we welcome all of those of you in attendance here and those watching online Miss Steves uh in the call to order will you determine if we have a quorum present yes Mr chair there is would everyone please stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the repu for which it stands one nation under God indivisible with liberty and justice for all thank you agenda item number two approval of the agenda do we have a motion for approval of the agenda so move thank you m Mr Wolf do we have a second second thank you Miss Bud any discussion discussion discussion all in favor that motion signify by saying I I opposed motion passes agenda item number three recognition Awards and presentations tonight we have a fairbow Deca presentation uh Mr Jared Kegler our business and marketing teacher and deca adviser I'm going to turn it over to you they're self-serving right Mr Kegler and way they go so welcome and thank you for presenting so if you want to pass the microphone back and forth as you you speak we can go from there so hold you figure that out okay so we're fairo DEA and we're coming here to speak tonight so I'm Jillian huberty I'm JN vages I'm no Gibs um so I am the 2024 2025 fairow chapter president and then Nell is our vice president for Deca this year and we just wanted to share some things with you if we can figure out the remote there we go so we're going to tell you about why we are here okay so first off Deca is DECA is a program for emerging young leaders and it teaches us all about business marketing management and all sorts of that stuff we're here to update you about last year and our goals for this year follow us on our social media we have a wide variety of social medias for all different demographics and all different people want to view them so all of our accounts are public so parents teachers students peers everybody can view our what we're doing in Deca and our posts so this is year 15 of deca we have some major highlights and I'm not going to read them all for you because you can obviously read that there's a lot but I'm going to go over some of our biggest ones so we've had 180 82 District Champions so that's first place at districts 413 District medals 489 state qualifiers and 78 State finalists and I'd like to point out that people say that it's harder to final at Minnesota Deca than it is at Nationals because of how intense Minnesota Deca is we're one of the most dominating States in Deca um we've had 115 ICDC qualifiers eight ICDC finalist medals and one ICDC third place Trophy and ICDC stands for international Career Development conference so for a 2023 2024 recap which was last year we had 40 students Advanced to the state competition with 12 District Champions 42 District medals and 13 State finalists in 11 events which is super impressive you talk about the different events for sure so then some of the events that we finaled in um at state are up above um personally me and one of our other officers finaled in a career development project which was a super cool project last year um yeah so another recap is that Joey Steinberg who just graduated Place 10th in the world in the virtual business restaurant Anna dears placed top five in principles of hospitality and tourism and qualified for the international competition we received Thrive Awards in all chapter campaigns um we finished top eight out of2 teams at the Minnesota state personal finance championship and that was a team of myself Anna dears Joey Steinberg and then Preston Burger um so enough about what we've done we're going to tell you about what we want to do so a big thing with de is we want to increase student involvement so with this we want to involve as many students as possible we've seen a decline and Student Activity all throughout Fable and every event and we really want to increase participation throughout everything a big thing with Deca is that it's not just about business it provides you skills and assets that will help you and no matter what field you choose to do in life it teaches you about communication about networking about leadership so we really want to advertise that to students so they can learn these core skills now do you want to talk about the lock yeah and then one of the things we did to increase student involvement is to do fantasy Deca where we had uh officers and upper classmen lead teams to earn points by getting involved in more Deca events um and then one of our other goals was to complete a lockin for team bonding and then that also can help with registration and begin some of those bigger projects and we just did that uh last week was it yeah and that was super great had a great turnout um and then we want to achieve Thrive Awards in our gold chapter campaigns and then have Freddy's locker room become a gold certified school-based Enterprise in both the retail and food and then as for our achievements so far this year uh we are scheduled to complete our community service project by helping set up for the iris Turkey Trot um and then like I said we had the lock in which was super successful and we had 28 of our members attend back to business Challenge on October 30th and 31st and that was a big success too thank you so much for having us do you have any questions about feral Deca I I I'm going to ask a couple maybe just to set so we have some common knowledge so tell us about Deca is this an after school uh I want to say club or organization or is it do you have a class in it as well during the school day give us some exam information Deca is an after school club at some chapters throughout Minnesota um it is a class at Fabo it's not a class but there were business classes that involved Deca like the marketing class um the business there were a bunch of different ones those classes have been cut so now it's primarily became an after school club um which everyone gets to participate we get a great turnout but we lost a lot of participation because of those business core classes being cut led to students not really knowing what Deca was or having the time during the day to work on projects learn those skills thank you other board members can I just ask to follow up on that so um being that it's after school how do the kids that are involved in extracurricular Sports theater whatever how did they then participate in Deca how does that work so Deca is one of those things that's great because you you get to pick how much part effort you put in what how much work and time that you can put in you can do so if you don't have that much going on after school then you could take on a heavier project like a 40 page paper and you could dedicate more time to that or if you have a lot going on um one of the events that I do and I love is role plays which is where you pretty much just go in you get a scenario and you have 10 minutes to prep that's one of those events that doesn't require time after school um as far as like districts and state we have districts which is January 10th this year so that's like one day during the school day and then state is over 3 days and we stay up in Minneapolis overnight in the hotel so it depends on how much time you want to put in and what you choose to do yeah and our meetings are before school so the only thing that would interfere with that is like lifts or anything like that thank you question Mr chairman I just wondered it maybe you said it how many uh participants do you have right now from the students um we have 40 members this year a little over 40 might be around 50 this year and that I mean that sounds good but what did you have prior to that where you said you may be losing some we lost so we graduated a bunch of seniors last year we lost around like 20 over 20 seniors um which was really hard um we've had a hard time retaining students especially with kids not being in school it's hard to get students to join a club when they're not even at school or they don't come because why would they join this and come in for a meeting at 7:30 in the morning so that's an issue that we've had as well as um teachers could promote Deca um with like business classes because we know that's the number one career field right now when students don't have a class like this for someone to be interested in and have Mr Kegler and miss kuds and be like hey you're doing really well at this you should join Deca like your paper's done you would you could literally compete this paper somewhere then have to put in more work so that's what's really sad about seeing all these classes being cut and students not in the school is that's part of the reason why we lose numbers um and then overall we are seeing less students participate in activities throughout everything whether that's music Sports um the play theater stuff like that thank you Mr chair and thank you thank you for the presentation yeah wish you well in your projects and your competition M Mr chair I just like like to um uh thank Mr Kegler and Miss uh can and griffith did I say that right yep thank you um just leadership's a big part of this and and thank you to you students for doing what you do and trying to um attract new students and retain um who you have there so 15 years of this is absolutely wonderful and remarkable so hats off to everybody involved thank you I'd like to thank you for the presentation as well and I I think most people in this room at least at the board table know or should know that when you go around to Big N schools Deca fairbow is recognized when you go to Southeastern Minnesota fairbow Deca is recognized when you go to state conventions Etc fairbow Deca is recognized very high quality program I told Mr Kegler this years and years ago that it was recognized at mde Etc outstanding quality program and he'll say it's the kids what not but again as Mr wol said the leadership Etc and then the you participating is second to none so thank you so much and congratulations on all your accomplishments we appreciate [Applause] it wait a little bit now as we move to uh agenda item number four items of information and uh student board representative Miss Jullian huberty hi all right so um what I have to update you guys on um tonight is kind of about what we're doing for our annual Toys for Tots fundraiser so we decided to completely student council decided to completely revamp what we've done in the past for our choice for tods fundraiser if you don't know what we did before we um raised money kind of throughout the month of December by doing different things like Raffles um you could like buy or rent an he and like they it was an upper classman who would follow you around for the day we do a variety of things um we decided to change it this year after seeing a decline in money and participation um so our end goal was to make more money because then at the end of that week student council goes with all the money that we raise and we buy toys and supplies for people in our community Through the toys for Tod's program so what we did this week was this year was We decided to condense it down into one week um and we wanted to call it we went for this more of like a snow week a snow coming is what we decided on calling it so what we did was we created a voting system kind of like a court um to get more student participation involved so now we have um a snow court is what we're calling it but instead of it being just for seniors like homecoming typically is we have ambassadors from each grade so this increases participation as students are more involved and they get to feel like they're this snow roll royalty um so we have ambassadors from 9th 10th and 11th grade and then there will be five uh girls and five boys um uh seniors who are on the court and then we'll vote for king or queen at our sades dance which was a big fundraiser in the past um that we had been seeing a decline in participation we a part of it is that we're crowning who is king and queen of the court on sades at our grand March and then we're also adding a grand March which we haven't done in the past so that we can get more partici ation as parents and other people can come watch their kids um go and then that would raise more money a really fun thing we're doing is donkey basketball so we found this company who does donkey basketball so they bring in donkeys they like take care of everything and it's students versus teachers so students get to come and you ride the donkey and you like play basketball and shoot hoops on a donkey um it's on a Wednesday night I think I I don't know what the day for sure I'll check on that but this was a really fun thing because we get people all over from the community involved like teachers it's not just High School teachers it's everyone also who doesn't want to go watch their teacher ride a donkey and play basketball that's kind of fun um so that's another thing that we're doing um and then we're overall we're just trying to really condense the week into one week to Hype up as much student participation as possible because at the end of the day all the money we raised goes back to towards our community so that's kind of what we're doing for our snow coming excellent like real donkey yeah so they're real donkeys they like put stuff down on the floor there's like a little poop crew who comes in and cleans it up like there's three games there's like student's first teachers students first teachers and I think it's the winner of those two games playing a final yeah it's like they wear Little Boots donkeys have little boots on and stuff it's really cute you say that was a company that's does it yeah really mhm they like take care of everything yeah so Mr so Jillian I hope it's well publicized and promoted because I think a lot of people would like to go yep we have Flyers out um around different spots in the community and then we're posting on social media as well yeah well Jillian I will have to admit to everyone here not I have done the donkey basketball it's interesting to see your teachers or whatever and then not only ride the donkey but fall off them and try and get back on and it's it's a good time and it's uh good to take make sure you have some painkillers the next day because there's some Falls but it's a very good time it's for a good great cause and it's an interesting way so yes it's very good so thanks for doing all that great good luck it's concer Lu yes are you having good luck recruiting teachers yeah we have a lot of we have a lot of people who want to do it yep okay just had to ask very good agenda item number 4B items of information school board members anyone wish to chime in on anything Miss bud I would love to okay Mr chair thank you this last week um Jerry and I toured McKinley pull the microphon a little bit Clos sure thank you Jerry robishaw and I toured McKinley for about an hour on last Wednesday and it was it was a great tour and eye opening uh eye opening in that of our prek program we have 236 this is what in the stats we were given 236 prek so three through four to I'm under five and of those 105 are special ed and that's quite a large percentage and that was one thing that stood out to both Jerry and I um also another thing that stood out was really the consensus among the teachers how they they love their work and as difficult as it is and they're very focused on trying to get all of the prek into one building this isn't a advertisement or promo but I that was impressive because they like their space and they really would like to stay in it but um they feel that they're not able to collaborate well with the other teachers they don't aren't able to discuss curriculum like they'd like to and um their equipment you know sometimes your equipment you get at garage sales and such and your toys and so it would be wonderful to combine the three schools that have these programs and some say there's four um so the consensus that I came up with I tried to make notes was the Specialists they really want all their specialists in one building there's wasted time in travel and those Specialists aren't available always when they're needed that take some time to get there um there's flexibility in the use of Staff when you're together um there's also room for program expansion which we don't have right now and that is one of our one of our three goals ready for prek right and so I just felt that this visit was very enlightening to me I'd like to go to the other two schools as well to see their program but just focusing on the prek andk so I just wanted to share I was very excited and I I don't know how Jerry was he you know he's more reserved so he he's probably excited too so I'm grateful and I learned something so thank you good thanks anyone else well I'll chime in since our last meeting I I too have visited a couple schools I've been to Roosevelt and to Lincoln I was read to by a first grader at Roosevelt just when I was walking through at a first grader Roosevelt looked at me with big blue eyes and says would you like to hear a book about cats and I did and the second one was read just as well that was heartwarming realized why we do what we do I also visited Lincoln and I think both principles there at Roosevelt and Lincoln were surprised by the number of people that I knew and I said well remember I was here 36 years but most of those people still aren't there or aren't there anymore but I knew quite a bit of people so it was very enlightening it was good to see kids and all the great things were happening in those classrooms um it was be very honest it was difficult to see and so I've been there done that with 32 and 35 students in classrooms they were full but very active teachers were do an outstanding job as usual also uh attended the band concert at the Ferell Middle School I think that was couple weeks ago packed house in the gym uh boy we have some talented kids in this District and they really showed it uh in their concert um teachers and directors you do just an outstanding job it was great to see and then lastly I was contacted by msba by Kim Lewis from msba and asked me if I would be a delegate to the delegate assembly uh here in South Eastern Minnesota and I I accepted that and then I also attend uh on as part of that I attended a zoom seminar on all of the other there's 29 28 uh recommendations that are going to be put in front of the delegate assembly on December 6th and 7th in the metro area uh to establish mba's U platform to present to the legislature legislative platform Etc so lot to learn and exciting there but I'm happy to represent Faro and Southeastern Minnesota uh with that as well so um again I'd just like to say to all our students and our teachers and our community that we got great things going on in our schools and great things are happening and and thanks for sending your kids here and we'll do the best we can with them each and every day so that's where we're at moving on uh 4C is oh I'm sorry Dr Mo no I I just wanted to mention too with the music program I went went to the um band concert as well uh at the fairbow middle school and also the choir concert and I'm going tonight to the high for the firebowl high school uh and I think we've got a a great bunch of uh you know we've got a great uh music program I think with a bunch of great teachers and I think they do an outstanding job and I know the I think at farewell middle school they're teaching them you know to how to leave uh read music and and I visited there uh it was earlier in the year I think it was or was it last year I can't remember but uh they do a great job and I think it's important you know for the music program so great job both at middle school and I'm sure at the high school which I'll find out tonight uh superintendent Mr benty thank you Mr chair um I will just say that I too participated in Donkey basketball probably about 10 or 11 years ago and even though donkeys are close to the ground it's a far fall so um so a few of the highlights from the last month uh earlier this month I got to serve lunch at Jefferson uh I love it when I have to when I get the opportunity not only visit the building but also speak with our students they weren't entirely sure if I was the best lunch uh server that they had had um and I'm going to be visiting the other two elementaries uh here in the next couple weeks to serve lunch that as well uh our fbow high school theater troop just finished their play the somewhat true tale of Robin Hood uh it was a huge success uh I also want to highlight that they took time out of their rehearsal one morning to clean up the high school parking lot a couple weeks ago so uh shout out to them for that I'm really proud of our staff members uh for the donations that they've made to support Dolly Parton's Imagination Library uh this cause directly aligns with our district goals of getting children ready for kindergarten and helping us reach out uh reach our read well by third grade goal uh it is the only fundraiser that the district does as a whole um and it we only run it through the month of November um our goal this year is 413 students which is our total number of prek uh and kindergarten students uh so that's that's our goal um for this year so we've got about uh just a about 5 days left in that I think so um our Lincoln sore students of the month got to play Minute to Win It games with the fow fire department so if you remember uh I think it was a month or a month month and a half ago they got to play kickball with the uh police department this year or this time they got to play Minute to Win It with the fire department uh thank them for taking time to support our Student Success successes with us um our FFA members packed food for Feed My Starving Children uh this month they're contributions will help feed 62 kids for an entire year uh students at the farbo area Learning Center recently took part in a mock election practicing their right to vote and getting hands-on experience with the Democratic process preschool classes at Jefferson had visits from the Fabo fire department as well the ambulance service and the Fabo police department and they learned about community helpers um it's great to see preschoolers connect their classroom learning uh to real community members uh back to our ALC students they visited the University of Minnesota's Bell Museum they got to explore the museum and expand their knowledge fairbow Transportation one of our amazing uh Community uh businesses that we work with Awards what are referred to as golden tickets uh to students who are safe and responsible bus riders this Stu this month we had students at McKinley Lincoln Jefferson and Roosevelt all receive golden tickets and then our Roosevelt sour students created a gratitude tree uh where students wrote what they were thankful for on a paper Leaf um and then all these leaves were arranged and showcased in the main office I actually saw uh a thankful tree when I was at Lincoln earlier today outside of some of their classrooms where students wrote on uh pieces of paper and put on there what they were thankful for it's very interesting to see the themes that pop up over and over again and what our students are thankful for um our grow your own program took its first ever field trip with farbo middle school students to the Minnesota State University Mano students had the chance to tour the campus explore academic programs and enjoy a meal at the student dining Commons uh during conferences at Lincoln families who attended our make and take math game not only left with fun learning games but also had the chance to enter a drawing for a free turkey thanks to hi ve principal benhart helped Mrs Wells class complete their learning on the pumpkin life cycle uh by making a Jacko lantern that the class named spookly uh you can see a lot of those pictures of her cutting up a jackal lantern with our students on uh our social media accounts and then Fabo Middle School recognized their students of the month for positive attitudes and exceptional Behavior both in and out of the classroom adult educations book club class continued Reading A Long Walk to Water uh they looked at a local pond and river water under a microscope and talked about groundwater and aquifi uh guest teacher also showed geodes and explained how they're formed Making Science part of their book study so it's interesting that we even have our uh adult Learners that are taking field trips and then lastly our early childhood family education students uh continue to have an enriching and learning experience in their classes at uh FEC and with Miss Stephanie at buckham Memorial Library as well so Mr that concludes my report for this month thank you Mr benty uh agenda item number five public comment we have no public anyone that wishes to address a public comment tonight agenda item number six the consent agenda uh do we have a motion for approval of the consent agenda move thank you Miss buo do we have a second second thank you Miss Steves consent agenda consists of uh minutes from the it's quite a list of meetings there four meetings with we've had the business meeting from October 28th the special business meeting uh minutes of November 12th 2024 canvasing minutes of November 12th 2024 and special meeting minutes on from November 18th 2024 uh with that as long as well as uh employment uh additional assignments and other and authorization of payments transfers and investment account and retirements um no discussion and consent agenda all in favor of the motion signified by saying I I opposed motion passes agenda item number seven the district advisory committee we do not have a report agenda item number eight policy committee uh 8A policy committee minutes report and I believe uh Dr Moore we turn that to you and Miss Steves maybe so I was not in attendance at the last policy committee meeting but um yes uh Mr chair I think we made uh quite a bit of progress uh we had some good discussion and as you can see I think you've got a copy of that and for some reason I don't but uh um I think we made some good compromise and we had some good really good discussion and uh um I think we made some Headway this time wouldn't you agree Mr benty I think yeah our last policy committee meeting was uh last week so last Tuesday and we discussed policy uh 66.5 which was Library materials uh this was a policy that was referred back to committee from the school board um we've been looking at this policy and kind of bouncing back and forth between the school board uh and policy committee since I want to say March or april-ish of this uh this year so uh like Dr Moore said uh Great Compromise was made um I think everyone walked out uh happy with the progress that was made um and we have a policy with revisions that is on here for first reading for you yes and you'll you'll see that on there as as as Mr benty said first reading so M Mr chair can I ask a question about that policy so might as well jump into it because then we're on to oh I'm sorry no that's fine we're on 8B the first reading of policy 66.5 Library materials go ahead Mr Wolf thank you so uh Mr benty and uh Miss Moore just a couple questions for you um it's oh boy 7D and then you get 7 D2 where it talks about the people that shall be included on that committee um just curious if those people are volunteers or if we're paying those individuals and if we're paying them uh there's nothing stated in here so does that if we're paying them does that change with inflation over time or what does that look like because I thought this was a paid yeah so those were pieces that were discussed at uh policy committee but they were obviously not part of the policy so all other districts that run a uh committee like this that looks at uh the Library resources they do pay theirs uh so we would be looking at paying ours um and that rate would come off of the teachers contract so our contract with FAA there's a rate in there uh that would follow and that is a negotiated rate every two years so is that stated in here anywhere that is not that is not stated in here anywhere no should it be you mean the um that it should be a paid position or the well that that the pay is tied back to the teacher contract I I I I really don't care because I'm not ever going to be on this committee iure you but I'm just like we put this out there and are we putting something out there that's you know plugging all the identifiable gaps if you will well I think we can't wasn't a consensus that it would be paid after some Deion I mean I think it has to be paid I'm just asking if you're going to tie it back to a teacher contract should that be stated in here so we we have we have not stated that anywhere in here um we have not added to the policy any more than what was already uh that you see in there and they were just some minute changes here and there um my understanding is that that is an understanding through FEA and our contract with them that if we have them do something we would have to either label it as a paid committee or label it as strictly volunteer um our concern when we discussed this in in policy committee was uh the participation that we would receive if it is volunteer uh might be very very small considering that some of the books that we might be reviewing are 3 four 500 pages um so it it it we we decided that it does need to be a paid committee and and and with the assumption that you can get two parents and or Guardians and that you can get two student Representatives they too are also paid at the teacher contract rate yeah so the way the way we would look at it is that everyone would be paid on here minus the principal and District administration okay so that's all I ask it doesn't say that in here um of what it's tied to and what not so you do you think that you know we should add something like that then because this is the first my only point of it is right this board and this policy committee is going to continue to change people over time um yes and and and if that's really what the intention is should it be stated in here and and I think we follow suit with you know other policies that set up other committees that don't say whether they're paid or not um so I would just caution that if we do it for this one then we'll probably need to look at many of our other policies that set up committees and make that decision on those as well board members Mr benty from from my viewpoint from my chair here I I've always viewed policy is the board sets the policy there's policy and then there's practice and procedure so not everything is detail you know in the details of within the policy but once the policy is is established then you have uh procedures and what practice and I would think then that would all be labeled underneath that practice and procedure area and we would so for consistency and that obviously can change as we go as well thank you any you're welcome anything else on uh eight item 8 B first reading of policy 66.5 as recommended by the Committee hearing none we'll move on to item uh 8 C second reading of policies 8 C1 and we'll do these two um separately 8 C1 policy 418 D excuse me drug-free uh workplace slrf free uh school so could I have a motion to approve policy 418 so moved thank you Mr Wolf and do we have a second second thank you Miss Steves and discussion Dr Mo okay Mr chair yes um I think everyone received that I'm not sure I would ask that uh the amendment there two amendments and I'd a asked to address them separately uh one is um 6 6. a.2 and uh I would like to make an amendment to the uh to add the word uh the following words after refer students to local resources and then I'd like with parents parental Guardian knowledge and consent if the student is under 18 I'd like to add that in there okay so Dr Moore your your motion you have a motion you're proposing a motion to I'm sorry you're proposing an amend to the motion thank you to add after local resources and parentheses with parental Guardian knowledge and consent if the student is under 18 that is your that is correct that is your Amendment yeah thank you do we have a second to that Amendment uh I'll second it just for further discussion okay second by Mr Wolf and now discussion and um Dr Moore I'll I'll ask you to uh speak to your motion to your amendment I I think it's very very important because it says here refer students to local resources and where students May obtain medically accurate information about cannabis use and substance use including but not limited to the use of fentanyl or mixtures containing Fentanyl and I think the one issue I'm having is in treatment for substance use disorder I think that the parents need to be involved with that and so because of the last part and treatment for a substance use disorder I think if they're talking about treatments I think they need to involve the parents as well and that's my position okay further discussion so Mr Wolf Mr Bellingham um I guess my question I don't know that I disagree with Miss Moore um I'm all for the belief of parents and Guardians um my concern with this is this policy has roughly 25 or so legal references and cross references and in this item six a that Miss Moore references it states the program must include instruction on the topics listed in Minnesota statute section 120 b. 215 subdivision 1 and must so my concern and my question is are we changing something by I don't care what word we add or or don't add are we changing something and so my question would be to superintendent benty um have we checked with Council on does this change anything from a liability standpoint and so I I I would prefer that superintendent benty and or the policy committee chime in so we have not we received this amendment yesterday um so we have not had time to follow up with our attorneys uh I I do have the same concern uh it sounds like it should be you know completely understandable but there are sometimes state laws around what parents can and cannot know at different ages um I know 14 is an age 16 is an age and then obviously 18 um so if the board is considering this what I would ask is once again that it gives me time to uh reach out to our attorneys to just say make sure that we are not violating any state laws around this uh Mr chair Dr Moore yeah I'm just concerned that parental rights are being uh slowly incrementally taken away and that's my big position I guess and I want to make sure that the parents parental rights are uh are upheld and uh I think it's important and I said especially in this state I think parental rights may be they may be starting to limit parental rights and I think it's important that we stand up for the parents thank you board members my point here um and I understand uh the amendment as Mr Wolf said but also I went back and checked all the way to the September uh policy committee meeting and without the amendment uh without this it passed 70 in the policy committee it passed uh it went through our first reading in then October um no mention of a a Mr chair excuse me no no mention of a of a Amendment or with that and now on a Sunday afternoon day before we're have time to check with legal today come with this amendment I fully understand that a board member may offer an amendment to a motion or put this in at at any time so again we had just that's my issue my one of my concerns my other concern is as Mr Wolf said we have numerous uh statutes and at the end you know end of our policy here are we are we going to undermine or have not be in agreement with one of those it's that's very Mr chair could be that Dr Moore yes I I looked back I think it was in the October meeting and it was a revision so I don't think this was part of the revision okay uh so that's why we only address in the policy committee it was in October uh we only address revisions so that's why I didn't bring it up because if I do bring it up it's a revision and I can't bring it up so just the way it goes so any further discussion no that's it discussion okay we're voting on the amendment to is it possible to table this until we find out we do have a motion in a second for the amendment so we've had discussions now we will vote on the amendment yes so um with with that a yes vote would be to agree with the uh amendment to put the amendment in a no vote would be not in favor of the amendment says my concern is I don't want to start changing something that potentially opens us up to some type of liability because we changed something that has all these legal references in there so um I have no issues if superintendent benty or the policy committee relook at this and check with legal um Council and if parents and Guardians should be added I will fully support it at that time if that's the case but until then I I just don't want to do that based on legal references and cross references I would agree with Mr wol so with that are we suggesting to send it back to the committee I can live with that there's a motion on the floor so I don't know if we need to well you could it's a subsidiary motion so you could refer to make a motion to refer to committee back to the committee policies now say parents/guardians or parents and you know Guardians and I think we need to add that just to make it consistent with our rest of the rest of the policies and I think it's a good idea because um I think our sometimes students have Guardians and not you know necessarily parents so I think we have to include the Guardians forther discussion I would just Mr benty do you have any issues with that or is that one from your chair that you would prefer to get legal advice on as well I don't believe this would change the meaning of this in any way uh so we're not we're not up against any statute or any legal reference um so I think we're fine adding uh Guardians behind the parents piece on this one further discussion okay so we have an amendment that we are going to vote switch paperwork here move on to uh agenda item number nine other committees Finance uh 9A is the October finance committee minutes uh once again each month I read them off or just do the highlights of the uh finance committee um Mr Wolf and Miss bud are also part of the finance committee so uh in case they have any that but each board meeting since we had a finance committee uh week ago today on November 18th and I did read the finance committee meetings for minutes for uh October 21st but it does say October 21st first here but I'll just uh go over the October 21st once again I'll give you some highlights what came out of the November 18th one as well um again from October 21st uh the finance committee approved the fwal high school EG Department field trip the board also approved that um we tabled the north Alexander park facilities Cooperative agreement till we get some more information and and data about that um but our September student counts uh we're in September we were up to 15 students from what we had projected uh our comparative financial report um Miss wrestler is and I hope I did I is it wrestler did I pronounce that correct rler racler sorry I'm so sorry racer I got to get that uh she shared that our student counts are based on uh stuff from from Infinite Campus and then our comparative financial report Miss racler is reviewing our monthly uh financial report our in October our self Insurance Fund is positive just under $100,000 um there also from the September minutes which were approved the uh September investment report our cash and Investments were down about 1 million from August to September mainly due to the expenses at the HVAC projects at the various sites that was October I'll just give you some brief highlights from uh the November 18th uh finance committee meeting these minutes have not been approved uh we did approve the Jefferson and McKinley HVAC bids uh which we the board did also um that same evening as well the uh September and October student counts um once again miss racler shared our student counts in October uh projections were came out higher than we anticipated but ADM or average daily membership is what drives our revenue and our counts are a little unstable at this time uh with with uh actually our uh average daily membership um our September uh comparative financial report uh it was a picture of what our HVAC and utilities look like month over month year over year no real surprises we didn't have any snow removal yet so we're good there so that's was good to see um was also pointed out that one digital manages our self insurance and once again in our insurance committee and through the finance committee as well we have determined we have a we have a healthy fund balance within that and although our claims are a little higher this year compared to last year but we're still sitting in a pretty good a pretty good position with our self Insurance Fund our September investment report cash standings are down but this is natural due to the timing when invoices are being paid versus Revenue uh coming in uh some discussion about Port uh the district's portfolio balance that she's working on as well um our our uh September and October analytics she stated that she will be uh putting together a multi-year guideline report that will show our comparison uh year-over-year and then also in the finance committee uh meeting in we see it on our agenda as well uh we were notified of a bank closure um fwell one of fwell public schools Banks a CCF Bank is closing their fairbow branch office in February of 2025 um Miss racler is working with Kim Hagen and also uh uh at aers to come up with a uh RFP on the vice of the committee uh to go for bids to provide collateral for our large C cash balances um probably in the people on the committee generally had consensus that there were any specific requirements but it's in our best interest to have a local branch as our bank when as our bank that there so that's what I have I don't know if bar you wish to add anything or miss buo or Mr Wolf uh you wish to add anything with that brief overview go from there so yes Mr chair Dr mo may I ask a question thank you on the comparative financial report uh I just noticed expenditures it said um I think it's under medical claim it's on I'm not sure what page it's on here but um in 2024 October well it was in 2023 administrative fees was $3,374 in uh 24 was 74,2 $71 that's you know twice as much I just want to know what was the reason for that or Mr benty sent us an email that question was that in the email and it was but here here's we just SM be we'll be transparent here it's when the billing came so it was it was a build like the 1 of October and the 31st to pay out of that and so the next month November won't be so as you rebuild double in one month that's why it looked double from that yes Miss buo did you have something no just two Billings in October and that's why the stats look the way they do thank you anything else there all right move on to agenda item number 10 other matters 10A gifts and donations resolution uh 25-11 uh could I have a motion to approve for approval of resolution 25-11 accepting gifts and donations thank you Miss Steves we have a second second thank you Miss budro I'll read the U uh gifts and donations list this month here the donations to the nest Pam Chapman donated six bags of clothing Colleen Johnson donated Falcon gear the St Paul St Vincent deul Society donated two large boxes of glue sticks folders binders and Post-it notes the nibby I hope I pronounced that correct Family cherbut Foundation donated $33,000 to the Fable middle school for PBIS and the fairell booster club donated $331,700 to Fable High School for the Fable High School Corner sign discussion um Mr chair Dr Mo uh yes um I was looking at that and I I think it's first of all I'd like to thank the nib family for their generosity it is appreciated however however before I approve this uh donation I I'd like like to know a little bit more about PBIS I know it is positive behavior intervention supports um you know like what was the pro when when when was this program added PBIS Mr benty okay Mr uh thank you Mr chair so PBIS has been in our elementary schools for probably about 8 to 10 years now um is a program that is supported by the state uh there are grants that uh educate our teachers on how to be a PBIS school and how to have PBIS practices within the school uh Mr JN along with his staff have presented numerous times here at the board level uh around PBIS and what it's doing at Jefferson Elementary this is the first year that we will have all three of our elementaries B PBIS schools um Jefferson is is is in I believe its seventh year with PBIS um and the other two elementaries while having done many of the uh uh workings around PBIS is the first year that they are part of the cohort moving toward wards that our Middle School also joined this year uh Middle School looked at PBIS I want to say about seven years ago um right around that that um toyed with the idea it just didn't take um but now they're back looking at trying it so that we would have a district that would be K through 8 PBIS um for this school year moving forward and the high school will be looking at it High School along with the alc will be looking at it uh for next fall uh I yes thank you very much uh I did a little research on it and um there's five elements to it and one one important element is data and so I guess I'm kind of wondering what kind of data how is this data collected it says in their little uh information when I looked under PBIS it said there's five elements and one of them is data it says your school or program generates a wide range of data about your students every every day and I I guess I'm just concerned about how much data is collected where is it going and I I guess some of this stems from uh parents I think are wondering about you know because it it seems that the schools are generating a lot of data about their students and some parents are concerned about that so until I know more about it I think I'm just going to have to refrain from so the data that much of the data that is pulled out of PBIS is around Behavior data they use a program known as Swiss uh it categorizes as minor and major uh occurrences so what they're looking for is not necessarily they're not looking at individual students they're looking at times places um when are behaviors happening where are they happening uh what types of behaviors are happening so that allows them to more focus in on what are the needs of the students what are the needs of the students not only in the areas but also time of the day day um as well as uh uh where at in the building so they've used this uh so one of the pieces that came out of this was uh two years ago when we started with teacher-led recess so that they were able to pull out their Swiss data through the PBIS model and say the vast majority of their ref their referrals student Behavior referrals were coming from the lunchtime and were coming from either the cafeteria or the playground so they were able to implement student student or excuse me teacher Le recess and it drastically reduced the number of referrals so that now um very few referrals are coming out of lunchtime or recess time so but this is data is being collected at the building at the building level so um I just guess right now I'm having some concerns about it so I'm not going to be able to vote for it but um so because I'd like to know a little bit more and I've had Parents express some concern about data collection so and that's where I stand right now thank you Dr Moore so also from my my chair and what I know about PBIS and what I was involved with when I taught also the data was collected is as Mr benty said refer of behavior Etc but but also attendance and tardies and you know when they're leaving EXC excuses if they're being pulled for Ortho appointments whatever certain times there certain times of the year that was the data that was important to me as a teacher whatever is what I knew and also but again just the strong message of act responsibly how how we treat others Etc you know the message that's being sent through PBIS was uh was was very important is it's common language common theme throughout the buildings and for the uniformity now that now we're in elementary to transfer that to middle school and we've seen uh very good data coming out of middle school regarding behavior referrals Etc down significantly I mean significantly from what I understand from Mr umer so yes so forther discussion on resolution 25-11 Mr chair I would like to just share that of three other school districts that are on our school board chat they really think it's a good program it's been very positive um it's intentional and recognizing positive beh behaviors and trying to shift the focus to that um there's some peer pressure that occurs when they see peers doing good things to be rewarded also pushes our teachers to reach out to parents about positive aspects about their child um helped parental with parental support when teachers reach out about any issues does this describe our program yeah so when you heard me earlier speak about the sore students of the month sore is our PBIS acronym so sore is our acronym that has come out of our PBIS work that is for all uh all three of our elementaries as well as our Middle School uh so what it has done has helped align all of the buildings and the expectations um for our students so that it doesn't matter which school they're going to within our district when they move from an elementary school to our Middle School uh the expectations St the same as well as to our high school then and if I could just add um other that was one that was big lake other school districts are saying it's a wellestablished strategy uh another we have it at our middle school it's a way to recognize and award positive behavior part of our mtss strategy does that describe our PBIS program yes very much so okay thank you thank you Miss bu so I believe the middle school will be coming in is it is it December or is it January when the Middle School's coming in to present do you remember Jamie yeah yeah so the middle school is coming in to present and the PBIS and swiss data and what they're doing with that data is a huge piece of that because of the dramatic drops that they have seen in the behaviors and how they've been able to position themselves within the building uh through this data to be able to uh you know positively interact in students versus being reactive all the time so um Mr chair I want to add one more thing Stacy um um our principal at F Fox Middle School is not here but when um we toured that school and talked with um Miss Fox she stated that she can tell the schools that are have implemented the program and how much easier it is um they're already have better behaviors because of it I just think it's important to stress what it is and how it helps great any further discussion struggling to find a settlement with this group so Mr derer uh along with uh Miss Yokum did an amaz amazing job at working with our uh Local 70 uh to come to an agreement uh and get another two-year contract so I just want first before we do anything I want just want to thank them for their hard work and Rob was part of that negotiation crew um and he can speak to some of the pieces here but it is all laid out here uh for the board as well so so questions or discussion board members Mr chair as Mr uh benty stated it's within the guidelines that the school board gave to our negotiators and they got it done and uh thank you to the um to the pair of professionals as well all right in front of us good further discussion questions we'd have to have Mr derner come all the way up front here 2024 at 5:30 p.m is a special meeting uh to review the audit go over to the Auditors and rler will be here to present that with us and then January 6 2025 will be the organizational board meeting and
