it is hard to believe there are only 50 school days left for our students and we have so much more to accomplish a lot of Ling time still exist I remind everyone that we push forward until the Finish Line we never Ed early um at school too on March 26th there was a meeting of teacher Miss BTO and miss m sish along with parents and principles they hosted a parent literacy night teachers discussed the ways in which parents can practice the reading skills inferencing at home with their children using books and movies huge success and tonight we have two student representatives from the school from the high school who will speak about what is happening in our school we have Sarah long and Margaret o hello we're from the Fort Lee High School student council there will be a delayed opening on this Wednesday April 10th for students in grade 9 10 and 12th grade the 11th graders will be taking the SATs the head bowling coach Neil Grant was selected Bergen County girls Coach of the Year tickets are now on sale for the police for teachers softball game this event will take place on April 27th at 2 p.m. at the high school please refer to the flhs Instagram website and school messenger for more details the forley high school Key Club was awarded first place for platinum single service award for the summer school summer Scholars tutor program this award is the highest level of recognition for our club service project in the state of New Jersey additionally student Henry de Jesus was sworn in as the 2024 to 2025 lieutenant governor of division 20 this means he'll be responsible for 11 clubs throughout beran County and the work on the State Board lastly student Abigail Lee ran and was elected as a 2024 to 2025 District Secretary of New Jersey the position District SEC secretary is the highest second position in the state all of the Mean Girls musical leads W scholarships to the to the New York Conservatory for dramatic CS a very prestigious theater Conservatory evening we also have Mr Matt Le from New Jersey school boards Association that discuss the goal setting process with our Board of Education who delete we welcome you pleas Come On To The Left Hand start the process while we're waiting for the uh slides to be pulled up uh just wanted to say good evening nice to be back and forth Le U for those of you who don't know me um I have been here in a in a while so my name is Matt Lee I'm the Bergen County Field Services representative for New Jersey school boards Association um I do have uh a bit of experience in this area I was a board member for 20 years and I've been serving County excuse me um districts in Beren County for the past eight years at New Jersey school boards Association so um I wanted to uh welcome you or excuse me thank you all for welcoming me here to Fort Lee tonight and I wanted to walk through a couple of things that we typically do around this time each year and that is to give boards a uh sort of refresher on board goals and responsibilities and then to walk you through the goal setting process and we may have some discussion about your upcoming goals tonight or you know depends on how far we get uh you may uh take up that rest of that discussion uh in a future meeting so uh I believe everyone has the presentation in front of them so I'm going to walk through the slides uh certainly if you have questions I'm happy to take them as we go along might be too [Music] far sure first one's good tell Jason to ADV we could just tell Jason to advance ADV yeah okay thank you so um to begin with uh it's always a bit surprising to board members especially new board members that even though they've been put in place by their local communities that the authority they have to work within the school district is really a function of the New Jersey state not of their local community uh the power is derived from the legislature the New Jersey Constitution gives a legislature the power to govern schools the legislature in turn then designates some of it delegates some of his power to the State Board of Education and the State Board of Education has the Department of Education as the uh organization that carries out their mandates and within all of these laws and regulations local Boards of Education have the authority to develop policy to help their local communities stay compliant with State vote and statute so board members to conclude our state officials empowered by the state to govern public schools at a local level next slide we talked about the function of governance within schools which is what the Board of Education provides uh governance is derived from a Greek word that is um used to describe steering a ship so governance is about setting the direction of the district and management or the administrative role is about growing about how we get there next slide we often see this when we talk about our training at njsba a very simplified description of the responsibilities of the administration and the board is that the board oversees that the schools are well well-run and provides the what in other words that steering function that we talked about in the prior Slide the superintendent runs the school's data today and describes and basically um puts in place the how things get done um and the board just oversees that that is happening and his goals are being met next slide and it's not that we just kind of assign these responsibilities um they're actually reflected by Statute in the State uh code of ethics for school board members and you can see in section c tenant C the School Code of Ethics a board's role is about policymaking planning and appraisal and that's their job next slide and you can see in the very next tenant of the code of ethics tenant D it says what your job is not as a board member not to administer the schools but together with my fellow board members so in other words the board acting as a unit seeing that the schools are wel next slide we often talk about four functions of a board of education as well so we've already seen some of those reflected in the code of ethics but starting at the top we have policy then planning oversight and appraisal and then finally Communications but as you can see there we've highlighted the words provide for two-way communication because fact of the matter is that the majority of communication that goes out from the district it's District communication and as a perview of the superintendent it is the board's responsibility to ensure though that there is a robust Communications program in place for the district next slide we talked about individual board members um individual board members Authority lies only with the group you have no legal status other than when you are sitting in a legally advertised meeting of the Board of Education single board members can't make decisions for the board they can't give unilateral direction to the superintendent or any other staff member because the staff reports to the superintendent a single board member can't take action for the board or speak for the board either verbally or written unless it has been provided so by the board given them the authorization to do so and that typically provided in your bylaws to the board president next slide a lot of you who've been around New Jersey school boards over the last couple of years have heard us in field services talk a lot about a book called the government's core the governance core is to my mind one of the best descriptions of the division of responsibility between boards and administration and also one that helps to focus a board members activity on those highlevel responsibilities of the board and to keep them in engaged in having those strategic discussions rather than uh worrying about some of the detail matters that are really the perview the administration so each board member when they come on board has a fundamental choice to make is the board going to act as a collection of individuals with a bunch of individual agend agendas or is the board going to act as a cohesive unit working toward a common Vision when we talk about the governance core and one of the principles that's really prevalent in that book is the moral imperative and the moral imperative is simply that the board keeps in mind as its highest operating Vision the fact that every student in the district will learn and as long as board members keep focused on that as the thing that drives all of their action that is where success lies next slide superintendence role we look at a number of different sort of facets of her superintendent role so they are the chief advisor to the board they are a consultant essentially giving Alternatives and recommendations to the board they are the sort of liaison between the board and the staff uh they make sure that the dist the uh board is uh briefed uh in frequent Fashion on anything that goes on in the district and also evaluates and assesses the policy implementation that the board has put in place superintendent is also the executive officer so administering those policies running the district dayto day making sure that um progress on District goals and other emerging issues are provided to the board on a consistent basis is held accountable for how well the district is being run and also is the manager of all staff within the district and lastly the superintendent is the educational leader of the district staying current with all the familiar or excuse me trends within education bringing uh ideas to the board for their meting for their consideration and uh keeping an open line between the board and the community next slide won't go through each of the pieces on this some of it is a little bit redundant but I will um draw your attention to the two bottom boxes in each of these columns within a good board superintendent relationship in both directions there should be no surprises no surprises means that we don't want to show up at a board meeting learning about things that have occurred in the district um that would be of significance to a board member and certainly uh the board doesn't want to come in and ask questions of the superintendent or the business administrator for that matter that haven't been um they haven't been prepared for so that they can answer those questions with um some degree of authority and so the general principle being surprises next slide so I'm going to throw some questions out here to the board and uh get a little bit of dialogue going here and I wanted to see what the board could offer as a distinction between oversight and micromanagement anybody can jump in there yeah okay so oversight is when you're asking yeah [Music] sorry okay so oversight is when you're uh when you give a question to the superintendent as far as something that come up in a previous meeting and it it the task has been completed kind of thing where is micromanaging is asking specific things and and demanding certain answers or that you want something done in that time realm or something that nature okay anybody else so oversight I think the distinction is best drawn oversight is ensuring that things that were meant to happen have happened and if they haven't trying to get to the the core of the reason why and micromanagement would be about dictating those things that should happen in order to reach those goals right there's a difference understanding versus making making your own um sort of recipe if you will for getting those things done um seeing that the schools are well-run and administering the schools what would be the distinction okay I'll just throw my two cents out there seeing that the schools are well-run is where a board focuses on outcomes rather than once again uh trying to define those steps that are taken to reach those outcomes right okay next slide um there's a couple slides in here about board's financial responsibilities I'll go through these quickly um these again are just um things that we try to paint an a picture of what the board board's high level responsibilities are so um board's primary financial responsibility is to make sure that that District um Financial Integrity within the district and that the thorough and efficient standard of Education in the district is being provided at a price that is um affordable to the community next slide so you see some of the things that are um specifically designated as a board's financial responsibilities obviously the policy component of the financial aspect of the district is the board's purview uh the board is responsible for the negoti ation function within the district with the labor unions and also reviews all the contracts relative to purchasing uh bo is responsible to ensure there's Transportation provided where needed for all public and non-public students uh they are responsible to ensure that the district's finances are audited on an annual basis and also to approve any corrective action plan that may be put may be recommended by the auditor and also to approve bids next slide um I'm gonna skip this one and this one and just move into this uh sort of summary of the roles we look um at the sort of correct action of a board of education and a superintendent you can see that the board acts as a governing body in other words providing that oversight setting that policy in place and appraising the prop press in the district and also uh access the community representative so making sure that Communications piece of those four responsibilities is in place as well and and on the superintendent side the superintendent acts as a chief administrative officer and the educational leader and the idea of course is that this formulates a team that works together once again around that moral imperative to advance student achievement within the district next slide as to board members responsibilities there's a couple of key things that um help boards run well as a team and also help board meetings run well um making sure that you know your agenda supporting documents the worst sound you ever heard as board president was the tearing open of an envelope at the board table meaning that somebody didn't even look at their packet before they showed up at the meeting referring questions that you um might have for further information whether that's be the committee chair the board president or the superintendent before the meeting why is that a good idea well does it pay to have a board a meeting sort of um put in neutral if you will because information that has been asked for hasn't been prepared for you want to try and get those questions out and have somebody prepared to answer them with authority at a meeting rather than just ask them out of the blue surprise free meetings we also talked about that a little bit earlier um those things that may need to be addressed prior to the meeting are better brought to the attention of the responsible person so that the meeting runs well when um the public is present and board is meant to getting its work done next slide um certainly um it pays if you're going to ask somebody to bring information to the meeting to do so in such a manner that you provide them ample time to address that um with authority and certainly um no board member would want to be part of a team where the the sort of environment causes them to be embarrassed about what whatever it is that um has been brought to the public um nobody wants to be seen as not doing their job nobody wants to be seen as um neglecting their responsibilities so whatever the board can do to ensure that there's a respectful Cooperative environment um is is the right thing to do for a board member next slide couple other things things I won't I won't need to go through these in detail but not plain to the audience um this is about getting the board's work done not about um portraying a certain characteristic or um political bent uh thoughtful votes means um doing your homework making sure that you look at all the backup material that is that is needed to make a responsible decision and sometimes it also means trusting the Judgment of your superintendent or your business administrator or other staff expert because those issues revolve around their day-to-day activity and lastly conflicts of interest if you have questions about your own conflicts of interest based on any relationship you may have either business or personal you should consult your board attorney to ensure that you're not um taking part in things that should be out of your um view as a conflicted board member next slide please certainly board members have the right especially new board members to ask questions and a lot of questions is fine uh the question or the thing that board members need to remind themselves that they are not now the manager of the district they need to ask the right questions so what are the right questions right questions are those things that are pertinent to your role in The District so if there are things related to policy things related to oversight appraisal things related to um strategic Direction great those things that um are related to the day-to-day operation of the district great to know sometimes but they're really not um crucial to your role as a board member for the decisions you're making so those are the kinds of questions you need to ask um and also asking them in an optimal manner using the right tone asking them at the right time next SL it's also um quite common that people come to their board service with a frame of reference that comes from their own jobs in the private sector it's important to understand that education has a different set of rules um things can take quite a long time to happen in the education World um all of the staff Works under negotiated agreements for the most part so things don't work as um smoothly perhaps as you used doing your corporate job uh it's just something to keep in mind and understand uh next slide please board members hear this a lot of time a lot of the time when we do training with new board members and that is we'll ask the question how many employees does board have board has one only person who reports to the board of education is your superintendent all of the other District staff report to the superintendent so that puts in place the principle that we call the chain of commands it's important not only for the community to understand that but also for the board to understand and respect the chain of command board members don't have the ability or authority to give direction to anybody beneath the superintendent uh all board communication goes through the superintendent and there are times of course when especially in larger districts the superintendent May appoint someone from the staff to be the Lea's on to a committee or to the board for a certain area again that is done under the direction of the superintendent not through the board um requesting or demanding that also once again important to remember that one or two members cannot direct the superintendent the superintendent has um a a body as its oversight as his or her oversight um Authority if you will um and a superintendent also has limited time superintendent's time is a finite resource so if the board wants to expend the superintendent's time in a certain direction a board majority should direct that not just one or two members next slide board members should realize also as a public official careless or negative remarks carry a greater weight people do look to you as someone who knows more about them than the schools so when you make if you were to make negative remarks about the school or Personnel that would car a greater weight than just a public would do sharing confidential information causes real harm all of you board members know about the open public meetings act you know that other than for the nine exceptions prescribed in statute you are meant to have your business take place in the public the reason that those things are allowed to be done in executive session is because that public raling those items in public could cause harm to someone either a person or to the board itself so sharing confidential information should not happen board members can only share executive session material with other board memb members board attorney the ad business administrator the superintendent um board members have to understand that even if they are um education professionals themselves superintendent is the educational expert within this district and Boards courts need to respect the fact that the superintendent has been hired to run the district and to allow the superintendent to do that job the last piece and I think maybe the most important p piece on this slide is to Model Behavior for your students to emulate we are here to provide direction to students to allow them to learn in an optimal environment and board members should take care to display the behavior that they would want children to be next slide a lot of this stuff again we've talked about already but I think um being uh the couple pieces here about um board members um staying out of day-to-day operations of the district are worth um repeating don't take on the task of a jobs as a staff member don't violate the chain of command they don't make individual requests to the superintendent outside the work of the board next slide so couple questions here again for the board little scenarios that um be interested in they a take on in the first scenario board and superintendent are setting goals I propose tonight superintendent believes one of the goals import to the board is unattainable even available resources superintendent has told the board of his opinion what should the board do um there might be discussion a little on it see if it could be um maybe Rewritten reworded to a different way you know a form that can be more obtainable given the resources that are available and If it cannot be then it should we shouldn't set the superintendent up for a goal that will not be able to do that very good yeah certainly um and as we'll talk about in in the goal setting piece that we're going to do after this the setting of goals is the result of cooperation and a conversation between the board and the superintendent um boards are responsible as we talked about before for setting the high level goal but there's an element of practicality that has to be inserted to each of those goals so that you can understand what's a reasonable expectation in that area and um that should be always taken into account when when District set gos next scenario board member keeps asking the superintendent for detailed reports regarding an issue of importance to that board member superintendent refused to supply the reports stating would take too many staff hours to produce them what should the board member do any other tr well we talked about before the superintendent's time is a finite resource right everybody remembers that yep so if a single board member has a priority and the superintendent says well I don't I don't have a way to meet that in the workday what should that board how is it that superintendent is directed so what should that board member did consult so if you were looking to get direction from or toward the superintendent from the board you would have to get on a nine member board five people right so a board member in that case would build their own case for getting that report that was needed and if four other members decide that that is a valuable use of the superintendent's time then you can move forward with it right you have to get direction from the body majority and you do that in public SE sure it's not a uh unless of course it's an executive session type for but next slide board is aware the superent is about to reduce program currently authoring it knows some parents will be unhappy with decision what should the board do all right sensitize the superintendent to what may BEC coming so that um he can be um overly prepared to deal with it and justify his position to the community the parents and the board very good absolutely any others okay next one school district is planning a capital project includes a synthetic multi-purpose field one memb is opposed believing the field poses serious health environmental risk the member uses social media to share this information on the issue links an article with the comment don't be fooled or misled toxic tur is hazardous to your child make sure you have a real robust disclaimer yeah that's really not uh proper use of social media by a board member is it no not to mentioned the fact that who knows where that article came from who knows what the sources are etc etc so okay uh next slide superintendent provides fi information to the board on the action she's initiating to approve student achieve board members want to edit revise prioritize these plans what should the board do have a discussion about it sure always good to have a discussion what else you you could have a curriculum meeting about it bring it up there sure anything else I think the board has to embrace in this situation that it's really the superintend role to do those things it is of course something you can have a conversation about but in the end the implementation of curriculum is superint tennis Ro so um board member should realize that that's probably a bit of an over under their next one a board member gets a call from a staff member complaining about low staff morale how should the board respond board member respond remind the staff member that they have to follow the chain of command yes and that they need to go to their supervisor or whoever it is at the school level and that it's not our role to deal oneon-one with with staff board members just simply don't have the authority back inity board member has expertise in a program area where the superintendent has announced a new initiative board member feels that she should be involved so that her expertise won't be wasted which should the board member do get yourself put on whatever committee is going to take this issue up so that your expertise can be you well we're a board that operates on the committee system um and so that's where we like to see most of our work done or the board as a whole okay anybody else it's important to remember that when you're seated as a board member your primary role is that of a representative of the community um and a representative of the stateboard of Education um a person may have a professional expertise can be valuable however because the superintendent owns the implementation part of what happens in The District in the operational part that person doesn't really have the ability to impose themselves on that aspect of the board's District's operations um it may be that the superintendent would see value in that person as a sounding board for example um on HVAC or something like that doing a building project and that's fine superintendent inviting you into that as a resource is his or prerogative um but it's not um right for a board to impose a board member to impose him or herself in that capacity next slide last one board member has concerns about a district initiative but every time the initiative is raised several of her fellow board members tell her that that's an administrative issue and should be left to the staff to decide how should the board member respond to this if it's an administrative issue and you're hearing that largely from your colleagues maybe looking into whether or not that's actually an administrative issue and maybe you were approaching it from the wrong perspective if it's not you acting in Your Capacity as a policy maker a strategic thinker or someone who's reviewing the performance of the superintendent then it may not be someplace where that board member belongs in that issue I say call MAT Le or calll tle well we will help where we can okay next slide please that's the end of this any questions or comments okay I want to ask um if we could tee up a second presentation please have you been doing that you want get your ailds well it's just got the wrong dat on the front but okay um no big [Applause] deal it's possible I just sent you normal so fine on me okay um goal setting so Boards of Education are meant to set annual goals each year and those goals are important for a couple of reasons the first is that of course of course the board's objective should be continuous Improvement in the district right so uh across the course of the prior 12 months board members should be taking note of those things that have emerged as consistent themes or have presented themselves as significant issues um that need to be addressed in order to improve the educational environment in the district and those are the things that have that will bubble up to the top and become items of focus for district goals moving forward and board members um should be thinking about those again for 12 months taking notes um maybe building your own file about those things that have aerg as priorities um and we like to talk about that as using a systems approach to continuous Improvement and the system actually looks like this so if if you look at the upper left hand corner of the slide or uh area of the circle um we start this whole process of the board governance cycle with goal setting and as you can see there it's a Cooperative effort between the district excuse me yeah both District goals board goals and the superintendent and it usually happens in the spring and summer so we have May June and July it's kind of a a window during which that activity usually takes place the next one going to the right is action plans are developed action plans are the how piece from what we talked about before between the what and the how the action plans are the specific steps that are going to be taken in order to realize progress on those goals and completion of those goals and those action plans are typically developed during the summer and presented to the board um for or um if the timing is correct um implementation with beginning with the new school year in September uh the next piece we have at 3:00 on that circle is reporting out on progress and we throw November January and March up there as kind of ballparks um I always talk about the reporting out cycle should be dependent on the nature of the goal sometimes there are goals that really won't see much progress for or six months and that'll be a t to work on and Report out on so it should make sense with the nature of the goal however you guys schedule reporting the next piece at 6 o'cl on the circle is begin the evaluation process so there are two evaluations that take place usually simultaneously the first is the evaluation of the superintendent and um in using our approach to evaluation of the superintendent full 50% of the superintendent evaluation is based on District goals um the other thing that takes place the same time is typically the board self-evaluation the board self- evaluation is where the board takes stock of its own performance as a rain body and uses the um results of that in order to set its own goals and we'll talk about the nature of board goals are um when we move forward um and then the whole cycle repeats itself when you start to talk about setting goals for the upcoming year you will reflect back on progress on prior Year's goals see if there's anything that may need to be um continued or that there are things that you can build on from the completion of Prior Year's goals so that's what the cycle typically looks like important for us to get our terminology correct in this process so there are two dis distinct types of goals the first are district goals and the second are board goals you can see in the blue sphere up here District goals are related to those things that happen within the doors of the district on a day-to-day basis so we're talking about program construction staff PD facilities Finance all those things that are part of the day-to-day operational um oper aspects of the district district um board goals on the other hand are about the processes and procedures that are owned by the board so when we talk about District goals we should acknowledge that everyone owns the district goals they're set collaboratively by the board and the superintendent we had an example in the prior presentation about a goal that wasn't achievable right because we just didn't have the resources in that scenario to achieve those goals that is why the cooperation collaboration discussion Etc between the board and the superintendent when it comes to setting goals is imperative you have to make sure that those goals are achievable once the goals are set excuse me the board supplies the what meaning the resources that are necessary to achieve those goals and the superintendent supplies the how within the action plans and is responsible for their completion and of course the board as the oversight body for the district evaluates the superintendent on how those goals were achieved board goals on the other hand as we talked about are owned by the board they are evaluated in conjunction with the board self- evaluation and they have to do with how the board works as a governing body we talk more about that as we go forward we developed this SL to um help draw distinctions between all of the stakeholder groups and their contributions to the goal setting process we see at the top there's a community piece to this and that is a high level one because it is um it works with the community's visibility into what happens in the district on a day-to-day basis um largely your community members are not Educators they don't know how that part of it works but what they are able to communicate are the things that are most important to them about the educational um environment in their in their community so we take from the community what they value what they Aspire for their schools and that becomes a guiding principle if you will for how we approach our goals on an annual basis moving down to the board you can see that the board uh can take those values and aspirations and with the information that they have as board members from their work they're able to narrow down to areas of focus and intent again working in conjunction with the superintendent and also they Supply the resources for it and they appraise the superintendent um in his or her performance and helping meet those goals and also whether programs are being Ed within the district moving down to the next level you see the superintendent and his or her team they are responsible for what the specific programs are what are tactics we may be using in the educational process and applying those resources that have been that been supplied by the Board of Education and the last piece of course is where those things actually touch the children uh the Educators the delivery the assessment the adapation and personalization of material that's um how where the goals are finally realized and I'm going to throw this overlay on there because I think this is important for folks especially new folks who approach this from a corporate perspective we're often asked why isn't the board setting smart holes well they are right but they're not doing it alone because you need the superintendent involved in this process proc as well so you can see um outlined in red are those uh initials that are typically used to describe what a smart goal is composed of so we see specific measurable achievable relevant in time you see where they're placed on this chart we see the achievable relevant time bound are part of that discussion that the board has with the superintendent about seeing what is the most um needed priorities in the coming year um the fact that they are um expected to be accomplished within the confines of an annual goal and that they're achievable that they're practical and um able to be resourced when you look at the specific and measurable components of a smart goal you can see that those things are related to the action plan that the superintendent would put together so all of the components of a smart hole are are present in this process but unlike what you might experience in a corporate environment it's done by multiple stakeholders as opposed to just a working group in a company and I hope that all makes sense now there are ways that um each of these groups contributes to those goals and on the community's level of course there's the voting booth there's meetings there's public surveys and forums there might even be plan on the board side there's committee meetings and board meetings where they have those discussions and make decisions about those things that are going to be emphasized with the superintendent and his or her team you have admit adventine meetings you have curriculum meetings and planning meetings and then finally in all of the educational settings is where our teachers actually fulfill their part of achieving District goals so hope that helped to kind of separate the responsibilities and hope you guys understand um how this might be different than it is in perhaps your job in in Corporate America okay so when you do District go development there's a number of things you be you should be thinking about and those things typically start with your District mission statement so District mission statement is where you publicly um basically describe you are and what you are meant to do and what your goals are you should also be looking to a strategic plan if you have one in place you should be looking at relevant data points that help you identify those areas that need the most focus and you can also look to previous goals whether they were achieved or whether they're in progress and may need to be emphasized um in a second year or a third year and there is your mission statement [Music] um so I'm going to go through the board goals piece of this now so if we talk about board goals and we talked about the nature of board goals so some of the questions that you might ask as a board when you comes to developing board goals is are what are the professional development components that might assist board members in improving their skills as a governance team um what are the things that we may have identified in the board self- evaluation that uh would help us to um sharpen our skills and also to move the board's work forward and lastly um is there any professional development that might be needed by the board to support District goals and the example I would give there is if the board were undertaking say a building referendum in the near future it might help that the board understand things like bonding for example and maybe bring in bond counsel to talk to you about how that process works and um give the board a better perspective on the decisions that it's going to be made um to help support that referendum effort so that's just an example um so that is the uh sort of framework for establishing goals and I just wanted to throw it back to you to see if that was something that the board wanted to begin discussion on this evening or if it was something that um the board wants to have some time to think about because we're a bit early in the cycle right now do you all want time to think in how the best I thought that the purpose of tonight was to to set it I thought you would sent an email I did but none of you had responded with any ideas I thought we were supposed to come tonight with the ideas you have ideas start enough that I mean it's a long process to kind of do this at this point I mean we're now we're into the meeting I mean I I don't know what I I thought we were going to start off with talking about the goals and ideas so I mean got like a review of governance right well there's a lot of people who didn't have that so I needed to review I think everyone's been taking the commun more it as well think that there's sufficient time to to really do three or four goals like I don't know I mean I well M's willing to come back to another meeting yeah I definitely think we I think the community deserves to to proceed meeting does this need to take place in the public session yes I mean historically I think we've done it at like a Saturday Retreat we give the public notice no one really shows up retreat in the years in the six years I've been here there has never been a board retreat well I remember going to a retreat we have gone to Retreats but every time we've done goal setting um Al used to come to our meetings and we would dedicate however long it took for him to do the goals and we go around and everybody would say what they pick the that would like to get to the business portion of the meeting and that um if we're going to do goals properly we need to a rescheduling um that's that's fine that's why Matt's willing to come back at another time but no one when I sent the email weeks ago stating he was coming tonight with the past goals that were posted on the website not a single person offered goals in an email response to anyone I didn't understand from your email that we were supposed to email you with our ideas I thought and I looked atail I looked at your email recently and it said come prepared tonight with your ideas can I um just see some clarification um Mt I'm new to the board I'm the baby here um so I'm going to ask baby question what is the um protocol that you have seen or best practice in terms of setting goal is it is it best to have an offsite so that members can have discussion and then follow by a public session or is there such thing as as practice since we haven't had one in sometime in our district I'm not sure what you mean by an offsite but you know the setting of goals is public session material so there's really no opportunity for um executive session around something like this with the exception of if something came up from a Personnel perspective um that might be a short discussion in executive but this is public session discussion so and the typical approach to this um especially since Co to be honest because um it was a very diff difficult sort of discussion to have on a zoom meeting um was to gather uh a set of priorities and uh choose from those priorities as those things that you want to emphasize 3 to five is what we typically recommend for for a year and um you know that's what I typically do now is I'll approach board president the superintendent and say hey um in in order that we don't just start cold in this process let's have a list of those things that have been consistent themes throughout the year or are emerging issues that may need to uh take board attention for the coming 12 months and have a discussion about which of those we want to select as our goals so um and I would typically I I could do that in a retreat but I would almost I would say 85% of the time I'm doing it at a meeting like just I'm the lowest common denominator here um I'm not ready to propose goals tonight would it be okay that we come back that utra meeting um the next meeting to do this just because I'm I'm not ready tonight to do that I have a question uh Mr Lee thank you so much for your presentation I needed to hear a lot of the things that were was on there are all the goals that we set are they go should they be all academicals could it be something like communication could it be something that okay yep um they can range you know if you go back to that blue sphere that we had um You probably have in front of you right now all of those things are fair game for um goals for year and again it's very very specific to your own district and what it is that you guys need in order to move forward um we do suggest that at least one of those be an academical but they could all be academic hes and it and it's also um it should be understood that just because something doesn't emerge as one of the five goals that you designated for the coming year it doesn't mean you're not working on it that right all of the you know things that go on dayto day in a district are still being attended to these are just the ones that are taking Focus for the coming year um for whatever reason that may be needed in the district just for my own knowledge um the goals that we would set would include both district and board goals all in that ideally yeah okay yep um with without belaboring it um you know boards typically go through the evaluation process uh for themselves and the superintendent at the same time and if you're going through goal setting why not do for both so will we receive the board self evaluation to fill out or no I can share it with you I've never received one in six years I've been on the board so we never got I think in the 10 years I remember one but who how do how do we do the board self- evaluation so that we can all you know contribute y um so this is another thing that um tends to throw board members off a little bit um because we have two separate processes that run parallel right so the CSA evaluation um has prompts in it built in for board members uh they're system derived so you will get an automatic email when it's time for you to do your board or excuse me superintendent evaluation um that's not the case with the board self- evaluation okay that is something that the board itself will set a schedule for the evaluation tool is available 247365 bottom right of our homepage same place where you would go for the superintendent evaluation there's a link that will take you to either that or the board self- evaluation so it's a matter of the board setting a schedule for itself and um you know typically out the board president will let me know when they're done and then I'll uh compile the results and do a little bit of sort of analysis of it bring it back and present it to you so so are we supposed to be doing the board self- evaluation when we do the CSA because we did get the email for that it doesn't matter they're not connected at all um it's it's up to the board to decide when they'll undertake the process it's actually um there's a a section of boards in the state now that will do the board self- evaluation in the November December time frame because that gives them sort of 12 months together as a team from January reor right but most of them still do it in the May June time frame in conjunction with the setting of goals because all of that works in that cycle that we described before y I'm happy to make a motion that we do the board self evaluation we're all going on the website to do the CSA so second we have a roll call before we do the call can we talk about what is this self evaluation piece what does it look like get the board so it's a standard standard survey y got it okay it's not customed to no our district no but essentially your answer is customize it to your District so we're going to ask you things in the survey like you know what are the three most pressing issues in the district right now and what are the things that your board needs to do to improve the way it works as a governance team whether that be professional development or focus on specific areas of training whatever so essentially you make it to do them on a regular basis just like we did witha that so I would just add to the motion that all board members complete the evaluation by may8 which gives us 30 days so that we put an end date on it and is there information in that survey that we can use to um generate a district go because some of the question you just raised there mostly most board goals but there might be something in the district goal in the example I gave about you know talking with Bond Council for example if there was something that worked to help support a district goal in some way the board's decision making in certain ways um that might be appropriate for a board goal but mostly board goals are around how you work together and what are the things that you need to help do your job as a governing body better and the reason I asked that is that for us to come together and and um set District goal what framework are we using for our discussion besides coming to the meeting and bringing up each person bringing AR one or two priorities or whatnot like what helps us facilitate and and and have the goals of the district we discussed in a structure you know or have a structure this dialogue yeah um so so you know when I go back to some of the things that we alluded to in the slides um it's you want to base those priorities on data that you've gleaned from all of the information that's been provided to you by Administration across the last year so if there's testing data that indicates um things that need to be address or if there's facility issues that are emerging or if there are are um you know technology issues that are emerging those things should be I like to say there should be nothing that emerges as a surprise as a district gold they should all have been things that have been part of your discussions through the prior year and you should you know maybe refer back to your agendas uh any notes you might have things like that try to kind of build a file if you will in preparation for gold setting each year so that the things that um are really um significant issues for the district um will be addressed in the goal setting process does that make sense to you um if that's the case I would like to motion to have the strategic planning committee to help create a process or a way for us to discuss and and gather you know these motion on the table that's been seconded there can be discussion on that motion the motion is to your motion was to complete this um board member survey my motion is different my motion is make another motion motion has been dealt with so there's a motion it was seconded there's discussion I called for a roll call so that's where we are and your motion is to um do a board self evaluation to have it completed by May 8 have all of us complete the link on njsba by May 8 then Matt does his magic work to to collect it all on an anonymous basis and furnish it to the President right this is just for the board self evaluation this is not the goal correct this is a predicate to you'd like to have the strategic planning committee meet to create a a framework for us yeah I don't think we need to make a motion for that just H the chair schedule meeting okay and and and what's the framework for I mean we just got the framework from Matt in detail about setting board goals and District goals so if there's going to be some other process in that what what is the strategic planning committee what frame motion she's just talking about having a meeting but but she wants the meeting to set a framework that is going to influence somehow the goals and that is a full board exercise ex and effort it's not done at the strategic planning committee level so what is the framework going to have a strategic planning meeting anyway so we're not talking about us you have the strategic planning meeting after the goals are set because then you have the goals of what but I'm just curious right no usually a strategic planning committee meeting after you set your goals because now you have a framework of where you want the district to go got it I I I like the sequence um what your basing your goals on I'm still a little confused so we come to the next meeting and each person raises one go and then we get a vote on list of goals or I'm sorry I'm just really confused how that works so can I give a couple of illustrations okay so I would come and say we always need an academic performance goal so we just recently received the performance ratings and so we're going to look at those and we're going to come up with something that says 80% of our students in grades 3 to 11 um have to grow by some number 10% 15% 7% 25% as measured by those Ela tests and math that's kind of an example our district needs to have a more robust public relations platform or or one of my goals was GNA be one of the goals that I was GNA mention was that um we've been talking all year about recruiting teachers so that one of the goals would be finding a method or a better format of how we can hire and recruit qualified teachers maybe you know maybe in specific um instruction or of that nature so that's how you do but the way it went and Pa was on the board when we have done this is you go around the board each person says one if you have another one after the fact you go around a second time kind of thing Matt gets very writers cramped writing everything on the easel board over there um in the black thing we repeat it several times CU he didn't get it CU he was on the last one kind of thing and then we look at all of them and then Matt says which are your five most important ones which are the five that you really want to focus on yeah the mic is it keeps going off and on off and on off and on so this is the process I'm asking about is is this layout somewhere what the process would look like that that's how you do it can Stephanie can you hear me back there yes okay so can you okay so that's how it usually that's how it's usually that's how it's usually thank you that's how it's usually done where everybody just goes around match you know very diligent writing on the on the easel everybody says their thing and then after we are all exhausted and we come out with all the ideas that we have Matt says which five do you want and now we have to take the 10 or 12 that we have and we have to start slashing well this one is really important so we want this and that one is really the and that's how you do and then as a collective group actually together we pick the five that we say this is where we want our district to go and that's how we do it then once we get that done Matt goes back to his office he makes a whole format and everything he sends it to Kristen Kristen then brings it to the board we all say yes this is the way it is then the chairs strategic planning says we need a strategic planning committee meeting for this and that's when we give it to the superintendent and say the board has come together and we like our district to go in this manner and then he says this will be our three to five year plan and it's off and running before you know it he's involving teachers administrators community members stakeholders what have you and there it goes an idea has has been formed I'd like to just U clarify a couple things though um when we talk about um strategic planning at njsba strategic planning is generally speaking a long-term plan okay and that is derived of a series of usually five sets of annual goals that relate to probably three to five strategic objectives this um is more of an annual goal set um which may overlap with strategic planning but it also may not so those two things aren't necessarily tied together so that's the first thing the other thing is that I didn't hear a lot of um reference to Consulting the superintendent in setting and new goals and that is an important step there um especially when it comes to things like setting benchmarks for achievement they have to be reasonable and achievable and um they are typically defined in the action plan rather than in the language of the goal so if the goal was around improving test scores for example which I heard referenced earlier um it should be something on along the lines of um the Fort Lee Board of Education will you know Endeavor to increase ELA test scores based on the njs SLA in 2425 and then the superintendent will have a list of those things that will go toward achieving that goal one of which would be we can get X number of students up into X percentile through all these epors right because you can't set those things in a vacuum they have to be they have to be um reasonable and achievable right you can't just say we're going to build a d on a football field for next year because you're not going to do that for as possible so you have to balance all that stuff with what's actually practical unfortunately we haven't had goals we haven't really been doing a lot of this in past years and you know I'm talking like many years not you know not recently do but many years we haven't been doing this so you know it's kind of hard to look back and usually the goals that we set forth it's more of a agressive kind of thing so it's not it's achievable but over a length of time scenario kind of thing and that as fine to have multi-year goals and if you think about changes that you might make to curriculum for example there's so much that goes into doing something like that it's almost by Nature something you're going to do over multiple years when it comes to assessing materials and doing professional development and in measuring progress against those kinds of goals it's almost by definition here um so um just also uh relative to process and I'm gonna see if I can catch Amy's attention here um what Holly described is absolutely what was done um you know back in the day when I first started we've kind of tried to upgrade this a little bit so that we don't walk into meetings cold and one of the things that I would recommend is um compiling a list of potential goals and com to the meeting with that so that you know we're not just inventing stuff on the Fly we've given some consideration to it we've thought about what it is that it would look like to have that achieved and um there's uh you know sort of a concrete set of things to consider rather than just kind of grabbing stuff and throwing it up on board also in the spirit of not surprising a superintendent and not surprising each other and just want you know get an idea how do we go forward and I think everyone here wants to set some goals and just want to make sure we all have a clear vision of how that is going to happen I would suspect that if a a list of potential goals was developed you would recognize from your time on the board everything on that list so what it would come down to when we actually decided to memorialize a list was what are the things that are most important to move forward with what are the things that um you know we're going to be um evaluating our superintendent based on and um understanding that even though it may not be one of those one to five goals probably a lot of that stuff is going to get done anyway it's just a matter of what we're emphasizing I just I want everyone to understand also the goals that we're going to be doing now are going to be for the next CSA so the goals that are there currently is what we're is there something I evaluation yes when the next evaluation starting July administr get I'm usually when you make the goals starting July one yes it's going to be for July 1 yes so that you understand you're not looking at the goals that we going to be because he Matt comes back in May or the beginning of June so that we can do hopefully so that we can do our goal setting that's not going to determine what your evaluating the superintendent now thank you any other questions thank you nice to see everyone anyone who has additional questions about this meetings I've heard numerous people state that all teachers are models of reliability and integrity with a dedication for our children's best interests I've heard repeatedly and urgy to Shield children from from the perceived dangers posed by parents however it seems that recent events challenge this narrative in a profound and unsettling way one involving alleged misconduct of a special ed teacher at forley middle School seems the real world shatters that illusion huh I'd also like to respond to two comments made at last month's public hearing and clarify a few misconceptions first advocating for parental rights does not align one with right-wing extremism it aligns one with the fundamental belief in the family unit as the Cornerstone of society and second the opinion that parents who advocate for their individual rights view their children as Chad is laughable it dismisses the Deep care concern and love that motivate parents to be actively involved in their children's lives the bottom line here is that this is about due process and I'm here tonight to remind you that due process does exist the due process clause is designed to Shield the rights of all citizens and here it serves as a crucial safeguard for parents many of whom juggle full-time jobs may be cogn uh dedicating their lives to provideing to their families including those with children who may be cognitively impaired and cannot make independent decisions these children rely on the support and guidance of their parents to navigate their world a world where their perceptions and understandings can fluctuate dramatically you see all teachers are not perfect safe spaces just as not all parents are threats to their children's wellbeing do not dismiss the fundamental role parents play in protecting their children rule 5756 with its flawed assumptions and misplaced priorities must be Revisited you must focus on educating our children make that one of your goals not policing their personal relationships you are not and should not aspire to be their ultimate safe space that role belongs to the families thank you hi Stephanie kotani Tom Hunter Road um I want to address what we heard tonight because I'm very concerned about this board when I look at what is going on with the fortly Board of Ed first of all Kristen every time you speak to other members on the board you are very condescending to them and I think you need to think about the way you're speaking with other members of the board and just pushing them to the side I never saw this behavior before in the last 14 years that I've been here coming to board meetings it's it's shocking number two Amy for someone who calls thems a baby and doesn't know very much you've gotten somehow on the equity board the policy board the curriculum board um all while making jokes P the personnel and interview board so you don't know or understand anything how you keep saying but you've managed to get on four of the most boards um Holly I don't know how many years you served on the board but I think my daughter was in elementary school when you were like one of the heads of the PTA I don't remember you being on any boards you're currently sitting on nine and your liaison I think this is a major conflict of interest it is a rubber stamping it is a rubber stamping to have a president a vice president the overthrow kind of that we saw go on I wasn't here for that one meeting it seems like this board is set up to be rubber standing and after 5756 what I heard from this town is that people on our board were threatened there were threats there were viable threats made against people this is very shocking what's going on um parents who are concerned about children were being called racist white ring uh Wing extremist all sorts of it was the most bullying I've ever seen um I want to talk about the transgender issue because the new data and Studies have been brought out the 15-year studies which show 85% of all transgender children when left alone do not continue in transgenderism so this idea of having a private space for a teacher to talk about sex with a child is wildly insane uh Stanford Connecticut we just have a teacher today accused of uh abusing 15 children and Mr kravit I want to know were you the principal at the time when of the elementary school when this gentleman was molesting girls I I don't know because that's out there also I want to figure out what's going on and who's going to defend and protect girls women that's what I want to know because that's what I'm concerned [Music] was Place uh one of the speakers in the previous meetings I think it was just your name and address yeah said you I just Le where we live one of the speakers uh in the previous meeting I think it was on March 4th uh this speaker happens to be a spouse of a board member he said uh I trust the educator school does not uh harm students can you please tell me why should I be trusting the Educators BL I'm not saying I have to distrust all of them but why should I trust all Educators I don't know them why the trust should be earned can you can you explain to me anything sir sir sir board member is not going to respond to a comment you can make your comment if you wish he's not going to be responding to anybody okay okay sorry and also I'm challenging the uh High School can I refer to high school teacher by name who spoke about the you can refer to whoever you want but I can tell you neither Mr cra nor any the board members are going to respond to you about personel matters okay uh the board uh not the board the high school teacher who speak in in previous meeting he was talking about child molesting about like 10% I'm not sure about 10% but these things happened in the past and they are happening and our school is being Su so I'm challenging him to come and speak out uh his name is Kevin oliv thank you how do we find out information when we ask the question of the board you can direct any questions to Mr krait the superintendent they'll respond to you as appropriate so if they don't respond then what's our next step as a you can submit a request a trust comp completely like the lawsuit that you're currently finding yourselves in so with that in mind uh in order to build trust again with the community please repeal any laws that and policies that keep the parents in the dark about what happens in school and U be transparent on what you actually propos to do like policy wise and um like the board actually started doing when they proposed the repellent of 5756 I believe the board was on the right path to being transparent and trying to earn trust with the community and I'm fully confident that the board was of was of aware of what was happening in the school and by enforcing this policy you find yourself in a lawsuit immediately like next week you completely L trust with the community that's not how supposed to be thank you Melanie Andrew Goodman I'm actually Melanie Goodman's dad um my question is that uh my daughter is a student at the uh Fort Le high school and her teacher English teacher Miss chenson unfortunately left I believe was February 1st um she was a great loss to this District she was um one my daughters Fair teachers my question is currently they have substitute teacher how will the students be graded because I believe this marking period is coming to an end and also is there are the substitute teachers fing a curriculum or lesson plans that were left by someone or by a supervisor in charge and also is anyone checking in to see what type of lessons are being done because my understanding that there are no lesson plans being done during that class my next question question is um for the high school students is there a senior trip planned thank you thank you very much for your question um that particular class as a substitute in it the English teachers have all taken a role in developing some of the assignments they are grading those assignments the grades are inputed by the administration uh so they are checking it and everyone is checking in with that I had a meeting with administration at the high school and they are aware of that and I think in the email that I responded to you that was the plan that was Dev Dev J as far as senior trip I am not aware of one but I pleased which I think are the majority and we found out tonight that being in the majority means you can make action um most of the parents are also very pleased with all of our teachers we trust them that's why we send them to public school and thank you all of you on the board for your time for explaining things doing it in public so that we understand what's going on and how you're going to be um I didn't like the fact that he was trying to censor so much the board members we as parents want to keep um open line of communication with the board members and they can post in their media however they feel as long as they're not being offensive and or imposing their ideas to us and the other thing is that I suggest that the buses that the schools use for transportation for our children should be um switched to electric buses to reduce the pollution of the air and also the energy that's used for the cooking of the food of our children must also be switched to electric and other clean forms of energy that is to keep our children healthy the other thing is uh the bathrooms are smelly in the schools if you could please bring to the attention of the cleaning people to poor um disinfectants that contain baking soda into the toilet balls and sinks in the bathrooms more cameras must be put in every corner inside and outside of schools and feedback systems must be put in place and the parents must receive text messages paper mails and emails asking three short questions number one do you like your child's teacher number two do you like your child's school and number three leave your comments and suggestions and this should be done like weekly and the last but the least is but not the least is 5657 we don't want them they should be repelled and uh we oppose them as as the Summer Bridge Academy would not be going on this summer um as you know most of you or all of you are parents it's hard to figure out what you're going to do with your kids over the summer and we need to know that stuff early I get multiple emails from the school I get multiple phone calls from the school about things I don't need to know there's a fire drill you know I but something like this is important I got no less than five emails about the school one food food change my child doesn't go to school one but I still you know nothing has been said to the community as a whole that the summerbridge academy will not be happening it's not going to happen let us know early these things influence what we do with our kids our plans it's important to us thank you Ben you've been promoted West F place so first of all thank you so much uh to Mr Matt Lee for covering um the roles and responsibility for the B of members um it's a good learning experience for me uh to learn more about the board um I was just curious uh um I went to his website and on njsba and I noticed there quite a number of districts that Mr Lee covers and um so there are a couple schools I said um because one of the things is about the goals for the board so I start going to some of these websites uh for the schools and I know one of the next exercise for the board is to come up with some goals some ideas for the goals so I just went to some of them and the website and immediately uh actually they have goals published um online as well so maybe some it's an idea for some of the board members here to take a look um in next couple of weeks um so uh some examples are tly cluster Franken LS Northern Valley High School CL Rock so these are again if you go to the bard of websites you will see the goals posted so you can go take a look and get some ideas um I think these are really good school systems and something that we fortly should be look towards to again it's 10 cluster Franken Lakes Northern Valley now we skip that yeah I mean unless it's something urgent you want to report um it's there was one point relating to our parents comment earlier about this summer program um which was discussed at the committee U meeting earlier the curriculum committee earlier um that um currently there are two programs that are funded um repeated uh recurringly one is the summer math program which is self funded and the other one is the esy um but Miss Baker and and crabbits have um are open to putting the more information on our website about our summer options for students going forward so to improve Communications with parents um so that parents can better plan for the children summer activity anyone else have anything for new business can I just ask what the expense what the cost was for the Summer Bridge Academy I know it was popular but what were the dollar amounts that um I actually just looked at something yesterday I think salaries were just for teachers I think were about 194,000 and we were using caresser funds for that so anything else for new business um not so much new business but I just want to re just want to support you know share a word of support for Kristen um and and and I'm on the receiving end of some of the personal remark as well um that that when when public make remarks like that it it it it it does put us in place of danger um and we sign up for public service so this is part of the part of um part of a form to allow the public to express the dismay um but statements are directed that are directed individually to board members are not permitted and I just want to remind um remind um the public about that it is number four under public participation I appreciate that um I think we can all understand that everyone has been on the receiving end of
