel more comfortable would you make that motion because I I will I would make that if you it's actually bid probably from 220 so you got four years of right but but I remember going to a meeting a few years ago about the roof and it just I still have a really hard time understanding why it took three years to like I know there I know it was turnover but on the part of the fire Museum I think you should have been more on top of all of this to say hey we're still here we need to get this done we've been pushing every every chance we get when we're calling here government center and trying to find out where our project is they they have they have been doing um a lot of work we've we've been working with them the try to get contractors in they've been doing some restrooms they've been doing some work um it's just that this is the time when we can we could go out to bed Alex uh hi I just have some a couple questions and I know this is a I think this uh project is one of the first for CPC actually looking back I think it was one of the first funded and uh it's been awarded a lot of funds over the years so and I know it's been confusing at times regarding you know building ownership and and stuff so um that kind of threw a monkey wrench into this too so how many of our CPA projects have been completed um to date and I have an idea based off of the list but I just don't know how many were actually completed and changed and stuff so just how many were completed so far um I know we did the um the repointing of the bricks yeah first there was an assessment that was the first year I believe and then I think there was two masonry Awards and has has that the two masonry been completed okay and then there was Windows right well the windows have not that's I but that in order of application I think there was Windows then I think there was an emergency application for the guano incident and the structural repairs I remember you guys coming before us and asking for an extension at one point recently for the roof and I'm sorry if I'm misremembering things but I thought there was a discussion uh regarding the order of the projects and how it could have been done better and I thought in that discussion during the extension we had floated and I thought voted on this idea but maybe not um resending the money for the windows to put it all focused towards the priority project which was the roof to make sure that was completed so did that not H so the windows have been design designed they haven't gone out to bid yet the windows are part of our bond so I don't know if we can reallocate those funds I don't know that but I'm still kind of of the mindset that the roof is the priority project and if there is no guarantee of you know double more than double the initial appropriation or or funding request oops funding requests for the project um I mean because you're asking for 400 80,000 right now I don't know if we've even gotten this year's allocation fully in but that is a significant chunk of our total funds I believe it's it's more than a third depending if not counting the funds we're been working for years to get back from you know finished and unfinished projects such as you know yourselves I believe um so I'm wondering I guess and I'm floating the idea of reallocating the funds for you know not up until the design of the window since that's already been done and that sort of work that can be more done in perpetuity or that work lasts more more in perpetuity than um you know cost of materials and work and labor and such I'm wondering if it was more feasible for everyone to shift that money towards the building uh the roof project to ensure that is completed before you know costs escalate any further and then at your discretion coming back to the committee which I think we floated this before for the window project to to just a new application I think we had said you know just submitting a new application for that so that is my kind of thoughts on this I don't know how uh that feel how you feel about that I'm just going to get my sign you're talking about the 200,000 Grant we gave for Windows well it was 43 662 per year for 5 years so can we just reallocate those funds because I don't to know that right we have to we'd have to find out I would like to know that Sor for the mic I would like to know that before voting on it I think um just because I'm not entirely comfortable um voting on such a large funding request in the middle of our current funding around I don't think it's necessarily fair to the app applicants who have waited for you know the typical funding period um just to have you know a third of the funds taken out in the middle of our review of those applications well this wasn't Our intention happened to us absolutely I I I completely understand that I mentioned earlier we purposely did not put in for any other projects because we felt so bad that that money was sitting there and we Y and I think past iterations of the committee even had a long-standing principle of not awarding any further grants of projects that still had outstanding projects which I think yours was one of the examples in that discussion that was one of the reasons why we we didn't feel we could come forward yeah and and here we are still um five uh three is years later for this roof project um and even further or not further for the the windows so I'm just trying to get some projects completed I guess and believe me we do too no no I I know you guys have been working on this for years you know um and I think everyone wants this museum open to the public Fall River has a very uh story to history with fire it's shaped the city extensive history you know literally um I think the fire Museum would be an incredible educational tool and I think that's why um you've seen so much support from the community and this committee so which we very much appreciate so I guess my feeling is I I'm not comfortable voting on 480,000 additionally to the 381 already allocated for this without knowing about that changing of the window uh reallocating the window money but I before I any that I just would like to know your feelings on that idea if you think it's more feasible um you know in terms of getting that roof done who would have that answer Bridget would have that answer yeah Bridget our financial the city's Financial Officer um now when we go out the bid it's a certain project they it's a certain project that you have to use the money for right you can't you can't change it absolutely so we'd have to have Bridget if we can do it I don't know yeah I mean it could have been a case of oh sorry Rick I should have gotten yours as well um it could have could have been a case of you know resending that initial Grant award and then just awarding the grant award in full now but since it's tied up in a bond I just don't know if that's allowed you know so that's I guess the one question before voting on this I paying on that bond for two years already so I know I mean that's part of also the problem like we know that there is a a lag you know at times with some some minations the city hall um so that's just kind of where I'm leaning um I mean if if it makes your job easier I I don't see an issue with it my only problem is um we need to get that done too with the windows no I know and the bid uh you have for this roof won't last for forever and that is my biggest concern is if we can't you know make this work now like you know I don't even know if see I'm my second kind of thought is we would maybe put this on hold till the full funding round you know at the at at the beginning of the year but at the same time the contractors might not hold you to those quotes and you will have a whole other problem again so that's why I'm trying to think of a more immediate solution that addresses the most pressing need but there might also be a lower price at a certain time rather than bidding it out in July when everybody's already booked up and then you're kind of stuck the other thing we've noticed is every time we have a significant storm whether it's wind or rain or something like that we we losing parts of the windows that are cover there the MS are starting to fall out glass is starting to fall out has um I know that one sorry I'm just getting a lot of feedback at one time they were boarded up because of vandalism um they're unboarded now side is is plywood over it because we had somebody that kept throwing rocks through our Windows yeah so that's that's the another like you know my third concern I guess is doing the windows before the roof is the same problem we had with the vandalism I mean we just had that instance um in North burial ground you know we did that gate house and we're in the process of doing the gate still and people already have damaged some of the windows and now it's boarded up for the protection of the rest of the windows you know so it's a done building boarded up because you know it's still waiting we we're Our Hope obviously is once there is more of a presence there in the building y that there will be less opportunities for these people to to do damage absolutely and um we have put up security cameras we have security cameras 360° are on the building that was another investment that we made and we're monitoring that constantly we've we've picked up on people uh we have a um tractor trailer body in the back that we use for storage of items and uh the kids are constantly tagging that and and putting graffiti on it so we're keeping track of that we keep going back over there and repainting it and we've made um complaints to the police department when we when we have somebody on tape vandalizing the property yeah so that's just kind of my thoughts Al I don't know if you had any no I mean I just wanted I just wanted to comment you you brought up a great Point um bidding out in the winter right now for that type of work I I would agree with you because that's why I just asked the window folks to push that one through this time in this time of the year most people most contractors are already looking for work for the summer or spring so it we could go out to bid again and reject these go out to bid and then come back to with you to uh to show you what the results would be Wei to doing that I'd like to go over every part of that scope to see what things we can can back out and what things we can't so so um might I suggest then we maybe table this until the end of our normal funding round at the end of the year which will be winter it would provide us again an answer for um that question about reallocating the bond money it'll give you possibly and hopefully an opportunity to rebid it in the winter and then perhaps when we meet you know to allocate the year's funds um we'll have a better understanding of our options that you know we'll get this thing open as fast as possible right okay I would say let's table it month to month in case yep yeah that's fine too instead of um are we meeting each month yeah okay are we meeting in December mhm well some we usually cancel it I know we have a books but it's like DEC not on the book okay so not so then we just have November and then the January yeah so yeah I'm not trying to like shoehorn you know for just kind of mys on how to make this work as quick as possible I I just hope your theory that the prices would come down is is is works and it's not just going to go up even higher you know that's my only concern yeah that's the thing the longer we wait prices do go up and I mean it's unless we do something about you know the current economic condition I don't I don't see the prices going down you know we got to get diesel Under Wraps we you know can you ask bridg tomorrow if we could switch to B Bond money okay around like so if you wanted to rebid it in the winter how quickly do you think you that would Pro that process would be I know not familiar with the timetable like say so if we're meeting month-to month and we don't meet in December um and we get our answer back by November would that be quick enough for you to possibly have rebid it no probably it's the middle of November I'm thinking public bidding usually takes usually takes a little over three uh four weeks so four so we're kind of approaching that typically uh but I we'd want to we'd want to see what what's in here to see what what we can and cannot um pull out um I don't think there's going to be much but it's worth worth checking before you go out to bid again okay um so more like January well would be I'd like I'd like to say December I'd like to say December so how about you reach out um if that's the casee then we we do a special meeting maybe in December um you know if it's early December before people have holiday Hang-Ups and stuff MH that way you know we can just try and make this timetable work for us for a change and if you could check see if there are any grants out there there might be I'm I'm sure you've looked at them but I'm just res suggesting you go out there and see what kind of Grants are available for these types of projects you know to I don't think that would be on us though way that would be um we we we tackle every grant that we can we can possibly get our hands right you can look for it too I mean exactly right but I don't know if we can apply as the museum I think it has to be the community maintenance that applies um so I'll just give you a little tidbit um you definitely can as the nonprofit that's the uh you know Runner of the museum um you would just need sign off from the city to apply for Grants um in fact you being a nonprofit would actually open you up to different kinds of Grants too so definitely there are a lot of federal grants in your area that are available yeah Mass cultural Council has some specifically targeted four facilities for nonprofits and museums too and and there's there's historic grants available also for a piece of property like that that are available and and again as as Alex just mentioned you have the ability to apply for MH okay you have the ability to apply for I wasn't sure about that yeah well Mike Mike's done a lot of work in the past looking up grants he would be able to give you more information about that I thought once it was taken out out of our hands and and it went to community maintenance that we could no longer do that you're still the nonprofit that's running the museum they're just the owner of the building you just need a letter you you just get a letter from the city saying it's okay for you to accept the grant oh all right okay so since Mike's retired he has plenty of time yeah so that was a little bit of the confusion with when I first talked to Mike was that do you have to do we have to put this through a public procurement process and I told them we had to but so there was a little delay there but I think it's because it's a city-owned building it you have to if you if the museum had assumed ownership of the property during that discussion then it would be a different a different case but then you know you don't gain the benefits of City ownership or and you could also approach the historical commission and get a letter of support so that when you apply to some of these other organizations you're getting an official historical commission from from the Lo board or from our local board local local board yeah all right so we have a motion to table I'll make a motion to table this uh till the next meeting in November I'll second okay roll call Mike Michael F yes Alex Silva yes Kristen K oliv yes John Yes Rick Mancini yes all righty thank you very much wait to hear back from you on that then go too far out you're up next oh I know and we did get a uh uh back on the uh Kennedy bathroom um it's a it's clearly Rehabilitation project on historic building which is allowable project is keep the original use exterior features of the building which is required when doing a historic rehab inside a building CPA allows for all systems in the building to be brought up to Modern standards including Plumbing fixtures ADA electrical and any other building cost uh so we can do the inside just uh we just have to follow the standards of absolutely you know outside you're going to keep the same keep the same okay we're going to repoint that that that stone and make it uh a little more solid give it a nice little roof and uh bring it up to uh new standards at this point okay so we have to vote on the eligibility voting on the eligibility do you have a question yep hi um so this grant is so I saw in your application um this grant is solely for the exterior and then phase two is the interior work correct okay so this money is only going towards the exterior which I think was a little bit of a question um could I just ask that in your full application you also include photos of the Interior as well well absolutely thank you do you want current current photos current absolutely yeah um I just in the application I noticed it said there was like some terracotta work and I was just wondering if perhaps maybe some of that could be saved and it's not a full demo or reworked or you know that that's just my I just would like to see it just when when they built that I did a walk through several times when they built that they built that the right way it really did they used nothing but the best materials so I'll I'll get some photos thank you you'll uh you you'll get a chance to see that and now is the interior covered by the city's going to cover that cost we haven't determined that yet we're assessing that right now at this point yeah okay oh because this says phase one full demolition of the Interior Sur reconstruct new men's and women's restrooms and add Public Access techn different on the agenda the Apple the actual application for the outside it distinguishes that's what I wasn't sure too okay okay and then uh okay have so I'll make a motion that the Kennedy Park restrooms project does meet eligibility under historic preservation I have a second I'll second that motion okay Mike we're voting might have be frozen hello Mike feel so bad all right mik we're voting on eligibility for the park can you hear me uh yes I can I I voted yes yes okay thanks you froze Alex Silva yes chrisan can ol yes John BR Yes Rick Mancini yes okay uh then next one was the uh walkways in the park um so is that under that's a different project that they want to do no no no what category was that falling under that's oh that was that fell under uh open space well it was both I the out yeah um since this is technically an eligibility hearing could Al just give like a um description of the project and maybe absolutely so if you if you ever have a chance to walk the um the walkways within the Kennedy Park you'll notice that the walkways have been extremely deteriorated um there's some trip hazards there's some bad Concrete in in the and if the designer when they designed this designed it in a serpent type of fashion and they did that because that's his that's his design um but some of the walkways um and if you did it does anyone have this document right in front of them some of the walkways if you notice we what I did is I labeled that um from a which is all the way from Bradford all the way down to Middle Street and this is going to be all revived when one of the things that happens is the um the emergency uh Vehicles do utilize this roadway um for the Hilo helicopter for St an so so this is a a very important Road in this area and at times it'll come this way sometimes too but they utilize this hiload this B area right in here it go it someone put a baseball field and how could they put a baseball field through this walkway so we're going to get rid of this right and we're going just uh remove the concrete and Seed it um the sea area that that will bring us to Bradford and that's where the actual um that's where the the actual restrooms are so this is a direct route to the restrooms on C the D is not we're going to remove that as well and so we'll remove that uh seed that uh and E will bring us down into the center of the park and that was the mindset that we had at this point um again the B is completely utiliz not utilized because of the baseball field yeah so how much does it actually change the original design of the Olstead like the olmstead's original design by taking out these walkways so the only the only difference is is that this this B and this D is the only change but you have walk you have a walk path into the center and then the C goes right into the the restrooms so that's really the only change that that you're going to find um the only other the only other idea to that is reroute that b to keep it and then the and then the d uh which is really not often used because you have the the E access and then the C access so if we if if it's the board's mindset to keep to have that stay the same then that we can reroute that be um cuz if it's going to be under historic preservation yeah that was I don't think you can remove them under that guide um because it's an Homestead Park yeah even I think even if it's I was talking with the historic commission chair and I think even if you I think just because it's an Olstead park there might be restrictions on it that prevent you from removing some of olmstead's original paths um and I was going to I am also concerned about removing the original ID paths I would be more inclined to turn the baseball field than remove the path you know that's just my opinion um but I think in terms of Eligibility that would have an impact on I would say at least my uh opinion yeah mine as well I mean the fact that we have Olstead Parks I don't think people understand how big of a deal that is as far as like in in historic terms so the the the fact that we keep seeing the parks the theide parks being chipped away a little bit and a little bit and a little bit it it's it doesn't sit well with me that's well maybe B we could just hook it around well that's that's a change still changing the whole whole thing is the serpentine nature of the paths um right they were designed that way for a reason well yeah but then we put a baseball field in and that's but that's what I mean just it doesn't mean that we have to keep destroying the park just because somebody already it once do we just do the the pathway to the ball field and after well this is a matter for discussion during the application uh phase um yeah I'll just leave my comments for we can do a little research too on the historical commission and to see yeah uh how extensive that work can be right so we can try and work with you on that now absolutely absolutely I mean right now right now the walk anyone who know who's been walking that knows that this is not a good situation at this point so that part we know we have to replace and we'll go we'll work with the board to see what uh what we can and cannot do great well plan on keeping it the way it is and it meets eligibility do we have a motion for that uh yeah I I'll make a motion uh to move forward can Kennedy Park walkways um sorry did you want it under open space and historic preservation cuz it's only one check mark it's only checked I think under open space on the agenda and I think in the application I saw both but I might be misremembering from last month I I just assume that was open space and Recreation I did I did check both of those okay and but not historic preservation right oh I I did not I didn't think I didn't think it was necessary okay no yeah absolutely up to you um I'll make a motion to move forward Kennedy Park walkways project uh forward in under the open space and Recreation category um requesting $327,999 to rehabilitate the walkways second I'll second that motion okay roll call Mike yes Michael Ferris yes Alex Silva yes Kristen can Oliver yes John BR Yes Rick man s yes we're good to go all right thank you thank you [Applause] yeah all right uh project assignments uh going to go over the list we can actually table this till next I was going to say are we assigning new ones or what's there's not really we're going to bring on uh I was going to say anything related the parks we give the BJ and uh uh we have the other guy gentleman coming on um yeah okay so we'll wait then yeah so uh can I have a motion to table project assignment till next month I'll make a motion to table project assignments until the November meeting I'll second that roll call Wow Mike yep he's nodding his head yes okay yeah but that's not good enough yeah I know can can you yours Mike can you talk you're just Frozen so just keep
