the trails cleaning up the fire the B and St H those are the only things we cared about um I mean everyone at the meeting unfortunately acted like somehow you know the environmental commission had some do a bre the giant expensive then when you didn't have is by the C oh no you can't put in a classroom or you can't did a boardwalk this way or that way they did a boardwalk in the middle of the park that in that depressed area actually need Trav I was there once at the very beginning um yeah only go so far before get much water in that tree yeah there's a glacial depression in the center it's not like from the parking lot you make it all the way back to the trail that runs parallel with um Hing Hollow Road and you make a right and you head towards the unexpected Road it's exception where it's a GL natur a little bit depressed compared to the Press go what happened is as people mudded it up with their big wheels and threats and stuff they damaged it pretty badly and then people came along and decid well I'm going to go over here I'm going to go over here and each time they wore it down into basically a swan situation they just kept doing it and there's like three or four on each side probably two maybe three on each side of what was the trail where they really messed it up and back when we were doing the grand original late it was a lot of dumping back there and myself um my boy friends and Jim Kelly we were part of a cleanup that that was organized by the Environ Le we had a good amount of people show up and I took my Ford like for truck back to that area because I had the truck no one else did was on me I took Jim Kelly with me I took my boyfriend with me we pulled tires but she both once they couldn't drive on it anymore we started bringing things which is tires the on top of so we pulled all the T wet growth out of the water on my truck and drove them out you know and cleaned that up along with all the rest of the clean up that people did we've had a great amount of people was wonderful and uh that area because of such a wide area of damage and there's no way to rebra the trail so that was the one place that the boardwalk had to remain it was only that 1150 ft of Boardwalk it's not a lot but the engineer wanted to cut one of the trees down next to the board with and put this round area with seating so people could just hang out which is another piece of cord I don't want that no I didn't want it either but I couldn't tell your professional you know the one that you guys control you know no you can't do that so I had to go along with what was in the design and ultimately it's up to everyone in a Administration to look at the designs and authorize them to go for pering and you know me what the engineer discussing what he's doing it's not I don't have the long call to say no don't do that it's too expensive so that's how it landed up being a giant pork set for the engineer the main like the idea of putting up for walk in on the main trail that runs cattle love to yeah and that is expensive because it went a long way so that was not origion proposal Orion proposal was to reroute the trail yeah but Finland told us we wanted just to the trail at both e finlands received to give a permit for that and it wasn't until after the original permit with the boardwalk was designed and S and they approved it and then it was um bid on and it cost like 245,000 year like 2020 2021 was the bid we got on it that the went back to the planet and said look we can't afford this you know we want to reroute the trail and they did submit a reroute and they were willing to look at it then because of the circumstances but before that they weren't even you know go to so that's how we landed up with weed so if you're talking about redoing it what are you talking about are you talking about there's no specifics whatsoever I I asked if you get have tpw go out look at their current problems with it so solutions that we could not see do ourselves okay well I don't see why the routing couldn't be done ourselves um because it there's no trees um part the rerouting was approved by the pine lad so you want to stick to the Pine lad's approval you don't want to go out there and and do something else you get yourself in trouble with the fin but the reing is very simple all you need is for maybe the engineer will be one to do that taking out or flagging the rerouted roof and it's just a matter of clearing the vegetation that's on the ground like the blueberry bushes and stuff not any trees now maybe you have to cut some branches that are in the way but specifically this Trail was mapped up by the engineer in a way that doesn't kill any so that would be easy easy volunteers could do it you could organize volun this is what I've been saying all along is that know the T just never got behind this project never wanted to work with us or understand it well enough until now you're saying we're trying to um this is easy to do and you know it wouldn't take long for a bunch of people with prors and handsaws you know or even you know P was whatever um to just clear the trun because it's just vation like while growing and some low branches we not we're not using chainsa down it's not gonna be you know uh the stand should track it down itself once you get rid of the vegetation well like I said I told them to go out look out at the Jared from tpw was on vacation last week does he have the plan the main thing I wanted to look at right now is just is limiting access to for by for that's because no no use in that's the main thing that I want on and I'm not sure if Jared's come back from vacation yet go out there and take a look um but that's all I have right now so I Pur that with it um three days after Tuesdays to start liting by is POS up you know any any PWD expense for Ching spr out gers is a match it's great yeah right you don't need to out money least I don't know what they told CH up this this is a simple project that can be done with volunteers and with public workare even with just the volunteer if the is marked out like I said people just show up with cers maybe the Public Works will need to do the for Farm I don't know stand what happened um they have a big opening and what used to be fence they just trucked in all their garbage and dun it they built a um a really nice tree St so all that under the grant would have been cleaned up obviously without the grant it's up to you whether you clean up your park or not uh but it was a requirement to get the gr Mone that the par actually be done and there was a report done um like a b EnV side assessment which is what I believe it is the um environmental guy went around and he found all the dumping and all the stuff that it could and he wrote it all up in this paperwork which you should have all this stuff and if you don't I do um but yeah following the plan is the safest thing to do and we work but like you said just has somebody keep track of their time and then yeah have them keep track of their time if the gr is still good you said volunteers too instead of money volunteers are matched at a certain rate yeah is matched by them at a certain rate yeah I think they like out or something so every I always volunteer spends time on running these projects you get count at $35 I tried explaining this over the months and years of that it doesn't have to be so expensive or so you know I can't believe like they did like BW did that the classroom Outdoor Classroom me the engineers Engineers yeah the outdor classroom could be out there and uh basically these people came one guy was like oh I have my new chaina had an electric chainsaw you know her dad or the the fathers and oh he loves it they walked down the trail and disappeared because he s on the trail the only reason those trails are open now is because people use the park and the people that use the park come back and fix it you know when it's not navigable and you'll see all these bypasses you know that are not really good you know that are still in the Wetland areas because those are completely wet all the time where these byass are M and clip right it's more dangerous the way it is now than getting people to volunteer to just clip a bunch of lenss they clip a bunch you know small it and like I said there's legally no mity our national plan um that's what friends friends groups you know that they all just what people want care about and we willing to come out and do yeah you don't have to carry insurance we had this because I believe Le masal was trying to say if we put properties on the Rosy you know and somebody gets hurt or whatever we're going to have responsibility for it I researched it and I had greenr I sent all the question legal questions she had green even though I research it and knew what were and they were exactly what green give no liability the only time you have liability is when you do something to a park that you don't have an improved engineering plan or like if Public Works goes out there and they make a different Trail they don't have approvals for that then you have liability you follow the plans you have you have no liability because you have approv you have an approval from so liability wise you need to stick to the plan you know not just because PL will come down on you but for liability reason you can't make a different Trail and then expect that you're going to be not liable or we need to get the the township solicitor to give can be information Insurance because that was one of the things that came up with all this the horo township already Els like some tax defaults and whatever that people are the township is all worried about its liability but there isn't any there's an act to restrict anyone who owns a property from any liability when it's used by the public or anyone actually unless they do something deliberately malicious like you put up a you up a wire not people by work and they get hurt that's delber milici that's a different thing yeah have no structure if you Haven if you haven't done anything specifically to arm people then there is not L go and would be TR well especially when the open space and Recreation plan has the documents related to it and it thought about thought it's just not what we voted on we voted on what we went into the voting group for it says Farm it says to preserve open space second Farmland preservation right but first was open States yes there reason why should fight and then I particularly object having with the original fici plan and having helped the township back the F and so I which means we only for 20% to forign um put up 20 and the street puts up 60 um you can't get that same ven play with open space but like personally it's I object I really object to make the C of has a damn Grant or plan if I had to p and why so I'm makes me so you open space you have to liit yourself with an ordinance like find people's they have to another or UND this or zero sense it's fine to put a limitation on how much can be use the maintenance as opposed to position that's very common very standard but to break it up so that you can't put more than such and such St I mean figure out what it is you want to preserve and then after qu I think I made it clear's focused on pring F Well they shouldn't be they should certainly should not be and I'm going to complain to Ral about it um because uh you know that's ridiculous I said on the foreign land preservation committee for uh a few years as well and uh I don't see any reason why we don't need we don't need to leave all the money sitting in there the Farmland we have actually have more access to money than we have to open space money and there's not Farms asking well there will be we hope there will be right now there is using all the money no that's not true it's not approv here last meeting yeah no okay I thought there was none right now no we can always be continuing to preserve funds it's a slow deal the money can accumulat of each year there's actually no reason to limit the open space acquisition I mean and one thing if we came if we if we had some big big super project and we needed to use up every penny that would be different but 50,000 well they also said well you know we preserve land because we had it given to us and then you said I don't know which one of you said it you said well you know we preserve the property you know on rain no you didn't yeah well they they said 15 John brought all the stuff and John's question second God you can watch it on video um it's ridiculous to think that someone's going to give you land for nothing again it's ridiculous to think that you're gonna get such a deal as with the property on Maine and tuckaho and the only reason you know and also that cost 850,000 Dage you know and to say we we you know we preserved for 15,000 is just misinformation you put money towards the sth course but the really big preservation work was done by suzan's group um it became possible due to Residents um standing and the um conservation the New Jersey conserv they should should put in their green money W trust green money and then the matching funds came from o r RR the office of natural resource restoration which is a state agency but it's not green AC so you can match one with the other and then that covered half of the cost the other half was discounted essentially by the owners so they get a nice big fat tax deduction but that that is the actual match the reason we needed ow our money was because any the Cal from Green Acres was lower than the 50% that the owners wanted somewh lower and so that made up the difference and the 15,000 is half of the closing B yeah the soft BS the the appraisal the survey and the closing so you know the reasoning that was given doesn't make any sense in the real world that Som how you you know this is all going to be dra on you were get this was a once in a lifetime thing that and Suzanne worked for I worked for the residents who who live there worked for to make this possible and it was basically something that was 10 years into making um back and forth with the own you know proposing new development and is been betraying proposing preserving it and it took a really long time to get where we're at it took diligence like her group like folks like me and folks that live in that area they keep this guy and also Tri a LW I don't you aware of the lawsuit it was a law by the mine company that propos the mine out there and uh the town turned them down so they St at the town the town defended it the town ended up having an agreement with the lne people and in that agreement that agreement states and I asked for this agreement um because and nobody could find a town hall for our personal finally reached out to the lawyer that um worked on the case for town to get copy that I asked her for it and deled it because it was something we needed to know about you know fighting know the solar and all the other things that we had to fight off we get where it is um but anyway in that agreement the town agreed to help get this erve through Green acor in their settlement with the my company so the's actually obligated to help even if they had decided not to give the $15,000 it was a legal obligation to help with get with B because that was an agreement that Court made so this was a unique situation and we're never going to see that again and you're never going to be handed land again land is too expensive so it's the idea that oh well we were given land so that's how we'll get more land it's not not really and the other thing about $15,000 that's never going to happen again either that was a unique situation that involved individuals you know that you know the future that's probably never going to have it individuals won't be here you know those those individuals it be a different and no one's you know who's going to be there to tell them what's going on and organize them yeah really really good justification would accept what it owes owes owns now in the way of buffers and other more water allowed properties and all the rest and the green light it greenoid and stop trying to the for nothing and um take well I don't have nothing what about sports and recreation right the the um hockey roller hockey is on a landfill they crack every time they try to fix it they crack I told them when that last time they tried to fix it that it was going to crack again they need a new location we you know if you limit how much you could spend on part development if how much you could spend them buying another piece of land you know how are you going to either buy them another piece of land to move their facilities too or increase the facilities at four T in the p and how are you going to pay for building those facilities for them if you're limiting it to you can only spend this much a year we're liing the open space fund right and why do that you have like 800,000 according to toal for $800 something, in the other St spot I know you have at least over 500,000 in the AL State fine um if you you're limiting you know when you have a project you have to spend that money in that year I mean so why are you leaving handcuffing yourself you know what is it that you're trying to accomplish because it's not accomplishing anything you have the final set yeah if you don't want to spend money in a project you won't know yeah how do this ordinance Mak s things it's useless and you know if it just causes it creates more world for the attorney to WR another remove that or when you be just s and you know you guys ultimately if you don't want to do something you don't have to do it not need one that you know does take and it really doesn't um you really need to just forget the ordinary if you want to change what you can use the money for that's a different scenario that you can only use $50,000 a year for way preservation can only yeah we can use unlimited we know you just want F we've known that all a lot but you don't know what the CH and you can't just tie your P for no reason would you have the ulate say well the current committee has the ultimate say but if the current committee changes they they would have the ultimate say and we believe it should use part which doesn't actually make a lot of sense to me I don't really understand it because black when did the fine plan um and started talking about trying to preserve fire land we push the ten do but you keep refering to these plans that are seven or eight years old nobody that's currently on the cou cling was involved in this doesn't matter it does it does matter adopts them the township adopts and the township also changes things as well based off today well if you doent your master plan in the first place then they're there until you want replace so I don't really think of now CH you know people have a responsibility to carry on policy that's been adopted until change the Poli and we just changed the policy and you're not happy I understand that but I don't understand why an open space fund wouldn't fund open space as much as it would become F now if you want to concentrate on farmland for time but why would you that's just said why would you par sping yourself with a 50,000 annual lock extra open space because you can't I mean all you have to do is think about it for two millions you wouldn't be able to do many say want why will be zero might as well not mention it at all and then just decide what you want to do that's yeah alol that's what I'm saying it's like this orance is is ridiculous because it's ridiculous and also the statute says in order to add and you know or remove uses that the voters thing vote on you have to have a voter referendum it was ran past multiple legal people is all that I know yeah well I you get an answer from the attorney me absolutely said nothing when I wrote this up so you know I certainly it's concern of yours I'd bring it up again but I I confronted the attorney after the meeting who was told that everything that the way that it was written was completely legal States but I I don't understand at that time because considering you guys still just have General conversation you can go up you can put Ines that to the effect that such and such
