one's mandated by the state so it's pretty much there's no choice here um and what forests we have left and what Tre remain at this point do need protection especially in areas like the Malaga area there's very little left you look at aerial maps and you zoom out there's not enough to protect the residents from storm water and air pollution and all the other wonderful services including replenishing and cleaning our groundwater that these trees provide so please approve this and uh not that you have much choice because it's mandated but thank you thank you thank you so what's that margar D Forest Grove I just have a question about the tree ORD I can't quite figure out it's going to be uh enforced by the police it says and by you said uhhuh uh so really you know it's going to there so we could start a fund to plant it that way or you know use that fund for other things relating to the trees it's very listed out in the m ms4 pering so anywhere that there's Township property we could take that fund and put trees there in replacement for the tree from something else's property so so it really is literally going to be tree for tree or I hear you saying well no they so if they can't plant the tree then there's actually a f structure based on the side and we would plant trees based on that amount of money so the township would it dep after they're paid off by the the owner they're going to take that money and they're going to put a tree in we can yes you can yes will you well we we have to do something with it we can't just take the money and let it sit in an account so the whole 40 the tree ordinances if one's being taken down one has to be placed somewhere so uhhuh normally it's clustered yeah now it's a uhhuh cluster of uh reforestation plans planting yeah there opposed the day the one tree comes down the other tree go in more comprehensive and is there going to be like a report that that says a plant trees were planted here 10 trees were planted here well we're going we're with the state you're going to have to keep record of everything so going to have to create a workbook that has where the trees came down how much money was collected and then where those replacement trees were planted or okay put back and we'll be able to see those reports it's going to have to be filed with the date I'm sure I don't know if it's going to be yearly quarterly what it's going to be uh they haven't said that but once it's enacted we're going to have to and when's it going to be enacted well it's up today so uhhuh yeah so the state's already saying Community um but they made it clear not to insert that type of waiver language in in the ordinance because it was an issue that that we Goes Forth so basically what their position State's position is this none of this undermine the right to farm rights however that's in essence a case by case basis uh for the the way to make at the time of whatever action that you're you're regress you through referen and so it's uh nothing written in stone or on paper as to what the outcome will be is that what you're saying and it'll be flexible I don't know if flexible is the right word uh but again that that the uh nothing in this ordinance is is to um diminish those rights uh so it it I don't know if flexible is the exact word it's it's uh to be determined uh based on what what activity the the farmer or the landard was is proposing or do well let's let's say I have a piece of ground with uh 30 Acres off Little Mill Road filled with trees and I want to plant soybeans I take down all the trees uh what's the outcome I have to pay to replace those trees they under the right to farm law I have the right to take down trees to plant crops it's got to be one of the other but we'd have to clear that through the New Jersey DP because they have not given a firm answer on that and this is their legislation so by not putting it in there you're waiting for the D to decide when the time comes well the D is the one who's telling us to ordinance I know they are they're the ruling body on it so it it's it's yeah it's uh it's an interesting question because unclear yes very unclear because we also passed the right to farm ordinance in uh 2022 I believe it was which uh declared everybody lived in an RA zone so therefore maybe they have the right to clear it for a garden again have those numberss of the county it's 18952 okay and um so with this budget if it's approved what would the uh average homeowner pay for just the municipal part uh the total tax would be quino 420 full down at increase of 3790 of last J an increase to $37.90 for the year okay okay and um my next question maybe youd know the answer I'm not sure on the county reevaluation the reassessment the Clayton was just finished um when is Franklin's do so in other words the the County's been reassessing and re-evaluating homes and all throughout the county but I think we might have been the last of the buch haven't heard anything from them that we're on no it's schule so we're not so you're not so we don't have to worry about that for at least the year right because they haven't noticed anybody with that see with Clayton it was such a big amount because some of the houses were bringing such a large amount of money from like you said 189 with the reassessment if they bring it up I'll make if if they bring it up to either of us I'll make sure they posted ahead of time but they usually reduce am I how far behind your when be r i I don't know but years I can tell you they they packed Clayton a couple months ago when these notes went out and their their homes were like our it's 189 that was my first question and so if your home is 200,000 and you're now just sold it your neighbor got 400 500 whatever now you're in the middle of that re-evaluation and then they have to adjust and I correct the tax rate tax rate would come down if all the assets values which are actually we we 7 we I concerned obviously for that that purpose because of the you know the way the Market's been but the other factor is is you know where do you go because if you sell it and you're stuck in the middle of right they have no answers to that as to what's going to happen so you haven't gotten anything with with introducing our budget didn't make any difference with all these senior freezes what's going to happen with the freeze point Who's going to reimburse the the other the other Mount exactly the state would have to reimburse us well that's why everybody think going to come up the money don't know that okay so but we haven't gotten anything with the budget coming in and all this stuff nothing's been there's no latest Clos the books in October right right right so I mean it's July didn't not there for this they couldn't do it that period of time if they wanted to right start tomor I just thought we might be next on their list and we were the last ones to could be but I don't know program uh and 78,000 and that was paid or charged what did we spend that on you haven't spent it yet okay cuz I thought if it said paid it was spent no that just means it's it was taken out of the budget and put into the grant fund okay well that's good to know the other question I have was related to the open space Recreation and farmland historic preservation trust fund on page 43 um I I understand I don't understand why there's no interest income on that fund um and don't know if I'm reading this correctly but the reserve funds is what's left in it after the end of the year yes so we do receive interest on that they just added that um in not on the interest line it's just added into the revenue side okay well but we do re interest on a buing space okay well on the appropriated side it talks about uh development of land for recreation and conservation other expenses 50,000 um what is that for exactly um whatever we need to spend for open space uh there are different things what did we spend last year nothing right no last year we did and what itation with Ken ainson okay cuz there is a line for Farmland preservation but there's nothing on that line so I was very confused because we've got ,000 under development of land for recreation and conservation as other expenses then we have 350,000 under maintenance of land for recreation and conservation other expenses and uh reserved out of last year was 15,600 so that's $400,000 and how much of that did we spend last year and what did we spend it on we preserved quite a bit of land last year to S uh land water trust Farmland preservation yeah okay it just seems like the lines don't make sense where they put all this because it's an acquisition of farmland and it's blank is this filled out right yes it's done it's done by the Auditors and they send this up to the state to be approved so it it is filled out directly it is a little confusing but like like I said most of the money goes towards preserving the farm land right and basically you're expecting to spend another 400,000 so if we only get $15,438.24 yeah because it looked like summary of program that there wasn't a whole lot left because it says one total collected to date is 1,861 236 say total expended to date is 1,324 n32 and that's that's a that's about right what we had still have in there 5 600,000 okay so if you spend 400,000 you we won't have very much left that's just that's just an estimation we're estimating we try to estimate based on what was spent last year I can tell you it's not going to be that much because I believe talking to Mr ainson there's only two properties left that are even in the process that could go to settlement this year and there's no one else even close so that is a high estimate but we have to estimate based on what we did the previous year okay does that estimate include py Hollows uh matching funds the grant is that anywhere in this budget it is budgeted out of the reserves we have because we can't use the open space on but the way the resolution is written at this point it's only for Farmland okay even though the V voters voted for both open space and a Farmland correct but the resolution was done in 1999 only specified formally not open space think so can we draw up a new resolution and fix this problem well it actually needs to be an ordinance but yes we have discuss doing that because it it is the way it should be done okay yeah this for a lay person it's very hard to understand what's being said um Bonnie Hollow has been taken from the reserves we actually have to match the green AC um the only estimate I have of how much the township is expended from Farmland is from their own report which is a couple years old I think it comes from January 2022 at and during that report they indicated about 5565 2017 from the open space fond went towards permanently preserved Farmland do we have an updated figure on how much we've actually spent I can see what Mr Atkinson was sent us I believe he sent us an end year report last year posted and also the cost of the services for Mr ainson and before that um I forget demand you oh it's it's each each one is done via resolution here right when we do it a farm and then the the breakdown is put down on each resolution as to what the costs are for be it title work survey work appraisals South Jersey water but all that goes into comes out of the open space fund itself what yes whatever our resolution is that's passed all that total comes out of the open fees okay that sounds good any idea what the $78,000 will end up being spent on not yet we we've been in multiple discussions as to what possible and useis part could be but it's going to go to one of the parks to do something there possibly Mal Lake playround could be improved and also when the trees get that did pass right the tree oret you yes they catch maybe malake Park could get some trees because that was one of the things people were questioned what they wanted on a survey and they wanted some shade especially around the playground so possibly some of those trees could be planted so that the parents and the children have some in but I'm just looking at from a business standpoint of how it normally gets done so I'm just curious on us the um non-represented try to keep that line the out can and that's based on what do you just okay contract public War contract okay and there's statutory protection for theed officials relative to that to to keep the raises at B to protecting is not for no I understand and is it in line across like all of them have the same percentage or it's based upon position did same percent okay I'm just curious on uh sheet 12 and this something I I think it would go to you Robin uh line items 20-120 and 20-100 under the the clerk and administrator there's other expenses listed uh you know for one is $33,000 respectively and one is 8,250 M any idea if you can give me a breakdown of what that is you know what do they entail um under the clerk there's many different things there is elections under there uh there are office supplies with all different things we have a more broken us in our system computer system which there could be 10 20 different lines go adverti BR there's a lot yeah a lot of different things under under um admin never under under the admin is basically all the functions of the Town chip whether it's copers it's telephone it's any kind of you know operating uh expenses are all under there okay because I saw breakdowns of that in other spots too telephones and all the other stuff is broke down in other areas some some there are other uh telephones but there are other things that go in the give you a total yeah can you yeah do I have something I have to over or can you provide that not tonight but can you get that to me yes I didn't know if I had to over it or if you could provide it I just want to ask to see and I don't have it you know right in front of me but I there was when you brought up phones there was another spot and I don't have that line item in front of me unfortunately and I understand that probably covers cell phones and and a little bit of everything but under the telephone we're putting out $65,000 a year there are quite a for the whole yeah but I understand is that self line land lines that's everything okay and I just one of just seemed pretty outrageous especially when you look at other towns and they're under 15 most of them under 15,000 so that's why I'm asking why we're at 65,000 it just seems outrageous and from a tax standpoint I was just curious on how we get to that point when yeah if you don't mind I mean and that was the the main one that was there that just seemed I mean some of the other ones are a little off but that varies and there's too many factors but that's one that just seemed extremely high you know in all right so do I have to give you information after this you know I'm no okay all specifics of anyone's salary being ridiculously an egregiously high especially given the level of service that's provided to most members of this Township I would ask the committee to look again at the salaries and the ones that you have discretion over maybe maybe tweak them a little uh the one thing I would also say is that anyone who sits as the administrator or as a Township committeeman or committee woman or a professional in any capacity is going to take some heat is going to take some scrutiny and when I look back at my time I can identify right away some mistakes that I made and one of the biggest mistakes that I made was overlooking the value and the talent that you have in your court office and in your police department now I will tell anyone who sits still long enough wherever I am for court that our police are the absolute best in the world they are the absolute best in the world in encountering other court professionals many of them are phenomenal but nobody at least at the municipal court level is better than the staff that you have here and if I could go back in time and I could undo or redo or fix anything other than telling Mike Marsh I was going to turn the ambulance building into um or the dog kennel into an ambulance building I would raise the salary of Tracy blader Tracy bler has been here I think since she graduated from high school she doesn't cause anybody any problems she's polite to people whether they can help her politically or not she immediately comes to the window if another staff member isn't available even though she's the very important court administrator and just because she's not somebody's political favorite or knows where the bodies are buried or what have you I would strongly urge you to consider giving her an increase um all the women in that office are phenomenal Gina brasia it's my understanding is one of two remaining police clerks I think the others are no longer here which means that the work of four people is now being done by two people and it's my understanding that the other young woman in that office is also phenomenal Candice again anything you can do to bring up their salaries to resemble some of their more glamorous counterparts uh I think as a taxpayer would be one wonderful and if you would take that into consideration and learn from the mistakes I made I think that would be great before I said I just have one more question it's not specifically on the budget but it relates to the budget indirectly is there a second public portion because it's not on the agenda yeah for the years it's been around for a long time months and we've been waiting for a long time for this park to open for and it's it hopefully does get open hopefully C how about can we have a date here we maybe sept weing with if I don't get it to more brand it's goodness I can see much evening mayor council staff my name is Robert foot from 20 Clubhouse Drive right here in IA Lake um I'll give you a little break because it has nothing to do with anything that's on the agenda um it's a personal matter but also it's a concerning matter because there's a perception of power of abuse within the municipality as well as in the court system here regarding my situation uh some of you might be aware of it I'm not sure I know um when I get into it Mr BR mayor you have been copied on so many emails I had met with Mr Finley before um I have been for I've been on I on a lake for the last seven years I purchased a house and for this August the last four years my family and me have been pretty much basically harassed terrorized by uh neighbors that don't feel that I conform to what they think the the town or the uh Community should be like and I stated about the perception about the the abuse of power and all because for two years I well let me ask you a question can anybody tell me what is the cost of police officers being sent out to a home for a random as an average their salary Le salary okay what about uh a fire truck an ambulance um Two Fire Department utility vehicles Les and the fire marshal vehicle being dispatched out and sent out because to this date I have had to police of my house over 37 times I've had to fire marshall fire trucks fire utility vehicles and everything at my house and neighbors houses as well over a half a dozen times as well and to give you in less than three minutes what has been going on for 4 years um I basically have been harassed by use of the township and the neighbor that I'm talking about has used the township at will to as an extension to basically terrorize my family going out um besides the fact of constantly being spit at demoralized uh narcissistic Tendencies because I received slanderous diminishing letters that were handwritten signed and sent certified mail so that I knew exactly who sent these letters to me and to my neighbors as well too uh the township has sent me um citations and emails for having a unregistered boat on the lake having a motorized boat on the lake having a motorized build on a lake that's leaking fuel having a shed that was not Zone having a fence that was built without a permit to the point where I had to have a meeting with Mr Finley to show that I did have a permit it was never checked on nobody ever came out to even investigate the boat does it's a shell doesn't even have Electronics let alone an engine or a gas tank and it's registered and Coast Guard certified even though there's nothing there for it because of the neighbor's actions I went through I believe her neighbor's Rosemary she's I he anymore three times to get a 4x4 shed zoned out into my thing I had the permit where I was informed the reason I got the citation is because they didn't go back further enough to see if the permit but yet the fence was put up 7 years ago and I'm receiving citations for putting up without a permit on top of that too um I finally after a year of the police coming out and asking what I could do I got told I could do nothing but file complaints file complaints I file complaint compl s uh against the neighbors and then um when I went to court I got to find out by the prosecutor that somebody changed the docket number on my complaint so that my evidence does not match the docket number so that got dismissed and that person got a waste got free for that the other time the prosecutor was using a fire marshal as a witness on our behalf to show The False Alarm calls and and was going out there and the fire marshal twice did not show up to court and neither time was the fire marshal ever issued a benchmark cuz I know if I didn't show the court twice I would have a benchmark issued out for me and it continues to go on to the point where I'm not sure what else I could do now because I filed complaints because there was a no contact order and then they started putting false or um Anonymous complaints in um so the township is still getting involved with that as well too and now it's to the point where I'm receiving letters from um lawyers offices about my aggravated assault charges that I'm assuming I'm going to get in the mail soon enough too that I can put down complaints where I have evidence photograph letters videos Witnesses where the witnesses that showed up the court all of a sudden start getting citations from the count or from the township for stuff that they had on their property or the line because they were witnesses to the way that the neighbor has been behaving and acting and it's to the point where I have two autistic children they don't care about that I live 10 ft from the county clerk Hogan where they work for them I'm friends with them we exchange up Christmas where if I was that bad of a neighbor I think that would be the first person to make a phone call I'm looking for help on where to go next with this because now it seems that the next s i I don't know what to do I don't know where to go and it's getting to the point where my wife wants to move my kids don't a't want to go outside anymore and it's being an extension of the township being used to do this and it's not stopping B I mean yeah I to can start with the with the prosecutor what your Ty this Sor first I not really uh get confidence to G talk to about the Mr I know I this was one years ago Police Every days probably years every Then There came out you C to come out to hang and that's the thing so now once have I ever been told to lower music or never put out a fire or something like that they call up the municipal and they're like look it's 3:30 Friday afternoon we we we can't call down here on a noise order and so then he calls d11 because you're forced to come in that's my point police and fire even if they are suspicious that in fictitious cge have to come out which is harassment to you because you didn't do anything but they fired it's not with the town but when the mar When The Fire Marshall comes out six times to the same 24 in home Depot campfire fire pit no yeah it's extreme I'm just I'm explaining that no but yet the township is still doing it the township is still feeding into this narcissism that it it's you know like I said I file complaints where I have evidence and all and they get rejected and then all of a sudden a falsified complaint can get put in and now all of a sudden I'm accuse of aggravated assault because somebody's trying to get me to move you all seen our the house on iake and what it looked like 7 years ago to what it is today I take pride in where I live that's the only reason I do the work that I do cuz I like where I live I wanted to look at I want the place to look good I want the neighbors to like it the neighbors have joined in the place and uplifted and I get it people don't like change but that doesn't give somebody the right to terrorize a family and use the township as the finger to do it than I we're aware of it now Mr F said Mr Mr with look well I appreciate that thank you I don't know where else car he say thank you each Dave Marshall 67 new road just real quick master plan any ideas of when that'll be coming forth nothing come nothing's come forward though I believe they were putting together dat to happen meing should the last I heard was they had the meeting on the 26th yeah that meeting's been done right yeah I KN I've not heard them see me or Chris do me as to when the war for the 26 and well the 26 was the master plan about they did they did they did it after the meeting they didn't do it as a for the planning board members were there they had their meeting closed the meeting then had it end up their meeting um and then there was another one on 26 that the last I heard they had become agreement at the 26 and Chris do was going to draw up his draft but I have not gotten anything guys this St yet from here once that becomes available that draft is it something the public can access before the planning board meeting besides you know if not when the agenda comes out when we only have two days but is there a way to get it ahead of time to talk with them but I mean a draft is is a draft it's a working document so yeah but once it's past that point I'm going to be coming forth to the planning board well I think it'll just go to the planning board I don't know that they'll vote on it that night because they're going to need to review the final draft that's why the last time with it being leaked that's why when the agenda opened up for the planning board I recommend being put on there because it was out on Facebook the draft report and people were calling and having questions and we hadn't even seen the the full draft report but other people had it they were on the committee so we had to kind of put the carpet or the horse to to let the elected and the board members know what was being talked about so they could review it no it makes sense but what I'm saying is it before the obviously you have to do it 48 hours prior to the meeting but is it once you know before they're going to vote on that meeting once they get their official draft approved when Mr docy gives it to me because it's it's actually cme's document that they're giving to us check with him and I'll check with Mr Lions as to the the factor when it becomes available for people right yeah because I understand the part of drafts with the open public meeting act but that only has to do with its employees or finances with dfts anything to do with the public or taxpayer site is supposed to be publicly released so just make sure you're clear that officially going to be the Republican candidate on the ballot so I wanted to say congratulations I also wanted to congratulate Mr seers who ran a rem remarkably good race especially for it being a trump year I know that he made a lot of contact with residents which is something that of course should be important to all of you as elected officials reaching out to Residents contacting them finding out what's important to them and what they need to have as good an experience in Franklin Township as is possible it was it was very gratifying to see the positive response what wasn't gratifying and I don't know how many of you are on Facebook I know that the township has a Facebook arm we'll call it but that there are also multiple Facebook pages that are run by residents and I don't know how many of you if any of you are are members on those pages they can get somewhat heated we'll say um and and again some of the people who were extremely heated negative borderline defamatory were supporters of some of you who sit up there and I would just ask that as the elected officials any influence you have I've never seen any of you post anything certainly not your own names anyway and I wouldn't accuse you of otherwise um I've never seen any of you post anything that that fell into that category quite frankly uh and I would just ask as a resident who does frequent those pages that you would encourage all of your supporters to show respect for the freedom and the rights that every person in this Township has to express themselves politically and I have 3 minutes and 14 seconds left so some of you weren't there uh when actually I don't think any of you were there when the Facebook pages were originally created Jake you were probably on the school board um but when the Franklin Township residence page that's managed by Nora primarily was put up I think it was back in maybe 2013 and then in 2016 Christina Ridgeway wanted to have a counter voice to that page and she started we are Franklin and the two pages have different rules and as I said I don't even know what all of you are members but I encourage you to take a look because it'll probably give you a little Glimpse as to the pulse of the community and and who the people are who support you and and and who don't um you know it's funny back in 2016 I was saying about Leah vallo M Ridgeway wrote that she was the only committeeman with the hatrick and I thought of it tonight because I came up three times so it's a hatrick she was the only committee person Miss ridr wrote of Lea vallo who had intelligence fortitude and truly wanting what's best for Franklin and its residents now none of you were on the committee at that time I'm sure miss richway would have equally lovely things to say about some of you and hopefully going forward all of you will do as Miss Ridgeway said Leah Vaso was the hattrick intelligent showed fortitude and truly wanted what was best for Franklin I hope all of
